THE FACT THAT THEY HAVE TO HOPE EACH TERM TO BE ASSIGNED 40% WORKLOAD, AND THEN HOPE AGAIN TO RECEIVE SOME SORT OF REIMBURSEMENT FOR HEALTH CARE RELATED COSTS. HEALTH CARE IS ALSO SOMETHING THAT IS ALWAYS ON THE MINDS OF OUR PART TIME COLLEAGUES, BUT THEY CAN'T ALWAYS BE HERE TO DISCUSS IT.
THEY'RE BUSY TEACHING OR WORKING EXTRA GIGS JUST TO MAKE ENDS MEET.
WE TEXTED OVER 600 PART TIME FACULTY.
I AM WORKING TONIGHT FULLY ENACTING AB 190 WILL ALLOW MANY OF OUR PART TIME COLLEAGUES TO BREATHE A LITTLE EASY, EASIER TO AND SUPPORT OUR STUDENTS MORE BECAUSE WE KNOW FACULTY WORKING CONDITIONS ARE STUDENTS LEARNING CONDITIONS.
WHEN PART TIME FACULTY DO NOT HAVE ACCESS TO AFFORDABLE HEALTH CARE, THEY OFTEN LEAVE THE PROFESSION, WHICH IS DEVASTATING TO STUDENT SUCCESS I WAS RECENTLY SPEAKING WITH A COLLEAGUE WHO LEFT TEACHING PART TIME TO PURSUE A FULL TIME JOB FOR THE BENEFITS.
MY COLLEAGUE SHARED THAT IT WAS ONE THING TO LIVE ABOUT HEALTH INSURANCE FOR THEMSELVES, BUT IT WAS IMPOSSIBLE TO LIVE WITHOUT HEALTH INSURANCE FOR THEIR FAMILY. HEALTH CARE IS A GAME CHANGER.
SINCE CERRITOS COLLEGE IMPLEMENTED OUR HEALTH CARE REIMBURSEMENT PROCESS, WE HAVE SEEN THE NUMBERS OF APPLICANTS GROW FROM ONE TO OVER 100 EACH YEAR.
LAST SPRING, WE HAD 100 ELIGIBLE APPLICANTS, BUT WE WERE ONLY ABLE TO REIMBURSE 77 BECAUSE THE POOL WAS SIMPLY JUST EXHAUSTED. THIS MEANT THAT 23.
SORRY. THIS MEANT THAT 23 OF OUR PART TIME FACULTY WENT WITHOUT SUPPORT FOR THEIR HEALTH CARE.
OUR PART TIME FACULTY MAKE HUGE SACRIFICES JUST TO STAY IN THIS PROFESSION.
PROVIDING ACCESS TO HEALTH CARE WOULD MEAN ONE LESS SACRIFICE.

SO I JUST WANT TO GIVE YOU A LITTLE BIT OF CONTEXTUAL INFORMATION.PART TIME FACULTY COMMUNITY COLLEGE HEALTH INSURANCE PROGRAM HAS BEEN AROUND SINCE 1996.
IT WAS JUST NOT FUNDED THE SAME WAY AS IT'S FUNDED NOW STARTING SEPTEMBER OF 2022, ASSEMBLY BILL 190 PASSED WITH AB 190.
THE STATE CHANGED ITS ALLOCATION FROM $490,000 IN ITS BUDGET FOR PART TIME HEALTHCARE TO $2 MILLION ANNUALLY, AND THIS FUNDING IS ONGOING.
HOWEVER, THIS FUNDING DOESN'T COVER THE COST OF VISION AND OR DENTAL INSURANCE AND THE INTENT OF THIS LEGISLATION IS TO ENCOURAGE COMMUNITY COLLEGE DISTRICTS TO PROVIDE HEALTH INSURANCE FOR PART TIME FACULTY AND THEIR DEPENDENTS UNDER AB 190.
IT ALSO ESTABLISHED THE ELIGIBILITY FOR THOSE WHO WILL QUALIFY I.
AS YOU CAN SEE ON THIS SLIDE, PART TIME FACULTY ARE DEFINED AS THOSE WHO HAVE AN ASSIGNMENT EQUAL TO OR GREATER THAN 40% OF A FULL TIME ASSIGNMENT, AND IT COVERS, QUOTE UNQUOTE, FREEWAY FLIERS, OR WHAT WE REFER TO AS MULTI-DISTRICT PART TIME FACULTY WITH THE TOTAL TEACHING ASSIGNMENT OF 40% OR MORE IF THEY WORK AT MULTIPLE COLLEGES.
WE REACHED A CBA AGREEMENT WITH THE DISTRICT FOR OUR 2018 2021 CBA.
AS YOU CAN SEE HERE, THE FIRST YEAR WE IMPLEMENTED THIS, WE HAVE ONE PARTICIPANT, AND AT THE TIME, THE REIMBURSEMENT AMOUNT WAS $1,000 PER SEMESTER, ONE FOR FALL, ONE FOR SPRING, AND THE POOL THAT WAS ESTABLISHED WAS $100,000, AND THIS LASTED TWO YEARS.
IN OUR LAST ROUND OF CBA NEGOTIATIONS, WHICH IS OUR 2124 CBA NEGOTIATIONS, WE WERE ABLE TO INCREASE THAT AMOUNT TO $1,100 PER SEMESTER, AND WE INCREASED THE POOL FROM 100,000 TO 137,000.
IN TERMS OF THE AMOUNT OF DOLLARS THAT THE DISTRICT RECEIVED REIMBURSEMENT ON.
AS YOU CAN SEE AT THE TIME, BACK IN 2020 2021, THE DISTRICT ONLY RECEIVED $0.02 PER DOLLAR THAT WAS SPENT ON PART TIME HEALTH CARE, SO $0.02 ON THE DOLLAR.
AND FOR THAT YEAR, OVER A 100 PART TIME FACULTY PARTICIPATED IN THE PROGRAM.
THAT HAPPENED IN SEPTEMBER OF 2022.
AND WE WERE ALSO ABLE TO AT LEAST MORE THAN DOUBLE THE POOL TO $300,000.
SO WHAT DOES IT LOOK LIKE FOR THIS FISCAL YEAR IF WE CHOOSE TO STAY IN STATUS QUO? WE WILL FOLLOW THE ARTICLES OF 10.7 IN THE CBA AND THE ELIGIBILITY REQUIREMENTS SAYS IS 30% LOAD FOR FOUR SEMESTERS. OKAY.
AND FOLKS CAN RECEIVE $1,100 FOR REIMBURSEMENT AND THE POOL WILL STAY AT 137,000, AND THE DISTRICT WILL BE REIMBURSED AT $0.50 ON THE DOLLAR. SOMETHING I ALSO DO WANT TO POINT OUT IS 30% LOAD IS NOT MEETING STATE ELIGIBILITY TO RECEIVE REIMBURSEMENT.

SOME OF OUR HR INITIATIVES THAT ARE PART OF OUR, OF OUR EFFORTS IN ORDER TO ENHANCE AIR METRICS AND SOME OTHER THINGS THAT WE'RE DOING AND AN UPDATE ON OUR PROFESSIONAL DEVELOPMENT IN ORDER TO MOVE FORWARD ON OUR EQUITY WORK.
HOWEVER UNDER THE RECENT CHANGES THAT HAPPENED IN THE LAST YEAR MOST OF OUR COLLEGE DISTRICT PARTNERS, INCLUDING CERRITOS, HAVE RECEIVED GUIDANCE WITH REGARD TO THE CHANGES UNDER THE EEO PLAN.
AND THE SIGNIFICANT CHANGE IN THE EEO PLAN IS THAT WE ARE REQUIRED TO PROVIDE A DRAFT OF THE OF THE ACTUAL PLAN TO THE STATE CHANCELLOR'S OFFICE FOR FEEDBACK PRIOR TO BRINGING YOU A FINAL DRAFT FOR YOUR REVIEW AND CONSIDERATION.
WHICH IS WHY WE'VE NOT BROUGHT YOU ANY PLAN.
IN 2023 HUMAN RESOURCES HAS WORKED WITH OUR DISTRICT EQUAL EMPLOYMENT OPPORTUNITY ADVISORY COMMITTEE, OR DOC WHEREIN WE HELD SEVERAL RETREATS TO IDENTIFY AREAS THAT WE WOULD LIKE TO GROW AND ENHANCE OUR DIVERSITY EFFORTS SO THAT WE COULD WORK ON THE DIVERSITY PLAN, WHICH HAS A TEMPLATE WHICH UNDER COMPONENT NUMBER 13, WE ARE REQUIRED TO NOT ONLY ADDRESS RECRUITMENT, BUT WE ARE ALSO TO DO SIGNIFICANT WORK UNDER HR METRICS FOR LONGITUDINAL DATA ON BOTH THE PRE-EMPLOYMENT THE RECRUITMENT SELECTION, HIRING PROCESS.
SO BEGINNING BRING THEM ON BOARD AS WELL AS RETAIN RETENTION.
SO IT'S THE PRE PRE-APPLICATION PROCESS, THE RECRUITMENT PROCESS ITSELF.
FEEDBACK WINDOW THAT WE HAVE RIGHT NOW WITH THE STATE CHANCELLOR'S OFFICE IS THAT THERE IS ROUGHLY ABOUT A FOUR MONTH PERIOD FOR US TO RECEIVE FEEDBACK ON OUR DRAFT PLAN WITH THE BLESSINGS OF DEAC AND THE SHARING WITH OUR CONSTITUENCY GROUPS.

AND WE ARE CURRENTLY UNDERGOING A YEAR LONG PROGRAM, AND WE'D LIKE TO BRING THEM TO YOU SOME TIME IN EITHER MAY OR JUNE SO THAT YOU CAN MEET OUR FUTURE LEADERS OF CERRITOS COLLEGE AND OUR COMMUNITY COLLEGE SYSTEM, AND WE WILL BE LOOKING FORWARD TO SOME OF THE CAPSTONE PROJECTS THAT THEY ARE WORKING IN ORDER TO ENHANCE THE PROGRAM AND OPERATION.
WE'VE WORKED ON FALCON DAY, WHICH IS AN INSTITUTIONAL PROFESSIONAL DEVELOPMENT DAY.
WE HAD A PRESENTATION THAT WAS DONE BY THE OFFICE OF CIVIL RIGHTS FOR OUR FACULTY PARTNERS WHO PARTICIPATED IN RECORD NUMBERS. WE HAD ABOUT 161 FACULTY THAT PARTICIPATED IN THE OCR TRAINING AS PART OF THEIR FLEX REQUIREMENT IN ORDER FOR US TO ADDRESS STUDENT ACCESSIBILITY COMPONENTS AS PART OF THE OCR.
WE ALSO ADDRESSED ISSUES IMPACTING LGBTQ AND AT THE REQUEST OF CSEA, WE DID HAVE A MOCK INTERVIEW PROCESS WHERE WE BROUGHT IN A COUPLE OF OUR PARTNERS OUTSIDE THE DISTRICT, AND WE HAD SOME TIPS AND INTERVIEWING TECHNIQUES THAT WE LOOK FORWARD TO WORKING FORWARD AND AND DEVELOPING A LITTLE BIT MORE IN DETAIL, MOVING, MOVING INTO THE FUTURE.
WE ALSO HAD OUR LATINX HERITAGE MONTH ON OCTOBER 4TH.
WE HAD A PERFORMANCE BY OUR DANCE STUDENTS, AND WE REVIEWED A DOCUMENTARY THAT WE SHARED WITH OUR STAFF ON THE MENDEZ VERSUS WESTMINSTER DESEGREGATION EFFORTS UNDER OUR LATINX COMMUNITY JUST DOWN THE STREET.
UNDER OUR INITIATIVES, WE ARE MOVING DIGITAL WHETHER WE ARE READY OR NOT, WE ARE GOING THERE.
AND WHAT DIGITAL INTEGRATION MEANS IN HR.
THE ONLY WAY THAT WE BELIEVE THAT WE CAN ACCOMPLISH THE LONGITUDINAL ANALYSIS IS BY MAKING CHANGES TO THE WAY WE COLLECT OUR DATA, SO WE ARE CURRENTLY UNDERGOING THAT PROCESS. WE ARE ALSO REQUIRED TO PICK A STRATEGY ANONYMOUS APPLICATIONS OR CLUSTER HIRING.
WE ARE GOING WITH ANONYMOUS APPLICATIONS AND WE ARE CURRENTLY WORKING WITH NEO, WHICH IS OUR APPLICATION PORTAL TO ENSURE THAT WE'VE IMPLEMENTED THE FEATURES TO INTEGRATE THAT COMPONENT, AND WE'VE ALREADY STARTED TESTING IT IN MINOR WAYS, BUT WE'VE STARTED TESTING IT.
WE'RE ENHANCING OUR PERSONNEL FILES AND GOING COMPLETELY DIGITAL.
SO WE ARE CURRENTLY STAGING FOR PAPERLESS PERSONNEL FILES.

SO THE OBJECTIVE OF THIS SUSTAINABILITY FRAMEWORK WAS TO SET CREATE A SET OF GUIDING PRINCIPLES.
THIS PROJECT BEGAN BACK IN MAY WITH A DATA REQUEST AND A DATA DOWNLOAD OF ALL OF OUR INFORMATION FROM WATER USAGE TO ENERGY TO ALL OF OUR UTILITY USAGE ON THERE.
FROM THERE, WE MOVED TO OUR QUANTITATIVE AND QUALITATIVE ANALYSIS, WHICH INCLUDED TWO WORKSHOPS.
THEN IT WRAPPED UP IN EARLY ABOUT MIDWAY AND AUGUST, WE HOSTED A TWO DAY CAMPUS ADDITIONAL WORKSHOP THAT LASTED OVER TWO DAYS TO GET INPUT AND ADDITIONAL FEEDBACK FROM THE CAMPUS COMMUNITY.

AND THEN WE WORKED TOWARDS THE APPROVALS, AND HERE WE ARE WITH WITH THE DRAFT PLAN FOR YOU.

THESE NUMBERS INCLUDE STUDENTS WHO ARE TAKING CLASSES THAT WE HAVE CLOSED TO OUR PARTNER HIGH SCHOOLS, AS WELL AS HIGH SCHOOL STUDENTS ON THEIR OWN WHO COME TO THE COLLEGE AND TAKE CLASSES WITH OTHER COLLEGE STUDENTS.

WHAT'S REALLY SIGNIFICANT ABOUT THIS NUMBER IS THAT FOR THE 2324, WE HAD JUST OVER 1000 STUDENTS IN SUMMER, AND WE HAVE OVER 2000 STUDENTS WHO ARE CURRENTLY TAKING COLLEGE CLASSES, SO WE ARE ALREADY ABOVE THE NUMBER OF STUDENTS THAT TOOK DUAL ENROLLMENT CLASSES LAST YEAR.AND WE STILL HAVE SPRING TO GO, AND WE HAVE ABOUT 95 CLASSES THAT WILL BE OFFERED IN SPRING.
SO THE GROWTH REALLY HAS BEEN TREMENDOUS.
AND YOU CAN SEE OVER TIME HOW IT SPIKED.
I THINK WHAT'S MORE EXCITING IS THAT OFTENTIMES WHEN YOU TALK ABOUT THE INCREASE IN THE NUMBER OF STUDENTS TAKING COLLEGE CLASSES IN HIGH SCHOOL, IT'S HOW ARE THEY DOING? AND SO LOOKING SPECIFICALLY AT STUDENTS WHO ARE IN THE CLASSES THAT WE HAVE UNDER OUR CAP AGREEMENTS, WHO ARE CLOSE TO HIGH SCHOOL STUDENTS.
OVER TIME, YOU CAN SEE THAT STUDENTS ARE DOING VERY WELL IN THESE CLASSES, AND THAT WE SEEM TO BE GETTING BETTER AT IDENTIFYING THE COURSES THAT ARE SUCCESSFUL FOR HIGH SCHOOL STUDENTS, AS WELL AS THE SUPPORTS THAT MIGHT BE NECESSARY.
SO OVERALL, SINCE WE ARE LOOKING AT THIS DATA UP THERE, WE HAVE AN 82% SUCCESS RATE.
SO STUDENTS RECEIVED A C OR BETTER IN THEIR COLLEGE COURSE.
BUT LAST ACADEMIC YEAR, 85% OF STUDENTS.
SO OF THE 1100 STUDENTS IN SUMMER PASSED THEIR CLASSES WITH A C OR BETTER.
A LOT OF THIS GROWTH IS DUE TO DEVELOPING PARTNERSHIPS WITH OUR LOCAL SCHOOLS AND EARLY COLLEGE PROGRAMS. SO I JUST WANTED TO GIVE YOU AN UPDATE ABOUT WHAT THAT PROGRAM IS AND THE NUMBERS OF STUDENTS ATTENDING.
SO WE CURRENTLY HAVE EIGHT HIGH SCHOOLS PARTICIPATING AND TWO PROGRAMS IN DEVELOPMENT.
THE EARLY COLLEGE PROGRAMS ARE FOUR YEAR PATHWAYS, WHERE STUDENTS START IN NINTH GRADE, AND THEY WILL FINISH THE IGETC CURRICULUM BY THE TIME THEY GRADUATE, AND MANY OF THE STUDENTS ARE ALSO PLANNING WITH OUR DUAL ENROLLMENT COUNSELOR, ADDITIONAL MAJOR SPECIFIC CLASSES WHERE THEY CAN RECEIVE AN AA AND THEIR DIPLOMA AT THE SAME TIME. SO WE CURRENTLY HAVE 583 STUDENTS ENROLLED.
BUT FOUR OF THESE PROGRAMS, IT'S THEIR VERY FIRST YEAR.
WE WILL HAVE GRADUATES NEXT SPRING.
SO THIS PROGRAM HAS BEEN VERY SUCCESSFUL.
AND WE'RE EXCITED TO SEE WHAT THESE STUDENTS WILL DO ONCE THEY FINISH EARLY COLLEGE.
WE ALSO HAVE DATA, IN PARTNERSHIP WITH IPG, LOOKING AT STUDENTS THAT TAKE DUAL ENROLLMENT CLASSES AND COME TO CERRITOS COLLEGE AND COMPARING THEM TO FIRST TIME, FULL TIME, REGULAR STUDENTS WERE ALSO SEEING THAT THEY COMPLETE SOONER.
AND THAT'S PROBABLY DUE TO A COMBINATION OF THINGS.
NUMBER ONE, THEY'RE EARNING UNITS BEFORE THEY EVEN GET TO US.
BUT NUMBER TWO, THEY'VE LEARNED HOW TO BE A COLLEGE STUDENT.
WHEN WE START TO HELP THEM BECOME COLLEGE READY AND HELP NAVIGATE THAT WHILE STILL IN HIGH SCHOOL, THAT DIVIDE BETWEEN HIGH SCHOOL AND COLLEGE NARROWS.
SO STUDENTS LOOKING AT THE 151 THAT TOOK DUAL ENROLLMENT COURSES IN 1920.
AND THEN THE DIFFERENCE BETWEEN 19 AND 31% IN FOUR YEARS.
AND HOW CAN WE EVEN GO MORE BROADLY TO ADDRESS OUR MOST DISPROPORTIONATELY IMPACTED POPULATIONS? AND THAT'S ALL I HAVE, UNLESS THERE'S QUESTIONS.

SO A STUDENT DEVELOPMENT COURSE OR SOMETHING THAT WILL EXPOSE ALL NINTH GRADERS TO BE ABLE TO SEE HOW DUAL ENROLLMENT AND POST-SECONDARY EDUCATION CAN BE MARRIED WITH THEIR HIGH SCHOOL EXPERIENCE.
SO EARLY COLLEGE ISN'T FOR EVERY STUDENT.
CTE PATHWAYS, WE'RE LOOKING TO GROW CTE PATHWAYS.

AND WHILE I THINK IT'S WONDERFUL THAT MY CHILDREN HAVE PERSONALLY HAVE ALL THESE WONDERFUL OPPORTUNITIES, I WOULD REALLY LIKE TO SEE THOSE OPPORTUNITIES GOING TO ALL STUDENTS. AND I THINK WE TALKED A LITTLE BIT ABOUT THIS KIND OF THIS ENTRY LEVEL INTO DUAL ENROLLMENT.

HAVE WE LOOKED AT THAT? WE HAVE WE LOOK AT THAT WITH THE SCHOOLS THEMSELVES AND AND SOME SCHOOLS HAVE IMPLEMENTED VERY ROBUST DUAL ENROLLMENT PROGRAMS. SOME ARE NOT QUITE THERE YET.
WE DO MEET WITH EVERY HIGH SCHOOL IN NORWALK, LA MIRADA, INCLUDING JOHN GLENN AND SOUTHEAST ACADEMY.
AND EACH IT TAKES TIME FOR EACH SCHOOL TO DETERMINE HOW DOES DUAL ENROLLMENT IN ARTICULATION FIT INTO THEIR PATHWAYS, THEIR CULTURE, THEIR PROGRAMS? SO I WOULDN'T SAY THAT THERE IS EQUITABLE.
WE REALLY RESPOND TO WHAT THE NEED IS AND WHAT THE HIGH SCHOOLS WANT.
AND SO EVERYBODY IS SORT OF AT A DIFFERENT PLACE.
ANOTHER EXAMPLE MIGHT BE ARTESIA AND CERRITOS HIGH SCHOOL.
THERE'S FAR MORE DUAL ENROLLMENT CLASSES AT ARTESIA THAN THERE IS AT CERRITOS.
BUT THERE'S A TON OF AP OPPORTUNITIES AT CERRITOS HIGH SCHOOL, FOR EXAMPLE.

SO TECHNICALLY, IF EVERYTHING WORKS OUT OVER TIME, EVERY SINGLE NINTH GRADER WILL BE ENROLLED IN A CERRITOS COLLEGE CLASS, OR ENROLLMENT WILL BE WHATEVER THEIR ENROLLMENT IN NINTH GRADE CLASSES.
WELL DUAL ENROLLMENT CLASSES DO HELP STUDENTS.
THE BIGGER BENEFITS ARE FOR THOSE STUDENTS WHO ARE NOT COLLEGE BOUND, AND CONTINUATION SCHOOL STUDENTS HAVE POTENTIAL, HAVE THE ABILITY TO DO WORK FOR FOR MANY REASONS THEY END UP THERE, BUT THEIR TIME IS VERY SHORT AND IT IS DIFFICULT TO PUT A FULL PATHWAY THERE.
SO WE ARE FOCUSING ON DEVELOPING CERTIFICATES THAT ARE CONNECTED TO LABOR MARKET AND HIGH PAYING JOBS AND BEING ABLE TO OFFER THOSE CERTIFICATES WITH THE HOOK OF, OKAY, I KNOW YOU WANT TO TRANSFER OUT OF THIS SCHOOL, BUT IF YOU STAY AN ENTIRE SEMESTER, YOU MAY BE ABLE TO EARN ENOUGH CREDITS TO DO, LET'S SAY, CLOUD COMPUTING.
THEY WILL GET YOU A SALARY OF ANYWHERE BETWEEN 60,000 TO $100,000, BUT 60 SOME THOUSAND ENTRY LEVEL.

AND THIS YEAR WAS REALLY FOCUSED ON MENTAL HEALTH AND HAVING A DRUG FREE MIND.

AND THE BEST PART OF THIS WAS THE ALTHOUGH WE WERE INVITED TO BE THERE, THIS PRESENTATION AND THE INFORMATION WAS FULLY DIRECTED TO THE STUDENTS, FOR THE STUDENTS TO PROVIDE THEIR INPUT AND THEIR GUIDANCE, NOT SO MUCH.
