[00:00:09]
>> PUBLIC INFORMATION SYSTEMS. AND I'LL COVER THOSE AS WELL IN A LITTLE BIT MORE DETAIL.
THAT'S PART OF MAYBE ERTSDWAKE PROOFING OR REBUILDING SOME BUILDINGS THAT ARE NOT AERK PROOF.
BUT MAKING SURE WE HAVE THE PROPER TRAINING AND THAT'S WHAT WE'RE DOING HERE TODAY
[00:08:09]
AS WELL.COMMUNICATIONS AND INFORMATIONS MANAGEMENT.
MAKING SURE WOER GETTING THE MESSAGE THE INFORMATION OUT QUICKLY TO THE PUBLIC.
ONGOING MANAGEMENT MAINTENANCE TO MAKE SURE AGAIN, WE'RE ALL SAYING THE
[2.01 Standardized Emergency Management System (SEMS) Executive Level training / Incident Command System (ICS) 402]
SAME THING IN ORDER TO GET THROUGH THIS.NIMS AND INSTITUTIONALIZING ICS, THE GOVERNMENT OFFICIALS MUST, AND YOU'VE DONE THIS, ADOPT THE ICS THROUGH EXECUTIVE ORDER, JURISDICTION OFFICIALS INCIDENT RESPONSE SYSTEM.
IN THIS CASE, THE GOVERNOR HAS DECLARED THE EMERGENCY.
IF THAT WAS NOT IN PLACE, THEN YOU AS A GROUP COULD ACTUALLY DO AN EXECUTIVE
[00:10:20]
ORDER OR PROCLAMATION AS WELL FOR JUST THE COLLEGE CAMPUS.AND IT DIRECTS THE INCIDENT MANAGER AND RESPONSE ORGANIZATIONS TO JURISDICTIONS AND TRAININGS AND EXERCISES IN THE ICS TO MAKE SURE THAT HAPPENS.
IT INTEGRATES ICHLTD CS IN TO FUNCTIONAL AND SYSTEMS POLICIES, PLANS AND PROCEDURES IN HOW WE OPERATE.
AND IT CONDUCTS ICS TRAINING FOR RESPONDERS, SUPERVISORS, AND COMMAND LEVEL OFFICERS.
AND CONDUCTS ICS COMMAND LEVEL OFFICERS.
PART OF THAT TRAINING WILL INVOLVE BRINGING AGENCIES FROM AROUND THE CAMPUS COMMUNITY TO MAKE SURE THAT WE CAN WORK TOGETHER AND THAT WE'RE ALL SAYING THE SAME THING.
IN MARCH OF 2021, WE HAVE A PLANNED A GROUP DYNAMICS, OR ACTION PLANNING SESSION WITH THE EMERGENCY CENTER STAFF.
AND THEN THE WEEK LATER WE'LL BE DOING A TABLE TOP EXERCISE THAT COULD INCLUDE PARTIALLY ACTIVATING SOME INDIVIDUALS IN THE FIELD IN ORDER TO HELP SEE HOW OTHERS IN THE COMMUNITY WILL ACT.
THAT BEING SAID, WE TYPICALLY ASK THAT THE FIRE AND POLICE LOCAL AGENCIES COME AND MAN TORE AND SEE WHAT WE DO.
SEE HOW THE EMERGENCY OPERATION STAFF IS WORKING.
AND MAKING SURE THEY'RE COMFORTABLE WITH HOW THEY'VE BEEN TRAINED.
AND WHEN WE NEED TO WORK TOGETHER FOR THAT CRISIS, THAT THEY'RE MORE COMFORTABLE AND WE'RE MORE COMFORTABLE.
SO THERE'S OTHER ICS MANDATES I'LL COVER JUST BRIEFLY.
THOSE ARE ALL VERY HIGHLY REGULATED.
AND THE SUPER FUNDED AMENDMENTS AND REAUTHORIZATION ACT IN 1986.
IT REGULATES HANDLING OF HAZARDOUS MATERIALS.
IT DIRECTS THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION OR OSHA.
THOSE ARE ALL THINGS WE'RE GOING TO BE LOOKING AT AS WELL WHEN WE'RE TRYING TO ADDRESS THESE CONCERNS.
JUST KNOW THOSE ARE OTHER ICS MANDATES AS WELL.
SO HOW COME OR WHY WOULD WE USE THE ICS MANAGEMENT SYSTEM? SO WE HAVE IN CALIFORNIA TYPICALLY, AT LEAST IN SAN DIEGO COUNTY WHERE I LIVE, WE TEND TO BURN EVERYTHING FROM THE MOUNTAINS TO THE OCEAN ABOUT EVERY FIVE YEARS.
IT'S NOT UNCOMMON TO SEE THAT IN MOST OF OUR COMMUNITIES IN CALIFORNIA.
SO FIRE BOTH STRUCTURAL AND WILD LAND IS SOMETHING THAT EXAMPLES OF INCIDENT
[00:15:10]
MANAGEMENT THAT WE WOULD USE THE ICS SYSTEM.NATURAL DISASTERS IN OUR SITUATION WOULD BE EARTHQUAKES.
HAZARDOUS MATERIALS, SPILLS WE MIGHT HAVE ON CAMPUS OR SURROUNDING AREAS AND FREEWAYS.
CERTAINLY CRIMINAL ACTS AND SHOOTINGS ON CAMPUS.
WE ALSO ENCOURAGE SPECIAL EVENTS WHERE YOU MIGHT HAVE SOMEBODY THAT'S VISITING THE CAMPUS AND THERE'S A LARGE CROWD THAT'S GOING TO BE THERE THAT WOULD YOU ACTIVATE THE ICS SYSTEM IN ORDER TO MAKE SURE THAT RUNS SMOOTHLY AS WELL.
WE COULD EVEN USE THIS FOR PLANNED EVENTS AND PARADES AND DEMONSTRATIONS.
SO THE BENEFITS OF ICS IS MEETING THE NEEDS OF THE INCIDENTS OF ANY KIND OR SIZE.
THE BEST PART ABOUT ICS ORGANIZATIONAL STRUCTURE IS IT CAN BE AS SMALL AS YOU WANT OR AS LARGE AS YOU NEED IN ORDER TO HELP MITIGATE.
IT ALLOWS PERSONNEL FROM A VARIETY OF AGENCIES TO MELD RAPIDLY IN A COMMON MANAGEMENT STRUCTURE.
KEEP IN MIND THE TRAINING YOU'RE AT TODAY IS THE SAME TRAINING ALL LAW ENFORCEMENT AGENCIES, FIRE AGENCIES.
[00:20:01]
THEY HAVE THE SAME TRAINING YOU'RE GETTING.SO THEY KNOW THE SAME TERMINOLOGY, THEY KNOW THE SAME STRUCTURE.
SO WHEN THEY STEP IN TO HELP US OR WE HELP THEM, THAT WE'RE ALL SAYING THE SAME THING.
IT PROVIDES LOGISTICAL AND ADMINISTRATIVE SUPPORT.
MAKING SURE WE'RE USING THE RIGHT MATERIALS AND RIGHT RESOURCES FOR THE RIGHT REASONS.
THE ICS ORGANIZATION DIFFERS DAY TO DAY IN ADMINISTRATIVE, ORGANIZATIONAL STRUCTURES AND POSITIONS.
IN THIS PARTICULAR THING, YOU TALK ABOUT RANK MAY CHANGE DEPLOYMENT, SOMEBODY WHO MIGHT BE A SUPERVISOR MAY NOT BE A SUPERVISOR OF SEARCH AND RESCUE.
IT MAY BE SOMEBODY WHO HAS MORE TRAINING OR EXPERIENCE IN THAT FIELD.
MAY BE REPORTING TO SOMEBODY THAT'S NOT SPECIFICALLY SENIOR TO THEM OR HAS A SUPERVISORY ROLE.
TITLES AND POSITIONS CAN CHANGE AND OFTEN DO.
AND THE WAY THE EXAMPLE THAT I GIVE OF THAT IS THAT WHEN WE HAVE AN EARTHQUAKE THAT HAPPENS AND THE CAMPUS IS AFFECTED, WE MIGHT WANT TO HAVE A FACILITIES MANAGER BE THE INCIDENT COMMANDER OR IN CHARGE OF THE INCIDENT BECAUSE THAT PERSON HAS THE BEST KNOWLEDGE OF THE CAMPUS AND THE STRUCTURES AND HOW TO OPERATE WITHIN THAT AREA.
AND AS OPPOSED TO SOMEBODY THAT MIGHT BE IN CHARGE OF STUDENT SERVICES.
IT CAN VARY DEPENDING ON WHAT THE CRISIS IS.
AND YOU PUT THE BEST PERSON ON THE JOB THAT HAS THE MOST EXPERTISE IN THAT SECTION.
SO ICS TYPICALLY LOOKS AT THINGS WE CALL ABOUT COMMON TERMINOLOGY.
AGAIN, EVERYBODY IS TRAINED THE SAME WAY.
AND WE'RE TRYING TO AVOID THE JARGON THAT MIGHT COME WITH, AS YOU CAN SEE WITH THE RED X ACROSS IT.
WE HAVE A 1037 CODE 2 THAT MAY NOT MEAN SOMETHING TO SOMEBODY ON THE FIRE SIDE OR CAMPUS.
TERMINOLOGY IS HELPFUL AND A BIG PART OF THE ICS STRUCTURE.
ORGANIZATIONAL FUNCTIONS, INCIDENT FACILITIES, RESEARCH DESCRIPTIONS AND POSITION TITLES ARE ALL THE SAME.
THE EXAMPLE THAT I GIVE IS ON A SPECIFIC FIRE, FIRE MAY ASK FOR A TYPE 1 OR TYPE 2 FIRE TRUCK FOR A STRUCTURE FIRE OR A SMALL BUILDING FIRE.
AND THAT TYPICALLY IS THE ONE YOU SEE DRIVING AROUND ON THE ROADS AND GOING TO
[00:25:19]
MOST OF THE CALLS, INCLUDING MEDICAL.AND TYPE 3 AND 4 ARE FOR WILD LAND FIRES.
WE USE COMMON TERMINOLOGY IN ORDER TO TELL THEM EXACTLY WHAT WE'RE LOOKING FOR AND HOW THAT IS IS BASICALLY THROUGH THE SYSTEM IT TELLS YOU TYPE 1 AND 2 IS FOR STRUCTURE, AND TYPE 3 AND 4 ARE FOR WILD LAND FIRE.
THAT'S THE TYPE OF RESOURCE DESCRIPTION AND COMMON TERMINOLOGY WE USE SO THAT EVERYBODY KNOWS WHAT WE'RE ASKING FOR.
THE CHAIN OF COMMAND, IT'S VERY STRUCTURED.
IT HELPS BECAUSE WHEN YOU HAVE A DISASTER, YOU HAVE A LOT OF PEOPLE THAT WANT TO HELP.
YOU HAVE A LOT OF PEOPLE THAT WILL WHAT WE CALL SELFDEPLOY AND GO OUT ON THE FIELD AND HELP SOLVE OR MITIGATE THE ISSUE.
WHAT WE ALWAYS LOOK FOR IS THE CHAIN OF COMMAND AND THE UNITY COMMAND.
CHAIN OF COMMAND IS THAT ORDERLY LINE OF AUTHORITY WITHIN THE RANKS OF THE INCIDENT MANAGEMENT ORGANIZATION.
AND THE UNITY COMMAND MEANS THAT EVERYBODY THAT IS IN THE FIELD AND DESIGNATED AS SUPERVISOR TO WHOM THEY REPORT TO.
THOSE TWO THINGS ARE VERY, VERY IMPORTANT.
AND IT'S THAT AUTHORITY FROM THE TOP DOWN THAT MAKES THIS EFFECTIVE.
>> NEXT UP IS EMERGENCY OPERATION CENTER MANAGER AND WHAT THEY DO.
[00:30:02]
THE EMERGENCY OPERATION CENTER OR EOC MANAGER UPON ARRIVING TO THE INCIDENT, THEY'RE THE HIGHEST RANKING PERSON AND THEY WILL EITHER ASSUME COMMAND OR MAINTAIN COMMAND OR TRANSFER THAT COMMAND TO A THIRD PARTY.THE WAY I DESCRIBE THIS IN MY EMERGENCY OPERATIONS TRAINING TO OUR EOC PERSONNEL IS WHEN THE BAD THING HAPPENS, EVERYBODY IS GOING TO GRAB THEIR ENGINE OPERATION PLAN.
THEY'RE GOING TO MAKE THEIR WAY TO THE EMERGENCY OPERATION CENTER ON CAMPUS.
AND THE FIRST PERSON THAT WALKS THROUGH THE DOOR IS THE ONE THAT'S GOING TO BE THE EOC MANAGER.
AND AS THE SECOND PERSON ARRIVES, THEN THAT PERSON IS EITHER COULD BE OF HIGHER RANK OR MORE QUALIFIED, WILL ASSUME THAT EOC MANAGER POSITION.
SO IT COULD BE THAT I'M BRAND NEW ON THE CAMPUS AND HAVE VERY LITTLE EXPERIENCE WITH EMERGENCY PREPAREDNESS, BUT I'M HIGH RANKING OFFICIAL ON THE CAMPUS.
I MAY NOT BE IN CHARGE BECAUSE I MAY NOT BE THE BEST PERSON FOR THAT JOB.
WE'RE ALWAYS ASSESSING WHO IS THE BEST PERSON AND WE CHANGE THAT, TRANSFER THAT COMMAND TO THAT PERSON AS NECESSARY.
I ALWAYS TELL THE TEAM THAT, YOU KNOW, JUST BECAUSE YOU'RE THE FIRST ONE THROUGH THE DOOR AND YOU'RE GOING TO BE THE EOC MANAGER DOESN'T MEAN WE OUGHT TO WAIT FOR SOMEBODY ELSE TO SHOW UP.
GET THERE AS QUICK AS YOU CAN AND WE'LL WORK IT OUT WHEN WE GET THERE.
SO WHAT'S THE ROLE OF THE EOC MANAGER? THE ROLE OF THE MANAGER, IT BASICALLY IS PROVIDING THAT OVERALL LEADERSHIP AND INCIDENT RESPONSE, GIVING THE CONFIDENCE TO THE EMERGENCY OPERATIONS TEAM THAT THEY CAN SOLVE AND START MITIGATING THIS ISSUE.
THEY DO TAKE POLICY FROM YOU ALL AND MAKING SURE THAT YOU'RE CARRYING OUT WHAT YOUR WISHES ARE AND WHAT HAS BEEN ALLOWED THROUGH A DELEGATION OF AUTHORITY OR AN ORDER.
THEY ALSO DELEGATE AUTHORITY TO OTHERS FOR SPECIFIC ITEMS AND THINGS THAT ARE HAPPENING DURING THAT CRISIS.
THEIR PRIMARY RESPONSIBILITY IS THAT ENSURING SAFETY.
WHICH IS WHY IN THE MANAGEMENT SECTION YOU SAW THAT THERE WAS A LIAISON, A PIO AND THEN SAFETY.
BECAUSE THEY PUT THAT AS THE UPMOST IMPORTANCE.
THAT'S STILL THE EOC MANAGER'S RESPONSIBILITY.
PROVIDES THAT INFORMATION INTERNALLY AND EXTERNALLY TO THEIR STAKEHOLDERS AND MAKING SURE THAT'S COMMUNICATED.
TYPICALLY WHAT I SUGGEST IS THAT AS THEY PUSH INFORMATION OUT TO THE PRESS, THAT THEY CLEAR THAT THROUGH SOME OF THE EXECUTIVES AND SENIOR OFFICIALS TO MAKE SURE THAT'S EXACTLY WHAT THEY'RE TRYING TO PORTRAY FOR THEIR COLLEGE CAMPUS.
THEY ESTABLISH AND MAINTAIN LIAISON WITH OTHER AGENCIES, AGAIN, WHILE THAT LIAISON IS IN THAT MANAGEMENT POSITION.
IT'S CRITICAL TO GET THE HELP THAT YOU NEED.
AS WE ACTIVATE EMERGENCY OPERATION CENTER AND YOU NOTICE THAT THE CAMPUS IS IN NEED OF SOME FIRST AID OR EMS HELP, THAT LIAISON CAN REACH OUT TO COUNTERPARTS WITHIN THE REGION AND GET HELP QUICKLY THROUGH THEIR CONNECTIONS IN THE COMMUNITY.
ALSO, LOOKING AT MAYBE RED CROSS OR OTHERS THAT COME ON TO CAMPUS TO HELP SET UP AND TAKE CARE OF THE STUDENT STAFF POPULATION.
ALSO THE MANAGER ESTABLISHES INCIDENT OBJECTIVES.
THAT I'LL COVER A LITTLE BIT AS WELL LATER.
BUT IT TALKS ABOUT THE INCIDENT OBJECTIVES IS WHAT IS IT THAT WE'RE GOING TO BE DOING DURING THIS OPERATIONAL PERIOD AND AN OPERATIONAL PERIOD IS TYPICALLY 12 ON AND 12 OFF.
YOU HAVE 12 HOURS THAT YOU'RE WORKING AND 12 HOURS THAT YOU GET TO GO REST OR AT LEAST TRY TO UNWIND.
BUT DURING THOSE 12 HOURS, THE MANAGEMENT IS REQUIRED TO PUT TOGETHER OBJECTIVES THAT THAT 12HOUR GROUP IS SUPPOSED TO GET COMPLETED.
AND THAT IS PART OF THE INCIDENT ACTION PLAN.
AND THE MANAGER ALSO DIRECTS THE INCIDENT ACTION PLAN AS WELL.
SO WHAT'S YOUR ROLE IN THIS AND YOUR RESPONSIBILITIES? EXECUTIVES AND SENIOR OFFICIALS, THEY PROVIDE POLICY GUIDANCE AND PRIORITIES AND OBJECTIVES BASED ON THE SITUATIONAL NEEDS AND THE EMERGENCY OPERATIONS PLAN.
BASICALLY WORKING DOWN TO THE EMERGENCY OPERATIONS MANAGER TO MAKE SURE THAT THEY HAVE THE AUTHORITY AND RESOURCES NECESSARY TO MITIGATE.
OVERSEES THE RESOURCES AND COORDINATION AND SUPPORT TO ON SCENE COMMAND MAKING SURE THEY HAVE WHAT THEY NEED.
THAT ROLE AS THE EOC MANAGER REPORTS TO SENIOR OFFICIALS IS A TWOWAY ROLE.
MAKING SURE WE COMMUNICATE FREQUENTLY AND OFTEN IN ORDER TO MAKE THEM AWARE OF WHAT'S GOING ON.
AND KEEP THE WAY I DESCRIBE IT IS IF THEY'RE CALLING IN, THEN WE'RE NOT DOING A GOOD ENOUGH JOB OF COMMUNICATING.
I ENCOURAGE THE EOC MANAGER TO REPORT FREQUENTLY.
[00:35:02]
BECAUSE THEN IT GIVES A LITTLE BIT OF AN EASE OF MIND, IF YOU WILL, THAT THINGS ARE BEING DONE CORRECTLY.ABSENT ANY INFORMATION OR CONSTANT UPDATES SOMETIMES LEAVES INDIVIDUALS TO BELIEVE WE'RE NOT DOING WHAT WE CAN.
IN REALITY, IF YOU MAKE YOUR WAY TO THE EMERGENCY OPERATION CENTER, YOU'LL SEE IT'S VERY ORGANIZED AND EFFICIENT.
SO HOW DO WE GET THE EOC MANAGER TO HAVE THAT AUTHORITY AND MAKING SURE THAT THEY'RE MAKING THE RIGHT DECISIONS? THE EXECUTIVE SENIOR OFFICIALS DELEGATE AUTHORITY TO THE EOC MANAGER FOR ONSCENE OPERATIONS.
AND THE EOC MANAGER HAS DIRECT TACTICAL AND OPERATIONAL RESPONSIBILITY CONDUCTING INCIDENT MANAGEMENT ACTIVITIES.
WHAT THAT MEANS IS WE HAVE SOME TYPE OF DELEGATION AUTHORITY.
TYPICALLY IT'S IN A WRITTEN FORM.
THAT WRITTEN FORM OFTEN TALKS ABOUT CERTAIN RESTRICTIONS ON THINGS THAT THE EOC MANAGER CAN DO AND WHAT THEY SHOULD MAYBE MAKE A PHONE CALL UP TO OR TALK TO THE SENIOR OFFICIALS BEFORE MAKING THAT DECISION.
THIS NEXT SLIDE WILL GIVE YOU SOME EXAMPLES.
IT'S BEST IF IT'S ESTABLISHED IN ADVANCE.
THERE'S A COUPLE OF INCIDENTS WHERE IT CAN IT'S NOT ALLOWED TO BE VERBAL.
IT HAS TO DO WITH CHEMICAL AND OTHER TYPES OF DISASTERS.
BUT IT OFFERS THE LEGAL AUTHORITIES AND RESTRICTIONS TO WHAT THAT EOC MANAGER CAN DO.
FINANCIAL AUTHORITY AND RESTRICTIONS.
MEANING WE'RE COMFORTABLE WITH YOU SPENDING WHATEVER YOU NEED UP TO $50,000.
AFTER THAT, WE'D LIKE TO BE CONSULTED.
YOU KNOW, BOTH UP AND OUTSIDE OF THE CAMPUS COMMUNITY.
ANY DEMOGRAPHIC ISSUES THAT SURROUNDS THE CAMPUS AND/OR THE CAMPUS ITSELF.
AND THEN ANY POLITICAL IMPLICATIONS THAT USUALLY TALKS ABOUT THAT WHEN THERE'S HIGHER POLITICAL AUTHORITIES THAT START TO GET INVOLVED AND THERE'S MORE INVOLVEMENT IN THAT DELEGATION AUTHORITY CAN TALK ABOUT THAT.
IT TALKS ABOUT THE AGENCY OR JURISDICTIONAL PRIORITIES.
AND THE PLAN FOR PUBLIC OPERATION MANAGEMENT.
FOR EXAMPLE, AS I SAID EARLIER, YOU PUT OUT A MESSAGE AND YOU MAY ASK THAT BEFORE YOU PUT OUT A MESSAGE THAT WE'RE CLOSING THE CAMPUS OR THAT WE'RE GOING TO PUT A RED CROSS CENTER ON THE CAMPUS, THAT THAT WOULD BE SOMETHING THAT THE EOC MANAGER WOULD RUN THAT BY Y'ALL AS WELL BEFORE THAT HAPPENS.
BUT THAT CAN BE PART OF THAT DELEGATION OF AUTHORITY.
AND A PROCESS FOR COMMUNICATIONS BOTH UP AND OUT THROUGH THE CAMPUS.
AND PLAN FOR ONGOING INCIDENT AND EVALUATION.
AGAIN, THAT'S ALL STUFF THAT COULD BE COVERED IN A DELEGATION OF AUTHORITY, AND COVERED PRIOR TO THE INCIDENT.
THAT WAY WE'RE NOT TRYING TO SCRAMBLE WITH THAT.
AND IT TALKS ABOUT WHERE I'M COMFORTABLE AND WHERE I'M NOT COMFORTABLE AND MAKING SURE THE MANAGER HAS THAT DIRECTION.
A SUMMARY ON THE INCIDENT MANAGEMENT ROLES.
POLICY AND MISSION AND DIRECTION AND AUTHORITY TO THE MANAGER.
AND THE EOC MANAGER MANAGES THE INCIDENT AND KEEPS INFORMED ON ALL MATTERS PERTAINING TO THE INCIDENT.
IT REALLY IS A TWOWAY STREET AND IT'S SOMETHING WHERE BOTH GROUPS HAVE TO WORK TOGETHER.
SO IT SAYS IN THE BOTTOM TO MAINTAIN THE UNITY OF COMMAND AND SAFETY OF RESPONDERS, THE CHAIN OF COMMAND MUST NOT BE BYPASSED.
THE REASON THAT PART OF THE SLIDE IS IN THERE IS BECAUSE EVERYBODY WANTS TO HELP.
EVERYBODY WANTS TO MAKE SURE THEY'RE PART OF THE SOLUTION AND OFFER WHATEVER THEY CAN.
WE'VE SEEN IN THE PAST WHERE SENIOR OFFICIALS OR EXECUTIVES MIGHT COME IN AND STEP IN TO THE EMERGENCY OPERATION CENTER AND MAKING DECISIONS WITH THE EOC MANAGER THERE.
IT BECOMES A BIT OF A PROBLEM.
HAVING THE TRUST IN YOUR EOC MANAGER AND COMMUNICATING FREQUENTLY IS REALLY IMPORTANT.
AND IF THERE WAS SOMETHING YOU NOTICED OR SAW OR WERE CONCERNED WITH, KEEPING THAT UNITY OF COMMAND IS IMPORTANT.
>> NEXT UP, MANAGEMENT AND WHAT THEY OFFER AND WHAT THEY DO AS THEIR TEAM.
THE WAY I LOOK AT THIS IS YOU SEE THE EOC MANAGER ON THE TOP BLOCK.
THEY HAVE THAT INFORMATION LIAISON AND SAFETY OFFICERS, AND THEY HAVE THAT FOR THE ENTIRE ORGANIZATION.
THOSE THREE REPORT DIRECTLY TO THE EOC MANAGER.
AND THEY HAVE SPECIFIC DUTIES AND PIOS IS CLEAR ENOUGH, THAT'S INFORMATION OUT TO THE CAMPUS AS WELL AS EXTERNALLY.
[00:40:01]
THE LIAISON HAS THAT RELATIONSHIP WITH OTHER AGENCIES: POLICE, FIRE, EMS, RED CROSS, NGOS.AND THEN THE SAFETY OFFICER IS JUST MAKING SURE THAT EVERYONE IS OPERATING SAFELY WITHIN THAT ENVIRONMENT.
BUT I ALSO LOOK AT THOSE THREE UNDER THE EOC MANAGER AS A GUIDE AS WELL.
I ALWAYS TALK ABOUT THE MANAGER IS NEVER GOING TO THINK OF EVERYTHING ON THEIR OWN.
SO THE PIO AND LIAISON SAFETY OFFICERS ALSO HAVE A ROLE OF MAKING SURE THE EOC MANAGER HAS THOUGHT THROUGH THE PROCESS AND MAKING SURE THEY THOUGHT OF EVERYTHING AND NOT MISSING A BEAT, IF YOU WILL.
IF THEY CAN ALL TALK TOGETHER AND MAKE SURE THEY'RE COVERING EVERYTHING THAT THEY CAN.
AND THE GENERAL STAFF OPERATES UNDER THE EOC MANAGER AS WELL.
AND THOSE ARE THE OPERATIONS, PLANNING, LOGISTICS AND FINANCE.
THE EOC MANAGER JUST IN THE BASIC OPERATION OF THE EMERGENCY OPERATION CENTER IS GOING TO HAVE THOSE SEVEN INDIVIDUALS REPORTING DIRECTLY.
SO I ALWAYS EXPLAIN THAT WHEN YOU'RE PART OF THE GENERAL STAFF OR EVEN THE MANAGEMENT STAFF, BE MINDFUL OF WHAT YOU BRING TO THE EOC MANAGER BECAUSE THAT CAN GET OVERWHELMING.
THE EXAMPLE I GIVE IS WHEN THEY'RE ORDERING PORTA POTTIES FOR A SHELTER IN PLACE, I DON'T EXPECT THAT THE LOGISTICS MANAGER IS GOING TO WALK UP TO THE EOC MANAGER AND ASK WHAT TYPE OF PORTAPOTTY THEY WANT.
ONLY THAT BIGGER CRISIS STUFF COMES TO THE EOC MANAGER SO THEY CAN MAKE THE FINAL DECISION.
COVER RIGHT NOW THE GENERAL STAFF AND WHAT THEY DO.. AGAIN, REMEMBER THE EOC MANAGER IS THE OVERALL RESPONSIBLE FOR THE INCIDENT AND IS REQUIRED TO SET OBJECTIVES.
AND UNDER THAT, TO YOUR LEFT WITH OPERATIONS, DEVELOPS THE TACTICAL ORGANIZATION AND DIRECTS ALL RESOURCES TO CARRY OUT THE INCIDENT ACTION PLAN.
YOU KNOW, THE OPERATIONS FOR ME, I LOOK AT THAT AS THOSE ARE THE DOERS.
THOSE ARE THE INDIVIDUALS THAT WILL BE WORKING YOUR SEARCH AND RESCUE AND DELIVERING ITEMS THAT ARE PURCHASED.
PLANNING, THE NEXT ONE, ACTION PLAN TO ACCOMPLISH THE OBJECTIVES.
THEY ALSO HAVE SEVERAL OTHER JOBS AND SITUATIONS STATUS BOARD.
A REAL DETAILED NOTES OF WHAT'S HAPPENING THROUGHOUT THE ENTIRE EVENT.
LOGISTICS, THEY PROVIDE THE RESOURCES FOR ALL THE OTHER SERVICES NEEDED TO SUPPORT THE INCIDENT.
AS AN EXAMPLE, OPERATION NEEDS THOSE PORTA POTTIES, BUT LOGISTICS BE THE ONE TO ORDER THEM AND OPERATIONS WOULD BE THE ONE TO MAINTAIN THAT.
THE FINANCE PIECE, THEY'RE MONITORING THE COSTS RELATED TO THE INCIDENT AND THE OVERALL FISCAL GUIDANCE.
KEEP IN MIND THAT MOST OF THE SMALLER INCIDENTS MAYBE A DEMONSTRATION OR SMALL FIRE ON CAMPUS, THERE MAY BE LITTLE INVOLVEMENT EARLY ON WITH THE FINANCE GROUP.
BUT IF WE'RE TALKING ABOUT A MAJOR INCIDENT, EARTHQUAKE, THEY WOULD BE A HUGE PART OF THAT.
WE LOOK FOR FINANCE TO LOOK FOR REIMBURSEMENT EITHER FROM OUR STATE OR FEDERAL PARTNERS.
THEY BECOME VERY CRITICAL MITIGATING THESE DISASTERS.
SO AGAIN, THE MODULAR ORGANIZATION IT'S ALWAYS FROM THE TOP DOWN IN FASHION.
IF WE NEED TO EXPAND, WE ALWAYS EXPAND FROM THE TOP DOWN.
THE PREVIOUS SLIDE HAD, YOU KNOW, OPERATIONS, LOGISTICS AND FINANCE, AND THEN PLANNING.
AND AS WE NEED TO INCREASE THOSE IN OPERATIONS, WE NEED PEOPLE TO DO MORE THINGS, YOU DEVELOP MORE OF A TOP DOWN FASHION AND ADD ANOTHER SECTION SO YOU DON'T HAVE A DISPROPORTIONATE SPAN OF CONTROL.
AND WE KEEP THAT SUPERVISORY LINE LEVEL TO ABOUT FIVE IF WE CAN.
IT'S ALL BASED ON THE SIZE AND COMPLEXITY OF THE INCIDENT.
IT CAN BE AS BIG AS WE NEED IT, WHICH IN MOST OF THE BIG EARTHQUAKES THAT WE'VE SEEN, AND THE ONE THAT'S GOING TO BE COMING IN THE FUTURE HERE, EXPANDS VERY, VERY LARGE SO THAT WE HAVE THAT SPAN OF CONTROL UNDER CHECK.
SO IT'S ALL BASED ON THAT HAZARDOUS ENVIRONMENT CREATED BY THE INCIDENT AND MAKING SURE THAT WE KEEP PEOPLE SAFE.
THAT'S THE BEST WAY TO DO THAT FROM THAT TOP DOWN.
SO WE ALSO LOOK AT THE INCIDENT OBJECTIVES AND DETERMINE THAT
[00:45:02]
ORGANIZATIONAL SIZE.IF THE INCIDENT OBJECTIVE IS TO JUST, YOU KNOW, MAINTAIN THE COLLEGE, THE BUILDINGS AND INFRASTRUCTURE, MAKE SURE THAT THE STUDENT STAFF POPULATION ARE SAFE, WE MAY NOT HAVE TO MAKE THE ORGANIZATIONAL SIZE TOO BIG.
BUT IF WE START TAKING ON INDIVIDUALS THAT ARE BEING DISPLACED WITHIN THE COMMUNITY AND WE HAVE THE COLLEGE BECOME A SHELTER, NOW WE'RE GOING TO HAVE TO INCREASE THAT ORGANIZATIONAL SIZE AND ADD MORE TO MAKE SURE THAT WE CAN EFFECTIVELY CARRY OUT THE MISSION.
AGAIN, ONLY FUNCTIONS AND POSITIONS THAT ARE NECESSARY WILL BE FILLED.
THERE ARE A LOT OF DIFFERENT FUNCTIONS AND POSITIONS WITHIN THE ICS STRUCTURE AND NOT ALL OF THEM HAVE TO BE FILLED.
SO KEEPING THAT IN MIND, WE CAN AND I'LL GIVE YOU AN EXAMPLE OF THAT COMING UP.
BUT EACH PERSON, EACH SECTION THAT'S PUT IN TO PLACE MUST HAVE A PERSON IN CHARGE.
WHICH WILL ALSO MAKE A DETERMINATION WHAT YOUR STAFFING LOOKS LIKE.
SO AS AN EXAMPLE, YOU AND THIS IS WE TALK ABOUT HOW YOU EXPAND IT OR CONTRACT IT.
ON A TYPICAL DAY WE HAVE A PARENT CALL 911, REPORT THAT A MISSING 4YEAR OLD CHILD SEEN AROUND THE AREA SURROUNDING THE CAMPUS.
IF WE DECIDED WE WANT TO OPEN THE EMERGENCY OPERATION CENTER, WE CERTAINLY NEED AN EMERGENCY OPERATION CENTER MANAGER.
SEE IF THE MISSION, IF YOU WILL, ARE BEING SAFE, AND THE VOLUNTEER ARE BEING SAFE.
PUSHED OUT TO OUR INTERNAL COMMUNITY AND EXTERNAL COMMUNITY TO TRY TO HELP FIND THE MISSING CHILD.
AND THEN THE LIAISON WILL BE WORKING WITH OTHER, COURTING OTHER AGENCIES AND GROUPS IN ORDER TO GET MORE RESOURCES.
IN THIS PARTICULAR CASE, THIS IS MANAGEABLE.
YOU COULD MAKE THIS WORK JUST BASED ON THAT INFORMATION.
BUT IF WE START TO GET A LITTLE BIT MORE COMPLICATED, AND THE NEXT SLIDE WILL TALK ABOUT THAT, NOW WE'RE STARTING TO LOOK AT MORE ADDITIONAL RESOURCES AND PERSONNEL ARRIVING.
EOC MANAGER ASSIGNS THE OPERATION SECTION CHIEF TO MAINTAIN THAT SPAN OF CONTROL.
IT'S GETTING A LITTLE BIT TOO BIG IF WE HAD KEPT IT THE WAY IT WAS.
SO NOW WE'RE GOING TO BREAK THAT OFF AND PUT OPERATIONS IN CHARGE OF THE STAGING AREA, HEALTH AND SERVICES, THAT SEARCH GROUP, INVESTIGATIONS GROUP, K9 AS AN EXAMPLE.
IF IT SPANS BEYOND THAT, WE MAY PUT UP A SECOND SECTION.
WE MAY CALL IT THE SEARCH GROUP OR SEARCH OPERATIONS AREA.
AND BREAK OFF FROM THIS GROUP.
BASED ON THE SIDE OF THE INCIDENT, WE COULD MAKE IT AS LARGE AS WE NEED IN ORDER TO MAKE SURE THAT SUPERVISORY TYPICALLY 51 IS KEPT INTACT.
SO THE EXPANDING AGAIN WITH THE FIRST RESPONDERS ARRIVE, THERE'S A NEED FOR ONSCENE SUPPORT AND PLANNING LOGISTICS.
NOW WE'RE GETTING MORE PEOPLE IN, MORE PEOPLE TRYING TO HELP.
AS THAT HAPPENS, WE'RE GOING TO HAVE TO SPREAD THOSE OUT A LITTLE MORE.
WE MAY HAVE TO OPEN UP THE OPERATIONS PIECE AND THE PLANNING PIECE.
NOW WE MAY BE GETTING IN TO ANOTHER OPERATIONAL PERIOD OR RESOURCES AND MATERIAL IN ORDER TO TAKE CARE OF PEOPLE THAT ARE HELPING US.
THOSE DIFFERENT OPERATIONS PLANNING AND LOGISTICS WOULD BE OPEN.
UNDER THEM IS ANOTHER SUB SET, AND ALL THE VOLUNTEERS AS WELL.
AGAIN, NOT ALL SECTIONS NEED TO BE ACTIVATED.
SO YOU CHOOSE WHICH ONES ARE CRITICAL FOR YOU.
AND NOW, WE'LL TALK A LITTLE ABOUT THE INCIDENT COMPLEXITY AND RESOURCES NEEDED.
WE GET A MAJOR EARTHQUAKE OR CAR CRASH OR SOME KIND OF MEDICAL INCIDENT, THE TOP ONE WITH MAJOR CASUALTIES.
YOU CAN SEE, I JUST WANTED TO YOU GET AN IDEA OF HOW COMPLICATED, IF YOU WILL, LOOKING IT CAN BE.
YOU'VE GOT THE EOC MANAGER UNDER ICS STRUCTURE.
YOU'VE ALSO GOT YOUR PIO AND YOUR LIAISON.
AND YOU HAVE YOUR OPERATIONS, PLANNING, LOGISTICS AND FINANCE.
YOU LOOK UNDERNEATH THE SMALLER SQUARE BOXES, THOSE ARE MORE INDIVIDUALS THAT CONTINUE TO HELP YOU WITH YOUR RESOURCES.
YOU BREAK IT DOWN AS MUCH AS YOU NEED TO.
IT CAN BE AS SMALL AS YOU NEED IT AND AS LARGE AS YOU NEED IT IN ORDER TO MAKE SURE YOU'RE DOING IT SAFELY AND EFFICIENTLY.
SO HOW DO WE DETERMINE THAT? OTHER THAN JUST THAT SUPERVISORY 51, WE'RE ALSO LOOKING AT THE COMPLEXITY.
WE WANT TO KNOW THE IMPACTS TO LIFE, PROPERTY AND THE ECONOMY.
WE WANT TO KNOW WHAT THE COMMUNITY AND RESPONDER SAFETY, THAT WE HAVE THAT AND WE'RE MAKING SURE THAT EVERYBODY IS SAFE.
IF IT'S A POTENTIAL HAZARDOUS MATERIAL INCIDENT, WE WANT TO MAKE SURE WE
[00:50:05]
HAVE, IT WILL BECOME MORE COMPLEX.AS OUR WEATHER AND THE ENVIRONMENT INFLUENCES US, WE WILL SEE THAT THAT WILL ALSO MAKE IT A LITTLE MORE COMPLEX.
AND AS AN EXAMPLE IN SAN DIEGO COUNTY, WE HAD ONE SMALL FIRE TWO YEARS AGO.
IT STARTED IN ONE LOCATION AND SPARKED OFF IN TO THREE OR FOUR OTHER FIRES.
SO THE LIKELY OF CASCADING EVENTS IS THAT EXACTLY WHAT THAT'S ABOUT.
IF WE HAVE SOMETHING THAT'S HAPPENING AROUND THE CAMPUS AND IT'S LIKELY TO SPREAD FURTHER AND FURTHER BEYOND, THAT'S A COMPLEX SITUATION THAT WE'LL NEED TO EXPAND AS NECESSARY.
CERTAINLY POLITICAL SENSITIVITY, INTERNAL INFLUENCES AND MEDIA RELATIONS.
THE DIFFERENT AREAS INVOLVED, JURISDICTIONAL BOUNDARIES.
WE COULD HAVE COUNTY, CITY, AND THE ENTIRE STATE AS WE HAVE RIGHT NOW WITH THE PANDEMIC.
AND THEN THE AVAILABILITY OF RESOURCES IN ORDER TO MITIGATE THE ISSUE.
NOW WE'LL TALK ABOUT THE INCIDENT TYPE.
INCIDENTS ARE CATEGORIZED BY TYPE BASED ON COMPLEXITY.
TYPE 5 INCIDENTS ARE LEAST COMPLEX.
WE OPERATE MOSTLY WITHIN THAT TYPE 5, TYPE 4.
TYPE 5 MIGHT BE THAT MISSING PERSON.
IT MIGHT BE A SMALL FIRE ON CAMPUS, OR IT MIGHT BE A PROTEST OR SOMETHING THAT DOESN'T REQUIRE A LOT OF STAFF.
SO TYPE 5 IS LEAST COMPLEX AND TYPE 1 ARE THE MOST COMPLEX.
INCIDENT TYPING MIGHT BE USED TO MAKE SURE EOC MANAGEMENT OR INCIDENT MANAGEMENT TEAMS ARE QUALIFIED.
THAT DOESN'T NECESSARILY AFFECT THE COLLEGE CAMPUS BECAUSE WE'RE GOING TO STILL OPERATE WITHIN OUR REALM AND WHAT'S ON OUR CAMPUS.
BUT YOU'RE GOING TO SEE THE SURROUNDING CITY, COUNTY.
THEY'RE MORE QUALIFIED TO HANDLE THE TYPE 1 INCIDENTS.
AND YOU'LL SEE THEY'LL COME IN AND THEY BASICALLY BRING A WHOLE TEAM WITH THEM.
THE COLLEGE LEVEL WILL STAY WITHIN OUR COLLEGE CAMPUS AND MITIGATING THAT ISSUE.
THIS GIVES YOU A LITTLE IDEA OF WHAT IT LOOKS LIKE.
AGAIN, AS I TALK ABOUT MOST OF YOUR INCIDENTS TYPE 5, TYPE 4, SOME ARE YOUR TYPE 3.
NATIONAL, STATEWIDE FOR SURE ARE YOUR TYPE 1S AND 2S.
TYPICALLY YOUR TYPE 5 WILL HAVE A SHORT OPERATIONAL PERIOD.
AS WE GO UP TO TYPE 1, MULTIPLE OPERATIONAL PERIODS AND LAST A LOT LONGER THAN JUST THAT SIMPLE TYPE 5 INCIDENT.
AGAIN, YOU WON'T HAVE TO WORRY TOO MUCH ABOUT THIS ON CAMPUS.
BUT IT'S SOMETHING YOU NEED TO KNOW WHEN YOU'RE BEING INVOLVED WITH IT WITHIN THE COUNTY LEVEL AND THE CITY LEVEL.
SO I TALKED ABOUT THAT A BIT ON THE INCIDENT MANAGEMENT TEAMS. AND THEY RESPOND TO THE INCIDENT, AND IT INCLUDES WITH THEM THEY BRING COMMAND AND GENERAL STAFF MEMBERS.
PEOPLE THAT HAVE BEEN TRAINED AND KNOW WHAT TO DO IN LARGE INCIDENTS.
TYPE OF INCIDENTS THAT THEY'RE GOING TO GO TO INVOLVE THE LOCAL VILLAGE OR TOWNS, AND THE LOWEST LEVEL OF GOVERNMENT.
THAT WOULD BE AT THE COLLEGE CAMPUS LEVEL.
THEN WE'RE LOOKING AT THE CITY AND COUNTY AND FIRE DISTRICTS, STATE AREA LEVELS, AND NATIONAL AND STATE LEVELS.
AND TYPE 1, NATIONAL AND STATE TOGETHER.
SO THOSE TEAMS COME IN AND HELP MITIGATE THAT.
YOU'RE LOOKING AT NORTHRIDGE EARTHQUAKE, ANYTHING LARGE LIKE THAT.
LARGE FIRES, YOU'LL SEE THAT COMING IN AND HELPING US WITH THE RESOURCES, AND GETTING THE NEED THE HELP THAT WE NEED FROM OUR FEDERAL PARTNERS AS WELL.
SO HOW DO WE DETERMINE WHAT WE'RE DOING? WE HAVE THESE MANAGEMENT BY OBJECTIVES.
AND OBJECTIVES ARE COMMUNICATED THROUGHOUT THE ENTIRE ICS STRUCTURE.
THE WAY I DESCRIBE THAT AS AN EOC MANAGER, I START MY BRIEFING AFTER EVERYBODY GETS IN TO THE EOC AND WE'RE TRYING TO FIGURE OUT WHAT KIND OF A PROBLEM WE HAVE.
AND I TALK ABOUT MY FIRST MANAGEMENT OBJECTIVES.
WITHIN THAT ICS STRUCTURE IS I NEED TO KNOW HOW MANY INDIVIDUALS BOTH STUDENT AND STAFF ARE ON CAMPUS RIGHT NOW.
I NEED TO KNOW THE EXTENT OF DAMAGE IF THERE IS TO OUR BUILDINGS AND INFRASTRUCTURE, AND ANY INJURIES TO OUR STUDENT OR STAFF AS WELL.
THOSE ARE LIKE THREE MAIN OBJECTIVES THAT I ALWAYS START OFF ALMOST EVERY SINGLE ONE OF MY TRAINING WITH BECAUSE IT'S A CRITICAL PIECE.
WE NEED TO KNOW HOW MANY ARE ON CAMPUS, HOW MANY ARE INJURED, AND DAMAGE TO OUR
[00:55:01]
STRUCTURE.THE MANAGEMENT OBJECTIVES ARE PUSHED DOWN THROUGH EVERYBODY WITHIN THAT ICS STRUCTURE SO THEY KNOW WHAT WE'RE LOOKING FOR RIGHT NOW THROUGH THE EOC MANAGER.
AND OVERALL PRIORITIES IS TYPICALLY WHAT WE LOOK AT, AND THAT IS AGAIN FOR ME, LIFE SAFETY, INCIDENT STABILIZATION, AND PROPERTY AND ENVIRONMENTAL CONSERVATION.
LOOKING SURE TO MAKE SURE WE PROTECT THE INFRASTRUCTURE THAT WE HAVE.
SO THE RELIANCE ON INCIDENT ACTION PLAN.
THE EOC MANAGER IS RESPONSIBLE FOR CREATING THE INCIDENT ACTION PLAN.
BUT IT'S THE MANAGER'S ULTIMATE RESPONSIBILITY.
AND THAT INCLUDES THE SPECIFIC INCIDENT OBJECTIVES.
WHAT WE'RE TRYING TO ACCOMPLISH DURING THAT OPERATIONAL PERIOD.
STATES THE OBJECTIVES TO BE COMPLETED.
AND IT MIGHT BE THAT THROUGH THAT JUST THIS TIMEFRAME WE'RE GOING TO COME UP WITH AN EVACUATION PLAN OR REUNIFICATION PLAN.
IF WE'RE GOING TO BE A SHELTER FOR THE COMMUNITY, WE'RE GOING TO COME UP WITH HOW WE'RE GOING TO ORGANIZE THAT WITHIN THE CAMPUS.
WHERE WE'RE GOING TO PUT EVERYBODY.
IT WILL COVER A SPECIFIC TIMEFRAME.
WE CALL THAT OPERATIONAL PERIOD.
AND TYPICALLY, WE LOOK AT 12 ON, 12 OFF.
WE HAVE MAYBE 25 OR 30 PEOPLE THAT SHOW UP TO THE EMERGENCY OPERATION CENTER AT THE FIRST SIGN OF ANY ISSUES.
AND IT'S THE EOC MANAGERS TO DETERMINE WHAT THE OPERATIONAL PERIOD WILL BE.
IF IT'S GOING TO BE 12 ON AND 12 OFF, YOU WOULD HAVE HALF OF THAT EMERGENCY OPERATION CENTER GO AWAY AND COME BACK IN 12 HOURS.
IT MAY BE ORAL OR WRITTEN, EXCEPT AGAIN, IN THAT SITUATION WHERE IT HAS TO BE WRITTEN WHEN WE TALK ABOUT HAZARDOUS MATERIAL INCIDENTS.
THERE CAN BE NO ROOM FOR ERROR ON THAT.
THAT REQUIRES THAT WRITTEN ACTION PLAN.
IT TAKES IN TO ACCOUNT LEGAL AND POLICY CONSIDERATIONS AND DIRECTION.
DELEGATION OF AUTHORITY THAT AUTHORIZES THE EOC MANAGER.
THAT WILL ALSO BE PART OF THE PLAN.
SO RESOURCE MANAGEMENT THROUGH THE INCIDENT COMMAND STRUCTURE, THE SYSTEM IS BASICALLY LOOKING AT AND ORGANIZING RESOURCES AS WELL.
IF YOU HAVE AN EARTHQUAKE AND ON THE COLLEGE CAMPUS VERY MINIMAL DAMAGE BUT THERE'S DEBRIS AND MAYBE THERE'S A ROADWAY BLOCKED GETTING IN AND OUT OF CAMPUS.
MAYBE THERE'S SOMETHING THAT NEEDS TO BE MOVED.
SO WE MAY ORDER UP A RESOURCE THAT SAYS WE'D LIKE A LARGE CATAPILLAR SCOOP TRACTOR.
AS WE ASK FOR THAT RESOURCE, IT WOULD THEN ASSUMING IT'S BIGGER THAN JUST THE CAMPUS ITSELF AND IT'S SOMETHING COUNTY WIDE.
THAT REQUEST WOULD BE THEN SENT TO THE COUNTY OPERATION CENTER FOR A LARGE SKIP LOADER TO BE SENT TO THE COLLEGE.
WELL THAT COUNTY WIDE EMERGENCY OPERATIONS CENTER OR THE MANAGER THERE WOULD SAY, WELL, WE ACTUALLY HAVE SOME SEARCH AND RESCUE ISSUES THAT ARE HAPPENING AWAY FROM THE CAMPUS.
SO YOUR INCIDENT OR YOUR NEED IS NOT GOING TO BE HIGHER THAN THIS OTHER NEED.
IT'S ALMOST LIKE SOMEBODY HIGHER UP BASICALLY SAYING HERE'S WHERE THE RESOURCE, THE NEED FOR THAT RESOURCE IS FOR THAT COMMUNITY.
IT MAY NOT BE THE COLLEGE NOW BUT IT MAY BE THE COLLEGE LATER.
IT CATEGORIZES THE RESOURCES AND MAKING SURE WE'RE CALLING A TYPE 1 FIRE TRUCK AS A TYPE 1 FIRE TRUCK AND NOT HEY, WE NEED A TYPE 1 FIRE TRUCK AND IT'S UP THE HILL SO REALLY WE NEED A 3 OR 4.
IT HELPS WITH ORDERING THE RESOURCES.
THEN IT DISPATCHES THOSE RESOURCES SO WE ON THE CAMPUS LEVEL, THAT WE KNOW WHERE IT WENT.
AND IT MIGHT JUST BE AS SIMPLE AS ORDERING RESOURCES SUCH AS A PICKUP TRUCK OR MAYBE A SMALL BUS IN ORDER TO MOVE SOME PEOPLE FROM PART OF THE CAMPUS TO THE OTHER.
DISPATCHING IT THROUGH THE EMERGENCY OPERATIONS CENTER AND THAT RESOURCE MANAGEMENT ALLOWS US TO KNOW EXACTLY WHERE IT IS SO WHEN WE NEED TO RECALL IT, WE CAN.
IT TRACKS THE TIME THAT RESOURCE WAS TURNED ON OR THE AMOUNT OF HOURS ON THAT RESOURCE OR THE USE OF IT.
IT REALLY IS GREAT FOR TRACKING IT.
BUT ALSO FOR RECOVERING THAT RESOURCE AT THE END.
AND MORE IMPORTANTLY IS IT ALSO HELPS FOR REIMBURSEMENT.
BECAUSE IF WE ARE IN A REIMBURSABLE EVENT, AS WE ARE NOW IN THE PANDEMIC, WE WANT TO KNOW WHO ORDERED IT, WHERE IT WENT, WHAT IT DID, WHAT WERE THE HOURS OF OPERATION, HOW MUCH GAS OR DIESEL OR WEAR AND TEAR WAS ON THAT.
AND WE CAN REALLY TRACK IT WELL WITH THAT RESOURCE MANAGEMENT PIECE.
CRITICAL WHEN YOU'RE TALKING ABOUT A LARGER INCIDENT.
[01:00:03]
IT ALSO HELPS US WITH INTEGRATED COMMUNICATIONS.WE USE THAT COMMON COMMUNICATIONS PLAN.
IT TALKS ABOUT WHO IS GOING TO REPORT TO WHOM AND WHAT THAT LOOKS LIKE.
IN FIRE AND POLICE, THEY TALK ABOUT WHICH CHANNEL THEY'RE GOING TO BE ON.
WHICH CHANNEL WILL THE SHARED RESOURCES BE.
WHAT CHANNEL WILL JUST THE LAW ENFORCEMENT BRANCH BE AND WHAT CHANNEL WILL JUST THE FIRE BRANCH BE.
IT MAKES THAT CLEAR AS TO WHO REPORTS TO WHO AND WHAT CHANNELS THEY'RE ON.
MAKING SURE WE'RE UTILIZING OUR RESOURCES MOST EFFICIENTLY.
BUT ALSO WHEN SOMEBODY COMES IN TO HELP US, WE ALSO CAN SAY HERE'S OUR COMMUNICATION PLAN AND HERE'S HOW YOU GET A HOLD OF INDIVIDUALS AND FACILITIES THAT ARE HELPING WITH SEARCH AND RESCUE.
HERE'S HOW YOU GET A HOLD OF OTHER INDIVIDUALS THAT ARE DOING FIRE MITIGATION.
IT REALLY DOES HELP WHEN YOU HAVE THAT OUTSIDE RESOURCE COME IN.
AND THAT INTERROPERABILITY, COMING TOGETHER AND MAKING SURE THEY HAVE COMMUNICATED CORRECTLY.
THE EXAMPLE HERE IN 2005, YOU KNOW, 1836 PEOPLE LOST THEIR LIVES WHEN KATRINA DEVASTATED THE SOUTHERN STATES.
POLICE, FIRE, AND EMS CREWS RESPONDED, BUT THEY HAD DIFFICULTIES WITH COMMUNICATING AND COORDINATING.
SO WE REALLY WORK EVERY SINGLE TIME THERE'S A CRISIS OR A DISASTER, WE WORK AT TRYING TO DETERMINE WHAT WE DID WELL, WHAT WE CAN DO BETTER.
IT'S MORE OF HOW CAN WE MAKE THIS BETTER.
CONTRAST THAT WITH THE 9/11, YOU KNOW, THERE WAS A LOT OF PEOPLE THAT WERE ON SCENE, A LOT OF DIFFERENT AGENCIES.
THERE WAS A MUCH BETTER COMMUNICATION.
I CAN TELL YOU WITHIN THE STATE OF CALIFORNIA, THAT OUR COMMUNICATION THROUGHOUT THE STATE IS OUTSTANDING.
I KNOW THERE'S BEEN SEVERAL STUDIES AND SURVEYS DONE ON IT.
SO WE'RE ABLE TO, AND MOST AGENCIES, ARE ABLE TO COMMUNICATE WITH AND COLLABORATE WITH AGENCIES THROUGHOUT THE STATE FROM THE SOUTH TO THE NORTH, FOR SURE.
IT ALSO HELPS US WITH THAT MOBILIZATION.
ANY INCIDENT, THE SITUATION MUST BE ASSESSED AND THE RESPONSE PLANNED.
IT HAS TO MANAGE THOSE RESOURCES SAFELY AND EFFECTIVELY.
AND MOST IMPORTANT, CONSIDER TO MAKING SURE WE'RE PUTTING THE RESOURCES WHERE THEY ARE MOST NEEDED.
AND MAKING SURE THE PERSONNEL ARE WHERE THEY'RE SUPPOSED TO BE.
AND THEN NOT HAVING WHAT I CALL SELFDISPATCHED.
INDIVIDUALS WILL JUST COME TO A LOCATION AND START OPERATING WITHOUT GOING THROUGH THE EOC MANAGER.
AND WE HAD THE DORNER CASE WHERE WE HAD AN INDIVIDUAL THAT SHOT AT SEVERAL OFFICERS AND THEN WAS BARRICADED UP IN THE BIG BEAR AREA.
A LOT OF OUTSIDE AGENCIES RESPONDED THERE WITHOUT GOING THROUGH THE COUNTY'S EMERGENCY OPERATION CENTER.
IT BECOMES A LITTLE BIT CHAOTIC.
IT BECOMES A LITTLE BIT DANGEROUS AT TIMES.
HAVING THIS ICS STRUCTURE IN PLACE ALLOWS US TO MOBILIZE INDIVIDUALS IN A VERY METHODIC AND CAREFUL WAYS SO WE KNOW WHERE EVERYBODY IS.
SO EVERYONE'S SAFETY IS PARAMOUNT.
AND THEN WE MOVE FORWARD ON THE UNIFIED COMMAND.
TALKING A LITTLE BIT ABOUT THAT.
YOU TALK ABOUT POLICE, FIRE AND EMS. YOU KNOW, WE ARE NOT ALONE IN THIS.
WE ARE ALL PART OF THE SOLUTION.
AND MAKING SURE THAT WE HAVE THIS UNIFIED COMMAND WILL HELP US BE PART OF THE SOLUTION, IF YOU WILL.
THIS NEXT SLIDE SHOWS YOU WHAT THAT WOULD LOOK LIKE.
IN THE UNIFIED COMMAND, YOU HAVE FIRE, LAW ENFORCEMENT, AND EMS. AND UNDER, THE OPERATIONS SECTION CHIEF.
THIS IS GETTING A LITTLE BIT DEEPER THAN WHAT YOU'LL NEED TO KNOW.
IT'S GOOD TO SEE THIS AS THE LARGE EARTHQUAKE IN CALIFORNIA THAT WE KEEP BEING WARNED ABOUT, THIS IS WHAT'S GOING TO BE IN PLACE, THE UNIFIED COMMAND.
YOU'RE GOING TO HAVE ALL THE FIRST RESPONDERS AND DELEGATING THE RESOURCES THEY NEED.
YOU'RE PART OF THAT UNIFIED COMMAND.
AS THE COLLEGE CAMPUS IS AFFECTED, YOU HAVE TO ADVOCATE FOR THE COLLEGE AND MAKING SURE WE GET THE RESOURCES WE NEED AS WELL.
KEEPING IN MIND THAT UNIFIED COMMAND.
SO JUST A BRIEF ON THE UNIFIED COMMAND.
ENABLES ALL AGENCIES WITH RESPONSIBILITY TO MANAGE THE INCIDENT TOGETHER TO ESTABLISH A COMMON SET OF INCIDENT OBJECTIVES AND STRATEGIES.
[01:05:01]
EVERYONE NEEDS TO KNOW WHAT THOSE OBJECTIVES ARE.IT ALLOWS THE EOC MANAGERS AND VARIOUS AGENCIES TO MAKE JOINT DECISIONS.
BASICALLY ALL THE EMERGENCY CENTER GROUP, THE FIRE, EMS, AND POLICE COME TOGETHER TO CREATE THESE INCIDENT OBJECTIVES, AND THEN COMES OUT AS ONE PLAN AND ONE OBJECTIVE.
AND THAT MAINTAINS THAT UNITY OF COMMAND AND EACH EMPLOYEE ONLY REPORTS TO ONE SUPERVISOR.
SO THAT YOU HAVE THIS, AGAIN, THE SAFETY BEING THE MOST IMPORTANT THING.
BUT THAT NO MATTER WHO IS IN THE INCIDENT AND HELPING TO TAKE CARE OF IT, EVERYBODY WILL KNOW WHAT THOSE INCIDENT OBJECTIVES ARE.
AND ALWAYS REMEMBERING THAT SAFETY IS OUR NUMBER ONE PRIORITY.
SO NIMS ENCOURAGES THE USE OF UNIFIED COMMAND.
AS A TEAM EFFORT, UNIFIED COMMAND OVERCOMES MUCH OF THE INEFFICIENCIES AND DUPLICATION OF EFFORT.
AND THIS HAPPENS WHEN WE HAVE MULTIPLE AGENCIES FROM DIFFERENT AGENCIES AND DIFFERENT FUNCTIONS WORKING TOGETHER WITHIN ONE GROUP THAT THEY SOMETIMES CAN HAVE A LOT OF INEFFICIENCIES THAT HAPPEN.
WITH THE UNIFIED COMMAND IT HELPS WITH THE ORGANIZATIONAL FRAMEWORK AND KEEPING US AS EFFICIENT AS POSSIBLE.
IF YOU CAN IMAGINE A LARGE EARTHQUAKE AND WITHOUT UNIFIED COMMAND, EVERYBODY WOULD BE DOING WHAT THEY THINK IS THE BEST AT THE TIME AND PUTTING THE RESOURCES IN WHAT THEY THINK IS THE WORST ISSUE.
WITH THE UNIFIED COMMAND, WE KNOW WHAT THE WORST ISSUE IS AND WE PUT THOSE RESOURCES WHERE IT'S CRITICAL.
COORDINATION AND INCIDENT MANAGEMENT ASSESSMENT.
AGAIN, THIS IS AGAIN, PART OF THE PLAN.
MAKING SURE THAT WE HAVE PUBLIC INFORMATION OUT THERE THAT'S CORRECT.
WE ALWAYS TALK ABOUT ONE VOICE.
IF YOU HAVE IF WE JUST HAVE A COLLEGE SPECIFIC INCIDENT, AND I HAPPEN TO BE AN MNO AND SOME PRESS PERSON COMES UP TO ME AND ASKS FOR A STATEMENT ON HOW MANY INJURED PEOPLE WERE ON CAMPUS.
AND I SAID, I DON'T KNOW, BUT IT LOOKED LIKE AT LEAST A COUPLE DOZEN.
IF OUR PIO HAS THE MOST ACCURATE INFORMATION, WHICH THEY WOULD THROUGH THE EOC MANAGER, AND REALLY, WE ONLY HAD LIKE SIX, WE'RE SENDING CONFLICTING MESSAGES.
WHEN THAT HAPPENS, WE LOSE PUBLIC TRUST.
SO PUBLIC INFORMATION OFFICERS MANAGING THAT PUBLIC INFORMATION AND MANAGING THAT ONSCENE MEDIA AND ALL PUBLIC INQUIRIES IS IMPORTANT.
THE LARGER THE INCIDENT GETS, THE MORE WE LOOK AT HOW DO WE MAINTAIN THAT INTEGRITY OF OUR INFORMATION BUT ALSO GET IT OUT AS QUICKLY AS POSSIBLE.
AND THAT'S WHAT JOINT INFORMATION CENTER IS.
I OFTEN REFERRED TO AS JIC, IT'S A PHYSICAL LOCATION.
JIC IN AN AREA WHERE THE MEDIA COULD COME THERE.
EVERY IOC WITHIN THE AREA WILL SEND THEIR INFORMATION TO THE JOINT INFORMATION CENTER.
THAT JOINT INFORMATION CENTER WILL PUT IT TOGETHER IN A VERY SPECIFIC MESSAGE OUT TO THE MEDIA.
YOU'LL SEE THIS, YOU KNOW, ON SOME TYPES OF LARGE INCIDENTS, INCLUDING FLOODS AND DISASTERS AND FIRES WHERE YOU'RE GOING TO HAVE ONE PERSON THAT'S SPEAKING FOR THE ENTIRE COUNTY.
THE WAY THEY DO THAT IS THEY GET THIS INFORMATION FROM ALL THE EMERGENCY OPERATION CENTERS.
THEY PUT THAT OUT IN A UNIFIED MESSAGE.
THAT MESSAGE NOW BECOMES THE MESSAGE FROM EVERYBODY.
THAT'S PART OF THE INCIDENT COMMAND STRUCTURE AS WELL.
AGAIN, SPEAKING WITH ONE VOICE.
THAT ONE PERSON IS RESPONSIBLE FOR MAKING SURE THAT THAT MESSAGE IS COORDINATED FROM ALL EMERGENCY OPERATION CENTERS WITHIN THE AREA.
AND IT'S ACCURATE TO THE BEST THEY CAN AT THE TIME THEY HAVE IT OUT.
THE INCIDENT MANAGEMENT ASSESSMENT, IT'S IMPORTANT LEADERSHIP RESPONSIBILITY.
IT'S INTERESTING BECAUSE IT'S, YOU KNOW, WE TALK ABOUT POST DEBRIEFS OR CORRECTIVE ACTIONS.
AGAIN, CORRECTIVE ACTION REPORT, AFTER ACTION REVIEW, POSTINCIDENT ANALYSIS, DEBRIEFING, POSTINCIDENT CRITIQUE OR MITIGATION PLAN.
IT'S NOT REALLY MEANT TO, YOU KNOW, PICK ON ONE PERSON OR ANOTHER.
IT'S NOT MEANT TO SHOW ANYBODY'S DEFICIENCIES AS MUCH AS IT'S TO IDENTIFY WHERE WE COULD DO BETTER.
MOST AGENCIES, LAW ENFORCEMENT AND FIRE, ARE REALLY GOOD ABOUT BEING HONEST AND TRUTHFUL ABOUT HOW THEY RESPONDED AND HOW THEY CAN DO BETTER.
THAT'S HOW WE ENDED UP GETTING BETTER FIRE RESPONSES ON OUR MAJOR WILD
[01:10:07]
LAND FIRES OR OUR STRUCTURE FIRES.WHEN WE HAVE SOMEBODY AS AN EXAMPLE, A FIREFIGHTER THAT FALLS THROUGH THE ROOF AND THEY START TALKING ABOUT DEBRIEFING OR POSTINCIDENT CRITIQUE, NOBODY REALLY IS POINTING THE FINGER AND SAYING, YOU SHOULD HAVE NEVER GONE ON THE ROOF.
WHAT WE'RE DOING IS COULD WE HAVE DONE THAT BETTER? AS AN EXAMPLE THERE, WE'RE LESS LIKELY TO SEE FIRE PERSONNEL ON THE ROOF OF A FIRE STRUCTURE BECAUSE IT'S INHERENTLY DANGEROUS.
HAD WE NOT HAD THAT CRITICAL CONVERSATION, WE WOULD MAYBE THEN STILL DO THE SAME THINGS WRONG AND THINKING IT'S THE RIGHT THING TO DO.
SO IT DOES ENSURE THAT WE DO WHAT WE SET OUT TO DO.
YOU KNOW, WAS THE IDEA OF THE EMERGENCY OPERATION CENTERS INCIDENT OBJECTIVES, WAS IT TO PROTECT THE SAFETY OF THE CAMPUS COMMUNITY AND PROTECT THE INFRASTRUCTURE? IF THAT'S WHAT WE DID, THEN YEAH.
WHAT ACTUALLY DID HAPPEN? WE DIDN'T DO VERY GOOD AT EVACUATING.
AT THAT POINT WE HAD SOME PEOPLE THAT WERE MAYBE AT HARM'S WAY BECAUSE WE DIDN'T EVACUATE FASTER.
THEN WE FIND OUT WHY DID IT HAPPEN? IT COULD BE WE JUST DIDN'T HAVE ENOUGH SIGNAGE OR ENOUGH PERSONNEL TO HELP TRAFFIC AREA OR BOTTLENECK IN AN AREA.
WHAT ARE WE GOING TO DO? THAT COMES DOWN TO LESSONS LEARNED AND SHARED.
IF WE JUST PUT IN FOUR MORE SIGNS IN THIS PARTICULAR AREA, WE COULD DO IT BETTER THIS TIME.
ASK FOR HELP IN MAINTENANCE AND OPERATION STAFF AND EVACUATING CAMPUS AND NOT WAITING ON OFFICIALS.
IT MAKES YOU MORE READY FOR THE NEXT DISASTER AND WE'RE NOT MAKING OUR SAME MISTAKES TWICE.
SO THE ICS PREPAREDNESS, KIND OF WHY WE'RE HERE TODAY, RIGHT? WE NEED TO MAKE SURE WE'RE READY FOR ANYTHING THAT'S HAPPENING.
WE USE THIS CIRCLE, EMERGENCY PLANNING.
WE LOOK AT PREEMERGENCY OR MITIGATION PREPAREDNESS PHASE.
WE'RE MAKING SURE WE'RE GOING TO BE READY FOR WHATEVER TAKES PLACE IN THE FUTURE.
THE NEXT THING WE DO IS WE DECIDE WHAT OUR RESPONSE IS GOING TO BE.
AND OUR EMERGENCY RESPONSE IS GOING TO BE THAT WE ARE, YOU KNOW, WE'RE GOING TO MITIGATE IT AND WE'RE GOING TO TRY TO MAKE SURE THAT EVERYBODY IS SAFE AND THAT THE BUILDINGS ARE SAFE.
AND THEN WE GO RIGHT IN TO OUR POSTEMERGENCY OR RECOVERY.
AND THAT'S MAKING SURE THAT WE GET THE CAMPUS COMMUNITY BACK TO WHAT NORMAL WAS.
WE MAKE SURE WE THEN LEARN THE LESSONS FROM THAT.
ONCE WE DECIDE WHAT THOSE LESSONS LEARNED ARE, WE GO BACK TO THAT PREEMERGENCY MITIGATION AND PLANNING AND PREPARENESS.
WE MAY MAKE CHANGES TO OUR EVACUATION PROCESS.
WE KEEP LEARNING AND WE KEEP LEARNING FROM EACH ONE OF THE DISASTERS THAT WE HAVE, AND THAT MAKES US BETTER EVERY SINGLE TIME.
MOST OF THE ICS STRUCTURE TALKS ABOUT CHECK PLANS, AND POLICIES AND LAWS.
THE QUESTIONS WE ALWAYS ASKED IS THE CAMPUS EMERGENCY PLAN, POLICIES SXRKS LAWS, THEY COMPLY WITH THE LATEST SEMS, NIMS, AND ICS REQUIREMENTS.
EMERGENCY OPERATION PLAN IS UP TO DATE AND CONTINUES TO BE UP TO DATE AS DIFFERENT THINGS CHANGE.
ARE WE COVERING AREAS SPECIFIC EMERGENCIES.
YOUR CAMPUS WOULD BE EARTHQUAKES AND SOME CHEMICAL ISSUES.
THOSE ARE ALSO COVERED IN EMERGENCY APPLICATION PLAN.
AS INDIVIDUALS COME TO THE CAMPUS, WHICH OFTEN HAPPENS, NEW PERSONNEL THAT WE RUN THEM THROUGH THE CRITICAL TRAINING AND THE GENERAL STAFF TRAINING THAT'S AVAILABLE ONLINE.
AND MAKING SURE THAT WE UPDATE THE EMERGENCY OPERATION CENTER STAFFING.
THE WAY THAT WE RECOMMEND AND IT DOESN'T WORK OUT VERY WELL IS YOU TRY TO PUT TOGETHER EMERGENCY OPERATION ORGANIZATIONAL CHART.
BUT THE PROBLEM IS YOU DON'T KNOW WHO IS GOING TO SHOW UP THAT DAY.
AND YOU MAY HAVE A SITUATION THAT HAPPENS WHEN HALF YOUR STAFF IS NOT EVEN THERE.
SO WE JUST KNOW, WE JUST RECOMMEND AND WHAT YOUR COLLEGE CAMPUS HAS DONE IS
[01:15:03]
PUTTING TOGETHER THE GENERAL PLAYERS.WHO IS GOING TO BE RESPONSIBLE.
AND FILLING THOSE IN WHEN YOU GET IN THE EMERGENCY OPERATIONS CENTER.
AND THEN MAKE SURE THAT THE EMERGENCY OPERATION PLAN COMPLIES WITH ALL STATE AND FEDERAL TRAINING MANDATES.
MAKING SURE WE HAVE THE ICS 402 AND THE DIFFERENT ICS TRAINGS DONE.
AND THE COLLEGE IS WELL ON THEIR WAY TO GETTING THAT DONE AND HAS CONTINUED TO DO THE GENERAL AND CRITICAL TRAINING FOR PERSONNEL ON CAMPUS.
SO ESTABLISHING RESOURCE MANAGEMENT SYSTEMS. DESCRIBE THE INVENTORY, REQUESTING AND TRACKING RESOURCES.
SO THAT ALL COME THROUGH THE EMERGENCY TRACKING CENTER.
AT ANY GIVEN TIME WE HAVE 200 SHEETS OF PLYWOOD IF WE HAVE TO BOARD SOMETHING UP, OR A JACK HAMMER IF WE HAVE TO DO A SEARCH AND RESCUE, A MINOR SEARCH AND RESCUE.
THAT WE'RE READY TO ACTIVATE AND DISPATCH THOSE RESOURCES.
THAT WE HAVE A PROCESS IN PLACE FOR MANAGING VOLUNTEERS.
AND WHATEVER HAPPENS IN ANY PART OF OUR COMMUNITY, YOU'RE GOING TO HAVE PEOPLE THAT ARE GOING TO WANT TO HELP.
AND MANAGING VOLUNTEERS IS CRITICAL BECAUSE YOU HAVE A NEED TO MAKE SURE THEY'RE SAFE.
BUT ALSO YOU HAVE A HUMAN RESOURCES ISSUE WITH WORK COMP AND ALL OF THAT.
MANAGING YOUR VOLUNTEERS IS GOING TO BE CRITICAL.
YOU SHOULD KNOW THAT NOBODY IS GOING TO SELFDEPLOY TO YOUR DISASTER.
MAKE SURE THAT WE HAVE SOMETHING IN PLACE FOR DEMOBILIZING OR CALLING RESOURCES.
AND FINANCIAL TRACKING AND REIMBURSEMENT AND REPORTING.
DO YOU HAVE A MUTUAL AID AGREEMENT FOR OBTAINING RESOURCES, FACILITIES, SERVICES, AND OTHER REQUIRED SUPPORT FROM OTHER JURISDICTIONS? IF YOU HAVE AN ISSUE, IT'S NOT WHETHER OR NOT HEY, CAN YOU WRITE THE CHECK.
IT'S GOING TO BE WHAT DO YOU NEED AND WE'LL GET IT OUT TO YOU AS QUICKLY AS POSSIBLE.
ESTABLISH COMMUNICATIONS AND INFORMATION SYSTEM.
DOES THE CAMPUS HAVE PROTOCOLS AND PROCEDURES FOR FORMULATING AND COMMUNICATING OPERATIONAL DECISIONS.
THE WAY THAT WE PUSH THAT OUT THROUGH THE PRESIDENT AND VICE PRESIDENTS.
SUPPORTING MANAGEMENT ACTIVITIES WITH THE SURROUNDING COMMUNITIES.
AND WE'RE READY FOR THAT AS WELL.
AND JUST CERTAINLY DEVELOPING AND MAINTAINING SITUATIONAL AWARENESS.
THAT'S ALL PART OF THAT TRAINING AND TRAINING YOUR CAMPUS COMMUNITY.
CAN RESPONDERS FROM DIFFERENT AGENCIES OR MUTUAL AID PARTNERS COMMUNICATE WITH ONE ANOTHER? THE ANSWER IS YES.
AND COMMUNICATING WITH YOUR PUBLIC SAFETY.
DO YOU HAVE AN ANNUAL BUDGET FOR MAINTAINING EMERGENCY RESPONSE SUPPLIES, UPDATING YOUR EMERGENCY OPERATION PLAN, AND ONGOING TRAINING AND TABLETOP EXERCISES? SO TRAINING, CREDENTIALS AND EXERCISING.
HAVE WE COMPLIED WITH ALL THE MANDATED TRAINING OUTLINED IN CALOES AND FEMA WEBSITES? YES.
HAVING SOMEBODY FROM THIS MEETING TODAY CLERK OR MAYBE TO FORWARD MAYBE THROUGH DR. FIERRO OR VICE PRESIDENT LOPEZ TO WEST COAST.
WE WILL THEN PRODUCE A CERTIFICATE FOR THE COMPLETION OF THIS SO IT CAN STAY IN YOUR TRAINING RECORDS FOR AUDIT PURPOSES, WHEN WE TALK ABOUT STATE AND FEDERAL REIMBURSEMENT.
THEY LOOK AT WHAT THE COLLEGE HAS DONE TO HELP THEMSELVES.
AND THE MORE YOU DO, THE BETTER YOUR CHANCES OF REIMBURSEMENT.
WE ALWAYS ENCOURAGE THAT GREAT RECORD KEEPING.
WEST COAST WILL HELP WITH THAT.
IF I GET NAMES, I'LL HAVE THOSE CERTIFICATES BACK.
ONE FOR YOU AND ONE FOR THE CAMPUS.
THE ONLINE EMERGENCY OPERATION PLAN, I'M GOING TO COVER BRIEFLY HERE IN A COUPLE OF MINUTES.
THAT ALSO IS UPDATED AS NECESSARY.
HAVE YOU FULFILLED YOUR REQUIREMENTS FOR TESTING YOUR EMERGENCY OPERATIONS PLAN AND EVACUATION PROCEDURES ON AN ANNUAL BASIS? AS I INDICATED ON THE BEGINNING, MARCH 5TH, OF 2021, WE'RE GOING TO DO A PLANNING EXERCISE.
THE WAY I CALL IT IS A DRY RUN.
I WILL CONDUCT THAT TRAINING FOR THE TEAM.
WE'LL WALK THROUGH STEP BY STEP SO EVERYBODY IS VERY COMFORTABLE.
THE NEXT WEEK ON MARCH 12TH, WE WILL DO AN ACTUAL TABLETOP EXERCISE WHERE
[01:20:06]
WE'RE GOING TO PUT SOME STRESSORS IN THERE AND TEST HOW THAT EMERGENCY OPERATION GROUP WORKS.AND MAKE SURE THAT THEY'RE USING THE EMERGENCY OPERATION PLAN EFFICIENTLY AND EFFECTIVELY.
AND THIS IS PROBABLY THE MOST IMPORTANT PART OF THIS ENTIRE PRESENTATION.
THE MOST IMPORTANT EXECUTIVE LEADERSHIP PROVIDES THAT DIRECTION AND LEADERSHIP TO THE COLLEGE CAMPUS.
IF IT'S IMPORTANT TO THE LEADERSHIP, IT'S IMPORTANT TO EVERYBODY THAT FALLS UNDERNEATH THAT.
I'VE HAD COLLEGE CAMPUSES THAT PUSHED OUT TRAINING WHERE THEY HAD VERY FEW PEOPLE ATTEND.
I HAD EMERGENCY OPERATION CENTER TRAINING.
I TYPICALLY GET ABOUT 25 TO 30 INDIVIDUALS.
IT WASN'T NECESSARILY MANDATORY.
IT WASN'T AS I GUESS AS WELL PUT OUT AS IT COULD HAVE BEEN.
SO HAVING THAT LEADERSHIP SAY IT'S IMPORTANT.
THIS IS IMPORTANT BECAUSE WHEN IT DOES HAPPEN, WE WANT TO MAKE SURE WE PROTECT OUR COLLEGE COMMUNITY AND INFRASTRUCTURE.
SUPPORT THE TRAINING AND THE RESPONSE THAT WE GET AS WE MAKE THESE EMERGENCY OPERATIONS TRAINING AND TABLETOP EXERCISES.
AND THAT ALSO HELPS US INSTILL CONFIDENCE IN THE PUBLIC THAT WE CAN MANAGE THIS EFFECTIVELY AND THAT WE'RE LEADING BY EXAMPLE.
I ALWAYS ENCOURAGE COLLEGE CAMPUSES TO PUT A BLURB IN THE PAPER THAT WE CONDUCTED THIS TRAINING TODAY AND WE'RE GOING TO BE READY.
AND TAKE CREDIT FOR YOUR TRAINING BECAUSE IT DOES MATTER.
IT MAKES THE COLLEGE COMMUNITY FEEL SAFER.
SOME ADDITIONAL RESOURCES THAT ARE IN YOUR HANDOUT.
WEST COAST HAS A VERY ROBUST WEBSITE THANKS TO CODY.
YOU CAN LOOK AT AT OUR LEISURE.
OES.CA.GOV HAS GOOD INFORMATION.
WE ASK YOU TO CONTINUE TO TRY AND ASK THE QUESTION ARE YOU READY? THE COLLEGE IS READY.
THERE'S A LOT OF GREAT WORK THAT NEEDS TO BE DONE.
WITH THAT, I WILL STOP THIS PORTION OF IT AND GO IN TO A BRIEF TRAINING ON THE EMERGENCY OPERATION PLAN ONLINE.
>> LET ME SEE IF I CAN GET TO THE >> DID YOU TALK ABOUT THE STEPS? WE LEARNED ABOUT THE BEST PRACTICES.
ONE OF THE STEPS OUR STAFF HAS TAKEN IN ORDER TO BECOME PREPARED IN RELATION TO THIS WORK YOU GUYS HAVE DONE.
>> YEAH, LET ME PULL UP THAT LIST BECAUSE THERE'S A LOT THAT'S BEEN DONE.
I JUST GOTTA PULL IT UP REAL QUICK.
SO AND I COVERED IT BRIEFLY AT THE BEGINNING.
YOU'RE STARTING FIRST BY >> CRAIG, WE DON'T SEE YOUR SCREEN.
I THINK YOU SHARED ONLY YOUR POWERPOINT.
>> LET ME SHARE THIS OTHER ONE HERE.
HOW'S THAT, CODY? LET ME GET RIGHT HERE.
I JUST GOTTA MAKE SURE I GET THE RIGHT ONE HERE.
>> SO I'LL JUST COVER BRIEFLY THE SERVICES.
CONTRACTING WITH WEST COAST CONSULTING, THE WAY I DESCRIBE IT IS THIS.
YOU DON'T KNOW THIS INSIDE AND OUT, IT'S OUR JOB.
THE COLLEGE CAMPUS, THEY HAVE FOLLOWED THE ROADMAP TO A T.
IN FEBRUARY, WE DID THE FIRST CRITICAL AND GENERAL ONLINE COURSES.
WE HAD A GOOD PORTION OF THE PERSONNEL ATTEND THAT.
AND THEN IN FEBRUARY AS WELL, WE DID THAT ON SITE NOTIFICATION ASSESSMENT.
WE LOOKED AT WHAT YOU HAVE AND MADE RECOMMENDATIONS TO REPORT BACK TO YOU.
I CONDUCTED A MEETING TO TALK ABOUT EVACUATION GUIDELINES.
AND PUT THOSE RECOMMENDATIONS AS WELL FORWARD.
AND THEN WE OFFERED A SECOND GENERAL ONLINE COURSE OFFERING IN APRIL.
AND THEN I CONDUCTED A ZOOM EMERGENCY OPERATIONS PLAN OVERVIEW SESSION IN APRIL AS
[01:25:03]
WELL.AND THEN I DEMONSTRATED THE EMERGENCY OPERATIONS PLAN IN APRIL.
WE ALSO CONDUCTED A EMERGENCY OPERATION CENTER ZOOM FOR EOC.
AND THEN I CONDUCTED ON APRIL 15TH, A ZOOM BOARD TRUSTEES UPDATE BASICALLY OUTLINING WHAT I'M TALKING ABOUT RIGHT NOW.
PREPARATION WISE, YOU'VE DONE A LOT.
THERE'S STILL MORE TO COME, AND WE'VE ALREADY PUT TOGETHER THE PLAN FOR MARCH OF 21 TO DO THE DRY RUN, IF YOU WILL, FOR YOUR ACTION, TABLETOP.
THE SECOND WEEK AFTER THAT, THE 12TH, WE'RE GOING TO BE DOING AN ACTUAL TABLETOP EXERCISE.
WE'RE GETTING EVERYTHING THAT WE'VE ASKED FOR AS FAR AS GETTING YOU PREPARED.
AND THERE'S STILL MORE THAT WE CAN DO, AND WE CONTINUE TO OFFER DIFFERENT THINGS THAT YOU CAN DO.
BUT RIGHT NOW, YOU'RE KEEPING UP WITH WHAT YOU NEED TO DO.
IF THAT ANSWERED WHY UR QUESTION.
WHAT'S DIFFERENT ABOUT OUR APPROACH TO EMERGENCIES NOW COMPARED TO BEFORE THIS EXERCISE?
>> SO I CAN'T SPEAK TO WHAT YOU HAD IN PLACE BEFORE.
I DON'T KNOW THAT, YOU KNOW, WHAT ACTUALLY WAS DONE PRIOR TO.
BUT I DO KNOW THE CHIEF HAD PUT SOME TRAINING FORWARD BEFORE WEST COAST CAME FORWARD.
I'M ONLY GIVING YOU WHAT WE'VE DONE SINCE WE STARTED WORKING WITH THE COLLEGE.
ARE THERE ANY OTHER QUESTIONS? OKAY.
>> CAN YOU HIT HOLD CONTROL AND HIT PLUS ONCE OR TWICE AND MAKE THAT EOP BIGGER.
IT'S KIND OF HARD FOR US TO SEE.
WE TOUCHED BRIEFLY ON THE ROLES AND RESPONSIBILITIES OF INDIVIDUALS WITHIN THE EMERGENCY OPERATION CENTER.
AND I JUST WANT TO TAKE A COUPLE OF MINUTES.
AND THEN I'M GOING TO, AGAIN, OFFER SOME MORE TIME FOR QUESTIONS.
BUT I'LL DEFINITELY FINISH EARLY FOR YOU BECAUSE I RECOGNIZE YOUR TIME.
SO YOU HAVE IN PLACE, PAGE 4A AN EMERGENCY PLAN.
CODY IS RESPONSIBLE FOR PUTTING THAT TOGETHER.
A LOT OF INDIVIDUALS WORKED TOGETHER AND CAME UP WHAT WE CONSIDER TO BE VERY INTUITIVE.
WE RECOGNIZE MOST INDIVIDUALS ON COLLEGE CAMPUS ARE NOT GOING TO PRACTICE THIS.
WE DON'T TAKE IT HOME AND STUDY IT OVER THE WEEKEND.
POLICE, FIRE, AND EMS HANDLE IT ALL THE TIME.
WE WANT TO MAKE THIS AS EASY AS POSSIBLE.
I BELIEVE ALL OF YOU HAVE A LOGIN IF YOU WANTED TO TRY IT YOURSELF.
THIS IS WHAT WE PUSH AS THE VERY FIRST SLIDE.
YOU SEE THE BLUE, THE JUMP TO ORGANIZATIONAL CHART, WHEN I CLICK ON THAT IT TAKES ME RIGHT WHERE WE NEED TO BE IN THE EMERGENCY OPERATION CENTER AND WHO WE NEED TO FILL IN THOSE PLACES.
IF YOU CAN LOOK AT IT REAL QUICK WITH THE ORGANIZATIONAL CHART, YOU'LL SEE THE PRESIDENT ABOVE THE EOC MANAGER.
EOC MANAGER HAS THAT WE ALREADY TALKED ABOUT LIAISON, PUBLIC INFORMATION OFFICER.
THEN WE HAVE OPERATIONS, PLANNING, LOGISTICS AND FINANCE, AND BELOW THEM, THIS IS BASICALLY WHAT YOU'RE GOING TO BE DEALT WITH AT SERRITOS.
WE'RE TRYING TO PUT THIS TOGETHER.
I WALK IN THERE AND I'M THE FIRST ONE, THAT MAKES ME THE EOC MANAGER.
I HAVE NO IDEA WHAT AN EOC MANAGER DOES.
SO WITH THIS ONLINE SYSTEM, ALL I HAVE TO DO IS LOOK AND SEE THAT PAGE 93 IS WHERE I NEED TO BE.
WELL WE MADE IT A LITTLE EASIER THAN THAT.
ALL WE HAVE TO DO IS CLICK ON THE EOC MANAGER AND IT BASICALLY TAKES YOU RIGHT TO WHAT A CHECKLIST.
AND THAT CHECKLIST IS WHAT SHOULD I BE DOING AS AN EOC MANAGER.
AND IT TALKS ABOUT DURING THE EMERGENCY, IT IMPLEMENTS OPENING THE STAFFING, THE EMERGENCY CENTER, FOCUSES ON PRIORITY, AND CONTROLLING THE PROBLEM.
IF YOU START WITH THAT FIRST PARAGRAPH, IN ANY ONE OF THESE SITUATIONS OR INCIDENTS, YOU'LL BE FINE.
SO THERE'S OTHER THINGS THAT WE SHOULD BE LOOKING AT AND OTHER PRIMARY RESPONSIBILITIES.
AND LOOKING AT AND JUST ASSESSING.
WE JUST CONTINUE TO WALK OUR WAY DOWN THIS LIST.
SO THE THEORY BEHIND THIS IS YOU DON'T, AGAIN, PRACTICE THIS EVERY DAY.
BUT IF I'M NOW STUCK THIS THIS POSITION, HOW DO I DO IT? THAT'S WHY THIS IS SO HANDY FOR THIS.
[01:30:03]
>> WE HAVE A QUESTION IN THE CHAT, WHO IS OUR EOC AT THE COLLEGE?
>> IF VICE PRESIDENT LOPEZ WANTS TO ANSWER THAT.
AGAIN, IT'S GOING TO BE THE FIRST PERSON IN THERE.
BUT IT ALSO WILL VARY ON THE CRISIS YOU'RE TRYING TO MITIGATE.
YOU MAY HAVE SOMEBODY THAT'S IN CHARGE OF MAINTENANCE AND OPERATIONS THAT MAYBE THE EOC MANAGER, WHEN YOU TALK ABOUT AN INFRASTRUCTURE PROBLEM THAT YOU'RE TRYING TO IDENTIFY.
I'LL LET SOMEBODY FROM THE COLLEGE ADDRESS THE CURRENT, OR THE APPROPRIATE EOC MANAGER.
>> SORRY, CAN EVERYONE HEAR ME?
SO RIGHT NOW OUR EOC MANAGER AS WE HAVE INDICATED IS MYSELF, PHILLIPE, THE VICE PRESIDENT OF BUSINESS SERVICES IS THE PRIMARY EOC MANAGER.
BUT AS CRAIG HAS INDICATED, IT REALLY DEPENDS ON WHO IS ON CAMPUS AT THAT PARTICULAR TIME.
THIS IS ASSUMING WE'RE ALL ON CAMPUS AT THE SAME TIME.
BUT OBVIOUSLY WITH, YOU KNOW, A PANDEMIC AND THINGS ARE GOING ON, WE'RE ALL WORKING REMOTELY DEPENDING ON THE TIME OF DAY THAT THIS COULD ACTUALLY VARY TREMENDOUSLY.
SO IN CASE AN EVENT HAPPENS ON CAMPUS RIGHT NOW, THAT COULD DICTATE.
OBVIOUSLY I'M NOT ON CAMPUS, SO THAT EOC MANAGER WOULD CHANGE AND LIKELY BE EITHER THE CHIEF OR CAPTAIN THAT'S ON CAMPUS AT THAT TIME.
ALL MANAGERS ON CAMPUS RIGHT NOW, IT WOULD BE ASSIGNED TO MYSELF.
TO PUT FURTHER ON THAT, IF FELIPE WALKS IN THE DOOR AND IMMEDIATELY LOOKS AROUND AND SEES THERE'S A NEW EMPLOYEE AND RETIRED FIRE CHIEF.
IT DOESN'T HAVE TO BE THE MOST SENIOR PERSON.
IT COULD BE THE PERSON THAT'S MOST QUALIFIED INDIVIDUAL.
SO AGAIN, GO BACK TO THE PRIMARY RESPONSIBILITY THE EOC MANAGER.
NOW I COME IN THERE AND FELIPE JUST WALKED THROUGH THE DOOR.
NOW I'M OFF THE HOOK AND I'M NO LONGER THE EOC MANAGER.
THIS BLACK ARROW, YOU CLICK ON THAT AND IT BRINGS YOU RIGHT BACK TO THE ORGANIZATIONAL TABLE OF CONTENTS.
GO TO THE ORGANIZATIONAL CHART.
IN MY FORMER CAREER, I WAS THE PUBLIC INFORMATION OFFICER.
I'M ASSUMING VICE PRESIDENT LOPEZ IS GOING TO TELL ME, CRAIG, I WANT YOU TO BE THE PIO.
AND I'M LIKE, YEAH, I THINK I REMEMBER HOW TO DO THAT.
I GO TO THE PIO AND IT TELLS ME EXACTLY WHAT I SHOULD BE THINKING AND DOING.
AND IT REALLY GIVES YOU A GREAT, WHAT I CALL CHEAT SHEET, ON WHAT YOU SHOULD BE THINKING ABOUT AS YOU TAKE ON YOUR NEW ROLE IF YOU HAVE NOT DONE IT IN THE PAST, AND EVEN IF YOU HAVE.
THOSE ARE THE MAIN PIECES THAT I DID WANT TO COVER WITH YOU.
I DO WANT TO TELL YOU THAT ALMOST EVERYTHING THAT I COVERED TODAY IS ALSO IN HERE AS WELL.
AND IT TALKS ABOUT THE ICS STRUCTURE, SIMS, NIMS. IF I SPOKE TOO QUICKLY, AND I APOLOGIZE, I WAS JUST TRYING TO BE QUICK WITH YOUR TIME.
YOU CAN GO BACK TO THE ONLINE EOP AND LOOK AT IT AND KIND OF GET THAT REFRESHER.
I'LL COVER JUST THIS LAST AND THEN I'LL BE DONE.
WE TALKED ABOUT AREA SPECIFIC EMERGENCIES.
AND PART OF THE ICS STRUCTURE AND CERTAINLY SIMS AND NIMS IS THAT WE HAVE CALLED OUT SPECIFIC AREAS OF CONCERN THAT COULD BE IN OUR AREA, THEREFORE AREA EMERGENCIES.
I'LL PICK ON THE EARTHQUAKE PIECE BECAUSE IT'S LIKELY FOR US.
WE JUST NOW ACTIVATED THE EMERGENCY CENTER.
NOW WE'RE GETTING AFTERSHOCKS.
AS SOON AS WE WALK IN THE DOOR, EVERYBODY SHOULD BE GOING TO THE SPECIFIC AREAS, SPECIFIC EMERGENCY SECTION AND CLICK ON EARTHQUAKE.
AND IT KIND OF GIVES US A LITTLE BIT OF WHAT WE NEED TO BE THINKING ABOUT.
INFORMATION FROM THE TOP DOWN.
BUT THERE'S A LOT OF INFORMATION HERE.
HOW DO WE HELP YOU GET THROUGH THIS PIECE AND WHAT SHOULD YOU BE THINKING ABOUT AS YOU'RE IN THE BUILDING OR OUTSIDE OF THE BUILDING OR IN A VEHICLE, WHATEVER THAT MIGHT BE.
THESE ARE THINGS THAT WE NEED TO BE LOOKING AT.
AND THROUGH THE EMERGENCY OPERATION PLAN OR CENTER, WE WOULD ALSO THEN BE TRYING
[01:35:03]
TO GO TO SOME OF THESE RADIO STATIONS AND GET MORE INFORMATION IF WE HAVE A PORTABLE RADIO.AND OTHER THINGS THAT WE CAN BE DOING IN CASE THERE'S A FIRE, EXPLOSION, OR HAZARDOUS MATERIAL.
WE WANT TO MAKE IT AS INTUITIVE AS POSSIBLE AND EASY TO MANAGE AND NAVIGATE.
AND AS WE GET THROUGH EVERY ONE OF THESE AND WE GET MORE FEEDBACK, WE CHANGE IT EVERY SINGLE TIME.
UPDATING OUR PANDEMIC, AND THINGS LIKE THAT.
WE PUSH THOSE OUT TO THE COLLEGE AS WELL.
AND JUST OPEN IT UP AGAIN FOR QUESTIONS.
I DO WANT TO SAY THIS, THOUGH, THAT WE DEAL WITH A LOT OF CAMPUSES.
NOT ONLY THROUGHOUT THE STATE OF CALIFORNIA BUT OTHER STATES.
AND IT'S REALLY REFRESHING TO SEE THE ADVANCES AND THE AMOUNT OF WORK THAT SERRITOS HAS PUT TOGETHER ON THIS.
IT'S TAKING IT VERY SERIOUSLY.
VICE PRESIDENT LOPEZ HAS BEEN A PLEASURE TO WORK WITH.
AND AT TIMES WE CAN BE A LITTLE BIT OF WORK FOR HIM.
BUT WE'RE TRYING TO MAKE SURE WE STAY COMPLIANT.
AND EVERY SINGLE TIME WE'RE GETTING THE THUMBS UP TO KEEP GOING AND MAKING SURE YOU'RE PREPARED.
DR. FIERRO, THANK YOU AS WELL.
BUT AGAIN, I'LL OPEN IT UP FOR ANY QUESTIONS.
WEST COAST IS DEFINITELY HERE TO HELP AND MAKE SURE YOU'RE READY >> THANK YOU, CRAIG.
I APPRECIATE YOUR TIME AND PRESENTATION.
OBVIOUSLY WE HAVE DONE SOME WORK WITH OUR OPERATION PLAN.
AND I THINK WE HAVE COME A LONG WAY.
THANK YOU, CODY, FOR THE SUPPORT.
OPEN TO ANYONE, BOARD MEMBERS, HAVE ANY ADDITIONAL FOLLOW UP QUESTIONS.
[3.01 Reports and Comments from District Officials]
OKAY.HEARING NONE, I WILL TURN IT BACK.
ANY REPORTS OR COMMENTS AT THIS TIME WE CAN PROVIDE BRIEF UPDATES AND REPORTS ON MEETINGS THAT WERE ATTENDED ON MATTERS PERTAINING TO OUR SERVICES.
SO WE CAN START ON THE SCREEN FROM LEFT TO RIGHT.
DO YOU WANT TO START, JOHNNY? I'M GOING STRAIGHT OFF THE SCREEN.
JAMES BURKE, YOU WANT TO START?
>> I WANT TO OFFER MY CONDOLENCES TO DR. LU, HIS FAMILY AND LET HER KNOW WE'RE WITH YOU AT THIS TIME.
>> I WANT TO OFFER THOSE DEEP THOUGHTS AND PRAYERS.
THANK YOU, DR. LIU FOR BEING HERE EVEN IN SPITE OF THAT.
LET US KNOW IF YOU NEED ANY SUPPORT FROM ANY ONE OF US AND WE'RE AVAILABLE TO TALK TO YOU FOR ANY LENGTH OF TIME REGARDING THAT.
OTHER THAN THAT, I HAVE NO REPORT PERSONALLY.
>> MARISA, ARE YOU STILL WITH US?
YES, THANK YOU, TRUSTEE CAMACHORODRIGUEZ.
DR. LIU, YOU'RE IN OUR THOUGHTS AND I'M PRAYING FOR YOUR ENTIRE FAMILY.
>> DO YOU WANT TO GIVE A REPORT?
I JUST WANT TO LET YOU KNOW THAT EVERYBODY BE SAFE BECAUSE IT IS COVID19 IS SO CLOSE TO US.
AND THE WORSE THING IS YOUR LOVED ONE, YOU WILL NOT BE ABLE TO BE AT YOUR LOVED ONE'S BEDSIDE.
THE PERSON WHO HAS COVID19 HAS TO DIE ALONE.
[01:40:02]
AND I HOPE IT CAN FINISH SOON.>> YES, AGAIN, I ALSO WANTED TO OFFER MY CONDOLENCES TO DR. LIU ON THE PASSING OF HER FATHER.
EVERYONE HAS EXPRESSED CONDOLENCES.
MY HEARTFELT CONDOLENCES TO YOU AND YOUR FAMILY AS YOU GO THROUGH THIS GRIEVING.
I JUST WANT TO TELL YOU MY FAMILY AND I ARE PRAYING FOR YOUR FAMILY AND ARE HERE FOR YOU IF YOU NEED ANYTHING.
DR. LIU, PLEASE ACCEPT MY CONDOLENCES.
YOU AND YOUR FAMILY HAVE SOME TIME TO REST AND GET TOGETHER AND REMEMBER YOUR DAD FOR ALL THE GOOD THINGS.
IF THERE'S ANYTHING THAT I CAN DO FOR YOU IN THE FUTURE OR DURING THESE DIFFICULT TIMES, PLEASE DO NOT HESITATE TO ASK.
WE ARE NOW OBVIOUSLY MOVING FORWARD WITH OUR RETURN TO CAMPUS PLAN.
THE PLAN WAS DISTRIBUTE TO THE LITERATURE GROUP YESTERDAY.
SO WE HAVE BEEN WORKING WITH ALL ON CAMPUS.
HAVING THE OPPORTUNITY TO PROVIDE FEEDBACK ON OUR RETURN TO CAMPUS PLAN.
THE PREMISE OF THIS PLAN IS CONTINUOUS IMPROVEMENT.
THERE IS MUCH TO LEARN ABOUT HOW TO RETURN TO WORK IN THE COVID19 ERA.
SO WE ARE NOT CLAIMING TO KNOW ALL OF THE ASPECTS OF WHAT IT HAS TO DO TO KEEP PEOPLE SAFE.
WE ARE FOLLOWING EVERY SINGLE GUIDELINE FROM THE DEPARTMENTEVER HEALTH AND THE CDC, AND GOING ABOVE AND BEYOND THE GUIDELINES AS WE DO A PARTIAL RETURN TO CAMPUS.
AS MENTIONED IN HER OPENING COMMENTS, CALIFORNIA IS NOT DOING TOO WELL KEEPING CASES DOWN.
LOCAL AREAS SEEM TO HAVE A HIGH RATE OF INFECTION.
SO WE HAVE TO TAKE THOSE NUMBERS ALSO IN TO CONSIDERATION IN TO OUR REOPENING.
WE ARE DOING EVERYTHING WE CAN TO KEEP CAMPUSES SAFE AS POSSIBLE.
WITH THAT SAID, I THINK IT'S IMPORTANT FOR US TO UNDERSTAND THAT WE ARE TAKING A RISK EVERY TIME WE GO OUT OF OUR HOUSES.
EVERY TIME WE DON'T WEAR A MASK.
EVERY TIME WE FORGET TO WASH OUR HANDS.
