WE CONTACTED PEOPLE BY BOTH MEANS AND HAD THEM RESPOND.
WE CONNECTED PEOPLE BY CELL PHONES AND LAND LINES.
THE SURVEY WAS AVAILABLE IN ENGLISH AND SPANISH.
THERE'S A SENSE WE'RE ALL IN THIS TOGETHER AND THINGS ARE MOVING IN THE RIGHT DIRECTION.
THERE'S A HIGH LEVEL OF CURRENT ABOUT THE CORONOVIRUS PANDEMIC AND ITS ECONOMIC IMPACT.

WE SEE STRONG FEELINGS ABOUT THE QUALITY OF THE EDUCATION.

THEY MAY NOT HAVE A GOOD FEEL FOR THE WAY THE COLLEGE OFFERS ITS PROGRAMMING AND THE QUALITY, BUT IT'S STILL A SUBSTANTIAL NUMBER THAT DON'T KNOW ENOUGH TO HAVE AN KNOW ABOUT THE SERVICES YOU'RE OFFERING.
NOW WE WANTED TO SHIFT GEARS AND DIG INTO MORE PARTICULARLY THE ATTITUDES ON A POTENTIAL BOND MEASURE.

THEY'RE STILL OVER 50% IN TERMS OF TOTAL SUPPORT OF THE INITIAL VOTE.
AND THEN LOOKING AT A SLIGHTLY DIFFERENT QUESTION, HERE WE'VE IDENTIFIED THE VARIOUS PRIORITIES THAT CAN BE INCLUDED IN THE BALLOT QUESTION.

WE ALSO WANT TO MAKE SURE OUR LOCAL COMMUNITY IS LOOKED AFTER AND CARED FOR.
AND PEOPLE HAVE A CERTAIN LEVEL OF SUSPICION SOMEONE IS TRYING TO TRICK THEM AND THESE TYPES OF PROVISIONS ALLAY THOSE FEARS.
IT HAS TO BE USED FOR THE COLLEGE.

WHERE I SAY THAT'S RELEVANT IS LOOKING FORWARD TO NOVEMBER OF 2020, WHEN WE HAVE AN ALL MALE BALLOT WHERE EVERYONE IS GOING TO BE MAILED A BALLOT.
THE EXPERIENCE SO FAR AS WE HAVE SEEN IN SOME STATES, THAT ACTUALLY DOES CREATE OPPORTUNITIES FOR PEOPLE WHO ARE MORE MARGINALIZED FROM THE ELECTORAL SYSTEM TO, IT MIGHT NOT BE MAKING A PRIORITY TO GO AND VOTE IN PERSON MAY NOT BE AS AWARE OF THEIR OPPORTUNITIES TO REGISTER FOR ABSENTEE BALLOT WILL BE RECEIVING ONE.
EVERYONE IS GOING TO HAVE ONE IN THEIR HAND.

THE GOVERNOR RELEASED THE BUDGET WITH $54 BILLION DEFICIT ASK $16 BILLION FOR K-12 COLLEGE.
ESSENTIALLY, WHAT WE HAVE BEEN DISCUSSING IS THE REAL IMPACT OF THE BUDGET CUTS AT CERRITOS COLLEGE AND THE IMPACT AS FELIPE WILL EXPLAIN IN A LITTLE BIT SIGNIFICANT.
WE ARE EXPECTING ANYWHERE BETWEEN 16 TO UPWARDS OF 20% CHANGES IN OUR BUDGET.
WHICH IT COULD SEVERELY HINDER SOME OF OUR OPERATIONS AS WE KNOW THEM TODAY.
SO WE ARE STARTING AN EARLY PLANNING PROCESS.

OBVIOUSLY THE SHUT DOWN IS DEFINITELY LIMITING THE ABILITY OF THE ECONOMY TO GO.
BUT ALSO, IS THE UNCERTAINTY REGARDING STATE REVENUES? AS YOU MAY KNOW, THE GOVERNOR EXTENDED FILING DEADLINES TO VARIOUS TAXES AND FEES INCLUDING STATE SALES TAX AND FUEL TAX.
DIRECTED THE FRANCHISE TAX BOARD AND BOARD OF EQUALIZATION TO EXTEND FILING DEADLINES.
THESE RESULTS IN REVENUES ESTIMATED REVENUES NOT COMING INTO AFTER THE NEW YEAR AT THE EARLIEST.
SO, ALL OF THESE EXTENSIONS ARE PLAYING A ROLE IN THE UNCERTAINTY OF THE STATE REVENUES AS WELL.
FROM A LOCAL STANDPOINT ON THE REVENUES, THE STATE ALSO CANCELED PENALTIES, INTEREST AND OTHER COSTS FOR FAILURE OF PAYING PROPERTY TAXES AND OTHER SUPPLEMENTAL TAX BILLS.
THESE DELAYS IN POSTPONEMENTS AFFECT THE STATE'S ABILITY TO PROPERLY ESTIMATE THE REVENUE SOURCES COMING OUT OF PROP 98.
AND AS WE ALL KNOW, PROP 98 IS HIGHLY DEPENDENT AND DRIVEN OFF LOCAL PROPERTY REVENUE.
OTHER IMPACTS TO THE STATE BUDGET INCLUDE THE GOVERNOR HAS INDICATED THAT HE INTENDS TO SIGN A BUDGET IN JUNE, AS REQUIRED BY STATE CONSTITUTION.
HOWEVER, WE'RE ALREADY GETTING EARLY SIGNALS THAT WE ARE EXPECTING AMENDMENTS TO COME FORTH THROUGH WHAT THEY CALL A BUDGET BILL JUNIOR.
WHICH WILL DEFINITELY INCLUDE ADDITIONAL INFORMATION ABOUT THE STATE'S FISCAL IMPACT.
HOWEVER, THE BUDGET JUNIOR ISN'T GOING TO BE RELEASED UNTIL LIKELY TOWARDS THE END OF AUGUST.
WHICH IS GOING TO PUT A LOT OF PRESSURE ON OTHER AGENCIES THAT OBVIOUSLY WERE GOING TO BE TWO MONTHS INTO A NEW FISCAL YEAR WITHOUT NECESSARILY A BUDGET FROM THE STATE.

SO, CURRENTLY WE'RE IN THE '19-'20 YEAR AND WE ARE LOOKING JUST TO GIVE YOU PERSPECTIVE, AT PEAK ONE, THE STATE WAS LOOKING AT ABOUT $250 MILLION SHORTFALL WHICH EQUATED TO 3.7 % BUDGET DEFICIT THAT WE WERE ANTICIPATING.
NOW, THIS BUDGET DEFICIT FOR THIS YEAR HAS GROWN FROM 250 TO ABOUT $400 MILLION.
SO NOT NECESSARILY DOUBLING BUT GETTING PRETTY CLOSE TO THAT.
SO THAT'S DEFINITELY CONCERNING THAT WE ARE GOING TO SEE AND IMMEDIATE IMPACT RELATIVE TO OUR CURRENT YEAR BUDGET AS WE GET CLOSER TO CLOSING OUT THE FISCAL YEAR.
LUCKILY, WE ARE IN A GOOD POSITION THIS YEAR.
AS THIS DEFICIT CONTINUES TO GROW, IT WILL EAT INTO OUR SURPLUS, WE COULD ADJUST OUR PROJECTIONS EVEN MORE TO REFLECT THIS DATA COMING OUT.
MORE TROUBLING IF WE MOVE TO THE NEXT ROW, THE '20- '31.
THE GOVERNOR'S BUDGET WAS $9.1 BILLION.

WE WILL CONTINUE TO YOU KNOW, MONITOR THE INFORMATION THAT'S COMING OUT OF SACRAMENTO AS MORE INFORMATION IS RELEASED ON THAT.
SO THIS DEFINITELY WAS A BLOW TO CALIFORNIA COMMUNITY COLLEGES.

WE'RE GOING TO CONTINUE TO GO DOWN THAT BOAT STARTING WITH THIS CURRENT FISCAL YEAR.
IT WILL BE DEFERRED OUT TO THE NEXT FISCAL YEAR.
HOW MANY MONTHS OUT WE DON'T KNOW THAT FOR SURE.

SO ON THE ADVOCACY, I THINK THE FIRST ONE IS I THINK WE NEED TO BE THANKFUL AT SOME POINT THE GOVERNOR PRIORITIZED NOT INCREASING THE CONTRIBUTIONS TO THE RETIREMENT SYSTEM BY THE COLLEGES BECAUSE WE WERE LOOKING AT A SIGNIFICANT INCREASE ON THAT.
YES WE'RE GETTING THE FUNDING CUT, BUT INCREASING THE CONTRIBUTION WILL HELP EVEN MORE.
I THINK IN TERMS OF AS INDIVIDUAL ADVOCACY, I THINK WE SHOULD ADVOCATE AT THE VERY LEAST FOR DOLLARS TO BE REROUTED TO THE BACKFILL OF PROP 98.
PROP 98 OBVIOUSLY IS GOING TO BE SEVERELY IMPACTED AND REALISTICALLY SPEAKING, WE ALL LIKE FOR THE FUNDING TO BE RE-ESTABLISHED.

SO I THINK IT'S INCREDIBLY IMPORTANT FOR US TO ADVOCATE THE BACKFILL OF PROP 98 AND THE RECONSIDERATION OF THE FUNDING OF A STRONG WORK FORCE PROGRAM IF WE CANNOT ACHIEVE ANYTHING ELSE, THE ADVOCACY, I THINK THOSE ARE TWO BIG PIECES THAT WE NEED TO ADVOCATE AND AS I SAID, ESPECIALLY ON THE 50% OF THE STRONG WORKS PROGRAM.
NURSING, ALL THE PROGRAMS THAT LEAD TO HIGH-PAYING JOBS STRAIGHT OUT OF THE COMMUNITY COLLEGE.
CERTIFICATES THAT ARE ATTACHED TO THOSE PROGRAMS INCREASE WAGES RIGHT AWAY.
SO THAT WOULD BE NOT ONLY FOR COLLEGES BUT SIGNIFICANT HEAT TO OUR LOCAL ECONOMY.
ON THE LOCAL LEVEL, I THINK WE NEED TO BEGIN CONSIDERING OUR APPROACH TO REDUCE THE EXPENSES.
WHILE I'M NOT NECESSARILY SAYING WE'RE MAKING A DECISION TODAY, I THINK WE NEED TO RECONSIDER OR APPROACH TO HIRE POTENTIALLY CONSIDER A HIGHER INCREASE SOONER THAN LATER AND START LOOKING AT CUTS TO ALL OF OUR NON-PERSONNEL ACCOUNTS.
I KNOW THAT THIS PARTICULAR MAJORS ARE NOT GOING TO ELIMINATE OUR POTENTIAL DEFICIT.

LAST WEEK DURING A CONFERENCE CALL WITH DR. BARBARA, LA COUNTY PUBLIC HEALTH DIRECTOR, SHE EVEN MENTIONED THERE COULD BE THE POSSIBILITY OF HOSTING CLASSES AS LONG AS THEY WERE IN LARGE ROOMS OF MAYBE 30 BUT NO MORE THAN THAT.
NOW THAT HAS BEEN CONFLICTED BECAUSE INITIALLY WE WERE TALKING ABOUT NUMBERS OF 10 AND 20 THEN 30.
SO IT'S STILL A LITTLE BIT EARLY TO DETERMINE BUT WE'RE MONITORING THAT.
THE NEXT PART THAT IS MORE INTERESTING IS SOMETHING WE ALREADY DISCUSSED IS THE COMMUNITY TESTING THAT IS BEING DONE IS SLOWLY GOING TO TRANSITION AWAY INTO MEDICAL FACILITIES.

AND THAT IS IF WE'RE PLANNING TO OPEN AND HOW WE OPEN.
WHAT IS RECOMMENDED IS OBVIOUSLY RAPID TESTING MEANING BEING ABLE TO TRACE OR THE TRACING WHO THIS PERSON WAS IN CONTACT WITH, BE ABLE IT ON GET TO THEM QUICKLY AND DETERMINE WHETHER OR NOT THEY HAVE TO BE QUARANTINED.

THERE ARE A LOT OVER 800 STUDENTS ELIGIBLE THROUGH THE DIRECT DISTRIBUTION AND WE DIRECTED 7300 STUDENTS FOR A TOTAL OF 2.1 MILLION AND CONTINUE TO PROVIDE LAPTOPS TO STUDENTS AS WELL.
