WE ARE EXPERIENCING A LITTLE BIT OF TROUBLE JUST AS WE ARE MOVING FROM SPRING TO SUMMER AND THEN INTO FALL.

SO BASICALLY THE LAST MONTH I HAVE SPENT TRYING TO ENCOURAGE FACULTY TO INSURE THAT STUDENTS AND FACULTY FEEL SUPPORTED DURING THIS UNPRECEDENTED PERIOD.

THERE'S BEEN FEAR TO MOVING TO ONLINE TEACHING JUST BECAUSE MANY FACULTY NEVER CHOSE TO BE ONLINE EDUCATORS.

INSTEAD, THEY CHOSE TO BE IN-PERSON EDUCATORS.

IN THE LAST SEVEN DAYS, THE CHANCELLORS OFFICE HAS GIVEN THE DISTANCE EDUCATION ADDENDUM AND WITH THIS ANNOUNCEMENT THE SUMMER WOULD NOT BE LIKE SPRING.

WE WOULD HAVE TO MOVE TO ONLINE INSTRUCTION WHICH INCLUDES CONTACT HOURS AND CONTACT WITH FACULTY.

AND TO DEMONSTRATE A PLAN TO MEET OUR IMMEDIATE GOALS FOR TRAINING FACULTY ON DISTANCE EDUCATION.

AS I CONVEYED THIS MESSAGE TO FACULTY, MY OWN E-MAIL HAVE GONE TO FEARFUL.

WE HAVE SCRAPED BY ON THE GOOD WILL OF THOSE WHO VOLUNTEERED AND BEEN PAID STIPENDS.

THEY WORKED COUNTLESS HOURS TO SUPPORT STUDENT AND FACULTY.

MANY COMMUNITY COLLEGES INCLUDING THOSE IN OUR OWN REGION ARE STRUGGLING BUT BENEFITTING FROM FAR MORE ESTABLISHED INFRASTRUCTURE THAN CERRITOS A 2000 SURVEY INDICATED THAT OF THE 80 COLLEGES THAT WERE SURVEYED, 73 HAD DE COORDINATORS.

THE AVERAGE WAS TWO FULLY REASSIGNED INDIVIDUALS AND THE MAXIMUM WAS NINE.

THE TRUSTEES TO SUPPORT THE FACULTY TRAINING THROUGH APPROPRIATE RESOURCES SUCH AS TECHNOLOGY, CONTENT MODULES AND COMPENSATION FOR DE COORDINATORS.

OUR GOAL IS TO ENSURE ALL FACULTY -- AVAILABLE RESOURCES IS NOT A LOFTY GOAL.

THE SENATE AND DIGITAL LEARNING COMMITTEE AND THE CURRICULUM COMMITTEE ARE HARD AT WORK TO PROVIDE THE PLANS REQUIRED BY THE CHANCELLOR'S OFFICE.

THIS SEMESTER'S -- TO APPROVE OR REJECT THE TA.

60% OF VOTING FACULTY VOTED TO APPROVE IT.

WITH THE COMPLETION OF RATIFIED TA AND THE BOARD'S VOTE TO APPROVE IT TODAY, WE CAN MOVE ON AND LOOK FORWARD.

WE CAN CONTINUE TO WORK TOWARDS SECURING WAYS OF IMPROVING OUR FACULTY'S WORK LIVES, THEIR HEALTH, WELL BEING, SAFETY AND SECURITY.

ESPECIALLY DURING THESE STRANGE AND UNCHARTED TIMES.

DURING THE PANDEMIC OF THE NOVEL CORONOVIRUS, PRESERVING OUR HEALTHCARE BENEFITS FOR ALL FACULTY IS MORE IMPORTANT THAN OTHER.

JOB SECURITY AND FINANCIAL SECURITY IS MORE IMPORTANT THAN EVER.

REQUIRING FACULTY TO MAKE THE QUICK TRANSITION ONLINE AND ONLINE INSTRUCTION TRAINING.

MANY FACULTY ARE BEING ASKED TO DO EXTRA WORK THEY ARE UNFAMILIAR WITH AND STRUGGLE WITH.

THEY PERFORM THIS WORK TIRELESSLY AND OFTEN AROUND THE CLOCK TO ENSURE THE SUCCESS OF THE STUDENTS.

WE CAN'T IGNORE THIS AND MUST RECOGNIZE TO FAIRLY COMPENSATE THE EFFORTS THE INSTRUCTORS ARE PUTTING FORWARD FOR THE STUDENTS WHILE ENSURING OURSELVES AND OUR LOVED ONES.

PASSING THE RATIFIED SALARY TA WILL ALLOW US TO MOVE FORWARD AND ESSENTIAL WORKERS AND IMPROVING CONDITIONS FOR OUR FACULTY IS IMPROVING CONDITIONS FOR OUR STUDENTS AND OUR COLLEGE.

FROM AN EXTERNAL PERSPECTIVE, WE LOOKED AT TECHNOLOGY TRENDS, WE LOOKED AT SOME PEERS AND GOT THAT FROM YOUR TEAM IN TERMS OF WHAT WERE SOME FOLKS THAT YOU THOUGHT OTHER COLLEGES THAT YOU THOUGHT WERE COMPARABLE BUT THEN WHAT WERE THE ASPIRATIONAL EITHER DISTRICT OR COLLEGES THAT YOU THOUGHT WE SHOULD COMPARE CERRITOS TO.

WE LOOKED AT TRENDS IN HIGHER ED WITHIN CALIFORNIA AND A VARIETY OF THINGS WE DID REALLY FROM AN IT ASSESSMENT SO THAT WE HAD GOOD UNDERSTANDING AND FOUNDATION FOR TECHNOLOGY WITHIN CERRITOS.

WE DID A SURVEY.

WE INTERVIEWED A VARIETY AND WE HAD IT STAFF, WE HAD END USERS, AND WE HAD STUDENTS PARTICIPATE IN A SURVEY.

WE DID INTERVIEWS AS WELL WITH VARIETY OF STAKEHOLDERS.

WE COLLECTED A LOT OF DOCUMENTATION FROM YOUR IT TEAM.

WE LOOKED AT YOUR EDUCATION MASTER PLAN.

WE LOOKED AT YOUR FACILITIES MASTER PLAN AND WE USED THAT TO HELP IN GUIDING TO SET AN I T STRATEGY.

TO DEVELOP THE I T MASTER PLAN, OBVIOUSLY THOSE ARE THINGS WE'RE SHARING THIS EVENING AND THEN FROM THAT, REALLY YOUR TEAM THEN TAKES IT AND OPERATIONALIZES IT TO SAY WHAT ARE THE SPECIFIC DETAILS, PROGRAMS, INITIATIVES WE'RE GOING TO IMPLEMENT, WHAT ARE RESOURCES REQUIRED AND MAPPING THEM OUT.

WE DID TAKE THE IT MASTER PLAN AND LOOK AT WHAT SHOULD WE BE FOCUSED ON FOR YEAR ONE AND WE WANT TO SHARE THAT WITH YOU THIS EVENING AS WELL.

MARKET RESEARCH AND TRENDS THEY HAVE TO LOOK OUT FOR.

WHEN WE DID OUR PLANNING THE MOST RECENT INFORMATION THEY HAD WAS FROM 2019.

AS I SAID, WE LOOKED AT TRENDS WITHIN THE CALIFORNIA HIGHER ED SYSTEM AND WHAT IMPLICATIONS THOSE MIGHT HAVE FOR CERRITOS.

THESE ARE SOME OF THE PEERS.

AGAIN THEY WERE TWO, FOUR, SIX, EIGHT OR NINE DIFFERENT ORGANIZATIONS.

COMMUNITY COLLEGES, CITY COLLEGES, ET CETERA THAT WE LOOKED AT VARYING SIZES TO GET SOME INFORMATION THAT AGAIN JUST TRYING TO FIGURE OUT ARE THERE SOME SIMILARITIES? ARE THERE THINGS WE CAN LEARN FROM THESE OTHER ORGANIZATIONS? AND WAS INTERESTING BECAUSE ONE OF KEY TAKE AWAYS WAS SOME HAD BUILT A PLAN FIVE YEARS AGO.

SOME YOU KNOW THEIR PLAN WAS COMING OUT OF DATE LET'S SAY BUT THEY HAD A LOT OF SIMILAR INITIATIVES TO THOSE WE IDENTIFIED FOR CERRITOS.

WHAT DOES THAT MEAN? I THINK IT MEANS YOU'RE ALL DEALING WITH VERY SIMILAR ISSUES THAT YOU NEED TO ADDRESS FROM AN IT MASTER PLANNING PERSPECTIVE.

AS I SAID, WE TALKED TO AND SURVEYED A NUMBER OF PEOPLE CROSS SECTION OF FACULTY, STAFF, STUDENTS TO TRY AND GET INFORMATION THAT WE COULD USE TO PAINT THE PICTURE OF WHAT IS THE ENVIRONMENT AND WHAT DO WE REALLY, WHERE ARE YOU AT NOW TO HAVE A GOOD UNDERSTANDING OF HOW DO WE BUILD A PLAN TO TAKE US TO THREE, FOUR, YEARS DOWN THE ROAD.

AND SO PART OF WHAT WE DID WAS FOCUS ON THE PEOPLE, THE PROCESS, AND THE TECHNOLOGY.

A LOT OF TIMES WHEN YOU LOOK AT AN ASSESSMENT, YOU ONLY FOCUS ON TECHNOLOGY, BUT YOU KNOW, THINGS AROUND PEOPLE FROM A COMMUNICATIONS AND STAFF RESOURCE STANDPOINT.

PROCESSES, HOW YOU GO ABOUT DELIVERING SERVICES.

AND THEN FINALLY THE TECHNOLOGY ITSELF.

FROM AN INFRASTRUCTURE A LOT OF THAT WAS FOCUSED ON WIRELESS AND CAPABILITIES THAT YOU HAVE AND WHETHER THEY'RE CONSISTENT ACROSS EVERY CLASSROOM WITHIN THE DISTRICT.

THERE'S SOME DISCUSSION ABOUT MANUAL PROCESSES.

AND THEN SOFTWARE PACKAGES.

YOU'RE BLESSED TO HAVE A VARIETY OF SOFTWARE PACKAGES, BUT SOMETIMES YOU HAVE TOO MANY.

IT'S HOW DO YOU CHOOSE THE ONE THAT BEST MEETS THE NEEDS AND NOT HAVE OVERLAPPING SOFTWARE ACROSS THE CAMPUS.

SO REALLY WHAT WE DID THEN FROM THERE IS NOW THAT WE HAD A GOOD PICTURE, WE'RE ABLE TO NOW CREATE THE I T MASTER PLAN.

AND A GOOD PLAN STARTS OFF WITH A VISION, AND FOR CERRITOS, THE VISION FOR TECHNOLOGY IN THIS COULD BE LOOKING OUT FIVE YEARS FROM NOW, YOU'RE LOOKING DOWN AND SAYING, IT IS SAYING WE DELIVER COMPREHENSIVE AND SECURE INFORMATION, TECHNOLOGY SERVICES AND SOLUTIONS THAT ENABLE INSTITUTIONAL AND OPERATIONAL EXCELLENCE, ENABLE STUDENT AND CAREER SUCCESS, AND ENHANCE ALL ASPECTS OF THE STUDENT EXPERIENCE.

THAT STATEMENT IS GOING TO GUIDE EVERYTHING ELSE WITHIN THE PLAN AND IT SHOULD ALSO GUIDE HOW YOU'RE MAKING INVESTMENTS IN TECHNOLOGY SO THAT IT REALLY DICTATES WHERE YOU WANT TO END UP.

HOPEFULLY AT THE END OF THE PLAN, YOU'RE ACTUALLY SAYING THIS AFFIRMATIVELY THAT THIS IS THE ENVIRONMENT WE HAVE INSTILLED ACROSS THE DISTRICT.

COMMUNICATIONS, THE GLASS BULLET UNDER PEOPLE IS VERY STRATEGIC AND HOW WE DRIVE THE IT ORGANIZATION.

MAKING SURE WE, IT'S TRANSPARENT AND WE KNOW NOT EVERYONE CAN PARTICIPATE.

SO WE NEED TO MAKE SURE THAT EVERYONE IS AWARE THEN OF WHAT WITHIN THE IT ORGANIZATION AND EXTERNAL TO IT.

GOVERNANCE, I MENTIONED OBVIOUSLY WE HAVE ONE OF GOALS FOCUSED ON THAT.

BUT HOW CAN IT, WE NEED TO BE FLEXIBLE AND NIMBLE.

WE HAVE LIMITED RESOURCES WE KNOW THAT.

SO, HOW DO WE MANAGE THOSE FROM AN ORGANIZATIONAL, FINANCIAL AND TECHNOLOGY PERSPECTIVE TO MAKE SURE WE'RE ANTICIPATING THE NEEDS OF OUR CONSTITUENTS? UNDER SERVICE DELIVERY, THINK A KEY ONE, A COUPLE OF THEM ARE THE TRANSPARENCY AGAIN AND CONSISTENCY, THE THIRD BULLET.

AND THEN WE LISTEN TO OUR CUSTOMERS AND WE'RE WILLING TO DO THE RIGHT THING THE RIGHT WAY TO MEET CUSTOMER NEEDS.

THAT'S A KEY ONE UNDER SERVICE DELIVERING.

THE ONE WE WANT TO FOCUS ON UNDER CYBER IS THE FACT THAT EVERYONE HAS SOME RESPONSIBILITY FOR SECURITY.

IF WE'RE WORKING REMOTE, WE CLICK ON A LINK THAT WE WEREN'T SUPPOSED TO, YOU KNOW OBVIOUSLY THAT HAS IMPLICATIONS ACROSS THE COLLEGE AND SO WE WANT TO DO AS MUCH STAFF AWARENESS AS WE CAN AND THESE TIMES AND ALL TIMES TO MAKE SURE THEY'RE AWARE OF THAT AND UNDERSTAND THAT THEY HAVE SOME RESPONSIBILITY FOR IT.

SO FROM THERE, I WANT TO JUST SPEND A FEW MINUTES DELVING IN A LITTLE BIT FURTHER ON EACH GOAL.

THE FOUR GOALS WE HAD FROM FOUR TO SIX STRATEGIC PRIORITIES.

AGAIN, IF WE'RE MOVING IN THE RIGHT DIRECTION ON THESE STRATEGIC PRIORITIES, IF WE'RE ACCOMPLISHING THEM, THEY WILL MOVE US FORWARD ON THE GOAL WITH THE UNDERLYING PRINCIPLES AND BELIEFS THAT WILL THEN BE MOVING US TOWARD THE VISION THAT THE IT MASTER PLAN HAS SET.

SO UNDER OPTIMIZING IT SERVICE DELIVERY, WE TALK ABOUT PROJECT MANAGEMENT, WE TALK ABOUT MANAGING SERVICES BUT ALSO ORGANIZATIONAL ALIGNMENT.

MAKING SURE THAT WE HAVE THE RIGHT STAFF AND IF WE DON'T, DO WE THEN HAVE ADDITIONAL RESOURCES THAT ARE BROUGHT IN, MAYBE FOR JUST A SHORT PERIOD OF TIME TO HELP US MOVE A PROJECT FORWARD.

WE NEED TO THEN ALLOCATE AND PRIORITIZE OUR RESOURCES AND LET PEOPLE PARTICIPATE SO THEY KNOW HOW WE'RE MAKING DECISIONS ON WHAT IS GOING TO HAPPEN IN YEAR ONE? WHAT IS GOING TO HAPPEN IN YEAR TWO, THREE, AND BEYOND? THOSE ARE KEY.

I GOT TO TELL YOU WE HEARD PROBABLY IN EVERY SESSION ACCESSIBILITY IS OBVIOUSLY CRITICAL.

YOU HAVE MANDATES AROUND THAT AND THE STRATEGY, THE GOVERNANCE ON WHO IS INVOLVED IN SETTING THAT STRATEGY AND MAKING DECISIONS AND THEN HOW TO YOU EXECUTE YOUR PLAN AROUND ACCESSIBILITY IS A REAL KEY AROUND THIS WHOLE GOVERNANCE CONCEPT.

AND FINALLY, THE FOURTH GOAL WAS ABOUT ALIGNING THE SOLUTIONS AND THE IDEA THAT YOU LOOK AT IT ENTERPRISE WIDE, AND I MENTIONED UNDER THE ASSESSMENT TRYING TO FIGURE OUT WITH ALL THESE SOFTWARE PACKAGES, THE IDEA WE CALL IT OPTIMIZATION AND RATIONALIZATION.

FIGURING OUT THROUGH A RUBRIC WHAT ARE THE BEST SOLUTIONS WE SHOULD HAVE.

HOW MUCH TIME AND RESOURCES ARE REQUIRED TO IMPLEMENT THIS INITIATIVE.

SO WITH THAT, WE HAD OH, PROBABLY 60 PLUS INITIATIVES THAT WERE CREATED AS A PART OF THIS PLAN.

WE HAVE A STUDENT TRUSTEE SIMILAR TO WHAT WE HAVE AT OUR COLLEGE BOARD, AND HE THIS YEAR IS ELIJAH GERARD FROM SAN BERNARDINO COLLEGE.

HE IS THE VOICE OF THE STUDENTS ON THE BOARD.

THIS IS AN ISSUE THAT THE CAUCUS AS REALLY BROUGHT TO THEIR ATTENTION.

TRUSTEE ESCOBAR -- THAT'S MY DAUGHTER.

TRUSTEE ESCOBAR IS CORRECT THAT THIS HAS BEEN AN ON GOING DISCUSSION AND REALLY COMMUNITY COLLEGES ARE NOT 100% SUPPORTIVE OF THIS.

AND ALSO WANT TO GIVE A BIG THANKS TO THE IT LEADERSHIP TEAM FOR THEIR DEVELOPMENT OF IT MASTER PLAN.

THAT WRAPS UP THE THREE MAJOR MASTER PLANS WITH THE EDUCATIONAL AND FACILITIES MASTER PLAN BEING COMPLETED AND APPROVED LAST YEAR AND NOW WE JUST FINALIZED THE IT ONE.

SO JUST GLAD TO CONTINUE TO MOVE OUR CAMPUS FORWARD.

JUST A COUPLE UPDATES.

TWO THINGS WE'RE CURRENTLY WORKING ON.

THESE ARE BIG THINGS WE HAVE AT THE TOP OF OUR LIST.

WE HAVE SUCCESSFULLY SUBMITTED OUR REQUEST FOR PUBLIC ASSISTANCE TO FEMA.

THIS PROCESS ALLOWS US TO SUBMIT FOR REIMBURSEMENT RELATED COSTS ASSOCIATED WITH COVID-19 AND SO GLAD TO SAY THAT WE HAVE SUBMITTED THIS AND WILL WORK TO WORK ON THIS PROCESS AS WE MOVE FORWARD OVER THE NEXT SEVERAL WEEKS ON THIS.

AND IN ADDITION, WE HAVE ALSO SUCCESSFULLY SUBMITTED OUR FUNDING CERTIFICATION AND AGREEMENT FOR THE EMERGENCY FINANCIAL AID GRANTS TO STUDENTS UNDER THE CARES ACT.

SO WE HAVE SUCCESSFULLY SUBMITTED THIS AS WELL.

AND NOW JUST WAITING FOR THE FEDERAL GOVERNMENT TO GIVE US NOTIFICATION WHERE WE CAN BEGIN TO DRAW DOWN THOSE FUNDS TO PUT GRANTS TO PROVIDE GRANTS TO OUR STUDENTS.

SO THOSE ARE TWO BIG THINGS WE WERE ABLE TO GET ACCOMPLISHED THIS WEEK AND GLAD OUR TEAM WAS ABLE TO GET THAT DONE.

WE'RE JUST IN A HOLDING PATTERN WAITING FOR OUR FINAL NOTIFICATION SO WE CAN BEGIN PROCESSING FUNDS.
