I'VE BEEN HERE SINCE 1953, AND SHE'S BEEN HERE SINCE 1954.
AND SO WE HAVE A LONG TIME HERE. WE'RE ALUMNI OF EXCELSIOR HIGH SCHOOL.
I'M AN ALUMNI OF CERRITOS COLLEGE. I WAS AN ATHLETE HERE, ALSO UNDER COACH KAMINSKY MANY YEARS AGO.
AND WE'RE HERE ON THE TOPIC OF THE CHICANO STUDIES DEPARTMENT.
AND LINDA AND I WERE LEADERS OF WALKOUTS HERE AT EXCELSIOR HIGH SCHOOL IN 1970.
AND THE PURPOSE OF OUR WALKOUTS WAS PRETTY MUCH TO DEMAND EQUITY IN EDUCATION AND CULTURE, SOMETHING THAT WE WERE NOT EXPERIENCING IN OUR SCHOOLS.
AND THERE WAS A WHOLE WAVE OF THAT GOING ON AT THE TIME.
SO THE QUESTION CAME TO ME IS, WHY HAVE I RETURNED HERE TODAY? IN THAT TIME PERIOD OUR FAMILIES WERE VERY INVOLVED IN HELPING DEVELOP AND ESTABLISH THINGS IN NORWALK THAT HELPED OUR COMMUNITY. CASE IN POINT, AS A RESULT OF OUR WALKOUTS AND CHANGES IN THE SCHOOL SYSTEM OF RECOGNIZING US AND HER AND I BEING THE FIRST HONOREES OF THE FIRST CINCO, CINCO DE MAYO FESTIVAL THAT WE WERE NOT ALLOWED TO EVER DO PRIOR TO THAT IN 1970 IT WAS IMPORTANT THAT WE HAD PARENTS INVOLVED. WE HAD AN ORGANIZATION CALLED THE UNITED PARENTS ASSOCIATION OF NORWALK, UPAN, AND THEY WERE PARENTS WHO CAME UPON OUR CALLING THAT, HEY, WE'RE HAVING PROBLEMS HERE.
WE'RE NOT GETTING ACCESS TO EDUCATION, WE'RE NOT BEING TREATED WITH RESPECT.
AND SO IT EVOLVED INTO A SITUATION WHERE WE LOOKED AT THE WHOLE COMMUNITY.
AND ONE OF THE BIGGEST THINGS THAT THAT ORGANIZATION DID AFTER THEY SETTLED THE WALKOUT SITUATION WITH THE SCHOOL DISTRICT IS THEY WERE RESPONSIBLE FOR THE CREATION OF THE NORWALK SOCIAL SERVICE CENTER ON ALONDRA AND ALONDRA LIBRARY IN BETWEEN THE ONE WAYS AND THE BARRIO,

BECAUSE THE CITY NEVER REALLY DID ANYTHING TO SERVICE AND PROTECT OUR COMMUNITY.AND THERE'S A LONG STORY TO IT, AND YOU CAN READ IT IN MY BOOK WHEN I FINISH IT.
THE THE POINT IS, IS THAT WE CAME HERE TO CERRITOS COLLEGE AT THAT TIME, IT WAS 1971 AND 72 TO ESTABLISH A CHICANO STUDIES DEPARTMENT FOR THE PURPOSE OF HAVING OUR COMMUNITY RECOGNIZED, RESPECTED, AND HONORED IN EDUCATION.
AND SO WHAT BRINGS ME HERE TODAY IS THAT IT'S I GOT SOME PHONE CALLS THAT THERE'S AN EFFORT UNDER FOOT THAT SOME PEOPLE HERE WANT TO CHANGE THE CHARACTER OF CHICANO STUDIES DEPARTMENT TO A PROGRAM UNDER AN UMBRELLA OF ETHNIC STUDIES.
SO THE FIRST QUESTION I ASK IS WHO'S DOING IT AND WHY DOESN'T THE BOARD KNOW ABOUT IT? WELL, THE ANSWER WAS THE BOARD DOESN'T KNOW ABOUT IT BECAUSE THERE'S SOME BACKDOOR DEALS BEING MADE BY PEOPLE IN THE FACULTY SENATE AND THE ADMINISTRATION THAT THOUGHT THAT THEY WERE GOING TO DO IT WITHOUT ANYBODY KNOWING. WELL, YOU KNOW, I HAVE TO SAY THIS.
THE DEMOGRAPHICS HAVE CHANGED. IN 1971 AND 72, CHECK OUT THE HISTORY.
OUR DEMOGRAPHICS WEREN'T AS GREAT AS THEY ARE TODAY. AND IF YOU LOOK AT HOW MANY MEXICANS OR LATINOS THAT GO TO SCHOOL HERE, WE DOMINATE. WE'RE THE MAJORITY IN THE DEMOGRAPHICS AND WE NEED TO BE SERVICED AND PROTECTED BASED ON THIS HISTORY THAT I'M GIVING YOU TODAY WITH THIS SHORT PERIOD OF TIME I HAVE. WHAT'S HAPPENING IS WE CODIFIED A COMMITMENT BY THE COLLEGE THAT THEY WERE GOING TO ADDRESS THE ISSUES OF THE COMMUNITY AND HOLD THAT IN PLACE. AND APPARENTLY BY WHATEVER IS HAPPENING, I DON'T KNOW ALL THE, THE, THE DYNAMIC.
TOTALLY BECAUSE THEY'VE BEEN HIDING INFORMATION.
THE THERE'S A VIOLATION OF THE INSTITUTION'S COMMITMENT TO MAINTAIN THIS CHICANO STUDIES DEPARTMENT.
AND I'M ASKING THIS BOARD TO ADDRESS THAT AND TO FIND OUT WHAT'S GOING ON, INVESTIGATE IT, AND ASSIST US IN MAKING SURE THAT THE OTHER VIOLATION OF THE FAILURE OF SHARED GOVERNANCE, WE HAD AN ADVISORY COMMITTEE HERE, COMMUNITY ADVISORY COMMITTEE FOR THIS SPECIFIC DEPARTMENT.
IT WAS ESTABLISHED AT THAT TIME TO STAY IN TUNE TO WHAT WE WERE DOING AND WHAT THE EDUCATION INSTITUTION WAS DOING, AND THAT HAS BEEN VIOLATED. AND SO THESE THINGS ABOUT DOING THINGS IN THE BACK DOOR AND HIDING IT AND NOT LETTING US KNOW I'M NOT LEAVING, YOU KNOW, I'M 73 YEARS OLD. I'M LIVING TO 100 AT LEAST.
SO I'M HERE TO SAY, HEY, WE NEED TO PRESERVE AND PROTECT WHAT WE HAVE FOR THE FUTURE.

HE WAS ACTUALLY MY BOSS WHEN I WAS 14 YEARS OLD, WORKING A SUMMER YOUTH PROGRAM, AND I WAS WORKING AT METROPOLITAN STATE HOSPITAL, AND HE WAS THE SUPERVISOR FOR ALL OF THE ALL OF THE KIDS WORKING THERE.
I CHAIRED THE COMMITTEE THAT HIRED DOCTOR FIERRO.
SO I'VE BEEN AROUND A BIT. I HAVEN'T BEEN AROUND FOR A WHILE, BUT I'VE BEEN AROUND A BIT.
AND I WAS ONE OF THREE PLAINTIFFS IN THE LAWSUIT THAT CHANGED THIS SCHOOL FROM AT LARGE, VOTING TO TO BY-DISTRICT VOTING TO BUY AREA VOTING. SO YOU'RE WELCOME, BECAUSE I REDUCE YOUR COST FOR CAMPAIGNING AND ALL THAT STUFF BY ONE BY ONE SET, YOU KNOW, TO ONE SEVENTH. SO I JUST JUST TRYING TO FOR THOSE OF YOU WHO HAVE FORGOTTEN THAT I EXISTED HERE BECAUSE I'VE BEEN GONE FOR 18 YEARS.

MIGUEL SAID A LOT ABOUT HOW IMPORTANT THE CHICANO STUDIES THING IS, AND I WON'T I WON'T GO BACK INTO THAT BECAUSE HE ALREADY SAID IT BETTER THAN I WAS GOING TO SAY IT.THE THING I WANTED TO SAY IS THE WHOLE TIME THAT I WAS HERE AT CERRITOS AND I WAS IN CSEA AND IN COMMITTEES, I MEAN, WE WERE TALKING ABOUT PEOPLESOFT BACK THEN AND, YOU KNOW, LIVING IN THIS ROOM FOR A YEAR OR TWO, TRYING TO GET THE TRANSITION AND THE WORDS THAT WE ALWAYS TALKED ABOUT WITH SHARED GOVERNANCE AND MAKING SURE THAT THAT EVERYBODY, ALL THE STAKEHOLDERS HAD BUY IN ON WHAT EVERYTHING WAS.
AND THAT JUST DOESN'T SEEM TO HAVE HAPPENED IN THIS CASE.
IT SEEMS THAT WHAT IS WHAT IS BEING TROTTED OUT IS THAT, WELL, THE FACULTY MEMBER THAT WE JUST HIRED IS HAS FULL BUY IN ON THIS CHANGE THAT WE'RE TALKING ABOUT. RIGHT. WELL, THE PROBLEM WITH THAT IS A NEW FACULTY MEMBER IS ESSENTIALLY AN AT WILL EMPLOYEE, AS YOU ALL KNOW, AND THEY WOULD PROBABLY HAVE BUY IN WITH ANYTHING THEY TOLD HER TO HAVE BUY IN.
THAT IS HOW I FEEL ABOUT THAT. AS YOU KNOW, THAT'S JUST THE WAY TENURE WORKS.
THEY HAVE NO JOB SECURITY FOR AT LEAST A FEW YEARS.
AND SO WE NEED TO GET AT THIS THAT GET THIS BACK INTO A REAL DISCOVERY.
THEY WENT AND TALKED TO ADMINISTRATION, AND THEY WERE TOLD BY ADMINISTRATION THAT THEY SHOULD GO TALK TO FACULTY SENATE, WHERE THEY BASICALLY RAN INTO A BRICK WALL. OKAY.
AND SO IT'S WE DON'T, YOU KNOW, THIS DOESN'T HAVE TO BE THE ENDING POINT, BECAUSE THE ENDING POINT WILL BE, I THINK ULTIMATELY WILL BE EMBARRASSING TO THIS DISTRICT IF WE LET IT GO AND JUST DROP IT OFF WHERE IT IS HERE, WHERE IT JUST KIND OF SAY, WELL, THAT'S JUST THE WAY IT IS.

I KNOW TECHNICALLY YOU'RE NOT DOING AWAY WITH THE PROGRAM RIGHT AWAY, BUT WHEN YOU START SAYING, WELL, WE'RE GOING TO TAKE THIS PROGRAM AND NOW IT'S NO LONGER A DEPARTMENT, WE'RE GOING TO FOLD IT INTO AND CALL IT A PROGRAM AND FOLD IT INTO OTHER AREAS.
IT'S KIND OF A SLAP IN THE FACE. SO AT THE VERY LEAST, IF THERE DOES NEED TO BE CHANGES MADE, WE NEED TO MAKE THEM THROUGH SHARED GOVERNANCE AND BRING ALL THE STAKEHOLDERS IN AND, AND HAVE A DISCUSSION ABOUT IT AND SEE HOW WE CAN BEST, YOU KNOW, MOVE FORWARD WITH THE WHOLE PROCESS.

MEDINA. I SPENT A LOT OF TIME ON CAMPUS WITH TALKING TO HER.
I WOULD GO OVER TO THE CHICANO STUDENT CENTER THAT WAS NEXT TO THE TO THE CAFETERIA BACK THEN, AND I REALLY ENJOYED IT, AND IT ENCOURAGED ME TO SEEK OUT FACULTY AT USC AND FACULTY AT CLAREMONT, WHERE I WENT TO SCHOOL AFTER WHEN I WAS HIRED, THE VERY FIRST PLACE I WENT WAS BACK TO SEE IF THE CHICANO STUDIES STUDENT CENTER WAS THERE AND IT WAS GONE. I WENT AND SOUGHT OUT C.C.
MEDINA. I FOUND OUT THAT EVERYTHING THAT HAD BEEN ESTABLISHED IN THE 70S AND 80S AND 90S HAD DISAPPEARED, GONE AWAY. AND THAT BOTHERED US AND ME AND MY COUSIN HERE, TOO.

FROM 2018 TO 21, I HAD THE PRIVILEGE OF BEING THE DEPARTMENT CHAIR OF CHICANO STUDIES.NOW, THAT WAS AT THE BEGINNING OF THE PANDEMIC.
AND IT WAS ALSO WHEN WE WERE PREPARING FOR IMPLEMENTATION OF AB 1460, WHICH REQUIRED THAT ALL STUDENTS TAKE ETHNIC STUDIES COURSES AND OF COURSE, ALL FACULTY FROM AREAS THAT WEREN'T EVEN ETHNIC STUDIES TRY TO GET THEIR PIECE OF THE PIE.
SO IMAGINE MY SURPRISE WHEN I WAS CONTACTED LAST FALL AND TOLD THAT THE SCHOOL PLANNED TO DISMANTLE THE CHICANO STUDIES DEPARTMENT AND PLACE THE ACADEMIC PROGRAM INTO A NEWLY CREATED ETHNIC STUDIES DEPARTMENT, ALONG WITH ASIAN AMERICAN STUDIES AND NATIVE AMERICAN STUDIES. THIS WAS UNHEARD OF. I BELIEVE THAT'S A POOR DECISION, AND I BELIEVE IT'S A DECISION THAT CAN'T BE ALLOWED TO MOVE FORWARD.
IN FACT, FROM THE INCEPTION OF OUR DEPARTMENT UNDER PROFESSOR CARLOS ARCE, FACULTY MEMBERS HAVE REJECTED THE PROPOSAL TO BE PART OF AN UMBRELLA PROGRAM. WE HAD THIS DISCUSSION AT LEAST EVERY MONTH JUST TO MAKE SURE WE WERE FOLLOWING THE WILL OF THE DEPARTMENT AND THE STUDENTS AND THE PEOPLE INVOLVED, AND IT WAS ALWAYS ALMOST UNANIMOUSLY VOTED NO.
RECENTLY, I UNDERSTAND THAT CURRENT FACULTY MEMBERS HAVE RECEIVED SUPPORT FROM THE CAL STATE UNIVERSITY ETHNIC STUDIES COUNCIL, SHARING THEIR OPPOSITION TO THIS NONSENSICAL CHANGE.
AND MY QUESTION IS, WHAT MESSAGE ARE THEY GOING TO HEAR WHEN THEY FIND OUT? BECAUSE YEAH, IN 2024, THEY HEARD ABOUT THE SEAL OF EXCELLENCE CERTIFICATION.
THAT WAS AWESOME, I CELEBRATED THAT. THEY ALSO HEARD ABOUT A FIVE YEAR, $33 MILLION GRANT.
AND THAT'S GREAT. IN 25, WE FOUND OUT THAT CERRITOS COLLEGE HAD THE TITLE OF NUMBER ONE CALIFORNIA NUMBER SIX IN THE NATION AMONGST TWO YEAR HISPANIC SERVING INSTITUTIONS. I CELEBRATE THAT. I THINK YOU'RE TO BE CONGRATULATED, BUT AT THE SAME TIME, CERRITOS COLLEGE HAS DISMANTLED ITS CHICANO STUDIES DEPARTMENT.
HOW IS THAT MESSAGE GOING TO PLAY WITH YOUR CONSTITUENTS? WHAT ARE THEY GOING TO DO WHEN IT COMES TIME TO VOTE ON THE NEXT ELECTION? WHAT MESSAGE ARE THEY HEARING? IS CERRITOS COLLEGE TRULY NUMBER ONE, OR ARE THEY IGNORING THE COMMUNITY ONCE AGAIN AND FOLLOWING HISTORICAL PATTERN OF GIVING SOMETHING AND THEN TAKING IT AWAY? MY COLLEAGUE WHO COULDN'T BE HERE TONIGHT, PROFESSOR LYDIA ALVAREZ AND OTHERS WHO HAVE RAISED SERIOUS CONCERNS ABOUT THE DECISION TO DISMANTLE AND REDUCE THE CHICANO STUDIES DEPARTMENT TO A PROGRAM. THE DECISION TO CREATE AN ETHNIC STUDIES DEPARTMENT IN COLLAPSED CHICANO STUDIES, NATIVE AMERICAN STUDIES, INDIGENOUS STUDIES, ASIAN AMERICAN STUDIES, AND ETHNIC STUDIES PROGRAM INTO THIS DEPARTMENT.
ONE THIS DECISION DEVIATES FROM AN AGREED UPON STRUCTURE FOR THE AUTONOMY OF THE FOUR ETHNIC STUDIES DISCIPLINES, ONE THAT WAS MADE IN GOOD FAITH AND THROUGH A SHARED GOVERNANCE PROCESS.
THIS STRUCTURE ALSO INCLUDED THE DEVELOPMENT OF ASIAN AMERICAN AND NATIVE AMERICAN STUDIES.
THIS DECISION ALSO DID NOT FOLLOW A CLEAR OR TRANSPARENT PROCESS.
IT EXCLUDED MOST OF THE FACULTY WHO CREATED THESE PROGRAMS AND DEPARTMENTS.
IT EXCLUDES AND IT EXCLUDES THE BLACK. AFRICANA STUDIES DEPARTMENT.
EVEN AS WE HAVE RAISED CONCERNS ABOUT DISCIPLINARY ENCROACHMENT AND THE EROSION OF DISCIPLINARY BOUNDARIES SINCE OCTOBER OF 2025, WE HAVE RECEIVED CONFLICTING INFORMATION ON HOW THIS DECISION WAS MADE.
ON NOVEMBER 14TH, WE RECEIVED A LETTER FROM ADMINISTRATION STATING THAT THE ASIAN AMERICAN AND NATIVE AMERICAN STUDIES PROGRAMS HAD BEEN REASSIGNED TO CHICANO STUDIES UNTIL SPRING, WHEN AN ETHNIC STUDIES DEPARTMENT COULD BE ESTABLISHED.
AND THEN ON NOVEMBER 25TH, THE FACULTY SENATE AGENDA INCLUDED AN ITEM TITLED AFFIRMATION OF THE PROGRAM, PLACEMENT OF ASIAN AMERICAN STUDIES AND NATIVE AMERICAN STUDIES TO ENSURE COMPLIANCE WITH TITLE FIVE AND ACCREDITATION STANDARDS.

THE DISTRICT HAS PLACED THE NEW AND UNHOUSED ASIAN AMERICAN AND NATIVE AMERICAN PROGRAMS UNDER THE OVERSIGHT OF THE CHICANO STUDIES DEPARTMENT, EFFECTIVE OCTOBER 9TH OF 2025. ALTHOUGH, END QUOTE, ALTHOUGH UNDER TEN PLUS ONE FACULTY HAVE OVERSIGHT OVER PROGRAMS, WE RAISE CONCERNS ABOUT THE TERM AFFIRM AS IT INDICATES THAT A DECISION HAD BEEN PRE-DECIDED.WE ALSO RAISED CONCERNS ABOUT THE ACCURACY OF THE CLAIM THAT THIS ACTION WAS REQUIRED FOR ACCREDITATION STANDARDS OR TITLE FIVE COMPLIANCE, AS WE WERE UNABLE TO LOCATE ANY SUCH REQUIREMENT.
I'M ASKING THAT THE ADMINISTRATION UPHOLD THE PREVIOUSLY AGREED UPON STRUCTURE FOR EACH OF THE FOUR AUTONOMOUS ETHNIC STUDIES DISCIPLINES AS PART OF OUR SHARED GOVERNANCE PROCESS. THIS WOULD ENSURE THAT CHICANO STUDIES MAINTAINS ITS INSTITUTIONAL STANDING AND REMAINS AN AUTONOMOUS DEPARTMENT.
I'M ALSO ASKING THAT ACADEMIC AFFAIRS, THE FACULTY SENATE, AND ALL FACULTY WHO CREATED AND HAVE SUSTAINED THESE PROGRAMS AND DEPARTMENTS BE INVITED TO PARTICIPATE IN MEANINGFUL, MEANINGFUL, SHARED GOVERNANCE DECISIONS CONCERNING ETHNIC STUDIES.
THIS IS IN ACCORDANCE WITH TITLE FIVE TO ENSURE THAT SHARED GOVERNANCE PROCEDURES ARE FOLLOWED, AND SO THAT FACULTY CONCERNS CAN BE ADDRESSED APPROPRIATELY AND TRANSPARENTLY.

THIS YEAR I'M GOING TO START WITH THE COACHING STAFF AND HEAD COACH BENNY ARTIAGA.
THIS MAKES BENNY'S FIFTH STATE TITLE IN 22 YEARS AT THE COLLEGE.
NOW FOR THE TEAM. I MIGHT BE OFF BY 1 OR 2. 29 STUDENT ATHLETES TOOK A TOOK A TOTAL OF 193 CLASSES THIS FALL, ALL WHILE COMPETING. THEY ACCOMPLISHED JUST OVER A 2.6 GPA.
THAT'S 6.6 CLASSES PER STUDENT ATHLETE ON THIS TEAM.
OUTSTANDING SUCCESS RATE OF ALMOST 70%. AND SINCE 20 2017, STUDENT ATHLETES HAVE TRANSFERRED TO A FOUR YEAR COLLEGE. MANY OF THEM GETTING SCHOLARSHIPS.
AS YOU KNOW, NIL MONEY RIGHT NOW, SCHOLARSHIPS ARE WORTH A LOT OF MONEY RIGHT NOW.
THERE'S A LOT OF MONEY IN IT. THIS YEAR THE FALCONS WERE 17 SIX AND THREE.
THEY HAD THE ALL STATE ALL-AMERICAN FIRST TEAM, ALL CONFERENCE AND STATE TOURNAMENT MVP.
GUSTAVO ARIAS WITH 17 GOALS, 14 ASSISTS AND 48 TOTAL POINTS.

AND SO THAT SET OF PLANS INCLUDES SITE IMPROVEMENTS, SOILS IMPROVEMENTS, UNDERGROUND UTILITIES, AND THE REASON WHY WE PORTIONED IT OUT FROM THE REST OF THE BUILDING PLANS, WHICH IS STILL UNDER DESIGN, IS WE WANTED TO MAKE SURE THAT WE MET THE CURRENT 2022 CALIFORNIA BUILDING CODE STANDARDS.
THE THE CODE CHANGED AS OF THE END OF DECEMBER.
AND SO WE WANTED TO MAKE SURE THAT WE SUBMITTED THE PLANS AHEAD OF THAT DEADLINE OF JANUARY 1ST.
BECAUSE NOT UNDERSTANDING WHAT THE CURRENT CODE IS.
BEFORE THAT TIMELINE, THERE COULD HAVE BEEN POTENTIAL IMPACTS.
SO WE WANTED TO MAKE SURE THAT WE EXPEDITED THE PLANS TO SUBMIT.
SO NOW WITH THE PORTION OF THE FIRST SET OF PLANS SUBMITTED, WE CAN NOW CONTINUE WITH THE BUILDING SET OF PLANS, WHICH IS ANTICIPATED TO BE SUBMITTED ON FEBRUARY 13TH.

AND SO TO REALLY ELIMINATE SQUARE FOOTAGE AND BUMPED UP THE DOUBLE QUADS, BECAUSE THAT WAS THE MAXIMUM AMOUNT OF SQUARE FOOTAGE THOSE WERE THE MOST EFFICIENT UNITS BECAUSE THOSE CREATED THE MOST BEDS IN THEM.

SO ONE THE CONSTRUCTION STAGE. SO AS WE MENTIONED BEFORE WE'RE WORKING ON INCREMENT TWO.
THOSE ARE THE BUILDINGS. SO WE ARE SLATED TO SUBMIT THAT IN FEBRUARY FEBRUARY 13TH ON THAT.
AND IF, IF THAT IS SUCCESSFUL, WE'RE THE GOAL HOPEFULLY WILL GET THAT OUT OF DSA SOMETIME BY THE END OF FOURTH QUARTER OF THIS YEAR OR EARLY NEXT YEAR.

EVERY TIME THERE IS A DELAY ON THE FUNDING AND THE CLARIFICATION OF THE PROCESS IS AN INCREASE OF THE COST OF THIS PROJECT, AND WE HAVE MANAGED EVERY INCH THAT WE CAN ON MAXIMIZING SPACE AND MINIMIZING COST, AND BEING AS CREATIVE AS WE CAN IN ORDER TO MAKE THE PROJECT HAPPEN.
BUT BUT REALLY, THIS IS SORT OF THE LAST PUSH THAT WE CAN DO TO MAINTAIN THE NUMBER OF BEDS.

WE ALSO HOSTED OUR FIRST ANNUAL TEEN LEADERSHIP SUMMIT THAT INVOLVED GUEST SPEAKERS AND IMPORTANT LIFE SKILLS FOR TEENS IN OUR COMMUNITY. WE ENHANCE OUR FACILITIES BY INSTALLING FOUR NEW COMMUNITY PICKLEBALL COURTS AND CURRENTLY WORKING ON UPGRADES AT OUR C LEAGUE ACTIVITY CENTER, WHICH INCLUDES ENHANCING THE BASKETBALL AND RACQUETBALL COURTS.

SO AN AMAZING BEGINNING OF THE SEMESTER. I'M ALWAYS HAPPY TO REPORT WHEN I HAVE NO STUDENTS COMING TO MY OFFICE UPSET BECAUSE SOMETHING HAPPENED TO THEM DURING THE FIRST WEEK.
I LOVE WHEN THEY COME TO THE OFFICE. I DON'T REALLY LIKE IT WHEN THEY COME UPSET THE FIRST WEEK.
AND I THINK THIS IS THE THIRD CONSECUTIVE YEAR SINCE WE CAME BACK TO THE PANDEMIC.
ZERO ZERO STUDENTS HAVE COME WITH CONCERNS. TO MY OFFICE.
LET'S KNOCK ON WOOD. DURING THE FIRST WEEK WEEK AND A HALF, BECAUSE EVERYONE IS HANDS ON DECK, MAKING SURE THAT OUR STUDENTS ARE BEING SERVED AND WELL RECEIVED ON CAMPUS.
AND I THINK IT TRANSLATES ON HOW THEY SHOW UP AND THEY CONTINUE TO SHOW UP AND IN GREAT NUMBERS.
OUR ENROLLMENT IS BACK TO PRE-PANDEMIC NUMBERS.
WE ARE BACK ON PAR WHEN WE HAD SOME OF OUR HIGHEST ENROLLMENT NUMBERS.
AND THAT IS THAT IS NOT A COINCIDENCE. THAT IS BY DESIGN, BASED ON HOW OTHER STUDENTS ARE TREATED AND RECEIVED IN OUR INSTITUTION, BECAUSE IT IS NOT THE CASE IN SOME OF OUR NEIGHBORING INSTITUTIONS THAT ENROLLMENT IS COMING THIS STRONG.
SO THANK YOU TO EVERYONE FOR MAKING THAT HAPPEN.
IT'S A BENEFIT FOR THE STUDENT AND OBVIOUSLY A BETTER FOR THE BETTERMENT FOR THE COMMUNITY.
A GOOD THING FOR THE COLLEGE TO CONTINUE TO HAVE A STRONG ENROLLMENT.
AS WAS MENTIONED, I WAS AT THE STUDENT LEADERSHIP RETREAT.
IT WAS A LOT OF FUN. I PLAY UNO FOR THE FIRST TIME IN MY LIFE.
WE PLAYED TOGETHER. I REALIZED THERE WAS A GAME OF STRATEGY.
IT WASN'T QUITE AS SILLY AS I THOUGHT. WE GOT GUSTAVO REALLY, REALLY, REALLY GOOD.
HE WAS THE FIRST ONE TO HAVE ONE CARD. AND VERY QUICKLY WE ALL TEAM UP AGAINST HIM.
AND SHORTLY THEREAFTER HE HAD BASICALLY THE WHOLE STACK ON HIS HAND AGAIN.
SO IT WAS REALLY FUN. I DID NOT WIN THOUGH. WE ARE HIRING OVER 20 FACULTY MEMBERS THIS NEXT YEAR, I THINK 23, 23, 23 FACULTY MEMBERS. THEY ARE POSTED A LOT OF WORK FOR THE FACULTY SENATE AND FACULTY IN GENERAL STAFF IN THOSE COMMITTEES.
A LOT OF OUR CLASSIFIED MEMBERS ALSO PARTICIPATE ON THAT.
SO EVERYONE IS GOING TO BE INCREDIBLY BUSY HIRING.
SO WE HAVE A LOT OF HIRING TO DO THIS YEAR. ONE OF THE GREAT THINGS TO BE ON THE NEWS AND RECOGNIZED SO FREQUENTLY AS A COLLEGE. AND THE WORK THAT WE'RE DOING IS THAT PEOPLE WANT TO WORK HERE.
AS SOON AS THE POSITIONS ARE OPEN, WE GET QUITE LITERALLY HUNDREDS OF APPLICANTS TO THE POINT THAT PEOPLE CALL ASKING FOR THE APPLICANT POOL TO BE REOPENED BECAUSE THEY DID NOT GET THE CHANCE TO SUBMIT.
SO WE REACHED 150 200 APPLICANTS AND THEY CALL, HEY, THE POSITION JUST OPENED AND IT'S CLOSED.
I WAS ABOUT TO SUBMIT MY DOCUMENTS. PLEASE LET ME SUBMIT MY DOCUMENTS.
SO THE POOLS ARE VERY STRONG AND A LARGE NUMBER OF PEOPLE.

SO THE GOVERNOR RELEASED THE BUDGET AND THERE ARE A FEW INCREASES ON ONGOING DOLLARS 2.4% ON COLA, INCLUDING CATEGORICAL PROGRAMS. SO THE MAJORITY OF CATEGORICAL PROGRAMS ARE GOING TO RECEIVE COLA, WHICH IS NOT TRADITIONALLY THE CASE, BUT THIS TIME IT IS.
AND THERE IS ABOUT 1.5%, ABOUT $88 MILLION AVAILABLE FOR ENROLLMENT GROWTH.
OBVIOUSLY, WE'RE GOING TO TRY TO CAPTURE AS MUCH AS WE CAN OF THOSE DOLLARS.
THERE IS ALSO ABOUT $440 MILLION THAT WERE ALLOCATED TO FULLY FUND THE STUDENT CENTERED FUNDING FORMULA. SO THE GOVERNOR IS PROPOSING TO PAY BACK THE DEFICIT ON THE STUDENT CENTER.
CENTER FORMULA FROM LAST YEAR. WITH THIS YEAR'S BUDGET, WHICH IS A GOOD THING, WE WILL NOT EXPERIENCE ANY DEFERRALS SO THAT THAT IS A GOOD THING. HOWEVER, THERE IS NOT A LOT OF MONEY ON ONGOING COSTS.
THAT IS GOING TO BE A SIGNIFICANT INFLUX OF MONEY ACCORDING TO THIS INITIAL BUDGET.
BUT REMEMBER, THIS IS THE STARTING, STARTING POINT OF THE CONVERSATION ON ONE TIME DOLLARS.
SO FOR THE FIRST TIME IN SEVERAL YEARS, THAT IS GOING TO BE MONEY FOR DEFERRED MAINTENANCE AND MONEY FOR OTHER PROJECTS THAT REQUIRED ONLY ONE TIME EXPENSE, BECAUSE THAT'S HOW THE BUDGET IS WORKING OUT.
THE MAIN CONCERN THAT I HAVE AT THIS TIME, AND IT'S A MATTER OF OBSERVING HOW IT'S DEVELOPED, IS THAT THE DELTA BETWEEN THE GOVERNOR'S BUDGET AND THE LAO? THE LEGISLATIVE ANALYST'S OFFICE IS THE LARGEST IT HAS BEEN IN A LONG TIME.
SO THE GOVERNOR IS PROJECTING $3 BILLION DEFICIT.
THE LAO IS PROJECTING 18. USUALLY THEY ARE A LITTLE CLOSER.
THE LAO IS TAKING A MORE CONSERVATIVE APPROACH.
I'M ASSUMING THAT THE TRUTH IS SOMEWHERE IN BETWEEN.
THAT IS GOING TO BE FLUSHED OUT DURING THE PROCESS.
BUT OVERALL, IT'S A GOOD BUDGET FOR COLLEGES AND K-12.
NOT A LOT OF GROWTH MONEY, BUT NO CUTS. AND SOME OF THE PROGRAMS THAT HAVE NOT BEEN FUNDED FOR A WHILE ARE GOING TO BE FUNDED AT LEAST ONE TIME WITH CATEGORICAL DOLLARS. CAROLINE IS CURRENTLY YOUR ONLY FULL TIME FACULTY MEMBER THAT IS CREDENTIALED TO TEACH CHICANO STUDY COURSES. CAROLINE IS THE ONLY FULL TIME FACULTY MEMBER TEACHING CHICANO STUDIES

HENRIETTA IS A COUNSELOR. LYDIA ALVAREZ TEACHES ENGLISH, AND CARLOS ARCE USED TO TEACH SPANISH, IF I'M NOT MISTAKEN. SO FOR THE FIRST TIME IN A VERY, VERY LONG TIME, WE HAVE BEEN ABLE TO SECURE ENOUGH ENROLLMENT TO, TO, TO GET A PROGRAM. BUT WE'LL PUT A COMPREHENSIVE REPORT TOGETHER DO A PRESENTATION IN THE NEXT BOARD MEETING WITH SOME OF THE ENROLLMENT TRENDS AND SOME OF OUR PROJECTIONS.
I DON'T HAVE ANY DATA ON THE ASIAN AMERICAN STUDIES AND NATIVE AMERICAN STUDIES BECAUSE THOSE CLASSES ARE CURRENTLY GOING THROUGH CURRICULUM. SO THEY ARE ZERO STUDENTS ENROLLED, ZERO FACULTY, EITHER PART TIME OR FULL TIME.
AND I THINK WE ARE AT LEAST A YEAR AWAY, IF I'M NOT MISTAKEN, TO BE ABLE TO OFFER THE FIRST FEW COURSES, THEY WILL HAVE TO BE TAUGHT BY PART TIME FACULTY.
