I THINK SOME OF YOU ARE AWARE OF THAT. WHAT HAS BEEN ACHIEVED IN THIS TA IS HISTORIC FOR THIS COLLEGE.

I'VE BEEN COMING TO THIS COLLEGE. I'VE BEEN COMING TO THIS BOARD TO SPEAK ABOUT WHAT WE NEED TO DO TO IMPROVE THE WORKING CONDITIONS AND BENEFITS AND THE PAY OF THE WORKERS THAT ARE HERE. AND THIS SPEAKS TO THE STUDENTS AS WELL, BECAUSE IF WE'RE NOT PROVIDING FOR THE WORKERS THAT WE EMPLOY, THEN WHAT CAN THE STUDENTS EXPECT WHEN THEY GO OUT IN THE WORLD AFTER THEY GET THEIR EDUCATION? THIS IS ONE OF THANK YOU OR THE TEAM THAT AGREED TO THE CCA.

WE ASKED THE BOARD TO REVIEW IT AND ADOPT THE TA AND MOVE FORWARD.

THIS IS ABOUT HEALTH CARE FOR BOTH THE FULL TIME AND PART TIME FACULTY, AND IT IS SUCH AN IMPORTANT THING, AS WELL AS SO IMPORTANT, THAT THE GOVERNOR PUT MONEY THERE TO PAY FOR PART TIMERS TO GET THIS HEALTH CARE THROUGHOUT THE STATE, AND THERE IS A LOT OF MONEY THERE, AND THERE'S STILL A LOT OF MONEY THERE.

AND THIS IS AN AMAZING POINT TO MOVE FORWARD.

SO THIS IS WHAT WE STAND FOR PAY AND HEALTH CARE FOR OUR WORKERS.

FAC IS A STATEWIDE PROFESSIONAL MEMBERSHIP ORGANIZATION REPRESENTING COMMUNITY COLLEGE INTERESTS FOR OVER 65 YEARS.

WE FOCUS ON STATE LEVEL ADVOCACY AND POLICY. I'M HERE TONIGHT TO VOICE MY STRONG SUPPORT FOR THE TENTATIVE AGREEMENT BETWEEN CERRITOS COLLEGE AND THE CERRITOS COLLEGE FACULTY FEDERATION, FAC, ALONG WITH OUR UNION PARTNERS, ADVOCATED TIRELESSLY TO THE STATE TO SECURE FUNDING FOR PART TIME FACULTY HEALTH CARE. THE STATE RESPONDED BY PROVIDING THESE RESOURCES WITH CLEAR EXPECTATION THAT LOCAL DISTRICTS WOULD NEGOTIATE IN GOOD FAITH TO IMPLEMENT THIS CRUCIAL BENEFIT. AS YOU KNOW, COMMUNITY COLLEGE DISTRICTS CONSISTENTLY FIGHT FOR TWO THINGS MAINTAINING LOCAL CONTROL AND SECURING MORE RESOURCES. IN THIS CASE, THE STATE HAS PROVIDED THE RESOURCES.

NOW IT'S UP TO YOU TO EXERCISE YOUR LOCAL CONTROL RESPONSIBLY.

I URGE YOU TO APPROVE THIS CONTRACT AT THE STATE LEVEL.

LEGISLATORS ARE ALREADY FRUSTRATED BY HOW LONG THIS PROCESS HAS TAKEN ACROSS CALIFORNIA.

IF WE DON'T WANT POLICY MANDATES IMPOSED FROM SACRAMENTO, WE NEED TO DEMONSTRATE THAT WE CAN PROVIDE HEALTH CARE AND FAIR COMPENSATION TO OUR MOST VULNERABLE FACULTY AT THE LOCAL LEVEL. THIS AGREEMENT REPRESENTS A HISTORIC WIN FOR FACULTY.

IT SECURES 100% HEALTH CARE COVERAGE FOR ELIGIBLE PART TIME FACULTY, MAINTAINS ZERO OUT-OF-POCKET HEALTH CARE COSTS FOR FULL TIME FACULTY, AND PROVIDES ON SCHEDULE SALARY INCREASES FOR THREE YEARS.

HI, EVERYBODY. MY NAME IS LYNN SHERWIN. I'M A FULL TIME FACULTY MEMBER HERE AT CERRITOS COLLEGE FOR THE PAST 30 YEARS IN THE ENGLISH DEPARTMENT AND THE FULL TIME HEALTH CARE THAT'S IN THE TENTATIVE AGREEMENT.

THE OUT OF POCKET FOR FULL TIME FACULTY IS SO IMPORTANT TO ME.

I AND FOR MY FAMILY. MY HUSBAND HAS AN AUTOIMMUNE DISEASE.

HE'S IN CHRONIC PAIN, AND HAVING THE ABILITY TO HAVE THAT COVERED FOR US ALLOWS HIM TO BE ABLE TO SEE SPECIALISTS WITHOUT HAVING TO HAVE A REFERRAL FROM A PRIMARY CARE PHYSICIAN.

AND HE DOESN'T HAVE TO LIVE IN CONSTANT PAIN.

THE CONTINUED COVERAGE OF THIS HEALTH CARE WILL MEAN THAT WE DON'T HAVE TO WORRY ABOUT THE SUDDEN OUT-OF-POCKET EXPENSES, WHICH FOR US WOULD BE UPWARDS OF $13,000 FOR A YEAR, AND WE WERE GOING TO HAVE TO SCRAMBLE TO FIGURE OUT WHERE THAT WAS GOING TO COME FROM TO MEET THE PREMIUM. AND MY HUSBAND CAN CONTINUE TO KEEP THE QUALITY OF LIFE THAT HE HAS ENJOYED.

AND I AM SO GRATEFUL FOR THE NEGOTIATING TEAM, FOR THE THE TENTATIVE AGREEMENT.

AND I WOULD URGE YOU TO SUPPORT THE TENTATIVE AGREEMENT.

THANK YOU. THANK YOU. NEXT SPEAKER, ANA VALCARCEL, A FULL TIME HEALTH CARE. HELLO. I WORK OVER AS FULL TIME FACULTY IN THE BIOLOGY DEPARTMENT. I SPOKE HERE A COUPLE OF YEARS AGO ABOUT FULL HAVING FULL TIME HEALTH CARE AND WHAT IT MEANT TO ME.

I HAVE A SPECIAL NEEDS SON. HE WAS BORN THREE MONTHS EARLY.

WE SPENT THREE MONTHS IN THE HOSPITAL. I LIVED WITH HIM, AND I LAST TIME I SPOKE ABOUT THE FINANCIAL IMPACT, I GOT ONE BILL FOR $1 MILLION. BUT I'D ALSO LIKE TO TALK ABOUT KIND OF WHAT IT MEANS TO HAVE TO CHANGE MY HEALTH CARE. PEOPLE WHO DON'T HAVE SPECIAL NEEDS CHILDREN MIGHT NOT REALIZE HOW MUCH WORK IT TAKES TO GET THE HEALTH CARE THAT YOU NEED FOR YOUR CHILD.

MY SON IS ON THE SPECTRUM. IT TOOK ME A YEAR BASICALLY WORKING A SECOND FULL TIME JOB, TRYING TO GET HIM DIAGNOSED AND THEN TRYING TO FIND THE SPECIAL THERAPY THAT HE NEEDED. AND THEN NOW THAT WE'VE HAD IT FOR A COUPLE OF YEARS, IT'S BEEN LIFE CHANGING. I THOUGHT I WAS GOING TO LOSE MY JOB BEFORE BECAUSE I WOULD GET PHONE CALLS EVERY DAY THAT I HAD TO COME PICK HIM UP.

HE COULDN'T GO TO SCHOOL. HE NEEDED HELP. AND YOU CAN'T JUST GO GET A THERAPIST.

YOU HAVE TO GET ON A WAIT LIST SOMETIMES FOR SIX MONTHS OR A YEAR TO GET YOUR CHILD HELP.

SO IF WE HAVE TO CHANGE HEALTH CARE, IT'S NOT JUST A MATTER OF SAYING, OH, WE'LL JUST GET A NEW THERAPIST.

THESE PEOPLE HAVE BEEN WITH US FOR YEARS. EVERY KID ON THE SPECTRUM IS DIFFERENT, AND IT'S TAKEN A LONG TIME TO ADJUST THE THERAPY FOR MY CHILD, AND I CANNOT JUST CHANGE THAT. IT WOULD BE EXTREMELY DISRUPTIVE.

LIKE HE WENT FROM NOT BEING ABLE TO ATTEND GEN ED CLASSES.

HE NOW HAS A ONE ON ONE HE'S IN GEN ED CLASSES.

HE'S IN HONORS MATH IN MIDDLE SCHOOL, BUT IT TAKES US GETTING THERAPY EVERY DAY AFTER SCHOOL FOR HOURS AND HOURS. WE'VE MADE SO MUCH PROGRESS. BUT IT IS.

IT WILL BE A HUGE DISRUPTION AND ESPECIALLY IF YOU'RE ON THE SPECTRUM, CHANGE IS VERY DIFFICULT AND CHALLENGING.

BUT FOR ME AS A PARENT, IT'S IT'S ALSO IT WILL DISRUPT ALL OF OUR LIVES.

IF MY CHILD HAS TO CHANGE MEDICAL DOCTORS, PSYCHIATRISTS, PSYCHOLOGISTS, ABA THERAPISTS, THERE'S SO MANY DIFFERENT PEOPLE INVOLVED WORKING TOGETHER AS A TEAM. IF THAT'S CHANGED AND TAKEN AWAY FROM US, IT WILL BE DEVASTATING.

AND SO THERE'S A FINANCIAL ASPECT TO THIS. DEFINITELY.

I'M A SINGLE MOM. WE LIVE OFF OF MY INCOME ALONE, BUT EVEN MORE, WHAT'S MORE IMPORTANT TO ME IS THAT MY CHILD GETS THE CARE THAT HE NEEDS, AND IT'S NOT DISRUPTED BECAUSE WE'VE MADE AMAZING PROGRESS WITH THE SPECIAL THERAPY THAT HE GETS.

AND IT'S BEEN LIFE CHANGING. AND I JUST PEOPLE MIGHT NOT UNDERSTAND THAT IF THEY DON'T HAVE A SPECIAL NEEDS FAMILY MEMBER DISRUPTING THAT IS JUST I CANNOT IMAGINE WHAT WOULD HAPPEN TO US IF THAT'S DISRUPTED. SO I JUST WANTED TO SHARE THAT BECAUSE SOMETIMES PEOPLE DON'T THINK ABOUT THAT ASPECT OF IT.

AND THAT'S WHAT PUSHED ME TO NOW BECOME AN EDUCATOR, WHICH I'M VERY PROUD OF. SO WHEN I WAS LOOKING AT THE EDUCATION PHILOSOPHY OF CERRITOS, IT SAID THAT THE COLLEGE PREPARES INDIVIDUALS FOR FULL PARTICIPATION IN COMPLEX DEMOCRATIC SOCIETY AS CITIZENS AND LEADERS, FOR THE FULFILLMENT OF PERSONAL NEEDS AND FOR THE FUTURE. WE BELIEVE THAT THE PURPOSE OF EDUCATION IS TO CULTIVATE CRITICAL THINKING SKILLS AND TO ENHANCE THE QUALITY OF LIFE.

SO I WANT US ALL TO REMEMBER THAT ENHANCE THE QUALITY OF LIFE.

AND THAT'S EXACTLY WHAT WE'RE ASKING FOR HERE.

AS A SINGLE PARENT, AND I KNOW A LOT OF US WILL UNDERSTAND IT'S OUR RESPONSIBILITY TO CARE FOR OUR CHILDREN.

SO WHEN I WAS OFFERED A JOB HERE, I WAS ECSTATIC BECAUSE I KNOW THAT'S WHAT WE CARE ABOUT.

WE CARE ABOUT THE QUALITY OF LIFE AND THE SUCCESS OF OUR STUDENTS.

NOT ONLY BECAUSE. WE'RE NOT STANDING TO OUR WORD OF QUALITY OF LIFE, BUT ALSO BECAUSE MY SON HAS TYPE ONE DIABETES.

AND TO TAKE CARE OF TYPE ONE DIABETES IS APPROXIMATELY AROUND $25,700 A YEAR, AROUND $2,000 A MONTH.

AND FOR A SINGLE PARENT WHO JUST GRADUATED GRAD SCHOOL, IT'S ALMOST MY PAYCHECK JUST TO KEEP MY SON ALIVE.

SO AS YOU ALL WILL COVER WHAT'S ON THE BALLOT, I JUST WANT TO URGE YOU TO TAKE THAT INTO CONSIDERATION THAT THIS IS WHAT YOU'RE STANDING FOR. PROMOTING QUALITY OF LIFE FOR THE EMPLOYEES, FOR THE STUDENTS, AND FOR ALL OF US TO COME BACK AND TRY TO GIVE BACK TO OUR COMMUNITIES.

I'M A PRODUCT OF THE COMMUNITY COLLEGE SYSTEM, AS I AM A DENTAL ASSISTANT, GRADUATE OF LONG BEACH CITY COLLEGE, AND A DENTAL HYGIENE GRADUATE OF WEST LOS ANGELES COLLEGE.

AS A PRACTICING DENTAL HYGIENIST, EVEN WHEN CONSIDERED FULL TIME, I HAVE NEVER BEEN OFFERED HEALTH CARE BENEFITS DUE TO THE NATURE OF MANY PRIVATE DENTAL PRACTICES BEING CONSIDERED A SMALL BUSINESS, WHICH MEANS I HAVE PAID OUT OF POCKET FOR HEALTH CARE MY ENTIRE ADULT LIFE.

YES, IT WAS MY CHOICE TO WORK IN SUCH AN ENVIRONMENT AND LUCKILY, ASIDE FROM MONTHLY PREMIUMS, MY HEALTH NEEDS HAVE BEEN MINIMAL. BUT NOW I AM APPROACHING AN AGE THAT LIKE DRIVING AN OLDER CAR.

MAINTENANCE AND REPAIRS ARE COSTING MORE AND MORE.

HEALTH CARE BENEFITS ARE BECOMING MORE IMPORTANT, AND THIS OFFER OF HEALTH CARE FOR PART TIME EMPLOYEES AND FACULTY ARE A GAME CHANGER, AND FOR MYSELF, COULDN'T COME AT A BETTER TIME.

MY INDIVIDUAL PREMIUM AT KAISER GOES UP EVERY YEAR, AND I FEAR A TIME WILL COME WHEN I CAN NO LONGER AFFORD IT.

I'D LIKE TO THANK THE BOARD OF TRUSTEES FOR CONSIDERING A HEALTH CARE BENEFITS FOR PART TIME EMPLOYEES.

THE NORTH ORANGE COUNTY COMMUNITY COLLEGE DISTRICT APPROVED A SIMILAR HEALTH CARE AGREEMENT OVER A YEAR AND A HALF AGO.

THIS AGREEMENT HAS BEEN PAID FOR 100% BY THE STATE, AND HAS ALLOWED HUNDREDS OF OUR MEMBERS AND THEIR FAMILIES ACCESS TO QUALITY HEALTH CARE INSURANCE. THIS HAS ALLOWED THE NORTH ORANGE COUNTY COMMUNITY COLLEGE DISTRICT TO BETTER RECRUIT AND RETAIN QUALITY PART TIME FACULTY. DENYING ACCESS TO HEALTH CARE IS IMMORAL AND WE URGE YOU TO SUPPORT CCF'S TENTATIVE AGREEMENT.

BECAUSE OF CERRITOS COLLEGE, I WAS ABLE TO OBTAIN MY BACHELOR'S DEGREE FROM UC BERKELEY AND EVENTUALLY A DOCTORATE FROM CAL STATE FULLERTON, WHERE I FIRST MET OUR LEAD NEGOTIATOR, DOCTOR APRIL BRACAMONTES.

YEAH. DID YOU KNOW THAT? FUN FACT. CERRITOS COLLEGE ALSO HELPED ME ACHIEVE MY AMERICAN DREAM WHEN I WAS HIRED AS A FULL TIME TENURE TRACK COUNSELOR IN 2015. PRIOR TO THAT, I HAD BEEN WORKING PART TIME AT MULTIPLE COMMUNITY COLLEGES IN ADDITION TO MY FULL TIME JOB AS A PROGRAM DIRECTOR IN THE NOT FOR PROFIT SECTOR.

AND THEN I'M GOING TO PASS IT TO MY COLLEAGUES, BOTH PROFESSOR ANA AND JUNIOR, HERE TO PROVIDE A FACULTY STUDENT PERSPECTIVE ABOUT THE NATIVE PLANT SANCTUARY THAT WE HAVE HERE AT CERRITOS COLLEGE.

SO A LITTLE BACKGROUND FOR THOSE THAT MAY NOT KNOW.

WE HAD TO RELOCATE. WE ACTUALLY DID HAVE A NATIVE PLANT GARDEN HERE ON CAMPUS.

BUT IT WAS ACTUALLY GOT TAKEN OVER WHEN WE BEGAN THE CONSTRUCTION PROJECT OF THE HEALTH SCIENCE RENOVATION PROJECT.

SO DURING, I WOULD SAY, A 22 AND EARLY 23. WE HAD A LOT OF CONVERSATION, BOTH WITH MYSELF, PARTICULARLY WITH ANNA, AND FACILITIES ON LOOKING AT SPACE AROUND CAMPUS OF WHERE WE CAN EXPAND AND PROVIDE A NEW OPPORTUNITY TO PUT ANITA GARDEN HERE ON CAMPUS ON THAT. HERE YOU CAN ACTUALLY SEE A PICTURE OF WHEN IT WAS JUST COMPLETED, WHEN WE DID THE FINAL DESIGN OF THAT.

SO WE FINISHED THIS PROJECT LATE 20, IN 23. BUT THIS IS ALL KIND OF STEMS FROM A BIGGER PHILOSOPHY, AS IF THE BOARD RECALLS BACK IN NOVEMBER OF 23 YOU, WE YOU APPROVED THE SUSTAINABILITY FRAMEWORK, WHICH MARKS A SOME SIGNIFICANT STEPS TOWARDS ENHANCING THE UNDERSTANDING OF NATIVE SPECIES HERE ON CERRITOS COLLEGE ON THAT.

SO PART OF THE PHILOSOPHY OF THAT FRAMEWORK IS WHAT KIND OF FOCUS ON WHAT DROVE THIS THIS PROJECT HERE? AND LIKE I MENTIONED BEFORE, THE RELOCATION WAS DUE TO THE HEALTH SCIENCE RENOVATION ON THAT.

AND ONCE WE ESTABLISH A LOCATION, WE WORKED WITH OUR COLLEAGUE, FACULTY COLLEAGUES ON THE DESIGN, WHAT WHAT THEY WANTED TO SEE ON THAT. AND DURING THE CALENDAR YEAR 23, WE BEGAN THAT PROJECT TO CLEAR OUT AND GET IT READY FOR THEM. BY THE END OF 2023. THIS IS NOT A EXHAUSTIVE LIST, BUT, YOU KNOW, THIS SANCTUARY SERVES MULTIPLE PURPOSES, IDEALLY TO PROVIDE A HABITAT FOR FOOD, FOR IT PROVIDES A HABITAT AND FOOD FOR LOCAL WILDLIFE.

REQUIRES LESS WATER AND MAINTENANCE. AND IT SERVES A VALUABLE LEARNING OPPORTUNITIES FOR STUDENTS AND COMMUNITY MEMBERS.

AND SO I'M KIND OF GOING BACK TO THE THIS PHOTO.

AND YOU CAN KIND OF SEE THESE ARE KIND OF WALKWAYS.

SO THE IDEA BEHIND THIS IS KIND OF HAVE LIKE A WALKING GARDEN WHERE YOU ACTUALLY WALK AND STROLL THROUGH THAT AND BE ABLE TO EXPERIENCE THE GARDEN AT ITS FULLEST. AND THEN JUST SOME HIGHLIGHTS ON SOME NEXT STEPS THAT WILL CONTINUE TO EXPAND ON THIS GARDEN.

ON THAT. AND SO ONE LOOKING AT DIFFERENT PARTNERSHIPS TO AGAIN EXPAND THE STUDENT LEARNING OPPORTUNITIES ON THAT.

WE ARE LOOKING AT ENHANCING AND WORKING WITH OUR COLLEAGUES IN STUDENT HEALTH OF POTENTIALLY UTILIZING THIS SPACE AS A WELLNESS WORKSHOPS. AND SO ONE OF THE IDEAS THAT WE'VE ALREADY BEGAN ENTERTAINING AND TALKING THROUGH AND BE WORKING THROUGH A DESIGN IS PUTTING SOME TYPE OF SHADE STRUCTURE, WHATEVER THAT LOOKS LIKE, COULD BE LIKE A GAZEBO FOR AN EXAMPLE ON THAT.

SO YOU CAN ACTUALLY KIND OF HAVE A KIND OF A SANCTUARY SPOT WHERE YOU'RE UNDER THE SHADE AND BE ABLE TO FULLY EMBRACE THE PLANT LIFE AND WILDLIFE AROUND THE, THE GARDEN ITSELF.

AS I MENTIONED BEFORE IT WE WERE COMPLETED FROM THE FACILITY STANDPOINT.

HELLO AGAIN. I TEACH IN THE BIOLOGY DEPARTMENT.

I TEACH ONE OF THE CLASSES I TEACH IS HUMANS AND THE ENVIRONMENT.

AND SO PART OF WHAT I WANTED TO ACCOMPLISH WITH ESTABLISHING A NATIVE PLANT SANCTUARY WAS TO PROVIDE A HANDS ON LEARNING SPACE FOR MY STUDENTS, BECAUSE IT'S NICE TO LEARN. POWERPOINTS ARE GREAT, BUT HAVING STUDENTS GET OUT AND HAVING NATURAL SPACES AVAILABLE TO THEM TO LEARN WAS REALLY IMPORTANT TO ME. AND ALSO TO SEE THAT SOME OF THE SOLUTIONS THAT I'M SOME OF THE ISSUES I'M TEACHING ABOUT IN CLASS, THE CLIMATE CRISIS, EXTINCTION CRISIS, THEY'RE OVERWHELMING.

AND A LOT OF TIMES STUDENTS FEEL THAT IT'S SOME FARAWAY RAINFORESTS THAT THEY SHOULD HAVE TO WORRY ABOUT.

BUT REALLY, I WANTED THEM TO FEEL EMPOWERED. AND WITH THE NATIVE PLANT SANCTUARY, THE IDEA WAS TO FOR THEM TO HAVE THE OPPORTUNITY TO MAKE A DIFFERENCE HERE IN THEIR OWN NEIGHBORHOOD AND REALLY SEE PRETTY IMMEDIATE RESULTS.

SO I WAS REALLY LUCKY TO TEAM UP WITH JOY. I FEEL LIKE IT WAS THE PERFECT PARTNERSHIP.

SHE BRINGS HER KIND OF VIEWPOINT, WHICH I ALSO FEEL VERY PASSIONATE ABOUT, AND SHE'LL SHARE THAT WITH YOU.

AND SO WE'VE REALLY ENTERED INTO A REALLY GREAT PARTNERSHIP.

AND AND IT'S JUST GROWING. SO WE STARTED PLANTING IN JANUARY ALONG WITH JOY AND HER ENVIRONMENTAL CLUB STUDENTS.

AND SO WHAT YOU'RE SEEING ARE VERY YOUNG PLANTS THEY WILL EVENTUALLY FILL OUT.

JUST WANTED TO MAKE THAT CLEAR. WE HAVE OVER 50 DIFFERENT NATIVE PLANT SPECIES PLANTED IN THAT SPACE.

AND THE MISSION OF THE SANCTUARY FOCUSES ON THREE THINGS FIGHTING EXTINCTION AND THE CLIMATE CRISIS BY CULTIVATING A SANCTUARY OF MOSTLY REGIONAL CALIFORNIA NATIVE PLANTS TO SUPPORT HABITAT FOR THE NATIVE WILDLIFE AND TRY TO BUILD BIODIVERSITY IN THE SOUTHEAST LOS ANGELES AREA TO INCREASE NATIVE INSECTS, BIRDS, MAMMALS AND THAT IN TURN WILL REHABILITATE THE SOIL AND INCREASE CARBON CAPTURE AND WATER CAPTURE.

AND THEN I'LL LET JOYCE SPEAK TO. YEAH. SO THE SECOND PART OF OUR MISSION IS TO HONOR NATIVE LAND.

SO WHEN FORMER STUDENT TRUSTEE HECTOR LEDESMA ASKED REBECCA ROBLES, WHO IS AN HASHIM AND CULTURE BEARER AND CO-FOUNDER OF FRIENDS OF PUVUNGA, WHICH WORKS TO PROTECT SACRED TONGVA LAND THAT CSULB IS BUILT ON.

HOW CERRITOS COLLEGE CAN HONOR NATIVE PEOPLE.

HER RESPONSE WAS TO PLANT NATIVE PLANTS ON OUR CAMPUS.

SO HONORING NATIVE LAND STEWARDED BY THE TONGVA GABRIELINO PEOPLE WHO FOR 10,000 YEARS OR MORE RESIDED AND CARED FOR THIS LAND. OUR GOAL IS TO LEARN RIGHT FROM THEIR WISDOM TO HELP MODEL RESPONSIBLE LAND STEWARDSHIP DEVOID OF TOXIC CHEMICALS LIKE PESTICIDES AND FERTILIZERS, AND USING MINIMAL IRRIGATION, JUST AS THE TONGVA HAVE DONE, INCLUDING NO USE OF GAS POWERED EQUIPMENT.

AND ANNA HAS SPOKEN A BIT TO THE THIRD PART AS WELL IN TERMS OF BUILDING EMPOWERED COMMUNITY.

TO HAVE A PLACE FOR STUDENTS, FACULTY AND ANYONE TO COME VISIT AND RELAX WHERE THEY CAN FEEL EMPOWERED AND USE THIS AS A LEARNING OPPORTUNITY THAT EVERYBODY, ESPECIALLY IN OUR COMMUNITY IN THE SOUTHEAST LOS ANGELES AREA CAN MAKE A DIFFERENCE WITH PRETTY EASY STEPS.

AND LIKE I SAID, MY STUDENTS, WITHIN A WEEK WE HAD MONARCHS COMING IN, LAYING EGGS.

THERE WERE CATERPILLARS. THEY WERE GOING THROUGH METAMORPHOSIS.

WITHIN A WEEK THEY HAD FOUND THE GARDEN AND IT WAS JUST FILLED WITH COCOONS AND BUTTERFLIES.

AND AND THAT WAS JUST A WEEK. SO IT'S REALLY EXCITING THAT THEY CAN SEE THAT IMMEDIATE EFFECT AND THEY GET EXCITED ABOUT IT.

AND WE WANT THAT FOR THE WIDER COMMUNITY AS WELL.

SO WE HAVE ALREADY ESTABLISHED PARTNERS ACROSS CAMPUS IN THIS HEALING PROJECT.

CERRITOS COLLEGE FACILITIES, OBVIOUSLY. BUT ALSO THE CENTER FOR TEACHING EXCELLENCE HAS HOSTED SUMMER INSTITUTE CULTURALLY RESPONSIVE PEDAGOGY AND PRACTICE COHORT.

THIS YEAR WILL ALSO BE PLANTING IN THE SANCTUARY LEARNING COMMUNITY COURSES HAVE ALSO INTEGRATED THIS INTO THEIR CONTENT STUDENT CLUBS.

OBVIOUSLY WE MENTIONED STUDENT HEALTH. WE'RE WORKING NOW ON A PARTNERSHIP WITH WELDING AS WELL, TO PROVIDE SO THAT STUDENT PROJECTS CAN BE SHOWCASED IN THE SPACE, IN PARTICULAR STARTING WITH LABELS FOR THE PLANTS THAT INCLUDE NOT JUST THE COMMON NAME, THE LATIN NAME, BUT ALSO THE INDIGENOUS NAME FOR THAT, FOR THOSE PLANTS SO THAT PEOPLE CAN LEARN ABOUT THEM.

THE FACULTY UNION HAS ALSO PROVIDED FUNDING FOR AN EVENT THAT WE'RE GOING TO INVITE YOU ALL TO.

WE REALLY BELIEVE THAT IT PLAYS A VITAL ROLE IN STUDENT SUCCESS, AS IT ADDRESSES THE NEED FOR SOCIAL SPACES ON CAMPUS, IN TURN FOSTERING A SENSE OF BELONGING FOR A LOT OF STUDENTS.

ONE OF THE BIG THINGS THAT WE LEARNED FROM STUDENTS WHILE WE WERE CAMPAIGNING FOR OUR ELECTION WAS HOW MUCH THEY WERE ADVOCATING FOR MORE SPACES TO BE ABLE TO STUDY, TO BE ABLE TO RELAX, AND MOST IMPORTANTLY, TO BE ABLE TO TALK WITH FELLOW STUDENTS AND CONNECT WITH FELLOW STUDENTS AS THEY FEEL THAT THE ONLY SPACE THEY HAVE AVAILABLE TO THEM RIGHT NOW IS A LIBRARY. SO THE GARDEN COULD BE A PERFECT SPACE WHERE THEY CAN SHARE A SENSE OF COMMUNITY, SOMETHING THAT IS SUPER IMPORTANT, ESPECIALLY RIGHT NOW BECAUSE WE ARE STILL IN POST PANDEMIC ERA AND SO BUILDING COMMUNITY AND BUILDING CONNECTIONS IS SOMETHING THAT COULD PLAY A VITAL ROLE IN THEIR SUCCESS. DID YOU GUYS KNOW THAT THE LONGEST STUDY FOR HAPPINESS FOUND THAT HAPPINESS RELIES MORE ON THE QUALITY OF OUR RELATIONSHIPS, RATHER THAN OUR MONEY OR STATUS? SO WE'RE HERE TO SUPPORT THE NATIVE PLANT GARDEN AS ASC PRESIDENT AND VICE PRESIDENT, BECAUSE WE KNOW THAT IT'S A RESOURCE THAT CAN IMPROVE THE QUALITY OF LIFE FOR STUDENTS. SO ASC ROLES ARE AS FOLLOWS. WE ARE DIVIDED INTO THREE BRANCHES CABINET, COURT AND SENATE.

CABINET IS LED BY OUR PRESIDENT ASHLEY YIM, WHO IS NOT HERE TODAY.

AND CABINET WILL MAKE SURE TO DO STUDENT OUTREACH, COLLABORATE WITH DEPARTMENTS TO MAKE SURE THAT THE GARDEN IS INTEGRATED INTO DIFFERENT PROGRAMS ON CAMPUS, AND THEY'LL ALSO ALLOCATE FUNDS TO SUPPORT EXPANSION AND MAINTENANCE.

COURT IS IN CHARGE OF UPHOLDING THE ACC'S CONSTITUTION AND BYLAWS, SO THEY'LL MAKE SURE THAT ANY GARDEN RELATED ACTIVITIES ARE ALONGSIDE THOSE. SENATE, WHICH IS WHAT I'M IN CHARGE OF, AS THE VP WILL DRAFT AND PASS LEGISLATION THAT ENSURES THAT THE GARDEN IS BEING INTEGRATED INTO CAMPUS, JUST LIKE STUDENTS WANT.

SO AS A PRESIDENT AND VICE PRESIDENT, WE REALLY BELIEVE IN THIS PROJECT THAT AS ONCE AGAIN, I CANNOT HIGHLIGHT ENOUGH HOW MUCH PASSION IS BEHIND IT AND HOW MUCH WORK HAS GONE BEHIND IT.

AND WE REALLY BELIEVE THAT IT WILL JUST ADD TO THE STUDENT EXPERIENCE ON CAMPUS.

IT ALSO REMINDS ME THAT I'M THAT I'M CONNECTED TO THE EARTH, THAT I'M CONNECTED TO THE SCHOOL.

AND IT'S ALSO A BEAUTIFUL TIME OF OF REFLECTION AND A BEAUTIFUL TIME TO, TO HONOR THOSE THAT WERE HERE BEFORE US.

AND I'M REALLY PASSIONATE ABOUT BIOLOGY, BUT SPECIFICALLY ANIMALS AND INSECTS IN PARTICULAR, BECAUSE THEY'RE SO DIFFERENT FROM OTHER ANIMALS IN THE GARDEN.

I SEE INSECTS THAT I'VE NEVER SEEN BEFORE, NOT ONLY IN A GREAT QUANTITY, BUT ALSO IN GREAT DIVERSITY.

I LIVE IN LINWOOD AND THERE'S ALMOST NO ACCESS TO NATURE NEARBY.

I ACTUALLY WANTED TO BE A FINANCE MAJOR, BUT I ACTUALLY SWITCHED TO BIOLOGY, SO IT MADE ME REALIZE WHAT MY TRUE PASSION WAS.

WHAT I'VE LEARNED IN THE SANCTUARY IS THAT AS MUCH WORK AS I PUT INTO IT, I'M LEARNING JUST TO PUT AS MUCH WORK INTO MYSELF.

AND THIS IS THIS IS NOT JUST NOT STUDENTS JUST LEARNING SOMETHING JUST COGNITIVELY, BUT THIS IS A DEEP EMBEDDED LEARNING, RIGHT WHERE THEY'RE THEY'RE EMOTIONALLY AND ETHICALLY LISTING. LEARNING THIS STUFF. IT'S NOT JUST COGNITIVE STUFF.

SO IT IS DEEP LEARNING. AND THIS IS IDEALLY THIS IS WHAT WE WANT STUDENTS TO GO AWAY WITH, RIGHT. LEARN SOMETHING THAT ACTUALLY TRANSFORMS THEM.

I HOPE THAT WE GET BIGGER AND HELP THE SANCTUARY GET BIGGER AND MORE PEOPLE GET INVOLVED.

AND I THINK THIS GARDEN, AS WE GROW IT AND THE GAZEBOS AND THE WALKING PATH WILL ALLOW FOR ALL THOSE NEEDS TO, TO BE MET. TO ME, THE, THE THE COOL PART ABOUT HAVING IT IN A LARGER OPEN SPACE IS THAT AS THE VEGETATION GROWS, IT WILL LOOK MORE SECLUDED.

AND I THINK THAT FEELING OF BEING SECLUDED IN NATURE GOES A LONG WAY, PARTICULARLY WHEN WE LIVE IN SPACES THAT ARE FULL OF CONCRETE, BASICALLY EVERYWHERE. SO LOOKING FORWARD TO THE GROWTH.

AND WHAT WE ARE TRYING TO DO IS TAKE CONTROL ON HOW WE DEFINE, TRAIN AND LOOK FOR OUTCOMES IN ORDER TO ADJUST. THERE ARE SOME EARLY CONVERSATIONS AND I DON'T WANT TO SPOIL TERMS UPDATE ON OCTOBER, BUT WE HAVE BEEN HAVING SOME ROBUST CONVERSATION AS TO HOW WE CAN MAKE THIS MEANINGFUL FOR CERRITOS COLLEGE AND MAKE IT INCLUSIVE SO WE GET THE OUTCOMES THAT WE WANT TO SEE FOR US PART OF THESE INITIATIVES IS THE WORK THAT NEEDS TO BE DONE.

BUT THE OUTCOME OF WHETHER OR NOT THE WORK THE STRATEGIES ARE WORKING IS WHETHER OR NOT THE STUDENTS ARE SUCCESSFUL IN THE CLASSROOM AND COMPLETING PROGRAMS. SO THIS IS ONE OF SOME OF THOSE INITIATIVES.

WE WERE TRYING AS MUCH AS POSSIBLE TO TAKE CONTROL OF THE DEFINITIONS, TAKE CONTROL OF THE ASSESSMENTS AND OUTCOMES.

AND THAT'S EXACTLY THE WORD THAT I'M LOOKING FOR DEFINITIONS. BECAUSE, YOU KNOW, THERE'S A LOT OF BUZZWORDS THAT ARE INCLUDED IN HERE BETWEEN, YOU KNOW, ANTI-RACISM, DECOLONIZATION, EQUITY.

AND THAT CAN MEAN A LOT OF THINGS TO A LOT OF PEOPLE THAT HAVE DIFFERENT IDEOLOGIES AND SUBSETS OF THOSE IDEOLOGIES.

SO, YOU KNOW, I JUST WANT TO REITERATE THAT I SUPPORT ACADEMIC FREEDOM AS A PRINCIPLE 100%.

YOU KNOW, IT'S JUST MY CONCERN THAT WE WANT TO MAKE SURE THAT WE HAVE SHARED GOVERNANCE AS A BOARD TO IF WE'RE GOING TO BE CREATING A PRAXIS OF WHAT IS BEING IMPLEMENTED IN ANY CHANGES FROM PRIOR TRADITIONS AND PRACTICES THAT WE HAVE HAD.

AND. AND AGAIN, I'M ALL FOR, YOU KNOW, EQUITABLE, EQUITABLE GRADING AS A MATTER OF, YOU KNOW, ADDITIONAL INSTITUTIONAL SUPPORT AND HAVING ENGAGING NEW CURRICULUM AND INSTRUCTION WITH, YOU KNOW, FRESH IDEAS FOR HOW TO BRING THAT INTO THE CLASSROOM FOR A 21ST CENTURY STUDENT AND PROVIDING MULTIPLE PATHWAYS FOR THAT STUDENT TO BE ABLE TO DEMONSTRATE WHAT THEY LEARNED IN THE CLASSROOM, RATHER THAN JUST SIMPLY LISTEN TO A LECTURE, TAKE A WRITTEN TEST, YOU KNOW, MULTIPLE CHOICE, SO ON AND SO ON.

AND I THINK THAT'S BEEN OUTDATED, OF COURSE, FOR A VERY, VERY LONG TIME.

EVEN WHEN I WENT TO SCHOOL. BUT YOU KNOW, I JUST WANT TO MAKE SURE THAT THIS THE PART OF THE CONVERSATION THAT WE'RE HAVING AND CHANGING, YOU KNOW, SOMETHING SO SUBSTANTIAL AS OUR, YOU KNOW, PEDAGOGICAL PRACTICES IS THAT WE CONTINUE TO HAVE, AS A PART OF THAT HEALTHY DEBATE, RIGOROUS STANDARDS FOR THOSE STUDENTS THAT THEY ARE ABLE TO GO TO UNIVERSITIES, GO INTO THE WORKFORCE AND MAKE SURE THAT NOT ONLY ARE WE LOOKING FOR JUST SIMPLY AN OUTCOME OR EVEN EQUAL OUTCOMES, RIGHT? WE ARE LOOKING FOR THE OUTCOME THAT IS SUCCESSFUL FOR THAT INDIVIDUAL STUDENT AND MAKING SURE THAT WE'RE WE ARE GOING TO THEIR LEVEL, AND WE'RE NOT ARTIFICIALLY PUTTING ANY KIND OF ADVANTAGE OVER ONE PERSON OVER ANY OTHER.

SO, YOU KNOW, I WOULD REALLY LIKE TO SEE A LITTLE MORE INVOLVEMENT, I GUESS, OR AT LEAST SOME, YOU KNOW, PRESENTATION TO THE BOARD SO THAT WE CAN HAVE THAT HEALTHY DISCUSSION BECAUSE, YOU KNOW, IT'S OUR ULTIMATE GOAL AS TRUSTEES AND REPRESENTATIVES OF OUR COMMUNITY TO MAKE SURE THAT OUR COMMUNITY COLLEGE IS SERVING THE STUDENTS THAT LARGELY COME FROM, YOU KNOW, MOST OF OUR AREAS, EXCEPT PICO RIVERA, WHICH IS OUR SECOND MOST BIGGEST PLACE.

RIGHT. LEARNING HOW TO LEAVE A HOME. AND THIS IS SOMETHING THAT MANY OF US TAKE FOR GRANTED BECAUSE WHAT WE KNOW HOW TO DO, LIKE, CLEAN OUR BEDROOMS AND MAKE UP THE BED AND PAY BILLS AND SO ON AND SO FORTH.

IN MANY CASES, SOME OF OUR STUDENT TENANTS ARE UNAWARE OF HOW TO DO THAT ON THEIR OWN.

SO THEY GO THROUGH THIS PROCESS IN WHICH THEY GIVE THEM THE SKILLS TO PUT THEM IN A POSITION IN WHICH HOPEFULLY THEY WON'T FIND THEMSELVES IN THE SAME SITUATION AGAIN.

AND I THINK THAT'S ALSO SOMETHING CLEAR THAT WE NEED TO MAKE CLEAR AS WELL, IN ADVANCE OF, IN ANTICIPATION OF OUR STUDENT HOUSING THAT'S GOING TO BE COMING AND HOW THAT MIGHT BE DIFFERENT.

SO, AS YOU MAY KNOW GOVERNOR SIGNED THE BUDGET ACT OF 2024 ON JUNE 26TH OF THIS YEAR.

THIS BUDGET REFLECTED APPROXIMATELY $300 BILLION OF LESS EXPENDITURES FOR THE FOR THE YEAR COMPARED TO LAST YEAR.

SO THAT'S ROUGHLY A 4.2% DECREASE IN THEIR OVERALL BUDGET.

AND ONE OF THE MAIN ASPECTS OF THIS BUDGET CUT ON THAT WAS REALLY FELT ACROSS ALL STATE AGENCIES.

SO ROUGHLY EVERY STATE AGENCY WAS TAKING ROUGHLY ABOUT A 8% REDUCTION ACROSS THE BOARD.

AND PART OF THAT $300 BILLION OF, OF DECREASED EXPENDITURES, A LOT OF THAT WAS THOSE BUDGET GAPS WERE BEING ELIMINATED THROUGH WHAT THE STATE WAS, WAS DOING WAS ELIMINATING THOUSANDS OF VACANT POSITIONS ACROSS DIFFERENT DEPARTMENTS ON THAT. AND SO IN ADDITION TO TRYING TO FILL BUDGET GAPS, THE STATE ALSO CUT ROUGHLY $1.1 BILLION OF VARIOUS AFFORDABLE HOUSING PROGRAMS. LUCKILY, THEY DIDN'T DID NOT CUT STUDENT HOUSING FOR COMMUNITY COLLEGES.

THAT WAS INCLUDED, WHICH I HAVE A SLIDE LATER ON ABOUT ROUGHLY ABOUT 750 MILLION OF HEALTH CARE WORKFORCE PROGRAMS WAS CUT, AND THEY ALSO ELIMINATED THE ENTIRE $500 MILLION PROGRAM FOR STUDENT HOUSING REVOLVING LOAN PROGRAM.

AND THEN THEY ALSO PROVIDED SOME WHAT THEY CALL BRIDGE FUNDING, WHICH WAS THAT REVOLVING LOAN PROGRAMS. SINCE NO DISTRICT PARTICIPATED IN THAT PART OF THAT BUDGET CUT BUDGET TO FILL THOSE BUDGET GAPS WAS TO ELIMINATE THAT ENTIRE PROGRAM. THE BUDGET ALSO INCLUDED A 1.07 COST OF LIVING ADJUSTMENT.

ONLY THE CERTAIN CERTAIN ONES. SO WE KNEW YOU PROBABLY HEARD ME SAY THIS SEVERAL TIMES DURING THE YEAR THAT WE WERE ANTICIPATING SOME PROGRAMS BEING CUT, RIGHT? OR AT LEAST GIVEN BACK. SO ULTIMATELY IT WAS REALLY DOWN TO TWO PROGRAMS ON THAT.

WE HAD ROUGHLY LIKE A LIST OF HALF A DOZEN OF THEM THAT WE'RE TRACKING THAT POTENTIALLY COULD BE ON THAT.

SO WHAT TWO THINGS HAPPEN HERE. ONE, THE STATE EXPANDED NURSING PROGRAM CAPACITY.

AND THAT WAS DONE THROUGH FUNDING THROUGH A STRONG WORKFORCE PROGRAM.

SO SINCE THERE WAS EXCESS MONEY AND STRONG WORKFORCE, THEY ACTUALLY TOOK AWAY AND REALLOCATED OR UTILIZED SOME OF THAT EARMARKED MONIES TO HELP EXPAND NURSING PROGRAMS. SOME OF THE TAKEAWAYS THAT THEY DID WAS ANY UNSPENT MONIES RELATED TO THE YEAR 2020 ALLOCATION FOR STRONG WORKFORCE AND YOUR ALLOCATION.

IF YOU HAD ANY UNSPENT DOLLARS FROM YOUR 2022 ALLOCATION FOR STUDENT SUCCESS COMPLETION GRANT, THOSE MONIES WERE ALSO REQUIRED TO BE GIVEN BACK TO THE STATE ON THAT.

AND SO THERE'S TWO SETS OF DEFERRALS. ONE IMPACTED THE 23, 24 YEAR, AND THEN ONE IS GOING TO IMPACT THIS CURRENT YEAR, LATER IN THE YEAR IN THE 2425. SO GIVEN OUR RESERVES AMOUNTS AND CASH FLOW THAT WE MONITOR,

AND WHAT WE'RE CURRENTLY FUNDED IS A PRETTY LARGE GAP.

IT'S OVER $20 MILLION. SO WHAT IT'S GOING TO DO IS IT'S GOING TO BRING THAT FLOOR UP TO WHERE OUR CURRENT LEVEL IS AND HOLD US THERE.

THAT'S THE GOOD NEWS. THE BAD NEWS ABOUT THIS NEW PROCESS WITH THE STATE'S DOING IS PAST PRACTICE.

THE FLOOR WAS ALWAYS ADJUSTED BY COLAS EVERY YEAR, SO THAT FLOOR WAS ADJUSTED ANNUALLY.

THIS NEW FLOOR DOES NOT HAVE ANY COLA ADJUSTMENT.

SO IT'S A FIXED AMOUNT. SO WHATEVER OUR FUNDING IS FOR THIS YEAR THAT IS GOING TO BE OUR MINIMUM FUNDING.

IT WILL NOT CHANGE. AND SO THAT WILL UNFORTUNATELY DOESN'T GO UP.

IT JUST BE A FIXED AMOUNT. AND THE ONLY WAY TO CHANGE THAT IS THROUGH LEGISLATION OR THROUGH THE BUDGET ACT ON THAT.

SO THAT'S SOMETHING DIFFERENT THAT WE'LL HAVE TO NAVIGATE IN THE FUTURE IF WE RUN INTO THOSE SITUATIONS WHERE WE HAVE TO UTILIZE HOLD HARMLESS OR THE FLAW WHICH IN PAST PRACTICE, THE LAST HANDFUL OF YEARS, WE HAVE NOT YET HAD TO USE THAT MECHANISM.

BUT UNFORTUNATELY THAT NUMBER IS LESS THAN THE AMOUNT THAT WE GOT LAST YEAR.

SO WE'RE ACTUALLY GETTING A DECREASE IN REVENUE THIS YEAR.

AND I'LL KIND OF GO I HAVE A SLIDE THAT KIND OF ILLUSTRATES THAT A LITTLE BIT MORE, BECAUSE WE'RE NOT GETTING ANY ADDITIONAL NEW MONEY THIS YEAR.

WE ALSO ARE NOT APPROVING ANY RESOURCE ALLOCATION ITEMS THIS ROUND.

SO NO ADDITIONAL IMPACT TO THE GENERAL FUND. SO WE'RE NOT INCREASING THE OVERALL EXPENDITURES OF GENERAL FUND BECAUSE WE'RE NOT RECEIVING ANY NEW MONEY THIS YEAR.

ANY NEW MONEY GREATER THAN WHAT WE RECEIVED LAST YEAR.

ALSO EMBEDDED IN THE BUDGET IS 51 VACANCIES, WHICH TOTAL ROUGHLY ABOUT $6.4 MILLION OF COST SAVINGS ON THAT.

AND YOU CAN SEE THE BREAKDOWN OF THE DIFFERENT GROUPS THOSE ARE ASSOCIATED WITH ON THAT.

AND THAT NUMBER 51 IS GOING TO CHANGE SLIGHTLY BECAUSE WE DO HAVE POSITIONS CURRENTLY IN THE QUEUE THAT WERE ALREADY PRE-APPROVED ON THAT.

SO THIS WILL FLUCTUATE, GIVE OR TAKE ABOUT A HALF A DOZEN, BUT NOT TOO MANY BEYOND THAT.

THE PRIMARY REASON THIS HAS BEEN DECREASING BECAUSE IF YOU RECALL, WE PARTICIPATED IN THE EMERGENCY CONDITIONS ALLOWANCE A NUMBER OF YEARS AGO.

AND WHAT THAT EMERGENCY CONDITIONS ALLOWANCE ALLOWED US TO DO WAS TO FREEZE, IN A SENSE, OUR FTES.

AND WE WERE FUNDED AT THAT LEVEL. WE WERE FUNDED AT OUR LEVEL DURING THE 2019, 2020 LEVEL.

AT THAT YEAR, WE GENERATED 17,362 FTES. SO THAT WAS OUR FUNDING BASE.

NO MATTER WHAT, EVEN THOUGH WE DIPPED DURING COVID, WE WERE PROTECTED AT THAT LEVEL.

SO THAT BASICALLY OVER THE LAST SEVERAL YEARS, WE WERE BASICALLY GETTING FUNDED MORE FTES THAN WHAT WE ACTUALLY HAD.

AND WE DID THAT STRATEGICALLY BECAUSE WE WANTED TO SAFEGUARD ALL THE PROGRAMS AND SERVICES ON CAMPUS, BECAUSE THEN IF WE ACTUALLY DID NOT PARTICIPATE, THAT WE WOULD HAVE TO MAKE SOME HEAVY REDUCTIONS TO OUR BUDGET.

SO WE DIDN'T WANT TO DO THAT. BUT ECA WAS ONLY SHORT TERM, RIGHT? SO BEGINNING IN 2324 WAS THAT WAS THE FIRST YEAR WHERE WE NO LONGER PARTICIPATED IN THE THREE YEAR OF ECA. SO THE 2324 WAS THE FIRST YEAR THAT PARTICULAR YEAR WAS NOW BEING UTILIZED AS OUR THREE YEAR ROLLING AVERAGE.

AND SO WHEN YOU TAKE AWAY A A FTES YEAR OF THAT HAD 17, THREE, 62 AND YOU REPLACE IT WITH A MUCH LOWER NUMBER, THAT OBVIOUSLY DROVE DOWN OUR THREE YEAR ROLLING AVERAGE.

BUT FROM A ENROLLMENT STANDPOINT, WE'RE MOVING IN THE RIGHT DIRECTION. SO WE DO BELIEVE WE'RE GOING TO GET OUT OF THIS AND START CLIMBING AND INCREASING REVENUES IN THE NEAR FUTURE. SO SO ONE OF THE THINGS THAT WE CAN DO TO KIND OF HELP THIS BECAUSE REALLY, WHAT GETS THE QUICKEST WAY TO GET OUT OF THIS PROBLEM IS GROW ENROLLMENT. COUNSELING HAS DONE A FANTASTIC JOB OVER THE LAST YEAR OF IMPLEMENTING PROCESSES TO ENSURE THAT ALL INCOMING STUDENTS HAVE A COMPREHENSIVE PLAN BY ENSURING THAT WE CONTINUE TO DO THAT, CONTINUING OUR RECRUITMENT AND RETENTION EFFORTS, WHICH I SAY ALL THESE ARE ALL TIED INTO OUR STUDENTS FIRST FRAMEWORK.

SO AS LONG AS WE'RE PUSHING THAT INITIATIVE ON THAT, AND THE VP'S AND I OR US HAVE BEEN WORKING ON OUR GOALS ALL DRIVEN OFF OF WHAT DRIVES THE NEEDLE FORWARD WITH THE STUDENTS FIRST FRAMEWORK.

SO AS LONG AS WE CONTINUE TO PUSH THE NEEDLE FORWARD ON THE STUDENTS FIRST FRAMEWORK, WE'RE GOING TO BE SUCCESSFUL OF BEING ABLE TO GET OUT OF THAT AND HELP GROW ENROLLMENT AND GET US UP AND OUT AND GROWING INTO OUR BUDGET A LITTLE BIT MORE.

WHO ARE OUR TARGETS NOW BECAUSE WE'VE TALKED ABOUT ADULT ED AND DUAL ENROLLMENT, GETTING THEM TO TAKE MORE AND GETTING STUDENTS TO TAKE MORE CLASSES.

IS THERE ANYTHING CHANGED BASED ON OUR NUMBERS OR WHAT ARE WHAT'S KIND OF OUR TARGET? THERE ARE SOME ONGOING CONVERSATIONS, BUT AND THIS IS MOSTLY MY OPINION I HAVE SHARED WITH SOME, BUT IT'S NOT IN EXECUTION FULLY YET. SO IT WILL REQUIRE SOME CONVERSATION WITH DIFFERENT GROUPS.

BUT WHAT I SEE, AND THIS IS BASED ON GRADUATION TRENDS, IS BASED ON THE CLOSURE OF ELEMENTARY SCHOOLS IN RURAL AREAS AND SO ON AND SO FORTH, IS DIVIDING OUR ENROLLMENT AND AND RETENTION PROCESS INTO DIFFERENT ASPECTS, AN EXTERNAL AND AN INTERNAL ASPECT.

SO THE INTERNAL ASPECT, WHEN WE TRACK THE STUDENTS FROM FALL TO FALL, WE HAVE A SIGNIFICANT LOSS FROM STUDENTS TO BEGIN THE FALL THAT THEY DON'T COME FALL NEXT YEAR. IT'S A LOT LESS EXPENSIVE TO RETAIN THOSE STUDENTS.

A LOT LESS A LOT MORE MEANINGFUL TO RETAIN THEM AND HELP THEM CONTINUE.

AND EASIER TO WORK WITH SOMEONE THAT WE ALREADY KNOW THAN GO AND GET SOMEONE NEW.

SO ACCORDING TO MY VERY POOR CALCULATIONS, I DIDN'T REALLY DOUBLE CHECK THIS TOO MANY TIMES.

IF WE WERE ABLE TO RETAIN ROUGHLY 10% OF OUR STUDENTS, THE STUDENTS THAT WE LOSE FROM FALL TO FALL, WE WOULDN'T NECESSARILY HAVE ANY ENROLLMENT ISSUES.

THE OUTSIDE ENROLLMENT, THE POPULATION IS LIMITED BASED ON GRADUATION RATES, THE NUMBER OF STUDENTS THAT ARE COMING OUT.

SO IN ORDER FOR US TO MEANINGFULLY INCREASE ENROLLMENT, IT IS NECESSARY TO DO TWO THINGS.

THE FIRST ONE IS INCREASE THE NUMBER OF DUAL ENROLLMENT STUDENTS WE GET AN INCREASE IMPACT THAT ONE, WE GET STUDENTS WHO ARE VERY UNLIKELY TO COME TO CERRITOS COLLEGE.

SO WHEN WE OFFER DUAL ENROLLMENT IN HIGH SCHOOLS THAT ARE TRADITIONALLY ALL A FOUR YEAR TRANSFER OR FOR THE MOST PART, FOUR YEAR TRANSFER, WE CAPTURE THE STUDENTS THAT HISTORICALLY HAVE NOT COME TO CERRITOS COLLEGE.

TWO STUDENTS WHO WERE NOT CONSIDERED IN COLLEGE STATISTICALLY BECOME MORE LIKELY TO COME TO COLLEGE ONCE THEY HAVE SUCCESSFULLY COMPLETED DUAL ENROLLMENT.

AND THE LAST PART OF OUR EXTERNAL OUTREACH SHOULD BE FOCUSED ON THE TRADITIONAL BRANDING AND SCHOOL RELATIONS AND GOING TO THE HIGH SCHOOLS AND SO ON. BUT IN MY OPINION, WE NEED TO INVEST A LOT OF OUR RESOURCES ON INTERNAL CAMPAIGN.

THEY KEEP ALL THE STUDENTS AND HELP THEM COMPLETE BECAUSE THIS IS ESSENTIALLY A WIN WIN.

THEY GET TO STAY, THEY GET TO MAKE PROGRESS, AND WE GET TO INCREASE OUR ENROLLMENT IN A MUCH EFFECTIVE WAY.

I MEAN, AGAIN, LIKE TO BE A CERRITOS COMPLETE STUDENT, YOU HAVE TO GO THROUGH A WHOLE BUNCH OF DIFFERENT STEPS, RIGHT? AND YOU HAVE TO HAVE ALL THE PAPERWORK. YOU HAVE TO MEET ALL THESE CLASSES, TAKE MATH AND ENGLISH, DO YOUR ACCOUNTING CLASS. YET THEY'RE STILL DROPPING.

YOU KNOW, THEY'RE STILL DROPPING FROM THE FIRST YEAR TO THE SECOND YEAR.

SO IF WE'RE ABLE TO RETAIN AN ADDITIONAL TEN, WHICH ISN'T NECESSARILY A HUGE ASK WE SHOULD SEE A SIGNIFICANT ENROLLMENT INCREASE ON ENROLLMENT. AND I THINK ONE OF THOSE PIECES HAS TO BE INTENTIONALITY.

I THINK AT THE MOMENT, A LOT OF OUR ENROLLMENT GROWTH HAS BEEN FOCUSED ON THE OUTSIDE, AND THAT HAS AN EXPIRATION DATE BECAUSE WE CAN ONLY GET WHAT WE CAN GET ON GRADUATION.

WE ALSO NEED TO START SERIOUSLY LOOKING AT RESKILLING THE WORKFORCE AND OLDER ADULTS.

I DON'T THINK IT'S A SECRET FOR ANYONE. THE BIRTH RATES HAVE DECREASED SIGNIFICANTLY.

I THINK THEY ARE LESS THAN 50% OF AND WHAT THEY USED TO BE IN THE PEAK IN THE 1950S.

I THINK IN THE 1950S, WE WERE TALKING ABOUT 120 OR 25 FOR EVERY 1000.

AND I THINK WE'RE LESS THAN 50 FOR EVERY 1000.

SO SO THEY'RE NOT GOING TO BE THE SAME NUMBER OF STUDENTS GRADUATING TO OCCUPIED OUR CLASSROOMS. SO SO WE DEFINITELY NEED TO CHANGE THE STRATEGY.

AND AS I SAID, MY PERSONAL OPINION AND I HAVE SHARED WITH A FEW, BUT IT'S NOT EXECUTED YET, IS DIVIDE BETWEEN INTERNAL RECRUITING AND RETENTION.

AND AN EXTERNAL AND EXTERNAL HAS TO BE BASED ON DUAL ENROLLMENT, TRADITIONAL RETENTION AND ADULT POPULATION.

I THINK THE ADULT POPULATION IS VERY INTERESTING AND INTRIGUING. I KNOW VERY LITTLE ABOUT THAT TOO.

BUT I DO THINK I KNOW WHEN WE COME TO LIKE NATIONAL AND STATE CONFERENCES, THERE'S A LOT OF OTHER COMMUNITY COLLEGES WHO REALLY SUCCESSFULLY KIND OF HONED IN TO THAT ADULT POPULATION, RIGHT? RETRAINING UP, YOU KNOW, UP, UPSCALING.

SO I THINK WE CAN BE, CAN AND SHOULD BE MORE INTENTIONAL ABOUT HOW WE DO THAT OUTREACH, WHICH WILL REQUIRE SOME CHANGES ON, ON, ON HOW WE BUILD OUR INTERNAL INFRASTRUCTURE, THE SCHEDULES PROGRAMS AND CONNECTION TO THE WORKFORCE.

AND AS PART OF THEIR KEYNOTE, THEY WILL BE TAKING FOUR ARTISTS FROM FOUR DIFFERENT COUNTRIES AND THEN DOING AN ACTIVITY TO REPRESENT EACH ONE OF THE REPRESENTATIVE CULTURES OF THOSE PARTICULAR ARTISTS. SO WE ARE DOING MORE TO ENHANCE AND DIVERSIFY.

WE ARE TRYING TO BE CREATIVE IN WORKING WITH OUR COLLEGE PARTNERS ACROSS CAMPUS, AND OBVIOUSLY WE CELEBRATE WITH FOOD, BUT WE ARE ALSO LOOKING AT WORKING MORE IN ALIGNMENT AS WELL WITH OUR OUR KCTCS FOLKS, IN PARTICULAR, LYDIA ALVAREZ, TO ALSO ASSIST WITH CULTURALLY RESPONSIVE PEDAGOGY.

ELECTION OF THE 2022 ELECTION OBLIGATION BOND SERIES 2024A AND ACTIONS RELATED THERETO.

YEAH. SO ACTUALLY THERE'S TWO RESOLUTIONS, THE ONE THAT YOU JUST MENTIONED BEFORE, AND I'LL SPEAK A LITTLE BIT ON THE ITEM FIVE.

THE ONE BELOW IT. ON THAT RESOLUTION. SO THE VERY FIRST ONE IS A RESOLUTION AUTHORIZING THE ISSUANCE OF NEW MONEY OFF OF OUR 2022 MEASURE CC, THAT AUTHORIZES US TO ISSUE A MAXIMUM AMOUNT OF $100 MILLION ON THAT, AND THAT WILL BE UTILIZED TO FUND CURRENT PROJECTS THAT WE'RE CURRENTLY MOVING ON RIGHT NOW. SO THAT WILL GET US TO SPEND THROUGH OUR STADIUM PROJECT, OUR CHILD DEVELOPMENT EXPANSION PROJECT, AND OUR CAMPUS POLICE. CURRENTLY, WE'VE PROBABLY SPENT WE'VE ALREADY BEEN SPENDING ON THOSE PROGRAMS. SO WE'RE RUNNING ABOUT A -$12 MILLION ROUGHLY IN THAT FUND FOR THAT, BECAUSE WE DO ANTICIPATE ISSUING THESE DOLLARS.

SO THE FIRST RESOLUTION WOULD AUTHORIZE THE ISSUANCE OF NEW MONEY ON THE MEASURE.

CC THE NEXT RESOLUTION IS AUTHORIZING A MAXIMUM AGGREGATE OF 138,200,000 OF REFUNDING BONDS. SO WHAT THAT MEANS IS WE'RE GOING TO BE REFUNDING CURRENT BONDS THAT WE'VE ALREADY ISSUED TO MAXIMIZE TAXPAYER SAVINGS ON THAT. SO WE'RE IN THE PRELIMINARY STAGES ON THAT.

BUT WE RAN SOME PRELIMINARY NUMBERS THAT WE'RE LOOKING TO POTENTIALLY SAVE ROUGHLY ANYWHERE BETWEEN 12 AND $14 MILLION TO THE TAXPAYER BY US

REFINANCING THESE BONDS ON THAT. SO COMBINED, WE'LL BE DOING THESE TWO RESOLUTIONS AT THE SAME TIME, REFUNDING ALONG WITH THE NEW MONEY MOVING FORWARD.

SO WE'LL BE PROVIDING SOME ADDITIONAL INFORMATION TO THE BOARD ONCE WE START GETTING DETAILS ON THAT, START FIRMING UP THE ACTUAL DATES AND TIMES THAT WE'RE GOING TO BE ISSUING THESE DOLLARS.

WE'VE BEEN WORKING WITH THE I HAVE PART OF THE FINANCE TEAM HERE, BOTH RBC AND RAMIREZ GROUP, OUR UNDERWRITING TEAM IS HERE TO HELP ANSWER ANY QUESTIONS ON IT, BUT THIS IS REALLY JUST AUTHORIZING US TO PROCEED ON THAT.
