MY NAME IS CHRISTINE SONIA SANCHEZ, AND I'M THE FIRST VICE PRESIDENT OF CSIA IN ORLANDO'S ABSENCE.

SO I WANT TO START OFF BY SAYING THANK YOU AND CONGRATULATIONS TO EVELYN EDMUND CLARK AND COUNSELING, WHO IS CELEBRATING HER RETIREMENT AFTER 20 YEARS OF SERVICE TO THE COLLEGE. SO WE WANTED TO ACKNOWLEDGE YOU ON THAT GREAT MILESTONE.

WE ALSO WANT TO SAY THANK YOU TO DOCTOR FIERRO AND DOCTOR MIXON FOR THEIR SUPPORT OF OUR EVENTS DURING CLASSIFIED SCHOOL EMPLOYEES WEEK, WHICH WAS HELD DURING THE THIRD WEEK OF MAY. DURING THAT WEEK, WE ALSO HAD CLASSIFIED AWARDS CEREMONY WHERE WE ACKNOWLEDGED AND HONORED 14 EMPLOYEES WHO HAVE DEDICATED 25 YEARS OF SERVICE TO THE COLLEGE AND ONE EMPLOYEE WHO HAS BEEN HERE FOR 35 YEARS.

DURING THIS AWARD CEREMONY, WE ALSO HONORED SAMUEL CHAVEZ, OUR WEB TECHNICIAN WHO WON OUTSTANDING EMPLOYEE OF THE YEAR.

HE HAS WON EMPLOYEE OF THE MONTH AWARD THREE TIMES DURING HIS TIME HERE AT CERRITOS, AND IT WAS HIS SECOND TIME WINNING EMPLOYEE OF THE YEAR AWARD.

SO IT WAS AN AMAZING FEAT FOR HIM TO HIT THOSE MILESTONES AS WELL.

HE'S SETTING RECORDS THAT WILL BE HARD TO BEAT FOR OTHER FOLKS.

SO WE JUST WANT TO ALSO ACKNOWLEDGE THAT OUR CLASSIFIED EMPLOYEES ARE INTEGRAL PART OF THIS COLLEGE, AND OUR CLASSIFIED EMPLOYEES ARE THE BACKBONE OF MAKING THE COLLEGE ITS PROGRAMS AND THE REPUTATION AS SUCCESSFUL AS IT IS.

AND WE REALLY COULDN'T DO IT WITHOUT ALL THE DEMONSTRATION OF THIS HARD WORK THAT WE'VE HIGHLIGHTED TONIGHT.

THE OUTSTANDING CLASSIFIED CONFIDENTIAL EMPLOYEE SELECTION COMMITTEE NAMED JAMAL INGRAM ATHLETIC ELIGIBILITY SPECIALIST KINESIOLOGY DEPARTMENT AS THE RECIPIENT OF THE OUTSTANDING CLASSIFIED CONFIDENTIAL EMPLOYEE OF THE MONTH AWARD FOR APRIL 2024.

ALL RIGHT. SO JAMAL BEGAN HIS CAREER AT CERRITOS COLLEGE IN 2019 AS AN ATHLETIC ELIGIBILITY SPECIALIST WITHIN THE KINESIOLOGY DEPARTMENT.

HIS DEDICATION TO SERVICE EXCELLENCE IS EVIDENT AT HIS CONSISTENTLY KEEPS TEAMS AND STUDENTS WELL INFORMED, AND IS ALWAYS WILLING TO LEND A HELPING HAND.

HE QUICKLY BECAME FOUNDATIONAL TO THE SUCCESS OF THE ATHLETIC DEPARTMENT, ASSISTING IN MAJOR EVENTS AND PROVIDING SUPPORT FOR THE STUDENTS DURING THEIR ONBOARDING AND TRANSFER.

WE APPRECIATE YOU.

JUST TO GIVE YOU A LITTLE BIT OF CONTEXT, THERE IS A VERY LONG LIST OF ITEMS THAT ATHLETES NEED TO BE ABLE TO MEET IN ORDER WANT TO STAY COMPLIANT WITH THEIR THE SPORT.

TWO, THAT THEY CAN ACTUALLY CONTINUE TO PLAY, AND THREE, THAT THEY CAN TRANSFER IT ON TIME.

AND THEY DON'T UNDERSTAND THE FULL CONCEPT THERE, BUT THEY DON'T GET RICHER OR THAT THEY LOSE A YEAR OF THEIR ELIGIBILITY DURING THIS TRANSFER.

AND TO KEEP ALL THAT.

JAMAL HAS BEEN DOING AN EXCELLENT WORK, AND THAT IS A BIG REASON AS TO WHY OR ATHLETICS DEPARTMENT HAS SUCH A HUGE TRANSFER RATE AND COMPLETION RATES. BECAUSE WE HAVE PEOPLE LIKE JAMAAL MAKING SURE THE OTHER STUDENTS STAY ON TRACK.

AND ON BEHALF OF THE CERRITOS COLLEGE BOARD OF TRUSTEES AND THE ENTIRE CAMPUS COMMUNITY, I WANT TO RECOGNIZE YOU FOR YOUR YEAR OF SERVICE AS A STUDENT TRUSTEE FOR YOUR WORK CONNECTING ACC WITH THE BOARD WITH ME TO GIVE US A BETTER PERSPECTIVE ON HOW WE NEED TO IMPLEMENT DIFFERENT CHANGES ON CAMPUS AND SOME OF THE NEEDS OF OUR STUDENTS.

I KNOW JACKIE PRIOR TO HER BECOMING STUDENT TRUSTEE, AND SHE HAS BEEN ALWAYS A TRUE PROFESSIONAL, A VERY STYLISH LADY, AND A GREAT SPEAKER.

ONE OF THE BEST MEMORIES I HAVE OF JACKIE IS OUR FIRST TIME, WHICH, WHICH WELL, I'LL FINISH THE STORY.

OUR FIRST TIME THAT WE WENT TO DO ADVOCACY IN SACRAMENTO, SHE WAS LIKE, JUST PREPARE LIKE YOU WOULDN'T BELIEVE.

AND WE WERE AT THE HEARING SENATE BUDGET COMMITTEE HEARING, AND WE HAD PROBABLY HALF OF THE ROOM FULL OF OUR CAMPUS STUDENTS AND DIFFERENT EMPLOYEES.

AND IT WAS ABOUT HOUSING.

AND I REMEMBER BRANDON AND AND JACKIE WERE PERHAPS OUR TWO BEST SPEAKERS, TO THE POINT THAT THE PERSON CHAIRING THE COMMITTEE WHEN I PASSED TO SPEAK, THEY JUST BASICALLY CUT ME OFF BECAUSE WE HAD SAID EVERYTHING THAT WE NEEDED TO SAY.

AND WHAT OTHER STUDENTS SAID AT THAT TIME WAS, WE HAVE ALREADY.

I DON'T REMEMBER HOW WE CAME UP WITH THAT, BUT FROM THAT POINT ON, EVERY SINGLE SPEAKER IN THE ROOM WAS REPEATING THE SAME CLOSING REMARKS THAT OTHER STUDENTS SAID DURING THEIR COMMENTS.

AND THAT THAT WAS A GREAT TIME.

IT WAS A GOOD OPPORTUNITY TO GET TO KNOW JACKIE.

AND LATER ON TODAY, YOU WILL LEARN THAT OUR EFFORTS ARE PAYING OFF BECAUSE WE HAVE THE DRAFT LANGUAGE FOR THE STUDENT HOUSING BILL AND HOW THE DOLLARS ARE GOING TO BE DISPERSED TO OUR INSTITUTIONS.

SO IT'S BEEN A LONG TIME IN THE MAKING, AND YOU HAD A BIG PART OF IT.

I'M EXCITED TO GIVE YOU A LEGISLATIVE UPDATE TODAY.

AND SO WHAT I'M GOING TO DO IS I'LL BE GOING OVER A FEW BILL TRACKING ITEMS AT THE STATE LEVEL.

WE'LL TALK A LITTLE BIT ABOUT SOME POTENTIAL BOND MEASURES FOR THE NOVEMBER BALLOT AND AN UPDATE ON OUR STUDENT HOUSING.

BUT I WANTED TO START REALLY JUST KIND OF FRAMING THE GOVERNMENT RELATIONS ROLE HERE AT THE COLLEGE AND EXTEND MY APPRECIATION TO THE BOARD OF TRUSTEES AND ALSO TO OUR EMPLOYEES AND OUR STUDENTS, BASICALLY, OUR WHOLE TEAM HERE AT THE COLLEGE WHO REALLY COME TOGETHER TO WORK WITH OUR ELECTED OFFICIALS.

SO IN DOING THIS WORK IN THE PAST YEAR, IT REALLY I'VE LEARNED HOW MUCH OF A TEAM EFFORT IT IS TO WORK WITH OUR ELECTED OFFICIALS TO BE OUT THERE SUPPORTING OUR STUDENTS IN THE COMMUNITY.

IT'S BEEN A LOT OF FUN. I PUT A COUPLE PHOTOS OF SOME EVENTS THAT WE'VE HAD ON CAMPUS HERE, WHERE WE'VE HAD OUR ELECTED OFFICIALS COME VISIT.

SO I GREATLY APPRECIATE THAT.

SO I'LL START WITH A QUICK FEDERAL UPDATE.

AS MOST OF YOU KNOW, AS WE DID RECEIVE $2 MILLION IN THE 2024 FEDERAL FUNDING YEAR FOR TWO COMMUNITY FUNDING REQUESTS, ONE FOR THE COMMUNITY, THE CHILD DEVELOPMENT CENTER BUILDING, AND WE RECEIVE 1 MILLION FOR THAT FROM REPRESENTATIVE LINDA SANCHEZ AND 1 MILLION FROM FOR OUR STUDENT VETERAN EMPLOYMENT BY CONGRESSWOMAN MICHELLE STEEL.

I REALLY WANT TO THANK DEBORAH WARD AND AND DOCTOR LOUIS AMADOR FOR THEIR WORK ON BOTH OF THESE AND BOTH OF THESE INITIATIVES THAT WE'VE ALREADY BEGUN WORK ON IMPLEMENTING.

AS FAR AS THE 2025 CYCLE, WE JUST RECENTLY, I THINK IN THE LAST MONTH, WE APPLIED FOR TWO ADDITIONAL FEDERAL COMMUNITY FUNDING REQUESTS AND THE THE TOTAL AMOUNT THAT WE'RE REQUESTING.

AND IT'S VERY EARLY, SO IT'S LIKELY TO CHANGE, BUT IT'S SOMEWHERE AROUND $1.6 MILLION.

AND THESE INITIATIVES ARE RELATED TO OUR CORPORATE TRAINING CENTER.

AND THAT WE WERE ABLE TO PUT TOGETHER THAT PROPOSAL WORKING WITH BELLE GOMEZ.

AND THAT PROPOSAL IS CENTERED REALLY ON ADVANCED MANUFACTURING.

SO WORKING WITH BUSINESSES IN THE COMMUNITY.

I LEARNED SOMETHING NEW WITH THIS.

ALSO, WE WORK WITH, I THINK, OVER TWO DOZEN DIFFERENT BUSINESSES IN THE AREA TO DO CUSTOMIZED TRAINING FOR ADVANCED MANUFACTURING.

SO THIS PROPOSAL IS TO REALLY KIND OF HELP GROW, GROW OUR PROGRAM IN THAT REGARD.

THE SECOND REQUEST IS RELATED TO TRAINING FOR FIRST RESPONDERS AS IT RELATES TO ZERO EMISSION VEHICLES.

SO THIS PROPOSAL AND WORKING WITH JANET MALLIG AND AT ANOTHER THING THAT I LEARNED IS THAT THERE IS A DIRE NEED ACROSS THE STATE, ACTUALLY, AND AND ACROSS THE NATION FOR TRAINING ON HOW TO HANDLE ELECTRIC VEHICLES, HYDROGEN VEHICLES IN FIRST RESPONDER SITUATIONS.

SO THOSE ARE THE TWO PROPOSALS THAT WE SUBMITTED THIS YEAR, BOTH TO REPRESENTATIVE STEELE AND REPRESENTATIVE SANCHEZ.

JUST WANTED TO GIVE A VERY QUICK UPDATE.

THERE'S NOT A WHOLE LOT TO PROVIDE AN UPDATE ON, BUT REGARDING DACA.

SO ON MAY 3RD, THE FEDERAL GOVERNMENT MADE A DACA RECIPIENTS ELIGIBLE TO PURCHASE HEALTH CARE COVERAGE ON THE STATE RUN HEALTH CARE MARKETPLACES UNDER THE AFFORDABLE CARE ACT. SO THAT'S GOING TO BE EFFECTIVE IN NOVEMBER OF THIS YEAR.

THERE HASN'T BEEN ANY CHANGES WITH REGARD TO DACA APPLICATIONS.

THEY CONTINUE TO BE BLOCKED DUE TO COURT ORDER.

BUT THE INDIVIDUALS WHO DO HAVE DACA STATUS, THEY CAN STILL CONTINUE TO APPLY FOR RENEWAL FOR THEIR FOR THEIR DACA.

AND WE DO HAVE RESOURCES THROUGH THE EQUITY CENTER TO HELP STUDENTS IN THAT REGARD.

MOVING ON TO SOME STATE UPDATES.

THAT'S THE NURSING BACCALAUREATE PILOT BILL, AND THAT IS PROPOSING A PILOT PROGRAM FOR 15 COLLEGES TO OFFER BACCALAUREATE COMMUNITY COLLEGES TO OFFER A BACCALAUREATE IN NURSING.

AND I'M VERY PROUD THAT WE ARE A CO-SPONSOR OF THAT BILL, WHICH INVOLVES A LOT OF ADVOCACY.

ANOTHER BILL WHICH WAS ALREADY SIGNED INTO LAW BUT I WANTED TO HIGHLIGHT IT WAS ASSEMBLY BILL 1887.

CERVANTES AND THIS WAS RELATED TO THE DELAYS THAT WERE HAPPENING WITH THE FAFSA APPLICATION.

WHAT THIS BILL DID WAS, WHEN SIGNED INTO LAW, IT EXTENDED THE FAFSA DEADLINE BY ABOUT A MONTH TO HELP STUDENTS WHO WERE HAVING DIFFICULTIES WITH THE FAFSA APPLICATION, PARTICULARLY FOR MIXED STATUS STUDENTS.

SO PARENTS WHO MAY HAVE HAD MIXED IMMIGRATION STATUS, THEY WERE HAVING A LOT OF DIFFICULTIES WITH THE FAFSA.

TWO MORE BILLS THAT WE'RE SUPPORTING IS ASSEMBLY BILL 1885, AND THIS IS RELATED TO OUR SACHSE OFFICE OR DSPS. THIS IS FOR STUDENTS WHO ARE CONSIDERED FULL TIME STUDENTS AS PART OF THEIR ACADEMIC ACCOMMODATION PLAN.

THEY. WITH THIS BILL, THEY WOULD BE ELIGIBLE FOR THE GRANT OF $1,298 PER SEMESTER, PROVIDED THEY MEET THE CRITERIA FOR THE STUDENT SUCCESS COMPLETION GRANT PROGRAM, SO THAT DOLLAR AMOUNT IS THE SAME DOLLAR AMOUNT THAT NON SAAS STUDENTS WOULD BE ELIGIBLE FOR IF THEY WERE A FULL TIME STUDENT WITH 12 UNITS.

THIS BILL WOULD AUTHORIZE THE COMMUNITY COLLEGE SYSTEM TO FOR THE TO USE A SELECTION PROCESS KNOWN AS MULTICRITERIA SCREENING BY ADMITTING APPLICANTS INTO IMPACTED ALLIED HEALTH PROGRAMS WHEN THE NUMBER OF APPLICANTS TO THAT PROGRAM EXCEEDS ITS CAPACITY.

SO ESSENTIALLY, WE'RE ALREADY DOING SOMETHING VERY SIMILAR TO THIS AT CERRITOS COLLEGE.

WE HAVE A DIFFERENT APPLICATION TOOL FOR IMPACTED PROGRAMS LIKE PHYSICAL THERAPIST, ASSISTANT, DENTAL HYGIENE, AND OF COURSE, NURSING.

BUT THAT ONE'S A LITTLE BIT DIFFERENT.

BUT ESSENTIALLY WHAT THIS BILL WOULD DO WOULD ENABLE COMMUNITY COLLEGES ACROSS THE STATE TO ADOPT A MULTI-CRITERIA TOOL SO THEY WOULDN'T FOCUS SOLELY ON GPA FOR ADMISSION INTO A PROGRAM.

THEY LOOK AT A NUMBER OF FACTORS TO TO ENSURE EQUITABLE PLACEMENT IN THAT PROGRAM.

BILLS WERE OPPOSING.

SO WE'RE OPPOSING TWO BILLS.

AND I JUST WANTED TO POINT OUT THAT WE REALLY TAKE CAREFUL CONSIDERATION BEFORE SENDING ANY OPPOSITION LETTERS FROM THE COLLEGE.

YOU KNOW, BILLS CAN CHANGE SUBSTANTIALLY FROM ONE COMMITTEE MEETING TO THE NEXT.

SO WE KIND OF WATCH THEM TO SEE IF THERE ARE, YOU KNOW, AMENDMENTS THAT WE'RE COMFORTABLE WITH.

BUT THESE TWO BILLS IN PARTICULAR, WE DID SEND LETTERS IN OPPOSITION.

THE FIRST ONE IS AB 2088 MAKATI.

NOW, THERE WAS A BILL EXACTLY SIMILAR TO THIS BILL LAST YEAR THAT WAS NOT SIGNED BY THE GOVERNOR.

IT WAS BROUGHT FORWARD AGAIN, AND OUR VICE PRESIDENT, MERCEDES GUTIERREZ, BROUGHT THIS ONE TO OUR ATTENTION AS WELL.

AND WHAT THIS BILL IS TRYING TO DO IS ESTABLISH A STATUTORY RIGHT OF FIRST REFUSAL TO CURRENT REGULAR CLASSIFIED EMPLOYEES RELATING TO PART AND FULL TIME VACANT POSITIONS, SO IT WOULD ADD THE REQUIREMENT THAT CURRENT EMPLOYEES WOULD BE CONSIDERED FOR OPEN POSITIONS BEFORE ANY OF OUR RECRUITMENT PROCESSES TAKE PLACE.

SO, YOU KNOW, IT'S PROBLEMATIC IN A NUMBER OF WAYS, BUT I THINK PROBABLY THE MOST SUCCINCT WAY IS IT, FOR INSTANCE, HERE AT CERRITOS COLLEGE, WE HAVE A LOT OF DIVERSITY, EQUITY, INCLUSION EFFORTS THAT WE'VE MADE INTO OUR RECRUITMENT PROCESSES.

AND THIS WOULD REALLY KIND OF CIRCUMVENT THOSE PROCESSES THAT WE'VE ESTABLISHED THROUGH LOCAL CONTROL AND COLLECTIVE BARGAINING.

SO HERE AT CERRITOS COLLEGE, WE HAVE A NUMBER OF RESOURCES THAT WE PROVIDE TO OUR HOUSING INSECURE AND HOMELESS STUDENTS.

AND OUR TOOLS ARE REALLY BUILT AROUND HELPING THE STUDENT TO BE SUCCESSFUL.

IT DOESN'T IT HAS COST IMPLICATIONS THAT MAYBE WOULDN'T NECESSARILY SERVE THEM IN THE BEST WAY.

SO FOR THAT REASON, WE WILL BE SENDING AN OPPOSITION LETTER, AND THAT WILL BE HEARD IN THE SENATE COMMITTEE ON EDUCATION, JUNE 19TH.

AND I DID WANT TO POINT OUT WITH THIS BILL, IT WAS RECENTLY AMENDED TO LIMIT THE PILOT PROGRAM FROM, I THINK, 15 OR MAYBE 20 DOWN TO TEN COLLEGES. SO WE'RE WATCHING THAT ONE TO TO SEE WHAT THE NEXT STEPS ARE.

THAT'S CURRENTLY THAT WENT FROM THE ASSEMBLY INTO THE SENATE COMMITTEE ON EDUCATION.

THIS ONE IS A BILL FOR AN UNLICENSED NURSING STUDENT WHO'S ENROLLED IN A DISTANCE EDUCATION NURSING PROGRAM.

SO LET'S SAY THEY'RE ATTENDING A OUT OF STATE NURSING PROGRAM THAT THEY WOULD BE ABLE TO UTILIZE CLINICAL SITES HERE IN CALIFORNIA TO HELP THEM COMPLETE THEIR EDUCATION.

SO I THINK THEY ARE WELL INTENTIONED AND THE BILL.

BUT THERE IS ALREADY A LACK OF CLINICAL PLACEMENT SITES FOR NURSING STUDENTS.

SO WE HAVE SOME CONCERNS THAT THIS THIS MAY HAVE A NEGATIVE IMPACT.

SO WE ARE WATCHING THIS BILL.

AB 2586.

THIS ONE IS A BILL TO TO ALLOW COLLEGES TO HIRE UNDOCUMENTED STUDENTS TO WORK ON THEIR CAMPUS.

AGAIN, A WELL INTENTIONED BILL, BUT WE ARE WATCHING THIS ONE BECAUSE WE'RE NOT QUITE SURE OF SOME OF THE THE DETAILS AND HOW THIS WOULD WORK.

SO WE'RE WATCHING THIS BILL VERY CLOSELY FOR NOW.

AB 359 AND SB 1244.

THESE ARE TWO DUAL ENROLLMENT BILLS, AND THERE'S A LOT OF DETAILS IN BOTH BILLS.

BUT THE BASIC GIST OF IT IS THAT BOTH OF THESE BILLS WERE BROUGHT FORWARD BY K-12 ORGANIZATIONS, AND WHAT THEY ARE WANTING TO DO IS BASICALLY EXPAND THEIR ABILITY TO ENTER CAP AGREEMENTS OUTSIDE OF THEIR LOCAL DISTRICT.

SO SOME THINGS THAT ARE MAYBE LIGHT ON THE DETAILS OF HOW THIS WOULD BE IMPLEMENTED OR THE REQUIREMENTS YOU KNOW, HOW THEY WOULD WORK WITH THE LOCAL COMMUNITY COLLEGES.

WE HAVE SOME CONCERNS WITH THESE BILLS, SO I BELIEVE WE'LL LIKELY BE OPPOSING THEM, BUT WE'RE WATCHING THEM FOR NOW.

AND LASTLY, SENATE BILL 971, THIS ONE IS A BILL THAT ALLOWS GLENDALE COMMUNITY COLLEGE AND TWO OTHER COLLEGES IN THE DIFFERENT REGIONS OF THE STATE TO EXEMPT FROM NONRESIDENT TUITION FEES BASED ON WHETHER, IF THEY'RE A RESIDENT OF A REGION IMPACTED BY WAR OR REGIONAL CONFLICT.

SO THIS IS CAPPED AT 150 FULL TIME EQUIVALENT STUDENTS AT THREE COMMUNITY COLLEGES ACROSS THE STATE.

I THINK SOME OF THE ISSUES THAT WE HAVE CONCERNS ON THIS BILL IS, WELL, ONE, THERE ARE, I THINK, 35 OTHER EXEMPTIONS FOR FOR NONRESIDENT TUITION FEES. THIS ONE IS PARTICULARLY BROAD.

IT JUST SAYS, YOU KNOW, IMPACTED BY WAR OR REGIONAL CONFLICT DOESN'T DEFINE WHAT THAT IS.

AND IT'S LIMITED ONLY TO THREE COLLEGES AT 150 FULL TIME EQUIVALENT STUDENTS AT THOSE COLLEGES.

SO WE HAVE SOME CONCERNS ABOUT THAT.

WE'RE WATCHING AS WELL.

AND THEN I'LL QUICKLY GO INTO POTENTIAL STATEWIDE BALLOT MEASURES FOR NOVEMBER.

SO THE LEGISLATURE HAS INDICATED INTEREST IN TWO BOND MEASURES FOR THE NOVEMBER ELECTION.

THE FIRST IS AN EDUCATION FACILITIES BOND.

THERE ARE TWO DIFFERENT BILLS RIGHT NOW THAT ARE BEING CONSIDERED AND NEGOTIATED FOR THE EDUCATION FACILITIES BOND.

THE FIRST ONE, AB 247, IS SPECIFICALLY FOR K THROUGH 14.

SO K-12 AND COMMUNITY COLLEGES WITH A PRICE TAG OF $14 BILLION AND THEN SB 28 INCLUDES UCS AND CAL STATES.

AND THAT HAS A PRICE TAG OF $15 BILLION.

SO THAT'S MOVED ON TO THE ASSEMBLY.

AND AS WRITTEN TODAY, IF IT'S APPROVED BY THE VOTERS, IT WOULD AUTHORIZE BONDS IN THE AMOUNT OF $15.5 BILLION FOR A VARIETY OF CLIMATE MEASURES, ANYTHING FROM DROUGHT, FIRE, ENERGY, ETC..

AND I'M POINTING THIS OUT BECAUSE THE CHANCELLOR'S OFFICE IS REQUESTING $720 MILLION TO AID IN COMMUNITY COLLEGE FACILITIES UPGRADES.

SO FOR BOTH OF THESE, FOR BOTH OF THESE POTENTIAL BONDS, THEY HAVE UNTIL THE LEGISLATURE HAS UNTIL JUNE 27TH TO PASS LEGISLATION.

SO WE SHOULD BE FINDING OUT MORE INFORMATION SOON.

THE UNITS THAT WERE COVERED BY THE BOND DOLLARS WILL, FROM THAT POINT ON, IT STAY ASSIGNED AS LOW INCOME OR AFFORDABLE HOUSING, WHICH OBVIOUSLY WE WERE PLANNING FOR THAT.

THE WORKPLACE VIOLENCE PREVENTION PLAN IS A STATUTORY REQUIREMENT WHICH CAME INTO EFFECT AS A RESULT OF LEGISLATION UNDER SB 553, IF I'M NOT MISTAKEN, REQUIRING EMPLOYERS TO CREATE SAID PLAN IN CONJUNCTION WITH APPROPRIATE STAKEHOLDERS, AND IT IS TO ADDRESS ISSUES OF TRAINING, COMMUNICATION, IMPLEMENTATION OF HOW WE HANDLE AS AN ORGANIZATION ISSUES OF POTENTIAL WORKPLACE VIOLENCE, THREATS WHAT WE WOULD DO IN THE EVENT OF AN ACTUAL THREAT AND THEN POST A THREAT ASSESSMENT AND RESPONSE SO THAT WE CAN DO PREVENTATIVE MEASURES IN THE FUTURE.

WE BECAME AWARE OF THE CHANGES EARLIER IN THE YEAR, AS DID ALL 116 COLLEGES.

AND SO WE HAD A VERY SMALL WINDOW OF OPPORTUNITY TO CREATE THE IMPLEMENTATION, DRAFT THE DRAFT BEFORE YOU THAT WENT THROUGH THE DISTRICT SAFETY COMMITTEE RECENTLY, IN LATE MAY, IS THE RESULT OF A LOT OF WORK THAT WENT IN WITH MY COLLEAGUES IN BOTH CAMPUS PD BUSINESS SERVICES THROUGH EXECUTIVE VICE PRESIDENT LOPEZ, AS WELL AS HUMAN RESOURCES.

HUMAN RESOURCES WILL TAKE A LEAD IN THE HOUSING OF THE PLAN, IN THE IMPLEMENTATION OF THE PLAN, AND ENSURING THAT WE ARE ACTUALLY ABLE TO KEEP IT AS AN ONGOING ORGANIC DOCUMENT SO THAT WE CAN MAKE UPDATES AS WE GO AND PRESENT THEM TO YOU ON AN ANNUAL BASIS.

ONE OF THE THINGS THAT WE ACTUALLY WANTED TO DO WAS OUTLINE SOME OF THE MEASURES AND STEPS THAT WE ARE WORKING ON.

FOR EXAMPLE, UNDER THE RAVE PROJECT ADDITIONAL ALERTS.

IF WE HAD AN ACTIVE SHOOTER ON CAMPUS.

WE ARE IN THE PROCESS OF PREPARING FOR AN ACTIVE SHOOTER DRILL.

WE WANTED TO WRITE THOSE ITEMS INTO THE PLAN THE DISTRICT SAFETY COMMITTEE DID FEEL THAT UNLESS WE'VE ACTUALLY DONE THEM, THEY SHOULDN'T GO INTO THE PLAN.

AND SO THOSE WILL KEEP US IN THE POSITION OF HAVING ONGOING, LIVELY CONVERSATIONS SO THAT WE CAN ENSURE THAT OUR PLAN IS UP TO DATE ON AN ANNUAL BASIS. THERE IS A TRAINING COMPONENT THAT WE ARE ALSO REQUIRED TO HAVE, AND WE ARE CURRENTLY WORKING WITH KEENAN UTILIZING OUR INTEGRATED TRAINING COMPONENTS THAT WE HAVE.

WE WILL BE LOOKING AT ADDITIONAL TRAINING AS PART OF OUR FALCON DAY LATER ON IN THE YEAR SO THAT ALL OF OUR EMPLOYEES HAVE EXPOSURE TO THIS STATUTORY REQUIREMENT AS WELL.

AND WE WILL ALSO BE WORKING IN PARTNERSHIP WITH CCF AS PART OF OUR FOUR HOURS OF FLEX TIME THAT WE HAVE AS PART OF THE CARVE OUTS THAT WE HAVE IN TERMS OF HAVING THESE MANDATORY TRAINING REQUIREMENTS IN PLACE.

IN THE FIVE YEAR PLAN, YOU'LL SEE A NUMBER OF PROJECTS THAT ARE CURRENTLY EITHER IN CONSTRUCTION OR IN THE QUEUE.

ALSO INCLUDES OUR CDC EXPANSION PROGRAM.

OUR CAMPUS POLICE BUILDING AND OUR STADIUM.

IT ALSO INCLUDES THE TWO IPS THE TWO INITIAL PROJECT PROPOSALS HOWEVER, THOSE ARE SLATED TO BE STATE FUNDED PROJECTS WHICH WE'RE WE INITIALLY REQUESTING A 50% MATCH ON THAT.

HOWEVER, FOR THOSE TO ACTUALLY MOVE FORWARD, WE NEED ONE OF THOSE BONDS THAT WE JUST WENT OVER TO BE PASSED THIS NOVEMBER.

SO IN THE HOPES OF THE BOND BEING PASSED IN NOVEMBER WE WOULD THEN TRY TO MOVE TO INITIATE THESE IPPS INTO FPC, WHICH IS THE FINAL PROJECT PROPOSAL, SO WE CAN SUBMIT FOR POTENTIAL FUNDING ON THAT NEW BOND.

BUT RIGHT NOW, THEY'RE KIND OF STAYING IN THE QUEUE ON THAT AS WE KIND OF GO THROUGH OUR UPDATE OF OUR FACILITIES MASTER PLAN PROCESS ON IT.

SO WE HAVE HAD JUST A FANTASTIC GEAR FROM BUILDING THE INFRASTRUCTURE TO BEGIN THE HARD WORK OF MEETING OUR GOAL OF GRADUATING 50% OF OUR STUDENTS WITHIN FIVE YEARS OR LESS TO BRING IN NEARLY $3 MILLION IN EARMARKS, GRADUATION, BREAKING NUMBERS, AND CREATING REALLY A SOLID FOUNDATION OF WHAT THE NEXT 10 TO 10 YEARS, 5 TO 10 YEARS OF CERRITOS COLLEGE LOOK LIKE.

AND I WANT TO MAKE SURE THE I RECOGNIZE THE ENTIRE CERRITOS COLLEGE COMMUNITY, THE FACULTY, THE STAFF, THE ADMINISTRATORS, THE BOARD OF TRUSTEES, AND OUR STUDENTS FOR GETTING BEHIND THE WORK THEY WERE DOING.

IT TAKES TRULY A VILLAGE TO PUT ALL THIS TOGETHER, AND IT TAKES TRULY A TEAM EFFORT TO MAKE THIS GOALS BECOME A REALITY. WHEN ANDREA BEGAN HER PRESENTATION WITH ALL THE PICTURES, THE LEVEL OF VISIBILITY THAT THE COLLEGE HAS TODAY IS INCREDIBLE.

BUT THAT HAPPENS BECAUSE EVERY SINGLE PERSON ON CAMPUS IS PUSHING HARD TO MAKE SURE THAT WE PRESENT OUR BEST FOOT FORWARD.

IT WAS REALLY NICE TODAY, FOR INSTANCE, TO GO TO THE CITY OF CERRITOS, TO THE STATE OF THE CITY, AND WITHIN THE FIRST TWO MINUTES WE WERE MENTIONED ON THE INTRODUCTION AND AS ONE OF THE RECOGNITION OF CERRITOS COLLEGE.

AND THEN THEY SAID, ONE OF THE BEST COMMUNITY COLLEGES IN THE NATION.

AND I'VE BEEN GOING TO THIS EVENTS FOR A LONG TIME, AND WE DON'T GET A LOT OF PLAY, OR WE DIDN'T USED TO GET A LOT OF PLAY.

AND NOW IT'S A VERY CONSISTENT THING WHEREVER WE GO.

AND I THINK THAT'S SOMETHING THAT WE ALL SHOULD BE PROUD OF.

AND AGAIN, THIS YEAR HAS BEEN A VERY, VERY GOOD YEAR AT OUR INSTITUTION.

SO YESTERDAY I HAD THE OPPORTUNITY TO ATTEND DONATION.

THERE WAS A SCHOLARSHIP AND A DONATION OF TOOLS.

THE WAS AT THE AUTOMOTIVE PROGRAM.

SO WE HAD SOMEONE WHO CREATED AN AWARD AND ESTABLISHED AN ENDOWMENT FOR TO TO MAKE SURE THAT IN PERPETUITY, EVERY YEAR, AN AUTOMATIC

STUDENTS WAS GIVEN A PROFESSIONAL SET OF TOOLS IN ORDER TO GET TO WORK AND HAVE THE BEST TOOLS AT THEIR DISPOSAL.

TOOLS ARE VERY EXPENSIVE, PARTICULARLY IF YOU WANT TOOLS THAT WILL LAST YOU YOUR ENTIRE CAREER.

AND THIS PERSON THAT DID THAT DONATION IS A GRADUATE OF OUR PROGRAM A LONG TIME AGO.

AND IT HAPPENS TO BE THAT THAT PROGRAM, AS HE TOLD THE STORY YESTERDAY, TOOK HIM OUT OF POVERTY.

AND HE ENDED UP IN OUR PROGRAM JUST BY CHANCE.

ONE FRIEND OF HIS WANTED TO TAKE CLASSES HERE, SO HIS FRIEND ONLY FILLED HIS APPLICATION.

BUT THE APPLICATION OF THE OTHER PERSON AND SAY, HEY, BY THE WAY, YOU'RE GOING TO SCHOOL WITH ME.

AND HE'S LIKE, OKAY, I HAVE NOTHING ELSE TO DO.

LONG STORY SHORT, HE IS CURRENTLY THE VICE CHANCELLOR OF WORKFORCE AND ECONOMIC DEVELOPMENT AT LACCD.

WOW. AND HE STARTED AS A CERRITOS COLLEGE A STUDENT IN THE AUTOMOTIVE PROGRAM.

HE TAUGHT HERE.

FROM THAT POINT ON, HE HAS FOLLOWED EVERY STEP OF HIS PROFESSION AND EDUCATIONAL CAREER, ACHIEVING ALSO HIS DOCTORAL DEGREE.

AND ONE OF THE THINGS THAT I FOUND VERY INTERESTING IS ONE HIS DESIRE TO GIVE BACK AND COME TO CERRITOS COLLEGE.

HE HAD BEEN WANTING TO COME TO CERRITOS COLLEGE FOR A WHILE.

JUST DIFFERENT SITUATIONS, AND HE ENDED UP IN LACCD DOING A GREAT JOB.

BUT THE OTHER PART IS THAT EVERY TIME THAT HE GOES TO WORK, YOU WOULD SEE HIM IN A SUIT.

AND I DIDN'T KNOW THIS, AND I DIDN'T WANT TO ASK HIM.

I KNOW HIM FOR A WHILE.

HE ALWAYS WEARS WORK BOOTS.

AND YESTERDAY HE EXPLAINED THE STORY OF WHY HE WEARS WORK BOOTS TO WORK EVERY DAY.

AND HE IS.

BECAUSE THAT REMINDS YOU OF WHERE HE CAME FROM, WHO HE IS, AND THAT HE'S DOING THAT WORK FOR PEOPLE WHO DESERVE AN OPPORTUNITY JUST LIKE THE ONE HE GOT. AND I FEEL THAT THAT IS WHAT WE DO HERE, AND WE NEED TO CONSISTENTLY REMEMBER THAT THAT IS WHAT WE'RE HERE TO DO AND ENSURE THAT WHAT WE'RE DOING IS WITH THE EYES AND THE LENS OF MAKING OUR COMMUNITIES BETTER.

LAST WEEK WE HAD HERE MR. MARIO DIAZ, THE DEPUTY UNDER SECRETARY OF THE ARMY.

WE HAD A GREAT MEETING, AND WE ARE WORKING ON POTENTIALLY DEVELOPING SOME PARTNERSHIPS AND PATHWAYS TO HELP STUDENTS JOIN THE FORCE.

BUT OUR POINT WAS, ALL THE STUDENTS SHOULD DESERVE THE SAME OPPORTUNITY TO ENTER THE ARMY OR ANY OTHER FORCE AS OFFICERS.

AND I FEEL THAT THEY'RE MISSING A GREAT OPPORTUNITY BY NOT REACHING OUT INTO THE COMMUNITY COLLEGES AND UTILIZING EARLY ENROLLMENT PROGRAMS INTO OFFICER ACADEMIES.

IT SEEMS THE CONVERSATION WAS WELL RECEIVED.

AND WE HAVE A COMMITMENT TO GET TOGETHER AGAIN IN A COUPLE OF MONTHS.

SO WE'LL BE SCHEDULING ANOTHER CONVERSATION WITH MR. DIAZ IN THE AGENDA, YOU PROBABLY SAW THE NEXT 26 OF JUNE.
