LET THAT SINK IN.

DISTRICT LIKE LA COMMUNITY COLLEGE DISTRICT, SAN DIEGO, LOS RIOS HAVE BEEN OFFERING COMPREHENSIVE HEALTH CARE INSURANCE TO THEIR PART TIME FACULTY WITH NO COST TO THE DISTRICT, AND THEIR PART TIME FACULTY CAN FINALLY GO TO THE DOCTORS AND SEEK AFFORDABLE MENTAL HEALTH SERVICES.

ON MARCH 2020, I'M SORRY ON MARCH 22ND AND APRIL 19TH, 2023, WHICH IS ABOUT A YEAR AGO.

I THANK THE DISTRICT FOR OFFERING THE ENHANCED REIMBURSEMENT PILOT PROGRAM.

LAST YEAR, CCSF AGREED WITH THE DISTRICT THAT AT THAT TIME, IT WAS NOT FEASIBLE TO OFFER CALPERS INSURANCE TO OUR PART TIME COLLEAGUES BECAUSE OF AN ED CODE RESTRICTION.

AND GUESS WHAT? CCF AND CFT LOBBIED IN SACRAMENTO AND WE ACTUALLY CHANGED PMK, WHICH IS PUBLIC EMPLOYEES MEDICAL AND HOSPITAL CARES ACT.

WE CHANGED PMK AND WE CHANGED IT CODE TO MAKE SURE CALPERS CAN BE A REALITY FOR OUR PART TIME COLLEAGUES.

ON OCTOBER 18TH, 2023, I SHARED THAT THE DISTRICT HAS A MORAL IMPERATIVE TO PROVIDE COMPREHENSIVE HEALTH CARE FOR PART TIME FACULTY, AS THAT THE ENHANCED PILOT PROGRAM SUNSETS AND BECAUSE WE HAVE CHANGED THE LAW MOVED EVERY MOUNTAIN THERE IS POSSIBLE.

STARTING IN FALL OF 2023.

THIS LAST FALL, OUR DISTRICT HAS EVERY OPPORTUNITY TO TAKE ADVANTAGE OF ZERO COST, COMPREHENSIVE HEALTH CARE.

SINCE SEPTEMBER OF 2022, I HAVE ADVOCATED THAT THE DISTRICT WORK WITH CCF TO TO OFFER COMPREHENSIVE HEALTH CARE TO PART TIME FACULTY AT NO FEWER THAN 14 BOARD OF TRUSTEES MEETINGS.

TODAY. MY QUESTION IS, WHAT ARE YOU WAITING FOR? THE TIME FOR CONSIDERATION HAS PASSED.

WE'RE AT A CRITICAL POINT WHERE WE MUST ACT TO PROVIDE HEALTH CARE FOR PART TIME FACULTY.

TAKING NO ACTION IS FISCALLY IRRESPONSIBLE.

WE'RE LEAVING MONEY ON THE TABLE.

THE DISTRICT COULD BE RECEIVING 50% REIMBURSEMENT FOR PART TIME HEALTH CARE BY OFFERING TO ENHANCE PILOT PROGRAM LIKE WE DID LAST YEAR.

YOU WILL BE GETTING $150,000 BACK.

CCF HAS BEEN READY AND WAITING TO ENGAGE IN NEGOTIATIONS WITH THE DISTRICT ON THIS TOPIC.

WE'RE ALSO OPEN TO WORKING WITH THE DISTRICT TO ENSURE THAT COMPREHENSIVE, PART TIME HEALTH CARE DOES NOT BECOME AN UNDUE BURDEN IN THE EVENT THAT THE 2425 STATE BUDGET CHANGES.

SO THANK YOU FOR BEING HERE.

APPARENTLY, IT WAS VERY INTERESTING, THE BROAD ANALYSIS.

BEFORE I BEGIN, I'D LIKE TO CONGRATULATE EVERY SINGLE ONE OF OUR AWARDEES ON OUR DIVERSITY AWARD.

SO THANK YOU FOR BEING HERE.

THANK YOU FOR EVERYONE TO SUPPORT THEM.

SO NOT MANY THINGS HAVE CHANGED SINCE LAST WE SPOKE ABOUT THE BUDGET.

THERE ARE A FEW THINGS THAT WE WOULD LIKE TO HIGHLIGHT.

BUT BEFORE WE GET THERE, I WANT TO GIVE YOU A LITTLE BIT OF AN OVERVIEW OF WHERE WE WERE, WHERE WE ARE, AND AND WHERE IT SEEMS THAT WE'RE GOING AT LEAST AS OF TODAY.

SO IN JANUARY, AS YOU KNOW, THERE WAS AN ESTIMATED FORECAST FROM THE LAO OF ABOUT $58 BILLION.

LATER ON IN FEBRUARY, THERE WAS ANOTHER $15 BILLION PROJECTED FOR A TOTAL OF SOMEWHERE AROUND IN THE NEIGHBORHOOD OF $73 BILLION.

THERE ALSO PROJECTED A MULTI-YEAR DEFICIT.

SO ESSENTIALLY, AT 2 TO 3 YEAR OUT BUDGET OF SOMEWHERE AROUND $30 BILLION A YEAR.

AND THIS IS SORT OF THE ESTIMATIONS THAT THE LAO PROVIDES.

NOW, WHEN YOU LOOK AT THE GOVERNOR'S BUDGET, THE THINGS ARE A LITTLE BIT MORE OPTIMISTIC, SOMEWHAT IN THE 37, $38 BILLION.

IN EITHER CASE, IT'S A LOT OF BILLIONS TO BE DEALING WITH.

AND THE FIRST YEAR THE GOVERNOR'S BUDGET ALSO HAVE OUTGOING PROJECTIONS, MAYBE NOT QUITE AS HIGH AS THE $30 BILLION PER PER YEAR DEFICIT. BUT THEY'RE ALSO PREDICTING A COUPLE OF HER OUTGOING YEARS AFTER THE INITIAL YEAR OF THE SHORTCUT AT THE AT THE DEFICIT.

SO WHAT IS NEW? YOU PROBABLY SAW THAT IN APRIL 4TH.

THERE WAS AN EARLY ACTION AGREEMENT OF THE BUDGET.

AND IF YOU HAVE BEEN TRACKING THE BUDGET AS CLOSELY AS I HAVE OVER THE LAST NEARLY TEN YEARS, YOU KNOW THAT THIS IS THE FIRST TIME IN A WHILE, THAT THEY DO TAKE ACTION, EARLY ACTION ON A BUDGET.

WHAT THIS BASICALLY MEANS IS THAT THEY'RE TRYING TO CORRECT THIS YEAR'S DEFICIT.

BEFORE THEY ENGAGE ON THE 2425 YEAR DEFICIT.

THEY ARE ESSENTIALLY TRYING TO RECAPTURE DOLLARS THAT WERE ALREADY COMMITTED FOR THIS FIRST YEAR.

SO THIS PARTICULAR ACTION INCLUDES SIX MAIN, I'M SORRY, FIVE MAIN COMPONENTS.

WHEN YOU LOOK AT THEM CAREFULLY, WE'RE REALLY ONLY RECAPTURING, DEPENDING ON HOW YOU LOOK AT THIS, ABOUT 3.6 BILLION OR 6.7 BILLION, DEPENDING ON HOW YOU DO THIS.

BUT BUT ESSENTIALLY THE CALCULATIONS RIGHT HERE ADD UP TO $17.3 BILLION APPLIED TO OUR CURRENT YEAR BUDGET.

THIS IS NOT GOING FORWARD.

THIS IS THIS YEAR BUDGET.

SO WE HAVE $3.6 BILLION IN REDUCTION BORROWING REVENUE BORROWING $5.2 BILLION DELAYS, $3.1 BILLION, FUND CHIEF, $3.4 BILLION AND $2.1 BILLION ON RESERVES.

ON, ON, ON DEFERRALS.

WHAT THIS ACTUALLY MEANS FOR US IS THAT IN THIS PARTICULAR EARLY BUDGET ACTION, COMMUNITY COLLEGES AND K-12 ARE NOW BEING IMPACTED.

SO EVERY SINGLE OTHER AGENCY IS BEING IMPACTED AND EVERY OTHER SECTOR OF HIGHER ED IS BEING IMPACTED.

BUT US, AT LEAST ON THIS BUDGET ACTION.

BUT WHEN YOU LOOK CLOSER AT THE PROPOSAL, WE'RE TALKING ABOUT REDUCTION OF 3.6.

SO THAT IS AN ACTUAL RECAPTURE OF DOLLARS GOING FORWARD.

THEN DELAYS WE BASICALLY TALKING ABOUT NOT SPENDING MONEY.

SO AGAIN YOU COULD ARGUE THAT THAT IS RECAPTURED AS WELL.

SO THAT IS $6.7 BILLION THAT ARE THERE.

WE'RE NOT GOING TO SPEND GOING FORWARD.

THAT LEAVES ABOUT 11 POINT SOMETHING ON THE TABLE.

SO THAT BRINGS US TO TO THE REVENUE.

AND THOSE ARE $5.3 BILLION.

AND YOU SEE THAT THOSE ARE PRIMARILY PUBLIC AGENCIES AND PUBLIC SERVICES.

CHANGES ON THE BUDGET FUND CHIEFS ESSENTIALLY MEANS THAT THEY'RE GOING TO MOVE MONEY FROM DIFFERENT BUDGETS TO, TO COVER CURRENT YEAR DEFICIT AND WHAT WE DON'T NECESSARILY WANT TO SEE GOING FORWARD, DEFERRALS.

HOWEVER, THE DEFERRALS THAT YOU SEE RIGHT HERE IS ON THE STATEWIDE PAYROLL AND THE UC AND CSU, THE DEFERRALS THEY USE THE CSU ON UC DEFERRALS ARE IN PROJECTS THAT WERE ALLOCATED GOING FORWARD.

SO THIS IS NOT NECESSARILY A DIRECT IMPACT ON THE SYSTEM, BUT THE INABILITY OF IMPLEMENT NEW PROJECTS THAT WERE EARMARKED FOR THAT.

THE STATEWIDE PAYROLL DEFERRALS IS ESSENTIALLY SIMILAR TO WHAT HAPPENED.

WHEN WE GET DEFERRALS HERE, THEY'RE GOING TO DELAY THE PAYROLL FROM ONE MONTH TO THE NEXT TO, TO BALANCE THE BUDGET THAT AT THAT POINT.

SO, SO DEPENDING ON HOW YOU LOOK AT THIS, YOU ONLY SEE A TRUE RECAPTURE OF ABOUT $6.7 BILLION.

THE OTHER ARE REALLOCATIONS, WHICH IS STILL IN ANY WAY YOU LOOK AT IT.

WE'RE STILL MISSING ROUGHLY $20 BILLION FOR CURRENT YEAR.

NOW, THE.

THING TO KEEP IN MIND, HERE IS THIS FINAL NOTE THAT IS HIGHLIGHTED THERE.

FINALLY, THE AGREEMENT INCLUDES BUDGET LANGUAGE AUTHORIZING THE ADMINISTRATION TO FREEZE ADDITIONAL ONE TIME FUNDING THAT WAS INCLUDED IN THE 21, 22, OR 23 BUDGET ACT.

ANY ONE TIME DOLLARS, ANY NEW DOLLARS, NEW DOLLARS HAVE BEEN ALLOCATED SINCE 2021.

ARE. ON THE TABLE TO BE RECAPTURED.

AND THIS COULD POTENTIALLY IMPACT US BECAUSE, AS YOU KNOW, THE LAST FEW YEARS, A LOT OF OUR BUDGET CHANGES HAVE BEEN GIVEN ON ONE TIME DOLLARS OR NEW PROJECT DOLLARS, WHICH ARE CONSIDERED AS AN ITEM TO DECREASE THE BUDGET.

SO WHAT DO WE TAKE AWAY FROM THE EARLY ACTION PACKET IS A GOOD START.

IT'S SOMETHING THAT DOESN'T HAPPEN EVERY YEAR.

AS I SAID, I DON'T REMEMBER SEEING IT SINCE I'VE BEEN TRACKING THE BUDGET.

WHICH IS OBVIOUSLY AN INDICATION THAT THE LEGISLATORS AND THE GOVERNOR ARE TAKING THIS SERIOUS, THIS VERY SERIOUSLY AND TRYING TO MINIMIZE ANY POTENTIAL ISSUES MOVING FORWARD.

THE MAIN GOAL OF THIS, AND SOMETHING TO KEEP IN MIND, IS THAT THERE ARE NO REWRITING THE BUDGET ACT THAT WAS ALREADY APPROVED, THAT YOU SIMPLY TRYING TO RIGHT SIZE BASED ON THE REVENUES THAT THEY ARE RECEIVING.

THE SECOND PART OF THIS, AND PERHAPS ONE OF THE MOST CONTROVERSIAL ITEMS ON THE PROPOSAL GOING FORWARD, IS THE THE NEW WAY IN WHICH PROP $98 ARE BEING ADDRESSED FOR K-12 AND COMMUNITY COLLEGE.

WE TALK A LITTLE BIT ABOUT THAT LAST TIME IN WHICH ESSENTIALLY IN THE GOVERNOR'S PROPOSAL IN JANUARY, THERE WAS MONEY.

THERE WAS NO RECAPTURE OUT OF PROP 98 FROM THE PREVIOUS YEAR.

SO HE IS PROPOSING ESSENTIALLY A LOAN FROM THE GENERAL FUND DISTRIBUTE OVER THE NEXT FIVE YEARS TO COVER THE 8.9, I BELIEVE, $8.9 BILLION MOVING FORWARD.

THERE IS A LOT OF CONCERN FROM DIFFERENT GROUPS ABOUT THIS THAT SEEMS TO BE CONCERN IN THE LEGISLATION, GIVEN THE COMMENTS DURING THE NEXT THE NEXT DURING THE DURING THE BUDGET DISCUSSIONS THAT ARE TAKING PLACE AND THE 60.

60 ASSEMBLY BUDGET COMMITTEE MEETINGS WITHIN THE NEXT TWO MONTHS.

SO THAT MEANS AT LEAST TWO A DAY IF THEY WORK EVERY WEEKEND.

SO THEY ARE TAKING THIS VERY SERIOUSLY.

AND IT'S IMPORTANT FOR US TO REMEMBER THE BUDGET SITUATION AT THE STATE IS VERY TENUOUS, WHICH MAKES OUR BUDGET SITUATION INTERNALLY TENUOUS AS WE MAKE PLANS GOING FORWARD.

WHEN WE MAKE PLANS GOING FORWARD, THERE ARE A COUPLE OF THINGS THAT I WANT TO CONTINUE TO TO HIGHLIGHT TO EVERYONE.

THE FIRST ONE, WE ARE IN A GOOD FINANCIAL POSITION BECAUSE WE HAVE BEEN FINANCIALLY RESPONSIBLE.

SO THERE IS NO REASON FOR US TO NECESSARILY PANIC.

BUT THERE IS SIGNIFICANT REASON FOR US TO CONTINUE TO BE CAUTIOUS MOVING FORWARD AND NOT MAKE DECISIONS JUST BECAUSE THE DOLLARS ARE THERE, BECAUSE WE DON'T KNOW WHAT'S GOING TO HAPPEN IN THREE YEARS, MEANING THIS IS GOING TO BE A MULTI-YEAR PROJECT, NOT A ONE YEAR SOLUTION.

SO YES, WE HAVE BEEN FINANCIALLY RESPONSIBLE.

THAT'S WHY WE CAN SAY THAT WE ARE TAKING THE NECESSARY APPROACHES TO MAKE SURE THE SERVICES TO OUR STUDENTS.

IT STAY INTACT TO MAKE SURE THAT WE PROTECT THE JOBS OF OUR TEAMS. BUT IN ORDER TO DO THAT, WE NEED TO BE FINANCIALLY RESPONSIBLE MOVING FORWARD AND TAKE APPROACHES THAT REFLECT THE VALUES THAT WE HAVE STATED THROUGHOUT ALL THIS TIME, THAT WE WANT TO MAKE SURE THAT THE JOBS OF OUR EMPLOYEES ARE PROTECTED.

WHAT IS GOING TO HAPPEN MOVING FORWARD AND WHAT ARE WE DOING? I WILL LET FELIPE GIVE YOU THE BETTER NEWS.

AND, BUT WE MADE SOME LATITUDE FOR THOSE CRITICAL ITEMS TO OPERATIONS.

OBVIOUSLY WE DON'T WANT TO IMPACT ANY CERTAIN OPERATIONS.

SO WE DO ALLOW THOSE CONTINUED POSITIONS TO BE FLOWN WHEN WHEN THOSE VACANCIES ARE.

BECAUSE, AGAIN, OUR GOAL IS NOT TO DISRUPT THE OPERATIONS OF OUR CAMPUS, TO OUR STUDENTS AND TO OUR STAFF.

SO A COUPLE OF THINGS THAT WE ARE PLANNING FOR, BECAUSE, YOU KNOW, AS WE SEE THE WRITING ON THE WALL IS WE ANTICIPATE SEEING SOME DEFERRALS THAT THAT'S JUST GOING TO BE A PRETTY COMMON THING HAPPENING.

WHAT THAT MEANS IS WE HAVE EXPERIENCED THIS IN PAST YEARS WHEN THE STATE DEFERS US PAYMENT TO OUR STATE APPORTIONMENT.

SO WHAT THAT WILL DO IS PUT US INTO A VERY STRICT CASH MONITORING PROCESS BECAUSE WE'RE NOT TYPICALLY THE STATE FUNDS US ON A MONTHLY BASIS.

IT SENDS OUR PROPORTIONATE MONIES ON A, ON A MONTHLY BASIS.

WHEN THEY START DEFERRING US, WHAT THAT MEANS IS THEY'LL, THEY'LL BASICALLY CUT OFF A CERTAIN WINDOW OF WHEN THEY'RE NOT GOING TO FUND US AND THEN PUSH THAT OUT AND FUND US IN A SUBSEQUENT FISCAL YEAR.

AGAIN, THE STATE IS TRYING TO MANAGE CASH FLOW AND RIGHT SIZING THEIR BUDGETS.

SO THEY, THEY UTILIZE THESE DEFERRALS PRETTY OFTEN.

AND WE'VE BEEN DOING DEFERRALS SINCE PROBABLY 2008 DURING THE HOUSING CRISIS AT THAT TIME.

SO IT'S SOMETHING THAT'S NOT UNCOMMON FOR US TO, TO DEAL WITH.

THE PAST TIME THAT WE HAD SOME DEFERRALS, WE ACTUALLY MANAGED THROUGH THEM WITHOUT BORROWING ANY CASH.

AND SO AGAIN, THAT GOES BACK TO OUR FISCAL STABILITY ON OUR CAMPUS ON THAT TO DO THAT.

BUT WE'LL KEEP AN EYE ON THAT AND PLAN FOR THOSE IN CASE WE DO.

WE'LL HAVE PLANS READY TO GO IF WE NEED TO GO OUT AND ACTUALLY BORROW CASH TO BE ABLE TO MAKE PAYROLL AND THINGS OF THAT SORT.

SO SO CASH DEFERRALS IS PROBABLY ONE OF THE THINGS THAT WE ALMOST CERTAIN IS GOING TO HAPPEN TO US.

THE OTHER THING IS A DEFICIT FACTOR.

WE KNOW THIS IS LIKELY GOING TO COME AND I'LL EXPLAIN A LITTLE BIT ABOUT A DEFICIT FACTOR, BECAUSE WE HAVE ALREADY EXPERIENCED THIS AT P ONE OF THIS YEAR.

SO WHAT A DEFICIT FACTOR IS IT BASICALLY TAKES IT'S A SHORTAGE OF MONEY AVAILABLE TO BE ABLE TO PAY THE FUNDING FORMULA. SO LOOKING AT IT FROM A STATEWIDE PERSPECTIVE, JUST TO GIVE YOU A SENSE OF WHAT THAT LOOKS LIKE.

SO AT P ONE AND P ONE RECOGNIZES ALL OF OUR REPORTING WHEN WE REPORTED P ONE IN JANUARY OF THIS YEAR. SO AT P ONE THE STATE THE FUNDING FORMULA, THIS STUDENT CENTERED FUNDING FORMULA PRODUCED ROUGHLY $9.5 BILLION ON THE FORMULA.

HOWEVER, THE STATE ONLY HAD AVAILABLE REVENUE CASH TO PAY OUT OF $9.2 BILLION.

SO IT CREATED ROUGHLY ABOUT A $300 MILLION DEFICIT.

WHAT THEY CALL A DEFICIT FACTOR THAT THAT THAT IS.

AND WHAT HOW HOW THAT WORKS IS THAT DEFICIT FACTOR THEN IS PROPORTIONALLY APPLIED ACROSS ALL THE DISTRICTS, ACROSS THE BOARD.

SO FOR US AT P ONE, OUR DEFICIT FACTOR WAS ABOUT 3.5%, WHICH EQUATES TO ROUGHLY $5.2 MILLION OF LOST REVENUE.

EVEN THOUGH THE FORMULA SAYS WE SHOULD BE GETTING X, THE STATE SAYS WE JUST DON'T HAVE THAT MUCH MONEY TO PAY YOU.

SO WE'RE YOU'RE GETTING LESS THAN THAT AMOUNT.

SO THAT'S AN EXAMPLE.

SO WE DO ANTICIPATE SOME LEVEL OF DEFICIT FACTOR.

WE DO ANTICIPATE AT P2 WHEN P2 IS DUE MID MID MONTH AND APRIL, WE DO ANTICIPATE THAT THE DEFICIT FACTOR LIKELY COULD GROW. SO WE'RE ANTICIPATING IT TO GROW A LITTLE BIT AT P2.

SO SO THOSE ARE SOME THINGS WE'RE.

ALREADY PLANNING FOR ALREADY ADJUSTING WITHIN OUR BUDGET TO BE ABLE TO MANAGE THROUGH THAT.

IN TO PROVIDE BOTH BOTH VIEWS OF THE DEFICIT FACTOR.

THE DEPARTMENT OF FINANCE IS SAYING THEY WILL GO DOWN TO ONE AND LIKELY SET IN ONE.

BUT THE LAO IS SAYING THAT IT'S LIKELY TO GROW IN EITHER CASE, WHETHER IT GROWS FOR P2.

OR WHETHER IT GOES DOWN TO 1%.

WE'RE MAKING THE ADJUSTMENTS.

SO SO IT'S CORRECT. SO WE WANT TO MAKE SURE THAT YOU GET BOTH SIDES OF THE, OF THE COIN BECAUSE IT SEEMS THE DEPARTMENT OF FINANCE AND LAW ARE, ARE NOT ON HOW BIG THEIR PROJECTIONS ARE.

YEAH. GOOD POINT.

AND I DON'T WANT TO COMPLICATE THIS EVEN MORE, BUT THE ONE THING THAT I DO WANT TO HIGHLIGHT TOO, WHEN IF THE DEPARTMENT OF FINANCE PROJECTS AN OVERALL 1% DEFICIT FACTOR, WE MAY NOT NECESSARILY KNOW THAT UNTIL JANUARY OR FEBRUARY OF NEXT YEAR.

SO WE MAY HAVE TO STILL MANAGE THE THE HIGHER DEFICIT FACTOR FROM A TEMPORARY BASIS UNTIL THAT MONEY CATCHES UP.

BECAUSE THE WAY THE STATE APPORTIONS OUT WE SUBMIT ENROLLMENT DATA TO THREE TIMES A YEAR.

SO WE HAVE P ONE, WHICH IS DONE IN JANUARY, P TWO, WHICH IS DONE THIS MONTH.

AND THEN P THREE OR WHAT WE CALL ANNUAL IS DONE IN JULY.

THAT'S THE FINAL ON THAT.

AND SO AND AT THAT TIME OUR DEFICIT FACTOR COULD POSSIBLY CHANGE.

BUT AT THAT TIME TWO THE STATE DOESN'T NECESSARILY KNOW WHAT ALL THE REVENUES HAVE CAME IN YET.

AND WHAT THEY CALL RECALC AND RECALC IS ACTUALLY DONE SOMETIMES BETWEEN 6 TO 9 MONTHS LATER IN THE FOLLOWING CALENDAR YEAR.

SO USUALLY IN THE BEGINNING OF JANUARY OR FEBRUARY OF 25, WE WILL AT THAT TIME, WE MAY KNOW WHAT THE TRUE DEFICIT FACTOR WOULD BE.

IT MAY BE REDUCED TO THAT 1% AT THAT TIME.

THEN THE STATE WOULD THEN APPORTION US THAT MONEY THAT'S OWED BACK TO US ON THAT.

SO I JUST WANTED TO GIVE YOU SOME PERSPECTIVE THAT EVEN THOUGH THE DEFICIT FACTOR MAY BE LOWERED, IT'S GOING TO TAKE SOME TIME FOR THE STATE TO KIND OF ROLL THAT OUT.

SO IT'S NOT SOMETHING THAT WE IMMEDIATELY GET CASH INFUSIONS ON IT.

SO WE MAY HAVE TO WEATHER CASH FLOW PROJECTIONS THROUGH A DURATION EVEN THROUGHOUT THE NEXT FISCAL YEAR, BECAUSE WE STILL HAVE NOT BEEN COMPENSATED YET FOR, FOR THAT.

SO SOME OTHER PROGRAMS THAT WERE ALSO PLANNING FOR THAT.

WE THINK AS YOU YOU HEARD DOCTOR FIERRO MENTION A FEW SLIDES AGO THAT THAT THE MINISTRATION HAD THE ABILITY, THE STATE ADMINISTRATION HAD THE ABILITY TO WITHHOLD OR CUT ONE TIME FUNDS.

SO THESE ARE THE TWO PROGRAMS THAT WE HIGHLY BELIEVE ARE GOING TO BE ON THE CHOPPING BLOCK ON THAT, BECAUSE THE WRITING IS ALREADY IN THE WALL.

THE STATE HAS ALREADY HAVE SENT NUMEROUS REQUESTS FOR INFORMATION ON UNSPENT BALANCES ON THAT.

AND SO SO THE STUDENT SUCCESS COMPLETION GRANT IS ONE OF THE GRANTS THAT'S ON POTENTIALLY ON THE CHOPPING BLOCK, WHERE WHAT COULD HAPPEN IS ANY UNSPENT DOLLARS COULD BE RETURNED BACK.

SO THE STATE MAY PULL THOSE MONEY BACK AND SAID YOU DIDN'T SPEND IT.

WE'RE GOING TO PULL THEM BACK.

EVEN THOUGH THERE'S WE HAVE LEGITIMATE REASONS WHY WE HAVEN'T SPENT IT OR THE GRANT ALLOWS US MULTI YEAR.

WE'RE ACTUALLY GOING TO BE FORCED.

YOU DIDN'T SPEND IT IN THIS ONE YEAR.

SORRY CHARLIE. WE'RE GOING TO PULL IT BACK.

AND SO SAME THING WITH THE COVID BLOCK GRANT.

SO THAT ONE'S EVEN INTERESTING ON IT BECAUSE WE'VE ACTUALLY HAD THIS MONEY FOR QUITE SOME TIME.

HOWEVER, THE REASON WHY WE HAVEN'T SPENT THAT, BECAUSE OUR FOCUS HAS BEEN ON SPENDING OUR HURF DOLLARS.

WHY. BECAUSE HERFF HAS A SHORTER EXPIRATION DATE.

SO FOR US, WE WANTED TO MAKE SURE WE SPENT ALL OUR MONEY FIRST BEFORE WE MOVED TO A GRANT THAT HAD A MUCH LONGER PERIOD FOR ALLOWING US TO SPEND THIS MONEY DOWN.

BUT BY DOING SO, WE MAY HAVE NOW HAVE THIS GRANT POTENTIALLY ON THE CHOPPING BLOCK AS WELL, BECAUSE BY THE END OR BY MID MONTH THIS MONTH, I'M GOING TO HAVE TO REPORT WHAT OUR CURRENT EXPENSES ARE AS A DATE FOR THESE TWO GRANTS AND WHAT OUR PROJECTIONS IS THROUGH JUNE 30TH.

SO THE STATE'S DOING THIS COLLECTIVELY ON THAT AND THINKING THAT THESE ARE HIGHLY LIKELY PROGRAMS THAT THEY'RE LOOKING TO PULL BACK ANY UNSPENT DOLLARS ON IT. SO WE'RE ALSO TAKING THIS INTO CONSIDERATION AS WELL.

PLANNING FOR THAT. AND OBVIOUSLY WE'RE KEEPING OUR CLOSE EYE ON ANY CONTINUED FINANCIAL UNCERTAINTIES UNTIL AT LEAST THE MAY REVISE HITS ON THAT. SO SO THERE'S A LOT OF MOVING PARTS HERE.

SOME ONE TIME FUNDS COULD BE AFFECTED HERE.

ONE THING I FORGOT TO MENTION IS WE'RE ACTUALLY HIGHER THAN THE STATEWIDE AVERAGE FOR FALL TO SPRING PERSISTENCE.

SO THE STATEWIDE AVERAGE IS THAT 64%.

SO WE DO BETTER IN OUR FALL TO SPRING PERSISTENCE COMPARED TO THE STATE.

SO THIS IS WHERE IT GETS INTERESTING.

SO STUDENTS WHO ARE FULL TIME ARE TWO TIMES, ALMOST TWO TIMES MORE LIKELY TO BE HERE AFTER TWO YEARS COMPARED TO PART TIME STUDENTS, AND ALMOST FOUR TIMES MORE LIKELY TO BE HERE AFTER TWO YEARS COMPARED TO LESS THAN PART TIME STUDENTS.

SO WHAT DOES THIS MEAN FOR US? IT MEANS WE NEED TO CONTINUE TO INCENTIVIZE FULL TIME STUDENTS TO BE HERE AND CONTINUE TO INCENTIVIZE THEM TO BE FULL TIME, BUT NO LESS THAN PART TIME.

ANOTHER THING I DID WANT TO MENTION IS I DUG INTO THIS DATA A LITTLE BIT MORE TO SEE WHAT STUDENTS EDUCATIONAL GOAL IS, AND 93% OF THESE STUDENTS THAT HAVE AN EDUCATIONAL GOAL ON FILE HAVE THE INTENT TO EITHER TRANSFER AN ASSOCIATE'S DEGREE.

SO. AT BEST.

IF THEY'RE FULL TIME, 61% OF THOSE STUDENTS COULD REACH THEIR EDUCATIONAL GOAL IF THEY'RE FULL TIME EACH SEMESTER WITHIN THAT TWO YEAR TIME FRAME.

SO THESE METRICS HELP US TRACK OUR PROGRESS TO OUR OVERALL GOAL.

SO TWO THINGS I WANT YOU TO TAKE AWAY FROM THIS IS STUDENTS ARE FULL TIME, ARE LESS LIKELY TO STOP OUT AND DROP OUT.

AND NUMBER TWO, THE MORE UNITS STUDENTS TAKE, THE MORE LIKELY THEY'RE TO COMPLETE, WHICH REDUCES THEIR TIME TO COMPLETION.

AND SO THE COMMITTEE MAKEUP WAS MADE UP OF FACULTY STAFF, CONFIDENTIAL STUDENT REPRESENTATIVE AND THE AREA EXPERTS IN THIS CASE, IT WAS ATHLETICS IN THERE.

I ALSO PARTICIPATED IN THE WOMEN'S HISTORY MONTH PANEL, ALONG WITH TRUSTEE GREEN AND TRUSTEE LIU.

IT WAS A REALLY NICE EVENT, AND I THOUGHT THAT JUST THE WHOLE MONTH OF ACTIVITIES HIGHLIGHTING ALL OUR WOMEN AND OUR FEMALE STUDENTS WAS FANTASTIC.

I WANTED TO ACKNOWLEDGE DOCTOR ROSENFELD FOR ALL THE WORK THAT SHE DID BEHIND THE SCENES AND TO PUT ALL THE FABULOUS EVENTS TOGETHER, I THOUGHT IT WAS VERY WELL DONE.

I ALSO ATTENDED THE LAKEWOOD CITY COUNCIL MEETING LAST NIGHT WHERE WE HONORED WE ACTUALLY WELCOME TWO COUNCIL MEMBERS.

SO I WAS ABLE TO BE THERE TO REPRESENT THE COLLEGE.

AND THE NIGHT BEFORE, I ALSO WAS AT THE OUTGOING MAYORAL CEREMONY TO HONOR THE FORMER MAYOR OF LAKEWOOD, PAY MARI PAY AS HE WAS NO LONGER ON THE CITY COUNCIL, SO I WAS ABLE TO RECOGNIZE HIM ON BEHALF OF THE COLLEGE.

I ALSO JUST WANTED JUST TO REMIND EVERYBODY THAT BOTH THE SUMMER AND THE FALL SCHEDULE CLASSES ARE OUT.

INITIALLY THEY WERE A LITTLE HESITANT TO SPEAK, BUT THEN ONCE THEY WARM UP, THE QUESTIONS WERE REALLY GREAT AND THEY TRIED TO INTEGRATE WITH A LOT OF THE BUSINESS LEADERS THERE. AND I THINK IT'S IMPORTANT TO EXPOSE THE STUDENTS EARLY ON TO BUSINESS PROFESSIONALS AND TO UNDERSTAND HOW THE ECONOMY OF THE REGION AND THE CITY WORKS. WE BEGAN WITH A PRESENTATION ON THE LATINO GDP BY DOCTOR HAYES-BAUTISTA, WHICH WAS INCREDIBLE, AND THEN HOW CERRITOS COLLEGE IMPACT THE LOCAL COMMUNITY.

AND WE CLOSED WITH A PRESENTATION BY STEPHEN CHANG THE CEO OF THE LOS ANGELES ECONOMIC DEVELOPMENT AUTHORITY AND WORLD TRADE CENTER ABOUT THE FUTURE OF THE LA ECONOMY.

AND I WILL SAY ABOUT THAT TIME THAT HE FINISHED AND THE STUDENTS WERE ABLE TO COVER ALL THE PIECES TOGETHER.

YOU COULD SEE THE LIGHTS TURNING ON AND UNDERSTANDING HOW.

THEIR JOURNEY.

THEIR ACADEMIC JOURNEY ACTUALLY CONNECTS TO THE ECONOMY, NOT ONLY TO THEIR OWN ECONOMICAL PROGRESS, BUT HOW THE REGION WILL DEVELOP.

AS AS ALL OF YOU KNOW, WE ARE CO-SPONSORS OF THAT BILL AND HAVE BEEN WORKING CLOSELY TOGETHER WITH THE OFFICE OF SENATOR ROD AND OTHER LEADERS AT THE STATE. IT IS AN UPHILL BATTLE, BUT WE'RE FIGHTING THE BATTLE BECAUSE WE BELIEVE THEY BRING IN BACCALAUREATE DEGREES TO THE COMMUNITY.

COLLEGES DO MAKE A DIFFERENCE IN THE ECONOMIC DEVELOPMENT OF THE AREA, BECAUSE IT INCREASES THE WAGES OF THOSE INDIVIDUALS WHO ARE ABLE TO ATTAIN THE HIGHER CREDENTIAL, INCREASING THE CHANCES OF EMPLOYMENT.

AND WE'RE MEETING A VOID IN THE COMMUNITY.

THE COMMON ARGUMENT IS THAT WE ARE MISSION CREEPING INTO THE CSUS.

BUT I DON'T NECESSARILY THINK THAT IS MISSION CREEP.

I THINK WE ARE DOING THE SAME THAT THE CSUS ARE DOING BY OFFERING DOCTORAL DEGREES AT THEIR INSTITUTIONS.

THEY ARE MEETING A NEED IN THE COMMUNITY OF GRADUATE STUDENTS THAT CANNOT GO TO A UC AND CHANGE THEIR SCHEDULES TO ATTEND FULL TIME AND GO TO SCHOOL.

AND I THINK IT'S A VALID REASON FOR THE CSUS TO OFFER DOCTORAL DEGREES IN THE SIMILAR WAY THE COMMUNITY COLLEGES ARE MEETING A COMMUNITY NEED BY EDUCATING STUDENTS WHO ARE ENTERING THE WORKFORCE AND COULD POTENTIALLY EARN A HIGH WAGE. MANY OF OUR STUDENTS ARE PARENTS THAT CANNOT STOP COMING TO SCHOOL AND ATTEND ONE OF THE GOOD PROGRAMS THAT ARE OFFERED AT THE CSU, BUT WE'RE OFFERED EQUALLY QUALIFIED AND HIGH QUALITY PROGRAMS. SO WE ARE MEETING A NEED IN THE SAME MANNER AS THE CSU ARE MEETING A NEED BY OFFERING DOCTORAL DEGREES.
