BOARD OF TRUSTEES AND EVERYONE WHO'S HERE AND LISTENING TO THE SOUND OF MY VOICE HOARSE RIGHT NOW.

BEEN DOING A LOT OF TALKING TODAY, BUT I'M COMING TO YOU GUYS TODAY TO GIVE YOU A BRIEF UPDATE ON THINGS THAT HAVE BEEN GOING ON AROUND CAMPUS IN TERMS OF SAFETY. WE'VE BEEN TALKING WITH THE ACC SENATE ALONGSIDE WITH CABINET AND GOING TOWARDS THE TARGETED AREAS THAT WE HAVE ON CAMPUS, WHICH IS SIMILAR TO STUFF THAT HAVE BEEN TALKED ABOUT HERE, HAVING TO DO WITH FEELING WELCOME, ACCESSIBILITY, EQUITY AND DIVERSITY AND SAFETY. AND ON THE TOPIC OF SAFETY, RECENTLY, WE'VE BEEN HEARING CONCERNS FROM STUDENTS TALKING ABOUT HOW THEY'RE NOT FEELING SAFE AT NIGHT, ESPECIALLY TOWARDS THE PARKING LOT. ONE THING THAT WAS BROUGHT UP TO OUR ATTENTION TODAY IS THE FACT THAT THERE ARE NO CAMERAS IN THE PARKING LOTS, WHICH IS VERY CONCERNING BECAUSE THERE'S POSSIBILITIES OF THINGS HAPPENING IN THE PARKING LOTS.

ANOTHER THING IS THE FACT THAT THERE'S VERY LITTLE TO NO LIGHTING ON SOME OF THE AREAS IN THE PARKING LOT, SO I JUST WANTED TO BRING THAT TO YOUR GUYS'S ATTENTION.

JUST BECAUSE WE ARE AN OPEN CAMPUS, AND WE WANT EVERYONE TO FEEL SAFE WHEN COMING ON CAMPUS, AND IF THESE STUDENTS ARE ALREADY ADDRESSING THESE ISSUES, TO ME, IT'S SOMETHING CONCERNING THAT I WANTED TO BRING TO YOU GUYS TO SEE WHAT WE CAN DO TOGETHER AS A COLLABORATIVE UNIT, BECAUSE THAT'S ONE OF MY GOALS AS VP THIS SEMESTER IS TO PROMOTE INNER BRANCH SUPPORT BETWEEN THE BOARD OF TRUSTEES, FACULTY SENATE, AND ALL OF STUDENT GOVERNMENT, BECAUSE WE'RE ALL HERE FOR THE SAME GOAL, WHICH IS TO MAKE SURE THAT ALL THE STUDENTS AND EVERYONE WHO COMES TO CERRITOS COLLEGE FEEL SAFE AND WELCOME.

SO TO KIND OF EXPAND ON THE POINTS THAT MY COLLEAGUE MR. HERNANDEZ HAD MENTIONED IS THAT STUDENT SAFETY IS A BIG THING, AND TYING TO STUDENT SAFETY GOES INTO HOW STUDENTS FEEL WHEN THEY COME ON A CAMPUS.

AND ONE OF THE TARGET AREAS IS FEELING WELCOMED, WHICH I THINK, YOU KNOW, FEELING SAFE IS FEELING WELCOME.

AND SO KIND OF TYING INTO EVERYTHING THAT I WANT TO TALK ABOUT TODAY IS WHERE ARE WELL INTO WHERE IS THAT? WHEN THE CHIEF CAME TODAY, A LOT OF THE POINTS THAT HE MADE IN REGARDS TO SAFETY SEEMED A LITTLE BIT LIKE THAT.

IT WASN'T A PRIORITY.

AND SO THE REASON WHY I SAY THAT IS BECAUSE A LOT OF THINGS WERE KIND OF LIKE WE BROUGHT UP THE ISSUES OF LIKE HARASSMENT.

HE'S KIND OF LIKE, OH, WELL, IT'S NOT A CRIME.

SO YOU DON'T WE DON'T HAVE TO LOOK THAT MUCH INTO IT.

IT'S NOT REALLY OUR RESPONSIBILITY. WE'LL JUST START KIND OF ON TO TITLE NINE, YOU KNOW, AND ME AS BEING A STUDENT REPRESENTATIVE, YOU KNOW, THAT CAME ACROSS AS KIND OF DISMISSIVE TO THE ISSUES. AND, YOU KNOW, I DON'T WANT ANYBODY OF THE GENERAL PUBLIC TO THINK LIKE, OH, YOU KNOW, THEY'RE NOT GOING TO LOOK INTO IT IF THIS IS A SAFETY CONCERN.

AND SO KIND OF TALKING ABOUT, YOU KNOW, INSTANCE OF LIGHTING, A LOT OF TIMES, YOU KNOW, THE OFFICERS SAY LIKE, YOU KNOW, WE LIKE THE LOW LIGHTING.

IT MAKES US LOOK MYSTERIOUS, BUT AT THE EXPENSE OF STUDENT SAFETY.

WHERE ARE THEIR PRIORITIES? ARE THEIR PRIORITIES LOOKING MYSTERIOUS? AND, YOU KNOW, BEING COOL FOR THEIR COWORKERS OR THEIR MYSTERIOUS IS THEIR PRIORITY KEEPING STUDENTS SAFE.

AND SO I THINK WE NEED TO LOOK INTO ISSUES LIKE THAT.

I THINK, YOU KNOW, THE CAMERA IS A BIG ISSUE, ESPECIALLY SINCE THERE'S BEEN MORE ACTS OF PEOPLE ENGAGING IN THREATENING BEHAVIOR.

PEOPLE ARE COMING INTO ADMISSIONS AND RECORDS AND THREATENING, YOU KNOW, WORKERS.

AND SO LIKE, YOU KNOW, WHO KNOWS WHAT THEY'RE DOING IN THE PARKING LOT WITH NO CAMERAS INVOLVED, YOU KNOW, SO WE DON'T IF WE CAN'T SEE THESE THINGS AND WE DON'T KNOW THAT THEY'RE HAPPENING, WE DON'T KNOW HOW TO ADDRESS THEM.

AND SO I THINK ALL OF THE THINGS THAT MY COLLEAGUE WAS TALKING ABOUT ARE VERY IMPORTANT, ALONG WITH, YOU KNOW, CONTINUOUSLY PRIORITIZING STUDENT SAFETY.

BECAUSE WITHOUT STUDENT SAFETY, THOSE OTHER ISSUES OF, YOU KNOW, TARGETERS ARE NOT GOING TO BE ADDRESSED, STUDENTS ARE NOT GOING TO FEEL WELCOME.

THE MARGINALIZED COMMUNITIES THAT WE NEED TO ADDRESS WITHIN EQUITY AND DIVERSITY ARE NOT GOING TO FEEL SAFE ON CAMPUS, AND THEY'RE NOT GOING TO FEEL WELCOMED.

AND THEN TYING INTO THAT, ULTIMATELY, IT ALL COMES INTO SERVING STUDENTS FIRST.

AND I KNOW THAT'S A BIG FRAMEWORK THAT WE TALK ABOUT.

I KNOW WE'RE GOING TO HAVE THAT RETREAT ON THE FIRST, AND I KNOW MOVING FORWARD, THAT'S THE VISION FOR CAMPUS.

THAT'S THE MASTER PLAN IS STUDENTS FIRST.

AND SO I BELIEVE IF WE WANT TO PUT STUDENTS FIRST, THE SAFETY SAFETY SHOULD COME FIRST AND FOREMOST.

BECAUSE ULTIMATELY IF WE COME TO CAMPUS, THEY WANT TO FEEL WELCOME.

THEY WANT TO FEEL SAFE, AND PEOPLE COME HERE TO LEARN.

AND IF PEOPLE DON'T FEEL SAFE, WHAT THEY LEARNED, NOTHING GETS DONE.

AND IT KIND OF DEFEATS THE PURPOSE OF SETTING THE OTHER GOALS IN THE FIRST PLACE, I APPRECIATE IT.

I THINK THIS IS THE FIRST TIME I GET TO ADDRESS YOU AS THE NEW PRESIDENT OF THE BOARD.

AND IF YOU NEED TIPS ON HOW TO RUN A MEETING.

YEAH. COME ON. YEAH. ASK THIS GUY RIGHT HERE AND ALL THE REST OF YOU.

IT'S NICE TO SEE YOU. I DIDN'T GET TO SEE YOU AT THE LAST MEETING.

I'M HAPPY TO BE HERE TONIGHT.

AND MY COLLEAGUES AND OTHER FACULTY STAFF MEMBERS OF THE COMMUNITY, EVERYBODY WHO CAN HEAR MY VOICE.

A COUPLE OF THINGS THAT I WANTED TO HIGHLIGHT TONIGHT.

SOME OF THE HIGHLIGHTS OF THINGS THAT FACULTY ARE INVOLVED IN ON CAMPUS THAT ARE DESIGNED, TRULY DESIGNED TO IMPROVE THE QUALITY OF THE INSTRUCTION AND THE INSTRUCTIONAL EXPERIENCE THAT STUDENTS HAVE HERE AT CERRITOS COLLEGE.

ONE OF THEM IS THE CULTURALLY RESPONSIVE PEDAGOGY INITIATIVE, ONE THAT I'M ACTUALLY INVOLVED IN, IN LYDIA, IF YOU'RE STILL HERE, HER AS WELL.

AND IT'S A NICE COHORT OF FACULTY WHO ARE WORKING TOGETHER ON A CONSISTENT AND REGULAR BASIS TO BASICALLY REDESIGN HOW WE APPROACH WHAT WE DO AS TEACHING.

AND EVEN FOR SOMEBODY LIKE ME WHO'S BEEN HERE FOR SO LONG TO STILL THINK THAT I CAN LEARN AND CHANGE TO ADAPT TO MY STUDENTS AND TO THE WORLD THAT THEY LIVE IN AND THE WORLD THAT I LIVE IN AND WE ALL LIVE IN AS WELL.

I WANTED TO READ TO YOU FROM ONE OF THE CARDS THAT WAS GIVEN TO US AT ONE OF THE TRAININGS THAT WE WE'VE HAD SO FAR AS PART OF THE PROJECT.

AND YOU CAN SEE IT'S THIS BIG DECK OF CARDS HERE, AND THEY ALL HIGHLIGHT SOME DIFFERENT ASPECT OR POINT OF VIEW OF THE PROGRAM.

REMEMBER CULTURALLY RESPONSIVE PEDAGOGY? THE ONE I DECIDED TO PICK TONIGHT TO SHARE.

AND IT'S SHORT SEEK LIBERATORY COLLABORATION.

DESIGN WORK CAN BE FRAUGHT WITH POWER AND IDENTITY DYNAMICS, ESPECIALLY AS AN INSTRUCTOR.

AND YOU'RE STANDING UP THERE IN FRONT OF THE CLASSROOM, AND STUDENTS ARE USED TO THAT DYNAMIC IN THE ROOM.

RIGHT? TO TO FULLY REALIZE THE POTENTIAL OF LIBERATORY DESIGN, IT IS CRITICAL TO REFRAME THE RELATIONSHIP BETWEEN DESIGNERS LIKE FACULTY AND THE COMMUNITIES IN WHICH THEY ARE WORKING TO ONE OF PARTNERSHIP AND NOT EQUITY.

NO. PARTNERSHIP AND EQUITY AND NOT PATRONIZING EXPERTISE.

AN EXAMPLE OF THAT JUST THIS WEEK, I WORKED WITH TWO OF MY CLASSES IN PERSON TO LOOK AT HOW WE COULD CHANGE THE SYLLABUS, MAKE CHANGES TO THE SYLLABUS WHERE IT WOULD BE, AND ON CANVAS SO THAT IT WOULD MAKE EVERYTHING THAT WE'RE DOING MORE, MORE UNDERSTANDABLE, MORE ACCESSIBLE, AND SOMETHING THAT THEY FELT OWNERSHIP IN.

IF I HAD DONE THAT, AND I'VE BEEN HERE A LONG TIME, IF I HAD DONE THAT 15 YEARS AGO, 20 YEARS AGO, TEN YEARS AGO, AND SOMEBODY CAME OUT AND SAID, YOU'RE CHANGING YOUR CLASS MIDSTREAM.

I THINK PEOPLE WOULD HAVE BEEN AGHAST.

YOU DON'T DO THAT.

NO. MY STUDENTS THIS WEEK LOVED IT.

THEY WERE INTO IT AND THEY FELT OWNERSHIP, AND THEY FELT LIKE I WAS RELATING TO THEM AS A PARTNER AND NOT AS THE EXPERT.

AND SO THOSE ARE THE KINDS OF THINGS THAT WE CAN DO.

THIS ONE PROGRAM THAT I'M WORKING ON WITH LEXI IS SHAKING HER HEAD.

SHE'S LIKE, YES, YES, DENNIS, LET'S DO MORE OF THAT.

ANOTHER PROGRAM THAT I'M WORKING WITH IS THE ZERO TEXTBOOK INITIATIVE, LOW COST TEXTBOOK INITIATIVE THAT IS BASICALLY GOING ON THROUGHOUT

THE STATE OF CALIFORNIA AT COMMUNITY COLLEGES ACROSS THE STATE.

MANY COMMUNITY COLLEGES ACTUALLY GOT MONEY TO PROMOTE THIS INITIATIVE AMONG FACULTY.

AND IN OUR CASE, WE JUST RECENTLY, AS THE FACULTY SENATE, WE SETTLED ON A PRICE POINT OF $50.

WHEN YOU LOOK AT OTHER CAMPUSES AROUND US, THEY'RE EITHER AT THE $40 PRICE POINT, $50 PRICE POINT, AND THIS IS THE COST FOR TEXTBOOKS FOR CLASS.

NOT ALL TEACHING SUPPLIES TEXTBOOKS ALONE.

AND BY DOING THIS, WE WILL BE ABLE TO IDENTIFY CLASSES AND LIST FOR STUDENTS IN FUTURE CLASS SCHEDULES THAT THESE ARE CLASSES THAT HAVE LOW COST TEXTBOOKS THAT HELP TO REDUCE THE BARRIERS TO EDUCATION THAT WE'RE ALL TRYING TO REDUCE.

AND SO THESE ARE TWO OF THE PROGRAMS THAT WE'RE WORKING WITH.

AND THE ZERO TEXTBOOK COST, LOW TEXTBOOK COST IS IS AN EXTENSION BASICALLY OF THE ONLINE EDUCATIONAL RESOURCE INITIATIVES THAT HAVE BEEN TAKING PLACE FOR NOW, WELL OVER FIVE YEARS, SEVEN YEARS ACROSS THE STATE OF CALIFORNIA TO BASICALLY, AGAIN, TO DEMOCRATIZE THE CLASSROOM AND THE COLLEGE EXPERIENCE BY PROVIDING RESOURCES TO STUDENTS FOR THEIR CLASSES.

SO THEY'RE NOT BEING ASKED TO SPEND 100, 200, $300 A CLASS JUST ON TEXTBOOKS.

WE FINALLY FIGURED OUT THAT THAT'S A DISSERVICE TO OUR STUDENTS.

IT TOOK TOO LONG, BUT WE'RE FINALLY THERE, AND I AM PROUD THAT CERRITOS COLLEGE IS PLAYING ITS PART IN DOING THAT.

AND FINALLY, I HAVE AN ANNOUNCEMENT TONIGHT.

I WILL NOT BE RUNNING FOR FACULTY SENATE PRESIDENT WHEN MY TERM IS UP THIS SEMESTER.

I DID A HALF A TERM TO REPLACE APRIL GRIFFIN, AND THEN I ENDED UP RUNNING AGAIN TO DO A FULL TERM FOR MYSELF.

IN THAT TIME, I HAVE HAD AN OPPORTUNITY TO WORK WITH MY COLLEAGUES IN THE FACULTY UNION, MY COLLEAGUES ACROSS THE CAMPUS TO WORK WITH THE REPRESENTATIVES OF CLASSIFIED STAFF AND ALSO WITH BOARD OF TRUSTEES AND MEMBERS OF THE COMMUNITY.

AND I CAN TELL YOU THAT THE OPPORTUNITY, THE EXPERIENCE TO WORK AT AN INSTITUTION LIKE THIS AND HAVE THAT ACCESS, AND TO BE ABLE TO SEE THE INSTITUTION FROM THAT VANTAGE POINT, ONE THAT EVERYBODY DOESN'T SEE.

BUT I GOT TO SEE THAT FOR THE LAST THREE YEARS.

AND I CAN'T THINK OF A BETTER HIGHLIGHT TO GO OUT ON.

I'M NOT RETIRING YET. I'M NOT SAYING THAT.

OKAY. I SAW YOU LOOKING OVER THERE.

DOCTOR PIERRO LIKE, OH, GREAT.

YOU KNOW, I'M NOT RETIRING YET, BUT IN THE, IN THE, IN THE NEXT FEW YEARS THAT I HAVE AT CERRITOS COLLEGE I WANT TO SPEND THEM IN THE CLASSROOM.

I WANT TO I WANT TO GO OUT TEACHING STUDENTS IN THE CLASSROOM, BECAUSE TEACHING TWO FULL TWO CLASSES IN PERSON THIS SEMESTER FOR THE FIRST TIME, BASICALLY SINCE COVID, IT'S THERE'S NOTHING LIKE IT.

THERE'S NOTHING LIKE IT.

STUDENTS ARE AMAZING, AND I CAN'T THINK OF A BETTER WAY TO GO OUT, SO.

THAT WOULDN'T BE POSSIBLE WITHOUT THE WORK OF OUR FACULTY.

90% OF OUR INCOMING STUDENTS HAVE COMPREHENSIVE STUDENT EDUCATION PLANS.

I KNOW, I KNOW, MARISSA, I KNOW YOU'VE BEEN LOOKING FOR THAT DATA, RIGHT? SO I MAKE SURE THAT IT'S FRONT AND CENTER FOR YOU.

IT'S GOOD. HIGHEST NUMBER EVER.

RIGHT. AND THAT IS ACTUALLY NOT INCLUDING ME.

I USED TO BE A CCEP QUEEN, BUT I'M NOT DOING THAT ANYMORE, SO YOU KNOW WHAT I'M SAYING? IF I WAS THERE, MAYBE 100%.

SO 90% SEE SEPARATE, WHICH IS DEVELOPED BY A CERRITOS COLLEGE COUNSELOR.

RECENTLY, ALSO, OUR DENTAL HYGIENE FACULTY, COMPRISED OF BOTH FULL TIME AND PART TIME MEMBERS, RECEIVED A 2024 LEAGUE

FOR INNOVATION IN COMMUNITY COLLEGE EXCELLENCE AWARD FOR THEIR DEVELOPMENT OF OUR INAUGURAL BACHELOR'S DEGREE, WHICH WILL ACCEPT THEIR FIRST COHORT IN FALL OF 2025.

ALSO, DOCTOR JACQUELINE RONQUILLO IN PSYCHOLOGY DEPARTMENT HAS SPEARHEADED IN BRINGING THE MENTAL HEALTH WORKER PROGRAM TO LOCAL HIGH SCHOOLS THROUGH DUAL ENROLLMENT.

THIS ALLOWS STUDENTS TO HAVE STREAMLINED PATHWAYS FOR THEIR TRANSITION INTO THE WORKFORCE AS PARAPROFESSIONALS UPON COMPLETION OF THEIR CERTIFICATES. FURTHERMORE, IT ESTABLISHED A FOUNDATION FOR FURTHER ACADEMIC PURSUITS BY OFFERING TRANSFER DEGREES IN PSYCHOLOGY.

THESE PROGRAMS WOULD NOT BE POSSIBLE WITHOUT OUR FACULTY, AND IT IS IMPORTANT TO ACKNOWLEDGE THAT FACULTY SUPPORTING THESE PROGRAMS ARE BOTH FULL TIME AND PART TIME IN THE DENTAL HYGIENE PROGRAM.

WE CURRENTLY HAVE A TEAM OF THREE FULL TIME FACULTY MEMBERS, COMPLEMENTED BY EIGHT DEDICATED PART TIME FACULTY.

SIMILARLY, THE MENTAL HEALTH PROGRAM BENEFITS FROM THE LEADERSHIP OF DOCTOR RONQUILLO AS THE SOLE FULL TIME FACULTY MEMBER, SUPPORTED BY A TEAM OF SEVEN PART TIME FACULTY WHO SHOULDER SIGNIFICANT RESPONSIBILITIES.

PART TIME FACULTY ACROSS CAMPUS ARE DEEPLY INVESTED IN THE SUCCESS OF OUR STUDENTS, AND CONSEQUENTLY, IT IS IMPERATIVE THAT CERRITOS COLLEGE INVEST IN OUR PART TIME FACULTY.

COMPREHENSIVE HEALTH CARE FOR PART TIME FACULTY IS KEY TO DEMONSTRATING CERRITOS CARES FOR OUR STUDENTS AND FACULTY.

IT IS ALSO KEY TO ATTRACTING, DEVELOPING, AND RETAINING FACULTY MEMBERS DEDICATED TO OUR STUDENTS AND THEIR SUCCESS.

SO. AS WE KNOW, WE HAVE BEEN WORKING ON THE STUDENT FIRST FRAMEWORK AND THE STUDENT FIRST FRAMEWORK HAS FRANK, VERY ELOQUENTLY PUT IT YESTERDAY, HAS FOUR LEVERS THAT WHEN YOU MOVE THEM, IF THE COGS ARE ALIGNED AND SYNCHRONIZE, YOU GET THE RESULT YOU WERE EXPECTING ON THE OTHER SIDE, IF IF YOU MOVED IT AND THE COGS ARE NOT SYNCHRONIZED AND ALIGN AND ALIGN, YOU GET A RESULT.

SO THE DOLLARS THAT ARE GENERATED AT CERRITOS COLLEGE SUPPORT ABOUT 1192 JOBS ONLY ON PAYROLL, CONSTRUCTION AND DAY TO DAY PURCHASES.

SO IF CERRITOS COLLEGE WAS NOT HERE AND IT DID NOT HAVE THE PAYROLL AND THE CONSTRUCTION EXPENDITURES THAT WE CURRENTLY HAVE, THERE WILL BE A SHORTFALL OF NEARLY 1200 JOBS IN OUR IN OUR REGION.

SO WHEN YOU LOOK AT THE OPERATION ONLY ONLY THE OPERATION SIDE, WE BRING ABOUT 1000 EMPLOYEES, ABOUT 30%.

ROUGHLY 30% OF THEM LIVE IN A LOCAL COMMUNITY.

1100, NEARLY 1200 OF THEM TO 1200 OF JOBS ARE GENERATED AS A DIRECT IMPACT OF THE EXPENDITURES OF THIS DISTRICT.

SO WHEN YOU CALCULATE ALL THIS AND YOU PUT ALL WHAT WE DO FOR OUR STUDENTS, FOR OUR COMMUNITY, FOR OUR BUSINESS, FOR OUR LOCAL AREA, FOR EVERY DOLLAR THAT WE INVEST AT CERRITOS COLLEGE, THE COMMUNITY AND THE STATE GET AN AVERAGE RETURN OF $10.50 FOR THE WORKING LIFE OF THAT PARTICULAR GRADUATE. THOSE STUDENTS WOULDN'T COME HERE, SO THEY WILL TAKE THEIR DOLLARS ELSEWHERE.

AND A PRETTY LARGE PERCENTAGE OF THAT 61% OF THE STUDENTS END UP MOVING TO THE LOCAL AREA.

WELL, THEY ARE IN COLLEGE AND ARE MORE LIKELY TO RETURN AND LIVE IN THE LOCAL AREA ONCE THEY GRADUATE.

IT'S LIKE THE OPPOSITE OF A BRAIN DRAIN, CORRECT? YEAH. YES.

THE LARGER WE ALL THE EDUCATION SYSTEM IN THE REGION PRODUCES A SIGNIFICANT AMOUNT OF MONEY WITHIN THE ECONOMY.

BUT I THINK WE HAVE WE HAVE NOT BEEN PROACTIVE POSITIONING OURSELVES AS PART OF THE ECONOMIC DEVELOPMENT PLAN OF THE REGION BECAUSE THE IMPACT THAT WE HAVE IS HIGH.

BUT IF WE IF WE THINK ABOUT IF WE WERE GOING TO GRADUATE, LET'S SAY WE ACHIEVE THE GOAL, THE 50% OF THE STUDENTS IN FIVE YEARS OR LESS.

SO I FEEL REALLY HOPEFUL, THOUGH, THAT WE AS A AS A COLLEGE, REALLY PRESENTED ALL OF YOUR GREAT WORK ON WHAT WE ARE DOING IN REGARDS TO BASIC NEEDS AND HOW THE HOUSING WOULD COMPLEMENT THE WORK THAT WE'RE DOING.

SO AGAIN, I THINK STAY TUNED.

I THINK THE MAY REVISE AT THE EVERYBODY IN THE ENTIRE STATE WHO WORKS IN GOVERNMENT, I GUESS IS WAITING FOR THE MAY REVISE, BECAUSE THAT'S REALLY GOING TO HAVE A HUGE IMPACT ON SO MANY DECISIONS ACROSS THE STATE.

SO I'M SURE SOME OF YOU HEARD THAT SENATOR ROTH, OUT FROM INLAND EMPIRE, HAS OFFERED A PIECE OF LEGISLATION THAT WILL ALLOW A CERTAIN A NUMBER OF DISTRICTS TO OFFER A BACCALAUREATE DEGREE.

SO WE DEFINITELY HAVE EXPRESSED OUR INTEREST IN COMPETING.

THERE'S STILL A LOT HAS TO BE DONE, BUT I JUST WANTED EVERYONE TO KNOW THAT TOO.

BEFORE WE CONCLUDE THE MEETING, WE USUALLY DON'T ADDRESS PUBLIC COMMENTS, BUT I THINK IT'S IMPORTANT TO, TO ADDRESS THESE COMMENTS THIS EVENING.

SO SO JUST BE READY FOR IT TO YOU.

SO THE FIRST PART ON THE BUDGET, AS TRUSTEE PEREZ MENTIONED, IT IS INCREDIBLY INTERESTING TO SPEAK WITH PEOPLE AT THE STATE LEVEL WITH THE BUDGET.

AS YOU KNOW, I'VE BEEN GOING BASICALLY EVERY YEAR THERE FOR THE BUDGET.

AND EVERY YEAR THEY TELL YOU THERE'S NO MONEY, WE'RE NOT GOING TO GIVE YOU ANYTHING.

BUT THE CONVERSATION CONTINUES AND EVENTUALLY SOMETHING HAPPENS.

THIS YEAR, THE CONVERSATION HAS STOPPED AT THE POINT OF EVEN ASKING IT.

IT'S IMMEDIATELY REDIRECTED TO SOMETHING ELSE.

THEY ALSO SEEM NERVOUS AND CONCERNED.

THE LEVEL OF DISAGREEMENT BETWEEN THE TWO PARTIES, THE GOVERNOR AND THE LEGISLATORS ABOUT THE BUDGET.

NOW, WHAT IS MAKING IT INCREDIBLY MORE COMPLICATED ARE THE PROJECTIONS BY THE LEGISLATIVE ANALYST'S OFFICE.

SO AT SOME POINT, THE LEGISLATIVE ANALYST'S OFFICE SAID, OKAY, IT'S A 60 PLUS MILLION DOLLAR DEFICIT.

THE GOVERNOR PRESENTED ABOUT $38 BILLION DEFICIT.

IT'S STILL VERY LARGE DEFICIT.

AND A NEW ANALYSIS OF THE LEGISLATIVE ANALYST'S OFFICE SAYS, OKAY, WE'RE GOING TO SETTLE SOMEWHERE AROUND 58.

THEY DID SOME PROJECTIONS WE COLLECTED.

WE MEAN THE PROVERBIAL THE ROYAL.

WE. THEY COLLECTED REVENUES FOR FEBRUARY, AND THE PROJECTIONS ARE LOOKING WORSE THAN THEY INITIALLY EXPECTED.

SO YESTERDAY THE ILO MENTIONED THAT THE DEFICIT HAS GROWN TO $73 BILLION.

SO RATHER THAN SHRINKING, IT HAS GONE UP BY ABOUT OVER 15, I THINK 17 BILLION DOLLARS.

THESE PROJECTIONS ARE AS OF TODAY, WITH TODAY'S NUMBERS.

HOWEVER, WHEN THEY LOOKED AT HOW TAXES WERE COLLECTED IN THE MONTH OF JANUARY, THEY BELIEVE THAT THESE, RATHER THAN GETTING BETTER, COULD GROW BY THE TIME WE HAVE THE MAY REVISE.

A PRIOR REPORT FROM THE ILO ALSO CHOSE THE BECAUSE THE TAXES FROM 2223 WERE COLLECTED SO LATE THE LEGISLATION OVER THE SPAN.

THE PAST YEAR TO GIVE US MONEY THIS YEAR, WHICH IN TURN IS GOING TO ADD TO OUR CURRENT DEFICIT.

AND IN OTHER WORDS, WHAT THAT MEANS IS THAT THE ALLOW PROJECTS THAT THAT NEEDS TO BE COVERED OVER A PERIOD OF THREE YEARS WITH ROUGHLY $30 BILLION A YEAR.

STARTING NEXT YEAR.

AND THOSE ARE NUMBERS BASED SIMPLY ON PROJECTIONS.

THAT MAKES IT COMPLICATED FOR THE GOVERNOR AND THE LEGISLATION TO AGREE ON SOMETHING.

HOW? WELL, HOW YOU'RE GOING TO SPEND IT'S AN ELECTION YEAR AND HOW THEY'RE GOING TO COVER THE MONEY THAT THEY ALREADY GAVE US, THAT WE ALREADY SPENT.

BUT THERE NEEDS TO BE RECORDED IN THE BOOKS IN ADDITION TO THE LOWER TAX REVENUES.

THE PROBLEM WITH THAT, ASIDE OF THE MONEY IS THAT, REMEMBER, WE'RE IN AN ELECTION YEAR AND THE GOVERNOR ONLY HAS TWO YEARS LEFT.

SO THE LEGISLATION IS GOING TO BE VERY SKEPTIC OF SIGNING A DEAL THAT TAKES MORE THAN TWO YEARS TO LEVEL THE BUDGET. WHY? BECAUSE BY THE TIME THAT IS SIGNED, THE GOVERNOR WILL BE GONE.

BUT IT STILL WILL BE THE PROBLEM OF THE LEGISLATION.

AND IF YOU REMEMBER, THE LAST COHORT OF LEGISLATION, THE LEGISLATORS THAT CAME WAS OVER 100 OF THEM, WHICH MEANS ALL OF THEM ARE LIKELY TO BE HERE AND OWNING THAT BUDGET FOR THE NEXT 12 YEARS.

SO IT'S GOING TO BE AN INTERESTING NEGOTIATION FROM THAT POINT OF VIEW.

THE OTHER POINT, THE IMPACT K-12 IS A SMALL DISCREPANCY OF $1 BILLION ON PROP 98.

SO THE GOVERNOR HAS SAID OVER AND OVER AGAIN, THE PROP 98 IS NOT GOING TO BE TOUCHED.

JUST TO REFRESH YOUR MIND, PROP 98 IS WHERE WE GET OUR ALLOCATION FROM.

THE PROBLEM IS THE LAST YEAR THE LEGISLATION GAVE US $1 BILLION MORE THAN THEY SHOULD HAVE GIVEN US BECAUSE THE TAXES WERE NOT CALCULATED CORRECTLY BASED ON LATE RETURNS.

SO RATHER THAN COLLECTING THE EXTRA MONEY THEY GAVE US, THE GOVERNOR IS PROPOSING NOT TO TAKE THE MONEY AWAY AND CONTINUE TO FUND US NEXT YEAR BASED ON CURRENT ALLOCATION.

NOW, YOU MAY BE ASKING YOURSELF, HOW IS IT THAT WE'RE GOING TO GET $1 BILLION AND NO ONE IS GOING TO CHARGE US FOR IT? I'M GOING TO TRY TO EXPLAIN THIS THE BEST POSSIBLE WAY, BUT IT'S VERY COMPLICATED THAT I'M NOT REALLY SURE I'M GOING TO DO IT JUSTICE.

SO WHAT THE GOVERNOR IS PROPOSING IN THE CURRENT BUDGET IS NOT TO CUT OR RESOURCES THE $1 BILLION THAT WERE ALLOCATED TO US, BUT HE'S ALSO PROPOSING NOT TO RECORD THEM IN THE BOOKS.

TWO, WE ALREADY HAVE A $73 BILLION DEFICIT FOR THE LEGISLATION CANNOT APPROVE THINGS THAT ARE OUTSIDE OF THEIR BUDGET YEAR.

AND THREE THIS WILL ADD TO YOUR DEFICIT OF THE $30 BILLION.

LONG STORY SHORT, IT IS IMPORTANT FOR US TO BE VERY REALISTIC AS TO WHAT WE NEED TO DO AS WE MOVE FORWARD OVER THE NEXT THREE YEARS, BECAUSE WHATEVER WAY, ULTIMATELY THIS BUDGET IS BALANCED, WE EITHER GET SOME SORT OF DEFERRAL OF DEFICIT FACTOR IN ORDER TO BE ABLE TO MEET THE NUMBERS THAT THEY ARE TRYING TO PROJECT.

THIS IS OBVIOUSLY IF THE BUDGET AND TAX REVENUES DO NOT IMPROVE, WHICH ACCORDING TO THE LEGISLATIVE ANALYST'S OFFICE, THEY ARE UNLIKELY TO IMPROVE.

THEN THAT GETS SUBMITTED TO OUR FACILITIES DEPARTMENT.

SO THEY HAVE A RUNNING TALLY OF WHAT IS WHAT THEY HAVE IDENTIFIED ON IT.

AND DEPENDING ON WHAT IT IS, IF THEY IF IT'S A KNOWN THING THAT THEY'RE WAITING TO CURRENTLY FIX, YOU KNOW, WE'RE ALWAYS ADDRESSING THOSE ON THAT.

IT IS AN ENERGY EFFICIENT LIGHTING SYSTEM WHICH IS DESIGNED TO LOWER DOWN POWER DOWN TO 50% WHEN THERE IS NO ACTIVITY AROUND.

SO FROM A DISTANCE, WHEN YOU'RE LOOKING OUT AT A LIGHT AND I CAN SEE THIS A LOT OF TIMES WHEN THERE WAS NO ACTIVITY IN LIKE LOT ONE OR LOT TEN ON THAT, THAT IT LOOKS OH MAN, I WISH THERE WAS MORE LIGHT OUT THERE.

WE HAD OLD INCANDESCENT LIGHT BULBS STILL SURROUNDING THAT THAT WERE ACTUALLY BURNT OUT.

WE ACTUALLY JUST RECENTLY JUST GOT THOSE REPLACED BY NEW LED LIGHTS ON THAT.

AND SO LIGHTING IS ALWAYS A CONSTANT FOR US LOOKING TO TRY TO IMPROVE LIGHTING THROUGHOUT THE CAMPUS TO MAKE SURE, AGAIN, THAT EVERYONE FEELS SAFE.

IF THERE IS EVER A LIGHTING SITUATION OR A PARTICULAR AREA, YOU KNOW, WE WANT PEOPLE TO TO REPORT THAT, YOU KNOW, EITHER GET REPORTED TO FACILITIES, CAN WE SURELY REPORT IT TO MY OFFICE, BUT ALSO BE SPECIFIC ON THE AREAS? BECAUSE IF YOU SAY, OH, THERE'S A LIGHTING PROBLEM WE'RE AT, YOU KNOW, IT'S ALSO HELPFUL TO, TO BE SPECIFIC OF WHAT AREAS, WHAT LIGHTS YOU'RE LOOKING AT SPECIFICALLY.

BUT CAMERAS ARE UTILIZED AS A ONE, A DETERRENT.

SO WE'VE HAD TO PUT CAMERAS TO HELP MONITOR THAT SITUATIONS.

AUTO TECH HAS A LOT OF CAMERAS IN THAT AREA.

GIVEN THE NATURE OF OF THEIR THINGS ON THAT THINGS, HAVE, YOU KNOW, BEEN STOLEN OR THINGS LIKE THAT.

SO, SO CAMERAS IN THOSE SITUATIONS HAVE PUT THERE DIRECTLY TO HELP DETER SOME BAD ACTORS THAT THAT WE HAVE HISTORICALLY HAD TO DEAL WITH REGARDING CAMERAS IN GENERAL.

SO WE DO USE A CONSULTANT, LIKE FOR OUR EMERGENCY BLUE PHONES.
