OH, GRACIELA. VICKIE, YOU WANT TO COME UP HERE, PLEASE? SO YOU CAN SEE HER. GOOD EVENING EVERYONE. THANK YOU FOR THE OPPORTUNITY TO RECOGNIZE MISS VICTORIA CURRIE. [00:10:08] SHE'S RETIRED AFTER 40 YEARS OF SERVICE TO STUDENTS, STAFF AND FACULTY AT CERRITOS COLLEGE. AND VICKI BEGAN HER CAREER HERE AT THE BOOKSTORE. AS AN EMPLOYEE OF THE COLLEGE IN THE BOOKSTORE. AND SHE TRANSFERRED OVER TO THE ADULT EDUCATION DIVISION. WITH THE MAJORITY OF YEARS HAVING SPENT IN OUR AREA. SO WE'RE VERY CLOSE. SHE SHE SPENT THE TIME HERE. WHEN YOU THINK ABOUT 40 YEARS MOSTLY BUILDING RELATIONSHIPS. IF YOU THINK ABOUT MOST PEOPLE ON THIS CAMPUS, THINK OF HER AS FAMILY, THOSE WHO KNOW HER AND WHO HAVE COME TO WISH HER DURING THE CAMPUS. WHEN WE HAD A DAY FOR HER. THANKS FOR HER WORK AND HOW MUCH THEY WERE GOING TO MISS HER. AND SO I THOUGHT IT WAS BEST TO QUOTE SOME OF THE FACULTY AND STAFF THAT SENT IN MESSAGES TO VICKY IN HER CELEBRATION OF HER RECOGNITION OF HER RETIREMENT. SO ONE QUOTE WAS FROM A FACULTY MEMBER WHO SAID TO HER THAT HE WAS VERY EXCITED FOR HER FOR THE NEXT PART OF HER LIFE. WITH THE ENDEAVORS THAT SHE MIGHT SEEK TO PURSUE. HAVE FUN ENJOYING EVERYTHING YOU HAVE HAD YOU HAVE NOT HAVE HAD TIME FOR WHEN YOU WERE WORKING 9 TO 5. IT'S BEEN AN HONOR TO WORK WITH YOU, AND I WILL CHERISH ALL THE MEMORIES WE HAVE HAD THROUGHOUT THE MANY YEARS WORKING TOGETHER. AND THIS IS FROM A STAFF MEMBER. IT'S BEEN SUCH A PLEASURE TO GET TO KNOW YOU AND WORK ALONG WITH YOU THIS JOURNEY IN ADULT ED COMMUNITY EDUCATION AND FOSTER KINSHIP CARE EDUCATION. I HAVE SO MANY GREAT MEMORIES. THE ONES I REMEMBER THE MOST ARE OF US SHOPPING TOGETHER, NOT ON WORK. TIME FOR FQHC SUPPLIES. SO OUR COMMUNITY WOULD ALWAYS HAVE THEIR BASIC NEEDS MET. THE OUTSTANDING CLASSIFIED CONFIDENTIAL EMPLOYEE SELECTION COMMITTEE NAMED NAYELI DUENAS AS THE RECIPIENT OF THE OUTSTANDING CLASSIFIED CONFIDENTIAL EMPLOYEE OF THE MONTH AWARD FOR SEPTEMBER 2023. YES, YOU CAN DO IT. WOW. YES, TO COME HERE. ALI BEGAN HER CAREER AT CERRITOS COLLEGE IN 2015. I DID TWO NINEL IS A BIG CONTRIBUTOR TO A STUDENT SUCCESS AT CERRITOS COLLEGE. HE GOES ABOVE AND BEYOND TO SERVE OTHER STUDENTS EVERY DAY AND ENROLL IN THE COUNSELING DEPARTMENT. SHE'S ATTENTIVE, RESOURCEFUL, AND COMPASSIONATE WHEN INTEGRATING WITH INTERACTING WITH THE STUDENTS. WHEN THERE IS A CHALLENGE AT HAND IN THE COUNSELING DEPARTMENT, SHE'S ALMOST ALWAYS THE FIRST PERSON TO IDENTIFY A POTENTIAL SOLUTION AS A RESULT OF HER STUDENT CENTERED EXPERTISE. NAYELI HAS SERVED AS AN INTEGRAL PART TO THE DISTRICT EFFORTS ON IMPLEMENTING EAB AND THE LCP SUCCESS TEAMS. THE IMPLEMENTATION OF EAB ALONE SHOULD GIVE YOU THE AWARD. ADDITIONALLY, NAYELI IS ALWAYS WILLING TO BE FLEXIBLE WITH HER TIME AND PRIORITIES IN ORDER TO SERVE THE NEEDS OF THE DEPARTMENT AND OUR STUDENTS. AL IS A RELIABLE TEAM PLAYER WHO IS ALWAYS WILLING TO JUMP IN WHATEVER, TO JUMP IN WHEREVER NEEDED, SO THAT THE COUNSELING DEPARTMENT CAN ASSIST THE STUDENTS SUCCESSFULLY AND MEET THE DEPARTMENT GOALS. I'M ALSO AN ALUMNI FROM HERE AS WELL. SO I STARTED AS A STUDENT WORKER AND JUST FELL IN LOVE WITH THE CAMPUS. CERRITOS COLLEGE CHANGED MY LIFE. I'M A FIRST GENERATION COLLEGE STUDENT, SO BEING ABLE TO JUST WORK IN EDUCATION FIELD AND ALSO NOT NEEDING TO JUST CHANGE MY LIFE, IT ALL CHANGED MY FAMILY. I HAVE THREE BROTHERS WHO ALSO ARE GRADS FROM CERRITOS COLLEGE. AND SO THE MOUTH AND ALSO OF COURSE MY KIDS WILL LOVE TO BE HERE AS WELL, YOU KNOW, BUT AND IT'S JUST A PLEASURE. I'M EXTREMELY BLESSED TO WORK IN THE COUNSELING DEPARTMENT. I HAVE GREAT MENTORS MISS FRANCESCA BELLO, WHICH SHE HAS BEEN WITH ME SINCE DAY ONE. SHE SHE HAS BEEN MY ROCK FOR SURE. ALSO, MY PARTNER, MISS MONIQUE RODRIGUEZ. I DON'T KNOW WHAT I WOULD DO WITHOUT HER. SHE'S AMAZING. GREAT LEADERSHIP. DOCTOR H, THANK YOU SO MUCH FOR ALL YOU DO AND JUST YOUR LEADERSHIP WITH US AS WELL. MR. KEVIN, AS WELL, I AM, I'VE BEEN HAD THE PLEASURE TO WORK WITH HIM. HE IS PART OF MY LCP, SO IT'S BEEN JUST A REALLY, REALLY GREAT JOURNEY WITH LCP. JUST TRULY BLESSED WITH JUST WORKING ACROSS CAMPUS WITH MANY, MANY MEMBERS AND MANY, MANY DEPARTMENTS AS WELL. AND I WANT TO SAY A REALLY SPECIAL THANK YOU TO MY FAMILY HERE. THEY ARE MY ROCK. MY KIDS, MY BROTHERS. LEWIS. AS WELL AS MY DAD. GRACIAS. POR TODO TODO APOYO. QUIERO MUCHO. AND IT'S JUST BEEN A BLESSING TO BE HERE. AND I'M JUST EXCITED TO SEE WHERE OUR NEXT STEP HERE AT CERRITOS COLLEGE. THANK YOU. THANK YOU SO MUCH. ALL RIGHT. SO WE'RE GOING TO GO BACK TO THE COMMENTS FROM THE AUDIENCE. [1.04 Comments from the Audience] AND FOR THESE WE HAVE QUITE A FEW CARDS. SO I NEED TO REMIND YOU THE COMMENTS SHOULD BE LIMITED TO FIVE MINUTES PER SPEAKER AND 20 MINUTES PER TOPIC IF THERE'S MORE THAN ONE SPEAKER. SO, ANDREA, PLEASE KEEP THE TIME. OKAY? SO I'M GOING TO HAVE THE PEOPLE TO COME TO THE PODIUM TO TO DO YOUR PUBLIC COMMENT. FIRST IS HENRIETTA HURTADO ABOUT PART TIME HEALTH CARE? THIS ON. GOOD EVENING. TRUSTEES, FACULTY, STUDENTS AND GUESTS. I'M DOCTOR HENRIETTA HURTADO. I'M A NEO PROFESSOR OF COUNSELING, CHICANO STUDIES DEPARTMENT CHAIR, AND CCSF COMMUNICATIONS CHAIR. I HAVE WORKED AT CERRITOS COLLEGE FOR 22 YEARS, AND I AM HERE TONIGHT TO ADVOCATE FOR YOU TO BARGAIN IN GOOD FAITH WITH CCF, IN PARTICULAR OVER HEALTH CARE COVERAGE FOR PART TIME FACULTY. YOU HAVE THE OPPORTUNITY TO TAKE ACTION IN CLOSING THIS EQUITY GAP OF HEALTH CARE ACCESS FOR YOUR PART TIME FACULTY. YES YOU DO. I CAN RELATE TO PART TIME FACULTY BECAUSE HEALTH IS WEALTH AND I TOO WAS ONCE A PART TIME COMMUNITY COLLEGE INSTRUCTOR FOR THREE LONG YEARS. I SAY THREE YEARS BECAUSE I HAD TO CROSS THE BORDER TO RECEIVE MEDICAL, DENTAL AND VISION HEALTH CARE AT AN AFFORDABLE COST. AS YOU KNOW, CHILDREN OR FARM WORKERS DON'T HAVE HEALTH CARE. IN FACT, MY FIRST HOLISTIC PHYSICAL EXAM WAS WHEN I WAS IN MY MID 20S AND LANDED MY FIRST FULL TIME JOB AS A CAREER COUNSELOR AT SDSU. MY FIRST COUNSELING ASSIGNMENT AT IMPERIAL VALLEY COLLEGE WAS, IN FACT, AS A PART TIME INSTRUCTIONAL SPECIALIST FOR THE UPWARD BOUND PROGRAM AFTER SCHOOL AT BRAWLEY UNION HIGH SCHOOL AND AS AN EOPS COUNSELOR INSTRUCTOR OF PSYCHOLOGY. IN MY 22 YEARS WORKING AT CERRITOS COLLEGE, ONLY FULL TIME FACULTY HAVE HAD ACCESS TO HEALTHCARE BENEFITS. I AM FOREVER GRATEFUL FOR THIS PRIVILEGE AND THE OPPORTUNITY TO SERVE OUR HISPANIC SERVING INSTITUTION, STUDENTS AND COMMUNITY. I UNDERSTAND THAT WITH THE PASSAGE OF AB ONE ONE, 90 PART TIME FACULTY HAVE THE OPPORTUNITY TO JOIN CALPERS HEALTH INSURANCE PROGRAM. THIS OPPORTUNITY IS OPEN AT NO COST TO THE DISTRICT FOR FACULTY WORKING AT LEAST A 40% WORKLOAD LIKE YOU AND I. PART TIME FACULTY ARE FULLY HUMAN. [00:25:03] PERHAPS YOU PERCEIVE MY BELIEF THAT HAVING ACCESS TO A ZERO COST EDUCATION IS A HUMAN RIGHT. I AM SURE YOU ALSO KNOW, HAVING FELT HAVING HEALTHY FACULTY IS ESSENTIAL TO RUNNING A SUSTAINABLE CAMPUS AND TO PROVIDING THE BEST EDUCATION FOR OUR STUDENTS. HEALTH IS WEALTH AND YOU ARE RICH. I KINDLY ASK THAT YOU GROUND YOUR POSITIONALITY ON THE CONTINUUM OF A CONSTRUCTIVE, HOLISTIC FACULTY BODY. I ASK THAT YOU CONTINUE BUILDING, BELONGING AND COMMUNITY AT OUR HISPANIC SERVING INSTITUTION. WE ARE ONE BODY. THANK YOU. AS A SUTHERLAND CAR IS ALSO ABOUT HEALTH CARE AS BY STEPHANIE ROSENBLATT. HELLO. GOOD EVENING. MY NAME IS STEPHANIE ROSENBLATT AND I AM A FULL TIME LIBRARIAN HERE AT THE DISTRICT. I'M HERE TONIGHT TO THANK YOU FOR MY HEALTH CARE. I WAS DIAGNOSED WITH BREAST CANCER IN FEBRUARY. I HAD SURGERY IN APRIL. SORRY. AND OVER THE SUMMER, I HAD 30 RADIATION TREATMENTS. I HAVE NO IDEA HOW MUCH ANY OF THAT COST BECAUSE I NEVER HAD TO WORRY ABOUT IT. THANKS TO MY FULLY PAID BLUE SHIELD ACCESS PLUS HMO, WHICH I FULLY ENDORSE AND I SINCERELY THANK YOU FOR THAT. HEALTH CARE. THIS WAS ONE OF THE WORST, MOST TERRIFYING TIMES IN MY LIFE AND I HAD THE PRIVILEGE OF JUST WORRYING ABOUT MY HEALTH. BECAUSE OF YOU. BECAUSE OF YOU GUYS, I COULD CHOOSE THE TREATMENT AND DOCTORS I THOUGHT WOULD BE BEST FOR ME, AND I HAVE BEEN ABLE TO CONTINUE SEEKING TREATMENT FOR ALL OF THE SIDE EFFECTS OF MY SURGERY AND RADIATION AND THE DRUGS THAT I'M ON NOW. I ALSO BELIEVE THAT I WOULD NOT BE HERE TODAY. MOSTLY OKAY, MOSTLY NOT CRYING. ONLY AT BOARD MEETINGS, APPARENTLY. I DON'T THINK THAT I WOULD BE ABLE TO BE HERE IF I HAD BEEN A PART TIME FACULTY MEMBER BECAUSE I HAD TO GO OUT ON LEAVE THE LAST THREE WEEKS OF THE FALL SEMESTER. I HAD TO WORK REDUCED HOURS THE FIRST THREE WEEKS OF THIS TERM. I COULDN'T WORK OVER THE SUMMER, AND I HONESTLY DIDN'T KNOW WHEN I WOULD BE WELL ENOUGH TO COME BACK TO WORK AT ALL. WOULD I HAVE RECEIVED AN ASSIGNMENT IF I'D BEEN A PART TIMER? I DON'T EVEN KNOW IF I WOULD HAVE THOUGHT I COULD ASK FOR ONE, AND THERE'S NO WAY THAT MY DOCTOR WOULD HAVE BEEN ABLE TO WRITE ME A LETTER SAYING I WAS CLEARED TO COME BACK 100%, BECAUSE I WASN'T. IF I HAD BEEN A PART TIMER INSTEAD OF A FULL TIMER, I WOULD NOT HAVE BEEN ABLE TO RELY ON THE FACT THAT MY INSURANCE AND HEALTH CARE PROVIDERS WOULD BE ABLE TO STAY THE SAME. THROUGH EVEN THE INITIAL PHASE OF MY ILLNESS, I WOULD HAVE HAD TO MAKE TREATMENT DECISIONS BASED ON WHAT I COULD GUESS WOULD BE THE LEAST DISRUPTIVE TO MY WORKING LIFE. SO I HAD A LUMPECTOMY, WHICH COMES WITH RADIATION. FOR THOSE OF YOU THAT KNOW WHAT, I HAVE DECIDED I'M GOING TO GET A MASTECTOMY BECAUSE THEN I CAN HOPEFULLY AVOID RADIATION. I COULD GO BACK TO WORK SOONER, BUT IN MY CASE THERE WAS A METASTASIS SO THAT WOULDN'T HAVE WORKED. SO CANCER ALWAYS SLAPS YOU IN THE FACE, RIGHT? I MIGHT HAVE LOST MY APARTMENT IF I WAS A PART TIMER, RIGHT? I DON'T EVEN KNOW IF I WOULD STILL BE IN CALIFORNIA. IF I WOULD HAVE HAD TO GO MOVE BACK IN WITH FAMILY IN ANOTHER STATE. I HAVE WHAT HAS WHAT SEEMS TO BE SO FAR A VERY BORING, EASY TO TREAT BREAST CANCER. BUT IT WOULD HAVE FINANCIALLY RUINED ME IF I WERE A PART TIMER. AND THAT'S NOT RIGHT. SO I KNOW THAT YOU GUYS ARE NOT RESPONSIBLE FOR HOW HEALTH CARE WORKS IN THE UNITED STATES, BUT YOU CAN DO SOMETHING TO MAKE LIFE ON OUR CAMPUS MORE EQUITABLE. SO I'M ASKING YOU TO PLEASE MAKE IT A PRIORITY TO TAKE ADVANTAGE OF ALL OF THE RESOURCES OFFERED BY AB 190. MEET AND CONFER WITH CCSF IN GOOD FAITH TO NEGOTIATE COMPARABLE HEALTH CARE. FOR MY PART TIME COLLEAGUES, I PERSONALLY KNOW OF AT LEAST SEVEN WOMEN ON THIS CAMPUS WHO HAVE GOTTEN BREAST CANCER SINCE I'VE WORKED HERE. I'M SURE ALL OF YOU HAVE FRIENDS AND FAMILY WHO'VE BEEN IMPACTED BY THIS DISEASE. AND IF YOU KNOW SOMEONE WHO'S HAD AN ILLNESS LIKE THIS, YOU KNOW THAT MEDICAL TREATMENT IS ONLY ONE OF THE COSTS ASSOCIATED WITH SOMETHING LIKE THIS. NO ONE WHO WORKS HERE SHOULD FACE FINANCIAL RUIN OR EVEN DEATH BECAUSE OF A CATASTROPHIC ILLNESS. PLEASE HELP. THANK YOU. THANK YOU. SECOND ANOTHER ONE BRUCE ROSELLE. AND ALSO ABOUT PART TIME HEALTH CARE. THANK YOU. BRUCE. HELLO. MY NAME IS BRUCE RUSSELL. I'M AN ADJUNCT LIBRARIAN AND INSTRUCTOR LIVING IN LONG BEACH. [00:30:03] I'M HERE TODAY TO ADVOCATE FOR YOU TO BARGAIN IN GOOD FAITH WITH CCF, IN PARTICULAR OVER HEALTH CARE COVERAGE FOR PART TIME FACULTY. RIGHT NOW, YOU HAVE THE OPPORTUNITY TO CLOSE THE GAP OF HEALTH CARE ACCESS FOR YOUR PART TIME FACULTY. IN MY 18 YEARS WORKING HERE, ONLY FULL TIME FACULTY HAVE HAD ACCESS TO HEALTH CARE BENEFITS. YOUR ADOPTION OF AB 190 WILL GIVE PART TIME FACULTY THE OPPORTUNITY TO JOIN CALPERS HEALTH INSURANCE PROGRAM AT NO ADDITIONAL COST TO THE DISTRICT. FOR FACULTY LIKE ME WORKING AT AT LEAST 40% LOAD. PART TIME FACULTY ARE FULL TIME HUMANS, AFTER ALL, AND HAVING HEALTHY FACULTY IS ESSENTIAL TO RUNNING A PRODUCTIVE CAMPUS AND TO PROVIDING THE BEST EDUCATION FOR OUR STUDENTS, THE MAJORITY OF WHOSE COURSES ARE TAUGHT BY ADJUNCTS. I'VE OFTEN HEARD THAT THE COMPLEXITIES AND RISING COSTS OF HEALTH INSURANCE ARE MAKING US SICKER AS AN ADJUNCT, WORKING A 40% LOAD. I WOULD AGREE WITH THIS IF THE BOARD DOES NOT GO ALONG WITH AB 190, AND IF I STAY ON MY CURRENT HEALTH PLAN, I WILL BE PAYING A PREMIUM, WHICH IS GOING UP BY 19.4%, AND I WILL BE RESPONSIBLE FOR A $63 DEDUCTIBLE. ALSO, I WILL HAVE TO CONSIDER CHOOSING A NEW HEALTH PLAN BASING MY DECISION PARTLY ON WHICH SET OF REIMBURSEMENT RULES MIGHT BE IN EFFECT IN A PARTICULAR YEAR. EITHER $1,100 PER SEMESTER FOR PREMIUMS SLASH MEDICAL EXPENSES, OR $3,300 ONLY FOR PREMIUM REIMBURSEMENT. AND GIVEN THE DRASTIC RISE IN PREMIUMS AND OTHER COSTS, I WILL BE PAYING A LARGE PROPORTION OF THE COST FROM MY OWN POCKET. BOARD MEMBERS, I STRONGLY URGE YOU TO ADOPT AB 190. THANK YOU. ALL RIGHT. I HAVE ANOTHER CARD ABOUT THE HEALTH INSURANCE, AND THAT'S DESIREE MONTENEGRO. RIGHT. THANK YOU. GOOD AFTERNOON. HELLO. MY NAME IS DESIREE MONTENEGRO, AND I HAVE BEEN WORKING AT CERRITOS COLLEGE FOR SIX YEARS NOW. I'M A PART TIME FACULTY SENATOR ON THE CERRITOS COLLEGE FACULTY SENATE. I'M ALSO A PART TIME FACULTY GOVERNOR FOR THE SOUTHERN REGION, FOR THE FACULTY ASSOCIATION OF CALIFORNIA COMMUNITY COLLEGES. I'M HERE TONIGHT TO URGE YOU TO BARGAIN IN GOOD FAITH WITH CCF, PARTICULARLY REGARDING THE HEALTH CARE HEALTH CARE COVERAGE FOR PART TIME FACULTY. CURRENTLY, YOU CAN BE PART OF BUILDING A BRIDGE BETWEEN THE GAP THAT EXISTS IN INEQUITIES THAT EXIST FOR PART TIME FACULTY ACROSS THE CAMPUS. YOU CAN YOU CAN SPEARHEAD THIS EFFORT ACROSS THE STATE. DURING MY SIX YEARS AT CERRITOS COLLEGE ONLY FULL TIME FACULTY HAVE HAD ACCESS TO HEALTH CARE BENEFITS. HOWEVER, WITH THE PASSAGE OF AB ONE, 90 PART TIME FACULTY CAN NOW JOIN CALPERS HEALTH INSURANCE PROGRAM AT NO ADDITIONAL COST TO THE DISTRICT, AS LONG AS THEY WORK AT LEAST 40% LOAD. IT IS ESSENTIAL TO RECOGNIZE THAT PART TIME FACULTY ARE JUST AS LIKELY TO GET SICK, LIKE FULL TIME FACULTY. ENSURING THAT ALL FACULTY MEMBERS, REGARDLESS OF EMPLOYMENT STATUS OR DESIGNATION, ARE HEALTHY IS ESSENTIAL AND CRITICAL TO RUNNING A PRODUCTIVE CAMPUS AND ALLOWING US TO DO WHAT WE DO BEST, WHICH IS TO TEACH AND HELP OUR STUDENTS. THANK YOU. ALL RIGHT. I HAVE ANOTHER CAR ABOUT PART TIME HEALTH CARE JASON HAUPTMANN. BOARD OF TRUSTEES. MY NAME IS JASON HOLTMAN. I'M A PART TIME ADJUNCT. AND I WORK FOR THE MATH DEPARTMENT AND FOR THE SUCCESS CENTER. I'D LIKE TO ADDRESS YOU ABOUT IMPLEMENTING THE PART TIME FACULTY HEALTH INSURANCE PROGRAM COVERED IN EDUCATION CODE SECTIONS EIGHT, SEVEN, 860 THROUGH 87868. THIS ALLOWS COMMUNITY COLLEGES TO OFFER HEALTH CARE COVERAGE FOR FACULTY WHOSE ASSIGNMENTS ARE EQUAL TO OR GREATER THAN 40% OF A FULL TIME ASSIGNMENT, AND OFFER MEDICAL REIMBURSEMENT TO MULTIDISTRICT PART TIME FACULTY WHOSE TOTAL TEACHING ASSIGNMENTS AT TWO OR MORE COMMUNITY COLLEGES ARE EQUAL TO OR GREATER THAN 40% OF A FULL TIME ASSIGNMENT. INCREDIBLY, THIS OPTION COMES AT NO COST TO THE DISTRICT, SINCE THE STATE WILL REIMBURSE 100% OF THE COSTS ASSOCIATED WITH OFFERING COMPREHENSIVE HEALTH CARE TO PART TIME FACULTY. LIFE AS A PART TIME FACULTY MEMBER IS OFTEN PRECARIOUS. WE OFTEN WORK AT MULTIPLE COLLEGES COBBLING TOGETHER A SCHEDULE TO MEET OUR MONTHLY EXPENSES, LOWER ENROLLMENT ACROSS CALIFORNIA, SCHEDULE CONFLICTS, [00:35:04] CUTS IN REMEDIAL COURSES, AND THE NATURE OF PART TIME FACULTY. EMPLOYMENT OFTEN MEANS THAT AFFORDING RENT, FOOD, A CAR PAYMENT AND HEALTH INSURANCE IS NOT FEASIBLE. AND MORE OFTEN THAN NOT, HEALTH INSURANCE IS THE EXPENSE WE CUT BECAUSE WE HAVE COME TO VIEW IT AS A LUXURY OF THE PART TIME FACULTY EXISTENCE, RATHER THAN A NECESSITY. I IMPLORE YOU TO PLEASE THOUGHTFULLY CONSIDER THIS PROGRAM. PART TIME FACULTY DESERVE HEALTH CARE. MANY OF THE PART TIME FACULTY WHO WORK MORE THAN A 40% LOAD AT A DISTRICT HAVE MADE WORKING WITH COMMUNITY COLLEGE STUDENTS THEIR FULL TIME JOB. THEY MUST. THEY JUST HAVEN'T BEEN COMPENSATED AS SUCH. OFFERING OFFERING COMPREHENSIVE HEALTH CARE TO PART TIME FACULTY WOULD DEMONSTRATE THAT THE DISTRICT IS INVESTING IN US. JUST LIKE WE INVEST IN OUR STUDENTS, WE MAY BE ONLY ALLOWED TO WORK PART TIME FOR THE COLLEGE, BUT WE ARE FULL TIME HUMAN BEINGS AND DESERVE TO BE TREATED AS SUCH. THANK YOU FOR YOUR TIME. THANK YOU. ANDREA, DO WE HAVE A COMMENT FROM THE WEBSITE? OKAY. GO AHEAD. YES. THANK YOU. WE HAVE FOUR PUBLIC COMMENTS RECEIVED ONLINE, ALL REGARDING THE SAME TOPIC OF PART TIME HEALTH CARE. THE FIRST COMMENT IS FROM LUO ILAN. I'M PART TIME FACULTY. I'M WORRIED ALL THE TIME IF I WILL HAVE HEALTH INSURANCE NEXT SEMESTER OR NOT. WHAT IF I GET SICK? ESPECIALLY AFTER MY HUSBAND PASSED AWAY RECENTLY WITHOUT WITHOUT GUARANTEED AN AFFORDABLE HEALTH CARE FOR PART TIME FACULTY DIRECTLY IMPACTS THE PHYSICAL AND MENTAL HEALTH OF US. WITHOUT PHYSICAL AND MENTAL HEALTH, I DO NOT KNOW HOW WE CAN SERVICE OUR STUDENTS THE BEST WAY WE CAN. GOVERNOR NEWSOM UNDERSTANDS THIS. THERE IS $200 MILLION IN THE STATE BUDGET TO FUND HEALTH CARE FOR PART TIME FACULTY AND COMMUNITY COLLEGES. MANY OTHER COMMUNITY COLLEGES UNDERSTAND THIS, TOO. THEY ALL OFFER HEALTH INSURANCE TO ADJUNCT IN SOME WAY. FOR EXAMPLE, LACCD PROVIDES $8,003.04 PER ELIGIBLE ADJUNCT FACULTY PER SEMESTER IN 2013. STARTING 2014, ADJUNCT WILL HAVE THE SAME MEDICAL INSURANCE COVERAGE AS FULL TIME. CERRITOS COLLEGE IS A GREAT COLLEGE. I LOVE OUR ECON DEPARTMENT. IT'S THE BEST I'VE EVER KNOWN, BUT CERRITOS IS SO BEHIND IN THE HEALTH CARE FOR PART TIME FACULTY. CERRITOS ONLY REIMBURSES $100 TO $3000 HEALTH EXPENSE EACH SEMESTER FOR ADJUNCT, AND IT'S NOT GUARANTEED. SPRING 2023 AT LEAST 22 REIMBURSEMENT REQUESTS WERE DENIED DUE TO LACK OF FUNDING. PLEASE INCREASE THE FUNDING FOR PART TIME HEALTH CARE. YOU TAKE CARE OF THE HEALTH OF YOUR FACULTY SO WE CAN TAKE BETTER CARE OF STUDENTS IN THE CLASSROOM, BECAUSE WE DON'T HAVE TO WORRY IF WE WILL HAVE HEALTH INSURANCE OR NOT. THANK YOU. THE NEXT COMMENT IS FROM MAGGIE. THE LAST NAME STARTS WITH A Y. YEAH. I'M SORRY, I DON'T KNOW HOW TO PRONOUNCE THAT. Y A D E G A R P O U R. DEAR BOARD OF TRUSTEES, I'M WRITING TO STRONGLY ADVOCATE FOR PROVIDING ESSENTIAL SUPPORT THAT CAN PROFOUNDLY INFLUENCE THE WELL-BEING AND SUCCESS OF OUR ESTEEMED PART TIME FACULTY MEMBERS AT CERRITOS COLLEGE. AS SOMEONE DEEPLY DEDICATED TO THE PURSUIT OF ACADEMIC EXCELLENCE AND STUDENT ACHIEVEMENT, I BELIEVE PART TIME FACULTY MEMBERS PLAY AN INDISPENSABLE ROLE IN OUR INSTITUTION'S EDUCATIONAL ECOSYSTEM. THEY BRING FORTH FRESH PERSPECTIVES, VALUABLE INDUSTRY INSIGHTS, AND A GENUINE PASSION FOR TEACHING THAT ENHANCES THE OVERALL LEARNING EXPERIENCE FOR OUR STUDENTS. CURRENTLY, THE MAJORITY OF PART TIME FACULTY MEMBERS RELY ON FIXED INCOMES AND MUST JUGGLE MULTIPLE JOBS AND EXTERNAL COMMITMENTS OUTSIDE OF THE COLLEGE TO SECURE HEALTH CARE COVERAGE. THIS NOT ONLY IMPOSES A SIGNIFICANT FINANCIAL BURDEN UPON THEM, BUT ALSO DETRACTS FROM THE TIME AND ENERGY THEY CAN DEVOTE TO THEIR TEACHING RESPONSIBILITIES, CONSEQUENTLY IMPACTING THE SUCCESS OF OUR STUDENTS. ALLOW ME TO PRESENT A FEW COMPELLING REASONS THAT UNDERSCORE THE SIGNIFICANCE OF OFFERING HEALTH CARE REIMBURSEMENT SUPPORT FOR PART TIME FACULTY. ONE ENHANCED FOCUS ON TEACHING BY ALLEVIATING THE FINANCIAL STRAIN ASSOCIATED WITH HEALTH CARE COSTS, PART TIME FACULTY CAN FOCUS MORE OF THEIR TIME AND ENERGY ON PREPARING ENGAGING LECTURES, MENTORING STUDENTS, AND DEVELOPING INNOVATIVE, INNOVATIVE TEACHING METHODS. THIS WOULD UNDOUBTEDLY LEAD TO IMPROVED STUDENT SUCCESS RATES. NUMBER TWO RECRUITMENT AND RETENTION. OFFERING HEALTHCARE REIMBURSEMENT AS PART OF PART TIME FACULTY COMPENSATION PACKAGE WOULD TAKE MAKE THEM MORE COMPETITIVE IN ATTRACTING AND RETAINING TOP TIER TALENT. THIS WILL HELP THE COLLEGE MAINTAIN THE QUALITY OF EDUCATION IT IS KNOWN FOR AND STRENGTHENED THE INSTITUTION'S REPUTATION. NUMBER THREE LONG TERM COST SAVINGS. WHILE PROVIDING HEALTH CARE REIMBURSEMENT MAY REPRESENT AN INITIAL FINANCIAL INVESTMENT, IT CAN LEAD TO LONG TERM COST SAVINGS BY REDUCING TURNOVER RATES AND IMPROVING OVERALL FACULTY PERFORMANCE. [00:40:01] COMMITMENT TO EQUITY. NUMBER FOUR, IT'S ESSENTIAL THAT WE DEMONSTRATE OUR COMMITMENT TO EQUITY AND EXCLUSIVITY BY PROVIDING EQUAL ACCESS TO HEALTH CARE REIMBURSEMENT BENEFITS FOR ALL FACULTY MEMBERS, REGARDLESS OF EMPLOYMENT STATUS. THANK YOU FOR YOUR ATTENTION TO THIS PROMINENT ISSUE. YOUR SUPPORT IN THIS MATTER WILL UNDOUBTEDLY STRENGTHEN OUR INSTITUTION'S COMMITMENT TO EDUCATIONAL EXCELLENCE AND THE WELL-BEING OF OUR DEDICATED FACULTY. THE NEXT COMMENT IS FROM MARIAM YUSUF. I WANT TO COMMENT IN FAVOR OF PROVIDING COMPREHENSIVE HEALTH CARE COVERAGE FOR PART TIME FACULTY. I'M A PART TIME FACULTY MEMBER AND I WORK AT MORE THAN ONE CAMPUS. UNLIKE MOST OF MY COLLEAGUES, I'M LUCKY TO HAVE HEALTH CARE COVERAGE AT ANOTHER INSTITUTION WHERE I WORK. BECAUSE OF THIS, IT MEANS I WILL HAVE TO PRIORITIZE SCHEDULING AND ASSIGNMENTS AT THIS OTHER CAMPUS. IF THERE IS EVER A CONFLICT WITH SCHEDULING AT CERRITOS BECAUSE I DON'T WANT TO LOSE MY HEALTH CARE BY NOT PROVIDING HEALTH CARE TO PART TIME FACULTY. CERRITOS COLLEGE RUNS THE RISK OF LOSING GOOD FACULTY TO OTHER CAMPUSES THAT DO. THIS CAN BE DONE AT NO REAL COST TO CERRITOS BY FOLLOWING GUIDELINES THAT WILL MAKE US ELIGIBLE FOR REIMBURSEMENT. AND THE LAST COMMENT IS FROM TIMOTHY CHAPMAN. I LIVE IN SAN BERNARDINO COUNTY AND HAVE TAUGHT PART TIME IN THE PHILOSOPHY DEPARTMENT AT CERRITOS COLLEGE SINCE 2016. I TOOK CLASSES AT TWO COMMUNITY COLLEGES, INCLUDING AT CERRITOS COLLEGE. ACCESS TO HEALTH CARE COVERAGE ON THE PRIVATE MARKET IS INCREDIBLY EXPENSIVE, AND HAVING AFFORDABLE, QUALITY COVERAGE THROUGH COMMUNITY COLLEGES IS ESSENTIAL FOR OUR FACULTY TO FLOURISH AND DO THEIR JOBS WELL. THE STATE HAS STARTED TO MAKE THIS POSSIBLE, AND COMMUNITY COLLEGES WHO WANT TO TAKE CARE OF THEIR FACULTY ARE MOVING TO DO THEIR PART. I WANT TO ENCOURAGE YOU TO HELP MAKE THE LIVES AND PROFESSIONS OF ALL FACULTY MEMBERS MORE SECURE BY RECOGNIZING THE VALUABLE CONTRIBUTIONS OF PART TIME FACULTY THROUGH ALLOWING THOSE WITH A 40% LOAD TO HAVE ACCESS TO CALPERS MEDICAL COVERAGE, AND PROVIDING THE POSSIBILITY OF REIMBURSEMENT FOR PART TIME FACULTY WHO WORK AT MULTIPLE DISTRICTS SO THAT THEY CAN PURCHASE POLICIES. GIVEN THE IMPORTANCE OF THE ISSUE, I HOPE YOU WILL BARGAIN WITH CCF IN GOOD FAITH. THAT'S IT. THANK YOU. ALL RIGHT. SO WE'RE GOING TO MOVE TO 1.05 REPORT AND COMMENTS FROM THE CONSTITUENT CONSTITUENT GROUP. [1.05 Reports and Comments from Constituent Groups] WE START WITH DENNIS FALCON, FACULTY SENATE PRESIDENT. GOOD EVENING. HONORABLE BOARD MEMBERS. PRESIDENT FIERRO, SUPERINTENDENT FIERRO MY COLLEAGUES, COMMUNITY MEMBERS, FACULTY, STAFF PEOPLE WHO ARE WATCHING FROM HOME. AND THERE ARE PEOPLE WATCHING FROM HOME, I BET YOU. WOW. THIS HAS BEEN A VERY NOTEWORTHY, MEMORABLE BEGINNING TO A BOARD MEETING. IT'S HARD TO FOLLOW. I'VE HEARD LYNNE SAY THAT BEFORE. HARD TO FOLLOW, BUT I'LL DO MY BEST. AND TO PAY RESPECT TO EVERYTHING THAT WE'VE HEARD TODAY. VERY MOVING, VERY SERIOUS. KIND OF GIVES US A REMINDER OF THE TRANSFORMATIVE ROLE THAT WE PLAY IN PEOPLE'S LIVES, FROM RETIREES THAT HAVE LEFT AFTER 40 YEARS, OR STUDENTS THAT HAVE GONE ON TO STUDY PSYCHOLOGY AT INSTITUTIONS ACROSS SOUTHERN CALIFORNIA, AND ALL THE THINGS THAT WE DO TO HELP STUDENTS WHO ARE HOUSING INSECURE, TRANSPORTATION, TRANSPORTATION, INSECURE, AND JUST REMINDS ME OF HOW IN RECENT YEARS THIS COLLEGE HAS COME TO EMBRACE THE REALITY THAT, LIKE, WE'RE ONLY CONTAINED BY OUR VISION AND OUR IMAGINATION. I'VE BEEN HERE LONG ENOUGH, 28 YEARS TO REMEMBER BOARDS OF TRUSTEES AND DISTRICTS AND COLLEGES AND EVERYBODY ADMINISTRATORS WHO SEEM TO HAVE A MINIMALIST APPROACH TO WHAT WE CAN DO HERE. BUT I CAN PROUDLY SAY AND TRULY SAY, WITH ALL DUE RESPECT TO EVERYBODY THAT I'VE SEEN CERRITOS COLLEGE CHANGE SUBSTANTIALLY IN RECENT YEARS. AND SO I HAVE ALL THE FAITH THAT I CAN HAVE THAT I HAVE A BOARD OF TRUSTEES THAT'S GOING TO LISTEN TO EVERYBODY WHO COMES BEFORE YOU AND ASK FOR YOUR ASSISTANCE. AND SO WITH THAT SAID, I WOULD LIKE TO TELL YOU WHAT THE FACULTY SENATE HAS BEEN UP TO. WELL PRETTY SOON YOU'LL BE GETTING THE RECOMMENDATIONS FROM OUR SABBATICAL LEAVE COMMITTEE. IN DECEMBER, YOU WILL BE GETTING APPLICATIONS FROM FACULTY. AND A GOOD NUMBER HAVE APPLIED ALREADY. SO THAT FACULTY CAN TAKE ADVANTAGE OF THE PRIVILEGE THAT THEY'VE EARNED BY PUTTING IN THEIR TIME AND BEING ALLOWED THAT OPPORTUNITY TO GO OFF AND REFRESH THEMSELVES AS TEACHERS TO FIGHT WHAT WE KNOW, THE BURNOUT THAT CAN HAPPEN TO EDUCATORS AT ALL LEVELS. [00:45:05] AND SO BY AWARDING SABBATICAL LEAVE TO FACULTY FOR A YEAR TO GO OFF AND TO, LIKE I SAID, TO REFRESH THEMSELVES, TO STUDY, TO LEARN, TO DEVELOP AND TO CREATE SO THAT THEY CAN BRING BACK A RENEWED, YOU KNOW, HOPE AND ENERGY IN THEIR TEACHING RESPONSIBILITIES HERE AT THE COLLEGE AND TO BRING BACK THINGS OF VALUE THAT WILL HELP STUDENTS FOR YEARS TO COME. AND SO I'M HOPING THAT YOU'LL HAVE A VERY FAVORABLE EYE ONCE THOSE APPLICATIONS COME BEFORE YOU. ALSO, THE SENATE IS PREPARING TO WORK ON A TASK FORCE TO ADDRESS THE IMPACT OF AB 928, WHICH, AS YOU KNOW BASICALLY PUT THE UC SYSTEM AND THE CSU SYSTEM IN A POSITION TO REQUIRE A SINGLE PATH, SINGLE TRACK FOR STUDENTS WHO ARE ENTERING THOSE INSTITUTIONS FROM THE COMMUNITY COLLEGES. AND SO, OF COURSE, THAT IS GOING TO PLACE VERY SIGNIFICANT WORK UPON THE SHOULDERS OF FACULTY AND STAFF HERE AT CERRITOS COLLEGE AND ELSEWHERE TO BE ABLE TO PROVIDE THE PROGRAMS AND THE TRACKS FOR STUDENTS WHO ARE WISHING TO TRANSFER TO THOSE INSTITUTIONS. AND SO WE ARE GOING TO PUT OUR SHOULDERS INTO THAT WITH THE TASK FORCE TO ASSIST THE DISTRICT IN EVERY SINGLE WAY THAT WE CAN. FACULTY ARE CONTINUING TO WORK IN OUR CURRICULUM COMMITTEE TO DEVELOP AND APPROVE NEW COURSES TO MEET THE NEW ETHNIC STUDIES REQUIREMENT THAT WILL BE GOING INTO EFFECT IN THE 2024 2025 ACADEMIC YEAR. FACULTY ACROSS CAMPUS WILL SOON BEGIN TO WORK, HOPEFULLY WITH ACADEMIC AFFAIRS ON A TASK FORCE TO BRING TOGETHER ALL THE BEST AND BRIGHTEST OF CERRITOS COLLEGE TOWARDS THAT END. AND I LOOK FORWARD TO PARTICIPATING THAT AND LENDING THE WEIGHT OF THE FACULTY SENATE TO THAT ENDEAVOR. NEXT, I CAN KEEP GOING. A NUMBER OF FACULTY WILL BE ATTENDING THE PLENARY FOR THE ACADEMIC SENATE OF CALIFORNIA COMMUNITY COLLEGE IN COSTA MESA NEXT MONTH, AND WE WILL THEN HAVE A CHANCE TO GO IN AND COLLABORATE AND WORK WITH OUR COLLEAGUES FROM ACROSS THE STATE. AND IT'S ALWAYS INFORMATIVE, ALWAYS EYE OPENING, AND I'M ALWAYS EXCITED TO COME BACK AND TO SHARE WITH THE FACULTY AND STAFF AND THE DISTRICT EVERYTHING THAT WE'VE LEARNED FROM THAT ENDEAVOR AND THAT THAT WORK. AND ONE MORE THING. I HAVE BEEN LUCKY TO BE A PART OF A NEW FACULTY COHORT THAT IS WORKING AND TRAINING ON BRINGING CULTURALLY RESPONSIVE TEACHING AND PEDAGOGY TO CERRITOS COLLEGE. AND I HAVE TO SAY, IN THAT PARTICULAR ACTIVITY, I'VE BEEN ABLE TO WORK WITH FACULTY WHO I'VE BEEN HERE WITH FOR OVER A QUARTER OF A CENTURY NOW. NOW YOU'RE GOING TO CATCH UP TO ME, DOCTOR FARRELL. I HEARD WHAT YOU SAID. 2015. YOU'VE BEEN HERE THAT LONG? WOW. I'M LOOKING AT IT. BELIEVE ME, I'M LOOKING AT THE GRAY HAIR. I THINK I PUT SOME OF THOSE THERE. YEAH. SEE, I KNOW AND KNOW. SO I'VE BEEN ABLE TO WORK WITH SOME FACULTY IN THAT GROUP THAT'S ABOUT 30 STRONG AND WORKING WITH THE FACULTY WHO HAVE BEEN HERE AND SEEING THEM GET INTO THE SPIRIT OF THIS, THIS NEW DIRECTION THAT WE WANT TO GO IN TO TEACH CULTURALLY RESPONSIVE PEDAGOGY. AND SOME OF OUR NEWEST FACULTY AMONG THE COHORT THAT WE HIRED JUST THIS YEAR, BRAND NEW. AND I WAS ABLE TO TELL THEM THAT I HAVE EVERY CONFIDENCE THAT WHEN AND IF I EVER RETIRE. I KNOW THAT I CAN, WITH CONFIDENCE, BE PASSING ON THE TORCH TO A GENERATION OF FACULTY THAT ARE JUST GOING TO CONTINUE TO DO AMAZING THINGS AT THIS SCHOOL. AND SO THAT CONCLUDES MY REPORT. THANK YOU VERY MUCH. THANK YOU. DOCTOR LING WANG, CCF PRESIDENT. GOOD EVENING, TRUSTEES AND COLLEAGUES. COLLEAGUES, THANK YOU FOR TAKING THE TIME TO SHARE YOUR STORIES WITH OUR TRUSTEES AND THE ADMINISTRATION. FOR MOST OF US IN THE ROOM, AS FULL TIME EMPLOYEES AND TRUSTEES OF THE DISTRICT, WE'RE VERY FORTUNATE TO HAVE GREAT HEALTH CARE. UNFORTUNATELY, ACCESS TO AFFORDABLE HEALTH CARE IS A CONSTANT STRUGGLE FOR PART TIME FACULTY BECAUSE OUR DISTRICT DOES NOT CURRENTLY ALLOW PART TIME FACULTY TO OPT IN TO OUR QUALITY CALPERS HEALTH CARE PLAN. NOW IS THE TIME TO LOOK TO TOWARDS FULLY ADDRESSING THIS ISSUE. WE HAVE A MORAL OBLIGATION TO OUR PART TIME COLLEAGUES TO PROVIDE THEM WITH THE OPPORTUNITY TO RECEIVE COMPREHENSIVE HEALTH CARE FROM THE CERRITOS COMMUNITY COLLEGE DISTRICT. THE STATE LEGISLATURES HAVE ADOPTED AN ONGOING BUDGET OF $200 MILLION, SO THE DISTRICTS ACROSS THE STATE MAY BE COMPLETELY [00:50:09] REIMBURSED FOR PROVIDING HEALTH CARE TO ELIGIBLE PART TIME FACULTY AND GOVERNMENT CODE. SECTION TWO TWO 807.5 HAS ADDED LANGUAGE UNDER PMCA TO MAKE IT EASIER FOR DISTRICTS TO ENACT HEALTH CARE PLANS FOR PART TIME FACULTY. WITH THE CHANGING OF THE LAW, ALMOST ALL OF THE PIECES HAVE FALLEN INTO PLACE. THE FINAL QUESTION THAT WAS WEIGHING HEAVILY WAS, WILL THERE BE ENOUGH MONEY FOR THE DISTRICTS TO FULLY BE REIMBURSED BY THE STATE? AND THE ANSWER IS YES. SAN DIEGO DISTRICT RECEIVED 100% REIMBURSEMENT FOR THE $7.6 MILLION THAT THEY SPENT ON 570 PARTICIPANTS. NET COST TO THE DISTRICT IS $0 PER FACULTY. LACCD RECEIVED 100% REIMBURSEMENT FOR THE $2.7 MILLION THEY SPENT ON 344 PARTICIPANTS. NET COSTS TO THE DISTRICT PER FACULTY IS $0. LOS RIOS RECEIVED 100% OF THE REIMBURSEMENT FOR THE $2.2 MILLION THEY SPENT ON 407 PARTICIPANTS. NET COSTS TO THE DISTRICT IS ALSO $0 PER FACULTY. CERRITOS COLLEGE RECEIVE 50% REIMBURSEMENT FOR THE $137,000 THAT WE SPEND ON 71 PARTICIPANTS, BECAUSE WE DID NOT FULLY IMPLEMENT AB 180. THE OVERALL COST TO THE DISTRICT WAS 67,000, WITH AN AVERAGE NET COST OF $950 PER PARTICIPANT. FULLY IMPLEMENTING AB 180 IS A COST SAVING MEASURE FOR OUR COLLEGE. BY AGREEING TO FULLY IMPLEMENT BY SPRING 2024, THE DISTRICT CAN QUALIFY FOR FULL YEAR REIMBURSEMENT OF COSTS AT 100%, INCLUDING FALL OF 23. IT IS TIME FOR FULL IMPLEMENTATION. WE HAVE ALL THE INFORMATION WE NEEDED, INCLUDING THE UPDATED CALPERS FAQ, WHICH I SHARED WITH THE DISTRICT EARLIER TODAY. IT IS TIME TO OFFER OUR ELIGIBLE PART TIME FACULTY. HIGH QUALITY DISTRICT PROVIDED HEALTH CARE FOR FREE. TRUSTEES, LET'S DO THIS TOGETHER. THAT'S SIGN AN MOU THAT'S EXTEND TO ENHANCE PILOT PROGRAM FOR FALL 23, WHICH ALLOWS PART TIME FACULTY TO RECEIVE UP TO $3,300 OF REIMBURSEMENT FOR THE FALL. AND THAT'S PREPARED FOR FULL IMPLEMENTATION FOR SPRING OF 2024. THIS WAY, THE DISTRICT CAN GET 100% REIMBURSEMENT FROM THE STATE. THIS IS A WIN WIN SCENARIO, A WIN FOR FACULTY, A WIN FOR THE DISTRICT, AND A WIN FOR COMPREHENSIVE HEALTH CARE. THANK YOU. ALL RIGHT. ERLINDA LOPEZ, CSIA PRESIDENT. AND BOARD MEMBER. EVERYBODY IN THE AUDIENCE AS YOU SAW, WE HAD TWO GREAT ACCOMPLISHMENTS FOR OUR CLASS TODAY. ONE IS EARLY STAGES OF CAREER AND ONE IN LATE STAGES OF CAREER. BEING ABLE TO BENEFIT FROM OUR RETIREMENT SYSTEM AND THE BENEFITS OF THE LONGEVITY SYSTEM HERE IN OUR INSTITUTION. AND THAT'S SOMETHING THAT WE SHOULD BE VERY PROUD OF. AS YOU CAN SEE BOTH OF THOSE EMPLOYEES HAVE THEIR MANAGERS PRESENT HERE TODAY, AND THE SUPPORT OF YOUR MANAGERS HELPS OUR INFLUENCE THRIVE. WHEN WE HAVE THAT ACTIVE SUPPORT, WE AS EMPLOYEES FEEL MORE VALIDATED, WE FEEL LIKE WE MATTER, AND WE FEEL THAT WE'RE PART OF A PART OF OUR CAMPUS COMMUNITY, THAT WE MAKE A DIFFERENCE. AND SO, JUST AS A REMINDER, I KNOW SOMETIMES THE SMALLEST THINGS DO MAKE A BIG DIFFERENCE. THANK YOU. HAVE A GOOD DAY AND GOOD MORNING. THOSE SIMPLE MEASURES CREATE AN ENVIRONMENT FOR OUR CLASSIFIED EMPLOYEES TO BE ABLE TO THRIVE HERE AT THE COLLEGE. AND SO I JUST THINK THOSE ARE GREAT ACCOLADES FOR OUR INSTITUTION, FOR ARTS, FOR US TO BE VERY PROUD OF. FOR THOSE OF YOU THAT DON'T KNOW, SHE IS ONE OF OUR SUCCESS COACHES, AND SHE IS THE FIRST INDIVIDUAL THAT TALKS TO THE STUDENTS AND REMINDS THEM WHEN OUR NEXT SESSIONS ARE GOING TO BEGIN. SHE REMINDS THEM THERE ARE OPPORTUNITIES. OPEN HOUSES. THESE ARE CLASSIFIED ARE THE FIRST LEVEL OF CONNECTIONS TO OUR STUDENTS SUCCESS. COACHES MATTER IN THE PROCESS. THEY MATTER IN OUR INSTITUTION AS AND ALL OF OTHER CLASSIFIED ROLES. AND WHILE THEY MAY NOT BE VERY PREVALENT AS EVERYONE ELSE, I DO WANT TO MAKE SURE THAT WE UNDERSTAND THAT THE ROLES WE PLAY DO MATTER. [00:55:09] AND FOR THOSE CLASSIFIED HEARING US TODAY, YOU DO MATTER. YOUR VOICE MATTERS. THE WORK YOU DO AND YOUR COMMITMENT TO OUR INSTITUTION, ESPECIALLY FOR STUDENTS, IS VERY CRITICAL. AND AGAIN, IT'S JUST FOR US TO BE ABLE TO SHOWCASE THE GREATNESS HERE AND TO BE ABLE TO SEE A BOARD MEETING WHERE IT'S PRETTY POSITIVE WHEN WE LOOK AT IT. OVERALL, I THINK THAT THAT SAYS THAT SAYS A GREAT THING OF OUR INSTITUTION TODAY AND HOPEFULLY FUTURE MEETINGS CAN CONTINUE THAT WAY AS WELL. SO I THANK YOU FOR YOUR SUPPORT AND THANK YOU FOR ACKNOWLEDGING OUR CLASSIFIED STAFF, AND I HOPE THAT WE CAN CONTINUE THAT THROUGHOUT. AND LIKE I SAID, THOSE SMALL THINGS YOU'VE YOU'VE BEEN A GOOD MORNING, HOW WOULD YOU DO THOSE THINGS. THOSE SMALL THINGS REALLY DO IT AT THE SAME TIME FOR US. SO I THANK YOU FOR THAT AND HAVE A GOOD NIGHT. THANK YOU. OUR NEXT WILL BE SAGE FRAUSTO, EHMCKE PRESIDENT. I'M. SO SORRY. CAN YOU GUYS HEAR ME? YEAH. OKAY. SO, HI, I'M SAGE FRAUSTO. AS FOR ACC SPECIFICALLY, I CHAIR CABINET, SO I'M GOING TO GO OVER A LITTLE BIT OF WHAT CABINET HAS BEEN DOING. SO AS FOR NOW, WE'VE HAD LYNNE IRWIN COME SPEAK TO OUR CABINET. AND SHE WAS SEEKING FEEDBACK ON ONLINE COURSES, ONLINE COURSE INSTRUCTION AND SUPPORT. AND WE WE TALKED ABOUT POSSIBLY RENOVATING THE ONLINE CLASSROOM ENVIRONMENT FOR EASIER AND EFFICIENT COMPLETION. WE DISCUSSED ISSUES OF TUTORING NOT BEING ACCESSIBLE ENOUGH AND POSSIBLE INTIMIDATION FACTORS BETWEEN STAFF AND STUDENTS WAS DISCUSSED AND HOW TO POSSIBLY ASSESS THESE ISSUES AS WELL. WE ARE WE ARE TALKING ABOUT POSSIBLY CREATING AN ORGANIZATION TO UPDATE FLIERS AND OTHER INFORMATION ON CAMPUS, INCLUDING TAKING DOWN OLD POSTERS AND SIGNS AS WELL. WE'VE BEEN DISCUSSING SAFE PARKING FOR OUR NIGHT CLASSES ON CAMPUS TO INCREASE THE SAFETY WE'VE BEEN LOOKING INTO, POSSIBLY INCREASING THE LIGHTING AND CAMPUS SECURITY. ANOTHER THING WE'VE BEEN TALKING ABOUT IS A NATIVE PLANT COALITION THAT WE'VE CREATED, AND WE'VE REACHED OUT TO FOUR OTHER UNIVERSITIES TO AID IN THE EXPANSION OF SUSTAINABILITY AS LONG AS AS WELL AS CREATING A NATIVE PLANT GARDEN ON CAMPUS. LONG BEACH. LONG BEACH OFFICE OF SUSTAINABILITY WILL ALSO BE ASSISTING WITH OUR ENVIRONMENTAL CLUB AS WELL. WE ARE WORKING WITH NIMES ELEMENTARY SCHOOL TO HELP WITH OUR GARDEN, WITH THEIR GARDEN AS WELL. WE'VE BEEN LOOKING AT OUR NUMBERS TO CREATE MORE ENGAGEMENT ON CAMPUS AND MAKE OUR CAMPUS MORE LIVELY. WE'VE BEEN LOOKING AT OUR EVENTS AND THE NUMBERS OF STUDENTS TO TRY AND BRING IN MORE STUDENTS TO OUR CAMPUS. WE'VE ALSO BEEN LOOKING AT POSSIBLE FALCON SINK REPLACEMENTS AS WELL AS TODAY. WE HAD DOCTOR FIERRO COME AND SPEAK WITH US REGARDING A PLAN TO A PLAN TO INCREASE THE GRADUATION RATE TO 50% AND ALLOW STUDENTS TO COMPLETE THEIR DEGREE WITHIN FIVE YEARS AT STUDENT CONVOCATION, AT WHICH A LOT OF ACC MEMBERS ATTENDED AND WERE VERY PASSIONATE ABOUT. HELLO EVERYONE. MY NAME IS SALMA DOUEK. I AM VICE PRESIDENT OF ACC. AS FOR MY UPDATES RIGHT NOW, CURRENTLY WE ARE LOOKING AT THREE DIFFERENT VENDORS TO REPLACE FALCON SYNC. WE ARE LOOKING AT ENGAGE, WHICH IS FALCON SYNC PRESENCE AND CAMPUS GROUPS. GENERAL CONSENSUS WITHIN SENATE IS THAT WELL, BETWEEN CAMPUS GROUPS WELL, THE CAMPUS GROUPS AND PRESIDENTS ARE TOE TO TOE. BUT AFTER DISCUSSION TODAY I THINK OUR SENATE IS LEANING TOWARDS CAMPUS GROUPS, AND WE'RE INVITING THEM BACK TO HEAR MORE FROM THEM. SO MORE UPDATES THAT ON THAT COMING SOON. AND THIS IS SORT OF UNRELATED. I GUESS BUT NEXT WEEK I'M ACTUALLY DOING A PRESENTATION LED BY MYSELF ON THESE REALLY OCCUPATION OF PALESTINE. AND ANYONE WILLING TO LEARN MORE ABOUT THAT? PLEASE FEEL FREE TO COME TO THE SENATE MEETING AT 2 P.M. AND LC 155. I THINK THIS IS A MATTER VERY SERIOUS ISSUE. EVEN THOUGH IT DOESN'T NECESSARILY RELATE TO SENATE OR TO FACULTY, I THINK AS NOT ONLY AS FACULTY MEMBERS, BUT AS HUMAN BEINGS WITH HUMANITY AND COMPASSION, WE SHOULD ALL KNOW THE SUBJECT AND UNDERSTAND IT. SO YEAH, ONCE AGAIN, I'LL BE DOING A PRESENTATION AT 2 P.M. AND LC 155. PLEASE JOIN IF YOU ARE FREE AT THAT TIME. AND THAT'S THAT CONCLUDES MY REPORT. THANKS. GOOD EVENING. GOOD EVENING, BOARD OF TRUSTEES. MY NAME IS SERAFINA CHEN, AND I'M THE CHIEF JUSTICE FOR THE ACADEMIC YEAR OF 2023 TO 2024. [01:00:07] WHEN I WAS FIRST APPOINTED TO THIS POSITION, I HOPE TO BRING ACC COURT CLOSER TO THE OTHER ACC BRANCHES AND STUDENTS TO ACTUALLY KNOW WHAT ASIC STANDS FOR AND HOW WE CAN HELP AND PROVIDE RESOURCES FOR THEM. I'M HAPPY TO SAY WE'RE OFF TO A GREAT START. ACC COURT IS HOSTING AN ACC MIXER ON HALLOWEEN, INVITING CABINET AND SENATE. WE'RE EXPECTING A PARTICIPATION OF AROUND 30 ACC LEADERS, AND WE PLAN TO DO REVERSE TRICK OR TREATING ACROSS CAMPUS, INFORMING STUDENTS OF WHAT ACC CAN DO FOR THEM WITH CANDIES AT THE END OF THE SCHOOL YEAR. OUR GOAL IS TO FINISH THE ACC STUDENT GOVERNMENT HANDBOOK AND CONTINUE TO WORK ON HOW TO MAKE ACC MORE FAMILIAR AND ACCESSIBLE TO STUDENTS. THANK YOU. OKAY. THANK YOU VERY MUCH. ALL RIGHT. SO NEXT IS 2.04 AND 2.05. [2.04 Public Hearing: Receive the Initial Proposal of the Cerritos Community College District to the Cerritos College Faculty Federation (CCFF), AFT Local 6215, for the Negotiation of the District-CCFF Collective Bargaining Agreement for the Period of July 1, 2024 - June 30, 2027, and Notification of a Public Hearing at the November 15, 2023 Regular Board Meeting] [2.05 Public Hearing: Receive the Initial Proposal of the Cerritos College Faculty Federation (CCFF), AFT Local 6215, to the Cerritos Community College District for the Negotiation of the District-CCFF Collective Bargaining Agreement for the Period of July 1, 2024 - June 30, 2027, and Notification of a Public Hearing at the November 15, 2023 Regular Board Meeting] WHICH ONE. YEAH YEAH YEAH YEAH. TO DO IN BOTH. OKAY. ALL RIGHT, SO IN THE REPORT AND COMMENTS FROM CONSTITUENT GROUP, WE'RE GOING TO HAVE AMBER TO GIVE THE SNIPPET. IS THAT RIGHT? CORRECT. DATA SNIPPET. TONIGHT'S A SNIPPET. GOOD EVENING EVERYONE. SO TODAY I'M GOING. I'M EXCITED TO PROVIDE EVERYONE WITH AN UPDATE ON OUR KEY. IT'S ACTUALLY ON. JUST SORRY. SHE'S JUST TALLER. OH THANKS, LYNN. SO I'M EXCITED TO SHARE AN UPDATE ON OUR KEY PERFORMANCE INDICATORS AND REVIEW OUR STRETCH GOALS. SO THIS INFORMATION WILL SHARE WITH YOU ABOUT THE FALL 2023 INFORMATION. THANKS. SO AS A REMINDER LIKE ASC JUST MENTIONED, OUR GOAL IS FOR 50% OF OUR FIRST TIME STUDENTS TO GRADUATE WITHIN FIVE YEARS. AND THEN OUR TWO SUPPORTING GOALS ARE 75% OF FIRST TIME STUDENTS TO EARN 15 OR MORE DEGREE APPLICABLE UNITS BY THE END OF THEIR FIRST TERM, THEIR FIRST YEAR, AND THEN ALSO 50% OF FIRST TIME STUDENTS WILL PASS THEIR FIRST FIVE DEGREE APPLICABLE COURSES ATTEMPTED. AND SO THE GRAPH ON THE LEFT SHOWS OVER THE LAST TEN YEARS WHERE WE'VE LANDED. SO FOR EXAMPLE, OUR GRADUATION RATE, WE'VE RANGED BETWEEN 25 AND 29% OF OUR STUDENTS GRADUATING WITHIN THE FIVE YEAR TIME FRAME. AND YOU CAN SEE OUR GOAL IS 50%. WITH REGARDS TO 15 UNITS, WE'VE RANGED BETWEEN 33 AND 40%, WHERE OUR GOAL IS 75%. AND THEN OUR FIRST FIVE COURSES ATTEMPTED THAT THEY'VE PASSED. WE'VE RANGED BETWEEN 25 AND 30%, AND OUR GOAL IS AT 50%. SO YOU CAN SEE WE HAVE SOME WORK THAT WE CAN DO, BUT IF WE MOVE THE 15 UNITS IN THE FIRST FIVE COURSES, OUR GRADUATION RATE WILL INCREASE. SO THIS INFORMATION IS LOOKING AT FALL 2023 AND IT IS UP TO DATE AS OF LAST FRIDAY THE 13TH. AND SO EACH BAR REPRESENTS A KEY PERFORMANCE INDICATOR. SO FOR THE FIRST ONE ON THE FAR LEFT ATTEMPTING 15 OR MORE DEGREE APPLICABLE UNITS WITHIN FALL 2023, CURRENTLY WE'RE AT 18% AND OUR GOAL IS UP 40%. SO THAT IS BY THE END OF THEIR FIRST SEMESTER. I DO WANT TO NOTE THAT WE'VE MADE PROGRESS FROM THE LAST TWO FALL SEMESTERS, SO WE ARE AT A HIGHER RATE COMPARED TO BEFORE. THE NEXT KPI YEAH. WHAT'S THE SAMPLE SIZE OR. YEAH. GREAT QUESTION. WE HAVE ABOUT 3,801ST TIME STUDENTS OKAY. YEAH. SO THIS IS A 3800 WITHIN HERE. YEP. EXACTLY. ARE WE ARE WE LIKE SPRINKLING IN OUR QUESTIONS AS WE GO. YEAH. LET'S DO LET'S DO IT. YEAH YEAH YEAH. WHY NOT. SNIP INTO THE SNIPPET. YEAH. FIRST OF ALL, I REALLY LOVE THE WAY THAT THIS GRAPH IS SET UP. IT'S A LOT. LOOKING AT D'ARCY SOMETIMES CAN BE CONFUSING SO OR HARD TO FOLLOW IT RIGHT? TO DOCTOR WONG'S POINT I ONE SUGGESTION HERE I THINK WOULD BE HELPFUL BECAUSE I'M CONSTANTLY TRYING TO GO BACK IN MY MEMORY OF WHERE WE STARTED FROM. SO THIS SHOWS WHERE WE'RE CURRENTLY AT, WHERE WE'RE AIMING TO, AND IT MIGHT BE HELPFUL IN A FUTURE VERSION JUST TO HAVE LIKE MAYBE A WHITE LINE OR SOMETHING, JUST TO SAY, SO WHERE [01:05:02] ARE WE AT? SO BEFORE YOU ANSWER THAT QUESTION NUMBER, I WANT TO CLARIFY THAT THIS IS OR SET UP YEAR. SO WE'RE PLACING ALL THE STRUCTURES THAT WE NEED IN ORDER TO BEGIN COUNTING. BUT I GUESS WHAT WE'RE TRYING TO SAY IS THAT BY PUTTING ALL THE STRUCTURES TOGETHER, WE ARE ALREADY MAKING PROGRESS. OKAY? BUT THIS YEAR ISN'T ALL OFFICIAL YEAR. THIS IS WHERE WE'RE BUILDING THE INFRASTRUCTURE, COLLECTING THE DATA AND BEGINNING ALL OF OUR PROCESSES. BUT WHAT IS. WELL, EVERYTHING IS WORTH NOTICING HERE. BUT THE MOST IMPORTANT PART THAT I THINK IS IMPORTANT TO HIGHLIGHT. SO SO WE HAVE FRAME AND CONTEXT IS THE ONLY BY LOOKING AT IT AND BY BUILDING THE SUPPORT STRUCTURES, WE ARE ALREADY MAKING PROGRESS. LIKE ONLY BY LOOKING AT IT. IT'S LIKE QUANTUM PHYSICS. THAT WAS THAT WAS THE EXAMPLE I WAS GOING TO USE, BUT I THOUGHT IT WAS TOO NERDY. BUT YOU BEAT ME TO IT. HEY, IT'S LIKE QUANTUM PHYSICS WHEN YOU WHEN YOU LOOK AT SOMETHING, THE RESULT CHANGES. AND THIS IS SORT OF AN EXAMPLE OF THAT. SO IN SOME SENSE MAYBE MY SUGGESTION IS FOR NEXT YEAR'S GRAPH. NO, NO, YOU CAN DO IT THIS YEAR. I JUST WANTED TO PROVIDE SOME GROUNDING. I THOUGHT YOU WERE ALSO SAYING WE'RE BEING SUCCESSFUL TOO SOON. I SHOULD HAVE WAITED. BUT I'M NOT COMPLAINING. NEITHER ME? NO, THIS IS EXCELLENT. I MEAN, MY SUGGESTION WAS JUST BURIED IN A COMPLIMENT, MOSTLY BECAUSE I. I WHEN I WAS LOOKING AT THIS, I REALLY LOVED THE WAY YOU LAID IT OUT, SO. THANK YOU. YEAH. THANKS FOR THE FEEDBACK. TO GIVE YOU CONTEXT, I DO SEND EXECUTIVE COUNCIL A WEEKLY UPDATE. SO EVERY FRIDAY WE ARE TRACKING WEEK BY WEEK. AND THEN I GIVE THE DIFFERENCE FROM THE BEGINNING OF THE SEMESTER TO WHERE WE ARE NOW. SO WE ARE LOOKING AT THIS INFORMATION, AND I'LL SHARE A LITTLE BIT MORE ABOUT HOW WE'RE INTERACTING WITH THE STUDENTS TO MOVE THESE METRICS. WITH REGARDS TO ATTEMPTING NINE OR MORE CTE UNITS IN THE FIRST YEAR, WE'RE AT 6%. SO WE DO HAVE UNTIL SPRING SEMESTER TO GET US TO THAT 20% ATTEMPTING MATH, ATTEMPTING ENGLISH, AND ATTEMPTING MATH AND ENGLISH. THAT IS ALSO OUR MOMENTUM POINT AS WELL AS A KPI. BUT AGAIN, THIS IS AT THE END OF OUR FIRST YEAR FOR STUDENTS. AND SO YOU CAN SEE WE'RE ALREADY AT 50% WITH REGARDS TO MATH. AND OUR GOAL IS 70%. WE'RE AT 67% FOR ENGLISH AND OUR GOAL IS 85%. AND THEN ATTEMPTING MATH AND ENGLISH ALL WITHIN THAT FIRST YEAR, WE'RE AT 44% AND OUR GOAL IS 60%. SO WE STILL HAVE SPRING SEMESTER TO GET US TO OUR GOAL. SO WE'RE DOING A LOT BETTER THAN WHAT WE HAVE DONE IN THE PAST AS PART OF IT. AND THEN THE LAST KPI IS HAVING A FINALIZED COMPREHENSIVE STUDENT EDUCATIONAL PLAN, ALSO KNOWN AS A CCEP. SO IN THE BEGINNING OF THE SEMESTER, WE WERE AT 41%. WE'RE NOW CURRENTLY AT 56%. AND SO PART OF THAT IS THE OUTREACH THAT THE LCPS ARE DOING WITH THE DATA COACHES AND THE SUCCESS COACHES. AND SO THE DATA COACHES WITHIN THE SUCCESS TEAMS HAVE ACCESS TO THE STUDENT LEVEL INFORMATION EVERY WEEK, AND THEN THEY'RE WORKING TOGETHER WITHIN THEIR SUCCESS TEAM TO DO OUTREACH TO STUDENTS, TO MAKE SURE THAT WE'RE GETTING STUDENTS TO HIT THESE KEY PERFORMANCE INDICATORS, BECAUSE WE KNOW THAT THIS WILL HELP US GET US TO THAT 50% GRADUATION RATE. YEAH. TRUSTEE PEREZ. YES, I HAVE A QUESTION. I'M WONDERING DO WE ARE WE SEEING AN INCREASE IN THE NINE WEEK CLASSES THAT WE ARE OFFERING? SO YES. AND AND THE LONGER ANSWER TO THAT IS RIGHT NOW ACTUALLY, SWAGIT SHARES DOCTOR MIXON IS WORKING WITH A GROUP OF DEANS TO CREATE A CONSISTENT ROLLOVER, NINE WEEKS OF SCHEDULES THAT ALLOW THE STUDENTS TO TAKE PART A AND B OF A PARTICULAR COURSE SO THEY CAN MAKE PROGRESS TO COMPLETION IN ONE SEMESTER RATHER THAN TWO. THE SHORT ANSWER IS YES, NINE WEEKS ARE INCREASING. THE BETTER ANSWER IS THE POSSIBLY BY NEXT SEMESTER. I THINK FALL SPRING SCHEDULE IS ALREADY IN PLACE FOR FALL SEMESTER. WE HAVE LAID OUT GROUND IN WHICH THE STUDENTS CAN GO FROM NINE TO 9 TO 9, BUT ON COURSES, THE BUILD UP RATHER THAN A SPRINKLE NUMBER OF COURSES THAT ARE AVAILABLE, THE REST OF THE WORK THAT THEY HAVE BEEN DOING IS ALSO TO ENSURE THAT WE HAVE DEGREE COMPLETION AND SEMESTER COMPLETION COURSES IN THE LATE STARTS OF THE SEMESTER. BECAUSE THE OTHER THING THAT HAPPEN WHEN WE LOOK AT THE DATA IS THAT WE SEE THAT WE HAVE A STUDENTS INTERESTED IN TAKING CLASSES, BUT WE DIDN'T HAVE THE RIGHT OFFERINGS IN THE [01:10:08] LATEST STARS. SO DOCTOR BRAMMER AND DOCTOR MIXON, ALONG WITH THE DEPARTMENT CHAIRS AND COUNSELORS, WERE REALLY HARD IN LOOKING AT THE DATA AND OPENING SECTIONS OF CLASSES THAT LED THAT ARE LEADING TO PROGRESSION AND THAT ARE MEANINGFUL TO THE STUDENTS RATHER THAN WHAT IS LEFT. SO, SO, SO, SO ALL THIS IS LEADING TO A LARGE OVERVIEW OF OUR PRACTICES. YEAH, I THINK I MEAN, AGAIN, I THINK THAT HAS A LOT OF POTENTIAL TO HELP US MEET ALL OUR MOMENTUM POINTS. AGAIN, JUST TRYING TO OFFER THAT, I GUESS I FEEL LIKE I'VE SEEN MORE. OR MAYBE IT'S JUST YOU GUYS ARE DOING A BETTER JOB PROMOTING AND MARKETING, LIKE, HEY, OUT OF CLASS. YOU KNOW, WE'RE NINE WEEKS IN AND I THINK IT GOES BACK TO, YOU KNOW, SOME OF THE, YOU KNOW, THE FEEDBACK WE'VE HEARD IS SOME STUDENTS DO BETTER IN SHORTER CLASSES, RIGHT? YOU KNOW, AND SO I MEAN, AGAIN, EVERY STUDENT LEARNER IS DIFFERENT I TODAY I INTERVIEWED SOMEBODY FOR A SCHOLARSHIP AND I NOTICED THAT IT WAS LIKE, SAY, FALL 2021. AND SHE HAD TAKEN CALCULUS ONE AND CALCULUS TWO THE SAME SEMESTER. I WAS LIKE, WHY WOULD YOU TAKE CALCULUS ONE AND TWO AT THE SAME TIME? LIKE, LIKE, DON'T YOU NEED TO KNOW CALC ONE BEFORE? AND SHE WAS LIKE, OH NO, IT WAS NINE WEEK CLASSES. AND I WAS LIKE, BRILLIANT. OH MY GOSH. LIKE IF I COULD HAVE TAKEN A NINE WEEK CALCULUS CLASS, LIKE I WILL HAVE NOT OKAY. NO DRAGGING AT ALL. I MEAN, AGAIN, THOSE ARE HARD CLASSES THAT GO ON FOREVER AND EVER AND EVER AND AGAIN. IT'S VERY EASY TO LOSE MOMENTUM, RIGHT? YOU KNOW, AND TO NOT COMPLETE THAT CLASS. SO I WAS JUST THINKING A LITTLE BIT MORE ABOUT THAT. AND I JUST FEEL LIKE LIKE I SAID, EITHER YOU GUYS ARE DOING A REALLY GOOD JOB OF PROMOTING IT, OR I DO CHECK ALL MY KIDS EMAILS AND, YOU KNOW, SEE ALL THE STUFF COMING UP. SO I WAS LIKE, OKAY, GREAT. THIS IS REALLY, REALLY GOOD. SO I THINK IT'LL HELP US, YOU KNOW? SO MEET OUR MEET OUR GOALS. YEAH. THE DATA COACHES DO HAVE LIKE WEEKLY WHAT THEY SHOULD BE LOOKING AT. AND THEY HAVE A DROP FILE AS WELL. SO THEY'RE ABLE TO IDENTIFY STUDENTS THAT DROP MATH OR ENGLISH AND THEN HELPING THEM GET IN EITHER THE 9 OR 15 WEEK COURSES. SO WE ARE TRYING TO BE MORE TARGETED IN OUR OUTREACH AND EFFORTS AS WELL, TO HELP THOSE STUDENTS SUCCEED. ON THE MATH TOO. SORRY, I'M ALWAYS SO CRITICAL OF THAT. SO GOOD JOB ON THE MATH. MATH IS DEFINITELY TRENDING UPWARD TOO. SO AMBER MAY NOT SYMPATHIZE WITH THESE STUDENTS WHO DON'T LOVE MATH RIGHT AWAY THOUGH, BUT I APPRECIATE YOU TRACKING THEM. ANYWAY, I WOULD DO THE CALC ONE AND TWO IN THE SAME SEMESTER. JUST SAYING. AND THAT IS ALL I HAVE FOR THE UPDATE. SO IF YOU HAVE ANY QUESTIONS, I DO HAVE A QUESTION I WANTED TO KNOW. IN ORDER TO INCREASE MATH AND ENGLISH CLASSES THAT ARE TAKEN FOR FIRST TIME STUDENTS, WILL STUDENTS BE REQUIRED TO TAKE THEM LIKE THEIR FIRST SEMESTER, OR IS IT LIKE A STRONG RECOMMENDATION? IT'S A STRONG RECOMMENDATION. SO WE'VE DONE RESEARCH LOCALLY AT CERRITOS COLLEGE AND STUDENTS ARE TWO AND A HALF TIMES MORE LIKELY IF THEY TAKE TRANSFER LEVEL MATH WITHIN THEIR FIRST YEAR TO GRADUATE WITHIN TWO YEARS. IT'S ALSO BEEN NATIONWIDE RESEARCH AS WELL. SO WE KNOW IF STUDENTS TAKE TRANSFER LEVEL MATH AND ENGLISH IN THEIR FIRST YEAR, THEY'RE WAY MORE LIKELY TO COMPLETE IN A SHORTER AMOUNT OF TIME. SO WE'RE TRYING TO HELP STUDENTS AS BEST WE CAN, KNOWING WHAT WORKS FOR STUDENTS. AND, YOU KNOW, THERE'S OFF CASES WHERE IT MAY NOT WORK AND THEY HAVE PART TIME STUDENTS AS WELL. BUT FOR MAJORITY OF STUDENTS, WE CAN REALLY GET THEM IN TRANSFER LEVEL MATH AND ENGLISH. IT IS ALSO A COMPONENT OF THE STUDENT CENTERED FUNDING FORMULA AS WELL. SO WE GET ADDITIONAL MONEY FOR STUDENTS THAT COMPLETE TRANSFER LEVEL MATH AND ENGLISH. SO THERE'S INCENTIVES FOR BOTH THE STUDENTS AND FOR THE INSTITUTION AS WELL. YEAH. COULD YOU GO BACK, PLEASE? YES. THANK YOU. SO I, I I WANT TO, I WANT TO I WANT YOU TO DRAW YOUR ATTENTION TO THE CCEP THE NUMBER RIGHT THERE, 56, IS A HUGE INCREASE ON OUR COMPREHENSIVE PLAN TRENDING TO THE 80%, WHICH IF WE CONTINUE THAT WAY, WE'RE GOING TO SURELY HIT IT AND EXCEED IT. SO BEFORE I TELL YOU WHY IS THAT IMPORTANT, I WANT TO GIVE HUGE KUDOS TO THE ENTIRE COUNSELING DEPARTMENT FOR REALLY, REALLY STEPPING UP AND LOOKING AT HOW WE BUILD CSR. IT USED TO BE LEAN, BUT APPARENTLY NOW ISN'T. BUT IT IS AMAZING THE TURNAROUND THAT WE HAVE BEEN DOING NOW, WE DO STILL HAVE WORK TO DO. TODAY DURING A STUDENT CONVOCATION, ONLY ABOUT HALF OF THE STUDENTS HAD IT, BUT THAT WILL NOT HAVE BEEN THE CASE LAST SEMESTER AND MUCH LESS THE PREVIOUS ONE. SO THAT IS A HUGE NUMBER. I ALSO WANT TO GIVE BIG CREDIT TO ROBIN FOR REALLY HAMMERING DOWN THAT. [01:15:05] REMEMBER WHEN WE STARTED HAVING THE CONVERSATION AND SHE VERY POLITELY TOLD ME IN DIFFERENT WORDS THAT I WAS CRAZY BECAUSE I WAS PUSHING FOR THAT GOAL AND THAT THAT WILL NEVER BE ACCOMPLISHED. BUT THE BEST PART ABOUT THAT IS THAT WE HAD SOME VERY GOOD DISCUSSIONS, AND THEN SHE COMES BACK AND REALLY PUT A PLAN TOGETHER WITH THE COUNSELOR THAT REALLY IS DELIVERING WHAT IT NEEDS. AND IT'S NOT ABOUT THE NUMBER. IT IS ABOUT WHAT HAPPENED TO THE STUDENTS WHEN THEY COMPLETE A CCEP OR ON DATA AT CERRITOS COLLEGE, ANALYZED BY OUR OWN OFFICE OF INSTITUTIONAL RESEARCH AND PLANNING, IS SHOWING THAT THOSE STUDENTS THAT HAVE CCEP GRADUATE TWO AND A HALF TO HAVE A CHANCE OF GRADUATION THAT ARE TWO AND A HALF TIMES GREATER THAN THOSE THAT DO NOT. SO BY DOING THAT, THAT SINGLE ACTION IS INCREASING THE CHANCES OF GRADUATION OF OUR STUDENTS BY TWO AND A HALF FOLD. SO IF WE DO THAT AND THEN WE LOOK AT WHAT IS HAPPENING IN ATTENDING MATH AND ENGLISH, WE ARE REALLY MOVING THE NEEDLE FOR THE FUTURE OF OUR STUDENTS. SO. SO I WANT TO GIVE VERY BIG KUDOS AGAIN TO COUNSELING FOR THESE HUGE KUDOS TO OUR FACULTY, PARTICULARLY MATH AND ENGLISH. BUT TO ALL OF OUR DEPARTMENT CHAIRS, BECAUSE THE SECOND LEG LAID OUT OF CLASSES FOR THE LATEST STARS CAME OUT LATE BECAUSE WE WERE LOOKING AT THE DATA. SO NOW WE'RE MORE PREPARED BECAUSE NOW WE KNOW WHAT'S HAPPENING. BUT THIS TIME AROUND, WE WERE LOOKING AT THE DATA AND WHAT WE NOTICED WAS AND AGAIN, THANK YOU TO ANDREA. THAT WAS HALF FUNNY AND HALF NOT A STUDENT THAT WAS COMING ASKING FOR WELDING OR SOMETHING LIKE THAT. AND THE ONLY THING THAT WE COULD OFFER WAS A DANCE CLASS OR SOMETHING. SO, SO, SO WE KNEW WHAT WE WERE GOING TO LOSE THAT STUDENT AND THAT STORY REALLY CHANGED HOW WE WERE LOOKING AT THE NUMBERS. WE WENT BACK, WE LOOK AT IT, AND WE NOTICED THAT THERE WAS REALLY NOT AVAILABILITY OF THOSE CLASSES FOR THE STUDENTS THAT WERE COMING LATE, THAT NEEDED TO BE ENGAGED IN SOMETHING THAT WAS EITHER A DEGREE APPLICABLE OR CONNECTED TO THEIR MAJOR. AND, AND OUR COUNSELORS AND OUR DEPARTMENT CHAIRS ACTED PRETTY QUICKLY TO PROVIDE THOSE CLASSES, WHICH, YOU KNOW, MAY BE A LITTLE LATE THIS TIME AROUND, BUT NOW WE KNOW WHAT TO DO FOR THE FUTURE. SO BIG KUDOS TO ALL THE FACULTY AND THE COUNSELORS FOR THE CCEP. I THINK I THINK IF OUR DATA IS CORRECT, WHICH HAS BEEN THAT WILL MAKE A SIGNIFICANT IMPACT DOWN THE ROAD ON GRADUATION. SO THANK YOU. I HAD A QUESTION ON THE CALL IT CSEP. IT'S COMPREHENSIVE EDUCATIONAL PLAN. PLAN. YEAH. SO DO YOU HAVE ANY DATA ON HOW MUCH OF THOSE PLANS BEING COMPLETED? ARE VIRTUAL VISITS VERSUS IN-PERSON? I DO KNOW, MAYBE. ROBIN. DON'T HAVE BLUE. I DON'T HAVE DATA ON IT. BUT WE. ONE OF THE REASONS YOU SAW THAT RECENT JUMP UP IS BECAUSE THE COUNSELORS HAVE TIME ALLOTTED TO DO THEIR LEARNING CAREER PATHWAY WORK, AND WHAT THEY STARTED TO DO WAS TO DO EMAIL OUTREACHES TO THE STUDENTS WHO WERE ON THE LIST AND ASK THEM, IS THIS PLAN GOING TO WORK FOR YOU? AND THEY CREATE COMPREHENSIVE PLANS VIRTUALLY THAT WAY. SO THAT'S IN ADDITION TO IF THEY HAD BEEN DOING IT THROUGH ZOOM. SO THIS THAT'S BRAND NEW. THEY'VE NEVER TRIED THAT BEFORE. AND THAT'S ONE OF THE REASONS WHY THEY'RE ABLE TO GET TO THAT NUMBER. AND THEN NEXT YEAR WE'LL HAVE OUR NEW SOFTWARE TOOL THAT WILL HAVE AI TOOLS BUILT IN, WHICH SHOULD SPEED UP THE PROCESS MORE. SO WE KNOW WE'RE MOVING THE RIGHT DIRECTION AND JUST BUILDING THAT NEW INFRASTRUCTURE AROUND IT. SINCE ROBIN TOUCHED ON OUR NEW TOOL I DON'T KNOW, A FEW MONTHS BACK, I DON'T KNOW IF LYNN REMEMBERS THIS, THIS CONVERSATION. I'M GOING TO BLAME YOU FOR ANYTHING. I'M GOING TO GIVE YOU KUDOS FOR SOMETHING. SO WE HAD A CONVERSATION, AND WE WERE TALKING ABOUT HOW THE WORKLOAD OF THE COUNSELORS WAS IMPACTING OUR ABILITY TO DO THE COMPREHENSIVE ED PLANS, AND I KEEP CALLING THEM CSA BECAUSE I WANT US TO ONLY HAVE IN OUR VOCABULARY A COMPREHENSIVE PLAN, BECAUSE THAT IS WHAT WE SEE MAKE A DIFFERENCE FOR THE STUDENTS IN DATA. THAT'S WHY I KEEP REFERRING TO THE ENTIRE NAME. BUT WE HAD A CONVERSATION WITH LEAN ABOUT WHAT IS CRITICAL WORK AND WHAT IS THE CONTACT A STUDENT WORK. AND WHAT WE AGREED ON IN THAT CONVERSATION IS THAT THERE IS A LOT OF CLERICAL WORK THAT OUR COUNSELORS DO THAT TAKE [01:20:01] AWAY FROM THE APPOINTMENT TIME OF THE STUDENTS. SO IF A STUDENT IS MEETING WITH A COUNSELOR FOR 30 MINUTES AND THE CLERICAL WORK PUTTING ALL TOGETHER THE KING AND SO ON, COLLECTING THE INFORMATION, TAKE THEM 20. THAT BASICALLY MEANS THAT THE STUDENT ONLY GET TEN MINUTES OF ACTIVE TIME. IF I WAS A COUNSELOR, WHICH I'M NOT, I DON'T WANT TO SPEAK FOR COUNSELORS. THAT PART WILL BE THE PART THAT I WILL DISLIKE THE MOST ABOUT MY JOB, THE REPETITIVE CLERICAL WORK. SO WE FOUND A SOLUTION FOR THAT. THAT IS ACTUALLY ON THIS EVENING'S BOARD AGENDA. THAT IS CALLED HIGH POINT. THEY WILL ALLOW IT OR COUNSELORS TO OPTIMIZE THEIR INTERFACE TIME AND REDUCE THE CLERICAL WORK BY BASICALLY AUTOMATIZING A LOT OF THE QIN AND AND THE REPETITIVE NATURE OF CREATING EGGPLANTS, OR THE REPETITIVE NATURE OF BEING ABLE TO BE READY TO HAVE THE CONVERSATION WITH OTHER STUDENTS. SO THAT BECAME A PRIORITY FOR US. AND IF EVERYTHING GOES WELL IT SHOULD BE TESTED BY THE SUMMER AND IN IMPLEMENTATION BY THE FALL SEMESTER, WHICH WILL INCREASE DRAMATICALLY THE NUMBER OF PLANS THAT OUR STUDENTS RECEIVE FROM THE BEGINNING OF THE SEMESTER. MINIMIZE THE AMOUNT OF TIME THE COUNSELORS SPEND DOING CLINICAL WORK, AND INCREASE THE ACTUAL FACE TIME OR THE STUDENTS RECEIVE FROM OUR COUNSELORS. SO SO WE'RE LOOKING FORWARD TO THAT SOLUTION. BUT ALL THESE HAVE HAPPENED LOOKING AT THE DATA, HAVING THE CONVERSATIONS AND REALLY TRACKING THOSE NUMBERS, WHICH IT SEEMS KIND OF BORING TO SEE THEM EVERY FRIDAY. BUT EVERY FRIDAY WE DISCOVER SOMETHING, WE TALK ABOUT IT, AND IT BECOMES PART OF OUR AGENDA. THE FOLLOWING WEEK. SO JUST LOOKING AT IT, IT'S MAKING A DIFFERENCE. I'M GLAD WE HAVE THESE SESSIONS AS JUST A SNIPPET, BECAUSE WE TAKE ONE SLIDE AND TURN IT INTO LIKE 30 MINUTES OF CONVERSATION. IT'S REALLY HELPFUL THOUGH. THANK YOU. DID THE STUDENT TAKE A DANCE CLASS? ACTUALLY, I THINK WE WERE ABLE TO PLACE HIM IN SOMETHING THAT WASN'T DANCE. NO, NOT DANCE. SO. BUT BUT WE KNOW THAT'S A WELDER. I WOULDN'T HAVE LEFT. THAT'S THE WELDER I WANT TO SEE. WE KNOW HE WOULD NOT HAVE BEEN EITHER A DANCER OF A WELDER BECAUSE HE HAD VERY LITTLE TO DO, VERY LITTLE INTEREST IN DANCE. GO IN. THANK YOU, THANK YOU, THANK YOU. ALL RIGHT. SO 2.04 AND 2.05. WE RECEIVE AN INITIAL PROPOSAL OF CCF AND AND CERRITOS COLLEGE. AND THE BARGAINING PERIOD IS JULY 1ST TO 2020, 2024 TO JUNE 30TH, 2027. AND WE NEED TO HAVE A PUBLIC HEARING AT THE NOVEMBER 15TH, 2023 REGULAR BOARD MEETING. AND FOR BOTH WE ARE RECOMMEND WE RECEIVED A PROPOSAL AND HAVE THE PUBLIC HEARING ON THE FOR FOR NOVEMBER 15TH, 2023. OKAY. SO THANK YOU. SO NOW WE MOVE ON TO 2.06 INSTITUTIONAL PRESENTATION, STUDENT HOUSING UPDATE. [2.06 Institutional Presentation: Student Housing Update] WELL, THIS IS NOT A DATA SNIPPET, AND IT'S MORE THAN ONE SLIDE, 30 MINUTES SLIDE. SO HOW MANY SLIDES ARE THERE, ANDREA? LIKE SEVEN. SO BARELY ABOUT 3.5 HOURS. SO WE'RE GOING TO PROVIDE YOU WITH SOME OF THE DATA THAT WAS REQUESTED LAST MEETING ON AFFORDABLE HOUSING. AND WE HAVE VICE PRESIDENT LOPEZ ONLINE, AND WE HAVE OUR CONSULTANTS AND PARTNERS ON THIS PROJECT WITH US. AND I THINK WE HAVE ANGEL AND DAVID ALSO BE ASSUMED. SO I JUST GOING TO KICK YOU OFF WITH THE WITH THE FIRST SEQUENCE. SANDRA. JUST TRYING TO GET THAT. IT'S LIKE I SAID, PHILIPPE, YOU WANT ME TO START OR YOU GOT IT. I CAN START AND THEN YOU CAN COME IN, OR DOCTOR FIERRO WILL START US. NO, NO, GO. GO AHEAD. OKAY. I THOUGHT THE THE SCREEN WASN'T COMING UP, SO I WAS LIKE, MAYBE I HAVE TO. OKAY, SO GO AHEAD. ALL RIGHT. I THINK ANDREA IS CONTROLLING THIS. SO ANDREA, IF YOU CAN MOVE TO THE NEXT SLIDE. AND AGAIN WE JUST WANT TO PROVIDE A QUICK SUMMARY WHERE WE'RE AT. [01:25:04] AND THIS IS A QUICK SUMMARY THAT WE ALREADY KNOW THAT THE PART OF THE APPLICATION PROCESS INCLUDED 396 BEDS OF LOW INCOME BEDS ROUGHLY ABOUT 330FT² PER BED. THE ASK FOR THE STATE GRANT WAS JUST UNDER $68 MILLION. AND OUR LOCAL MATCH PART OF THE GRANT APPLICATION WAS 12, $12 MILLION. SO WHAT'S NEXT? AT THE LAST MEETING, WE KIND OF TALKED ABOUT A NUMBER OF DIFFERENT THINGS, INCLUDING RFP FOR ARCHITECTS. SO WANTED TO LET EVERYONE KNOW THAT CURRENTLY WE ARE IN THE MARKET. WE WE RELEASED OUR RFP FOR ARCHITECTURAL SERVICES AND WITH THE HOPES OF PROVIDING A RECOMMENDATION TO THE BOARD AT THE NOVEMBER BOARD MEETING. ONCE, IF THAT IS SUCCESSFUL AND WE'RE MOVING FORWARD WITH THAT, WE WOULD BEGIN DESIGN FULLY DESIGN OF THE FACILITY THAT WOULD LIKELY START IMMEDIATELY AFTER THE BOARD APPROVES THAT AND THEN GO INTO 2024, LIKELY BY 2025, WE WOULD BE SUBMITTING A CONSTRUCTION DOCUMENT OR DESIGN DOCUMENTS TO TSA FOR REVIEW AND APPROVAL. ASSUMING THOSE COME OUT THAT THEN WE WOULD OBVIOUSLY BID AND BE IN CONSTRUCTION ROUGHLY TWO YEAR TIME PERIOD STARTING IN 2025, ENDING IN 27, WITH THE GOAL OF OCCUPYING THE FACILITY IN FALL OF 27. AND AGAIN AS A REMINDER WE'RE COMMITTED TO THE 396 BEDS. ORIGINALLY WE IN THE GRANT APPLICATION, WE HAVE US OPEN IN 2026, OBVIOUSLY, BECAUSE OF THE TIMING AND WHAT HAPPENED AT THE STATE LEVEL WITH THE GRANT THE ACTUAL FUNDING MECHANISM, THIS ACTUALLY HAS PUT US BEHIND ON THAT, BUT EVERYONE IS IS FULLY AWARE OF THAT. SO AGAIN PROJECT DEVELOP DEVELOPMENT BUDGET SET ABOUT $80 MILLION ROUGHLY 12 OF A MILLION OF IT'S PICKED UP BY THE DISTRICT. AND THEN AGAIN, THIS IS A SNAPSHOT OF THE PROGRAM OF WHAT WAS ORIGINALLY DESIGNED OR IN A SCHEMATIC DESIGN THAT WAS SUBMITTED AS PART OF THAT GRANT PROCESS. OUTLINES THE NUMBER OF BEDS AND THE TYPE OF UNITS THAT WE HAVE. TOTAL OF 130 OR 23 UNITS, WHICH EQUATES TO THE 396 BEDS. AND THEN THE NEXT SLIDE. I ALSO BROUGHT ON, YOU KNOW, ANGEL AND DAVID, AND HILLS ARE THE EXECUTIVE VICE PRESIDENT. CERRITOS. AND DAVID IS OUR SENIOR. THE SENIOR VICE PRESIDENT OF OPERATIONS AND ASSET MANAGEMENT AT CIVITAS. CIVITAS WAS ONE OF OUR PARTNERS THAT HELPED US IN THE GRANT APPLICATION PROCESS, IN DEVELOPING THE BUDGET AND THE CASH FLOW AND THE ANALYSIS BEHIND THAT. SO WHAT WE WANTED TO SHARE AND THEN I'LL PITCH THIS OFF TO BOTH. CIVITAS. WHAT WE WANTED TO SHARE IS WHAT WAS INCLUDED IN OUR BUDGET ON THE GRANT SUBMISSION. AND THEN WE ALSO WANTED TO SHARE AN ACTUAL REAL LIFE SITUATION. CURRENTLY, CIVITAS IS THE OPERATOR AT SANTA ROSA COLLEGE THAT IS FULLY OPERATIONAL AND IN SERVICE TODAY AND WANTED TO KIND OF SHARE WHAT, WHERE THEY'RE AT, OBVIOUSLY, OR THEY'RE AT A MUCH HIGHER COST OF LIVING AREA IN SANTA ROSA AREA COMPARED TO WHERE WE'RE AT, BUT WANTED TO KIND OF SHOW YOU KIND OF BUDGET LINES ON THAT. AND SO I'D LIKE TO TURN IT OVER TO ANNE HALE TO KIND OF WALK US THROUGH AND KIND OF PROVIDE THE THE THOUGHT PROCESS WHEN WE WENT THROUGH THE APPLICATION AND THE FORMATION OF A BUDGET. THANK YOU PHILIPPE. SO LAST JANUARY, WHEN WE SUBMITTED THE APPLICATION WE USED COMPARABLE INFORMATION FROM PROPERTIES ACROSS THE STATE. DAVID ACTUALLY HAS LED ABOUT A DOZEN PROPERTIES IN CALIFORNIA. AND DIFFERENT STAGES, BOTH GETTING THEM FROM DEVELOPMENT INTO OPERATIONS, BUT ALSO AS OPERATING PROPERTIES. SO HE HAD A LOT OF ACTUAL DATA FROM, FROM, FROM PREVIOUS HISTORY. AND NOW WHEN FELIPE APPROACHED US A FEW WEEKS AGO TO PROVIDE THIS UPDATE TO THE BOARD, WE HAD AN OPPORTUNITY TO LOOK AT THE BUDGET FOR SANTA ROSA PROPERTY, WHICH ONLY HAS ACTUALS FOR ABOUT 60 SOME DAYS. RIGHT. SO IT'S A SHORT DATA SET, BUT WE'RE STARTING TO SEE WHERE, YOU KNOW, WHERE WE WERE ON AND WE WERE SHORT OR WE WERE A LITTLE EXTRA. AND THAT GIVES US A REALLY GOOD GUIDEPOST TO USE TO COMPARE THE BUDGET THAT WE PREPARED WORKING HAND IN HAND WITH [01:30:01] PHILIPPE AND THE TEAM LATE LAST YEAR. VERSUS WHERE? SANDRA ROWE SIZE TODAY. AND I THINK THE THE KEY PART OF THE RESULT IS THAT THAT COST PER BED ARE PRETTY CLOSE. THAT IN A LOT OF THE COSTS THAT ARE RELATIVELY FIXED YOU'RE, YOU'RE IN THE SAME RANGE, AND I THINK YOU FEEL VERY CONFIDENT WITH THE ASSUMPTIONS THAT YOU HAVE USED FOR YOUR APPLICATION. AND THEY WERE CARRYING AS YOU WILL, AS YOU POTENTIALLY MOVE FORWARD LOOKING INTO INTO THE STUDENT HOUSING DEVELOPMENT. AND IN THE NEXT SLIDE WE TALK A BIT ABOUT THE CASH FLOW, WHICH WE THINK IS EQUALLY IMPORTANT. PART OF WHAT CERRITOS DID I BELIEVE VERY WELL IN THIS APPLICATION IS IT MAXIMIZES THE POINTS FOR LOWERING THE RENT AS PART OF THE APPLICATION PROCESS. BUT IT GAVE ITSELF FLEXIBILITY TO EITHER KEEP THEM THERE OR LOWER THEM MORE IN THE FUTURE BASED ON, ON AVAILABILITY OF CASH, RATHER MAKING SURE THE PROPERTY IS SELF-SUSTAINING, THAT IT IS NOT A DRAG ON THE DISTRICT. AND YOU CAN SEE THAT THE PROPERTY RIGHT NOW WOULD HAVE A NET OPERATING INCOME OF ROUGHLY A MILLION AND A HALF DOLLARS IN 2027, WHICH IS VERY IMPORTANT BECAUSE THAT WILL BE THE DOLLARS USED FOR EITHER FURTHER RENT REDUCTION POTENTIAL MAYBE SCHOLARSHIPS TO PARTICULAR INDIVIDUALS COVER COST, NOT THAT NOT WITHIN THE PROPERTY, BUT THE CAMPUS MAY INCUR BECAUSE OF THE PROPERTY. SO I THINK POTENTIALLY A MORE, MORE TIME AND PERSONNEL ON TITLE NINE MATTERS OR CAMPUS SECURITY OR LIBRARY. BUT ALSO IF THE CAMPUS JUST TO FINANCE THE $12 MILLION CONTRIBUTION THAT THAT IS COMMITTED TO THE PROJECT, THAT SOURCE OF CASH COULD ALSO GO TOWARDS MAKING THAT DEBT SERVICE. SO THAT IS A A SHORT SUMMARY OF WHAT WE PROPOSED IN JANUARY AND WHAT THE PROJECTIONS ARE GOING FORWARD. AND THEN ONE THING, ONE THING THANK YOU. AND ONE THING I WANTED TO POINT OUT TOO, ASSUMING ON THE ACTUAL FUNDING MECHANISM LIKE I MENTIONED AT THE LAST MEETING, IT IS OUR INTENT TO NOT GO AND FINANCE IT ON OUR OWN, YET WE WANT TO WAIT TO THE NEXT BUDGET CYCLE BECAUSE BASED ON OUR CONSTANT COMMUNICATION WITH THE STATE, WE FEEL RELATIVELY PRETTY, PRETTY CONFIDENT THAT THE STATE WILL EVENTUALLY DEVELOP AN ACTUAL PROGRAM THAT'S GOING TO BE ABLE TO FUND US. SO WE WOULDN'T NECESSARILY HAVE TO GO AND FINANCE IT. SO ALMOST SIMILAR TO WHAT THE ORIGINAL PLAN WAS HOWEVER, GIVEN THE CASH FLOW THAT WE'RE SHARING HERE, IF FOR ANY REASON THE STATE ISN'T ABLE TO JUST PROVIDE US A LUMP SUM GRANT THEN WE CAN GO DOWN THE SECOND PLAN B, WHICH WOULD BE, IS TO LOCALLY FINANCE IT, AND THEN THE STATE WILL PAY US BACK ON AN ANNUAL BASIS. THAT DEBT SERVICE STILL NO COST TO THE DISTRICT. AND THE WAY WE WOULD FINANCE THIS AND HELP SUPPORT IT IS THROUGH THE CASH FLOW HERE. AND SO WE WOULD SHOW THESE FINANCIALS AS PART OF OUR FINANCING MECHANISM, SHOWING THAT THIS PROJECT DOES NET HAVE A NET OPERATING INCOME. AND WE WOULD USE THAT AS PART OF OUR FINANCING MECHANISM TO BE SELF-SUFFICIENT. ON BEING ABLE TO GO FINANCE IT UTILIZING A LOCAL LEASE REVENUE BOND. SO WE WANTED TO KIND OF SHARE BOTH THE FROM AN OPERATIONAL COST STANDPOINT, WHAT WAS ORIGINALLY IN THE ACTUAL APPLICATION, WHICH ALREADY KIND OF LINES UP WITH A REAL TEST CASE THAT'S CURRENTLY BEING DONE UP, UP IN THE BAY AREA, BUT ALSO SHOW YOU AN ANALYSIS BASED ON THE INFORMATION WE HAVE OF PROJECTING KIND OF A CASH FLOW OVER, YOU KNOW, ALL THE WAY THROUGH 2031. OBVIOUSLY, YOU KNOW, THIS THING IS ALL, YOU KNOW, SUBJECT TO, YOU KNOW, OCCUPANCY, YOU KNOW, FILL RATES. AND SO THESE THINGS CAN UP AND DOWN. BUT GIVEN WHAT WE'RE SHOWING HERE, WE FEEL PRETTY CONFIDENT IN THE APPLICATION THAT WE SUBMIT THAT WE HAVE ENOUGH ROOM TO ADJUST ANY, IF ANY ADDITIONAL COSTS MAY, MAY COME UP. SO THAT'S KIND OF THE, THE THOSE ARE THE SEVEN SLIDES THAT WE WANTED TO SHARE WITH YOU TODAY. TO KIND OF ANSWER SOME OF THOSE COSTS. [01:35:02] I KNOW THOSE WERE THE BIGGEST QUESTIONS THAT WERE AT THE PREVIOUS BOARD MEETING, BUT WOULD HAPPY TO TAKE ANY ADDITIONAL QUESTIONS THAT THE BOARD MAY HAVE. I HAVE A FEW NOT TO BUT I CAN WAIT IF OTHERS HAVE SOME. YOU GO AHEAD FIRST. GO AHEAD FIRST. YEAH, I THINK PHILIPPE, IF I DIDN'T ASK ANY QUESTIONS, PHILIPPE WOULD BE WONDERING IF I WAS, LIKE, MEDICATED OR SOMETHING. SO FIRST OF ALL, THANK YOU. EVERYBODY FELIPE ANGEL DAVID FOR PUTTING THIS TOGETHER. I THINK ONE OF THE THERE'S A COUPLE DIFFERENT THINGS I WANTED TO KIND OF CONFIRM THROUGH THROUGH THIS PRESENTATION. ONE IS FIRST OF ALL, THANK YOU FOR PUTTING TOGETHER A COMPARATOR WITH SANTA ROSA. I THINK THAT'S REALLY HELPFUL TO BE ABLE TO KIND OF GROUND SOME OF OUR, OUR MATH IN WHAT, WHAT SEEMS TO BE KIND OF SOMETHING THAT'S GOING ON ELSEWHERE. DETAILED QUESTIONS WOULD BE I THINK THE BIGGEST MOVER IS WHY I DON'T UNDERSTAND WHY SANTA ROSA'S INSURANCE IS SO MUCH MORE EXPENSIVE THAN OURS. IT SEEMS LIKE IF I KIND OF DO IT ON A RATIO BASIS, THERE'S OVER 100,000. WAS THAT. YEAH. THEY'RE NOT IN THE SAME INSURANCE POOL. YEAH. THEY'RE NOT. IT COULD BE. COULD BE. YEAH, THAT COULD BE DEPENDING ON WHAT AREA THEY ARE NOT IN THE SAME INSURANCE POOL THAT WE ARE CURRENTLY IN. SO THAT COULD HAVE SOMETHING TO DO WITH IT. IT COULD BE THEIR LOCATION OF WHERE THE ACTUAL PROPERTY IS. WE ANTICIPATE ACTUALLY OUR INSURANCE TO BE A LITTLE LOWER THAN WHAT WE HAVE ACTUALLY BUDGETED, BASED ON MY CONVERSATIONS WITH OUR INSURANCE FOLKS AS WELL. JUST LIKE ANY BUILDING THAT WE BRING ON TO OUR CAMPUS, SINCE IT'S ON OUR CAMPUS, WE ANTICIPATE HAVING ACTUALLY MINIMAL INSURANCE INCREASES OVER OUR ANNUAL RATES THAT WE CURRENTLY HAVE. OKAY. YEAH. THANK THANKS FOR THAT. IT'S JUST ONE OF THE MOST EXPENSIVE ITEMS BETWEEN THAT AND UTILITIES. BEYOND THE PAYROLL. AND I WAS TRYING TO MAKE SURE I WAS TRACKING WITH WITH WHAT YOU'RE PUTTING TOGETHER HERE. THE OTHER PIECE, REALLY, AND THIS IS MAYBE FOR ANGEL IN YOUR GROUP, IN TERMS OF CONSTRUCTION COSTS, I THINK THAT'S THAT'S BEEN A REAL KIND OF TANK FOR A LOT OF STUDENT HOUSING PROJECTS RECENTLY. AND WE UNFORTUNATELY PUT IN AN APPLICATION THAT KIND OF GOT SLOW ROLLED THROUGH THE, THE STATE PROCESS, WHICH NO SURPRISES THERE, I SUPPOSE. BUT TIME MOVES ON AT $80 MILLION ISN'T THE SAME AS IT WAS A FEW YEARS AGO. AND I JUST WANTED TO GET A SENSE OF A OUR KIND OF CONFIDENCE LEVEL AND BEING ABLE TO DELIVER AT $200,000 A BED. AND THEN B LOOKING AT AND THIS IS MAYBE FOR FELIPE AND, AND DOCTOR PIERRO. WHAT IN THE EVENT THERE ARE COST OVERRUNS. WHO FITS THAT BILL AND HOW DOES THAT WORK? SO JUST KIND OF A RISK CONVERSATION THERE. WELL, I'LL START WITH THE FIRST ONE. COST OVERRUNS LIKELY ARE GOING TO BE ABSORBED BY THE DISTRICT. OF COURSE, WE'LL DO ANYTHING WE CAN TO ADVOCATE FOR ADDITIONAL FUNDING THROUGH THE STATE. BUT AS A STAND AND AND PART OF THE URGENCY THAT WE HAVE BEEN INSTILLING ON THIS PROCESS IS THAT CURRENTLY WE WILL BE RESPONSIBLE FOR THE COST OVERRUNS. SO THE FASTER WE MOVE, THE LESS LIKELY WE ARE TO GET TO THAT POINT, BASICALLY. AND ONE THING I WOULD ADD ON TO WHAT DOCTOR FIERRO JUST MENTIONED WE WILL BE GOING THROUGH A PRETTY EXTENSIVE BUDGET REVIEW AND COST ESTIMATE THROUGH THE ENTIRE PROCESS DESIGN PROCESS DURING SDS SCHEMATIC DESIGN. YOU KNOW, THE PLANNING, DEVELOPMENT AND THEN ALSO CONSTRUCTION. AND ULTIMATELY WHEN WE ACTUALLY BID THE JOB, WE WOULD ACTUALLY PRETTY MUCH KNOW THE, THE, THE FINAL COSTS ASSOCIATED WITH, WITH THIS AT ANY ONE OF THOSE POINTS. IF FOR SOME REASON THE COST OVERRUNS JUST COMPLETELY DESTROYED THE, THE THE BUDGET, WE WILL HAVE AN OPPORTUNITY TO ONE TALK THAT THROUGH AND DECIDE WHETHER OR NOT WE REALLY WANT TO PROCEED WITH THE PROJECT. SO, YOU KNOW YOU KNOW, WE WILL HAVE SOME SAFETY NETS IN THERE GOING INTO THE PROJECT WHERE EVERYONE, THE BOARD WILL BE FULLY AWARE OF WHAT THEY'RE COMMITTING TO IF WE'RE ACTUALLY GOING TO MOVE TOWARDS CONSTRUCTION, AND IF FOR SOME REASON 80 MILLION TURNS INTO 100 MILLION FOR AN EXAMPLE, AND WE HAVE TO PONY UP AN ADDITIONAL 20 MILLION ON TOP OF THE 12 ALREADY, WE'RE GOING TO HAVE THAT CONVERSATION AND MAKE SURE THAT ONE, THE [01:40:10] BOARD IS COMFORTABLE WITH DOING THAT. AND IF NOT, THEN, YOU KNOW, THE PROJECT CEASES RIGHT THERE. AND WE'RE NOT GOING INTO CONSTRUCTION ON THAT. SO WE DO HAVE, YOU KNOW, THOSE ABILITIES TO MAKE THOSE DECISIONS ON, ON IT BECAUSE OBVIOUSLY ANY COST OVERRUN ABOVE THE 80 MILLION WILL WILL HAVE TO COME OUT OF OUR POCKET. WE WON'T HAVE AN ALTERNATE OPPORTUNITY TO REQUEST ADDITIONAL FUNDS AT THAT POINT. SO. SO IT'S GOING TO BE VERY IMPORTANT FOR US TO GO THROUGH THAT ESTIMATING PROCESS THROUGH, THROUGHOUT THE DESIGN OF THE BUILDING. IF I CAN ADD A FEW MORE DATA POINTS THAT I THINK ARE ARE HELPFUL IN YOUR ANALYSIS. FIRST WE USE THE ORANGE COAST COLLEGE AS OUR BASELINE. WHEN WE DO THE PRICING FOR THIS PROJECT BECAUSE IT WAS FOUR STORY WOOD FRAME, BECAUSE IT IS GEOGRAPHICALLY MORE SIMILAR TO THIS THAN SANTA ROSA. AND I TALK ABOUT THOSE TWO BECAUSE THEY'RE ACTUAL BUILT. RIGHT? SO IT'S NOT JUST SOMEBODY'S ESTIMATE, BUT AN ACTUAL GET IT DONE. THE OBVIOUSLY ORANGE COAST COLLEGE BROKE GROUND IN 2018, RIGHT? SO IT'LL BE SEVEN YEARS FROM THERE TO THIS STARTS. BUT BUT IN TODAY'S DOLLARS, IT WAS STILL 163% PER SQUARE FOOT, THE CERRITOS BUDGET VERSUS THE OK BUDGET. SO THAT THAT'S 63% INCREASE MEANS THAT, YOU KNOW, IT TAKES INTO CONSIDERATION THE VERY REAL INFLATION THAT HAS OCCURRED IN CONSTRUCTION COSTS ACROSS THE COUNTRY AND ACROSS CALIFORNIA. SO, SO, SO I THINK IT'S A RESPONSIBLE BUDGET. IT STILL MEANS YOU HAVE TO DESIGN CAREFULLY. STILL MEANS YOU HAVE TO MAKE VERY PRUDENT DECISIONS. IT STILL MEANS YOU HAVE TO BE COST CONSCIOUS AT EVERY DECISION POINT FROM NOW TO OPENING. BUT WITHIN THE BUDGET IS FAIR. SECONDLY 60% OF THE UNITS ARE DOUBLE OCCUPANCY. THAT MEANS THAT IN A PINCH, CERRITOS COULD MOVE TOWARDS MORE DOUBLE OCCUPANCY TO REDUCE ITS COST PER BED ON THE ON THE CONSTRUCTION SIDE BY HAVING LESS UNITS TO HOUSE THE SAME NUMBER OF UNITS AS THE NUMBER OF BEDS. SO SAME STUDENTS, LESS UNITS, THUS LESS KITCHENS, LESS BATHROOMS, YOU KNOW, SAVE MONEY. THIRD DATA POINT I WILL GIVE YOU IS ONLY ABOUT 32% OF THE UNITS ARE APARTMENTS. MEANING THAT A LOT OF THEM SHOULD BE LESS EXPENSIVE TO BUILD THAN THE APARTMENT STYLE BUILT AT ORANGE COAST COLLEGE. WHICH IN TURN, SHOULD ALSO REDUCE THE COST PER BED ON THE DEVELOPMENT SIDE. SO. SO IS THERE A RISK THAT THE BUDGET PUT TOGETHER LATE LAST YEAR WILL BE OFF BY THE TIME THIS THING GOES INTO CONSTRUCTION 2025. ABSOLUTELY. RIGHT. AND IF ANYBODY TOLD YOU OTHERWISE, I THINK THERE WOULD BE A DISHONEST OR WOULDN'T KNOW WHAT THEY'RE TALKING ABOUT. BUT I THINK KUDOS TO TO FELIPE OR TO THE TEAM AROUND HIM. I THINK THEY WERE VERY PRUDENT IN MAKING RESPONSIBLE ASSUMPTIONS, BEING CONSERVATIVE WHERE THEY COULD, MAKING SURE THAT THAT THAT THE COLLEGE WAS PUTTING ITSELF IN A POSITION TO BE SUCCESSFUL AND AND NOT TRY TO SQUEEZE EVERY PENNY ON DAY ONE. SO THEN AS CHALLENGES ARISE OVER THE NEXT FEW YEARS, THERE IS SOME ROOM TO MANEUVER IN ORDER TO TO KEEP THIS WITHIN BUDGET AS MUCH AS POSSIBLE. THANK YOU. THE THE FINAL QUESTION I HAVE IS IN REGARD TO REGULATORS PLACED ON THE CAPITAL SOURCING. SO ONE OF THE DISCUSSION POINTS WE'VE HAD PREVIOUSLY IS THAT THE STATE, AS PART OF ITS GRANT ANTICIPATES THAT WE WOULD BE, OR WOULD REQUIRE US THAT OUR RENTAL RATE NOT BE INCREASED BY MORE THAN AN ANNUAL AMI INCREASE OR CPI, WHICHEVER IS LOWER. DOES THAT IS THAT STILL CORRECT? YEAH, THAT IS THE CASE. AS LONG AS THEY ARE HOLDING THEIR END OF THE BARGAIN. MEANING THEY. LET'S SAY THEY GIVE US THE CASH. NEXT YEAR WE ARE FULLY OBLIGATED TO FOLLOW ALL THE DIRECTIONS BECAUSE WE TOOK THE CASH. LET'S SAY THEY DECIDE NOT TO GIVE US THE CASH, AND WE HAVE TO COSIGN A LOAN. AS LONG AS THEY'RE PAYING, WE'RE RESPONSIBLE FOR MAINTAINING THEIR REQUIREMENTS. IF THEY'RE NOT, THEN OBVIOUSLY IT'S THE ARGUMENT THAT WE CAN SAY, WELL, WE CANNOT MEET YOUR RULES BECAUSE WE HAVE TO MAKE MORTGAGE, IF YOU WILL. SO WE CAN THEN CHANGE THE WAY IN WHICH WE CHARGE THE RENT. BUT IF YOU LOOK AT THE PROCEEDS AFTER THE EXPENSES, THE GAP THAT WE WILL HAVE TO FILL IS NOT [01:45:01] NECESSARILY IMPOSSIBLE TO TO FILL BY A STILL CHARGING BELOW MARKET RATES. IT WON'T BE AS LOW AS IT IS RIGHT NOW, BUT WE COULD PROBABLY CHARGE ABOUT 5,055% MARKET RATE AND PROBABLY MAKE THE THE ACTUAL PAYMENT PLUS THE OPERATION. SO ONE OF THE ONE OF THE PIECES THAT RELATES TO THAT IS THAT. SO I WOULD SAY THAT THAT REQUIREMENT HAS GIVEN ME A BIT OF PAUSE IN THIS WHOLE PROCESS. NOT BECAUSE I DON'T WANT TO KEEP RENTS LOW, BUT BECAUSE IT IT'S MATHEMATICALLY PROBLEMATIC. SO WHEN WE DID A RETROSPECTIVE ANALYSIS OF WHAT THAT REGULATOR DOES COMPARED TO INFLATION HISTORICALLY, MATHEMATICALLY IT'S AT LIKE WHAT WAS IT, 1.5% ANNUALLY ON AVERAGE. SO WHAT THAT MEANS, I THINK, IS WHEN WE LOOK AT OUR DISCOUNTED CASH FLOW ON, ON PAGE SEVEN INSTEAD OF THIS APPEARS TO BE INCREASING REVENUES 3% A YEAR. AND I THINK IN, IN A MORE LIKELY SCENARIO, WE WOULD HAVE A MORE MODEST REVENUE INCREASE YEAR OVER YEAR. I DON'T EXPECT OPERATING EXPENSES TO COOPERATE WITH US AS, AS AS KINDLY. SO WHAT THAT WOULD MEAN IS THAT OUR NET OPERATING INCOME WILL FUNCTIONALLY DECREASE OVER TIME WHICH I THINK IS FINE AS LONG AS WE HAVE A CERTAIN LEVEL OF FISCAL RESPONSIBILITY. SO WHAT I WOULD PROPOSE IN ORDER TO DO THAT IS THAT WE WOULD BE ABLE TO TAKE ANY SURPLUS THAT WE WOULD HAVE AT THE BEGINNING OF THE PROJECT, BECAUSE THE NET OPERATING INCOME WILL BE DECREASING OVER TIME. TO PUT THAT IN A WAS AL GORE CALL IT A LOCKBOX? YES, SIR. PUT IT IN A LOCKBOX ACCOUNT. AND LET THAT BE A RESOURCE FOR BEING ABLE TO OFFSET LOSSES LATER IN THE PROJECT'S LIFE. YOU ARE ABSOLUTELY CORRECT ON THAT. SO PART OF HAVING THAT REVENUE DURING THE INITIAL YEARS IS TO BE ABLE TO SET ASIDE RESERVES, TO BE ABLE TO COVER THE OUTGOING, I BELIEVE IT'S THE OUTGOING OUTGOING 12 WHERE WE START NETTING NEGATIVE. I CAN REMEMBER THE CALCULATION BY MEMORY, BUT ESSENTIALLY WE DID THE LONG TERM PROJECTION ON TEDDY. AND I THINK AROUND HITTING THE GR 20 OR BEFORE, WE'RE GOING TO START BREAKING EVEN. AND FROM THAT POINT ON HAVING TO TO CONTRIBUTE. HOWEVER SETTING UP AN ACCOUNT AHEAD OF TIME, THE WILL BE USED LATER ON TO OFFSET THE COST IS PART OF WHAT WE'RE PLANNING TO DO, SHOULD DO, AND OBVIOUSLY PART OF WHAT IT SEEMS TODAY AS REVENUE IS ACTUALLY PAYMENT IN ADVANCE THAT WE WILL NEED FOR OPERATIONS LATER ON. PERFECT. THANK YOU. THANK YOU FOR THE PRESENTATION. DOCTOR LOU, I HAVE A COUPLE QUESTIONS. OKAY. CAN YOU GO TO PAGE SEVEN? ON THE PERFORMANCE PROFORMA CASH FLOWS, WHAT ARE THE $2 AMOUNTS FOR ACADEMIC VACANCY AND SUMMER REVENUES? NET OF VACANCY. WHAT DO THOSE REPRESENT? DAVID, YOU WANT TO ANSWER THAT? CAN YOU REPEAT THAT QUESTION, PLEASE? ON PAGE SEVEN, THE ACADEMIC VACANCY AND SUMMER REVENUES, NET OF VACANCY. WHAT DOES THAT REPRESENT? THE ACADEMIC VACANCY? THAT IS THE WE PUT IN A OCCUPANCY OF 93%. AND SO THAT IS THE DIFFERENCE THAT 7% IS THE VACANCY DOLLAR WISE, OR THE ACADEMIC YEAR, THE SUMMER REVENUES THAT INTENDS ON BRINGING IN SOME CAMPS AND CONFERENCES. THERE ARE OTHER SOURCES OF, OF REVENUE. AND WOULD INCLUDE STUDENTS SIGNING 12 MONTH AGREEMENTS. WE FOUND THAT SANTA ROSA FOR INSTANCE, THAT ABOUT 50% OF THE STUDENTS ARE, ARE OPTING FOR 12 MONTH AGREEMENTS. OKAY. SO THEN THAT'S SEEN THEN AS ADDITIONAL INCOME THEN OR ADDITIONAL REVENUE UNDER THIS. CORRECT. THE NUMBERS DON'T ADD UP. THAT'S WHY I'M CONFUSED BY SO. SO THE ACADEMIC VACANCY IS A NEGATIVE. [01:50:01] IT'S EFFECTIVELY THAT IS THE REVENUE THAT DIDN'T HAPPEN BECAUSE THERE WAS NOBODY LIVING IN THAT BED ON THAT MONTH. YEAH IT SHOULD HAVE A NEGATIVE. THAT'S A NEGATIVE RIGHT. YEAH. SO AGAIN I'M I DON'T FOLLOW THE SPREADSHEET. SO THAT'S WHY I WAS IT WASN'T ADDING THAT TO ME OKAY. SO IT'S POSITIVE 3 MILLION POSITIVE $42,000 IN OTHER INCOME. ACADEMIC VACANCY IS A COST BECAUSE THAT'S THE 7%. THAT'S NOT GOING TO BE FILLED DURING THE TIME. AND THEN IF WE GOT AN ADDITIONAL SUMMER REVENUES, AS YOU MENTIONED, CAMPS OR STUDENTS WHO HAVE SIGNED A 12 YEAR LEASE VERSUS A SEMESTER BY BECAUSE WE WERE I THOUGHT WE WERE ORIGINALLY TALKING ABOUT SEMESTER BY SEMESTER. RIGHT. YEAH. OKAY. SO IT SHOULD SAY ACADEMIC YEAR VACANCY. I THINK MAYBE IF IF YOU WERE TO REDO IT AND THEN IT WOULD HAVE A NEGATIVE AMOUNT. BECAUSE TYPICALLY THAT'LL BE STUDENTS WHO EITHER DROP OUT OR ROLL OUT OR SPACES THAT, THAT ARE BEING IN TRANSITION. OKAY. SO THAT MAKES IT A LITTLE BIT CLEARER FOR ME ON THAT PORTION OF IT. AND THEN THE SECOND UNDER OPERATING EXPENSES. SO THE AD PROPERTY OPERATIONS AND PROPERTY MANAGEMENT FEE, THAT EQUALS THE $1.4 MILLION IN TOTAL OPERATING EXPENSES. IS THAT CORRECT? I THINK YES. OKAY. AND THEN THE RESERVES ARE AROUND $84,000. WHAT'S THAT FOR? THAT IS FOR A CAPITAL RESERVE ACCOUNT THAT IS SET ASIDE. IT'S IT TYPICALLY STARTS AT AROUND $200 PER BED, AND THEN WE'LL INCREASE AT A 3% ANNUAL INCREASE. AND THAT'S BASED ON THE NUMBER OF BEDS. AND THAT'S TO SET ASIDE COSTS THAT YOU'LL INCUR LATER IN THE PROJECT 15 YEARS DOWN THE ROAD, IF YOU NEED A NEW ROOF, YOU HAVE ENOUGH MONEY SET ASIDE IN ORDER TO TO PAY FOR THAT NEW ROOF. OR IF THERE'S OTHER CAPITAL UPGRADES THAT YOU WANT TO MAKE WITH WITHIN THE BUILDING YOU HAVE THAT ABILITY TO DO THAT. OKAY. OKAY. AND THEN THE OTHER COMMENT THAT PHILIPPE MENTIONED IS THAT HE MENTIONED THAT HE WAS I'M NOT SURE I WOULDN'T SAY THE WORD CONFIDANT, BUT THAT YOU WERE THINKING THAT THE STATE WILL DEVELOP AN ACTUAL PROGRAM TO FINANCE THIS IN A GRANT FORMAT. VERSING US VERSING US THE COLLEGE DOING A LOCAL LEASE REVENUE BOND. CAN YOU EXPAND A LITTLE ON THAT? YEAH. SO THAT IS PART OF SB 142. THAT WAS APPROVED BY THE GOVERNOR, WHICH BASICALLY STATES THAT BY NEXT BUDGET ACT, BY THE 24 BUDGET ACT, THAT THE STATE WOULD DEVELOPED EITHER A STATE REVENUE LEASE PROGRAM OR SOME OTHER FINANCING MECHANISM TO SUPPORT THESE PROJECTS ON THAT. SO GIVEN THAT AND THEN BASED ON BOTH MY CONVERSATIONS AND HEAVILY WITH DOCTOR FIERRO'S CONVERSATIONS WITH STATE OFFICIALS AND WITH OUR CONSTANT AND YOU KNOW, DOCTOR FIERRO IS PROBABLY TIED IN A LITTLE BIT MORE TO SOME OF THOSE STATE OFFICIALS AND JUST GETTING, YOU KNOW, KIND OF WHERE THE STATE IS COMING FROM, LOOKING AT THE CURRENT REVENUES COMING IN FROM THAT, THAT WE'RE PRETTY CONFIDENT IN WHAT WE'RE HEARING FROM THE STATE, THAT THERE WOULD LIKELY BE SOME TYPE OF STATE GRANT PROGRAM. WE DON'T KNOW HOW THAT'S REALLY GOING TO LOOK LIKE IF IT'S GOING TO BE JUST FUNDS RIGHT OUT OF THEIR GENERAL FUND WITH SOME ADDITIONAL MONIES THAT HAVE CAME IN, OR IF THEY'RE REALLY LOOKING AT A STATE A STATE REVENUE LEASE BOND ON THAT. BUT I'LL LET DOCTOR FIERRO EXPAND A LITTLE BIT BECAUSE I KNOW HE'S BEEN ALSO PRETTY TIED IN TO WHAT'S GOING ON IN SACRAMENTO. YEAH. THANK YOU FELIPE. SO AS FELIPE MENTIONED THE BILL ESSENTIALLY HAS TWO OPTIONS. ONE, THE STATE WILL PROVIDE THE CASH AT SOME POINT NEXT YEAR, AND THE OTHER ONE, THE THAT WE COULD UTILIZE NOW, BUT OUR RECOMMENDATION IS NOT TO IS ESSENTIALLY GO OUT FOR A LEASE REVENUE BOND IN WHICH THE STATE IS COMMITTING FOR 30 YEARS TO PAY US ONCE A YEAR THE THE AMOUNT THAT WE WILL OWE FOR FINANCING OF THE PROJECT. BASED ON THE CONVERSATIONS THAT WE HAVE HAD THE OPPORTUNITY TO HAVE EVEN, I THINK YESTERDAY, NOT THE DAY BEFORE YESTERDAY, THE LATEST ONE THAT SEEMS TO BE AN APPETITE OF NOT USING A STATE REVENUE BOND AND NOT HAVING THE DISTRICTS GO OUT FOR A BOND, BUT [01:55:02] TO FIND DOLLARS WHETHER IT IS FROM THE GENERAL FUND, THE RESERVES OR SOME OF THE RESERVES THAT ARE STILL TO THIS DAY, I THINK IS $11 BILLION IN PROP 98. TO BE ABLE TO TO COVER THE COST OF THIS PROJECT. AND THE REASON THAT THAT CONVERSATION SEEMS TO BE GAINING MOMENTUM IS BECAUSE IT MAKES VERY LITTLE SENSE FOR THE STATE TO FINANCE WHETHER WE DO IT OR WHETHER THEY DO IT, TO FINANCE $350 MILLION OR SOMETHING LIKE THAT. BECAUSE THE WAY THAT THESE BONDS WILL WORK OVER TIME, WE END UP PAYING NEARLY $1 BILLION FOR THESE PROJECTS, WHICH DOES NOT DO NOT NECESSARILY MAKE SENSE, BECAUSE THEY'RE NOT GOING TO BE REVENUE GENERATING FOR FOR ANYONE, REALLY. SO SO IT SEEMS THE THROUGH THE TAXES THAT ARE COMING IN LATE OR THROUGH THE GENERAL FUND, THERE IS A MOMENTUM BUILDING INTO PROVIDING THE CASH TO THE DISTRICTS RATHER THAN TO GOING FOR FINANCING. THE LATEST DEBATE IS IF THEY DO THAT, WHETHER OR NOT WE'LL GET THE MONEY EARLIER DURING THE YEAR OR AT THE END OF THE FISCAL YEAR. IN EITHER CASE, DOES NOT IMPACT US QUITE AS MUCH BECAUSE WE CAN CARRY ON FOR OVER A YEAR WITH OUR CURRENT ALLOCATION, EVEN WITHOUT SPENDING AT ALL, MAYBE EVEN LESS THAN A THIRD OF IT. BEFORE WE WILL NEED TO EITHER GO OUT FOR THE BONE OR RECEIVE THE RESOURCES FROM THE STATE. WHAT WAS THE DOLLAR FIGURE FOR STATEWIDE WAS THAT YOU SAID $350 MILLION? IT ORIGINALLY WAS ABOUT 500, BUT ALL THE PROJECTS THAT WERE COMBINED WITH UCS WERE ABSORBED BY THE UCS. SO I THINK THE PROJECTS THAT ARE STANDALONE, LIKE OURS IS SOMEWHERE ABOUT 3 OR 350 MILLION. OKAY. WELL, THAT'S I MEAN, I FEEL A LITTLE BIT MORE OPTIMISTIC BECAUSE THAT'S ACTUALLY A DOABLE AMOUNT IN THE STATE, GIGANTIC BILLION DOLLAR BUDGET. AND YOU KNOW, I, YOU KNOW, CONTINUE TO BE A LITTLE BIT CONCERNED BECAUSE EVERYTHING THAT I KNOW IS THE STATE'S, YOU KNOW, GOING INTO THE TANK. AND WE'RE NOT GOING TO HAVE MONEY FOR THINGS LIKE THIS. BUT I STILL, AGAIN, WOULD JUST ARGUE THAT THIS IS REALLY TO BETTER POSITION IT TO THE GOVERNOR'S CALL FOR AFFORDABLE HOUSING THROUGHOUT THE STATE. I MEAN, THAT IS SOMETHING HE'S EXTREMELY FOCUSED ON. WE ARE EXTREMELY FOCUSED ON THAT WITHIN LA COUNTY AS WELL TOO. SO AGAIN, I THINK THAT, YOU KNOW, HAS TO BE PART OF THAT. THE BIGGER DISCUSSION IS, AGAIN, WE ARE ADDRESSING HOUSING NEEDS FOR OUR CERTAIN, YOU KNOW, OUR STUDENTS WITHIN OUR COMMUNITIES TOO. SO AGAIN, I WOULD, YOU KNOW, IS AS WE SOUND LIKE WE HAVE TO GO OUT ANOTHER SESSION AGAIN TO REALLY TRY TO MAKE THIS CASE. I WOULD SUGGEST, YOU KNOW, REALLY TRYING TO EMPHASIZE THAT BECAUSE THIS IS A IT'S A LOT OF HOUSING. I MEAN, IT'S STILL I MEAN, ALMOST 400 BEDS IN OUR COMMUNITY IS A LOT. I MEAN, LIKE, IF A CITY WAS ABLE TO PULL THAT TOGETHER, IT'D BE HUGE FOR A CITY. I MEAN, IT'S NOT HAPPENING. WE ALL KNOW THAT, YOU KNOW, WITHIN OUR CITIES. SO AGAIN THE OTHER I THINK THE OTHER KIND OF QUESTION I HAD IS REALLY, I GUESS, ON THE OCCUPANCY, BECAUSE OBVIOUSLY THE BIG THE BIG REVENUE IS THE RENT. DO WE THINK WE'RE GOING TO BE ABLE TO FILL THIS? I MEAN, BASED ON ALL OF YOUR EXPERIENCES IN THE PAST, YOU OBVIOUSLY HAVE SEEN THIS THROUGHOUT THE STATE. I MEAN, DO YOU THINK THAT WE'RE GOING TO HAVE A PROBLEM FINDING STUDENTS TO PAY THIS? BASED ON THE ORIGINAL SURVEY ORBITS DO NOT MEET THE CURRENT NEED. WE COULD PROBABLY BUILD TWICE AS MANY AND STILL FILLED IT. YEAH. SO YOU'RE CORRECT, DOCTOR. WHEN WE DID THE DEMAND STUDY, AND I BELIEVE THE DEMAND STUDY LOOKED AT IT THAT WE CAN ACTUALLY BUILD A FACILITY MORE IN THE 800 BED RANGE. SO WE FEEL MORE THAN CONFIDENT THAT LOWERING THAT IN HALF, THAT WE'D BE ABLE TO FILL THAT RELATIVELY QUICKLY ON THAT. SO THAT WAS PART OF THE FIRST PHASE OF LOOKING DOWN THIS PATH IS WHAT IS THE DEMAND? WHAT DO WE THINK THAT WE WOULD GET? AND THE DEMAND WAS OVERWHELMINGLY THERE. AND SO AND SO WHEN WE ACTUALLY STARTED LOOKING AT THIS AND, AND HONING IN THE ACTUAL AMOUNT, WE WERE VERY CONFIDENT THAT WE WANTED TO KIND OF STAY WITHIN THAT 50% RANGE OF WHAT THE DEMAND WAS SAYING. AND SO WE WERE LOOKING TO BUILD A FACILITY RIGHT IN THAT 400 BED RANGE, AND WE FELT CONFIDENT THAT WE'D BE ABLE TO FILL THAT RELATIVELY EASY. AND SO I DON'T KNOW IF ANIL OR DAVID HAD ANY, ANY ELSE TO COMMENTS ON THAT. WELL, I THINK YOU'RE ABSOLUTELY RIGHT. LOOKING AT THE MAIN STORY, I HAVEN'T LOOKED AT IT IN A WHILE FROM APRIL 2022, BUT BUT YEAH, THERE WERE 1817 BEDS OF [02:00:03] DEMAND AT ANY RATE. AND AND IF I RECALL, YOU'RE ABSOLUTELY CORRECT THAT THERE WAS MORE THAN DOUBLE THE DEMAND THE RENTS PROPOSED HERE. AND TO THE EARLIER BOARD MEMBERS COMMENT, IT APPEARS THAT THE THE RATE OF INCREASE IS MUCH LOWER THAN THE RATE OF INFLATION OR THE RATE OF RENTS INCREASING IN THE MARKET. SO THAT MEANS THAT THE DISCOUNT TO MARKET WILL ONLY INCREASE OVER TIME, FURTHER STRENGTHEN THE DEMAND PICTURE FOR THE PROJECT. AND IN SANTA ROSA, WE FOUND THAT WE HAD FOR 352 BEDS, WE HAD OVER ABOUT 3000 REQUESTS FOR INFORMATION ABOUT LIVING ON THE PROPERTY. WE HAD OVER OVER 700 LEASES SIGNED. 40. SOME OF THOSE RESIDENTS WERE OR HAD RECENTLY BEEN HOMELESS. 14 CAME FROM THE FOSTER PROGRAM. SO JUST TO GIVE YOU AN IDEA OF THE EXAMPLE THAT IT'S TWO MONTHS OLD. LUCKILY, WE GOT A HEAD START ON THE FOSTER. THE FOSTER YOUTH ISSUE. THE. I THINK MAYBE THE OTHER QUESTION IS. SO SANTA ROSA HAS ONLY BEEN OPEN JUST THIS YEAR, IS THAT RIGHT? BECAUSE I THINK ONE OF THE ISSUES ACTUALLY, MAYBE THE CONVERSE OF THAT ISSUE, WHICH IS GETTING PEOPLE OUT, RIGHT. YOU KNOW, YOU'RE WE DEAL WITH THIS IN THE WORLD OF WORKFORCE HOUSING, RIGHT. FACULTY AND STAFF LIKE, OKAY, YOU'RE YOU GET A SUBSIDIZED RENTAL RATE. AND THAT'S NEAT. BUT NOW HOW DO WE GET PEOPLE OUT OF THOSE UNITS AND, AND SOME OF THE, YOU KNOW, I, I'M ASSUMING, YOU KNOW, WE HAVE OUR, YOU KNOW, WE HAVE OUR VERY CLEAR LEASING DOCUMENTS AND KIND OF LEGAL FRAMEWORK AROUND THAT. I THINK THE THE TRICK FROM A POLITICAL STANDPOINT IS GOING TO BE PEOPLE MAKING THE JUMP FROM PAYING 750 BUCKS A MONTH TO $3,000 A MONTH OR WHATEVER WE HAVE IN THE IN THE NOT SO DISTANT FUTURE. AND I DON'T KNOW IF WE HAVE A CURRENT POLITICAL PLAN FOR THAT. YEAH. NO, I MEAN THERE ARE WAYS IN WHICH THE LEASES ARE BUILT. WE WE HAVE SOME OF THOSE THROUGH HOVHANESS AS WELL, IN WHICH THEY THE THE CURRENCY OF THE LEASE IS BASED ON MEETING SOME SPECIFIC REQUIREMENTS AND TIME DRIVEN. AND IN THIS PARTICULAR CASE, MOST OF THE STUDENT LEASES. WELL, THEY MAY BE ABLE TO BE THERE 12 MONTHS. THEY IT'S EITHER A FULL TERM, 12 MONTHS OR THREE LEASES THAT ARE PER SEMESTER RENEWAL, IN WHICH YOU TECHNICALLY OUT AT THE END OF THAT SEMESTER AND BACK IN AT THE BEGINNING OF THE NEXT. SO, DOCTOR FIERRO, FOR THE NEXT MONTH COULD YOU PREPARE A LEGISLATIVE STRATEGY FOR US FOR NEXT MONTH? BECAUSE COME JANUARY, WHEN THE LEGISLATURE RECONVENES, WE SHOULD REALLY FIGURE OUT HOW WE CAN GO THERE FREQUENTLY AND HOW WE CAN SPLIT UP THE WORK, YOU KNOW, SO MAYBE TWO OF US AT A TIME, ONE OF US AT A TIME WITH A STUDENT, YOU KNOW, AGAIN, BECAUSE I THINK IT'S GOING TO HAVE TO BE A MULTIPLE TYPE OF VISIT TO CONTINUE TO KEEP THIS AND EVERYBODY'S, YOU KNOW, MIND THAT THIS IS IMPORTANT. I THINK ALSO TO WE COULD ASK OUR LOBBYIST TEAMS TO FIGURE OUT HOW TO TIE THIS INTO THE LIKE. I SAID, THE BROADER DISCUSSION ON HOUSING, BECAUSE I KNOW WE'RE VERY FOCUSED ON YOU KNOW, EDUCATION AND COMMUNITY COLLEGE LEADERS. BUT AGAIN, THIS THERE'S A MUCH LARGER CONVERSATION RIGHT NOW ABOUT HOUSING THROUGHOUT THE STATE. AND IT WOULD BE NICE TO REMIND OTHER PEOPLE. SO MAYBE WE DEVELOP OTHER CHAMPIONS THAT, HEY, COMMUNITY COLLEGES ARE ACTUALLY STEPPING UP TO THIS AS WELL TOO, AND TRYING TO ADDRESS THAT. SO I KNOW WE HAVE A TEAM WHO DOES ALL THAT SO THEY CAN FIGURE IT OUT, BUT BUT YEAH, I THINK IT'D BE GOOD FOR US TO TALK SO WE CAN KIND OF GET PREPARED FOR JANUARY WHEN WE START OUR VISITS. ABSOLUTELY. WE'LL WE'LL GET THAT READY. WE'RE WORKING ON SOME PIECES RIGHT NOW, BUT WE'LL BUILD ALL THESE TO IT. THE OTHER PART THAT I, THAT I WANT TO HIGHLIGHT THERE HAS BEEN DISCUSSED, BUT I WANT TO PUT IT ALL TOGETHER. ONE IS THE CONSERVATIVE MANNER IN WHICH THE BUDGET WAS BUILT AS ANGEL MENTIONED, AND DAVID AND FELIPE, WE WE, WE, WE BUILT WITH 20, $26 AND WE ALSO BUILT WITH THE ABILITY OF SCALING BACK WITHOUT LOSING BEDS SO WE CAN MEET BUDGET. I AM NOT PROMISING OR SAYING THAT WE WILL NOT HAVE AN EXCESS OF COURSE. BUT WHAT I'M SAYING IS THAT WE GAVE OURSELVES EVERY SINGLE OPPORTUNITY WE COULD TO BE ABLE TO MAXIMIZE OUR ABILITY TO MEET THE BUDGET. SO SO I WANT TO HIGHLIGHT THAT PART. THE SECOND PART THERE A SERIES OF CONTINGENCIES THERE THAT ARE DESIGNED TO HELP US RUN THE BUILDING WITHOUT DIPPING [02:05:09] INTO THE GENERAL FUND OF THE DISTRICT. WE ARE VERY, VERY, VERY MINDFUL OF THESE THAT WE WANT TO DO THE HOUSING. WE WE WE WANT TO DO IT AT THE LOWEST POSSIBLE COST FOR OUR STUDENTS. BUT WE ALSO UNDERSTAND THAT WE CANNOT BURDEN THE GENERAL FUND BECAUSE THAT WILL HINDER THE ENTIRE OPERATION. SO SOME OF THE CONTINGENCIES THERE ON THE RESERVES TECHNOLOGY UPGRADES. RIGHT. LIKE HAVING WI-FI IN A BUILDING, AN ACCESS POINT THAT CHANGES VERY RAPIDLY. SO WE NEED TO BE ABLE TO RESPOND TO THAT WITHOUT DIPPING INTO THE GENERAL FUND. MAINTENANCE, WHEN WE HAVE STUDENTS HAVING BEEN IN A RESIDENTIAL CAMPUS, WHEN YOU HAVE A STUDENTS, ACCIDENTS DO HAPPEN AND REPAIRS DO NEED TO MAKE QUICKLY. SO ALL THESE DIFFERENT CONTINGENCIES ARE DESIGNED FOR THE BUILDING TO BE SELF-SUSTAINED AND OPERATE WITHOUT DIPPING INTO THE GENERAL FUND. ONCE AGAIN, I CANNOT PROMISE THAT THAT WILL NOT HAPPEN AT SOME POINT, BUT WE HAVE BUILT EVERYTHING WE CAN ON THE CONSERVATIVE SIDE AND UNDER THE OPTICS THAT EVEN THOUGH IT'S NOT A GENERAL REVENUE GENERATED ASSET, IT'S AN ASSET THAT WILL BE SELF-SUSTAINING. THANK YOU. BUT I JUST WANT TO CONCUR WITH MY FELLOW TRUSTEE THAT IT WILL BE HELPFUL TO HAVE A LEGISLATIVE STRATEGY TO MAKE MAKE SURE THAT THIS ALL COMES TOGETHER, BECAUSE IT SEEMS LIKE MEMORIES ARE SHORT WITH SOME OF THESE THINGS, AND EVEN THOUGH IT HASN'T COME TOGETHER YET, IT MAY NO LONGER BE PEOPLE'S TOP PRIORITY BECAUSE IT'S NOT AS SHINY AS IT WAS WHEN IT FIRST CAME UP. SO I COMPLETELY CONCUR WITH THAT DIRECTION. ANY MORE QUESTION? ANY MORE QUESTIONS? NO. THANK YOU FOR THE PRESENTATION. THANK YOU VERY MUCH. THANK YOU GUYS FOR STAYING UP LATE. I KNOW IT'S A FEW HOURS AHEAD OVER THERE. SO MUCH APPRECIATE YOUR HELP. THANK YOU DAVID, APPRECIATE YOUR GUYS'S ASSISTANCE AND YOUR SERVICE. TAKE CARE. THANK YOU GUYS. YEAH. THANK YOU. WE ARE GOING TO MOVE ON. [3. Consent Items] CONSENT ITEM. ANY BOARD TRUSTEE, YOU WANT TO PULL ANY ITEM FOR FURTHER DISCUSSION? YEAH. NO NO, NO. AND THEN WE ARE GOING TO WE, WE ARE GOING TO APPROVE THE EMOTION. OKAY. ANY SECOND. SECOND. ALL RIGHT. SO MOTION CARRIED. SO THE CONSENT ITEM IS CARRIED. ALL RIGHT. SO WE MOVE ON TO THE INFORMATION ITEMS. [4.01 College Coordinating Committee Minutes: August 28, 2023, September 11, 2023 September 25, 2023] AND WE THE FIRST ONE IS THE COORDINATOR MEETING WE'RE GOING TO RECEIVE AND FILE, AND THE 4.02 IS FIRST READING OF REVISED BOARD POLICY 2432 [4.02 First Reading Revised Board Policy 2432 titled President/Superintendent Succession] AND WE ALSO RECEIVE AND FILE. RIGHT. OKAY. AND 4.03 BP 2410 ALSO RECEIVE AND FILE. [4.03 Review of Board Policies: BP 4010] AND 4.04 REVISE 20 REVISED. [4.04 Revised Administrative Procedures 5010, 5012, and 7210] ADMIN PROCEDURE AND 5010 5012 AND 7210 ALSO RECEIVE AND FILE. ALL RIGHT. SO WE'RE GOING TO MOVE ON TO ADMINISTRATIVE ITEM. [5.01 Consideration of Approval of Tentative Agreement Between the Cerritos Community College District and the California School Employees Association (CSEA), Chapter #161, Regarding Personal Necessity Leave] THE FIRST ITEM WILL BE WE'RE GOING TO CONSIDERATION OF APPROVAL OF TENTATIVE AGREEMENT BETWEEN THE CERRITOS COLLEGE AND THE CALIFORNIA SCHOOL EMPLOYEES CSIA FOR THE CHAPTER REGARDING PERSONAL NECESSITY LEAVE. LEAVE. AND WE'RE GOING TO RECOMMEND APPROVE THE TENTATIVE AGREEMENT. IS THAT RIGHT? SO IS ANYONE WHO CAN MOTION SO WE DON'T DISCUSS THIS, RIGHT, IF YOU WANT. BUT THAT IS JUST A COMPLETION OF THE CHANGE OF LANGUAGE. AND SO WE DON'T NEED TO APPROVE. RIGHT. YOU NEED TO APPROVE OKAY. SO WE HAVE MOTION AND SECOND OKAY. SO MOTION CARRIED. WE WILL WE WILL CHANGE THE LANGUAGE 5.02 WE'RE GOING TO [5.02 Consideration of Adoption of Resolution No. 23-1018A in Recognition of Domestic Violence Awareness Month] ADOPTION OF RESOLUTION NUMBER 23. 1018 A IN RECOGNITION OF DOMESTIC VIOLENCE AWARENESS MONTH. MONTH. SO WE ARE GOING TO RECOMMEND TO ADOPT THIS RESOLUTION. SO ANY DO YOU HAVE MOTION? [02:10:06] MOTION TO APPROVE. SECOND. OKAY. THIRD. SO MOTION CARRIED. WE WILL ADOPT THIS THIS RESOLUTION. AND WE'RE GOING TO MOVE ON TO THE REPORT AND COMMENTS FROM DISTRICT OFFICIALS. [6.01 Reports and Comments from District Officials] AND CAN WE START WITH OUR STUDENT TRUSTEE? I JUST WANTED TO THANK EVERYONE FROM OCC FOR COMING IN TODAY AND SHOWING THEIR SUPPORT AND JUST BEING HERE IN ATTENDANCE. I KNOW EVERYONE WAS VERY EXCITED AND WE HAD A GREAT TIME BEFOREHAND, SO I JUST WANTED TO MENTION THAT AND ALSO DEAN MILLER FOR STILL BEING HERE AND FOR CONTINUING TO ENCOURAGE PEOPLE TO COME TO THE BOARD MEETINGS. AND I ALSO WANTED TO CONGRATULATE PHI BETA HONOR SOCIETY ON THEIR SUCCESS THROUGHOUT THE SCHOOL YEAR, AND TO THANK DOCTOR DOVE FOR HER DEDICATION TOWARDS MY PEERS THIS YEAR. COLLEGE STUDENTS. I WANTED TO CONGRATULATE VICKY ON HER RETIREMENT AND I HOPE THAT SHE'S ABLE TO ENJOY HER TRAVELING ADVENTURES, HER TIME WITH FAMILY AND FRIENDS, AND DOING THE THINGS THAT SHE LOVES TO DO. AND YES, WITH ALL THAT, I'M GOING TO BE PASSING ON THE MIC. TRUSTEE LEWIS. EARLIER THIS MONTH, I HAD THE OPPORTUNITY TO ATTEND THE KICKOFF FOR THE PAINT THE TOWN PINK, WHICH IS AN INITIATIVE HOSTED BY COUNCIL MEMBER AND ACTUALLY THE CITY OF NORWALK, BUT PARTICULARLY COUNCIL MEMBER MARGARITA RIOS WHO HAS BEEN FIGHTING BREAST CANCER FOR THE LAST FIVE YEARS OR SO. AND, YOU KNOW, IT'S REALLY AN INSPIRATION TO SEE HOW MUCH INITIATIVE SHE'S TAKEN TO NOT ONLY BRING AWARENESS, BUT TO HAVE THE BRAVERY OF MAKING HER FIGHT PUBLIC AS AN INSPIRATION TO OTHER PEOPLE AND THEIR OWN FIGHTS FOR BREAST CANCER. SO I'M TRULY GRATEFUL FOR COUNCIL MEMBER AND FORMER MAYOR, CURRENT VICE MAYOR. I'M PRETTY SURE VICE RIOS ALL THE OFFICIAL TITLES ANYWAY. BUT REGARDLESS, SHE IS MARGARITA AND I'M REALLY, REALLY PROUD OF EVERYTHING THAT SHE'S DONE TO BRING ATTENTION TO NOT JUST THE CITY OF NORWALK, BUT ALSO OUR GATEWAY CITIES REGION AREA FOR THAT. SO I LOOK FORWARD TO DOCTOR FIERRO WINNING THE COMPETITION FOR RAISING MONEY. AND IF ANYONE WANTS TO HELP HIM WIN SUCH COMPETITION FOR AMERICAN CANCER RESEARCH, PLEASE CONTACT HIM AND HE WILL SEND YOU THE RIGHT LINK. PUT IT IN HIS NAME. AND IT'S LIKE, BECAUSE THERE'S ABOUT 5 OR 6 OTHER LEADERS IN OUR DISTRICT FROM DIFFERENT SCHOOL DISTRICTS THAT ARE ALSO RAISING FUNDS, BUT ULTIMATELY, WHO WINS IS EVERYONE WHO WILL BENEFIT FROM CANCER RESEARCH. IT'S A FRIENDLY COMPETITION. NO FEELINGS HURT, RIGHT? NO. SO OTHER THAN THAT, I DON'T BELIEVE ELSE IN MY CALENDAR HERE TO MAKE SURE I DIDN'T MISS ANYTHING. WELL DEVELOPMENT. YEAH, THE CHILD DEVELOPMENT CENTER. YEAH. IT HAS BEEN A WHILE, HASN'T IT? GRATEFUL TO ASSEMBLY MEMBER BLANCA PACHECO FOR INVESTING IN OUR CHILD DEVELOPMENT CENTER, WHICH HAS GROWN SO MUCH. AND IT WAS IT WAS THE FIRST EVENT THAT I WENT TO AS A TRUSTEE WHEN I FIRST CAME ON THE BOARD. AND TO SEE HOW MUCH THAT FACILITY HAS GROWN AND HOW MUCH MORE IT WILL GROW WITH THIS NEW INVESTMENT IS REALLY AN AMAZING THING TO SEE AND TO SEE. THE CHILDREN THERE THAT MAYBE MY CHILD WILL BE GOING THERE SOONER RATHER THAN LATER TO SEE EVERYTHING THAT THEY'RE DOING AND HOW THEY'RE GROWING THROUGH A VERY CUTTING EDGE YOU KNOW, PROGRAMS AND METHODS THAT, YOU KNOW, GO FAR BEYOND, YOU KNOW, WHAT YOU MAY SEE IN, YOU KNOW, SAY, MONTESSORI PROGRAMS, RIGHT? EVERYBODY KNOWS WHAT MONTESSORI IS. BUT, YOU KNOW, REGGIO EMILIO THAT WE HAVE OUR STAFF MEMBERS GO TO, WHICH IS AN ACTUAL PLACE IN ITALY. THAT'S A AND YOU ACTUALLY WENT THERE THIS SUMMER? AND I'M SURE IT'S REALLY NICE, ISN'T IT? IT'S A REALLY, REALLY NICE PLACE. AND I'D LOVE TO GO TO. SO WE SHOULD ARRANGE SOMETHING NOW. NO, NO. NO. BUT SERIOUSLY, LIKE, IT'S IT'S A GREAT PLACE THAT WE GET THE WORLD'S BEST, AND WE WE MAKE OUR OWN INTO THE WORLD'S BEST. YOU KNOW, CHILD DEVELOPMENT AND EDUCATION FACILITY FACILITATORS. SO I'M VERY PROUD OF ALL OF THE MEMBERS THERE. THAT AND I KNOW THAT THIS INVESTMENT WILL BE WELL SPENT FOR THOSE MEMBERS. BUT I ALSO WENT TO A RALLY IN LA MIRADA THAT WAS HELD TO SUPPORT THOSE WHO [02:15:03] WERE WHO WERE TRAGICALLY KILLED AND QUITE FRANKLY, MURDERED IN THE REGION OF WHAT SOME MAY CALL THE HOLY LAND. WHATEVER YOU MAY CALL IT, ISRAEL, PALESTINE ETC. AND ALL ALL OF THAT REGION IN EACH OF THOSE AREAS, REGIONS, NATIONS, AGAIN, THIS IS OUR CONCERN IS NOT BASED ON THE DECADES LONG CONFLICT THAT IS THERE. BUT I WOULD ASK THAT THE BOARD CONSIDER A RESOLUTION NEXT WEEK TO CONDEMN THE TERRORIST ORGANIZATION AND CONDEMN THE VIOLENCE THAT HAS HAPPENED THERE, THAT MANY INNOCENT ISRAELIS AND PALESTINIANS AND MANY OTHER, YOU KNOW, NATIONALITIES, ETHNICITIES HAVE LOST THEIR LIVES THERE. AND I THINK THAT IT'S INCUMBENT ON US AS A BOARD THAT HAS TAKEN SIMILAR POSITIONS WITH FOR OUR DACA STUDENTS AND FOR BLACK LIVES MATTER TO THOROUGHLY CONDEMN TERRORIST ORGANIZATIONS AND TO MAKE SURE THAT HATE SPEECH, WHETHER IT'S ANTI-SEMITIC, ISLAMOPHOBIC OR ANYTHING IN BETWEEN, IS NOT WELCOME ON OUR CAMPUS AND THAT WE AS A BOARD, ARE FULLY RESOLUTE IN ENSURING THAT OUR STUDENTS HAVE A SAFE SPACE AND THAT NO ONE SHOULD BE AFRAID TO SPEAK THEIR MIND, NO MATTER WHAT SIDE THEY'RE ON. THANK YOU. I WOULD REQUEST THAT TO BE AN ITEM THAT WE CAN DRAFT FOR THE NEXT MEETING. UPCOMING. THANK YOU. TRUSTEE. PACHECO. I ALSO HAD THE PLEASURE OF GOING AND BEING AT THE CHILD DEVELOPMENT CENTER AND GOT TO SEE WHAT IT CURRENTLY LOOKS LIKE. AND I HOPE TO SEE WHAT THIS INVESTMENT OF MONEY WILL DO FOR OUR CHILD DEVELOPMENT CENTER AND HOW THIS WILL GROW OUR PROGRAM IN REGARDS TO THE KIDS. IT DOES MAKE A HUGE DIFFERENCE TO HAVE A CENTER LIKE THAT AND TO HAVE CHIL, YOU KNOW, PRESCHOOL CHILDREN TAUGHT IN A MANNER THAT WILL ENHANCE THEIR EDUCATION AND ENCOURAGE THEM TO CONTINUE TO GROW THROUGH THE PIECES OF HOW EDUCATION IS PROVIDED. AND IT WAS WONDERFUL TO SEE HOW CERRITOS COLLEGE HAS REALLY STEPPED UP TO THE PLATE AND HAS A GREAT PROGRAM HERE. AND I ECHO THE SENTIMENTS OF OUR TRUSTEES. ZURICH. IN REGARDS TO WHAT THE RESOLUTION THAT HE WAS SPEAKING ABOUT, IT'S JUST UNACCEPTABLE. BECAUSE IT DOESN'T MATTER WHICH SIDE YOU'RE ON. IT WAS THE LIVES THAT WERE LOST THAT, YOU KNOW, WHETHER IT'S JEWISH, PALESTINIAN OR WHAT CHRISTIAN A LOT OF LIVES WERE LOST THERE BECAUSE OF ONE TERRORIST ORGANIZATION THAT FELT THEY NEEDED TO ATTACK. SO AND THAT CONCLUDES MY COMMENTS. THANK YOU, DOCTOR SALAZAR. NO REPORT. THANK YOU. JOSE. BIRKEY. SURE. I HAD THE DISTINCT PLEASURE OF JOINING PRESIDENT LIU AND AND DOCTOR PIERRO AND MARISA IN THE GREAT STATE OF NEVADA. THIS LAST WAS IT A WEEK OR SO AGO AT THE THE LEADERSHIP CONFERENCE FOR ACT WHICH IS FOR, FOR TRUSTEES. AND I KUDOS TO ANDREA AND TEAM TEAM AND AMBER ROCK FOR PUTTING TOGETHER AN EXCELLENT PRESENTATION THAT THAT THEN WE AND MOSTLY DOCTOR PIERRO GOT TO PRESENT THAT WAS VERY WELL RECEIVED ABOUT OUR GUIDED PATHWAYS PROGRAM. AND, AND REALLY, I JOKED IN THE MIDDLE OF THE SESSION THAT WE TRICKED EVERYBODY TO ATTENDING A PRESENTATION ON DATA JUST BY TELLING IT. IT WAS ABOUT STUDENT SUCCESS. AND THEN WE PROCEEDED TO GO THROUGH SLIDES AND SLIDES OF DATA AND TRY TO CONVINCE THEM OF WHY PAYING ATTENTION TO DATA IS A REALLY GOOD THING. BUT IT WAS EXCEPTIONALLY WELL RECEIVED. AND I HAD TWO SEPARATE FOLKS COME UP TO ME AFTER THE PRESENTATION INDEPENDENTLY AND OFFER THAT THAT WAS THE MOST VALUABLE PRESENTATION THAT THEY HAD AT THE ENTIRE CONFERENCE. SO AND I DON'T KNOW IF THAT MEANS THERE'S A REALLY LOW BAR FOR THE OTHER SPEAKERS. YEAH. BUT BUT I THINK IT'S A LITTLE INSPIRING TO REALLY, YOU KNOW, TO DOCTOR FALCON OR DENNIS, YOUR YOUR COMMENT EARLIER ABOUT DOING SOMETHING DIFFERENT AND ABOVE AND BEYOND. I THINK THAT WAS REALLY THE STORY THAT CAME ACROSS. AND I THINK A LOT OF THE TRUSTEES FROM ACROSS THE COUNTRY KIND OF LIGHTS WENT ON. AND SO I REALLY I WAS VERY PROUD OF THIS INSTITUTION. [02:20:01] EVEN THOUGH HALF OF THE PRESENTATION WAS ABOUT WHAT WE PLAN TO DO IN THE FUTURE, LIKE, WE WILL BE GREAT. RIGHT. BUT I THINK THERE WAS A THERE WAS AN INSPIRING STORY ABOUT THE, THE ROAD THAT WE'VE TRAVELED SO FAR. MUCH LESS OUR AMBITIONS TO, TO GO A LOT FARTHER. AND OUR TRANSITION AWAY FROM DOING THE MINIMUM TO SEEING IF WE CAN DO THE MAXIMUM. SO I I KUDOS TO EVERYBODY WHO ATTENDED THAT. THAT WAS HOPEFULLY VALUABLE FOR A LOT OF OTHER PEOPLE. IT WAS VALUABLE FOR ME. AND MORE THAN THAT, ACTUALLY, I WAS JUST PROUD. SO THAT'S THAT'S MY REPORT. TRUSTEE. PEREZ. WELL, I THINK EVERYONE ALREADY COVERED EVERYTHING. I WOULD JUST ASK IF ANYBODY IS PLANNING TO GO TO THE TRIPLE SEAT NOVEMBER CONFERENCE THAT'S COMING UP. INDIAN WELLS. INDIAN WELLS? YES. I THINK WE'RE DOING A PRESENTATION. I DON'T EVEN KNOW WHAT IT'S ABOUT, DOCTOR FARRELL, BUT I KNOW WE'RE DOING A PRESENTATION. SAME ONE. OH, GOOD. WE'RE DOING THE SAME PRESENTATION. OH, GOOD. WE ALREADY HAVE A PRACTICE IN. ALL RIGHT. GOOD. AND AGAIN, YOU KNOW, I THINK THESE ARE JUST REALLY GOOD OPPORTUNITIES TO, TO NETWORK WITH OTHER TRUSTEES AND TO TALK ABOUT ALL OF OUR SHARED WORK. I MEAN, I ALWAYS LEARNED SOME GREAT THINGS. THE IN ADDITION TO OUR FANTASTIC PANEL, I WOULD ALSO SAY THAT THE PANEL THAT I REALLY ENJOYED, AND I'VE ALREADY KIND OF FOLLOWED UP ALREADY IS I TOLD DOCTOR FARRELL ABOUT IT. IT WAS A VERY INNOVATIVE EFFORT BY WAS THE COLLEGE IN TUCSON. YOU SAID YOU KNEW IT. TUCSON COMMUNITY. IT WAS IN TUCSON. PIMA. PIMA, PIMA COMMUNITY COLLEGE DISTRICT. AND I THOUGHT THEIRS WAS REALLY INTERESTING BECAUSE THEY TOLD THE STORY OF HOW THEY ARE PROVIDING COMMUNITY COLLEGE CLASSES AT A UNHOUSED SHELTER TO GIVE THE UNHOUSED, SHORT TRAINED MICRO-CREDENTIALS, WHICH I KNOW IS SOMETHING THAT'S REALLY KIND OF TALKED ABOUT WITHIN THE STATE, RIGHT, EVERYONE, I FEEL LIKE SONYA. DOCTOR SORRY, CHANCELLOR CHRISTIAN IS REALLY INTO THAT AS WELL TOO. SO I THOUGHT THAT WAS REALLY FASCINATING. SO AGAIN, I ALREADY TALKED TO DOCTOR FARAH ABOUT KIND OF CONNECTING WITH DEAN VASQUEZ AND EVERYTHING THAT SHE'S DOING IN THERE WITH SOME OF THE, MY COLLEAGUES WHO ARE WORKING ON HOMELESS ISSUES. AGAIN, JUST REALLY TRYING TO TO FIND WAYS TO, TO REACH OUT TO DIFFERENT POPULATIONS OF OUR RESIDENTS. BUT THEY'RE JUST REALLY GOOD. I MEAN, THEY TAKE A LOT OF TIME AND THEY'RE DEFINITELY, YOU KNOW, IT'S A BIG PRIORITY OF YOUR SCHEDULE TO TO REALLY LIKE, GO TO THEM. BUT I JUST FEEL LIKE I ALWAYS LEARN A LOT. AND I REALLY KIND OF COME BACK RE-ENERGIZED FOR ANOTHER FEW MONTHS, YOU KNOW, OF, YOU KNOW, ALL THE, ALL THE IMPORTANT WORK THAT ALL THE COLLEGES DO ACROSS THE STATE AND NATION AND WHAT OUR SMALL ROLE IS AS TRUSTEES. SO SO AGAIN, SO PLEASE SEE, ANDREA, BECAUSE I KNOW ANDREA IS TRYING TO WRAP ALL THAT UP. SO AS WELL TOO. SO THANK YOU. TRUSTEE GREENE. I WANT TO SAY CONGRATULATIONS TO THE VILLAGE FOR BEING HONORED AT THE EXCELENCIA CONFERENCE. I WAS ABLE TO JOIN DOCTOR FARROW AND AND TEAM AT AT THE CONFERENCE. AND IT WAS JUST GREAT TO BE PART OF THE CONVERSATION ON HOW WE CAN INCREASE LATINO STUDENT ACHIEVEMENT. IN HIGHER ED. SO IT WAS A GREAT OPPORTUNITY. YOU KNOW, TO BE THERE TO WITNESS THE ACKNOWLEDGMENT OF THE WONDERFUL THINGS HAPPENING AT THE VILLAGE. AND ALSO JUST TO KNOW WHAT GREAT THINGS CONTINUE THAT ARE CONTINUING TO BE IN STORE FOR OUR STUDENTS HERE AT CERRITOS COLLEGE. I WAS ABLE TO ATTEND THE CITY OF DOWNEY MAYOR'S PRAYER BREAKFAST. THAT WAS A GREAT EVENT. AS WELL AS THE DOWNEY UNIFIED STATE OF THE DISTRICT. AND I WANT TO JUST GIVE A SHOUT OUT TO OUR CERRITOS COLLEGE DUAL ENROLLMENT PROGRAM BECAUSE THEY ARE MAKING GREAT GAINS AT YOU KNOW, THE DOWNEY HIGH SCHOOLS ESPECIALLY. SO IT WAS GREAT TO BE ALSO ACKNOWLEDGED THERE DURING THE SUPERINTENDENTS STATE OF THE DISTRICT ADDRESS. AND THAT CONCLUDES MY REPORT. I HAVE THE OPPORTUNITY TO DO OUR SECOND STUDENT CONVOCATION TODAY. IT WAS I HOPE THEY HAD A GOOD TIME, I DID. SO WE REALLY HAD A NICE EVENT. WELL ATTENDED IN DIFFERENT LEVELS. SO WHERE OUR LCP FACULTY FOUND OUT WE WERE DOING THE EVENT, THEY SET UP TABLES OUTSIDE OF THE BAND TO BE ABLE TO PROVIDE THE STUDENTS WITH INFORMATION ABOUT THE LCP S COUNSELING INFORMATION, AND THEY WERE READY BEFORE THE EVENT. STUDENTS WERE ALREADY SPEAKING WITH OUR FACULTY AND OUR LCP COORDINATORS. WE GOT INTO THE CONVERSATION, AND AT LEAST FROM MY PERSPECTIVE, IT FEELS THAT THEY TRULY UNDERSTOOD THAT THEY NEEDED TO HAVE A [02:25:02] COMPREHENSIVE PLAN, WHY THEY NEEDED TO HAVE IT, AND THE REASON FOR ENGAGING WITH THE LCP IS SO DURING THE PROCESS, YOU KNOW, THERE WERE RAFFLES AND THINGS LIKE THAT FOR THOSE THAT WOULD ANSWER QUESTIONS. BUT THEIR HOMEWORK WAS ONCE YOU LEAVE THIS ROOM, YOU'RE GOING TO HAVE TO GO AND TALK TO THE LCP FACULTY OUTSIDE. YOU'RE GOING TO HAVE TO GO AND TALK TO YOUR COUNSELORS. AND THEY DID. TO MY SURPRISE, AS I WAS LEAVING THE ROOM, THEY WERE ALREADY STOPPING AND HAVING THOSE CONVERSATIONS THERE. SO IT WAS A GOOD EVENT. IT'S OUR SECOND. OBVIOUSLY THERE'S SOME ROOM FOR IMPROVEMENT THERE, BUT THE IMPLEMENTATION OF THE STUDENT CONVOCATION SEEMS TO BE PROVIDING THE RESULTS THAT WE, THAT WE EXPECT AS SOME OF THE HIGHLIGHTS HAVE BEEN ALREADY PUT FORWARD ON THE SUCCESSES OF THE COLLEGE. I WANT TO BOUNCE THAT BACK TO THE FACULTY, THE STAFF, THE ADMINISTRATORS THE CLASSIFIED EMPLOYEES CONFIDENTIAL AND OTHER STUDENTS. BECAUSE WHAT WE GET TO TALK ABOUT THE GREAT THINGS THAT HAPPEN AT CERRITOS COLLEGE, AND I GET TO TALK ABOUT A LOT ABOUT ABOUT WHAT IS HAPPENING AT CERRITOS COLLEGE. THE REAL WORK IS HAPPENING IN EVERY CLASSROOM, EVERY TIME. OR THE STUDENTS MEET WITH A COUNSELOR EVERY TIME, OR THE STUDENTS COME TO THE PARKING LOT AND THEY SEEM LOST. AND IT'S ONE OF OUR GROUNDSKEEPERS OR CUSTODIANS AND SAID, HERE IS THE PLACE TO GO AND DON'T LET THEM TURN AROUND. THE GREAT WORK IS HAPPENING WHEN THE STUDENTS HAVE TO MAKE IT TO THE VILLAGE OR TO THE FALCON NEST. SO, WELL, WELL, WELL, WE GET TO TALK A LOT ABOUT THAT. AND, AND AS TRUSTEE BIRKEY PEOPLE SEEM TO THINK THAT THEY WORK WITH DOING AND THE DATA THAT WE PRESENTED WAS GREAT. WE ONLY GET INVITED TO THOSE THINGS, AND WE ONLY GET RECOGNIZED TO THAT BECAUSE OF THE COLLECTIVE EFFORT THAT EVERYONE IS PUTTING DAY IN AND DAY OUT ON CAMPUS. AND SOMETIMES YOU DON'T GET TO SEE THAT, BUT IT IS HAPPENING WAY MORE FREQUENTLY THAN YOU THINK. SO THE WORK THAT ALL OF YOU ARE DOING ON CAMPUS IS REALLY TRANSLATING INTO A LOT OF SUCCESS, NOT ONLY FOR OUR STUDENTS, BUT FOR THE DISTRICT AS A WHOLE. AND TO THAT EXTEND, THE AWARD, THE TRUSTEE GREEN WAS TALKING ABOUT IS THE 23 EXAMPLES OF EXCELENCIA AWARD THE CERRITOS COLLEGE RECEIVED BECAUSE OF THE FALCON NEST. BUT IT'S NOT BECAUSE WE'RE PROVIDING HOUSING. IT IS BECAUSE BY REMOVING STUDENT HELPING STUDENTS MEET THEIR BASIC NEEDS IS TRANSLATING INTO STUDENT SUCCESS. SO WE WERE ABLE TO ACTUALLY SHOWCASE HOW ADDRESSING A STUDENT BASIC NEEDS THROUGH THE VILLAGE AND THE FALCON NEST TRANSLATE INTO STUDENTS GRADUATING FASTER, TAKING A HIGHER NUMBER OF UNITS AND INCREASING THEIR SUCCESS RATE. SO WE WERE ONE OF FIVE COLLEGES THAT WERE RECOGNIZED ACROSS THE NATION AS ONE OF THE EXAMPLES OF EXCELLENCE IN 2023. NOT TO BRAG OR ANYTHING, BUT THIS IS THE SECOND AWARD THAT WE HAVE RECEIVED BY EXCELENCIA, ONE BEING CERRITOS COMPLETE, IN WHICH WE HAPPEN TO GET FIRST PLACE THERE AND THIS ONE THAT WE WERE TOP FIVE. NOW I HATE LOSING AND NOT GETTING FIRST. FEELS LIKE LEUCINE, BUT THIS TIME I DID NOT BECAUSE THE PROGRAM THEY END UP GETTING FIRST PLACE WAS TRULY TRANSFORMATIONAL FOR OVER 500 STUDENTS. I THINK IT'S 800 OR SOMETHING LIKE THAT ON STUDENTS OF COLOR PARTICULARLY LATINO AND LATINAS ENTERING IN ON ENGINEERING PROFESSIONS. AND THEY WERE QUITE LITERALLY GRADUATING THEM BY THE HUNDREDS IN AN URBAN COMMUNITY COLLEGE IN CHICAGO AND THE CHICAGO COMMUNITY COLLEGES. FOR THOSE OF YOU THAT ARE SOMEWHAT FAMILIAR, HAVE HAD MORE DIFFICULTIES THAN LACCD HAVE HAD. AND HERE THEY ARE, GRADUATING LATINO STUDENTS AND LATINAS AS ENGINEERINGS BY THE HUNDREDS. SO I WASN'T TOO UPSET TO NOT HAVE GOTTEN FIRST PLACE, BUT FOR SEEING HOW POWERFUL THIS PROGRAM WAS. OBVIOUSLY, I WAS VERY, VERY HAPPY FOR THEM. BUT BUT AGAIN, THIS THIS IS NOT THE WORK THAT I DID. WE DID. IT'S THE WORK THAT WE ALL COLLECTIVELY DID. AND HERE IS THE PROOF THAT WHAT WE DO MATTERS AND MAKES A DIFFERENCE. THANK YOU. I ALSO WENT TO ACT, BUT EVERYBODY ALREADY TALKED ABOUT HOW GREAT WORK OF THE PIERRO [02:30:01] AND AND AMBER AND ANDREA DID GREAT JOB. THANK YOU VERY MUCH. SO THAT'S MY THAT'S MY REPORT. WE'RE GOING TO MOVE TO CLOSED SESSION. THERE ARE FOUR ITEMS AND WE ARE GOING TO AND WE HAVE A READ OUT TWO READ OUTS. WE HAVE TO READ OUT OKAY. SO THAT'S CLOSE TO THIS OPEN SECTION. YES. MAY I MAKE A COMMENT BEFORE YOU RETIRE TO CLOSED SESSION? YEAH. IN REGARDS TO SUGGESTION THAT YOU MADE FOR THE BOARD TO LOOK AT MAKING A STATEMENT, THE RESOLUTION RELATED TO THE VIOLENCE IN ISRAEL AND PALESTINE. THERE'S GOING TO BE AN EVENT TOMORROW AT 11:00. DOCTOR HAAS, MY FAVORITE COLLEAGUE OF ALL TIME. WHO JUST RECENTLY ALSO BROUGHT US LAWRENCE TRIBE. THAT'S WHAT JOHN HAAS DOES. HE'S HOSTING AN EVENT TOMORROW, 11:00. AND IT'S GOING TO BE STREAMED ON ZOOM, BUT WE'LL ALSO MEET IN PERSON IN LA 103, I BELIEVE. WHERE HE IS BRINGING SOMEBODY WHO'S A RECOGNIZED EXPERT, AUTHOR, JOURNALIST, ETC., FORMER MEMBER OF THE ISRAELI IDF TO COME AND SPEAK ON THE ISSUES. AND IN MY 28 YEARS TEACHING HERE IN SURREALIST COLLEGE, EXCEPT FOR 911. THIS IS PROBABLY ONE OF THE MOST IMPORTANT ISSUES THAT OUR STUDENTS CAN BE ADDRESSING AND FACED WITH, INCLUDING FACULTY, STAFF, COUNSELING EVERYBODY. AND AS A FACULTY PERSON WHO BELIEVES IN ACADEMIC FREEDOM THE IDEA THAT WE SHOULD BE ABLE TO, IN OUR CLASSROOMS, BE ABLE TO DISCUSS BASICALLY ANY ISSUE WITH OUR STUDENTS, NO MATTER HOW FRIGHTENING OR CONTROVERSIAL, HORRIFIC, WHATEVER WE NEED TO BE REALLY CONSCIOUS OF. AND AS YOU GO FORWARD, YOU'RE VERY CONSCIOUS AND CAREFUL WITH WHATEVER RESOLUTION YOU PASSED, BECAUSE WE DO WANT WE DO WANT TO PROTECT FREE SPEECH AND ACADEMIC FREEDOM, BUT WE ALSO WANT TO MAKE SURE THAT HATE SPEECH FINDS NO PLACE AND NO ROOT CAUSE. SO YOU'LL FIND THAT THAT MANY OF THE CAMPUS COMMUNITY IS COMPLETELY ON BOARD. SO I THANK YOU FOR BRINGING IT UP. THANK YOU. THANK YOU. ALL RIGHT. SO THAT CONCLUDES TODAY'S OPEN SECTION. AND WE ARE GOING TO CLOSE SESSION. [7. Closed Session] YEAH. THANK YOU. OKAY. ONE MOMENT. OKAY. READY? YES. IT IS REPORTED IN CLOSED SECTION. [8. Closing Items] THE BOARD OF TRUSTEES DENIED THE CLAIM FROM CLAIMANT. TAFT. ELECTED. ELECTED? THE VOTE IS UNANIMOUS. IT IS REPORTED IN CLOSED SESSION. THE BOARD OF TRUSTEES APPROVED THE APPOINTMENT OF MARIO GASPAR AS FACILITY MANAGER. GRADE 26 DEP FIVE $10,782 PER MONTH OF THE MANAGEMENT SALARY SCHEDULE EFFECTIVE OCTOBER 30TH, 2023. THAT'S IT. OKAY. * This transcript was compiled from uncorrected Closed Captioning.
