AND SO I SEE.YES, THANK YOU. WE DO HAVE THREE PUBLIC COMMENTS.
HOWEVER, TWO OF THEM ARE RELATED TO AN ITEM ON THE AGENDA SO I CAN READ THEM AT THAT TIME.
I DO HAVE ONE OTHER PUBLIC COMMENT, IF YOU CAN BEAR WITH ME JUST ONE MOMENT AND I'LL PULL IT UP.
OKAY? OKAY. THIS PUBLIC COMMENT IS FROM JULIE AND THE STATEMENT IS THE SOUND ON THE VIDEO FROM THE BOARD MEETING ON THE 21ST CUTS OFF A FEW TIMES. IS THERE A RECORDING OF THIS MEETING WHERE WE COULD HEAR WHAT WAS SAID OR IS THERE A TRANSCRIPT? THAT'S ALL. OKAY.

SO JUST THAT WAS ALL I JUST WANTED TO SAY THANK YOU.
MOVE ON TO THE OPEN SESSION AGENDA.
[3.01 Institutional Presentation: Recognition of Managers of the Year]
THE FIRST ONE IS INSTITUTIONAL PRESENTATION RECOGNITION OF MANAGER OF THE YEAR.RECOGNIZED. RECOGNIZE PAMELA SEPULVEDA AND.
YES. AND ACTUALLY, WE'LL HAVE BOTH.
I'M GOING TO DO PROBABLY A DIFFERENT ORDER.
WHAT YOU HAVE. BUT GOOD EVENING, BOARD MEMBERS, DR.
PIERRO, CAMPUS LEADERSHIP GUESTS, STUDENTS, COLLEAGUES.
AND IT IS MY PLEASURE TONIGHT TO RECOGNIZE OUR OUTSTANDING MANAGERS OF THE YEAR.
SO I'LL RECOGNIZE THEM ONE BY ONE.
AND SO TO START, I'D LIKE TO RECOGNIZE OUR FIRST OUTSTANDING ACADEMIC MANAGER OF THE YEAR, DR.
ALL RIGHT. SO YOU CAN SEE SHE HAS A GOOD CHEERING SQUAD WITH HER TODAY.
SO DOCTOR RILEY JOINED THE CERRITOS COLLEGE FAMILY ON JUNE 13TH, 2022.
MANY OF HER NOMINEES DESCRIBED HER AS A BREATH OF FRESH AIR.
[00:05:07]
THE FOLLOWING ARE EXCERPTS TAKEN FROM HER NOMINATIONS.FIRST, HOW IS IT POSSIBLE THAT ONE PERSON CAN CHANGE THE LIVES OF SO MANY IN LESS THAN A YEAR OF LEADERSHIP? IT'S POSSIBLE BECAUSE THAT PERSON IS ELIZABETH RILEY.
SHE KEEPS STUDENTS AT THE FOREFRONT WITHOUT MAKING ANY OF THE STAFF FEEL SECOND.
SHE TREATS US AS EQUALLY IMPORTANT.
SHE ACTIVELY SUPPORTS FACULTY INITIATIVES AND SERVES AS A POSITIVE ADVISOR IN OUR ENDEAVORS.
FOR EXAMPLE, SHE SUPPORTED COLLABORATIONS BETWEEN THE SLIPPER PROGRAM AND THE SAS DEPARTMENT TO DEVELOP A NEW AVENUE OF STUDENT SUPPORT FOR THOSE WITH COMMUNICATION DISORDERS. A FOURTH NOMINEE SHARED THAT ONE OF THE BEST THINGS SHE HAS DONE TO KEEP US TOGETHER AND INFORMED ON SCHOOL ACTIVITIES IN OUR PROGRAMS AND ACCOLADES IS TO SEND OUT THE WEEKEND WISHES EMAIL NEWSLETTER THAT INCLUDES ACTIVITIES ON CAMPUS FOR THE WEEK, STUDENT SUCCESS EVENTS, FALCON NEST EVENTS AND A MOTIVATIONAL COMMENT.
SOMETHING POSITIVE ON HER END.
WE FEEL CONNECTED TO OUR DIVISION BY THIS LETTER, AND A FEW PEOPLE WROTE.
IF SHE DOESN'T KNOW AN ANSWER, SHE GOES TO FIND IT.
IF SOMEONE NEEDS HELP GETTING A KEY TASK COMPLETED, SHE PROVIDES TANGIBLE HELP AND SUPPORT.
IF THERE'S A FRUSTRATION, SHE LISTENS WITHOUT JUDGMENT.
AND IF THERE'S A NO, SHE DELIVERS THE NEWS GRACEFULLY.
SO I'M REALLY WE'RE REALLY PROUD ON ACME'S BEHALF AS WELL, TO HAVE ELIZABETH AS OUTSTANDING MANAGER.
SHE'S ALSO OUR INCOMING VICE PRESIDENT FOR NEXT YEAR.
SO THE ELIZABETH'S WILL GET TO WORK TOGETHER.
THANK YOU. AND THEN I BELIEVE THERE IS SOMETHING.
COULD WE. SO FRIENDS AND FAMILY AND COLLEAGUES.
COME OVER TO WHERE YOU ARE MOVING.
I WANT TO RECOGNIZE DOCTOR RALEIGH.
SHE'S THE ONE MAKE THE MACKAY COLLEGE A JUNIOR COLLEGE AS OUR SISTER COLLEGE.
AND ALSO YOU MADE THE EXCHANGE PROGRAM DOWN STARTING FROM NOW WITH YOUR YOUR A LOT OF YOUR EFFORT.
THANK YOU TAIPEI WANT ME TO THANK YOU.
YOU HAVE TO BE A ROSE, ELIZABETH.
WATCHING HERE FOR PEOPLE RIGHT HERE.
WE HAVE ONE MORE. WE'VE GOT SOME.
SO IT'S IN THE PHOTO. HAVE A TRACK.
[00:10:08]
YOU. OOH.IN ORDER TO. IT'D BE EASIER FOR ME TO JUST GO OUT.
WE'RE GOING TO GO BACK TO PROPERTY COMMENTS.
SO I RECEIVED TWO PUBLIC COMMENTS.
AND THE FIRST ONE IS FROM JANELLE KEMPF.
AND SHE STATES, I WISH I COULD BE THERE IN PERSON TO WATCH DR.
ELIZABETH RILEY RECEIVE HER AWARD AS ACADEMIC MANAGER OF THE YEAR.
HOWEVER, I'M OUT OF TOWN ASSISTING AT THE ANNUAL CONVENTION FOR THE YOUTH GROUP WITH WHICH I WORK.
I KNOW THERE WILL BE PLENTY OF WELL-DESERVED PRAISE FOR ELIZABETH TONIGHT, BUT I WANT TO SAY A SPECIAL THANK YOU TO ELIZABETH FOR HER INCREDIBLE CAPACITY FOR UNDERSTANDING AND EMPATHY. IT'S FAIR TO SAY THE HEALTH OCCUPATIONS DIVISION WAS EMERGING FROM A VERY CHALLENGING PERIOD IN OUR HISTORY.
PRIOR TO ELIZABETH ELIZABETH'S HIRING, SHE UNDERSTOOD THE DISTRESS MANY WERE FEELING AND IMMEDIATELY BECAME OUR GUIDING LIGHT, UPLIFTING OUR DIVISION TO BE BETTER AND STRONGER THAN WE HAVE EVER BEEN.
HER THOUGHTFUL AND KIND DEMEANOR HAS PROVIDED THE SUPPORT WE NEEDED.
PLUS, SHE BRINGS IN HOME BAKED GOODS FOR US.
YOU DESERVE EVERY ACCOLADE GIVEN TO YOU.
PAM, CONGRATULATIONS TO YOU, TOO.
AND I HOPE TO SEE YOU THIS WEEKEND AT GRAND BETHEL.
THE NEXT COMMENT IS FROM LAURA MILNE.
I WOULD NOT ALLOW THIS EXTRAORDINARY RECOGNITION GO BY WITHOUT LETTING YOU KNOW WHAT A TREMENDOUS ASSET YOU ARE TO OUR DIVISION AND HOW MUCH I APPRECIATE WORKING ON YOUR TEAM TEAM IN ALL CAPITAL LETTERS.
AND IT'S NOT INFREQUENT THAT PAMELA AND I ARE CALLED EACH OTHER'S NAMES.
I WAS CALLED PAMELA'S MORNING OF THE FOOD DISTRIBUTION.
PEOPLE CONFUSE US QUITE, QUITE OFTEN.
AND FOR ME IT IS A HUGE COMPLIMENT.
SO I WILL TAKE IT AND UPHOLD HER STELLAR REPUTATION BECAUSE IT MEANS A LOT.
PAMELA STARTED WORKING AT CERRITOS COLLEGE IN JUNE OF 2020.
EVERYTHING FROM SIGNAGE, BUYING REFRIGERATORS, FREEZERS, HANGERS.
BICYCLES, ESTABLISHING PROCEDURES AND PROCEDURES, PROCEDURES AND PROCESSES, IMPLEMENTING A SOCIAL WORK INTERN PROGRAM, AND ULTIMATELY IMPLEMENTING A BASIC NEEDS DEPARTMENT AND SERVICE THAT'S RECOGNIZED AS ONE OF THE BEST IN THE STATE.
WHILE MUCH GROUNDWORK WAS ESTABLISHED BY A BASIC NEEDS TASK FORCE THAT EXISTED PRIOR, IT WAS PAMELA'S EXPERTISE, HER WORK ETHIC, COLLABORATIVE SPIRIT AND CREATIVITY THAT BROUGHT EVERYTHING TO ITS FULL POTENTIAL.
[00:15:02]
AS MENTIONED BY HER NOMINEES.ON A STATEWIDE LEVEL, PAMELA IS RECOGNIZED AS AN EXPERT IN THE FIELD.
SHE IS REGULARLY REQUESTED TO PROVIDE SYSTEM WIDE PRESENTATIONS ON BASIC NEEDS SERVICES AND THE FALCONS NEST TO THE CALIFORNIA COMMUNITY COLLEGE COMMUNITY, AS WELL AS INTERSEGMENTAL MEETINGS IN CALIFORNIA.
SHE ALSO SERVES AS A LEAD AND LIAISON WITH OUR JOVINUS HOUSING PROGRAMS. WE HAVE FIVE HOUSING PROGRAMS THAT ARE OFFERED THROUGHOUT THE.
SO WHO ARE LITERALLY HOMELESS AND NEED A PLACE TO GO.
SO REALLY UNIQUE SERVICES FOR OUR STUDENTS.
THEN ALSO, AS MANY OF US REMEMBER FROM THIS YEAR, SHE WAS NAMED A 2023 WOMAN OF ACHIEVEMENT BY STATE SENATOR BOB ARCHULETA FOR CONTRIBUTING TO THE WELL-BEING OF THE STUDENTS IN OUR COMMUNITY.
SHE'S JUST SUCH A PLEASURE TO WORK WITH AND SHE UNDERSTANDS THE IMPORTANCE OF RELATIONSHIP AND TEAM BUILDING AND BALANCING FUN BECAUSE OUR WORK CAN BE KIND OF DIFFICULT. AND SO SHE'S SHE'S JUST SHE'S THE BEST.
SHE'S TRULY THE BEST AT THAT TIME.
ALL RIGHT. SO NOW SO ROUND OF APPLAUSE.
IF WE CAN HAVE THE PAMELA SUPPORT GROUP COME WITH US TO THE FRONT AND BE NOT AS MIGHTY.
WE'RE SMALLER, BUT WE'RE MIGHTY.
WE ARE. WE ARE SMALLER, BUT MIGHTY.
AND IF WE HAVE THE BOARD JOIN US AS WELL FOR THE PHOTO AND RECEIVE YOUR MEDAL AND YOUR.
CONGRATULATIONS. AND THANK YOU FOR BOTH OF YOU.
SO WE ARE MOVING ON TO THE CONSENT AGENDA 4.01.
[4. Consent Agenda]
WE ARE GOING TO APPROVE 2023, 2024 SALARY RATE INCREASE AND 2023, 2024 SALARY SCHEDULE FOR SELECT REPRESENTED REPRESENTATIVE EMPLOYEES.IT IS RECOMMEND APPROVE OF THE 2023 2024 SALARY RATE INCREASE AND
[00:20:10]
SALARY SCHEDULE FOR SELECT REPRESENTATIVE EMPLOYEES.SO. OUR ENTIRE THE CONSENT CALENDAR.
THAT'S VERY GOOD. I WILL MOVE THE CONSENT CALENDAR.
OKAY. SO IS THERE A SECOND? SECOND, SECOND. OKAY.
THANK YOU VERY MUCH. WE CARRY ALL THREE.
IS THAT RIGHT? OKAY. THANK YOU VERY MUCH.
AND LET'S GO ON TO NUMBER FIVE ADMINISTRATIVE ITEMS.
[5.01 Resolution No. 23-0628A District Appropriations Limit for 2023-24 per Article XII-B of the California Constitution (Gann Limit) Which Requires the Board of Trustees to Adopt the Appropriation Limit on “Proceeds of Taxes” Revenues for Public Agencies]
5.01 IS A RESOLUTION NUMBER 20 306 28, A DISTRICT APPOINTMENT LIMIT FOR 2023, 2024 PER ARTICLE B 12 B OF THE CALIFORNIA CONSTITUENT, WHICH REQUIRE THE BOARD OF TRUSTEES TO ADOPT THE APPOINT A APPROPRIATION RATE PROCEEDS OF TAXES REVENUE FOR THE PUBLIC AGENCY.IT IS RECOMMENDED THE BOARD OF TRUSTEES APPROVE THIS RESOLUTION AND SO MOVE APPROVAL.
SO THE MOTION CARRIES AND LET'S DO 5.02 PRESENTATION AND
[5.02 Presentation and Consideration of Approval of the Tentative Budget for the 2023-2024 Fiscal Year]
CONSIDERATION OF APPROVAL OF THE TENTATIVE BUDGET FOR 2023 AND 2024 FISCAL YEARS.THANK YOU. NOT YET, BUT HOPEFULLY SOON.
SO TODAY IS I'LL GO OVER A PRESENTATION ON THE 2324 TENTATIVE BUDGET.
SO OUR AGENDA TODAY, I'M GOING TO BRIEFLY GO OVER THE MAY REVISION BECAUSE TENTATIVE BUDGET IS DRIVEN OFF THE MAY REVISE AND AND THEN I'LL GO OVER THE TENTATIVE BUDGET, TAKE A COUPLE OF QUESTIONS AND PROBABLY TALK ABOUT WHAT'S COMING IN THE NEAR FUTURE SINCE WE DO HAVE A SIGNED BUDGET NOW.
SO THE MAY REVISION WAS RELEASED ON MAY 12TH OF THIS YEAR.
ACTUALLY, THE AGREEMENT WAS JUST SIGNED TODAY.
THE GOVERNOR HAD UNTIL FRIDAY, JUNE 30TH TO TO SIGN IT.
HENCE THAT'S WHY YOU SAW THE PREVIOUS ITEM WITH THE SALARY INCREASES, BECAUSE THAT WAS CONTINGENT ON THE GOVERNOR SIGNING THE BUDGET, ASSURING THAT WE HAD THE 8.22 COLA IN THE BUDGET. SO, UM, SO WHAT WAS IN THE MAY REVISE AS I MENTIONED ON IT, THE JUST LIKE THE SIGNED BUDGET THE MAY REVISE HAD REFLECTED A 8.22% COLA, WHICH IS APPROXIMATELY $678 MILLION OF ONGOING MONIES TO THE SYSTEM, CONTINUES TO ESTABLISH THE STUDENT CENTERED FUNDING FORMULA.
FUNDING FOR THAT BEGINS IN FISCAL YEAR 2425.
SO IT'S IMPORTANT FOR US TO INCREASE FTES AS MUCH AS WE CAN IN PREPARATION OF THAT 24, 25 LEVEL, BECAUSE THEN THAT WILL SEND BENCH OUR NEW FUNDING LEVEL MOVING FORWARD.
THE MAY REVISION ALSO INCLUDED A $95.5 MILLION OF ONGOING SUPPORT OF COLA OF 8.22 FOR SELECTED CATEGORICAL PROGRAMS AND THE ADULT EDUCATION PROGRAMS. SOME. AND AGAIN, THIS BUDGET THIS YEAR IS IS A REALLY VANILLA BUDGET.
[00:25:05]
MONIES. OBVIOUSLY THE MAY REVISION, YOU NOTICE THAT IT ACTUALLY INCLUDED A BUDGET DEFICIT FROM THE STATE WIDE.THAT EQUATES TO ROUGHLY ABOUT $69,069,000 OF ONGOING MONIES TO TO CERRITOS COLLEGE.
DO WE HAVE ANY UNDERSTANDING OF WHAT WE WANT TO MAYBE DO WITH THAT MONEY? I DON'T I'M NOT NECESSARILY IN THE POSITION OF DOING THAT.
THAT WOULD BE MY MY MY COLLEAGUE, DR.
GUTIERREZ, TO TO FIGURE OUT WHAT TYPE OF BEST PRACTICES AND THINGS.
AND I'M SURE SHE WOULD BE ABLE TO UPDATE US.
ALSO INCLUDED THAT IS ONGOING SUPPORT FOR ENROLLMENT, RETENTION AND RECOVERY.
SO THAT INCLUDED ANOTHER $100 MILLION AGAIN.
SOME BAD POINTS IN THE MAY REVISION.
SO IN THE PREVIOUS YEAR, THE YEAR THAT WE'RE JUST ABOUT TO CLOSE OUT THIS FRIDAY AT THE END OF THE WEEK IS, IF YOU RECALL, WE GOT A LOT OF SUPPORT IN TWO PROGRAMS, ONE BEING THE FISCAL PLANT AND INSTRUCTIONAL SUPPORT PROGRAM AND THE COVID 19 RECOVERY BLOCK GRANT.
THAT WAS OUR ALLOCATION FOR THE 2223.
HOWEVER, THIS THIS MAY REVISE REVISION CLAWED BACK SOME OF THAT MONEY.
ACTUALLY CLAWED BACK BASED ON OUR CALCULATIONS, OF THE 13 MILLION THAT WAS ALLOCATED TO US IS CLAWING BACK $7.4 MILLION OF IT, WHICH THEN WOULD LEAVE US ROUGHLY ABOUT $5.6 MILLION TO SUPPORT DEFERRED MAINTENANCE.
OVER 50% OF THE MONEY IS BEING CLAWED BACK ON THAT.
SO STATE GIVES IT AND THEN THE STATE TAKES IT AWAY.
AND SO WE'RE TRYING TO FIGURE OUT STRATEGIES BECAUSE OBVIOUSLY WE'VE ALREADY COMMITTED TO A LOT OF THESE DIFFERENT PROJECTS THAT WE HAVE ACTUALLY GOING ON AS WE SPEAK AROUND.
NON-GENERAL FUND DOLLARS, OF COURSE.
UM, THE OTHER PROGRAM WAS THE COVID BLOCK GRANT.
LAST YEAR WE RECEIVED A ALLOCATION OF $10.6 MILLION.
THE MAY REVISION CLAUSE BACKED $5.6 MILLION, ROUGHLY OF THAT LEAVING US ROUGHLY ABOUT 5 MILLION.
SO BASICALLY CUTTING THAT IN HALF THAT PROGRAM IN HALF.
AND SO, UM, LUCKILY THAT WE HAVEN'T REALLY LAUNCHED TOO MANY LARGE PROGRAMS DOWN THERE, BUT THIS WOULD DRAMATICALLY AFFECT US MOVING FORWARD ON ALLOCATING ADDITIONAL SUPPORT.
SO SO THESE ARE TWO BIG POINTS THAT THAT I WANTED TO BRING UP ON IT.
AND THIS ALL KIND OF STEMS TO THE STATES BUDGET DEFICIT THIS YEAR.
AND SO FIGURING OUT WAYS TO CUT PROGRAMS WITHOUT NECESSARILY CUTTING THE ONGOING COLA AMOUNT, THE STATE REALLY MADE AN EFFORT TO CONTINUE TO FULLY FUND THAT COLA.
HOWEVER, TO DO SO, THAT MEANT THAT SOME OF THESE OTHER PROGRAMS WERE AFFECTED.
ALSO, WHICH WAS GOOD NEWS IN THE MAY REVISION.
BUT I WON'T TOUCH TOO MUCH OF THIS BECAUSE A LOT HAS CHANGED SINCE THIS MAY.
REVISION WAS OUR HOUSING PROJECT.
[00:30:02]
HOWEVER, AT THE MAY REVISION, THE STATE DID COMMIT $400 MILLION OF AVAILABLE STUDENT HOUSING RESOURCES FOR COMMUNITY COLLEGES FOR THE 2324 YEAR.I'M NOT GOING TO GO TOO MUCH BEYOND THAT BECAUSE THIS IS COMPLETELY NOW CHANGED AND YOU'LL PROBABLY HEAR MORE PRESENTATIONS ON THIS AND GET SOME UPDATES MOVING FORWARD BECAUSE NOW SINCE THE BUDGET HAS BEEN SIGNED AND I'M SURE DR.
YES, IT'S STILL IN THE BUDGET, BUT IT THE FUNDING HAS HAS KIND OF CHANGED A LITTLE BIT, BUT THAT'S ALL I'LL SAY ON THAT ON THAT. SO THAT'S REALLY KIND OF THE MAY REVISION.
AGAIN, VERY LIGHT, NOT VERY MUCH ON THAT, WHICH, YOU KNOW, FROM A BUDGET STANDPOINT IT WAS EASY BECAUSE THE LAST COUPLE OF YEARS WE'VE HAD JUST A BUNCH OF MONEY COMING OUR WAY, DIFFERENT PROGRAMS, DIFFERENT INITIATIVES.
OKAY. SO OUR BUDGET, SO OUR BUDGET ASSUMPTIONS AGAIN WAS DRIVEN BASED ON THE COLA OF 8.22.
SO THAT HAS ALREADY BEEN ADJUSTED IN, IN OUR TENTATIVE BUDGET.
ALSO IT REFLECTED OUR FOND OF OF POSITIONS OF FULL TIME FACULTY POSITIONS OF 298 POSITIONS.
AND THESE NEXT TWO SLIDES IS THE CONTINUOUS INCREASE IN THE PER'S CONTRIBUTION RATES.
AND SO WE HAVE TWO MAJOR PENSIONS THAT WE PAY CONTRIBUTE TO ONE ON THE ACADEMIC SIDE OF THE HOUSE, WHICH IS OUR STEERS PROGRAM. AND YOU CAN SEE THE THESE INDIVIDUAL AMOUNTS REPRESENT AN ADDITIONAL ON TOP OF WHAT WE WERE PAID INTO IT LAST YEAR WITH.
THE GREAT THING ABOUT IT IS THE EMPLOYER RATE STAYED CONSISTENT AT 19.1%.
THERE'S NO INCREASE IN THAT OVER THE LAST TEN YEARS.
YOU CAN SEE THIS RATE INCREASING FROM 8.88% TO NOW BEING CONSISTENT AT 19.1% RIGHT NOW.
SO OVER THE LAST TEN YEARS, YOU COULD SEE THIS RATE HAS NEARLY DOUBLED.
AND THEN THE SAME THING ON THE OUR OTHER PENSION, WHICH IS OUR PERS CALPERS PENSION.
AND AGAIN, YOU CAN SEE ON THE FAR RIGHT THE EMPLOYER CONTRIBUTION RATES OVER THE LAST TEN YEARS STARTING AT 11.7 AND NOW TODAY FOR THE FOR THIS TENTATIVE BUDGET, WE'RE AT 26.68%.
AND THEN THIS CHART ILLUSTRATES THE STATUTORY BENEFITS THAT WE ARE REQUIRED TO PAY, BOTH BROKEN DOWN FROM OUR CLASSIFIED OR ACADEMIC.
AND THEN YOU CAN SEE THOSE TWO PENSION RATES IN THERE AND THEN ALSO THE OTHER STATUTORY BENEFIT RATES AS WELL. THIS CHART IS OUR FULL TIME EQUIVALENT STUDENTS OR FTES.
AND SO AND AGAIN, KIND OF KIND OF REFRESHER FROM MY PAST PRESENTATIONS ON THAT THIS FISCAL YEAR THAT WE'RE JUST ABOUT TO CLOSE OUT IS THE LAST YEAR OF WHAT THEY CALL THE EMERGENCY CONDITION ALLOWANCE.
THIS IS THE LAST YEAR THAT WE'RE ABLE TO DO THAT.
SO WHAT THIS COLUMN ILLUSTRATES.
SO IF YOU LOOK AT THE MIDDLE, RIGHT, BASICALLY IN THE MIDDLE COLUMN WHERE IT SAYS TOTAL FTES REPORTED, THAT IS OUR ACTUAL PHYSICAL REPORTED FTES YEAR TO YEAR ON THAT BECAUSE WE ARE ABLE TO PARTICIPATE IN THE ECA PROGRAM, THE EMERGENCY CONDITION.
WE PARTICIPATED IN THAT PROGRAM FOR THREE YEARS.
AND WHAT THAT DID IS IT TOOK OUR OUR FTES FROM 1920 AND WHATEVER WE ACCUMULATED OR REPORTED THERE, THAT WAS OUR CONTINUOUS FTES ON THAT.
SO IF YOU ACTUALLY THEN GO TO THE SECOND TO THE LAST COLUMN FROM THE RIGHT AND YOU LOOK AT TOTAL FUNDED FTES, THAT FTES REPRESENTS WHAT WE ACTUALLY FUNDED.
AND THEN YOU CAN SEE THE DIFFERENCE WHAT ECA MADE UP.
[00:35:01]
SO IN THAT FIRST FISCAL YEAR UNDER ECA IN 2021, ECA PROVIDED US AN ADDITIONAL 1200 FTES IN THE SECOND YEAR OF OF ECA THAT PROVIDED US 3400 FTES.SO AND THEN YOU CAN SEE KIND OF THE PROJECTIONS OF WHAT WE'RE WE'RE WHAT FTES COULD BE ON TENTATIVE BUDGET RIGHT NOW AND THEN THAT AND THEN WHAT HOW THAT WOULD THEN AFFECT OUR THREE YEAR AVERAGE BECAUSE WE'RE NOT FUNDED ON A PER YEAR BASIS.
WE'RE FUNDED ON A ROLLING THREE YEAR AVERAGE.
SO OBVIOUSLY THIS FISCAL YEAR WE'RE ABOUT TO CLOSE, WE HAD A THREE YEAR AVERAGE OF 17,362 FTES.
SO WE'RE PROJECTING OUR THREE YEAR AVERAGE WILL DIP A LITTLE BIT DUE TO NEXT YEAR'S FTES.
NOT WE'RE NOT. SINCE WE'RE ROLLING OFF OF ECA, WE'LL HAVE TO REPORT OUR ACTUAL FTES.
AND SO THAT WOULD THEN DROP OUR THREE YEAR AVERAGE SLIGHTLY TO ABOUT 16,886 FTES.
SO YES, DO YOU HAVE A LATER SLIDE WHAT THAT MEANS IN DOLLARS? I DON'T HAVE IT IN DOLLARS IN HERE, BUT I'D BE HAPPY TO SHARE THAT AT MY NEXT PRESENTATION.
I'LL DEFINITELY ADD THAT SLIDE IN THERE.
AND SO. OKAY. OUR BUDGET INCLUDES 731 POSITIONS, FULL TIME POSITIONS BROKEN DOWN BY OUR FULL TIME FACULTY, CSI MANAGEMENT, CONFIDENTIAL CHILD DEVELOPMENT, AND OUR EXECUTIVE TEAM AND BOARD.
SO THOSE ARE THE BUDGETED POSITIONS IN THE BUDGET.
THIS ENCOMPASSES ALL THE ACADEMIC SALARIES.
SO WHAT MAKES UP ACADEMIC SALARIES IS ALL OF OUR FACULTY, BOTH FULL TIME, PART TIME MEANING COUNSELORS, LIBRARIANS, ANY OF OUR ACADEMIC DEANS AND PRESIDENT WOULD BE ALL ROLLED UP AS A ACADEMIC SALARY, AND THAT REPRESENTS ROUGHLY ABOUT 45.36% OF THE OVERALL GENERAL FUND BUDGET.
CLASSIFIED SALARIES ARE THE NEXT.
THOSE ARE ALL OF OUR CSA MEMBERS.
CONFIDENTIAL CLASSIFIED MANAGEMENT, INCLUDING MYSELF, WOULD ALL BE INCLUDED IN THIS NUMBER.
THAT REPRESENTS A LITTLE BIT MORE THAN 18.5% OF THE OVERALL BUDGET AND FOLLOWED BY OUR BENEFITS, WHICH REPRESENTS ANOTHER OR A LITTLE BIT, A LITTLE UNDER 28%, WHICH COMBINED TOTAL OF OUR BOTH OUR SALARY AND BENEFITS. IT'S ROUGHLY 91% OF OUR OVERALL BUDGET IS SALARY AND BENEFITS AND THEN FOLLOWED BY SUPPLIES, CONTRACT SERVICES, CAPITAL OUTLAY AND THEN OUR TRANSFERS TRANSFERS OUT ON THAT AND THEN THE PIE CHART ON THAT.
SO SO WE HAVE A TOTAL EXPENSE.
LARGEST EXPENSE IN CERRITOS COLLEGE HISTORY.
AS OUR BUDGET GROWS EVERY SINGLE YEAR OF 600, $162.7 MILLION IS OUR OVERALL EXPENSE BUDGET.
SO. THIS CHART ILLUSTRATES REVENUE OFFSET BY EXPENSES, WHICH THEN LEAVES US ROUGHLY ABOUT $51,000 SURPLUS.
AGAIN, AGAIN, THIS IS TENTATIVE.
A LOT HAS NOW CHANGED IN SINCE NOW THAT WE HAVE THE ADOPTED ON THAT.
SO WE DO ANTICIPATE THAT THE SURPLUS WILL INCREASE BOTH ON WHAT'S IN THE ACTUAL SIGNED BUDGET AND THEN ALSO BECAUSE THAT WE GOT WORD THAT OUR HALF DOLLARS WERE GRANTED EXTENSION.
SO THAT'S ALSO GOING TO DRIVE AND HELP THE OVERALL GENERAL FUND BUDGET.
THIS CHART IS OUR OPEB OR OTHER POST-EMPLOYMENT BENEFITS.
SO RIGHT NOW, AS OF ESTIMATED JUNE 30TH, WE HAVE SET ASIDE IN OUR OPEB FUND OF $13,369,000
[00:40:10]
TO OFFSET THE OPEB LIABILITY, WHICH BASED ON OUR UPDATED ACTUARIAL STUDY THAT WE GOT EARLIER THIS YEAR, WHICH EQUATES THAT LIABILITY OF $29.2 MILLION, THAT LEAVES ROUGHLY ABOUT A OPEB LIABILITY OF $15.8 MILLION.THAT WILL BE RECOGNIZING IN OUR YEAR END AUDITED FINANCIALS AS A OUTSTANDING LIABILITY.
LET ME TRANSITION REAL QUICK TO.
YES, THE ACTUAL BUDGET ITSELF.
DO YOU CONTROL OR CONTROL? THANK YOU. I'M NOT GOING TO GO TOO MUCH OVER THIS.
BUT I DO JUST WANTED TO SHARE REAL QUICK.
SORRY. JUST ADVANCE IT TO THE.
SO AGAIN, HERE'S OUR OVERALL BUDGET.
SO WE DO HAVE THE ADJUSTED BUDGET FOR LAST YEAR IN THERE.
THE SECOND COLUMN ON THAT PAGE IS THE TENTATIVE BUDGET.
AND THEN AS WE ALWAYS DO, WE ALSO ADD IN THE PROJECTED TWO YEARS OUT THERE ON THAT.
SO THIS JUST OUTLINES IN A LITTLE BIT MORE DETAIL OF WHAT I WENT OVER THE TENTATIVE BUDGET WITH FOR OUR OVERALL STATE FUNDS IS ROUGHLY $122.3 MILLION.
LOCAL FUNDS, WHICH IS THE BIGGEST CONTRIBUTOR OF OUR LOCAL FUNDS, IS OUR LOCAL PROPERTY TAXES.
THAT'S ROUGHLY ABOUT 40 PLUS MILLION DOLLARS.
THAT GIVES US ROUGHLY ABOUT $162.7 MILLION OF TOTAL REVENUES RECEIVING THIS YEAR'S BUDGET NEXT.
THIS IS NOW THE EXPENSE SIDE, OBVIOUSLY STARTING WITH THE ACADEMIC SALARIES.
SO WE HAVE, AGAIN, A TOTAL OF $73.7 MILLION OF ACADEMIC SALARIES IN THE TENTATIVE BUDGET, FOLLOWED BY THE CLASSIFIED SALARIES AND BENEFITS, WHICH GIVES US TOTAL SALARY AND BENEFITS OF 149.1 MILLION.
AND THEN WE HAVE OUR NON PAYROLL EXPENSES, ALL OF OUR DISCRETIONARY FUNDS WRAPPING UP ABOUT $13.5 MILLION, WHICH GIVES US A GRAND TOTAL OF $162,692,000, WHICH GIVES US A SURPLUS OF ROUGHLY ABOUT $50,000.
AND THEN IF YOU GO TO THE FINAL PAGE WITH THIS TENTATIVE BUDGET, THAT GIVES US AN ENDING BALANCE OF $45.9 MILLION AND THE NEXT TWO YEARS, YOU DO SEE A DEFICIT IN THOSE YEARS.
WHAT IS ALSO INCLUDED IN THE BUDGET ASSUMPTIONS ARE DOWN BELOW.
WE DO NOT PROJECT ANY FUTURE COLAS.
SO AGAIN, THESE FUTURE BUDGETS ARE ASSUMING NO COLAS.
THAT'S LIKELY NOT GOING TO BE THE CASE ON THAT.
[00:45:06]
BUT WE DON'T YOU KNOW, I DON'T LIKE NECESSARILY PUTTING IN A COLA THERE UNTIL WE HAVE A LITTLE BIT MORE INFORMATION BECAUSE ALL IT IS, IS JUST MY HYPOTHETICAL GUESS OF WHAT A COLA MAY BE AND THAT COULD KIND OF SKEW ANY FUTURE BUDGET.SO WE KIND OF LEAVE IT ALONE RIGHT NOW TO KIND OF SEE IT RAW OF WHAT IT IS.
IF WE GOT NO ADDITIONAL MONIES AND WHAT HOW THAT WOULD IMPACT OUR BUDGET.
BUT AGAIN, THE TENTATIVE BUDGET DOES SHOW A SMALL SURPLUS.
HAPPY TO ANSWER ANY QUESTIONS ANY OF THE BOARD MEMBERS MAY HAVE.
ANY THOUGHTS? ANYONE WHO HAS QUESTION.
THE. SO OBVIOUSLY, THIS IS THE TENTATIVE BUDGET.
WE'LL BE BRINGING THAT SEPTEMBER, SEPTEMBER.
BUT THIS ALLOWS US TO ESSENTIALLY BEGIN OPERATING COME JULY 1ST.
BUT AS OF RIGHT NOW, THIS IS NOT NECESSARILY A BAD BUDGET.
IT'S A BUDGET THAT WILL KEEP US GOING.
BUT IT'S IMPORTANT TO UNDERSTAND THE THIS IS PERHAPS THE LAST YEAR OF THIS TYPE OF BUDGET BASED ON HOW MUCH WE HAVE SPENT, NOT JUST AT THE STATE LEVEL, BUT AT THE LOCAL LEVEL, HOW THE ECONOMY IS BEHAVING AND ANY ADJUSTMENTS THAT ARE GOING TO HAPPEN FROM THIS POINT ON IN THE ECONOMY AT LARGE. AS YOU LOOK AT THE BUDGET AND OTHERS LOOK AT THE BUDGET, THERE WILL BE SOME PARTS THAT AT FIRST GLANCE SEEM VERY CONCERNING.
BUT I WOULD LIKE TO ASK YOU TO NOT WORRY SO MUCH RIGHT AWAY, BECAUSE THERE IS A LOT OF LANGUAGE THAT IS BEING CLEANED UP RIGHT NOW ON THE BUDGET.
AND IT SEEMS THAT THE NEGOTIATIONS WERE QUITE INTENSE UP TO THAT POINT.
WE HAD IN THE BUDGET TO BE TO RECEIVE FUNDING FOR HOUSING.
SO WE DID ALL A GOOD JOB TRYING TO GET CERRITOS COLLEGE TO POSITION PROPERLY.
HOW ARE WE GOING TO BE FUNDED? THAT IS THE COMPLICATION AT THIS PARTICULAR TIME BECAUSE THE LANGUAGE SEEMED TO NO REFLECT THE INTENTION OF EVERYONE THAT CAME TOGETHER TO DO THIS WORK.
SO OVER THE NEXT COUPLE OF WEEKS, IT'S VERY LIKELY THAT YOU SEE SOME CHANGES ON THAT LANGUAGE TO REFLECT THE INTENTION OF PROPERLY FUNDING COLLEGES TO DO THE HOUSING.
NOW THE FUNDING COULD COME STRAIGHT OUT FROM THE STATE BONDS OR SO ON.
SO WE ARE TRYING TO CLARIFY THAT AT THIS TIME.
WE HAVE BEEN INVOLVED IN THOSE CONVERSATIONS.
IT'S JUST CLEANING UP THE LANGUAGE AND HOW THE BILLS READ.
SO HOPEFULLY THAT IS SORTED OUT IN THE NEXT COUPLE OF WEEKS.
WHEN YOU ALSO LOOK AT THE BUDGET, YOU'RE GOING TO SEE SOMETHING THE REFLECTS POTENTIAL DEFICIT FACTOR OF NEARLY 11%. IT IS A TEMPORARY DEFICIT FACTOR THAT IS CONNECTED WITH THE EDUCATION PROTECTION PLAN.
TRADITIONALLY, THE EDUCATION PROTECTION PLAN HAS ALLOWED BACKFILL UPON THE APPROVAL OF THE GOVERNOR AND THE LEGISLATION FOR COMMUNITY COLLEGES TO GET THAT MONEY THIS YEAR, BECAUSE THE BUDGET WAS NOT SIGNED AT THE TIME OF THE CERTIFICATION.
THE P TWO ESSENTIALLY OR FUNDING ALLOCATION FOR THE SECOND PART OF THE YEAR SHOWS THAT WE ARE GOING TO HAVE A SHORTFALL OF 11 OR 12% OR SOMETHING TO THAT EXTENT, WHICH IS HUGE.
UM, BUT IT'S TOO EARLY REALLY TO TO THINK THAT THAT IS GOING TO STAND THROUGHOUT THE YEAR.
[00:50:09]
HOUR PERIOD. SO THERE HAS NOT BEEN ENOUGH TIME TO CLEAN UP LANGUAGE AND TO REBALANCE ANYTHING THAT THEY NEED TO DO.SO THERE ARE SOME CONCERNING AREAS.
BUT THE LANGUAGE IS NOT FINAL.
SO IT'S VERY LIKELY THAT WHAT YOU SEE TODAY IS GOING TO CHANGE DRAMATICALLY.
WE'LL KEEP YOU UPDATED AS THE CONVERSATIONS DEVELOP.
I'LL MOVE APPROVAL OF THE ITEM.
[6.01 Reports and Comments from District Officials]
SO WE WE ARE GOING TO MOVE ON TO SECTION SIX REPORT AND COMMENT FROM THE DISTRICT OFFICIALS.SHALL WE START WITH OUR STUDENT TRUSTEE, JACKIE SCOTT? NO COMMENT. NO.
IT HAD BEEN A LONG TIME BEFORE THERE WAS A BOARD MEETING.
I THINK IT WAS THE THE NORWALK MAYOR'S PRAYER BREAKFAST ON MAY 24TH.
DEFINITELY THE EARLIEST IN THE AREA AT 630, BUT ALWAYS HAPPY TO GO THERE ANYWAY.
AND. THE MEMORIAL DAYS AT BOTH LA MIRADA AND NORWALK.
I ATTENDED BOTH, AND I BELIEVE IT WAS THE CULINARY ARTS GRADUATION THAT OCCURRED IN BETWEEN AS WELL. SO HAPPY TO ATTEND THAT, AS THAT WAS THE, TO MY KNOWLEDGE, THE ONLY GRADUATION IN THE MIDDLE OF THE DAY OTHER THAN.
THE MAIN ONE ITSELF SO I CAN ATTEND THOSE.
OTHERWISE LOOKING FORWARD TO A GOOD SUMMER AND STARTING.
STARTING AFRESH WITH A NEW CLASS.
I ATTENDED THIS WEEK WAS JUST THE OPEN HOUSE.
THE FORMER ASSEMBLY MEMBER, BLANCO PACHECO HAD HER AT DOWNEY.
AND THAT WAS THE ONLY THING THAT I ATTENDED.
PEREZ. UM, REALLY, THE ONLY THING IS WE HAD A VERY GOOD, LONG, PRODUCTIVE DAY TODAY.
WE STARTED OFF THIS MORNING WITH CHANCELLOR CHRISTIAN AND SUPERINTENDENT MIKE MUNOZ WITH THEIR DUAL ENROLLMENT TWO BACCALAUREATE DEGREE INTEGRATION.
SO IT WAS NICE TO HEAR A LITTLE BIT FROM FROM THE STATE AT THE STATE LEVEL AND THEN AT THE LOCAL LEVEL ABOUT THE DIFFERENT DUAL ENROLLMENT EFFORTS THROUGHOUT THE STATE AND REALLY THE NEED TO HAVE A MUCH MORE CLOSELY PARTNERSHIP WITH THE CSU AND THE U.S.
ONE OF THE THINGS THAT LUKE SAID WAS, AGAIN, WE WERE TALKING ABOUT REMOVING BARRIERS AND ONE OF THE THINGS THEY IDENTIFIED AS A BARRIER ARE THE I GUESS THEY HAVE A PRETTY HIGH STUDENT HEALTH FEE.
THEY'RE MUCH HIGHER THAN OURS.
AND WHAT THEY DO IS FOR DUAL ENROLLMENT STUDENTS WHO DON'T HAVE MONEY TO PAY FOR THE HEALTH ENROLLMENT FEE, THEY PAY FOR THE FEES WITH THE FOUNDATION, THE FOUNDATION COVERS THAT. SO I ASKED DR.
FIERRO TO TAKE A LOOK AT IT TO SEE HOW IT PANS OUT, WHAT RESOURCES THAT WE WOULD POSSIBLY EXPLORE, LOOK AT THINGS LIKE, OH GOSH, WHAT RESOURCES POSSIBLY COULD WE EXPLORE? AND AGAIN, IF IT MAKES SENSE, LIKE AGAIN, LIKE I DON'T KNOW HOW MUCH MONEY WE GET FOR EACH STUDENT OR ENROLLMENT.
I DON'T KNOW ANY OF THOSE DETAILS.
BUT IF IT MAKES SENSE FOR THE INVESTMENT TO COVER, WHAT'S OUR FEES? I FEEL LIKE I PAY $38 A EVERY EVERY CLASS MY CHILD TAKES, I PAY $38.
AND, YOU KNOW, IT DOESN'T SEEM LIKE A LOT FOR ME, RIGHT? BECAUSE I'M THE PARENT AND I'M PAYING IT, BUT I DON'T KNOW IF IT TRULY IS A BARRIER FOR OTHER STUDENTS.
AGAIN, IF WE'RE REALLY TRYING TO REACH THE GOAL.
THE ONE THING, TOO, THAT THEY MENTIONED TOO, WHICH WAS WE MOVE, WE SOMEHOW WE MOVED TODAY FROM EVERY NINTH GRADER TAKING $1 MILLION CLASS TO EVERY HIGH SCHOOL STUDENT, COMPLETING 12 UNITS BY THE TIME THEY GRADUATE.
SO I DON'T KNOW HOW WE WENT FROM FROM THERE TO NOW.
EVERY HIGH SCHOOL STUDENT IS GOING TO GRADUATE WITH 12 UNITS.
I MEAN, A VERY AMBITIOUS GOAL.
SO AGAIN, I DO THINK THIS IS SOMEWHERE THAT THE CHANCELLOR IS REALLY SEEING REALLY LEANING IN.
[00:55:03]
THE OPPORTUNITIES. AND I THINK SHE'S VERY INTERESTED IN WORKING VERY, VERY CLOSELY WITH LOCAL BOARDS AND WITH LOCAL TRUSTEES AND REALLY, YOU KNOW, RESPECTING OUR ROLE IN LOCAL DECISION MAKING, WHICH I THINK IS GOING TO BE REALLY POSITIVE CHANGE.SO IT WAS IT WAS A REALLY GOOD MEETING TODAY.
TRUSTEE GREEN. IT'S VERY BRIEF.
WE WE HAVE BEEN, AS I WAS TRYING TO CONVEY DURING THE BUDGET, QUITE INVOLVED IN A LOT OF THE CONVERSATIONS THAT ARE HAPPENING ON LANGUAGE, ON ALLOCATIONS AND ESSENTIALLY HOW WE TRANSITIONING INTO THE NEXT YEAR.
SO THAT THAT HAS OCCUPIED QUITE A BIT OF MY SCHEDULE.
AND I THINK THERE IS A REALLY GOOD SYNERGY AND WILLINGNESS TO WORK TOGETHER AND HAVE A BRAND NEW RELATION WITH THE COLLEGES, THE CHANCELLOR'S OFFICE AND THE BOARD OF GOVERNORS.
THE OUTGOING PRESIDENT OF THE BOARD OF GOVERNORS WAS PART OF OUR CONVERSATION TODAY.
I THINK THAT IS A POSITIVE SIGN AND IT'S INCREDIBLY IMPORTANT AS WE MOVE INTO THE NEXT COUPLE OF YEARS THE SEEM THAT THEY ARE GOING TO BE COMPLICATED IN A NUMBER OF FRONTS AT THE STATE LEVEL.
SO WE ARE LOOKING FORWARD TO THAT COLLABORATION OVER THE NEXT FEW DAYS.
WE'LL CONTINUE TO WORK WITH STATE AND OFFICIALS IN SACRAMENTO ABOUT SEEKING CLARIFICATION ON THE LANGUAGE ON ON THE BUDGET AND IN SOME OF THE ITEMS THAT CONCERN US THE MOST, ONE BEING HOUSING AND OBVIOUSLY THE OTHER ONE IS THE DEFICIT FACTOR.
BUT BUT I THINK THE CONVERSATION IS STILL VERY EARLY.
AND AND THERE WAS A LOT OF THINGS THAT HAPPENED TOO QUICKLY.
SO WE'LL SEE HOW THAT TURNS OUT.
BUT BUT CONVERSATIONS ARE ONGOING.
I WILL ALSO LIKE TO TAKE A MINUTE TO RECOGNIZE AS, UM.
UH, MAYA IS LEAVING THE DISTRICT IN A COUPLE OF WEEKS, AND I WANT TO RECOGNIZE MAYA'S LEADERSHIP AND SUPPORT TO THE COLLEGE AND TO ALL OF US OVER TEN YEARS.
AND THERE ARE A FEW OF THE THINGS THAT I THINK WE NEED TO HIGHLIGHT AND REMEMBER MAYA'S LEADERSHIP ONE.
THE LOGO THAT YOU SEE TODAY, THAT WAS A LOT OF PAIN AND SUFFERING FOR WELL OVER A YEAR.
SO THAT IS SOMETHING THE WE NEED TO ATTRIBUTE TO MAYA AND HER WORK DURING THAT TIME.
BUT NOW EVERYWHERE WE GO, WE SEE THE LOGO AND EVEN IN FACT WAS SUGGESTED THAT WE WERE IN A MEETING.
THAT WAS THE FIRST COMMENT BEFORE EVEN LOOKED AT ANYTHING ELSE.
[01:00:01]
WE CHANGED A LITTLE BIT THE FORMAT OF CONVOCATION, MAKING IT A LITTLE MORE FUN, ENGAGING, ENTERTAINING AND DOING A FEW THINGS THAT ARE A LITTLE SILLY AND UNCONVENTIONAL BUT REALLY BRING ATTENTION TO PEOPLE.AND THAT WAS MAYA'S BEHIND THAT.
AND SOMETHING THAT IS A LITTLE MORE OUTSIDE OF HER TRADITIONAL ROLE IS THE WORK THAT SHE DID AND CONTINUES TO DO TO THIS DAY WITH BECK. MAYA IS A FOUNDING MEMBER AND AN ADVOCATE FOR BECK, AND THAT'S ONE OF THE FEW THINGS NO ONE OF THE FEW OF THE THINGS THAT THAT I LIKE TO THANK YOU RECOGNIZE YOU FOR.
AND WE WILL REMEMBER YOU BY FONDLY ON THE JOB.
SO I ALSO HAVE A VERY SHORT REPORT.
