THIS COULD BE SOLVED BY ALLOWING OTHER MEMBERS OF THE PUBLIC IN ATTENDANCE TO YIELD THEIR TIME TO THE PRIMARY SPEAKER AS A SHOW OF SUPPORT FOR THAT SPEAKER'S MESSAGE.

FIERRO'S COMMENTS IN THE JANUARY 25TH, 2023 BOARD MEETING IN RESPONSE TO MY PUBLIC COMMENT.

HE CLAIMED THAT THE CHANGES REQUESTED COULD NOT BE MADE BECAUSE STATE LAW REQUIRES DUAL ENROLLMENT STUDENTS TO BE PART TIME ONLY AS NO STUDENT COULD HANDLE BEING FULL TIME IN BOTH HIGH SCHOOL AND COLLEGE.

THIS IS INCORRECT ON BOTH PARTS.

I MYSELF TOOK 16.5 UNITS IN FALL 2021.

16.5IN SPRING 2022.

14IN. SUMMER 2022.

14 IN FALL 2022 AND AM CURRENTLY TAKING 14.5 THIS SEMESTER.

ALL OF THESE QUALIFY ME AS A FULL TIME HERE AT CERRITOS COLLEGE.

THE REASON I MADE THE COMMENT I DID AND REQUESTED THE CHANGES I DID IS BECAUSE STATE LAW DOES ACTUALLY LIST A DESIGNATION OF SPECIAL FULL TIME STUDENT.

SO RESTRICTING COLLEGE POLICY ONLY TO THE SPECIAL PART TIME STUDENT DESIGNATION DOESN'T REALLY MAKE SENSE.

THE THIRD COMMENT IS FROM AMY PARKER.

I RISE TODAY TO ASK THE BOARD OF TRUSTEES TO SUPPORT THE PROVIDING OF FREE MENSTRUAL PRODUCTS IN THE BATHROOMS HERE AT CERRITOS COLLEGE.

I WROTE AND WORKED TOWARDS THE PASSAGE OF J.R.

DASH 222306 AND ASK WHICH WAS MENTIONED IN THE PREVIOUS BOARD MEETING.

PROVIDING MENSTRUAL PRODUCTS IN THE BATHROOMS FOR FREE WILL SIGNIFICANTLY HELP STUDENTS IN TIMES OF EMERGENCY AS THE CURRENT LOCATIONS FOR FREE PRODUCTS REQUIRE THEM TO WALK ALL THE WAY ACROSS THE CAMPUS.

ACTION BY THE BOARD TO CHANGE THE STATUS QUO, WHICH IS THAT PRODUCTS COST $0.25 PER ITEM, WOULD SIGNIFICANTLY HELP THE STUDENTS AS WELL AS THE FACULTY SLASH STAFF. WHICH IS WHY BOTH CHAMBERS OF ASK THAT VOTED ON THIS ITEM PASSED IT UNANIMOUSLY.

NOW, THE GENERAL TOPIC THAT I WANT TO ADDRESS IS HOW, WHEN IT COMES TO A LOT OF THINGS, THE COLLEGE ACTS LESS LIKE A PUBLIC INSTITUTION AND MORE LIKE A BUSINESS.

NOW, THERE ARE DEFINITELY TIMES WHEN ACTING LIKE A BUSINESS IS ABSOLUTELY NECESSARY.

FOR INSTANCE, WHEN IT COMES TO TRYING LIKE RECRUITING STUDENTS, A BUSINESS MINDSET IS IMPORTANT IN THOSE CASES.

BUT THERE'S A LOT OF TIMES WHERE PUBLIC INSTITUTIONS SHOULD NOT BE THINKING LIKE BUSINESSES.

FOR INSTANCE, WHEN IT COMES TO PUBLIC RECORDS ACT REQUESTS, FOR INSTANCE, A LOT OF THE HANDLING OF THEM HAS BEEN DONE LIKE A BUSINESS, YOU KNOW, TRYING TO FIGURE OUT ANY POSSIBLE LITTLE THING THAT COULD BE USED TO JUSTIFY NOT PROVIDING RECORDS, WHEREAS WITH MOST OTHER INSTITUTIONS, THEY'RE INSTEAD TRYING TO FIGURE OUT, OKAY, HOW CAN WE WORK TO PROVIDE RECORDS AS MUCH AS POSSIBLE? AND THIS AND THERE'S ALSO A LOT OF ISSUES THAT HAVE BEEN BROUGHT UP THROUGH THIS BUSINESS MINDSET HELD BY THE COLLEGE THAT HAVE, YOU KNOW, TRANSITED MANY YEARS, MANY COLLEGE ADMINISTRATIONS, YOU KNOW, MANY SLATES OF THE BOARD OF TRUSTEES, FOR INSTANCE, YOU KNOW, DISPUTES OVER COLA INCREASES HAPPENED IN 2018, 2019.

AND THEN ALMOST THE EXACT SAME THING HAPPENED AGAIN IN 2022.

IF THE COLLEGE WAS ACTING MORE LIKE A PUBLIC INSTITUTION, THESE ISSUES WOULD HAVE BEEN RESOLVED A LOT QUICKER.

BUT BECAUSE IT ACTED LIKE A BUSINESS, A LOT OF STUFF ENDED UP CAUSING IT TO BACK DOWN.

OR WHEN IT COMES TO SEEKING HEALTH CARE THROUGH THE NEW STATE PROGRAM FOR ADJUNCT FACULTY, THAT WAS SOMETHING WHERE THE FUNDS ARE ALREADY AVAILABLE FROM THE STATE, BUT THE COLLEGE HAS NOT TAKEN ACTION TO ACTUALLY PROVIDE THAT.

THERE'S A TON OF OTHER ISSUES THAT ARE BOTH CURRENTLY PRESENT AND WHICH HAVE BEEN PRESENT MANY TIMES IN THE PAST.

I THINK PART OF WHY THIS DOESN'T USUALLY GET ADDRESSED IS BECAUSE, AS TO YOUR STUDENTS, MOST OF US ARE OUT WITHIN 2 TO 4 YEARS.

SO I'M A LITTLE BIT MORE.

BUT UNLIKE IN A YOU KNOW, FOUR YEAR COLLEGE WHERE THEY'RE HERE FOR 4 TO 6 YEARS, WE DON'T HAVE AS MUCH OF A MEMORY AS STUDENTS AS TO, YOU KNOW, EVERYTHING THAT'S HAPPENED.

SO THAT'S WHY, YOU KNOW, 2018, THE COLA PROBLEMS HAPPENED AND THEN 2022 THEY HAPPENED AGAIN.

AND THERE WASN'T AS MUCH STUDENT MEMORY OF WHAT HAD HAPPENED IN 2018.

AND THOSE AREN'T THE FIRST TWO TIMES THAT'S HAPPENED.

SO I THINK MY GENERAL POINT OVERALL IS IF THE COLLEGE WANTS TO, YOU KNOW, PROVIDE BETTER FOR THE STUDENTS AND THE FACULTY, IT NEEDS TO ADOPT A MINDSET OF BEING MORE LIKE, HOW CAN WE BEST SERVE THE PEOPLE AS A PUBLIC INSTITUTION, NOT HOW CAN WE ACT LIKE A TYPICAL BUSINESS.

THOSE WHO VOTED FOR YOU AND EVEN THOSE WHO DIDN'T VOTE FOR YOU BECAUSE YOU HAVE A SACRED HONOR AND A DUTY AND A PRIVILEGE TO REPRESENT EVERYBODY THAT LIVES IN YOUR DISTRICT.

AND THAT HAS AN IMPACT ON EVERYBODY THAT WORKS HERE.

THE OVER 800 FACULTY, THE OVER 200 CLASSIFIED STAFF, AND OF COURSE, THE THOUSANDS AND THOUSANDS OF STUDENTS WHO REWARD US WITH THEIR TRUST EVERY SINGLE SEMESTER THAT THEY COME BACK.

AND SO I AM HONORED TO BE ABLE TO ADDRESS YOU ON A REGULAR BASIS.

AND SO FIST BUMPS ASIDE, I COME WITH RESPECT.

AND SO WITH THAT SAID, WELCOME TO THE EVENING.

NOW, YESTERDAY, THE BOARD OF NO, YESTERDAY THE FACULTY SENATE VOTED TO GIVE ME PERMISSION TO SIGN THE LETTER THAT YOU WILL BE SENDING TO, I BELIEVE, THE CHANCELLOR'S OFFICE IN TERMS OF SUPPORTING THE STUDENT HOUSING PROJECT.

IT WAS DOWN TO THE WIRE TIMING WISE, BUT WE WERE ABLE TO GET IT PASSED YESTERDAY AND A FACULTY SENATE MEETING.

AND I'M HAPPY TO SAY THAT I SIGNED THAT DOCUMENT LATER ON THIS THIS AFTERNOON.

AND I HOPE THAT IT ACCOMPANIES THE PACKAGE THAT THE DISTRICT PUTS FORWARD TO THE STATE.

AND IF ANYBODY EVERYBODY DOESN'T KNOW, CERRITOS COLLEGE WAS THE NUMBER ONE RANKED APPLICATION OUT OF ALL THOSE SUBMITTED FOR THIS PROJECT. AND THAT'S SOMETHING TO BE VERY PROUD OF.

SO I LOOK FORWARD TO ASSISTING IN THAT MATTER.

NOW, I DID GET SOME RECOMMENDATIONS AND SOME REQUESTS FROM SOME FACULTY WHO WERE WORRIED THAT THE FOOTPRINT THAT WILL BE CREATED BY THE NEW STRUCTURES, THE BUILDINGS, ETCETERA, SHOULD WE BREAK GROUND AND BE ABLE TO BUILD IT.

THEY ARE WORRIED THAT IT WILL CREATE AN ADVERSE IMPACT ON PARKING FOR FACULTY IN THAT PARTICULAR AREA, SPECIFICALLY IN HEALTH OK PEOPLE LIKE IN THE NURSING PROGRAM WHO EVERY DAY HAVE TO MOVE VERY HEAVY, LARGE, EXPENSIVE EQUIPMENT TO AND FROM THEIR VEHICLES.

SO I AM SURE THAT IN THE MONTHS, YEARS AHEAD, AS LONG AS THIS PROJECT IS BEING WORKED ON, I KNOW THAT THE BOARD OF TRUSTEES AND THE DISTRICT WILL DO EVERYTHING IT CAN TO ENSURE THAT OUR FACULTY ARE NOT UNNECESSARILY ADVERSELY IMPACTED BECAUSE WE WANT OUR FACULTY TO BE ABLE TO PROVIDE THE BEST POSSIBLE SERVICES TO ALL OF OUR STUDENTS WITH THE LEAST AMOUNT OF, I GUESS, BURDEN IF POSSIBLE.

CCF WAS INFORMED THAT THOSE WHO APPLIED WERE APPROVED TO RECEIVE THE REIMBURSEMENT FOR THE FALL 2022 SEMESTER.

THIS IS GREAT NEWS FOR OUR PART TIME COLLEAGUES WHO PAY HEALTH CARE PREMIUMS AS THEY WERE ABLE TO REQUEST UP TO $3,300 FOR THE FALL 2022 REIMBURSEMENT PERIOD.

CCF ALSO THINKS THE DISTRICT FOR ALLOWING HEALTH CARE PARAMETERS OUTLINED IN OUR CBA TO CONTINUE TO CO-EXIST ALONGSIDE WITH THE ENHANCED PILOT PROGRAM.

THIS ALLOWED OUR ELIGIBLE PART TIME COLLEAGUES WHO MAY NOT HAVE HEALTH INSURANCE TO REQUEST REIMBURSEMENT FOR THEIR HEALTH CARE FOR UP TO $1,100 FOR THE FALL SEMESTER.

CCF WOULD ALSO LIKE TO RECOGNIZE THE WORK OF OUR CLASSIFIED AND CONFIDENTIAL COLLEAGUES ON THIS MATTER.

THIS TIME AROUND, THERE IS A TIME TIMELINE, TIGHT TIMELINE TO RECEIVE AND PROCESS AND PROVIDE REIMBURSEMENT FOR THE SEMESTER AND THE DEADLINE.

WE WILL NEVER BEEN ABLE TO MEET THAT DEADLINE.

IF IT WASN'T FOR THE ATTENTION AND THE EFFICIENCY OF OUR STAFF COLLEAGUES.

THE EXPANSION OF OUR HEALTH CARE REIMBURSEMENT PROGRAM IS A STEP IN THE RIGHT DIRECTION.

HOWEVER, WITH EACH WEEK WE SEE MORE AND MORE DISTRICTS ADOPTING A COMPREHENSIVE PART TIME FACULTY HEALTH INSURANCE POLICY THAT ALIGNS WITH AB 190.

MOST RECENTLY, LACCD REACHED AN AGREEMENT WITH THEIR FACULTY UNION TO OFFER DISTRICT PAID HEALTH INSURANCE TO PART TIME FACULTY WHO WORK AT LEAST 33% OF A FULL TIME FACULTY LOAD.

THIS AGREEMENT WOULD MEAN THAT PART TIME FACULTY WHO WORK AT LEAST FIVE UNITS WOULD HAVE THE OPPORTUNITY TO OPT INTO DISTRICT PAID HEALTH CARE IN LA COUNTY IS ELIGIBLE TO RECEIVE 100% OF THE COST REIMBURSED BY THE STATE.

THIS GAIN IS SIGNIFICANT BECAUSE LACCD IS OUR NEIGHBORING DISTRICT.

IT IS A DISTRICT THAT MANY OF OUR PART TIME FACULTY WORK FOR.

THIS ALSO MEANS THAT THIS IS THE DISTRICT.

OUR PART TIME FACULTY MAY PREFER OVER WORKING AT CERRITOS IN THE SUBSEQUENT YEARS BECAUSE LACCD PAYS FOR THEIR HEALTH CARE.

THIS MEANS THAT IT MAY BECOME MORE DIFFICULT FOR CERRITOS COLLEGE TO HIRE AND RETAIN OUR TALENTED PART TIME FACULTY.

IT IS IMPORTANT FOR CERRITOS TO CONTINUE THE CONVERSATION AROUND PART TIME HEALTH CARE.

CCF AND THE DISTRICT WILL ENTER CONVERSATIONS AROUND HEALTH CARE FOR FACULTY AS EARLY AS THIS SUMMER.

SO RECENTLY I HAD THE PRIVILEGE AND HONOR OF ATTENDING AN HCRC CONFERENCE IN WASHINGTON, DC, ALONGSIDE THREE OTHER ACC STUDENT LEADERS BRIAN MORALES, BRYCE TREVINO AND BRANDON FLAMENCO.

MEDINA. I ALMOST FORGOT HIS NAME AS WELL AS OUR ADVISOR, CHRIS DE LA CRUZ.

IT WAS SUCH AN AMAZING OPPORTUNITY AND I CANNOT THANK THE STUDENTS ENOUGH FOR ALLOWING US TO BE ABLE TO REPRESENT THEM ON A NATIONWIDE LEVEL.

WE GOT TO MEET WITH SO MANY OTHER COMMUNITY COLLEGES NATIONWIDE.

A LOT OF THEM WERE FROM CALIFORNIA, BUT IT WAS AMAZING JUST TO TOUCH BASE WITH OTHER COLLEGES TO SEE WHAT THEY WERE DOING, WHAT THEY'RE ADVOCATING FOR US PERSONALLY, WE WERE ADVOCATING FOR THE K THROUGH 12 SYSTEM TO ASK OUR STATE LEGISLATORS TO EXTEND THAT TO INCLUDE TWO YEARS.

SO ESSENTIALLY TO GET THEIR ASSOCIATE'S DEGREE OR HOWEVER LONG IT WOULD TAKE OUR STUDENTS TO ACHIEVE AN A AND ATTAIN AN ASSOCIATE'S DEGREE.

WE ALSO SPOKE ON ENVIRONMENTAL JUSTICE AS STUDENTS.

THAT IS A HIGH PRIORITY FOR MANY OF US TO BE ABLE TO LIVE ON A HEALTHY CAMPUS AND A HEALTHY ENVIRONMENT.

WE ALSO SPOKE ABOUT THE EQUITY GAP, ESPECIALLY IN HIGHER EDUCATION.

WE DID SOME RESEARCH ON THE EQUITY COMMITTEE THAT MET FOR OVER, I BELIEVE IT WAS THREE YEARS, AND WE SHARED OUR INFORMATION THAT WE COLLECTED WITH FROM THAT COMMITTEE, WITH OUR LEGISLATORS TO ASK THEM TO MAKE THAT A PRIORITY NATIONWIDE AS WELL.

AND THEN WE ALSO SPOKE ON THE HOUSING CRISIS, WHICH I KNOW CERRITOS COLLEGE IS DOING MANY DIFFERENT PROJECTS TO HELP TO I'M FORGETTING THE WORD TO ADDRESS THAT. SO I KNOW WE HAVE OUR OFF CAMPUS, THE THE VILLAGE, AND WE'RE ALSO KIND OF TALKING ABOUT MAYBE IMPLEMENTING DORMS AT SOME POINT.

BUT WE'RE JUST SHARING A LOT OF OUR PRIORITIES RIGHT NOW THAT CERRITOS COLLEGE WHAT THEY'RE DOING TO ADDRESS THOSE AND HOPING THAT MAYBE THEY CAN BE ADDRESSED ON A FEDERAL AND NATIONWIDE LEVEL AS WELL.

I ALSO WANTED TO MENTION THAT THE SENATE IS CURRENTLY GOING OVER THE BUDGET FOR THE NEXT FISCAL YEAR.

SO WE HAVE OUR TREASURER, DAVID HERNANDEZ HERE.

SO HE'S BEEN PUTTING IN A LOT OF WORK.

OUR BUDGET COMMITTEE MET SINCE, I THINK, APRIL, FEBRUARY, FEBRUARY 24TH.

SO THEY'VE MET TWO HOURS EVERY WEEK AND THEY PUT IN A LOT OF HARD WORK.

SO THE SENATE WILL BE LOOKING OVER THE BUDGET AND WE'LL BE VOTING ON THAT NEXT WEEK.

MY NAME IS ERIC HUBBARD. I'M THE DIRECTOR OF DEVELOPMENT AND STRATEGIC PARTNERSHIPS FOR HAVANAS INC.

WE ARE THE NONPROFIT HOUSING PROVIDER THAT HAS WORKED WITH CERRITOS COLLEGE SINCE 2016.

IN ORDER TO CREATE INNOVATIVE SOLUTIONS FOR STUDENTS WHO ARE EXPERIENCING HOMELESSNESS.

HAVANAS IS A NON PROFIT ORGANIZATION THAT'S OVER 30 YEARS OLD, FOUNDED BY FATHER RICHARD ESTRADA, WHO WAS A LEADER IN THE SOCIAL JUSTICE MOVEMENT, MARCHING WITH DOLORES HUERTA AND CESAR CHAVEZ. HE ESTABLISHED HAVANAS TO DO SOMETHING ABOUT THE UNDOCUMENTED YOUTH THAT WERE SHOWING UP ON THE DOORSTEP OF HIS CHURCH IN DOWNTOWN LA.

AND OVER 30 YEARS LATER, WE ARE NOW THE REGIONAL COORDINATOR FOR HOMELESS YOUTH IN SERVICE PLANNING AREA SEVEN, WHERE WE CAN HOUSE OVER 500 YOUTH ON ANY GIVEN YEAR THROUGHOUT OUR VARIETY OF HOUSING AND SUPPORTIVE SERVICES.

IN 2015, WE STARTED TO LEARN ABOUT A NEW POPULATION OF HOMELESS YOUTH THAT WE HAD NEVER HEARD OF, WHICH WAS HOMELESS COLLEGE STUDENTS.

AND SO WE SAW THAT COMMUNITY COLLEGES WEREN'T CONNECTED TO LA'S HOMELESS COORDINATED ENTRY SYSTEM, AND THERE WAS NO WAY OF REALLY ESTABLISHING HOUSING SUPPORT FOR STUDENTS WHO ARE EXPERIENCING HOMELESSNESS BECAUSE THEY WEREN'T COMING INTO THE SHELTERS, THEY WEREN'T BEING REFERRED TO OUR PROGRAMS, AND THEY WERE BEING KIND OF LEFT ON CAMPUS. AND SO WHEN FINANCIAL AID OFFICERS AND GUARDIAN SCHOLARS PROGRAM STARTED ASKING US IF WE COULD HOUSE THEIR STUDENTS, WE STARTED LEARNING AND UNDERSTANDING THAT THERE'S SOMETHING THAT WE HAD TO DO.

AND AS THE REGIONAL COORDINATOR HERE IN SERVICE PLANNING AREA, WE STARTED TO ESTABLISH WE WERE ABLE TO ESTABLISH A PARTNERSHIP IN 2016 WITH CERRITOS COLLEGE, WHERE WE LOCATED ONE OF OUR STAFF ON CAMPUS IN ORDER TO RECEIVE REFERRALS FROM THE COLLEGE.

AND WE WERE ABLE TO IDENTIFY PUBLIC, I MEAN, SOME PRIVATE FUNDING IN ORDER TO CREATE A FEW DIFFERENT TYPES OF HOUSING USING THE PRIVATE REAL ESTATE MARKET IN ORDER TO PLACE STUDENTS INTO HOUSING, IN ORDER TO USE HOUSING AS A TOOL TO HELP THEM GRADUATE.

THIS WAS NOTICED.

AND SO IN STATEWIDE IN 2020, AB 74 WAS PASSED BASED OFF OF THE MODEL THAT GIOVANNI'S AND CERRITOS COLLEGE HAD REALLY PIONEERED TO CREATE A FUNDING PILOT CALLED AB 74, WHICH ALLOWED OUR PROGRAM TO CONTINUE TO EXPAND HERE AND ALSO BE REPLICATED AT COLLEGES ACROSS THE STATE OF CALIFORNIA.

AT THE SAME TIME, WE HAD THE OPPORTUNITY WITH AN ALUM OF CERRITOS COLLEGE TO LOOK AT A REAL ESTATE INVESTMENT THAT THE COLLEGE REALLY HAD THE VISION TO TO PURSUE. AND DR. PIERRO TOOK THE LEADERSHIP ON THIS TO PURCHASE THE VILLAGE, WHICH IS JUST A BLOCK OFF CAMPUS JUST THAT WAY, WHERE GIOVANNI'S MASTER LEASES THE PROPERTY AND IS ABLE TO HOUSE UP TO 26 STUDENTS WHO ARE EXPERIENCING HOMELESSNESS AT ANY POINT IN TIME.

IT'S BEEN SUCH A JOURNEY OVER THE LAST FEW YEARS TO, AS GIOVANNI'S HAS CONTINUED TO WORK WITH THE COLLEGE AND OTHER COLLEGE PARTNERS THROUGHOUT LA COUNTY IN ORDER TO IMPLEMENT AB 74 THE VILLAGE AND ALWAYS LOOK FOR NEW AND INNOVATIVE WAYS THAT WE CAN CONTINUE TO PARTNER TOGETHER.

AND A BIG PART OF THAT PARTNERSHIP IS WORKING WITH WITH THE NEST AND THE FALCONS NEST AND REALLY THE BASIC NEEDS OFFICES HERE WITH PAMELA AND HER TEAM IN ORDER TO IDENTIFY THE STUDENTS AND CREATE A REFERRAL PATHWAY OVER TO GIOVANNI'S.

AND PAMELA, YOU WANT TO TALK ABOUT THAT? THANK YOU, ERIC. AGAIN, MY NAME IS PAMELA SEPULVEDA.

I'M THE CASE MANAGER OVER AT THE FALCONS NEST, ALSO KNOWN AS THE FALCON BASIC NEEDS PROGRAM.

AND THE FALCONS NEST PROGRAM STARTED IN SPRING 2020, AND I HAVE BEEN DEEPLY HONORED TO BE ABLE TO LAUNCH THIS PROGRAM AS THE HOUSING PROGRAM ALSO ACCELERATED UP.

RIGHT AFTER I STARTED, THE VILLAGE HAD ITS RIBBON CUTTING AND AND THAT HAPPENED IN SPRING 2020.

WHILE MOST OF US WERE WORKING AT HOME, OUR CAMPUS WAS WORKING REALLY HARD, AS YOU KNOW, TO BE REALLY INNOVATIVE AND GROUNDBREAKING, LITERALLY WITH OUR HOUSING PROGRAM. A LOT OF US KNOW ABOUT THE VILLAGE.

NOT EVERYONE REALIZES THERE'S PROGRAMING BEYOND THE VILLAGE.

IN FALL 2020 IS WHEN WE REALLY LAUNCHED THAT AB 74 FUNDING, WHICH WHAT THAT TRANSLATES TO IS MAKING SURE THAT THERE'S HOUSING OPTIONS FOR STUDENTS WHO HAVE FAMILIES AND STUDENTS WHO ARE OVER THE AGE OF 25.

AND THAT'S CRITICAL BECAUSE AS MANY OF US KNOW, OUR STUDENTS ARE NOT JUST A YOUNGER POPULATION.

WE HAVE STUDENTS OF ALL DIVERSE AGES AND FAMILY SIZES.

AND SO IT'S REALLY CRITICAL THAT WE RECOGNIZE IN THE FALL 2020, WE LAUNCHED OUR WHAT WE CALL RAPID REHOUSING AND PREVENTION PROGRAM, WHICH IN OTHER TERMS MEANS IF YOU ARE OVER THE AGE OF 25 OR WITH A FAMILY, WE CAN HELP SUPPORT YOU INTO HOUSING IF YOU'RE UNHOUSED OR IF YOU'RE ALREADY HOUSED.

HOWEVER, AT RISK OF LOSING YOUR HOUSING, WE CAN HELP YOU WITH WITH RENTAL SUPPORT AS WELL TO KEEP YOU IN YOUR HOUSING.

AND THIS IS ALL WRAPPED AROUND SERVICES PROVIDED THROUGH THE FALCONS NEST AND CASE MANAGEMENT THROUGH HOVHANESS THAT LAUNCHED IN 2020 CONTINUED.

IT USED TO BE VERY SUCCESSFUL.

THE REFERRAL AND CASES OPEN CONTINUE TO CLIMB EVERY YEAR, WHICH IS GREAT NEWS BECAUSE THAT'S WHAT YOU WANT TO HAVE HAPPEN IN A NEW PROGRAM.

AND THEN THIS SPRING I'M EXCITED TO ANNOUNCE THAT WE LAUNCHED THE SAFE LANDING PROGRAM, WHICH IS A MOTEL VOUCHER PROGRAM.

SAFE LANDING SOUNDS MUCH COOLER THAN MOTEL VOUCHER PROGRAM.

AND SO WE WANTED TO FORMALIZE THIS HOVHANESS WAS ALREADY STARTING TO DO THIS.

HOWEVER, IN COLLABORATING WITH THEM, WE WANTED TO FORMALIZE THIS SYSTEM SO THAT WE CAN HAVE A MORE URGENT RESPONSE TO STUDENTS WHO REPORT TO US THAT THEY ARE EXPERIENCING LITERAL HOMELESSNESS AND IT REALLY RAISES THEIR THEIR REFERRAL TO THE TOP OF THE LIST SO THAT WE CAN ENSURE THAT OUR STUDENTS, WHEN WHEN ELIGIBLE, ARE ABLE TO STAY IN IN SAFE HOUSING IMMEDIATELY WHILE WE TRIAGE THEM TO THEIR NEXT STEP.

SO WITH THAT, I WILL TURN IT OVER TO DR.

MILLER OR I WILL TURN IT BACK TO ERIC WHEN WE TALK ABOUT STUDENTS WHO ARE EXPERIENCING HOMELESSNESS, WE ARE TALKING ABOUT SOME OF THE MOST RESILIENT YOUNG PEOPLE THAT I'VE MET.

I'VE BEEN AT HOVHANESS FOR OVER 15 YEARS NOW, EVER SINCE I WAS 12, AND IT HAS BEEN SUCH A JOY TO BE ABLE TO SEE THESE AMAZING, RESILIENT STUDENTS.

BUT THEY'RE SLEEPING IN THEIR CARS, THEY'RE SLEEPING OUTSIDE, THEY'RE SLEEPING IN GARAGES THAT HAVE 5 OR 6 OTHER FAMILY MEMBERS, AND THEY ARE STILL PURSUING HIGHER EDUCATION. THEY ARE STILL ENROLLED HERE AT CERRITOS COLLEGE, AND THEY ARE STILL TRYING TO DO EVERYTHING THAT THEY CAN IN ORDER TO ACCOMPLISH THEIR DREAMS OF HIGHER EDUCATION BECAUSE THEY KNOW WHAT THAT CAN LEAD FOR THEIR FUTURE, FOR THEMSELVES AND THEIR FAMILIES.

AND THAT'S WHY IT'S ALSO IMPORTANT TO CREATE MULTIPLE FORMS OF HOUSING FOR THIS POPULATION, BECAUSE THERE IS NOT JUST ONE TYPE OF STUDENT AT CERRITOS COLLEGE, AND THERE'S NOT JUST ONE TYPE OF STUDENT WHO'S EXPERIENCING HOMELESSNESS.

BRIDGE HOUSING IS A FREE HOUSING PROGRAM LOCATED AT THE VILLAGE WHERE STUDENTS BETWEEN THE AGES OF 18 TO 24 YEARS OLD CAN QUICKLY MOVE INTO ONE OF THE AVAILABLE, SHARED, SHARED BEDROOMS THAT WE HAVE THERE.

AFFORDABLE HOUSING GIVES THEM A LITTLE BIT MORE PRIVACY, BUT ALSO HAS A LITTLE BIT HIGHER EXPECTATIONS AS THEY PAY AN AFFORDABLE RENT BETWEEN 100 AND 90 5 TO $385 A MONTH IN ORDER TO HAVE A LITTLE BIT MORE SPACE WITHIN THE VILLAGE WHILE THEY CONTINUE TO WORK, SAVE AND PREPARE FOR THEIR FUTURE.

RAFFERTY HOUSING IS REALLY USED FOR THE STUDENTS WHO HAVE ARE OVER THE AGE OF 25 OR THOSE WHO HAVE KIDS IN ORDER TO HELP THEM HAVE THEIR OWN APARTMENT WITH THEIR NAME ON THE LEASE.

BUT A SUBSIDIZED RENTAL SUBSIDY THAT GOES TO THAT LANDLORD EVERY MONTH AS THE STUDENT TAKES ON MORE AND MORE OF THAT RESPONSIBILITY, BUT ALSO FOCUSES ON SCHOOL PREVENTION IS USED FOR STUDENTS WHO ARE ALREADY HOUSED BUT HAVE AN EVICTION NOTICE OR ARE ON THE VERGE OF LOSING THEIR HOUSING.

IT'S A LOT IT'S A LOT EASIER TO KEEP A STUDENT HOUSE.

AND INSTEAD OF GOING THROUGH THE ENTIRE HOMELESS SYSTEM AND THE SAFE LANDING MOTEL SUPPORT PROGRAM IS SOMETHING WE JUST LAUNCHED FOR STUDENTS WHO ARE LITERALLY HOMELESS AND NEED AN IMMEDIATE PLACE TO GO.

I WAS JUST PART OF THE PROCESS WITH PAMELA AND HER TEAM AND MY TEAM AT HOVHANESS TO MOVE A COUPLE OF STUDENTS INTO THE THE DAYS IN JUST A FEW BLOCKS AWAY FROM HERE OVER TODAY AND YESTERDAY, THREE STUDENTS WHO WERE LIVING IN THEIR CARS WHO DIDN'T HAVE A SAFE PLACE TO BE THAT NIGHT ARE NOW IN A SAFE MOTEL WHERE WE CAN CONTINUE TO WORK ON THE PLAN WITH THEM.

EXCELLENT. THE VILLAGE.

I CAN'T SAY ENOUGH ABOUT HOW INNOVATIVE AND AMAZING THIS OPPORTUNITY HAS BEEN FOR US AND THE COLLEGE.

WE JUST HAD A GREAT VISIT WITH CONGRESSWOMAN STEELE YESTERDAY, AND WE HAD ONE OF OUR STUDENTS, PRISCILLA, WHO WAS SHARING HER STORY OF SLEEPING IN HER GARAGE AND THEN SLEEPING ON THE SUBWAY BEFORE SHE WENT TO THE FALCON'S NEST.

FOUR DAYS LATER, SHE WAS ABLE TO MOVE INTO THE VILLAGE.

AND THAT'S THE KIND OF STORY THAT WE WANT TO SEE HAPPENING BECAUSE WE CAN SEE HER GRADES IMPROVE.

SHE'S WORKING, SHE'S SAVING.

SHE'S BEEN ABLE TO BUY A CAR.

SHE'S WORKING ON, YOU KNOW, GETTING HERSELF SELF-SUFFICIENT AND INDEPENDENT WHILE STILL SUCCEEDING IN SCHOOL AND FURTHERING HER EDUCATION.

BUT OVER TIME, 175 STUDENTS HAVE BEEN HOUSED THROUGH THE VILLAGE, THROUGH RAPID REHOUSING AND THROUGH THE PREVENTION PROGRAM.

THAT'S 175 STUDENTS WHO ARE NO LONGER HOMELESS, NO LONGER SLEEPING IN THEIR CARS OR OUTSIDE OR WORRYING ABOUT WHERE THEY'RE GOING TO SLEEP OR WHAT THEY'RE GOING TO EAT.

IN ADDITION, HOVHANESS MAKES REFERRALS TO COORDINATED ENTRY SYSTEM FOR STUDENTS WHO AREN'T ELIGIBLE FOR THESE TYPES OF PROGRAMS. AND WE'VE ARE MADE 120 OF THOSE REFERRALS OVER THE LAST COUPLE OF YEARS TOO.

SO RIGHT NOW I'M REALLY PROUD TO SAY THAT WE ARE AT FULL OCCUPANCY IN OUR RAPID REHOUSING PROGRAM AND ALMOST FULL OCCUPANCY AT THE VILLAGE.

WE ALWAYS HAVE STUDENTS THAT ARE MOVING IN AND MOVING OUT, BUT YOU KNOW, WE HAVE REALLY MAKING SURE THAT THE THE RESOURCES THAT ARE PROVIDED TO US ARE BEING UTILIZED TO THE MAX.

IT ALWAYS TAKES A LITTLE BIT OF TIME TO GET A PROGRAM UP AND RUNNING.

BUT WE CAN SEE NOW THAT WE HAVE A FIRM PARTNERSHIP WITH THE FALCON'S NEST AND BASIC NEEDS.

OUR TEAMS MEET ON A WEEKLY, MONTHLY, DAILY BASIS TO GO OVER THE CASES AND THE REFERRALS AND THE STUDENTS THAT WE'RE CURRENTLY HOUSING SO THAT WE CAN LEVERAGE THE RESOURCES THAT ARE AVAILABLE ON CAMPUS AND OFF CAMPUS.

THESE NUMBERS ALWAYS DEMONSTRATE JUST A PARTIAL AMOUNT OF THE NEED THAT'S OUT THERE.

BUT WE WANT TO MAKE SURE THAT WE CAN CONTINUE TO RISE AND FIND NEW WAYS THAT WE CAN MEET STUDENTS WHERE THEY'RE AT IN ORDER TO GET THEM HOUSED.

JUST SO YOU KNOW, I'M GOING TO SAY IT BECAUSE THIS IS THE DATA AND I'M MORE SO INCREDIBLY EXCITED TO SHARE THAT, YOU KNOW, THE BASELINE FOR STUDENTS IN A CRISIS, SPECIFICALLY A HOUSING CRISIS, IS THAT THEY TYPICALLY LEAVE SCHOOL.

OUR STUDENTS IN OUR HOUSING PROGRAMS AREN'T LEAVING SCHOOL.

THEY'RE ACTUALLY ALTHOUGH IT'S JUST POINT TWO RIGHT NOW, THEIR GPAS ARE RISING.

THEY'RE NOT EVEN THEY'RE NOT LEAVING SCHOOL WITH THEIR GPAS ARE RISING.

AND WE ALSO KNOW THAT ONE OF THE THE MOMENTUM POINT, NOT MOMENTUM POINTS, BUT ONE OF THE FOCUS THE CAMPUS HAS TO ENSURE OUR SUCCESS IS BY GETTING STUDENTS ENGAGED IN A COMPREHENSIVE EDUCATIONAL PLAN.

OUR CAMPUS ON AVERAGE IS AT A 68%.

HOWEVER, STUDENTS IN HOUSING ARE AT A 93%.

WE'RE WORKING HARD TO MAKE SURE THAT THEY ARE OUT OF THEIR CRISIS AND THEIR TRANSITION TO A SPACE OF THRIVING, WHICH IS VERY EXCITING.

WE KNOW THAT 41% OF OUR STUDENTS ARE GETTING THEIR DEGREES OR CERTIFICATES AWARDED WITHIN TWO YEARS, WHICH IS MUCH HIGHER THAN THE CAMPUS RATE.

AND WE KNOW THAT 14% OF OUR STUDENTS ARE THEN TRANSFERRING UP TO A FOUR YEAR UNIVERSITY.

WHAT THAT TELLS US IS THAT THE SUPPORT IS WORKING.

THEY'RE NOT LEAVING SCHOOL, THEY'RE NOT DROPPING OUT, THEY'RE STAYING AND THEY'RE ACCELERATING AND THEY CAN'T BE STOPPED.

AS A MATTER OF FACT, I'M VERY EXCITED TO SHARE THAT.

I RECEIVED A PHONE CALL JUST THIS WEEK FROM ONE OF OUR STUDENTS WHO WAS IN OUR HOUSING IS JUST FINISHING BEING IN THE HOUSING PROGRAM.

SHE CAME BACK TO SCHOOL LIKE MANY STUDENTS AFTER THE PANDEMIC, AND I WON'T TELL TOO MUCH OF HER STORY BECAUSE SHE IS NOW OUR STUDENT COMMENCEMENT SPEAKER.

AND I AM VERY PROUD OF THIS BECAUSE I HAD NOTHING TO DO WITH ANY OF THIS AND THERE WAS NO SPECIAL PRIVILEGES OR ANYTHING.

THIS IS A YOUNG THIS IS THIS IS A VERY ACCOMPLISHED STUDENT WHO IN HER OWN RIGHT NOT ONLY EXCELS ACADEMICALLY, BUT ALSO NOW AS AS A LEADER FOR HER FAMILY.

AND SO WE DO REQUEST ADVOCACY FOR CONTINUED FUNDING FOR AB 74 RAPID REHOUSING TYPE FUNDS BECAUSE THAT FUNDS ARE RAPID REHOUSING AND PREVENTION AND SAFE LANDING.

SO THIS IS FOR HOMELESS INDIVIDUALS WHO ARE OVER 25 OR HAVE FAMILIES HAVE KIDS.

SO THOSE WHO WHO WOULD NOT BE IN THE VILLAGE.

AND SO WE HAVE FUNDING THAT CAN LAST 2 TO 3 YEARS.

BUT IF WE DON'T GET ADDITIONAL ALLOCATIONS, THOSE PROGRAMS WOULD NOT EXIST ANYMORE BECAUSE THE FUNDING WILL WILL RUN OUT.

AND SO WE'RE, YOU KNOW, REQUESTING, YOU KNOW, CONTINUED ADVOCACY AND SUPPORT FOR THAT.

SO I WANTED TO KNOW, DO YOU HAVE LIKE AN ESTIMATED NUMBER IN TERMS OF THE NEED, LIKE THE STUDENT POPULATION AND THE NEED FOR THESE TYPES OF SERVICES? THEN THE OTHER QUESTION IS HOW ARE THESE STUDENTS? IS IT A SELF REFERRAL WHERE THEY ACTUALLY GO AND ASK FOR HELP OR ARE WE ACTIVELY SEEKING THEM? AND THE LAST ONE IS JUST CURIOUS WHERE THE FUNDING IS COMING FROM, FROM THE MOTEL VOUCHERS.

THE FUNDING FOR THE MOTEL VOUCHERS IS FROM OUR AB 74 FUNDS THAT WE HAVE BECAUSE WHEN FUNDS WERE ISSUED, IT TOOK US ABOUT A YEAR TO GET THE PROGRAM UP AND GOING.

SO WE'RE LASTING.

WE HAD SOME SAVINGS AND SO THAT'S WHAT WE'RE EXISTING ON NOW.

BUT THAT WOULD BE ABOUT A REQUEST OF ABOUT 650,000 PER YEAR TO KEEP THE THE PROGRAM GOING.

AND SO YOU CAN SEE THE NUMBERS WENT UP WHEN WE CAME HYBRID LAST YEAR.

AND THEN THEY'RE CONTINUING TO COME UP.

ONE OF THOSE DYNAMICS IS ALSO THE FALCON'S NEST STARTED AN INTERN PROGRAM WITH GRADUATE SOCIAL WORK STUDENTS THAT EVERY STUDENT WHO COMES IN TO EVEN JUST GET A SANDWICH IS ASKED TO MEET WITH ONE OF THE SOCIAL WORKERS SO WE CAN DO A COMPREHENSIVE NEEDS ASSESSMENT.

AND SO TO ANSWER THE QUESTION, HOW DO STUDENTS REFER OR GET INVOLVED IN THIS PROGRAM? LOTS OF DIFFERENT WAYS. THEY CAN GO ONLINE AND FILL OUT A DOCUMENT BECAUSE SOME OF THEM ARE NOT HERE, SO THEY CAN DO A REFERRAL FORM ONLINE.

THEY CAN SIMPLY WALK INTO THE NEST AND WE WILL IDENTIFY THAT.

A LOT OF TIMES STUDENTS WERE COMING IN AND THEY WERE SAYING, I'M LOOKING FOR EMERGENCY AID THAT CARES ACT ABOUT HER FUNDING AND WHEN BEFORE THE FALCON'S NEST EXISTED, WE WOULD JUST GIVE THEM THAT MONEY.

BUT NOW WHEN THEY'RE SITTING DOWN WITH A CASE MANAGER IN THE FALCON'S NEST TO HAVE THAT NEEDS ASSESSMENT, WE'RE ABLE TO LOOK AT THE BIG PICTURE AND SAY, WHOA, YOU ACTUALLY ARE IN HOUSING CRISIS AND THEY'VE LIVED IN CRISIS FOR SO LONG, THEY DON'T RECOGNIZE WHAT THAT CRISIS LOOKS LIKE.

SO WE'VE BEEN ABLE TO INCREASE BECAUSE WE'RE ABLE TO DO BETTER IDENTIFICATION AS TO WHICH STUDENTS HAVE THAT NEED SO THEY CAN WALK IN AND RECEIVE THAT SUPPORT OR THEY CAN FILL OUT A REFERRAL ONLINE AND OR A STAFF MEMBER ON CAMPUS CAN FILL OUT THAT REFERRAL FOR THEM.

THAT REFERRAL IS SENT TO BOTH THE FALCONS NEST AND TO HOVHANESS.

AND WITHIN THAT FIRST DAY, HOVHANESS IS REACHING OUT FOR THE THE THE HOUSING CONVERSATION.

BUT THE FALCONS NEST IS ALSO REACHING OUT TO SAY LET'S HAVE THE OTHER CONVERSATIONS OF HYGIENE ITEMS AND FOOD SECURITY AND DO YOU NEED RESOURCES IN OTHER KINDS OF CAPACITIES.

WE CAN'T. HOUSING IS SO EXPENSIVE AND WE'RE TALKING ABOUT RENTAL SUBSIDIES AND USING PRIMARILY THE PUBLIC, THE PRIVATE MARKET.

SO WE HAVE WE ARE USING THE FUNDING THAT WE CAN.

AND AS WE'VE BEEN WORKING TO INCREASE THE NUMBER OF STUDENTS THAT WE'RE ABLE TO GET HOUSED AND NOW FULL OCCUPANCY, WE WANT TO SEE THOSE NUMBERS CONTINUE TO RISE AND MAKE SURE THAT WE CAN CONTINUE TO MAINTAIN THAT HOUSING SUPPORT FOR STUDENTS.

BUT THE NEED IS OUT THERE.

WE KNOW THAT IN, YOU KNOW, THE BASIC NEEDS SURVEYS THAT CAME OUT A FEW YEARS AGO, 1 IN 5 OF LA'S COMMUNITY COLLEGE STUDENTS EXPERIENCES HOMELESSNESS.

AND THESE NUMBERS ARE ALWAYS AN UNDERCOUNT, IN MY OPINION, KNOWING JUST HOW EXPENSIVE THE HOUSING MARKET IS AND HOW MUCH IT CONTINUES TO GO, AND THE FACT THAT WE HAVE STUDENTS THAT, YOU KNOW, BEFORE THIS WERE HAVING TO CHOOSE BETWEEN STAYING IN SCHOOL OR WORKING.

AND WE WANT TO MAKE SURE BECAUSE JUST TO MAKE THEIR BASIC NEEDS AND WE WANT TO MAKE SURE THAT STAYING IN SCHOOL IS ALWAYS GOING TO BE AN OPTION FOR THE STUDENTS THAT WE'RE WORKING WITH SO THAT THEY DON'T HAVE TO MAKE THOSE DIFFICULT DECISIONS.

WE WANT TO CONTINUE TO MAKE SURE THAT WE'RE GOOD STEWARDS OF THE FUNDS THAT ARE BEING USED.

WE TRY AND KEEP OUR OVERHEAD AS LOW AS POSSIBLE IN ORDER TO MAKE SURE THAT WE CAN MAXIMIZE THE OPPORTUNITIES TO PLACE STUDENTS IN HOUSING.

BUT WE ALSO WANT TO MAKE SURE THAT STUDENTS WHO ARE IN HOUSING AREN'T JUST LEFT THERE BY THEMSELVES, THAT THEY'RE RECEIVING CASE MANAGEMENT FROM OUR OUR STAFF IN ORDER TO MAKE SURE THAT THEY'RE ABLE TO NAVIGATE THE MENTAL HEALTH CHALLENGES, THE TRAUMA THAT THEY'VE EXPERIENCED, AND MAKE SURE THAT THEIR HOUSING IS A SAFE AND SECURE PLACE FOR THEM TO MOVE

THEIR LIVES FORWARD. AND THAT'S WHY IT'S IMPORTANT TO HAVE A CASE MANAGEMENT RATIO THAT ALLOWS US TO MAKE SURE WE HAVE INDIVIDUAL RELATIONSHIPS WITH EACH OF THE CLIENTS THAT WE'RE SERVING. SO WE ARE REALLY INVESTED IN MAKING SURE THAT WE CAN HOUSE MORE STUDENTS AND UTILIZE THE PROGRAMS TO THE MAX.

AND THAT'S WHY IT'S BEEN AN ACHIEVEMENT OVER THE LAST COUPLE OF MONTHS TO ACTUALLY GET AT THAT FULL CAPACITY.

IT TOOK SOME TIME TO GET THERE, BUT NOW THAT WE HAVE THAT KIND OF MODEL AND WE HAVE THE THE SYSTEM IN PLACE, WE'RE REALLY CONFIDENT THAT WE CAN CONTINUE TO BUILD ON THIS MOMENTUM. SO THE CAPACITY IS ABOUT 40 PER YEAR AT THIS COLLEGE.

WHAT DO YOU DO IF THERE'S.

WELL, THAT 30 RAPID REHOUSING STUDENTS AND THEN THE VILLAGE CAN HOUSE UP TO 26 STUDENTS AT A TIME AND THEN PREVENTION IS 61, 62 STUDENTS AND SERVICES RIGHT NOW. YEAH.

OKAY. AND THEN IF IF YOU WERE TO HAVE BE INUNDATED WITH WITH REFERRALS OR STUDENTS, WHAT HAPPENS TO THOSE STUDENTS WHEN YOU KIND OF REACH THE CAPACITY? THAT'S WHY IT'S IMPORTANT TO ALSO HAVE MAKE SURE WE HAVE OUR CONNECTIONS WITHIN THE COORDINATED ENTRY SYSTEM SO THAT WE CAN UTILIZE TO THE BEST OF THE SYSTEM'S ABILITY THE OUTSIDE REFERRALS. GIOVANNI'S HAS MULTIPLE HOUSING OPTIONS FOR FOR YOUTH WHO AREN'T NECESSARILY COLLEGE STUDENTS.

AND SO WHEN STUDENTS ARE ELIGIBLE FOR THE OTHER TYPES OF HOUSING, WE I MEAN, THAT'S JUST FOR YOUTH TRANSITION AGE YOUTH, 18 TO 24, THAT'S WHO WE SERVE IN OUR PROGRAM.

WE ALSO MAKE REFERRALS OUT TO THE FAMILY COORDINATED ENTRY SYSTEM AND THE THE ADULT COORDINATED ENTRY SYSTEM, WHICH IS PRIMARILY FOR FOLKS WHO ARE CHRONICALLY HOMELESS. SO WE ONCE WE GET TO THAT, WE ALSO JUST HAVE TO DO PROBLEM SOLVING, REALLY COLLABORATING WITH BASIC NEEDS, MAKING SURE THAT STUDENTS ARE SIGNING UP FOR THE BENEFITS FOR WHICH THEY'RE ELIGIBLE.

JUST HOMELESSNESS IS SUCH A TRICKY THING.

THERE'S NOT ALWAYS AN EASY SOLUTION FOR ANY OF THE FOLKS THAT THAT ARE DOING IT, EXPERIENCING IT, AND WE WANT TO MAKE SURE THAT WE CAN HELP THEM NAVIGATE THE SYSTEMS THAT ARE OUT THERE, UNDERSTAND WHAT THEIR BACKGROUNDS ARE AND WHAT THE UNIQUE CHALLENGES THAT THEY FACE ARE, BUT ALSO MAKE SURE THAT THE SYSTEM CAN WE HAVE TO ADVOCATE WITHIN THE SYSTEM TO MAKE CARVE OUTS FOR STUDENTS WHO ARE EXPERIENCING HOMELESSNESS, MAKE THIS POPULATION OF PRIORITY WITHIN THE COUNTY AT STATEWIDE LEVELS AS WELL, SO THAT WE CAN CONTINUE TO DEVELOP NEW FUNDING STREAMS JUST FOR THE STUDENTS.

2000. SO WE ARE CURRENTLY ENROLLED IN A NEW SURVEY THAT WE WILL BE RUNNING IN THE NEXT FEW MONTHS TO DETERMINE OUR NEW NUMBERS.

PART OF THIS IS THE REASON OF WHY WE ARE MOVING INTO THE NEXT HOUSING PROJECT, AND WE HAVE MADE EVERY POSSIBLE EFFORT TO WORK FROM THE ENTRY POINT.

AN EXPANSION, MEANING THAT WE DID EVERYTHING WE COULD TO HAVE THE LOWEST POSSIBLE RENT, TO BE ABLE TO AFFORD TO RUN THE STUDENTS.

IT WOULD BE DIFFERENT THAN WHAT WE CURRENTLY DO AT THE VILLAGE DUE TO THE HANDS ON SERVICES THAT ARE NEEDED TO TRANSITION STUDENTS.

THE COST OF THOSE SERVICES BECAUSE, BELIEVE IT OR NOT.

PURCHASING THE BUILDING IS ACTUALLY CHEAPER THAN RUNNING THE SERVICES THE WAY WE'RE DOING IT IN THE LONG RUN.

HOWEVER, THE BEAUTY OF THIS IS THAT WE'RE NOT JUST SIMPLY HOUSING THE STUDENTS.

WE ARE DEVELOPING STUDENTS SO THEY LEARN THE LIFE SKILLS NEEDED SO THEY DON'T FIND THEMSELVES IN THAT SITUATION IN THE FUTURE.

I'M VERY APPRECIATIVE OF THE WORK THAT ALL OF YOU HAVE BEEN DOING.

AND ONE OF THE THINGS THE FALCONS NEST HAS DONE FOR ANY STUDENT ON CAMPUS, BUT WE REALLY HEAVILY FOCUS WITH OUR FOLKS IN HOUSING IS WE HAVE A PARTNERSHIP WITH DOWNEY FEDERAL CREDIT UNION AND CREDIT UNION TO HAVE ONE ON ONE MENTORSHIP CONVERSATIONS BETWEEN THE CREDIT UNION AND THESE STUDENTS TO TALK ABOUT BUDGETING, CREDIT, BANKING 101.

WE TALKED TO FINANCIAL AID ABOUT HOW TO UTILIZE YOUR FINANCIAL AID PROPERLY.

WHAT HAPPENS A LOT OF TIMES WITH SOME OF THESE STUDENTS IS THEY HAVE ONE FINANCIAL AID PACKAGE.

SO THEY'RE NOT LIKE LIVING IN THAT CRISIS, BUT INSTEAD STARTING TO SEE THE LIGHT AT THE END OF THE TUNNEL AND STARTING TO SEE HOW THEIR LIFE CAN BE SUSTAINABLE BEYOND A THREE DAY PAY OR QUIT. SO THAT'S WHAT WE'VE BEEN WORKING ON.

I MEAN, BECAUSE I WORK AS AN EVICTION ATTORNEY AS WELL AS A TENANT DEFENSE AS WELL.

705 WAS APPROVED IN THE FALL OF 2017, AND AS YOU ARE WELL AWARE, IT REQUIRED COMMUNITY COLLEGES TO JUSTIFY PRE TRANSFER LEVEL REQUIREMENTS FOR TRANSFER LEVEL COURSES.

AND IF WE WERE NOT ABLE TO JUST TO TO SHOW THAT THESE COURSES, THESE PREREQUISITES.

INCREASE THE PROBABILITY OF SUCCESS FOR STUDENTS, THEN WE COULD NO LONGER OFFER THEM.

AND CERRITOS WAS QUICK AT IMPLEMENTING CHANGES STARTING A FEW YEARS BACK.

AND AND IT IS MUCH MORE SPECIFIC IN WHAT WE ARE AND ARE NOT ALLOWED TO DO.

SO WHAT I'M GOING TO GIVE YOU RIGHT NOW IS SORT OF AN OVERVIEW OF THE OF THIS CHANGES FROM THIS NEW VERSION OF THE BILL.

AND I'LL START BY SAYING THAT.

UH, AS OF JULY OF 2023, WE ARE NOT ALLOWED TO PLAY STUDENTS OR RECOMMEND THAT STUDENTS BE PLACED IN PRE TRANSFER LEVEL MATH COURSES OR ENGLISH COURSES.

AND AS A RESULT, WE MADE CHANGES TO THE SCHEDULE SO THAT STARTING THIS FALL, WE NO LONGER OFFER ANY PRE TRANSFER LEVEL COURSES AT CERRITOS WITH THE EXCEPTION OF ONE SECTION OF MATH ADB, THAT IS TO ALLOW STUDENTS WHO COMPLETED THE FIRST HALF OF INTERMEDIATE ALGEBRA THIS SPRING TO FINISH IN THE FALL.

BUT AFTER THAT THERE WILL BE NO PRE TRANSFER LEVEL COURSES MOVING FORWARD.

WE ARE ALSO NOT ALLOWED TO PLACE STUDENTS INTO NON REQUIRED TRANSFER LEVEL MATH COURSES UNLESS THESE COURSES AGAIN CAN BE SHOWN TO INCREASE THE PROBABILITY THAT THE STUDENTS WILL SUCCEED IN THEIR IN THEIR CHOSEN PROGRAMS. WE HAVE UNTIL JULY OF NEXT YEAR TO SHOW THAT TRANSFER LEVEL PREREQUISITES THAT WE HAVE IN PLACE, IN FACT, HELP STUDENTS SUCCEED IN THE TRANSFER LEVEL COURSES FOR THEIR PROGRAMS. THERE IS SOME CONFUSION ACROSS THE STATE ON THE PART OF MANY, MANY MATH DEPARTMENTS AS TO HOW THIS AFFECTS OUR STEM CALCULUS SEQUENCE. CURRENTLY WE HAVE TWO TRANSFER LEVEL COURSES THAT ARE PREREQUISITES FOR THE COURSE.

THAT WOULD BE TRIGONOMETRY, MATH 140 AND PRE-CALCULUS MATH 155.

IF WE ARE READING THE LAW CORRECTLY AND AGAIN THE CHANCELLOR HAS NOT CLARIFIED THIS THIS POINT, IT SEEMS AS THOUGH THAT STARTING IN JULY OF 2024, WE'RE GOING TO HAVE TO JUSTIFY THAT STEM STUDENTS WHO HAVE NEVER TAKEN TRIG.

OR PRE-CALCULUS WOULD HAVE A DIMINISHED CHANCE OF SUCCEEDING IN THOSE COURSES WITHOUT THE PREREQUISITES.

WE'RE NOT QUITE SURE HOW THAT DATA IS TO BE OBTAINED, BUT WE WE'VE BEEN TOLD THAT THE CHANCELLOR'S OFFICE IS WORKING ON GUIDELINES INTO HOW WE CAN WE CAN JUSTIFY HAVING THOSE TWO PREREQUISITES.

SO. WE HAVE MADE TREMENDOUS PROGRESS IN IN MEETING THE MEETING THE THE STANDARDS OF THESE NEW LAW.

AND THIS HAS BEEN IN THE AREAS OF PLACEMENT COURSE OFFERINGS IN MATH, ENGLISH AND ESL.

AS YOU KNOW, FOR YEARS WE HAVE NOT USED PLACEMENT EXAMS FOR PLACEMENT AND INSTEAD WE USE MULTIPLE MEASURES TO FIND THE THE BEST POSSIBLE COURSES FOR OUR STUDENTS AND FOR STUDENTS THAT THESE MULTIPLE MEASURES INCLUDE THINGS LIKE HIGH SCHOOL GPA, THE HIGHEST MATH COURSES THAT THEY TOOK AND THE GRADES THAT THEY HAD IN THOSE COURSES.

AND FOR STUDENTS THAT DO NOT HAVE DOCUMENTATION, THERE IS A SELF PLACEMENT TOOL THAT IS USED TO TO HELP THEM FIND THE MOST ADEQUATE COURSES. ONE OF THE BIGGEST CHANGES THAT WILL HAVE AN IMPACT IN OUR STUDENTS HERE AT CERRITOS AND ACROSS THE STATE HAS TO DO WITH THE ROLE OF HIGH SCHOOL MATH.

I HAD TOLD YOU THAT THE THE LANGUAGE OF AB 705 WAS A LITTLE BIT AMBIGUOUS IN THIS AREA AND AB 705 HAS, LIKE I SAID, CLOSED MANY LOOPHOLES.

AND THIS IS ONE OF THE BIG ONES.

THE NEW LAW FORBIDS COMMUNITY COLLEGES FROM REQUIRING STUDENTS TO TAKE COURSES THAT THEY'VE ALREADY PASSED IN HIGH SCHOOL OR COURSES THAT COVER THE SAME COMPETENCIES.

FOR EXAMPLE, STUDENTS WHO PASS ALGEBRA TWO OR INTEGRATED MATH THREE IN HIGH SCHOOL CANNOT BE CANNOT BE REQUIRED TO TAKE INTERMEDIATE ALGEBRA AT THE COMMUNITY COLLEGE.

BUT WE NO LONGER OFFER INTERMEDIATE ALGEBRA.

BUT THE BIGGEST CHANGE HERE IS THAT BY IMPLICATION OF THIS LAW, IF STUDENTS ARE TO GET CREDIT FOR COMPLETING ALGEBRA TWO IN HIGH SCHOOL OR INTEGRATED MATH THREE, THEN THEY MEET OUR PROFICIENCY MATH REQUIREMENT FOR GRADUATION.

SO STUDENTS WILL BE ABLE TO EARN AN AA DEGREE AT CERRITOS IF THEY COME FROM HIGH SCHOOL WITH A WITH TWO SEMESTERS OF ALGEBRA TWO.

I THINK THAT THIS WILL OPEN ACCESS AND IT'S A IT WILL PROMOTE PROMOTE EQUITY IN THE OUTCOMES FOR OUR STUDENTS.

AND WHAT HAPPENS TO THE STUDENTS THAT COME TO US WITHOUT HAVING COMPLETED ALGEBRA TWO IN HIGH SCHOOL? WELL, WE HAVE COURSES IN PLACE THAT ARE TRANSFER LEVEL THAT WILL MEET BOTH PROFICIENCY REQUIREMENTS FOR AN AA DEGREE AND SHOULD STUDENTS CHOOSE TO GO THAT ROUTE.

I'M SORRY. I DON'T KNOW IF THERE WAS A QUESTION.

OH, OKAY. THAT STUDENTS WILL BE ABLE TO TRANSFER.

SO I THINK THAT IS THAT IS GOOD NEWS FOR OUR STUDENTS.

SO THE NEW THE NEW MATH COURSE THAT THAT WE HAVE INTRODUCED THIS SEMESTER IS CALLED SURVEY OF MATHEMATICS AND MATH 104. WE ARE VERY EXCITED ABOUT THIS COURSE FOR SEVERAL REASONS.

NUMBER ONE. IT IS A COURSE THAT I THINK WILL BE MORE INTERESTING FOR MOST OF OUR STUDENTS IN WHO ARE IN A WHO WHOSE INTENT IS TO EARN AN AA DEGREE AT CERRITOS AND MAY NOT BE CONSIDERING RIGHT NOW THE POSSIBILITY OF TRANSFERRING.

OR THEY MAY KNOW FOR SURE THAT THEY DO NOT WANT TO TRANSFER TO A UNIVERSITY.

THEY WANT TO EARN A CERTIFICATE OR A DIPLOMA AND AND THEN, YOU KNOW, JOIN THE WORKFORCE.

MATH 104 IS LIKE I SAID, IT IS NOT SO ALGEBRA BASED AND IT HAS A LOT MORE TOPICS THAT ARE APPLICABLE

THE ACADEMIC SUPPORT PROGRAM HAS PROVEN SUCCESSFUL IN WITH THE USE OF MENTORS IN IN THEIR ENGLISH COURSES, AND THEY HAVE FORMED A GROUP OF FACULTY MEMBERS THAT THAT HAVE THE THE GOAL TO COLLABORATE, TO IDENTIFY BEST PRACTICES AND PROMOTE THEM WITH THE ENTIRE DEPARTMENT.

AND THEY'RE WORKING ON CREATING CONTEXTUAL COURSES IN ENGLISH TO LINE UP WITH DIFFERENT.

ONCE WE OPENED ACCESS TO TRANSFER LEVEL COURSES, ONCE WE REMOVE SOME OF THOSE BARRIERS THAT WERE PUT IN PLACE MANY YEARS AGO WITH GOOD INTENTIONS. YOU KNOW, I ALWAYS LIKE TO REMIND PEOPLE OF THAT.

IT TURNED OUT WE WERE WRONG AND IT TOOK YEARS TO GATHER THE DATA TO SUPPORT THAT.

BUT WHEN THE DATA CAME, WE WERE READY, AT LEAST HERE AT CERRITOS, TO TO MAKE THE NECESSARY CHANGES.

SO 60% OF 2000 STUDENTS IS A VERY LARGE NUMBER EXPONENTIAL.

SO THE PROBLEM AND HERE'S THE OTHER SIDE OF THE COIN THAT AND THIS IS WHERE THE COLLABORATION WITH WITH ADULT MATTERS.

SO TO PROTECT OUR STAFF AND OUR FACULTY AND OUR STUDENTS, WE HAVE TO HAVE RIFLES.

WE ALSO HAVE A NON-LETHAL PROJECTILE.

IT'S WHAT THEY CALL A 40 MILLIMETER.

IT'S MADE OUT OF HARD PLASTIC AND IT SHOOTS GIANT SPONGES AND RUBBER MALLETS THAT ARE LIKE THIS LARGE.

IT'S A NON-LETHAL WEAPON THAT WE WOULD USE IF SOMEBODY WERE TO BE A STAND OFF WITH A KNIFE HOLDING SOMEBODY ACROSS THE ROOM OR TO COME IN HERE WITH A KNIFE.

WE DON'T WANT TO HAVE TO USE A FIREARM ON SOMEBODY LIKE THAT.

THEY'VE APPLIED TO OTHER TIMES TO GET IT AND NOW FINALLY HAVE IT.

SO THERE ARE FOUR POSITIONS HERE THAT WE ARE TALKING ABOUT.

AND IN ADDITION TO ADDING NEXT STEP, BECAUSE THERE'S CHILD CARE ELEMENTS TO THIS, WE'RE ALSO GOING TO MOVE THE CALWORKS PROGRAM FROM ITS CURRENT SPACE BECAUSE WE ALREADY SWITCHED THE MANAGER OVER THAT AREA BECAUSE WE HAD A MANAGER OVER INTERNATIONAL AND CALWORKS, AND THOSE TWO DON'T HAVE ANYTHING TO DO WITH ONE ANOTHER. AND SO I THINK IF THE COLLEGE WERE WERE TO CONSIDER SOME SORT OF A SUPPORT PROGRAM FOR MEN OF COLOR, I THINK THIS WAS THIS CAN BE AN OPTION WORTH EXPLORING IN TERMS OF ADDRESSING SOME OF THOSE RETENTION RATES.

I KNOW THAT WE ENROLL, BUT WE DON'T FINISH.

AND SO IT'S KIND OF LIKE THAT GRAY AREA, LIKE WHAT'S GOING ON.

AND SO I REALLY THINK THAT PROVIDING A COMMUNITY AND A SPACE FOR MEN OF COLOR WHO GO THROUGH CERTAIN EXPERIENCES TO FIND COMMUNITY AND TO FIND PURPOSE IS REALLY GREAT.

SO I HAD A WONDERFUL TIME AND I KNOW THAT THE OTHER STUDENTS AS WELL, I HAD A GREAT TIME AS WELL.

AND AS WE'VE HEARD EARLIER IN THE MEETING, WE HAVE THE NEW HCRC PRESIDENT, VICE PRESIDENT AND THE NEW STUDENT TRUSTEE THAT WERE ELECTED.

I WANT TO CONGRATULATE THEM.

I KNOW THAT THEY'RE GOING TO BE COMING IN RELATIVELY SOON.

AND SO THAT MEANS THAT I GOT TO BOUNCE.

AND I'VE HAD QUITE A PRIVILEGE AND HONOR TO BE SITTING HERE IN THIS CHAIR, TO BE WORKING ALONGSIDE ADMINISTRATORS HERE WITH THE BOARD, TALKING TO STUDENTS AND ADVOCATING FOR THEM BOTH HERE AT THE COLLEGE AND IN SACRAMENTO AT THE STATE LEVEL.

SO I THINK THIS IS A REALLY NEAT EXPERIENCE AND I'LL TALK MORE ABOUT THAT FOR THE I'LL SAVE SOME OF THAT FOR OUR LAST MEETING, BUT I JUST WANTED TO PUT THAT OUT THERE AS THE YEAR COMES TO AN END THAT I APPRECIATE THIS.

AND THE COLLEGE'S WORK AND EVERYTHING.

AND IT NEVER FAILS TO TO BE AN AMAZING NOT ONLY AN AMAZING DEAL JUST FINANCIALLY SPEAKING, BUT JUST THE FOOD IS INCREDIBLE, TOP NOTCH AND TRULY IS A HIDDEN GEM THAT MOST PEOPLE IN OUR COMMUNITY DO NOT GET TO SEE.

AND I WISH THAT WE COULD INVITE MORE, BUT.

AND MAYBE ONE DAY WE'LL HAVE A FALCON RESTAURANT THAT IS BIG.

AND I THINK VICE PRESIDENT LOPEZ HAS BROUGHT UP A GREAT IDEA AT ONE OF OUR OUR LUNCHES THAT WE SHOULD LOOK INTO HOT SAUCES AND OTHER SUCH SMALL, MARKETABLE THINGS THAT WE COULD GET FROM OUR CULINARY ARTS DEPARTMENT AND PUT THAT BRAND OUT INTO THE COMMUNITY.

AND I THINK THAT'S A FANTASTIC IDEA THAT WE SHOULD BE EXPLORING.

AND I WILL BUY A LOT OF THEM, ESPECIALLY IF IT HAS GARLIC, ANYTHING WITH GARLIC.

WE'LL MAKE THAT AND MAYBE IT WILL HAVE YOUR FACE ON A COUPLE OF THOSE HOT SAUCES THERE TOO, RIGHT.

AS THE CONNOISSEUR OF OUR OUR BOARD HERE.

SO IN ADDITION TO THE TASTE OF HAWAII YESTERDAY I ATTENDED ALONG WITH TRUSTEE GREEN AND OTHERS HERE WITH CONGRESSWOMAN MICHELLE STEEL, WHO REPRESENTS WELL, SHE REPRESENTS OUR COLLEGE, BUT OUR COLLEGE IS SPLIT IN HALF BETWEEN THE CITY OF CERRITOS AND THE CITY OF NORWALK, WHICH EACH HAVE THEIR OWN MEMBERS OF CONGRESS. SO WE'RE PRETTY UNIQUE IN THE SENSE THAT WE HAVE TWO STRONG WOMEN REPRESENTING US IN CONGRESS, AND WE GOT TO HAVE OUR NEWEST ONE, MICHELLE STEEL, COME ON BOARD AND TAKE A LOOK NOT ONLY AT OUR SHE WAS CAME FOR OUR VETERANS RESOURCE CENTER.

SHE CAME FOR OUR THE VILLAGE CENTER AS WAS JUST RECENTLY TALKED ABOUT.

AND SO THERE'S A LOT AND UNFORTUNATELY, YOU KNOW, WE WOULD LOVE TO HAVE YOU HERE ALL DAY TO SHOW EVERYTHING THAT WE HAVE HERE.

BUT, YOU KNOW, IT'S IT WAS A GOOD TIME THAT WE GOT TO SHOW A NEWER MEMBER OF CONGRESS WHAT WE DO AND GET AN ADVOCATE SO THAT WE HAVE AN ADVOCATE ON BOTH SIDES OF THE AISLE ON THE HILL FOR OUR CAUSE.

AND WE LOOK FORWARD TO HAVING STUDENTS AND SOME OF OUR MEMBERS TESTIFY FOR EITHER MEMBER OF CONGRESS.

I'VE REPRESENTS US, ALONG WITH LYNN SANCHEZ, TO SHOWCASE WHAT WE DO AND SOME OF THE UNIQUE AND PIONEERING AND REALLY TRAILBLAZING PROGRAMS THAT WE HAVE HERE, ESPECIALLY WITH THE VILLAGE FOR SURE, WAS TRAILBLAZER IN CALIFORNIA.

SO A LOT TO BE PROUD OF.

AND WE CAN DEFINITELY TAKE THIS TO A NATIONAL LEVEL AND PERHAPS MAYBE ONE DAY BE AN ASPEN PROGRAM ON THAT NATIONAL LEVEL AS WELL.

FINAL THING IS, ONE OF THE THINGS THAT WAS MENTIONED EARLIER, I FORGOT WHO, BUT THE TRAVEL BAN IS FOR SOME OF OUR COLLEGES AND THAT IS NOW UP TO BASICALLY 23 STATES, I THINK ARE ON THAT TRAVEL BAN, WHICH IS ALMOST HALF THE COUNTRY.

SO STATE SENATOR TONI ATKINS, WHO I DON'T REMEMBER IF SHE'S STILL LEADER OR NOT, BUT SHE RECENTLY INTRODUCED SB 447, WHICH WOULD LIFT THAT TRAVEL BAN AND IS CURRENTLY CIRCULATING THROUGH THE STATE SENATE. AND I WOULD ASK THAT WE SEND A LETTER OF SUPPORT IN THAT BECAUSE IT WOULD LIFT THE TRAVEL BAN, BUT IT WOULD ALSO CREATE A THE BRIDGE GNAGE PROGRAM, WHICH IS SEPARATE FROM THE BRIDGE PROGRAM THAT WE MAY HAVE HERE.

BUT IT'S A IT'S AN ACRONYM THAT BASICALLY SUPPORTS MEDIA CAMPAIGNS IN ON THE NATIONAL LEVEL AS WELL AS SOME IN SOME OF THOSE QUOTE UNQUOTE, RED STATES TO SUPPORT THOSE WHO ARE LGBTQ, PLUS AND OTHERWISE, YOU KNOW, FOR FOR CERTAIN CAUSES THAT HAD BEEN THE INTENT OF THE TRAVEL BAN IN THE FIRST PLACE, WHICH HAS SHOWN TO BE INEFFECTIVE AND OTHERWISE NOT VERY USEFUL OR REALLY PERSUASIVE OF ANY OF THOSE STATES TO CHANGE THEIR MINDS.

SO I WOULD ASK THAT WE SUPPORT THAT AND HELP IT GET THROUGH THE STATE SENATE AND THEN EVENTUALLY IN THE ASSEMBLY THAT YOU CAN I THINK YOU CAN HELP OUT THERE.

AND IT'S INTERESTING HOW THEY MAKE THE LAST PUSH AND THEN ALL OF A SUDDEN THEY FALL.

BUT THAT'S ALWAYS A GREAT EVENT.

AND I ALSO GOT TO PARTICIPATE IN WENT TO THE WOMEN OF THE YEAR FOR ASSEMBLY FOR DISTRICT 64, WHICH WAS ALSO A GREAT EVENT, SEEING ALL THE DIFFERENT WOMEN FROM ALL THE DIFFERENT CITIES OF THAT ASSEMBLY DISTRICT BEING HONORED FOR ALL THEIR HARD WORK AND THEIR DEDICATION TO THEIR CITIES.

SO THAT WAS JUST AN AMAZING OPPORTUNITY FOR ME TO JUST ALSO CONTINUE TO SEE THE GREAT THINGS THAT ARE HAPPENING HERE ON CAMPUS.

UM, AND LAST BUT NOT LEAST, YESTERDAY I WAS ALSO ABLE TO ATTEND BRIEFLY THE MEMORIAL FOR TRUSTEE AND PRESIDENT KEN BROWN AND DR.
