I AM ONE OF THE FULL TIME COUNSELING FACULTY HERE AT CERRITOS COLLEGE.

I'VE BEEN HERE FOR APPROXIMATELY SIX YEARS, AND PRIOR TO THAT, I'VE BEEN AT VARIOUS CAMPUSES AS AN ADJUNCT.

WEARING VARIOUS HATS, OPERATING IN DIFFERENT CAPACITIES, EVERYTHING FROM INSTRUCTOR TO PROGRAM COORDINATOR TO CASE MANAGER, MENTOR, AND, OF COURSE, COUNSELOR.

AND SO THE REASON WHY I AM SPEAKING WITH YOU THIS EVENING IS IN HOPES THAT I MIGHT INCITE YOUR ATTENTION AND ENCOURAGE A DIALOG AROUND PROMOTION OF REMOTE WORK POLICY FOR CLA FACULTY.

SO IT GOES WITHOUT SAYING THAT WE ARE ALL TRYING TO DO WHAT WE CAN TO INCREASE STUDENT SUCCESS AND TO ELIMINATE BARRIERS PREVENTING RETENTION, PERSISTENCE AND COMPLETION.

OUR DESIRE FOR AN AGREED UPON REMOTE WORK POLICY DOES NOT AND WOULD NOT CONFLICT WITH THESE ENDEAVORS.

CLA FACULTY ARE NOT PROPOSING ANY CHANGES TO INSTITUTIONAL HOURS OF OPERATION OR TO OUR GENERAL AVAILABILITY.

WE ARE MERELY ASKING FOR PARITY.

CURRENTLY, INSTRUCTIONAL FACULTY ARE NOT REQUIRED TO PHYSICALLY BE ON CAMPUS TO TEACH THEIR ASSIGNMENT IF THE MODALITY IS IDENTIFIED AS ONLINE OR REMOTE.

NOR ARE INSTRUCTIONAL FACULTY EXPECTED TO HOLD IN-PERSON OFFICE HOURS IF THEIR ASSIGNMENT IS IDENTIFIED AS ONLINE OR REMOTE.

THIS PROVIDES EVIDENCE THAT A CONSIDERABLE DISPARITY EXISTS BETWEEN THE INTERPRETATION OF WHERE ASSIGNMENTS MAY BE COMPLETED.

I'M SUBMITTING THIS PUBLIC COMMENT IN REGARDS TO SHOWING MY SUPPORT TO THE COUNSELING FACULTY TO BE ABLE TO OPERATE IN A REMOTE ENVIRONMENT WHENEVER POSSIBLE.

I, FOR ONE, HAVE FOUND TREMENDOUS SUPPORT FROM THE COUNSELING FACULTY IN MY CAREER PATH.

I WASN'T ABLE TO GO IN PERSON TO TALK TO THE COUNSELORS DUE TO THE WORK OR OTHER SITUATIONS THAT AROSE, BUT BEING ABLE TO SEND EMAILS TO 1 TO 1 OF MY FORMER PROFESSORS WHO IS A MEMBER OF THE COUNSELING FACULTY HELPED ME IN WAYS THAT HELPED ME GRADUATE FROM CERRITOS COLLEGE AMIDST THE PANDEMIC, GET ACCEPTED TO CAL STATE FULLERTON AND EVEN RETURNED BACK TO CERRITOS TO CONTINUE TAKING CLASSES THAT I NEED.

I KNOW OTHER STUDENTS HAVE ALSO BEEN ABLE TO HAVE THE SAME ADVANTAGES THAT I HAVE AS PROVEN DURING THE PANDEMIC.

DUE TO THEIR QUICK RESPONSIVENESS.

I HAVE NEVER HAD TO WAIT FOR LONG TO BE ABLE TO FIND THE ANSWER TO MY QUESTIONS AND GET GUIDANCE OR SUPPORT WHENEVER I NEEDED.

I FULLY SUPPORT THE FACT THAT THEY SHOULD BE ALLOWED TO NOT ONLY OPERATE IN PERSON BUT ALSO IN A REMOTE ENVIRONMENT.

I DROPPED A COURSE ON JANUARY 21ST, 2023, BEFORE THE PUBLISH DROP DEADLINE CERRITOS COLLEGE WEB, WHICH WAS SHOWN TO REFLECT JANUARY 31ST, 2023. I HAD SUBMITTED A PRINTED PDF TO DEMONSTRATE.

AS MENTIONED, MY FEES CONTINUE TO BE ASSESSED, INCLUDING THE DROP COURSE, SO I EMAILED ADMISSIONS ON MONDAY, JANUARY 23RD, 11:33 A.M., AND THE ADMISSIONS CLERK REPLIED IN WRITING, I DID NOT DROP THE COURSE WITHIN THE LISTED TIMELINE OR DEADLINE.

HOWEVER. DUE TO A LACK OF PROPER SUPPORT FROM THE ADMINISTRATION.

THE DISTRICT REMOVED MY STUDENT HEALTH FEE AND DUE TO THIS I WAS DENIED STUDENT HEALTH SERVICES ON A SCHEDULED APPOINTMENT.

UNBEKNOWNST TO ME, THE DISTRICT APPLIED A HEALTH FEE WAIVER WHICH I WOULD NOT QUALIFY FOR EVEN IF I HAD REQUESTED, WHICH I DID NOT.

I FINALLY RECEIVED COURTEOUS, PROFESSIONAL ASSISTANCE WHEN I COMMUNICATED VIA EMAIL WITH DR.

SO YOU CAN IMAGINE THAT THERE'S AN AVERAGE OF 3 TO 4 FACULTY MEMBERS ON EACH HIRING COMMITTEE THAT WE PUT FORWARD TODAY.

AND SO YOU CAN SEE THAT THEY'RE REALLY GETTING BEHIND THE PUSH TO HIRE ALL THESE NEW FACULTY THAT WE'LL BE BRINGING ONTO CAMPUS.

SO IT'S REALLY EXCITING AND THERE ARE MORE TO COME.

DESPITE THE CURVEBALL, COVID 19 THROUGHOUT THEM, CCF ENCOURAGED THE BOARD TO APPROVE TENURE FOR THESE FACULTY MEMBERS WHO ADAPTED QUICKLY TO NEW TECHNOLOGIES, PEDAGOGIES POLICIES AND PROTOCOLS, AND ONLINE REMOTE HYBRID AND IN-PERSON MODALITIES.

IT IS TRULY A CELEBRATION.

WHEN FACULTY ACHIEVE TENURE, FULL TIME FACULTY OFTEN WORK PART TIME ACROSS MULTIPLE COLLEGES FOR MANY YEARS, AND MANY OF US DO NOT HAVE ACCESS TO ADEQUATE HEALTH CARE.

OR ARE WE DEPENDENT ON OUR SPOUSES OR FAMILIES FOR HEALTH CARE? TRUSTEES CCF IS ADVOCATING TO IMPROVE OUR HEALTH CARE REIMBURSEMENT PROCESS FOR A PART TIME FACULTY.

WE'RE ASKING THE PART TIME MEDICAL REIMBURSEMENT POOL TO BE INCREASED TO 3000 50,000 350,000.

WHILE THIS SOUNDS LIKE A LOT OF MONEY TO BE ALLOCATED FROM THE GENERAL FUND, IT IS TRULY A DROP IN THE BUCKET TO IMPROVE THE RETENTION OF A DIVERSE POOL OF PART TIME FACULTY AND THE 350,000.

IT'S NOT THE COST OF THE DISTRICT.

AS AB ONE 119 ALLOWS THE DISTRICT TO BE REIMBURSED FOR 50% OF THAT COST FROM THE STATE.

INCREASING THE POOL TO 350,000 FOR THE 20 TO 23 FISCAL YEAR REALLY ONLY INCREASES THE COSTS FOR THE DISTRICT, WHICH IS $38,000 FROM THE PREVIOUSLY ALLOCATED 137,000.

THIS IS A MINIMAL COST FOR A SIGNIFICANT IMPACT.

THE TOTAL COSTS OF 175,000 IS LESS THAN ONE SALARY OF ONE CONTRACT AND MANAGER.

AND YET THIS POOL OF MONEY IS EARMARKED FOR OVER 600 PART TIME FACULTY WHO WORK FOR THIS DISTRICT.

THIS POOL OF MONEY WILL PROVIDE PART TIME FACULTY THE ABILITY TO PURCHASE HEALTH CARE PLANS ON THEIR OWN AND GET REIMBURSED FOR UP TO $3,300 PER SEMESTER. THIS PILOT PROGRAM WILL MAKE HEALTH CARE MORE ACCESSIBLE.

I BELIEVE OUR COLLEAGUES ARE WORTH AN INVESTMENT FOR THE DISTRICT WITH A POOL OF 350,000, WHICH IS ONLY $145 PER PERSON PER YEAR FROM THE DISTRICT'S GENERAL FUND.

BY ALLOWING COLLEGE FACULTY THE OPPORTUNITY TO CHOOSE ONE DAY A WEEK TO WORK REMOTELY WILL INCREASE THE MORALE OF THIS FACULTY GROUP, WHO OFTEN FEEL MARGINALIZED AND SUBJECT TO DIFFERENT SETS OF RULES.

BECAUSE WHEN OUR STUDENTS WANT MORE ONLINE CLASSES, WE WERE TOLD TO FOLLOW THE NEEDS AND OFFER MORE ONLINE CLASSES.

BEN WAS A LONGTIME EMPLOYEE OF CERRITOS COLLEGE AND THE ADMISSIONS AND RECORDS DEPARTMENT, WHERE HE WAS A SUBJECT MATTER EXPERT ON ALL THINGS RELATED TO ENROLLMENT.

HE'S ALSO A LIFELONG PHILANTHROPIST, AND YOU ONLY HAD TO GO TO HIS DESK TO SEE THAT HE WAS A FAN OF THE MOOSE.

BEN WAS A BIG ADVOCATE IN THE LOYAL ORDER OF THE MOOSE.

HE HAD BEEN ACTIVE IN PHILANTHROPY FOR DECADES AS A MEMBER OF THAT ORGANIZATION, AND HE HAD A VARIOUS OR A VARIETY OF ORGANIZATIONS THAT HE LIKED TO SPEND TIME WITH.

HE WAS A BIG FAN OF THE MOOSE HEART HOME, AND THAT WAS AN EFFORT TO HELP THE LESS FORTUNATE CHILDREN.

BUT FOR THOSE OF YOU WHO DIDN'T KNOW, HE WAS ALSO A BIG FAN OF VETERANS, MILITARY VETERANS, AND HE WAS ALWAYS AN ALLY TO THEM ON CAMPUS IN THEIR ENDEAVORS TO PURSUE THEIR EDUCATION.

BEN ALSO SERVED WITH ME ON THE STUDENT VETERANS CLUB ADVISORY.

WE STARTED THE CLUB BACK UP.

IT HAD BEEN DORMANT FOR A NUMBER OF YEARS, BUT AS THE GLOBAL WAR ON TERROR SHOWED US, WE HAD A LARGE INFLUX OF STUDENTS AFTER 2001, AND THERE WAS A NECESSITY FOR A CLUB WHERE THEY COULD FEEL THEY HAD A VISIBLE SET OF ALLIES AND THEY HAD A PLACE TO GO.

BEN WAS A BIG PART OF THAT.

IT DIDN'T TAKE MUCH CAJOLING TO GET HIM TO JOIN ME, BECAUSE IF ANYBODY'S EVER SERVED AS A CLUB ADVISOR, YOU KNOW, ONE ADVISOR IS NOT ENOUGH FOR ALL THE EVENTS THAT YOU HAVE TO PARTICIPATE IN. AND BEN WAS A WILLING MEMBER OF THAT TEAM.

NOT ONLY THAT, BUT HE HELPED TO COME UP WITH IDEAS FOR RAISING FUNDS FOR OUR STUDENT VETERAN POPULATION.

AND IT WAS THAT IDEA AND OUR EFFORTS THAT SUCCEEDED IN CREATING A STUDENT VETERANS SCHOLARSHIP.

IT TOOK US A FEW YEARS TO RAISE THE FUNDS, BUT THANKS TO ALL OF YOU AND YOUR SUPPORT IN OUR CAR WASHES, THAT HELPED.

BEN WAS A GIVING AND LOVING ALLY TO ALL THE STUDENTS ON CAMPUS, BUT I KNOW THAT THE VETERANS HAD A NEAR AND DEAR PLACE IN HIS HEART.

I JUST WANTED TO TAKE THE OPPORTUNITY TO THANK THE ADMINISTRATION AS WELL.

AND THE ADULT ED STUDENTS ARE IN AN ADULT ED PROGRAM.

SO THEY COULD BE UNDER 18, THEY COULD BE OVER 18, SAME AS A HIGH SCHOOL STUDENT, COULD BE 18.

BUT THEY'RE STILL CONSIDERED A MINOR BECAUSE THEY'RE GOING FOR A TRADITIONAL HIGH SCHOOL PROGRAM.

SO THEN BY THAT CALCULATION, ALMOST ALL OF OUR STUDENTS WOULD BE ADULT ADULT STUDENTS.

WELL, THEY'D BE SPECIAL ADMIT STUDENTS IF THEY'RE EITHER IN.

YEAH, BUT THE THE QUESTION WE'RE LOOKING AT HERE IS WHO CAN BE A SPECIAL ADMIT STUDENT? AND RIGHT NOW, IT'S ONLY THE STUDENTS WHO ARE TRADITIONAL HIGH SCHOOL STUDENTS.

AND THEN SOMEBODY ASKS ME, DO WITH MY KID NEED TO GET FINANCIAL AID? THIS IS A 16 YEAR OLD, RIGHT? A MOM WHO REALLY ASKS ME, DOES MY WELL, MY KID QUALIFY? I'M LIKE, TOTALLY FREE.

BUT AGAIN, LIKE, I DON'T KNOW IF WE COULD MAYBE FINE TUNE THAT A LITTLE BIT BETTER BECAUSE AGAIN, STUDENTS ARE JUST NOT PARENTS ARE NOT UNDERSTANDING WHAT DUAL ENROLLMENT MEANS FROM A POCKETBOOK PERSPECTIVE.

SO IT'S IT'S FREE FOR MANY STUDENTS.

MOST STUDENTS CAN PROBABLY QUALIFY FOR FREE, BUT THEY WE LOSE STUDENTS BY TELLING THEM IT'S FREE.

AND THAT FINE PRINT IS FAIRLY LONG UNDERNEATH THE FREE COLLEGE COMPONENT.

THAT'S THE TRICKY PART.

AND DURING THAT MEETING, TRUSTEE PRESS SUGGESTED THAT WE SHOULD BRING RESOLUTION FOR THE BOARD TO TAKE FORMAL ACTION AND SUPPORT ON THE GENDER NEUTRAL RESTAURANTS IN THE CLASSROOM.

TODAY, I HAD THE OPPORTUNITY TO MEET AMY PARKER, WHO WAS ONE OF THE STUDENT LEADERS WHO SUPPORTED THIS INITIATIVE.

SPEAKING OF AMY, SHE IS ONE OF THE EARLY ADMISSIONS INTO OUR COLLEGE, AND SHE WILL BE TRANSFERRING INTO CAL POLY POMONA AT THE END OF THIS SEMESTER.

SO IT IS 100% POSSIBLE, EVEN WITH THE LIMITATION OF THE 9 HOURS TO GRADUATE WITH AN ASSOCIATE DEGREE AND A HIGH SCHOOL DEGREE AT THE SAME TIME.

SO VERY SMART STUDENT, INCREDIBLY CURIOUS, WHICH WAS HOW WE END UP IN THE MEETING TODAY.

THEY ARE CONFIRMED OPEN TO THE PUBLIC WITH NO KEYS.

AND WE HAVE A MAP THAT IS READY TO BE UPLOADED INTO WEBS INTO OUR WEBSITE THAT WILL SHOW THE LOCATIONS OF WHERE THESE GENDER NEUTRAL BATHROOMS ARE.

SO VERY SORRY TO SEE HIM GO.

BUT IT IS IMPORTANT ALSO TO REMEMBER THAT HE WAS A HAPPY PERSON, LIVED A HAPPY LIFE, AS ERIC DESCRIBED HIM.

GREAT SENSE OF HUMOR AND ALWAYS INCREDIBLY POSITIVE.

WE HAD ALL KINDS OF CONVERSATIONS WITH BEN RIGHT HERE ON THE TOP OF THE STAIRS.

EVERY TIME I USED TO COME IN, HE WAS HANGING AROUND THERE.

SO WE USED TO CHAT FOR A WHILE AND HE ALWAYS HAD SOMETHING FUNNY TO SAY AND WE JUST SPENT SOME TIME.

BUT AS IT HAS BEEN SAID PREVIOUSLY, HE WAS A WEALTH OF KNOWLEDGE, VERY KNOWLEDGEABLE ABOUT EVERYTHING THEY HAD TO DO, NOT ONLY WITH HIS WORK BUT THE GENERAL AREA WHERE HE WAS LOCATED, MENTOR TO MANY THE INSTITUTION AND SOMEONE THEY TRULY APPRECIATED.

CERRITOS COLLEGE AND WHAT CERRITOS COLLEGE MEANT FOR OUR LOCAL COMMUNITY.

AS WE CELEBRATE BEN'S MEMORY TOMORROW DURING HIS LIFE CELEBRATION.

I THINK HIS ACTIONS, WHAT HE HAS DONE FOR THE COLLEGE AND HOW HE HAS MENTOR.

MANY OF OUR COLLEAGUES HERE WILL ENSURE THAT HIS LEGACY LIVE ON FOR A VERY LONG TIME.

SO VERY HARD NEWS TO HEAR ABOUT BEN.

AS A FACULTY SENATE PRESIDENT FOR CONVENTION, WE HAVE MULTIPLE FACULTY POSITIONS OPEN.

HE SUBMITTED 17 MEMBERS FOR COMMITTEE AND HE IS STILL CHAIR ABOUT TEN MORE.

SO, DENNIS, IF YOU HEAR ME, THANK YOU FOR THE WORK.

YOU STILL ALL MORE AND THIS IS WITHOUT COUNTING ALL THE POSITIONS THAT WE HAVE OPEN.

THE COLLEGE IS IN A GOOD FINANCIAL POSITION, BUT WE ARE GOING TO BE ENTERING A POINT IN WHICH WE'LL BE LOSING FUNDING STARTING JULY 1ST, EVEN IF WE DO REALLY, REALLY WELL, OR APPORTIONMENT WILL NOW BE BASED ON THE 17,362 FTE.

SO WE ARE GOING TO ESSENTIALLY EXPERIENCE A LOSS OF $5.5 MILLION DIVIDE BY THREE.

WHATEVER THAT NUMBER ENDS UP BEING AT THE END IS ESSENTIALLY THE BEGINNING OF OR SLOWED DOWN IN OUR BUDGET. SO AS WE PRESENT THAT BUDGET, I WANT US TO KEEP IN MIND THE NOT ONLY THE STATE BUDGET IS GOING TO BE LESS RICH THIS NEXT YEAR, BUT ALSO OUR OWN ALLOCATION IS NOT GOING TO BE AS HIGH, WHICH MEANS WE'RE GOING TO CONTINUE TO PLAN TO ENSURE THAT WE DON'T HAVE TO MAKE THOSE TOUGH DECISIONS DOWN THE ROAD.

AND I THINK THAT IS ANOTHER EXAMPLE, VERY TANGIBLE OF WHY REPRESENTATION MATTERS AND WHY THEY WORK IN DIVERSITY.
