DETAILS FROM THE REPORT HAVE ALSO NOT BEEN PUBLISHED.
I HAVE ALSO ASKED THIS REPORT TO KNOW WHAT HAS BEEN GOING ON AT CERRITOS COLLEGE.
'S THE NEXT PUBLIC COMMENT, IS FROM ALEJANDRA, A STUDENT GOOD EVENING, BOARD OF TRUSTEES.
I REPORTED OPERATIONAL ISSUES IN THE DECEMBER BOARD MEETING WHICH ARE STILL OUTSTANDING NEEDED RESOLUTION.
I EXCHANGED -- I EXCHANGED A FEW EMAILS BACK AND FORTH IN DECEMBER 2022.
THE COMMUNICATIONS SUBSEQUENTLY SEIZED FROM THE INSTITUTION SIDE WITH NO UPDATE OR NOTICE TO MYSELF NOR A D4 COMMUNICATION OR UPDATE IN THE NEAR FUTURE.
I EMAILED ASKING FOR A ASK IT , AND WEDNESDAY DECEMBER 14TH, 22 A: 39 A.M.
FROM EITHER SIDE OF THE ADMINISTRATORS ON THE EMAIL CHAIN.
HOWEVER, FROM THE BRIEF COMMUNICATION RELATED TO STUDENT DATA OF PRIVACY BEING COMPROMISED ATTENTION, I LEARNED THAT THE FOLLOWING COMMUNICATION: BECAUSE OF YOUR CONCERNS FOR DEVELOPING A HIGH RECEIPT HANDBOOK, WE WILL THEN REWORK IT TO PROVIDE TO THE ACADEMIC SENATE AND THE AUSTIN ACADEMIC AFFAIRS.
I DO NOT SEE THIS ON TODAY'S BOARD OF TRUSTEES AGENDA.
THIS CONDITION TO THE CURRENT IS A SENSE FP FOR THE BEST INTEREST OF THE FACULTY AND ET CETERA.
DEAN MILLER HAS STATED TO ME THAT THERE WERE ALREADY SAFEGUARDS IN PLACE, THE NEED FOR THIS UPDATE AND DIVIDE A AREA FOR OPPORTUNITY.
DROP A DEADLINE DATE PUBLISHED AS OF JANUARY 31ST, 2023.
I RELIED ON AND PRINTED SAID PDF, MY FEES ARE STILL BEING ASSESSED FOR A COURSE I DROPPED WITHIN THIS TIMELINE.

QUICK LINKS FINAL EXAMS AND SCHEDULE ON THE WEBSITE DOES REFLECT 2022 CERRITOS COLLEGE SPRING FINAL EXAM SCHEDULE.
WE ARE GOING TO MOVE ON TO THE REPORT, AND COMMENT, FROM CONSTITUENTS GROUP .
[1.06 Reports and Comments from Constituent Groups]
FIRST, WE WILL INVITE DENNIS ELKIN, FACULTY SENATE PRESIDENT.MANY MORE OF US IN PERSON THAN PREVIOUSLY, AND IT'S REALLY NICE TO SEE THAT.
WELCOME TO ALL OF MY FRIENDS FROM THE GENERAL PUBLIC, THE COLLEGE COMMUNITY, STUDENTS, AND OF COURSE, HONORED BOARD MEMBERS AND THE PRESIDENT.
I WAS GOING TO TAKE THE OPPORTUNITY TONIGHT , AND PART TO BOTH FAMILIARIZE AND EDUCATE MEMBERS OF THE COMMUNITY AND THE BOARD, ESPECIALLY SINCE WE HAVE NEW PEOPLE IN GENERAL.
IN TERMS OF WHAT THE FACULTY DOES AND WHAT WE ARE LOOKING FORWARD TO IN THE COMING
[00:10:17]
YEAR.YOU MAY OR MAY NOT KNOW THAT A LOT OF PEOPLE AND FACULTY SENATORS AND FACULTY IN GENERAL SERVE ON MANY OF THE IMPORTANT COMMITTEES ON CAMPUS FROM SENATE COMMITTEES ON THINGS LIKE CURRICULUM AND SABBATICAL LEAVE , TO SHARED GOVERNANCE COMMITTEES THAT ARE ESSENTIAL TO THE COLLEGE BEING ABLE TO SERVE ITS FUNCTIONS.
TO BOTH STUDENTS IN THE COMMUNITY.
FACULTY ALSO SERVES ON BASICALLY ALL OF THE HIRING COMMITTEE OF COURSE FOR FACULTY AND OF COURSE FOR MANY OF THE ADMINISTRATORS THAT ARE SITTING HERE TODAY.
SO, THAT FUNCTION ALONE , BEING ABLE TO SERVE ON THIS COMMITTEE'S AND GIVE THE INSIGHT OF FACULTY THAT WE HAVE IN TERMS OF WHAT WOULD BE THE BEST ADDITION TO THE FAMILY IS ONE OF THE THINGS THAT WE DO FOR HER TO DO IT BECAUSE LIKE AT ANY GIVEN TIME.
I THINK 28, 27 OF THEM BEING FOR CREDIT AND ONE BEING FOR NONCREDIT THINK THOSE NUMBERS ARE AMAZING AND I CANNOT WAIT TO HAVE THE FACULTIES AND APPROVE THOSE NUMBERS .
OTHER THAN THAT, WE ARE LOOKING FORWARD TO HELPING THE DISTRICT IDENTIFY SOMEBODY TO SERVE AS A FACULTY ACCREDITATION COORDINATOR AND AS A FACULTY EQUITY COORDINATOR MOVING FORWARD WILL LOVE THE IMPORTANT WORK THAT WE ARE SO HAPPY TO BE INVOLVED IN.
STILL OKAY, FACULTY FEDERATION.
I'M IN FRONT OF YOU TODAY TO ASK YOU FOR YOUR SUPPORT BY ALLOWING COUNSELORS, LIBRARIANS AND INSTRUCTIONAL PRESIDENTS TO WORK ONE DAY A WEEK REMOTELY.
THIS WOULD PROVIDE THE SAME FLEXIBILITY GIVEN TO MANAGEMENT , CONFIDENTIAL, AND CLASSIFIED PROFESSIONALS, OUTLINED IN THE RULEBOOK.
THAT ALLOWS TELECOMMUTING SO LONG AS IT DOES NOT INTERFERE WITH THE DEMAND OF OUR CAMPUS SERVICES.
THIS ALSO PROVIDE SIMILAR OPPORTUNITIES GIVEN TO OUR INSTRUCTIONAL FACULTY THROUGH DISTANCE EDUCATION ASSIGNMENTS.
COUNSELORS, LIBRARIANS AND INSTRUCTIONAL SPECIALIST ARE THOSE WHO WORK IN AREAS SUCH AS COUNSELING, LIBRARY, LEARNING RESOURCE CENTERS, TOPS, AND STUDENT ACCESSIBILITY SERVICES.
HISTORICALLY, WE HAVE IDENTIFIED THESE FACULTY AS "NONINSTRUCTIONAL ", BUT THE TRUTH IS, WE DO MORE THAN NONINSTRUCTIONAL NOT ONLY DO FACULTY AND EACH OF THESE AREAS HOLD INSTRUCTIONAL ASSIGNMENTS, THEY PROVIDE ESSENTIAL SERVICES TO ENSURE RETENTION OF OUR STUDENTS.
FACULTY WAS BROUGHT BACK TO CAMPUS THE SAME TIME MUCH AS THE STAFF AND MANAGERS ON THIS CAMPUS.
YOU KNOW MOST OF THE STUDENTS AND MUCH OF THE ROLES STILL IS ONLINE.
SINCE THEN, IT HAS BECOME CLEAR THAT EDUCATION IS FOREVER CHANGED IN OUR WORKPLACE, IT MUST CHANGE AS WELL.
THE DISTRICT WILL IMPLEMENT A TELECOMMUNICATION POLICY.
IT'S INTENDED TO PROVIDE OPERATIONAL EFFECTIVENESS AND FLEXIBILITY OF AN INDIVIDUAL PRODUCTIVITY AND IMPROVE MOREL.
THIS POLICY ALLOWS MANAGEMENT CLASSIFY AND CONFIDENTIAL TO ENGAGE IN TELECOMMUTING TO SUPPORT THE DISTRICT.
EMPLOYEES RETENTION, SUPPORT THE RECRUITMENT OF A DIVERSE WORKPLACE.
FACULTY ARE NOT INCLUDED IN THIS AP.
THE LACK OF THE OPPORTUNITY TO TELECOMMUTE HAS THE OPPOSITE EFFECT.
FACULTY WILL NOW HAVE THE HAVE THE SAME OPPORTUNITIES TO BRAWL HEALTH AND WELLNESS.
THIS NEGATIVELY IMPACTS OUR MORALE.
THERE IS A HIGHER RATE OF ATTRITION FOR IN PERSON STUDENT APPOINTMENTS.
THIS NEGATIVELY IMPACTS THE DISTRICT.
FACULTY FEEL AS THOUGH THE DIRECTIVE TO NOT ALLOW US TO WORK TELECOMMUTE HE IS ARBITRARY.
IT DOES NOT SUPPORT US AS FACULTY.
ADDITIONALLY, THIS ON-CAMPUS RECRUITMENT IMPACTS OUR RETENTION AND RECRUITMENT EFFORTS AS COLLEGE WITH SANTA MONICA ALLOWS FACULTY TO WORK 50% OF THEIR ASSIGNMENT REMOTELY.
THEY ALLOW 40% OF OUR CLI ASSIGNMENT THE REMOTE.
IN AN ERA OF DECLINING ENROLLMENT AND AN EMPHASIS ON STUDENT RETENTION AND
[00:15:02]
COMPLETION, THE DISTRICT IS WORKING TO ENSURE SOLVENCY AND STUDENT SUCCESS.WE FOLLOW STUDENT TRENDS, INSTRUCTIONAL FACULTY ASSIGNMENTS ARE BASED ON THE NEED OF OUR STUDENTS.
AT THIS TIME IT'S LARGELY VIRTUAL.
FACULTY PROVIDES ARE MODALITY TO MEET STUDENTS WHERE THEY ARE AT.
AS A RESULT, CLI FACULTY ARE OFTEN IN THEIR ON-CAMPUS WORK AREA PROVIDING VIRTUAL SERVICES TO OUR STUDENTS.
WHILE OUR INSTRUCTIONAL COUNTERPARTS ARE ABLE TO COMPLETE THE WORK FROM ALTERNATE LOCATIONS.
THIS PAST SEMESTER, THE COUNSELING DIVISION COLLECTED CLOSE TO 300 SURVEYS FROM OUR STUDENT.
THE DATA REVEALED THAT 60% OF OUR STUDENTS PREFER VIRTUAL COUNSELING APPOINTMENTS.
4% PREFER TELEPHONE APPOINTMENTS.
AND THE REMAINING 36% WOULD PREFER IN PERSON APPOINTMENTS.
ADDITIONALLY, STUDENTS ARE LESS LIKELY TO CANCEL OR NO-SHOW ON VIRTUAL APPOINTMENTS BECAUSE MANY OF THESE BARRIERS IN TERMS OF ACCESS ARE REMOVED.
IN THE COUNSELING DEPARTMENT VIRTUAL APPOINTMENTS , THEY HAD 20% NO-SHOW RATE, FOR VIRTUAL, WHILE IN PERSON, THEY HAD 32% OF NO-SHOW RATE.
STUDENTS WHO EXPERIENCE LAST-MINUTE CHANGES TO THEIR ROUTINES WHO MAY NOT HAVE TRANSPORTATION OR WHO MAY NEED TO CARE FOR A FAMILY MEMBER CAN USE THE ZOOM TO CONNECT WITH OUR COUNSELORS WITHOUT HAVING TO TAKE EXTRA STEPS TO GET TO CAMPUS.
WHAT WE ARE ASKING FOR IS REASONABLE.
WE ARE ASKING FOR THE TRUSTEES TO EXTEND THE SAME REMOTE WORK , FLEXIBILITY TO OUR CLI FACULTY WITHOUT INTERRUPTION OF OUR ON-CAMPUS SERVICES.
TRUSTEES, PLEASE SHOW OUR FACULTY THAT YOU SUPPORT THEM AS AN INTEGRAL PART OF THIS COLLEGE.
ALLOW CLI FACULTY THE OPPORTUNITY TO ENGAGE IN TELECOMMUTING JUST LIKE OTHER FACULTY AND STAFF AT CERRITOS COLLEGE AND ACROSS THE STATE.
NEXT THE CREW WILL BE BY LINDA LOPEZ, CALIFORNIA SCHOOL EAST ASSOCIATION PRESIDENT.
YOU'RE GOING TO MOVE AROUND TO OPEN SECTION AGENDA.
FIRST WE ARE GOING TO GO TO INSTITUTIONAL PRESENTATION, RECOGNITION OF RETIREES.
[2.01 Institutional Presentation: Recognition of Retirees]
FIRST, WE ARE GOING TO HAVE DR. ELISA BOYLES, THEN ASSIST.GIVING A PRESENTATION RECOGNIZING DR. SHEILA.
I JUST WANT TO REMIND YOU THAT SHE WAS RECEIVES , OUTSTANDING MANAGER IN SEPTEMBER 2022.
PRESS THE BUTTON TO MAKE SURE IT IS FALCON FIRST OF ALL, I WOULD LIKE MY TEAM TO STAND UP AND PLEASE, COUNSELING, ALL OF MY COUNSELORS, EVERYONE.
I JUST WANT TO SAY THAT THIS IS A BITTERSWEET MOMENT.
[00:21:46]
MY HEART WILL ALWAYS BE WITH THE COLLEGE.YOU ALSO BEEN INSTRUMENTAL IN MY GROWTH AND LIKE I SAID BEFORE, THE COACH CANNOT WIN THE GAME WITHOUT THE PLAYERS.
LOCALITY PLAYERS WE HAVE HERE TONIGHT.
I AM SO EXCITED TO HAVE BEEN THROUGH THE GROWTH, THE CHANGES, THE PANDEMIC .
I FEEL LIKE NOW I CAN FINALLY BREATHE.
BUT WHILE I AM BREATHING I WANT YOU TO KNOW THAT THERE IS STILL WORK THAT NEEDS TO BE DONE WITH OUR STUDENTS VIRTUALLY.
OKAY? SO, DR. FIERRO, THANK YOU FOR ENTRUSTING ME WITH THE POSITION AS INTERIM DEAN.
IN THE BOARD, I JUST APPRECIATE YOU FOR ALL YOUR SUPPORT.
JUST KNOW THAT WE DO GREAT WORK IN COUNSELING AND I WANT TO MAKE SURE THAT IS HONORED AND RESPECTED.
SO, I LOVE MY TEAM, I LOVE CERRITOS COLLEGE, IT'S BEEN A PLEASURE.
[00:25:01]
ENJOY YOUR LIFE.INTO HEAVY GROUP, RIGHT? NEXT, WE WILL HAVE THE VP OF BUSINESS SERVICES, FULLY THEY LOPEZ.
HE WILL GIVE A PRESENTATION TO RECOGNIZE TWO RETIREES.
MARIO MORALES, SENIOR ELECTRONIC SYSTEMS TECHNICIAN IS HERE.
AND, GILBERT RODRIGUEZ, INFORMATION SECURITY ANALYSIS.
FIRST, I WILL START WITH MARIO MORALE IS.
MARYA BECAME IN HIS INFORMATION TECHNOLOGY DEPARTMENT IN 1978.
MARIO SERVED AS OUR SENIOR ELECTRONIC SYSTEMS TECHNICIAN , HE HAS BEEN INSTRUMENTAL EMPLOYEE.
AND HE REMAINS COMMITTED AND DEDICATED THROWS 44 YEAR CAREER.
HE WORKED ON VARIOUS PROJECTS, INCLUDING SETTING UP FIBER AND NETWORK CONNECTION ON NEW CAMPUS CONSTRUCTION PROJECTS.
HE ALSO SERVED AS OUR CLASSIFIED REPRESENTATIVE ON THE COLLEGE COMMITTEE OF INFORMATION TECHNOLOGY STANDARDS.
HIS KNOWLEDGE AND EXPERTISE HELP SET UP THE CAMPUS NETWORK INFRASTRUCTURE STANDARDS AND INSURED THAT THEY WERE FOLLOWED.
IN ADDITION, HE WAS RESPONSIBLE FOR THE INSTALLATION OF NEW NETWORK PORTS AND WI-FI ACCESS POINTS.
MARIO, WE THANK YOU SO MUCH FOR YOUR COMMITMENT AND DEDICATION TO THE SERVICE.
CONGRATULATIONS AND ALL OF THE BEST RETIREMENT THANK YOU SO MUCH.
MARIO, WE HAVE SOME TIME FOR YOU.
IF YOU WANT TO SAY SOME WORDS FOR US? GO AHEAD, MARIO.
I JUST WANT TO SAY, CERRITOS COLLEGE IS BEEN MY SECOND HOME FOR 44 YEARS.
I STARTED WHEN I WAS 21 AND I LITERALLY GREW UP HERE.
I SAW A LOT OF CHANGES TO BUILDINGS, PEOPLE, ADMINISTRATORS, AND BOARD MEMBERS.
I SAW THE FIRST PERSONAL COMPUTERS IN THE FIRST NETWORK TO COME IN.
TECHNOLOGY JUST TOOK OFF AFTER THAT.
I LEARNED A LOT DURING THAT TIME, I THINK I PUT THAT KNOWLEDGE TO GOOD USE.
IT'S BEEN VERY REWARDING WORKING THANK YOU SO MUCH.
[00:30:06]
NEXT IS GILBERT RODRIGUEZ.UNFORTUNATELY, HE WAS UNABLE TO JOIN US TODAY.
BUT I WILL READ SOMETHING ABOUT GILBERT.
GILBERT RODRIGUEZ WAS A LONG SERVING EMPLOYEE IN THE INFORMATION TECHNOLOGY DEPARTMENT.
TWO KEY PEOPLE DEPARTING FROM OUR I.T.
HE STARTED AS A STUDENT WORKER IN 1979, AND, HE WAS HIRED FULL-TIME IN 1981.
OVER THE COURSE OF HIS 43 YEAR REAR, HE WAS PROMOTED FOLDABLE TIMES AND SERVED AS OUR INFORMATION SECURITY ANALYST.
AT THE TIME OF HIS RETIREMENT.
HE IS RECOGNIZED FOR HIS CONTRIBUTIONS TO THE COLLEGE THROUGH PROJECTS SUCH AS MAINTAINING OUR CAMPUS SECURITY AND WAS NAMED CLASSIFIED EMPLOYEE OF THE MONTH IN 2019.
HE HELPED FINANCIAL DEPARTMENTS DIGITALIZE THE RECORDS.
HE IS ALSO TAUGHT AS AID AND STRUCTURE IN BOTH THE CIS AND BUSINESS DEPARTMENTS.
GILBERT, THANK YOU SO MUCH FOR YOUR DEDICATION AND DEDICATED SERVICE OVER THESE YEARS.
WE WISH YOU ALL THE BEST IN YOUR RETIREMENT.
ALL RIGHT, WE ARE GOING TO CONTINUE OVER TOWARDS 2.02.
[2.02 Institutional Presentation: Overview of Independent Audit Reports]
ALSO DONE BY VP OF INTUITIONAL PRESENTATION OVERVIEW OF INDEPENDENT AUDIT REPORTS , AT THIS TIME, THE BOARD OF TRUSTEES WILL RECEIVE A PRESENTATION FROM REPRESENTATIVES FROM THE FIRM OF BAILEY LLP, REGARDING ADMINISTRATIVE ITEM 5.03 AND 5.04.HE WILL PROVIDE A SAFE PRESENTATION ON THE DISTRICT AUDIT AND MEASURE AUDIT.
I'M ACTUALLY GOING TO SHARE MY SCREEN ON THE REPORT AND THEN GO AHEAD AND JUST GUIDE ME WITH WHICH PAGE THAT YOU WANT ME TO TURN TO.
IT'S A PLEASURE TO BE HERE THIS EVENING.
THE PDF PAGE 91 IS WHAT WE ARE TALKED ABOUT WHICH IS THE SUMMARY OF RESULTS.
AGAIN, MY NAME IS BILL ROOS, I AM THE SENIOR PARTNER ON ENGAGEMENT FOR SERVICES.
IT IS A PLEASURE TO BE HERE THIS EVENING TO GO OVER THE FINANCIAL RESULTS AUDIT FOR THE YEAR, 2022.
BASICALLY, AS AUDITORS, WE BASICALLY HELP MANAGEMENT PRIORITIZE INFORMATION BUT ALL OF THIS INFORMATION COMES FROM MANAGEMENT DID AND AS AUDITORS WE WANT TO TAKE CREDIT FOR THE OPINIONS OF THE REPORT.
AND IT BRINGS US AN IDEA OF WHAT WE CAN DO AS AUDITORS.
THE FIRST OPINION THAT WE GET IS GOING OVER THE FINANCIAL STATEMENTS.
YOU'LL SEE HERE AT THE TOP IT SAYS ON MODIFIED PAYMENT.
IT IS THE HIGHEST LEVEL OF ASSURANCE THAT WE CAN GET WITH AUDITORS THAT BASICALLY STATES THAT THE FINANCIAL STATEMENTS ARE AND PERFORMANCE WITH THE PRINCIPLES AND THAT THEY ARE MATERIALLY CORRECT.
I ALSO WANT THEM TO KNOW THAT WE HAVE NO AUDIT ADJUSTMENTS TO THE 311 .
THAT WAS SUBMITTED BACK TO THE BOARD BACK IN NOVEMBER OR DECEMBER.
WE WERE ABLE TO TAKE ALL THE NUMBERS ON THE DISTRICT AND THEY HAD SUPPORTING DOCUMENTATION SUCH AS TAKING ACCOUNTS AND THE GENERAL LEDGER.
[00:35:04]
INFORMATION THAT SOURCE.ALSO KNOWN AS A CLAIM , OVER THE FINANCIAL STATEMENTS.
THE SECOND BOARD, THERE IS NO MATERIAL WEAKNESSES.
AND THERE WERE NO SIGNIFICANT SEES DEPORTED.
THE SECOND OPINION THAT WE GIVE , OF THE DISTRICT .
AS YOU SEE THERE, IT STATES THAT WE ARE ABLE TO SHOW IT ON MODIFIED OPINION.
THAT IS THE HIGHEST LEVEL THAT WE CAN GIVE.
I WANT YOU TO SEE THERE IN THE MIDDLE OF THE PAGE, THOSE OF THE PROBLEMS THAT WE ARE REQUIRED TO DO SO.
THIS WAS ABOUT $1.9 MILLION AND THEN THE COVID FUNDS ARE RELAYED TO THE STUDENT PORTION IN THE MINORITY SYSTEM.
WE AUDITED $51 MILLION OUT OF $85.8 MILLION OF FEDERAL AWARDS.
SO WE HAD A COVERAGE ABOUT 59% OF FEDERAL EXPENDITURES .
AND AGAIN, I'M HAPPY TO REPORT THAT THERE ARE ON MODIFIED PREMIUMS. WE HAD NO MATERIAL WEAKNESSES.
WE HAD NO COMPLAINTS OVER FEDERAL AWARDS.
THE LAST OPINION THAT WE HAVE IS A STATE COMPLIANCE.
AS YOU SEE THERE, ON MODIFIED.
IF YOU ARE UNABLE TO ISSUE IN ON MODIFIED, EVERY YEAR THE CHANCELLOR'S OFFICE GIVES US A LIST OF REQUIREMENTS THAT WE ARE REQUIRED TO LOOK AT.
SOME OF THOSE THINGS ARE, FOR EXAMPLE, PROPOSITION 1D.
THE EDUCATION PROJECTION ACCOUNT FUNDS.
WE LOOK AT STUDENTS THAT ARE ACTIVELY INVOLVED.
SO THERE IS A LIST, AND I AM HAPPY TO REPORT THAT WE HAD NO BAD FINDINGS.
SO AGAIN, THOSE OF THE THINGS THAT WE ISSUED.
THAT IS MY PRESENTATION FOR THE DISTRICT FOR AND I AM HAPPY TO ANSWER ANY QUESTIONS BEFORE I MOVE ON TO THE AUDIT REPORT FOR THE BUILDING.
ANY TRUSTEES OF QUESTIONS? OKAY, WE HAVE TO VOTE TO VOTE.
GO AHEAD, YOU CAN PRESENT 5.04.
YOU WANT TO PULL UP PDF PAGE 22.
SO AGAIN, IT'S REQUIRED TO HAVE AN ANNUAL AUDIT EVERY YEAR FOR THE PERFORMANCE AUDIT TO MAKE SURE THESE FUNDS ARE BEING SPENT IN ACCORDANCE THE BALANCE OF THE TEXT .
I AM HAPPY TO REPORT THAT WE ARE ABLE TO ISSUED ON MODIFIED OPINION OVER THE FINANCIAL STATE REQUIRED TO LOOK AT EXPENDITURES AS WELL.
THEY'RE SUPPORTED BY PROPER BID DOCUMENTATION AND THAT THEY WERE REPORTS FOR THE OTHERS THAT WERE APPROVED BY THE PILLARS.
AND SO, AS YOU WILL SEE AT THE TOP, THEY CONCLUDED ABOUT $9.9 MILLION WHICH REPRESENTED 40 PERCENT OF THE TOTAL EXPENDITURES OF $20,000,000.8 MILLION .
AND WE HAD NO EXCEPTIONS WITH ANY OF THOSE EXPENDITURES THAT WE LOOKED AT AND AGAIN, THEY WERE AGAINST ALL OF THE THINGS THAT I MENTIONED EARLIER.
YOU CAN SEE THAT THE RESULTS OF OUR TEST INDICATED THAT IN ALL SIGNIFICANT RESPECTS, SUCH EXPENDITURES WERE MADE WITH AUTHORIZED PROJECTS.
WE HAD NO FINDING OVER QUESTIONABLE COSTS.
OR BONDS THAT WERE SPENT THIS YEAR OUT OF $20.8 MILLION.
AND AGAIN, I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE.
ANYONE HAVE QUESTIONS? SOME REPORTER: NO, YOUR FIRM, AND ALSO SPECIFICALLY, I WANT TO THANK VICE PRESIDENT LOPEZ FOR ALL OF THE ENORMOUS AMOUNT OF WORK THAT GOES INTO THIS.
AND, IT IS EASY, I THINK, TO SEE THIS AS SOMETHING AS VERY AS A DERRICK.
[00:40:02]
AND VERY ADMINISTRATIVE.I JUST WANT TO PUT IN A PRACTICAL SENSE, THAT WHEN IT COMES TO BORROWING MONEY WHICH IS HOW WE PAY FOR JUST ABOUT EVERYTHING, ESPECIALLY PHYSICAL WORK ON OUR CAMPUS IF THE BORROW MONEY TO DO THAT.
HAVING EXEMPLARY REPORT LIKE THIS IS WORTH MILLIONS OF DOLLARS TO THIS COLLEGE ESPECIALLY AT THE TIP SCALE THAT WE ARE TALKING ABOUT.
I JUST WANT TO MAKE SURE THAT THE MAGNITUDE OF YOUR CARE AND DILIGENCE ABOUT OUR FINANCIAL RECORDS AND EXPENDITURES DOES NOT GO OVERLOOKED, IT'S MORE THAN A THUMBS UP SO, THANK YOU SO MUCH.
BUT I WOULD BE REMISS IF I DO NOT ALSO RECOGNIZE MY TEAM.
I OBVIOUSLY CANNOT DO THIS ALONE SO I WOULD LIKE TO THANK OUR DIRECTOR, ALSO, CONRAD , BUDGET MANAGER.
PATRICK O'DONNELL, DIRECTOR OF I.T.
THESE ARE MEMBERS OF OUR TEAM THAT PUT A LOT OF EFFORT AND A LOT OF THESE GO UNDER THEIR AREAS OF RESPONSIBILITIES .
I WANT TO APPRECIATE THE TEAM FOR HARD WORK.
WE ARE GOING TO VOTE TO APPROVE THIS ITEM.
SINCE WE ARE DOING THE FIRST VOTE IN ACCORDANCE WITH A.B.
2449, I WILL START BY ASKING TRUSTEE PEREZ.
TRUSTEE PEREZ, OTHER ANY OTHER INDIVIDUALS 18 YEARS OF AGE OR OLDER WHO ARE PRESENT? NO.
[5.03 Consideration to Receive and Accept Independent Audit Report for the Cerritos Community College District for Fiscal Year Ending June 30, 2022]
[5.04 Consideration to Receive and Accept Independent Audit Report for the Cerritos College Measure G Proposition 39 General Obligation Bond for Fiscal Year Ending June 30, 2022]
TRUSTEE PEREZ? AND SALAZAR? YES.SO, 2.03 IS INSTITUTIONAL PRESENTATION FOR ENROLLMENT OF DATE.
WE ARE GOING TO PUT POST-IT UNTIL 22 MEETING.
[2.03 POSTPONED TO FEBRUARY 22 MEETING - Institutional Presentation: Enrollment Update]
[2.04 Institutional Presentation: Data Snippet from the Office of Institutional Research, Planning, and Grants]
2.04 IS INSTITUTIONAL PRESENTATION FOR DATA SNIPPET.FROM THE OFFICE OF INSTITUTIONAL RESEARCH AND GRAND AND BY DR. AMBER .
SO, TODAY'S DATA SNIPPET IS ON GRADUATION NIGHT.
THIS DATA IS BASED ON OTHER DATA.
I WANT TO GIVE A LITTLE BACKGROUND ABOUT THE DATA PASSES AND WHY IT'S IMPORTANT.
SO, THIS IS INFORMATION THAT IS TO SUBMIT THREE TIMES EACH YEAR.
THREE DIFFERENT SURVEY PERIODS FOLLOWING WINTER OR SPRING.
AND IN ORDER TO DO THAT WE HAVE TO SUBMIT TO GET FEDERALLY FUNDED FROM THE FEDS.
WITH THAT, EACH YEAR THEY GIVE US BACK WHAT'S CALLED A DATA FEEDBACK REPORT , AND WITHIN THAT, THIS IS INFORMATION THAT IS PROVIDED.
AND SO, I WANT TO HIGHLIGHT THAT WE HAVE GONE UP WITH GRADUATION RATES.
THE BOTTOM REPRESENTS MULTIPLE YEARS.
THIS IS BASED ON DATA THAT WE SUBMITTED LAST YEAR WHICH WAS 2021 WHICH GIVES STUDENTS TIME TO SLEEP.
THE WAY THEY DEFINE NORMAL TIME IS STUDENTS COMPLETING THEIR ASSOCIATE DEGREES, THIS IS LOOKING AT DEGREE SEEKING STUDENTS.
NORMAL TIMES TWO YEARS, 150% TIME IT IS FREE AND FOUR YEARS.
SINCE THE 2014 COHORT WE'VE ACTUALLY INCREASED BY 25%.
A PERCENT OF STUDENTS WERE COMPLETING WITHIN TWO YEARS.
IN A SIMILAR TREND FOR 150 PERCENT OF THE NORMAL TIME.
IN A 200 PERCENT IS ACTUALLY INCREASED 1% .
SO, THIS REALLY IS EMPHASIZING AND HIGHLIGHTING ALL OF THE WORK THAT WE ARE DOING ON THE GROUND WITH OUR STUDENTS.
[00:45:03]
I WOULD LIKE TO SEE THIS DATA IN THE NEXT COUPLE OF YEARS AS WELL BECAUSE WE REALLY RANTS UP THE EFFORTS IN GETTING STUDENTS ON A PATH WITH FINANCIAL SUPPORT AND OUR STUDENTS SUPPORT AS WELL.AND SO, THIS DATA IS ALSO IMPORTANT.
OUR DATA IS WHAT WE SUBMIT TO THE CHANCELLOR'S OFFICE.
WITHIN THAT, THEY CAN'T DIRECT THAT INFORMATION.
WE'VE ALSO BEEN MORE CRITICAL AND AWARE OF OUR DATA INTEGRITY AND HAVE BEEN DOING A GREAT JOB ABOUT SUBMITTING ALL OF OUR DATA AND MAKE SURE WE ARE HELPING ALL OF THE STUDENTS.
BUT THE LAST PIECE I WANT TO MENTION IS THAT THE USES THE DATA.
WE ARE ACTUALLY WORKING ON PULLING THIS DATA DOWN NOW THAT IT'S BEEN UPDATED TO UPDATE OUR DASHBOARD.
SO I'LL BE SHARING THAT IN THE NEXT 12 MONTHS AS WELL.
ANY QUESTIONS OR COMMENTS ABOUT THE DATA? FIRST OF ALL, THIS IS AWESOME.
IT'S REALLY NICE TO NOT ONLY SEE THE DATA BUT SEE THAT WE ARE SOMEWHERE IN THE BALLPARK OF 10% BETTER ACROSS THE THREE CATEGORIES YOU COMBINE THEM.
HOW FAR --THE IMPROVEMENT IS AWESOME.
BUT HOW FAR AWAY ARE WE FROM 100%? WE CAN CLOSE TO NORMAL TIME.
HOW FAR WE AWAY FROM A RESPECTABLE GOAL RELATED TO THAT GOAL OVERALL.
WHEN YOU LOOK AT THE DIFFERENT CATEGORIES, THEY WAIT , I'M TRYING TO COUNT THEM IN MY HEAD RIGHT NOW.
GRADUATION PER FTE I BELIEVE IS 11 PERCENT OF THAT AND THEY ALSO LOOK AT THAT BY MINORITY GROUPS.
YOU LOOK AT MIAMI DADE, BROWARD, THEY HAVE A MUCH HIGHER GRADUATION RATE.
SO, WE ARE DOING BETTER BUT AGAIN, IT IS A WEIGHTED AVERAGE AMONGST THE SCORERS.
IT COULD BE LOW IN ONE CATEGORY BUT WE DO ACTUALLY REALLY WELL.
I WOULD SAY TO GET TO LIKE A MY DAILY DAY LEVEL, ANOTHER 15% WITHIN THE NORMAL TIME FRAME.
>> DOES THE DATA ACCOUNT FOR ANY DUAL ENROLLMENT PROGRAMS THAT MIGHT BE LESS THAN NORMAL TIME, PER SE? THEY EXCLUDE THAT GROUP.
THIS IS LOOKING AT FIRST-TIME DEGREE SEEKING.
BUT IF THEY ARE NOW A FIRST TIME COLLEGE STUDENTS AND THEY WOULD DO THIS ANYWAY.
WE ACTUALLY WORKED WITH WEST ED TO LOOK AT THAT INFORMATION BECAUSE WE HAVE A LOT OF PART-TIME STUDENTS AND THE GRADUATION RATE IS ACTUALLY MUCH FASTER THAN NON-STUDENTS.
THAN STUDENTS WHO DID NOT DO DUAL ENROLLMENT.
I'M HAPPY TO SHARE THAT INFORMATION.
REPORT JUST GOT FINISHED A COUPLE OF WEEKS AGO.
WE WERE LOOKING UP AT INFORMATION AS I AM ALSO INTERESTED TO SEE THE IMPACT THAT IT HAS ON OUR STUDENTS.
TRAJECTORY THROUGH COMPLETION.
DATA IS WONDERFUL, AND SEMI-OF A POSITIVE SHIFT IT IS A WIN.
I WOULD LOVE TO SEE LIKE A COMPARATIVE ANALYSIS WHERE WE HAVE THE SEGREGATED DATA JUST SO WE CAN MAKE SURE THAT WE ARE HAVING WINS ACROSS THE BOARD WITH ALL OF OUR SUB HERBS HERE AT THE COLLEGE AS WELL, MIGHT THAT EXIST ALSO? I AM VERY INTENTIONAL TO MAKE SURE THAT WE HAVE THE SEGREGATED DATA.
THIS DOES COMPARE TO THE INSTITUTIONS AND THE PREVIOUS REPORTS SHOW THAT WE ARE DOING SLIGHTLY LESS OF A JOB AND GRADUATION RATES BUT THIS ONE, WE ACTUALLY SUPPRESSED IT.
THAT IS ANOTHER WIN FOR US AS WELL.
BUT WHEN YOU DO LOOK AT THE RATES BY DEMOGRAPHIC GROUPS, GENDER, ETHNICITY, THERE ARE DIFFERENCES.
ESPECIALLY OUR MALE STUDENTS, THEY DO NOT GRADUATE AT THE SAME RATE.
CERTAIN DEMOGRAPHIC POPULATIONS AS WELL.
I AM HAPPY TO SHARE THAT INFORMATION LATER.
THANK YOU SO MUCH FOR BRINGING US GOOD NEWS AND WE APPRECIATE YOU TO DO A SMALL
[00:50:19]
PRESENTATION, AND YOU CAN BRING US HAPPINESS IN EVERY BOARD MEETING.HAS A RING, I WILL GIVE YOU THAT.
SO, THIS DATA IS VERY IMPORTANT TO US, AND VERY MEANINGFUL IN THE SENSE OF THE WORK THAT WE HAVE BEEN DOING OVER THE LAST SEVERAL YEARS.
THANK YOU FOR PUTTING ALL OF THIS TOGETHER.
YOU BUG YOU ABOUT DATA ALMOST DAILY.
BUT, IN THE LAST COUPLE OF YEARS WE HAVE BEEN TRACKING THE ENTIRE DATA.
WANT TO SHOW YOU AT LEAST THIS PIECE.
AND WE STARTED TO IDENTIFY PIECES THAT WE WERE LAGGING BEHIND, WITH PEER INSTITUTIONS AND I THINK ONE OF THOSE FIRST ANALYSIS ON THE DATA, THANK YOU SO MUCH FOR STARTING THAT TREND.
WE WERE LOOKING AT THE INDIVIDUAL CHARACTERISTICS , THEY WERE WAITED THREE IPADS.
CORRELATED TO A STUDENT SUCCESS AND WE VERY INTENTIONALLY STARTED TO MAKE EFFORTS ACROSS THE ENTIRE CAMPUS TO UNDERSTAND THE TYPE OF EFFORTS THAT WE NEEDED TO MAKE IN ORDER TO INCREASE THE NUMBERS.
BUT, WE STILL HAVE WORK TO DO IN ORDER TO CONTINUE TO SERVE OUR STUDENTS.
THIS SHIFT IS VERY SIGNIFICANT.
IN THIS IS BECAUSE OF THE AMOUNT OF WORK THAT OUR FACULTY OR STAFF AND ADMINISTRATORS AND EVERYONE ROSS CAMPUS HAD TO DO IN ORDER TO MAKE SWITCHES.
THE BAD PART OF THIS IS THAT , A LOT OF THE BIGGER EFFORTS THAT WE HAVE MADE OVER THE LAST TWO OR THREE YEARS WILL NOT BE SEEN UNTIL MAYBE TWO OR THREE YEARS DOWN THE ROAD SO, WHEN AMBER MENTIONED SHE'S LOOKING FORWARD TO THE NEXT REPORT , IT'S BECAUSE WE HAVE GROWN SO MANY OF THESE PRACTICES ALREADY, YOU ARE ALREADY TRYING TO SEE THE SOULS HERE AND ON A SCALABLE MANNER WHICH MEANS THAT IF ANYTHING CONTINUES TO GO WELL, THIS NUMBER SHOULD CONTINUE TO GO BETTER IN THE OUTGOING YEARS, PARTICULARLY ABOUT TWO YEARS DOWN THE ROAD.
>> SO, OBVIOUSLY, THIS IS GREAT.
WE ARE BEHIND SEVERAL POINTS THOUGH , TO SOME OF THE BENCHMARK INSTITUTIONS .
THE GOOD NEWS IS THAT WE ARE OF LOVE STAY AVERAGE NOW , AND BASICALLY ALL OF THIS CATEGORY.
AND AS WE MENTIONED EARLIER, WE ARE NOT ELONGATED WITH RESPECTIVE EVERYONE TO SERVE BENCHMARK WITH OUR NEIGHBORING COLLEGES, WE ARE BENCHMARKING NATIONALLY, SO THAT WE CAN PICK THE DESK PRACTICES AND AGAINST THE BOARD AND BRING THOSE PRACTICES FOR THE BETTERMENT OF THE STUDENTS.
SO IT IS A GOOD THING THAT WE MOVE ACROSS THAT AVERAGE LINE.
WE WERE TRYING TO GET THAT ACROSS.
DIFFICULTY NOW IS YOUR TRAINING ON A BIGGER GAME AND TRYING TO TRACK WITH A HIGH-PERFORMANCE OF INSTITUTIONS.
BUT I HAVE ALL OF THE CONFIDENCE BASED ON THE WORK THAT WE ARE ALREADY DOING THAT WE WILL BE ABLE TO KEEP THIS NUMBER UP.
TIMES TWO YEARS WHICH SHOULD BE ESSENTIALLY WHAT MOST OF YOU, THAT COME FULL-TIME, THAT SHOULD BE OBTAINING THAT DEGREE ON.
THE OPPORTUNITY COST IS IMPORTANT.
THE LONGER YOU STAY WITH US, THE LESS TIME TO EARN A HIGHER WAGE YOU HAVE.
SUNNI GRADUATE THE SOON YOU ENTER THE WORKFORCE WITH A DEGREE WHICH MEANS YOU WILL MAKE MORE MONEY WHICH MEANS YOU HAVE A LONGER TIME IN WHICH YOU WILL PRODUCE A HIGHER INCOME.
THE LONGER YOU STAY WITH US, THE FEWER THE YEARS THAT YOU WILL BE ABLE TO GET THAT
[00:55:01]
LARGER INCOME WHICH MEANS THAT YOU ARE NOT CAPTURING MONEY THAT YOU COULD AND ULTIMATELY NOT EVERYTHING IS ABOUT MONEY, WE COME TO SCHOOL TO GET AN EDUCATION AND OBVIOUSLY TO A CHEESE UPPER MOBILITY.100% OF THE TIME IS THREE YEARS INTO A PERCENT OF THE TIME IS FOUR YEARS WHICH IS USUALLY WHAT OUR WARTIME STUDENTS SHOULD BE TAKING TO COMPLETE .
THE COUNTERPART OF THAT IS THAT WE SHOULD MAKE EVERY EFFORT POSSIBLE TO A SCHEDULE OF CLASSES SO THAT YOU DO NOT HAVE TO PICK BETWEEN GOING TO WORK AND TAKING CLASSES AT THE INSTITUTION.
AND, I WANT TO GIVE A BIG SHOUT OUT TO COMMUNITY.
THEY HAVE BEEN WORKING ON A STUDENT CENTER SCHEDULING.
THEY HAVE BEEN WORKING ON ADDRESSING THAT VERY ISSUE.
AS FACULTY AND STAFF AND ADMINISTRATORS AND EVERYONE IS LOOKING ON HOW WE CAN OFFER CLASSES IN A WAY WHERE YOU GET CLOSEST TO FULL-TIME ENROLLMENT WITHOUT MISSING THE OPPORTUNITY TO GO TO WORK.
SO, WHEN THESE NUMBERS ARE VERY EXCITING TO ME.
HOPEFULLY WILL BRING YOU MORE GOOD NEWS IN THE VERY NEAR FUTURE BUT WE ARE PREPARED WITH ALL OF THE BENCHMARKS THAT WE ARE LOOKING FOR.
NEXT, INSTITUTIONAL EDUCATION, THIS IS REGARDING GENDER NEUTRAL RESTROOMS .
[2.05 Institutional Presentation: Gender Neutral Restrooms at Cerritos College]
THANK YOU.WE ARE GOING TO SEE A LOT OF ME AT THE PODIUM.
SO, I WANTED TO SHARE , WE ARE BRINGING THIS --WE ARE PROVIDING AN UPDATE IN RESPONSE TO STUDENT TRUSTEE LEDESMA REPORT , OUR DECEMBER 2022 BOARD MEETING WHERE HE PRESENTED ON RESOLUTION THAT WAS DONE BY A S.E.C.
REGARDING GENERAL NEUTRAL RESTROOM ON THAT.
AND SO, IF I CAN ACTUALLY FIGURE OUT HOW TO ADVANCE.
SO, ACC SENATE ADOPTED A RESOLUTION INDICATING THAT SOME STUDENTS HAD TO WALK SIGNIFICANT DISTANCES TO USE GENERAL NEUTRAL RESTROOMS ON CAMPUS.
IN THE RESOLUTION , STUDENTS ASKED FOR INCREASED ACCESS TO GENDER NEUTRAL RESTROOM ROSTERS CAMPUS FOR BOTH CURRENT AND FUTURE STUDENTS.
THE STUDENTS CONCERN KIND OF FOCUS IN TWO BROAD AREAS.
THE FIRST, TRANSGENDER NON-BINARY GENDER NONCONFORMING AND OTHER FORMS OF GENDER DIVERSE STUDENTS, THEY WERE SEEKING TO OR PREFERRED TO USE GENERAL NEUTRAL RESTROOMS WHENEVER HUMANLY POSSIBLE FOR MANY REASONS INCLUDING SAFETY , PRIVACY, AND ACCESSIBILITY.
THE OTHER THEME FOCUSED ON FOR STUDENTS WITH DISABILITIES , GENERAL NEUTRAL RESTROOMS, THEY WOULD PROVIDE OPPORTUNITIES FOR RATER ASSISTANCE AS IT AVOIDS THE ISSUES WITH ATTENDANCE OF DIFFERENT GENDERS FROM THE STUDENT BE ABLE TO ENTER THE RESTROOM TO ASSIST A STUDENT.
AND SO, WE HEAR, THIS SHOULD CHART, SHOWS A TIMELINE OF ALL OF THIS.
AFTER HEARING AND RECEIVING THE RESOLUTION IN DECEMBER , MOST OF JANUARY WAS FOCUSED ON GETTING A BETTER UNDERSTANDING OF THE SITUATION OF WHAT IS GOING ON.
THE RESOLUTION ALSO POINTED TO OR IDENTIFIED BUILDINGS THAT THEY WOULD LIKE RATER ACCESS TO.
THOSE BUILDINGS WERE THE MATH BUILDINGS , PTS BUILDING AND, I SO CALLED OUT FINE ARTS AS WELL.
IN WALKING AND GETTING THE INVENTORY OF ALL OF THE REST ON CAMPUS, I PERSONALLY,
[01:00:06]
WITH FULL THE DIRECTOR OF FACILITIES AND ALSO WALKED IT WITH BOTH OUR CHIEF OF POLICE AND ACTING DIRECTOR OF DIVERSITY COMPLIANCE IN TITLE IX TO EVALUATE THE RESTROOMS AND LOOK AT WAYS WHERE WE CAN PROVIDE GREATER ACCESS ON THAT.IN ADDITION, BOTH MYSELF AND THE CHIEF OF POLICE AND ACTIVE DIRECTOR IN TITLE IX DIRECTOR MET WITH A S.E.C.
STUDENT SENATE AND CABINETS TO GET FOR THE P BACK IN UNDERSTANDING WHAT THEY WERE ASKING FOR.
ALSO GAVE ME TIME TO ALSO TALK TO THE DIVISION OF DEAN'S THAT WERE PRIMARILY IN THOSE BUILDING , FOCUSING ON ONE DIVISION DEED IN PARTICULAR BECAUSE BOTH OF THOSE BUILDINGS KIND OF FOAM UNDER HIM WHICH MADE IT EASIER ON THAT.
AND IT WAS BROUGHT TO MY ATTENTION THAT THIS CONVERSATION HAS BEEN HAPPENING FOR QUITE SOME TIME BUT GOT STALLED OUT AND NEVER NEEDED TO THE APPROPRIATE PERSON TO MAKE DECISIONS ON THAT.
SO AFTER TALKING WITH AND LISTENING TO THE STUDENTS AND GETTING THEIR FEEDBACK ON THAT AND ALSO TALKING TO THE DIVISION DEAN WITHIN THOSE BUILDINGS WE CAME UP WITH A SOLUTION THAT WE THOUGHT WOULD MEET WITH THE STUDENTS WERE LOOKING FOR.
I HAD THE OPPORTUNITY TO PROVIDE THAT PRELIMINARY PLAN , TO A S.E.C.
CABINET ON JANUARY 23RD , I SHARED THAT WITH THEM AND ALSO SHARED WITH THEM THAT I WOULD BE SHARING THE SAME THING WITH YOU THAT WE SHARED WITH THEM THINK THAT WE RECEIVED LAKE GREAT FEEDBACK , THEY WERE VERY APPRECIATED OF WHAT THE PLAN WAS.
WHAT WE SHARED WAS THE RESTROOMS THAT WE ARE REALLY TALKING ABOUT OUR JUST A BACK UP A LITTLE BIT.
OF WHAT WE ARE TALKING ABOUT, WHEN I REFERENCE A GENERAL VENTURE RESTROOM.
THOSE ARE PRIMARILY WHAT I CLASSIFIED AS THE SINGLE USE RESTROOMS, ONE INDIVIDUAL AT A TIME.
BY LAW, WE ARE REQUIRED --THERE IS NO MORE WE ARE ABLE TO PROVIDE MEN'S AND WOMEN'S SINGLE-USE REVERENCE WE NEED TO HAVE GENDER NEUTRAL RESTROOMS. AS YOU CAN SEE, ANY OF OUR RESTROOMS, THEY HAVE THE PROPER PROCESSING SHINES.
A LOT OF THESE DESIGNS WERE MANY USED YOUR GOAL.
THEY WERE PRIMARILY FOR STAFF AND FACULTY.
BECAUSE THEY ARE A SMALLER GROUP PRIMARILY IN SO THERE IS USUALLY LARGER RESTROOMS IN THEIR FOR THE GREATER STUDENT BODY BECAUSE OBVIOUSLY, A SINGLE USE RESTROOM WITH A FEW THOUSAND STUDENTS IN THE BUILDING, YOU WANT TO HAVE A LONG LINE ON THAT.
TALKING WITH THE DEAN AND IN CONSULTATION WITH THAT BEING WITH HIS FACULTY THAT HAS ALREADY BEEN GOING WITH CONVERSATIONS FOR QUITE SOME TIME, IT LOOKS LIKE A COMPROMISE AND GOOD SOLUTION WOULD BE IS IF WE COULD CONVERT A RESTROOM IN EACH OF THOSE BUILDINGS ACCESSIBLE TO EVERYONE.
AND REALLY WHAT THAT ALL MEANS IS CURRENTLY THOSE REQUIRED TO HAVE A KEY TO ACTUALLY ACCESS THAT RESTROOM IS THAT YOU WOULD DO THE ABILITY TO LOCK IT FROM THE OUTSIDE.
SIMILAR TO FUSE THE SINGLE USE RESTROOMS, ANYBODY CAN ACCESS THEM , DOES NOT REQUIRE A KEY.
AND THAT IS A THUMB LOCK WHEN YOU GET INSIDE.
SO THAT WOULD BE THE GOAL, TO MODIFY THE LOCK IN ONE RESTROOM IN EACH OF THE BUILDINGS.
WOULD ACTUALLY START WITH A SCIENCE BUILDING , THE PTS BUILDING AND THE CIS BUILDING.
EACH OF THOSE, WE WOULD CONVERT THEM FOR A RESTROOM BECAUSE THOSE ARE PUBLICLY ACCESSIBLE RESTROOMS. IT MEANS THAT THOSE RESTROOMS ARE OPEN TO THE PUBLIC , THEY AREN'T ALWAYS AS SOON AS YOU ENTER THE BUILDING.
[01:05:01]
FURTHER LOOKING IN A BUILDING LIKE FINE ARTS, WE COULD NOT MAKE THAT SAME DETERMINATION BECAUSE THOSE STAFF RUSHERS HAVE TO BE IN DIVISION OFFICES YOU ACTUALLY HAVE TO GO TO THE DIVISION OFFICE AND SUCH , THOSE ARE NOT PUBLICLY ACCESSIBLE BECAUSE THE PUBLIC DOES NOT HAVE FREE REIGN TO GO IN AND OUT.AND SO, IN THOSE CASES, THOSE RESTROOMS WOULD REMAIN THE SAME.
WE IDENTIFIED IN ADDITION TO THE PST BUILDING, WE ALSO IDENTIFY THE TWO RESTROOMS IN THE ADMIN QUAD AREA THAT ARE ALSO ACCESSIBLE AND THEN THERE IS ALSO AN ACCESSIBLE RESTROOM IN THE NEW PERFORMING ARTS BUILDING.
AND SO, THE GOAL IS BY THE END OF NEXT FRIDAY IS TO CONVERTS THOSE RESTROOMS THAT ARE CURRENTLY REQUIRED TO ACCESS THEM AND THEY WILL REMOVE THAT ABILITY AND PUT THE NORMAL WALKS ON THAT.
IT DOES NOT REQUIRE A KEY TO ACCESS THAT RESTROOM BUT THEN YOU CAN JUST BLOCK IT FROM THE INSIDE.
SO THAT IS THE GOAL, TO GET THOSE DONE BY THE END OF FEBRUARY.
THEN, WE HAVE IN HERE AT THE REQUEST OF THE TRUSTEE PEREZ, IT IS TO BRING A RESOLUTION TO THE BOARD THAT INCORPORATES SUCH AN ACTION PLAN.
IT IS ALSO OUR GOAL BY THE END OF FEBRUARY TO CREATE AND MAKE ACCESSIBLE ONLINE MOUNT THAT IDENTIFIES THE LOCATION ON THAT.
EVEN THOUGH WE DID HAVE A COUPLE RESTROOMS THROUGHOUT THE CAMPUS THAT DID IT, NOBODY REALLY KNOW COLLECTIVELY WHERE THOSE WERE AT.
THAT WOULD BE THE NEXT STEP, THAT IS TO CREATE A MAP THAT IDENTIFIES ALL OF THESE RESTROOMS THAT WOULD BE ACCESSIBLE TO ALL PEOPLES.
THEY ARE NOT JUST ACCESSIBLE FOR THE STUDENTS, THERE ACCESSIBLE FOR ANYONE.
ANYONE ELSE WOULD BE ABLE TO USE THEM AS WELL.
WE ARE JUST CREATING A GREATER ACCESSIBILITY TO THE STUDENTS.
BY THE END OF JUNE 30TH, THE GOAL IS TO CONTINUE TO DO WALKS AND IDENTIFY POTENTIAL EXPANSION OF SINGLE USE RESTROOMS, ACCESSIBLE TO EVERYONE ON THAT , BECAUSE I THINK WE CAN IDENTIFY A COUPLE OF OTHER AREAS WHERE WE CAN ACTUALLY EXPAND THIS WITHOUT HAVING TOO MUCH ISSUES OR OR COST ASSOCIATED WITH THAT.
AND THEN ALSO, IN THE REAL SOLUTION, ASK FOR A REVIEW AND CONSIDERATION OF ANY FUTURE CONSTRUCTION OF THE BUILDINGS SO WE WOULD ALSO BE LOOKING AT OUR CURRENT STANDARDS TO ENSURE THAT ANY NEW CONSTRUCTION DOES TAKE THIS INTO CONSIDERATION ON THAT.
AS A MATTER OF FACT, I'VE ALREADY LOOKED INTO OUR NEW STUDENT SERVICES ADMINISTRATION BUILDING IS OBVIOUSLY THAT BUILDING WILL BE FOCUSED ON THE STUDENT SUPPORT SERVICES AND BEING CATERED TO A LOT OF STUDENTS.
THAT BUILDING ALREADY DOES HAVE ACCESS TO ACCESSIBLE SINGLE USE RESTROOMS .
SO, WE DO NOT REALLY HAVE TO DO ANY MODIFICATIONS.
BUT, IT IS OUR GOAL TO INCORPORATE INTO EIGHT HOUR CAMPUS STANDARDS , TO ENSURE THAT WE ARE TAKING THAT INTO CONSIDERATION, OR FLAT OUT WIRE IT IN ANY NEW BUILDING THAT WE ACTUALLY BUILD AND MOVE FORWARD ON.
SO THAT IS THE UPDATE THAT I WANT TO PROVIDE.
LIKE I SAID, I GOT FEEDBACK WHEN I SHARED THIS WITH THE A S.E.C.
I'LL TAKE ANY QUESTIONS THAT THE BOARD MAY HAVE AT THIS TIME.
I WOULD LIKE TO THANK THE SCHOOL IN THE DISTRICT FOR ACTING SO QUICKLY IN TRYING TO FIND A SOLUTION BOTH SHORT-TERM AND LONG-TERM TO PROVIDE ACCESSIBLE GENERAL NEUTRAL RESTROOMS TO ALL OF OUR STUDENTS .
I THINK IT WAS REALLY INTENTIONAL IN ALL THAT YOU GUYS CAME IN I THINK THIS IS LIKE REALLY GREAT WORK , THE FACT THAT IT YOU GUYS ACTED SO QUICKLY ON THIS AND IT
[01:10:01]
GOES TO SHOW THAT YOU GUYS ARE PUTTING THE STUDENTS FIRST IN THIS ASPECT AND I LOOK FORWARD TO SEEING THE REST OF THE PLAN COME TO FRUITION.JUST THE KIND OF COMMENTS ON THAT.
I THINK THIS IS A VERY ADVANTAGEOUS THING FOR A WHOLE VARIETY OF REASON.
SEVERAL DECADES AGO, WE HAD A LAW IN CALIFORNIA TO HAVE CHILDREN EXCEPT CURB CUTS IN ONE OF THOSE THINGS THAT THERE'S A LOT OF MOANING AND GROANING IN SUSPICION FROM CERTAIN FOLKS OF THE CONSEQUENCE , IS THAT NOT ONLY PEOPLE CAN WHEELCHAIRS NOW BASICALLY UTILIZE THE SIDEWALKS AND WAYS THEY WOULD NOT OTHERWISE BUT THERE IS A HUGE AMOUNT OF EXTERNAL BENEFITS TO ALL SORTS OF OTHER FOLKS AS WELL AND I REALLY SEE THIS IS ONE OF THOSE THINGS WHERE THERE IS ALL SORTS OF FOLKS WHO GET TO BENEFIT FROM THIS TRANSITION AND PRESENT EASY EXAM, IF YOU'RE A PARENT WITH LITTLE KIDS, BEING ABLE TO HAVE A GENERAL NEUTRAL BATHROOM WHEN YOU ARE NAVIGATING THROUGH'S PUBLIC SPACES IS EXTRAORDINARILY BENEFICIAL.
THERE IS A LOT OF FOLKS GET THE BENEFIT FROM ALL OF THIS.
THANK YOU FOR PUSHING THIS TO THE TOP AND THANK YOU FROM THE STAFF TO GET DONE AS WELL.
I WANT TAKE THE OPPORTUNITY TO THANK THE TEAM FOR THEIR PARTNERSHIP .
VICE PRESIDENT LOPEZ AND THE CHIEF OF POLICE AND THE REST OF THE STAFF, AND MAKE SURE THAT WE WERE ABLE TO LOOK AT A PLAN.
I COME INTO THE TAIL END OF THE CONVERSATION AND THEY WERE FINISHING ADOPTING RESOLUTION AND I HAD THE OPPORTUNITY TO DIRECTLY HEAR SOME OF THE COMMENTS AS THEY WERE FINISHING AND THAT GAVE US A HEAD START.
I'M GLAD THEY TOOK IT SERIOUSLY AND STARTED WORKING ON IT RIGHT AWAY AND THANK YOU SO MUCH FOR ALL OF OUR LEADERS , I THINK THE BIGGEST WIN IS MODIFYING THE STANDARDS GOING FORWARD.
THAT WAY WE CAN GO BE PROACTIVE RATHER THAN REACTIVE.
GO BACK AND RETROFIT WHAT WE ALREADY HAVE, HAS SOME CHALLENGES.
BUT WE DO HAVE CONSTRUCTION COMING UP AND IF WE CONTINUE TO HAVE THIS COLLABORATIVE CONVERSATION, WE WILL BE ABLE TO DESIGN FACILITIES GOING FORWARD.
AND IN A WAY, THIS SERVES EVERYONE WANTS CURRENT .
TRUSTEE PEREZ I THINK HAS HER HAND UP.
I JUST WANTED TO ALSO OFFER MY THING TO THE STUDENT LEADERS AND TRUSTEE LEDESMA FOR THEIR WORK ON THIS AND ESPECIALLY EXTEND MY FRUSTRATION TO EVERYBODY ON CAMPUS , VICE PRESIDENT LOPEZ, THE CHIEF AND EVERYBODY IN HR WHO IS WORKING ON THIS.
I APPRECIATE EVERYONE'S LEADERSHIP AND I LOOK FORWARD TO HAVING THE RESOLUTION BROUGHT TO THE BOARD OF TRUSTEES LATER ON IN THE SEMESTER.
THANK YOU FOR YOUR PRESENTATION.
BEFORE YOU MOVE ON TO THE CONSENT ITEMS, WE WOULD LIKE TO INVITE MISS LOPEZ, CALIFORNIA ASSOCIATION PRESIDENT TO COME BACK TO GIVE HER REPORT , THANK YOU SO MUCH FOR WAITING.
THANK YOU FOR HAVING AFTER YOUR CONSENT AGENDA.
I DID JUST WANT TO THANK THE BOARD AND OUR ADMINISTRATION AND OUR PAYROLL TEAM THAT IS WORKING ON THE RETROS SO WE DO APPRECIATE THAT.
I KNOW THEY ARE SOON COMING AND I WANTED TO LET MEMBERS KNOW JUST TO BE PATIENT AS WE WORK THROUGH THAT.
I ALSO DID WANT TO SHARE OF THAT.
I KNOW THAT IT WAS MENTIONED EARLIER IN OUR BOARD MEETING THAT THERE WANTS TO BE AN OPPORTUNITY FOR FACULTY THAT ARE NOT ACADEMIC TO ALSO WORK REMOTELY AND GET THAT ONE DAY OPPORTUNITY THAT THE REST OF US ARE AFFORDING.
BUT I DID WANT TO SHARE THAT NOT EVERYBODY WAS CLASSIFIED IN TERMS OF --THEY ARE NOT GETTING THE BENEFIT.
RIGHT NOW THEY'RE LOOKING TO WORK WITH AN ALTERNATE WORK SCHEDULE ARE NOT AFFORDED THAT OPPORTUNITY.
[01:15:01]
WHEN WE WENT TO THE DISCUSSION OF THE POLICY DURING COORDINATING , I SHARED MY CONCERNS, I THOUGHT IT WAS A LITTLE BIT TOO BIG AND I WANTED MORE INFORMATION WHICH IS WHY VOTED ZERO ON THE POLICY NOT JUST BECAUSE I WANTED THAT OPPORTUNITY, BUT BECAUSE I FELT THE DOCUMENT WAS A BIT TOO BIG AND WE NEEDED MORE CONTENT , MORE STRUCTURE.AND I KNOW THAT FACULTY BOTH SENATE AND SEE CFS HAS MADE A COMMENT DURING COORDINATING THE POLICY DIDN'T APPLY TO THEM.
HEARING THAT, IT DOES NOT APPLY TO THEM AFTER IT HAS GONE THROUGH THE PROCESS.
YOU KNOW, AGAIN, WE WANT TO ADVOCATE FOR OUR MEMBERS TO BE ABLE TO SAY THAT'S ONE OF THE REASONS WHY THEY VOTED NO ON THE ADP.
BUT THEY STILL WANT TO BE ABLE TO PARTICIPATE EVEN THOUGH THERE ON THE ALTERNATE WORK SCHEDULE.
THAT'S ONE OF THE THINGS THAT YOU WILL ADVOCATE THE CORONATION.
WILLING TO WORK WITH THE COVER THAT IS AND YOU ALSO ARE ABLE TO WORK WITH THE DISTRICT WHERE YOU NEED TO NEGOTIATE, WHO ARE SERVING AS ADJUNCT AND WILL BE LIMITED TO ONE CLASS IN THE FUTURE.
WE ARE ALSO WORKING WITH THE DISTRICT TO MAKE THAT HAPPEN, THE ON THE ONE CLASS IF THE DISTRICT IS INTERESTED IN DOING SO BECAUSE I KNOW MY MEMBERS ARE ALSO INTERESTED IN DOING SO.
I KNOW IT IS NOT SOMETHING THAT MAY NOT ALWAYS BE AVAILABLE, WE KNOW THAT IT IS AT SOME, SO WE ARE OPEN TO THAT AND WE ARE APPRECIATIVE OF ANY SUPPORT THAT WE CAN GET WITH HAVING THE DIALOGUE COME ABOUT.
I THINK IT'S ALSO GREAT, I LOVE TO WORK IN THE BUILDING FOR THE RESTROOMS AND I THINK IT'S GREAT TO HAVE THOSE AVAILABLE.
THAT IS REALLY NICE TO HEAR TODAY.
I THINK IT'S GOING TO BE SOMETHING SINCE WE DO HAVE A LOT OF STUDENTS COMING BACK ON CAMPUS FOR THE SERVICES TO BE AVAILABLE TO THEM.
I WANTED TO SHARE MY SUPPORT AND HAVING THE GENERAL NEUTRAL RESTROOMS AVAILABLE.
THAT WAS PRETTY MUCH IT FOR TONIGHT.
[3. Consent Items]
THANK YOU SO MUCH FOR GIVING ME THE TIME TO GIVE MY PRESENTATION HERE TONIGHT.WE ARE GOING TO MOVE ON TO THE CONSENT ITEMS. BEFORE YOU ROLL, GOING TO PULL 3.01 , NEW COURSES AND PROGRAM MODIFICATION TO PROGRAM BECAUSE THERE IS A COMMENT ON THAT.
>> I HAVE ONE COMMENT FROM AMY PARKER.
IN ADDITION TO MY OTHER, AND I ALSO RISE AGAINST PART BUT NOT ALL OF ITEM 3.01 , IN PARTICULAR I PROPOSE THE CORE SIZES FOR POLITICAL SCIENCE 101.
I TOOK THIS COURSE IN 2021 SPRING AND I CAN SAY I SAW A SIGNIFICANT BENEFIT IN HAVING SUCH LARGE CLASS SIZES.
DISCUSSION BOARDS RECEIVE MINIMAL NUMBER OF RESPONSES BUT I ALSO RECEIVED POLITICAL FEEDBACK BECAUSE THERE WERE SOME THE STUDENTS AND I WAS ALL BUT GUARANTEED TO GIVE A DECENT AMOUNT.
I WAS ABLE TO CONNECT A LOT MORE WITH THE COURSE DUE TO THE SIZE AND FOR THAT REASON I OPPOSE THE NARROWING SIZE.
I ALSO RISE AND GENERAL KNOWLEDGE MENTORING POLYPHONY SUPPORTS OF ALL OF THE CHANGES BEING MADE TO THE COURSES.
WE ARE GOING TO --DOES ANYBODY WANT TO PULL ANYTHING FROM THE CONSENT CALENDAR? SHOULD NATION MOTION FOR THE REST? MOTION TO APPROVE THE REST OF THAT.
BEFORE I START, TRUSTEE PEREZ, ARE THERE ANY INDIVIDUALS 18 YEARS OF AGE OR OLDER THAN RESIN IN THE ROOM? NOPE.
[3.01 New Courses and Programs, and Modifications to Existing Courses and Programs]
MOTION PASSES.AS A POLITICAL SCIENCE MAJOR, I THINK THAT THERE ARE CERTAINLY A LOT TO BE
[01:20:05]
SAID FOR THE PUBLIC, THAT WAS MADE, SOMETIMES THERE'S A LOT OF DISCUSSION THAT IS VERY ACUTE, I GUESS YOU COULD SAY.AND, SOMETIMES PEOPLE EITHER DO NOT WANT TO RESPOND OR OTHERWISE DON'T FEEL LIKE THEY COULD BE QUALIFIED TO RESPOND.
SO I THINK THAT I JUST WANT TO GET AN UNDERSTANDING OF IT.
I AGREE WITH THE NOTION OF SMALLER CLASS SIZES BECAUSE IT WORKS FOR MOST PEOPLE.
BUT, I JUST WANT TO ASK FOR SOME CLARIFICATION WITH NARROWING CLASS SIZES.
IS THAT DUE TO ENROLLMENT OR IS THAT OTHER EXTENUATING CIRCUMSTANCES.
THE REQUEST IS TO DECREASE ENROLLMENT FROM 48 TO 38.
THIS IS PART OF THE PURVIEW OF THE CURRICULUM COMMITTEE THROUGH --PLEASE CORRECT ME IF I AM WRONG.
THREE PROVISION ON THE CONTRACT THAT ALLOWS THE REPETITION AND THROUGH A SPECIFIC FORM TO PROVIDE A RATIONALE AS TO WHY A CLASS NEEDS TO NEEDS TO BE SMALLER THAN THE CURRICULUM COMMITTEE REVIEW , REQUEST AND MAKE A RECOMMENDATION TO THE BOARD OF TRUSTEES FOR YOUR CONSIDERATION SO THE CURRICULUM COMMITTEE TO MANY OF THESE CLASSES INCLUDING POLITICAL SCIENCE.
HE MADE THE DETERMINATION THAT WE CAN FEASIBLY HAVE A SMALLER CLASS SIZE AND IT WOULD BE BETTER FOR THE STUDENTS TO HAVE THAT SMALLER CLASS SIZE.
MAYBE WE SHOULD REVISIT THAT IN THE NEXT SEMESTER.
THINKING THAT WASN'T ENOUGH STUDENT ENGAGEMENT AND SOME OF THOSE DISCUSSION BOARDS, ESPECIALLY IF IT IS ONLINE.
THAT REALLY MAKES OR BREAKS THE CLASS.
THEN YOU CAN HAVE A DISCUSSION ON THE DISCUSSION.
THAT'S WHAT I ASKED, AND I'LL BE HAPPY TO MOTIONS FORWARD.
WE CAN TAKE THE COMMENTS THROUGH THE FACULTY CENTER, PAST THE COMMENTS TO DR. EDWARDS.
TRUSTEE PEREZ, OTHER ANY OTHER INDIVIDUALS 18 YEARS OF AGE OR OLDER THAT ARE PRESENT IN THE ROOM?
>> I AM FACULTY FROM THE OTHER INSTITUTION , I WANT TO SHARE THIS WITH YOU.
EVERY YEAR OR EVERY OTHER YEAR FACULTY IN THE CURRICULUM COMMITTEE ARE REQUIRED TO REVIEW THE SIZE, THE CLASSROOM SIZE.
AND IN THAT TIME, THEY WILL DO THE RECOMMENDATION.
SO SOMETIMES THIS IS NOT ONE PERSON, IT REALLY IS BY A GROUP OF.
I AM SURE THIS INSTITUTION DOES IT SIMILARLY AS WELL.
[01:25:08]
HAS THERE EVER BEEN AN INCIDENT WHERE DR. FIERRO WHERE WE HAVE GONE BACK CLASSES AFTER REDUCING.WE ARE GOING TO DO THE INFORMATIONAL ITEM 4.01.
[4.01 First Reading: Proposed Revisions Board Policy 5010 - Admissions and Dual Enrollment]
WE ALSO NEED TO PULL THIS ITEM BECAUSE WE HAVE A PUBLIC COMMENT FOR THAT.WE HAVE ONE FINAL PUBLIC COMMENT FROM AMY PARKER WHO STATES "I RISE TO WEST AMENDMENTS ON THE NEW BOARD POLICY POSED BY ITEM 4.01 , SPECIFICALLY, I RECOMMEND THAT THE EDUCATION SECTION BE AMENDED TO ALLOW STUDENTS TO ATTEND SPECIAL PART-TIME OR SPECIAL FULL-TIME STUDENTS.
DR. BRAMMER, YOU HAVE OUR PRESENTATION? 4.01.
CERTIFICATE AND A BY A HIGH SCHOOL OR DISTRICT AND NO CREDIT TO BE ADMINISTERED BY A COMMUNITY COLLEGE DISTRICT A SPECIAL PART-TIME STUDENT .
THIS IS PARTICULARLY TRUE BECAUSE THE NUMBER OF CREDITS IS LIMITED TO 11 AND YOU CAN ONLY ATTEND A SPECIAL DESIGNATION OF PART-TIME STUDENTS BECAUSE FULL-TIME IS CONSIDERED WHEN YOU HIT 12 AND OVER.
THE CREDIT LIMITATION IS BASED ON THE STATE AND THESE ARE STUDENTS THAT ARE ALSO ENROLLED AT THEIR LOCAL HIGH SCHOOLS.
EXPECTING THEM TO BE ENROLLED FULL-TIME THERE AND FULL-TIME HERE IS NOT NECESSARILY REASONABLE.
HOWEVER, A STUDENT THAT BEGINS THIS PROGRAM WITH EARLY ADMISSIONS INTO DUAL ENROLLMENT AT OR AROUND 11 UNITS EVERY SEMESTER AND THE SUMMERS, THEY COULD TECHNICALLY COMPLETE AN ASSOCIATE DEGREE BY THE TIME THAT THEY GRADUATE OUT OF HIGH SCHOOL AS WE ALREADY ACHIEVE WITH A FEW STUDENTS LAST YEAR.
SO WE COULD NOT NECESSARILY COMMENT ON THE PUBLIC COMMENT, NECESSARILY OR CHANGE THE DESIGNATION, BECAUSE THEY ARE REQUIRED TO BE UP TO 11 UNTIL THEY ARE ABLE TO COMPLETE HIGH SCHOOL.
I AM PART OF THE REASON FOR THAT IS THAT YOU CANNOT BE BOTH FULL-TIME AND DEDICATE 12 AND FULL-TIME IN COLLEGE.
DR. BRAMMER, WE ARE READY FOR YOUR PRESENTATION, THANK YOU.
THIS WAS NOT SO MUCH A PRESENTATION BECAUSE DR. FIERRO ALREADY COMMENTED ON IT BUT THERE WAS A CHANGE IN THE LAW AND THAT WAS A RATIONALE FOR DOING THIS BECAUSE IT IS ACTUALLY EXPANDING OUR OPPORTUNITY TO BE ABLE TO PROVIDE THE SERVICES BEYOND WHAT WE ARE ABLE TO DO AND THAT IS WHY THAT THAT LANGUAGE IS THERE.
I HAVE A QUICK QUESTION SO JUST TO CLARIFY, RESPONDING TO DR. FIERRO'S COMMENT, IN
[01:30:06]
THE EVENT THAT A STUDENT IS FULL-TIME AS A CERRITOS COLLEGE STUDENT AND A DIPLOMA, THE STATE LAW SAYS THAT THE FULL-TIME THE STUDENT DOES NOT QUALIFY BECAUSE .>> YOU ARE STILL TECHNICALLY PART-TIME.
BUT, TECHNICALLY, IF YOU WERE TO TAKE A LEG OF THE CONSECUTIVE ARE SIX OR SOMETHING LIKE THAT IN THE SUMMER, YOU WILL FINISH AN ASSOCIATE DEGREE AT THE SAME TIME AS A HIGH SCHOOL DEGREE.
MY ONLY QUESTION OR CONCERN IS THAT EVEN IN THE EVENT THAT A STUDENT WAS CAPABLE OF CARRYING OUT THOSE 12 FULL-TIME UNITS, EVEN THOUGH THE STATE LAW IT WILL ENCOURAGE SO THAT IT WILL NOT BE AS MUCH AS A LOAD, THEY MAY BE CAPABLE OF CARRYING IT OUT.
YES HERE, IT WOULD BE LIMITED BY 11.
BUT THE ADVANTAGE OF THIS, AT LEAST IT IS EXPANDED TO ONE GROUP BECAUSE THEY RECOGNIZE WHAT YOU ARE SAYING AND NOW WE CAN OCCLUDE THAT ADULT POPULATION INTO THE LARGER GROUP.
WOULD IT BE A RECOMMENDATION OF POLICY TO HAVE A RESOLUTION TO CHANGE THAT STATE LAW, PERHAPS? WOULD THAT BE EVEN A GOOD IDEA TO ADVOCATE FOR? I THINK 11 UNITS IS ALREADY THREE OR FOUR COURSES WHICH IS PRETTY HEAVY.
WE WILL TAKE BOTH COLLEGE AND INSTITUTIONS.
ARE WE SOLVING A PROBLEM THAT DOESN'T EXIST? THERE ARE SOME COMPLICATIONS WITH THAT BECAUSE FOR INSTANCE, AND OTHER STATES THAT ALLOW ENROLLMENT BEYOND THAT THERE IS ALSO THE RELATIVITY OF TAKING THOSE COLLEGE CREDITS WITH HIGH SCHOOL UNITS, RIGHT? SO THE STUDENT WILL TAKE A LOWER LOAD IN THE HIGHEST --TO TAKE THE HIGHER COLLEGE.
OBVIOUSLY, IF A STUDENT WERE TOO MANY STUDENTS ARE GOING TO START DOING THAT, THAT WILL IMPACT ENROLLMENT AND A CLASS AVAILABILITY FOR THE HIGH SCHOOLS WHICH WILL CREATE ALL THOSE ISSUES.
>> AND THAT MAY WELL BE TRUE, THERE IS ALWAYS CERTAIN EXCEPTIONS AND RULES THAT WE COULD LOOK TO DESIGN BECAUSE WHO MAKES THE LAW, IT IS THE STATE.
AND HE MAKES HIS REQUIREMENTS AND GIVES THE ENFORCEMENT? THE STATE.
I WOULD MAKE THE ARGUMENT THAT IF YOU HAVE GOT 11 CREDITS AND YOU ARE ROLLING LIKE THROUGH YOUR WHOLE SENIOR YEAR GATHERING ADDITIONAL 11 CREDITS, YOU ARE GOING TO BE PRETTY WELL SET BY THE TIME THAT YOU GET TO THE END OF ONE YEAR OF THAT.
SO, I THINK IT IS STILL A PRETTY FAR FROM BEING A LIMITED PROGRAM.
A LIMITED LEVEL OF OPPORTUNITY.
ON THE BRIGHT SIDE, DUAL ENROLLMENT IS A PART OF OUR ADVOCACY IN SACRAMENTO, SO, I THINK WE CAN EXPAND OR HAVE TALKING POINTS BECAUSE WE WOULD ALREADY WORKING TO TALK ABOUT DOING ENROLLMENT AND EXPANSION OF BEING ABLE TO DO --WITH PRIVATE SCHOOLS.
WE HAVE PRIVATE SCHOOLS IN OUR AREA THAT WE OPEN THE POSSIBILITY OF DUAL ENROLLMENT BUT WE CANNOT THE -- AGREEMENT.
ALL OF THESE EXPERIENCE, WE COULD POTENTIALLY ADD THAT PART OF THE CONVERSATION.
MAY ASK A QUESTION FOR DR. BRAMMER? BECAUSE OF THE CDC.EDU ALLOW STUDENTS TO TAKE CLASSES ONLINE HERE AND THERE, IS THERE ANYWAY THAT YOU CAN TRACK THE STUDENTS THAT TAKE NINE UNITS HERE AND FIVE UNITS, AND OTHER PLACES? WE HAVE THE DATA AND WE HAVE TO TRACK BETTER WE WOULD NOT BE ABLE TO KNOW WHEN THEY GO
[01:35:01]
OVER THAT.AND WE HAVE HAD SOME FRUSTRATED STUDENTS BEING ABLE TO SAY HEY, WAIT, I AM NOT ABLE TO TAKE MY CLASSES.
AND THEY CAN TAKE MORE CLASSES, THEY JUST HAVE TO PAY BEYOND THAT BECAUSE THEN THEY HAVE ENTERED A DIFFERENT CLASS.
THEY CANNOT GET FINANCIAL AID FOR THOSE CLASSES BEYOND.
BUT WE ARE AWARE OF THOSE STUDENTS AND THEIR NUMBERS THAT THEY ARE TAKING AND IF YOU WANT, WE CAN BRING THAT BACK FOR A LATER TIME TO SHOW YOU THOSE NUMBERS.
JUST ANOTHER FOLLOW-UP QUESTION ON THAT.
IF, IN THE EVENT THAT A STUDENT TAKES MORE THAN THE 12 UNITS THAT YOU HAVE MENTIONED THAT THEY WOULD HAVE TO PAY OUT OF POCKET, AND THEY WOULD NOT QUALIFY IN THIS INSTANCE FOR THE POLICY OF FINANCIAL AID, AND SO THEY TOOK OVER 12 UNITS THAT THAT MEAN THAT THEY HAVE TO PAY FOR --BUT SAY THEY TOOK 13 -- WITH HAVE TO PAY FOR THE 13 OR JUST PAPER 11 AND THEN THE REST?
>> THOSE SECTIONS AS MY UNDERSTANDING IS, ADDITIONAL UNITS BEYOND THE 11 IS WHAT THEY WOULD HAVE TO PAY FOR.
THEY ARE NOT SPECIAL ADMITS FOR THOSE ADDITIONAL CLASSES.
THEY HAVE TO PAY FOR THE WHOLE THING? WELL, SO MUCH FOR THAT.
>> ONCE YOU CROSS THE 12 MARK YOU NO LONGER GET THE SPECIAL ADMISSION AS A FULL-TIME STUDENT.
YEAH, I GUESS NOW THAT I REMEMBER STUDENT GOING THROUGH THAT, THAT WAS THEIR COMPLAINT THAT THEY WANTED TO TAKE ONE LAB THAT GOT THEM TO 14 UNITS AND THEIR CONCERN WAS THAT THEY ARE NO LONGER A SPECIAL ADMITS AND SO WE ALLOW THEM TO TAKE IT WITH AND HAVE TO PAY FOR THE ENTIRE CLASS.
SO, PROBABLY THE LEAST EXPENSIVE WAY TO GET 14 CREDITS I CAN THINK OF WOULD BE.
>> I ALSO JUST THINK THAT IN MY EXPERIENCE IN WORKING AT A HIGH SCHOOL SITE THAT, YOU KNOW, THE SENIOR LOAD IS PRETTY HEAVY AS IT IS AND , OF COURSE, MORE SCHOOLS WANT THEIR STUDENTS TO BE ENGAGED AND HAVE A SENSE OF CONNECTEDNESS TO THEIR CAMPUS, ESPECIALLY FOR THEIR FINAL YEARS.
AND SO, WHEN WE LOOK AT THE STUDENT TAKING MORE THAN THOSE 11 CREDITS, THERE IS GOING TO BE A SIGNIFICANT AMOUNT OF TIME TAKING AWAY FROM THOSE SENIOR TIME AND THAT EXPERIENCE FOR THEM.
I TRULY FEEL THAT THAT 11, YOU KNOW, CREDIT MARK IS APPROPRIATE.
BECAUSE WE ALSO WANT TO BE MINDFUL THAT THEY DO HAVE THEIR OBLIGATION AT THEIR HOME CAMPUS.
>> WE DO NOT LIKE TO SEE THAT THERE ARE SYSTEMS THAT ARE REPRESSING THE STUDENTS THAT WANT TO ACHIEVE AND GO FURTHER AND FURTHER.
TO SAY, THEY ARE GOING TO LOSE THEIR ENROLLMENT AND THAT MAY WELL BE TRUE WITH THE EXISTING STATE LAW AND WE SHOULD BE ADVOCATING FOR WAYS TO ALLOW FOR THE PASSIVE THOSE STUDENTS THAT WANT TO ACHIEVE WHILE THEY ARE STILL IN HIGH SCHOOL TO BE ABLE TO GRADUATE WITH A BACCALAUREATE DEGREE WHICH WOULD MAKE IT EASY AND NOT JUST SAY, OH WELL YOU'RE JUST GOING TO LOSE THE HIGH SCHOOL ENROLLMENT.
IS A KVUE 14 THING AND WE ARE IN THIS TOGETHER.
[01:40:07]
I THINK THAT IT IS A --THAT IS POINTED OUT AND I THINK WHAT WE MENTIONED EARLIER THAT IF A STUDENT TRULY ENROLLED THE 11 AND THEN THEY ENROLL IN THE SUMMER, YOU COULD EASILY --WHILE NOT EASILY, YOU COULD COMPLETE THAT ASSOCIATES DEGREE.SO THE PATHWAY IS THERE IT IS JUST SIMPLY TAKES CONSISTENCY ON HOW ONE WILL TAKE THOSE CLASSES.
AND ON THE OTHER HAND, WE DO NEED THAT COLLABORATION WITH THE HIGH SCHOOLS TO BE ABLE TO GET THOSE STUDENTS BECAUSE, YEAH, AT THE END OF THE DAY, THEY LOSE ENROLLMENT AND THEY'RE NOT GOING TO WANT TO COLLABORATE BECAUSE IT IS THE SAME DEAL WHEN WE LOSE ENROLLMENT.
IF WE LOSE ENROLLMENT, WERE NOT TO PARTNER WITH ANYONE THAT TAKES THE STUDENTS AWAY, BUT IF WE FIND A WAY TO HAVE SYNERGY ABOUT IT, WE CAN ENHANCE OUR PROGRAMS. AND CONTINUE TO OFFER THE CLASSES.
THERE ARE ALSO UNINTENDED CONSEQUENCES IF WE WERE TO GO THE ROUTE OF TRYING TO SAY THAT YOU WANT ADDITIONAL UNITS FOR THEM TO TAKE BECAUSE THE UNITS CAN BE DOUBLED AT THE HIGH SCHOOL.
SO, SOMEWHAT TAKEN IN ENGLISH CLASS AND THAT USUALLY TAKES THEM TO HAVE TWO SEMESTERS OF FINISH THAT CLASS, YOU CAN DO THE WHOLE THING AND ONE SEMESTER HERE AND COUNT FOR THAT ENTIRE YEAR OF CREDIT AT THE HIGH SCHOOL.
SO IF YOU CAN IMAGINE WHAT THAT WOULD BE EXPANDING, IT WOULD NOT TAKE VERY LONG FOR -- AND IT IS EQUIVALENT TO AN ENTIRE HIGH SCHOOL EXPERIENCE WHICH WOULD ELIMINATE THE HIGH SCHOOL.
ALL SARCASM AND WISHFUL THINKING ASIDE, WE REALLY APPRECIATE THIS AS THIS BEING VERY POSITIVE.
>> THANK YOU FOR THE PRESENTATION.
HE SAID THIS ONE IS RECEIVING -- WE MOVE ON TO ADMINISTRATIVE ITEMS 5.01 IT
[5.01 Second Reading and Consideration of Adoption of New Proposed Board Policy 7370 - Political Activity]
IS THE SECOND READING AND CONSIDERATION OF ADOPTING OF NEW PROPOSED BOARD POLICIES 17 370 .>> TRUSTEE PEREZ ARE THERE ANY INDIVIDUALS 18 YEARS OLD ARE PRESENT IN THE ROOM? THANK YOU.
I THINK SHE IS TRYING TO CONNECT TO THE AUDIO.
ALL RIGHT, SO THE NEXT ITEM IS A CONSIDERATION OF APPROVAL OF STUDENT EQUITY
[5.02 Consideration of Approval of Student Equity and Achievement Program: 2022-25 Student Equity Plan]
AND ACHIEVEMENT PROGRAM 2022 -2025 PLAN PRESENTED BY DR. BRAMMER.I'M GOING TO DO A BRIEF INTRODUCTION AND THEN PASS THIS OVER TO --EVERY THREE YEARS WE ARE REQUIRED TO SUBMIT A PLAN FOR THE STUDENT EQUITY AND ACHIEVEMENT PROGRAM.
WE RECEIVED SUBMIT SUBSTANTIAL FUNDING FOR THIS PROGRAM ABOUT $7 MILLION A YEAR THAT TRY TO CLOSE OUR GAPS BETWEEN FIVE DIFFERENT GENERAL AREAS.
AND EACH YEAR, WE HAVE DONE A LITTLE BIT DIFFERENTLY IN THE PAST WHERE THE PROGRAMS WOULD GO THROUGH ALL YOUR GAPS IN AND THROW EVERYTHING AT THE WALL TO TRY TO FIGURE OUT HOW YOU WERE GOING TO CLOSE THEM.
THIS YEAR, THEY HAVE ASKED US TO PICK ONE AREA PER GROUP TO SAY THAT WE ARE GOING TO HAVE A TARGETED APPROACH FOR THAT AREA AND SEE IF WE CAN ACTUALLY CLOSE THAT GAP.
THE DOCTORS CAN PRESENT THE PLAN AND HOW WE ARE PLANNING TO DO THAT.
AS DR. BRAMMER SAID, WE ARE NOW AT THE POINT OF THE DEVELOPMENT OF THIS PLAN TO SEEK YOUR REVIEW AND APPROVAL.
BEFORE WE BEGIN, I WANT TO ACKNOWLEDGE THAT THIS WAS NOT A SINGULAR EFFORT AND THERE WERE QUITE A FEW INDIVIDUALS ACROSS THE CAMPUS AND STAKEHOLDERS AND SUBJECT MATTER EXPORTS EXPERTS THAT REALLY TOOK THE TIME THE LAST FEW MONTHS TO
[01:45:06]
MEET AND PULL TOGETHER THE INFORMATION IN THE CONTENT TO STRATEGIZE EFFECTIVELY TO DEVELOP THIS PLAN.THE DATA ITSELF, AND I AM GLAD THAT SHE IS HERE BECAUSE SHE CAN KEEP ME ON SINCE, THEY CAME FROM THE CHANCELLOR'S AWESOME OFFICE AND THROUGH THAT DATA, AND THANKFULLY WITH THE HARD WORK OF IERPG, THEY WERE ABLE TO GET A VERSION OF THE DATA OF THE STUDENT EQUITY PLAN DATED DASHBOARD WHICH WE ALL HAVE ACCESS TO NOW.
IT WAS THAT DASHBOARD THAT WE ACTUALLY USED TO INFORM WHERE WE IDENTIFIED OUR DISPROPORTIONATELY IMPACTED GROUPS AS WELL AS WHERE THE EQUITY GAPS WOULD BE.
THIS IS PROBABLY WHERE I'M GOING TO SOUND THE LEAST BIT THE EXPERT, BUT DISPROPORTIONATE IMPACT FOR THIS EFFORT IS NOW MOVED INTO USING A VERY SPECIFIC FORMULA WHICH IS THE PPG -ONE.
ESSENTIALLY, WHAT IT DOES IS THAT IT ALLOWS US TO TAKE ONE PARTICULAR SUBGROUP AND COMPARE IT TO THE REST OF THE OVERALL GROUPS MINUS ITS SELF.
IT IS A SIMPLIFIED WAY OF DOING IT TO BE ABLE TO GET TO THE DISPROPORTIONATE IMPACT FALLS.
>> DID I GET THAT RIGHT? OKAY.
SO IN THAT EFFORT, WE WERE ABLE TO IDENTIFY ACROSS THE DIFFERENT METRICS WHAT THE DIFFERENT GROUPS WERE AND YOU CAN SEE THAT THE ONES HIGHLIGHTED IN YELLOW ARE THE GROUPS THAT DID SHOW DISPROPORTIONATE IMPACT IN THE METRICS INVOLVING ENROLLMENT , COMPLETED TRANSFER LEVEL MATH AND ENGLISH, UNIT COMPLETION, TRANSFER, AND RETENTION TO THE FIRST PRIMARY TERM TO SECONDARY TERM.
YOU CAN SEE THAT NO SINGLE METRIC HAS ONLY ONE GROUP.
HOW WE WERE ABLE TO COME UP WITH THESE PARTICULAR GROUPS WAS THAT IF THEY SHOWED CURRENT DISPROPORTIONATE IMPACT FOR THE CURRENT YEAR OR HAD MORE HISTORICAL DISPROPORTIONATE IMPACT TYPICALLY THREE YEARS OR MORE, THEN WE WOULD PUT IT IN.
IF IT WAS A SINGLE KIND OF ANOMALY YEAR, WE DID NOT COUNT THAT AS A DISPROPORTIONATE IMPACT GROUP.
ONE QUICK COMMENT ON THIS, WHILE WE DID NOT PUT THE ACTUAL NUMBERS THAT WE WOULD HAVE TO USED TO CLOSE THE GAP IN THIS REPORT, IT IS IN THE FINAL REPORT THAT YOU CAN SEE SO IF YOU WANT TO SEE EXACTLY HOW MANY STUDENTS THAT WE WOULD HAVE TO INCREASE IN A CERTAIN AREA THEN THAT WILL BE IN THE MASTER DOCUMENT.
>> SO NOW WE WILL GO THROUGH EACH OF THE DIFFERENT METRICS THAT THE WORKING GROUP FOCUSED ON TO IDENTIFY WHICH PARTICULAR SUBGROUP THAT THEY ARE GOING TO WORK WITH.
FOR ENROLLMENT , AS YOU CAN SEE HERE, HIGHLIGHTED IN YELLOW, THEY SELECTED THE ASIAN GROUP AS THE GROUP THAT THEY WOULD FOCUS ON.
AGAIN, THIS DOES NOT MEAN THAT THOSE OTHER GROUPS THAT ARE SHOWING DISPROPORTIONATE IMPACT THAT WE WOULD NOT HAVE THE OPPORTUNITY TO TRY AND CLOSE THOSE GAPS.
JUST FOR THIS PARTICULAR PLAN, THEY ASKED US TO AT LEAST IDENTIFY THE ONE GROUP.
WITH REGARDS TO COMPLETION OR COMPLETED TRANSFER LEVEL MATH IN CHRISTIAN ENGLISH, IT WAS OUR BLACK AND AFRICAN-AMERICAN STUDENTS.
THE SAME THING FOR PERSISTENCE FROM PRIMARY TERM TO SECONDARY TERM.
OUR BLACK OR AFRICAN-AMERICAN STUDENTS.
FOR THE METRIC AROUND COMPLETION, IT WAS OUR MALE STUDENTS.
AND THEN FOR TRANSFER, THE GROUP DECIDED TO LOOK EVEN FURTHER AND TARGET FIRST-GENERATION LATINO AND AFRICAN-AMERICAN MALE STUDENTS.
AND SO THROUGH THE DIFFERENT CONVERSATIONS THAT THE GROUPS HAD IN THE DEVELOPMENT OF THIS PLAN, THEY CAME UP WITH A LAUNDRY LIST OF DIFFERENT STRATEGIES THAT THEY WOULD TRY TO WORK TOWARDS.
THIS IS JUST A SUMMARY AND IT IS NOT COMPREHENSIVE OF EVERYTHING THAT IS DISCUSSED, BUT THESE ARE THE KEY POINTS THAT CAME FROM THOSE CONVERSATIONS.
WITH DATA ANALYSIS, THEY WANT TO CONTINUE TO IDENTIFY TRENDS AND IDENTIFYING STUDENT RETENTION, CLIMATE SURVEYS TO IDENTIFY SATISFACTION BY ETHNICITY, AND WITHIN MARKETING AND PROMOTION, CREATE PUBLICATIONS THAT INCREASE REPRESENTATION FOR SOME OF OUR D CAPITAL I GROUPS.
CREATE A SENSE OF MAP FOR ASIAN, HISPANIC , MALE AND BLACK STUDENTS.
FOR OUR ACADEMIC AFFAIRS, MATH AND ENGLISH FACT GUILTY WITH MORE OF A CULTURAL
[01:50:12]
LENS.WRAPAROUND SERVICES WOULD INCLUDE FOCUS COUNSELING SUPPORT AND RESOURCES FOR MATH AND ENGLISH.
STANDARDIZE EMBEDDED TUTORING FOR MATH AND ENGLISH.
AND HIRE FULL-TIME MATH OR ENGLISH FACULTY AND THE SUCCESS CENTER.
WITH RESPECT TO EARLY ALERT, THEY WANT TO INCREASE THE STAFF AND SUPPORT FOR THAT.
WE ALSO WANT TO USE NEW TECHNOLOGY TO PROVIDE POSITIVE MESSAGES SUCH AS KUDOS TO GROUPS THAT ARE DISPROPORTIONATELY IMPACTED LIKE OUR MALE STUDENTS AS THEY ARE REACHING MILESTONES TO CONTINUE TO ENCOURAGE THEM IN THEIR PROGRESS.
FOR PROBATION, AND PROVE SUPPORT AND PRACTICES SO THAT PROBATION DOES NOT SEEM LIKE A BAD WORD BUT IS ACTUALLY GOING TO BE A USEFUL PROCESS FOR THEM TO MOVE FORWARD.
AND STUDENT LIFE PROGRAMS WOULD INCLUDE EXPANDING OUR FAMILY NIGHTS TO INCLUDE OTHER GROUPS LIKE OUR ASIAN COMMUNITIES.
EXPLORE CREATING A PROGRAM FOR THE API D.A.
STUDENTS SIMILAR TO PROGRAMS THAT WENT --SPECIFIC EXAMPLES FROM MOUNT SACK AND IVC AND ALSO STUDY ABROAD PROGRAM BEING EXPANDED.
COMPLETION AND TRANSFER EFFORTS WOULD INCLUDE IMPLEMENT AN AUTOMATED SYSTEM TO IDENTIFY AFRICAN-AMERICAN AND LATINO MALES WHO ARE NEAR AT THE GATE TO TRANSFER AND COMPLETION.
INCREASE THE SUCCESS RATE OF COMPLETING 30 TRANSFERABLE UNITS BY THE END OF THEIR FIRST YEAR.
PROVIDE CULTURALLY SENSITIVE CAREER SURFACE INTERVENTION FOR STUDENTS APPROACHING THE GATE.
AND THEN FOR HIRING PRACTICES WOULD CONCLUDE WOULD INCLUDE CONTINUE RECRUITING OUR ASIAN, AFRICAN-AMERICAN AND BLACK EMPLOYEES TO THE COLLEGE.
WITH RESPECT TO ON BOARDING, CREATING A STEP-BY-STEP JUST-IN-TIME ON BOARDING FOR ALL STUDENTS THROUGH APPLICATION AND SOME OF THE MAJOR PROCESSES THAT THE STUDENTS GO THROUGH WHICH WOULD BE APPLICATIONS, FINANCIAL AID, ORIENTATION, COUNSELING AND ENROLLMENT.
AND USE TECHNOLOGY AND PERSONAL --PERSONNEL TO ASSIST WITH ON BOARDING AND STEP-BY-STEP INTERVENTIONS EXAMPLES WOULD BE TEXTING AND STUDENT TRACKING.
WITH REGARDS TO PROFESSIONAL DEVELOPMENT, ENCOURAGING MORE PARTICIPATION IN OUR EXISTING EQUITY IN THE CLASSROOM PROGRAM FOR MATH AND ENGLISH FACULTY.
AND THE MATH AND ENGLISH SCHOLARS EXPLORING A PROGRAM FOR BLACK AND AFRICAN-AMERICAN STUDENTS.
PROVIDING EMPLOYEES AWARENESS AND SKILL BUILDING FOR ASSET-BASED ANTI-DEFICIT APPROACHES TO SUPPORTING STUDENTS.
FOUR REQUEST FOR PROPOSALS THAT WOULD INCLUDE LAUNCHING A NEW REQUEST FOR FUNDING PROPOSAL WHICH WILL REQUIRE SUBMISSION TO SUBMIT METHODS FOR RESEARCHING EFFICACY AND HAVING A CONTROLLED GROUP AND DIRECT IMPACT A SPECIFIC EQUITY GAP.
SO THAT WE KNOW THAT WE HAVE SOME MEASURE OF BEING ABLE TO SEE IF THIS IDEA AND THIS THING THAT WE ARE FUNDING IS ACTUALLY WORKING.
APPROVED PROGRAMS MAY REPLACE OR CHANGE ANY OF THE ABOVE CURRENT GOALS OR PROGRAMS. AND THAT IS THE CONCLUSION OF THE PRESENTATION.
ANY QUESTIONS? MARISA ? YES, INC.
I HAD QUESTIONS IN REGARDS TO THE FUNDING AND THE IMPLEMENTATION OF THE STRATEGIES.
FIRST OF ALL I JUST WANTED TO ACKNOWLEDGE AND THANK EVERYBODY FOR THEIR WORK ON THIS AND FOR THE STRATEGIES AND FANTASTIC IDEAS AND WHAT IS THE NEXT STEP, HOW DO YOU PRIORITIZE THESE? ARE WE IMPLEMENTING ALL OF THESE IDEAS ARE WE PRIORITIZING FROM THE SUBSET? WHAT ARE THE NEXT STEPS? SO THE PLAN IS THAT A GUIDELINE TO GET US STARTED.
BUT THE BOTTOM LINE FOR US IS GOING TO BE THAT THE REQUEST FOR FUNDING PROPOSAL.
THE PROPOSAL IS SOMETHING THAT HAS NOT BEEN DONE HERE BEFORE AND WE ARE GOING TO REQUEST THAT ANYONE THAT IS INCLUDED IN THE PLAN OR SOMEONE WHO HAS AN ADDITIONAL IDEA THAT HAD NOT BEEN BROUGHT UP BY THE TIME THAT THE PLAN WAS COMPLETED COULD SUBMIT ONE OF THESE FUNDING PROPOSALS AND THAT FUNDING PROPOSAL WOULD REQUIRE THEM TO DEMONSTRATE HOW IN THAT YEAR THEY WOULD HAVE HAD A SPECIFIC AND MEASURABLE IMPACT ON THE GOALS THAT THEY ARE TRYING TO DO.
IF YOU THINK ABOUT IT, IT IS A THREE-YEAR PLAN IN YOUR CAN HAVE DIFFERENT GOALS NEXT YEAR AS THINGS CHANGE AND WE, WHERE TWO DIFFERENT THINGS THAT ARE HAPPENING WITHIN OUR COMMUNITY AND WITHIN OUR COLLEGE.
WE WANT TO BE RESOURCEFUL AND ADAPTED AS THOSE LEADS ARISE.
SO, NO, WE NOT BE FUNDING ALL OF THESE IDEAS AND WE WILL BE ASKING WHOEVER WANTS
[01:55:06]
TO HAVE ADDITIONAL FUNDING TO SUBMIT THAT SPECIFIC RFP AND THEN THAT WOULD BE EXAMINED AND WE WILL PUT BUDGETS BEHIND IT AND WE WOULD HAVE MEASURABLE IMPACTS AND THEN IF IT DID NOT WORK AT THE CLOSE OF THAT ACADEMIC YEAR, THEN THAT MONEY WOULD GO TOWARD SOMETHING ELSE THE FOLLOWING YEAR AND WE WOULD CONTINUE TO TRY AND CLOSE THE SPECIFIC GAPS THAT WE ARE LOOKING AT.THIS IS A NEW APPROACH TO THE CAMPUS HAS NOT DONE, BUT WE ARE HOPEFUL THAT THIS WILL BRING US TO A MORE USEFUL AND HOPEFULLY EFFECTIVE APPROACH FOR THE FUNDING.
COULD YOU PUT UP THE SLIDE WITH THE STRATEGIES, I HAD A QUESTION ON A COMMENT REGARDING ONE OF THE STRATEGIES ON THE FIRST PAGE.
I THINK IT WAS --MAYBE IT IS THE NEXT PAGE, I AM SORRY.
I THINK WAS ABOUT EARLY ALERT.
SO A COUPLE OF MONTHS AGO, I WAS AT ONE OF THE CHANCELLOR'S OFFICE CONSULTATIONS COUNCIL MEETINGS IN SACRAMENTO, AND THEY HAVE ALSO DONE A LOT OF RESEARCH INTO THE DROP OF ENROLLMENT AND WHAT IS WORKING AND WHAT IS NOT WORKING.
AND WHEN YOU INCREASE THE STAFF SUPPORT FOR EARLY ALERT REMINDED ME OF HOW SUCCESSFUL --SOME OF THE DATA CHEMISTRY THAT COLLEGES THAT MADE SOME SORT OF CONTACT OR PERSONAL CONTACT WITH STUDENTS ASKING THEM WHY THEY WERE NOT ATTENDING OR WHY THEY WERE NOT ENROLLING AND HOW THE COLLEGE COULD SUPPORT THEM, TO GET BACK IN THE COLLEGE, THAT REALLY MEANT A LOT.
IT REALLY WENT A LONGER WAY THAN I WOULD HAVE EVEN IMAGINED.
AGAIN, THAT PERSONAL CONTACT, SO HOPEFULLY, THAT IS ONE OF THE THINGS THAT WE ARE TALKING ABOUT IN REGARDS TO THE EARLY ALERT AND I THINK THE EARLY ALERT IS FOR PEOPLE WHO MAKE IT OFF THE PATH TRYING TO FIGURE OUT WHAT IS GOING ON IN TRYING TO GET BACK ON THE PATH.
AGAIN, I JUST WANTED TO EMPHASIZE THAT THE PERSONAL CONNECTION WITH THEIR STUDENTS ACCORDING TO THE DATA THAT THE CHANCELLOR'S OFFICE PRESENTED REALLY PRODUCE SOME RESULTS.
I WOULD LIKE TO TAKE A LOOK AT THAT.
THE OTHER QUESTION I HAD WAS, CULTURALLY RESPONSIVE TRAINING FOR MATH FACULTY.
THAT WAS MAYBE THE NEXT SLIDE? HOW WOULD YOU ACCOMPLISH THAT ? LET ME JUMP ON THE FIRST ONE AND THEN THE AMADOR CAN JUMP ON THAT ONE.
SO WHEN WE WERE USING OUR PROGRAM FOR EARLY ALERT SYSTEM, IS HAS BEEN GOING ON FOR ABOUT TWO YEARS, WE ARE DIVIDING ALL OF OUR CLASSES WITH LCP SO THAT WE HAVE OUR DATA COACHES THAT WOULD BE JUMPING IN TO HELP WHEN A FACULTY MEMBER HAS IDENTIFIED THAT THERE IS AN ISSUE.
WE WANT REAL TIME ANALYSIS FOR THOSE TYPES OF INTERVENTIONS THAT YOU WERE DISCUSSING.
BUT, THAT WOULD REQUIRE US TO HAVE EA BE CONNECTED TO CAMPUS AND THEY ARE JUST ABOUT AT THE POINT WHERE THEY CAN DO IT.
BUT, THEY ARE STILL NOT THERE YET.
WE MAY JUMP AHEAD OF WHAT THE EAP CAN DO THIS YEAR, OUR OWN REPORTS AND ANALYSIS AND START SENDING THOSE MESSAGES, WE'VE BEEN TALKING ABOUT DOING THAT THIS SPRING, BUT WE ARE HOPING THAT IT BECOMES MUCH MORE INTEGRATED AND LESS LIKE A BAND-AID IN THE COMING TERMS. WITH RESPECT TO CULTURAL RESPONSIVE PRACTICES, ONE OF THE THINGS THAT WAS ALSO HIGHLIGHTED IN THE STRATEGIES WAS THE EQUITY IN THE CLASSROOM PROGRAM THAT GOT LAUNCHED UNFORTUNATELY SHORTLY AFTER WE WENT REMOTE FOR COVID.
I HELPED SUPPORT THE LAUNCH OF THAT PROGRAM AND OF THE COHORT OF FACULTY THAT DID ATTEND THAT, THEY FOUND IT QUITE INSIGHTFUL AND REALLY IMPACTFUL FOR THEM.
TO HAVE A BETTER DIFFERENT LENS, IF YOU WILL, AND HOW THEY SHOULD SEE THEIR STUDENTS SUPPORT THEM.
IT WAS SO THAT IT WOULD NOT JUST BE ABOUT THE GRADES, IT WAS NOT JUST ABOUT THE CONTENT IN THE CLASSROOM, BUT REALLY THE RELATIONSHIP BETWEEN THE STUDENTS AND THE THINGS THAT THEY WERE TRYING TO UNDERSTAND IN THAT COURSE.
I REMEMBER ATTENDING A CONFERENCE FOR THE CENTER FOR URBAN EDUCATION AND WE WERE TALKING ABOUT THIS VERY TOPIC.
I WAS IN A GROUP WITH SOME PHYSICS INSTRUCTORS AND ONE GENTLEMAN CITED AN EXAMPLE THAT WHEN HE WAS A PHYSICS STUDENT AND THIS WAS A BLACK AFRICAN-AMERICAN INDIVIDUAL, ON THE VERY FIRST DAY, HIS INSTRUCTOR ASKED HIM AND ASKED ALL THE STUDENTS TO GET TO KNOW AT LEAST ONE PERSON ON THIS LIST AND THEY WERE ALL BLACK SCHOLARS WITHIN PHYSICS.
AND HE DID NOT QUITE UNDERSTAND WHAT THE POINT OF THAT WAS.
[02:00:02]
AND SIMPLY PUT THE INSTRUCTORS AND SAID THAT YOU NEED TO BE ABLE TO SEE YOURSELF SUCCESSFULLY IN THIS DISCIPLINE ALSO.AND IF IT TAKES US BEING ABLE TO INTERNALIZE THAT IN DIFFERENT WAYS , THEN THAT IS WHAT WE NEED TO DO.
AND I KNOW THAT THAT IS OFTEN EASIER SAID THAN DONE, BUT IF WE CAN OFFER SOME PROFESSIONAL DEVELOPMENT OPPORTUNITIES THAT GIVE FACULTY A DIFFERENT APPROACH IN TERMS OF HOW THEY MAY INTRODUCE CONCEPTS TO STUDENTS, PARTICULARLY DIFFICULT ONES THEY MAY PRODUCE SOME ANXIETIES AROUND LEARNING, THEN THAT MAY HELP CLOSE SOME OF THESE PREVAILING GAPS THAT WE SEE WITH SOME OF OUR GROUPS.
TWO I WOULD JUST LIKE TO SAY , THANK YOU TO THE EQUITY PLAN WORKGROUP.
I FEEL THAT THIS IS THE DATA THAT IS TRULY NEEDED FOR NEXT STEPS AND REALLY MAKING THOSE CHANGES THAT ARE NEEDED IN REGARDS TO EQUITY ACCESS AND INCLUSION AND DIVERSITY.
AND ONE THING I DO WANT TO SHARE IS THAT AFTER LOOKING THROUGH THE PRESENTATION, I FEEL THAT BASED ON THE DATA PRESENTED, IT IS VERY WELL-ROUNDED AND IT IS FAIR.
IN REGARDS TO HOW THE GROUPS ARE DISTRIBUTED BASED ON THE DATA.
I REALLY AM IN SUPPORT OF THAT AS WELL IS THE STRATEGIES, I FEEL THAT THEY ARE VERY SUPPORTIVE, ESPECIALLY IN REGARDS TO THE PROFESSIONAL DEVELOPMENT, THE STUDENT SUPPORT, PROMOTING THOSE CULTURALLY RESPONSIVE AND REFLECTIVE PRACTICES THAT ARE NEEDED IN ORDER TO ENGAGE WITH OUR STUDENTS AND HAVE THEM REALLY , TRULY HAVE THAT SENSE OF CONNECTEDNESS AND NOT JUST TO THE CAMPUS BUT TO THEIR EXPERIENCE WITHIN THE CLASSROOMS. I HAVE A QUESTION AND A COMMENT.
I WILL START WITH THE QUESTION.
MY FIRST QUESTION , FROM WHAT I UNDERSTAND, WE DO NOT HAVE DATA FOR OUR FORMERLY INCARCERATED STUDENTS AND I ALSO UNDERSTAND THAT I BELIEVE YOU HAVE A PROGRAM HERE ON CAMPUS AMONGST MANY OTHER COMPASS CAMPUSES IN THE COUNTRY CALLED RISING SCHOLARS WHICH IS A RESOURCE FOR FORMERLY INCARCERATED STUDENTS AND I WAS WONDERING, IF WE COULD IN ANY WAY IF THERE ANY EQUITY GAPS FOR THIS DEMOGRAPHIC AT LEAST, TRY TO BRIDGE THOSE GAPS FOR OUR FORMERLY INCARCERATED STUDENTS.
SO, WE HAVE A PROGRAM THAT IS CALLED COURT TO COLLEGE AND WE ALSO HAVE A CONVERSATION ONGOING CONVERSATIONS WITH THE SCHOLARS AND PROJECT -- AND, I AM MISSING THAT PROGRAM.
SO WE HAVE BEEN HAVING SOME CONVERSATIONS WITH THE STUDENTS THAT HAPPEN TO BE FORMALLY INCARCERATED WHO JUST HAVE DONE INCREDIBLE WORK AND GRADUATING FROM TRENT TO COLLEGE AND THEY WANT TO BRING THAT PROGRAM HERE AND SO RECENTLY, WE HAD A MEETING DR. -- AND DR. BRAMMER TO SEE HOW WE CAN BEGIN IMPLEMENTING THOSE PROGRAMS ON CAMPUS TO EXPAND THE COURT TO COLLEGE PROGRAM.
IT IS A PROGRAM AND POPULATION GROUP WITH GREAT INTEREST TO ME AND I HAVE A LOT OF FOR THOSE THAT COME BACK TO SCHOOL AND JUST WORK REALLY, REALLY HARD AGAINST ALL ODDS TO GET BACK ON TRACK.
AND THE STUDENTS, THE GRADUATES NOW THAT WE HAVE HAD HERE, THAT ARE LEADING THOSE INITIATIVES ACROSS THE STATE, THEY ARE AMAZING PEOPLE AND WILL CONTINUE TO HAVE THOSE CONVERSATIONS TO GET THEM CONNECTED TO THE CAMPUS AND IMPLEMENT THOSE PROGRAMS. GREAT, THANK YOU.
I ALSO WANTED TO SAY THANK YOU TO --HE GAVE HIS PRESENTATION TO OUR STUDENT MEMBERS AND OUR GOVERNMENT MEMBERS ASKING FOR FEEDBACK AND ASKING FOR STUDENT INPUT.
I THOUGHT THAT WAS VERY MEANINGFUL AND INTENTIONAL AND I REALLY APPRECIATE THAT AND I REALLY WANTED TO SAY THANK YOU AND TO SAY THANK YOU TO THE EQUITY PLAN BECAUSE THE GROUP BY NO MEANS AN EXPERT IN THE DIA WORK THAT THE COLLEGE IS
[02:05:05]
DOING, BUT I THINK THIS IS TRANSFORMATIVE.I REALLY DO APPRECIATE THAT ON BEHALF OF THE STUDENTS.
THANK YOU BOTH, LIU , AND I KNOW THAT I GIVE YOU HEADACHES AS WE WERE GOING THROUGH THAT.
BUT, BUT THEY ALL COME FROM A GOOD PLACE.
WE WILL HAVE A LOT OF THE WORK AT THE COLLEGE THAT HAVE LED A NUMBER OF INITIATIVES AT THE STATE.
I FEEL VERY STRONGLY THAT IT WILL WORK AND IT WILL HAVE TO CONTINUE ON THE BLEEDING EDGE.
MY POST BACKS AND COMMENTS COME FROM A GOOD PLACE, BUT, I WANT US TO CONTINUE TO PUSH THE BOUNDARIES OF WHAT WE ARE TRYING TO DO TO CONTINUE TO BE AN EXAMPLE.
SO THANK YOU FOR BEING RESPONSIVE.
TWO THANK YOU FOR THE PRESENTATION.
SO, WE NEED TO MOTION? MOTION TO APPROVE? SECONDED.
WE ARE ALREADY PAST 5.03 AND 5.04 AND WE GOING TO DO 5.05 CONSIDERATION OF APPROVAL OF
[5.05 Consideration of Approval of Affordable Student Housing Grant Application]
AFFORDABLE STUDENT HOUSING GRANT APPLICATION.LET ME BRING UP THE PRESENTATION.
HOPEFULLY, THIS WILL GO QUICK BUT I JUST WANT TO UPDATE A COUPLE OF THINGS WITH THE BOARD BEFORE APPROVAL OF THE GRANT.
ALSO, DR. MILLER WAS SCHEDULED TO PRESENT WITH ME ON THE ANCILLARY SERVICES AND UNFORTUNATELY, SHE HAD AN EMERGENCY THAT SHE HAD TO ATTEND TO SO I WILL STRUGGLE THROUGH THEM AND HOPEFULLY YOU WILL NOT HAVE TOO MANY QUESTIONS REGARDING THOSE.
I ALSO HAVE A COLLEAGUE WITH US AS WELL TO ASSIST US.
SO I AM GOING TO ADVANCE US FORWARD ON THE FIRST COUPLE OF SLIDES AND THEN I'M GOING TO HAND IT OFF TO TALK ABOUT WHEN WE GET TO THE RENT STUFF.
SO, I WANT TO REMIND EVERYONE THAT THE GRANT REQUEST AND COMMITMENT IF THIS IS ADOPTED , WE WOULD BE CONSTRUCTING A FACILITY THAT WILL HAVE 396 BEDS WITH THE GOAL OF OPENING IN 2026.
THESE BEDS 330 SQUARE FEET PER BED AND THE PROPOSED MONTHLY RENT IS $717 AND THAT IS HOW THAT IS CALCULATED IS WITH THE STATUTORY MAX RENTAL RATE OF $797 IS DISCOUNTED BY 10% AND DISCOUNTED BY 10% IN ORDER TO MAXIMIZE THE POINT CATEGORY HERE AND WE GET ONE POINT FOR EVERY PERCENTAGE POINT UP TO 10.
SO THAT IS WHY YOU SEE THE 10% DISCOUNT AND THAT GETS US TO THE $717 MONTHLY RENT.
THE DEVELOPMENT BUDGET IS $80 MILLION FOR THIS PROJECT.
THE GRANT APPLICATION REQUEST WOULD BE $68 MILLION.
AND THEN $12 MILLION WOULD BE THEN TO SUPPORT THROUGH THE DISTRICT FUNDS.
THIS IS THE LAYOUT OF THE PROGRAM AND I SHARE THIS WITH YOU BEFORE SO I WILL GO THROUGH THIS QUICKLY.
THE PROGRAM INCLUDES THREE SETUPS.
FIRST, A FOUR BEDROOM TWO BATH SINGLE OCCUPANCY WITH 32 OF THOSE UNITS.
[02:10:06]
THERE IS 59 UNITS THAT ARE MADE UP OF THE TWO BEDROOM TWO BATH DOUBLE OCCUPANCY.AND THEN THAT GETS US TO THE 32 OF THE SINGLE OCCUPANCY STUDIO APARTMENTS.
WHICH THEN GETS US TO A TOTAL BED COUNT OF 396.
DO WE HAVE OUR PER BED AVERAGE AT $717, IS AT AN AVERAGE RATE? UNDERSTANDING THAT THAT IS A RATE AND THAT WOULD BE PER BED NO MATTER WHICH.
SO IF I GET A TINGLE , I WILL PAY THE SAME AS SOMEBODY WHO IS SHARING A FOUR BEDROOM? THAT IS MY UNDERSTANDING.
AND HELP CORRECT ME IF I AM WRONG ON THAT.
TWO THE MAXIMUM RENT THAT THE COLLEGE COULD CHARGE FOR ANY BED IS $717 IT DOES NOT MEAN THAT THAT IS THE ACTUAL RENT.
THAT WOULD BE THE MAXIMUM RENT.
ALL RIGHT, SO ONE OF THE OPPORTUNITY TO RESPOND TO SOME OF THE KEY QUESTIONS.
ALREADY -- ONE WAS A DISCUSSION ON HOW THE RENT WILL INCREASE OVER TIME AND THE SHORT ANSWER IS THAT THE LOWEST OF THE TWO CATEGORIES IS THE AREA INCOME FOR THAT GIVEN YEAR IN THAT COUNTY.
OR, THE PERCENT OF OUR CHANGING ON THE MOST RECENT YEAR.
AND THIS IS THE LOWER OF THE TWO.
WE WANT TO ENSURE THAT WE GIVE THAT ANSWER CLEARLY AND FACTUALLY.
IN THE NEXT LIGHT, WE ACTUALLY CALCULATE WHAT THAT WILL LOOK LIKE, FOR EXAMPLE, BETWEEN THE PROPOSED RENT OF 2022 AT $717 PER BED AND THEN IF YOU WILL INCREASE THAT TO 3% A YEAR, ARBITRARY NUMBER, WE WE DO NOT KNOW WHAT IT WILL BE, BUT BY THE TIME OF OPENING IN 2026, THE MAXIMUM COULD BE $807 PER BED.
>> COULD YOU ASSIST IN ADVANCING? THANK YOU.
>> SOME NUMBERS ARE BETTER TO READ THAN TO HAVE THEM DICTATED.
ANY QUESTIONS ON THE RENTAL RATES? SURE, I WAS JUST GOING TO JUMP IN IF THAT IS OKAY? SO I RAN AND PULLED SOME DATA AND RENT SOME NUMBERS ON THIS JUST BECAUSE IT WAS A FIXATION OF MINE COMING OUT OF LAST WEEK'S MEETING.
AND, WHEN I RAN THAT RENTAL RATE INCREASE RETROACTIVELY ACROSS 20 YEARS, YOU IT VARIED PER YEAR WHICH ONE WAS HIGHER AND LOWER AND BY HOW MUCH, BUT SOME YEARS THE LOWER RATE WAS NEGATIVE AND THE COST OF OPERATING THIS MAY GO UP BUT OUR AMOUNT THAT WE ARE ALLOWED TO CHARGE FOR THE ROOMS MAY GO DOWN.
AND THE CONCERN, OF COURSE, IS THAT WE WOULD BE IN A POSITION WHERE WE CANNOT BRING IN ENOUGH REVENUE TO FUND OPERATIONS.
SO, THE HISTORY OF THE LAST 20 YEARS IS A LITTLE BIT DUBIOUS AND THAT BEING SAID, THERE ARE TWO FACTORS THAT SEEM TO WORK OUT AND THAT ARE WORTH MENTIONING.
ONE, IT IS THAT ON AVERAGE, THE REVENUE OVER THE 20 YEARS COULD INCREASE BY 1.55%.
OBVIOUSLY, SINCE ONLY ONE OF OUR ALLOWABLE INDICES IS ABOUT INFLATION, THAT IS LOWER THAN INFLATION TYPICALLY.
AND LOWER AND OVERALL COST OF OPERATIONS.
THAT BEING SAID, SINCE OUR ANTICIPATED STARTING COST OF OPERATIONS IS ABOUT HALF OR A LITTLE MORE THAN HALF OF WHAT THE RENTAL RATE CAP IS, WHAT THAT WOULD ALLOW US IS THAT A LOT OF RUNWAY IN TERMS OF TIME BEFORE THOSE TWO WOULD CROSS OVER AND
[02:15:06]
IMPACT.SO IN ALL LIKELIHOOD, PROJECTION GIVES US A LEAST A GOOD 20+ YEARS BEFORE WE HAVE TO BE TOO WORRIED ABOUT IT.
TWO THANK YOU, TRUSTEE BIRKEY.
I WISH EVERY COLLEGE HAD URINALYSIS A MONTH AGO.
A LOT OF COLLEGES STILL CHOSE MOSTLY FOR CRITICAL REASONS NOT MAXIMIZE THEIR MAXIMUM RENT AND I THINK THAT THAT DATA IS VERY COMPELLING.
IT IS ABOUT THE IMPORTANCE OF THE COLLEGES TO GIVE THEMSELVES FLEXIBILITY EVEN IF THEY DO NOT USE IT.
TWO THANK YOU, ANGEL, I HOPE I CAN GET A JOB IN THE SOMEDAY.
SO THE NEXT SLIDE, IT IS JUST A SUMMARY OF THE DEMAND.
THERE WAS A QUESTION ABOUT WHETHER THERE WERE WAS EVEN DEMAND FOR STUDENT BODY TO HAVE MORE BEDS.
AND THE IMPORTANCE OF HAVING THAT STUDY AND THERE WAS A VERY COMPREHENSIVE STUDENT SURVEY PERFORMED EARLIER THIS YEAR IN APRIL --SORRY, OF LAST YEAR, WITH OVER 1500 STUDENTS THERE WAS A VERY REAL AND LARGE DEMAND FOR HOUSING.
OVER 1800 BEDS, EVEN AT $1000 A MONTH WHICH IS SUBSTANTIALLY HOW ARE HIGHER --AND THERE WAS STILL OVER 700 BEDS OF DEMAND AND THAT GIVES US A LOT OF CONFIDENCE THAT THE COLLEGE WOULD HAVE NO PROBLEM FILLING THE BEDS BEING RENTED AT ALMOST 30% LESS THAN THE $1000 PER MONTH IN RENT CONTENT COMPLETING THAT STUDY.
SO I THINK FOR ALL OF THE CHALLENGES AND ALL OF THE POLICY OBSTACLES THAT WILL HAVE TO BE OVERCOME, WITH THE GRANT GETTING A FUNCTIONING AMOUNT BEING GREAT, I LACK OF COMMAND DOES NOT APPEAR TO BE ONE OF THEM.
YOU HAVE A LOCK ON THE CAMPUS.
>> AND SO, I WANTED TO MENTION SOME OF THE ANCILLARY SERVICES THAT WE WERE LOOKING TO INCORPORATE AS WELL.
SO, PART OF THE APPLICATION INCLUDED IDENTIFYING WHAT SERVICES COULD BE EXPANDED THAT WOULD TRANSLATE OVER TO THAT.
SO, WORKING WITH DR. MILLER, WE CAME UP WITH THESE CATEGORIES, OBVIOUSLY TUTOR RACING TUTORING SERVICES AND EXPANDED ACCESS TO SERVICES SUCH AS THE FALCON'S NEST.
MENTAL AND PHYSICAL HEALTH SUPPORT AND STUDENT SUPPORT WORKSHOPS.
AND THESE ARE SOME EXAMPLES OF WHAT WE WOULD DO WOULD SET UP A PRIVATE DEDICATED OFFICE WITHIN THAT SPACE THAT HAS COMPUTER ACCESS FOR STUDENTS TO ACCESS TELEHEALTH APPOINTMENTS ON THAT SO THAT THEY WOULD NOT NECESSARILY HAVE TO COME TO STUDENT HEALTH SERVICES, THEY CAN ACTUALLY GET THOSE SERVICES DIRECTLY FROM THE ACTUAL SPACE ITSELF.
SO, WE WOULD CARVE OUT A DEDICATED OFFICE SPACE THAT WOULD ALLOW THOSE TYPES OF EXPANDED SERVICES TO HAPPEN.
AND THERE WAS ALSO BEING ABLE TO EXPAND AND POTENTIALLY INCORPORATE A SMALLER ELEMENT OF FALCON'S NEST WITHIN THE FACILITY EXCEL ITSELF.
THESE ARE SOME OF THE EXAMPLES WORKING WITH DR. MILLER WE WERE ABLE TO COME UP WITH THAT COULD EXPAND SOME OF OUR SERVICES THAT WE PROVIDE GENERALLY TO OUR STUDENTS THAT WE CAN ALSO INCORPORATE IN A MORE TARGETED LEAD WITHIN THE FACILITY ITSELF.
SO, WE JUST WANTED TO MAKE SURE THAT WE UPDATED AND PROVIDED ADDITIONAL FEEDBACK BASED ON THE COMMENTS THAT WE HEARD FROM THE LAST MEETING.
OTHER THAN THAT, I WILL BE HAPPY TO TAKE ANY ADDITIONAL QUESTIONS.
AND THEN WE CAN SEE IF THE BOARD WOULD ADOPT THE ITEM ON THERE WHICH, LIKE I SAID, WOULD COMMIT THE DISTRICT TO BUILD A FACILITY IF, ASSUMING, THE APPLICATION IS APPROVED AND WE GET THE GRANT FUNDING , WE WOULD THEN BE COMMITTING TO 396
[02:20:01]
BED FACILITIES.WE WOULD REQUEST FOR STATE FUNDING WOULD ROUGHLY BE $68 MILLION WITH THE DISTRICT SUPPORTING A $12 MILLION OF THAT COMING OUT OF BOTH ACCOMMODATION AND GENERAL FUNDING.
JUST TO KIND OF POINT ONE OF THOSE THINGS THAT I RECOGNIZE BUT IS PROBABLY WORTH MENTIONING, THERE'S A CERTAIN MAGIC TO THE NUMBER 396.
IN THE WORLD OF STUDENT HOUSING, WHEN YOU GET TO ABOUT 400 BEDS , THE FIRST TIME RESTART A CROSSOVER REHAB A BIT OF CRITICAL MASS IN TERMS OF EFFICIENCY OF OPERATION, HAVING THE RESIDENTIAL LIFE A PROGRAMMING START TO FUNCTION EFFECTIVELY AND EFFICIENTLY, AND THEN A LEVEL OF STUDENT INTERACTION WHERE THEY HAVE A CRITICAL MASS IN TERMS OF A VILLAGE ATMOSPHERE.
USUALLY, YOU WILL SEE GOOD STUDENT HOUSING PROJECTS AT 400 DEAD CHUNKS AND THERE IS A CERTAIN MAGIC TO THE FACT THAT IT IS 396 APPROXIMATELY 400 BEDS.
AND JUST TO ADD ONTO THAT, IT WAS, I THINK HELD ROUGHLY 404 TO BEGIN WITH BUT WE MADE SOME MODIFICATIONS THROUGH SIZES WE TRIED TO EXPAND THE KITCHENETTES INTO THE FACILITIES ON THAT AND THAT IS WHAT PUSHED US SO THAT WE WERE TARGETING THAT 400 WITH THE EXPANDED SPACE AND WE GOT TO 396.
YEAH, I DON'T THINK IT KILLS THE PROJECT BY ANY MEANS.
>> YOU COULD ALWAYS HAVE MORE BEDS YOU JUST HAVE TO DELIVER AT LEAST 396 BEDS FOR THE GRANT AMOUNT.
AT ANY POINT BETWEEN THE GRANTING OF THE GRANT AND THE GROUNDBREAKING, IF WE AS A CAMPUS DECIDE THAT THIS MAY NOT BE THE RIGHT FIT OR WE CANNOT AGREE EXACTLY ON HOW TO IMPLEMENT THE STUDENT HOUSING WE CAN RETURN THE MONEY BEFORE THE GRANT BREAKING? YES, IT IS MY UNDERSTANDING AND ANGEL , PLEASE CORRECT ME IF I AM WRONG, BASED ON MY CONVERSATIONS, IF WE ARE GRANTED THE APPLICATION --BECAUSE, I AM NOT NECESSARILY SURE ON HOW YET THE STATE IS GOING TO FUND THE DISTRICTS, I AM ASSUMING THAT THEY ARE GOING TO FOLLOW A SIMILAR MODEL OF FUNDING THEIR REGULAR STATE PROJECTS.
WHICH, IN A WAY, I HOPE THAT THEY DO NOT BECAUSE WHAT THAT CAUSES IS A REIMBURSEMENT METHOD.
SO WE ACTUALLY HAVE TO SPEND MONEY SUBMIT A REIMBURSEMENT AND THEN GET THAT MONEY BACK.
WHICH THEN, WE HAVE TO FIGURE OUT HOW WE ARE GOING TO CASH FLOW THE ACTUAL CONSTRUCTION PROJECT ON IT.
AND SO, THAT IS THE KEY THING THAT WE DO NOT KNOW FOR CERTAIN YET THAT WILL SOON KNOW, BUT TO ANSWER YOUR QUESTION, JESSE LEWIS, WE WILL STILL HAVE THE ABILITY TO JUST REJECT BECAUSE WE WILL NOT BE TURNING BACK ANY MONEY BECAUSE I'M ASSUMING IT IS ON A REIMBURSEMENT BASIS, BUT WE COULD JUST BASICALLY FORFEIT OUR PROJECT AND MOVE FORWARD AND THEY WOULD LIKELY ALLOCATE IT TO A DISTRICT WITHIN THE LIST AND STUFF LIKE THAT.
>> YOUR GUESS IS AS GOOD AS MINE, BUT THAT SOUNDS CORRECT.
THE ONLY THING I WOULD WARN YOU IS THAT I DO NOT KNOW WHAT THE TREATMENT IS BECAUSE THE QUESTION WAS IF WE ARE GROUNDBREAKING, ARE IF YOU SPEND ALL DOLLARS TO THE --AND THEN STOPPED, I HAVE NO IDEA.
I DO NOT KNOW IF YOU HAVE TO RETURN IT OR SOMETHING.
YES, IT IS WORTH PUTTING IN AN APPLICATION, FOR SURE.
BUT THERE A LOT OF CONVERSATION THAT WE NEED TO AND PROVIDED THAT WE GET IT, THERE'S A LOT OF CONVERSATION THAT WE NEED TO HAVE THE SEA THAT AND WHAT THOSE 396+ BEDS MAY LOOK LIKE.
AND THEN, REMINDER THAT THERE IS ALSO A LOT OF POLICY THAT NEEDS TO BE DRIVEN AND RULES AND REGULATIONS ON THAT.
SO, THIS IS ONLY THE BEGINNING AND THIS IS SURELY NOT THE END AND SO IF THE GRANT AND IF WE ARE AWARDED, THERE'S GOING TO BE A LOT OF WORK AHEAD OF US.
>> TRUSTEE PEREZ, DO YOU HAVE A QUESTION? I HAD A QUESTION REGARDS AGAIN AND I THINK HE ANSWERED IT A COUPLE OF TIMES AGO IN REGARDS TO THE EVALUATION AND THE DECISION-MAKERS.
I THINK WE TALKED ABOUT THAT THIS IS THE APPLICATION IS GOING TO THE CHANCELLOR'S
[02:25:05]
OFFICE AND THE OFFICE WILL BE MAKING THE DECISIONS.THAT IS CORRECT >> AND AT THIS POINT, ONCE YOU SUBMIT THE APPLICATION, I DO NOT KNOW IF IT IS ALLOWED OR IF IT IS WORTHWHILE, WOULD WE BE TRYING TO ORGANIZE ANY ADVOCACY TO GET OUR LAWMAKERS OR COMMUNITY LEADERS TO SUPPORT OUR HOUSING APPLICATION? ARE WOULD NOT NOT BE A LIE OLD ALLOWED UNDER THE GUIDELINES? I AM SURE WHATEVER EFFORTS THAT WE CAN PROVIDE WOULD BE HELPFUL .
WE DID PART OF THIS APPLICATION IF APPROVED, WE ARE SENDING THE CITY OF CERRITOS SUPPORT.
TO RECOGNIZE WHAT WE'RE DOING HERE ON THE CAMPUS FOR THAT.
AND SO, WE HAVE ALSO DRAFTED A COVER LETTER AS WELL THAT TALKS ABOUT THE WHY IN THE PURPOSE OF THIS FACILITY.
BUT IT DOES NOT HURT TO ADVOCATE .
I GUESS I JUST DO NOT -- YOU KNOW, THIS IS TO BE VETTED BASED ON A POINTS SYSTEM AND SO, I DO NOT KNOW HOW THAT WOULD FAIR OR LOOK.
OBVIOUSLY, IT IS IN THE CONTROL OF THE HANDS OF THE STATE CHANCELLOR'S OFFICE.
IT IS SIMILAR OF HOW THEY ACTUALLY DIVVY OUT THE STATE CAPITAL DOLLARS.
WHEN THE STATE HAS A STATE BOND, THERE IS HUNDREDS OF REQUESTS TO GET STATE FUNDING AND ONLY SO MUCH CAN GO OUT.
SO THE STATE REALLY FOCUSES ON THAT POINT SYSTEM TO FIGURE OUT --BECAUSE YOU KNOW IT IT TAKES POLITICS FOR A LACK OF A BETTER WORD OUT OF THE DECISION-MAKING AND IS ALL DRIVEN BASED ON THE APPLICATION AND THE POINTS DRIVEN OFF OF THAT.
BUT, IT STILL DOES NOT HURT TO ADVOCATE AS MUCH AS WE CAN TO GET IT.
I THINK ADVOCATING TO THE LEGISLATORS ON OUR BEHALF IS PROBABLY NOT THE WAY TO GO SINCE THEY ALREADY HAVE GIVEN THE AUTHORITY TO THE CHANCELLOR'S OFFICE TO ESCORT THE APPLICATIONS.
WHAT I THINK WHAT WE COULD DO IS ADVOCATE TO THE LEGISLATORS AS THEY DO THE BUDGET .
TO GO IN THERE AND PROPOSE TO --IF THEY ALLOCATE THE $250 MILLION THAT GO AROUND AS THEY HAVE SAID DURING LAST YEAR BUDGET, THIS WILL INCREASE THE ALLOCATION AMOUNT TO 750 MILLION WHICH INCREASES THE CHANCE OF EVERYBODY THAT APPLIES ON THE FIRST ROUND TO GET FUNDED.
SO I THINK THAT THE ADVOCACY SHOULD BE MORE FOCUSED ON TRYING TO CONVINCE THE LEGISLATORS TO WORK WITH THE GOVERNOR TO CONTINUE THE PLAN OF THE ALLOCATION OF THE TOTAL AMOUNT OF DOLLARS WITHIN THE BUDGET AS THE YEAR BEFORE.
BECAUSE IN THIS YEAR, IF THEY DO $250,000 WILL GO DOWN TO $500 MILLION, BUT ONLY $250 MILLION OR FOR COMMUNITY COLLEGE.
SO DEPENDING ON HOW MANY APPLICATIONS THAT ARE RECEIVED THIS YEAR, WE HAVE A SMALLER CHANCE OF BEING FUNDED SINCE THE AMOUNT WAS INCREASED BY 33%.
SO IF WE MANAGE TO CONVINCE LEGISLATORS TO FUND THIS AT THE FULL AMOUNT, I THINK THAT WILL BENEFIT EVERYONE AT THE STATE AND IT WILL BE BETTER RECEIVED THAN ADVOCATING STRAIGHT TO THE CHANCELLOR.
I THINK IT WOULD BE BEST TO SPEND ADVOCATING FOR THE ALLOCATION OF THE TOTALITY OF THE FUNDS.
I THINK THAT MAY BE SINCE WE ARE GOING TO SACRAMENTO OF THIS WEEKEND AND THE NEXT WEEKEND, IT REALLY HAS DR. FIERRO SAID, PERHAPS MENTIONING AND ILLUSTRATING THAT WE DID SUBMIT THIS APPLICATION BECAUSE THE APPLICATION IS DUE TOMORROW, RIGHT? IT'S VERY TIMELY THAT WE BE IN SACRAMENTO TO AGAIN INCREASE THE AWARENESS AND THE REASON THAT I SAY THIS IS BECAUSE WE ALL KNOW THAT RIGHT NOW THERE IS A HOUSING CRISIS WITHIN THE STATE AND ESPECIALLY WITHIN L.A.
COUNTY AND RIGHT NOW THERE ARE A LOT OF FUNDS AND RESOURCES, TIME, ENERGY
[02:30:03]
BEING SPENT ON TRYING TO ADDRESS THIS FROM MANY DIFFERENT ASPECTS OF IT.I THINK THAT OUR COLLEGE HAS TAKEN THIS CHALLENGE VERY SERIOUSLY AND, AGAIN, IS TRYING TO REALLY ADDRESS THIS AND THAT IS SOMETHING THAT WE SHOULD DEFINITELY HIGHLIGHT AND DEFINITELY PROMOTE.
AGAIN, THE MORE AWARENESS THAT WE HAVE AS DR. FIERRO SAID, I THINK THAT IS CAN BE HELPFUL TO TRY MAINTAIN FOR THIS AND THE SORTS OF PROJECTS.
I THINK MY QUESTION WAS RELATED TO YOU IS THAT THE CHANCELLOR'S OFFICE IS REALLY TRYING TO MAKE SOME QUESTIONABLE AND WEIRD DECISION SOMETIMES ABOUT LOTS OF DIFFERENT PROGRAMS AND PROJECTS AND PRIORITIES.
GRANTS, AND I AM JUST WONDERING, IF IT IS WORTH SOME TIME DOING SOME ADVOCACY BUT IT SEEMS THAT HOW VICE PRESIDENT LOPEZ IS EXPLAINING IT, IT IS VERY FACTUAL BASE AND VERY NUMBERS DRIVEN VERSUS SOME OF THE OTHER DECISIONS WHICH ARE LITTLE BIT MORE LEEWAY EITHER WAY.
BUT I THINK THAT IS SOMETHING THAT WE SHOULD CONTINUE TO VISIT AND TALK ABOUT AS WE GO THROUGH THIS PROCESS.
I KNOW THE APPLICATIONS ARE DUE TOMORROW, BUT WHEN DO WE EXPECT TO HEAR FROM THE GOVERNOR? THE CHANCELLOR'S OFFICE ON THIS DECISION.
WE DO NOT FAIRLY HAVE A TIMELINE, BUT MY GUESS WOULD BE THAT I THINK THE EARLIEST THAT WE MAY BE AWARE OF IT COULD BE SOMEWHERE IN THE MAY REVISE BECAUSE THIS MAY BE INCLUDED IN THE BUDGET FOR THE 23-24 YEAR.
I ANTICIPATE THAT KNOWING SOMETHING AROUND MAY, PERHAPS.
THAT MIGHT BE WHERE WE ARE LIKELY GET SOME TYPE OF LETTER OR NOTIFICATION ON THAT.
SO, SOMEWHERE AROUND THAT TIME IS WHEN I ANTICIPATE KNOWING WHETHER OR NOT WE GOT IT OR NOT.
SO DR. FIERRO, THANK YOU SO MUCH, LOPEZ, IT SEEMS THAT ALL THE BUZZ IN THE BUDGET DEAL IS NOT GOING TO BE NEAR MADE UNTIL MAY.
SO UNTIL AFTER THE MAY REVISE.
I KNOW WE ARE TALKING ABOUT ME BEING OUR LEGISLATORS THIS WEEK, BUT DR. FIERRO, WE SHOULD PROBABLY PLAN ANOTHER TRIP BEFORE THE MAY REVISE AND BEFORE THE BUDGET IS SOLIDIFIED AND AGAIN, JUST TO TRY TO MAKE THIS PITCH AGAIN TO LET OUR LEGISLATORS KNOW.
BECAUSE I THINK IT IS GOING TO BE A REALLY INTERESTING BUDGET SEASON THIS YEAR.
IS THERE'S ONLY $250 MILLION ALLOCATED, WE BE ASKING FOR A QUARTER OF IT.
I THINK ANOTHER PART THAT IS IMPORTANT IS THAT I THINK THERE ARE SOME KEY LEGISLATORS THAT ARE VERY INTERESTED IN FUNDING THESE IN ONE OF THOSE BEING --HE IS VERY INTERESTED IN ACTUALLY FUNDING THIS PROJECT AND SO WE SHOULD PROBABLY FIND A TIME TO SPEAK WITH HIM AND OTHERS WHO ARE LIKE-MINDED TO EXPLAIN THE BENEFITS OF FUNDING $750 MILLION RATHER THAN THE 500 MILLION.
ONE OF MY CONCERNS ON THE DEFERRAL OF THE 250 MILLION IS THAT THE ECONOMY CONTINUES TO SLOW DOWN, WE WILL BECOME LESS AND LESS OF A PRIORITY .
SO, IF THERE IS NO FUND THIS YEAR AND POTENTIALLY THE NEXT, CAN BE THE NEXT AND THE NEXT, AND THE NEXT, AND THEY THE APPLICATION PROCESS WILL BE DELAYED.
SO I DO AGREE WITH YOU, TRUSTEE PEREZ, A SECOND VISIT.
BUT PROBABLY, WE SHOULD DO SOME RESEARCH ABOUT SOME OF THE LEGISLATORS TO CHAMPION THE PROJECT TO REACH OUT TO THEM WHEN WE GO.
THANK YOU EVERYBODY FOR THE PRESENTATION IT WAS VERY INFORMATIVE.
>> THANK YOU FOR THE PRESENTATION AND MOTION? THIS IS DUE TONIGHT, RIGHT? IT IS.
SITA IS IS LOADED UP ON YOUR COMPUTER READY TO PRESS SEND? IT IS.
AFTER I RECEIVE A SIGNED DOCUMENT THAT ANDREA HAS IN HER HAND.
GO AHEAD AND MOVE FORWARD WITH SUBMITTING THE APPLICATION.
SO WE MOVE ON TO 5.06, CONSIDERATION OF ADOPTION OF RESOLUTION NUMBER 23 MINUS 0125B, AFFIRMING A COMMITMENT TO DIVERSITY, EQUITY, INCLUSION, AND ACCESSIBILITY.
AND I THINK -- DO EVENING TO TALK ABOUT THIS? THANK YOU TRUSTEE LIU, I WANT TO GIVE THE OPPORTUNITY TO TRUSTEE PEREZ TO TALK A LITTLE BIT ABOUT THIS.
I DO NOT WANT TO PUT YOU ON THE SPOT BUT I DO KNOW THAT YOU HAVE BEEN BEHIND THIS EFFORT.
SORRY, I'M TRYING TO GO BACK AND FORTH ON THE BOARD DOCUMENTS AND MY SCREEN.
BUT YES, THANK YOU VERY MUCH AND THANK YOU, COLLINGS, FOR ALLOWING THE DISCUSSION ABOUT THIS AND AGAIN, WE HAVE BEEN STATEWIDE AS BOTH TRUSTEES AND CEOS AND VERY COMMUNICATIVE OVER THE LAST SEVERAL YEARS TO PERMITTING DEIA EFFORTS.
TRYING TO GET THEM TO ADOPT THIS RESOLUTION TO SYMBOLIZE OUR COMMITMENT BUT THEN ALSO
[02:35:02]
TO TALK ABOUT SOME OF OUR UNIQUE VALUES .AND AS MUCH AS THIS SEEMS LIKE A SIMPLE RESOLUTION, WE HAVE BEEN REALLY STRUGGLING TO GET EVERY DISTRICT ACROSS THE STATE TO ADOPT IT.
[5.06 Consideration of Adoption of Resolution #23-0125B Affirming a Commitment to Diversity, Equity, Inclusion, and Accessibility]
AS WE CONTINUE TO ADVANCE AND CHANGE AND PRIORITIZE AND LETTING OUR CAMPUS KNOW THAT THIS IS SOMETHING THAT THE BOARD IS VERY INTERESTED IN AND WE ARE BEHIND DR. FIERRO'S EFFORTS .AND TO SUPPORT OUR STUDENTS AS WELL.
WE ARE GOING TO MOTION TO ADOPT IT?
>> MOVED TO ADOPT THE RESOLUTION.
WE MOVE ON TO 5.07 AND WE ARE GOING TO CONSIDERATION OF APPROVAL OF NOMINEE FOR CCC BOARD ELECTION AND I THINK WE HAVE PEREZ AND SHE HAS READ A --FOR RE-ELECTION.
DO WE WANT TO NOMINATE TRUSTEE MARISA PEREZ? I NOMINATE TRUSTEE MARISA PEREZ.
>> YES I DO ACCEPT THE NOMINATION.
THESE ARE MY LAST THREE-YEAR TERM.
SO, HOPEFULLY, I WILL BE ABLE TO WIN RE-ELECTION AND THEN COMPLETE MY NINE YEARS ON THIS BOARD.
AND THEN, HOPEFULLY, SOMEBODY FROM THIS COLLEGE MAY WANT TO CONSIDER DOING IT AFTERWARDS AND WE CAN TALK A LITTLE BIT ABOUT THIS, BUT AGAIN, IT HAS BEEN A GREAT HONOR TO REPRESENT CERRITOS COLLEGE AND THANK YOU FOR YOUR SUPPORT AND TRY TO GET SOME VOTES FOR ME IF YOU GUYS ARE THERE THIS WEEKEND, BECAUSE, I NEED TO WIN THE RE-ELECTION FIRST.
OKAY SO WE MOVE ON TO REPORTS AND COMMENTS FROM DISTRICT OFFICIALS.
AND WE START WITH THE STUDENT TRUSTEE.
SHORT REPORT FROM JANUARY 4TH TO THE SIXTH , JUST A FEW WEEKS AGO I ATTENDED THE ANNUAL RETREAT AT LAKE ARROWHEAD ALONG WITH DOZENS OF OTHER STUDENTS AND FELLOW PEERS.
WE ENGAGE IN PRESENTATIONS, PARTICIPATING AND MANY GROUP ACTIVITIES THAT ALLOWED US THE OPPORTUNITY TO TAP INTO OUR INNER LEADER.
ONE OF THE SESSIONS IN PARTICULAR THAT I THOUGHT WAS REALLY HELPFUL WAS THE BOARD PANEL.
AT THE LEADERSHIP RETREAT, I WOULD LIKE TO THINK FOR THE BOARD PRESENCE AT THE RETREAT, TRUSTEE LIU, TRUSTEE BIRKEY , AND THE REASON WHY I FOUND IT SO INSIGHTFUL WAS TO HAVE YOUR PRESENCE AND JUST TO HAVE THAT PANEL WHERE STUDENTS
[5.07 Consideration of Approval of Nominee for CCCT Board Election]
HAVE THE OPPORTUNITY TO ASK YOU QUESTIONS WAS REALLY MEANINGFUL BECAUSE IN A WAY, I THINK AS A STUDENT , WE LOOK UP TO YOU ALL IN THE DEGREE THAT WE ARE TRYING TO BECOME PROFESSIONALS IN SOME ASPECT AND THE FACT THAT WE HAD PROFESSIONALS THERE AND GIVE THEM THE ABILITY TO LET US ASK THE QUESTIONS WAS REALLY NICE.IT WAS ALMOST LIKE A ROLE MODEL TYPE OF POSITION.
I, HONESTLY, APPRECIATED THAT AND I WANTED TO SAY THANK YOU FOR ATTENDING.
THAT WAS MY REPORT, THANK YOU.
>> BELIEVE IT OR NOT, NO REPORT.
>> I THINK THE ONLY THING THAT I ATTENDED WAS THE COMMUNITY SWEARING-IN FOR MY DAUGHTER.
FOR ASSEMBLY, DISTRICT 64 THE NEW ASSEMBLY DISTRICT.
IT WAS WELL ATTENDED AND THANK YOU, DR. FIERRO AND DR. SALAZAR WAS ALSO THERE, BUT ALSO DR. GREEN WAS THERE BUT SHE DID NOT PUT HER NAME DOWN THAT SHE WAS THERE BUT THEY DID NOT ANNOUNCE HER.
BECAUSE I DID NOT REALIZE THAT SHE WAS THERE.
BUT THANK YOU ALL FOR COMING AND IT WAS A GREAT EVENT AND IT WAS WELL ATTENDED BY ALL OF THE CITIES.
AND I KNOW THAT SHE HAS A GREAT INTEREST IN SUPPORTING THE COLLEGE BECAUSE SHE IS ONE OF THE GRADUATES FROM CERRITOS COLLEGE.
SHE FIRMLY BELIEVES THAT THIS IS A GREAT INSTITUTION AND THAT WE NEED TO CONTINUE TO SUPPORT IT.
AND THAT IS ALL I HAVE, THANK YOU.
FALCONS DO SWEAR, ISN'T IT GREAT? I JUST WANTED TO THANK STUDENT TRUSTEE LEDESMA AND ALL THE STUDENTS THAT WERE PRESENT AT LAKE ARROWHEAD FOR THE LEADERSHIP RETREAT.
THANK YOU, DR. BRAMMER FOR ALSO BEING A HIGHLIGHT OF THAT PANERA PANEL AND ALSO, DR. GREEN THREE.
I WILL JUST KIND A COMMENT REAL QUICKLY THAT IT WAS ON THE OTHER SIDE OF THAT DESK THAT I THINK IT WAS A PLASTIC FOLDING TABLE, PROBABLY.
[6.01 Reports and Comments from District Officials]
IT WAS REALLY AMAZING TO LOOK OUT AND SEE SUCH AMAZING PROMISE AMONGST THOSE STUDENTS.I DON'T KNOW IF THERE WAS A RULE THAT YOU COULD NOT USE YOUR CELL PHONE, BUT IT WAS WEIRD TO SEE THAT MANY PEOPLE WITHIN THAT AGE GOOD DEMOGRAPHIC ALL NOT LOOKING AT ANY TECHNOLOGY.
EVERYBODY WAS FULLY ENGAGED AND IT WAS REALLY IMPRESSIVE.
AND, IT IS EXCITING GETTING TO KNOW THE STUDENTS OVER THE WEEKEND .
AND TO THINK THAT THEY ARE GOING TO MOVE ON IN LEADERSHIP FOR OUR COMMUNITY, AND THAT IS REALLY EXCITING ONCE YOU KIND OF GET INTO IT.
I JUST REALLY APPRECIATED THE OPPORTUNITY TO DO THAT AND I THINK YOU ALL FOR INDULGING US.
>> TRUSTEE GREEN ? I ALSO WANT TO SAY THAT IT WAS SUCH A WONDERFUL EXPERIENCE TO BE ABLE TO ATTEND THE LEADERSHIP RETREAT.
TO GET TO SPEAK WITH STUDENTS FROM CERRITOS COLLEGE AND TO GET TO TO SHARE IN THEIR EXPERIENCE .
AND TO HEAR FROM THEM AND SEE THEM JUST COLLABORATE WITH EACH OTHER AND GROW WITH EACH OTHER, LEARN FROM EACH OTHER, SO, IT WAS AN AMAZING EXPERIENCE, SO THANK YOU SO MUCH FOR ALL THE WORK THAT WAS PUT INTO DESIGNING THAT EVENT FOR THE STUDENTS.
[02:40:02]
ANOTHER THING THAT I WANTED TO REPORT ON WAS THAT I DID HAVE THE PLEASURE OF MEETING WITH DR. SARTAIN AND REALLY TALKING ABOUT WAYS THAT WE CAN ADDRESS ONE OF THE POINTS THAT WAS MENTIONED JUST TONIGHT IN REGARDS TO ENROLLMENT FOR OUR BLACK AND AFRICAN-AMERICAN STUDENTS.AND SO HOW WE CAN REACH OUT ON ESPECIALLY TO THE HIGH SCHOOLS WITHIN MY AREA SO THAT WE CAN PROMOTE DUAL ENROLLMENT AND ALSO PROMOTE THE THE AFRICAN AND BLACK STUDIES THAT WE HAVE AVAILABLE AT OUR COLLEGE.
SO THAT WAS A WONDERFUL MEETING THAT I HAD WITH HER.
AND THEN LASTLY, IT WAS SUCH AN HONOR TO BE PRESENT FOR THE SWEARING IN OF ASSEMBLY OF --AND I KNOW THAT YOU ARE ON A HIGH AND I WAS ON A HIGH FOR YOU AND IT WAS SUCH A GREAT ENERGY IN THE ROOM.
AND IT WAS ALSO JUST SUCH AN INCREDIBLE HONOR TO GET TO HEAR THE ACTIVISTS SPEAK TO US AND ENCOURAGE US AND TO LET US KNOW THAT THE MUS WORK MUST CONTINUE.
AND I GOT TO MEET HER AFTER AND TAKE A WONDERFUL PICTURE AND SO MY DAY WAS COMPLETE.
BUT, I LOOK FORWARD TO CONTINUING THE WORK AND FIGHTING FOR AN EDUCATION AND FIGHTING FOR CIVIL RIGHTS, WOMEN'S RIGHTS, AND ALL THOSE UNDERREPRESENTED POPULATIONS THAT NEED VOICES.
>> TRUSTEE PEREZ? THANK YOU, DR. LIU, FOR THE UPDATE AND I JUST HAVE A COUPLE OF OTHER THINGS TO ADD.
TRUSTEE PACHECO, YOU WENT TO THE TREE BUT YOU FORGOT TO MENTION THAT.
WE DID HAVE A FOUNDATION RETREAT A COUPLE OF WEEKS AGO AND SO I JUST WANTED TO RECOGNIZE OUR INTERIM DIRECTIVE EXECUTOR FOR PUTTING THAT TOGETHER AND REALLY JUST BRING SOME NEW FOCUS AND NEW VISION FOR WHAT WE WANT TO ACCOMPLISH FOR AS FOUNDATION BOARD MEMBERS ON BEHALF OF OUR STUDENTS IN BEHALF OF THE COLLEGE.
THAT WAS REALLY A GOOD FRIDAY AFTERNOON TO SPEND WORKING ON THIS.
ALSO, I JUST WANT TO ACKNOWLEDGE THAT RIGHT NOW WE ARE IN THE MIDST OF OUR
[02:46:39]
EDUCATIONAL PARTNERSHIP PROGRAM WHICH IS DOING A LOT OF WORK TO PROMOTE OUR EARLY COLLEGE PROGRAM AS WELL AS OUR CERRITOS COMPLETE, WE HAD ZOOM FOR OUR PARENTS IN 12TH-GRADERS TO UNDERSTAND WHAT CERRITOS COMPLETE IS AND TO MAKE SURE THAT WE COMPLETE ALL THE STEPS.IF YOU HAVE A CHANCE, PLEASE PROMOTE THAT TO HIGH SCHOOL PARENTS BECAUSE THEY HAVE TO COMPLETE ALL OF THE STEPS TO QUALIFY FOR CERRITOS COMPLETE AND WE WANT TO JUST GO AHEAD AND SHARE THE NEWS AND SPREAD THE INFORMATION OUT TO AS MANY PEOPLE AS POSSIBLE.
LAST WEEK, I ATTENDED NIGHT FOR THE EARLY COLLEGE PROGRAM AT BELLFLOWER HIGH SCHOOL AND IT WAS FANTASTICALLY ATTENDED, THEY WERE CLOSE TO 100 PEOPLE, BELLFLOWER HIGH SCHOOL DID AN AMAZING JOB AND THEIR PRINCIPAL AND THEIR COUNSELORS OF TALKING ABOUT THE BENEFITS OF THE PROGRAM AND EXPLAINING IT.
I ALSO JUST WANTED TO GIVE THEM KUDOS BECAUSE THEY ALSO DID EVERYTHING IN SPANISH AND SPANISH TRANSLATION TO ALL OF THE FAMILIES.
AND I THOUGHT THAT WAS REALLY IMPORTANT AND VERY POWERFUL TO SEE.
I THOUGHT IT WAS VERY NICE AND I SHARED THIS WITH DR. FIERRO THAT THERE WERE PARENTS AT THE FRONT OF THE ROOM AND RAISED HIS HAND AND JUST HOW DID YOU COME UP WITH THIS PROGRAM? WHY ARE YOU DOING THIS? AND THEY WOULD TALK A LITTLE BIT ABOUT THE HISTORY AND HE WAS JUST SO GRATEFUL THAT HIS SON WAS GOING TO BE GIVEN THIS OPPORTUNITY TO APPLY FOR THIS PROGRAM.
SO I JUST WANTED TO ACKNOWLEDGE THAT ALL OF OUR HIGH SCHOOL PARTNERS BECAUSE THEY ARE DOING AMAZING WORK TO PROMOTE ALL OF OUR PROGRAMS AND TO REALLY ENCOURAGE PARENTS TO UNDERSTAND AND FOR STUDENTS TO APPLY.
I JUST WANTED TO SHARE THAT INFORMATION AND ALSO I SOLVED THAT --I'M REALLY EXCITED -- I AM VERY EXCITED ABOUT THAT ADDITION TO THE UNIFIED SCHOOL DISTRICT IN ADDITION TO WHITNEY.
WE ARE REALLY GOING TO HAVE SOME OPPORTUNITIES TO ADDRESS SOME OF THE IMPACTED COMMUNITIES THAT WE WERE JUST TALKING ABOUT EARLIER.
MAINLY YOUR BLACK AND AFRICAN-AMERICAN MALE STUDENTS ESPECIALLY.
SO I'M GLAD TO SEE THAT OCCURRING.
I JUST WANTED AGAIN TO THANK EVERYBODY WHO IS ABLE TO SPEND SOME TIME THIS WEEKEND IN SACRAMENTO FOR THE TRUSTEE WORKSHOP AND I AM GLAD THAT TRUSTEE GREEN, OUR NEWEST TRUSTEE WILL BE ABLE TO ATTEND.
AND GET TRAINED AND LEARN FROM HER COLLEAGUES.
THERE ARE ALMOST 80 NEW COMMUNITY COLLEGE TRUSTEES WHO ARE ELECTED INTO OFFICE THIS PAST NOVEMBER ACROSS THE STATE.
SO WE ARE LOOKING FORWARD TO MEETING THEM OVER THE WEEKEND OVER NEXT WEEK.
AND THEN, LAST WEEK DR. FIERRO WE WENT TO -- WHERE WE CONTINUE TO HEAR FEEDBACK ABOUT THE NEXT STEPS OF OUR 8705 AND -- AND THEY WERE KEY ISSUES THAT THE CHANCELLOR'S OFFICE ARE VERY FOCUSED ON AND VERY FOCUSED ON SEEING COLLEGE CONTINUE TO MAKE THE PROGRESS ON EDUCATION AND MATH, ESPECIALLY.
IT WAS ALL VERY GOOD CONVERSATIONS AND I'M SORRY THAT MY DOG WAS GROWLING, BUT AGAIN, JUST REALLY IMPORTANT MEETINGS I LOOK FORWARD TO CONTINUING THE DISCUSSIONS THIS WEEK AND TO THE LEGISLATORS FOR NEXT WEEK.
[02:50:05]
THANK YOU.DR. SALAZAR? YES, I JUST WANTED TO LIKE PACHECO SAID, I WAS PROUD THAT WE HAD VERY STRONG CERRITOS COLLEGE REPRESENTATION.
EVEN TONY WAS THERE AND WE HAD THREE TRUSTEES, DR. FIERRO, AND IT WAS NICE TO SEE CERRITOS COLLEGE REPRESENTING THE COMMUNITY AND I WOULD ALSO LIKE TO THINK DR. FIERRO BECAUSE I THINK HE DOES A GREAT JOB OF BEING IN THE COMMUNITY AND MINGLING WITH OUR COMMUNITY MEMBERS AND OTHER ELECTED OFFICIALS PROBABLY MORE THAN US AS TRUSTEES AND HE REALLY PUTS A LOT OF EFFORT INTO ATTENDING THESE COMMUNITY EVENTS.
I WANTED TO THANK HIM FOR THAT THAT HE SEES THAT IS IMPORTANT TO BE OUT THERE AND PRESENT IN THE COMMUNITY.
CONGRATULATIONS, TRUSTEE PACHECO ON YOUR DAUGHTER, AND CONGRATULATIONS TO OUR NEW ASSEMBLY MEMBER.
DR. FIERRO? THANK YOU, TRUSTEE LIU.
I ATTENDED THE INAUGURATION OF BIANCA PACHECO, AND IT WAS REALLY NICE TO SEE SO MANY OF US THERE IN THE COLLEGE BEING MENTIONED IN SUCH A POSITIVE LIGHT.
THINGS ARE KIND OF RUNNING TOGETHER BUT I THINK IT WAS MONDAY OR MAYBE YESTERDAY THAT I WAS IN THE CITY OF BELLFLOWER AND THEY WERE OUTGOING CELEBRATION OF -- ALSO REALLY NICE TO SEE SO MANY PEOPLE IN THE COMMUNITY THAT WE PARTNERED WITH AND IT IS ALWAYS GOOD TO BE THERE.
I ALSO WANT TO TAKE A MOMENT TO RECOGNIZE -- AWARENESS WEEK.
BUT I TRULY APPRECIATE WHAT YOU ARE DOING TO BRING EVERYONE TOGETHER.
TO CELEBRATE THE --WEEK AND BRING CULTURAL AWARENESS TO CAMPUS.
ALTHOUGH I APPRECIATE ALL THAT, I DO NOT YOU APPRECIATE YOU TRYING ALMOST BREAK MY HIP TODAY.
WE PARTICIPATED IN THE K-POP CLASS AND THIS MORNING, I FELT GREAT WHEN I WOKE UP, I DID MY WORKOUT, AND I WAS LIKE THIS IS GREAT TO FEEL GREAT.
AND THEN I GOT THERE, AND IT TURNS OUT THAT I AM NOT AS YOUNG AS I FEEL THIS MORNING BECAUSE APPARENTLY MY BODY DOES NOT MOVE THAT WAY ANY LONGER.
THE TREATS AND SNACKS WERE GREAT AND THE MOST IMPORTANTLY, THE STUDENTS WERE HAVING A FANTASTIC TIME.
SO IF YOU HAVE TIME, TOMORROW , ON FRIDAY, MAYBE TO STOP BY TO SOME OF THE EVENTS, PLEASE DO SO.
I THINK IT MAKES US ALL BETTER PEOPLE WHILE BEING AWARE OF THE SIMILARITIES AND SOME OF THE DIFFERENCES BETWEEN ALAVA'S.
BUT THE DIFFERENCE SHOULD BE A WAY FOR US TO LEARN FROM EACH OTHER AND UNDERSTAND EACH OTHER AND BE BETTER BECAUSE WE KNOW OF EACH OTHER.
SO FOR ENROLLMENT, WE ARE TRENDING UP AND WE HAVE BEEN GETTING UP ON THE SEMESTER.
WE HAVE AN INCREASE OF ROUGHLY 11% ON HEADCOUNTS AND ABOUT 12% IN -- WE ARE DOING QUITE WELL IN A ROMAN.
BUT WE ARE NOT OUT OF THE WOODS JUST YET.
BECAUSE, WE ARE STILL TRAILING PRE-PANDEMIC NUMBERS FOR GOOD OR FOR BAD, THE NUMBERS THAT WE HAVE BEEN FUNDED BASED ON THE EMERGENCY ALLOCATION CONDITIONS.
SO WE HAVE BEEN FUNDED AT A MUCH HIGHER THAN WE WERE AND WE ARE.
SO, IT IS A GOOD CHANCE THAT WE ARE GOING TO BE A COUPLE THOUSAND POINTS BELOW THE EMERGENCY ALLOCATION CONDITIONS.
THAT WE WERE TRYING TO BENCHMARK.
THE TREND IS GOING UP, WE ARE DOUBLING AND TRIPLING OUR EFFORTS FOR ENROLLMENT, BUT I WANT US TO BE CAUTIOUS AND OPTIMISTIC AT THE SAME TIME.
AS TO HOW WE PLAN FOR THE 2023-2024 ACADEMIC YEAR.
WE WANT TO FUND REALITY IS LOOMING IN JULY FIRST.
ALTHOUGH IT IS THREE HOURS, SO WE STILL HAVE A LITTLE BIT OF TIME TO PICK UP AND
[02:55:07]
WE ARE GOING TO SEE POTENTIALLY A REDUCTION IN FUNDING BASED ON OUR --.OTHER THAN THAT, EVERYTHING SEEMS TO BE GOING WELL, AND THAT IS ALL I HAVE.
ALL RIGHT, HAPPY CHINESE NEW YEAR AND HAPPY BEGINNING OF THE SEMESTER AS MY REPORT.
SO WE FINISHED OUR REPORT IN THE COMMENTS AND WERE GOING TO MOVE ON TO THE CLOSED
[7. Closed Session]
SESSION, WE HAVE THREE ITEMS RIGHT THERE.CONFERENCE WITH LABOR NEGOTIATORS PUBLIC EMPLOYEE EMPLOYMENT FOR DIRECTOR, DIVERSITY, AND COMPLIANCE , AND TITLE IX.
AND PUBLIC EMPLOYEE EVALUATIONS.
WE WILL HAVE TWO --THANK YOU SO MUCH.
THAT WILL CLOSE TODAY'S OPEN SECTION.
GOODBYE.
