[1.01 Roll Call]
[00:00:02]
WELCOME TO THE CERRITOS COLLEGE BOARD MEETING FOR DECEMBER SEVEN, 2022.
WE'LL BEGIN THIS EVENING'S MEETING WITH A ROLL CALL.
ANDREA. BOARD PRESIDENT JAMES CODY BIRKEY PRESENT BOARD VICE PRESIDENT SHIN LIU PRISON BOARD CLERK.
PRESIDENT. TRUSTEE MARIANA PACHECO.
PRESIDENT. TRUSTEE MARISA PEREZ STUDENT TRUSTEE.
HECTOR LEDESMA PRESIDENT AND PRESIDENT.
SUPERINTENDENT FIERRO PRESIDENT.
[1.02 Pledge of Allegiance]
ALL RIGHT. NEXT, WE HAVE THE PLEDGE OF ALLEGIANCE.I'D LIKE TO ASK THE STUDENT TRUSTEE, LEDESMA, TO LEAD US IN THE PLEDGE OF ALLEGIANCE.
IS RIGHT HERE IN THE HEART OF YOUR HEART.
READY? YOU CAME TO THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS.
ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
THANK YOU. IS THERE ANY TRUSTEE WHO WOULD LIKE TO REORGANIZE THE AGENDA IN ANY WAY? ALL RIGHT. SEEING NONE.
MOVE ON TO COMMENTS FROM THE AUDIENCE.
[1.04 Comments from the Audience]
ANDREA, DO WE HAVE ANY COMMENTS FROM THE AUDIENCE TONIGHT? WE RECEIVED ONE PUBLIC COMMENT THAT WAS SUBMITTED ONLINE.ALL RIGHT. THANK YOU. SO GO AHEAD AND READ THAT NOW.
THIS IS FROM ALEJANDRO, A STUDENT.
GOOD EVENING, BOARD OF TRUSTEES.
IN SEPTEMBER AND OCTOBER OF THIS YEAR, 2022, I RECEIVED TEXT TO A PHONE UTILIZED ONLY FOR STUDENT CONTACT WITH CERRITOS COLLEGE AND EMAILS TO PERSONAL EMAIL USED AS STUDENT CONTACT FOR CERRITOS COLLEGE FROM A LOCAL BUSINESS WILL RENAME UNNAMED ON FILE WITH THE INSTITUTION AND PERSONS MENTIONED ON THE FOLLOWING COMMUNICATION.
THE COMMUNICATION ARE AWARE THAT COLLABORATES WITH CERRITOS COLLEGE.
THE SEMINARS WERE NOT REPRESENTING CERRITOS COLLEGE ON ANY OF THE RECEIVED ADVERTISEMENTS.
I'D NEVER RECEIVED ANY PREVIOUS CONTACT WITH THIS ENTITY PREVIOUSLY IN ANY MANNER WHATSOEVER.
THIS ALL OCCURRED IMMEDIATELY AFTER I ENROLLED IN SPANISH ONLINE ADULT ED CLASSES.
FIERRO AND DEAN MILLER, TO WHICH DR.
MILLER STATED VIA EMAIL, IT'S AGAINST OUR POLICY TO PROVIDE STUDENT INFORMATION TO OTHERS.
HOWEVER, SUBSEQUENTLY, DEAN VASQUEZ AND THE ADULT EDUCATION DEPARTMENT UNILATERALLY DECIDED TO CONTACT THE ENTITY PUBLICIZING AND COORDINATING THE EVENTS FOR THE ENTITY THE COLLEGE HAS AN AFFILIATION WITH, WHICH SHALL REMAIN UNNAMED.
DEAN VASQUEZ CONTACTED EVENTBRITE TO REQUEST THAT MY DATA BE REMOVED FROM THEIR DATABASE AND TO STOP THE DISSEMINATION OF THE SEMINAR INVITATIONS TO MY CELL PHONE AND MY PERSONAL EMAIL WITHOUT MY WRITTEN CONSENT AS REQUIRED AND IN VIOLATION OF BP 5040.
I AGAIN RELAYED THIS NONCONSENSUAL DISCLOSURE OF MY STUDENT DATA, MY NAME, MY EMAIL STATUS AS A STUDENT AT THE COLLEGE TO EVENT WRITE TO DEAN MILLER, WHO SAID THE DEAN OF ADULT EDUCATION DID SO AS A COURTESY TO ME, AS IF IN AGREEMENT WITH DEAN VASQUEZ'S ACTIONS.
I AGAIN REITERATED MY CONSENT WAS NOT REQUESTED NOR PROVIDED, AND THAT I DID NOT APPROVE OF THE DEAN MAKING INTERPRETATIONS OF BP 5040 RATHER THAN FOLLOW THE WRITTEN MANDATES TO AVOID FURTHER VIOLATION OF SAID BP AND STUDENT PRIVACY.
MY GOAL HAS BEEN TO COMMUNICATE THE INITIAL DATA BREACH SO THE INSTITUTION'S LEADERS COULD IDENTIFY THE ROOT CAUSE OF THE BREACH OF MY STUDENT DATA AND TO AVOID PLACING ANY OTHER STUDENTS IN THE SAME SCENARIO.
AND NOW SHOWS ON MY RECORD AS A DROP.
TO THIS DAY, THE ABOVE MENTIONED DROP STILL SHOWS ON MY RECORD AND I NEVER RECEIVED FURTHER CONTACT FROM DEPARTMENT IN RESPONSE TO REVERSING THEIR UNILATERAL DECISION TO ADD THE COURSE TO MY SCHEDULE.
CLEARLY, A PATTERN EXISTS OF OPERATIONAL DEFICIENCIES AND INAPPROPRIATE INTERPRETATIONS BY ADMINISTRATORS IMPACTING STUDENT RIGHTS AND IN DIRECT VIOLATION OF THE BP WRITTEN MANDATES, ETC..
I'M STILL WAITING FOR A RESOLUTION FROM THE ADMINISTRATION ON BOTH MATTERS.
[00:05:03]
ALL RIGHT. THANK YOU FOR THAT, ANDREA.[1.05 Reports and Comments from Constituent Groups]
FALCON BLUE. FALCON BLUE.GOOD EVENING. I AM HAPPY TO BE HERE TONIGHT.
I'M PRETTY SURE IT'S THE LAST TIME I'LL SEE YOU THIS YEAR.
I KIND OF FEEL GOOD ABOUT THAT, THOUGH.
I'LL LET YOU GO. MAYBE NEXT YEAR IS THE YEAR FOR THAT.
AS YOU MAY OR MAY NOT KNOW, THE THE FACULTY AND DEPARTMENT FOR DENTAL HYGIENE IS BASICALLY SETTING AN EXAMPLE FOR THE COLLEGE AS A WHOLE AND PREPARING TO DEVELOP A BACCALAUREATE DEGREE IN THEIR PROGRAM TO OFFER HERE AT CERRITOS COLLEGE.
AND THAT'S THE KIND OF EXPANSION THAT I KNOW IS GOING TO BE EXCITING FOR EVERYBODY TO SEE.
IT'S GOING TO SERVE OUR STUDENTS AND OUR COMMUNITIES SO WELL.
ALSO, SOME OF THE OTHER THINGS THAT WE'VE DONE RECENTLY, THE PROGRAM INSTRUCTIONAL PROGRAM REVIEW COMMITTEE HAS BEEN CONDUCTING ITS WORK ALONG WITH ITS SCHEDULE UNDER WILLIAM SANG ITS NEW COMMITTEE CHAIR, AND THEY'RE GOING TO BE DOING ALL THE HARD WORK THAT IS NECESSARY TO MAKE SURE THAT PROGRAMS GET ALL THE RESOURCES THAT THEY NEED AND THAT THEY'RE OPERATING IN THEIR FULL CAPACITY.
THAT'S WORKING, AND IT'S WORKING VERY WELL.
AND IN CONNECTION TO THAT AND SOME OTHER THINGS THAT ARE DEVELOPING.
AND OF COURSE, A LOT OF THIS IS DUE TO CHANGES IN THE GENERAL EDUCATION PATTERNS THAT ARE GOING TO BE IMPACTING THE CAL STATES THAT USE CS AND OF COURSE, COMMUNITY COLLEGES THROUGHOUT THE STATE. AND SO MAKING SURE THAT ALL THESE NEW COURSES AND COURSE OUTLINES OF RECORDS AND SLOTS AND MAKING SURE THAT ALL OF THIS MEETS THE STANDARDS OF THE ACCREDITATION TEAM IS GOING TO REQUIRE A LOT OF WORK, ESPECIALLY SINCE WE'RE ALSO LOOKING AT DEVELOPING ETHNIC STUDIES CLASSES AND LOOKING AT CHANGES TO LIFELONG LEARNING AND OTHER PROGRAMS ON CAMPUS.
AND WE KNOW THAT THE EFFECTS OF THIS ARE GOING TO BE HARD TO PREDICT WITH ANY KIND OF CERTAINTY.
BUT WE DO KNOW THAT ALL OF THESE CHANGES ARE GOING TO REQUIRE FACULTY WORKING ON COMMITTEES TO BASICALLY DO WORK, JUST LIKE THROUGH THE COVID PANDEMIC THAT THEY'VE PROBABLY NEVER FACED BEFORE.
AND SO THAT WE'RE HOPING THAT IN THE MONTHS TO COME THAT WE'LL BE ABLE TO WORK CREATIVELY WITH THE DISTRICT TO FIND WAYS TO TO ADEQUATELY PROVIDE SUPPORT AND RESOURCES TO FACULTY WHO ARE WORKING ON THESE COMMITTEES, ESPECIALLY SOLO AND CURRICULUM.
ONE SPECIFIC EXAMPLE WOULD BE MAKING SURE THAT WE GET A NEW SLO SPECIALIST THAT WILL BE ABLE TO WORK WITH THE SLOW COMMITTEE, MUCH LIKE THE CURRICULUM SPECIALISTS THAT WE CURRENTLY HAVE SUPPORTING THE WORK OF THAT COMMITTEE.
HAVING A STAFF PERSON THAT WILL BE DEDICATED TO SPECIFICALLY WORKING WITH SLO AND THE COMMITTEE AND THE FACULTY PERSONS WILL BE OF GREAT ASSISTANCE IN ALL OF THAT WORK.
AND WITH THAT SAID, THAT CONCLUDES MY REPORT.
AND IF I DON'T SEE HAPPY NEW YEAR AND HAPPY NEW YEAR.
CHILE THANK YOU. ALL RIGHT, DOCTOR LIN WONG, CCF PRESIDENT.
I WANT TO GIVE YOU A BRIEF UPDATE ON THE MOU.
THE DISTRICT AND CCF AGREED UPON REGARDING THE IMPLEMENTATION OF A SUBSEQUENT STUDY ON THE IMPACT OF THE POTENTIAL IMPLEMENTATION OF A 16 WEEK CALENDAR.
APRIL BRACAMONTES, ALONG WITH OUR SENATE COLLEAGUES, DR.
[00:10:02]
OTHER CONSTITUENTS GROUP HAVE BEEN INCLUDED IN THE CONVERSATION.THIS INCLUDES STUDENTS, CSA, CONFIDENTIAL AND MANAGEMENT, AND WE'VE BEEN ACTIVELY PARTICIPATING IN THIS DISCUSSION AS A WHOLE AS THIS AD HOC COMMITTEE WAS FORMED IN APRIL OF 2022.
ADDITIONALLY, CCF AND THE FACULTY SENATE REPRESENTATIVES HAVE BEEN ENGAGING IN CONVERSATIONS WITH OUR FACULTY COLLEAGUES AT DIVISION DEPARTMENT MEETINGS TO COLLECT ADDITIONAL FEEDBACK.
FURTHERMORE, THE CO-CHAIRS TO THE AD HOC COMMITTEE, DR.
MICHELLE LLEWELLYN, HAVE PRESENTED TO RCC OUR STUDENT LEADERS SENATE AND TO OUR EEA COLLEAGUES.
AS THE CONVERSATION PROGRESSED, MEMBER OF THE AD HOC COMMITTEE DISCOVER THAT THERE ARE THE NEED FOR FURTHER INVESTIGATION ON SEVERAL TOPICS, INCLUDING A DEEP DIVE ON THE POTENTIAL IMPACT TO STUDENT LEARNING AND STUDENT SUCCESS.
A SPACE ASSESSMENT OF THE LABORATORY AREAS TO ADDRESS SPACE CONCERNS, THE POTENTIAL CONCERNS OF A CONDENSED, CONDENSED CALENDAR AND DEVELOP POTENTIAL SOLUTIONS TO THESE CONCERNS.
CONDUCT ADDITIONAL COST ANALYSIS BEYOND WHAT WAS INCLUDED IN THE INITIAL WEST CAMBRIDGE REPORT, INCLUDING, BUT NOT LIMITED TO COSTING OF ADDITIONAL LAB SPACES.
FUTURE FUTURE BUDGET FORECAST AND ESTIMATE OF FTES AT THE TIME OF IMPLEMENTATION.
WE FEEL IT IS MOST APPROPRIATE TO PROVIDE A STATUS UPDATE TO YOU RIGHT NOW AS THE CONVERSATION IS ONGOING AND WE WILL RETURN IN THE NEAR FUTURE TO PROVIDE A FORMAL UPDATE FOR THE TRUSTEES TO REVIEW.
WONG. ALL RIGHT, NOW WE MOVE TO OUR INSTITUTIONAL PRESENTATION.

SHIN LIU. DO WE HAVE? DO WE HAVE ANY WORDS ARE JUST ALL PRESENT THIS.
I'D LIKE TO THANK BOTH OF YOU.
DURING THIS LAST YEAR, WE'VE DONE A LOT OF WORK AS A BOARD, AND I WOULD I WOULD SAY THAT THIS YEAR HAS NOT BEEN A PARTICULARLY EASY YEAR. I DON'T KNOW IF THERE ARE VERY MANY EASY YEARS, BUT IF THERE ARE, THIS CERTAINLY IS NOT ONE OF THEM.
WE BEGAN THE YEAR IN WHAT WE WERE ALL HOPING WAS THE TAIL END OF COVID, AND NOW WE'RE ALL VERY GLAD TO PUT THAT VERY FAR BEHIND US, AS LEAST AS MUCH AS WE CAN, AS QUICK AS WE CAN.
AND I WOULDN'T HAVE BEEN ABLE TO DO IT NOT ONLY THIS LAST YEAR, BUT THE YEARS PRIOR WITHOUT YOUR GUYS'S FLEXIBILITY AND YOUR CAPACITY TO STAY FOCUSED ON ITEMS THAT ARE GENUINELY IMPORTANT TO THE STUDENTS AND THE OUTCOMES OF THOSE STUDENTS FOR THE COMMUNITY AND EVERYTHING ELSE REALLY KIND OF FALLS IN LINE BEHIND THAT.
THAT'S SOMETHING THAT WE ALL SAY WE DO.
BUT IT'S IMPRESSIVE WHEN YOU HAVE PEOPLE ACTUALLY DO IT AT 130 IN THE MORNING.
SO WHEN WE'RE ALL VERY TIRED AND YOU GUYS ARE ARE OF SINCERE GRIT TO MAKE SURE THAT HAPPEN.
LEW. I APPRECIATE YOUR LEADERSHIP.
SALAZAR. I HAVE TWO DOCTORS, BY THE WAY.
OR DO WE HAVE MORE PHOTOS? YOU KNOW, AT SOME POINT WE CAN JUST PHOTOSHOP PEOPLE AROUND.
DO YOU WANT TO COME ON THE OTHER SIDE? MORE SQUEEZING. YES.
WE HAVE AN ARCHITECT IN THE ROOM SO THAT WHEN WE REDO THIS, ALL THE FLOSS.
I WOULD LIKE TO THANK YOU FOR YOUR STEADY SUPPORT, FOR YOUR OBJECTIVES, VIEWS, AND FOR KEEPING THE CALM WHEN THINGS GET A LITTLE HEATED.
AND OVER THE LAST TWO YEARS, YOU HAVE BEEN ABLE TO BRING THE BEST OUT OF ALL OF US TO COLLABORATE AND TO ENSURE THAT WE HAVE A SUCCESSFUL OUTCOME TO MANY OF THE CHALLENGES THAT WE FACE AND TO MANY OF THE PROJECTS THAT WERE MOVING INTO THE FUTURE.
[00:45:04]
AS A SIDE NOTE, AND SOMETHING THAT MOST OF YOU PROBABLY DO NOT KNOW.I THINK IT'S EVERY WEEK, EVERY OTHER WEEK, AND I LEARNED QUICKLY THAT WE HAVE TO CLEAR THE CALENDAR FOR LIKE A HALF A DAY AT LEAST, BECAUSE DURING OUR CONVERSATIONS WE NOT ONLY SOLVE THE PROBLEMS OF THE COLLEGE, BUT THE ENTIRE COUNTY AND OBVIOUSLY THE STATE, AND SOMETIMES IF TIME ALLOWS THE UNIVERSE. SO WE HAVE SOME REALLY GOOD CONVERSATIONS.
WE APPRECIATE YOU. THANK YOU, DOCTOR.
JUST BECAUSE I DON'T WANT THE CAKE TO GET COLD WITHOUT FRUIT.
THEY HAVE SAID MOST OF MY POINTS.
I REALLY HAVE APPRECIATED THESE LAST TWO YEARS.
IT'S BEEN REALLY SEMINAL FOR FOR US TO MOVE FROM HAVE A HAVE A YEAR WHERE WE'RE TRYING TO GET THROUGH THE DARKNESS OF COVID AND FIGURE OUT HOW TO CARRY FORWARD TO THE OTHER SIDE.
AND THEN IN ADDITION, A LOT OF THE PROJECTS THAT WE'RE BUILDING TOWARDS GOING FORWARD REALLY LOOKING AT HOW DO WE MAKE CERRITOS COLLEGE, NOT JUST ONE OF THE BEST COLLEGES IN THE AREA OR EVEN ONE OF THE BEST COLLEGES IN CALIFORNIA.
BUT HOW IS IT ONE OF THE BEST COMMUNITY COLLEGES IN THE ENTIRE COUNTRY? AND THAT'S SOMETHING THAT I THINK OUR PEOPLE FROM THE OUTSIDE MIGHT SAY IS A LITTLE BIT FARFETCHED FOR A LITTLE COLLEGE IN SOUTHEAST L.A.
BUT WITH ALL THESE OTHER FOLKS HARD WORK, IT'S SUDDENLY NOT REALLY SEEMING THAT FARFETCHED AT ALL.
AND THE FOLKS THAT BENEFIT ARE MANY PEOPLE WE KNOW AND MANY PEOPLE THAT WE HAVEN'T MET YET.
WE'RE ABOUT TO EAT CAKE. OH, YEAH.
WE HAVE A COUPLE OF CERTIFICATES.
AND THEN WE CAN EAT CAKE AND GET IT ALL OVER THE PRESENTATION CERTIFICATES.
ALL RIGHT. HI THERE. I'M JAKE BLACK.
HELLO, SUPERINTENDENT PIERRO, BOARD OF TRUSTEES.
LEW AND ZAJAC ON YOUR GUYS'S REELECTIONS.
FOUR YEARS GO BY FAST, AS YOU GUYS KNOW.
SO ENJOY IT. CONGRATULATIONS TO TRUSTEE GREEN ON YOUR APPOINTMENTS.
AND THEN CONGRATULATIONS TO DR.
LEW AND DR. SALAZAR ON YOUR GUYS'S APPOINTMENTS.
ALL RIGHT, THINK THROUGH THAT PART.
SO THE CONGRESSWOMAN CAN BE HEARD SAYING SHE'S IN D.C.
WORKING ON SOME INTO YOUR LEGISLATION, BUT SHE SURE WANTED ME TO PASS THIS OFF TO YOU, JAMES, IN RECOGNITION OF YOUR YEAR OF SERVICE AS PRESIDENT OF THE CERRITOS COLLEGE BOARD OF TRUSTEES ON BEHALF OF CALIFORNIA'S 38TH CONGRESSIONAL DISTRICT.
THANK YOU FOR A JOB WELL DONE.
THANK YOU VERY MUCH. YOU LIKE THAT? YOU COULD TAKE IT RIGHT HERE, BUT.

I'M PROUD THAT OUR KIDS ARE GROWING UP TOGETHER AND THAT MY SON CALLS YOU THEO BIRKEY.
BUT MOST IMPORTANTLY, I VIVIDLY REMEMBER WHEN WE WERE HAVING CONVERSATIONS ABOUT WHO WAS GOING TO STEP INTO THAT APPOINTMENT PROCESS AND MANY NAMES CAME UP.
BUT WHEN I WAS ASKED, I IMMEDIATELY SAID JAMES CODY BIRKEY.
AND TONIGHT I SEE A LOT OF GREAT LEADERS IN THIS COMMUNITY.
I KNOW A LOT OF YOU PERSONALLY, SO I JUST WANT TO THANK YOU PERSONALLY FOR ALL YOU DO.

RESEARCH PLANNING AND GRANT.SO WE HAVE DR. RAJ WITH US TODAY.
SO WE'LL EVALUATE WHETHER OR NOT SHE RAISED THE BAR TODAY TO ADJUST FOR THE NEXT ONE.
SO WE'RE GOING TO TALK A LITTLE BIT ABOUT THE EFFORT FOR EVERYONE ACROSS CAMPUS AND WHEN I MEAN, EVERYONE IS EVERYONE ON CAMPUS, FACULTY, STAFF, ADMINISTRATORS, CONFIDENTIAL EVERYONE, THE PARTICIPANTS AND THE OPERATION OF THE CAMPUS HAVE BEEN PART OF THIS PARTICULAR PROCESS, TRYING TO REDUCE THE NUMBER OF UNITS THAT STUDENTS TAKE WITH THEM BY THE TIME THEY TRANSFER.
SO THE GRAPH THAT IS UP ON THE SCREEN IS BASED ON DATA THAT WE SUBMIT TO THE STATE.
SO THROUGHOUT THE YEAR WE SUBMIT WHAT IS CALLED MASS DATA, WHICH IS MANAGEMENT INFORMATION SYSTEM DATA THAT WE SUBMIT BASED ON OUR STUDENT DEMOGRAPHIC INFORMATION.
AND THEN THIS IS POPULATED ON THE STUDENT SUCCESS METRICS, WHICH IS A PUBLIC WEBSITE.
SO THE GRAPH IS SHOWING CERRITOS COLLEGE COMPARED TO STATE, AND THIS IS LOOKING AT FIRST TIME STUDENTS WHO EARN EITHER AN ASSOCIATE DEGREE OF ARTS OR ASSOCIATE DEGREE A TRANSFER AND THEN 80 TS.
SO OVER THE LAST SIX YEARS WE'VE DECREASED THE PERCENT OF STUDENTS EARNING THEIR AVERAGE NUMBER OF UNITS WHEN THEY LEAVE WITH AN AWARD. SO WE'VE ACTUALLY DECREASED BY 8% FOR A'S AND 3% FOR TS.
AND YOU CAN SEE THAT AS WELL FOR THE STATE.
SO EVEN THOUGH WE ARE SLIGHTLY HIGHER, THERE ARE THINGS THAT WE'RE DOING ON CAMPUS THAT DR.
WE HAVE OVER 30, 80 TEAMS ON CAMPUS.
WE ALSO IMPLEMENTED PROGRAM MAPPER, WHICH IS BASICALLY A DATA VISUALIZATION TOOL FOR THE CATALOG.
AND WE ALSO HAVE WHAT'S CALLED SUCCESS TEAMS ON CAMPUS.
ANY QUESTIONS OR ANY QUESTIONS FOR DR.
ROCK. DO WE HAVE ANY PRELIMINARY DATA FOR THE MOST RECENT YEAR? WE DON'T. SO THE DATA WILL LAG BEHIND.
WE CAN DEFINITELY PULL THIS INTERNALLY.
AND YOU KNOW, IF IT'S LIKE ONE STUDENT, IT CAN SKEW THE DATA QUITE A BIT.
BUT PUBLICLY, NO, IT'S NOT GOING TO BE AVAILABLE UNTIL NEXT YEAR.
MARISSA. YES. THANK YOU VERY MUCH FOR THE PRESENTATION.
I'M WONDERING, DR. FIERRO, WHAT ARE WE DOING TO HELP EDUCATE OUR STUDENTS ABOUT THIS CHALLENGE THAT, AGAIN, IT'S NOT JUST CERRITOS COLLEGE, BUT IT'S A STATEWIDE CHALLENGE, BECAUSE AGAIN, AND I SEE IT EVERY YEAR WHEN I REVIEW SCHOLARSHIP APPLICATIONS, WE HAVE STUDENTS, 90 PLUS UNITS, 100 PLUS UNITS.
I MEAN, OBVIOUSLY THOSE ARE ANOMALIES.
I UNDERSTAND THAT BECAUSE IT'S WITHIN THE DATAS.
BUT HOW ARE WE EDUCATING THEM? BECAUSE AGAIN, IT REALLY HAS AN IMPACT ON THEIR FINANCIAL AID.
[01:00:04]
IT HAS AN IMPACT ON PLAN.AND I KNOW I MEAN, I, I AM KNOWLEDGEABLE AND THAT MANY STUDENTS COME HERE NOT KNOWING.
RIGHT. AND THEY WANT TO EXPLORE.
THEY CHANGE THEIR MAJOR OFTEN.
I UNDERSTAND ALL THAT AND I APPRECIATE THAT.
BUT I'M JUST WONDERING WHAT ARE WE DOING TO COMMUNICATE TO OUR STUDENTS? YEAH. SO THANK YOU FOR FOR THAT QUESTION.
SO ONE OF THE EFFORTS THAT WE ARE HIGHLIGHTING AND WE'RE BRINGING TO THE FOREFRONT IS LCS.
BUT A BIG, BIG PORTION OF THAT WAS TRYING TO EXPLAIN THE STUDENTS WHY TAKING AN EXTRA 50% OF UNITS IS NOT IN THE BEST INTEREST, AND WE PAINT THAT AS A FINANCIAL IMPACT IN THEIR LIVES, NOT ONLY ON WHAT YOU JUST MENTIONED ON FINANCIAL AID, BUT ON THEIR LOST INCOME, MEANING THAT IT'S TAKING THEM LONGER TO GRADUATE, IT'S TAKING LONGER TO EARN THAT ADDITIONAL SALARY THAT A DEGREE WILL PROVIDE.
AND I THINK THAT RESONATED WITH MANY OF THEM, WHICH AGAIN, WAS THE IDEA TO EXPAND THE STUDENT CONVOCATION AND STARTED SPEAKING WITH THE STUDENTS FROM THE PERSPECTIVE OF, YES, THERE IS A WAY FOR YOU TO EXPLORE IN THE CURRICULUM, BUT THERE IS ALSO A WAY FOR YOU TO MINIMIZE THE NUMBER OF UNITS THAT YOU TAKE, AND THAT IS THROUGH THROUGH LCP.
SO SO WE'RE PLANNING TO CONTINUE TO HIGHLIGHT THE LCS AND DO MORE DIRECT OUTREACH TO THE STUDENTS TO REALLY EXPLAIN THE IMPACT THAT THEY HAVE BY ACCUMULATING THAT NUMBER OF CREDITS.
NO, NO, NO. JUST THE IMPACT IN THE UNITS, BECAUSE I THINK THEY CAN SEE THAT AND UNDERSTAND THAT.
BUT TRANSLATING THAT TO DOLLARS AND CENTS AND THAT SEEMS TO RESONATE AT LEAST WITH THE NUMBER OF STUDENTS THAT WE HAVE THE OPPORTUNITY TO TO ADDRESS TODAY AND CONVOCATION.
IN ADDITION OF THAT, THE CURRICULUM COMMITTEE AND DR.
ZOLL HAVE BEEN WORKING IN AN AUDIT OF OUR ADT PROGRAMS. WE HAVE CONTINUED TO INCREASE OUR NUMBER OF ADS.
AND THROUGH THAT PROGRAM, WHAT WE'RE TRYING TO DO IS COMPLETE ALL THE CONNECTIONS THAT WE HAVE NOT YET MADE WITH THE CSU SO WE CAN ESSENTIALLY FINISH THE CONNECTION BETWEEN ALL OVER DEGREES THAT ARE THAT CAN BE CONSIDERED AT THE TS AND THE TRANSFER UNIVERSITY.
SO WE CAN INCORPORATE THOSE ON THE LPS AND HOPEFULLY.
MAKE PART OF THE STUDENT'S EDUCATION THE AWARENESS OF MINIMIZING UNITS.
FIERRO. I THINK THAT SOUNDS GREAT.
I WOULD ALSO MAKE TO SEE IF TRUSTEE LEDESMA COULD BRING THIS TO HIS STUDENT LEADERS AGAIN.
WHAT IS IT DESIGNED WITH THE STUDENTS, RIGHT.
NOT DESIGNED WITH THE STUDENTS IN MIND, BUT DESIGN WITH THE STUDENT.
SO AGAIN, SO LOVE TO GET YOUR FEEDBACK.
THANK YOU. ANY OTHER QUESTIONS FOR DR.
ROCK? WELL FOR THE PRESENTATION.
THANK YOU. ALL RIGHT, SO WE'RE GOING WE ARE GOING TO MOVE ON TO CONSENT ITEMS.
[4.02 Institutional Presentation: Student Housing Grant Application]
WE HAVE 4.02, DR.LUBELL, POINT ZERO TO THAT INSTITUTION PRESENTATION.
SO WE HAVE AN INSTITUTIONAL PRESENTATION BY VICE PRESIDENT LOPEZ, AND WE WANT TO BRING TO THE BOARD'S ATTENTION AN APPLICATION WE'RE WORKING ON.
FOR US TO BE ABLE TO APPLY FOR A HOUSING GRANT.
SO ESSENTIALLY WHAT WE'RE TRYING TO DO IS WORK WITH THE STATE TO DETERMINE WHETHER OR NOT WE WILL BE ABLE TO SECURE 100% OF THE CONSTRUCTION DOLLARS, NEED TO PUT ABOUT 390 BEDS.
IT IS SOMETHING BASED A LITTLE OVER 400 BEDS FOR OUR STUDENTS.
AND THIS WILL BE ESSENTIALLY A PROJECT THAT IS BASED ON LOW INCOME.
[01:05:02]
DOCUMENTS, ASK QUESTIONS, AND OBVIOUSLY PROVIDE YOUR FEEDBACK AND DIRECTION AS TO HOW WE SHOULD BE PROCEEDING MOVING FORWARD.VICE PRESIDENT LOPEZ THANK YOU, DR.
FIERRO. I'M TRYING TO GET TO THE PRESENTATION.
SO I WANTED TO PUT REAL QUICK BEFORE I TURN THIS OVER.
I WANTED TO PUT SOME CONTEXT INTO THIS IN THIS YEAR'S BUDGET.
THE STATE AWARDED US A $250,000 PLANNING GRANT, WHICH WE'RE CURRENTLY UTILIZING.
LAST YEAR WAS THE FIRST ROUND OF FUNDING THAT WAS RELEASED ROUGHLY ABOUT, SAY, A DOZEN COMMUNITY COLLEGES THROUGHOUT THE STATE WERE GRANTED FUNDING.
AND THIS GRANT APPLICATION PROCESS THAT WE'RE CURRENTLY PURSUING IS A ROUND TWO, WHICH IS DUE ON JANUARY 25TH, WHICH IS ALSO COINCIDES WITH THE SAME DAY OF OUR NEXT BOARD MEETING, WHICH WOULD REQUIRE YOUR APPROVAL OF US TO PROCEED WITH THAT GRANT APPLICATION. SO AGAIN, WE WANTED TO PROVIDE SOME CONTENTS OF THE GRANT APPLICATION WHERE WE'RE AT AND KIND OF THE NEXT STEP.
SO I HAVE REPRESENTATIVES HAVE ANGEL FROM CERRITOS AND WE ALSO HAVE JEFF FROM HPI ON THAT BECAUSE THE STATE DOES REQUIRE CERTAIN ELEMENTS IN THE GRANT APPLICATION PROCESS.
SO I WILL THEN TURN IT OVER TO MY COLLEAGUES AND, AND WE'LL GET STARTED.
CAN YOU PLEASE TURN ON SCREEN CHAIR? ARE YOU GOING TO. YOU'RE GOING TO RUN THE SLIDES.
GOOD EVENING. SO THE GOAL FOR TONIGHT IS TO PROVIDE THE BOARD A SHORT SUMMARY OF WHAT WE HAVE ACCOMPLISHED OVER THE LAST FEW MONTHS. WHAT WE'RE WORKING ON RIGHT NOW AND THE STRATEGY BEHIND IT.
THE THE OVER THE LAST THREE MONTHS, WE HAVE TAKEN THE INFORMATION FROM THE STUDENT SURVEY CONDUCTED EARLIER THIS YEAR AND PREPARED A DESIGN CONCEPT WITH THE UNITS AND SITE PLAN, ETC.
THAT YOU WILL SEE IN A LITTLE BIT.
AND TAKING THAT INFORMATION AND USE IT TO START PUTTING TOGETHER A BUDGET, A PERFORMER, AN OPERATING EXPENSE BUDGET, AND JUST PLANNING FOR WHAT A CITY COUNCIL FACILITY COULD LOOK LIKE AND HOW IT COULD FUNCTION ON CAMPUS.
WE'VE ALSO STUDIED MULTIPLE SITES AND SELECTED ONE FOR THE SAKE OF THE APPLICATION AND STARTED CONVERSATIONS WITH A SUPER CONSULTANT IN ORDER TO HAVE A PLAN IN PLACE FOR HOW WE WILL GET THE APPROVALS NECESSARY TO PROCEED WITH THIS PROJECT.
WE'RE ALSO GOING TO GET THE CONSTRUCTION ESTIMATE DONE.
WE'VE DONE ONE ROUND OF ESTIMATING ALREADY.
WE WILL UPDATE IT WITH THE UPDATED DESIGN.
ONE OF OUR BIG GOALS HERE IS TO AVOID UNDERPRICING THE PROJECT.
ONE OF THE ISSUES THAT SOME OF THE OTHER COLLEAGUES ARE FACING FROM THE FIRST ROUND OF GRANTS IS THAT THERE WERE TWO AGGRESSIVE AND THEY'RE ESTIMATING AND BETWEEN INFLATION AND OTHER FACTORS. THEY'RE NOW IN THE POSITION WHERE MAYBE THEY CANNOT DEVELOP THE HOUSING WITH THE AMOUNT OF DOLLARS THEY RECEIVED.
WE DON'T WANT TO OVERSHOOT IT.
WE WANT TO BE REALLY CAREFUL TO NOT UNDERESTIMATE THE COST.
WE WILL ALSO DO A LIFECYCLE COST ANALYSIS.
THE CHANCELLOR SERVICES PROVIDED A PRETTY COMPREHENSIVE FORMAT FOR THIS PART OF THE PROCESS AND WE WILL BE HAVING OUR FIRST DRAFT OVER THE NEXT WEEK OR SO AND OVER THE COURSE OF THE NEXT TWO OR THREE WEEKS WILL BE ADVANCED IN THE FIRST ROUND.
THE APPLICATION FORMS. SO COME JANUARY, WE'RE SPENDING OUR TIME EDITING THOSE FORMS RATHER THAN PREPARING THEM AS PART OF GETTING THE PACKAGE COMPLETE FOR THE JANUARY 25TH SUBMISSION DATE. AS PART OF THE PACKAGE, AS PHILIP CORRECTLY MENTIONED ALREADY, THERE WILL BE A VOTE BY THE BOARD ENDORSING THE APPLICATION.
IT IS IT DOES NOT BIND THE DISTRICT OR THE COLLEGE TO BUILD ANYTHING.
IT JUST SAYS THAT YOU SUPPORT THE APPLICATION.
SIMILAR TO YOUR RFP FORM FROM OTHER PROJECTS.
AND THAT DOES NOT NEED TO HAPPEN ON THAT JANUARY 25TH DATE.
BUT IT WILL BE A DEAL. SO THIS WILL BE SUBMITTING THE APPLICATION ON BY OR ON THAT DATE.
[01:10:06]
NEXT SLIDE, PLEASE.SO OUR GRAND STRATEGY OR GRAND STRATEGY CONSISTS OF HAVING A CONCEPT THAT IS COMPREHENSIVE, THAT THAT IS THOUGHT THROUGH, THAT WE THOUGHT ABOUT BOTH THE ASSIGNABLE SQUARE FOOTAGE, THE UNITS, THE BATHROOMS, BUT ALSO THE COMMON AREA SPACES AND THE DIFFERENT USES THAT STUDENTS WILL HAVE WITHIN A COMMUNITY.
AND JEFF WILL SPEAK TO THIS IN MORE DETAIL LATER ON.
IT IS ALSO IMPORTANT THAT WE CONSIDER EVERYTHING FROM UTILITY ACCESS AND CONNECTIONS TO THE CAMPUS TO PARKING AND HOW THE LAND THERE WILL BE EMPLOYED FOR THIS PURPOSE WOULD NO LONGER BE AVAILABLE FOR FOR ITS CURRENT USE AS A PARKING LOT.
SHOULD WE TELL THE STORY OF WHY THIS IS A GOOD PROJECT FOR THE STATE TO SUPPORT? HOW? BY HAVING 100% GRANT FUNDING, WE WOULD HAVE 100% AFFORDABLE HOUSING, LOW RENTS WITHIN THE COMMUNITY, MAKE SURE THAT WE USE UNIT SIZES THAT ARE DSA COMPLIANT.
HAVING WORKED ON ON THREE ON CAMPUS RESIDENCE HALLS THAT WENT THROUGH THE PERMITTING, JEFF HAS A LOT OF EXPERIENCE WITH UNDERSTANDING THE ACCESSIBILITY REQUIREMENTS AND OTHER THINGS THAT ARE DIFFERENT IN THIS ENVIRONMENT AND THAT WE HAVE TO BE MINDFUL OF AS WE PLAN AROUND THOSE UNITS ON THE FRONT END.
FURTHERMORE, WE'RE TAKING THAT INFORMATION AND USING A STRONG ESTIMATING TEAM THAT DID TWO OF THE PROJECTS THAT WERE UNDER DSA FOR ON CAMPUS STUDENT HOUSING IN THE LAST FIVE OR SIX YEARS.
SO THEY BRING A LOT OF EXPERIENCE OF WHAT THINGS ACTUALLY COST AND THEN PUTTING THOSE IN THE FORMS AND COLLABORATION WITH HPI TO MAKE SURE THAT THEY ARE PERFECT AS PART OF THIS PROCESS.
ANOTHER THING WE'RE DOING IS GATHERING THE THE FROM THE EXPERIENCE WE HAVE FROM PAST PROJECTS ON CAMPUS AND MAKE SURE WE HAVE THE RIGHT AMOUNT OF COMMON SPACES, BUT NOT TOO MANY BECAUSE WE DON'T WANT TO BE WASTEFUL AND THEN PRICE THE COLLEGE OUT OF THE COMPETITION.
A BIG PART OF THIS WOULD BE KEEPING THE RENTS LOW ENOUGH TO MAXIMIZE THE THE MAXIMUM POINTS WE CAN GET FOR HAVING LOW RENT, BUT NOT SO LOW THAT WE HANDICAP THE COLLEGE AND THE FUTURE FROM BEING ABLE TO TO CHANGE RENTS AS NECESSARY IN ORDER TO MEET OPERATING EXPENSES OR WHATEVER OTHER SITUATIONS MAY ARISE.
BUT WITH THE STRATEGIC GOAL OF GIVING THE STUDENTS WHAT THEY HAVE ASKED FOR AS PART OF THE MARKET STUDY, RATHER THAN JUST SOLVING FOR THE SMALLEST UNITS AND THE SMALLEST SPACES IN ORDER TO MAXIMIZE THE POINTS OF THE GRANT.
BECAUSE IT IS OUR UNDERSTANDING THAT WHILE THE LOWEST COST, THE LOWEST SQUARE FOOTAGE PER BED AND THEREFORE COST WITHIN YOUR COMPETING GEOGRAPHIC AREA WILL GET THE MOST POINTS.
IT'S NOT LIKE THE NEXT ONE GETS ZERO POINTS.
AND WE'RE TRYING TO BE VERY MINDFUL TO TO PROVIDE A GOOD PRODUCT FOR THE STUDENTS THEY'LL BE PROUD OF AND THEY WILL ENJOY FOR DECADES TO COME KNOWING THAT IT'S ALSO ONE MORE ROUND OF APPLICATIONS.
SO THAT'S ALL PART OF THE STRATEGY WE'RE FOLLOWING HERE.
SO SO THE PROPOSAL, WHAT HAPPENS IF WE SUBMIT THIS AND YOU GET SELECTED? WELL, IF YOU CHOOSE TO TAKE THE GRANT BECAUSE YOU CAN GET OUT AND THEN NOT USE IT.
YOU HAVE TO DELIVER AT LEAST A NUMBER OF BEDS FOR THAT GRANT AMOUNT.
WE WOULD ALSO BE PUTTING A CAP ON THE MAXIMUM RENTAL RATE THAT COULD BE CHARGED FOR THOSE BEDS.
THAT CAP IS SET THROUGH A PRETTY SIMPLE FORMULA THAT THE STATE HAS SET.
SO WE'RE PLANNING FROM THE GET GO AND ALL RENTS BEING AT LEAST 10% LOWER THAN THAT.
WE STARTED WITH THE HIGH ESTIMATE BECAUSE IT'S EASIER TO GO DOWN THAN UP.
AND THE GOAL, OF COURSE, IS TO BE 100% QUALITY GRANT FUNDED.
SO THERE WILL BE NO DEBT TO THE DISTRICT AS PART OF THIS PROJECT.
SO THIS IS THE PROGRAM EFFECTIVELY OUR INITIAL STAB AT THIS BASED ON OUR CONVERSATIONS WITH YOUR STUDENTS, BASED ON THE FEEDBACK FROM THE DEMAND STUDY, THE STUDENT SURVEY BASED ON OUR PLANNING HAS BEEN A PROGRAM THAT IS VERY HEAVILY ON A TWO BEDROOM, TWO BATH SUITE, DOUBLE OCCUPANCY.
[01:15:09]
THIS IS A VERY EFFICIENT UNIT, VERY AFFORDABLE UNIT, EASY TO MAINTAIN.YOU WILL HAVE A MICROWAVE AND A MINI FRIDGE.
I'LL LET JEFF TALK ABOUT THE UNITS LATER.
BUT THAT'S YOUR KIND OF YOUR BREAD AND BUTTER IN THIS IN THIS IN THIS UNIT TO COMPARE IT TO THE COLLEGES OR EAST COAST COLLEGE HAS ABOUT HALF OF ITS UNITS ARE DOUBLE OCCUPANCY MEANING TWO STUDENTS WITHIN THE SAME BEDROOM AND AND THOSE LEASED VERY, VERY WELL.
THEN THE NEXT MOST POPULAR UNIT WILL BE THE FOUR BEDROOM, TWO BATH SUITE.
IT'S PRACTICALLY AN APARTMENT EXCEPT TO MAKE IT MORE EFFICIENT.
AND THEN WE HAVE A FEW STUDIO APARTMENTS FOR INDIVIDUAL STUDENTS TO LIVE ON THEMSELVES.
AND WITH THAT, JEFF WANTING TO TALK A LITTLE BIT ABOUT SPECIFIC UNITS AND THE FLOOR PLANS.
SURE. YEAH. IF WE COULD GO TO THE NEXT SLIDE, PLEASE.
THIS IS FOUR BEDROOMS, SINGLE OCCUPIED.
SO ONE SINGLE BED, A DESK, A CLOSET IN EACH OF THOSE BEDROOMS AND THEN TWO BATHROOMS. AND WHAT WE'VE DONE HERE IS WE'VE ACTUALLY PULLED THE SINK OR THE VANITY OUT OF THAT BATHROOM SO THAT WITH FOUR STUDENTS SHARING AND SHARING THIS UNIT, PEOPLE CAN BE USING THE SINK AT THE SAME TIME.
OTHERS CAN BE USING THE RESTROOM.
THIS ALSO HAS A FULL KITCHEN IN IT.
SO THAT MEANS IT'S GOT A SINK, A COOKTOP, A REFRIGERATOR, AND THEN IT'S GOT CABINETS AND THINGS FOR STORAGE AND A SMALL LIVING SPACE TO BE SHARED BY EVERYBODY. NEXT SLIDE, PLEASE.
THIS ONE IS THE IS THE MAJORITY OF THE UNITS IN THIS STUDY.
AND THIS IS THE TWO BEDROOM DOUBLE OCCUPIED SUITE.
AND SO THERE'S TWO THERE'S SPACE FOR TWO SINGLE BEDS AS WELL AS TWO DESKS AND TWO CLOSETS IN EACH OF THOSE BEDROOMS. AND THEN THERE WILL BE SHARING SORT OF A LIVING SPACE IN THE CENTER.
THAT'S WHY THIS IS TECHNICALLY A SUITE.
BUT NOTE BUT NO COOKTOP IN THERE, REALLY.
THIS IS THE STUDIO APARTMENT UNIT AND THERE'S HOW MANY WERE THERE? THIS ONE, I BELIEVE THERE'S ONLY ABOUT 32 BEDS OF THIS ONE, CORRECT? YEP. AND SO THIS ONE DOES ALSO HAVE A FULL KITCHEN.
SO THAT MEANS IT'S GOT THE SINK, THE COOKTOP, THE FULL SIZE FRIDGE AND ALL THE CABINETS IN THERE.
AND THEN IT'S GOT ITS OWN PRIVATE, PRIVATE BATHROOM AS WELL AS SPACE FOR A SMALL TV COUCH AND A BED AND A CLOSET IN THERE. NEXT SLIDE, PLEASE.
AND THAT'S THAT'S SPECIFICALLY FOR OUR RESIDENT DIRECTOR.
SO IT'S IT'S SET UP AS A TWO BEDROOM APARTMENT WITH A FULL KITCHEN BATHROOM.
SO IF THIS PERSON HAS A FAMILY, THEY CAN BRING THEIR WHOLE FAMILY AND LIVE OUT OF THIS UNIT HERE.
AND WE'LL SHOW YOU WHERE THAT IS AS WE KIND OF GO THROUGH THE DESIGN.
SO AS I MENTIONED, WE DID LOOK AT QUITE A FEW SITES ON THE CAMPUS.
AND THE REASONING FOR THAT WAS REALLY BASED ON THE ABILITY TO GET UTILITIES THERE EASILY AND ALSO AVOID CERTAIN UTILITIES THAT ARE UNDERGROUND IN SOME OF THE OTHER SITES THAT WOULD BE CHALLENGING TO REROUTE OR WORK AROUND.
SO THIS SITE ACTUALLY WORKED OUT PRETTY WELL IN THOSE IN THOSE TERMS. AND WHEN WE GO AS I THINK SOME OF THE NICE THINGS ABOUT THIS SITE ARE IS IT DOES HAVE A VERY PUBLIC.
SO IT'S VERY CONVENIENT FROM THAT STANDPOINT.
[01:20:01]
AND THE NEXT SLIDE, WHAT WE'RE GOING TO DO IS KIND OF SHOW YOU PRELIMINARY, PRELIMINARY LAYOUT OF THE BUILDING.SO WHAT YOU'RE SEEING HERE NOW NORTH IS NOW TO THE LEFT OF THE PAGE HERE, JUST TO SORT OF ORIENT YOURSELVES AND THE HEALTH SCIENCE BUILDING, IS THAT THAT GRAY BOX AT THE TOP OF THE PAGE? SO WHAT WE'RE LOOKING AT NOW IS SORT OF THIS E SHAPED BUILDING ALONG STUDEBAKER ROAD, AND IT'S GOING TO HAVE TWO COURTYARDS, THE NORTH COURTYARD AND THE SOUTH COURTYARD. AND THAT CENTER LEG IS REALLY WHERE THE THE MAIN ENTRY WOULD BE, AS WELL AS AS WELL AS A LOT OF THE COMMON AREAS.
AND WHAT WE'RE THIS IS CURRENTLY SHOWN IS A FOOTPRINT THAT REPRESENTS FOUR STORIES.
BUT THAT IS THAT IS STILL DOABLE.
AND WE'RE TAKING ALL THAT INTO CONSIDERATION IN THIS PARTICULAR PLAN.
WE'RE ALSO ABLE TO GET A FEW EXTRA PARKING STALLS OUT OF THIS 13 TO BE EXACT.
RIGHT, RIGHT DOWN THERE BY THE BUS DROP OFF TOWARDS TOWARDS THE RIGHT OF THE PAGE.
LET'S GO TO THE NEXT SLIDE, PLEASE.
I'LL GO AHEAD AND WALK YOU THROUGH SORT OF SOME OF THE THOUGHTS THAT WE'RE DOING HERE.
AND WITHIN THAT YOU WOULD HAVE A RECEPTION AREA.
AND THE IDEA IS THAT THAT RECEPTION SORT OF BE A SECURE CHECKPOINT.
SO EVERYBODY COMES AND GOES OUT OF THIS MAIN LOBBY SPACE HERE, AND THAT RECEPTION CAN HAVE EYES ON EVERYBODY COMING AND GO IN, AS WELL AS KEEP AN EYE ON THINGS GOING ON IN THE COMMON AREAS, AS WELL AS SOME OF THE SOME OF THE MAIL ROOMS AND THINGS LIKE THAT.
WE HAVE WHAT WE'RE CALLING SORT OF A SOCIAL LOUNGE.
THIS IS AN OPPORTUNITY FOR ALL THE STUDENTS TO COME TOGETHER AND AND SORT OF HANG OUT IN THIS SPACE.
AND THAT CAN REALLY BE SET UP A NUMBER OF DIFFERENT WAYS.
IT COULD HAVE SOME SOFT SEATING AND COULD POTENTIALLY HAVE SOME GAMES IN THERE.
DIRECTLY OFF OF THAT WOULD BE SORT OF A COMMON KITCHEN.
AND THAT'S AGAIN JUST ANOTHER OPPORTUNITY TO SOCIALIZE AND BRING EVERYBODY TOGETHER.
AND WHAT YOU'LL SEE IS SORT OF TWO MORE ADDITIONAL COMMON KITCHENS TO BE SHARED PER FLOOR, SORT OF ON THE INSIDE KNUCKLES INSIDE CORNERS OF THOSE OF THOSE OTHER PIECES THERE. BUT BACK TO THAT, THAT COMMON AREA, THE OTHER PIECE THAT'S IN THERE IS SOME OF THE LEASING OFFICES.
SO THERE'S SPACE FOR A COUPLE OF OFFICES, A WORK ROOM, A MEETING ROOM THAT STUDENTS CAN ALSO POTENTIALLY UTILIZE, AS WELL AS A COUPLE COMMON TOILETS, RESTROOMS IN THERE AND A COMMON LAUNDRY ROOM SPACE.
SO YOU'RE HAVING ALL THE ALL THE UNITS KIND OF GO AROUND THE BUILDING.
AND THEN ESSENTIALLY WHAT WE'RE ALSO TRYING TO DO AS AN ADDITION TO THOSE COMMON KITCHEN AREAS ARE PROVIDING STUDY SPACES TO BE SHARED BY EVERYBODY WITHIN THAT BUILDING OR WITHIN THAT FLOOR.
SO WE HAVE TWO STUDY ROOMS ON EACH END OF THE BUILDING AS WELL.
SO THAT'S THE ONE RESIDENT DIRECTOR UNIT AT THE GROUND FLOOR IN THE BUILDING.
IF YOU GO UP TO THE UPPER FLOOR, THERE WE GO.
AND THIS IS THIS ONE IS TYPICAL OF FLOORS TWO, THREE AND FOUR.
SO IT'S A VERY TYPICAL LAYOUT.
AND I THINK I'LL HAND IT BACK OVER TO HILL.
SO AS YOU LOOK AT YOUR SCREEN, YOU CAN SEE THE APPLICATION PACKAGE THAT WILL PUT IT TOGETHER IN ORDER TO BE ABLE TO FULFILL THE REQUIREMENTS OF THE GRANT APPLICATION.
[01:25:02]
ACHIEVED THE SUCCESSFUL EXEMPTION OR GONE THROUGH THE PROCESS.AND THE OTHER ONE THAT I WILL CALL YOUR ATTENTION TO IS THAT THE THE CCI, THE CALIFORNIA CONSTRUCTION COST INDEX WILL HAVE A PRETTY NEUTRALIZING EFFECT ON ON THE ABILITY OF OF ANY CAMPUS TO AT THE APPLICATION STAGE BE ABLE TO OFFER A LOWER OR HIGHER COST AND GOING IN.
BUT BY HAVING IT BE FOCUSED ON THE SAN FRANCISCO AND LOS ANGELES METRO AREAS, I BELIEVE THE BENEFITS ARE CERRITOS BECAUSE YOUR LOCATION IS OBVIOUSLY NOT A LOW COST MARKET AND THE FACT THAT IT PUTS YOU GEOGRAPHICALLY KIND OF RIGHT ON THE SPOT WHERE BENEFICIAL FOR YOU VERSUS MAYBE SOME OTHER SCHOOLS THAT ARE IN LESS EXPENSIVE PARTS OF THE STATE AND HAVING THE PRICES GO UP TO MATCH THIS WOULD BE DETRIMENTAL.
THIS WILL ALSO BE A CHALLENGE.
AND SO ONE OF THE THINGS WE'RE STILL WORKING ON WITH HPI IS.
MAXIMIZING THE ANCILLARY USES.
WE'LL BE WORKING HARD. SOME OF THE.
AREA, OUR REGIONAL UNMET DEMAND ISSUES AND SOME OF THE AND THE EXPERIENCE WITH WITH WITH PAST HOUSING ON CAMPUS JUST TO SHOW THAT THERE IS A UNIQUELY STRONG STORY, A CERRITOS THAT EXCEEDS SOME OF THE OTHER SCHOOLS AROUND THE STATE.
UNDERSTANDING THAT SOME OTHER SCHOOLS WILL TAKE A VERY, VERY, VERY EFFICIENT APPROACH OF ALL THE WALL OCCUPANCY BATHROOMS OF THE HALLWAY, LIMITED AMENITIES TO JUST OFFER THE THE LOWEST AMOUNT OF OF SQUARE FOOTAGE PER BED.
AND AND COMBINED WITH THE GREENER BUILDING STORY BECAUSE ONE OF THE THINGS THAT I THINK IS UNIQUE, CERTAINLY AWARE ABOUT THIS PROJECT IN THIS CAMPUS IS THAT DUE TO THE CAMPUS'S INFRASTRUCTURE AND SPACE LOCATION, IT WILL BE ABLE TO TIE INTO THE CAMPUS TO WATER, WHICH WILL LEAD TO A GREENER BUILDING.
AND THE NEXT SLIDE IS JUST, DO YOU HAVE ANY QUESTIONS FOR US? YOU KNOW, CURRENT PRESIDENT TRUSTEE BIRKEY HAS A QUESTION.
AND AND I'M VERY I'M VERY PROUD OF WHAT YOU PUT TOGETHER.
BUT JUST TO ENCOURAGE THAT IF IT'S POSSIBLE.
ONE THOUGHT ABOUT NOT HAVING FULL KITCHENS, I.E.
HAVING PLACES TO COOK INSIDE THE INSIDE THE ROOMS. I APPRECIATE THE WAY THAT WE'VE INCLUDED THE AUXILIARY KIND OF SHARED KITCHENS.
BUT THAT OBVIOUSLY IS SOMETHING THAT CAN BE ADJUSTED POST APPLICATION, I'M ASSUMING.
AND THEN. YES, AND THEN THE OTHER THOUGHT, WHICH IS SOMETHING THAT IN THE DESIGN OF RESIDENCE HALLS HAS COME UP A LOT RECENTLY, IS IS ABOUT FINDING SPACES FOR CELL PHONE CONVERSATIONS, ESPECIALLY WHERE YOU HAVE UNITS SHARED BETWEEN FOUR FOLKS AT A TIME. IF ONE ONE IS TRYING TO STUDY OR THE OTHER ONE IS TRYING TO HAVE A CONVERSATION, ETC..
I DON'T KNOW IF MAYBE HEADPHONE TECHNOLOGY IS SO FAR ADVANCED, IT'S NO LONGER RELEVANT, BUT IF IT'S I KNOW WE HAVE A COUPLE PLACES TO PEEL OFF AND HAVE LOUNGES, BUT OTHER KIND OF NOOKS AND CRANNIES TO HIDE AWAY, WHETHER THAT'S STUDYING OUT OF YOUR ROOM JUST FOR FOR THAT PURPOSE OR OR HAVING OTHER CONVERSATIONS MIGHT BE WORTH
[01:30:10]
IT. AND THIS IS A VERY EFFICIENT DESIGN.SO I DON'T REALLY WANT TO TAKE AWAY FROM FROM THAT AT ALL.
IT JUST, JUST KIND OF A QUICK REACTIONS TO TO THIS.
THAT'S GREAT FEEDBACK. AND LIKE I SAID, THIS IS REALLY JUST FOR THE APPLICATION PROCESS.
SO THERE IS, YOU KNOW, THERE IS SOME MOVEMENT OF THE AREA.
SO THE ONLY THING WITH THE APPLICATION WE'RE ONLY REALLY COMMITTING IN, IN A COUPLE AREAS.
ONE, THE NUMBER OF BEDS, WHICH IS THE 386 AND THEN RENT AND THEN BUDGET.
SO I JUST WANTED TO, YOU KNOW, SO THAT'S GREAT FEEDBACK.
WE CAN LOOK AT THAT AND SEE HOW WE CAN INCORPORATE ADDITIONAL LOUNGES.
YOU KNOW, WE DIDN'T PRESENT ALL THE FLOORS, YOU KNOW, AND SO BUT OBVIOUSLY IN DEPENDING ON WHAT FLOORS WE ARE, THERE IS SOME LOUNGING AND SOCIAL AREAS DESIGN THROUGHOUT THE BUILDING.
NOW, I APPRECIATE I WENT THROUGH AND CHECKED ALL THE MATH AND IT ALL SEEMS TO BE IN LINE WITH LIKE INDUSTRY BEST PRACTICES AND VERY THOUGHTFUL, REASONABLE, AND NOTHING SEEMS AT ALL TO DO ANYTHING BUT SEEM LIKE THE VERY KNOWLEDGEABLE PROFESSIONALS HAVE BEEN INVOLVED ALL THE WAY THROUGH.
AND THEN JUST AN EXTRA NOTE ON SUSTAINABILITY.
SO WE SHOULD THAT SHOULD HELP US IN TERMS OF SUSTAINABILITY AS WELL.
THANK YOU. THANK YOU VERY MUCH.
I SO APPRECIATE THE DIVERSITY OF OUR BOARD BECAUSE I DIDN'T THINK ANY OF THOSE QUESTIONS AT ALL.
AND OF COURSE, ALL MY QUESTIONS ARE ON POLICY AND BUDGET.
SO LET ME JUST GOING BACK TO WHAT ARE OUR LEVELS OF INTEREST AND EXPERTISE ARE.
SO I HAVE LIKE TEN QUESTIONS, OF COURSE.
SO I'LL JUST GO AHEAD AND START WITH THE FIRST QUESTION.
WE HAVE A POLICY THAT ALL OUR BUILDINGS ARE TO BE DESIGNED TO LEED CERTIFIED.
IS THIS BUILDING GOING TO BE LEED CERTIFIED? YES, WE HAD DISCUSSIONS WITH THAT EARLY ON WITH WITH THE DESIGN TEAM ON THAT.
SO WE WERE PROVIDING THAT GUIDANCE TO THEM.
AND HOW MENTIONED ONE OF THE ELEMENTS IN THE LEAD IS THE ABILITY TO TIE THIS INTO THE CENTRAL PLANT.
AND SO THAT WOULD DEFINITELY BE ABLE TO ALLOW US TO GET TO A MORE EFFICIENT BUILDING PER SE.
BUT YES, WE HAVE ALREADY DISCUSSED THAT ON WAYS OF MAKING SURE THAT WE CAN HIT A LEAD BUILDING ON.
PART OF THE REASON OF THE LOCATION IS THE PROXIMITY TO BE ABLE TO CONNECT WITH EXISTING POWER PLANTS AND THE CHILLED WATER AND SO ON.
SO THAT WENT INTO PART OF THE SELECTION OF THE LOCATION.
IS THIS SOMETHING THAT WE CAN PARTNER WITH, AGAIN, UNDER THE CITIES OF NORWALK OR CERRITOS AT ALL? BECAUSE, AGAIN, THEY'RE TRYING TO MEET HOUSING NEEDS.
SO I'M NOT THE EXPERT. I JUST KNOW THAT'S AN ISSUE FOR ALL OF OUR CITIES RIGHT NOW.
THESE WILL FALL WITHIN THE CITY OF CERRITOS, BUT I DON'T KNOW IF THIS WILL QUALIFY.
WE WILL DO THE CHECK, BUT I DON'T THINK HE WILL QUALIFY IT FOR THEM TO TO CALL IT HOUSING DEVELOPMENT, BECAUSE OUR IDEA WITH THIS IS TO BE ABLE TO SECURE THE DOLLARS THROUGH THE STATE.
THEREFORE, THAT'S WHY WE WILL BE REQUIRED TO DO BELOW MARKET RATES.
SO I WILL 30% OR 50% LOOK INTO THAT A LITTLE BIT MORE.
AND THE ONLY REASON WHY IS BECAUSE IN THIS THING YOU MENTION A LOCAL MATCH, RIGHT.
AS ONE OF THE REQUIREMENTS FOR FOR THE SCORING.
RIGHT. NOT A REQUIREMENT. BUT GOING BACK TO YOUR LAST SLIDE, MAYBE YOU CAN PUT THAT UP.
ISN'T THERE A LOCAL REQUIREMENT? THAT IS GOING TO BE WEIGHTED ON A CERTAIN AMOUNT OF POINTS.
NUMBER TWO, LOCAL CONTRIBUTION TO CONSTRUCT AFFORDABLE STUDENT HOUSING TEN POINTS.
SO THEN MY NEXT POINT QUESTION IS THE $87 MILLION DEVELOPMENT BUDGET.
WHAT DOES THAT INCLUDE? THAT INCLUDES.
SURE. PHILIP, YOU WANT TO ASK? ANSWER OR SHOULD I? NO, GO AHEAD.
THAT INCLUDES HARD CORE CONSTRUCTION.
[01:35:02]
IT INCLUDES THE DESIGN COSTS OF COST.IT INCLUDES PERMITTING FOR BSA.
IT INCLUDES A PRETTY BUDGET FOR TOP FEES, AS WE'VE HAD CERTAIN FEES.
AND TAB FEES ARE BOTH FOR SCHOOLS, COLLEGES AND ALSO JUNIOR COLLEGE.
IT INCLUDES PROJECT MANAGEMENT COSTS AND INCLUDES A FULL PACKAGE OF FURNISHINGS FOR BOTH THE OUTDOOR AREAS, THE INDOOR COMMON SPACES AND ALL THE UNITS.
SO THE BEDS, THE COUCHES, THE DESKS.
EFFECTIVELY, IT'S A TURNKEY BUILDING.
IT'S A FULL PACKAGE. SO EFFECTIVELY, THIS SHOULD NOT BE A PENNY NEEDED FROM ANY OTHER SOURCE AT ALL.
OKAY. SO WHAT ABOUT THE OPERATIONS AND MAINTENANCE OF IT AND THEN THE LABOR COSTS RELATED TO THE TWO RESIDENT DIRECTORS TO WHO WHERE DOES THAT FIT INTO THIS? SO SO THAT IS THE SECOND PART OF THE CONVERSATION.
BUT THEN OUR CALCULATIONS AND WE DID OUR COST ESTIMATE AND THE CALCULATIONS AND WE ARE PROJECTING AT AN 80% CAPACITY TO BE ABLE TO GENERATE ENOUGH RESOURCES TO COVER THE COST OF OPERATIONS OF THE BUILDING.
SO THEORETICALLY, IF WE'RE ABLE TO CONTINUOUSLY MAINTAIN AN 80% OPERATION BUDGET, THE ENTIRE PROJECT SHOULD BE SELF SUFFICIENT.
THERE ARE OTHER MODELS IN WHICH WE DO NOT OPERATE THE BUILDING DIRECTLY.
WE WILL WE CAN PARTNER WITH A MANAGEMENT FIRM THAT THEY WILL ESSENTIALLY DO ALL THE OPERATIONS AND THEY TAKE A PERCENTAGE OF THE REVENUES AND WE GET THE THE THE DIFFERENCE OR WE CAN DO IT OURSELVES.
BUT OBVIOUSLY AT THAT POINT WE WILL BE COMMITTING TO, TO, TO DO EVERYTHING AT THE LOCAL LEVEL, WHICH HAVING HAD EXPERIENCE AND WORKING ON A STUDENT, HOUSING IS THE MOST COMPLICATED PART OF THE PROCESS.
THANK YOU. AND THEN IN REGARDS TO THE DECISION MAKER, WHO'S THE DECISION MAKER WHO ACTUALLY SELECTS THE GRANTS, PHILIP, THE STATE CHANCELLOR'S OFFICE DOES.
AND SO THEY USED THE RUBRIC ON THAT THAT THE STATE ACTUALLY JUST SHARED.
AND NOW THIS IS IN THE HANDS OF THE STATE CHANCELLOR'S OFFICE.
SO THIS SUBMITTAL GOES TO THEM AND THEIR TEAM WOULD THEN SCORE EACH PACKAGE BASED ON THE RUBRIC THAT WE SHOWED SO WE CAN PULL UP THE SCORING RUBRIC BECAUSE I HAVE SPECIFIC QUESTIONS ON WHAT THE SCORING METRIC MEANS.
SO SCORING METRIC NUMBER FOR GEOGRAPHIC LOCATION, TEN POINTS, WHAT DOES THAT MEAN? SO THE STATE HAS DECIDED THIS POLICY FOR THIS ROUND OF THE APPLICATION THAT THEY WANT TO SPREAD THE DOLLARS GEOGRAPHICALLY, MEANING NOT NOT HAVE ONE REGION OF THE STATE GET ALL THE DOLLARS.
I THINK IT'S EIGHT AND THEY WILL ALSO HAVE EACH REGION GET AT LEAST ONE, BUT HOPEFULLY TWO BECAUSE THEY WANT TO AWARD 10 TO 15 PROJECTS OUT OF THIS $558 MILLION THEY HAVE IN THIS BATCH OF THE SECOND PHASE OF GRANT APPLICATIONS.
OKAY. NUMBER SIX, OBVIOUSLY, THE FIRST PART WE DON'T HAVE, BUT WE DO HAVE AN UNMET DEMAND FOR HOUSING AS DETERMINED BY COUNTY RENTAL VACANCY RATES. WHAT IS OUR VACANCY RATE AND HOW COMPETITIVE DO YOU THINK WE'RE GOING TO BE ON THAT? I DON'T HAVE THAT FIGURE MEMORIZED, UNFORTUNATELY.
SO I CAN'T SPEAK PERFECTLY TO ASK THE QUESTION.
I APOLOGIZE, BUT I CAN GET BACK TO YOU THE NEXT.
I MAY NOT BE HELPFUL WITH THAT ANSWER.
PERFECT. THAT'S A BIG CHUNK OF POINTS RIGHT THERE.
OKAY, SO IS THAT GOOD OR BAD? IT'S GOOD. THANK YOU AGAIN.
I DON'T KNOW THE STUFF. AND THEN POINT NUMBER ONE AT THE VERY BOTTOM HAS INDICATED THAT THE PROJECT WILL BE IMPLEMENTED IN PARTNERSHIP WITH ANOTHER CALIFORNIA PUBLIC POSTSECONDARY INSTITUTION.
[01:40:02]
WHAT DOES THAT MEAN? AND ARE WE DOING THAT? SHORT ANSWER. NOT NOT DOING THAT AT THIS TIME AT LEAST.NUMBER TWO, LOCAL CONTRIBUTION TO CONSTRUCT AFFORDABLE STUDENT HOUSING.
WHAT'S OUR LOCAL CONTRIBUTION? RIGHT NOW. ZERO.
BECAUSE WE'RE REQUESTING 100% OK.
BUT IF IF THE BOARD CHOOSES TO CONTRIBUTE TOWARDS THIS, OBVIOUSLY IT COULD WEIGH A DIFFERENCE IN THE SCORING. SO, I MEAN, I REALLY APPRECIATE THIS.
I LOVE THIS. I THINK IT'S FANTASTIC.
BUT THIS IS GOING TO BE EXTREMELY COMPETITIVE, RIGHT? I MEAN, SO WE NEED TO MAKE SURE WE DO EVERYTHING WE CAN TO GET CLOSEST TO 100 POINTS.
I MEAN, THIS IS, AGAIN, LIKE VERY IT'S A VERY BIG HOT ISSUE RIGHT NOW ACROSS THE ENTIRE STATE.
EVERYBODY IS AFTER THESE DOLLARS.
AS YOU KNOW, $2 BILLION IS NOT A LOT OF MONEY IN OUR STATE.
AND WE'RE GOING TO SCORE 99 POINTS.
I WILL SAY TO YOUR POINT, TRUSTEE PEREZ, THERE ARE I KNOW OF SEVERAL INSTITUTIONS THAT ARE PAIRED UP WITH A U, C OR CSU IN ORDER TO PURSUE THE SAME GRANT. YEAH, AND OUR COMMITMENT IS OBVIOUSLY TO BE AS COMPETITIVE AS POSSIBLE.
HOWEVER, WE ARE COMMITTED TO GET SOMETHING THAT IS FULLY FUNCTIONAL AND ATTAINABLE TO THE STUDENTS RATHER THAN GETTING A BUILDING. SO AS BADLY AS WE WANT TO BUILD IN, WE DON'T WANT TO BUILD IN THAT THE STUDENTS ARE NOT GOING TO BE ABLE TO ENTER INTO IT.
HENCE PART OF THE EFFICIENCY OF THE DESIGN, BEING ABLE TO GET IN THE LOWEST POINT OF RENT MARKET AND SO ON AND SO FORTH. SO, SO PART OF OUR CONVERSATIONS, YES, OBVIOUSLY WE HAVE TO GET AS CLOSE AS POSSIBLE TO 100 AND I WILL REACH OUT TO OUR PARTNERS IN THE COMMUNITY.
BUT BUT THERE OUR COMMITMENT IS TO ENSURE THAT WHATEVER WE BUILD, IF WE GET IT, IT'S SUSTAINABLE AND ATTAINABLE FOR ALL THE STUDENTS BECAUSE GETTING A BUILDING THAT IS OUTSIDE OF OUR MARKET RANGE WILL SERVE US VERY LITTLE.
AND WE HAVE OBVIOUSLY DONE THAT WITH THE DESIGN, THE LOCATION TO REDUCE THE COST AND AND ENSURING THAT THE SELECTION OF FACILITIES ARE DONE IN THE BEST BRACKET.
SO I'LL, I'LL GET WORKING ON THE ON THE COMMUNITY RELATIONS TO INCREASE OR OR CHANCES ON THAT AREA.
THE LAST THING WE WANT TO DO IS COMMIT THE COLLEGE TO MAINTAIN OUT OF THE GENERAL FUND AND OPERATION THIS LARGE. IT IS EXPENSIVE IN THE LONG RUN, RIGHT? YEAH. WELL WE HAVE OTHER NON GENERAL FUND SOURCES.
BUT A NON GENERAL FUND SOURCES THAT, THAT IS CORRECT.
BUT THE, THE RUNNING OF IT, IT IS, IT IS A SIGNIFICANT COST.
SO WE WANT TO BE VERY CONSCIOUS OF THAT IN THE FRONT END FOR THE LONGEVITY OF THE ENTIRE OPERATION.
THIS IS OR FIRST READING, IF YOU WILL.
AND AND THAT'S PART OF THE REASON WE WANTED TO PUT THIS BEFORE YOU AS SOON AS WE COULD.
[01:45:05]
BEFORE SUBMIT.OH, IT'S THE DAY OF SUBMISSION OF THE PROJECT.
SO WE WANT TO ADDRESS ALL THAT AHEAD OF TIME AND WE'LL KEEP YOU APPRAISE OF WHAT IS HAPPENING.
BUT WE WANT TO SURPRISE YOU THAT DAY.
THANK YOU. CAN I ASK A QUESTION FOR THE PROJECT WHICH WERE ALREADY APPROVED? DO YOU KNOW HOW MANY POINTS THEY RECEIVED TO BE ABLE TO APPROVE? SO THE FIRST ROUND.
UNFORTUNATELY, THAT ROUND WAS UNIQUE BECAUSE IT WAS ACTUALLY DONE BY THE DEPARTMENT OF FINANCE.
THERE WAS NO RUBRIC, UNFORTUNATELY, USED BY THE DEPARTMENT OF FINANCE.
REALLY, ALL THEY REQUIRED IS THE BUILDING HAD TO BE CONSTRUCTION, HAD TO BE SHOVEL READY TO DO IT.
THIS IS A COMPLETE NEW PROCESS, REALLY.
THIS WAS NEVER PART OF THE FIRST ROUND.
THERE WAS NO NO ONE WAS PROVIDED ANY TYPE OF, YOU KNOW, RUBRIC OR SCORING OF HOW IT WAS SELECTED.
THANK YOU VERY MUCH. SO REGARDING THE PARKING, WHAT HAS BEEN DONE TO ALLEVIATE THE REDUCTION OF WHAT PARKING LOT HAS BEEN TAKEN OUT AND THE NEW STUDENTS THAT ARE GOING TO BE THERE ESSENTIALLY PERMANENTLY? RIGHT.
SO, YOU KNOW, THIS IS THE BIGGEST THING THAT WE LOOKED AT FOR THE LOCATION, BECAUSE OBVIOUSLY IT'S IT TAKES OVER THE THE CURRENT PARKING LOT IN FRONT OF A HEALTH SCIENCE.
WE DID ADD IN BACK A LITTLE BIT OF PARKING ON THAT.
BUT OVERALL, YOU KNOW, WE'RE NOT STRAPPED WITH PARKING COLLECTIVELY FROM A FROM A CAMPUS STANDPOINT.
SO YOU KNOW, I DON'T WANT TO BE STUCK IN THOSE SAME SITUATIONS WHERE I WAS IN COLLEGE WHERE I HAD TO GO AND FIND A PARKING LOT AND I DIDN'T FIND ANY PARKING WHATSOEVER IN THIS SMALL LOT.
ONE OF THE THINGS THAT CAMPUS HAS MOVED AWAY FROM AND A GOOD EXAMPLE OF THIS IS LIKE CSU FULLERTON, WHERE THEY MOVED AWAY FROM HAVING SCATTERED SMALL LOTS EVERYWHERE TO YOUR POINT. YEAH. AND REALLY HAVING THE THE BULK OR IF NOT ALL OF THE PARKING LOCATED IN ONE OR TWO OR THREE LARGE LOCATIONS IN AN EFFORT TO MAKE IT CLEAR HOW MUCH PARKING IS AVAILABLE AT ANY ONE TIME.
SO YOU'RE NOT LOOKING FOR THOSE LIKE THREE PARKING SPOTS THAT'S CLOSEST TO THE ONE PLACE YOU'RE HOPING TO GO AND THEN HAVE TO GO FIND INSTEAD, YOU KNOW, EXACTLY THE BUILDING STRUCTURE OR SERVICE THAT YOU'RE GOING TO PARK IN.
I THINK THAT'S ABSOLUTELY SOMETHING WE NEED TO EXPLORE.
AND I KNOW WHEN I FIRST RAN FOR THIS BOARD, ONE OF THE NORWALK COMMUNITY MEMBERS TALKED ABOUT A PARKING STRUCTURE THAT WAS CONTEMPLATED MANY, MANY YEARS AGO FOR FOR OUR DISTRICT HERE.
AND I DON'T RECALL EXACTLY WHAT HAPPENED WITH THAT.
BUT IF WE'RE GOING TO CONTINUE DOWN THIS ROUTE WHERE WE NEED TO START BUILDING MORE BUILDINGS, ESPECIALLY FOR STUDENT HOUSING, THEN THAT'S SOMETHING ELSE THAT WE MAY CERTAINLY NEED TO CONSIDER NOW THAT WE HAVE MORE INVESTMENT FROM OUR COMMUNITY TO BUILD SUCH THINGS BEFORE WE DEPART TOO MUCH FROM THIS.
ONE OTHER POINT THAT I WANTED TO BRING UP FOR THE SAKE OF THIS IS THAT IT'S A LITTLE COUNTERINTUITIVE, COUNTERINTUITIVE AT FIRST, BUT IT'S PARTICULARLY INTERESTING THAT BUILDING STUDENT HOUSING ON CAMPUS TENDS TO DECREASE PARKING DEMAND BECAUSE YOU HAVE THE SAME STUDENTS NO LONGER COMMUTING BY CAR.
[01:50:08]
STUDENTS COMMUTING TO CLASS BY FOOT.AND SO THERE'S OBSERVABLE IMPACTS TO LOWER PARKING DEMAND.
WHEN YOU INCREASE STUDENT HOUSING, WHICH IS A POSITIVE EFFECT, HAVE YOU SEEN THAT PHENOMENON HAPPEN AT COMMUNITY COLLEGE OR IS THAT MORE AT THE CSU'S AND CAL STATES IN ANY COLLEGE THAT BUILDS ON CAMPUS HOUSING, INCLUDING COMMUNITY COLLEGE? BECAUSE MY WELL, THERE'S NOT A LOT OF COMMUNITY COLLEGES AVAILABLE.
NO AND THEY HAVEN'T AND YOU KNOW MOST COMMUNITY COLLEGE STUDENTS TEND TO ALSO WORK AND THEY HAVE THIS AS PART TIME, WHEREAS MOST FOUR YEAR, QUOTE UNQUOTE, STUDENTS HAVE THAT AS THEIR FULL TIME JOB, AS LIVING ON CAMPUS, GOING TO CLASSES AND MAYBE ANY REMOTE WORK IF THEY DO ANYTHING LIKE THAT.
SO I THINK THAT'S ONE OF THE, IN FACT, PROBABLY A DEAL BREAKING CONCERN THAT WE NEED TO MAKE SURE THAT WE HAVE AN ADEQUATE AMOUNT OF PARKING FOR THE STUDENTS THAT ARE THE ENTIRE CAMPUS IS AFFECTING.
RIGHT. I GUESS THE SECOND CONCERN THAT I HAVE IS THAT I DON'T WANT OUR I DON'T WANT TO OUTSOURCE OUR JOBS AND OTHER STUDENT HOUSING AND STUDENT LIFE SORTS OF THINGS TO ANOTHER COMPANY THAT MAY NOT PROVIDE THE BEST QUALITY OF SERVICE TO THOSE STUDENTS AND END UP AFFECTING OUR REPUTATION AS A COLLEGE.
BECAUSE THIS IS A PRETTY NEW INDUSTRY FOR A LOT OF COMMUNITY COLLEGES.
TO TO GET INTO IS KNOW STUDENT LIFE AND ALL THAT.
AND AS DR. FIERRO ALLUDED TO, IT CAN GET VERY EXPENSIVE VERY QUICKLY.
AND WHILE WE MAY HAVE SOME PRETTY GOOD.
THAT MAY NOT BE THE CASE GOING ON TO THE REST OF THE DECADE.
SO, YOU KNOW, I KNOW IT'S NOT GOING TO BE BUILT ANYTIME RELATIVELY SOON, BUT, YOU KNOW, IT'S COMMITTING OURSELVES AND PUTTING OURSELVES IN A LOT TIGHTER OF A SPACE THAN MAY, YOU KNOW, NECESSARILY NEED TO BE.
AND I'M ALL FOR STUDENT HOUSING AND THAT'S FANTASTIC.
AND WE'VE ALREADY DONE A FANTASTIC JOB WITH THE OFF CAMPUS SITES THAT WE HAVE.
THANK YOU. GOING BACK TO THE PARKING, THAT IS CERTAINLY GOING TO BE AN IMPACT ON LOT EIGHT AND IT COULD BE ABOUT 120 SPACES OR SOMETHING LIKE THAT MAYBE.
I MEAN, IF YOU ADD THE 13, WE'RE TALKING ABOUT 187, BUT SOMEWHERE AROUND THERE.
AND IT WILL HAVE AN IMPACT ON PARTICULARLY ON PARKING LOT TEN AND WHEN WE LOOK HERE ON A LAUNDRY.
WILL HAVE AN IMPACT ON LOT 432 ALL THE WAY TO LOT ONE HOWEVER WE DO.
WELL PRIOR TO THE PANDEMIC NOW WE HAVEN'T.
BUT DURING THE PANDEMIC, PRIOR TO THE PANDEMIC, DURING THE BEGINNING OF THE SEMESTER, WE TOOK SOME AERIAL SHOTS OF THE FIRST WEEK OF SCHOOL OVER A COUPLE OF YEARS BECAUSE WE WERE OBVIOUSLY RECEIVING SOME COMMENTS REGARDING PARKING AT THE INSTITUTION AND CONSISTENTLY ON THE AERIAL SHOTS.
ALL THE ROADS BEGINNING AROUND THE CDC TO 166 USED TO BE OPEN DURING THE PEAK DAYS OF THE FIRST WEEK OF A SCHOOL. IT WAS TRADITIONALLY WHEN WE GET THE MOST STUDENTS AND PARKING LOTS SOMEWHAT AROUND THE TENNIS COURT, ALL THE WAY TO THE STADIUM IS CONSISTENTLY EMPTY.
SO WE WILL HAVE TO DEFINITELY COUNT HOW MANY PARKING SPACES ARE WE LOSING HERE.
BUT BASED ON THE PRE-PANDEMIC DATA THAT HAD BEEN OUR HIGHEST ENROLLMENT POINT, WE HAD SUFFICIENT PARKING TO ACCOMMODATE AN INCREASED NUMBER OF STUDENTS.
THE DIFFERENCE WILL BE SUFFICIENT PARKING VERSUS, YOU KNOW, PARKING ALL THE WAY DOWN AND 166 YEAH, OR PARKING QUITE LITERALLY ON LOT A LIKE I PARKED RIGHT IN FRONT OF THE HEALTH SCIENCES BUILDING AND WE SHOULD BE BASICALLY GET OUT OF YOUR CAR AND CROSS THE YEAH YEAH WE NEED TO THE SIDEWALK SO, SO SO THERE ARE SOME OBVIOUSLY AVAILABILITY OF PARKING.
WE WILL DEFINITELY CALCULATE THE NUMBER OF SPACES THAT WE WILL BE LOSING.
BUT I THINK A QUICK COUNT HERE, SOMEWHERE AROUND 120 SPACES, BUT THERE ARE MORE THAN THOSE 120 ON THE ROADS THAT ARE IMMEDIATELY AFTER THE CDC TO 166 AND ON LOT ONE, PASSING THE TENDING SCORES ALL THE WAY TO THE FRONT OF THE STADIUM. CERTAINLY SOMETHING TO EXPLORE, CORRECT? I HAVE A QUESTION. BUT HOW ACCURATE IS THE STATE IN THE SENSE THAT WE DON'T REALLY KNOW WHAT OUR NEW NORM IS AFTER COVID? SO WE DON'T KNOW AS WE TRY TO INCREASE ONLINE LEARNING HOW MANY AND AS ENROLLMENTS DOWN, WHAT ARE WE
[01:55:09]
COMPARING THIS TO? YOU KNOW WHAT I MEAN? BECAUSE I'M NOT SURE WE KNOW.WHAT STUDENT LIFE WILL BE LIKE AND WHEN IT FINALLY KIND OF STABILIZES AND BECOMES A NEW NORM.
BECAUSE I DON'T THINK WE'RE THE NEW NORM YET.
AND WE DID CONDUCT A SURVEY OF NEET AND THE NUMBER OF BEDS IS BASED ON THE NEED OF HOUSING, NOT NECESSARILY ON EN MODALITY.
YEAH, IT WAS STRAIGHT RIGHT IN THE MIDDLE.
IT ACTUALLY IT WAS DONE IN ACTUALLY EARLIER THIS THIS YEAR.
YEAH. YEAH. SO IS IS WHEN WE DID THE SURVEYS THEY I DEFINITELY AGREE THE WHAT WE'RE EXPERIENCING AND HOW ALL OF US ARE RETURNING BACK TO TRADITIONAL OPERATIONS IS NOW WHAT IS GOING TO BE IN FACT I WILL SAY WE NEED TO KIND OF BE FLEXIBLE AND READY FOR THE NEXT FALL SEMESTER THAT I THINK IT WILL BE MORE ACCURATE REPRESENTATION OF WHAT WE'RE GOING TO END UP.
HOWEVER, THE EVALUATION WAS STRICTLY ON WHETHER OR NOT SOMEONE NEEDED HOUSING RATHER THAN WHETHER OR NOT THEY WILL TAKE CLASSES FROM THEIR HOUSING COMPLEX OR IN THE CLASSROOM.
IN TERMS OF HOUSING, I WAS TALKING MORE ABOUT THE PARKING.
YEAH, AND THAT IS A VERY GOOD AND INTERESTING OBSERVATION.
WE DO HAVE A ROTATION OF ROUGHLY 60% OF OUR STUDENTS ON CAMPUS, BUT YOU CAN NO, YOU DO NOT FEEL 60% OF STUDENTS ON CAMPUS AS YOU DID PRIOR TO THE PANDEMIC BECAUSE THEY ARE QUITE LITERALLY ROTATING THROUGH CAMPUS, WHETHER IT IS A MORNING, A DAY OR TWO DAYS.
BUT VERY FEW STUDENTS ARE TAKING THAT ENTIRE LOAD ON CAMPUS.
AND I HAVE NOT SEEN THE PARKING LOT AT THE SAME CAPACITY.
SO THIS FACILITY HAS ONLY 13 PARKING SPACE RIGHT NEXT TO IT.
BUT STUDENTS WOULD BE ABLE TO USE ANY PARKING SPOT ON CAMPUS OR OTHERWISE.
MY GUESS IS THAT THIS WILL INCREASE THE PARK.
YEAH. ALSO NOTE THAT ESPECIALLY IF IT'S NEEDS BASED, THERE'S A LIKELIHOOD FOR A CERTAIN NUMBER OF STUDENTS NOT TO USE CARS OR HAVE OWNED PERSONAL CARS SO THEY MIGHT BE USING PUBLIC TRANSIT THANKS TO WORK THAT'S BEEN DONE AMONG OTHER THINGS.
SO HERE IS AN ISSUE THAT WE HAVE NOT ANTICIPATED, BUT IT'S NOT AN ISSUE OF THIS.
IT SEEMS THE THE NEWER GRADUATES AND HIGH SCHOOLERS THAT ARE STARTING TO ACCESS COLLEGE ARE NOT DRIVING AND PREFERRING NOT TO DRIVE.
AND IT HAS BECOME AN ISSUE IN SOME OF THE PROGRAMS THAT REQUIRE STUDENTS TO HAVE A DRIVER'S LICENSE AND TO BE ABLE TO DRIVE TO WHATEVER IT IS THAT THEY'RE GOING TO DO. AND APPARENTLY PART OF THE ISSUE OF THAT IS CONNECTED TO THE LACK OF DRIVER'S ED CLASSES IN THE K-12 SYSTEM.
SO WE'RE EXPERIENCING A LARGER NUMBER OF THE NEWER HIGH SCHOOL GRADUATES.
AND APPARENTLY THIS HAS BEEN GOING ON FOR A COUPLE OF YEARS.
[02:00:02]
SIMPLY NO LEARNING HOW TO DRIVE AND OBTAIN, NOT TO GET LICENSES.SO SO I THINK WE'RE GOING TO HAVE TO ADDRESS SOME OF THAT AT THE COMMUNITY COLLEGE LEVEL WITH SOME DRIVERS OR SOMETHING LIKE THAT, BECAUSE IT IS ACTUALLY CREATING ADDITIONAL ISSUES, NOT JUST SIMPLY NOT HAVING ENOUGH CARS IN THE PARKING LOT, BUT THE STUDENTS NOT BEING ABLE TO ACCESS SOME OTHER PROGRAMS OR INTERNSHIPS OR SO ON BECAUSE THEY DON'T HAVE THEIR DRIVER'S LICENSE.
ANYTHING ELSE? I KNOW ANGEL IS PROBABLY IT'S, WHAT, 1130 THERE.
THANK YOU. THANK YOU FOR THE CONSTRUCTIVE FEEDBACK FROM SO MANY BOARD MEMBERS.
IT IS VERY HELPFUL. THANK YOU.
THANK YOU FOR THE PRESENTATION.
ANY MORE QUESTIONS? NO, THANK YOU. THANK YOU.
SO NEXT STEPS, LIKE I SAID, WE'LL BE BEGINNING TO FINE TUNE.
WE'LL TAKE YOUR FEEDBACK INTO CONSIDERATION ON THAT, START WORKING ON THE APPLICATION PROCESS IMMEDIATELY, AND THEN WITH THE GOAL OF BRINGING BACK THE APPLICATION FOR REVIEW AND YOUR APPROVAL AT THE JANUARY 25TH MEETING.
OKAY. THANK YOU FOR YOUR TIME.
THANK YOU. MADAM CHAIR, CAN I ASK, DO YOU STILL HAVE THE BACCALAUREATE DEGREE HERE? RIGHT. YES.
CAN WE MOVE THEIR ITEM UP TO THE NEXT ITEM? YES. AND I'M SORRY TO KEEP YOU ALL AWAY.
I JUST REALIZED THAT YOU WERE STILL HERE, AND MAYBE WE CAN GO BEFORE THE NEXT THREE ITEMS. MADAM CHAIR, IS THAT OK DOING? YEAH. SO WE HAVE OUR TEAM FROM DENTAL HYGIENE HERE, AND THEY HAVE VERY BEEN WORKING VERY DILIGENTLY
[6.04 Information Item: Proposed Baccalaureate Degree - Dental Hygiene Program]
ON PUTTING OUR APPLICATION TOGETHER TO HAVE OUR FIRST BACCALAUREATE DEGREE ON CAMPUS.I THINK THIS IS ONE OF THOSE THINGS THEY IT'S A DREAM COMING TRUE.
SO I JUST WANT TO SAY THAT I DO APPRECIATE WHAT YOU'RE DOING AND YOU'RE STEPPING UP.
SO THANK YOU VERY MUCH FOR THAT WORK.
GOOD EVENING, ESTEEMED TRUSTEES.
THANK YOU FOR THE DISCUSSION ON PARKING.
ELIZABETH RILEY. I'M THE DEAN OF HEALTH OCCUPATIONS.
I'M PLEASED TO BE HERE WITH OUR FACULTY FROM OUR DENTAL HYGIENE PROGRAM.
WE'RE HERE TONIGHT TO SHARE AN INFORMATIONAL ITEM WITH YOU ABOUT THE DEPARTMENT'S INTENTION TO SUBMIT AN APPLICATION FOR THE CHANCELLOR'S OFFICE TO DEVELOP A BACHELOR'S DEGREE PROGRAM AND DENTAL HYGIENE ON THE CERRITOS COLLEGE CAMPUS.
THIS WOULD BE THE FIRST BACHELOR'S DEGREE OFFERED AT CERRITOS.
AND WE BELIEVE THE DENTAL HYGIENE PROGRAM IS REALLY THE PERFECT CANDIDATE FOR THIS OPPORTUNITY.
IT'S A CAREER TECHNICAL EDUCATION PROGRAM.
THE STUDENTS IN THE CURRENT PROGRAM ALREADY COMPLETE ABOUT 120 CREDITS FOR THEIR ASSOCIATE'S DEGREE, SO THEY'RE JUST NINE CREDITS SHORT OF A BACHELOR'S DEGREE WHEN THEY FINISH. ANYWAY, ONE OF OUR FACULTY, DR.
KRISTEN STEVENS, ACTUALLY SHARED AN ANECDOTE WITH US THAT WHILE SHE WAS IN THE CERRITOS PROGRAM, HER FATHER KEPT SAYING, ARE YOU SURE YOU'RE NOT GETTING A BACHELOR'S DEGREE? YOU'RE TAKING A LOT OF CLASSES.
AND SO AS YOU WILL HEAR DURING OUR BRIEF PRESENTATION TONIGHT, THERE IS WIDE SUPPORT FROM ACROSS THE REGION, ACROSS MULTIPLE LEVELS OF CONSTITUENTS AND STAKEHOLDERS FOR OUR PURSUIT OF THIS OPPORTUNITY.
AND WE STAND READY AND WILLING TO ENGAGE IN THE WORK THAT IS NECESSARY TO BRING THIS TO FRUITION.
SO LET'S GO AHEAD AND GO ON TO THE FIRST SLIDE AND THEIR PRESENTATION.
[02:05:03]
I WANTED TO GIVE YOU A LITTLE BIT OF THE HISTORY OF THE COMMUNITY COLLEGE BACCALAUREATE PROGRAM.THERE WERE 15 PROGRAMS THAT WERE ACCEPTED WITH THE PROMISE OF FUTURE OPPORTUNITIES TO APPLY, BUT IT WASN'T UNTIL 2020 WHEN SB 874 CAME ABOUT AND THE PILOT PROGRAMS WERE MADE PERMANENT, AND THEN 15 NEW PROGRAMS WOULD BE IT WAS ANNOUNCED THAT 15 NEW PROGRAMS WOULD BE ACCEPTED EACH YEAR.
NOW WE HAVE AB 927, WHICH HAS ALLOWED APPLICANTS TO SUBMIT TWICE A YEAR, AND SO THEY WILL BE ACCEPTING UP TO 15 PROGRAMS FROM EACH POOL, SO 30 PROGRAMS PER YEAR.
NEXT SLIDE. Q CERRITOS COLLEGE HAS BEEN HERE SINCE 1971.
OUR PREVIOUS DIRECTOR WAS, I THINK, WAS ONE OF THE FIRST STUDENTS IN THE FIRST CLASS.
AND WE HAVE ANOTHER RETIREE WITH US WHO IS ALSO I'M A GRADUATE, KRISTEN'S GRADUATE.
MARLENA WE DON'T HOLD THAT AGAINST HER, BUT SHE'S AN ASSET TO US.
WE HAVE A 99% PASS RATE ON OUR NATIONAL BOARDS, OUR LOCAL PRACTICAL BOARDS, OUR ETHICAL BOARDS, AND OUR RATES FOR A JOB EMPLOYMENT, OR AT LEAST 98%.
THERE'S JOBS WAITING FOR THE STUDENTS.
WE'RE CONTACTED ALL THE TIME, ESPECIALLY RIGHT NOW.
WE JUST DON'T HAVE ENOUGH STUDENTS TO FEED THE WORKFORCE RIGHT NOW.
RIGHT. WHEN THEY GET OUT, THEY GRADUATE IN MAY, TAKE THEIR BOARDS IN JULY.
BY AUGUST, THEY'RE READY TO WORK AND THEY ARE MAKING HAVE A GREAT CAREER.
SO YOU CAN'T ARGUE THAT POINT.
CAN WE GO TO THE NEXT SLIDE, PLEASE? SO THE MISSION OF THE COLLEGE ARE ACTUALLY DENTAL HYGIENE DEPARTMENT IS TO PROVIDE OPPORTUNITIES FOR THE STUDENTS TO REACH THEIR GREATEST POTENTIAL IN THE FIELD OF DENTAL HYGIENE. AND WE FEEL BY DOING THIS, THIS IS ACTUALLY HELPING THEM TO REACH THEIR GREATEST.
WE TAUGHT A LOT OF TALKING ABOUT MOVING THE COLLEGE FORWARD.
I MENTIONED ABOUT BRANDING THE COLLEGE AND YOU'RE DOING A HOUSING A LOT OF GREAT THINGS.
AND THIS IS WHERE PART OF THAT BRANDING WE WANT TO BE, THAT FIRST PROGRAM HERE, THERE'S NOT A THERE IS NO YOU SEE HYGIENE SCHOOLS OR CAL STATE AND WE HAVE A UNIQUE PROGRAM WHERE WE DO NOT HAVE AN ONSITE CLINIC.
WE USE OFF SITE CLINICS, WE USE THE COUNTY OF LA, WE USE THE VA HOSPITAL.
SO WE'RE A LITTLE BIT UNIQUE THAN ANY OF THE HYGIENE PROGRAM IN THE STATE OF CALIFORNIA.
SO WE FEEL THAT OUR MISSION IS TOTALLY IN LINE WITH THE COLLEGE'S MISSION.
ALL RIGHT. I'M GOING TO PASS IT ON TO MARLENA.
WE KNOW, AS DIANE JUST MENTIONED, THAT THE OUTLOOK FOR DENTAL HYGIENE WITH JOBS IS OFF THE CHARTS RIGHT NOW ACROSS THE UNITED STATES, THERE'S A 9 TO 10% INCREASE.
AND WHEN WE LOOK AT CALIFORNIA, IT'S 15%.
AND WE KNOW, AS SHE MENTIONED, WE GET MANY, MANY EMAILS REGULARLY TRYING TO INQUIRE ABOUT, CAN YOU SEND US SOMEONE NEED NEW GRADS, WHAT'S HAPPENING? HELP US.
SO BY HAVING THIS BACHELOR'S DEGREE PROGRAM, THIS IS GOING TO ELEVATE NOT ONLY OUR PROFESSION BUT ALSO THE COLLEGE AS A WHOLE AND LOOKING AT POTENTIAL, YOU KNOW, NEW EMPLOYMENT AND HAVING OTHER OPPORTUNITIES FOR OUR STUDENTS ONCE THEY HAVE THAT BACHELOR'S DEGREE.
NEXT SLIDE. WESTLAKE COLLEGE AND FOOTHILL COLLEGE WERE PART OF THE PILOT PROGRAMS THAT WERE ABLE TO OFFER BACCALAUREATE DEGREES IN DENTAL HYGIENE.
WE'VE ALSO BEEN IN TOUCH WITH THE LOCAL CSU AND UC'S UCI, UCLA, CAL STATE FULLERTON, LONG BEACH AND DOMINGUEZ HILLS AND ALL HAVE SAID THAT WE'RE NON DUPLICATIVE AND THEY ARE NOT CONTESTING OUR PURSUIT OF THIS APPLICATION, WHICH IS A REALLY GOOD THING TO HEAR AS WELL.
[02:10:01]
ADDITIONALLY, AS WE'RE GATHERING EVIDENCE AND DATA FOR THE APPLICATION, WE'VE TAKEN STUDENT INTEREST SURVEYS, SO WE'VE SURVEYED OUR ALUMNI FOR ABOUT THE PAST FIVE YEARS, OUR CURRENT STUDENTS AND THEN APPLICANTS WHO HAVE NOT BEEN ACCEPTED INTO THE PROGRAM AND OVER 90% STATED THAT THEY WOULD HAVE APPLIED FOR A BACHELOR'S PROGRAM OVER THE AA IF IT WOULD HAVE BEEN OFFERED.SO I RECENTLY ATTENDED THE CALIFORNIA DENTAL HYGIENE EDUCATORS ASSOCIATION BACK IN EARLY OCTOBER.
AND SOME OF THE GUEST SPEAKERS, WELL, THE GUEST SPEAKERS THERE WERE FROM WEST L.A.
AND THE PIONEERS IN THIS PROGRAM.
SO THEY SHARED LOTS OF INFORMATION WITH US.
BUT ONE OF THOSE WAS HOW A LOT OF PEOPLE TALK ABOUT HOW PROGRAMS ARE VERY EXPENSIVE, WHICH THEY ARE.
WE HAVE FACULTY, WE HAVE EQUIPMENT, WE HAVE LOTS OF THINGS THAT GO WITH IT.
THERE IS A STUDENT CENTERED FUNDING FORMULA, SO EVEN THOUGH PART OF THE APPLICATION IS LOOKING AT THE COST, SO ACTUALLY THE COST IS VERY MINIMAL TO THE COLLEGE WHERE THE INPUT IS GOING TO BE GREATER FOR THE COLLEGE.
SO IF WE LOOK AT THE TABLE HERE OR THE GRAPH, WE HAVE LOMA LINDA LISTED, WHICH IS A PRIVATE SCHOOL, UNIVERSITY OF PACIFIC USC, WHICH NO LONGER HAS A DENTAL HYGIENE PROGRAM.
SO STUDENTS ARE GOING OUT INTO THE FIELD ALREADY IN DEBT.
AND IT'S JUST IT'S IT'S DOING A DISSERVICE TO THEM.
SO WE WOULD LIKE, AGAIN, TO PROVIDE THIS TO OUR STUDENTS.
HMM. THIS IS CHRISTINE'S NAME.
OUR TIMELINE FOR THIS PROJECT HAS BEEN UNDER WAY THE LAST COUPLE OF MONTHS.
THE NEW APPLICATION OR THE REVISED APPLICATION CAME OUT IN OCTOBER.
SO SINCE THEN WE'VE BEEN WORKING HARD AND COMPLETING THE APPLICATION FOR THE JANUARY 13TH DEADLINE.
AND I'M HAPPY TO SAY THAT WE'RE GETTING CLOSE.
WE ANTICIPATE THAT BASED ON THE STATE'S TIMELINE, WE WOULD HEAR ABOUT OUR APPROVAL AT THE END OF THE SPRING SEMESTER, HOPEFULLY AROUND MAY OR JUNE.
AT THAT TIME WE WOULD THEN PURSUE APPROVAL WITH THE ACJC THROUGH THE SUBSTANTIVE CHANGE PROCESS, THROUGH THE COMMISSION ON DENTAL AUXILIARIES, WHICH IS OUR DENTAL ACCREDITOR THROUGH THE CERRITOS COLLEGE CURRICULUM COMMITTEE AND OF COURSE THE BOARD OF TRUSTEES AT THAT TIME.
OUR HOPE IS THAT WE COULD POSSIBLY ACCEPT THE FIRST COHORT IN FALL OF 2024.
IT'S WONDERFUL. SO WE JUST WANTED TO TAKE A MOMENT TO THANK ALL OF OUR COLLABORATORS ON CAMPUS, ALL OF OUR FACULTY AND LEADERS, ADMINISTRATORS, THE EXECUTIVE COMMITTEE, AND ALSO THE DEPARTMENTS OF PSYCHOLOGY, ENGLISH AND PHARMACY TECHNOLOGY, BECAUSE THEY ARE HELPING US DESIGN THE THREE UPPER DIVISION GENERAL EDUCATION COURSES THAT WILL BE NEEDED FOR OUR STUDENTS.
AND THEN A SPECIAL THANKS TO DR.
GARY PRITCHARD, DEAN OF FINE ARTS, WHO HAS BEEN A GUIDE FOR US THROUGH THIS PROCESS.
NEXT SLIDE. AND SO FINALLY, THANK YOU FROM OUR STUDENTS AND FACULTY.
WE HOPE THAT THIS INFORMATION WAS USEFUL FOR YOU, AND WE'D BE HAPPY TO TAKE ANY QUESTIONS.
THE ONLY QUESTION I HAVE. THANK YOU.
WONDERFUL PRESENTATION IS IN REGARDS TO THE DECISION MAKERS, THE BOARD OF GOVERNORS.
YES. THROUGH THE CHANCELLOR'S OFFICE.
RECOMMENDATION OF THE BOARD OF GOVERNORS.
AND THEN IS THERE AN OPPORTUNITY OR IS IT APPROPRIATE FOR US TO GET LETTERS OF SUPPORT FROM OUR COMMUNITY LEADERS, STATE REPRESENTATIVES, CONGRESS MEMBERS, ANYBODY TO SHOW THAT THIS IS MUCH, MUCH NEEDED? CORRECT. DOING ALL THAT? YES. AND AND OBVIOUSLY, BASED ON THE WORK THAT WE'RE DOING, THE STATE LEVEL, WE ARE ALSO PUSHING AND WILL CONTINUE TO PUSH INTO THE DIRECTION OF EXPANDING BACCALAUREATE DEGREES, NOT ONLY TO CERRITOS COLLEGE, BUT TO THE COMMUNITY COLLEGES IN GENERAL.
WE GOT TO PUT A GOOD WORD INTO OUR BOARD OF GOVERNORS FRIENDS.
[02:15:01]
WHEN WILL THEY REVIEW THE APPLICATIONS? YOU SAID. SO WE TURN IN OUR APPLICATION JANUARY 13TH, AND WE'D BE HAPPY TO TAKE ANY LETTER OF SUPPORT INDIVIDUALLY FROM ANY OF YOU OR AS A GROUP FROM THE BOARD OF. YEAH.ALL RIGHT. ALL RIGHT. I'LL TALK TO THE BOARD OF GOVERNORS.
SO. SO THANK YOU SO MUCH FOR THE PRESENTATION.
THIS IS EXCITING NEWS, AND I FULLY SUPPORT IT.
FIRST THEY GET A MEDICAL ASSISTANT, THEN THEY BECOME AN LVN AND THEN THEY BECOME AN R N.
SO THEY JUST KIND OF LIKE, OKAY, WELL, I'LL JUST GET THIS.
AND THEN NOW I GOT TO FINISH SOMEWHERE ELSE AND THEY DON'T REALLY KNOW.
SO FOR US TO OFFER THAT LIKE THAT FROM THE GET GO, I MEAN, WE'RE JUST CHANGING THEIR LIFE BECAUSE THEY DON'T NEED TO BE BOGGED DOWN WITH 50,000 $100,000 IN DEBT WHEN FOR NINE MORE UNITS.
RIGHT. SO I'M SO HAPPY THIS IS HAPPENING AND WHATEVER YOU NEED, WE'RE EXCITED.
I'M BLOWN AWAY WHEN WHEN I LOOKED AT THE SLIDE THAT HAS THE COST ANALYSIS AND THE COMPARISON AND IT'S JUST LIKE, THIS IS WHAT OUR OUR OUR STUDENTS HERE IN OUR COMMUNITY NEED.
THEY NEED ACCESS TO CAREER PATHWAYS AT A REASONABLE COST.
SO I DEFINITELY AGREE WITH EVERYTHING EVERYONE SAID HERE AS WELL AS OFFER MY SUPPORT.
THANK YOU FOR THE WORK YOU'RE DOING.
I HOPE THIS IS THE FIRST BACCALAUREATE DEGREE.
SO YOU ALWAYS BE THE FIRST AND THE PIONEERS, BUT THE FIRST OF MANY.
WE'RE WILLING TO SHARE HOW YOU WANT TO CONTINUE TO LEAD.
YOU'RE ALREADY A LEADER. THANK YOU.
THANK YOU. THANK YOU, EVERYONE.
SO WE GO BACK TO TO THE CONSENT COME CONSENT.
SO SO GO BACK TO THE CONSENT ITEM AND THERE ARE 5.012 5.12 IS ANY MEMBER WANT TO ASK SOME QUESTION
[5. Consent Items]
OR FOR ANY ITEM I MOVE CONSENT CALENDAR.ALL THOSE IN FAVOR OF THE FAVOR.
ALL RIGHT, SO WE CONTINUE OUR INFORMATION ITEM.
ITEM 6.01 REVISE IS CALLED COORDINATING COMMITTEE MINUTES, NOVEMBER SEVEN,
[6.01 REVISED: College Coordinating Committee Minutes: November 7, 2022 and November 28, 2022]
2022 AND NOVEMBER 28, 2022.ALL RIGHT, SO RECEIVING MOTION TO RECEIVE AND FILE SECOND.
IS ANY OBJECTION? SO HERE NOW I AM THINKING THIS IS A GOOD BOY.
[6.02 First Reading: New Proposed Board Policy 7370 - Political Activity]
FIRST READING NEW PROPOSED POLL POLICY.GUTIERREZ. SHE'S GOING TO WALK US TO BOTH POLICIES, IF YOU DON'T MIND.
WE CAN TAKE THOSE AT THE SAME TIME.
SO, AGAIN, AS PART OF THE EFFORT TO CLEAN UP THE PENDING 7000 SERIES POLICIES, WHICH I REMIND YOU ARE PRE AFFIRMATIVE ACTION, WE HAVE ATTEMPTED TO ALIGN SEVERAL OF THESE OLDER POLICIES TO THE LEAGUE MODEL.
THERE ARE SEVERAL ADMINISTRATIVE PROCEDURES THAT HAVE BEEN ALIGNED IN THE LAST SEVERAL YEARS.
[02:20:02]
WE'VE MISSED A FEW BOARD POLICIES THAT ARE THE COMPLEMENTARY BOARD POLICIES.THIS IS ONE OF THE POLICIES 7370 ON POLITICAL ACTIVITY.
IT STILL REMAINS IN THE 7000 SERIES.
AND SO BY MOVING IT UNDER THE LEAGUE MODEL, WE ARE BASICALLY ENSURING THAT THE ADMINISTRATIVE PROCEDURE IS ALIGNED ALSO WITH THE CORRESPONDING AND COMPLEMENTING POLICY. AND THEREFORE I'M ABLE TO REMOVE IT OFF THE OLD SERIES.
[6.03 REVISED: Discussion Item: New Administrative Procedure 7280 - Telecommuting/Remote Work]
I WILL DO 70 TO 80.I WAS JUST PULLING IT UP REAL QUICK.
AS YOU KNOW, IN THE LAST SEVERAL MONTHS, WE HAVE BEEN TASKED WITH IMPLEMENTING AN ADMINISTRATIVE PROCEDURE TO ALSO SUPPORT THE BOARD POLICY ON TELECOMMUTING AND REMOTE WORK.
THE TASK FORCE, WHICH COMPRISED OF OUR CONSTITUENCIES, WORKED DILIGENTLY TO BRING YOU THIS ADMINISTRATIVE PROCEDURE THAT WAS APPROVED BY THE COORDINATING COUNCIL JUST RECENTLY WITH A FEW REVISIONS.
BASICALLY, THIS POLICY WILL ADDRESS I'M SORRY, ADMINISTRATIVE PROCEDURE WILL ACTUALLY ADDRESS THE CRITERIA IN ORDER TO HAVE EMPLOYEES FROM OUR MANAGEMENT CONFIDENTIAL AND CLASSIFIED RANKS.
REQUEST A TELECOMMUTING DAY, WHICH IS THE ADMINISTRATIVE PROCEDURE.
AND IT MAKES THE DISTINCTION BETWEEN WHAT IS TELECOMMUTING VERSUS REMOTE WORK, WHICH WILL ACTUALLY MAKE OUR PROCESS A VERY UNIQUE ACROSS THE STATE AND WILL ACTUALLY LEVERAGE OUR MARKETABILITY ABILITY.
STRATEGY IN ORDER TO RECRUIT FOR DIFFICULT TO FILL POSITIONS, WE CURRENTLY DO NOT HAVE A PROCESS IN PLACE TO BE ABLE TO RECRUIT OUTSIDE THE STATE OF CALIFORNIA.
AND WE HAVE SEVERAL POSITIONS IN OUR IT DEPARTMENT, FOR EXAMPLE, AND IN TELEMEDICINE, SUCH AS IN OUR COLLEGE PSYCHOLOGIST POSITION, WHICH WE ARE COMPETING AGAINST OTHER ORGANIZATIONS THAT ALLOW FOR THIS.
IT PLACES REMOTE WORK UNDER THE PURVIEW OF THE VICE PRESIDENT AND SUPERINTENDENT.
SO WE HAVE PLACE PARAMETERS TO ENSURE THAT WE DO NOT ABUSE THE ADMINISTRATIVE PROCEDURE.
WE ALSO HAVE A FORM THAT WE ARE CURRENTLY FINALIZING THAT WE WILL ENSURE IS PROPERLY VETTED SO THAT ALL WORKING CONDITIONS ARE ADHERED TO BY ANY AND ALL CONSTITUENCY GROUPS THAT AND EMPLOYEES THAT PARTICIPATE IN THESE PROGRAMS. RIGHT. WOULD THIS WOULD BE PRIMARILY TARGETED TOWARDS CERTAIN EMPLOYEES ON STAFF SUCH AS I.T AND PSYCHOLOGISTS? AND IS THAT ALSO GOING TO APPLY JUST AS EQUALLY TO FACULTY AS WELL? WE ARE CURRENTLY WORKING WITH OUR PARTNERS AND FACULTY SERVICE DID REMAIN ON THE TASK FORCE AND CONTRIBUTED TO THE ADMINISTRATIVE PROCEDURE.
THE COLLECTIVE BARGAINING AGREEMENT UNDER THE ASSIGNMENTS DOES HAVE AN ASSIGNMENT DESIGNATION AND THEREFORE THE ASSIGNMENT REQUESTS WHICH ARE ALREADY OUTLINED, ALLOW FOR ON CAMPUS ASSIGNMENTS OR A HYBRID MODEL WHICH BRINGS ABOUT AN ONLINE COMPONENT TO THAT ASSIGNMENT.
SO THEY'RE NOT INCORPORATED IN THE ADMINISTRATIVE PROCEDURE PER SE, BECAUSE OF THE CONTRACT.
HOWEVER, NOW THAT WE HAVE AN ADMINISTRATIVE PROCEDURE, WE CAN NOW ENGAGE IN EFFECTS BARGAINING BECAUSE WE DO MUTUALLY AGREE THAT CERTAIN STIPULATIONS IN TERMS OF OCCUPATIONAL WORKPLACE SAFETY NEED TO BE CODIFIED.
YEAH, ABSOLUTELY. I GUESS MY ONLY CONCERN IS I DON'T WANT TO, YOU KNOW, MOVE TOWARDS AND.
WHAT WERE THE EXAMPLES OF FULLY REMOTE POSITIONS? WE HAVE POSITIONS IN OUR I.T., SOME OF OUR PROGRAMMERS.
WE HAVE SOME OF THE SYSTEM ANALYSTS, PEOPLESOFT, THEM, YOU KNOW, PROGRAMING POSITIONS THAT WE HAVE HAD A VERY DIFFICULT TIME RECRUITING FOR.
WE ALSO HAVE, FOR EXAMPLE, A WEB ADMINISTRATOR THAT WE ARE FLYING.
WE JUST FLEW IT BECAUSE WE KNEW WE NEEDED TO GET THE RECRUITMENT GOING.
[02:25:05]
SO BASICALLY AUTHORIZATION OF FULLY REMOTE WILL NOT BE GIVEN UNLESS ABSOLUTELY NECESSARY TO FILL A HIGH NEED VACANCY.WE WILL RUN THE POSITION AS DESCRIBED.
ACCOMMODATIONS OBVIOUSLY WILL BE OFFERED CURRENTLY, CURRENTLY ON THE FLEX DAY.
BUT THIS IS NOT AVAILABLE TO ANYONE ON CAMPUS CURRENTLY EMPLOYED AND IT WILL NOT BE USED.
JUST SIMPLY TO POST ADDITIONAL JOBS.
HE HAS TO BE A REASON AS TO WHY WE ARE AUTHORIZING IN TERMS OF THOSE REASONABLY REMOTE POSITION.
THE CERRITOS COLLEGE WEBSITE IS DOWN RIGHT NOW IN ORDER TO REALLY KIND OF DRIVE THAT HOME.
CORRECT. SO SO YOU NEED TO COME HERE AND I'LL GIVE YOU A COPY OF THE WEBSITE.
SO IT WILL BE HYBRID WAY AND IF NECESSARY, WILL BE FULLY.
YES, THAT IS THE THAT IS THE EXTREME CASE.
NOT NOT THE STARTING POINT, CORRECT.
SO WE WERE VERY CLEAR IN DISTINGUISHING WHAT IS TELECOMMUTING.
AND SO WE HAVE A VERY CLEAR DEFINITION VERSUS WHAT IS REMOTE WORK.
AND WHILE WE RECOGNIZE THAT ACROSS THE STATE, OUR PARTNERS ARE USING THE TERMS INTERCHANGEABLY, WE DID NOT WE WANTED TO BE CLEAR THAT REMOTE WORK IS DEFINED AS THE POSSIBILITY OF MAYBE COMING TO THE CAMPUS AS REQUESTED, BUT THAT THE ALTERNATIVE WORKPLACE LOCATION WOULD MORE LIKELY THAN NOT BE AWAY FROM THE CERRITOS CAMPUS. OKAY.
SO WE ARE GOING TO APPROVE BOTH 6.02 AND 6.03.
RIGHT. OKAY. THANK YOU. THANK YOU.
SO 6.04 ALREADY BEEN PRESENTED.
WE ARE GOING TO MOVE ON TO ADMINISTRATIVE ITEMS.
[7.01 Second Reading and Adoption: New Proposed Board Policy 7120 - Recruitment and Hiring]
SEVEN POINTS. YOU ARE ONE OK.YOU NEED TO COME BACK FOR ANOTHER POLICY.
SORRY, YOU NEED TO GET MY STEPS IN OK.
SO ITEM 7.01 IS NOW THE ADOPTION OF THE RECRUITMENT AND HIRING BOARD POLICY, WHICH AGAIN GOES BACK TO THE THE 7000 PENDING SERIES.
WE HAD SEVERAL OUTDATED RECRUITMENT POLICIES AND AGAIN, I WANT TO HIT HOME THAT AS OF RIGHT NOW WE STILL HAVE AFFIRMATIVE ACTION IN THESE PROCEDURES AND PENDING POLICIES.
MM HMM. ARE YOU GOING TO DO 73?
[7.02 Second Reading and Adoption: New Proposed Board Policy 7340 - Leaves]
42? YES, MA'AM.THANK YOU. AND 7340 IS ALSO UPDATING OUR LEAVES, WHICH ARE ALSO CODIFIED BY STATUTE, AND ALSO ELIMINATING SEVERAL OUTDATED POLICIES UNDER THAT 7000 PENDING SERIES, WHICH ALSO HAVE SOME UNLAWFUL AND DISCRIMINATORY LANGUAGE IN THE CURRENT CHAPTER.
ALL RIGHT, ANYONE, FIRST QUESTION.
I CAN'T. SO MY MOTION WOULD BE TO APPROVE BOTH ITEMS 7.1 AND 7.02.
ALL RIGHT. SO 7.03 CONSIDERATION OF ADOPTING OF RESOLUTION NUMBER 2212
[7.03 Consideration of Adoption of Resolution No. 22-1207D Preserving Life Long Learning, Self Development, and Kinesiology Education Opportunities for California Community College Students - Requested by Trustee Marisa Perez]
07D PRESERVING LIFELONG LEARNING, SELF DEVELOPMENT AND KINESIOLOGY EDUCATION OPPORTUNITY FOR CALIFORNIA COMMUNITY COLLEGE STUDENTS.A REQUEST BY TRUSTEE MARISA PEREZ.
FIERRO, YOU NEED TO REMIND ME.
BUT I L KNOW THAT THIS IS SOMETHING THAT WAS AN ISSUE THAT WE TALKED ABOUT.
SO WE WANTED TO MAKE SURE TO ADDRESS THIS.
YEAH. SO THIS RESOLUTION IS A RESOLUTION, ESSENTIALLY THE SAME RESOLUTION THAT WAS ADOPTED BY THE SIU SEO BOARD AND THE TRIPLE CITY BOARD, THE STATE LEVEL SUPPORTING THE STATE ACADEMIC SENATE TO CONTINUE TO NEGOTIATE AND THE IX COMMITTEE WITH THE CSU'S AND USES IN ORDER TO MAINTAIN THE INTEGRITY OF OUR ACADEMIC PROGRAMS.
[02:30:03]
IN THIS PARTICULAR CASE, TRYING TO OPPOSE THE LIFELONG LEARNING REMOVAL FROM THE CURRICULUM WHICH IT WILL HAVE AN IMPACT ON MANY ATHLETIC PROGRAMS ACROSS THE STATE.ESSENTIALLY, ELIMINATING LIFELONG LEARNING WILL TRANSLATE IN A DECREASE ON THE NUMBER OF PE CLASSES THAT WE OFFER, THEREFORE, OBVIOUSLY A LOSS ON ON FTE AND OBVIOUSLY CLASSES FOR FACULTY TO TEACH. SO WE WANT TO VOICE OUR SUPPORT AS A LOCAL BOARD AND ADD OUR BOYS TO THE STATE OFFICIALS THAT ARE TRYING TO GET BEHIND THE STATE SENATE.
AND I GUESS TO TO TO TRY TO PREVENT THIS FROM HAPPENING.
THE CONSEQUENCES FOR MOST DISTRICTS ARE PRETTY LARGE.
FOR US, IT'S PARTICULARLY P OR OTHER PROGRAMS ARE SEPARATE AND HAVE THEIR OWN TRACK.
BUT FOR OTHER DISTRICTS AT THE STATE, THIS COULD COMPLETELY DEVASTATE THEIR ATHLETIC PROGRAMS. COULD YOU AGAIN, COULD YOU REMIND EVERYBODY AGAIN WHAT THIS MEANS TO OUR STUDENTS, THOUGH, BECAUSE WE WERE TALKING A LITTLE BIT LIKE, WHAT IS THAT? WHAT DOES IT ACTUALLY MEAN? YEAH. SO I GUESS BEFORE WE GET THERE, JUST TO GIVE YOU A LITTLE BIT OF CONTEXT, THIS IS THE OUTCOME AND SOME UNINTENDED CONSEQUENCES OF AB 928, WHICH ESSENTIALLY IS REQUIRING COLLEGES TO ALIGN WITH THE CSA USE AND USES, BUT WE DON'T NECESSARILY HAVE A BIG SAY ON HOW THE ALIGNMENT HAPPENED.
THE BIGGER VOICE IS THE UC AND THEN THE CSU AND THEN US.
THERE WAS A CONCESSION MADE EARLY ON ON PATIENT COMMUNICATION AND THEY FEEL THEY BY MAKING IT, BY MAKING THAT CONCESSION, THEY ALREADY MADE A CONCESSION AND THEY IS GRANTED THE REMOVAL OF LIFELONG LEARNING IN ORDER TO MINIMIZE THE NUMBER OF UNITS THAT IS STUDENTS NEED.
THE IMPACT OF THESE FOR OUR STUDENTS IS OBVIOUSLY THEY, BY NOT MAKING IT A REQUIREMENT OR A PART OF WHAT THE STUDENTS NEED TO DO TO TAKE PHYSICAL EDUCATION, THE ACCESS TO ATHLETIC PROGRAMS OR TO P.E.
THE EXPOSURE TO THOSE PROGRAMS IS NOT GOING TO BE AT THE SAME LEVEL THAT IT WAS, PARTICULARLY ON UNDERREPRESENTED COMMUNITIES THAT ARE THE COMMUNITIES, FOR THE MOST PART, DO NOT HAVE ACCESS TO ORGANIZE ATHLETIC PROGRAMS. THESE, AS WE KNOW, HAVE CONSEQUENCES ON THE CHOICES THAT WE MAKE FROM HOW WE EAT AND HOW WE DEVELOP OR LONG TERM HABITS, WHICH IN TURN LEADS TO HEALTH ISSUES AND AND OTHER CONSEQUENCES ASSOCIATED WITH THAT.
YES, THERE IS A BENEFIT THAT WE DECREASE THE NUMBER OF UNITS.
BUT IN THE FLIP SIDE, THAT IS AN ISSUE OBVIOUSLY ON HABITS FOR STUDENT ATHLETES.
OBVIOUSLY, THIS COULD POTENTIALLY IMPACT RECRUITING A LOT OF OUR PE CLASSES AND THAT ARE ASSOCIATED TOWARD STUDENT ATHLETES, WHICH IN MOST COLLEGES, INCLUDING OURS, HAS AN IMPACT ON HOW WE ACCESS THE STUDENTS THEY OTHERWISE WOULDN'T STAY OR COME TO COLLEGE IF IT WASN'T FOR ATHLETICS. AND LAST BUT NOT LEAST, THIS COULD HAVE A SIGNIFICANT IMPACT ON HOW ATHLETIC PROGRAMS IN COMMUNITY COLLEGES ARE FUNDED, MEANING IN THE IN MOST COLLEGES IN CALIFORNIA, ATHLETIC PROGRAMS ARE FUNDED THROUGH FACULTY LINES OR COACHES AND THOSE WHO TEACH PE CLASSES AND SO ON THEIR THEIR FACULTY LINES, AND IS BASICALLY THE ONLY WAY THE COMMUNITY COLLEGES HAVE HOW TO PHONE ATHLETICS.
IF THIS WAS A WAY APPORTIONMENT FOR THAT WILL DECREASE, THEREFORE IMPACTING HOW WE HIRE COACHES AND ATHLETIC STAFF, PARTICULARLY BECAUSE THEN IF WE WERE GOING TO HIRE THEM IN A DIFFERENT WAY, THEY WILL BE ON THE OPPOSITE SIDE OF THE 50%, WHICH OBVIOUSLY HAS OTHER CONSEQUENCES.
SO EITHER WE NEED TO FIND A WAY TO NEGOTIATE THESE, TO ADD IT INTO THE REQUIREMENTS OR PROBABLY MAKE CHANGES ON THE OPPOSITE SIDE OF THAT SO WE CAN CONTINUE TO FUND OUR ATHLETIC PROGRAMS AT THAT LEVEL.
[02:35:01]
BUT BUT IT WILL HAVE CONSEQUENCES ACROSS THE STATE AND FOR OUR DISTRICT IN THE NEXT YEAR DOES NOT MEAN LIKE CURRENTLY RIGHT NOW THE STUDENT THEY CANNOT TAKE LIKE IN A GYM CLASS, THEY CANNOT TAKE MORE THAN TWO OR THREE TIMES.SO AFTER THIS THEY CAN THEY WOULDN'T BE ABLE YEAH, SO IT WOULDN'T BE A REQUIREMENT.
THEREFORE, THEY ARE UNLIKELY TO TAKE IT.
AND LET'S SAY WE HAVE 50 SECTIONS ON PE, DIFFERENT VARIATIONS SO THAT WE COULD GO DOWN, LET'S SAY TO 20 AND THAT IMPACT EMPLOYMENT OVERLOADS EVERYTHING.
WHAT ARE THE SELF DEVELOPMENT PLANS.
SO AREA IS NOT JUST RIGHT IT JUST AGAIN I JUST VERY TRANSPARENT AREA E UNDER THE CSU G IS SELF DEVELOPMENT WHICH INCLUDES CHILD DEVELOPMENT COUNSELING 200 WHICH IS OUR SUCCESS CAREER COLLEGE CAREER COURSE RIGHT HEALTH EDUCATION IN.
THE INSULTS ARE HOW INCLUDING A WOMAN'S HEALTH, FORCED NUTRITION COURSES, KINESIOLOGY COURSES, A HANDFUL OF PSYCHOLOGY COURSES, READING COURSES, SOCIOLOGY COURSES AND WOMAN AND GENDER STUDIES COURSES.
SO ALL OF THAT ARE IN AREA E, SO I JUST AGAIN, I UNDERSTAND THE EMPHASIS IS ON OUR HEALTH EDUCATION, WHICH IS MOSTLY TAUGHT BY OUR THEOLOGY FACULTY. BUT ALL OF THOSE DISCIPLINES WILL BE AFFECTED.
SO STUDENTS CAN RETAKE THOSE COURSES IN THE DAY.
THEY COULD TAKE IT, BUT THERE ARE LESS LIKELY TO TAKE A BIT BECAUSE THEY'RE NO LONGER REQUIRED.
SO AB 1725 IS SOMETHING THAT WAS ALREADY SIGNED AS WELL, OR IS THAT SOMETHING.
NO, IN THE RESOLUTION ITSELF, THERE'S ALSO AN AB 1725.
OH 1725 YES, ALLOWS US TO DIRECT AROUND CURRICULUM.
SO ESSENTIALLY IT'S JUST CITING THAT AND THAT'S PASSED.
THAT'S CURRENT LAW. YEAH. THAT'S CORRECT.
OKAY. YEAH. BECAUSE I DON'T THINK THE ACTUAL THE ACTUAL IMPACT IS AB 928 AND THAT IS A DISADVANTAGE FOR COMMUNITY COLLEGES TO NEGOTIATE HERE GIVEN THE FACT I MEAN, YOU C DON'T HAVE TO NEGOTIATE WITH ANYONE.
RIGHT. THEN THE CSU DOES HAVE THE NEXT LEVEL OF INFLUENCE AND THEN THAT WILL BE US.
THE PROBLEM WITH LIFELONG LEARNING IS TWOFOLD.
THE IF THE CSU IS REMOVE IT AT THEIR PREROGATIVE, WE STILL HAVE TO REMOVE IT BECAUSE IT WOULDN'T CONNECT ANY LONGER.
AND THE GOAL OF THIS BILL IS TO CONNECT THE THREE PROGRAMS FOR THE STUDENTS TO BE ABLE TO TRANSFER IN IN A SUCCESSFUL AND TIMELY MANNER.
AND I WANT TO CLARIFY THAT MISCONCEPTION.
THAT IS THAT THE STATE SENATE DECIDED TO REMOVE LIFELONG LEARNING.
IN NOVEMBER, OCTOBER, NOVEMBER.
WE URGE ALL THE DIFFERENT PARTIES TO DO EVERYTHING THAT THEY COULD TO PRESERVE IT.
AND SO UNDER THAT DIRECTION, I DID GO AND I VOTED TO SUPPORT THAT AMENDMENT.
BUT OF COURSE, STATEWIDE PLENARY VOTED IT DOWN.
AND SO WE'VE HAD THIS COME BEFORE THE SENATE AT LEAST TWO MORE TIMES SINCE THEN, BECAUSE OBVIOUSLY THERE ARE FACULTY THAT ARE COMPLETELY CONCERNED, INCLUDING DR. WANG HERE.
SO WE'VE HEARD ALL OF THIS, AND I COULDN'T STATE IT ANY BETTER THAN DR.
PIERRO, ALL THE CONCERNS THAT WE'RE FACING.
AND SO I REALLY APPRECIATED SEEING THIS.
[02:40:02]
AND SO. YOU HAVE OUR TOTAL SUPPORT.AND I KNOW THAT WE'RE TRYING TO DO EVERYTHING THAT WE CAN SO THAT THIS INTERSTATE MENTAL PROCESS.
HAS AT LEAST SOME RESOLUTION THAT WILL IN SOME WAY PRESERVE.
AND THE GROUPS AND PARTICULARLY THE STATE ACADEMIC SENATE AT THE COMMUNITY COLLEGE ARE IN A VERY AWKWARD POSITION THERE BECAUSE THEY'RE AGAINST A TIMELINE.
THEY REQUIRE THAT GROUP TO COME TO AN AGREEMENT AND MAKE A RECOMMENDATION EARLY NEXT YEAR.
I CAN'T REMEMBER THE EXACT DATE, IF YOU'LL REMEMBER THAT THEN, ISELIN.
BUT IF THEY DON'T DO THAT, THAT DEFAULTS TO THE CHANCELLOR'S OFFICE, TO THE PRESIDENT OF THE U.S.
AND SO ON. AND OBVIOUSLY, THEY DON'T WANT TO DO THAT BECAUSE UNDER THE TEN PLUS ONE, THE CURRICULUM IS UNDER THE PURVIEW OF OF THE FACULTY.
SO WE WANT TO ENLIST OR SUPPORT AND ANYTHING THAT WE CAN DO TO COLLABORATE, TO PROVIDE SOME SORT OF BITE, IF ANY, TO TRY TO HELP THEM PUSH IN THE BEST DIRECTION.
WE DON'T KNOW HOW EFFECTIVE THIS IS GOING TO BE.
AND TO WHAT I SEE FROM WHAT I CAN SEE ON THE STATE LEVEL AND I'M SURE YOU HAVE TO HEAR THE SAME OR IS THERE IS VERY LITTLE INTENTION TO MAKE ANY AMENDMENTS OR CORRECTIONS TO THIS BILL GOING FORWARD.
SO OUR BEST OPTION IS TO CONTINUE TO PUSH FROM THE OUTSIDE.
I THINK EVERYTHING TO DENNIS IS REALLY TRYING TO TELL YOUR COLLEAGUES TO ENCOURAGE THEIR TRUSTEES TO GET INVOLVED TO WHEN WE BROUGHT THIS TO OUR TRUSTEE AND OUR CEO BOARD A FEW WEEKS AGO, IT WAS REALLY NEW, LIKE BRAND NEW NEWS TO A LOT OF TRUSTEES.
THEY HAD NO IDEA THAT THIS WAS THIS WAS HAPPENING.
I THINK I GOT SUCH GREAT FEEDBACK FROM THAT MEETING.
LIKE THE TRUSTEES WERE SO APPRECIATIVE THAT WE WERE ACTUALLY HAVING THIS IN-DEPTH DISCUSSION BECAUSE WE WOULD NOT HAVE KNOWN ABOUT IT NORMALLY IF IT WASN'T FOR A GINNIE MAE. AND, YOU KNOW, THE FACULTY SENATE REALLY KIND OF BRINGING IT UP OVER AND OVER AGAIN.
SO AGAIN, I THINK THAT THAT WOULD BE MY FEEDBACK IS JUST TO SPREAD THE WORD TO YOUR YOUR FELLOW LEADERS, BECAUSE THE MORE PEOPLE WE HAVE WHO ARE UNDERSTANDING OF THIS ISSUE, MAYBE WE CAN GET THAT CHANGE BEFORE THE DECISION IS TAKEN AWAY.
THANK YOU. IF EVERY CONSTITUENT GROUP WAS AGAINST IT, THEN WHO EXACTLY SUPPORTS IT? THIS IS THE CAMPAIGN FOR COLLEGE.
A CAMPAIGN OF COLLEGE OPPORTUNITY AND THE GOVERNORS STUFF.
I MEAN, CHANCELLOR WAS AGAINST IT AS WELL.
IT'S BASICALLY TO TO STREAMLINE, TRANSFER, REDUCE.
THAT, AGAIN, IN THEORY WORKS, BUT IN THEORY, NOT MUCH.
AND UNFORTUNATELY, THIS IS THE SECOND ATTEMPT.
NOT ATTEMPT, BUT SUCCESSFUL ATTEMPT TO INFLUENCE CURRICULUM.
THE COMMUNITY COLLEGE 1705 WHICH STARTED OUT OKAY, BUT IT WAS A LOT OF PUSH BACK AND AT LEAST THERE WAS AN OPENNESS TO TO DO SOME WORK THERE.
BUT THERE ARE MULTIPLE ATTEMPTS TO ESSENTIALLY INFLUENCE THE WAY THE CURRICULUM IS BEING DONE.
BREMER GOT LUCKY ENOUGH TO REPRESENT US IN THAT TASK FOR THE STATE LEVEL.
SO THANK YOU. AND I THINK YOU'RE SERVING THERE WITH PRESIDENT FLORES FROM RIO, RIGHT? SO I WAS ABLE TO, UM, UH, APPOINT PRESIDENT FLORES THERE TOO.
BUT THAT IS, WELL, IT SEEMS THAT IS AN ISSUE FOR COMMUNITY COLLEGE ONLY.
AND THE, THESE GROUPS ARE BECOMING QUITE SUCCESSFUL IN THAT.
AND WELL, SOME OF THE, SOME OF THEIR INTENTIONS ARE GOOD.
THEY THEY ARE CREATING A SIGNIFICANT NUMBER OF ISSUES AS WE TRY TO OPERATE ON VERY TIGHT DEADLINES.
WE HAVE TWO MOTION. WE HAVE MOTION RESOLUTION.
[02:45:05]
RIGHT. SO WE'RE GOING TO MOVE ON TO THE REPORT AND COMMENT FROM DISTRICT OFFICIALS, I THINK, WITH OUR TRADITIONAL[8.01 Reports and Comments from District Officials]
STAFF AND OUR STUDENT TRUSTEE.FIRST OFF, I'D LIKE TO SAY CONGRATULATIONS TO TRUSTEE LEWIS.
TRUSTEE LU TRUSTEE BIRKEY FOR SECURING THE REELECTIONS.
THANK YOU ALL FOR YOUR WORK AND SERVING AND YOUR CONTINUED SERVICE TO THE COLLEGE AND THE STUDENTS.
I SEND YOU ALL GOOD VIBES FOR THE NEXT FOUR YEARS.
I'D ALSO LIKE TO COMMENT ON TRUSTEE PEREZ'S SUGGESTION EARLIER REGARDING STUDENT SUCCESS AND MINIMIZING THE AMOUNT OF UNITS AND TIME STUDENTS TAKE CARE AT THE COLLEGE TO ACHIEVE THEIR EDUCATIONAL GOALS.
AND I LOOK FORWARD TO WORKING AND SUPPORTING THIS IN MY CAPACITY.
AND FURTHERMORE, JUST LAST WEEK, THE ARCC APPROVED THE RESOLUTION SUPPORTING STUDENT ACCESS TO GENDER NEUTRAL RESTROOMS, AS WELL AS REQUESTING THAT THE COLLEGE INCLUDE GENDER NEUTRAL RESTROOMS INTO FUTURE CONSTRUCTION PLANS.
I SEE WE GOT A BUNCH OF CONSTRUCTION GOING ON HERE ON CAMPUS.
SO I THINK THAT CREATING AND PROVIDING GENDER NEUTRAL RESTROOMS TO STUDENTS I BELIEVE WOULD BENEFIT EVERYONE, BUT MORE IMPORTANTLY, IT WOULD BENEFIT AND CATER TO THE STUDENTS OF THE LGBTQ+ COMMUNITY AS WELL AS OUR SAS STUDENTS.
AND I BELIEVE THAT THIS TIES IN PERFECTLY WITH THE COLLEGE'S D-II WORK.
AND I WOULD LIKE TO BRING THIS.
I THE REASON I'M BRINGING THIS UP IS TO CONTINUE TO ELEVATE ARC'S ADVOCACY POWER FOR THE STUDENTS, NOT ONLY WHEN IT COMES TO THE CLASSROOM, BUT, YOU KNOW, THE SAFETY AND THE CONCERN OF THE STUDENTS OUTSIDE OF THAT AS WELL HERE ON CAMPUS.
SO I'D LIKE TO WISH MY FELLOW STUDENTS GOOD LUCK ON FINALS NEXT WEEK AS FINALS WEEK.
AND HAPPY HOLIDAYS TO EVERYONE.
I JUST WANTED TO REPORT THAT I WAS AT THE SWEARING IN WITH DR.
FEHR FOR OUR NEW ASSEMBLY MEMBER DISTRICT 64.
SO DEFINITELY YOU'VE GOT SOMEONE THAT WILL DEFINITELY SUPPORT EDUCATION.
SO IF WE NEED TO REACH OUT TO HER SO THAT SHE CAN ADVOCATE, THERE'S A WHOLE BUNCH OF NEW LEGISLATORS THAT JUST GOT SWORN IN. SO YOU'VE GOT QUITE A FEW THAT ARE NEW INTO AS ASSEMBLY MEMBERS AND ALSO AS SENATORS.
AND CONGRATULATIONS TO OUR NEW ARE NOT OUR NEW TRUSTEES, OUR CONTINUING TRUSTEES.
I'M SO HAPPY THAT YOU ALL WERE REELECTED.
THAT'S PART OF DEMOCRACY AND OUR REPUBLIC THEY WERE A PART OF.
SO THAT'S EVERYBODY HAS THE RIGHT TO RUN.
SO, AGAIN, THANK YOU TO MY COLLEAGUES FOR EVERYBODY, EVERYBODY SUPPORT IN MY REELECTION AND THE FAITH AND CONFIDENCE OF THE VOTERS TO SEND ME BACK YET AGAIN FOR ANOTHER FOUR YEARS OF ADVOCACY FOR OUR NEWLY CONSTITUTED AND GERRYMANDERED AREAS THAT WE HAVE NOW OF AT LEAST MY AREA, NORWALK, LA MIRADA, WHICH IS BASICALLY ONE HALF OF THE NORWALK LA MIRADA UNIFIED SCHOOL DISTRICT.
SO VERY NICE, VERY STREAMLINED AND EASY TO TELL PEOPLE WHAT THE DISTRICT IS RATHER THAN LIKE.
YEAH, YOU KNOW, THIS LITTLE FAJITA STRIP THAT GOES DOWN HERE AND THIS NEIGHBORHOOD, RIGHT? YOU KNOW, WE'RE DONE WITH THAT NOW, SO THAT'S GREAT.
SO A LOT MORE TIME IS FOCUSED ON THAT FOR CERTAINLY THE FORESEEABLE FUTURE.
BUT I WILL BE OUT TO AS MANY EVENTS AS I REASONABLY CAN GET TO, AND I LOOK FORWARD TO THE NEXT FOUR YEARS OF WORKING WITH EVERY ONE OF YOU TO MOVE OUR COLLEGE FORWARD. SO THANK YOU.
I'M HONORED TO HAVE THE OPPORTUNITY TO PASS THE TORCH TO YOU A LONG TIME COMING.
AND LIKEWISE, I'LL CONGRATULATE NOT ONLY MY MY FELLOW TRUSTEE FOR BEING
[02:50:09]
REELECTED, BUT THE ONE WHO ACTUALLY HAD TO RUN THE CAMPAIGN.AND THEN FINALLY, JUST I WANTED TO SAY GOOD LUCK ON FINALS THIS THIS COMING WEEK.
SO HOPEFULLY WE'LL HAVE SOME REASONS TO CELEBRATE.
HAPPY NEW YEAR. THE DOCTORS ALSO.
IT. I HAD THE PLEASURE TO ATTEND THE ANNUAL GALA FOR HOPE, WHICH IS S.P.A.
ORGANIZER FOR POLITICAL EQUALITY, NONPROFIT, NONPARTISAN, NONPROFIT ORGANIZATION.
OR THEIR GOAL IS TO ENSURE POLITICAL AND ECONOMIC PARITY FOR LATINAS.
SO IT WAS A GREAT EVENT, A FUNDRAISING EVENT.
I WANT TO THANK TILDEN COYLE FOR THEIR SUPPORT, THEIR CONTINUED SUPPORT, BECAUSE THEY'VE BEEN A SPONSOR FOR MULTIPLE YEARS, AND MORE IMPORTANTLY, HAVING THEIR STAFF COMING TO SUPPORT AT THE EVENT.
SO I WANT TO THANK THEM FOR THAT.
ALSO, I ATTENDED THE DOWNEY CHRISTMAS PARADE WITH TRUSTEE PACHECO DR.
FIERRO, AND I WANT TO THANK THE TRUSTEE PACHECO FOR THE HOSPITALITY.
WE ALL GOT OUR OWN CAR, SO WE WERE JUST VIPS.
SO I WANT TO THANK, YOU KNOW, TRUSTEE PACHECO AND BLANCA PACHECO, NOW ASSEMBLY MEMBER FOR FOR THAT.
AND I HAD MY CHILDREN PARTICIPATE WITH ME.
SO THAT WAS THEIR FIRST EXPERIENCE.
AND I HAD ONE THAT WAS VERY HAPPY AND ANOTHER ONE THAT WAS NOT HAPPY AND FELT VERY AWKWARD.
SO, YOU KNOW, HAD THE BEST OF BOTH WORLDS, BUT BUT THEY ENJOYED IT.
THEY REALLY ENJOYED THE EXPERIENCE.
SO HAPPY. THEY WERE VERY WELCOMING.
EVERYONE AT DOWNEY, THE CITY COUNCIL AND EVERYONE THE CHAMBER, THEY WERE VERY WELCOMING.
SO I WANT TO THANK THEM FOR THAT.
AND THEN ALSO WANT TO THANK CODY FOR FOR HIS LEADERSHIP THESE PAST TWO YEARS.
IT WAS A VERY TOUGH TIME AND THINGS ARE GETTING BETTER.
BUT, YOU KNOW, YOU REALLY HANDLED IT WELL.
IT WAS VERY CHALLENGING, THE UNKNOWN AND BEING FLEXIBLE.
AND I WANT TO THANK YOU FOR ALL THE WORK YOU PUT IN.
SO I'M GLAD THAT YOU WERE, YOU KNOW, AT THE REINS FOR THOSE TWO YEARS.
AND THEN WELCOME THE TRUSTEES THAT ARE BACK.
THANK YOU. AND THEN ZURICH FOR RUNNING A CAMPAIGN.
AND YOU KNOW, IT'S HARD. SO YOU GUYS WERE LUCKY.
BUT BUT CONGRATULATIONS TO ALL THREE OF YOU AND GLAD YOU'RE BACK.
THANK YOU. THANK YOU, TRUSTEE PEREZ.
FIRST OF ALL, I WANT TO SEE IN RESPONSE TO TRUSTEE LEDESMA, IF WE CAN CONSIDER A RESOLUTION OF SUPPORT ON THE GENDER NEUTRAL BATHROOMS AT THE NEXT BOARD MEETING. SO, MS..
WITTIG, IF YOU ADD THAT TO THE LIST, I WANT TO PASS THIS OUT BECAUSE I'M GOING TO DO MY DUE DILIGENCE TO SUPPORT AMEND DURING THE ANNUAL TRUSTEE CONFERENCE I ATTENDED THERE.
AND WE DON'T HAVE A CHARTER HERE.
AND I TALK TO DR. FARAH A LITTLE BIT ABOUT THIS.
AND WE HAVE TALKED ABOUT IT OVER AND OVER AND OVER AGAIN.
WHEN WE SEE THE WONDERFUL DATA THAT DR.
PHIL BRINGS TO US, THE ONE GROUP THAT'S CONSISTENTLY AT THE BOTTOM ARE BLACK MALES.
AND IT JUST SEEMS LIKE A VERY POWERFUL, POSITIVE EXPERIENCE.
AND SINCE IT'S HERE LOCALLY, I WANTED TO BRING THAT BACK.
DR. FIERRO, FOR YOUR CONSIDERATION AND AGAIN, IF ANY OF US CAN GO, EVEN IF IT'S JUST A PART OF THE DAY, I THINK IT IS WELL WORTH IT TO SEE WHAT THEY'RE DOING AND TO SEE HOW WE CAN PARTNER AND SUPPORT THIS EFFORT.
SO I WANTED TO I HAD IT FOLDED IN MY PURSE FOR THE LAST MONTH BECAUSE I DIDN'T WANT TO FORGET IT.
SO I THOUGHT THIS WAS PART OF THE DESIGN.
I WAS LIKE, OH, SORRY THAT IT'S FOLDED THAT WAY.
I ALSO WANT TO JUST TO LET YOU KNOW THAT WE ARE ALREADY STARTING TO DO SOME WORK ON AB 1919, WHICH IS THE STUDENT TRANSIT PASS PROGRAM THAT WAS VETOED BY THE GOVERNOR LAST SESSION.
[02:55:03]
THE REASON WHY HE VETOED IT IS BECAUSE THERE WAS NO MONEY IN THE BUDGET, OF COURSE.SO AGAIN, HE VETOED PRETTY MUCH EVERYTHING THAT WAS PASSED BY THE LEGISLATURE DID NOT HAVE MONEY.
SO WE'RE STARTING FROM SCRATCH AGAIN.
SO RIGHT NOW WE HAVE BEEN WE'RE WORKING.
I'VE REALLY TRIED TO ELEVATE THIS TO THE LEAGUE AND TO THE TRUSTEE BOARD, BECAUSE ACTUALLY ACROSS THE ENTIRE STATE OF CALIFORNIA, AD FREE TRANSIT PASSES ARE REALLY PICKING UP EVERYWHERE, RURAL AREAS, URBAN AREAS.
AND AGAIN, GOING BACK TO THIS GENERATION, THIS GENERATION BELIEVES IN TRANSIT.
BUT ONE OF THE THINGS THAT THE COALITION HAS ASKED FOR US SPECIFICALLY IS TO SET UP A MEETING WITH SPEAKER RENDON AND A GROUP OF STUDENT ADVOCATES FROM HIS DISTRICT TO TALK ABOUT WHAT IT'S LIKE TO GET TO SCHOOL EVERY DAY.
RIGHT. AND SPEAKER RENDON RIGHT NOW WAS ONE OF THOSE UNTIL HE GETS NO LONGER SPEAKER.
BUT WE WANT TO SEE ABOUT PUTTING THAT MEETING TOGETHER.
THE OTHER THING THAT THEY'RE DOING IS THEY'RE DOING STUDENT VIDEOS WHERE THEY'RE TALKING AGAIN, HAVING STUDENT LEADERS TALK ABOUT THEIR EXPERIENCE WITH STUDENT TRANSIT PASSES AND AGAIN TRYING TO BUILD THIS MOMENTUM WHEN WE GO BACK IN SESSION.
I CREATED A TRUSTEE WORKING GROUP THROUGH THE LEAGUE, AND WE ARE ALREADY STARTING TO MEET AS WELL TO WE HAVE OUR FIRST MEETING IN TWO WEEKS TRYING TO BUILD A SUPPORT OF TRUSTEES FROM ACROSS THE STATE, BECAUSE, AGAIN, I THINK THIS IS A REALLY IMPORTANT BARRIER TO ADDRESS, BUT IT'S REALLY, REALLY COSTLY AND IT'S A REALLY BIG ASK CONSIDERING WE'RE GOING INTO A VERY STRANGE BUDGET SESSION.
SO I WANT TO JUST TO LET EVERYBODY KNOW THAT'S WHAT'S GOING ON.
I WANTED TO THANK EVERYBODY WHO ATTENDED THE ANNUAL CONVENTION AND EVERYBODY WHO DID PRESENTATIONS.
DR. FIERRO, THERE WERE SO MANY PEOPLE WHO DID PRESENTATIONS AND WELL REPRESENTED THE COLLEGE.
SO I WANTED TO THANK EVERYBODY.
I ALSO WANTED TO INVITE ALL MY COLLEAGUES.
JAN IS JUST AROUND THE CORNER, EFFECTIVE TRUSTEE, THE CHAIR WORKSHOP FOR DR.
LOU AND THE LEGISLATIVE CONFERENCE THIS YEAR.
HOPEFULLY THIS YEAR WILL ACTUALLY BE ABLE TO MEET WITH OUR LEGISLATORS IN PERSON.
WE REMEMBER WE HAD THAT WEIRD ZOOM THING.
READ ABOUT ALL OF THE THE NEW LEGISLATURES.
AND I THINK BUILDING COMMUNITY COLLEGE CHAMPIONS, WE REALLY HAVE THE OPPORTUNITY RIGHT NOW.
AND EVERY TIME I CAN I MENTIONED I MENTIONED MY COLLEAGUES DAUGHTER, YOU KNOW, ASSEMBLYWOMAN PACHECO, WHO IS NOW I LOVE IT BECAUSE NOW SHE'S GOING TO BE THE CERRITOS COLLEGE GRADUATE WE HIGHLIGHT, RIGHT? SO LIKE SPEAKER ENDED MOVE OVER.
ASSEMBLYWOMAN LEVY WOMAN BLANCA PACHECO RIGHT.
SO AGAIN, SO ANYTHING WE CAN TO DO THAT, WE SHOULD, YOU KNOW, WE SHOULD DO.
SO I SAY THAT WOULD LOVE TO INVITE EVERY SINGLE STUDENT WHO HAS AN INTEREST IN A ZERO OR FIRST PERIOD. DUAL ENROLLMENT SOCIOLOGY CLASS ON THE MAY FOUR HIGH SCHOOL CAMPUS.
SO I WAS SO HAPPY BECAUSE WE TALK A LOT ABOUT THE CHALLENGES WITH DUAL ENROLLMENT AND HOW WE REALLY HAVE TO BRING THE CLASSES TO OUR STUDENTS. AND I WAS SO HAPPY TO SEE THAT AND I WAS HAPPY THAT IT WAS ZERO PERIOD BECAUSE IT DOESN'T IMPACT ATHLETES, RIGHT? BECAUSE ATHLETES CAN'T DO AFTER SCHOOL AND THEN IT EVEN OFFERS A FIRST PERIOD.
SO I HAVE TO AGAIN, ACKNOWLEDGE COLLEEN AND RAQUEL AND EVERYBODY IN EDUCATIONAL PARTNERSHIP.
I MEAN, SHE HAS A WHOLE TEAM, BUT IT IS REALLY DIFFICULT.
THESE PARTNERSHIPS DO NOT COME OVERNIGHT.
AND AGAIN, IT IS A CHALLENGE AND I JUST SO PROUD THAT WE ARE MAKING PROGRESS.
[03:00:01]
IT'S SO MANY OF OUR CAMPUSES.AND AGAIN, LIKE PEOPLE LIKE TO TALK ABOUT AROMA, IT'S JUST FOR COLLEGE KIDS.
AND I'M LIKE, NO, I'M GETTING THIS EMAIL FOR THE ENTIRE MAY CAMPUS, RIGHT? SO EVERYBODY HAS THIS OPPORTUNITY.
THE NEXT CERRITOS COMPLETE NIGHT, JANUARY 25TH FROM 6 TO 7:00 PM ON ZOOM, SO MAYBE DR.
FERALS TEAM CAN SEND US THE FLIER.
I GUESS SO. FIRST, WANT TO SAY CONGRATULATIONS TO THE REELECTED TRUSTEES, LOUIS BIRKEY AND LEW.
DR. LEW. ALSO, CONGRATULATIONS, DR.
LEW. AS PRESIDENT OF THE BOARD.
DR. SALAZAR. AS VICE PRESIDENT.
PRESIDENT AND PACHECO AS CLERK.
I LOOK FORWARD TO WORKING WITH YOU.
THE NEXT DAY I WAS OFF TO ATTEND THE LC ANNUAL CONVENTION WHERE I WAS ABLE TO LEARN MORE ABOUT THE ROLE AND THE WORK THAT'S BEING DONE AT THE COMMUNITY COLLEGE LEVEL.
I HAD A WONDERFUL TIME, AMAZING TIME, AND I AM SO MUCH LOOKING FORWARD TO GOING TO THE TRUSTEE TRAINING IN JANUARY. SO I'M AGAIN, I'M LOOKING FORWARD TO THAT.
A COUPLE OF PUBLIC ANNOUNCEMENTS TOMORROW.
IF YOU CAN COME AND ENJOY SOME WONDERFUL FOOD.
WE ARE COMING BACK TO THE STUDENT CENTER AND CULINARY ARTS AFTER A THREE YEAR HIATUS.
SO PLEASE STOP BY AND HAVE A GOOD TIME WITH ALL OF US.
WE WILL HAVE A TRAIN RIDE, FACE PAINTING DONE BY OUR THEATER STUDENTS.
BUT WHAT I DESIRE IS TO BE ABLE TO HAVE A COUPLE OF EVENTS A YEAR IN WHICH WE'LL BRING THE COMMUNITY ON CAMPUS, GET THEM TO GET TO KNOW US AND AND MANY OF THE COMMUNITIES THAT WE SERVE.
GETTING THE FAMILY INVOLVED IN COLLEGE IS HOW YOU GET MANY OF US IN COLLEGE.
SO SO I THINK THAT THAT IS A GOOD THING AND LOOKING FORWARD TO IT.
THERE WAS AN ART IN THE NOT A PIECE THE LONG BEACH TELEGRAPH WROTE ABOUT THE EVENT, SO IT SEEMS WE PROBABLY GET A LARGER NUMBER OF PEOPLE TEND TO RESPECTIVE.
THAT'LL BE GREAT. THE NEXT PART TO STILL ADDRESS MY WAS DURING THE I WAS AT THE STUDENT SENATE WHEN WHEN THE DISCUSSION ON THE RESOLUTION FOR GENDER NEUTRAL BATHROOMS TOOK PLACE.
AND AS A RESULT OF THAT, ONE OF MY BIGGEST TAKEAWAYS AND AND.
SOMETHING THAT KIND OF BOTHERS ME IS THE FEELING OF THE COMMENTS ABOUT NOT FEELING SAFE ON CAMPUS, BECAUSE I OBVIOUSLY DON'T WANT OUR STUDENTS TO NOT FEEL SAFE ON CAMPUS.
SO WE BEGAN SOME CONVERSATIONS AND WE ARE GOING TO REACH OUT TO DR.
MILLER AND WE'RE GOING TO COME IN AND GET A LITTLE BIT OF TIME ON THE AGENDA AND BRING THE CHIEF TO KIND OF HAVE SOME CONVERSATIONS ON WHAT SAFETY LOOKS LIKE AND AND BEGIN SOME FIRST STEPS BECAUSE THERE SHOULD BE NO REASON WHY OUR STUDENTS DO NOT FEEL SAFE AND IN OUR CAMPUS.
SO THAT'S A STEP ONE STEP TO ALL OF OUR BUILDINGS GOING FORWARD DO REQUIRE GENDER NEUTRAL BATHROOMS SO THAT PART OF THE RESOLUTION WILL WILL HAPPEN.
[03:05:01]
AND I KNOW VICE PRESIDENT LOPEZ ALREADY HAVE BEEN LOOKING AT SOME OF THE PLANS THE THAT WE HAVE IN EXISTING BUILDINGS FOR FOR GENDER NEUTRAL BATHROOMS. SO WE'LL WE'LL BRING THE RESOLUTIONS THROUGH CYPRESS.BUT YOU CAN EXPECT VICE PRESIDENT LOPEZ, THE CHIEF AND I, TO REQUEST DR.
MILLER SOME TIME FOR US TO GO AND LISTEN A LITTLE BIT AND LEARN ABOUT SAFETY AND FOR THE CHIEF TO TO CHAIR A LITTLE BIT OF WHAT ARE WE DOING, WHAT CAN BE DONE, GET SOME FEEDBACK AND SEE HOW WE CAN FACILITATE THAT CONVERSATION.
BECAUSE AS I SAID BEFORE, IT SHOULD BE NO REASON FOR OUR STUDENTS NOT TO FEEL SAFE IN OUR CAMPUS.
WE NEED TO DO EVERYTHING WE CAN TO TO MAKE ALL OF YOU FEEL SAFE ON CAMPUS.
THE NEXT PART IS I WANT TO GIVE A BIG, BIG THANK YOU TO THE COMMUNITY.
WE JUST ACTUALLY, RIGHT BEFORE THE BOARD MEETING RECEIVED CERTIFICATION AND OUR ELECTION RESULTS.
THE OR BOND HAS BEEN APPROVED BY THE LOCAL COMMUNITY.
SO I WOULD LIKE TO THANK THE COMMUNITY VERY, VERY, VERY MUCH FOR APPROVING $425 MILLION.
I KNOW IT'S A HUGE RESPONSIBILITY.
AND OUR RESPONSIBILITY, THEY WE WILL NOT TAKE LIGHTLY AND WILL CONTINUE TO DO OUR VERY BEST TO ENSURE THAT EVERY SINGLE TAXPAYER DOLLARS IS SPENT IN THE BEST POSSIBLE MANNER.
I ALSO WANT TO THANK EVERYONE THAT PARTICIPATED IN THE CAMPAIGN AND WHICHEVER WAY YOU HELPED US, BECAUSE OBVIOUSLY THIS IS NOT A SOLO EFFORT OR SOMETHING.
SO SO THANK YOU TO EVERYONE WHO WERE PART OF THESE FOUR.
LAST BUT NOT LEAST, I WANT TO SHOW MY APPRECIATION TO THE ENTIRE BOARD.
THIS, AS WE HAVE SAID, HAS BEEN A VERY PRODUCTIVE YEAR, BUT ALSO VERY CHALLENGING.
I THINK THIS HAS BEEN PERHAPS THE BEST YEAR IN RESULTS THAT THE COLLEGE HAS HAD IN IN SOME TIME.
WE HAVE GONE THROUGH SOME CHALLENGES, BUT I DO APPRECIATE THE LASER FOCUS THAT THE BOARD HAS ON ENSURING THAT WHAT WE'RE DOING IS IN THE BEST INTEREST OF THE STUDENTS OR FACULTY, STAFF, ADMINISTRATORS AND THE COMMUNITY.
AND I FORGOT A COUPLE OF THINGS.
I'M SORRY, PROFESSOR FALCON, THANK YOU FOR YOUR WORK ON THE SENATE.
YOU HAVE A COLLABORATION ON GETTING BUSINESS THROUGH.
THE SENATE HAS BEEN INSTRUMENTAL IN A COUPLE OF ITEMS THAT I PARTICULARLY APPRECIATE YOUR YOUR HELP ON SUPPORTING THE AS A LAW COMMITTEE AND THE WORK THAT THEY HAVE BEEN DOING.
I KNOW WE HAD SOME ROCKY TIMES, BUT BUT OBVIOUSLY WE WE HAVE BEEN ABLE TO CONTINUE TO TO WORK THROUGH DIFFERENT ISSUES AND TOPICS IN A PROFESSIONAL MANNER.
THANK YOU. THANK YOU VERY MUCH.
I ALSO ATTEND THE CCL LDC CONFERENCE.
IN OUR CONFERENCE CERRITOS COLLEGE IS LIKE A STAR COLLEGE.
FIERO. WE HAVE VICE PRESIDENT LOPEZ.
WE HAVE TRUSTEE PEREZ, AND WE HAVE COLIN.
ROCK. SO THEY DOMINATE THE ENTIRE THE CONFERENCE AND MAKE SO MANY, YOU KNOW, PRESENTATION.
AND THANK YOU FOR MY COLLEAGUE.
GIVE ME AN OPPORTUNITY TO BE THE THE PRESIDENT.
I THANK YOU FOR PRESIDENT BIRKEY THE LEADERSHIP FOR TWO YEARS.
I HAVE A BIG ISSUE TO FEED AND I ALSO NEED TO LEARN FROM YOU.
THANK YOU. SO WE ARE WE ARE GOING TO THE CLOSED SECTION WE HAVE AND WE HAVE READ OUT.
