WE ARE HAVING ANOTHER SESSION THIS COMING FRIDAY WE KEEP MOVING THOSE LONG HOPEFULLY WILL HAVE A RESOLUTION SOON.

I KNOW A LITTLE FRUSTRATING FOR MY NUMBERS AS THEY HEAR EVERYBODY AND ALL THE OTHER CONSTITUENTS GROUPS GETTING THEIR COAL AND EVERYTHING ELSE I WANTED TO LET THEM KNOW WE ARE STILL MOVING FORWARD, WE STILL NEGOTIATIONS, WE HAVE ONE FRIDAY AND ONE NEXT WEEK SO HOPEFULLY WILL BE MOVING FORWARD TOGETHER.

[00:05:02]

THAT'S ALL WE HAVE TODAY, THANK YOU.

>> THANK YOU VERY MUCH.

NOW WE WILL MOVE INTO OUR INSTITUTIONAL PRESENTATIONS THE RECOGNITION, YEAH? DOCTOR GUTIERREZ, DO YOU HAVE SOMETHING?

>> I WAS ASKED TO PROVIDE ON BEHALF OF THE DISTRICT A MONTHLY REPORT OUT OF OUR DIVERSITY, EQUITY AND INCLUSION AND ACCESSIBILITY INITIATIVES AS PART OF OUR ONGOING EFFORTS THROUGH EEO SOUGHT TO TAKE A BRIEF MOMENT TO ADDRESS THAT BECAUSE SEVERAL OF OUR PARTNERS IN THE ROOM HAVE BEEN OPEN TO SOME OF THESE CONVERSATIONS.

FIRST AND FOREMOST, WE ARE STARTING A REVIEW OF OUR JOB DESCRIPTIONS.

ANYTHING THAT IS CURRENTLY OPEN WE ARE TAKING LIBERTY TO ASSESS, AT MINIMUM, PHYSICAL LIMITATIONS IF NOTHING MORE BECAUSE THEY NEED TO BE UPDATED.

WE ARE STILL USING TERMS SUCH AS SEEING, STANDING, WALKING AND WHILE THOSE ARE PHYSICAL ABILITIES THERE ARE OTHER WAYS OF APPRAISING THEM SO WE GOT CREATE BARRIERS IN EMPLOYMENT ACCESSIBILITY.

PACIFICALLY, TONIGHT YOU WILL BE SEEN ACTION ITEMS INVOLVING THE DIVERSITY DIRECTOR OF TITLE IX, MOSTLY BECAUSE WE DO HAVE AN OPENING AND WE NEED TO START FINDING THE POSITION SO WE TOOK AN OPPORTUNITY TO DO THAT.

THE LICENSED CLINICAL SOCIAL WORKER POSITION THAT IS ALSO BEFORE YOU WAS ALSO AN OPPORTUNITY TO REVIEW MOVING FORWARD IN OCTOBER WE WILL BE BRINGING YOU A COUPLE OF OTHER JOB DESCRIPTIONS INCLUDING THE INSTRUCTIONAL DEAN, CAPTAIN OF CAMPUS POLICE, AS WELL AS, COMPLIANCE INVESTIGATOR POSITION.

AS WE KNOW VACANCIES ARE GOING TO START CREEPING UP.

WE ARE TAKING THE LIBERTY OF OPENING THE DESCRIPTIONS AND UPDATING THOSE AREAS.

SO YOU WILL START TO SEE MORE AND MORE OF THAT.

SEE SCA HAS BEEN OPEN TO THE CONVERSATION SO WE HAVE TWO CLASSIFICATIONS AND REVIEW, AS WELL.

WE LOOK FORWARD TO BRINGING US TO A FUTURE TIME.

WE ALSO STARTED PRELIMINARY WORK THAT WILL BE PRESENTING WITH OUR COMMITTEE AND WE HAVE A LIST OF STRATEGIES THAT WE BELIEVE OUR BEST PRACTICES IN ORDER TO ENSURE THAT WE ADDRESS ALL AREAS OF OUR EDO PLAN INCLUDING STUDENT OPPORTUNITIES FOR THEM TO BECOME FACULTY MEMBERS IN THE ORGANIZATION OR OTHERWISE EMPLOYEES IN THE FIRST FUTURE ILLUSTRATORS.

WE LOOK AT THOSE OPPORTUNITIES INCLUDING LEADERSHIP OPPORTUNITIES SOME OF OUR CLASSIFIED WORKERS TO GO INTO OTHER AREAS OF THE WORKFORCE.

WE ARE ALSO VERY HAPPY TO LET YOU KNOW WE ARE ALSO WORKING WITH OUR CONFIDENTIAL GROUP AND IS STARTING TO LOOK AT DIVERSITY, EQUITY AND INCLUSION COMPONENTS TO THE EVALUATION PROCESS SO HE NEEDED SOMEBODY TO BE ONE OF OUR FIRST PARTNERS.

THE LAW HAS CHANGED AND WE HAVE TO HAVE THAT ON RECORD IN OUR EVALUATION PROCESS FOR ALL EMPLOYEES.

SO, IF WERE NOT ABLE TO ADDRESS IN THIS GO AROUND IN NEGOTIATIONS WILL HAVE TO HAVE THESE CONVERSATIONS LATER ON.

FINALLY, WE HAVE A LATINX EVENT IS BEING SPONSORED BY HUMAN RESOURCES BECAUSE WE DO BELIEVE THAT IF YOU REMOVE EDUCATIONAL BARRIERS YOU ARE CREATING EMPLOYMENT OPPORTUNITIES FOR OUR STUDENTS AND OUR MEMBERS IN THE FUTURE SO ON SEPTEMBER 28 WE ARE SPONSORING A LUNCHEON WHICH ALL RECEIVED INVITATIONS FOR WHICH NUMBERS OF OUR CAMPUS COMMUNITY HAVE ALSO BEEN INVITED TO AND WE HAVE DOCTOR A PROFESSOR AT LOYOLA MARYMOUNT UNIVERSITY WILL BE SEATED HER EXPENSES WHEN SHE LEFT CUBA AT THE AGE OF THREE AND A FOLLOW-UP TO A DOCUMENT THAT WAS MADE OF HER IN 1998.

WE ARE HAPPY AND HONORED TO HAVE HER COME TO THE CAMPUS TO BE ABLE TO HAVE A CONVERSATION.

WE ARE ALSO OVERLY ABOUT SCHOLARSHIP TO OUR STUDENTS DUE TO GENEROUS DONATIONS MADE BY SEVERAL MEMBERS OF OUR COMMUNITY.

WE HAVE BEEN ABLE TO RAISE CLOSE TO $1000 SO WILL BE ABLE TO OFFER STUDENTS SOME BOOK SCHOLARSHIPS OR SUPPLY SCHOLARSHIPS AS PART OF OUR EFFORTS AND THAT HE EO A.

WE WILL ALSO BE LIVE STREAMING IT FOR THOSE WHO CANNOT BE HERE ON THAT DAY.

AND THAT'S OUR REPORT, THANK YOU.

>> THANK YOU SO MUCH, DOCTOR GUTIERREZ.

[3.01 Institutional Presentation: Recognition of Classified/Confidential Employee of the Month]

AND NOW WE MOVED TO OUR INSTITUTIONAL PRESENTATION.

OF THE RECOGNITION OF OUR CLASSIFIED EMPLOYEE OF THE MONTH.

[00:10:03]

WE WILL HONOR, DOCTOR DO YOU WANT TO DO THE HONORS ON THIS ONE? I DON'T WANT TO STEAL ANYONE'S THUNDER.

THAT WOULD BE UNLIKELY, RIGHT? THIS IS A FUN BOARD MEETING.

GOOD STUFF

>> THE OUTSTANDING SPECIFIED CONFIDENTIAL, CHOOSES THE OUTSTANDING EMPLOYEE SELECTION COMMITTEE NAMED THE RECIPIENT AS A POSSIBLE OSSIFIED CONFIDENTIAL AWARD FOR AUGUST.

HER WORDS, NOT MINE.

I AM LIKE READING A VERBATIM.

SHE WAS SELECTED AS EMPLOYEE OF THE MONTH FOR HER PLANNING EFFORTS ON THE PERFORMING ARTS CENTER GRAND OPENING IN A RIBBON-CUTTING BUT I WILL ARGUE FOR HER PLANNING EFFORTS THROUGHOUT THE YEAR BECAUSE SHE KNOWS HOW TO THROW A PUNCH.

SHE WAS SELECTED AS A CERRITOS EMPLOYEE OF THE MONTH THIS IS DUE TO THE WORK THAT WE DID ON IT THE LARGEST GRAND OPENING EVENT IN RECENT MEMORY AND PERHAPS IN HISTORY WITHOUT.

WE HAVE OVER 350 PEOPLE IN ATTENDANCE INCLUDING MANY LOCAL ELECTED OFFICIALS, MANY COMMUNITY MEMBERS AND ON CAMPUS COMMUNITY.

ANYTHING CAN HAPPEN WHEN PLANNING AN EVENT AND SHE HANDLES EVERYTHING THAT COMES HER WAY WITH GRACE AND CONFIDENCE.

FOR INSTANCE, WHEN OUR OFF-CAMPUS CATERER CANCELED AT THE LAST MOMENT, PRIOR TO THE EVENT, SHE QUICKLY INITIATED A BACKUP PLAN TO ENSURE THAT WE HAD FOOD.

AND I TELL YOU WHAT HAPPENED BECAUSE OBVIOUSLY YOU HAD A GOOD TIME BUT IT WAS A LOT OF PLANNING AND MOVING PIECES IN THE BACKGROUND.

SHE IS AN EXPERT AT BRINGING PEOPLE TOGETHER AND SHE ALWAYS KNOW HOW TO MAKE THINGS NICE.

THE GRAND OPENING WILL BE HARD TO TOP THAT I KNOW FOR FACT THAT SHE IS ALREADY WORKING ON OTHER MAJOR EVENTS THIS FALL THAT SHE MAY HAVE TO OUT TO HERSELF.

SO STAY TUNED FOR MORE GREATNESS AND SOME PARTIES TO COME.

HER DEDICATION, COMMITMENT AND WILLINGNESS TO GO ABOVE AND BEYOND TO MEET THE NEEDS OF THE STUDENTS AND STAFF ARE EXCEPTIONAL.

SO, THANK YOU AGAIN.

SO, YEAH, THIS IS ABOUT YOUR WORK IN US MAKING SURE WE RECOGNIZE THIS BECAUSE IT'S

[3.03 One-Hour Recess: Recognition of Trustee Carmen Avalos]

CRITICAL.

SO, BEFORE WE GET TO OR IN AN INSTANT WITH OUR NEXT ITEM I WOULD RATHER SAY WE ARE GOING TO RECOGNIZE TRUSTEE AVALOS BUT WE HAVE A SPECIAL GUEST WHO WOULD LIKE TO SPEAK THE MAYOR OF THE SOUTHGATE.

>> THANK YOU, PRESIDENT.

JUST A CORRECTION AT THIS TIME I AM THE VICE MAYOR.

BUT, THANK YOU IQ APPRECIATED.

FIRST AND FOREMOST, PRESIDENT AND TRUSTEES, THANK YOU FOR THE OPPORTUNITY TO SPEAK.

I AM SPEAKING HERE AS THE VICE MAYOR OF OUR BEAUTIFUL CITY OF SOUTHGATE.

ONE OF THE FIRST TO BOARD MEMBERS TO REPRESENT SOUTHGATE HAS BEEN CARMEN OF A LOSS.

IT'S ALL HER FAULT AND I DECIDED TO GET INTO POLITICS BUT I THINK AS A VICE MAYOR I CANNOT BE PROUDER OF WHAT MY CONSTITUENTS OF SELLING AND ELEVATING COMMUNITY.

AS A SISTER, THANK YOU.

FOR ALL THOSE YEARS THE OF DEDICATED TO THE CITY FROM THE MOST IMPORTANTLY THE YEARS AND UNHEEDED TO THIS COLLEGE.

BECAUSE I KNOW THAT YOU HOLD NEAR AND DEAR TO YOUR HEART THE EDUCATION OF YOUR SIX CHILDREN.

BUT THAT OF THE COMMUNITY.

SO I COULDN'T BE PROUDER OF MY LITTLE SISTER AND SOMETIMES SHE TELLS ME WHAT TO DO BUT IT'S OKAY.

SOMETIMES WE HAVE TO LEARN FOR MY YOUNGER SIBLINGS THAT DOING THE RIGHT THING AND SOMETIMES NOT EASY.

AND I KNOW THAT WHEN HE DECIDED TO RUN FOR CERRITOS COLLEGE BOARD IT WAS AN UPHILL BATTLE BUT YET I LOOK AROUND AND SEE DIVERSITY.

AND I WILL FOREVER BE GRATEFUL FOR WHAT YOU HAVE DONE, SISTER.

THANK YOU.

>> I CANNOT THINK OF MORE PERFECT WORDS TO HAVE IN OUR YEARS AS WE NOW GO OVER TO THE PERFORMING ARTS CENTER TO PRESENT YOU WITH THIS SPECIAL GIFT THAT WE PUT TOGETHER FOR YOU.

AND WITH THAT WE ARE GOING TO HAVE TO TAKE, LEGALLY, ONE HOUR RECESS AND WE WILL RESUME HERE AT 8:30 PM.

>> IT APPEARS WE HAVE A QUORUM SO NOW WE RETURN FROM OUR ONE HOUR AND 29 MINUTE RECESS.

WE MOVE ON TO OUR CONSENT ITEMS.

[4. Consent Items]

DO I HAVE A MOTION REGARDING THE CONSENT CALENDAR? DO I HAVE A SECOND? AND ANDREA ARE WE READY FOR A ROLL CALL VOTE?

>> STUDENT TRUSTEE SALAZAR

>> AYE

>> PRESIDENT BIRKEY

>> AYE

>> VICE PRESIDENT LIU

>> AYE

>> BOARD CLERK SALAZAR

>> TRUSTEE LEWIS IS ABSENT

>> TRUSTEE PACHECO IS ABSENT AND IS IT IS ABSENT.

MOTION PASSES.

>> THANK YOU.

[5.01 College Coordinating Committee Minutes: May 9, 2022]

FOR ITEM 5.01 THE COLLEGE COORDINATED MINUTES FOR MAY 9, 2022 TWO WE HAVE A MOTION TO RECEIVE AND FILE? ANY OF MY BOARD MEMBERS WANT TO HAVE A MOTION TO RECEIVE AND FILE?

[00:35:03]

ALL RIGHT, NO VOTE.

OKAY.

WE ARE RECEIVING AND FILING THAT.

ITEM 6.01 SECOND READING OF THE CONSIDERATION OF FOR ADOPTION REVISIONS TO BOARD

[6.01 Second Reading and Consideration of Adoption: Revisions to Board Policy 2905 - SARS CoV-2 (COVID-19) Vaccination and Testing Requirement]

POLICY 2905 STARS COVID TO WHICH IS COVID 19 VACCINATION TESTING REQUIREMENT.

IT'S RECOMMENDED THE BOARD OF TRUSTEES ADOPT THE REVISIONS TO THE BOARD POLICY.

>> DOCTOR GUTIERREZ COULD YOU GIVE US A QUICK OVERVIEW OF THE CHANGES FROM THE FIRST READING TO TODAY, THERE IS ONLY ONE CHANGE.

PLEASE DO CORRECT ME IF I'M WRONG.

BUT ESSENTIALLY IT'S ADDING A SENTENCE THAT SAID, VISITORS DO ALSO HAVE TO GO THROUGH THE CHECK IN PROCESS WHICH WE HAD OMITTED THAT IN OUR PREVIOUS VERSION OF THE POLICY AND I CAN'T REMEMBER THE LINE.

29 30.

>> THE NEW INSERTION ALIGNED REASON, THE DISTRICT RESERVES THE RIGHT TO HAVE EMPLOYEES VOLUNTEER AND UNDERGO TESTING WHEN THE REPORT APPOSITIVE CASE, 2930?

>> I AM SORRY 26, 27, 28 ADDITIONAL PHYSICAL ACCESS TO ANY DISTRICT FACILITY OR DISTRICT EMPLOYEE THEY WILL REPEAT THE REQUIRED SCREENING THE DISTRICT WILL PERFORM CONTACT TRACING UNTIL REGULATORY COMPLIANCE EXPIRES.

SO WE EDIT THE VISITORS AND WE SHOULD ADD, ANY FACILITY, YES.

>>

>> AYE

>> TRUSTEE TRUSTEE PACHECO IS VESSEL WHAT WAS THE SEVENTH.

>>...

102 THE BOARD OF TRUSTEES APPROVED THE UPDATED MANAGEMENT DESCRIPTION FOR

[6.02 Consideration of Approval of Updated Management Job Description for Director, Diversity, Compliance, and Title IX]

THE DIRECTOR OF DIVERSITY, COMPLIANCE AND TITLE IX.

DO WE NEED TO HAVE A BRIEF EXPLANATION OF THIS ITEM?

>> THIS PARTICULAR JOB

>> OVATION CLASSIFICATION WAS OUTDATED IN NUMEROUS WAYS.

>> IN THE EVENT ANYONE IS WATCHING FROM HOME THEY HAVE THE LUXURY OF HEARING YOU.

>> THIS PARTICULAR JOB CLASSIFICATION DID GO FOR REVISION OF THE ESSENTIAL FUNCTIONS AS WELL AS PHYSICAL LIMITATIONS MOSTLY BECAUSE THERE WERE DUTIES WHICH OVERLAPPED UNDER THE DIRECTOR OF HR AND RISK MANAGEMENT SO WE TRY TO LINE THEM UP, REMOVE THOSE WHICH WERE HR OPERATIONS VERSUS THOSE WHICH ARE TO TITLE IX COMPLIANCE RELATED SO WE FELT WE NEEDED TO STREAMLINE IT AND AGAIN FOR PURPOSE OF DEIA UPDATED THE PHYSICAL LIMITATIONS OF THE POSITION.

>> THANK YOU.

MAKES SENSE TO ME.

ANY OTHER DISCUSSION ON THIS ITEM?

>>

>> WILL

>> FOR

>> PRESIDENT BIRKEY

>>, IS ABSENT, JOSEPH IS CERRITOS

>> YES.

>> WILL

>> PRESIDENT BIRKEY, CAN I SUGGEST SITUATED DO THIS WE CAN MOVE THROUGH THE OTHER ITEMS AND LEAVE THE BUDGET PRESENTATION LAST SO YOU CAN SPEND AS MUCH TIME AS YOU NEED IN THE DISCUSSION OF THE BUDGET WILL PROBABLY OCCUPY THE LARGEST PART OF THE DISCUSSION FOLLOWED BY THE VACANCY TIMELINE.

SO, I DON'T KNOW IF YOU CONSIDER MOVING 6.02 TWO AFTER REDUCED 6.06 SO YOU DON'T HAVE TO RUSH THE PRESENTATION, ESSENTIALLY TO GET TO THE OTHER ITEMS.

>> ALL RIGHT, I FEEL LIKE IT'S LIKE 6 AND A HALF A DOZEN OF THE OTHER I'M PROBABLY GONNA STAY UP LATE TONIGHT EITHER WAY.

IF ANYBODY WAS REORGANIZED THE AGENDA OPEN TO IT.

[00:40:02]

>> PUBLIC TO PROPOSE WHAT DOCTOR FIERRO SAID.

>> ALL RIGHT.

WE WILL GO AHEAD AND ADOPT THAT.

WITH THAT, I WILL GIVE VICE PRESIDENT LOPEZ MORE TIME OF ANTICIPATION AND WILL MOVE

[6.04 Consideration of Approval of Annual Board and President Goals]

RIGHT ALONG 26.04 CONSIDERATION OF APPROVAL OF ANNUAL BOARD AND PRESIDENT GOALS.

THE

>> THE GOALS ARE HERE FOR APPROVAL BUT OBVIOUSLY I UNDERSTAND WE HAVE A COUPLE OF BOARD MEMBERS ABSENT AND WE HAVE TO TRUSTEE PACHECO WHO CANNOT NECESSARILY VOTED TONIGHT.

AND TRUSTEE PEREZ SHOULD BE JOINING IN A LITTLE BIT.

OH, SHE'S ALREADY HERE.

YEAH, SO WE COULD GO OVER THE GOALS BUT WE CAN ALWAYS MOVE THE ADOPTION TO THE NEXT MEETING AFTER WE INCORPORATE THE FEEDBACK TO GET ALL TRUSTEES THE OPPORTUNITY TO REALLY LOOK AT THE GOALS A LITTLE CLOSER.

BUT TO SUMMARIZE WHAT YOU SEE BEFORE YOU TONIGHT ON THE GOALS WE ARE TAKING THE ALIGNMENT AS WRITTEN BEFORE THE MASTER PLAN AND BRING IT TO THE FOREFRONT SOME OF THE ITEMS I HAVE PICKED UP SOME CONVERSATIONS WITH ALL OF YOU, COMMENTS FROM ALL OF YOU, SOME COMMENTS HAVE COME FROM THE COLLEGE COMMUNITY AT LARGE AND INCORPORATE THAT WITHIN OUR GOALS.

YOU SEE OUR STRENGTHENING OF THE CULTURE COMPLETION WHICH HAS BEEN AN ONGOING GOAL OF OURS FROM DAY ONE.

WE ARE FOCUSING ON GUIDED PATHWAYS THIS YEAR, ENHANCING LIFE SUPPORT FOR PROGRAMS THAT WANT TO IMMIGRATE ONLINE.

I SEE THIS BECAUSE WE ALSO EMBARKED MOVING INTO BECOMING HOST INSTITUTION FOR THE STATE ORGANIZATION OF ONLINE DEPOSITORY SO BASICALLY MEANS STUDENTS ARE GOING TO HAVE ACCESS TO THEIR CLASSES AND STUDENTS FROM OTHER CAMPUS HAVE ACCESS TO WORK CLASSES AND AS RESULT OF THAT THERE MAY BE A GREATER DEMAND FOR OUR PROGRAM.

SO THOSE PROGRAMS WISH TO BE PART OF THAT CONSORTIUM OF DEVELOPMENT CLASSES SO WE WISH TO HAVE A MORE INTENTIONAL APPROACH TO SUPPORT AND PROFESSIONAL DEVELOPMENT.

SO THE PROGRAMS COULD PERFORM AT THE BEST OF THEIR ABILITIES.

ALSO, WE FIND THIS IMPORTANT THIS YEAR BECAUSE AS WE CONTINUE TO LOOK AT THE DATA FROM THE STUDENT ENROLLMENT WE ARE STARTING TO SEE THE STUDENTS ARE ROLLING INTO MULTIPLE MODALITIES INTO THE SAME TIME SO THE NAVY ENROLLING THE FACE OF THE HYBRID CLASS WHILE THE SAME TIME ENROLLING IN AN ONLINE CLASS.

THAT IS NOT NECESSARILY SOMETHING WE HAVE HAD BEFORE SO WE WANT TO CONTINUE TO FOCUS ON THAT AND OBVIOUSLY PROVIDED SUPPORT FOR THE FACULTY AND STAFF WILL NEED IN ORDER TO CONTINUE TO SERVE OUR STUDENTS.

IN THE BEST POSSIBLE WAY.

THE NEXT ONE TO DO WITH THE DATA WHICH ESSENTIALLY WILL CONTINUE TO MONITOR THE ACHIEVEMENT GAPS.

GRANTED WE HAVE CLOSED MANY OF OUR ACHIEVEMENT GAPS ALREADY ON CAMPUS, HOWEVER, IN ORDER TO CONTINUE TO APPROVE THESE EVENTS.

MORE PERFORMANCE GAPS AMONG HIGH-PERFORMANCE INSTITUTIONS RATHER THAN THE GAPS THAT WE HAD INTERNALLY.

WE HAVE DONE A TREMENDOUS AMOUNT OF WORK CLOSING SOME INTERNAL GAPS BUT WHEN OUR PERFORMANCE IS AT A SPECIFIC LEVEL WHAT WE SHOULD BE AIMING FOR IS TO THEN CONTINUE TO RAISE THE BAR AND TO DO THAT WE HAVE TO USE BENCHMARKS SOME AT THE STATE AND SOME OF THE NATIONAL LEVEL SO WE DO CLOSE THE ACHIEVEMENT GAP WITH THOSE INSTITUTIONS THEY TEND TO BE HIGH PERFORMERS ACROSS THE NATION.

TO DO THAT, OBVIOUSLY, WE NEED TO UTILIZE THE PATHWAY WITH THE HELP OF INSTITUTIONAL RESEARCH AND PLANNING PROVIDING THAT DATA AS WE HAVE DISCUSSED A FEW TIMES WE ARE GOING TO ORGANIZE SOME INTENTIONAL EFFORTS IN WHICH WE WILL VISIT SOME OF THESE HIGH-PERFORMANCE SCHOOLS WITH DIFFERENT CAMPUS GROUPS SO WE CAN UNDERSTAND A LITTLE BETTER THE WORK THEY'RE DOING IN SOME OF THESE PLACES IN THE PRESIDENT BIRKEY INCORPORATE SOME OF THEIR TECHNIQUES TO THE WORK THEY ARE DOING AT THEIR COLLEGE.

BUT THE WORK THAT WE ARE DOING A CERRITOS COLLEGE.

TO DO THAT WOULD LIKE TO INVOLVE THE BOARD A LITTLE MORE NOT ONLY AS WE DO THEIR WORK THE OTHER SCHOOLS AND BENCHMARK TO OTHER PLACES BUT DO REGULAR DATA PRESENTATIONS IN WHICH YOU ACTUALLY ARE ENGAGED WITH THAT DATA SEE AND MONITOR

[00:45:11]

THE INFORMATION IS HAPPENING AND AS A PART OF THAT DOCTOR ROCK WILL BE PROVIDING WITH A QUICK TUTORIAL NEXT MEETING AS TO HOW TO ACCESS OUR DASHBOARDS.

ALL OF YOU ALREADY HAVE ACCESS TO OUR PERFORMANCE DASHBOARDS WITH YOUR CERRITOS EMAIL.

WE ARE GOING TO GIVE YOU A TUTORIAL ON HOW YOU CAN ACTUALLY MANIPULATE AND LOOK AT THE DATA SO WHEN YOU WANT TO LOOK AT SOME OF THOSE PIECES YOU KNOW THE INFORMATION IS.

WE KNOW, WE UNDERSTAND THERE IS SOME DATA THERE WE WILL NEED ADDITIONAL WORK BUT THE REASON FOR THIS IS FOR US TO BE AWARE OF WHERE WE ARE, THE IMPROVEMENT WE HAVE MADE AND CONTINUE TO MEASURE IN ORDER TO GET BETTER.

WHAT GETS MEASURED CHANGES AND IF WE DON'T MEASURE IT, OBVIOUSLY, WE DON'T NECESSARILY PUT IN THE FOREFRONT OF WHAT WE ARE DOING.

WE ARE GOING TO CONTINUE TO DO ALIGNMENT AND THE STRENGTHENING PARTNERSHIP SO ONE OF THE CONTINUED EFFORTS IS GOING TO BE DUAL ENROLLMENT, CONCURRED ENROLLMENT, WE WILL PLAN TO PUT TOGETHER LAST YEAR TO BE ABLE TO INCREASE OR OUR PARTNERSHIPS AND WE WILL BEGIN IMPLEMENTING THAT THIS YEAR.

THE OTHER PART IS WE HAVE HAVE DONE A TREMENDOUS WORK ON THE FOUNDATION HAVING INCREASED THE CAPACITY OF THE FOUNDATION AND THIS YEAR WE GOT TO $12 MILLION AND I THINK YEARS AGO WE WERE AT ABOUT UNDER THREE.

BUT, BECAUSE WE HAVE INCREASED THE CAPACITY MEANS WE HAVE INCREASED OUR ABILITY TO EXPAND OUR EFFORTS IN PHILANTHROPY BEFORE WE GO TO ESSENTIALLY ENGAGE IN A STUDY IN WHICH WE ARE GOING TO ANALYZE WHAT WHERE OUR DONORS ARE COMING FROM, THE CAPACITY, HOW THEY ARE JUST READING THE MONEY AND SO ON IN ORDER FOR US TO BE ABLE TO FORECAST WHAT IS THE NEXT MILESTONE ON EXPANSION OF THE FOUNDATION, WHAT IS THE MEASURED GET CAMPAIGN, CAPITAL CAMPAIGN, SCHOLARSHIP CAMPAIGN.

WE HAD A GOOD POINT IN DEVELOPING THE FOUNDATION AND READY TO TAKE THE NEXT STEP.

LEADERSHIP DEVELOPMENT IS CHANGING DRASTICALLY.

WE ARE GOING TO GET THIS INFORMATION AS WE ENTER INTO THE GREAT RESIGNATION WE NOTICED SOME OF THE POSITIONS WE HAVE ON CAMPUS WERE NOT AND COULD NOT BE FILLED BY SOME OF OUR EMPLOYEES EVEN THOUGH THERE WAS A DESIRE TO ASSIST SOME OF OUR EMPLOYEES PROMOTING TO A NEW POSITIONS WHICH MEANS THAT WE DISCOVER SOME GAPS IN LEADERSHIP DEVELOPMENT AND WE WOULD LIKE TO FILL GOING FORWARD.

WE ARE GOING TO DEVELOP TWO PIECES OF THIS LEADERSHIP DEVELOPMENT PROGRAM, IT ESSENTIALLY IS GOING TO BRING PEOPLE INTERNALLY AND FROM THERE A LEADERSHIP PROGRAM IS GOING TO DEPLOY SOME OF THOSE TO SHOW THE HIGHEST LEVEL OF INTEREST INTO NATIONAL LEADERSHIP PROGRAMS SO WE CAN THEN BEGIN GROOMING THESE INDIVIDUALS TO TAKE LEADERSHIP POSITIONS.

HOPEFULLY, WITHIN OUR CAMPUS BUT IF NOT, WITHIN THE SYSTEM.

THE OTHER PART WE NOTICE AS WE TRANSITION TO THE ONLINE AND HYBRID ENVIRONMENT MANY OF US FIND OURSELVES LACKING THE NECESSARY SKILLS TO GO BACK AND FORTH AND BACK AND FORTH WHICH NECESSITATED PRETTY STEEP LEARNING CURVE FOR MANY OF US TO PERFORM DUTIES IN A DIFFERENT SYSTEMS AND DIFFERENT SETTINGS AND SO ON WHICH THEN HELPED US TO IDENTIFY THE NEXT CAP AND PROFESSIONAL DEVELOPMENT WHICH IS A WAY TO HAVE ALL OF US HELP SHARPEN OUR SKILLS AND LEARN NEW THINGS.

SO ESSENTIALLY A CONTINUOUS IMPROVEMENT PLAN TO HELP ALL OF US AT THE DIFFERENT LEVELS OF WORK THAT WE DO KEEP UP WITH WHATEVER THE NEW CURRENT IS SO WE ARE CURRENT AND DO FEEL THAT THE GASKET SO BIG THAT IT'S AN EMERGENCY WE NOTICE THE GAP ESSENTIALLY THE TECHNOLOGY HAS CHANGED QUITE A BIT AROUND US.

[00:50:02]

INTERNAL AND EXTERNAL COMMUNICATION, OBVIOUSLY, WE ARE GOING TO DO THAT IN A SIGNIFICANT MANNER THIS YEAR PARTICULARLY DURING FALL SEMESTER TO THAT END.

WE HAVE ALREADY ENGAGED IN A COUPLE OF DIFFERENT CAMPAIGNS, GOODWILL CAMPAIGNS IN THE COMMUNITY.

HAVE ALREADY DEVELOPED A PLAN WHICH WILL BE MORE ACTIVE AT THE LOCAL CHAMBER, CITY COUNCILS AND ENGAGING WITH ESSENTIALLY THE LOCAL COMMUNITY.

A WAY FOR US TO BE ABLE TO BRING THE COMMUNITY BACK INTO THE CAMPUS.

ONE OF THE THINGS THAT THAT WAS VERY INTERESTING TO ME THE GOAL WHEN I INITIALLY CAME HERE WAS THAT I HAD MET SOME COMMUNITY MEMBERS THAT LIVE HERE THEIR ENTIRE LIVES THEY HAD NEVER STEPPED FOOT ON CERRITOS COLLEGE.

TO THAT WE HAVE DONE SOME WORK PRESIDENT BIRKEY.

THE COMMUNITY INTO OUR CAMPUS BUT DURING COVID, NOT EVEN US, STEPPED ON CAMPUS.

SO, IT IS IMPORTANT TO REINTRODUCE THE CAMPUS TO THE COMMUNITY AND TO MAKE SURE THAT THOSE WHO ARE STILL NOT NECESSARILY FAMILIAR WITH WHAT WE DO AND WHAT THE CAMPUS HAS TO OFFER WITH THEM THAT WE DO A SERIES OF OUTREACH EVENTS IN WHICH WE ESSENTIALLY, FOR LACK OF A BETTER WORD, DO A NUMBER OF OPEN HOUSES TO THE COMMUNITY AT LARGE WITH COMMUNITY EVENTS WHERE CULTURAL RELEVANCE, SEASONAL RELEVANCE TO ENSURE THEY FEEL THERE IS A PLACE WHERE THEY CAN COME, THEIR KIDS CAN COME AND ESSENTIALLY TO MEET OUR FACULTY, OUR STAFF, OUR ADMINISTRATORS AND SEE IF THERE'S A CONNECTION WITH THE COLLEGE.

THE INFRASTRUCTURE, OBVIOUSLY, THAT IS CURRENT BUT WE ARE GOING TO TRY TO GET FROM THIS POINT ON IS ESSENTIALLY TO A COMPREHENSIVE PLAN SO WE'RE GONNA TRY TO MOVE AWAY FROM HAVING A LOCATION MASTER PLAN, TECHNOLOGY MASTER PLAN, FACILITY MASTER PLAN INTO A FULLY INTEGRATED COMPREHENSIVE PLAN THAT IS FOCUSED ON THE STUDENT.

SO EVERYTHING IS AN EDUCATIONAL MASTER PLAN THEY HAVE A FACILITIES COMPONENT IN IT, IT HAS A TECHNOLOGY COMPONENT AND IT AND THOSE ALL SHOULD AIM AT HOW THEY WILL BENEFIT THE STUDENT.

SO OUR EDUCATIONAL MASTER PLAN IS EXPIRING END OF NEXT YEAR, TECHNOLOGY MASTER PLAN, THE FACILITY MASTER PLAN AND A LITTLE NEWER BUT WE ARE TAKING THE OPPORTUNITY THAT COVID DAVIS BY CHANGING THE DYNAMICS OF HOW THINGS WORK TO REALLY SIGN SOME OF OUR FACILITY AND TECHNOLOGY NEEDS BASED ON THE STUDENT NEEDS, POST-PANDEMIC ENVIRONMENT AND SO ON.

AND OBVIOUSLY, IN THE MEANTIME, WE WILL NOT STOP WORKING ON THE TECHNOLOGY INFRASTRUCTURE SO JUST NOW AFTER ABOUT A YEAR AND 1/2, ALMOST TOO, OF TECHNOLOGY WORK WE ARE STARTING TO SEE SOME OF THE UPDATES SO THE INTERNET HAS BEEN UPDATED TO THE LATEST AND GREATEST.

SOME OF OUR BACKGROUND INFRASTRUCTURE HAS BEEN CLEANED UP AND SO ON SO A LOT OF THE WORK WE HAVE BEEN DOING AND TECHNOLOGY HAS HAPPENED IN THE BACKGROUND SO YOU CAN'T NECESSARILY SEE SOME OF THE IMPROVEMENTS BUT WERE GETTING CLOSER TO THE SURFACE AND OBVIOUSLY WE WOULD LIKE TO CONTINUE TO DO THAT BECAUSE WE FEEL THAT IS A MOVE FORWARD HAVING A VERY STRONG TECHNOLOGY INFRASTRUCTURE IS GOING TO BE ESSENTIAL TO THE QUALITY TO OUR STUDENTS.

>> THAT'S GREAT.

ANDREA.

>> AND ONE COMMENT HERE IN THE CHAT FROM TRUSTEE PEREZ AND SHE HAD A QUESTION ABOUT ITEM NUMBER 10 FOR MAINTAINING COMMUNITY ENGAGEMENT EFFORTS.

SHE STATED I WOULD LIKE TO ADD A GOAL ABOUT HOSTING A SPECIFIC NUMBER OF COMMUNITY EVENTS ON CAMPUS.

>> ABSOLUTELY, WE CAN DO THAT.

>> YEAH, IT'S FUNNY BECAUSE I WAS THINKING THE SAME THING AT THE SAME TIME.

I THINK WE ARE GETTING TO A POINT WITH OUR CAMPUS I THINK THIS IS ALL TRIGGERED BY YOUR POINT OF IT'S AMAZING HOW MANY COMMUNITY MEMBERS HAVE NOT BEEN ON CAMPUS.

AND, HOW MUCH RESEARCH DEMONSTRATES THAT CONNECTIVITY AND LIKELIHOOD OF FOLKS TO ATTEND COLLEGE JUST A BARE MINIMUM GOES UP DRAMATICALLY ONCE THEY HAVE

[00:55:01]

ACTUALLY SPENT ANY TIME ON A COLLEGE CAMPUS.

SO, I THINK I WAS THAT HE REALLY THE SAME THING.

IN BOSTON, WE USED TO DO A TASTE OF INDIVIDUAL NEIGHBORHOOD AND LOCAL RESTAURANTS COME.

WE CAN DO THAT OR OTHER THINGS LIKE THAT MORE NOW ON THIS CAMPUS THAT WE HAVE IN THE PAST BECAUSE I THINK WE ARE NOW BEGINNING TO HAVE AN ENVIRONMENT OF EQUALITY THAT'S PROBABLY MORE ENCOURAGING THAN EVER HAS BEEN BEFORE.

THAT MIGHT BE MORE TACTICAL THAN STRATEGIC BUT I THINK IN THE SAME THING.

>> WAS GOING TO SUGGEST THAT AS YOU LOOK AT THE PLANNING FOR THE FUTURE THAT YOU CONSIDER REALLY PARTNERING UP WITH THE CITIES BECAUSE I THINK THERE'S A LOT TO BE SAID ABOUT LOCAL GOVERNMENT AND THE TRUST THAT WE HAVE COME TO HAVE IN THE LOCAL GOVERNMENTS.

MORE IMPORTANT, LOOK AT SOME OF THE OPPORTUNITIES TO LOOK AT OUR POLICE DEPARTMENTS, PUBLIC SAFETY, CERTAINLY WITH EVENTS THAT HAPPENED THROUGHOUT THE DIFFERENT CITIES THAT WE SERVE.

WHEN YOU LOOK AT THINGS SUCH AS FAMILY DAYS AT THE PARK, WHEN YOU LOOK AT THEIR SUMMER PROGRAMS THAT THEY HAVE IN CONJUNCTION WITH AN EVENING OF MUSIC OR AN EVENT WHERE KIDS ARE AT.

I THINK THOSE ARE WHERE YOU GOING TO GET PROBABLY THE MOST BANG FOR YOUR BUCK IN TERMS OF TIME SPENT BECAUSE I THINK PEOPLE ARE GOING TO ATTEND THOSE EVENTS.

JUST JUMP ON THE BANDWAGON AND BE PART OF THAT.

>> ABSOLUTELY, THANK YOU.

>> YEAH, I THINK JUST TO GO ON THE SAME POINT JUST TODAY I MET THE MAYOR OF HAWAIIAN GARDENS AND IMAGINE GIVE A PRESENTATION TO THEIR CITY NOT TOO LONG AGO.

I APPRECIATE THAT YOU KIND OF TAKEN THE INITIATIVE AND REALLY MAKING YOURSELF VISIBLE.

WE JUST GOT THE EMAIL ABOUT ENCOURAGING US TO ATTEND THE HOLLOWING BOARDWALK SO YOU ARE TAKING YOUR INITIATIVE WHICH I LOVE AND I AGREE WE NEED THE COMMUNITY ON CAMPUS WE NEED TO BE VISIBLE IN THE COMMUNITY AND I WOULD LIKE TO SEE SOMETHING MORE SPECIFICALLY LIKE WITH THE PERFORMING ARTS CENTER.

I WILL DO FOR US TO HOST COMMUNITY EVENTS THEY'RE NOT JUST OUR OWN EVENTS BUT REALLY BRING IN THE COMMITTEE ON THE CAMPUS, YET, AND I LIKE TO SEE THAT AS A GOAL.

LIKE, HOW CAN WE MAKE OURSELVES ATTRACTIVE? WE WERE TALKING ABOUT THAT CERRITOS PERFORMING ARTS CENTER OBVIOUSLY IS A MUCH LARGER VENUE BUT WE ARE SMALLER AND WORK QUALITY SO REALLY FINDING WAYS TO MARKET OURSELVES AND HELPING EACH OTHER IN BRINGING THAT COMMUNITY ON CAMPUS.

BUT, I WANT TO COMMEND YOU FOR ALSO TAKING THE INITIATIVE AND ARE WAITING FOR US BOARD MEMBERS TO PUSH YOU TO DO IT.

YOU'RE DOING ON YOUR OWN AND THAT'S GREAT.

>> THE OTHER ITEM RELATED TO GOALS IN THE TEXT WE HAVE YOUR ON A GOAL A WE HAVE ITEM 3 DECREASE GAPS AMONG ALL STUDENT GROUPS.

YOU ARE VERY EXPLICIT AND VERY RIGHTLY SO THAT WE ARE AT A POINT WHERE THAT IS ONE COMPONENT OF HOW WE LOOK AT ACHIEVEMENT.

ANOTHER WAY THAT I THINK IS APPROPRIATE GIVEN WHERE WE ARE IN OUR GROWTH AS AN INSTITUTION TO LOOK AT ACHIEVEMENT AS HE MENTIONED HIS DESIRE TO MEASURE OURSELVES AGAINST THE BEST INSTITUTIONS IN THE STATE AND NATIONAL AND DEDICATE OURSELVES TO FIGURE OUT HOW WE CAN REALLY PROVIDE THAT VERY HIGHEST QUALITY LEVEL OF ACHIEVEMENT AND BY EXTENSION ENVIRONMENTS THAT CREATE SUCCESS AND MEASURE OURSELVES AGAINST THE VERY, VERY BEST.

I THINK IT WOULD'VE BEEN A TALL ORDER TO ASK THAT OF THE INSTITUTION 10 YEARS AGO BUT I THINK WE ARE THANKS TO TRUSTEE AVALOS AND MANY OTHERS THINK WERE AT A POINT WHERE THAT'S AN APPROPRIATE WAY TO BEGIN TO REALLY MEASURE OURSELVES AND DEDICATE OUR FRAMEWORK FOR HOW WE MEASURE OURSELVES AS AN INSTITUTION.

WE MEASURE OURSELVES AGAINST THEM AT THOSE INSTITUTIONS ARE NOW STARTING TO BECOME CLOSER TO OUR PEERS.

SO AS A GOAL I KNOW WE HAVE SOME SOME UNOFFICIAL GOALS REGARDING ASPEN INSTITUTIONS AND THAT WHICH ARE SPOT ON AND SO I DON'T KNOW IF WE CHANGE THE LANGUAGE OR NOT BUT I THINK THAT IS ONE CORE GOAL THAT IS IN FRONT OF US RIGHT NOW BUT I WANT TO HIGHLIGHT.

>> WE CAN DEFINITELY MAKE ALL THOSE CHANGES.

THANK YOU FOR THIS AND ALL THE CAMPAIGNS.

[01:00:05]

I THINK WE HAVE 15 VISITS TO LOCAL GOVERNMENT IN THE NEXT COUPLE OF MONTHS ALREADY IN THE WORKS.

WE HAVE A COUPLE OF EVENTS ALREADY PLANT THING FIRST ONE COMING UP HIS HALLOWEEN PARTY IN THE COMMUNITY ON CAMPUS AND YOU'LL BE HEARING MORE OF THAT COMING UP.

ESSENTIALLY, YES, WE WANT TO MAKE SURE THERE IS REINTRODUCTION OF THE CAMPUS INTO THE COMMUNITY BUT MORE THAN GOING OUT WE WANT TO ENSURE THE COMMUNITY MEMBERS COME TO THE CAMPUS, HAVE A GOOD TIME, THOUGH THE FACILITIES, KNOW THE GREAT PEOPLE THAT WORK HERE AND THEN FEEL COMFORTABLE SENDING THEIR KIDS HERE.

FOR SAYING, OH I MET THIS PERSON I WANT TO TAKE A PROFESSIONAL DEVELOPMENT CLASS I WANT TO GO TO CERRITOS COLLEGE.

AND MAKE THE CAMPUS THEIR OWN.

>> I LOVE IT.

AND IF IT'S WITH SOME OF OUR PHYSICAL MASTER PLAN GOALS TOWING THE LINE BETWEEN THE COMMUNITY COLLEGE SO THAT THOSE TWO THINGS KIND OF FLOW SEAMLESSLY.

THIS IS GREAT, ANY OTHER FEEDBACK? ON THE GOALS?

>> AS WE LOOK AT WHAT WE CAN DO TO EXPAND THOSE OPPORTUNITIES FOLKS PARTICULARLY FOLKS WHO ARE IN THE WORKFORCE ONE OF THE THINGS I HAVE SEEN AND SOME OF THE CAL STATES AND I WILL MENTION THE NAME BECAUSE I DON'T WANT TO GIVE OUR LOCAL CAL STATE AND ORANGE COUNTY BUT REALLY LOOKING AT PARTNERING UP WITH OUR LOCAL EMPLOYEES IN TERMS OF OUR LOCAL GOVERNMENTS TO REALLY FACILITATE IMPROVING THEIR EMPLOYEES IN TERMS OF PROFESSIONAL DEVELOPMENT.

WHAT I FOUND OVER THE YEARS IS THAT OFTEN TIME WE HAVE THESE DISHES OF ORGANIZATIONS WHICH IS REALLY MORE OF A PAID TYPE OF WORKSHOPS WHERE YOU PAY FOR CERTAIN WORKSHOP FOR LEADERSHIP, FOR THIS, FOR WRITING, FOR WHATEVER MIGHT BE IMMEDIATE SIMPLE CERTIFICATES THAT IMPROVE THE EMPLOYEE A LITTLE BIT BUT DON'T REALLY GET HIM MUCH FOR THE TIME THAT WAS INVESTED IN THAT.

SO MAYBE YOU COME WITH PROGRAMMING ALLOWS OUR LOCAL GOVERNMENTS TO SUPPORT THEIR EMPLOYEES OBTAINING A COLLEGE DEGREE, RIGHT? AFTER WORK, ONE DAY A WEEK, WHATEVER THAT MAY BE ON THEIR PARTICULAR CAMPUS, NOT OURS, ON THERE'S, TRULY FACILITATE THAT FOR THEM.

I THINK THAT WOULD REALLY, NOT ONLY HIGHLIGHT WHAT WE DO AT THE COLLEGE HERE, BUT REALLY PROVIDE AN OPPORTUNITY ." GOVERNMENT WERE ALSO EXPERIENCING A LOT OF THE RETIREMENTS.

IT HAS BEEN A CHALLENGE AND I CAN TELL YOU THAT OUR LOCAL GOVERNMENT TRYING TO FILL POSITIONS AT ENTRY-LEVEL HAS BEEN A TREMENDOUS CHALLENGE.

TRYING TO GET PEOPLE WITH EXPERIENCE IS ALSO A CHALLENGE.

SO WE ARE REALLY AT A LOSS ON BOTH SIDES OF THE SPECTRUM.

SO WHAT TO DO TO PROVIDE AN OPPORTUNITY FOR EMPLOYEES WHO ARE EAGER TO CONTINUE TO GROW, FOLKS WHO WANT TO BE EMPLOYED BY LOCAL GOVERNMENTS AND PUBLIC AGENCIES TO BE ABLE TO HAVE THAT SKILL SET.

WE REALLY BE FOCUSED ON SOME OF THAT BECAUSE WE HAVE LOST THERE IS BEEN A HUGE VACUUM THAT HAS BEEN LEFT AS RESULT FROM THE GREAT RESIGNATIONS.

I THINK ANY ORGANIZATION YOU TALK TO REGARDLESS WHETHER IT'S LOCAL, STATE, FEDERAL, PUBLIC AGENCY, PRIVATE INDUSTRY WHATEVER IT IS EVERYBODY IS STRUGGLING TO REALLY FIND EMPLOYEES AND EMPLOYERS WANT TO STAY BECAUSE THERE'S AN OPPORTUNITY FOR GROWTH.

YOU KIND OF LOOKING AT THE RED SO AT A PERFECT OPPORTUNITY TO BE ABLE TO COME UP WITH SOME OF THE SOLUTIONS TO WHAT I CONSIDER VERY LOCAL PROBLEMS.

>> THAT'S REALLY, YEAH, THAT'S I LOVE THAT IDEA.

AND, YOU MENTIONED ABOUT COMPLETING DEGREES WHICH I THINK FOR SOME LEVELS OF EMPLOYEES MIGHT BE REALLY CRITICAL.

FOR OTHERS, THEY MAY ALREADY HAVE A COLLEGE DEGREE BUT I DON'T THINK THERE'S ANYTHING PROBABLY US FOR HAVING WHAT EFFECTIVELY BE A MASTERS LEVEL STUDY UNDER CERTAIN DISCIPLINES THAT ARE NEEDED JUST FOR A CERTIFICATE.

SO THAT DOESN'T HAVE TO FIT UNDER ANY GRADUATE LEVEL ACCREDITATION PROCESS BUT IT COULD BE TARGETED FOR FOLKS ARE ALREADY MAYBE EARNED THERE FOR YOUR DEGREE DUE TO ADVANCED STUDIES AS PART OF PROFESSIONAL DEVELOPMENT.

I THINK THAT COULD BE A GOOD ONE.

I DON'T KNOW RETENTION WAS WHETHER IT'S A BIG WIN OR NOT FOR DIFFERENT CITIES BUT I DEFINITELY THINK IT'S A SPARK OF A REALLY INTERESTING IDEA FOR A LOT OF COMMUNITY MEMBERS EVEN JUST BEYOND LOCAL GOVERNMENT.

>> ONE OF THINGS I WANT TO TALK ABOUT MONDAY AS YOU KNOW ALMOST EVERY AGENCY HAS SEEN SOME KIND OF COVID RELATED FUNDING SO YOU CAN LOOK AT REM TO MAKE THOSE

[01:05:01]

DOLLARS MAKE A BIGGER IMPACT IN THE COMMUNITY.

>> I LIKE THAT.

OKAY, I DON'T KNOW IF THAT WASN'T OUR GOALS BUT DISCUSSING OUR GOALS HELPS US SOMETIMES, WITH.

>> I THINK WHAT WE HAVE IS GREAT I THINK IS FOCUSED AND IT'S GOING TO BE DATA DRIVEN AND I THINK FOR NOT ABLE TO SEE WHERE WE ARE GOING AND MEASURE HOW FAR WE HAVE GONE, SIGNIFICANCE OF STANDARDS WHATEVER THIS I THOUGHT THIS IS PROBABLY THE MOST DATA DRIVEN GOALS I HAVE SEEN IN THE 14 YEARS I'VE BEEN HERE.

AND ASSESSING THE OTHERS WERE NOT JUST SAYING WE CONTINUE TO GET MORE FOCUSED AND AS THE GOALS GET MORE CLEAR.

>> I AGREE.

>> SO WE CAN INCORPORATE THOSE CHANGES AS I SAID THEY ARE UP FOR ADOPTION TODAY WE DON'T HAVE TO ADOPT THEM TODAY.

IF YOU WANT TO SEND THOSE ADDITIONAL COMMENTS VIA EMAIL.

OBVIOUSLY, I KNOW FROM I KNOW THE LENGTH OF AN OPPORTUNITY TO TALK ABOUT IT AND I'M SURE TRUSTEE PACHECO WILL, TOO.

BUT OBVIOUSLY, SHE IS NOT IN ATTENDANCE AND CANNOT VOTE.

SO WE DO NOT HAVE TO ADOPT THEM TODAY I GUESS IT'S WHAT I'M TRYING TO SAY IF YOU WANT TO TAKE A LITTLE TIME OBVIOUSLY SINCE IT SEEMS THEY ARE ALIGNED LARGELY TO WHAT WE ARE TRYING TO DO WE WILL PROCEED IN DEVELOPING THE WORK THE OVERARCHING WORK OF THIS AND WASTE TIME FOR ADOPTION WITH THE DETAILS OBVIOUSLY AS WE RECEIVE THEM AND IT GETS APPROVED WE WILL IMPLEMENT THOSE DETAILS.

>> YEAH, I THINK THAT IS FINE.

WE CAN TABLE THIS SO WE CAN HAVE FURTHER DISCUSSION ON IT.

I DON'T OBVIOUSLY TO YOUR POINT THIS IS NOT A SIGN THAT WE ARE NOT IN AGREEMENT ON THIS.

I THINK WE ARE VERY MUCH ON WE JUST WANT TO INCLUDE ALL THE TRUSTEES.

SOME OF THE THINGS I THINK WE TALKED ABOUT ARE MORE TACTICAL THAN NECESSARILY NEEDING TO BE SPECIFIC GOALS UNLESS YOU FEEL WOULD BE NICE TO HAVE SPECIFIC 12 MONTH GOALS THAT ARE HIGHLY SPECIFIC TO THIS YEAR WHICH MIGHT BE ONE APPROACH, AS WELL.

>> WE CAN PUT SOME ACTION ITEMS ON THEIR.

LIKE THE NUMBER OF EVENTS AND SO ON WE CAN ADD THOSE AS PART OF THE METRICS TO MEASURE THE ACHIEVEMENT OF THE MAIN GOAL.

>> OKAY.

HOWEVER YOU FEEL IT WOULD BE HELPFUL TO DO THAT.

BECAUSE I DON'T KNOW IF ALL OF THESE ARE GOING TO HAVE CORRESPONDING METRIC.

I WOULD REALLY APPRECIATE THE TIME AND ENERGY YOU PUT INTO THESE GOALS AND I DON'T THINK WE NEED THEM TO BE LONGER THAN 12 BECAUSE AS YOU GET MORE GOALS IT BECOMES HARDER TO ACTUALLY ACHIEVE THEM ALL AND TRY TO KEEP THEM ALL AS A PRIORITY.

IF ANYTHING, IT'S A LOT.

THANK YOU.

>> WOULD YOU LIKE TO HAVE A MOTION?

>> CONTINUE TO THE NEXT MEETING.

MAKE A MOTION TO HAVE ON OCTOBER 19.

>> SECOND.

>> ROLL CALL.

>> TRUSTEE LEDESMA

>> AYE

>> TRUSTEE SALAZAR

>> YES

>> FIVE IS ABSENT

>> VICE PRESIDENT LIU

>> YES

>> TRUSTEE PACHECO IS ABSENT.

TRUSTEE PEREZ TRUSTEE SALAZAR

>> YES

>> WILL CIRCLE BACK TO TRUSTEE PEREZ.

MOTION PASSES.

>>.

SPEAKING OF THE FOLLOWING MEETING IN OCTOBER WE NOW MOVE ITEM 6105 CONSIDER OF

[6.05 Consideration of Approval of Board Vacancy Process]

APPROVAL BOARD VACANCY PROCESS.

HELPS EXPLAIN IT MAYBE THAT WILL SAVE YOU A LITTLE TIME.

ON SEPTEMBER 14, 2022 TRUSTEE AVALOS TRUSTEE AREA NUMBER TWO SUBMITTED HER RESIGNATION FROM THE BOARD OF TRUSTEES AS STATED AND THE BOARD POLICY 2110 WITHIN SIX DAYS THAT SHE WOULD ORDER AN ELECTION OR MAKE A PROVISIONAL APPOINTMENT TO FILL THE VACANCY.

IF AN ELECTION IS ORDERED AND SHALL BE HELD ON THE NEXT REGULAR ELECTION DAY NOT LESS THAN 130 DAYS OF THE OCCURRENCE OF THE VACANCY.

PROVISIONAL WOMEN SHOULD BE SUBJECT TO THE CONDITION OF THE CODE SECTION 5091 THE

[01:10:04]

PERSON APPOINTED TO THE TRADUCE POSITION SHOULD HOLD OFFICE ONLY TO THE NEXT REGULARLY SCHEDULED ELECTION FOR THE DISTRICT BOARD MEMBERS.

WHEN THE ELECTION SHALL BE HELD TO FILL THE VACANCY WHICH IS THIS CASE NOVEMBER 5, 2024.

IF THE BOARD APPROVES TO FILL THE VACANCY BY PROVISIONAL APPOINTMENT AND NOTICED ANNOUNCING THE VACANCY IN INVITING APPLICANTS TO SUBMIT A LETTER OF INTEREST WITH STATEMENTS OF QUALIFICATIONS WILL BE PUBLISHED FOLLOWING THE EFFECTIVE DATE OF THE RESIGNATION.

A SIMPLE PROCESS TO FILL THE BOARD VACANCY BY APPOINTMENT IS ATTACHED IN THE BOARD BOOK.

SO WE HAVE A VACANCY TIMELINE OF THAT UP ON THAT.

BUT ANY ADDITIONAL COLOR YOU WANT TO ADD, DOCTOR FERA?

>> ESSENTIALLY, WE HAVE 60 DAYS TO MEET THE DEADLINE TO APPOINT SOMEONE FOR AREA 2 BASED ON OUR CURRENT SCHEDULE MEETINGS WE WILL HAVE TO HAVE SOMEONE IN OFFICE BY NOVEMBER 6.

THE NEXT MEETING IS OCTOBER 19 WHICH GIVE US ABOUT 21 DAYS TO DO THE SELECTION PROCESS IN ABOUT A WEEK FOR THE BOARD TO REVIEW THE APPLICANT THEY INVITE THOSE FINALISTS TO COME INTERVIEW BEFORE THE BOARD IN A PREDETERMINED MANNER.

AND AFTER THAT YOU WILL HAVE EITHER THE OPPORTUNITY TO SELECT SOMEONE AT THE END OF THE INTERVIEW PROCESS FOR TWO CONFIRM AND SELECT SOMEONE ON THE NOVEMBER 6 MEETING.

DISLIKED SOMEONE ON NOVEMBER 6 MEETING THE PERSON WILL BE SELECTED AND SWORN INTO OFFICE THAT DAY BECAUSE THE DEADLINE IS NOVEMBER 14.

IF YOU SELECT SOMEONE ON OCTOBER 19 IT WILL SIMPLY BE THE SELECTION BUT THE SWEARING-IN WILL TAKE PLACE ON NOVEMBER 6 AND THAT WILL KEEP US ON SCHEDULE FOR THE 60 DAYS.

LAST TIME WE DID THIS WE ESSENTIALLY ADVERTISED IN THE LOCAL NEWSPAPERS AND ON THE WEBSITE AND WE ENCOURAGED THE SUBMISSION OF A RESUME, STATEMENT AS TO WHY THE INDIVIDUAL WANTED TO BE A TRUSTEE AND OBVIOUSLY TO DECIDE THE AREA OF VACANCY WE CONFIRM THE FIRST STEP WAS TO CONFIRM THAT THE PERSON INDEED WAS A RESIDENT OF THE AREA.

THAT WAS STEP ONE FOR QUALIFICATION AND THE SECOND ONE WAS THE STATEMENT AND THE RESUME WHICH IS PROVIDED TO THE TRUSTEES AND I BELIEVE WE INTERVIEWED ABOUT FOR INDIVIDUALS AND INTERVIEWS TOOK PLACE DURING REGULAR BOARD MEETING.

I DO REMEMBER THE FINALS THE LAKERS OUR CLIENT AS WE HAD THE CANDIDATES WAITING IN THE OFFICE AND THE LAKERS GAME AND THEY WERE CALLED TO THE PRESENTATION AND AT THE END OF THE MEETING THE BOARD TOOK A FEW MINUTES TO CONFIRM A CANDIDATE PRESIDENT BIRKEY WAS ELECTED AT THIS TIME AT THAT TIME.

SO WERE PROPOSING ESSENTIALLY THE SAME PROCESS SEEMED TO HAVE WORKED OKAY LAST TIME.

AND IT STILL WON'T MEET THE GUIDELINES THAT WILL MAKE YOUR WEDNESDAY, OCTOBER 19 A VERY LONG MEETING.

WE DO HAVE A NUMBER OF EVENTS THAT THE SCHEDULE AS WELL WHICH IS CONNECTED TO THE ITEM THAT YOU WILL CONSIDER WHICH IS BEGINNING THAT MEETING AT 6 PM RATHER THAN 7 PM.

>> ANY FURTHER DISCUSSION ON THIS?

>> I THINK THE TIMELINE IS GOOD.

I THINK FOR THE LAST TWO YEARS WE SPENT TOGETHER HERE AS A BOARD AND I THINK IT'S

[01:15:02]

A GOOD WAY TO SAVE COLLEGE MONEY SOMEBODY MOTION TO APPROVE.

>> SECOND.

>> ALL RIGHT.

ROLL CALL VOTE.

>>

>> YEAH

>>

>> AND

>> TRUSTEE SALAZAR

>>

>> MOTION PASSES.

>> BUT TRUSTEE PEREZ HAS THE MEETING.

TRANSFER INTO THE NEXT CONSIDERATION OF CHANGING THE START TIME FOR THE OCTOBER 19 BOARD MEETING TO 6 PM.

>> MOTION TO APPROVE.

>> THANK YOU.

DO WE HAVE A SECOND?

>> SECOND.

>> SO WE HAVE THE INTERVIEWS AND WE HAVE A COUPLE OF EVENTS THAT WERE TAKING PLACE THAT DAY PRETTY LARGE EVENT.

DURING THE MEETING.

DURING THE MEETING?

>> PROBABLY THE FIRST PART OF THE MEETING.

AND THAT THE SPEAKER.

>> PROBABLY SEX IF WE DO IT LIKE WE NORMALLY DO IT WILL BE 6:30 PM BECAUSE IT TAKES ABOUT 20 TO 30 MINUTES TO DO THE EARLY PROCEDURAL STUFF.

IF YOU'RE THINKING ABOUT INTERVIEWEES BEING ABLE TO MAKE IT HERE ON TIME.

>> SO WE CAN BEGIN WITH PUBLIC COMMENT ON THE INTERVIEW PROCESS SO

[6.06 Consideration to Change Start Time of October 19 Regular Board Meeting]

ESSENTIALLY PUBLIC COMMENT ONLY RELATED TO THE ITEM THAT'S GOING TO BE CONSIDERED WHICH IS THE INTERVIEWS OF THE CANDIDATES FOR TRUSTEE AREA 2 AND MOVE ALL OF OUR COMMENTS TO THE END OF PUBLIC COMMENTS ON INDIVIDUAL ITEMS AS THE ITEM IS READ.

SO THAT WILL SAVE TIME IN THE BEGINNING OF THE MEETING SO WE CAN GET TO THE INTERVIEWS FIRST.

SO THERE ARE DIFFERENT WAYS OF DOING THE PUBLIC COMMENTS USUALLY DO GENERAL PUBLIC COMMENT BUT WE CAN ALSO DO THEM PER ITEM.

>> ANY RESERVATION ABOUT STARTING EARLY?

>> STUDENT TRUSTEE LEDESMA OR TRUSTEE LIU? I CHECKED MY CALENDAR AND I DON'T THINK THAT'S GOING TO BE AN ISSUE.

>> I MAY BE LATE.

>> IS THERE A DIFFERENT TIME IS MORE PREFERRED?

>> SEVEN BUT I WILL JUST REARRANGE IT, THAT'S OKAY.

>> MY UNDERSTANDING IS THAT THE PRIMARY ISSUE IS MAKING SURE WE HAVE ENOUGH TIME TO REVIEW THE CANDIDATES.

OKAY, WITH THAT WE WILL MOVE BACK AWAY, WE DEVOTE.

>> TRUSTEE PEREZ

>> YES

>> IS THE CHANGE OF TIME

>> THANK YOU.

>> YES, THANK YOU.

>> STUDENT TRUSTEE SALAZAR TRUSTEE LEDESMA

>> YES

>> TRUSTEE AVALOS

>> YES

>> TRUSTEE BIRKEY

>> YES

>> TRUSTEE PEREZ

>> YES

>> TRUSTEE SALAZAR

>> YES

>> A MOTION PASSES.

NOW HE MOVED TO ITEM

>> NOW MOVE TO ITEM 6.03 APPROVAL OF THE BUDGET.

THANK YOU FOR YOUR PATIENCE.

>> GIVEN ME A SECOND.

>> I'M GOING TO MISS THIS, BY THE WAY.

>> THIS IS THE FUNNEST STUFF.

>> I WAS OVER HERE UNTIL 1 AM.

>> NOT THAT LONG.

I WILL TRY TO MAKE THIS QUICK.

THANK YOU, WHAT WAS THAT? YES, I PROMISE.

AS LONG AS THERE IS NO QUESTIONS.

>> HE HAS BEEN WORKING ON THIS ALL YEAR.

>> I HAVE GIVEN THIS PRESENTATION ONE, TWO, THREE, FOUR TIMES IN THIS

[6.03 Presentation and Consideration of Approval of the 2022-23 Adopted Budget]

WOULD BE NUMBER FIVE.

I THINK I HAVE IT DOWN.

SO THANK YOU, THIS YEAR WHAT I DID FOR A QUICK WAS THE FIRST PART OF THE PRESENTATION WILL GIVE YOU AN OVERVIEW OF THE STATE BUDGET AS A WHOLE AND THEN

[01:20:16]

GO INTO DETAIL IN TWO HOURS.

AS THE BUDGET WAS SIGNED ON JUNE 30 OF 2022 AND THIS BUDGET PROVIDED A ROADMAP FOR THE CALIFORNIA COMMUNITY COLLEGES INCLUDES A SET OF METRICS AND GOALS WHICH ARE FOCUSED ON EQUITY AND STUDENT SUCCESS BUILDING ON THE STATE CHANCELLOR'S VISION FOR SUCCESS GOALS.

THE KEY GOALS AND EXPECTATIONS IN THIS ROOM AND INCLUDE INCREASED COLLABORATION ACROSS SEGMENTS AND SECTORS TO ENHANCE TIMELY TRANSFER, IMPROVED COMPLETION RATES AND A REDUCTION IN EXCESS UNITS CLOSE EQUITY GAPS AND BETTER ALIGNED THE SYSTEM WITH K-12 AND WORKFORCE NEEDS.

A LOT OF WHAT YOU SEEM TO HEAR AND WHAT WAS IN THE BUDGET REFLECTS THESE ITEMS AND SO, THE BUDGET HAD SOME LARGE INVESTMENTS FOCUSED RELEASE A TOTAL OF INCREASE IN THE SYSTEM WILL INCREASE BY $40 WHICH IS IN ONE TIME FUNDS.

THESE INCLUDE ADDITIONAL INVESTMENTS IN PERSON FUNDING, DEFERRED MAINTENANCE, ONE TIME BLOCK GRANTS TO FOCUS ON THE PANDEMIC RECOVERY, PART-TIME FACULTY HEALTH INSURANCE AND A WIDE ARRAY OF STUDENT SUPPORT PROGRAMS. ONLY ONE OF THE LARGEST STUDENT SUPPORT PROGRAMS THAT I'VE SEEN IN QUITE SOME TIME.

AS WE ALL KNOW THE BUDGET INCLUDED A COLA OF 6.56 PERCENT.

ALSO INCLUDED WAS A CERTAIN CHEMICAL CORPORATION PROGRAMS WERE INCLUDED IN THE COLA WHICH INCLUDED US MANDATED BLOCK GRANT, APPRENTICESHIP AND CARE.

THIS BUDGET ALSO ESTABLISHED THE FUNDING FOR THE BEGINS AND FISCAL YEAR 24-25 UNDER THE STUDENT CENTER FUNDING FORMULA.

THIS BUDGET ALSO PROVIDED HOLD HARMLESS PROTECTIONS THAT WERE EXTENDED UNTIL 24-25.

THEN I'LL GO INTO MORE DETAIL THROUGHOUT THIS PRESENTATION.

SO, UNDER THE MAJOR THEMES I BROKE IT DOWN THE FIRST THING DIVERSITY AND EQUITY, 25 MILLION THIS A SYSTEMWIDE OF ONGOING FUNDS TO INCREASE STUDENT EQUITY ACHIEVEMENT PROGRAMS THAT'S AN ESTIMATE OF ABOUT 400,000 DOLLARS OF NEW MONEY WHICH BRINGS THE TOTAL TO CERRITOS COLLEGE OF A ROUGHLY $6.6 MILLION ANNUALLY TO STUDENT EQUITY ACHIEVEMENT PROGRAMS. 10 MILLION OF ONGOING FUNDS TO SUPPORT EQUAL OPPORTUNITY EVIL EMPLOYMENT OPPORTUNITY BEST PRACTICES.

THIS IS ROUGHLY $160,000 FOR CERRITOS COLLEGE.

UNDER COLLEGE AFFORDABILITY 250 MILLION OF ONGOING FUNDS FOR STUDENT SUCCESS COMPLETION GRANTS DUE TO THE EXPANSION OF THE CAL GRANT ELIGIBILITY REQUIREMENTS.

THIS EQUATES TO ROUGHLY $4 MILLION FOR CERRITOS COLLEGE.

10 MILLION OF ONGOING TO SUPPORT FINANCIAL AID OFFICES THIS IS THE ADMINISTRATION PORTION OF THE FUNDING.

SO THIS IS ROUGHLY ABOUT AN INCREASE OF $160,000 WHICH BRINGS THE TOTAL ADMINISTRATIVE SUPPORT ABOUT 723,000 TWO CERRITOS COLLEGE.

10 MILLION FOR ONE TIME AND THIS IS FOR EMERGENCY FINANCIAL ASSISTANCE FOR AB BY 40 STUDENTS.

UNDER THE CATEGORY OF ENROLLMENT RETENTION AND RECOVERY SOME PRETTY

[01:25:09]

SIGNIFICANT ITEMS IN THIS BLOCK.

150 MILLION OF ONE TIME FUNDS FOR STUDENT ENROLLMENT AND RETENTION EFFORTS THIS IS ROUGHLY $2.4 MILLION FOR CERRITOS COLLEGE.

EVEN BIGGER 650 MILLION ONE TIME A FUND TO FUND COVID 19 RECOVERY BLOCK GRANT.

THIS IS $10.6 MILLION FOR CERRITOS COLLEGE.

SO LARGE INVESTMENTS ON ENROLLMENT, RETENTION AND RECOVERY.

WHAT IS GOOD ABOUT THE BLOCK GRANT IS PREVIOUSLY IN THE BUDGET AND THE TENTATIVE BUDGET IT WAS SPREAD OVER A FIVE-YEAR TERM.

UNDER THE ENACTED BUDGET THEY REMOVED THE TIMELINE SO THERE IS NO TIMELINE WHEN THESE DOLLARS CAN BE SPENT, WHICH IS GREAT IT GIVES A LOT MORE FLEXIBILITY FOR US.

UNDER PART-TIME FACULTY SUPPORT $200 MILLION FOR ONGOING FUNDS TO AUGMENT THE PART-TIME FACULTY HEALTH INSURANCE PROGRAM.

THIS IS A REIMBURSEMENT PROGRAM.

YOU HURT A LITTLE BIT ABOUT IT TODAY BUT WE ARE EXPECTED TO HAVE MORE GUIDANCE COME OUT.

OBVIOUSLY, THE TRAILER BILL HAS BEEN SIGNED WE ARE WAITING FOR THE RELEASE OF THE GUIDANCE WHICH SHOULD BE OUT THIS MONTH TO GIVE US A LITTLE BIT MORE PERSPECTIVE ON THE PROGRAM.

JUST TO GIVE YOU SOME PERSPECTIVE THE CURRENT PROGRAM WAS ONLY FUNDED AT 490,000 DOLLARS STATEWIDE IS A PRETTY SIGNIFICANT DIFFERENCE FROM 490,000 TO 200 MILLION THAT'S ROUGHLY A TWO PERCENT REIMBURSEMENT ON EVERY DOLLAR WE GOT.

SO REALLY IT WAS PENNIES THAT WE GOT REIMBURSED ON.

THE ANTICIPATED, WE ANTICIPATE MUCH MORE SUPPORT DURING THIS IS WHERE GUIDELINES COME OUT WILL BE ABLE TO PROVIDE MORE INFORMATION ABOUT THE PROGRAM.

UNDER TECHNOLOGY, 100 MILLION DOLLARS FOR TECHNOLOGY MODERNIZATION AND DATA PROTECTION.

75 MILLION OF IT IS ONE TIME THAT EQUATES TO ABOUT $1.2 MILLION FOR CERRITOS.

25 MILLION OF THAT IS ONGOING WHICH EQUATES TO ROUGHLY 400,000 FOR US.

THIS ALLOWS THE SYSTEM TO MODERNIZE ITS TECHNOLOGY INFRASTRUCTURE AND IMPROVE SENSITIVE DATA PROTECTION EFFORTS AND THIS IS REALLY IT PANS OUT OF THE RECENT ADMISSIONS APPLICATION AND ONBOARDING FROM THE CALIFORNIA COMMUNITY COLLEGES HAVE BEEN EXPENSES DURING COVID.

AND SO, ALLOCATION OF FUNDS ARE EXPECTED TO BEGIN IN FEBRUARY 2023.

THESE FUNDS REQUIRE THIS IS NOT AN AUTOMATIC GIVE TO COLLEGES.

YOU ACTUALLY HAVE TO FOLLOW THERE ARE SOME STEPS YOU HAVE TO TAKE BEFORE YOU'RE ABLE TO GET APPROVED TO RELEASE THESE FUNDS.

IF YOU DO NOT COMPLY WITH THE STEPS PROVIDED THAT YOUR COLLEGE OR DISTRICT WILL NOT BE ABLE TO RECEIVE THESE FUNDS.

WE ARE CURRENTLY IN THE PROCESS OF FULFILLING THE STEPS NECESSARY AND WE DO ANTICIPATE GETTING OUR SHARE.

THE IT EACH COLLEGE HOWEVER WILL RECEIVE A $50,000 ALLOCATION FOR IT AND DATA SECURITY WHAT THEY WILL CALL BASIC FUNDS THAT WILL BE PROVIDED TO DISTRICTS TO DO SOME WORK OR POTENTIALLY UTILIZED TO DO SOME ASSESSMENTS ON OUR SYSTEMS. UNDER THE PHYSICAL PLANT AND INSTRUCTIONAL SUPPORT $841 MILLION OF ONE-TIME DOLLARS TO SUPPORT DEFERRED MAINTENANCE AND ENERGY EFFICIENT PROJECTS.

THAT IS $13 MILLION FOR CERRITOS COLLEGE.

SO HUGE INVESTMENT.

THE FACILITIES DEPARTMENT IS VERY EAGER TO LAUNCH SOME OF THESE PROJECTS MOVING FORWARD SO WE ARE WORKING RIGHT NOW ON PLANNING FIGURING OUT WHAT IS THE NEEDS FOR OUR COLLEGE GOING TO BE ABLE TO BEST UTILIZE THIS, SPECIFICALLY FOCUSING ON THE ENERGY EFFICIENT TYPE PROJECTS.

UNDER THE CONSTRUCTION SITE WE RECEIVED WE APPLIED AND RECEIVED $225,000 ONE TIME FUNDS FOR US TO PROVIDE A FEASIBILITY STUDY AND OFFER AFFORDABLE STUDENT HOUSING.

THAT IS CURRENTLY GOING ON AS WE SPEAK AND SO WE ARE ALREADY IN CONTRACT WITH A VENDOR OR CONSULTANT GOING THROUGH THAT FEASIBILITY STUDY.

WE DO ANTICIPATE IN THE BASE OF THIS IS ONCE THE FEASIBILITY STUDY IS DONE WE HAVE THE EXPECTATION OF SPITTING OUR APPLICATION TO THE STATE TO BE FUNDED FOR STUDENT HOUSING ON THAT.

WE ANTICIPATE SUBMITTING THE APPLICATION BY THE END OF THE CALENDAR YEAR.

ALSO, IN THE BUDGET IS AN ALLOCATION OF $16 MILLION TO SUPPORT THE CONSTRUCTION OF THE SERVICES BUILDING.

THAT PRETTY MUCH GUARANTEES AS NEW BOND OR NO BOND THAT AT LEAST WILL BE CONSTRUCTING THE STUDENT SERVICES PORTION OF THE NEW STUDENT SERVICES ADMINISTRATION BUILDING.

GREAT TO HAVE THESE FUNDS IN HAND.

BECAUSE WE ARE TALKING BUDGET I ALSO WANT TO PROVIDE SOME ENROLLMENT INFORMATION ON THAT BECAUSE IT KIND OF TIES INTO THE SPECIAL MEETING WE HAD LAST

[01:30:17]

TIME WE TALKED ABOUT THE EMERGENCY CONDITION ALLOWANCE AND HOW THAT ALL SHAKES OUT AND AFFECTS US FROM A BUDGET STANDPOINT.

THIS SLIDE ILLUSTRATES THE LAST THREE FISCAL YEARS OUR ACTUALLY FTS AS YOU CAN SEE WE CAME OFF THE FISCAL YEAR 20 VERY STRONG, 17,362 FTS.

THIS IS RIGHT IN THE START OF THE PANDEMIC.

EVER SINCE THEN OBVIOUSLY YOU CAN SEE WE HAVE TAKEN SOME PRETTY SIGNIFICANT ENROLLMENT DECLINES.

OVER 1000 FTS DECLINE IN THE NEXT FISCAL YEAR AND IN 2021 AND WE CONTINUED THAT DOWNWARD TREND LOSING WELL OVER ANOTHER THOUSAND FTS ACTUALLY A COUPLE THOUSAND FTS IN FISCAL YEAR 21-22 TWO 2899 WHICH IS OUR LOWEST RECORDED FTS, ANNUAL FTS, AS FAR BACK AS I CAN POSSIBLY DIG UP SOME MORE THAN 15 YEARS THIS IS OUR LOWEST LEVEL ON THAT.

THAT PUTS US AT A THREE-YEAR AVERAGE IF WE WERE GOING TO UTILIZE THIS IS THE BENCHMARK.

THAT'S A THREE-YEAR AVERAGE OF 15,000 50,008 04 FTS.

SO WANT TO GIVE YOU PERSPECTIVE ON THAT BECAUSE THIS IS NOT WHAT WERE ACTUALLY FUNDED BY BECAUSE WE ACTUALLY DID BECAUSE OF THE DROP IN AT 21 FISCAL YEAR 21 OF OVER 1000 FTS WE IMMEDIATELY WENT IN TO EMERGENCY CONDITION ALLOWANCE.

WHICH IS THIS SLIDE.

WHAT THAT DID IS IT PROTECTED OUR FTS.

IT TOOK OUR PREVIOUS FTS AND KEPT AT THE SAME.

SO AS YOU CAN SEE WHAT WE GOT IN FISCAL YEAR 19-20 KEPT US THE SAME AND FUNDED US THE SAME IN FISCAL YEAR 20-21.

WHEN WE WENT INTO 21-22 WE DECLINED AGAIN, GUESS WHAT, WE WERE IN EMERGENCY CONDITION ALLOWANCE AGAIN SO IT PROTECTED OUR FTS AND MOVED THAT SAME NUMBER FORWARD.

SO IF YOU LOOK AT THAT OBVIOUSLY IS THE SAME NUMBER FOR THREE YEARS THE AVERAGE IS THAT SAME NUMBER.

SO WHY I BRING THIS UP I WANTED TO POINT OUT WHAT THE BOARD APPROVED US TO ADOPT INTO THE EMERGENCY CONDITION ALLOWANCE FOR THE FISCAL YEAR 22-23 WHY THAT WAS IMPORTANT BECAUSE IF WE DID NOT DO THAT WE HAD TO REPORT THAT SLIGHTLY UNDER 14,000 FTS ON THE PREVIOUS SLIDE THAT WOULD ACTUALLY AFFECT OUR FUNDING BY 5 AND A HALF MILLION DOLLARS.

THAT ACTION PROTECTED AND SAVED BY $0.5 MILLION TO OUR BUDGET.

THAT GIVES US ANOTHER YEAR TO REBUILD OUR FTS.

CURRENTLY WE ARE ON TRACK ON A DISK FISCAL YEAR SO WE SEE ENROLLMENT IMPROVING.

THIS GIVES US ANOTHER YEAR TO CONTINUE TO BUILD ON THAT SO WE CAN BUILD UP OUR FTS BECAUSE WE COME OFF EMERGENCY CONDITION ALLOWANCE IN FISCAL YEAR 23-24 WE WILL BE IN A MUCH BETTER POSITION ON THAT.

[01:35:02]

SO I WANTED TO PROVIDE SOME PERSPECTIVE OF WHAT WE ARE BEING FUNDED FROM AND WHAT WE ARE CURRENTLY PART WHICH IS EXTREMELY TWO DIFFERENT NUMBERS.

ANY QUESTIONS ON THAT PORTION BEFORE I SWITCH? X YES.

>> GO AHEAD.

TRUSTEE PEREZ.

>> I THINK YOU DID INSERT THIS WE ONLY HAVE ONE MORE YEAR THIS IS THE LAST YEAR WE HAVE UNDER EMERGENCY CONDITIONS?

>> THAT IS CORRECT.

THE YEAR THAT THE BOARD APPROVED LAST MEETING WAS TO REMAIN IN IT FOR THIS CURRENT FISCAL YEAR 22-23.

SO THAT WOULD BE THE LAST BECAUSE PART OF THAT PLAN ALSO TALKED ABOUT HOW WE WERE GOING TO ROLL OFF THE EMERGENCY CONDITION ALLOWANCE AND 23-24.

SO YES, TO ANSWER YOUR QUESTION.

>> OKAY, SO THAT IS THERE A GOAL WERE TRYING TO HIT IN FY 23-24 TO MAKE UP FOR THE FUNDING THAT WE LOSE? AM I READING IT RIGHT THAT WE DON'T FIGURE OUT HOW TO REBUILD ENROLLMENT OUR BUDGETS GOING TO BE LOWERED BY $5.5 MILLION?

>> THE 5.5 IS WHAT WHAT IF WE DID NOT GO INTO IT THIS YEAR.

SO, UTILIZING THE 13,898 WE DO ANTICIPATE FOR THIS FISCAL YEAR AND 23- I'M SORRY 22-23 THAT WILL BE HIGHER THAN THAT NUMBER THERE SO THAT IS A PLUS.

WE ARE GROWING AS WE SPEAK ON THAT.

SO THE GOAL IS BY 23-24 WE ARE SOMEWHERE IN THE NEIGHBORHOOD OF 15,000 PUSHING 16,000 FTS, THAT IS OUR GOAL TO TRY TO GET TO THAT POINT.

ARE WE GOING TO GET TO 17 362? NO, IT WILL TAKE SOME TIME AND EFFORT TO DO THAT.

BUT WE ARE HOPEFUL THAT WE CAN AT LEAST BUILD BACK ROUGHLY 1000 TO 1100 BY 23-24 OF THAT.

SO THAT IS THE GOAL.

>> WHAT HAPPENS IF WE DON'T RECYCLE?

>> IF WE DON'T THE POTENTIAL WOULD BE THAN OUR THREE YEAR AVERAGE WOULD BE LOWER THAN ANTICIPATED AND WE CAN BE OUR FUNDING WOULD DEFINITELY START DROPPING BECAUSE OUR THREE-YEAR AVERAGE WOULD THEN BEGIN TO DROP ON THAT.

SO IT'S HARD TO SAY EXACTLY WHAT THAT WOULD BE WITHOUT NECESSARILY KNOWING BUT WHAT WERE PLANNING FOR IS ROUGHLY IN THE NEIGHBORHOOD OF LIKE 15,000 TO 16,000 FTS'S WERE PLANNING FOR THE FISCAL YEAR 23-24.

>> OKAY, I KNOW THE BUDGET IS BASED ON FTS BUT THERE'S ANOTHER NUMBER I SEE A LOT AND DUPLICATED STUDENT HEADCOUNT WHAT EXACTLY WHAT DOES THAT MEAN?

>> THAT NUMBER DOESN'T DRIVE THE STUDENT CENTER FORMULA.

THAT IS UNLIKELY, THAT AFFECTS THE AWARDS AND CERTIFICATES PORTION THAT THE STUDENT SUCCESS METRICS.

WHEN WE REPORT WE HAVE TO REPORT UNDUPLICATED AMOUNTS WE CANNOT DOUBLE, FOR EXAMPLE, IF SOMEONE RECEIVED A CERTIFICATE AND A AA FOR DT WE HAVE TO REPORT THAT HIGHEST VALUE ONLY.

SO THAT'S WHERE SOURCING UNDUPLICATED AWARDS AND SUCH.

WE PUT OUT INFORMATION OF HOW MANY AWARDS AND CERTIFICATES THAT THE COLLEGE DOES THAT DOESN'T NECESSARILY TRANSLATE TO THE FUNDING FORMULA BECAUSE WE HAD TO PULL BACK ALL THE UNDUPLICATED INFORMATION ON THAT.

>> IF I MAY ADD TO THAT.

ESSENTIALLY, IN ADDITION TO WHAT HE MENTIONED THE ONE OF THE WAYS WE COUNT ENROLLMENT WHICH ESSENTIALLY ARE CONNECTED TO CAMPUS EFFORTS SO WHEN YOU TALK ABOUT FTE ESSENTIALLY IS A STUDENT THAT ENROLLED FULL-TIME.

SOMETIMES ONE STUDENT MAKES ONE FTE BECAUSE THE INDIVIDUAL IS ENROLLED 30 UNITS BUT SOMETIMES THREE STUDENTS MAKE ONE FTE BECAUSE OF THEIR THEM MAKE THE 30 UNITS.

SO DUPLICATED COUNT PLAY A ROLE IN THE FACT THAT WHEN OUR HEADCOUNT LET'S SAY WE

[01:40:15]

HAVE 22,000 STUDENTS WHICH IS ROUGHLY THE THEREFORE THE EFFORT WE MAKE US WHOLE SCHEDULE THE CLASSES THAT'S CONVENIENT WAY FOR THEM TO THE CLASSES.

SO THIS 22,000 STUDENTS TAKE MORE CLASSES DURING THE YEAR AND THAT TRIPLETS INTO A HIGHER FTE EVEN THOUGH THE NUMBER OF STUDENTS REMAIN 22,000.

WHICH MEANS THIS TIME AROUND NOT ONLY WILL WE SUFFER A DECLINE IN THE HEADCOUNT MEETING THE TOTAL NUMBER OF STUDENTS ENROLLED FOR THOSE STUDENTS ALSO WERE TAKING FEAR CLASSES MEANS THAT OUR TOTAL COUNT DROPPED TO AROUND 20,000.

OUR FTE DROPPED TO ABOUT 14,000.

THE OTHER RELATION THAT IS DONE IS NOT OFTEN SEEN AS A DUPLICATED ACCOUNT WHICH WOULD BE THE SAME STUDENT COUNTED DURING THE PRE-TERMS OF THE YEAR.

OR DUPLICATED HEADCOUNT AND CERRITOS COLLEGE IS LIKE 35,000 AND I'LL BE THE SAME STUDENT COUNTED OVER THE THREE SEMESTERS IF THEY ENROLLED SUMMER, FALL AND SPRING BUT THE KEY NUMBER THERE IS ESSENTIALLY PEOPLE NUMBER OF STUDENTS TAKING AS MANY UNITS AS THEY CAN POSSIBLY TAKE UNDER NORMAL CONDITIONS IN THOSE UNITS IS WHAT GETS FUNDED ON ONE PAGE OVERVIEW FORMULA.

HOPEFULLY THAT MADE SOME SORT OF SENSE.

>> TRUSTEE PEREZ, ANY OTHER QUESTIONS?

>> NO, THANK YOU.

THANK YOU VERY MUCH.

>> I WANTED TO ADD FIRST OF ALL THANK YOU FOR THE PRESENTATION AND THANK YOU FOR THE OPPORTUNITY TO SPEAK ON THIS.

I THINK ONE OF THE THINGS AND FOCUS ON IN TERMS OF THE FTES IS REALLY PUSHING OUR DUAL ENROLLMENT.

BECAUSE WHEN YOU MAKE IT PART OF JUST THE CURRICULUM FOR STUDENTS ACROSS MANY SCHOOL DISTRICTS THAT WE DESERVE I THINK THE BIGGER OPPORTUNITY FOR US TO CONTINUE TO INCREASE AT THESE THAT SOMETHING REALLY THAT I THINK IS EXTREMELY IMPORTANT BECAUSE I THINK THAT WE ARE LOSING AN OPPORTUNITY FOR NOT PUSHING FOR THAT BECAUSE THE STUDENTS MANY OF THEM AS YOU ALREADY KNOW ARE REALLY TRYING TO GET AHEAD.

PARTICULARLY, AS INFLATION CONTINUES TO GO UP.

THIS IS REALLY THE BEST TIME FOR US TO PUSH SOMETHING OF THIS DANGER EVEN MORE SO THEY CAN TAKE ADVANTAGE OF IT.

I THINK THE CLASSES ARE AWESOME AND GREAT BUT I THINK OVER THE YEARS TO REALIZE THAT THE BEST INVESTMENT REALLY IS TO BE ABLE TO TAKE THE CLASS GET OVER WITH BECAUSE IT MOVES TOO MUCH.

THE JESUIT THE SUCCESS.

ANYWAYS, FOOD FOR THOUGHT JUST LOOK AT WHAT THE AND MAYBE WE CAN HAVE A PLAN FOR THE NEXT THREE YEARS TO PUSH MORE OF THE THAT.

>> SOMETHING WE SHOULD KEEP IN THE FOREFRONT THAT IS A VERY IMPORTANT PART NOT JUST SIMPLY OF THE FTE BUT OF THE FUNDING FORMULA.

AS FOR LEAVING MENTIONED IN THE BEGINNING OF THE PRESENTATION WE ARE FUNDED IN A DIFFERENT MANNER NOW SO ENROLLMENT IS ONLY 70 PERCENT AND THERE'S A 30 PERCENT IS BASED ON PERFORMANCE AND QUALIFIERS BASED ON THE SUBGROUPS WHICH MEANS IF WE GUIDE OUR STUDENTS PROPERLY INTO THE CORRECT CLASSES WITH ASSISTANCE AND THEY ARE SUCCESSFUL AND THE FINISH IN TIME THE DISTRICT ALSO EARNS ADDITIONAL DOLLARS TO THE FUNDING FORMULA.

SO IT'S VERY IMPORTANT NOT ONLY TO UNDERSTAND THE ENROLLMENT IS A KEY COMPONENT OF THE FUNDING BUT THAT THE DISTRICT IS READY TO SERVE STUDENTS IN THE BEST POSSIBLE WAY.

PART OF WHAT HAS SOMEWHAT REDUCED OUR HEAT ON ENROLLMENT IS THAT SOME OTHER METRICS HAVE IMPROVED BUT WE STILL HAVE ROOM TO CONTINUE TO IMPROVE BASED ON

[01:45:01]

HOW WE HAVE BEEN FUNDED.

PART OF THE PLAN FOR FUNDING IS FTE BUT THE ENTIRE PLAN NEEDS TO INCLUDE STUDENT PERFORMANCE.

NEEDS TO INCLUDE STUDENTS COMPLETING THEIR CLASSES WHEN THEY ENROLLED.

NEEDS TO INCLUDE STUDENTS FINISHING ON TIME BECAUSE WHEN THE STUDENTS FINISH ON TIME IF THEY ARE FROM A SPECIAL POPULATION THEY HAVE A PERCENTAGE INCREASE SO THERE FTE COULD BE ONE FTE SO RATHER THAN GETTING 4600 OR $4800 FOR A STUDENT WE COULD BE GETTING 6000 FOUR THAT STUDENT WHICH IT WILL HELP MINIMIZE THE IMPACT OF THE BUDGET.

SO WE HAVE BEEN DOING SOME WORK ON UNDERSTANDING THE FORMULA BETTER.

WE BEGAN DOING SOME PRESENTATIONS AND EVENTUALLY WE WILL TRANSLATED INTO PRESENTATIONS TO THE ENTIRE CAMPUS AS TO HOW THE FUNDING FORMULA WORKS, THE IMPACT AND THE ROLE WE ALL HAVE ON THE FUNDING OF THE INSTITUTION AND THE SUCCESS OF OUR STUDENTS AND HOW THE SUCCESS OF OUR STUDENTS MEANS SUCCESS OF THE INSTITUTION, AS WELL.

GUIDED PATHWAYS, LCP'S, ARE BECOMING MORE RELEVANT IN LIGHT OF OUR NEW FUNDING FORMULA.

BECAUSE THEY ARE APPLIED CONSISTENTLY AND EFFECTIVELY THEY ARE SUPPOSED TO INCREASE THE VELOCITY OF COMPLETION AND DECREASE THE ACCUMULATION.

>> GREAT POINT.

>> NOW, I'M GOING TO MOVE TOWARDS OUR ADOPTED BUDGET AND THE FIRST PART OF IT I WILL GO OVER THE ASSUMPTIONS THAT WERE USED TO DEVELOP THE BUDGET.

FOR FISCAL YEAR 22-23 6.56 PERCENT COLA WAS ADDED TO THE REVENUE SOURCE.

FOR STATE APPORTIONMENT PURPOSES.

WE HAVE A F ON A 273.

THESE TWO CHARTS ILLUSTRATE SINCE 2015 THE IMPACT TO THE BUDGET CUMULATIVE OVER THE YEARS AS THE EMPLOYER SIDE OF THE RACE HAD INCREASED.

YOU CAN SEE IN THE THIRD COLUMN THE EMPLOYER RATES FOR CAL IS CURRENTLY AT 14 PERCENT AND THUS INCREASE DOUBLE SINCE 2014 WINDOWS 8.8 PERCENT.

SAME ON THE CAL PRS SINCE 2015 THAT RATE INCREASE FROM 11 PERCENT TO 25.37 PERCENT FOR THIS CURRENT FISCAL YEAR.

FORGIVE THE TYPO ON THE ACADEMIC ADJUNCT FOR SOME REASON THE DATE GOT STUCK IN THERE.

AS YOU CAN SEE THESE ARE THE STATUTORY BENEFITS, TOTAL STATUTORY BENEFITS FOR CLASSIFIED TOTAL 35.12 PERCENT AND THEN YOUR ACADEMIC ADMINISTRATORS AND FACULTY MEMBERS AT 22.65 PERCENT MAJOR DIFFERENCE IS THE ACADEMIC FOLKS DON'T PAY INTO SOCIAL SECURITY AND OBVIOUSLY DIFFERENT ROLES FOR EACH PENSION PROGRAM.

SO THIS CHART ACTUALLY CHANGED IT UP THIS YEAR A LITTLE BIT BECAUSE I DID WANT TO AGAIN SHOW THAT PERSPECTIVE ON THE EMERGENCY CONDITIONS ALLOWANCE ON THAT.

THE FIRST COLUMNS SHOW THIS IS A HISTORY OF OUR FTE AS AN BROKEN DOWN BETWEEN CREDIT, NONCREDIT, CCP AND THEN A TOTAL FTS REPORTED.

SO THIS IS THE ACTUAL FTS THAT WERE REPORTED AND THEN CALCULATED THREE YEAR AVERAGE BASED ON THOSE REPORTED AMOUNTS.

AND THEN I ADDED ANOTHER COLUMN WHICH SAYS THREE YEAR AVERAGE FUNDED FTS BECAUSE OBVIOUSLY WERE BEFRIENDED UNDER EMERGENCY CONDITIONS ALLOWANCE AND THEN IT SHOWS A DIFFERENCE BETWEEN THE TWO AND THEN THE LAST COLUMN SHOWS THE ACTUAL REVENUE IMPACT OF A REVENUE IMPACT BEING ON THE EMERGENCY CONDITIONS ALLOWANCE.

[01:50:01]

AS YOU CAN SEE THE BAR CHART BELOW REPRESENTS THE FUNDED FTS IS A THREE-YEAR AVERAGE, THE BAR CHARTS REPRESENT THE YELLOW BAR CHARTS REPRESENT THE ACTUAL FTS.

YOU CAN SEE IN THE LAST COUPLE YEARS THE GAP THAT HAS GROWN BETWEEN FUNDED AND WHAT OUR ACTUALS ARE.

AND THEN THE TOTAL REVENUE IMPACT IF WE WERE NEVER ON THE EMERGENCY CONDITIONS ALLOWANCE FROM GET TO GO THAT HAD A $10.9 MILLION REVENUE IMPACT SINCE THAT TIME.

SO DEFINITELY PROVIDED MUCH GREATER SUPPORT TO US BY REMAINING ON THE EMERGENCY CONDITIONS ALLOWANCE.

THE BUDGET INCLUDES 695 POSITIONS AND THEY ARE BROKEN DOWN BY EACH OF THEIR CLASSIFICATIONS SHOWN ON THE CHART.

THIS CHART ILLUSTRATES THE BREAKDOWN OF TOTAL EXPENDITURES FOR THE UNRESTRICTED GENERAL FUND PUSHING $153 MILLION OF EXPENSE.

OBVIOUSLY THE BULK OF OUR BUDGET IS DEVOTED TO SALARY AND BENEFITS ACADEMIC SALARIES WHICH INCLUDED ACADEMIC ADMINISTRATORS, DEANS, FACULTY, PART-TIME FACULTY, LIBRARIANS, COUNSELORS, THEY ALL MAKE UP THE $65 MILLION.

CLASSIFIED SALARIES WHICH INCLUDE CSEA, CONFIDENTIAL'S, CLASSIFIED MANAGERS, HOURLIES, THEY MAKE UP THE CLASSIFIED SALARIES AT $28.5 MILLION IN THE EMPLOYEE BENEFITS AT 41 AND A HALF MILLION DOLLARS.

FOLLOWED BY SUPPLIES AND MATERIALS OF 1.4 MILLION OUTSIDE SERVICES THIS IS ALL OF OUR UTILITIES COST CONTRACTS AND SLIGHTLY MORE THAN $8 MILLION.

OUTLAY AT ALMOST $1.2 MILLION AND THE BIGGEST INCREASE YOU WILL SEE HERE IS UNDER TRANSFERS.

$7.2 MILLION AND PROVIDE A LITTLE MORE ABOUT WHAT THAT MAKES UP.

WE MADE THREE INVESTMENTS TO THREE DIFFERENT FUNDS THIS YEAR TOTALING $6 MILLION IN TOTAL.

$3 MILLION WE TRANSFERRED AND FUNDED INTO OUR OTHER POST EMPLOYMENT BENEFITS KNOWING THAT OUR UNFUNDED LIABILITY IS GROWING AND WE NEED TO CONTINUE TO FUND THAT TO HELP OFFSET THAT UNFUNDED LIABILITY SO WE PROVIDED $3 MILLION TO THAT FUND.

2,000,002 CAPITAL OUTLAY TO CONTINUE TO SUPPORT MOVING INTO THE IT MASTER PLAN PRIMARILY IMPLEMENTING SOLUTIONS TO OUR ERP SYSTEM OUR PEOPLESOFT SYSTEM AND A $1 MILLION WAS INVESTED IN OUR SUSTAINABILITY FUND EFFORTS.

AS THE BOARD APPROVES THE RESOLUTION TO BREAK FREE FROM PLASTIC AND THOSE TYPE OF INITIATIVES WE LOOKING EFFORTS OF HOW TO NOW IMPLEMENT THAT AS WE MOVE FORWARD AND SO WE BEEN WORKING ON PLANS ON HOW TO ADDRESS THAT.

6 MILLION IN TOTAL WERE PROVIDED TO THAT.

THE REMAINING IS OUR TYPICAL TRANSFERS WE DO.

WE FUND THEIR PROPERTY LIABILITY FROM THIS FUND, AS WELL.

THAT MAKES UP THE REST OF THE $7.2 MILLION.

>> TO CLARIFY, THAT BRINGS OUR SUSTAINABLY FUND TO $1 MILLION ENDOWMENT SO PART OF WHAT IS THAT MEANT TO BE AVAILABLE FOR IS FOR STUDENTS AND FACULTY AND STAFF TO BE ABLE TO HAVE MONEY IN PERPETUITY FOR VARIOUS INITIATIVES RELATED TO SUSTAINABILITY, IS THAT CORRECT?

>> IT'S NOW AN ENDOWMENT PERCENT BUT THEIR SPECIFICALLY DEFINED SUSTAINABILITY INITIATIVES, YES.

NOT AN ENDOWMENT PER SE TO LIKE INTEREST ACUTE RELATED WITH THAT SUPPORT THAT, IT WAS PRIMARILY FOR FUNDING INITIATIVES RELATED TO THE SUSTAINABILITY PLAN FOR SUSTAINABILITY EFFORTS ACROSS CAMPUS.

>> SO IT'S NOT AN ENDOWMENT BECAUSE IT'S MORE LOCAL FUND SO THE BOARD AT SOME POINT COULD SAY WE NEED TO MOVE IT.

HOWEVER, THE WAY WE HAVE MANAGED IT IS LIKE AN ENDOWMENT WHICH IS MIRRORING

[01:55:04]

WHAT ENDOWMENT FOR THE ARTS HAVE DONE FOR OUR CAMPUS.

EVERY YEAR WE MEET SEVERAL TIMES, SET A CHARTER FOR THE YEAR, AND WE MAKE THE COMMITMENT NOT TO SPEND MORE THAN A CERTAIN AMOUNT OF MONEY THAT THE NEXT TIME AROUND WE WILL SPEND MORE SO WE ALWAYS HAVE $1 MILLION OUT OF THAT INITIATIVE.

SO IN ESSENCE, WE HAVE BEEN WORKING AS AN ENDOWMENT BUT IS NOT TECHNICALLY AN ENDOWMENT BECAUSE IT'S STILL IN ONE OF OUR FUNDS.

SO THE BOARD COULD TELL ME TOMORROW TO MOVE IT AND WE WILL OBVIOUSLY HAVE TO MOVE IT.

IN THE CASE OF THE SUSTAINABILITY WHAT WERE TRYING TO DO IS OBVIOUSLY CREATE RESOURCES THERE TO BE ABLE TO KICKSTART THE BREAK FREE FROM PLASTIC IN A LARGER WAY SO WE EXPEDITE THE PROCESS OF HOW WE GET THERE AND REALIZE IF WE ONLY CONSUME THE PRODUCTION OF THE $1 MILLION WE WOULD BE ABLE TO MEET THE INITIAL COST WE WOULD NOT BE ABLE TO MEET THE INITIAL COST.

THE INDUSTRY IS PRETTY LOW IT'S LIKE 50,000.

>> INTEREST RATES AND THE COUNTY TREASURY IS NOT VERY GOOD.

>> THAT WOULD BE THE ONLY REASON TO MOVE INTO ENDOWMENT IS BECAUSE THE COUNTY TREASURY THAT REGARD.

>> THE MOMENT WE DO ENDOWMENT THE FUNDS BECOME LOCKED WHICH IS A GOOD THING BUT IT WILL REQUIRE A DIFFERENT PROCESS.

RIGHT NOW HE CALL ENDOWMENT FOR WHATEVER JUST TO GIVE IT THAT NAME TO ENCOURAGE EVERYONE TO MANAGE IT AS SUCH.

BECAUSE AGAIN, THE IDEA IS FOR THOSE DOLLARS TO BE USED HOPEFULLY IN PERPETUITY FOR IMPROVEMENTS OF THE CAMPUS.

>> $50,000 FOR CERTAIN TYPES OF INITIATIVES COULD BE REALLY MEANINGFUL AND RIGHT NOW THAT WOULD BE MOVING TO $100,000.

>> IT WOULD BE CLOSER WE WOULD STILL GET A LOT OF MONEY OUT OF THE TREASURY, REALLY.

>> OKAY, BUT THOSE THINGS ARE IMPORTANT CRITICAL TO WHO WE ARE AS AN INSTITUTION AS LONG AS WE CAN DO THAT, I THINK WE SHOULD.

OKAY.

>> THIS NEXT CHART SHOWS AGAIN AND ILLUSTRATES THE TOTAL EXPENSE BUT ALSO SHOWS UP TOP WITH EVEN WITH THE INVESTMENTS THAT WERE MADE WE HAVE A SURPLUS OF $547,000 FOR THE YEAR.

I WANTED TO POINT OUT THE CHART THIS CHART IS A POSTEMPLOYMENT BENEFITS.

THIS ACTUALLY FUNDS OUR RETIREE COSTS, OUR RETIREE HEALTH PREMIUMS THE DISTRICT PAYS.

CURRENTLY, WE HAVE SET ASIDE AS OF JUNE 30 WE HAD NEARLY $11 MILLION AN HOUR FUNDS WITH THE $3 MILLION INVESTMENT AND LOOKING AT OUR ACTUAL ACTUARIES STUDY OUR LIABILITY WAS $29.9 MILLION COMBINED WITH WHAT WE HAVE CURRENTLY SET ASIDE WITH THE ADDITION INVESTMENT THAT STILL LEAVES US $15.9 MILLION UNFUNDED LIABILITY FOR THAT.

BUT WE WILL CONTINUE TO MAKE EFFORTS ON FROM YOUR IS THAT WE ARE ABLE TO FULLY FUND IS ABOUT WHAT IS THE 50 AND BOND FUNDS SET ASIDE.

THE OTHER PART, THAT COMPLETES THE PRESENTATION AND THEN WHAT I WANTED TO SHOW YOU ARE GO THROUGH WITH YOU IS THE ACTUAL ADOPTED BUDGET AND A LITTLE BIT MORE DETAIL.

I WILL NOT GO THROUGH ALL 101 PAGES OF THIS I WANT TO HIGHLIGHT SOME AREAS.

OBVIOUSLY THIS IS THE TENTATIVE BUDGET WE PROVIDED IN JUNE, THE ADOPTED BUDGET FOR YOUR DISK AND THE TWO PROJECT OUT FISCAL YEARS ON THAT.

THIS FIRST PAGE ILLUSTRATES IN DETAIL ALL THE REVENUE IN THE GENERAL FUND WHICH FOR THE BUDGET AS MENTIONED BEFORE WE HAVE $153.4 MILLION IN REVENUES COMING

[02:00:03]

IN THIS YEAR.

THE FOLLOWING PAGE IN MORE DETAIL PROVIDES A BREAKDOWN OF ALL THE EXPENSES.

WE HAVE TOTAL EXPENSES OF 152.9 MILLION THAT GIVES US A SURPLUS OF 547,000 AS YOU CAN SEE THE NEXT COUPLE YEARS WE ARE STILL PROJECTING A SURPLUS FOR THE NEXT COUPLE YEARS, THAT WOULD THEN BASED ON THIS PROVIDING AND THE BELLS FOR THE FISCAL YEAR OF 50 MILLION 50.1 MILLION ENDING BALANCE FOR THE YEAR.

THE CHART ON THE BOTTOM ALSO SHOWS ASSUMPTIONS ON IT THAT WERE REFLECTED IN THE PRESENTATION.

>> IN YOUR MIND IS AGAIN WHAT OUR CURRENT VERSION WOULD BE.

>> THE MINIMUM RESERVE AS WE ADOPTED.

>> NOT THAT MINIMUM IS THE GOAL

>> TWO MONTHS WORTH OF OPERATIONS WHICH IF YOU CONVERT INTO A PERCENTAGE IS ROUGHLY 17 PERCENT.

RESERVE.

>> THAT'S ROUGHLY 20 MILLION? AM I RIGHT?

>> YES, YOU ARE.

AND SO WE ARE CLEARLY ABOVE THAT.

THAT'S ONE OF THE GUIDELINES TO BE QUALIFIED TO BE CONTINUED UNDER THE EMERGENCY CONDITION ALLOWANCE THAT REQUIRES US TO ADOPT THE NEW RECOMMENDATIONS THAT CAME FROM THE CHANCELLOR'S OFFICE.

LUCKILY, WE WERE ALREADY IN THE PROCESS OF DOING THAT SO THAT'S ONE OF THE REASONS WHY WE ARE PROBABLY GOING TO BE ONE OF THE FEW DISTRICTS THAT ARE ACTUALLY ABLE TO CONTINUE ON THAT BECAUSE NOT EVERYONE WAS HAD IN MIND TO MOVE QUICKLY ON THAT.

IT PUT A SET A GOOD ADVANTAGE OF BEING ABLE TO GET THAT ADOPTED IN TIME TO BE ABLE TO SUBMIT THAT APPLICATION TO THE STATE.

>> I DID NOT REALIZE THAT.

THAT'S GREAT FOR US, NOT FOR THEM.

ANY QUESTIONS? COMMENTS? ALL RIGHT.

>> THIS CONSIDERATION FOR APPROVAL

>> TRUSTEE BIRKEY, SORRY I HAVE ONE REQUEST.

ON THE ENROLLMENT IS REALLY DOCTOR FARRELL MAYBE WE CAN HAVE AN IN-DEPTH DISCUSSION, PRESENTATION ABOUT THE ENROLLMENT AND THE STRATEGIES TO MEET THE GOAL THAT FULLY THEY HAS LAID OUT.

MAYBE IN THE FUTURE WE CAN HAVE THAT DISCUSSION.

>> ABSOLUTELY, WE ALL CAN BRING SOMETHING BOARD.

ABOUT A MONTH AGO OR SO THERE WAS A GROUP FROM THE DISTRICT THAT TRAVELED TO SAN DIEGO TO THE ENROLLMENT MANAGEMENT CONFERENCE IN PART OF THE WORK THEY HAD TO DO THERE WAS TO DEVELOP AN ACTUAL PLAN AND A WAY TO ORGANIZE AND IMPROVE THE ENROLLMENT PLAN AND OUR INSTITUTIONS AND WE WILL WORK WITH VICE PRESIDENT TO BRING SOME OF THE INFORMATION AND WE WILL ALSO BEGIN TO FORWARD YOU THE ENROLLMENT REPORTS THAT WE DO EVERY MONDAY SO YOU ARE AWARE OF THE NUMBERS.

>> THANK YOU SO MUCH.

>> I DO THINK THE ONE THING THAT SITS IN MY MIND ABOUT THIS BUDGET AND I'M ENDLESSLY THANKFUL FOR THE HOLD HARMLESS PROVISION AND THE ROLE AND CALCULATION I THINK IS HELPFUL FOR US BUT IT DOES LOOM LARGE THE LEVEL OF RISK THAT SITS OUT IN THE NEXT FEW YEARS RELATED TO ENROLLMENT.

AND GRANTED AND UNDERSTAND THERE'S A VARIETY OF FACTORS THAT GO INTO THE EVENTUAL CALCULATION BUT SOME OF THE FUNDAMENTALS BUT TRULY AT THE END OF THE DAY ARE LARGELY BASED AROUND ENROLLMENT THOSE ARE BIG LIKE A BIG UNKNOWN THERE.

THERE'S NOT A LOT OF PROMISE, NOT THAT WE DON'T HAVE A PLAN IN PLACE BUT THERE'S A LOT OF RISK THAT THE INSTITUTION HAS TO BE TRANSPARENT ABOUT AS WE CONTINUE TO DO BUDGET PLANNING.

I APPRECIATE THAT IS THERE AND IN NO WAY HAVE YOU SHIED AWAY FROM THAT VICE PRESIDENT LOPEZ WANT TO HIGHLIGHT THAT AS SOMETHING IS A CONCERN OF MINE IN REVIEWING OUR BUDGET OUTLOOK.

[02:05:02]

WE ARE IN A GOOD FINANCIAL POSITION BUT WE MAY BE FACING SOME HARDSHIPS IN THE NEXT FEW YEARS AND NEED TO CORRAL SOME OF THOSE KIND OF BEST PRACTICES THAT WE HAVE DONE IN THE VALUES WHETHER THEY ARE LITERALLY RESERVES FOR OTHER FINANCIAL RESOURCES IN ORDER TO ENSURE WE CAN MANAGE THAT RISK.

BUT, I APPRECIATE AND APPLAUD YOU AND YOUR OFFICE AND EVERYBODY WAS WORKED ON THESE BUDGETS IN ORDER TO REALLY USE EVERY RESOURCE AVAILABLE IN ORDER TO MANAGE THAT RISK TO PUT US IN A GOOD POSITION.

>> IF I MAY, TRUSTEE BIRKEY, I WANT TO THANK PHILIP AND CONRAD AND THE ENTIRE TEAM FOR THE WORK.

OVER THE LAST COUPLE OF YEARS WORKING ON THE BUDGET HAS BEEN MORE CHALLENGING THAN IN THE PAST.

WE HAVE HAD EVERY WEEK WE GO OVER THE BUDGET INFORMATION IN OUR MEETING AND WE HAVE HAD SIGNIFICANT CONVERSATIONS AS TO HOW WE CAN POSITION THE DISTRICT IN THE BEST POSSIBLE WAY AND CAPTURE EVERY POSSIBLE DOLLAR BECAUSE IT IS IN REALISTIC TO THINK THE CASCADE OF DOLLARS THAT ARE COMING FROM THE STATE IS GOING TO CONTINUE MUCH LONGER.

IN FACT, THEIR PROJECTIONS ARE ALREADY SHOWING A SHORTFALL ON THE TAX REVENUE AT THE STATE LEVEL.

THAT, WHEN YOU COMPARE HOW THE STOCK MARKET IS BEHAVING, WILL HAVE A SIGNIFICANT IMPACT ON THE REVENUE IN THE STATE OF CALIFORNIA BECAUSE AS WE KNOW A LOT OF THE REVENUE IS DONE TO CAPITAL GAINS.

THE STATE OF CALIFORNIA IS A LOT OF MONEY BUT THE MONEY TRADITIONAL IS IN CAPITAL GAINS AND A LOT OF THE STATE MONEY COMES FROM THAT SORT OF TYPE OF REVENUE.

THE STOCK MARKET IS OBVIOUSLY GOING HARD LATELY THAT COMBINED WITH SOME CUSTOMER INDEX WHICH MEANS PEOPLE ARE RECALLING BACK ON THEIR SPENDING THEY PARTY AT SOME LOWER PROJECTIONS.

SO WE HAVE AS MANY THINGS AS WE CAN DO TO POSITION THE DISTRICT AND FINANCIALLY STRONG POSITION IN THE EVENT IT MAY HAPPEN OR MAY NOT BUT WE ALREADY, WE FEEL, TO WHETHER A COUPLE OF YEARS OF POTENTIAL SHORTFALLS IN REVENUE.

SO, I APPRECIATE YOUR WORK PHILIP AND THE WORK OF THE ENTIRE TEAM YOUR PATIENCE AS WE HAVE THOSE CONVERSATIONS BECAUSE THEY GO BACK AND FORTH AND BACK AND FORTH AND BACK AND FORTH SO, THANK YOU.

SO IT'S CLEARLY PUTTING THE DISTRICT IN A GOOD POSITION.

>> APPRECIATE THAT.

WELL SAID.

ANY OTHER QUESTIONS OR COMMENTS RELATED TO THIS 100 AND SOME MILLION DOLLAR APPROVAL? ALL RIGHT, WITH THAT DO WE HAVE A MOTION?

>> MOTION TO APPROVE.

>> MOTION AND A SECOND? ROLL CALL VOTE, ANDREA.

>> TRUSTEE LEDESMA

>> AYE

>> TRUSTEE AVALOS

>> YEAH

>> TRUSTEE BIRKEY

>> YEAH

>> TRUSTEE LIU

>> YEAH

>> TRUSTEE PACHECO IS ABSENT

>> TRUSTEE PEREZ

>> YES

>> TRUSTEE SALAZAR

>> AYE

>> MOTION PASSES.

[7.01 Reports and Comments from District Officials]

>> WITH THAT WE MOVED AT LONG LAST TO OUR REPORTS FROM DISTRICT OFFICIALS.

WILL BEGIN WITH STUDENT TRUSTEE LEDESMA.

>> I DON'T HAVE A REPORT BUT I LIKE TO SAY THANK YOU TO TRUSTEE AVALOS FOR YOUR SERVICE TO THE BOARD.

IT'S BEEN A GOOD EXPERIENCE THE SERVICE TO YOURS.

YOU ALL HAVE KNOWN HER FOR MUCH LONGER THAN ME BUT BELIEVE IT OR NOT I THINK A SHORT FRIENDSHIP HAS ALREADY SERVED ME WELL AND WILL DO SO FOR A LIFETIME.

DOCTOR FIERRO, AND TRUSTEE AVALOS ASK.

ATTENDED THE 20/20 ONE RETREAT AND NEARING THE END OF THE EVENT THERE WAS A Q&A SECTION AN OPPORTUNITY TO GET TO KNOW WHERE THEY INTRODUCE THEMSELVES AND TRUSTEE AVALOS HER INTRODUCTION YOUR STORY REALLY TOUCHED ME.

BECAUSE MUCH LIKE YOU MY PARENTS I SHOULD SAY MY MOM TOOK A LEAP OF FAITH BY LEAVING THE FAMILY BEHIND IN MEXICO TO START A BETTER LIFE HERE IN THE STATES.

I AM SURE MUCH LIKE YOURSELF I'M ETERNALLY GRATEFUL FOR MY MOM FOR DOING THAT.

[02:10:06]

AND FOR HER AMBITION TO TAKE THAT WEEK OF FAITH.

AND TO ADD TO THAT I WOULD LIKE TO SAY THAT I NEVER HAS BEEN MORE IMPORTANT FOR FIRST-GENERATION COLLEGE STUDENTS LIKE ME TO DISCOVER ROLE MODELS RELATED TO OUR CAMPUS LEADERS.

ON TOP OF THAT AT THE A SEC LEADERSHIP EVENT WHEN I INTRODUCED MYSELF AND GOT TO KNOW THEM PERSONALLY FOR A BRIEF MOMENT YOU GAVE ME AN INVALUABLE QUOTE WHICH I WOULD LIKE TO SHARE.

AND I WILL BE PARAPHRASING HERE, YOU MENTIONED DON'T LET ANYONE TELL YOU WHAT TO DO, DO IT FOR YOURSELF AND EXPERIENCE IT AND FIND OUT HOW THAT GOES, ESSENTIALLY.

I WILL BE ABLE TO TAKE THAT WITH ME THROUGHOUT MY LIFE.

I WANT TO SAY THANK YOU FOR GOING AND ATTENDING THE SEC LEADERSHIP RETREAT.

THEY CANNOT ONLY TOUCH ME BUT BY YOU ATTENDING THESE EVENTS STUDENTS EVENTS AND TOUCHED MANY OTHER STUDENTS ALONG THE WAY ON YOUR 14 YEARS JOURNEY.

I WANT TO SAY THANK YOU.

>> THANK YOU.

>> NO REPORT BUT ALSO THANK YOU TRUSTEE AVALOS, THANK YOU SO MUCH FOR THE SERVICE.

THANK YOU.

WE WILL MISS YOU.

>> DOCTOR SALAZAR.

>> THANK YOU.

I WOULD LIKE TO SAY MORE WORDS TO CARMEN, TRUSTEE AVALOS, WHEN YOU TALK ABOUT LEGACY TODAY SOME WORDS COME TO MIND COURAGE, LEADING BY EXAMPLE AND MENTORSHIP.

I THINK HAVE PAVED THE WAY FOR WOMEN ON THE SPORT AND WOMEN OF COLOR.

AND ALSO, YOUR LEADERSHIP AND ABILITY TO BE COURAGEOUS AND BE PART OF A MOVEMENT AND 2012 THAT REALLY JUST CHANGE THE WHOLE BOARD.

WHEN WE SAW THE PICTURES AND THE PERFORMING ARTS CENTER YOU WERE THE ONLY WOMAN, THE ONLY PERSON OF COLOR, SO THAT TOOK A LOT OF COURAGE IN ITSELF BUT THEN YOU CONTINUED TO FIGHT NOT JUST FIGHT FOR YOURSELF BUT PRETTY MUCH FIGHT FOR THE COMMUNITY AND REALLY YOU PAVED THE WAY FOR US WOMEN, PEOPLE OF COLOR AND NOW THE BOARD REFLECTS THE COMMUNITY AND OUR STUDENTS.

AND THAT IS SOMETHING THAT YOU PRETTY MUCH TOUCH THIS COLLEGE FOREVER.

AND THAT'S PART OF WHAT I SEE AS YOUR LEGACY.

AND THEN ONE CHARACTERISTIC IS YOUR ALWAYS AN OPEN BOOK.

YOU HAVE ALWAYS BEEN OPEN FOR THE GOOD OR THE BAD AND YOU BEEN AN EXAMPLE FOR US AS A POLITICIAN WHO HAS BEEN AROUND FOR MANY, MANY YEARS AND REALLY HAS GONE THROUGH SOME TOUGH TIMES.

MOTHERHOOD AND ADJUST ON SO MANY LEVELS.

SO, I WANT TO THANK YOU FOR YOUR FRIENDSHIP, MENTORSHIP AND YOU ARE REALLY GOING TO BE MISSED BY NOW THAT YOU'VE LEFT AN IMPRINT IN US AS BOARD MEMBERS BUT ALSO OUR CAMPUS COMMUNITY AND THE COMMUNITY AT LARGE.

ONE THING IS YOU BEEN A TENACIOUS IN TERMS OF REPRESENTING OUR STUDENTS AND REPRESENTED THAT FIRST-GENERATION COLLEGE STUDENT THAT REALLY IS KIND OF THE HEART OF OUR COLLEGE.

YOU'VE BEEN A STRONG ADVOCATE FOR THEM AND I FEEL BLESSED I AM ABLE TO SERVE WITH MY COLLEAGUES AND DOCTOR FIERRO BECAUSE HE CAN APPRECIATE REALLY THE EXPERIENCE OF OUR STUDENTS AND HELP THE STRUGGLE IS BEING A FIRST-GENERATION COLLEGE STUDENT AND THE KIND OF STORIES IMMIGRANT PARENTS IT REPEATS ITSELF OVER AND OVER AGAIN BUT WE REALLY NEED TO BE ADVOCATE FOR THE STUDENTS AND YOU HAVE BEEN PROBABLY THE MOST VOCAL BOARD MEMBER EVER ON THIS BOARD FOR THE STUDENTS.

I THANK YOU ON BEHALF OF THEM AND JUST FOR HAVING US BE BETTER, AS WELL.

WE ARE GOING TO MISS YOU A LOT.

>> TRUSTEE PEREZ.

>> GOOD EVENING, FIRST OF ALL, I AM SORRY THAT COULD NOT BE THERE TODAY.

I'M ACTUALLY HERE IN SACRAMENTO SO TRUSTEE AVALOS AND I SWITCHED PLACES THIS WEEK.

AGAIN, I'M HERE FOR COMMUNITY COLLEGE WORK.

WE START TOMORROW MORNING AT 8:30 AM TOMORROW WITH THE CONSULTATION COUNCIL WHICH IS ALL LEADERS OF THE COMMUNITY COLLEGE SYSTEM.

I MEETING WITH THE CHANCELLOR'S OFFICE TO GO OVER THE KEY ITEMS FOR THE BOARD OF GOVERNORS MEETING.

THERE ARE TWO KEY ITEMS ALREADY THAT I KNOW HOPEFULLY NEXT MEETING DOCTOR FIERRO AND I COULD DEBRIEF THE BOARD ON.

[02:15:01]

WHEN WE TALKED ABOUT ENROLLMENT MANAGEMENT.

THE ENROLLMENT IS A CHALLENGE ACROSS THE ENTIRE SYSTEM NOT JUST AT CERRITOS COLLEGE.

SO THERE'S GOING TO BE A DISCUSSION OF THAT.

AT THE BOARD OF GOVERNORS MEETING.

AT THE SECOND ITEM ALSO IS ZERO TEXTBOOK INITIATIVE.

ZERO TEXTBOOK COST INITIATIVE.

AGAIN, DOCTOR FIERRO YOU CAN MAYBE GIVE US A BRIEF UPDATE ON THE AT THE NEXT MEETING AND WHAT THAT MEANS TO THE COLLEGE.

I DON'T KNOW A LOT ABOUT IT SO LOOKING FORWARD TO THESE NEXT COUPLE OF DAYS UNDERSTANDING THAT AND REALLY WHAT IT MEANS FOR OUR STUDENTS.

BECAUSE WE KNOW TEXTBOOK COST IS A HUGE, HUGE BARRIER FOR OUR STUDENTS AND SO MAY BE ANYTHING WE CAN DO TO ALLEVIATE THAT I DEFINITELY WANT TO SEE THE COLLEGE DOING MORE ON THE EFFORT.

I'M GLAD TO BE HERE TODAY AND THEN ON FRIDAY AND SATURDAY WE HAVE OUR TRUSTEE BOARD MEETINGS ON FRIDAY NIGHT AND SATURDAY AND SO THAT'S WHY I'M HERE IN SACRAMENTO AND I'M HERE I'M SORRY TO MISS EVERYTHING TODAY AND ESPECIALLY THE RECEPTION FOR CARMEN.

SO AGAIN I WANT TO ECHO SO MUCH OF THE WORDS THAT WERE SHARED BY MY COLLEAGUES.

I 100 PERCENT KNOW THE ONLY REASON I'M ON THE SPORT IS BECAUSE OF TRUSTEE AVALOS.

PERIOD.

ANYONE WHO ASKED ME I SAY THAT THAT WITHOUT HER COURAGE AND WITHOUT HER DEDICATION FOR A COMMUNITY I WOULD NOT BE ELECTED OFFICIAL AND I WOULD NOT HAVE HAD THIS WONDERFUL OPPORTUNITY.

SO I AM ETERNALLY GRATEFUL TO HER FOR GIVING ME THIS OPPORTUNITY TO SERVE MY COMMUNITY AND AGAIN THANK YOU, CARMEN, FOR BEING SUCH A WONDERFUL LEADER AND MENTOR AND ROLE MODEL AND WE HAVE ENJOYED SO MANY WONDERFUL TIMES TOGETHER AND BOTH HERE AT THE BOARD AND AT EVENTS AND LOTS OF REALLY LATE-NIGHT CONVERSATIONS THAT ARE GOING TO REALLY MISS AND I WILL ALWAYS TREASURE.

BUT KNOW THAT HOPEFULLY NEXT TIME I AM UP HERE YOU WILL BE UP HERE AS WELL AND WE CAN RECONNECT.

AGAIN, I WANT TO THANK YOU TRUSTEE AVALOS FOR EVERYTHING YOU HAVE DONE FOR OUR COMMUNITY AND STUDENTS AND I LOOK FORWARD TO SEEING YOU SOON AND I WILL SEE EVERYBODY ELSE AT THE NEXT BOARD MEETING.

THANK YOU.

>> THANK YOU, TRUSTEE PEREZ.

I WILL GO NEXT SO I CANNOT LEAVE YOU THE FINAL WORD.

TRUSTEE PACHECO, WOULD YOU LIKE TO SAY ANYTHING AND I CANNOT VOTE TONIGHT BUT THAT'S NOT MEAN YOU CANNOT SHARE A REPORTS.

>> CAN YOU GUYS HEAR ME? OH, OKAY.

I WAS NOT SURE IF YOU COULD HEAR ME OR NOT.

SORRY I COULD NOT BE THERE I DID WANT TO BE THERE TONIGHT.

UNFORTUNATELY, SOMETHING CAME UP AND I ENDED UP TEACHING TODAY THIS EVENING AND I JOINED AS SOON AS I COULD AS SOON AS I WAS DONE TEACHING.

I WANT TO THANK CARMEN LIKE, I'VE NOT WORKED AS MUCH WITH HER AS THE OTHERS HAVE BUT SHE HAS BEEN A MENTOR.

SHE HAS BEEN A GREAT LEADER AND I THINK ALL THE QUALITIES THAT SHE HAS BROUGHT ONTO THE SPORT AND I DO HIGHLY APPRECIATE EVERYTHING THAT SHE HAS DONE WELL SHE HAS BEEN ON THIS BOARD.

LIKE EVERYONE ELSE HAS SAID SHE WILL BE SORELY MISSED.

BUT I KNOW THAT SHE WILL HAVE NEW ENDEAVORS AND SHE WILL DO GREAT AND WHERE SHE'S AT.

I WISH YOU THE BEST.

I WISH HER THE BEST.

>> ALL RIGHT, I HAVE GOT TO SAY A LOT OF THINGS I WANT TO SAY EARLIER.

BUT I AM GOING TO REITERATE THAT I REALLY APPRECIATE THE TIME THAT YOU HAVE DEVOTED TO THIS COLLEGE BEFORE I HAVE BEEN THERE AND AFTER I'VE BEEN HERE.

I AM A LITTLE BIT I SORT OF PITY THE PERSON WHO HAS TO TAKE YOUR SEATS.

AND FILL THE SHOES THEY WILL BE LEAVING BEHIND.

I AM JEALOUS OF WHOEVER GETS TO HAVE YOUR PRESENCE IN LIEU OF US GOING FORWARD.

BUT THEY ARE LUCKY AND WE ARE LUCKY TO HAVE HAD YOU FOR THESE 14 YEARS AS MUCH AS WE CONTINUE TO TALK ABOUT TRANSFORMATION AT THIS COLLEGE IS A DELIGHT TO BE ABLE TO SPEND THIS EVENING LOOKING BACK AT YOUR NOT AT ALL INSIGNIFICANT

[02:20:05]

CONTRIBUTION TO MAKING THAT HAPPEN.

SO, THANK YOU.

>> TRUSTEE AVALOS, THANK YOU FOR BEING PERSISTENT ON THE BREAK FREE FROM A PLASTIC.

OBVIOUSLY THAT LED TO THE ADOPTION AND NOW AS YOU CAN SEE TODAY NOW WE HAVE ADDED THE FUNDS NEEDED TO KICKSTART THE CAMPAIGN AND BE ABLE TO DO THE INITIAL INVESTMENT THEY TEND TO BE THE HIGHEST COST SO PRETTY QUICKLY HERE YOU ARE GOING TO START SEEING SOME OF THOSE CHANGES.

I GUESS THE LESSON THERE AS THEY WOULD PROBABLY SAY IN THIS CLASS IS THAT IS WHAT ADVOCACY AND POLICY CHANGE LOOKS LIKE IN THE REAL WORLD.

SO YOU DID THE ADVOCACY AND ONCE YOU BECOME PART OF THE BOARD YOU HAVE DONE THE POLICY CHANGE AND YOU WILL SEE THE RESULTS TO COME.

>> THANK YOU, I WANT TO GIVE A HUGE SHOUT OUT AND THANK YOU BECAUSE I DO BELIEVE THAT WE STAND ON THE SHOULDERS OF GIANTS.

A HUGE THANK YOU TO GISELLE AND SALVADOR URIBE WHO ARE THE ORIGINAL PROPONENTS OF THIS AND ONE THING I'M GRATEFUL I WAS ABLE TO FINISH THIS OFF THIS WOULD NOT HAVE HAPPENED IF IT WERE NOT FOR THEM SO I WANT TO GIVE A HUGE THANK YOU TO THEM AND EVERYONE ELSE WHO WAS INVOLVED IN THIS PROCESS TO MAKE SURE THIS WAS IMPLEMENTED.

THANK YOU.

>> NO PROBLEM.

JOB WELL DONE AND TO TRUSTEE AVALOS, I WILL MISS YOU.

I HAVE A HUGE APPRECIATION FOR THE WORK YOU'VE DONE AT CERRITOS COLLEGE BUT ALSO FOR WHO YOU ARE.

YOU ARE A VERY SINCERE PERSON, AS I SAID DURING OUR REMARKS AT THE PERFORMING ARTS CENTER, YOU ALWAYS KNOW WHERE WE STAND WITH YOU WHICH IS A QUALITY I ADMIRE OF YOU.

BUT I WILL PROBABLY SAY THAT THIS IS BIAS I AM A VERY MUCH SOMEONE WHO LOVES MY FAMILY HOW YOU APPRECIATE YOUR FAMILY AND HELP YOU GO ABOVE AND BEYOND FOR YOUR KIDS.

THAT IS SOMETHING THAT IS A VIABLE AND SOMETHING I WILL ALWAYS REVIEW BY.

YOU CAN CLEARLY CAN TELL YOU FOR YOUR KIDS FIRST IN EVERY DECISION YOU MAKE AND I THINK THAT TRANSLATES INTO THE WORK YOU HAVE DONE WITH THE DISTRICT.

JUST LIKE THE MEMORY I SHARED THE TIME IT WAS A SIMILAR THING THERE WAS A LOT MORE PEOPLE IN THAT ROOM EVERYONE IMMEDIATELY IDENTIFIED WITH THE STORY AND THE QUESTIONS WERE HAPPENING RIGHT AWAY AND THAT SHOWS, AS I SAID EARLIER, THE VALUE OF HER PRESENTATION AND HOW OF REPRESENTATION CHANGES PEOPLE'S TRAJECTORY.

IN AN INTERVIEW THEY DID TO SONJA SOTO MAYOR WHEN HE HAS BEEN SHE WAS BEING APPOINTED AS A JUSTICE THEY ASKED HER SHE HAD A DREAM TO BE A LAWYER AND A SUPREME COURT JUSTICE GROWING UP AND SHE SAID NO, I DID NOT, BECAUSE I DID NOT KNOW WHAT A LAWYER WAS OR WHAT A SUPREME COURT JUSTICE WAS.

SHE SAID IT WAS IMPORTANT BECAUSE IF YOU CAN SEE IT YOU CAN BE IT AND IF YOU CAN DREAM IT YOU CAN DO IT.

AND I THINK THAT TYPE OF IMAGE THAT YOU BROUGHT TO THE CAMPUS IT IS INCREDIBLY INFLUENTIAL FOR THE STUDENTS AS TRUSTEE LEDESMA JUST MENTIONED.

AS A PERSONAL NOTE YOU AND ALL OF YOU HERE AT CERRITOS COLLEGE THE BOARD AND ALL THE FACULTY, STAFF, ADMINISTRATORS TOLD ME SOMETHING THAT I STILL APPRECIATE AND LEARN WHEN I COME HERE I ALWAYS HAVE WORK AND PREDOMINANTLY WHITE PLACES AND YES, I WAS HISPANIC, BUT THAT WAS ESSENTIALLY HOW I DID A LOT OF THINGS.

BECAUSE IT WASN'T THE NORM FOR IT WASN'T WHAT WAS HAPPENING AROUND ME BUT SINCE I GOT TO CERRITOS COLLEGE AND I GOT TO WORK WITH ALL OF YOU KNEW COMING IN IS ONE OF THE FIRST FEW PEOPLE I HAD INTERACTIONS WITH I BEGAN FEELING MORE COMFORTABLE AND HAD THE SENSE OF BELONGING THAT OUR STUDENTS FEEL I CAN RELATE

[02:25:04]

BECAUSE A SENSE OF BELONGING IS HOW I BEGAN TO FEEL AND CONTINUE TO FEEL BEING AT CERRITOS COLLEGE.

EVEN THOUGH IT'S CLEAR I WAS NOT RAISED HERE WHEN PEOPLE SEE ME THEY DON'T IMMEDIATELY SAY, WHERE ARE YOU COMING FROM OR WHERE ARE YOU FROM? WHICH IS WHAT I USED TO RUN INTO EVERY SINGLE TIME HERE.

PEOPLE JUST ASSUMED I HAVE BEEN HERE AND THAT IS GOOD, IT FEELS LIKE YOU BELONG AND BEING ABLE TO IDENTIFY WITH THAT IS VERY IMPORTANT TO HAVE YOU AND OBVIOUSLY EVERYONE ON CAMPUS TO THANK FOR THAT.

>> FIRST OF ALL, THANK YOU EVERYBODY I REALLY TRULY ENJOYED GETTING TO KNOW EACH AND EVERY ONE OF YOU PERSONALLY.

ON THE SPORT AND CERTAINLY OFF-CAMPUS.

JUST AS PEOPLE AND I REALLY APPRECIATE WHAT YOU ALL BRING TO THE TABLE BECAUSE I THINK WE HAVE A BOARD THAT'S COLLECTIVELY COHESIVE AND DOING WHAT'S RIGHT FOR THE COLLEGE.

I DIDN'T HAVE THAT WHEN I FIRST STARTED HERE.

I HAD JUST THE OPPOSITE IN EVERY TIME, AS YOU MENTIONED, WHEN ADVOCATED FOR THE COMMUNITY I WAS TOLD CERTAIN THINGS THAT WEREN'T EXACTLY KOSHER.

THEY WERE NOT FUNDED TO HERE.

NEVER BEHIND CLOSED DOORS.

ON FORTUNE THE STUDENTS AND COMMUNITY STILL LOOKS LIKE ME.

SO I'M VERY PROUD OF THAT.

LIKE YOU SAID, ONE OF THE THINGS I'M EXTREMELY PROUD OF BECAUSE IN SPITE OF THE FACT THAT PEOPLE SAID, DON'T DO THIS, AS THEY CALL IT POLITICAL SUICIDE I ALWAYS THOUGHT, IT'S NOT ABOUT ME IT'S ABOUT THE REPRESENTATION OF THE PEOPLE WE SERVE.

SO, THANK YOU MARISSA FOR ACKNOWLEDGING THAT PREPARATION I LOOK FORWARD TO VERY LONG RELATIONSHIP TO YOU REGARDLESS OF WHERE OUR PATHS MAY GO IN LIFE.

I HAVE LEARNED TO REALLY CARE FOR YOU AND APPRECIATE YOU AND YOUR FAMILY FOR THE SUPPORT AND MORE PORTLY FOR THE FRIENDSHIPS THROUGH THE GOOD TIMES, THE BAD TIMES AND CERTAINLY THE HAPPY ONES AS WELL.

TO EVERYONE HERE CONTINUE TO WORK AND STRIVE TO MAKE THIS COLLEGE THE BEST PLACE TO WORK.

CERTAINLY, THE BEST PLACE TO LEARN AND MORE PORTLY THE BEST PLACE FOR OUR STUDENTS TO COME AND HAVE ACCESS TO OPPORTUNITIES.

MANY OF THE KIDS TO WALK ON AND I SAY KIDS BECAUSE OF COURSE AS WE AGE WE SEE EVERYONE AS A KID BUT ALL OF THE FOLKS WHO COME ONTO THIS CAMPUS REGARDLESS OF THEIR AGE COME HERE FOR AN OPPORTUNITY.

WE NEVER FORGET WHILE THEY ARE HERE AND WE SERVE THEM, ULTIMATELY WE SERVE THEM.

I RECOGNIZE THERE'S A LOT GOING ON WITH BARGAINS AND EVERYTHING ELSE BUT REMEMBER WHY WE ARE HERE.

IF WE DON'T FORGET THAT EVERYTHING ELSE FALLS INTO PLACE.

AGAIN, I WANTED TO VERY CLEARLY THANK CSEA FOR SUPPORTING ME THROUGHOUT THE YEARS AND THEY HAD NO REASON TO BELIEVE ME OR SUPPORT ME BUT THEY TOOK A CHANCE.

I HOPE I HAVE NOT FAILED THEM IN MY OPPORTUNITIES TO PROVIDE AND THEY CONTINUE TO SUPPORT MY BROTHERS AND SISTERS TO LEARN WILL EARN A LIVABLE WAGE.

WHEN YOU SIT ON THE STATUS AND YOU GET ATTACKED POLITICALLY, PROFESSIONALLY AND PERSONALLY WHICH ALL OF THAT IS OUT HERE FOR ME I ALWAYS BROUGHT THINGS INTO PERSPECTIVE AND I ALWAYS SAW THE BIGGER PICTURE DESPITE OF THE FACT THAT PEOPLE WERE POINTED AT ME, SOMETIMES.

THE BIGGER PICTURE TO ME IS HOW WILL MY CAN SEE ME WHEN THEY'RE WATCHING MAMA TV? WILL THEY SEE SOMEONE WHO IS ANGRY BECAUSE SOMEONE HAS ASKED THEM? OR WILL THEY SEE SOMEONE WHO WILL RISE TO THE CHALLENGE BECAUSE SOMEONE JUST CHALLENGE THEM TO DO BETTER? I HOPE THAT THE LATTER IS WHAT THEY SAW.

OFTENTIMES, PEOPLE SAY HOW DO YOU KEEP YOUR COOL WHEN SOMEONE IS ATTACKING YOU? I REMIND MYSELF THAT PEOPLE ARE HUMAN AND BECAUSE THEY ARE HUMAN THEY MISTAKES, TOO.

SO, I FORGIVE THEM, QUICKLY.

BECAUSE IF I DID DO THAT THERE BE HUGE WEIGHT ON MY SHOULDERS AND WE CAN GO THROUGH LIFE HATING PEOPLE ARE BEING UNHAPPY WITH PEOPLE BECAUSE THEY MADE POOR CHOICES.

WHAT I CAN SAY IS I CONTINUE TO DO WHAT I THINK IS RIGHT EVEN WHEN PEOPLE DISAGREE WITH ME.

I CONTINUE TO TAKE ON NEW POLITICAL FIGHTS THAT I THINK NEED TO HAPPEN BECAUSE PEOPLE TRUST ME TO DO THAT ON THEIR BEHALF.

MORE IMPORTANTLY, I SAY HERE TO TELL PEOPLE YOU CAN DO THIS EVEN WHEN HE SHOW UP TO THIS COUNTRY UNDOCUMENTED WITH VERY LITTLE FORESIGHT AND WHAT YOUR FUTURE WILL LOOK LIKE THAT YOU TOO CAN MAKE A DIFFERENCE FOR OTHERS WHO MAY LOOK LIKE YOU OR YOU MAY NEVER KNOW.

I KNOW THAT AS THIS COLLEGE CONTINUES THIS TRANSITION TO CHANGE AND CONTINUES TO PROMOTE GREAT THINGS FOR THIS COMMUNITY WILL ALWAYS BE PROUD TO HAS LEFT THIS PLACE A LITTLE AFTER THAT WHEN I FOUND IT AND ALWAYS BE GRATEFUL.

THANK YOU EVERYBODY THE COMMUNITY CERTAINLY THANK YOU FOR VOTING ME AND SO MANY TIMES IN OFFICE.

FOR SHOWING ME THAT IN SPITE OF SOCIAL MEDIA HARD WORK STILL PAYS OFF.

[02:30:05]

SO WHILE MANY PEOPLE WERE DOING SOCIAL MEDIA DURING CAMPAIGNS I WAS OUT THERE KNOCKING ON YOUR DOORS.

I WILL TELL YOU THAT THAT WAS PROBABLY THE BIGGEST PRIVILEGE TO COME TO YOUR HOME, TO ME YOU, TO GREET YOU AND TO ASK YOU HUMBLY TO SUPPORT ME.

BECAUSE I WAS GOING TO REPRESENT YOU WELL.

I HOPE I'M NOT FAILED TO ULTIMATELY THE VOTERS AND CERTAINLY THE PEOPLE WHO COME TO OUR COUNTRY TO MAKE THINGS BETTER I AM ONE OF THOSE PEOPLE.

JUST, THANK YOU FOR THOSE OPPORTUNITY AND I WILL FOREVER BE GRATEFUL AND HUMBLED BY THE EXPRESS I HAD HERE AT CERRITOS COLLEGE TO SERVE COMMUNITIES OF COLOR, TO SERVE PEOPLE WHO THINK SOMETIMES THEY DON'T HAVE OPPORTUNITIES AND MORE PORTLY TO GET BACK CREDIT TO GET BACK AND CONTINUE TO DO GOOD THINGS BECAUSE THAT'S WHAT MY PARENT WAS.

THANK YOU EVERYBODY THINGS TO MY KIDS FOR GIVING ME SO MANY OUTSIDE BEING LATE ON SO MANY THINGS BUT I HOPE THAT YOU CONTINUE TO SEE THAT HOPE IS POSSIBLE, DREAMS ARE ACHIEVABLE AND THAT YOU TWO ARE MY FUTURE.

THANK YOU VERY MUCH.

>> WELL, WE HAVE ONE MORE SPECIAL.
