WE HAVE BEEN RECEIVING ADDITIONAL FUNDING THROUGH THE STATE BASED ON OUR HIGHEST ENROLLMENT PRIOR TO THE PANDEMIC. THIS PARTICULAR DOCUMENT AND THE APPROVAL OF IT WILL ENSURE THAT THIS NEXT YEAR WILL CONTINUE TO RECEIVE THAT. HOWEVER, THERE ARE SOME CHANGES -- SOME CONDITIONS THAT WE NEED TO MEET IN ORDER TO BE ABLE TO KEEP THE MONEY.

IF WE DO NOT MEET THESE CONDITIONS, THEY CAN TAKE THE MONEY TOWARDS THE END OF THE YEAR BACK.

SO TITLE 5 PROVIDES CRITERIA FOR FUNDING ALLOWANCES DUE TO ANY PARTICULAR EMERGENCY CONDITION THAT HAPPENED THROUGHOUT THE STATE.

THIS COULD BE WILDFIRES, BUT IT ALSO INCLUDES PANDEMICS.

MANY DISTRICTS DURING THE COVID-19 PANDEMIC OPTED TO GO INTO EMERGENCY CONDITION ALLOWANCE. SO WHY WOULD SOMEONE WANT TO DO THIS? WELL, PRIMARILY THE REASON WAS BECAUSE OF THE SUDDEN DROP IN ENROLLMENT.

AND SO, THIS ALLOWANCE ALLOWED DISTRICTS TO BASICALLY HOLD HARMLESS THEIR FTS.

SO WHAT THIS DID FOR US WAS IT ALLOWED US TO CONTINUE TO REPORT, OR AT LEAST BE FUNDED ON OUR FPS THAT WE REPORTED BACK IN FISCAL YEAR 2019-20.

AND SO, THAT WAS RIGHT AT THE START OF THE PANDEMIC. SO THE FOLLOWING YEAR, IN FISCAL YEAR 2021, WE ENTERED INTO EMERGENCY CONDITIONS ALLOWANCE, BECAUSE OUR FTS DROPPED. AND THEN, IN 2122 WE CONTINUE TO BE AN EMERGENCY USE ALLOWANCE BECAUSE OUR FTS CONTINUED TO FOLLOW EVEN FURTHER.

SO BY ENTERING INTO THIS, IT PROTECTED OUR FTS.

HERE AGAIN IS WHAT I MENTIONED BEFORE.

BY ALLOWING US TO ENTER INTO EMERGENCY CONDITIONS ALLOWANCE FOR THIS PARTICULAR FISCAL YEAR, 22-23, THIS IS THE THIRD TIME WE WOULD ENTER INTO THIS. SO THE STATE ACTUALLY CHANGE ITS REQUIREMENTS A LITTLE BIT.

IN A SENSE THIS WOULD PROTECT OUR FTS AND REMAIN UTILIZING OUR FTS THAT WE REPORTED BACK IN FISCAL YEAR 20 AS STATED ON THE SLIDE.

THESE NUMBERS ARE USING OUR THREE YEAR AVERAGE. OUR THREE YEAR AVERAGE BASICALLY NOW CONSISTS OF JUST THE NUMBERS THAT WE REPORTED IN FISCAL YEAR 19-20.

NEXT SLIDE. SO WHY IS THIS IMPORTANT? LIKE I MENTIONED BEFORE, PER TEXT, PARTICULARLY FOR THE CURRENT FISCAL YEAR, 22-23, IT PROTECTS US POTENTIALLY LOSING OVER 1100 FTS.

THAT WOULD ACTUALLY TRANSLATE INTO ROUGHLY 5 AND A HALF MILLION DOLLARS OF LOST STATE AID FOR THIS PARTICULAR YEAR. SO IT'S VERY, VERY CRITICAL FOR US TO CONTINUE TO BE IN THE ECA FOR THIS PARTICULAR FISCAL YEAR.

THAT PROVIDES ANOTHER YEAR FOR US TO CONTINUE TO IMPLEMENT OUR PLAN OF TRYING TO REGAIN ENROLLMENTS BACK FROM THOSE COUPLE OF YEARS OF LOST ENROLLMENTS. AND SO -- NEXT SLIDE.

AND THEN, (NAME) I'M GOING TO HAND IT OFF TO YOU. AND (NAME) WILL GO OVER SOME OF THE REQUIRED STEPS THAT ARE REQUIRED IN

OF COURSE, THE CATCH IS OUR STUDENTS WILL BE ABLE TO TAKE OTHER HOME COLLEGES CLASSES, WHICH HOME COLLEGE TYPICALLY (INDISCERNIBLE).

NEXT LIE, PLEASE.

ALSO, THERE ARE SEVERAL MORE THINGS WE CAN DO TO STAY ON ECA CONDITION.

SO YOU CAN SEE, WE PRETTY MUCH MET ALL THE REQUIREMENTS FROM THE STATE CHANCELLOR'S OFFICE TO HAVE US STAY IN THE ECA CONDITION. AND NEXT -- I THINK IT'S QUESTIONS AND

BUT WITH VOICE OF CONCERN TO THE CHANCELLOR'S OFFICE REGARDING THIS CHANGING SO RAPIDLY, SORT OF US KEEPING THE PROCESS ON THE CAMPUSES, WHICH IS MAKING IT HARDER FOR SOME COLLEGES TO DO THAT. THEY NOTED THE CONCERNS.

BUT THE (INDISCERNIBLE) STILL APPLIES.

QUICK QUESTION: HOW LONG DO YOU THINK WE'LL HAVE THIS EMERGENCY CONDITIONS ALLOWANCE? IS THIS ONLY FOR FISCAL 22-23? OR DO WE ENVISION DISCONTINUING? AND IF WE DON'T ENVISION THIS CONTINUING, WHAT ARE WE DOING TO ENCOURAGE IT?

I DO, HOWEVER, EXPECT TO SEE SOME MOVEMENT, PARTICULARLY AT THE CEO LEVEL LATER ON, DEPENDING ON WHETHER OR NOT ENROLLMENTS INCREASE.

BECAUSE THERE ARE MANY COLLEGES THAT HAVE LOST SIGNIFICANT AMOUNT OF ENROLLMENT. AND WITHOUT EMERGENCY CONDITIONS ALLOWANCE, IT WOULD PUT THEM ON THE EDGE, POTENTIALLY, FALLING DOWN ALL THE WAY TO HOLD HARMLESS.

THE LEVEL OF FUNDING HOLD HARMLESS AND SOME BELOW.

THAT'S NOT OUR CASE AT THIS TIME, BUT OBVIOUSLY AS LONG AS WE CAN STAY IN THE EMERGENCY CONDITIONS ALLOWANCE, THE BETTER FOR US, AS WE WILL BE ABLE TO LEVEL OUT. AS OF FOR RIGHT NOW, THERE IS NOT NECESSARILY MOVEMENT INTO GOING AN EXTRA YEAR -- THIS YEAR WAS THE SAME.

BUT THEY HAD SAID AT THE END OF LAST YEAR THAT THERE WAS (INDISCERNIBLE) ANOTHER YEAR. IT EVENTUALLY HAPPENED.

MY ONLY CONCERN IS THAT IF WE WERE TO ADVOCATE FOR IT, THAT WE MAY NOT RECEIVE THE FUNDING BASED ON THE PROJECTION FROM THE BUDGET.

THE BUDGET AT THE STATE LEVEL, I THINK, TARDY PROJECTING 12 OR 14 PERCENT LESS.

THAT WILL ALLOW THE STUDENTS FROM OTHER INSTITUTIONS TO TAKE OUR CLASSES ONLINE. OR THE STUDENTS ARE TO HAVE ACCESS TO ONLINE CLASSES FROM OTHER INSTITUTIONS, WHICH OBVIOUSLY PUTS US AT A DISADVANTAGE. SO THERE IS NO NEGATIVE AS LONG AS WE CONTINUE THE PROCESS.

IS THIS GOING TO BE A CONTINUOUS KIND OF PROGRAM THAT, YOU KNOW, WHERE STUDENTS CAN BASICALLY PICK COURSES FROM AMONGST MANY COLLEGES ACROSS THE STATE. WHICH, YOU SEE HAS A, CAL STATE HAS IT WHERE YOU CAN GO TO ONE YOU SEE AND TAKE CLASSES AT ANOTHER UC AND VICE VERSA. I THINK WE ARE RIGHT BEHIND IN TERMS OF WHAT WE DO TO GIVE ACCESS FOR STUDENTS TO DO THAT JUST FOR COMPLETION PURPOSES. IS THIS A PILOT? OR ARE WE GOING TO LOOK AT POSSIBLY HAVING THIS AS LONG-TERM? BECAUSE ULTIMATELY IF WE ARE TRYING TO SUPPORT OUR STUDENTS ACROSS THE STATE OF CALIFORNIA, THEN THIS SHOULD BE SOMETHING THAT WE SHOULD INVEST IN TERMS OF LONG-TERM.

NOT JUST TO BE ABLE TO FILL THE GAPS CURRENTLY BECAUSE OF COVID AND THE LACK OF ENROLLMENT AMONG COLLEGE OR ANOTHER -- BASED ON A VARIETY OF FACTORS, OBVIOUSLY. BUT IS THIS SOMETHING THAT'S JUST GONNA BE A TEMPORARY FIX? AND I THINK MARISSA KIND OF ASKED THAT

TOO. >> NO, IT IS A LONG-TERM INITIATIVE.

IT HAS BEEN IN THE STATE FOR A WHILE, BUT HAS NOT GROWN AS FAST AS PEOPLE WOULD LIKE TO SEE IT. I THINK THIS REQUIREMENT IS A WAY TO PROPEL THE GROWTH OF THE INITIATIVE BY MOTIVATING COLLEGES THAT NEED THE EMERGENCY ALLOWANCE TO JOIN THE CONSORTIUM AND BE MORE ACTIVE.

(INDISCERNIBLE) PROCESS, BECAUSE YOU CANNOT JUST SIMPLY PAUSE ANY ONLINE COURSE. YOU HAVE TO GO THROUGH REVIEW PROCESS TO SEE IF THEY MEET THE GUIDELINES SET BY THE CONSORTIUM.
