HONORABLE BOARD MEMBERS AND TRUSTEE DR. FIERRO AND ESTEEMED COLLEAGUES AND ADMINISTRATION AND OF COURSE MY COLLEAGUES FROM CCFF AND CSEA INTO THE PUBLIC AND MY GENERAL COLLEAGUES.
WELCOME BACK TO FALL SEMESTER 2022.
AS I HAVE BEEN TELLING PEOPLE FOR THE LAST COUPLE OF DAYS I AM REALLY EXCITED TO BE BACK.
TO SEE HOW WE ARE GOING TO DO THIS TO COME BACK TO CAMPUS WITH A NEW PROTOCOL AS THEY ARE AND TRYING TO CREATE A NEW NORMAL.
I HAD A LOT OF CONVERSATIONS WITH FACULTY AND WE ARE HAPPY TO BE BACK AND WE LOOK FORWARD TO HAVING A PRODUCTIVE SEMESTER.
A COUPLE OF ITEMS THAT MIGHT BE OF INTEREST TO YOU IS WE ARE GOING TO LOOK AT THE RESCHEDULING PROCESS GIVEN THE CHANGES IN MODALITIES OF INSTRUCTION AND HOW THOSE WILL BE DEVELOPED IN THE MONTHS AND MAYBE YEARS AHEAD.
WERE GOING TO TAKE A REALLY BIG SWING AND CRACK AT THAT TO GET AHEAD OF THAT.
WE ARE ALSO GOING TO LOOK AT MAKING CONCRETE STEPS TOWARDS DEVELOPING OUR ETHNIC STUDIES OFFERINGS TO STUDENTS GIVEN THE CHANGES IN GENERAL ED REQUIREMENTS AT THE STATE LEVEL.
THAT IS A BRIEF REVIEW OF WHAT WE PLAN ON DOING AND I REALLY LOOK OVER TO WORKING WITH ALL OF YOU IN THE DAYS AND WEEKS AHEAD.
SO, WELCOME BACK AND THAT CONCLUDES MY REPORT.
>> PRESIDENT: THANK YOU, EXCITING STUFF.

>> SPEAKER: CAN YOU HEAR ME OKAY?
>> SPEAKER: SORRY, I WAS WATCHING ON THE DELAY.
SO I DID NOT KNOW YOU ARE READY FOR ME YET.
OKAY, I AM PRESENTING ON CLAIR GENE LA ZOR TONIGHT.
JEAN FOUR AS HIS STUDENTS AFFECTIONATELY CALL HIM, LASER BEAM AGAIN HIS CAREER IN CERRITOS COLLEGE IN 1984.
HE KNEW HOW IMPORTANT THE COLLEGE WAS TO THE SURROUNDING COMMUNITY AND RELAYED THAT TO THE STUDENTS ACROSS MORE THAN 35 YEARS OF INSTRUCTION AND SERVICE.
BEFORE HIS ARRIVAL TO CERRITOS COLLEGE HE HAD TWO DECADES OF EXPERIENCE IN INDUSTRY SPECIFICALLY IN A WIDE ARRAY OF ELECTRONICS MAINTENANCE.
JEAN PERFORMED HIGH-TECH SERVICE AND EQUIPMENT REPAIR FOR RADIO COMMUNICATIONS AS WELL AS AIRCRAFT COMMUNICATION AND NAVIGATION.
JEAN HAS SERVED AS A CONSULTANT FOR NUMEROUS PROJECTS WITH MICRO PROCESSING, AIRFLOW CONTROL AND AIRCRAFT PASSENGER SYSTEMS. EVEN SERVED AS A CONSULTANT AND DESIGNER FOR A REMOTE CALCULATED DISPLAY DECADES BEFORE ONLINE INSTRUCTION EVEN CAME TO FRUITION.
JEAN BEGAN HIS CAREER IN CERRITOS COLLEGE IN THE TECHNOLOGY DIVISION AS A FACULTY MEMBER IN OUR FORMER PROGRAM.
JEAN UTILIZED HIS EXTENSIVE KNOWLEDGE IN ELECTRONICS AND COMMUNICATIONS MAINTENANCE TO PROVIDE HIGH-QUALITY INSTRUCTION AND ALSO EXTENSIVE INDUSTRY RELATED EXPERIENCE TO OUR STUDENTS.
IN 2003 JEAN TRANSFERRED FROM THE TECHNOLOGY DIVISION TO THE SCIENCE ENGINEERING AND MATHEMATICS DIVISION.
AS A FACULTY MEMBER IN THE COMPUTER AND ENGINEERING SCIENCES DEPARTMENT, JEAN HAS TAUGHT A VARIETY OF COURSES INCLUDING TECHNICAL, INTRODUCTORY COURSES IN CIS AND COURSES RELATED TO WEB DEVELOPMENT AND DESIGN.

RETEACHING THIS COURSE SERIES JEAN HAS PREPARED LITERALLY THOUSANDS OF STUDENTS TO BE OUR NEXT GENERATION OF IT TECHNICIANS AND ALIGNED WITH HIS
[00:15:03]
CERTIFIED NETWORK ASSOCIATE CERTIFICATION JEAN WAS INTEGRAL IN THE DEVELOPMENT OF NETWORKING PROGRAM AT CERRITOS COLLEGE AND TAUGHT SOME OF THE FIRST NETWORKING FUNDAMENTALS AND COURSES OFFERED BY THE COLLEGE.HE IS ALSO INSTRUMENTAL IN THE COLLEGE ACQUIRING AND A HALF MILLION DOLLAR GRANT TO CREATE THE ELECTRONICS PROGRAM AND DEVELOPMENT OF THE COMPUTER NETWORKING CURRICULUM.

A ROUND OF APPLAUSE FOR CLAIR GENE LA ZOR.
THANK YOU AND THANK YOU ANDREW.
AND NOW DOCTOR MILLER TO GIVE THE PRESENTATION RECOGNIZING NORMA RODRIGUEZ.
>> SPEAKER: ALL RIGHT, FALCON BLUE.
IT IS MY PLEASURE TONIGHT TO RECOGNIZE NORMA RODRIGUEZ FOR HER SERVICE AND RETIREMENT.
NORMA BEGAN HER EMPLOYMENT AT CERRITOS COLLEGE AS AN ACCOUNT CLERK IN 1982.
SHE HELD ROLES AS ACCOUNT CLERK FOR AN FINANCIAL STUDENT AID ASSOCIATE.
IN 2005 SHE WAS HIRED AS A COUNCILOR AT THE COLLEGE AND HAD ROLES AS CALWORKS SERVICES IN 2006.
THE DIRECTOR OF CALWORKS SERVICES AND THE DIRECTOR OF STUDENT PROGRAM SERVICES IN 2012 WHERE SHE OVERSAW CALWORKS AND THE OFFICE OF INTERNATIONAL STUDENT SERVICES.
THROUGHOUT HER TIME IN CERRITOS SHE WAS A TIRELESS ADVOCATE FOR STUDENTS AND STUDENT EQUITY.
SHE SERVED IN MANY INITIATIVES ON CAMPUS INCLUDING THE FOOD AND HOUSING TASK FORCE AND WAS AN ACTIVE MEMBER OF DIVERSITY AND EQUITY KNOWN AS DOCTOR RECENTLY WE CONDUCTED A PROCESS AND THERE WAS A CURRENT FULL-TIME EMPLOYEE WHO SAT ON THAT REVIEW PROCESS AND THEY WERE HERE AT CERRITOS YEARS AGO.
WHEN SHE WAS AT CALWORKS HEARD DAUGHTER WAS YOUNG CHILD AND SHE SAID THAT HER DAUGHTER GRADUATED FROM CERRITOS AND TRANSFERRED TO UCLA AND IS ABOUT TO GRADUATE FROM UCLA AND SHE COMMENTED ON CALWORKS AND HOW NORMA INDIVIDUALLY CONTRIBUTED TO THAT AND HOW SHE IS ABLE TO ACHIEVE THESE GOALS AND SHE BECAME TEARFUL TALKING ABOUT THE IMPACT AND TO ME THAT WAS THE MOST INCREDIBLE EVIDENCE OF THE PROGRAMS IMPACT AND ALSO THE CARE AND COMPASSION AND PASSION THAT NORMA HAS FIRST SERVING STUDENTS AND ADVOCATING FOR PARENT AND ALL STUDENTS.
WHETHER IT WAS THE CALWORKS STUDENTS OR PARENTING STUDENTS OR INTERNATIONAL STUDENTS OR ONE OF THE MANY STUDENT EQUITIES SHE WAS INVOLVED AND SHE PROVIDED THAT SAME PASSION.
IN TALKING WITH OTHER EMPLOYEES I REALIZE SHE PROVIDED THAT SAME SUPPORT TO OTHER TEAM MEMBERS AND ENCOURAGE PEOPLE TO NOT ONLY ACHIEVE THEIR EDUCATIONAL GOALS BUT LOOK BEYOND THAT.
IF YOU'RE GOING TO GET AN ASSOCIATES GET A BACHELORS PAIRED WHAT ARE YOU GOING TO DO NEXT? SHE WAS INSPIRATIONAL TO OUR STUDENTS.
WE REALLY WANT TO THANK NORMA FOR HER CONTRIBUTION TO OUR STUDENTS, COMMUNITY AND WISH HER THE BEST FOR A HEALTHY AND HAPPY RETIREMENT.
[APPLAUSE] >> PRESIDENT: THANK YOU.
[2.03 Institutional Presentation: Metro Go Pass]
NOW WE WILL MOVE TO ITEM 2.03 PRESENTATION REGARDING THE METRO GO PASS.IF YOU DON'T MIND, CONTINUING BACK ON THE PODIUM THANK YOU, DOCTOR MILLER.
WE ARE HERE -NORMA WASN'T SHE WAS NOT ABLE TO ATTEND TONIGHT BUT SHE HAD SOME OF HER FORMER STAFF MEMBERS HERE TONIGHT.
I WANTED TO MAKE SURE WE KNOW WHAT WAS GOING ON.
>> SPEAKER: AND THEY ALREADY KNOW ABOUT GOPASS I'M EXCITED TO SHARE WITH YOU ABOUT OUR NEW PROGRAM WHAT MOST PEOPLE HERE HAVE BEEN INVOLVED IN.
IT'S A LITTLE HISTORY ON HOW WE CAME TO HAVE OUR GOPASS PROGRAM DID THE DISCUSSION BEGAN YEARS AGO WITH TRUSTEE PEREZ ADVOCATING FOR AFFORDABLE TRANSPORTATION FOR STUDENTS AND WE KNOW THAT HAS BEEN AN AREA OF PASSION FOR HER FOR SOMETIMES AND IT HAS HELPED US ESTABLISH RELATIONSHIP WITH METRO AND MOVE THIS PROGRAM FORWARD.
AS RECENTLY AS LAST FALL OUR ASSOCIATED STUDENTS ENGAGED WITH METRO ON HOW WE CAN MAKE THIS A REALITY.
PRIOR THERE WAS A BARRIER TO A COST OF THE PROGRAM AND WE HAD INTERNAL DIALOGUE STUDENT LEADERS AND THEY WANTED TO SUPPORT THE IMPLEMENTATION OF THE PROGRAM BY INCREASING THE STUDENT ACTIVITIES FEES WHICH HAD NOT BEEN IMPROVED
[00:20:04]
FOR OVER 30 YEARS.AND SO, IN DECEMBER 2021 A SENATE BILL 2021 03 THE STUDENT ACTIVITIES FEE INCREASE TO SUPPORT TRANSPORTATION INITIATIVES AND WAS PASSED UNANIMOUSLY BY OUR STUDENT SENATE AND WAS LATER ON APPROVED BY THE CONTRACT THAT WAS DEVELOPED AND APPROVED BY THE BOARD OF TRUSTEES IN MARCH 2021.
WE TOOK QUICK ACTION TO IMPLEMENT THIS PROGRAM AND IN MARCH 31ST 2022, THAT WAS THIS YEAR.
MARCH 29 2022 IS WHEN IT WAS APPROVED AND THE PROGRAM KICKED OFF.
MOST PEOPLE CAN SEE THE PROGRAM ON THE SLIDE OF FRANCO AND TRUSTEE DR. FIERRO AND THE STUDENTS.
SINCE THEN ALL GO OVER THE NUMBERS TO TELL YOU HOW IT'S GROWN OVER TIME BUT A BRIEF OVERVIEW ABOUT WHAT THE METRO GOPASS IS, IT'S A BUS PASS AND RAIL PASS FOR STUDENTS.
STUDENTS PAY THEIR RAIL FEE EACH SEMESTER AND CAN USE A NUMBER OF PUBLIC TRANSPORTATION OPTIONS THAT ARE LISTED ON THE SLIDE THROUGHOUT LA COUNTY INCLUDING OUR PARTNERS AT NORWALK TRANSIT AND INCLUDES A METRO BUS AND RAIL LINE.
SOME STUDENTS DON'T KNOW THAT IT INCLUDES A RAIL LINE AS WELL.
TO GET THE PAST STUDENTS CAN COMPLETE AN ONLINE FORM EACH SEMESTER SHOULD WE CHECK THEIR ELIGIBILITY, PAY THE FEE TO MAKE SURE THEY HAVE BEEN ENROLLED IN A CLASS AND THEY CAN BE AN ADULT EDUCATION STUDENT AS WELL.
THEY PROVIDE THEIR PHYSICAL TAP CARD AND CODE AND REGISTER IT WITH METRO GOPASS AND ARE ABLE TO RIDE.
WE CHECKED THEIR ELIGIBILITY BUT ONCE WE GIVE THEM THE CARD WE DON'T HAVE TO REACTIVATE THE CARD.
THIS IS AN OVERVIEW OF THE NUMBERS WE WERE AT.
HE STARTED MID SEMESTER AND SPRING FOR MARCH 31 TO MAY 15.
WE HAD 320 GOPASS REQUESTS AND OF THOSE WE ISSUED 304 CARDS.
IF STUDENTS DON'T HAVE ELIGIBILITY WE PROVIDE THEM WITH INFORMATION LIKE THIS HOW YOU PAY YOUR FEET OR ENROLL IN CLASSES AND THEN WE WILL GET YOU SET WITH THE CARD.
IN SUMMER WE SAW LESS PASS REQUESTS WITH ONLY 131 AND WE ISSUED 107 GOPASS CARDS OVER THE SUMMER.
IN THE FALL IT HAS HIT OFF REALLY WELL.
AS OF MONDAY WE ARE AT 232 REQUESTS IN THE LAST TWO WEEKS BUT SINCE MONDAY WE HAD 100 MORE REQUESTS AND I CHECKED THIS AFTERNOON.
WE ARE ALREADY ABOVE FOR WHERE WE WERE AT IN THE SPRING SEMESTER.
AND SO IT'S EXCITING TO SEE THE PROGRAM GROW AND SEE THE STUDENTS RETURN TO CAMPUS AND NO MORE ABOUT IT AND ENGAGE WITH IT.
WE DID LEARN LESSONS WITH THE GOPASS AS WE IMPLEMENTED THE PROGRAM.
SOME STUDENTS REGISTERED FOR A CARD BUT DID NOT PICK IT UP.
AT ONE OF THE MEETINGS TRUSTEE PEREZ MENTIONED THE NUMBER OF STUDENTS WHO HAD REGISTERED CARDS FROM METRO AND I THOUGHT WE GAVE OUT SO MANY MORE CARDS BUT STUDENTS AREN'T REGISTERING THE CARD OR WANT TO PICKING UP THE CARD AND WEREN'T REGISTERING IT.
WE HAVE ADDED OPTIONS ON HOW STUDENTS CAN GET A CARD.
IF THEY ALREADY HAVE A TAP CARD WE WON'T SEND THEM A NEW ONE WE WILL JUST SEND THEM AN ACTIVATION CODE AND THEN EITHER SEND THEM A NEW ONE.
ALSO STUDENTS WHO ARE GETTING CARDS AREN'T ACTIVATING THEM AND WE ARE MAKING SURE THAT AN EMAIL GOES OUT TO REMIND THEM TO ACTIVATE THE CARD BECAUSE THAT IS SOMETHING THAT STUDENTS MUST TAKE TO REGISTER THE CARD AND FOR THEIR INFORMATION AND TAP CARD INFORMATION AND ACTIVATION CODE.
IF THEY COME INTO THE OFFICE WE HAVE THE COMPUTERS READY THERE THEMSELVES AND WERE READY TO WALK THEM THROUGH THE PROCESS.
WE ALSO PARTNERED WITH MISS MIYA WALKER AND SHE WILL SHARE OUR MARKETING'S TRAGEDY.
>> SPEAKER: GOOD EVENING TRUSTEES AND GUESTS.
TO GIVE YOU SOME EXCITING UPDATES ON WHAT WE HAVE DONE WITH THE MARKETING STRATEGY YOU HAVE PARTNERED LIKE DOCTOR MILLER SAID WE WORKED WITH THEIR OFFICE TO DRIVE OUR AWARENESS CAMPAIGNS WERE METRO.
[00:25:14]
WE HAVE DONE EVERYTHING FROM EMAIL TO TAKE TALK TO PRESENTATIONS IN CLASSES.I KNOW THE STUDENT SERVICES SITE HAS DONE THAT AND WE BELIEVE WE FEEL LIKE THE MESSAGE IS GETTING OUT.
ONE OF THE THINGS I WANTED TO GO BACK TO WHEN DOCTOR MILLER PROVIDED THE TIMELINE WHAT WE DIDN'T INCLUDE IN THE PRESENTATION WHERE THE TRANSPORTATION DOLLARS WE RECEIVED FROM CHRISTINA GARCIA'S OFFICE.
ANY OF YOU WERE PART OF THE DELEGATION EARLY IN JANUARY WHEN WE WERE LOBBYING SACRAMENTO AROUND OUR PRIORITIES AND ONE OF THE PRIORITIES WAS TRANSPORTATION AND STUDENT TRANSPORTATION TO BE SPECIFIC.
AS YOU KNOW SINCE THOSE MEETINGS WERE VIRTUAL WE PLEDGED THAT WE FOLLOW THROUGH WITH THE ASKED THROUGHOUT THE YEAR JUST TO MAKE SURE THAT OUR LEGISLATURES KNEW WHAT OUR PRIORITIES WERE AND HOW IMPORTANT IT WAS FOR US TO SUPPORT OUR STUDENTS IN THAT WAY.
WE WERE HAPPY TO SHARE THAT WE DID SECURE THOSE DOLLARS.
THAT MONEY WILL BE PUT TOWARDS A LOT OF THIS MARKETING AND HELP TO COVER THE COSTS OR OFFSET THE COSTS FOR THE TRANSIT PASS.
THE MARKETING HAS BEEN ROBUST.
WERE EXCITED ABOUT THE RESPONSE THAT THE STUDENTS HAVE HAD.
IF YOU ALSO NOTE, I THINK THERE IS A NEXT SLIDE.
ONE OF THE THINGS THAT WE ARE REALLY HAPPY ABOUT FOR THE FIRST TIME WE ARE GOING TO BE WRAPPING A WHOLE BUS, TWO BUSES.
WE ARE WORKING WITH THE NORWALK TRANSIT AGENCY TO COMPLETELY WRAP TWO BUSES THAT WILL BE GOING THROUGH THE CERRITOS COLLEGE ROUTE WHICH IS ONE AND TWO.
AND THE FLIGHT TIME WE ARE GOING TO EXTEND A LITTLE BIT BECAUSE THE COST IS PRETTY ENORMOUS.
WE WANT TO MAKE SURE WE MAXIMIZE OUR FLIGHT TIME BUT THIS IS A PARTNERSHIP THAT THE NORWALK TRANSIT HAS COME ON BOARD TO ALLOW US TO RUN THESE BUSES WITH OUR OWN MESSAGES AND WERE EXCITED ABOUT THAT.
IT'S THE FIRST TIME THAT WE'VE GOTTEN A CHANCE TO DO SOMETHING AS CREATIVE AS THIS WITH A FULL WRAP CARED WE CONTINUE TO PURCHASE OUR NORMAL ENROLLMENT BUS ADS BUT WE'VE NEVER DONE A FULL WRAP SORT OF LIKE.
WE HAVE BEEN CLOSE PARTNERS WITH STUDENT SERVICES AND AGAIN TO THE TRUSTEES TO YOUR CONFIDENCE AND YOUR HELP WITH GETTING THE LEGISLATORS ON BOARD FOR SUPPORTING US IN OUR TRANSIT OUTREACH.
>> ANY QUESTIONS, OR EXCITED TO SEE HOW IT GROWS BUT ANY QUESTIONS YOU HAVE FOR NOW?
>> PRESIDENT: I APPRECIATE THAT.
THE MARKETING, IT DOESN'T DO ANYTHING A PEOPLE DON'T KNOW IT'S AVAILABLE.
>> TRUSTEE: THANKS TO DOCTOR MIYA WALKER FOR THE WORK THAT YOU'VE DONE TO BE ABLE TO PROMO THE INITIATIVE AND GET THE STUDENTS ENROLLED A BIG THANK YOU TO ALL OF THE STUDENT GOVERNMENT FOR PASSING THE FEE TO MAKE THIS POSSIBLE.
A BIG THANK YOU TO ASSEMBLYWOMAN CHRISTINA GARCIA.
SHE WILL BE COMING TO A SUBSEQUENT MEETING AS WE WILL CELEBRATE HER AND MAKE THIS OFFICIAL BUT WE WERE ABLE TO WORK WITH HER AND HER OFFICE AND THE LEGISLATION AND THE DOLLARS THAT MIYA IS TALKING ABOUT, WE SECURED $600,000 FOR MARKETING AND SO ON FOR THREE CONSECUTIVE YEARS SO WE WILL SEE $1.8 MILLION FOR STUDENT TRANSPORTATION STARTING THIS YEAR UNTIL 2023.
SO, WE ARE VERY THANKFUL TO OUR ASSEMBLYWOMAN GARCIA AND HER TEAM AND WE ARE SURE THAT THAT LANDED IN GOVERNOR NEWSOM'S DESK AND HE SIGNS.
WE ARE ABLE TO PUT THAT MONEY IN THE BUDGET AND HOPEFULLY WE ARE ABLE TO ENHANCE THE INITIATIVES FOR TRANSPORTATION FOR PART OF THE STUDENTS AND PART OF THE IDEA THAT THIS IS THAT THIS WILL BE SERVED TO ALL THE COMMUNITY COLLEGES ON THE STATE.
AS YOU KNOW YOU WERE A COUPLE OF INITIATIVES ON FLEET TRANSIT FOR STUDENTS AND NOT EVERYTHING ENDED UP BEING PLAYED THE WAY WE HAD HOPED FOR BUT WE ARE HOPING THAT THIS SECULAR MODEL WE ARE ABLE TO SHOW IN SUBSEQUENT YEARS TO THE LEGISLATION HOW COLLEGES CAN UTILIZE THOSE RESOURCES TO MAKE ACCESS TO A LOCATION MORE FEASIBLE FOR THE LOCAL COMMUNITIES.
>> PRESIDENT: THAT IS HUGE AND I REALLY APPRECIATE THAT.
>> TRUSTEE: I APOLOGIZE I'M IN A LOUD LOCATION THAT'S WONDERFUL NEWS YOU SO MUCH.
FOR THE STUDENTS THANK YOU FOR YOUR SO AND THANK YOU FOR YOUR PASSION BEHIND THIS, TOO.
WE APPRECIATE EVERYTHING THEY'VE DONE TO SUPPORT THIS.
I THANK YOU SAID DOCTOR FIERRO THAT WERE GOING TO WORK WITH THE ASSEMBLYWOMAN GARCIA.
THAT'S A HUGE DOLLAR AMOUNT AND THAT'S EXCITING THAT SHE WAS ABLE TO DO THAT FOR THE
[00:30:05]
COLLEGE.IT'S SOMETHING WE SHOULD CELEBRATE.
THE ONLY COMMENTS I HAD THAT IS MAYBE WE COULD ADD THIS TO OUR K-12 ACTIVIST AGENDA IN A COUPLE OF WEEKS OR MONTH OR WHENEVER WE MEET BECAUSE UNFORTUNATELY, NONE OF OUR K-12 PARTNERS HAVE SIGNED UP TO NORWALK, MAROTTA, AC UNIFIED HAVE NOT SIGNED UP FOR THIS PROGRAM.
THE ONLY ONE WHO HAS IS PARAMOUNT SO IT WOULD BE GREAT IF WE COULD HAVE A BRIEF HIGHLIGHT OF OUR PROGRAM AND MORE SUCCESSES SO MAYBE THAT WOULD GIVE THE ELECTED OFFICIALS A SLIGHT NUDGE TO PURSUE THIS AS WELL.
>> TRUSTEE: ABSOLUTELY WE CAN CARED WE CAN DO THAT AND WORK ON A WAY OF CONNECTING WITH THE ENROLLMENT OF THE STUDENTS AND MAKE THEM ELIGIBLE FOR TRANSPORTATION.
>> TRUSTEE: WE DO HAVE DUAL ENROLLMENT SIGNING UP FOR THE PAST.
ONE ACTIVE STUDENT WHO HAS BEEN IN STUDENT GOVERNMENT AND THE DEFINITELY INTERESTED FOR THE DUELING STUDENTS.
JUST TO ECHO, IT'S AMAZING TO SEE SOMETHING LIKE THIS WHERE THERE ARE SO MANY DIFFERENT COMPONENTS OF CAMPUS THAT HAVE REALLY WORKED IN SYNERGY TO MAKE SOMETHING COME TO LIFE AND WHEN YOU SEE SIGNIFICANT DOLLAR VALUE THAT IT WINDS UP HITTING ASSIGNED TO IT IN THE END IT SHOWS WHY WORKING TOGETHER CAN BE SUCH A HIGH IMPACT.
THANK YOU STUDENTS FOR ELEVATING THIS AND IT MADE A DIFFERENCE ALL THE WAY UP TO THE GOVERNOR OF CALIFORNIA, SO MUCH APPRECIATED.
SOMETIMES I FEEL LIKE IT IS HARD TO MOVE ON THE GIVEN AGENDA ITEMS BECAUSE I WANT TO TALK ABOUT IT ALL NIGHT THEORETICALLY AT THE SHOW IS SUPPOSED TO GO ON SO I WOULD
[2.04 Institutional Presentation: Campus Climate and Public Safety Regulations]
APPRECIATE IF WE COULD GET AN UPDATE FROM THE CHIEF OF CAMPUS POLICE, DON MUELLER ON THE CAMPUS CLIMATE AND PUBLIC SAFETY.THANK YOU TRUSTEES FOR INVITING US BE HERE.
I'M EXCITED TO SHARE WITH YOU SOME GOOD CHANGES GOING ON WITH THE CAMPUS AND SEE CPD CARED WE BEEN DOING PRESENTATIONS AROUND THE STATE ON PROGRESSIVE POLICING AND SOME OF THE CHANGES THAT WE BELIEVE NEED TO BE MADE.
HOPEFULLY WE WON'T TAKE TOO MUCH TIME BUT I WANT TO SHARE THESE THINGS BECAUSE IT'S EXCITING AND I THINK WE ARE DOING GOOD WORK HERE AT CERRITOS.
JUST OVER TWO YEARS AGO ALL OF US SAW THE MURDER OF GEORGE FLOYD BY A MINNEAPOLIS POLICE OFFICER APPEARED WE SAW THE MASSIVE DEMONSTRATIONS AND DEMAND FOR CHANGE THAT CAME AFTER THAT THAT AFFECTED ALL OF US WATCHING THAT.
THE ATROCIOUS NESTS OF WHAT THAT DID IN THAT VIDEO ALONG WITH ALL THE ATROCITIES THAT WE HAVE HAD FOR GENERATIONS DID NOTHING BUT FURTHER DIVIDE LAW ENFORCEMENT AND SOME OF OUR COMMUNITIES OF COLOR AND A LOT OF MARGINALIZED COMMUNITIES.
IN THE LAST SIX MONTHS WE HAVE ALSO SEEN MASS VIOLENCE COME BACK.
WE HAVE SEEN BUFFALO, NEW YORK AND UVALDE.
SOMEHOW HERE AT CERRITOS WE NEED TO KEEP OUR FACULTY AND STUDENTS SAFE BUT WE NEED TO DO SOMETHING DIFFERENT.
WE NEED TO BE ABLE TO HEAR AND ACKNOWLEDGE THE PROBLEMS THAT ALREADY EXIST AND DO EXIST OUT THERE AND DO SOMETHING DIFFERENT HERE SO WE KEEP ALL OF OUR FACULTY AND STUDENTS SAFE BUT AT THE SAME TIME DO IT RIGHT AND SUPPORTIVE OF OUR STUDENTS.
TONIGHT I WOULD LIKE TO DO REALLY QUICK SHARE WITH YOU A FEW OF THE CHANGES WE HAVE MADE OVER THE PAST TWO YEARS.
SOME THINGS THAT WE HAVE BEEN DOING THAT WE BELIEVE ARE WORKING AND ARE DOING A GREAT JOB.
WE HAVE STOPPED HEARING CALLS FOR DEFUNDING ON THE CAMPUS AND WE HAVE STUDENT GROUPS ACROSS THE CAMPUS ASKING FOR ME OR ONE OF THE POLICE OFFICERS TO COME AND ATTEND THEIR GROUP AND BE A PART OF THE GROUP AND WORK TOGETHER AND BUILD RIDGES WITH OUR STUDENTS ACROSS THE CAMPUS.
WHAT I WANT TO SHARE WITH YOU ARE SOME OF THE STEPS THAT WE BEEN ABLE TO DO TO GET TO THAT POINT AND HOW WE BEEN ABLE TO MAKE SOME CHANGES.
ONE OF THE THINGS THAT I SHOULD BRIEFLY MENTION IS WE HAVE TO ACKNOWLEDGE THE MASSIVE DIFFERENCE BETWEEN WHAT WE AS A SOCIETY SEE AS REGULAR POLICING OUTSIDE AND
[00:35:02]
WHAT WE DO ON COLLEGE CAMPUS.I CAME AS MANY OF YOU KNOW FROM THE LOS ANGELES POLICE DEPARTMENT FROM 30 YEARS.
IN ALL OF THE CITIES AROUND ALL OVER IN LA.
IT IS VERY DIFFERENT THAN WHAT WE DO AT CERRITOS.
CITIES DEAL WITH A VAST AMOUNT OF CRIME, PEOPLE THEY DON'T KNOW AND POLICE OFFICERS AND DEPUTY SHERIFFS ARE DEALING WITH PEOPLE THAT THEY DON'T KNOW AND DON'T SEE ON A REGULAR BASIS BUT THAT'S DIFFERENT HERE AT CERRITOS.
WE HAVE A VERY BIG CAMPUS AND A SMALL AMOUNT OF CRIME ALMOST NO VIOLENT CRIME.
OUR OFFICERS CAN GET TO KNOW THE STUDENTS AND STAFF ON A FIRST NAME BASIS.
WE ARE MUCH LIKE A SMALL TOWN THE WAY I SEE IT.
WHAT WE ARE TEACHING TO OUR POLICE OFFICERS IS LIKE A CERRITOS COLLEGE FAMILY.
OUR OFFICERS SHOULD BE MORE LIKE THE OLDER BROTHER AND OLDER SISTER TO THE STUDENTS.
WANT TO DEAL WITH THEIR STUDENTS THE SAME WHAT THEY WOULD DEAL WITH THEIR YOUNGER BROTHER OR SISTER.
WE ARE NOT HERE TO POLICE THE STUDENTS THAT'S NOT OUR JOB.
99 PERCENT OF THE STUDENTS AND STAFF WHO ARE ON CAMPUS ARE HERE FOR THE RIGHT REASON TO GROW, ACHIEVE THEIR DREAMS AND MOVE FORWARD.
WE SHOULD BE PART OF THAT SUCCESS SYSTEM.
WE SHOULD BE HERE TO SUPPORT THEM 100 PERCENT.
WE CAN'T MIX EVERYTHING OUTSIDE.
BUT THE MINUTE STUDENTS ACROSS THE CAMPUS I WANT THEM TO KNOW THAT THE MINUTE THEY ARE ON CAMPUS, THERE CCPD HAS THEIR BACK.
I WANT THEM TO KNOW THAT THEY CAN KNOW OUR OFFICERS ON A FIRST NAME BASIS AND KNOW THEY ARE THERE TO SUPPORT THEM.
IF THEY HAVE A PROBLEM OR SOMETHING GOING ON AT HOME THEY CAN TALK TO THEM AND GET HELP.
WE NEED TO CREATE A BUBBLE A SAFE BUBBLE FOR OUR STUDENTS SO THAT THE MOMENT THEY CROSS THIS BORDER AND ARE ON CAMPUS THEY ARE IN A SAFE PLACE TO FOCUS ON THEIR STUDIES AND ACHIEVEMENTS.
THAT'S OUR JOB TO PROVIDE A SAFE SPACE TO BE PART OF THE FAMILY.
I DON'T SEE US AS AN OUTSIDE POLICE DEPARTMENT, ICS AS PART OF THE CERRITOS FAMILY AND WE ARE THE OLDER BROTHERS AND SISTERS TO PROVIDE A SAFE SPACE.
SO OUR STAFF CAN FOCUS, OUR PARTNERS CAN STAFF US AND MOST IMPORTANTLY OUR STUDENTS CAN FOCUS.
I WANT TO RUN THROUGH WEEKLY SOME OF THE CHANGES WE HAVE MADE IN THE LAST FEW YEARS.
BEFORE I HIT THAT, ONE OF THE FIRST THINGS WE DID IS REWROTE OUR VALUE SYSTEM AS A POLICE DEPARTMENT.
MOST DEPARTMENTS HAVE THE SAME BASIC THING TO SERVE AND PROTECT.
WE HAVE REWRITTEN FROM SCRATCH WHAT OUR PURPOSE IS AND THIS IS REALLY IMPORTANT.
IT'S ONE THING I WANT TO READ THROUGH.
I AM SORRY, SIRI THINKS I'M TALKING TO HER.
THIS IS WHAT WE HAVE IN OUR STATION AT THREE DIFFERENT LOCATIONS.
WE TALKED ABOUT IT IN THE BRIEFING.
ALL OF OUR STAFF GOT THE SENT TO THE MONDAY MORNING AND OUR BACK ON CAMPUS TO REMIND THEM WHAT OUR FOCUS SHOULD BE AS A DEPARTMENT ON THIS CAMPUS.
EVERYTHING WE DO SHOULD FALL UNDER THE VALUES AND MISSION STATEMENT.
THE CERRITOS COLLEGE POLICE DEPARTMENT STRONGLY BELIEVES AND SUPPORTS THE VALUES OF DIVERSITY, EQUITY AND COLLUSION.
REGARDLESS OF RACE, ETHNIC ORIGIN, SEXUAL ORIENTATION, GENDER IDENTITY, CITIZENSHIP STATUS, RELIGIOUS BELIEF, AND ALL OTHER IDENTIFYING CHARACTERISTICS, WE ARE DEDICATED TO SUPPORTING AND PROTECTING ALL OUR COMMUNITY WITHOUT DISCRIMINATION OR BIAS.
WE PLEDGE TO SERVE THE ENTIRE COLLEGE COMMUNITY WITH DIGNITY, HONOR AND RESPECT.
WE ARE LOCAL ALLIES FOR OUR COMMUNITIES OF COLOR AND ALL OUR UNDER PRECEDENTED AND HISTORICALLY MARGINALIZED COMMUNITIES.
WE VALUE OUR DIVERSITY AND WE BELIEVE IT IS OUR DIVERSITY THAT MAKES US STRONG.
OUR COAL VALUE TO LEGALLY CORE VALUES ARE THE FOUNDATION OF HOW WE VIEW OUR ROLE IN MAINTAINING A SAFE AND SECURE LEARNING ENVIRONMENT FOR OUR CERRITOS COLLEGE FAMILY.
WE BELIEVE IN HONESTY, INTEGRITY AND TRANSPARENCY.
WE ACKNOWLEDGE THE HISTORICALLY TUMULTUOUS RELATIONSHIPS BETWEEN MANY LAW ENFORCEMENT AGENCIES AND MARGINALIZED COMMUNITIES, AND STRIVE TO BE BETTER, TO DO BETTER, AND VALUE ALL THE COMMUNITY WE SERVE.
FURTHERMORE, IT IS THE INTENT OF THE CERRITOS COLLEGE POLICE DEPARTMENT TO LISTEN TO OUR STUDENTS AND PROVIDE SPACE SO WE CAN HEAR ISSUES AND CONCERNS THAT ARE
[00:40:05]
RELEVANT FOR ALL OUR STUDENTS AND EMPLOYEES.WE AIM TO SUPPORT OUR STUDENTS IN IMPROVING THEIR LIVES AND WORKING TOWARDS THEIR EDUCATIONAL GOALS.
WE ARE PART OF THEIR SUPPORT SYSTEM AND WE WANT THEM TO SUCCEED.
THE CERRITOS COLLEGE POLICE DEPARTMENT DOES NOT SEE ITSELF AS AN OUTSIDE LAW ENFORCEMENT AGENCY BUT AS INTEGRAL PART OF THE CERRITOS COLLEGE FAMILY WITH DEDICATED OFFICERS AND STAFF INVESTED AND INVOLVED IN STUDENT GROUPS AND SUPPORT SERVICES THROUGHOUT THE CAMPUS.
WE DEDICATED OURSELVES TO PROTECT, SUPPORT AND SERVE OUR COMMUNITY, AND COLLEGE FAMILY WITH HONOR AND COURAGE.
WE ARE PROUD OF OUR ROLE AND HONORED TO BE A PART OF THE CERRITOS COLLEGE COMMUNITY.
WE SEE OURSELVES AS PART OF THE SUCCESS FOR THE STUDENTS.
THAT'S WHAT WERE HERE FOR TO HELP OUR STUDENTS SUCCEED AND HELP THEM REACH THEIR DREAMS AND GOALS, HOWEVER WE CAN HELP DO THAT BEST FOR THEM.
IF THEY MESS UP, WE SHOULD BE HERE TO HELP THEM.
IF ONE OF THEM FORGETS TO PAY TO GET AN INSET WITH A WARRANT I DON'T WANT THEM TO BE AFRAID OF US.
I WANT THEM TO COME AND SAY CARLOS, THE OFFICER THEY KNOW, WHAT DO I DO? I FORGOT.
WE CAN HELP GUIDE HIM TO GET IT FIXED AND GET THEM BACK ON TRACK SO THEY CAN CONTINUE TO SUCCEED.
THUS WE SHOULD BE DOING AS A DEPARTMENT FOR A COLLEGE CAMPUS IS TO BE PART OF THE FAMILY SO THAT THEY KNOW WE HAVE THEIR BACK WHEN THEY COME ON CAMPUS AND WE ARE HERE TO SUPPORT THEM ACROSS THE BOARD.
SOME CHANGES WE HAVE DONE IN THE LAST TWO YEARS WILL RUN THROUGH THESE REALLY QUICK.
WE MADE SEVERAL CHANGES IN THE POLICIES.
TWO YEARS AGO WHEN I BECAME THE CHIEF WE IMMEDIATELY BANNED THE CHOKEHOLD.
WE HAD ONE IN THE POLICY BUT WE DON'T HAVE THAT ANYMORE.
THERE'S NO NEED FOR THAT ABSOLUTE NONE.
IT'S NOW BEEN BANNED BY THE ENTIRE STATE BUT WE DID IT BEFORE THEY DID.
WE ADDED A POLICY OF DUTY TO INTERCEDE.
THIS CAME RIGHT OUT FROM THE MURDER OF GEORGE FLOYD.
OUR OFFICERS, IF THEY SEE ANOTHER OFFICER IT DOESN'T HAVE TO BE OUR DEPARTMENT, IT COULD BE A SHERIFF'S DEPUTY ON CAMPUS.
IF THEY SEE SOMEONE WHO HAS LOST HER TEMPER, HAS GONE TOO FAR THEY ARE BY POLICY REQUIRED TO STEP IN AND TAKE ACTION TO STOP IT IF NOT THEY WILL BE DISCIPLINED FOR THE SAME LEVEL.
ALL OF US CAN LOSE OUR TEMPER AND GET OUR BUTTONS PUSHED AND WE NEED TO ACKNOWLEDGE THAT AS A DEPARTMENT AND IF WE SEE ONE OF OUR OFFICERS WHO HAVE LOST THEIR TEMPER, IF SOMEONE SAYS SOMETHING AND PUSHES BUTTONS WE NEED TO STEP IN AND SAY LET ME HANDLE IT.
THEY ARE NOW REQUIRED TO INTERCEDE AND STEP IN OTHERWISE HE WILL FACE DISCIPLINE.
THEY ARE NOW REQUIRED TO REPORT EXCESSIVE FORCE FROM ANY OFFICER IN ANY DEPARTMENT ON CAMPUS IF THEY DON'T REPORT IT, ONCE AGAIN THEY ARE OPEN TO DISCIPLINE THEMSELVES.
THAT IS NOT JUST OUR OFFICERS, IT IS ANYONE INSIDE.
AND WE ADDED A POLICY THAT THEY HAVE TO USE DE-ESCALATION TECHNIQUES IF AT ALL POSSIBLE UNLESS THEY ARE FACING A LIFE OR DEATH SITUATION.
IN ORDER TO DO THAT WE HAD TO GIVE THEM THE TRAINING.
WE PUT ALL THE OFFICERS IN OUR DEPARTMENT THROUGH 32 HOURS OF DE-ESCALATION AND CRISIS INTERVENTION TRAINING.
MOST OF US GET AN HOUR OR TWO.
THEY'VE GONE THROUGH 32 HOURS OF IT.
WE ARE NOW WORKING WITH STUDENT HEALTH TO DEVELOP MENTAL HEALTH TEAMS WHILE WE ARE ON CAMPUS SO WE CAN HAVE MEMBERS OF THE MENTAL HEALTH DEPARTMENT TO BE THE FIRST TO CONTACT.
OUR OFFICERS SHOULD JUST BE A BACKUP IF NEEDED.
I WOULD MUCH PREFER TO SEE OUR MENTAL HEALTH OFFICIALS ON CAMPUS TO DEAL WITH THINGS LIKE STUDENTS THAT ARE DEALING WITH EMOTIONAL CRISIS OR SUICIDAL FEELINGS.
FOR TOO LONG IT HAS BEEN THROWN ON THE POLICE AND THAT'S FINE BUT WERE NOT THE PROFESSIONALS.
WE HAVE PEOPLE ON CAMPUS THAT ARE TRUE PROFESSIONALS IN MENTAL HEALTH.
SO WE ARE STARTING TO WORK WITH THEM THIS WEEK.
HILARY AND I HAVE A MEETING AND I'M GETTING RESPONSE TEAMS DURING THE HOURS WE ARE ON CAMPUS SO THEY CAN BE THE FIRST CONTACT IF SOMETHING HAPPENS ON CAMPUS, NOT OUR POLICE OFFICERS.
I TRULY BELIEVE THAT'S GOING TO BE IN LINE AND EFFECTIVE.
AND WE'VE BEEN THROUGH CULTURAL AWARENESS TRAINING.
WE DO A LOT OF SOUTHEAST ASIAN TRAINING ALSO.
MOST CULTURAL AWARENESS ACROSS THE COUNTRY THEY TEND TO DO AFRICAN-AMERICAN AND LATINO AND HISPANIC ISSUES BUT VERY FEW TOUCH ON SOUTHEAST ASIAN ISSUES AT ALL.
[00:45:01]
WE MAKE SURE WE HAVE ISSUES ON MUSLIM UNDERSTANDING, SOUTHEAST ASIAN, SOME OF THE POPULATIONS WE HAVE ON CAMPUS.THE MORE OUR OFFICERS GET TO KNOW THE COMMUNITY WE ARE SERVING THEY UNDERSTAND THAT THEY UNDERSTAND SOME FAMILY CONCEPTS.
WE WANT THEM TO UNDERSTAND THE TOOLS THAT THEY HAVE.
WE PUT ALL OF OUR OFFICERS THROUGH LGBTQ+ AWARENESS TRAINING DEALING WITH QUEER, TRANS AND NON-BINARY STUDENTS WHO HISTORICALLY HAVE HAD HORRENDOUS RELATIONSHIPS WITH LAW ENFORCEMENT.
WE WANT THEM TO KNOW ON OUR CAMPUS THEY ARE SAFE.
FIRST OF ALL THEY HAVE A CHIEF WHO IS GAY BUT SINCE I'VE BEEN HERE IF SIX EMPLOYEES HAVE BEEN IN THE CLOSET AND ARE NOW OPEN.
ALL THAT DOES IS SENDS MESSAGES TO THE STAFF AND STUDENTS THAT YOU ARE SAFE WITH US.
GET IT CAN WE ARE HERE TO SUPPORT YOU.
WE ARE YOU, WE ARE ONE FAMILY AND WE PUT EVERYBODY THROUGH TRAINING.
THE MOST IMPORTANT CHANGES THAT WE HAVE MADE ARE NOT JUST THE POLICIES AND TRAINING.
AFTER POLICIES TO HOLD PEOPLE ACCOUNTABLE AND I LEARNED A LONG TIME AGO I'VE BEEN TEACHING LAW ENFORCEMENT ACROSS THE COUNTRY BUT TRAINING POLICIES DON'T CHANGE PEOPLE.
IF SOMEONE IS A RACIST YOU CAN GIVE THEM ALL THE POLICIES THEY WANT OR THE TRAINING AND THEY WON'T CHANGE A BIT BUT WHAT CHANGES PEOPLE IS RELATIONSHIPS AND EXPERIENCE WHEN THEY GET TO KNOW SOMEBODY.
WHEN THEY BECOME FRIENDS WITH SOMEBODY WHO UP UNTIL NOW THEY HAVE THEIR OWN CONCEPT.
I'M SORRY, THE ENEMIES ARE ALL THIS AND THEN YOU BECOME FRIENDS WITH SOMEONE WHO'S VIETNAMESE AND YOU REALIZE, ACTUALLY LIKE THIS PERSON.
AND WE ACTUALLY CONNECT AND WE HAVE A LOT OF SIMILARITIES.
THAT CHANGES PEOPLE AND HEARTS AND MINDS.
YOU HAVE TO HAVE THE HEARTS IN THE TRAINING BUT WE NEED RELATIONSHIPS BETWEEN OFFICERS AND THE COMMUNITY ON CAMPUS.
WE NEED TO CHANGE THE HEARTS AND MINDS THERE OFFICERS.
SOME THINGS THAT WE HAVE BEEN FOCUSING ON IN THE LAST TWO YEARS FOR PREPARATION ON COMING BACK ON CAMPUS AND OUR COMING FORCE, WE HAVE AN ONGOING RELATIONSHIP WITH OUR STUDENTS.
WE ATTEND MEETINGS AND WORK TOGETHER WITH THEM AND WERE GOING TO HAVE OFFICERS A LIAISON OFFICER ASSIGNED TO OUR STUDENT GROUPS THAT THEY CAN GET TO KNOW ON A FIRST NAME BASIS THAT THEY WILL ATTEND ONCE A MONTH NOT IN UNIFORM IN SHORTS, T-SHIRT OR FLIP-FLOPS AND STUDENTS GET TO KNOW THEM ON A FIRST NAME BASIS AND THEY GET TO KNOW THE STUDENTS IT GOES BOTH WAYS.
WE START WELDING RELATIONSHIPS WITH OFFICERS AND STUDENTS SO THAT THEY KNOW THAT JAY, I CAN GO TO TO JAY FOR ANYTHING.
HE IS CRAZY BUT IF I HAVE A PROBLEM I KNOW I CAN TRUST JAY AND THEY CAN COME IN THE STATION AND SAY I WANT TO TALK TO OFFICER J.
AND I WANT OUR OFFICERS TO KNOW OUR STUDENTS ON A FIRST NAME BASIS BECAUSE THEY LEARN IN THE SAME PROCESS WE ALL LEARN TOGETHER WHEN WE BUILD A RELATIONSHIP.
SOME OF THE RELATIONSHIP BUILDING THAT WE ARE LOOKING AT NOW THAT WE ARE BACK, WE BEEN TALKING A LOT ABOUT PUTTING TOGETHER A BIG BROTHER PROGRAM FOR SOME OF OUR BLACK MALE ATHLETES.
WE HAVE TWO OFFICERS WHO WILL BE BIG BROTHERS TO THE ATHLETES ON CAMPUS.
THAT CREATES A BOND THAT CHANGES LIVES FOREVER OR BOTH SIDES.
I WANT OUR ATHLETES KNOW THAT THEY CAN TRUST US.
THEY ARE THE ONES THAT ARE TARGETED FROM LAW ENFORCEMENT ACROSS THE COUNTRY BUT AT OUR CAMPUS, I WANT THEM TO KNOW THAT CCPD IS COOL AND IF WE HAVE A PROBLEM WE CAN GO TO THEM AND IT WILL BE OKAY.
WE NEED TO BUILD THAT RELATIONSHIP NOW BEFORE THERE'S A PROBLEM.
SOME OF THE OTHER THINGS YOU HAVE SEEN US DO ON CAMPUS, WE STARTED DOING SPECIALIZED PATCHES.
WE HAVE NOT IN ON CAMPUS AND AM EXCITED NOW THAT WE ARE PHYSICALLY ON CAMPUS.
THIS WILL BE A MUCH LARGER DURING ONE OR TWO MONTHS OF THE YEAR WITH THESE GROUPS.
OUR OFFICERS ARE WEARING PATCHES THAT IDENTIFIED DURING PRIDE MONTH, WE DO IT MAY AND JUNE BECAUSE WE ARE OUT OF CLASS IN JUNE SO WE STRETCH INTO MAY.
IN MAY AND JUNE WE CELEBRATE PRIDE AND OUR LGBTQ+ COMMUNITY.
IT IS NOT MANDATORY IS TOTALLY UP TO THE OFFICERS IF THEY WANT TO WEAR A RAINBOW PATCH THEY ARE WELCOME TO.
WE HAD 26 PERSONNEL WEARING PATCHES THIS YEAR IN OUR DEPARTMENT HERE THEY KNOW IT IS TOTALLY VOLUNTARY.
THEN WE SELL THEM ON CAMPUS AND DONATE THE PROCEEDS BACK TO THE STUDENTS ON CAMPUS FOR SCHOLARSHIPS.
NOW WE HAVE AN LGBTQ+ PROGRAM COORDINATOR AND ALL THAT MONEY GOES THROUGH THESE SCHOLARSHIPS FOR LGBTQ+ STUDENTS.
[00:50:01]
DURING OCTOBER WE HAVE A PINK PATCH THAT DEALS WITH BREAST CANCER AWARENESS AND THE MONEY IS GOING RIGHT NOW TO A LOCAL BREAST CANCER FOUNDATION HERE IN LOS ALAMITOS.WE HAVE STARTED THIS PAST NOVEMBER WAS THE FIRST TIME WE STARTED A VETERANS APPRECIATION PATCH BECAUSE WE HAVE A LOT OF VETS ON OUR CAMPUS.
WE ACTUALLY RAISED ABOUT $750 THIS YEAR, NOT ON CAMPUS, BUT IT WENT BACK TO OUR VETERANS RESOURCE CENTER FOR SCHOLARSHIPS FOR VETERAN STUDENTS ON CAMPUS TO HELP THEM WITH FUNDING.
ALL OF THIS ARE STEPS TO HELP BUILD WITH OUR STUDENTS AND OUR CERRITOS FAMILY SO WE CAN BUILD THAT AND UNDERSTAND EACH OTHER AND ACTUALLY CARE ABOUT EACH OTHER AND THAT WILL CHANGE THE POLICING ON OUR CAMPUS MOVING FORWARD.
WE WANT TO SEE OURSELVES AS ONE CERRITOS CAMPUS FAMILY.
ONE THING WE STARTED WHICH I'M EXCITED TO SHARE WITH YOU, AS MANY OF YOU KNOW THE CHANCELLOR IS CALLING FOR CHANGES.
ONE THING THEY BACKED AWAY FROM THAT ARE RECOMMENDING WE HAVE ALREADY MOVED FORWARD WITH IT AND THAT IS BODY WORN CAMERAS.
WE HAVE STARTED THE BODY WORN CAMERA TESTING PROGRAM ALMOST THREE MONTHS AGO.
OUR DAYTIME OFFICERS ARE WEARING CAMERAS NOW BECAUSE WE BELIEVE WE NEED TO BE TRANSPARENT AT 100 PERCENT.
IF OUR OFFICERS ARE DOING THE RIGHT THING WE SHOULD BE RECORDED, NO PROBLEM WITH THAT.
THAT'S THE WAY IT SHOULD BE AND WE WANT TO BE OPEN WITH THAT WE WANT TO SHARE THAT.
THERE'S NOTHING TO BE AFRAID OF.
IF THEY ARE DOING THE WRONG THING THEY SHOULD BE AFRAID OF IT.
LUCKILY WE HAVE A GREAT DEPARTMENT AND WE DON'T HAVE ANY ISSUES HERE THAT WE SHOULD NOT BE AFRAID TO BE RECORDED OR VIDEOTAPED.
THAT'S SOMETHING THAT WE NEED TO HAVE.
WE NEED TO HAVE TRANSPARENCY WITH THE STUDENTS AND STAFF THEY NEED TO KNOW THAT THEY CAN TRUST US.
I HOPE EVERYTHING IS RECORDED.
WE HAVE ALREADY STARTED MOVING FORWARD.
THE STATE IS IN PROCESS OF DOING A CONTRACT WITH ALL OF THE CALIFORNIA COMMUNITY COLLEGES FOR A CAMERA CONTRACT.
WE ALREADY HAVE THAT SAME COMPANY AND WE ARE USING THEM NOW WE ARE JUST WAITING FOR THEM TO FINALIZE THE CONTRACT AND WE WILL FINALIZE IT HERE AND ALL OF OUR OFFICERS WILL WEAR BODY WORN CAMERAS ALL THE TIME.
SO TODAY, I THINK WE ARE HEADED IN A GOOD DIRECTION.
STUDENTS LOVE OUR OFFICERS WE HAVE HAD NOT A SINGLE COMPLAINT IN THE LAST TWO YEARS SINCE I'VE BEEN HERE AS CHIEF.
AND THEN THREE YEARS BEFORE THAT THAT THEY DID NOT HAVE A COMPLAINT AND THAT'S A GOOD SIGN BUT WE ALWAYS NEED TO HAVE OUR COMMUNITY BETTER.
WE NEED TO KEEP WORKING TO TRULY PROVIDE A SAFE SPACE AND AT THE SAME TIME SUPPORT OUR STUDENT.
BE PART OF THEIR SUCCESS, NOT A HINDRANCE TO THEIR SUCCESS THAT'S WHAT WE DON'T WANT TO DO.
SO, THANK YOU, I APPRECIATE IT AND IF YOU HAVE ANY QUESTIONS OR COMMENTS I AM HERE AND I WOULD BE HAPPY TO ANSWER.
>> PRESIDENT: THAT IS EXCELLENT CHIEF.
>> TRUSTEE: I WANT TO SAY THANK YOU AND I WANT TO SAY YOU OBVIOUSLY HAVE A PASSION FOR THIS JOB AND WORK APPRECIATIVE FOR THE INITIATIVES THAT YOU BROUGHT TO THE CAMPUS AND THE CHANGES TO MAKE IT MUCH MORE INCLUSIVE AND FRIENDLY TO SHOW THAT THE POLICE ARE NOT YOUR ENEMY TO THE POLICE ARE YOUR FRIENDS AND I SINCERELY THANK YOU FOR EVERYTHING THAT YOU HAVE DONE AND I LOOK FORWARD TO EVEN MORE.
>> SPEAKER: AND THAT'S MY PASSION.
I USED TO LIVE IN THE CITY OF COMPTON USED TO BE A YOUTH PASTOR AND I HATED THE WAY THE DEPUTIES TREATED THE KIDS AND ME BECAUSE I WAS THE ONLY WHITE GUY IN THE NEIGHBORHOOD HERE THEY WITHDREW ME ON THE CURB THINKING I WAS SELLING DRUGS IT DROVE ME CRAZY! I BELIEVE THAT YOU CAN'T CHANGE BAD COPS INTO GOOD COPS YOU NEED GOOD PEOPLE IN THE JOB ACTUALLY CARE ABOUT THE COMMUNITY AND CARE ABOUT THE PEOPLE AND WHAT TO DO IT RIGHT AND THAT'S BEEN MY ENTIRE CAREER.
I FEEL VERY PRIVILEGED TO BE HERE.
WE HAVE A GREAT ADMINISTRATION THAT SUPPORTS US 100 PERCENT.
I WALKED INTO A DEPARTMENT THAT WAS EASY.
90 PERCENT OF OUR OFFERS WERE ALREADY THERE.
THIS IS AN EASY MOVE AND WE CAN ACTUALLY DO SOMETHING RIGHT BECAUSE WE NEED PROTECTION, WE LIVE IN LA, THIS CRAZY THINGS THAT HAPPEN IN LA AND WE NEED A SAFE CAMPUS.
WE NEED TO PROVIDE PROTECTION BUT AT THE SAME TIME I DON'T WANT OUR STUDENTS SCARED OF THE POLICE DEPARTMENT.
THAT IS NOT HELPING THEM SUCCEED.
THAT IS A MASSIVE HINDRANCE WE'VE GOT TO DO THE OPPOSITE AND I WANT THEM TO COME ACROSS THE BORDER WHEN THEY CROSS STUDEBAKER THEY CAN BREATHE EASY AND HAVE A SIGH OF RELIEF KNOWING THEY DON'T HAVE TO LOOK OVER THEIR SHOULDERS AT A GANGSTER OR A COP.
WHEN THEY ARE ON CAMPUS THEY ARE SUPPORTED.
IF THEY ARE HERE FOR THE RIGHT REASON WE NEED TO SUPPORT THEM 100 PERCENT AND DO WHATEVER WE CAN EVEN AS A POLICE DEPARTMENT TO SUPPORT THEM IN THEIR SUCCESS.
[00:55:03]
I BELIEVE IT.TO ECHO, I THINK IT'S FANTASTIC AND I CAN'T WAIT UNTIL THE SHOULD BECOME A MODEL FOR OTHER COMMUNITY COLLEGE AND HOPEFULLY MORE THAN JUST COMMUNITY COLLEGES.
I DO THINK IT IS ABSOLUTELY THE RIGHT TACT AS WELL.
I WANT TO COMMEND YOU FOR YOUR EFFORT.
AND BEING WILLING TO PUT YOUR OWN PERSON TO THIS EFFORT.
I THINK IT REALLY SHOWS AND IT MAKES A MUCH MORE HIGH IMPACT FOR ALL OF US SO, MUCH APPRECIATED.
ANY OTHER QUESTIONS OR COMMENTS FOR THE CHIEF?
>> TRUSTEE: I JUST WANT TO THANK CHIEF MUELLER.
A YEAR OR SO AGO WE WERE ABLE TO DO A PRESENTATION AND WE WERE ABLE TO SHOWCASE THE EARLY STAGES WHEN WE CHANGE THE MISSION STATEMENT.
WE ARE ACTUALLY RIGHT NOW BECOMING A MODEL FOR OTHER COLLEGES.
THE CHIEF IS A STATE STAR ALREADY.
HE WAS PRESENTING LAST WEEK THE STATE WORK THAT WE ARE DOING AT CERRITOS COLLEGE AND IT IS ONE OF THE INITIATIVES THAT WE HAVE TO CHANGE THE POLICING AND STRATEGIES TO BE MORE INCLUSIVE.
AND AS HE WAS PRESENTING I WAS BEING TEXT NONSTOP BY PEOPLE AT THE STATE LEVEL WHO ATTENDED THE PRESENTATION SINGING YOUR PRAISES.
THANK YOU FOR SHARING THE WORK THAT WE ARE ALL DOING HERE AT CERRITOS COLLEGE AND LEADING THE INITIATIVE.
YOU ARE BEING RECOGNIZED BIG TIME PIT MY PHONE WAS GOING OFF AT THE TIME THAT YOU ARE PRESENTING AND EVERYONE WAS VERY EXCITED TO HEAR THE WORK THAT WE ARE DOING.
AND OBVIOUSLY VERY IMPRESSED WITH YOU, PERSONALLY FOR LEADING THE INITIATIVES IN SUCH A PASSIONATE WAY.
AND PLEASE KNOW, THIS IS STILL A WORK IN PROGRESS.
POLICING HAS NOT BEEN DONE VERY WELL ACROSS THE COUNTRY IN THE LAST 200 YEARS.
WERE TRYING TO CUT NEW GROUND IF YOU HAVE IDEAS, THOUGHTS, YOU SEE SOMETHING THAT NEEDS TO CHANGE OR IMPROVE EVEN AS A TRUSTEE.
JUST CALL, I'M REALLY EASY TO TALK TO.
I'VE BEEN GIVEN ALL KINDS OF GREAT IDEAS ON HOW WE ARE BUILDING RIDGES WITH STUDENTS AND THUS THE BIGGEST BRIDGE THAT NEEDS TO BE DONE BUT HE HAS BEEN A HUGE SUPPORT.
DOCTOR SHEILA HILL HAS BEEN AMAZING.
IF YOU COME UP WITH SOMETHING THAT WE HAVEN'T THOUGHT OF, PLEASE SHARE IT WITH US AND WE WILL TRY IT.
THAT'S WHAT WE WANT TO DO IS BE A REAL FAMILY.
WORK AS A FAMILY AND TALK AND SHARE IDEAS AS A FAMILY AND TOGETHER WE CAN REALLY MAKE A DIFFERENCE I THINK.
>> PRESIDENT: MUCH APPRECIATED.
THERE CONTINUING ON WITH THE VERY RELEVANT FOLLOW-UP SUBJECT, OUR ANNUAL EQUITY
[2.05 Institutional Presentation: Annual Equal Employment Opportunity Report and Diversity Activities]
AND DIVERSITY ACTIVITIES, DOCTOR GUTIERREZ? GIVEN OUR CORE MISSION OF OUR POLICE DEPARTMENT THAT IS MOSTLY ABOUT THIS ISSUE IN TERMS OF WORK.>> SPEAKER: WE ARE GOING TO CONTINUE THE MOMENTUM.
HERE TODAY WE ARE HERE TO PRESENT TO YOU OUR EQUAL OPPORTUNITY DEMOGRAPHIC REPORT WHICH IS ONE OF OUR REQUIREMENTS AND IS NOT JUST ABOUT BEING COMPLIANT FOR THE SAKE OF MEETING THE NEED FOR TITLE V, IT'S THE RIGHT THING TO DO.
IT'S THE RIGHT THING TO HAVE A DIVERSE WORKFORCE NOT JUST IN THE WORK STAGES OR HIRING STAGES BUT IN PROMOTION.
OUR DEMOGRAPHIC PROMOTION THAT WE ARE SHOWING TONIGHT ARE THE POOL DATA, HIRING DATA AND WORK DEMOGRAPHICS.
WE WILL ALSO TAKE AN OPPORTUNITY TO DISCUSS THE DORITOS DIVERSITY ACTION PLAN WHICH IS THE SPECIFIC GOALS OF THE PLAN AND THE NEXT STEPS BECAUSE THERE WILL BE CHANGES IN TITLE V THAT I HAVE PREPARED A MATRIX ON AS PART OF THE PRESENTATION SO YOU CAN SEE THE REGULATORY CHANGES.
WHEN IT COMES TO THE POLLS OVER THE LAST THREE YEARS FROM 1920, 21 AND 22 WE SEE A HIGH NUMBER OF APPLICANTS THAT ARE COMING IN AND APPLYING TO THE CERRITOS COLLEGE DISTRICT AND WHAT WE ARE SEEING IS THAT THEY ARE VAST IN TERMS OF DIVERSITY AND IF YOU WILL ACTUALLY NOTE THAT IN THE 1920 APPLICATION YEAR WE HAD 67
[01:00:05]
PERCENT OF THE INDIVIDUALS WHO APPLIED WHO WERE OF MINORITY BACKGROUND AND OF THAT DENIED PERCENT WERE ACTUALLY HIRED.AND YOU WILL SEE A LITTLE BIT OF GROWTH AS WE MOVE ALONG AND YOU WILL SEE WHAT THE IMPACT IS THEY WERE ON BOARDED AND IN THE ORGANIZATION.
IN THE 2020 2021 ACADEMIC YEAR WE HAD AN INCREASE IN APPLICATIONS AND WE WILL SEE THE OVERALL SPECS IN A MOMENT.
WE SAW 80 PERCENT OF THE APPLICATIONS THAT CAME IN WITH INDIVIDUALS WITH MINORITY BACKGROUND AND OF THE 80 PERCENT 72 PERCENT WERE HIRED.
NOW, IF WE LOOK AT 2021 2022 THERE'S AN IMPACT FOLLOWING THE SUPPLEMENTAL REQUIREMENT PROGRAM THE IMPACT ON PHON AS WELL AS THE IMPACT ON COVID IN A GREAT RESIGNATION AND OVERALL ATTRITION.
BASED ON THE NUMBER OF PEOPLE THAT APPLIED TO THE DISTRICT LAST YEAR.
82 PERCENT WERE MINORITY OF WHICH 86 PERCENT WERE HIRED.
THAT'S IT CONVERSATION FOR ANYONE IN THE WORKFORCE WHETHER YOU ARE CLASSIFIED, CONFIDENTIAL, FACULTY AS WELL AS MANAGEMENT.
I WANTED TO EMPHASIZE AND SOMETHING THAT IS NOT ON HERE PER SE WE HAD A COMBINED TOTAL OF 4986 APPLICATIONS THAT CAME THROUGH HR AND THEY ARE REPRESENTED IN THE DATA THAT I JUST SHARED WITH YOU.
THAT'S ROUGHLY 75 PERCENT OF APPLICANTS TOTAL IN THE LAST THREE YEARS THE CAME THROUGH A MINORITY BACKGROUND.
WHAT'S INTERESTING IS THESE ARE VERY LARGE NUMBERS.
GIVEN THE NUMBER OF POSITIONS THAT WE OFFER WHICH ARE A LITTLE OVER 100 WE HIRED ABOUT TWO PERCENT OF THEM.
IT'S A VERY DIVERSE WORKFORCE COMING IN AND YOU WILL ALSO SEE AS I SHARE WITH YOU IN THE DIVERSITY ACTION PLAN WE ARE MAKING CHANGES IN THE INTERVIEWING PROCESS TO BE ABLE TO TARGET DIVERSITY AS PART OF THE RESPONSE IN ORDER TO ADDRESS THE RESPONSE THAT THE ORGANIZATION HAS WITH STUDENTS.
IF YOU LOOK AT THE APPLICANTS WHO ARE ACTUALLY HIRED I DID A LITTLE BIT OF THE GRANULAR TAKEDOWN BASED ON THE LAST THREE YEARS FOR YOU, WE HAD 59/69 EMPLOYEES IN THE CLASSIFIED CONFIDENTIAL CDC THAT WERE HIRED AT EIGHT PERCENT.
WE HAD EIGHT OUT OF 13 BETWEEN 2019 AND 2022 AND THE FACULTY GRANTS AND AGAIN THAT'S THE IMPACT BETWEEN COVID, THE SUPPLEMENTAL RETIREMENT PROGRAM AND THAT IS THE GROUP THAT WE HIRED THE LEAST OF BECAUSE OF THE FLUCTUATION AND IMPACT THAT WE HAD AND SOME OF THE CHANGES HAPPENING IN CAMPUS.
8/13 POSITIONS WERE ON THE THREE YEAR PERIOD FILLED WITH THE ETHNIC MINORITY.
AND IN THE MANAGEMENT RANKS WE HAD 7/22 WHICH REPRESENTED 31 POINT EIGHT OF THE APPLICANTS WE PULLED.
AND WHAT WE DID IS WE TOOK THE COMPARABLE BETWEEN THE LAST REPORT BECAUSE WE STILL HAVE THE DATA AND THE CURRENT THREE YEARS.
BETWEEN 2014, 2015 AND 2016 YOU WILL SEE THAT WE HAVE A WIDE VARIETY OF INDIVIDUALS WHO WERE APPLYING AND HIRING AND THEY ARE COMING IN AND PRESENTED AGAIN OF THE DIVERSE WORKFORCE AND REPRESENTING THE NEEDS OF THE STUDENTS BECAUSE THERE'S CORRELATION AND REPRESENTING A WORKFORCE IN A DIVERSE SETTING.
IF YOU LOOK BETWEEN 2019 AND 2021 ALTHOUGH THERE APPEARS TO BE GAPS IN TERMS OF THE HIRING BETWEEN MANAGEMENT AND FACULTY WE RECOGNIZE THAT SRP IMPACTS AND LIMITED HIRING AFFECTED THOSE AREAS BUT AS A WHOLE YOU WILL SEE THAT IN THE NEXT SLIDE I HAVE FOR YOU THERE'S ACTUALLY ROUGHLY A 10 PERCENT GROWTH IN TERMS OF OUR EMPLOYEE DEMOGRAPHIC ONCE THEY HAVE COME IN AND YOU WILL NOTICE IT IS IN ALL SECTORS AND EVERYTHING.
CLASSIFIED, FACULTY AS WELL AS MANAGEMENT IN ALL AREAS.
SO THE EFFORTS THAT HAVE BEEN DONE BETWEEN THE FIRST DIVERSITY ACTION PLAN THAT WEIGHS HEAVY ON RECRUITMENT AND TARGETED RECRUITMENT TO BE DIFFERENT OUTLETS IT HAD AN IMPACT ON WHAT WE ARE SEEING TODAY.
OUR PART-TIME FACULTY BECAUSE WE CAN'T IGNORE THE FACT THAT OUR PART-TIME FACULTY ARE THE PIPELINE INTO FULL-TIME FACULTY.
>> PRESIDENT: DO YOU MIND IF I INTERRUPT FOR A SECOND, YOU SAID SOMETHING THAT I AM CURIOUS ABOUT AND IT RELATES TO SLIDE NUMBER 6.
WHAT ARE THE CHANGES IN RECRUITMENT AND MARKETING POSITIONS THAT YOU THINK
[01:05:02]
HAVE RESULTED IN THE APPLICANT POOL SHIFTING?>> SPEAKER: IT WAS BASED ON AND I DID READ THE PRIOR 00 WE PLATFORM.
AND NOT UTILIZING TWITTER OR INSTAGRAM WHICH WE ARE GOING TO MOVE NOW TOWARDS.
IT'S THE UTILIZATION OF THE VARIOUS WEBSITES THAT ARE AVAILABLE THROUGH THE STATE CHANCE OR AN REGISTRY AND BEING ABLE TO UTILIZE THOSE PLAT FORMS. IT'S NOT JUST PLACING THE AD ON THE STATE REGISTRY IS ALSO UTILIZING THE OTHER FORMS OF MEDIA ACCESSIBLE TO US ONLINE THAT GIVE US A GREATER POOL.
WORD-OF-MOUTH, OPPORTUNITIES TO BE ABLE TO JUST HAVE THE RECRUITMENT FAIRS THERE'S THE NORTHERN CALIFORNIA, SOUTHERN CALIFORNIA, ALL OPPORTUNITIES THAT ARE PROVIDED FOR OUTREACH.
>> PRESIDENT: OKAY, THANK YOU.
>> SPEAKER: FOR PART-TIME FACULTY, ONE OF THE COMPARABLES IT IS OVER 50 PERCENT ACROSS-THE-BOARD GIVE OR TAKE A FEW SPIKES.
IF YOU ACTUALLY COMPARE THE PRIOR REPORT THE 2017 REPORT THE DATA ACTUALLY WAS THE REVERSE.
YOU ACTUALLY SAW FEWER ETHNIC MINORITY VERSUS NONWHITE OR HISPANIC AND IT IS ACTUALLY FLIP.
WE ARE OVER TWO PERCENT AND THE NUMBERS ARE CONSISTENT.
SO WHAT DOES THAT HAVE AN IMPACT ON REGARDING THE DIVERSITY ACTION PLAN? THE DISTRICT INTERNAL PLAN WHICH IS SPECIFIC AND MEASURABLE TO THE NEEDS OF THE ORGANIZATION.
IT WAS LAST REVISED IN JUNE AND IT WILL ACTUALLY EXPIRE THIS YEAR IN DECEMBER AND IT ACTUALLY HAS FOUR GOALS ADDRESSING HIRING PROCESSES, TRAINING, OF ALL PHASES FOR OUR EMPLOYEES AS WELL AS DATA LITERACY COMPONENT AND THAT OF MARKETING AND BRANDING THROUGH COMMUNICATIONS AND WHATNOT.
I WILL TAKE AN OPPORTUNITY TO ADDRESS THE FIRST TWO GOALS WHICH IS BASED ON THE DATA WHICH WAS PROVIDED TO ME WHICH IN PREPARING FOR THIS PARTICULAR PRESENTATION WE EXCELLED IN GOALS ONE AND TWO.
GOALS THREE AND FOUR ARE PRIME OPPORTUNITIES WITH CHANGES IN THE LEGISLATION REST TO BE ABLE TO WORK ON IDENTIFYING DATA LITERACY AS WELL AS EEI MARKETING, BRANDING AND MESSAGING.
IN GOAL NUMBER 1 WHICH HAD EMBEDDED HIRING PROCESSES WE DID QUERY OUR COLLEAGUES AMONG THE MANAGEMENT RANKS AND WE DID CONFIRM THAT WE HAVE A DIVERSITY STATEMENT WHICH IS IN THE PRIOR EEO DIVERSITY PROGRAM.
THE SCREENING PROTOCOLS KEEP DIVERSITY IN MIND AS PART OF THE PROCESS TO MOVE INDIVIDUALS AND CAMPS THIS BOARD AS WELL AS ABLE TO ADDRESS DIVERSITY THROUGH THE QUESTIONS THAT ARE ASKED THROUGH THE INTERVIEW PROCESS.
THIS IS UNDER PROFESSIONAL DEVELOPMENT AND TRAINING WE HAVE AN IMPACT TO THE STUDENT POPULATION SO UNDERSTANDING OUR RESPONSIBILITIES UNDER TITLE IX AND NOT JUST BEING BYSTANDERS AND WATCHING HARASSMENT HAPPENED IN WORKPLACE TO OUR STUDENTS.
THAT HAS AN IMPACT TO THE OUTCOME THE STUDENTS HAVE TO THE EDUCATIONAL MASTER PLAN TO THE CERTIFICATE OF COMMUNICATION AND EXTERNAL COMMUNICATIONS THROUGH THE CAMPUS.
THE CLOTHESLINE PROJECT AND BEING ABLE TO INTERACT WITH OUR STUDENTS AND ABLE TO TAKE VIOLENCE STATISTICS AND HAVING A VISUAL TUTORIAL WITH TRAINING AS WELL AS CONSIDERING THAT OCTOBER IS DOMESTIC VIOLENCE AWARENESS MONTH WE INTEGRATE THE THEME AND ARE ABLE TO ADDRESS THE ACTIVITIES ACCORDINGLY ACROSS-THE-BOARD.
>> PRESIDENT: DUTY TO INTERCEDE.
IN NOVEMBER WE SEE A LOT OF CONNECTIONS TO EMPLOYEE WELLNESS AND STUDENT WELLNESS WITH FALCON DAY.
A LOT OF WHAT WAS RESENTED TO US ADDRESS EMPLOYEE WELLNESS CONCERNS AND THIS WILL BE CRITICAL IN THE NEXT FALCON DAY WHICH IS IN THE PLANNING PHASE AND WE TAKE INTO ACCOUNT THAT NOVEMBER HAS VETERANS DAY SO WE WORK A LOT WITH THE VET NET ALLEY SEMINAR.
IT'S ALSO INTERNATIONAL EDUCATION WEEK AND IT TAKES DIVERSITY OF STUDENTS AND STAFF AND LOOKS AT VARIOUS ACTIVITIES TARGETING THE GLOBAL COMPETENCIES, VARIOUS CULTURES AND TAKING INTO ACCOUNT NOT JUST CHICANO AND LATINO CULTURE BUT SPECIFIC
[01:10:01]
ASIAN ISLAND TRADITIONS AS WELL AS AFRICAN AND WORKING WITH THE DEATH AND HARD OF HEARING COMMUNITY.FEBRUARY IS A VERY BUSY MONTH.
IT IS ALSO ASIAN-PACIFIC ISLANDER AWARENESS WEEK PAIRED WITH CONVERSATION CENTERED AROUND THAT POPULATION OF HER WORKFORCE AS WELL AS STUDENT POPULATION IT'S ALSO BLACK HISTORY MONTH AND WE A LOT OF ACTIVITIES FOR OUR EMPLOYEES AND STUDENTS RELATIVES TO CONVERSATIONS AND RELATIVE TO BLACK HISTORY.
TYING IN THE WELLNESS, TYING IN WOMEN'S HISTORY MONTH AND THE OPPORTUNITIES THAT WOMEN BRING TO THE WORKFORCE REGARDLESS OF ETHNIC BACKGROUND.
IT CONTINUES TO BE DIVERSE AND WILL SPREAD ACROSS ALL THE UNIQUE ETHNIC BACKGROUNDS OF THE CAMPUS AS WELL AS APRIL.
UTILIZING SEXUAL ASSAULT AWARENESS MONTH AND UNDERSTANDING EMPLOYEE VULNERABILITIES AS WELL AS THAT OF OUR STUDENTS AND BEING ABLE TO BRING THOSE VULNERABILITIES TO THE TABLE AND PROMOTE HEALING SOME OF THE ISSUES THAT OUR STAFF HAS DEALT WITH AND WE HAVE MANIFESTATION IN THE WORKPLACE WITH THE STUDENTS THAT THEY SERVE.
APRIL AGAIN COMBINING INTO MAY, CONTINUING OUR SEXUAL AWARENESS SEXUAL ASSAULT AWARENESS MONTH AND HAVING THE APPROPRIATE CONVERSATIONS TYING IN TITLE IX WHICH IS NOT JUST SPORTS IT'S ALSO EDUCATIONAL ACCESS AND HAVING EDUCATION ACROSS-THE-BOARD IN THESE AREAS OF TOPICS THAT ARE DIVERSIFIED IN TERMS OF THE NEEDS OF STUDENTS AS WELL.
NONE OF THESE ACTIVITIES ARE POSSIBLE IF YOU ARE NOT AN EMPLOYEE OF THE DISTRICT AND THAT COMES DOWN TO PROCESS MONITORING DOES THE REQUIREMENT UNDER TITLE V WHICH BASICALLY INDICATES ANYBODY THAT IS PART OF AN INTERVIEW PANEL NEEDS TO HAVE APPROPRIATE TRAINING SO THAT THEY CAN ELIMINATE BIAS IN THE SELECTION PROCESS.
THAT IS SOMETHING THAT WILL REFLECT ITSELF IN THE CHANGES IN TITLE V AS WELL.
WE ARE CURRENTLY UNDERGOING TRAINING.
THERE ARE UPDATES THAT ARE BEING MADE TO OUR PROCESSES AND PRESENTATIONS AND WE HAVE IDENTIFIED THE INDIVIDUALS THAT ARE UP FOR RENEWAL AS WELL AS THOSE THAT NEED TO BE TRAINED SO WE CAN ENSURE THAT WE ADDRESS THE ROOT REMIT AND SELECTION PROCESS FOR THE APPROPRIATE PROCEDURE SO WE ENSURE THAT WE ARE NOT ENGAGING IN DISCRIMINATORY PRACTICES AS PART OF THE RECRUITMENT PROCESS.
AND FINALLY, THE NEXT STEPS WHAT DOES ALL OF THIS MEAN UNDER TITLE V? TITLE V IS THE SECTION IN OUR STATUES THAT REQUIRE US TO HAVE A DIVERSE WORKFORCE AND IT IS UNDERGOING AN OVERHAUL.
SOME OF THESE CHANGES REFLECT REQUIREMENTS THAT HAVE BEEN IN PLACE SINCE 2016.
THEY ARE BEING CODIFIED UNDER REGULATORY CHANGES WHICH REFLECT THEMSELVES IN THE MATRIX I AM PROVIDING YOU.
THE BIG THREE THAT I THOUGHT WERE CRITICAL TO BRING INTO THE SPOTLIGHT BECAUSE THEY WILL IMPACT THE WORK BEING DONE WILL BE THE CHANGES TO THE EEO PLAN.
IT WILL NO LONGER BE THE HERE IS THE STATUTORY REQUIREMENT COPY PASTE AND SIGN OFF.
IT WILL ACTUALLY BE A FULL OVERHAUL, FULL MAKEOVER IT IS 20 PAGES AND YOU HAVE TO LOOK AT YOUR RECRUITMENT STRATEGIES, IDENTIFYING THE METRICS YOU USE, INCREASE WORKPLACE ENVIRONMENT PRACTICES AS WELL AS WHAT YOU HAVE DONE TO ELIMINATE BIAS IN THE SELECTION PROCESS.
I WILL ADDRESS THAT IN THE NEXT SLIDE.
THE OTHER CHANGE IS LONGITUDINAL DATA AND WHAT THAT LOOKS LIKE IN MAKING THE CHANGE FROM MULTIPLE JOB SEARCH WHICH IS IN THE STATUTE WHICH IS IN ALL PHASES OF THE RECRUITMENT PROCESS FOR THE RETENTION AND PROMOTION AND IT'S GETTING VERY SPECIFIC AND GRANULAR BY RECRUITMENT ACTIVITY.
AND FINALLY THE OTHER BIG ONE IS STRATEGIES FOR ACHIEVING INSTITUTIONAL DIVERSITY THAT SHOWS DIVERSITY AND THAT IS THE ACTUAL NAME CHANGE TO THE SECTION AND SO, WHAT I HAD TO DO AND I DID A COMPARABLE SIDE TO SIDE BECAUSE IT LOOKED DIFFERENT.
I COULDN'T QUITE TELL AND WHAT IT DID WAS TAKE THE MULTIPLE MEASURES WHICH IS DUE JUNE 30 TO THE STATE CHANCELLOR'S OFFICE AND CODIFIED THEM AND EMBEDDED THEM INTO THIS SECTION BECAUSE THOSE ARE SPECIFIC DUTIES THAT GET DONE ON AN ANNUAL REPORTING BASIS.
SO MEETING THE CHALLENGES OF TITLE V.
WE BELIEVE IN HR THIS IS PRIME OPPORTUNITY TO HIT THE RESET BUTTON AND LOOK AT
[01:15:07]
FULL THREE AND FOUR AGAIN DATA LITERACY WHICH AGAIN WILL BE VERY CRITICAL IN THE EEO PLAN WHICH WILL UNDERGO THAT BIG SHIFT CHANGE AS WELL AS THE MARKETING AND BRANDING.WE WILL BE UNDERGOING TRAINING WITH THE AUTHOR OF THE REGULATORY CHANGES OF TITLE V AND THE NEW EEO PLAN.
SHE IS ACTUALLY MAKING THIS HER ONLY ASSIGNMENT SHE DOES WITH THE LAW FIRM BECAUSE SHE HAS BEEN RETIRED AND SHE IS STILL WORKING AND TRANSITIONING AND GIVING US A COUPLE OF CONTACTS THAT SHE WILL BE MOVING TOWARDS ONCE HER PROGRAM IS COMPLETE.
AS AN ORGANIZATION NEED TO BE CLEAR FOR WHAT WE ARE DOING FOR AN INCLUSIVE WORK ENVIRONMENT FOR APPLICANT POOLS AND ELIMINATION OF BIAS IN THE SELECTION PROCESS.
AND FINALLY BECAUSE WE ARE MOVING TOWARDS MARKETING AND BRANDING WE HAVE A TWITTER ACCOUNT AND AN INSTAGRAM ACCOUNT.
SOME OF YOU FOLLOW US AND SOME OF YOU DON'T.
THESE FOLLOW US AND RETWEET US.
WHAT WE ARE DOING ARE POSTING OUR CURRENT JOB OPPORTUNITIES AND POSTING A FEW MORE SO EVERY FEW WEEKS WE PUT A LITTLE VIDEO UP ON TWITTER AND INSTAGRAM AND OBVIOUSLY THIS IS A VEHICLE THAT HELPS US DIVERSIFY OUR WORK FORCE AND NOT -WHY NOT DURING A BOARD MEETING.
THESE ARE OUR CURRENT POSITIONS AND WE WANT TO CONTINUE TO BRING VARSITY TO THE WORKFORCE HERE IN CERRITOS.
>> PRESIDENT: THANK YOU VERY MUCH.
DO WE HAVE ANY QUESTIONS OR COMMENTS? ALL RIGHT.
TAKE YOU SO MUCH WE ARE LOOKING FORWARD TO THAT.
THERE ARE TWO PIECES THAT I THINK ARE IMPORTANT TO HIGHLIGHT.
THE FIRST ONE, OBVIOUSLY, THE SIGNIFICANCE ON A PROFESSIONAL DEVELOPMENT DAY BEING OFFERED ON THE CAMPUS IS - WHEN I SAY SIGNIFICANT IT'S SIGNIFICANT BECAUSE IT GOES ABOVE AND BEYOND OF WHAT WE SEE IN THE PEER INSTITUTIONS AND OBVIOUSLY THAT REQUIRES A SIGNIFICANT AMOUNT OF WORK BUT EVERYONE ON CAMPUS IS IN THE COORDINATION AND I HOPE EVERYONE THAT IS BEHIND THE PROFESSIONAL DEVELOPMENT IS RECOGNIZED AND WE WANT TO SAY THANK YOU FOR THAT WORK.
THE NEXT PART IS SOMETHING THAT I WANT TO MAKE SURE THAT I RECOGNIZE AS PART OF THE BOARD OF TRUSTEES.
IT HAS BEEN ON THE METRICS IN ORDER TO BE ABLE TO RECRUIT A DIVERSE POOL OF EMPLOYEES.
THAT WAS A TASK OF THE BOARD EVEN TO ME AND TO US AT THE TIME OF ARRIVAL AND ONE OF THE THINGS THAT WE SEE HERE IS THAT WE HAVE NOT HAD ENOUGH QUALIFIED MINORITIES AND WE HAVE BEEN ABLE TO PROVE THAT INCORRECT SIMPLY BY THE NUMBER OF QUALIFIED APPLICANTS THAT WE ARE RECEIVING ACROSS ALL SECTORS OF EMPLOYMENT.
I WANT TO MAKE SURE THAT I RECOGNIZE THE BOARD OF TRUSTEES FOR YOUR SUPPORT, YOUR COMMITMENT AND TO EXPANDING THE WAY THAT WE HIRE.
WE HAVE BEEN ABLE TO INCREASE THE NUMBER OF QUALIFIED APPLICANTS.
BUT, THE INDIVIDUALS ULTIMATELY THAT WE SUCCESSFULLY HIRE IN EVERY ONE OF THESE CATEGORIES AND THIS IS OBVIOUSLY A TEAM EFFORT AND IT GOES FROM THE MOMENT THAT WE ESTABLISH THE ADVERTISEMENT AND RECRUITMENT AND SOME OF THESE STARTED SEVERAL YEARS AGO MAKING SURE WE CHANGE THE WAY IN WHICH WE RECRUIT NEW EMPLOYEES AND MAKING THE RECRUITMENT ADVERTISEMENT IN A FRIENDLIER LANGUAGE.
AND HIGHLIGHTING THE THINGS THAT WE OFFER AND NOT JUST WHAT WE ARE SEEKING FROM A QUALIFIED APPLICANT AND I THINK THAT HAS MADE A BIT OF A DIFFERENCE.
SOME OF THE CULTURAL CHANGES ON CAMPUS, WE HAVE A ROBUST REPUTATION IN THE STATE OF BEING A VERY OPEN CAMPUS, CULTURALLY.
I THINK THAT SHOWS SIMPLY BY THE NUMBER OF APPLICANTS AND HOW MANY OF THEM FEEL AS THEY GO THROUGH THE INTERVIEW PROCESS.
THAT'S ONE OF THE THINGS THEY CONSISTENTLY HIGHLIGHT AS ONE OF THE THINGS THAT ATTRACTS THEM ABOUT CERRITOS COLLEGE TO THE OPEN CAMPUS AND I THINK THAT HAS WORKED FROM EVERYONE ACROSS THE CAMPUS FOR MANY YEARS AND AGAIN I WANT TO MAKE SURE THAT WE RECOGNIZE YOUR BOARD MEMBERS BECAUSE I KNOW THIS WAS A BIG INITIATIVE WHEN I
[01:20:05]
FIRST CAME IN AND YOU NEVER LET OFF AND IT'S OBVIOUSLY PROVIDING WHITE A BIT OF POSITIVE RESULTS.WE CAN SEE NOW A CLOSER REPRESENTATION OF THE COMMUNITY AND STUDENTS ACROSS ALL THE EMPLOYEE GROUPS.
SO THANK YOU FOR EVERYONE ACROSS CAMPUS.
WE KNOW YOU HAVE SUPPORT AND YOUR COMMITMENT TO THIS.
>> PRESIDENT: I THINK I SPEAK TO THE ENTIRE BOARD WHEN WE SAY IT'S ABSENTLY CRITICAL AND WE APPRECIATE ALL THE EFFORT AND WORK THAT HAS BEEN PUT INTO THIS AND I APPRECIATE ALL THE FOLKS WHO DID NOT TAKE NO FOR AN ANSWER AT THE ONSET.
WE WILL CONTINUE TO KEEP THE PRESSURE ON THIS BUT WE ARE REALLY HAPPY WITH WHAT IS TO COME.
SO, WE WILL MOVE ON TO THE CONSENT CALENDAR.
[3. Consent Items]
DO WE HAVE A MOTION REGARDING THE CONSENT CALENDAR?>> TRUSTEE: I WOULD LIKE TO APPROVE.
>> PRESIDENT: WE HAVE A MOTION AND A SECOND.
IN TERMS OF THE INFORMATION ITEMS WE HAVE ITEM 4.01 ASSOCIATED STUDENTS CERRITOS
[4.01 Associated Students Cerritos College (ASCC) Financial Report for the Period Ending May 31, 2022]
COLLEGE FINANCIAL REPORT FOR THE PERIOD ENDING MAY 31 2022.DO WE NEED A MOTION TO RECEIVE AND FILE OR JUST ACKNOWLEDGE THAT WE ARE RECEIVING IT? LIKEWISE.
[4.02 First Reading: Revisions to Board Policy 2905 - SARS CoV-2 (COVID-19) Vaccination and Testing Requirement]
WE WILL MOVE TO OUR FIRST READING OF OUR REVISIONS FOR THE BOARD POLICY 2905 REGARDING COVID-19 VACCINATION AND TESTING REQUIREMENT.ARE THERE ANY, WE HAVE A REQUEST FOR PUBLIC COMMENT BEFORE WE DISCUSS THIS ITEM.
WE RECEIVED A PUBLIC COMMENT FROM SCARLETT ADJUNCT FACULTY HER STATEMENT IS AS FOLLOWS.
I DO NOT UNDERSTAND WHY BP 25 IS STAYING IN EFFECT BY THE CDC ADMITS THERE'S NO DIFFERENT BETWEEN VACCINATED AND UNVACCINATED.
IN THE LAST MEETING IT DETERMINED THAT EXISTING EMPLOYEES HAVE NOT TAKEN A SHOT WILL NOT TAKE THE SHOT SO WHY IS THERE A NEED FOR ME TO SIGN A RELIGIOUS EXEMPTION FOR A VACCINE I AM NO LONGER REQUIRED TO TAKE.
YOU WANT ME TO SIGN A DOCUMENT SAYING I WILL COMPLY TO OTHER REQUEST.
HAS THIS CONSENT TO EVERYONE ATTENDING CAMPUS? WHY ARE WE BEING SINGLED OUT IF THERE'S NO DIFFERENCE BETWEEN THOSE WITH PREVIOUS NATURAL IMMUNITY AND TRIPLE VACCINATED? ONCE AGAIN I'M ASKING YOU TO REMOVE THE DIVISIVE UNNECESSARY AND OTHERWISE POINTLESS BP 2905.
IT'S TIME TO MOVE FORWARD AND STOP IMPLEMENTING ADDITIONAL BARRIERS FOR OUR STUDENTS AND EMPLOYEES.
>> PRESIDENT: THANK YOU ANDREA.
DO WE HAVE ANY DISCUSSION ON THIS ITEM? GO AHEAD.
>> TRUSTEE: I WANTED TO GET SOME CLARIFICATION ON THE OTHER COMMENT FROM TRUSTEE DR. FIERRO AND STAFF.
>> TRUSTEE: ON THE LAST MEETING AND CORRECT ME IF I AM WRONG ANDREA, THE MOTION WAS TO REMOVE THE VACCINATION REQUIREMENT TESTING REQUIREMENT FOR STUDENTS.
TO REMOVE THE TESTING REQUIREMENT FOR EMPLOYEES BUT TO MAINTAIN THE VACCINATION REQUIREMENT OR RELIGIOUS EXEMPTION FOR EMPLOYEES AND NEW EMPLOYEES.
THOSE CURRENTLY EMPLOYED ON CAMPUS, WHERE IT STANDS YOU DON'T HAVE TO SUBMIT A NEW DOCUMENT.
IF YOU ARE NEW TO CAMPUS ACCORDING TO THE MOTION FROM LAST WEEK WHICH REFLECTS ON THE BOARD POLICY TODAY, VACCINATION IS STILL REQUIRED FOR NEW EMPLOYEES AND THOSE WHO HAVE A RELIGIOUS OR MEDICAL EXEMPTION ARE NOT REQUIRED TO RECEIVE THE VACCINE BUT ARE REQUIRED TO FILE THE RELIGIOUS OR MEDICAL EXEMPTION.
THE DISTRICT DOES RESERVE THE RIGHT TO TEST POSITIVE CASES AND TEST PEOPLE PRIOR
[01:25:06]
TO RETURNING TO WORK AFTER THEY HAVE BEEN POSITIVE AND THAT IS STILL A REQUIREMENT.IF YOU ARE POSITIVE YOU SHOULD NOT BE ON CAMPUS BEFORE YOU COME BACK.
>> PRESIDENT: EFFECTIVELY NO ACTION IS REQUIRED FOR A CURRENT EMPLOYEE REGARDING VACCINATION TESTING OR FILING ANY FORMS?
THE TESTING ACROSS ALL EMPLOYEE GROUPS AND STUDENTS THE VACCINATION MANDATES OR RELIGIOUS EXEMPTION WORK TERMINATED FOR STUDENTS FOR FACULTY AND STAFF THAT ARE CURRENTLY EMPLOYEES THERE RELIGIOUS AND MEDICAL EXEMPTION STANDS FOR EMPLOYMENT.
FOR NEW EMPLOYEES WE STILL REQUIRE VACCINATIONS AND/OR FOR RELIGIOUS EXEMPTIONS.
THAT MAKES SENSE TO ME IF YOU ARE A CURRENT EMPLOYEE AT CERRITOS COLLEGE THERE'S NO FURTHER ACTION REQUIRED REGARDING COVID OR OF COURSE IF YOU TEST POSITIVE STAY HOME UNTIL YOU ARE BETTER.
>> TRUSTEE: THE CURRENT ISOLATION PERIOD IS FIVE DAYS.
IF YOU WANT TO RETURN TO CAMPUS AT THE END OF THE FIVE DAYS WE STILL ASK YOU TO COME AND TEST NEGATIVE AND IF YOU TEST NEGATIVE OBVIOUSLY YOU ARE CLEARED TO WORK.
IF YOU ARE STILL TESTING POSITIVE YOU ARE REQUIRED TO ISOLATE AND THAT IS PRETTY COMMON ACROSS ALL SECTORS.
>> PRESIDENT: I THINK THAT MAKES A LOT OF SENSE FOR STUDENT SAFETY FOR ALL EMPLOYEES.
THAT'S PRETTY STANDARD IN MOST EMPLOYMENT CONTEXT.
ANY FURTHER DISCUSSION ON THIS?
YOUR ACTION LAST TIME ALREADY IMPLEMENTED THE PROCESS AND WHAT WE ARE TRYING TO DO IS CAPTURING THE MOTION ON THE BOARD POLICY AND ADMINISTRATIVE PROCEDURE SO THE PROCEDURE TODAY IS THE FIRST READING TO MAKE SURE WE CAPTURE YOUR ORIGINAL MOTION.
NEXT TIME AROUND WHEN WE MEET AGAIN IT WILL COME AS A VOTE SO IT WILL BECOME AN OFFICIAL POLICY.
WE WILL BE TAKING THIS TO THE COORDINATING COMMISSION MEETING ON AUGUST 29.
>> TRUSTEE: I HAVE A QUESTION HAS ANY RELIGIOUS EXEMPTION BEEN DENIED BY OUR ADMINISTRATION, TO YOUR KNOWLEDGE?
>> TRUSTEE: TO MY KNOWLEDGE THE FORMS THAT HAVE BEEN FILED PROPERLY HAVE NOT BEEN DENIED DARED THERE ARE FORMS THAT SAY I DON'T BELIEVE IN THE VACCINE AND OBVIOUSLY THAT IS NOT MEET THE CRITERIA.
>> TRUSTEE: IF THAT'S ENOUGH FOR ME, THANK YOU.
>> PRESIDENT: THANK YOU TRUSTEE DR. FIERRO.
[5.01 Second Reading and Consideration of Adoption: Revisions to Board Policy 6200 - Budget Preparation]
NOW OUR ADMINISTRATIVE ITEMS. WE HAVE OUR SECOND READING IN CONSIDERATION FOR ADOPTION OF BOARD POLICY 6200 THE BUDGET PREPARATION.DO WE NEED, CAN WE GET A QUICK OVERVIEW ON THIS?
THIS IS THE SECOND READING OF THE BOARD POLICY 6200 ESSENTIALLY IS THE POLICY THAT MOVES FOR A FIVE PERCENT RESERVE TO TWO MONTHS RESERVE.
THIS WAS A RECOMMENDATION BY THE CHANCELLOR'S OFFICE THAT REPLACES THE PREVIOUS RECOMMENDATION THAT WAS A RESERVE OF FIVE PERCENT.
A WEEK OR SO AGO WE LEARNED THAT HAVING THE TWO MONTH RESERVE IS ALSO A REQUIREMENT FOR - TO BE ELIGIBLE FOR THE EMERGENCY FUNDING ALLOWANCE WHICH IS HOW WE ARE BEING FUNDED OR WE HAVE BEEN FUNDED OVER THE LAST COUPLE OF YEARS DURING COVID AND CONTINUE TO BE FUNDED.
THE EMERGENCY ALLOWANCE IS FUNDING US AT A HIGHER LEVEL THAT WE SHOULD BE FUNDED.
IF WE DON'T HAVE THIS POLICY OR THE OTHER REQUIREMENTS I BELIEVE YOU RECEIVED AN
[01:30:03]
EMAIL FOR A DISCUSSION AT THE END OF THE MONTH.WE WILL NOT RECEIVE FUNDING ON THE EMERGENCY CONDITIONS.
WE WILL RECEIVE FUNDING ON THE CURRENT ENROLLMENT AND AT THIS POINT I WOULD STRONGLY ADVISE NOT TO DEFAULT THE CURRENT ENROLLMENT BECAUSE WE RECENTLY REPORTED OUR LOWEST ENROLLMENT EVER.
THIS EMERGENCY FUNDING IS FUNDING US A LITTLE OVER 17,000 AND IT'S A SIGNIFICANT DIFFERENCE BETWEEN EMERGENCY VERSUS CURRENT ENROLLMENT AND WE NEED OBVIOUSLY THIS YEAR AND THE NEXT TO BE ABLE TO PICK UP ON ENROLLMENT.
>> PRESIDENT: THANK YOU TRUSTEE DR. FIERRO.
ANY FURTHER DISCUSSION ON THIS? IT SOUNDS PRETTY FORWARD TO ME.
AND IT'S JUST THAT WE HAVE BEEN PRACTICING THIS GENERAL POLICY FOR YEARS.
THANK YOU VICE PRESIDENT LOPEZ USE THAT BACK DOWN AFTER YOU REALIZE THE PUNCHLINE HAD BEEN SHARED.
>> TRUSTEE: MOTION TO APPROVE.
>> PRESIDENT: DO WE HAVE A SECOND?
>> PRESIDENT: ALL RIGHT, CAN WE GET A ROLL CALL VOTE?
WE HAVE A RATIFICATION OF THE ADOPTION OF THE CERRITOS COLLEGE 2024 THROUGH 2028
[5.02 Ratification of the Adoption of the Cerritos College 2024-2028 Five-Year Construction Plan (5YCP)]
FIVE-YEAR CONSTRUCTION PLAN IT'S A FIVE-YEAR CONSTRUCTION PLAN.I ASKED THAT WE GIVE A PRESENTATION.
>> SPEAKER: THANK YOU BOARD PRESIDENT BIRKEY.
WE ARE INSTRUCTED TO PROVIDE THE FIVE-YEAR CONSTRUCTION PLAN AND YOU CAN SEE HERE IS THE FIVE-YEAR CONSTRUCTION PLAN.
IT'S NO CHANGE FROM THE PREVIOUS PLAN.
IT REQUIRES US TO FORECAST PROJECTS THAT WE HOPED TO GET ON IT DOESN'T NECESSARILY MEAN THESE ARE FUNDED PROJECTS GOOD SO THESE ARE, WE HAVE FIVE PROJECTS LISTED IN THE CONSTRUCTION PLAN WHICH ARE THE SAME FIVE WE HAD LAST YEAR.
IN ADDITION TO THAT WE ALSO IDENTIFY STATE-FUNDED PROJECTS SO YOU WILL SEE TWO OF THE IPP THE INITIAL PROJECT PROPOSAL, HAVE BEEN IDENTIFIED DARED ONE BEING THE CTE BUILDING AND THE OTHER BEING THE INSTRUCTIONAL BUILDING A.
THESE ARE IDENTIFIED AS POSSIBLE STATE-FUNDED PROJECTS UNDER THE CAPITAL OUTLAY PROGRAM.
THEY WILL REMAIN AS AN IPP UNTIL WE CAN IDENTIFY LOCAL RESOURCES FOR A 50 PERCENT MATCH.
ERGO WHY WE DID THE PRESENTATION LAST WEEK.
ONCE WE CAN SECURE THE TWO PERCENT FUNDING AND WE WOULD CONVERT THESE IPP TWO AND FTP AND THAT WILL BE IN THE QUEUE.
THIS WILL REMAIN AN IPP UNTIL WE HAVE THE 50 PERCENT MATCHING AND THEN HOPEFULLY BY NEXT YEAR DURING THIS TIME YOU WILL BE LOOKING AT SPP ON THAT AS WE PROGRESS AND TRY TO LEVERAGE THE LOCAL DOLLARS WITH STATE WATCHING DOLLARS.
>> PRESIDENT: THANK YOU VICE PRESIDENT LOPEZ MUCH APPRECIATED.
DO WE HAVE A MOTION TO RATIFY?
>> PRESIDENT: ALL RIGHT DO WE HAVE A SECOND?
>> PRESIDENT: WE HAVE A MOTION AND A SECOND CAN WE GET A ROLL CALL VOTE?
NOW WE MOVE TO ITEM 6.01 REPORTS AND COMMENTS FROM DISTRICT OFFICIALS.
[6.01 Reports and Comments from District Officials]
AND, STUDENT TRUSTEE LEDESMA, I DON'T KNOW IF I HAD A CHANCE TO SAY THIS EARLIER APOLOGIES IF I AM REPEATING MYSELF.IT IS TRADITION ESTABLISHED BY ONE OF YOUR PREDECESSORS TO REQUEST THAT THE STUDENT TRUSTEES SHARE THEIR VOTE FIRST AND THEN THEIR REPORT FIRST.
NOT EVERY STUDENT TRUSTEE WANTS TO DO THAT, IS THAT SOMETHING YOU WANT TO DO? OTHERWISE WE ARE HAPPY TO SHARE YOUR REPORT IN WHATEVER ORDER YOU WOULD LIKE.
>> TRUSTEE: TO CLARIFY TO KEEP THE VOTE AND THE REPORT FIRST?
>> PRESIDENT: HOWEVER YOU WANT TO DO IT WE GIVE THE OPTION.
>> TRUSTEE: I THINK IT'S GOOD AND I LIKE IT AND I THINK WE SHOULD KEEP IT THAT WAY IF YOU GUYS ARE GOOD WITH THAT.
>> PRESIDENT: IS A VERY INFORMAL POLICY AND I LIKE TO DO IT AND ESPECIALLY
[01:35:07]
REGARDING THE BOAT I LIKE TO HAVE THE KNOWLEDGE OF THE STUDENT OPINION AS WE MOVE FORWARD.>> TRUSTEE: I APPRECIATE THAT, TOO.
>> PRESIDENT: TO THAT EXTENT WOULD YOU LIKE TO SHARE YOUR REPORT?
GOOD AFTERNOON I WANT TO ECHO EVERYONE'S SPIRITS AS THIS IS OUR FIRST WEEK BACK TO 100 PERCENT IN PERSON CAMPUS.
I AM THRILLED TO SEE STUDENTS AT EVERY CORNER AND I'M SURE YOU ARE, TOO.
ON MONDAY I HAD THE OPPORTUNITY TO VOLUNTEER AT THE ACC TABLE TO WELCOME THE NEW STUDENTS AND PROVIDE THEM DIRECTIONS TO THEIR CLASSES AND I WANTED TO GIVE A SHOUT OUT TO STUDENT ACTIVITIES THAT WAS AN EXTREMELY FUN EXPERIENCE.
AND, I WAS FORTUNATE ENOUGH TO EXPERIENCE THE CAMPUS PRE-PANDEMIC AS WELL HERE THE PAST FEW DAYS HAVE BEEN VERY HOPEFUL TO RESTORE OUR SCHOOL SPIRIT AND COME BACK TO A NEW NORMAL.
VERY EXCITED TO SEE THE SCHOOL YEAR AND OUR STUDENTS FLOURISH AS WELL.
>> PRESIDENT: THANK YOU, STUDENT TRUSTEE LEDESMA.
>> TRUSTEE: THIS PAST WEEKEND I HAD THE OPPORTUNITY TO GO TO OUR DOWNY PRIDE WEEKEND AT OUR PARK AND IT WAS WELL ATTENDED.
WE RECOGNIZED OUR ASSEMBLY, NOT OUR SIMILE MEMBER BUT OUR CONGRESSMAN FOR ALL THE WORK THAT SHE HAS DONE FOR THE COMMUNITY AND ALL THAT SHE HAS DONE FOR THE LGBTQ+ COMMUNITY AS WELL.
IT WAS NICE TO HAVE HER THERE AND RECOGNIZE HER FOR THAT AND OF COURSE WE RECOGNIZED CERRITOS COLLEGE AND WE MADE SURE THAT OUR NAME GOT OUT THERE AND I WANTED TO THANK ALL OF THE PRESENTERS THEY DID AN EXCELLENT JOB FOR THEIR PRESENTATIONS IT WAS GREAT TO HEAR EVERYTHING THAT'S GOING ON AND ALL THE HARD WORK THAT EVERYONE IS DOING AND I WANT TO THANK EVERYONE.
>> TRUSTEE: TODAY JUST BEFORE THE MEETING I ATTENDED THE NORWALK CHAMBER BUSINESS EXPO ON THE CITY HALL LAWN THAT WAS ATTENDED BY THE COMMUNITY AND OUR OWN TONY HOLLOWELL WHO HAD A BOOTH AS SHE ALWAYS DOES.
IN THE 10 MINUTES THAT I WAS THERE AT LEAST THREE OR FIVE PEOPLE COMING IN TO CHECK OUT OUR PROGRAMS AND ASKING ABOUT ESL CLASS, IT AND ENGINEERING AND A COUPLE OF OTHER PROGRAMS. I CAN'T REMEMBER BUT PEOPLE WERE COMING BY OUR TABLE ASKING FOR INFORMATION.
IT IS INCREDIBLE TO SEE HOW GREAT A REPUTATION IN OUR COLLEGE HAS IN THE COMMUNITY AND HOW MANY PEOPLE LOOK TO US FOR ADVANCEMENT IN NOT ONLY THEIR OWN CAREER BUT THERE EDUCATIONAL GOALS AND FOR THE REST OF THEIR FAMILY BECAUSE THEY TRUST US AND KNOW THAT THE FACULTY AND STAFF AND ADMINISTRATION HERE DO AN EXEMPLARY WORK AND THEY KNOW THEY CAN TRUST US TO HELP THEM MOVE FORWARD.
SO THANK YOU TO EVERYONE FOR DOING WHAT YOU DO.
BECAUSE THERE'S A LOT MORE RESULTS THAT WE OFTEN DON'T SEE IN THE PUBLIC AND SOME OF US AS TRUSTEES WHO LIVE IN OUR RESPECTIVE AREAS GET TO SEE ALL THE TIME WITHIN JUST A FEW MINUTES OF BEING OUT THERE AND STANDING NEXT TO THE SIGN, CERRITOS COLLEGE AND PEOPLE FLOCK TO IT.
>> PRESIDENT: DO YOU SEE WHAT YOU DID THERE?
>> TRUSTEE: YES! [LAUGHTER] EXCUSE ME, SORE!
>> PRESIDENT: TRUSTEE DR. FIERRO?
>> TRUSTEE: IN EARLY 2019 THE FIRST WEEK OF SCHOOL THERE WAS NONSTOP COMPLAINING BECAUSE WE DON'T HAVE PARKING.
TODAY, WE HAVE ALL COMPLAINED THERE'S NO PARKING BUT WE HAVE BEEN VERY HAPPY TO PARK AWAY BECAUSE THE STUDENTS ARE BACK.
THE PARKING LOTS ARE FULL, THE CAMPUS WAS PRETTY FULL AND IT IS REALLY GREAT TO SEE ALL THE STUDENTS BACK ON CAMPUS FACULTY AND STAFF OR ADMINISTRATORS AND EVERYONE WALKING AROUND, TAKING THE STUDENTS TO WHERE THEY NEED TO BE.
I HAVE SEEN FROM PEOPLE HERE IN THIS ROOM WALKING THE STUDENTS TO CLASSROOM TO
[01:40:14]
SOME OF THE GROUNDWORK AND DROPPING WHATEVER THEY ARE DOING.I'M GOING TO HELP THE STUDENTS AND DIRECT THEM WITH WHERE THEY SHOULD BE.
I RAN INTO A STUDENT LAST NIGHT AND HE ASKED ME WHERE THE LEARNING RESOURCE CENTER WAS AND I HAD TO THINK A LITTLE BIT BECAUSE WE HAVE NOT BEEN DIRECTING THE STUDENTS FOR A WHILE BUT HOPEFULLY I SENT HIM THE RIGHT WAY.
IT WAS REALLY GREAT TO SEE PEOPLE.
I HAD THE OPPORTUNITY TO SPEND SOME TIME WITH TRAN FOUR AND HIS DAD AND GO THROUGH THE CAMPUS AND INTERRUPT THE CLASSROOM AND STUDENTS WERE HAPPY AND THE FACULTY WAS EXCITED TO BE THERE.
AFTER THAT I HAD THE OPPORTUNITY TO HOST THE PRESIDENT OUR AND I DID HAVE ONE COMPLAINT.
THIS YEAR I WAS TRYING TO BE HEALTHIER AND NOT OFFER COOKIES TO THE STUDENTS AND OFFER APPLES.
I CAME BACK WITH A CASE OF APPLES BECAUSE APPARENTLY COOKIES OR MORE POPULAR THAN APPLE SO NEXT TIME ABI WILL BRING SOME PEACHES TO SEE IF THAT WORKS.
>> PRESIDENT: IT'S A COMPROMISE! PEACHES ARE THE COMPROMISE.
>> TRUSTEE: LAST NIGHT I HAD THE OPPORTUNITY TO ATTEND MARY SUE'S RETIREMENT.
THERE WAS A FULL HOUSE AND IT WAS GREAT TO NOT ONLY REPRESENT CERRITOS COLLEGE BUT TO THINK A PARTNER AND A COLLEAGUE.
WE BEEN ABLE TO BUILD A VERY GOOD CONNECTION WITH ABC UNIFIED OVER THE LAST SEVERAL YEARS AND THE SCHOOL DISTRICTS REFLECT PARTNERSHIPS AND THAT'S THANKS TO THE SUPPORT OF DOCTOR SUE AND THE HEAD OF STAFF AND AGAIN I WOULD LIKE TO REPRESENT DOCTOR SUE FOR A VERY SUCCESSFUL CAREER AT ABC UNIFIED.
AS WE MENTIONED EARLIER, WE WERE ABLE TO SECURE $1.8 MILLION, $600,000 PER YEAR FOR THE BUDGET AT THAT LOCATION AND IT'S ONE OF THE FIRST TIMES THAT WE WERE ABLE TO SECURE THE BUDGET STRAIGHT ALLOCATION FROM THE BUDGET OF CERRITOS COLLEGE AND THIS IS ONE OF TWO THAT WE WERE ABLE TO SECURE AND WILL PROVIDE ADDITIONAL INFORMATION ON THE OTHER ONE IN THE MONTHS TO COME I THINK IT'S NEXT MONTH.
SO WE WILL BE UNVEILING THAT BUT $1.8 MILLION FOR TRANSPORTATION, MARKETING AND SO ON FOR THE STUDENTS AND THAT IS GREAT NEWS.
IN SACRAMENTO WE SPENT A LOT OF TIME GOING BACK AND FORTH AND MEETING WITH LEGISLATION THIS YEAR.
BUT IT IS PAYING OFF IN A VERY SIGNIFICANT WAY.
SOMETHING ELSE THAT WE WILL BE ISSUING IS COMMUNICATION REGARDING WHEN WE CELEBRATE A GRADUATION.
WE SAID THAT WE HAVE HAD AWARDED OVER 4800 DEGREES AND CERTIFICATES WHICH IS ACCURATE, HOWEVER, WHAT IS AN ACCURATE IS THAT WE AWARDED ACTUALLY 4165 DEGREES AND CERTIFICATES WHICH IS A NEW RECORD FOR CERRITOS COLLEGE.
IT HAS BEEN THE HIGHEST NUMBER OF DEGREES AND CERTIFICATES THAT WE HAVE AWARDED EVER.
AND THE BEST OF ALL, IT WAS DURING THE PANDEMIC YEAR WHEN WE WERE BASICALLY CLOSED.
THE WORK THAT WE HAVE DONE ALIGNING WITH CURRICULUM AND GUIDED PATHWAYS, LCP COACHES, THE CHANGES THAT WE HAVE SEEN IN THE COUNSELING DEPARTMENT, FACULTY AND STAFF ARE PRODUCING SIGNIFICANT RESULTS.
BECAUSE EVEN DURING THIS DIFFICULT YEAR WE BROKE ANOTHER RECORD AND OUR ACTUAL NUMBER IS 4165 DEGREES AND CERTIFICATES.
WE WILL BE SENDING THE COMMUNICATION OUT.
OBVIOUSLY CELEBRATING THE CAMPUS ACHIEVEMENT IN THE NEXT WEEK OR TWO.
>> PRESIDENT: IT'S PHENOMENAL TO VISUALIZE OR THOUSAND PEOPLE WITH DEGREES.
>> PRESIDENT: 4165, PARDON ME.
>> TRUSTEE: AND YOUR NAME IS ON IT!
>> PRESIDENT: ON EVERY SINGLE ONE OF THEM!
[01:45:01]
[LAUGHTER] THANK YOU.VP DR. SHIN LIU DO HAVE A REPORT THIS EVENING?
>> TRUSTEE: YES, HAPPY FOR THE FIRST WEEK BACK.
TRUSTEE AVALOS? DO YOU HAVE A REPORT TRUSTEE AVALOS? ALL RIGHT WE WILL SKIP HER FOR NOW.
>> TRUSTEE: NO REPORT, THANK YOU.
I WANTED TO THANK OUR CHIEF OF POLICE FOR THE INSIGHTFUL PRESENTATION.
IT WAS A BREATH OF FRESH AIR TO HEAR ALL OF THE PROJECTS AND INITIATIVES AND I JUST WANTED TO THANK HIM FOR COMING TO THE BOARD TO GIVE US THE INFORMATION.
CHECKING IN ONCE AGAIN WITH TRUSTEE AVALOS?
>> TRUSTEE: THANK YOU SO VERY MUCH I APOLOGIZE I COULD NOT UNMUTE MYSELF.
THANK YOU FOR THE OPPORTUNITY.
I HAVE NO REPORT IN TERMS OF ATTENDING ANY MEETINGS OF ANY SORT BUT I DO WANT TO SHARE WITH MY BOARD AND CERTAINLY THE COMMUNITY AT LARGE THAT I WILL BE STEPPING DOWN FROM MY POSITION AS A BOARD MEMBER IN THE NEXT MEETING IN SEPTEMBER.
I JUST WANT TO TAKE THIS OPPORTUNITY TO THANK THE COMMUNITY WHO HAS ELECTED ME
[01:50:02]
OVER AND OVER AGAIN FOR THE PAST 14 YEARS TO REPRESENT THEM AND BE A VOICE TO REALLY INSPIRE THE CHANGES THAT WE HAVE SEEN OVER THE YEARS HERE AT CERRITOS COLLEGE.I AM CORRECT IN SAYING THAT WE BECAUSE WE ARE A TEAM.
WE PROVIDE THE HIGHER EDUCATION OPTIONS AND PROVIDE THEM WITH AN OPPORTUNITY TO REALLY CHANGE THE DYNAMIC OF THEIR LIVES.
FOR THAT I WILL ALWAYS BE GRATEFUL FOR THE OPPORTUNITY OF THE MANY PEOPLE WHO SUPPORTED ME OVER THE YEARS.
I KNOW THERE WILL BE SO MUCH MORE THAT I WANT TO SAY BUT I WON'T TAKE UP THE TIME RIGHT NOW I JUST WANT TO SAY THANK YOU TO MY COLLEAGUES, THANK YOU TO TRUSTEE DR. FIERRO, YOU ARE ONE OF OUR BEST TIRES AND I WANT TO THANK IN PARTICULAR CSEA FOR ALWAYS HAVING BEEN A BIG SUPPORT ON MY SIDE FOR SUPPORTING ME THROUGH THE ELECTION, SUPPORTING ME AS AN INDIVIDUAL AND SUPPORTING ME AS A TRUSTEE AND BEING MORE INCLUSIVE AND SUPPORTIVE OF THE MANY STUDENTS WE HAVE HAD OVER THE YEARS WITH THE CHALLENGE OF COVID AND EVERYTHING ELSE.
IN Q2 CSEA AND PUBLICLY TO MISS LYNN LAUGHLIN WHO SERVED AS THE PRESIDENT OF CSEA AND DID ATTEND MANY MEETINGS FOR MANY NIGHTS TO CONTINUE TO SUPPORT THE
[7. Closed Session]
BROTHERHOOD AND SISTERHOOD OF CSEA.I WILL SAY A LOT MORE ON MY VERY LAST MEETING AT BUT I WANT TO THANK THE BOARD FOR
[8.01 Reconvene to Open Session]
ALLOWING ME TO BE A PART OF WHAT I WOULD CALL AN AMAZING TEAM.I WILL LEAVE IT AT THAT BUT I'M VERY APPRECIATIVE OF EVERYTHING THAT WE BEEN ABLE TO ACCOMPLISH AS A TEAM AT CERRITOS COLLEGE.
>> TRUSTEE: I WANT TO SAY MORE BUT I MIGHT CRY I WANT TO THANK YOU COLLEAGUES.
>> PRESIDENT: THANK YOU TRUSTEE AVALOS.
I THINK I HAVE TO HOLD MY TONGUE AS WELL BECAUSE YOU WILL BE HERE FOR THE FOLLOWING MEETING AND IT WILL BE LIKE THAT THING WHERE YOU HAVE TO SAY GOODBYE TO A FRIEND AND YOUR PART IN THE SAME AREA AND YOU HAVE TO KEEP WALKING HERE SO I WILL HOLD MY TONGUE AND I THINK IT'S HARD NEWS FOR ALL OF US IN A SENSE THAT THE BOARD WILL NOT BE THE SAME WITHOUT YOU.
AND YOUR CONTINUED VOICE FOR THE STUDENT PERSPECTIVE ESPECIALLY GIVEN YOUR OWN BACKGROUND AND EXPERIENCE, YOU HAVE DEEPLY INVESTED THAT IN EVERY DECISION THAT YOU HAVE MADE AND EVERY BIT OF CONSIDERATION ON EASY THINGS AND TOUGH THINGS ALIKE.
THAT HAS BEEN A REALLY POOR ASSET FOR US AS A BOARD TO HAVE YOUR VOICE.
I AM GLAD THAT WE GET A LITTLE BIT MORE OF YOU BUT WE WILL SAVE THE REST OF THE TEARFUL STUFF FOR THE NEXT MEETING.
>> PRESIDENT: TO WRAP UP WITH MY REPORT, I WANT TO SAY IN ADDITION TO SOMETIMES WE HAVE A LOT OF STUFF TO WORK THROUGH.
[01:55:15]
SOMETIMES WE ARE GRACED TO HAVE A MEETING WHERE THERE'S A LOT OF FUN STUFF WHERE YOU BECOME REALLY PROUD OF THE INSTITUTION AND THIS IS ONE OF THOSE MEETINGS.I WANT TO THANK EVERYBODY WHO PRESENTED AND SHARED TODAY.
THE OTHER THING THAT I WANT TO REPORT ON IS THAT I AGREE WITH TRUSTEE DR. FIERRO.
IT'S BEEN EXCITING TO SEE AND ACTUALLY YOU MENTIONED THE SAME THING STUDENT TRUSTEE LEDESMA THERE'S STUDENTS ON CAMPUS AND THEY ARE EVERYWHERE! EVEN IF WE HAD A FLOW ENROLLMENT COMING OUT OF COVID YOU WOULD NOT KNOW IT BECAUSE THE CAMPUS WAS BUZZING YESTERDAY.
AS DR. FIERRO AND I, HE WAS HERE ALL DAY ON CAMPUS BUT I WAS HERE FOR THE MORNING.
IT WAS AMAZING TO SEE THE CAMPUS COME TO LIFE AGAIN IT IS SOMETHING WE HAVE TALKED ABOUT FOR TWO YEARS STRAIGHT AND THEN WE TURN AROUND AND IT'S REAL! IT'S A REALLY EXCITING THING AND I APPRECIATE FROM THE CERRITOS CULTURE SENSING THE EXCITEMENT AND INTEREST WORTHY INTELLECTUAL ENDEAVOR AND PERSONAL AMBITION ALL COMING OUT ALL AT ONCE AND THAT HAS BEEN PRETTY EXCITING.
THANK YOU DR. FIERRO FORGIVING ME AND MY FATHER AN OPPORTUNITY TO SPEND THE MORNING WITH YOU ON CAMPUS.
THANK YOU FOR SETTING THE TIME ASIDE.
I WOULD FEEL REALLY SPECIAL BUT YOU SET TIME ASIDE FOR JUST ABOUT EVERYBODY.
MAYBE SPECIAL ISN'T THE RIGHT WORD MAYBE I SHOULD SAY VERY APPRECIATIVE.
I DON'T WANT TO TAKE AWAY FROM THE FACT THAT IT'S AN EXTRAORDINARY TRAIT OF YOURS AND I APPRECIATE IT.
WITH THAT WE WILL WRAP UP OUR OPEN SESSION.
I THINK WE HAVE ONE READOUT? TWO READOUTS.
THIS IS THE END OF THE CLOSED SESSION AND WE WILL RECONVENE AFTER THE CLOSED SESSION.
