[1.01 Roll Call]

[00:00:06]

>> BOARD PRESIDENT: GOOD EVENING.

WELCOME TO THE MAY 18 BOARD MEETING OF CERRITOS COMMUNITY COLLEGE DISTRICTS.

WE WILL BEGIN THIS EVENING WITH A ROLL CALL.

ANDREA?

>> SPEAKER: BOARD PRESIDENT BIRKEY? VP DR. SHIN LIU? TRUSTEE DR. SALAZAR? TRUSTEE RAMOS? TRUSTEE AVALOS? TRUSTEE PEREZ?

>> TRUSTEE: TRUSTEE PACHECO WILL ARRIVE LATE.

>> SPEAKER: TRUSTEE RAMOS AND DR. FIERRO.

>> BOARD PRESIDENT: VP DR. SHIN LIU WOULD YOU LIKE TO LEAD US IN PLEDGE OF ALLEGIANCE THIS EVENING?

>> TRUSTEE: I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA

[1.02 Pledge of Allegiance]

AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

>> BOARD PRESIDENT: THANK YOU.

IS THERE ANYONE WHO WOULD SUGGEST REORGANIZING THE AGENDA ANYWHERE? ALL RIGHT.

SEEING NONE WE ARE GOING TO MOVE ON TO COMMENTS FROM THE AUDIENCE.

[1.04 Comments from the Audience]

ANDREA, I HAVE A CARD HERE DO WE HAVE ANY OTHER SUBMITTED COMMENTS?

>> SPEAKER: WE DO HAVE ONE BUT HE WON'T BE ABLE TO START.

>> BOARD PRESIDENT: LET'S GO AHEAD AND START WITH THE OTHER STUFF AND THEN IF SAM ARRIVES WE WILL STOP AND - AT A REASONABLE TIME AND BECAUSE I KNOW HE HAS CLASS.

>> SPEAKER: THE FIRST PUBLIC COMMENT WE HAVE IS A WRITTEN SUBMITTED COMMENT FROM MELODY COOK TENURED FACULTY.

SHE STATES, IT IS UNFORTUNATE THAT THE CERRITOS COLLEGE DISTRICT HAS FAILED TO NEGOTIATE IN GOOD FAITH WITH CCFF WHICH DEMONSTRATES UNETHICAL PRACTICES.

HOW CAN THE DISTRICT CONTINUE TO DENY OUR RIGHT TO COLA PLUS THAT IT HAS BEEN PROVEN THAT THEY HAVE BEEN OPERATING UNLAWFULLY ESPECIALLY SINCE THE GOVERNOR HAS INCREASED FUNDING TO CALIFORNIA COMMUNITY COLLEGE TO INCLUDE COLA? THIS LEADS ME TO CONCLUDE I HAVE NO CONFIDENCE THAT THE BOARD OF TRUSTEES OR DR. FIERRO CARES ABOUT THE STAFF AND FACULTY OF CERRITOS COLLEGE.

IT'S TIME THE DISTRICT BE HELD ACCOUNTABLE AND DO THE RIGHT THING.

SHOW US THE MONEY FAIR CONTRACT NOW.

COLA PLUS PIECE.

WE HAVE SEVERAL VOICEMAILS.

THERE ARE FOUR VOICEMAIL SO I WILL GO AHEAD AND PLAY THOSE AT THIS TIME.

BEAR WITH ME JUST ONE MOMENT WHILE I SET THIS UP.

>> BOARD PRESIDENT: NO PROBLEM.

>> VOICE MAIL CALLER: THIS MESSAGE IS INTENDED FOR THE MAY 18 BOARD MEETING.

GOOD EVENING TRUSTEES, PRESIDENT DR. FIERRO AND OTHER TRUSTEES.

CERRITOS COLLEGE IS TAKING A PROGRESSIVE STRIDE FORWARD THAT WILL BENEFIT THE CABINETS AND CONSTITUENTS BUT THE COMMUNITY AS A WHOLE.

I AM A GEOLOGY PROFESSOR AT THE SCIENCE DEPARTMENT AND I AM ALSO A FACULTY CENTER AND MEMBER OF THE FACILITY PLANNING COMMITTEE.

AT THE LAST MEETING I LEARNED THE CAMPUS SOLAR PROJECT HAS BEEN FINALIZED AND THIS IS FANTASTIC NEWS.

THIS PROJECT WILL SAVE THE CAMPUS TENS OF MILLIONS OF DOLLARS.

IT WILL ALLOW US TO MEET THE RENEWABLE ENERGY GOALS SET FORTH FOR THE BOARD OF GOVERNORS UNTIL AT LEAST 2030 BY OFFSETTING 80 PERCENT OF OUR ENERGY USE WITH GREEN ENERGY.

THE CARPORT THAT WILL SUPPORT THE SOLAR PANELS WILL PROVIDE NEEDED SHADE TO OUR PARKING LOT AS WELL AS POWER FOR OUR ELECTRIC VEHICLES.

THIS IN TURN SHOULD CHANGE STUDENT SATISFACTION WITH THE COLLEGE.

IT'S A SIGNAL TO THE COMMUNITY, PROSPECTIVE STUDENTS AND OTHER COLLEGES THAT WE ARE A FORWARD LOOKING CAMPUS THAT TAKES RENEWABLE ENERGY, CLIMATE CHANGE AND THE PROTECTION OF THE ENVIRONMENT SERIOUSLY.

IT WILL ATTRACT POSITIVITY TO OUR CAMPUS AND DRAW IN NEW STUDENTS.

AS THIS PROJECT HAS EVOLVED, I SHARED A DATES WITH THE FCM DIVISION, STUDENTS AND

[00:05:01]

MY FELLOW CANDIDATES.

WORD HAS SPREAD AROUND THE CAMPUS AND I HAVE RECEIVED A SUBSTANTIAL VOLUME OF FEEDBACK, ALL OF WHICH HAS BEEN OVERWHELMINGLY POSITIVE AND SUPPORTIVE.

PEOPLE ARE EXCITED.

PLEASE SUPPORT THIS PROJECT.

YOU WILL SAVE A LOT OF MONEY, IT WILL REDUCE OUR CARBON FOOTPRINT AND GENERATE INTEREST IN CERRITOS COLLEGE AS WELL AS MODERNIZED AND AESTHETICALLY ENHANCE OUR CAMPUS.

THANK YOU VERY MUCH FOR LISTENING.

>> BOARD PRESIDENT: ALL RIGHT.

>> VOICE MAIL CALLER: HELLO.

MY NAME IS BRUCE GREENBERG AND I AM THE PARALEGAL PROGRAM DIRECTOR CHAIR AT CERRITOS COLLEGE.

I WANT TO READ AN EMAIL THAT I HAVE SENT TO EACH OF THE BOARD MEMBERS ON MAY 11.

AND TO DR. FIERRO.

I HAVE YET TO RECEIVE A REPLY SO IT WILL BECOME A PUBLIC RECORD.

TRUSTEES.

I JUST RECEIVED THE ATTACHED REPORT FROM MY UNION AND EACH OF YOU RECEIVED A REPORT.

I THOUGHT IT WOULD BE HELPFUL TO YOU BECAUSE IF THE INFORMATION CONTAINED THEREIN IS ACCURATE ON THE IT PROVES TO ME THAT THE DISTRICT IS ACTING IN BAD FAITH BY REFUSING TO DISPERSE COLA PLUS TO ITS EMPLOYEES APART FROM BOARD MEMBERS AND DR. FIERRO.

THREE MONTHS AGO AND AGAIN TWO MONTHS AGO I ASKED DURING PUBLIC COMMENTS WHY THE BOARD FELT ITS EMPLOYEES WERE NOT ENTITLED TO COLA YET THE BOARD ITSELF HAD TAKEN OVER A 10 PERCENT INCREASE DURING THE LAST TWO YEARS.

I ASKED FOR A SIMPLE, PUBLISH EXPLANATION SO AS A FACULTY MEMBER I COULD TRY TO UNDERSTAND THE BOARD'S REASONING.

NOTHING HAS BEEN FORTHCOMING.

BASED ON THE ATTACHED REPORT, ONE CAN ONLY CONCLUDE THAT THE TAXPAYER MONEY THE STATE OF CALIFORNIA GAVE OUR DISTRICT EARMARKED TO HELP EMPLOYEES DEAL WITH INFLATION IS TO BE USED ONLY FOR THE PERSONAL BENEFIT OF THE TRUSTEES AND HANDPICKED RECIPIENTS.

AGAIN, SHARE AN EXPLANATION TO WHY YOUR EMPLOYEES ARE NOT ENTITLED TO AT LEAST COLA.

SINCE THEN I BELIEVE THERE HAS BEEN A LEGAL DETERMINATION THAT OUR DISTRICT HAS BEEN ACTING IN BAD FAITH IN NEGOTIATING WITH THE UNION ON OTHER TOPICS OTHER THAN COLA AND YET THE BAD FAITH CONTINUES.

IT IS DISAPPOINTING AND I AM STILL ASKING FOR A WRITTEN EXPLANATION FROM YOUR EMPLOYEES AS TO WHY THE BOARD AND NOT ONLY REFUSES TO GIVE OUT COLA TO ITS EMPLOYEES BUT REFUSES TO BARGAIN IN GOOD FAITH.

THANK YOU, HAVE A GOOD EVENING.

>> BOARD PRESIDENT: THANK YOU FOR THAT.

>> VOICE MAIL CALLER: GOOD EVENING PRESIDENT PHARAOH AND TRUSTEES.

MY NAME IS TED STOWELL AND I BEEN IN THE FOSTER FOR TWO YEARS.

I'VE BEEN THE CCF PRESIDENT FROM 2012 AND WAS LEAD NEGOTIATOR FOR PART OF THAT TIME.

THIS'LL BE THE LAST TIME I ADDRESS THE BOARD NOT BECAUSE I AM ILL OR PLANNING TO RETIRE IN THE NEAR FUTURE BUT BECAUSE THE TIME OF WORDS IS OVER.

NOW IS THE TIME FOR DEEDS.

I PARTSPERSONALLY WITNESSED DURING MY YEARS OF MEMBERSHIP THIS DISTRICT HAS ENGAGED IN COLLECTIVE BARGAINING IN GOOD FAITH ONLY FOR PUBLIC PRESSURE.

NOW WE HAVE THE TRUTH IN A 14 PAGE TURN ONLY BY THE PUBLIC INFORMATION BOARD TO SEE HOW THE DISTRICT HAS ABUSED ITS DUE PROCESS RIGHTS -- OF THE CALIFORNIA LABOR LAW.

I AM SURE THE VICE PRESIDENT WILL FILL YOU IN LATER TONIGHT.

WITH THIS PHILOSOPHY AND CRITICAL THINKING I HAVE THE HIGHEST REGARD FOR SENSIBLE CHANGES AND DIVERSE AND OFTEN CAN LISTING IDEAS PROVIDED THAT THEY RELY ON REASON AND EVIDENCE.

THIS ADMINISTRATION AND BOARD CLEARLY DOES NOT VALUE SUCH EXCHANGES.

IF YOU DID, YOU WOULD NOT HAVE ENGAGED IN THE SCANDALOUS BARGAINING DOCUMENT IN THE RULING.

IF YOU DID YOU WOULD NOT CONTINUE TO MISLEAD FACULTY AND STAFF UNDER ECONOMIC UNCERTAINTY.

WE WOULD HAVE MADE A SINGLE ECONOMIC PROPOSAL BEFORE YOU CALLED IT YOUR LAST FINAL OFFER.

IF YOU DID, YOU WOULD NOT AT THE LAST OF THE BOARD OF TRUSTEES MEETING ALLOWED TRAN FOR ALLOW THE COLLECTIVE-BARGAINING PROCESS BY COMING DANGEROUSLY CLOSE TO WHAT IS CALLED DIRECT DEALING WITH FACULTY IN A PUBLIC MEETING.

INSTEAD OF RESPECTING THE SOLEMN PROTOCOL THAT WE BARGAINING TABLE.

YOU HAVE ACTED BEYOND SHAMEFULLY YEARS NOW.

BUT NOW, IS THE TIME FOR RECKONING.

YOU ARE LEADING THIS COLLEGE OVER A CLIFF AND A GROWING NUMBER OF MY COLLEAGUES ARE

[00:10:01]

SIMPLY UNWILLING TO FOLLOW.

TO PUT IT SIMPLY, WE HAVE NO CONFIDENCE IN YOUR LEADERSHIP.

AS A TABLE TELEVISION JOURNALIST EDWARD R MURROW TRADITIONALLY CLOSED HIS TV NEWS BROADCAST, GOOD NIGHT AND GOOD LUCK.

>> VOICE MAIL CALLER: GOOD EVENING BOARD OF TRUSTEES.

MY NAME IS APRIL - AND I AM A FULL-TIME COMMUNICATION FACULTY MEMBER.

I AM WRITING TO YOU TO SHARE MY DISAPPOINTMENT WITH THE BOARD OF TRUSTEES IN THE DISTRICT FOR SEVERAL REASONS.

FIRST, I AM DISAPPOINTED IN THE INACCURACY FROM TRUSTEES AT THE APRIL 20, 2022 BOARD MEETING.

SEVERAL TRUSTEES RESPONDED TO THE PERCEIVED INACCURACIES AND FACULTY COMMENTS.

HOWEVER, IT IS YOUR OWN COMMENTS THAT WERE INACCURATE NOT OURS.

AT THAT MEETING IT WAS STATED THAT ANY INCREASE THE BOARD RECEIVED IS CURRENT WITH THE FACULTY INCREASE AND ONLY GRANTED AFTER A FACULTY RECEIVES THEIR INCREASE.

THAT IS WHAT THE BOARD POLICY IT USED TO BE.

HOWEVER, THE TWO INCREASES IN QUESTION THE FIVE PERCENT INCREASE YOU HAVE GRANTED YOURSELVES OVER THE LAST TWO YEARS ARE NOT CONNECTED TO EMPLOYEE RAISES IN ANY WAY.

INSTEAD THE BOARD POLICY STATES THAT YOU CAN GRANT YOURSELVES UP TO A FIVE PERCENT INCREASE EACH YEAR.

I'M DISAPPOINTED THAT THE BOARD CHOSE TO GIVE THEMSELVES A RAISE WHEN

[1.05 Reports and Comments from Constituent Groups]

EMPLOYEES DID NOT RECEIVE ONE.

NEXT, I'M DISAPPOINTED IN THE DISTRICT AS THE PUBLIC RELATIONS BOARD PUTS IT, UNABLE TO COME TO AN AGREEMENT OF THE CCFF JUST CAUSE PROPOSALS.

TRAN 21 AND THE DISTRICT HAD BEEN AT ODDS OVER A JUST CAUSE DISCIPLINARY FOR FACULTY.

AFTER A MULTI-DAY HEARING IN 2018 IN WHICH THE JUDGE RULED THE DISTRICT BROKE THE LAW FINDING INVESTIGATION PROCEDURES FOR ALL FACULTY ARE NEGOTIABLE THE DISTRICT APPEALED AND WAS DENIED ON MAY 6, 2022.

I'M DISAPPOINTED IN THE TIME, EFFORT AND CARE THE DISTRICT WILL TAKE TO DENY FACULTY RIGHTS.

I WISH THAT TIME, EFFORT AND CARE WERE PUT INTO THE LAST AND FINAL ECONOMIC PROPOSAL FROM THE DISTRICT.

NEXT, I AM DISAPPOINTED IN THE BOARD FOR NOT HEARING OUT ALL PUBLIC COMMENT.

AT THE LAST BOARD MEETING IT WAS STATED THAT THIS IS A CHANGE SINCE PUBLIC COMMENTS WERE MOVED TO THE TOP OF THE AGENDA.

HOWEVER, PUBLIC COMMENTS HAVE BEEN AT THE TOP OF THE AGENDA SINCE AT LEAST 2018.

THE BOARD HAS LISTENED TO THEM ALL UNTIL RECENTLY.

I'M DISAPPOINTED IN THE LACQUER RESPECT FROM THE BOARD AND THE LUCK OF COMMITMENT AND CARE TOWARDS FACULTY AND STAFF.

FINALLY, I'M DEEPLY DISAPPOINTED IN THE ONE ECONOMIC PROPOSAL FROM THE DISTRICT PRIOR TO REMEDIATION.

THE ECONOMIC PROPOSAL DOES NOT REFLECT FINANCIAL BOOM AT THE STATE LEVEL OR THE RESERVES THAT THE DISTRICT HAS.

INSTEAD, IT SEEMS LIKE IT PAINTS A VERY VIVID PICTURE OF DISTRICT PRIORITY.

RAISES, BLOATED RESERVES AND A $40,000 BONUS FOR DR. FIERRO.

FACULTY DESERVES A FAIR CONTRACT NOW.

THE FACULTY DESERVES COLA PLUS.

>> BOARD PRESIDENT: THANK YOU, ANDREA.

I DON'T SEE SAM.

DOES ANYONE KNOW IF HE WILL BE ARRIVING SHORTLY? IF IT'S OKAY WITH THE REST OF THE BOARD, I'M GOING TO MOVE ON TO THE NEXT AGENDA ITEM.

OKAY.

NOW WE WOULD LIKE TO MOVE ONTO REPORTS AND COMMENTS FROM CONSTITUENT GROUPS AND WE WILL START WITH DENNIS FALCONE.

DENNIS, ARE YOU ON?

>> TRUSTEE: HE IS NOT HERE TONIGHT.

>> BOARD PRESIDENT: AND WITH THAT WE WILL MOVE TO DOCTOR LYNN WONG TRAN 21 PRESIDENT.

>> SPEAKER: EVENING TRUSTEES.

AS THE ACADEMIC YEAR COMES TO A CLOSE I WANT TO REMIND YOU OF THE SERIOUSNESS OF NOT REACHING AN AGREEMENT WITH CCFF AND THE SUCCESSOR OF OUR COLLECTIVE-BARGAINING AGREEMENT.

[00:15:01]

YOUR LAKH OF SERIOUS MOVEMENT IS AFFECTING AT LEAST 1000 FAMILIES AND OUR LIVELIHOOD.

I ALSO WANT TO REMIND YOU THAT THE DISTRICT NEEDS FACULTY IN ORDER TO MEET THE DEMANDS OF OUR STUDENTS.

WITH THE DISTRICT'S GOAL OF INCREASING ENROLLMENT YOU NEED FACULTY.

WITHOUT FACULTY YOU DO NOT HAVE CLASSES, NO FTS, NO COMPLETION, NO RETENTION, NO TRANSFERS AND NO APPORTIONMENT.

I AM GOING TO TAKE A MOMENT TO REMIND YOU HOW FACULTY HAS STEPPED UP THIS YEAR AND COLLABORATED AS FULL PARTNERS WITH THE DISTRICT TO MAKE SURE OUR STUDENTS ARE SUCCESSFUL AND SAFE.

AUGUST OF 2021, CCFF WAS SUPPORTIVE OF VACCINATION AND TESTING.

WE COLLABORATED WITH THE DISTRICT TO FACULTY ARE AWARE OF THE CHECK IN PROCESS.

SEPTEMBER, 2021 CCFF COLLABORATED WITH THE DISTRICT TO NAVIGATE THROUGH ACCOMMODATIONS AND THE EXEMPTION PROCESS SO, OUR STUDENTS CAN HAVE FACULTY IN THEIR CLASSROOMS. OCTOBER 2021, CCFF REACHED AN AGREEMENT WITH THE DISTRICT TO PROVIDE CONTINUOUS HEALTHCARE COVERAGE DURING A PANDEMIC AND INCREASE PREMIUM CAP AND 23,000 TO $29,000.

NOVEMBER 2021 AS WE APPROACH JANUARY, CCFF WORKED CLOSELY WITH FACULTY IN THE DISTRICT TO ENSURE COMPLIANCE.

WE MADE SURE FACULTY IS AWARE OF REQUIREMENTS SO, WE ARE NOT DISRUPTING LEARNING FOR OUR STUDENTS.

DECEMBER 2021 IT WAS MY FIRST TIME EKING A PUBLIC REPORT TO THE TRUSTEES ABOUT THE ONE TIME THREE PERCENT PROPOSAL.

TO OUR SURPRISE, IT WAS THE FIRST, LAST AND FINAL CCFF RECEIPT BEFORE WE HEADED TO REMEDIATION.

JANUARY 2022.

WE NAVIGATED THE OMICRON SEARCH.

GUILTY CONTINUE TO TEACH AND SERVE OUR STUDENTS.

TECH PROGRAMS AND HL FACULTY HELD OFF FACULTY REMAINS ON CAMPUS AND WHILE SOME FACULTIES ADJUSTED AGAIN HERE WE COLLABORATED WITH THE DISTRICT TO IMPROVE OUR COVA TESTING MEASURES, QUARANTINE, ISOLATION PROCEDURES HERE FACULTY CONTINUE TO MEET THE DEMANDS OF THE STUDENTS.

WE OFFER IN PERSON CLASSES, FULLY ONLINE ASYNCHRONOUS CLASSES, SYNCHRONOUS LECTURES AND HYBRID COURSES.

COUNSELORS, LIBRARIANS, INSTRUCTIONAL SPECIALISTS CONTINUE TO OFFER VIRTUAL SERVICES TO OUR STUDENTS THROUGH ZOOM AND CHAT.

FEBRUARY 2022 I INFORMED THE BOARD OF THE LAKH OF MOVEMENT REGARDING SALARY.

WE HAVE BEEN COMMUNICATING TO THE BOARD AND THE ADMINISTRATION.

WHY, WHAT IS IMPORTANT TO US, A SALARY THAT CAN KEEP UP WITH INFLATION TO CLOSE THE PAY GAP BETWEEN OLD-TIME AND PART-TIME FACULTY AND PROVIDE STEPS, LONGEVITY TO FULL-TIME FACULTY BEYOND 11 YEARS OF SERVICE.

MARCH 2022 I INFORMED THE TRUSTEES ABOUT THE HEALTHY RESERVE EVEN WITH THE ENROLLMENT DROP OF 2021, THE DISTRICT ENDED UP WITH A $10 MILLION SURPLUS.

LAST MONTH, APRIL 2022, ABOUT 70 FACULTY AND 40 CLASSIFIED STAFF ATTENDED THE BOARD MEETING ALONG WITH OUR STUDENT AND COMMUNITY MEMBERS.

THE EMPLOYEES OF THE DISTRICT CAN NO LONGER STAY SILENT.

THE MESSAGE IS CLEAR.

STOP HOLDING COLA PLUS HOSTAGE.

THE CCFF PROPOSAL IS AFFORDABLE AND EQUITABLE.

SO, TODAY, MAY 2022 FACULTY HAVE DONE OUR PART.

WE SHOWED UP.

WE GAVE IT ALL TO OUR STUDENTS AND THE DISTRICT.

YOU WANT US TO TEACH ONLINE AND WE COMPLETED THE TRAININGS.

WE EVEN CREATED A GE TRAINING CURRICULUM FROM THE GROUND UP.

YOU WANT US TO TEACH HYBRID WE LEARNED HOW TO TO TEACH AND CREATE A CURRICULUM TO TEACH MULTIPLE GROUPS SIMULTANEOUSLY.

YOU WANT US TO SUBMIT OUR VACCINATION RECORD AND ADMIT WEEKLY TESTING TO ENSURE HEALTH AND SAFETY OF THE COMMUNITY AND WE COMPLIED.

YOU WANT US TO CAPTURE ENROLLMENT AND WORK TO INCREASE STUDENT ENROLLMENT AND RETENTION AND COMPLETION.

THE FACULTY TOOK THE CHARGE ON GUIDED PATHWAYS AND WE WORK COLLABORATIVELY WITH THE DISTRICT TO OFFER CLASS SCHEDULES THAT FIT THE NEEDS OF OUR STUDENTS AND OUR NEW NORMAL.

IN JUNE 2022 13 DAYS FROM NOW FACULTY HAVE BEEN WORKING WITH AN EXPIRED CONTRACT FOR A YEAR.

IT HAS BEEN THREE YEARS SINCE FACULTY SAW A PAY INCREASE.

JULY 2019.

I WAS THE LAST ON SCHEDULE PAY INCREASE FOR FACULTY.

YOU CAN IMAGINE HOW INFURIATING IT WAS WHEN FACULTY SAW THE 25 PERCENT INCREASES THAT THE BOARD RECEIVED IN 2020 AND 2021.

[00:20:01]

AND OF COURSE THE $40,000 RETENTION BONUS FOR DR. FIERRO.

IF WE ARE REALLY EQUAL PARTNERS, WE WOULD NOT HAVE ALLOWED THIS TO HAPPEN.

ESPECIALLY WHEN THE RESOURCES ARE AVAILABLE TO SOLVE THESE ISSUES.

WE KNOW THAT THE BUDGET FOR NEXT YEAR IS NOT DOOM AND GLOOM.

THEY REVISE IT LAST WEEK SHOWING A 95.75 OH YOU DOLLARS SURPLUS FOR THE STATE PEER THE GOVERNOR IS COMMITTED TO INVEST INTO COMMUNITY COLLEGES BY PROVIDING INCREASES IN THE STUDENT CENTER FUNDING FORMULA.

THERE IS ALSO A ONE TIME $750 MILLION IN DISCRIMINATORY FUNDS TO ADDRESS THE LOSS OF ENROLLMENT.

AND A 6.5 PERCENT COST-OF-LIVING ADJUSTMENT.

ALONG WITH A $200 MILLION OF ONGOING BUDGET TO SUPPORT HEALTHCARE FOR ADJUNCT FACULTY.

THE GOVERNOR HAS COMMITTED.

IS THE DISTRICT? IT SEEMS LIKE THE DISTRICT IS MORE COMMITTED TO PAYING FOR THE LEGAL FEES FOR THE ERICKSON FIRM THEN SPENDING MONEY ON ITS EMPLOYEES.

THE DISTRICT SPENT AT LEAST $100,000 ON THE LOSING BATTLE OF JUST CAUSE AND OVER $40,000 FOR LEGAL FEES FOR THIS ROUND OF NEGOTIATIONS ALONE WITH CCFF.

THE DISTRICT IS COMMITTED TO $140,000 IN LEGAL FEES BUT NOT LONGEVITY INCREASES FOR FACULTY WHO SERVE THIS COLLEGE.

I HAVE HEARD THAT TRUSTEES, ADMINISTRATORS DO NOT TAKE FACULTY SERIOUSLY.

I WONDER WHAT SERIOUS LOOKS LIKE TO THE DISTRICT.

IS 60 PUBLIC COMMENTS AND 100 FACULTY STAFF AND STUDENTS SHOWING UP AT THE BOARD MEETING NOT SERIOUS ENOUGH? IS THE RETIREMENT AND RESIGNATION ACROSS THE CAMPUS NOT SERIOUS ENOUGH? FROM MY PERSPECTIVE IT IS THE DISTRICT WHOSE NOT SERIOUS.

TRUSTEES WHO MAY NOT LIVE IN THE AREA THEY REPRESENT AREN'T SERIOUS ABOUT OUR COLLEGE OR COMMUNITY.

EVEN OUTSIDE ORGANIZATIONS DON'T BELIEVE THE DISTRICT IS SERIOUS.

IN THE DECISION REGARDING JUST COST, THE PUBLIC EMPLOYMENT RELATIONS BOARD CITED THAT THE DISTRICT HAS FAILED TO TAKE ONE BARGAINING OPPOSITION SERIOUSLY.

AS I MENTIONED BEFORE, THE DISTRICT HAS SPENT SIGNIFICANT TIME RESOURCES ON A LOSING BATTLE TO PROVE WHAT? NOW YOU ARE SERIOUS ABOUT DESTROYING MORALE? THAT YOU ARE SERIOUS ABOUT MINIMIZING THE CONTRIBUTION OF FACULTY? TO BELITTLE THE SAME FACULTY WHO SHOW UP EVERY DAY TO DO OUR JOBS, PREPARED AND READY TO TACKLE ISSUES.

WE WILL KEEP THIS COLLEGE AFLOAT: WE DO.

SO, WHAT DO SERIOUS LOOK LIKE TO YOU? WHAT DOES IT TAKE TO REACH THE NECESSARY LEVEL OF SERIOUSNESS? IS IT IN FOR CLASSROOMS ON THE FIRST DAY OF FALL SEMESTER? NO COUNSELORS TO PROVIDE STUDENTS WITH ACADEMIC SUPPORT? NO LIBRARIANS TO HELP STUDENTS FIND ACADEMIC RESOURCES? NO INSTRUCTIONAL PROFESSIONALS TO ANSWER STUDENT QUESTIONS? TRUSTEES, EVEN MADE AWARE OF NEGOTIATION CHALLENGES SINCE DECEMBER 2021.

ALMOST 6 MONTHS LATER WE ARE PRETTY MUCH AT THE SAME PLACE.

PLEASE BE THE LEADERS THAT WE KNOW YOU CAN BE.

FACULTY HAVE GIVEN SO, MUCH TO THIS DISTRICT.

ALL WE ARE ASKING FROM YOU IS TO RECIPROCATE THE RESPECT THAT WE HAVE FOR OUR STUDENTS AND OUR PROFESSION.

WE NEED A FAIR CONTRACT, NOW.

>> BOARD PRESIDENT: THANK YOU, DOCTOR LYNN WONG.

WE WILL NOW MOVE TO COMMENTS FROM CERRITOS COLLEGE IRLANDA LOPEZ.

>> SPEAKER: I WANT TO THANK OUR CLASSIFIED EMPLOYEES AS WE CELEBRATE CLASSIFIED EMPLOYEES WEEK.

WE CELEBRATED TUESDAY WITH BREAKFAST FROM PORTO'S AND TODAY WE CELEBRATED LUNCH.

TOMORROW WE WILL FINALIZE THE CSC W GAME NIGHT WHICH INCLUDES BINGO, MOVIE TRIVIA AND A SCAVENGER HUNT.

NEXT I SHARE THAT ALVA ACOSTA FROM FINE ARTS AND COMMUNICATIONS WAS NOMINATED

[00:25:01]

FOR THE CSC W AWARD.

MICHELLE KINGSTON FROM INFORMATION TECHNOLOGY WAS NOMINATED AS OUR LOCAL UNSUNG HERO AND SHE WAS HONORED ON SATURDAY, MAY 7 THROUGH OUR FIELD OFFICE.

I THINK AND APPRECIATE BOTH OF THESE LADIES FOR ALL OF THEIR HARD WORK AND DEDICATEDDEDICATION TO OUR CHAPTER AND MEMBERS.

WE SAY GOODBYE TO OUR TWO CLASSIFIED EMPLOYEES AND WE WISH THEM ALL THE BEST AND SUCCESS AT THEIR NEW PLACE OF EMPLOYMENT.

LATER TONIGHT NINA MOTRUK COSMETOLOGY PROFESSOR WILL BE HONORED TONIGHT.

SHE WAS ALWAYS KIND TO STUDENTS AND STAFF AND SHE WILL BE GREATLY MISSED.

I WANTED TO SEND HER WELL WISHES IN RETIREMENT.

FINALLY, CSCW TAKE THIS TIME TO THANK ALL OF THE CLASSIFIED EMPLOYEES AND EACH AND EVERY ONE OF YOU MAKES AN IMPACT AND YOU ARE AN INTEGRAL PART OF THE SUCCESS OF CERRITOS COLLEGE.

PROUD OF THE SERVICE YOU PROVIDE TO OUR STUDENTS, MEMBERS, COMMUNITY AND BE PROUD TO BE CLASSIFIED.

I ALSO WANT TO THANK YOU FOR THE OPPORTUNITY TO SERVE YOU, MY CLASSIFIED UNION OTHERS AND SISTERS.

THANK YOU, HAVE A GOOD NIGHT AND ENJOYED CLASSIFIED SCHOOL EMPLOYEES WEEK.

HAVE A GOOD NIGHT.

>> BOARD PRESIDENT: THANK YOU FOR THAT.

I APPRECIATE THAT.

WITH THAT WE WILL MOVE TO THE OPEN SESSION AGENDA AND WE WILL START WITH ITEM 2.01

[2.01 Institutional Presentation: Recognition of Outstanding Classified/Confidential Employee of the Month]

THE RECOGNITION OF OUTSTANDING CLASSIFIED CONFIDENTIAL EMPLOYEE OF THE MONTH.

IT'S A GREAT SEGUE.

DO WE HAVE MISS MONIQUE VALENCIA ON THE LINE? ALL RIGHT.

THANK YOU FOR YOUR PATIENCE.

>> TRUSTEE: THE CLASSIFIED CONFIDENTIAL EMPLOYEE WILL HONOR MONIQUE VALENCIA AS THE EMPLOYEE OF THE MONTH.

OVER THE LAST TWO YEARS WE HAVE CHANGED THE OFFERINGS -- MODELS ON CAMPUS.

AS YOU CAN IMAGINE IT HAS DATED A TREMENDOUS NEED TO IMPROVE OUR PROCESSES AND PROCEDURES.

MONIQUE HAS BEEN INSTRUMENTAL IN MAKING THOSE IMPROVEMENTS AND IN DEED SHE HAS SUGGESTED MANY IF NOT MOST OF THOSE POSITIVE IMPROVEMENTS IN ADDITION TO DEVELOPING THE PREVIOUS FORM OF REGISTERING AND TRACKING REGISTRATION OF PROFESSIONAL EVENTS.

THE FLEX REPORTER IS NO LONGER AVAILABLE ON THE CAMPUS AND AS A RESULT UNIQUE HAD TO DEVOTE SOME OF HER TIME AND EFFORT TO IMPLEMENTING THE REPLACEMENT SYSTEM.

MONIQUE GOES ABOVE AND BEYOND HER ASSIGNED DUTIES EVERY DAY.

MONIQUE, YOUR DEDICATION, COMMITMENT AND WILLINGNESS TO GO ABOVE AND BEYOND TO MEET THE NEEDS OF THE STUDENTS AND STAFF ARE EXCEPTIONAL.

WE ARE PROUD THAT YOU ARE A CERRITOS COLLEGE EMPLOYEE AND WE COMMEND YOU FOR YOUR OUTSTANDING SERVICE AND DEDICATION.

THANK YOU TO YOU FOR A JOB WELL DONE AND I WILL HAVE TO ADD, THAT SHE ALWAYS, ALWAYS

[00:30:01]

WHEN YOU SEE HER SHE HAS A SMILE ON HER FACE AND SHE HAS A GREAT SMILE.

THANK YOU, MONIQUE, FOR EVERYTHING YOU HAVE DONE FOR US.

>> BOARD PRESIDENT: THANK YOU MONIQUE.

A QUICK ROUND OF APPLAUSE.

[APPLAUSE] ALL RIGHT.

OUR RECOGNITION OF RETIREES.

[2.02 Institutional Presentation: Recognition of Retirees]

SHE WILL BE MISSED.

AND, DANI CARROLL IS HERE.

>> BOARD PRESIDENT: WOULD YOU LIKE TO SAY A FEW WORDS? OR UNMUTE, MORE SPECIFICALLY.

TOO, CAN FIND SUCCESS IN, COSMETOLOGY.

IF YOU ASK HER WHAT SHE LOVES MOST ABOUT TEACHING SHE WOULD SAY IS HER STUDENT.

CONGRATULATIONS, NINA.

[APPLAUSE] >> BOARD PRESIDENT: CONGRATULATIONS TO DANI CARROLL AND NINA MOTRUK.

>> SPEAKER: NINA IS HERE, TOO.

>> TRUSTEE: YOU ARE ON MUTE.

>> BOARD PRESIDENT: HOPEFULLY WHEN YOU ARE RETIRED YOU WON'T HAVE TO WORRY ABOUT YOU AT ALL.

>> SPEAKER: I'VE GOT IT! THANK YOU SO, MUCH, NICK.

I REALLY APPRECIATE TEACHING AT CERRITOS.

IT HAS BEEN SO, ENJOYABLE FOR ME AND WORKING WITH ALL OF THE FACULTY MEMBERS ON CAMPUS, THE SUPPORT STAFF WHICH I THINK WAS VERY IMPORTANT FOR ME BEING AS AN INSTRUCTIONAL AIDE ALSO.

I KIND OF HIT ALL THE GAMUT OF CERRITOS COLLEGE AND IT IS MY HONOR TO BE ABLE TO WORK HERE AND I AM GOING TO REALLY MISS IT.

>> BOARD PRESIDENT: YOU WILL BE MISSED.

>> SPEAKER: THANK YOU SO, MUCH.

>> BOARD PRESIDENT: THANK YOU.

>> SPEAKER: CONGRATULATIONS DANI CARROLL!

>> TRUSTEE: BOARD PRESIDENT BIRKEY, I WOULD LIKE TO SHARE A FEW THOUGHTS.

>> BOARD PRESIDENT: PLEASE.

>> TRUSTEE: I WOULD LIKE TO SAY IT'S GREAT TO GET TO KNOW YOU AND WORK WITH YOU.

I HAVE A FEW PICTURES OF THE FIRST COMMENCEMENT THAT WE DID FOR DENTAL HYGIENE WITH YOU AND ADELE AND I HAVE THEM MARK IN MY CELL PHONE AND MY FAVORITE AND THE PICTURES COME ON ROTATION WHEN WE WERE AT COMMENCEMENT ENTERING WITH THE COSTUMES AND ALL THAT WHEN THE PEOPLE GET READY.

I REMEMBER VERY FONDLY THAT FIRST ONE ON A SATURDAY I REMEMBER SOME OF THOSE AND THANK YOU FOR EVERYTHING YOU HAVE DONE.

I HAVE SOME REALLY GOOD MEMORIES AND I THINK THAT WAS THE FIRST TIME I WORE THE BLUE DAHLIA AND WE HAD A GOOD LAUGH AND WE HAD A FEW PICTURES OF THAT DAY TOGETHER SO, YOU VERY MUCH FOR EVERYTHING YOU'VE DONE.

THANK YOU FOR THE MEMORIES.

I WILL SEND YOU THE PICTURES ACTUALLY I HAVE THEM ON MY FAVORITES.

THANK YOU VERY MUCH.

NINA, THANK YOU VERY MUCH I REMEMBER YOU THE VERY FIRST TIME THAT WE MET THEN I WENT TO VISIT THE COSMETOLOGY DEPARTMENT, YOU SERVED ME VERY WARMLY ON THE ENTRY PART OF THE UPPER FLOOR AND WALKED ME THROUGH THE ENTIRE PROCESS.

YOU TOLD ME A BIT ABOUT YOU AND YOUR TIME HERE AT THE DISTRICT AND OBVIOUSLY A FEW DETAILS OF YOUR SMALL LIFE.

THANK YOU FOR BEING SO, OPEN.

AFTER THAT I STARTED GOING THERE FREQUENTLY TO CUT MY HAIR AROUND THERE.

I USED TO STOP BY FREQUENTLY.

THANK YOU VERY MUCH.

FOND MEMORIES OF BOTH OF YOU AND CONGRATULATIONS ON YOUR RETIREMENT.

>> BOARD PRESIDENT: I WAS WONDERING WHY YOU ALWAYS HAD NICE HAIR.

[LAUGHTER] THANK YOU BOTH AND CONGRATULATIONS.

>> SPEAKER: THANK YOU SO, MUCH.

>> SPEAKER: THANK YOU!

>> BOARD PRESIDENT: ALL RIGHT.

>> TRUSTEE: WE HAVE DOCTOR GARY PRICHARD THE INSTRUCTIONAL DEAN OF FINE ARTS IN COMMUNICATIONS AND HE WILL RECOGNIZE KIRK MILLER WHO IS NOT HERE WITH US THIS EVENING.

>> SPEAKER: >> SPEAKER: GOOD EVENING TRUSTEES AND PRESIDENT DR. FIERRO.

PROFESSOR KIRK MILLER BEGAN TEACHING AT CERRITOS COLLEGE IN 1978.

HE RECEIVED A BA IN ART HISTORY AT L4 NEW BERKELEY AND AN MFA IN PAINTING AND ART CENTER AND DESIGN.

DURING HIS TIME AT CERRITOS HE SERVED AS A DEPARTMENT CHAIR, GALLERY DIRECTOR AND WAS AWARDED OUTSTANDING FACULTY MEMBER OF THE YEAR.

HE INFLUENCED MANY STUDENTS TO PURSUE CREATIVE CAREERS IN FIELDS THAT INCLUDED OUR OWN DIRECTOR OF IT, PATRICK O'DONNELL.

OUTSIDE OF HIS TEACHING KIRK IS A FIRST-RATE ARTIST WHOSE WORK IS EXHIBITED NATIONALLY AND INTERNATIONALLY.

AN ARTIST AND A LIFE PURSUING MEANING OF VARIOUS MEDIA.

[00:40:01]

PROFESSOR MILLER'S WORK WAS PLASTIC AND CREATIVE SELF-PORTRAITS.

MY DAUGHTER'S ONCE DELIGHTED IN THE KIRK MILLER PEZ DISPENSER AND THEIR INTERACTION WITH THE ARTIST CAMPUS EXHIBIT.

I, TOO, ENJOYED HIS WORK AND WAS REMINDED OF A REFLECTION THAT NAVA COUGH MENTIONED IN HIS MEMOIR WHERE THE AUTHOR REFLECTED THAT, AFTER I BESTOWED ON THE CHARACTERS OF MY NOVELS, SOME TREASURED ITEMS OF MY PAST, IT WOULD PINE AWAY IN THE ARTIFICIAL WORLD WHERE I SO, ABRUPTLY PLACED IT.

WHILE IT LINGERED ON IN MY MIND, IT'S PERSONAL WARMTH, IT'S RETROSPECTIVE APPEAL HAD GONE.

PROFESSOR MILLER'S WORK BRAVES THIS WORK WITH A MODERNISM THAT I ENJOYED WITH KIRK'S UNIQUE SENSE OF HUMOR TO CREATE SPACES AS KIRK SAYS, TO INVESTIGATE EXISTENTIAL AND IDEOLOGICAL CONCERNS.

IN KIRK'S CREATIVE SPACE, HE USED PIECES OF HIS OWN LIFE IN THE WORK IS NOT LANGUAGE IN HIS ROLE MAKING BUT COMES ALIVE AS CAREFULLY CREATED PLAY AND HUMOR SUCH AS PEZ DISPENSERS WITH THE IMAGE OF PROFESSOR MILLER'S HEAD ON IT.

AND THE DELIGHT MY DAUGHTERS FELT ON THE RIDE HOME FROM THE GALLERY THAT NIGHT.

IT'S REALLY QUITE IMPOSSIBLE TO MEASURE WHAT KIRK HAS MADE TO HIS COLLEGE OVER THE YEARS AND KIRK, I WISH YOU THE BEST IN RETIREMENT AND I LOOK FORWARD TO SEEING YOUR TALENT TAKES YOU NEXT.

THANK YOU.

>> BOARD PRESIDENT: THOSE ARE WONDERFUL WELL WRITTEN WORDS.

I WISH I HAD A PEZ DISPENSER NOW.

THAT IS PRETTY NEAT.

ALL RIGHT, VERY EXCITED ABOUT WHAT HE WILL DO NEXT.

YOU WILL LEAVE BEHIND BIG SHOES TO FILL.

I THANK YOU FOR YOUR HARD WORK AND DEDICATION OVER SO, MANY YEARS AND I'M MUCH OBLIGED.

THANK YOU.

ALL RIGHT.

ITEM 2.03.

[2.03 Institutional Presentation: Campus Solar Project]

THE INSTITUTIONAL PRESENTATION ON CAMPUS SOLAR PROJECT.

I WILL HAND THIS OVER TO VICE PRESIDENT LOPEZ.

>> SPEAKER: THANK YOU, BOARD PRESIDENT BIRKEY.

GOOD EVENING BOARD OF TRUSTEES.

TODAY WE HAVE TWO REPRESENTATIVES WITH US TO GO THROUGH A UPDATE ON A SOLAR PROJECT.

YOU HAVE SEEN ALREADY TWO PRESENTATIONS BEFORE THIS PRESENTATION.

IT IS REALLY THE FINAL PIECE AND OVER 12 TO 18 MONTHS OF WORK.

TODAY I HAVE NATE FROM FOREFRONT WITH US ALONG WITH KEVIN FROM SPURR AND THEY WILL WALK US THROUGH WHERE WE ARE TODAY AND WHAT THE NEXT STEPS ARE BECAUSE TODAY WE DO HAVE A ITEM ON THE BOARD FOR APPROVAL IF THE BOARD AGREES TO APPROVE MOVING FORWARD ONE OF THE LARGEST OR WILL BE ONE OF THE LARGEST CALIFORNIA SOLAR PROJECTS IN THE STATE OF CALIFORNIA.

SO, NATE, TAKE IT AWAY FOR US.

>> SPEAKER: THANK YOU.

HELLO BOARD OF TRUSTEES.

GOOD EVENING AND THANK YOU FOR THE OPPORTUNITY TO BE HERE VIRTUALLY TONIGHT.

PLEASE LET ME KNOW IF I HAVE ANY CONNECTIVITY ISSUES.

AS YOU MENTIONED MY NAME IS NATE SMITH.

WE'VE BEEN THE DISTRICT SOLAR POWER FOR THE LAST YEAR TO 18 MONTHS HARD WORK PHILIP THE PROPOSAL THAT WE ARE PROUD TO BRING TO YOU ALL TONIGHT.

WE WANTED TO PROVIDE A BRIEF REFRESHER ON THE SOLAR OBJECTS IN LOT 1 AND 10.

AS WELL AS UPDATE YOU ALL ON THE FINAL PROPOSAL AND ULTIMATELY AS FELIPE THEY ALLUDED TO IS SEEK APPROVAL FOR CONTRACT EXECUTION TO MOVE FORWARD WITH THE SOLAR PROJECT.

BEFORE WE GET INTO IT I WOULD LIKE KEVIN FLANAGAN FROM SPURR TO BRIEFLY REMIND THE BOARD ON THE PROGRESS OF WHAT YOU WILL BE YOU BACKING OFF OF AND THOSE WILL BE THE FIRST COUPLE OF SLIDES.

>> SPEAKER: HELLO TRUSTEES AND DR. FIERRO FOR HAVING US HERE TONIGHT.

WE APPRECIATE IT.

MY NAME IS KEVIN FLANAGAN AND I'M WITH THE JOINT POWER AUTHORITY CALLED SPURR.

AS A JPA WE WERE CREATED BY COMMUNITY COLLEGE DISTRICTS AND K-12 DISTRICTS ESSENTIALLY TO PUT TOGETHER PAYBACK WILL BUYING PROGRAMS TO HELP SCHOOLS AND COLLEGES

[00:45:03]

REDUCE UTILITY COSTS.

WE ARE A VERY LARGE JPA TODAY WE HAVE OVER 300 MUNI COLLEGE DISTRICTS AND K-12 DISTRICTS IN OUR MEMBERSHIP PRESENTING THOUSANDS OF FACILITIES ACROSS THE STATE.

AND WE HAVE LOTS OF DIFFERENT BUYING PROGRAMS LIKE GAS, LIGHTS AND TELECOM.

I WORK ON A PROGRAM CALLED THE RENEWABLE ENERGY AGGREGATED PROCUREMENT PROGRAM.

THIS IS A SOLAR AND ENERGY STORAGE BUYING PROGRAM AND WHAT WE DID AS A JPA WE PUT TOGETHER A STATEWIDE COMPETITIVE PROCESS REALLY LEVERAGING OUR REALLY BIG BUYING POWER AS A JPA.

LOT OF VENDORS COMPETED IN THE COMPETITIVE PROCESS AND ULTIMATELY COMPANY THAT NATE WORKS FOR, FOREFRONT POWER ONE THAT COMPETITIVE PROCESS SO, WE AS A JPA ENTERED INTO A MASTER CONTRACT WITH FOREFRONT AND THAT IS LARGELY WHAT THE COLLEGE WILL BE YOU BACKING ON WITH THIS PROJECT.

THE PROGRAM HAS BEEN POPULAR.

IT'S USED BY OVER 50 PUBLIC AGENCIES ACROSS THE STATE INCLUDING A DOZEN COMMUNITY COLLEGE DISTRICTS WHO USE THIS PROGRAM TO PROCURE SOLAR.

WE ARE PROUD OF THIS PROGRAM AND ITS ENDORSED BY THE COLLEGE WEEDS OF CALIFORNIA WHO GAVE OUR PROGRAMS STAMP OF APPROVAL.

WHAT THIS PROGRAM REPRESENTS IS A GREAT WAY FOR THE COLLEGE TO GET A GREAT PROJECT WITH REALLY GOOD PRICING AND FAVORABLE CONDITIONS IN THE CONTRACT.

WITH THAT I WILL HAND IT BACK OVER TO NATE.

THANK YOU.

>> THANKS KEVIN.

OBLIGATORY COMMERCIAL ABOUT FOREFRONT POWER.

MAIN THING ABOUT THIS IS THAT WE ARE REALLY GOOD AT DEVELOPING, PROJECTS AT COMMUNITY COLLEGES.

TO DATE WE HAVE SUCCESSFULLY COMPLETED OVER 265 SCHOOL CAMPUSES IN THE STATE.

WE KNOW HOW TO NAVIGATE SOMEWHAT STICKY DSA PROCESS TO GET THESE PROJECTS TO COMPLETION.

WE ARE ALSO BACKED BY A WEALTH FINANCED COMPANY AND WHAT THAT REPRESENTS TO THE DISTRICT IS REALLY HAVING A LONG-TERM STABLE PARTNER FOR THE PROJECT.

SO, HOW HAS THE PROJECT PROGRESSED OVER THE LAST YEAR? WE SPENT THE FIRST SIX MONTHS JUST ANALYZING BILL DATA, GOING ON-SITE WALK, MAKING SURE ALL THE ARRAY LOCATIONS FOR THE PARKING CANOPIES ARE CORRECT.

LOOKING AT DIFFERENT AREAS AND ULTIMATELY WE MADE IT BACK TO YOU ALL FIRST IN DECEMBER 2021.

AT THAT MEETING WE RECEIVED APPROVAL TO EXECUTE A LETTER OF INTENT WHICH OUTLINES A GOOD FAITH AGREEMENT TO ULTIMATELY COME BACK TO YOU ALL WITH FINALIZED PROPOSALS AND FINALIZED CONTRACTS.

IN RETURN OF THAT LETTER OF INTENT, FOREFRONT POWER SUBMITTED INTERCONNECTION APPLICATIONS FOR A SOLAR PROJECT WHICH HAS BEEN CURED OF ALL ITS DEFICIENCIES BY SOUTHERN CALIFORNIA EDISON AS OF THIS WEEK WHICH IS GREAT.

THAT MEANS THAT THE SOLAR PROJECT AS IS IN THE SOUTHERN CALIFORNIA EDISON Q IS NOW ELIGIBLE FOR THE EXISTING ENERGY METERING RATES.

THOSE ARE THE RATES YOU GET FOR SETTING SOLAR ENERGY ACT TO THE GRID AND WE COMPENSATE YOU FOR THE FULL RETAIL GREAT.

THAT IS CHANGING IN THE NEXT COUPLE OF MONTHS.

FORTUNATELY, CERRITOS PROJECT HAS THE EXISTING NET ENERGY RATES FOR 20 YEARS WHICH IS AMAZING AND VERY FAVORABLE TO SOLAR PROJECT ECONOMICS.

WE RETURNED TO THE BOARD IN FEBRUARY AND AT THAT MEETING WE RECEIVED SOME FEEDBACK ON YOU ALL IN TERMS OF THE PROJECT SCOPE.

DR. FIERRO, INSINUATED THAT IT MIGHT WORTHWHILE TO LOOK AT LOT 1.

WE WALKED LOT 1 WITH DR. FIERRO AND ANTHONY ON THE FACILITY STAFF.

WE DID OUR HOMEWORK AND WE CAME BACK.

FOREFRONT POWER AND SPURR CAME BACK TO THE DISTRICT WITH AN UP DATE OF PROPOSAL WHICH INCLUDES LOT 1 AND LOT 10.

IT INCREASED OUR TOTAL ENERGY OFFSET VERSUS ESSENTIALLY WHAT YOUR SOLAR PROJECT IS PRODUCING IS NOW OFFSETTING MORE THAN YOU ARE CONSUMING CURRENTLY FROM SCE AND I WILL GET INTO THE SPECIFICS OF THAT IN JUST A SECOND.

WE FINALIZED A PROPOSAL IN MARCH AND WE SPENT THE LAST TWO MONTHS REALLY REFINING THE PROJECT SCOPE AND REFINING THE PROJECT.

HOW WILL THE DISTRICT PROCURE THE PROJECT? IT IS THROUGH A PURCHASE POWER AGREEMENT.

THE BIG TICKET ITEM ON THIS IS THERE IS NO UP FRONT COST AND NO BOND FUNDS FROM THE DISTRICT.

HOW THIS WORKS IS THAT FOREFRONT POWER FINANCES THE PROJECT.

[00:50:01]

WE BUILT IT AND THEN WE SELL THE ENERGY.

THEN WE SELL THE PROJECT BACK AND THAT'S COMING AT A FLAT RATE FOR THE TOTAL TERM OF THE CONTRACT WHICH IS 20 YEARS.

IT IS AN EXCELLENT UTILITY RATE HEDGE.

AS YOU CAN SEE SCE RATES ARE EXPLODING.

WE ARE ABLE AS A TAX ENTITY TO TAKE ADVANTAGE OF A 26 PERCENT TAX CREDIT WHICH THE DISTRICT WOULD LEAVE ON THE TABLE SHOULD IT FINANCE THE PROJECT OUT OF POCKET.

AGAIN, WE PROVIDE ALL OF THE OPERATIONS AND MAINTENANCE FOR THE SYSTEM.

THE ECONOMICS LOOK LIKE THIS.

AGAIN WE ARE OFFSETTING NOW WITH THE LARGER PROJECT WE ARE AT 85 PERCENT OF YOUR TOTAL CONSUMPTION FROM SCE COMING FROM GREEN ELECTRONS ON SITE.

BASED ON YOUR CURRENT SCE RATES WE BASE THAT WE CAN SAVE OVER $100,000 ON YOUR ENERGY BILL AND ACROSS 20 YEARS UPWARDS OF $16 MILLION.

THE DEVIL IS IN THE DETAILS WITH A 20 YEAR SAVINGS NUMBER OBVIOUSLY BECAUSE WE DON'T KNOW EXACTLY WHAT SCE RATE WILL BE.

ENERGY AND DEMAND CHARGES WE HAVE 2.7 PERCENT FOR ENERGY ESCALATION AND FIVE PERCENT DEMAND WHICH ARE VERY CONSERVATIVE AND REFLECTIVE OF HISTORICAL AVERAGES.

IN THE LAST THREE YEARS WE'VE SEEN MUCH HIGHER PERCENTAGES THAN 2.7 ENERGY AND I PERCENT DEMAND.

IN 20 YEARS HOPEFULLY I CAN COME BACK AND SAY IT'S BEEN A LOT MORE THAN $16.7 MILLION.

THE PROJECT LOOKS LIKE THIS AGAIN.

COMPRISED OF LOT 10 TO THE SOUTH.

IT IS IMPORTANT TO NOTE THAT WE HAVE THIS AREA FOR MOTORCYCLE DRIVE AISLES.

THAT IS A GAP AND THEN OVER HERE WE ARE OVERHANGING OUR EXISTING ELECTRIC VEHICLE CHARGING STATIONS AND THEN IN LOT 1 WE ARE COMPLETELY COVERED.

PRETTY MUCH EVERYTHING TO THE EAST.

AND WITH THAT, THE NEXT STEPS REALLY ARE GETTING THE BOARD APPROVAL HERE, THE CONTRACT EXECUTION AND THEN WE WILL GET GOING WITH THE PROJECT KICKOFF SHOULD THAT APPROVAL COME.

WE ARE REALLY EXCITED ABOUT THE PROJECT.

IT SOUNDS LIKE THE COMMUNITY IS AS WELL AND I WANTED TO PROVIDE AN OPPORTUNITY FOR ANY QUESTIONS THAT THE BOARD MAY HAVE AT THIS TIME.

>> TRUSTEE: IF I MAY MR. PRESIDENT.[BLEEP] DEE.

>> BOARD PRESIDENT: YES, TRUSTEE LEWIS?

>> SPEAKER: WHAT ARE THE TIME LIMITS THAT SCE WILL PUT IN FOR CERRITOS COLLEGE IN GENERAL AND THE SAVINGS IN THE SOLAR PROJECT?

>> SPEAKER: THAT IS A GOOD QUESTION, TRUSTEE LEWIS.

THE DISTRICT IS ON A TIME OF USE RATE AND THAT WAS CHANGED AS OF 2017.

WHAT I BELIEVE YOU ARE REFERRING TO IS THE NET EARNING RULE AND THAT IS THE WAY THAT YOUR EXCESS GENERATION AT SOME POINT, SAY DURING THE SUMMER WHEN KIDS ARE NOT IN SEATS AND THE COLLEGE IS NOT ABOUT WILL FORCE, YOU WILL SEND FROM THE SOLAR PROJECTS ELECTRONS BACK TO SCE CURRENTLY AT THE FULL RETAIL RATE -2 PENNIES.

IT IS A VERY GOOD DEAL.

THAT IS CHANGING.

IT IS BECOMING NET ENERGY METERING FROM 2.0 TO 3.0.

AND IF I'M SUMMARIZING YOUR QUESTION CORRECTLY, TRUSTEE LEWIS, FORTUNATELY THE DISTRICT HAS SECURED 20 YEARS OF THE EXISTING NET ENERGY RATE FOR ITS SOLAR PROJECT WHICH MATCHES THE PPA TERM WHICH IS ALSO 20 YEARS SO, THERE'S NO RISK THERE WHERE WHO KNOWS AND 20 YEARS WHAT WILL HAPPEN WITH EXPORTED SOLAR GENERATION.

YOU MIGHT ACTUALLY HAVE TO PAY FOR IT.

SO, IN THIS SCENARIO THE DISTRICT IS NOT EXPOSED TO IT OR DOES THAT ANSWER YOUR QUESTION?

>> TRUSTEE: GENERALLY.

THAT'S CRITICAL CROSSING IN 20 YEARS OR SO,.

>> SPEAKER: IMPORTANT TO REMEMBER, TRUSTEE LEWIS, AT THE END OF THE CONTRACT TERM, FOREFRONT POWER, IF THE DISTRICT WOULD LIKE WE CAN REMOVE THE PROJECT AND RESTORE TO PREVIOUS CONDITIONS.

[00:55:03]

>> TRUSTEE: THANK YOU.

>> TRUSTEE: I HAVE TWO QUESTIONS.

WHAT IS FOREFRONT'S CAPITAL INVESTMENT TO BUILD THIS? TO PAY FOR IT UPFRONT? AND YOU MENTIONED AFTER 20 YEARS THEN THE DISTRICT HAS A CHOICE TO EITHER PURCHASE IT OR A COUPLE OF OTHER OPTIONS.

WHAT DO COLLEGE DISTRICTS USUALLY DO AFTER 20 YEARS?

>> SPEAKER: THE TOTAL CAPITAL OUTLAY IS TENS OF MILLIONS OF DOLLARS.

I CAN FOLLOW UP WITH THE SPECIFICS.

I DON'T KNOW OFF THE TOP OF MY HEAD, TRUSTEE PEREZ.

THE SECOND PART OF YOUR QUESTION PERTAINS TO THE END OF THE CONTRACT TERM AND JUST LIKE I EXPLAINED TO TRUSTEE LEWIS, FOREFRONT POWER CAN COME IN AND RESTORE THE PREVIOUS CONDITIONS AT NO COST OF THE DISTRICT OR A SECONDARY SCENARIO CAN PLAY OUT IN WHICH THE DISTRICT SAYS WE LIKE PPA LET'S RENEW FOR ANOTHER FIVE OR 10 YEARS.

YOU CAN KICK THE CAN AND EXTEND THE PPA IN THE EARLY DISTRICT CAN BUY THE PROJECT OUT ANY YEAR AFTER YEAR FIVE.

AFTER THAT INVESTMENT TAX CREDIT THE 26 PERCENT COUPON THAT FOREFRONT MONETIZES, AFTER THAT HAS BEEN EXTRACTED FROM THE PROJECT WE ARE LEGALLY, VIA THE IRS CAN SELL THE DISTRICT THE PROJECT.

SO, YOU CAN BUY IT AFTER YEAR FIVE STARTING IN YEAR SIX AND THAT PLAYS ALL THE WAY OUT TO YEAR 20.

SO, LET'S JUST SAY IN YEAR 10 THE DISTRICT HAS SOME BOND FUNDS THAT THEY WOULD LIKE TO UTILIZE THE SOLAR PROJECT, YOU CAN BUY THE SYSTEM OUT IN ANY YEAR AFTER YEAR FIVE.

THERE'S A TON OF OPTIONS.

VERY SPECIFIC TO EXCELLENTLY NEGOTIATE THE CONTRACT.

>> TRUSTEE: ONE THING I WOULD LIKE TO ADD TO THAT TOPIC IS IN THE GOVERNOR'S MAY REVISE, THERE IS A SIGNIFICANT INVESTMENT IN DEFERRED MAINTENANCE.

THE MOST THERE HAS EVER BEEN.

1.5 BILLION DOLLARS HAS BEEN ALLOCATED AND IF APPROVED AND SIGNED BY THE GOVERNOR THAT WOULD BE THE LARGEST AMOUNT PROVIDED TO CALIFORNIA COMMUNITY COLLEGES.

THE REASON WHY MENTION THAT IS BECAUSE THE BULK OF THAT DOLLAR IS INTENDED FOR ENERGY SAVINGS.

THIS PROJECT POTENTIALLY COULD QUALIFY UNDER THAT DUE TO THE TIMING WE ARE AT TODAY WHICH MEANS, WHEN THAT FIVE-YEAR PERIOD COMES OPEN, WE POTENTIALLY COULD USE STATE DEFERRED DOLLARS TO POTENTIALLY BUY OUT THIS ENTIRE PROJECT.

>> BOARD PRESIDENT: HAVE A QUESTION ABOUT THAT WHILE WERE AT THE TOPIC, HAS FOREFRONT POWER PROVIDED A BUYOUT CONTRACT BECAUSE I BELIEVE IT'S USUALLY RELATED TO THAT?

>> SPEAKER: THERE IS A SCHEDULE AND IT HAS BEEN NEGOTIATED WITH OUR ATTORNEY AND WITH FOREFRONT'S ATTORNEYS.

NATE, DO YOU WANT TO GO OVER WHAT THE BUYOUT SCHEDULE LOOKS LIKE?

>> SPEAKER: OF COURSE.

IN THE CONTRACT THERE IS A SPECIFIC BUYOUT VALUE.

I RAN PHILIPPE A, YOUR ATTORNEYS TO THE CALCULATION.

IT IS A SIMPLE DOLLAR PER WATT MULTIPLIED BY THE SYSTEM SIDE ARE THERE SPECIFIC VALUE DOLLARS FOR EVERY YEAR.

THERE'S ONE TABLE IT SAYS DISTRICT WANTS TO BUY THE SYSTEM OUT AND IT WANTS TO RETAIN ALL OF THE INFRASTRUCTURE.

THERE IS ONE FILE VALUE FOR THE WOMEN THERE'S A DIFFERENT BUYOUT VALUE FOR EARLY TERMINATION.

THE DISTRICT WANTS TO GET OUT OF THE 20 YEAR CONTRACT AND IT WANTS EVERYTHING REMOVED BEFORE THE END OF THE 20 YEARS.

THERE'S A SPECIFIC BUYOUT FOR THAT.

SO, THE DISTRICT WILL KNOW EXACTLY WHAT IS GOING TO PAY ON AN ANNUAL BASIS.

>> BOARD PRESIDENT: HOW MUCH IS THAT EXACT VALUE? EXCUSE ME IN YEAR 10?

>> SPEAKER: IN YEAR 10, I CAN CALCULATE THAT FOR YOU.

I RAN PHILIPPE A THROUGH THE MATH THIS WEEK I'M JUST PULLING IT UP QUICKLY.

>> BOARD PRESIDENT: TRUSTEE PEREZ DID YOU GET YOUR INFORMATION ON THE DOLLAR CAPITAL INVESTMENT?

>> SPEAKER: TRUSTEE PEREZ I'M LOOKING UP THE CONTRACT AND WE DO HAVE A PERFORMANCE

[01:00:04]

AND PAYMENT BOND NEGOTIATED BY YOUR ATTORNEY THAT COVERS THE CONSTRUCTION OF THE PROJECT AND THAT IS $17 MILLION AND SOME CHANGE.

AND THEN THE SPECIFIC BUYOUT VALUE IN YEAR 10 IF THE DISTRICT WERE TO PARDON ME, I AM ON MY CALCULATOR.

IF THE DISTRICT WERE TO RETAIN THE SYSTEM I.E. NOT REMOVE IT AND BITE IT OUT IN YEAR 10, IT WOULD BE $14.5 MILLION APPROXIMATELY.

>> BOARD PRESIDENT: OKAY.

THE OTHER QUESTION I HAD AND MAY BE VICE PRESIDENT LOPEZ THIS IS SOMETHING YOU HAVE LOOKED AT, WE LOOKED AT THE QUOTE UNQUOTE SAVINGS VALUE IN RELATIVELY REAL DOLLARS INSTEAD OF ADJUSTED TIME VALUE MONEY.

HAVE WE LOOKED AT THAT ON AN MPD BASIS?

>> SPEAKER: NOT SPECIFICALLY.

YOU KNOW, AND SO, YOU HAVE TO USE THOSE OPTIONS.

>> SPEAKER: I CAN PROVIDE THAT, PHILIPPE A, IF YOU WOULD LIKE IN REAL TIME, ONE SECOND.

IF WE ASSUME ROUGHLY A FIVE PERCENT DISCOUNT RATE BE MPV SAVINGS IS $9 MILLION.

>> BOARD PRESIDENT: 9 MILLION?

>> SPEAKER: YES.

I MILLION.

>> BOARD PRESIDENT: AND THAT'S ABOUT A 500,000 DOLLAR VALUE.

THAT IS HELPFUL.

I DID HAVE ONE OTHER QUESTION UNLESS SOMEONE ELSE HAS ONE.

IS THERE A BUYOUT VERSATILITY FOR PORTIONS OF THE PROJECT SINCE WE HAVE TWO PROJECTS PROPOSED, CURRENTLY?

>> SPEAKER: THAT'S A REALLY GOOD QUESTION.

IT IS CURRENTLY UNDER CONTRACT AS ONE CONSOLIDATED SYSTEM.

I DON'T WANT TO SPEAK OUT OF LINE BUT I THINK THERE COULD BE A POTENTIAL TO BIFURCATE SAY, POTENTIALLY BIFURCATE LOT 1 AND LOT 10 DOWN A LINE IF THAT IS SOMETHING THE DISTRICT WOULD LIKE TO INVESTIGATE.

>> BOARD PRESIDENT: I THINK THAT MIGHT BE VALUABLE AND PARTICULARLY, THE ALTERNATIVE USES FOR THOSE SITES ARE DIFFERENT FROM ONE ANOTHER.

THE WAY WE MIGHT UTILIZE THAT SPACE FOR FUTURE NEEDS AT THE COLLEGE MIGHT BE HELPFUL TO HAVE THAT FLEXIBILITY.

>> SPEAKER: ABSOLUTELY.

>> BOARD PRESIDENT: TO DO THE TWO LOTS SEPARATELY.

I DON'T KNOW IF IT PUTS A WRENCH IN THE TIMELINE.

>> SPEAKER: ARE YOU ASKING TO MAKE THAT MODIFICATION TO POTENTIALLY THE CONTRACT?

>> BOARD PRESIDENT: I SUPPOSE IT WHEN NEEDEDNEED TO BE INCLUDED IN THE CONTRACT.

RIGHT THERE.

>> SPEAKER: I WOULD SAY IF YOU WOULD LIKE TO INCLUDED UPFRONT THAT IS SOMETHING THAT WE CAN DO ALTERNATIVELY.

IF THAT TIME AND PLACE COMES THEN I THINK WITH CONFIDENCE BUT AGAIN I DON'T WANT TO SPEAK OUT OF LINE BUT I THINK THAT WE CAN BIFURCATE THE SYSTEMS.

>> BOARD PRESIDENT: IS IS SOMETHING THAT WE CAN ADD AS AN ADDENDUM?

>> SPEAKER: I THINK SO.

I THINK IT WOULD BE ACCEPTABLE.

>> TRUSTEE: I THINK I MISSED THIS PART BUT ARE WE NOT INCLUDING THE LOT 166?

>> SPEAKER: THAT'S CORRECT.

THAT'S A FLAT ONE.

ORIGINALLY WE HAD THE CORNER LOT WHERE THE CAR DEALERSHIP CURRENTLY LEASES LAND ON THAT THAT ACTUALLY GOT REMOVED AND WAS SOLELY LOT 10 AND THEN AFTER THE LAST PRESENTATION WE STARTED LOOKING ALTERNATIVELY AT OTHER LOCATIONS ON THE CAMPUS THAT MADE SENSE AND THAT'S WHEN LOT ONE WAS ADDED ON THAT SO, YES, WE CURRENTLY HAVE REMOVED THE CORNER LOT ON 166 AND STUDEBAKER OUT OF THE EQUATION.

>> TRUSTEE: THANK YOU.

>> SPEAKER: THAT LOT THERE COULD EVENTUALLY BE USED FOR ANY EXPANSION FOR THE COLLEGE IF THERE WAS A NEED DOWN THE LINE.

[01:05:14]

NOT TO COMPLICATE THINGS EVEN MORE BUT WE ALSO HAD THE SENIOR LIVING HOUSING THAT IS COMING TO A NEW TERM IN LESS THAN 10 YEARS.

AND SO, A DECISION NEEDS TO BE MADE THERE IF WE WANT TO CONTINUE THE OPERATION OR WE TAKE OWNERSHIP OF THAT FACILITY.

>> BOARD PRESIDENT: THAT'S A HELPFUL REMINDER.

A SEPARATE QUESTION BUT I SUPPOSE IF - IT WOULD BE GOOD TO KNOW IF WE HAVE A BUYOUT OPTION.

>> SPEAKER: THE ACTUAL SOLAR AGREEMENT THE BUYOUT OPTION COULD BE EXECUTED WITHIN FIVE YEARS ONCE THE PROJECT HAS STARTED OR AT LEAST ONCE IT IS IMPLEMENTED.

AND SO, AT THAT TIME, OR WE CAN CHOOSE TO PAY OUT THE PPA RATE ALL THE WAY UP TO THE EXISTING 20 YEARS AND THEN MAKE A DECISION THERE SO, LISA GIVES US FLEXIBILITY OF BUYING OUT THE PROJECT ANY TIME AFTER YEAR FIVE.

>> BOARD PRESIDENT: THE ONLY THING THAT WE ARE ABLE TO WITH THE NEEDS OF THE COLLEGE AND WHAT IT LOOKS LIKE IN THE STUDENTS CHANGE WE COULD BE MORE CREATIVE ON HOW WE USE THE CAMPUS SPACE AND WE CAN USE THE FLEXIBILITY?

>> SPEAKER: I THINK SO.

AND KNOWING THAT GIVING THE FLEXIBILITY OF THE CORNER LOT AND GIVING FUTURE EXPANSIONS AND KNOWING WITHIN LESS THAN 10 YEARS WE HAVE A POTENTIALLY LARGE FIVE ACRES OF THE SENIOR LIVING HOUSING PROJECT OR FACILITY, THAT COULD POTENTIALLY BE DETERMINED FOR A DIFFERENT PURPOSE IF THAT NEED EVER ARISES ON THAT? IT PROVIDES A LOT OF FLEXIBILITY FOR US TO GROW OR EXPAND IF THERE IS A NEED WITHOUT JEOPARDIZING THE INVESTMENT BEING MADE IN THE SOLAR PROJECT.

>> BOARD PRESIDENT: THAT SOUNDS GREAT AND I DON'T THINK WE NEED TO KEEP GOING ON ABOUT IT THAT IS GREAT, I APPRECIATE THE FLEXIBILITY.

ANY OTHER QUESTIONS RELATED TO THE PRESENTATION WHILE WE HAVE MR. NATE SMITH-IDE?

>> SPEAKER: THANK YOU TRUSTEES.

>> BOARD PRESIDENT: THANK YOU.

ALL RIGHT, WITH THAT WE WILL MOVE TO ITEM 2.04 PRESENTATION ON COVID-19

[2.04 Institutional Presentation: COVID-19 Campus Safety Protocols Update]

CAMPUS SAFETY PROTOCOLS.

DR. FIERRO? B2 THANK YOU, BOARD PRESIDENT BIRKEY.

WITH THIS WILL BE BRIEF.

THE FIRST PART, I THINK I HAVE REPEATED THIS IN THE LAST WEEK AT DIFFERENT MEETINGS.

BEGINNING MONDAY, MONDAY, THE FIRST DAY OF SUMMER CLASSES THE RULES ON COVID ARE CHANGING.

THE FIRST ONE IS THE MASKS BECOME OPTIONAL BEGINNING MONDAY.

OBVIOUSLY YOU WILL START SEEING PEOPLE AROUND CAMPUS WEARING A MASK OR NOT WEARING A MASK SO, PLEASE KNOW THAT IT IS OPTIONAL JUST LIKE EVERYWHERE ELSE IN THE COUNTY AND OBVIOUSLY I ASK YOU TO RESPECT THE CHOICE OF THE INDIVIDUAL WHETHER THEY ARE WEARING OR NOT WEARING A MASK.

THIS WILL REMAIN IN PLACE FOR THE DURATION OF THE SUMMER SEMESTER MOVING FORWARD AS LONG AS OBVIOUSLY THE PUBLIC HEALTH CONDITIONS CONTINUE TO BE FAVORABLE.

NEXT, THE SECOND IS, THE EMPLOYEE GROUPS WILL BEGIN WORKING 75 PERCENT OUT OF THE FOUR DAYS THAT WE WILL BE PHYSICALLY OPEN ON CAMPUS.

SO, THE CAMPUS DURING THE SUMMER MONDAY THROUGH THURSDAY AND MONDAY THROUGH THURSDAY WE WILL HAVE THREE DAYS OF ON-CAMPUS PRESENCE.

TWO DAYS THAT WE WILL BE WORKING FROM HOME.

THE CAMPUS WILL BE OPERATIONAL WOULD BE MONDAY THROUGH FRIDAY AS IT IS

[01:10:04]

TODAY AND THE EMPLOYEES WOULD COME ONCE A WEEK TO FACE TO FACE SERVICES.

IN THE OFFICES WOULD BE OPEN MONDAY THROUGH THURSDAY PHYSICALLY AND MONDAY THROUGH FRIDAY VIRTUALLY.

THE DIFFERENT OFFICES HAVE SUBMITTED A SCHEDULE AND THE OFFICE IS ALWAYS OPEN WITH AN INVITATION.

THIS IS PART OF OUR FAITH IN RETURN TO CAMPUS PLAN.

FOR THE FALL SEMESTER AS LONG AS THE PUBLIC HEALTH CONTINUES TO BE FAVORABLE MASS WILL BE OPTIONAL AND WE WILL BE COME FIVE DAYS A WEEK ON CAMPUS 100 PERCENT OF THE TIME.

UNLESS YOU HAVE DECEPTIONS.

AND AS YOU WORK ON THIS WE UNDERSTAND THE PREFERENCE OF STUDENTS AND SERVICES AND WE WILL OPERATE SOMEWHAT TO THE ENVIRONMENT ACCOMMODATIONS FOR STUDENT DEMAND.

FOR THE FACULTY THIS IS A BIT DIFFERENT BECAUSE WE WILL BE BASED ON STUDENT DEMAND AND ENROLLMENT AND ROUGHLY 60 PERCENT OF OUR CLASSES ON CAMPUS AND 40 PERCENT OF OUR CLASSES ON LINE WITH THE MIXED METHODOLOGY.

WE ARE WORKING TO GET THOSE NUMBERS IN THE FALL SEMESTER AND CONTINUING TO SEE AND WE WILL MOVE THE STUDENTS TO THE ONLINE ENVIRONMENT.

THOSE CLASSES ARE FILLING FASTER THAN FACE-TO-FACE CLASSES.

RIGHT NOW WE HAVE 321 FACE-TO-FACE CLASSES SCHEDULED AND WE HAVE 45 HYBRID CLASSES SCHEDULED.

WHICH IS ROUGHLY 6040 WHICH WE HAVE BEEN OPERATING WITH.

THIS IS BASED ON STUDENT PREFERENCE AS WE CONTINUE TO MONITOR AND MANAGE THE ENROLLMENT.

ALSO THE STUDYING TOMORROW AND EFFECTIVE ABOUT A WEEK AGO MORE SO, ON MONDAY, SORRY, THE BP 2905 THAT WE WORK ON MODIFYING LAST BOARD MEETING LIFTS THE REQUIREMENT FOR VENDORS TO SHOW APPROVAL VACCINATION AND TESTING AND MAINTAIN THE REQUIREMENT FOR EMPLOYEES.

THERE WAS A VALID QUESTION ON STUDENTS THAT WERE REGISTERED, THAT HAD APPLIED TO THE DISTRICT BUT THEY WERE NOT THERE REGISTERED ON WHERE OR NOT THEY NEEDED TO SHOW APPROVAL OF VACCINATION OR THE STUDENTS COULD CONDUCT THE STATES THAT THE STUDENTS OR THE INDIVIDUALS BECOME A STUDENT AT CERRITOS COLLEGE ONCE THEIR APPLICATION HAS BEEN APPROVED.

WHEN THEY COME TO CAMPUS FOR SERVICES THEY HAVE ALREADY APPLIED WHICH MEANS THEY STILL HAVE TO FOLLOW CAMPUS PROTOCOLS.

WE ARE CONTINUING TO OPERATE THE KIOSK THE CHECK-IN KIOSK THROUGH SUMMER AND FALL SEMESTER AND THAT'S THE PLAN.

WE ARE CONTINUING TO USE THE LOGIC OF WHAT IS ALREADY CHANGED.

WE HAVE A LITTLE BIT OF A HICCUP WITH THE PROGRAMMING AND THAT WAS SOLVED ALREADY AND IT SEEMS TO BE WORKING PROPERLY.

IT RELATES TO THE PUBLIC HEALTH CONDITIONS IN THE COUNTY AND IT REMAINS LIGHTLY OVER TWO PERCENT AND THE CASES ARE WAITING BETWEEN THE LOW 2000S IN THE LOW THREE THOUSANDTHS AT THE HIGHEST POINT.

LAST WEEK.

THE HOSPITALIZATIONS REMAIN STABLE AND MY UNDERSTANDING IS THAT THE PUBLIC HEALTH DEPARTMENT IS NOT NECESSARILY MONITORING, THEY ARE MONITORING POSITIVITY RATES AND A NUMBER OF CASES, BUT, MAKING THE DECISIONS MORE DRASTIC DECISIONS BASED

[01:15:08]

ON HOSPITALIZATIONS.

AT THIS POINT, IT CONTINUES TO BE CONSTANT AND LOW ACCORDING TO THEIR REPORTS.

THERE ARE EXPECTATIONS OF A POTENTIAL SURGE COMING UP WHETHER IT'S THE SUMMER OR THE FALL.

WE SIMPLY HAVE TO MONITOR THE PUBLIC HEALTH CONDITIONS TO DETERMINE WHETHER OR NOT ANY CHANGES NEED TO BE MADE.

OR, IF THE PUBLIC HEALTH DEPARTMENT MADE ANY CHANGES.

OTHER THAN THAT, THE RETURN TO CAMPUS FOR THE SUMMER SEMESTER HAS ALREADY BEEN RELEASED AND POSTED AND WE WILL BE UPDATING THE FALL WITH WHAT I JUST MENTIONED IS SIMPLY A CONTINUATION OF THE OPTIONAL MASK AND IN A COUPLE OF WEEKS WE WILL SEND THE FIRST EMAIL REMINDING EVERYONE ABOUT THE FALL SEMESTER AND THEN WE WILL SEND A FEW FOLLOW-UPS AND AGAIN WITH THE CAVEAT THAT THE SUPPLY IS THERE AS LONG AS THE PUBLIC HEALTH CONDITIONS CONTINUE TO BE FAVORABLE.

I WOULD BE HAPPY TO ANSWER ANY QUESTIONS.

>> BOARD PRESIDENT: THANK YOU DR. FIERRO.

ANY QUESTIONS? ONE CLARIFYING AN IMPORTANT THING THAT I WANT TO STATE ABOUT THIS IS OUR COMMENCEMENT WILL HAPPEN OUTDOORS SO, NO MASKS WILL BE REQUIRED.

IS THAT CORRECT?

>> TRUSTEE: THAT IS 100 PERCENT ACCURATE.

MANAGEMENT ACTIVITIES WILL TAKE PLACE OUTDOORS AND NO MASS REQUIREMENT FOR OUTDOORS.

WE ARE KEEPING THE EVENT UNDER 10,000 ATTENDANCE THAT IS REQUIRED BY THE COUNTY.

>> BOARD PRESIDENT: IS SOMEONE COUNTING TO MAKE SURE?

>> TRUSTEE: YES, WE ARE GIVING TICKETS, ACTUALLY LACK.

>> BOARD PRESIDENT: EXCELLENT.

I'M LOOKING FORWARD TO THAT.

>>> SPEAKING OF THINGS TO LOOK FORWARD TO, IT'S WITH GREAT DISAPPOINTMENT THAT WE HAVE TO COME TO THE END OF THIS YEAR.

YES, TRUSTEE PACHECO?

>> TRUSTEE: DON'T WE HAVE TO VOTE AGAIN? ARE WE STILL ON LIKE, ZOOM? WHERE IS REQUIRED?

>> BOARD PRESIDENT: WE DO HAVE AN AGENDA ITEM FOR THAT LATER ON.

>> TRUSTEE: ALL RIGHT.

>> BOARD PRESIDENT: THIS IS JUST THE APPETIZER, OF COURSE.

YES.

STUDENT TRUSTEE RAMOS.

WE NOW MOVE TO OUR RECOGNITION OF YOUR TIME HERE.

[2.05 Institutional Presentation: Recognition of Jeremy Ramos, Student Trustee]

SO, IT IS A GRAVE DISAPPOINTMENT TO HAVE TO PASS THE TORCH BUT IT SEEMS TO HAPPEN EVERY YEAR.

SO, HERE WE ARE.

DR. FIERRO? THANK YOU, TRUSTEE BERKEY.

IT IS BITTERSWEET BUT IT HAPPENS UNFORTUNATELY EVERY YEAR AND THIS YEAR IT HAPPENS TWICE.

SO, NOW, WE HAVE THE OPPORTUNITIES TO SAY, ENQUEUE TO OUR STUDENT TRUSTEE.

JEREMY HAS BEEN WITH US FOR TWO MONTHS, RIGHT AND IN THESE TWO MONTHS WE HAVE HAD THE OPPORTUNITY TO GET TO KNOW YOU AND LISTEN TO YOUR CONTRIBUTIONS SHARE SOME LAUGHS AND OBVIOUSLY THE SAME SPACE DURING THESE MEETINGS.

WE APPRECIATE YOUR PROFESSIONALISM YOUR COMMITMENT AND YOU ARE ALWAYS EARLY.

I HAVE TO SAY THAT YOU DID A FANTASTIC JOB GIVEN THE ACC AWARD CEREMONY.

YOU ARE VERY WELL PREPARED AND THE ENTIRE PART WAS EXCELLENT.

JUST LIKE YOU WERE GIVEN THE AWARD CEREMONY THAT'S WHAT YOU HAVE DONE HERE IS A LOT OF PREPARATION AND THANK YOU FOR YOUR SERVICE.

JEREMY, WE HOPE THAT YOUR NEXT STEP I KNOW YOU ARE ALREADY A TRANSFER STUDENT AND DOING WELL.

I HOPE WE WILL SEE YOU SOON GRADUATING WITH YOUR DEGREE AND MOVING ON TO YOUR NEXT

[01:20:06]

STEP WITH YOUR PROFESSIONAL CAREER.

CONGRATULATIONS.

[APPLAUSE] I WOULD LIKE TO PRESENT YOU WITH A COUPLE OF THINGS THOUGH IF YOU WILL JOIN ME HERE OBVIOUSLY OUR TRUSTEES WOULD LIKE A PICTURE.

I WANT TO PRESENT THIS CERTIFICATE, JEREMY, FOR YOUR TIME AS A CERRITOS COLLEGE TRUSTEE AND I WANT TO PRESENT YOU WITH THIS PEN.

THANK YOU, WOULD YOU LIKE TO SAY ANYTHING?

>> SPEAKER: TO MY BOARD OF TRUSTEES.

OH MY GOODNESS.

I WISH I COULD'VE BEEN HERE LONGER BUT IT IS TIME FOR ME TO MOVE ON.

DOING THIS POSITION FOR ONLY THREE MONTHS WAS A QUESTION FOR ME.

I AM A TRANSFER STUDENT AND I'M ALSO ATTENDING CERRITOS COLLEGE AND CAL STATE UNIVERSITY LONG BEACH.

THE SHARKS.

I DEFINITELY LEARNED A LOT IN THIS POSITION THE AMOUNT OF INFORMATION AND REPORTS AND WHAT WE GET TO LEARN ABOUT DURING THIS TIME.

I AM TECHNICALLY A TRANSFER STUDENT WHICH MEANS I COULD HAVE LEFT BUT I DECIDED TO COME BACK FOR ONE MORE YEAR BECAUSE I HAD TWO MORE CLASSES TO GET MY ASSOCIATES DEGREE AND I DECIDED WHY NOT COME BACK FOR ONE MORE YEAR AND I'M GLAD I CAME BACK.

ONCE I HEARD THE SPECIAL OPPORTUNITY TO RUN FOR THIS POSITION I DECIDED, WHY NOT DO IT AND SURPRISINGLY, I GOT THE VOTES TO COME IN WHICH I WANT TO THANK ALL THE STUDENTS WHO VOTED FOR ME TO TAKE THIS POSITION FOR A SHORT-TERM AND I ALSO WANT TO THINK MY PARENTS FOR TAKING THIS DECISION LIGHTLY BECAUSE I DIDN'T TELL MY PARENTS THE FACT THAT I DIDN'T NOT COME TO CERRITOS COLLEGE FOR SIX OR SEVEN MONTHS.

I'VE BEEN HIDING THE SECRET FROM THEM AND I HAD TO TELL THEM THAT I WANTED THIS POSITION AND THEY TOOK IT LIGHTLY.

I'M GLAD THAT THEY WERE ABLE TO COME IN.

I WANT TO SAY AS MY ROLE OF STUDENT TRUSTEE WON'T BE AN END.

I DID GET SELECTED AT CAL STATE LONG BEACH AS A STUDENT TRUSTEE AT LARGE.

MY WORK WILL CONTINUE AND I WILL SERVE ON THE CAL STATE LONG BEACH CAMPUS.

THIS WON'T BE THE END AS A STUDENT TRUSTEE.

I WILL CONTINUE TO WORK AT MY POSITION OVER THERE AT CAL STATE LONG BEACH.

THANK YOU TO THE TRUSTEES.

I WISH YOU ALL THE BEST.

[APPLAUSE].

CONGRATULATIONS!

>> BOARD PRESIDENT: LET'S SEE IF OUR STUDENT TRUSTEE RAMOS WILL DO ANYTHING.

ALL RIGHT, ENQUEUE AGAIN SO, MUCH.

ALL RIGHT.

WITH THAT, WE MOVED TO OUR CONSENT ITEMS.

[3. Consent Items]

DO WE HAVE A MOTION REGARDING OUR CONSENT CALENDAR?

>> TRUSTEE: I WOULD LIKE TO PULL ITEM 3 POINT 3.33 AND MOVE IT TO THE CALENDAR.

>> BOARD PRESIDENT: ALL RIGHT DO WE HAVE A SECOND?

[01:25:01]

>> TRUSTEE: SECOND.

>> BOARD PRESIDENT: WE STILL NEED TO DO A ROLL CALL VOTE BECAUSE WE HAVE TRUSTEE DR. SALAZAR.

TRUSTEE RAMOS? TRUSTEE AVALOS IS ABSENT, BOARD PRESIDENT BIRKEY, TRUSTEE LEWIS, VP DR. SHIN LIU, TRUSTEE PACHECO, TRUSTEE PEREZ AND TRUSTEE DR. SALAZAR.

THE MOTION PASSES.

>> BOARD PRESIDENT: ALL RIGHT.

LET'S MOVE TO THAT ITEM.

[3.03 Faculty Stipend for Facilitation of a Juneteenth Event]

3.03 FACULTY STIPEND FOR FACILITATION OF A JUNETEENTH EVENT.

>> TRUSTEE: NO, IT IS 3.33.

>> BOARD PRESIDENT: 3.33.

THANK YOU.

A CONSIDERATION OF APPROVAL OF THE DISTRICT EQUAL EMPLOYMENT OPPORTUNITY FUND MULTIPLE METHOD ALLOCATION MODEL CERTIFICATION FORM FISCAL YEAR 2021 THROUGH 2022.

>> TRUSTEE: YES, THANK YOU VERY MUCH.

I WANTED TO PULL THIS ITEM BECAUSE I THINK THIS IS A REALLY IMPORTANT DOCUMENT THAT COLLEGES ACROSS THE STATE COMPLETE AND SUBMIT EACH YEAR TO THE CHANCELLOR'S OFFICE WHICH REALLY FOCUSES ON WHAT WE DO SPECIFICALLY AT THE COLLEGE TO ADDRESS DIVERSITY, EQUITY AND INCLUSION.

I KNOW WE DON'T HAVE A VP THAT COVERS THE AREA BUT I THOUGHT THAT MAYBE DR. FIERRO OR YOUR STAFF COULD DO A QUICK PRESENTATION ABOUT IT HIGHLIGHTING THE NINE METHODS AND WHAT WE ARE DOING HERE.

I THINK IT IS REALLY IMPORTANT AS WE ARE GETTING INTO BUDGET DISCUSSIONS THAT WE REALLY ACTION THAT.

>> BOARD PRESIDENT: DO NEED THE DOCUMENT?

>> TRUSTEE: I PRINTED IT.

>> BOARD PRESIDENT: THANK YOU, TRUSTEE PEREZ.

>> TRUSTEE: THANK YOU TRUSTEE PEREZ AND THANK YOU FOR PRINTING IT.

I GUESS TECHNOLOGY IS NOT BEING VERY FAVORABLE FOR ME THIS EVENING.

AND SO, WE CONTINUE TO WORK IN THE MULTIPLE METHOD.

THIS IS THE FIRST OF THE TWO REPORTS THAT YOU WILL SEE.

THERE'S ONE REPORT COMING UP AND I BELIEVE IT IS IN AUGUST WHICH WILL ACTUALLY SHOW YOU CURRENT DATA OF OUR POOLS OR OUR BREAKDOWNS AND HOW WE HAVE BEEN MANAGING THE DIFFERENT PROJECTS.

SO, WE HAVE NINE POINTS AS TRUSTEE PEREZ MENTIONED BEFORE.

WHEN WE SUBMIT IT FOR THE PLAN, WE WERE ONE OF THE FIRST COMMUNITY COLLEGE IS TO HAVE IT READY AND ALIGNED WITH THE VISION FOR SUCCESS FROM THE CHANCELLOR COLLEGE.

WE HAVE, OBVIOUSLY DONE A REVIEW OF THE BOARD POLICIES, ADOPTED RESOLUTIONS AND WE DO NOT HAVE INCENTIVES YET ON HOW TO HIRE THE DISCIPLINES, HOWEVER, WE HAVE HAD SOME CONVERSATIONS ABOUT THAT.

LET ME SEE HOW I CAN REPHRASE THIS.

THE DIFFICULT PART IT IS THE DEFINITION OF HOW TO HIRE AND TO, WHERE WE ARE LOCATED.

SO, GOING THROUGH THE HIRING PROCESS SEVERAL TIMES WITHIN THE LAST COUPLE OF WEEKS AND THE ONES THAT ARE COMING IN THE NEXT COUPLE OF WEEKS AS WE HAVE MULTIPLE EDITIONS OPEN.

LIVING IN A DENSELY POPULATED URBAN AREA WITH ACCESS TO HIGHER EDUCATION MAKES IT A LITTLE EASIER FOR US TO RECRUIT AND HAVE SUBSTANTIAL POOLS.

HOWEVER, WE ARE KEEPING TRACK OF A FEW OF THE AREAS IN WHICH THE APPLICANT POOL SEEMS TO BE LOWER, WELL COMPARED TO THE APPLICANT POOL IN THE OTHER AREAS IN OTHER DISCIPLINES.

FOR INSTANCE, THERE ARE SEVERAL DISCIPLINES THAT WE HAVE HAD TO HAVE A SYSTEM

[01:30:04]

AUTOMATICALLY CLOSE THE SEARCH AFTER 250 APPLICANTS AND WE HAVE SEVERAL OF THOSE THAT ACTUALLY CLOSED AND WE DETERMINED THAT IT WAS NOT AN EQUITABLE PRACTICE SO, WE DECIDED TO REMOVE THAT TO CONTINUE WITH THE APPLICATION PROCESS AND THE APPLICANTS WERE NOTIFIED AND SO, ON SO, THEY COULD CONTINUE TO DO THAT.

WE ARE KEEPING TRACK OF THOSE THAT ARE SEEM TO BE ABNORMALITIES THAT ARE NOT NECESSARILY PULLING THE NUMBER OF APPLICANTS THAT WILL BE HIRED.

WE CONTINUE TO DO WORK ON TRAINING BIASES AND LAUREN HAS BEEN DOING SOME RESEARCH AS TO SECURING TRAINING FOR OUR EO ADVISORY COMMITTEE TO BEGIN WORKING ON RESHAPING AND ADVISING THE DISTRICT AND THE BOARD ON POLICIES AND PROCEDURES THAT ARE ALIGNED WITH EQUITABLE PRACTICES.

SO, BEFORE WE MOVE INTO THAT STEP, WE ARE GOING TO SECURE A TRAINING FOR THAT TO HAPPEN.

ON HIRING, WE HAVE MADE SIGNIFICANT CHANGES PARTICULARLY AT THE LEVEL OF QUESTIONS THAT ARE BEING ASKED.

THEY DIRECTLY ADDRESS DIVERSITY, EQUITY AND INCLUSION AND NOT ONLY WITH THE COMMUNITY BUT OUR STUDENT BODY.

AND, WE HAVE MADE SIGNIFICANT PROGRESS ON ITEMS SEVEN THROUGH NINE BUT HOWEVER, THAT PROGRESS IS NOT STATIC.

IT IS SOMETHING THAT WE HAVE TO CONTINUE TO DO AS WE MOVE FORWARD BECAUSE WORKING IN DIVERSITY, EQUITY AND INCLUSION IS NOT A JOB THAT WE FINISH WITH A TRAINING OR WITH A CHECK MARK.

IT IS WORK.

IT IS A WORK THAT WE HAVE TO CONTINUOUSLY DO IN ORDER TO REMIND OURSELVES THAT THERE ARE VERY SPECIFIC PRACTICES THAT MAKE EVERYONE OBVIOUSLY FEEL INCLUDED ON CAMPUS AND PROVIDE EVERYONE WITH WHAT THEY NEED AND BUILDS A CULTURE IN WHICH OBVIOUSLY DIVERSITY, EQUITY AND INCLUSION IS PRIORITIZED.

SOMETHING THAT WOULD LIKE TO POINT OUT HERE IS ON MULTIPLE METHOD NUMBER 4.

WE CONTINUE TO EXPAND THE AREA OF ADVERTISEMENT FOR OUR POSITIONS.

AND I HAVE TO SAY THAT THE EFFORTS ON EXPANDING THE AREAS OF ADVERTISEMENT FOR OUR POSITIONS IS PAYING HUGE DIVIDENDS.

IN ADDITION, THE WORK THAT HAS BEEN DONE AT THE COMMITTEE LEVEL FOR THE SELECTION IS PAYING GREAT DIVIDENDS BECAUSE THERE'S A BIG EMPHASIS ON MINIMIZING BIASES AND GIVING A FAIR OPPORTUNITY AND REVIEW TO ALL CANDIDATE REGARDLESS OF GENDER OR ETHNICITY AND THAT IS REFLECTED BY THE FINALISTS THAT I HAVE SEEN AND OBVIOUSLY SOME OF THE RECOMMENDATIONS THAT HAVE ALREADY BEEN MADE.

I WANT TO BRING THE ATTENTION TO METHOD NUMBER 4.

IF YOU HAVE ANY ADDITIONAL QUESTIONS I WOULD BE HAPPY TO ANSWER THEM BUT THIS IS THE FIRST OF TWO REPORTS.

THE SECOND ONE WILL BE AN ACTUAL PRESENTATION WITH THE STATISTICS ABOUT CAMPUS AND THE STATISTICS ABOUT RECRUITMENT OR HIRES.

>> TRUSTEE: THANK YOU DR. FIERRO.

I APPRECIATE YOUR PRESENTATION AND I HAVE COMMENTS ON TWO OF THE METHODS THAT I WOULD LIKE TO SEE WHEN THE DISTRICT COMES BACK WITH THE UPDATE AND THE DATA IF WE COULD GO INTO THESE IN MORE DETAIL.

THE FIRST ONE IS METHOD NUMBER 5 WHICH WENT OVER BRIEFLY.

THE PROCEDURES FOR ADDRESSING DIVERSITY THROUGHOUT THE HIRING STEPS AND LEVELS.

AGAIN, WE BEEN WORKING ON THIS AT THE STATEWIDE LEVEL FOR ALMOST 2 YEARS NOW AND ACRO THE STATEWIDE HUMAN RESOURCES ORGANIZATION THAT REPRESENTS COMMUNITY COLLEGE

[01:35:02]

IN THIS FIELD HAS SPECIFIC RECOMMENDATIONS ON WHAT TO DO TO ADDRESS DIVERSITY AT HIRING AND I WOULD LIKE TO SEE ABOUT HAVING OUR OFFICES TAKE A LOOK AT THOSE RECOMMENDATIONS AND SEE WHAT WOULD WORK HERE AT CERRITOS COLLEGE BECAUSE THERE WERE SOME VERY SPECIFIC AND ACTION ORIENTED THINGS THAT I WOULD LIKE FOR US TO CONSIDER THAT WOULD HOPEFULLY ADDRESS SOME OF THE DIVERSITY AND CHALLENGES THAT WE ARE FACING THROUGHOUT THE STATE.

THAT WAS THE FIRST ISSUE.

THE SECOND ISSUE IS VERY, VERY TIMELY AND THAT IS METHOD NUMBER EIGHT.

DOES THE DISTRICT MEET METHOD NUMBER 8.

DIVERSITY IN CORPORATE INTO CRITERIA FOR EMPLOYEE EVALUATION AND TENURE REVIEW.

I DON'T KNOW IF YOU ARE FAMILIAR BUT THE CHANCELLOR'S OFFICE HAS TWO BIG PROPOSED REGULATIONS THAT THE BOARD WILL BE DISCUSSING AT THEIR MONDAY MEETING AND ONE OF THEM A REGULATIONS THAT WOULD REQUIRE DISTRICTS TO INCORPORATES DIVERSITY INTO EMPLOYEE EVALUATIONS AND TENURE REVIEW.

THOUGH, WE REALLY NEED TO GET THE INPUT FROM OUR FACULTY KID THIS IS AGAIN WITHIN THE ACADEMIC SENTENCE REVIEW AND FROM ALL THE PRESENTATIONS I HAVE BEEN ATTENDING SPECIFICALLY FOR THEM TO WEIGH IN ON AND UNDERSTAND AND TO FIGURE OUT ONCE IT GETS PAST AND I'VE HEARD IT FROM EVERYBODY IS GOING TO PASS ON MONDAY.

IT IS GOING TO BE IMPLEMENTED AND WERE GOING TO HAVE TO COME UP WITH OUR OWN PLAN FOR THIS.

AGAIN, IT IS THE REGULATION, IT IS TITLE V.

I THINK I WROTE IT DOWN IN THE NOTE THAT I HAD GIVEN DR. FIERRO.

WHAT IS IT CALLED? EMPLOYEE EVALUATION AND TENURE.

AGAIN, I WOULD ASK FOR OUR FACULTY LEADERSHIP TO PLEASE TAKE A LOOK AT THIS BECAUSE AGAIN, THIS IS COMING UP.

ONE OF THE THINGS THAT I WANTED US TO HIGHLIGHT IS THAT IT TENSIONS IN THIS SECTION, ADVANCING DIVERSITY EQUITY AND INCLUSION AND THE EVALUATION OF TENURE REVIEW PROCESSES.

THE DISTRICT GOVERNING BOARD SHALL ADOPT A PROCESS FOR EMPLOYEE PERFORMANCE INCLUDING TENURE REVIEWS THAT REQUIRE DEMONSTRATED OR PROGRESS TOWARDS EFFICIENCY AND DIA COMPETENCIES.

THE VALUATION OF DISTRICT EMPLOYEES MUST INCLUDE CONSIDERATION OF AN EMPLOYEE DEMONSTRATED OR PROGRESS TOWARDS PROFICIENCY AND DIVERSITY EQUITY INCLUSION AND ACCESSIBILITY RELATED COMPETENCIES THAT ENABLE THE WORK WITH DIVERSE COMMUNITIES.

AND THEN IT HAS A WHOLE BUNCH OF OTHER THINGS THAT WE AS DISTRICTS ARE GOING TO HAVE TO DO TO IMPLEMENT THAT.

AGAIN, I'M HOPING THAT AT OUR NEXT MEETING WE GET SOME GUIDANCE FROM OUR FACULTY MEMBERS ON THIS BECAUSE AGAIN IT WILL HAPPEN MORE THAN LIKELY THAT WE ARE GOING TO HAVE TO REALLY DEMONSTRATE AND - THERE IS SPECIFIC ACTIONS IN THERE THAT WILL HAVE TO DO SO, IT'S TIMELY DISCUSSION.

IT SEEMS LIKE WE WILL HAVE TO BE DOING WORK ON THIS IN THE NEXT FEW MONTH.

>> TRUSTEE: ABSOLUTELY.

I WILL SAY THIS PROCESS IS IN TWO PIECES.

ONE WILL BE FACULTY CENTERED SO, WE WILL GET IN TOUCH WITH PRESIDENT FALCONE AND THE OTHER ONE WILL BE ON THE SIDE OF WORKING CONDITIONS THAT IT FALLS UNDER AND I WILL REACH OUT TO DOCTOR WANG AND GET THEIR INPUT THERE AND THERE IS A REQUEST FOR COMMENTS OR ANYTHING TO THAT MATTER THAT WE CAN BE IN ALIGNMENT.

>> TRUSTEE: THANK YOU VERY MUCH.

>> TRUSTEE: THANK YOU VERY MUCH TRUSTEE PEREZ.

>> BOARD PRESIDENT: THANK YOU VERY MUCH TRUSTEE PEREZ.

I REALLY APPRECIATE YOU ELEVATING THAT BECAUSE I DIDN'T REALIZE IT IS SO, PRESSING UPON US AT THE MOMENT.

SO, THAT IS IMPORTANT TO TAKE UNDER CONSIDERATION VERY QUICKLY.

I WILL GIVE A SECOND.

ANDREA? CAN WE GET A ROLL CALL VOTE? A SECOND FROM ME.

>> SPEAKER: TRUSTEE RAMOS, TRUSTEE AVALOS IS ABSENT, BOARD PRESIDENT BIRKEY? TRUSTEE LEWIS? VP DR. SHIN LIU? TRUSTEE PACHECO? TRUSTEE PEREZ AND TRUSTEE DR. SALAZAR.

>> BOARD PRESIDENT: THANK YOU.

[4.01 College Coordinating Committee Minutes: April 11 and April 25, 2022]

>> SPEAKER:

[5.02 Enact Provisions of AB 361 Allowing for Virtual Meetings]

ITEM 5.02 ENACT PROVISIONS OF AB 361 ALLOWING FOR VIRTUAL MEETINGS .

I WANTED TO OPEN UP, DR. FIERRO DO WE HAVE ANY COMMENTS ON THIS ITEM?

>> TRUSTEE: AGAIN, THIS IS THE ITEM THAT WE HAVE BEEN BRINGING FORWARD EVERY MONTH, ACTUALLY NO.

TO ALLOW FOR HYBRID MEETINGS AS WE HAVE TODAY IN ORDER TO CONTINUE TO MAKE THIS ACCOMMODATION WE WILL HAVE TO VOTE IN THIS PARTICULAR ITEM EVERY 30 DAYS.

IF THE BOARD CHOOSES NOT TO VOTE ON IT, THEN, THIS TYPE OF VIRTUAL MEETING FOR TRUSTEES WILL NOT BE AVAILABLE.

>> BOARD PRESIDENT: THIS IS FOR TRUSTEE ATTENDANCE.

WE CAN STILL HAVE FOLK STYLE AND?

>> TRUSTEE: YES.

YOU CAN HAVE EVERYONE ELSE BASICALLY BUT THIS PARTICULAR ITEM APPLIES TO THE BOARD OF TRUSTEES.

>> TRUSTEE: OKAY.

>> BOARD PRESIDENT: DO WE HAVE ANY FURTHER DISCUSSION FROM THE BOARD?

>> TRUSTEE: I WOULD LIKE TO SPEAK MY OPPOSITION TO THIS AS IN PRIOR MONTHS I WOULD LIKE TO MAKE SURE THAT WE DO NOT BE AUTHORIZING THIS FOR THE BOARD AGAIN.

>> BOARD PRESIDENT: ANY FURTHER COMMENTS? I TRUSTEE LEWIS.

I FEEL LIKE WE ARE AT THE POINT WHERE WE, IT MAKES PERFECT SENSE FOR US TO RESUME MEETINGS ON CAMPUS AS WE ARE IN A NEW PHASE ON CAMPUS AND I THINK WE SHOULD JOIN WITH THE REST OF THE CAMPUS COMMITTEE IN THAT RESPECT.

TRUSTEE RAMOS?

>> TRUSTEE: I HAVE TO AGREE WITH THIS AS WELL.

CONSIDERING THE FACT THAT AS STUDENTS DURING THE SUMMER NOW WE HAVE THE MASKING OPTIONAL.

I THINK IT WOULD BE A GOOD PRACTICE FOR THINKING ABOUT US COMING BACK IN PERSON.

MAYBE NOW IN THE FALL IF THE SPIKES ARE REALLY LOW NOW WE CAN OFFICIALLY HAVE THIS ALL IN PERSON.

>> BOARD PRESIDENT: I APPRECIATE THAT.

THANK YOU STUDENT TRUSTEE RAMOS.

ANYONE ELSE? OKAY.

THANK YOU.

WITH THAT BEING SAID CAN WE ENTERTAIN A MOTION?

>> TRUSTEE: I SAY THAT WE RETURN TO CAMPUS THE MOTION.

>> TRUSTEE: IF YOU TAKE NO ACTION.

>> TRUSTEE: WE DON'T NEED TO DO ANYTHING?

>> TRUSTEE: YES.

YOU ONLY HAVE TO TAKE ACTION IF YOU WANT TO REAUTHORIZE.

IF YOU DON'T I SUPPOSE YOU DON'T.

>> BOARD PRESIDENT: OR YOU CAN LET IT FAIL.

>> TRUSTEE: OR OTHERWISE MAKE A MOTION TO NOT REAUTHORIZE.

>> TRUSTEE: THAT, TOO.

YOU HAVE A FEW OPTIONS.

>> TRUSTEE: I WOULD LIKE TO PUT FOR THE MOTION TO NOT REAUTHORIZE THE REVISIONS OF THIS FOR THE FORESEEABLE FUTURE.

>> TRUSTEE: SECOND.

>> BOARD PRESIDENT: ALL RIGHT WE HAVE A MOTION AND A SECOND.

>> SPEAKER:

>> BOARD PRESIDENT: DOCTOR SALAZAR?

>> TRUSTEE: YES, SORRY.

AYE.

>> BOARD PRESIDENT: THANK YOU.

THANK YOU EVERYONE FOR THAT ONE IT IS A NICE THING TO END OUR OPEN SESSION ON.

LET MOVED TO REPORTS AND COMMENTS FROM DISTRICT OFFICIALS.

[6.01 Reports and Comments from District Officials]

WHY DON'T WE BEGIN WITH OUR STUDENT TRUSTEE RAMOS.

>> TRUSTEE: HELLO EVERYONE.

I WANTED TO CONGRATULATE ALL THE STUDENTS LEADERS WHO PARTICIPATED IN STUDENT

[01:45:02]

GOVERNMENT OR STUDENT CLUBS REPRESENTING THE STUDENTS AS IN THE COMMITTEE SO, WE THANK YOU FOR THIS SERVICE DURING THIS ACADEMIC YEAR AS WELL AS CONGRATULATIONS TO ALL THE STUDENTS WHO MIGHT BE GRADUATING THIS YEAR IN THE CLASS OF 2022 AND FOR THOSE WHO MIGHT COME BACK FROM 2020 WE HOPE TO SEE YOU THERE AS WELL.

I WANT TO THANK THE BOARD FOR HAVING ME HERE AS STUDENT TRUSTEE.

IT WAS AN HONOR AND A PRIVILEGE TO BE PART OF THE BOARD AND I DON'T KNOW IF I SAID THIS EARLIER TO MY PARENTS AS BEING RAISED AS LATINO, I AM GLAD THAT I GOT TO REPRESENT THEM VERY WELL.

I WISH YOU ALL THE LUCK I WILL MISS YOU ON THE BOARD SO, YOU SO, MUCH FOR HAVING ME.

>> BOARD PRESIDENT: YOU ARE WELCOME.

TRUSTEE PACHECO?

>> TRUSTEE: I WANT TO THANK JEREMY FOR BEING WITH US EVEN THOUGH IT WAS A SHORT TIME I ASKED HIM WHY ARE YOU LEAVING? I SAID YOU CAN'T LEAVE YET I GUESS NOT.

I ALSO WANT TO THANK OUR RETIREES AND THINK HIM FOR THEIR MANY YEARS OF SERVICE HERE AT CERRITOS COLLEGE.

AND DEFINITELY THANK YOU FOR THE DEDICATION TO OUR STUDENTS.

IT'S THROUGH FACULTY LIKE THEM THAT WE ACTUALLY SHINE AND WE ARE CONSIDERED A GREAT COLLEGE.

I ALSO WANT TO CONGRATULATE MONIQUE VALENCIA AS BEING NOMINATED FOR AN OUTSTANDING EMPLOYEE.

I WANT TO SAY THANK YOU.

>> BOARD PRESIDENT: THANK YOU, TRUSTEE PACHECO.

VP DR. SHIN LIU?

>> TRUSTEE: THANK YOU.

I WANT TO THANK ALL FOR THEIR HARD WORK.

I LOOK FORWARD TO HAVING THIS GOOD CULTURE EXCHANGE WITH TAIWANESE CULTURE EXCHANGE.

THANK YOU, THANK YOU VERY MUCH.

>> BOARD PRESIDENT: THANK YOU VP DR. SHIN LIU.

DR. FIERRO?

>> TRUSTEE: THANK YOU.

THE GRADUATION CEREMONIES THAT WE BEEN ABLE TO ATTEND OVER THE LAST FEW DAYS HAVE BEEN GREAT.

MOST HAVE TAKEN PLACE ON CAMPUS AND I CAN TELL YOU HOW GREAT IT IS BEING BACK AND CELEBRATING WITH THE STUDENTS IN THE FACULTY AND THE STAFF.

EVERY SINGLE CEREMONY HAS BEEN GREAT.

LAST NIGHT WE HAD A CELEBRATION AND JUST LIKE THE OTHER CELEBRATIONS, IT WAS ALSO VERY GOOD HOWEVER, THIS ONE WAS OUTSIDE IN FRONT OF THE CONFERENCE CENTER IN A SPACE THAT WE NEVER THOUGHT ABOUT USING IT THAT WAY.

BUT, OUR TEAM VERY CREATIVELY ORGANIZED THE CHAIRS IN A REALLY NICE FASHION OUTSIDE OF THE CONFERENCE CENTER.

THE ENTIRE CEREMONY WAS GREAT.

THE SMILES OF THE STUDENTS AND THEIR PARENTS.

IT WAS BEAUTIFUL TO SEE.

BUT THERE WAS SOMETHING THAT I REALLY LIKE.

A HUSBAND AND WIFE, THEY WERE GRADUATING AT THE SAME TIME FROM CERRITOS COLLEGE AND THEY MADE IT A FAMILY AFFAIR.

THEY BROUGHT THEIR FAMILY AND THE LITTLE KIDS TO MAKE SURE THAT THEY SAW THEM GRADUATE.

TO ME, THAT IS AN INCREDIBLE POWERFUL MOMENT.

IT SHOWS THEIR KIDS THE RELEVANCE AND IMPORTANCE OF COLLEGE AND THE COMMITMENT OF THE PARENTS, BOTH OF THEM GOING THROUGH CERRITOS COLLEGE AND GRADUATING AT THE SAME TIME AS THEY WERE RAISING THEIR KIDS.

IT WAS GREAT.

THEY ARE GOING TO BE ON THE COMMENCEMENT I BELIEVE ON FRIDAY.

SO, IF YOU SEE THEM AROUND SAY HELLO.

THEY ARE GREAT.

THE OTHER INTERESTING THING THAT I WOULD LIKE TO HIGHLIGHT IS IN 2015 WE TALKED A LOT ABOUT THE COMING A STUDENT CENTER INSTITUTION.

WE HAVE CONTINUED OUR CONVERSATIONS ABOUT THAT AND WE HAVE DONE A LOT OF WORK

[01:50:05]

TO MAKE SURE THAT WE ARE STUDENT CENTERED.

DURING THE INTERVIEWS THAT WE HAVE HAD OVER THE LAST SEVERAL WEEKS AND THERE HAVE BEEN A LOT OF THEM.

WITHOUT FAIL, EVERY SINGLE CANDIDATE AND I'M NOT TALKING ABOUT ONLY INTERNAL CANDIDATE, I'M TALKING ABOUT CANDIDATE COMING FROM THE OUTSIDE HIGHLIGHT THAT ONE OF THE REASONS THAT THEY LIKE CERRITOS COLLEGE AND ARE IMPRESSED WITH THE WORK WE DO IS THAT WE ARE INCREDIBLY STUDENT CENTERED.

SO, IT IS GETTING OUT.

IT IS BEING SEEN ACROSS OTHER INSTITUTIONS.

CERRITOS COLLEGE FOCUSES ON THE WELL-BEING OF ALL OF OUR STUDENT.

SO, IT IS REALLY GREAT TO SEE THAT REPEATED IN EVERY INTERVIEW THAT WE HAVE THAT WE HAVE BEEN KNOWN TO BE A STUDENT CENTERED CAMPUS.

AND MOVING ON TO MORE GOOD NEWS.

I WILL BE SHARING SOME INFORMATION DURING COMMENCEMENT ON FRIDAY AND SATURDAY BUT SINCE WE ARE AMONG FRIENDS AND I'M SURE IT WILL NOT GET OUT OF HERE, I'M GOING TO TELL YOU A FEW FUN FACTS.

WE HAVE SEEN AND INCREASE IN THE GREAT CERTIFICATES SINCE 2015 UNTIL TODAY, 92.4 PERCENT.

FROM 2021 TO 2022 AND INCREASE ON DEGREE AND CERTIFICATES OF 3.6 PERCENT.

FROM 2018 TO TODAY WE HAVE SEEN AN INCREASE OF 21.9 AA AND ADT'S.

THIS IS AN INCREASE PRE-PANDEMIC VERSUS POST PANDEMIC.

POST PANDEMIC WE HAVE AWARDED 21.9 MORE AAS AND ADT'S THEN WE HAD IN THE PAST.

AND, PRE-PANDEMIC TO NOW WE HAVE AWARDED SINCE 2017, PRE-PANDEMIC NUMBERS TO NOW HAVE BEEN UP 50 PERCENT ON AAS AND ADT'S.

THE TOTAL NUMBER OF STUDENTS IT COULD BE A LITTLE HIGHER THAN THIS, WE WILL BE AWARDING A DEGREE AND CERTIFICATE SATURDAY AND FRIDAY, 4805.

SO, THE WORK THAT IS BEING DONE ACROSS THE ENTIRE INSTITUTION IS MAKING A SIGNIFICANT DIFFERENCE IN THE STUDENTS, IN THE COMMUNITIES AND WE ARE KNOWN TO BE A STUDENT CENTER INSTITUTION.

I WOULD LIKE TO THANK CLASSIFIED, THE FACULTY, THE ADMINISTRATORS, THE BOARD OF TRUSTEES AND EVERY SINGLE PERSON IN OUR COMMUNITY THAT SUPPORTS CERRITOS COLLEGE BECAUSE WITHOUT THE WORK, ALL OF YOU, ALL OF US DO JOINTLY WHAT WE ARE DOING FOR OUR STUDENTS AND COMMUNITY WOULD NOT BE POSSIBLE.

THANK YOU.

>> BOARD PRESIDENT: THAT IS EXTRAORDINARY.

THANK YOU.

[APPLAUSE] HOW DO YOU FOLLOW THAT?

>> TRUSTEE: I WAS JUST THINKING THAT!

>> TRUSTEE: WELL I WENT TO A...

I WENT TO PLACES.

[LAUGHTER] I WENT TO THE HORROR OF BREWING COMPANY GRAND OPENING RIGHT HERE IN NORWALK AND YES, THERE IS EVIDENCE RIGHT THERE!

[LAUGHTER] >> TRUSTEE: THERE IT IS! IMAGINE THAT! DRAFT BEER.

I WILL BE THERE.

IT WAS REALLY GOOD TO START A PARTNERSHIP WITH A LOCAL BREWING COMPANY AND WE LOOK FORWARD TO HEAR AT CERRITOS COLLEGE POTENTIALLY IN THE FUTURE AND I WILL CONTINUE TO ADVOCATE, SINCE THE DAY I GOT ON THE BOARD IS TO HAVE A CRAFT BREWING PROGRAM AND CERTIFICATION HERE AT CERRITOS COLLEGE AND MOVE FORWARD IN THAT DIRECTION AND I LOOK FORWARD TO THE PROGRESS THAT WE WILL BE MAKING IN THIS UPCOMING YEAR ON THAT AS THE INDUSTRY CONTINUES TO GROW HERE IN THE SOUTHEAST AREA.

SORRY, A LITTLE STUFFY.

I ALSO WENT TO THE LA MIRADA PRAYER BREAKFAST A COUPLE OF WEEKS AGO IT SEEMS LIKE FOREVER SINCE WE LAST MET.

THAT WAS TWO OR THREE WEEKS AGO AND I ALWAYS LOOK FORWARD TO THOSE PRAYER

[01:55:07]

BREAKFAST.

IT'S THE FIRST ONE WE HAD IN PERSON SINCE PRIOR TO COVID AND WE ARE LOOKING FORWARD TO RESTARTING THESE TYPES OF COMMUNITY GATHERINGS IN ALL THE CITIES WE REPRESENT.

SIMILARLY, WE HAD OUR FIRST IN PERSON K-12 ROUGHEST AT CERRITOS COLLEGE HERE ON CAMPUS WHERE WE WELCOMED NOT ONLY OUR PUBLIC SCHOOL DISTRICTS FROM AROUND HERE BUT ALSO PRIVATE SCHOOL ADMINISTRATORS AND COUNSELORS AS WELL.

I THINK IT'S FUNDAMENTALLY A GREAT DIRECTION FOR OUR PARTNERSHIPS TO GO IN FOR WORKING WITH ST. JOHN BOSCO AND OTHERS A SIGNIFICANT PORTION OF THE STUDENT POPULATION THAT WE CAN LOOK FORWARD TO BEING FED FROM AS WELL.

I WOULD ALSO ENCOURAGE, IF THEY HAVE NOT BEEN INVITED, MY FORMER RIVALS BEING FROM WHITTIER CHRISTIAN, VALLEY CHRISTIAN RIVALS, WE CAN PUT IN THE PAST I SUPPOSE.

NONETHELESS, THEY ARE CERTAINLY INVITED.

AND UPCOMING NEXT WEEK ON MAY 24, IS FLEET WEEK WHICH WILL BE HOSTED AT THE BATTLESHIP IOWA IN SAN PEDRO AND I HAD THE PRIVILEGE OF MODERATING AN EDUCATION ROUNDTABLE AT 10 AM ON THE BATTLESHIP SO, CERRITOS COLLEGE IS INVITED AND ANYONE WHO WOULD LIKE TO PARTICIPATE CAN ON THE ROUNDTABLE HAD BEEN INVITED TO DO SO, AND THAT CAN BE ARRANGED.

SO, THAT'S IT FOR EVENTS BUT I WANT TO FORMALLY ANNOUNCE THAT I WILL BE HAVING A BABY GIRL.

[APPLAUSE] DUE IN SEPTEMBER.

SO, KEEP WATCH.

>> BOARD PRESIDENT: LUCKY YOU.

THAT IS AWESOME! HOW DO YOU FOLLOW THAT? TRUSTEE PEREZ?

>> TRUSTEE: I CANNOT FOLLOW THAT AT ALL.

CONGRATULATION TRUSTEE LEWIS ON THE NEWS.

WERE GOING TO MISS YOU TRUSTEE RAMOS.

LOTS OF EXCITEMENT GOING ON I'M SUPER EXCITED ABOUT COMMENCEMENT FOR FRIDAY AND SATURDAY AND I LOOK OVER TO CELEBRATING OUR GRADUATE.

I AM GOING TO BE SHIFTING FOCUS THIS YEAR I WON'T BE GOING TO AS MANY COMMUNITY EVENTS BECAUSE AS YOU KNOW I BECAME THE PRESIDENT OF THE TRUSTEE BOARD AND IT'S A LOT MORE MEETINGS AND WORK THEN I THINK DR. FIERRO AND I EVER IMAGINED.

BUT AS PART OF THIS ROLE, I GET TO JOIN THE CHANCELLOR'S COORDINATING COMMITTEE WHICH IS HEAD OF ALL THE DIFFERENT ORGANIZATIONS AND LEADERS THROUGHOUT THE STATE THAT REALLY PROVIDE INPUT TO THE BOARD OF GOVERNORS.

AND AS YOU KNOW, THE BOARD OF GOVERNORS HAS BEEN INCREASINGLY MORE VOCAL OF A ROLL OF WHAT WE DO HERE AT MANY COLLEGES AND I TALKED A LITTLE BIT ABOUT THE REGULATIONS THAT WILL LIKELY PASS ON MONDAY.

THERE'S A SECOND REGULATION THAT WILL LIKELY PASS THAT WILL DIRECTLY IMPACT WHAT WE DO HERE AT CERRITOS COLLEGE AND THIS ONE IS ON CAMPUS SAFETY RELATED TO GEORGE FLOYD, THE CALL TO ACTION BY THE CHANCELLOR'S OFFICE IN AGAIN THIS IS THE SECOND READING AND MORE THAN LIKELY IT WILL PASS THE BOARD OF GOVERNORS OFFICE ON MONDAY.

BUT THE LEAGUE, BOTH THE TRUSTEES AND MORE THAN LIKELY THE CEO BOARD DO HAVE CONCERNS ABOUT IT BECAUSE IT IS BASICALLY AND TRYING TO ENFORCE CONDITIONS WHICH MEANS IF THEY DON'T FOLLOW IT THEY WILL TAKE MONEY AWAY FROM COLLEGES WHICH IS A BIG CONCERN AMONGST LOCALLY ELECT DID TRUSTEES AND DECISION-MAKING.

WE HAVE A COMMENT LETTER THAT WE WILL BE SUBMITTING.

BUT AGAIN, I DON'T THINK THE COMMENT LETTER DOES NOT HAVE TO DO WITH THE SUBSTANCE OF IT THE SUBSTANCE OF IT, ABSOLUTELY TRUSTEES ARE ON BOARD WITH NCOS ARM BOARD IT'S JUST HOW IS IT GOING TO BE DONE BUT TO LET YOU KNOW SOME OF THE THINGS THAT ARE REQUIRED AS PART NEW REGULATORY ACTION IS RELATED TO IMPLEMENTING A NUMBER OF REFORMS INCLUDING PROVIDING COMMUNITY EVIDENCE BASED POLICE PRACTICES AND SERVICES.

ENSURING THAT FACULTY AND STAFF CREATE A STATE HOLDER ADVISORY COMMITTEE.

SUPPORT THE PUBLIC SAFETY ADMINISTRATIVE'S THAT ADHERE TO DIVERSITY EQUITY AND INCLUSION AND STUDENT SUCCESS.

REQUIRING THE RELEVANT SAFETY DATA AT THE DIRECTION OF THE CHANCELLOR'S OFFICE

[02:00:01]

AND REQUIRING, HIRING AND RETENTION OF PUBLIC SAFETY PERSONNEL SUBJECT TO TENURE AND EVALUATION OF REGULATIONS THAT WILL BE PRESENTED TO THE BOARD AT THE FIRST READING.

AGAIN, LOTS OF DIFFERENT THINGS WILL BE PART OF IT.

I KNOW WE DO A LOT OF IT HERE AT CERRITOS COLLEGE.

CERTAINLY DR. FIERRO WE CAN LOOK AT THIS IN THE FALL AS TO WHAT THIS LOOKS LIKE FOR OUR COLLEGE AND WHAT WE WILL BE DOING TO RESPOND TO THAT.

AND THAT'S ALL I HAVE.

THANK YOU.

>> BOARD PRESIDENT: THANK YOU TRUSTEE PEREZ.

FOR MY PART TOMORROW NIGHT I AM GOING TO BE ATTENDING THE COMMUNITY FAMILY GUIDANCE CENTER EVEN AND HOPEFULLY WE WILL BE THERE TO SUPPORT MENTAL HEALTH AND A LOT OF FAMILIES IN OUR COMMUNITY HERE AND THE REQUIRED NEEDS THAT IT TAKES.

IT'S DEFINITELY ONE OF THOSE THINGS THAT IS UPSTREAM FEEDS AND DOWNSTREAM FEEDS THE OCEAN.

THAT WILL TAKE CARE OF THAT.

AND MOST IMPORTANTLY, CONGRATULATIONS TO ALL OF OUR STUDENTS.

THIS IS A VERY EXCITING TIME.

I GET VICARIOUSLY EMOTIONAL ABOUT THE IDEA OF GRADUATION.

THIS HAS BEEN MAYBE NOT QUITE AS DIFFICULT AS A YEAR AGO OR A YEAR BEFORE THAT BUT STILL ONE OF THE MOST DIFFICULT TIMES TO GO THROUGH, YOUR FINAL YEAR IN COLLEGE.

AND SO, AND INORDINATE AMOUNT OF RESPECT FOR THE STUDENTS TO THE AMOUNT OF WORK THAT IT TOOK TO GET TO THIS WEEKEND AND ABSOLUTE SUPPORT AND EXCITEMENT FOR THE NEXT STEPS.

AND SO, WITH THAT, WE WILL CLOSE THE OPEN SESSION AND MOVED TO OUR CLOSED SESSION.

[7. Closed Session]

DO WE ANTICIPATE READOUTS? OKAY.

THEN WE WILL BE BACK OUT HERE TO READ VERY SHORTLY.

IF YOU COUNT SHORT IN HOURS.[LAUGHTER] THANK YOU.
