>> SPEAKER: WE KNOW WHEN THE DISTRICT IS OFFERING ONE THING OR ONE GROUP AND WE HAVE THE SAME FOR OTHERS.

WHEN YOU SAY THE CSC CONTRACT HAS NOT HIT THE NEGOTIATIONS FOR MONETARY

[00:06:34]

COMPENSATIONS YOU ARE RIGHT.

BUT IT WILL.

AND WE KNOW IT WILL BE WITH FACULTY AND WHAT FACULTY ARE ASKING FOR AND WERE ASKING

[1.05 Reports and Comments from Constituent Groups]

[00:10:10]

FOR THE SAME PARITY AND WE ARE SUPPORTING THEM AT THE LAST BOARD OF TRUSTEE MEETING I TALKED ABOUT INFLATION IN THE AMOUNT OF INFLATION THAT IS COSTING MY MEMBERS THE COST OF LIVING IT THAT IS COSTING MY MEMBERS AND THAT INFLATION ONLY CONTINUES TO GO UP HERE AND LUCKILY FOR US - HAS STABILIZED AT AROUND $5.30.

THE COST OF FOOD CONTINUES TO RISE.

THE UNCERTAINTY AND INSECURITY TO THE AMOUNT OF FOOD WERE ABLE TO GET EVEN COSCO! GOOD LUCK FINDING WATER THERE.

IMAGINE, THE STRUGGLES THAT MY MEMBERS HAVE TO FACE THE MEMBERS OF TRAN 21 HAVE TO FACE AND THE STUDENTS HAVE TO FACE.

WE ARE TALKING ABOUT THE EMOTIONAL WELL-BEING OF OUR EMPLOYEES.

WE NEED TO BE ABLE TO KNOW THAT THEY CAN PROVIDE FOOD ON THE TABLE TO THEIR FAMILIES THAT THEY CAN PAY FOR GAS TO GO TO WORK.

RIGHT NOW WE ARE 50 PERCENT COME SUMMER 75 COME FALL 100 PERCENT CADETS FIVE DAYS OF FULL COMMUTE PEERED WE ARE LUCKY IF OUR MEMBERS LIVE LOCALLY SOME OF THEM DON'T.

SOME OF THEM TRAVEL AS FAR AS LOS ANGELES, CULVER CITY, AREAS THAT ARE FURTHER FROM THIS DISTRICT.

I AM FORTUNATE THAT I LIVE CLOSE SO MY COMMUTING IS STILL AN IMPACT BUT I KNOW FOR SOME THAT IMPACT IS GREATER.

I ASK YOU TO TAKE INTO CONSIDERATION AND I ASK YOU NOT JUST AS AN EMPLOYEE NOT JUST AS A RESIDENT AND A CONSTITUENT OF NORWALK, BUT AS A MOTHER AS WELL.

YOU SEE ME TONIGHT? MY SON IS HERE WITH ME.

HE HAS BEEN HERE REPRESENTING THE CHILDREN WE SERVE.

MICHAEL EVENTUALLY HE WILL BE A STUDENT HERE DOING DUAL ENROLLMENT BECAUSE THAT'S WHAT WE PROPAGATE.

THAT IS WHAT I INITIALLY HOPE TO CONTINUE TO MOVE FORWARD WITH HIS HIGHER EDUCATION.

NOW, I KNOW THE DISTRICT TOUTS DIVERSITY, EQUITY AND INCLUSION.

BUT IN INCLUSION, LOOK WHO IS OUTSIDE.

[CHEERING] THEY ARE NOT IN HERE.

TALK ABOUT EQUITY, YOU GUYS GOT A RAISE.

THEY DIDN'T.

YOU ARE TALKING ABOUT DIVERSITY, IT IS THE HAVES AND HAVE-NOTS.

RIGHT? SO, WHEN WE ARE ASKING FOR IT LIKE I SAID AT THE LAST BOARD MEETING.

WE ARE NOT HERE TO BE GREEDY WE JUST WANT OUR COST-OF-LIVING TO GO UP.

TO AT LEAST SOMEWHAT FAVORABLE INFLATION.

HELP OUR MEMBERS THRIVE IN THIS ECONOMY.

HELP THE MENTAL WELL-BEING OF OUR EMPLOYEES SO WE CAN CONTINUE TO SUPPORT EACH OTHER.

TO CONSIDER TO SUPPORT FACULTY AND MOST IMPORTANT BE RESILIENT ENOUGH TO PROVIDE THAT SERVICE TO OUR STUDENTS.

BECAUSE THEY COME FIRST.

WE ALSO NEED TO BE ABLE TO HAVE THAT EMOTIONAL STABILITY TO BE ABLE TO CONQUER EVERY SINGLE DAY COMING TO CAMPUS.

I ASK YOU TO MAKE THOSE CONSIDERATIONS.

I ASK YOU TO TAKE THAT INTO CONSIDERATION.

WE ARE NOT HERE JUST BECAUSE WE WANT TO BE HERE.

WE ARE HERE BECAUSE WE WANT TO MAKE A POINT.

BECAUSE WE ARE ASKING FOR A FAIR CONTRACT FOR FACULTY WE KNOW THAT WILL BE OFFERED TO CLASSIFIED.

WE ASK YOU TO PLEASE CONSIDER IT.

WE ASK YOU TO DO THE RIGHT THING.

I WOULD LIKE TO HAVE MY SON HOME FOR FUTURE BOARD MEETINGS BUT I THINK THE WAY THINGS ARE GOING WE WILL BE HERE ON A NIGHTLY BASIS FOR EVERY BOARD MEETING COMING FORWARD.

I THANK YOU FOR YOUR TIME AND I THINK THE CLASSIFIED, THE FACULTY THAT CAME OUT TO SUPPORT TO REPRESENT.

SISTERS AND BECAUSE WE SHOULD BECAUSE IT IS THE RIGHT THING TO DO.

HAVE A GOOD NIGHT.

>> PRESIDENT: THANK YOU MISS LOPEZ.

SO, WITH THAT WE ARE GOING TO MOVE TO COMMENTS FROM THE AUDIENCE.

[1.04 Comments from the Audience]

I WANT TO MAKE A FEW QUICK CLARIFICATIONS ON HOW THIS WILL WORK.

HISTORICALLY IF YOU LOOK BACK, THE BOARD, LIKE MOST PUBLIC AGENCIES HAD THE PUBLIC COMMENT AT THE END OF THE MEETING.

WE HAVE IN RECENT TIMES BEEN HAVING IT AT THE BEGINNING OF THE MEETING.

I WANT TO OBVIOUSLY CONTINUE TO DO THAT.

[00:15:09]

IN PART SO THAT WE CAN MAKE SURE YOUR VOICES ARE HEARD AT A REASONABLE HOUR AND IN EXCHANGE FOR THAT WE NEED TO MAKE SURE THAT WE GET TO THE OTHER COLLEGE BUSINESS ITEMS AS WELL.

HENCE, THE LIMITATION ON 20 MINUTES FOR THE SUM TOTAL OF ANYONE AGENDA OR ANY ONE TOPIC.

SO WE CAN ALSO TEND TO THE BALANCE OF THE COLLEGE BUSINESS.

AS OUR RESPONSIBILITY IS.

SO WITH THAT, I'M GOING TO REQUEST UNLESS THERE IS ANY OPPOSITION FROM THE BOARD, AT LEAST MY COLLEAGUES ON THE BOARD TONIGHT IF WE CAN MOVE OUR 20 MINUTE WINDOW TO 30 MINUTES OF TIME.

IS THERE ANY OPPOSITION TO THAT? I THINK THAT WILL ALLOW FOR A FEW ADDITIONAL VOICES TO BE HEARD ON THIS IMPORTANT MATTER.

IS THAT ALL RIGHT?

>> TRUSTEE: I SECOND THAT.

>> PRESIDENT: THANK YOU.

I DON'T BELIEVE WE NEED A ROLL CALL VOTE ON THAT RIGHT? SO, IN LIGHT OF THAT I WOULD LIKE TO ACKNOWLEDGE ALL OF YOU WHO ARE OUT HERE TONIGHT.

SURE YOUR VOICES ARE HEARD.

WE HAVE 15 CARDS HERE TONIGHT AND I SUSPECT THAT IF FOLKS USE THE THREE MINUTES WE WILL GET THROUGH ALL OF THEM.

THAT BEING SAID WE ALSO HAVE ABOUT 20 RECORDED AND WRITTEN STATEMENTS AND JUST TO REITERATE, WE DO READ THOSE AND LISTEN TO THOSE.

FOR EXAMPLE, I PARTICULARLY APPRECIATED JANET AND YELLOWS REMARKS AND LINARD GLICK'S REMARKS SUBMITTED LAST TIME AND I DO WANT TO MAKE SURE THAT YOU UNDERSTAND THAT IF YOU ARE NOT ROOTED HERE IN THE SPEAKING SECTION THEN PLEASE DO SUBMIT YOUR COMMENTS THAT WAY.

IT IS SOMETHING ADDITIONAL THAT WE HAVE OPENED UP DURING COVID THAT I THINK WE WOULD LIKE TO KEEP FOR THE FORESEEABLE FUTURE BECAUSE IT REALLY ADDS MORE ROBUSTNESS TO THE CONVERSATION AND THE PUBLIC OR TO THE PATIENT.

WITH THAT, I'M GOING TO BEGIN WITH SAM TO SHARE YOUR WORDS THIS EVENING.

WE WILL LIMIT IT TO THREE MINUTES AND ANDREA WILL GIVE YOU A SIGNAL IF ANYTHING GOES AWRY.

FOR ANY REASON.

>> PUBLIC SPEAKER: GOOD EVENING MEMBERS OF THE BOARD OF TRUSTEES AND DR. FIERRO.

MY NAME IS SAM SHABBOT AND I WANT TO GIVE A STUDENT'S PERSPECTIVE ON EQUITY AND I STAND UNITED WITH FACULTY RECEIVING A RECENT COLA PLUS ON ACCOUNT OF THE TREMENDOUS AMOUNT OF INFLATION WE HAVE HAD IN SOUTHERN CALIFORNIA.

THEY NEED A COST-OF-LIVING ADJUSTMENT FOR THE EROSION OF PURCHASING POWER IS REALLY EXTREME.

AND, PLEASE, GRANT THEM THAT, AFFORD THEM THAT COLA.

I STAND UNITED WITH FACULTY AND I WANTED TO TALK ABOUT MY DISABILITY AND HOW IT RELATES TO OFFICE HOURS.

EXTENDING IMPROVING OFFICE HOURS FOR PART-TIME ADJUNCT FACULTY IS IMPORTANT FOR ME BECAUSE I UTILIZE A LOT OF THOSE HOURS.

TIME TO GET EXTRA HELP I NEED AS A STUDENT WITH A DISABILITY OUTSIDE THE CLASSROOM.

I NEED THE EXTRA HELP.

I ALSO LEARNED BEST WITH ON THE GROUND IN PERSON CLASSES AND ON THAT NOTE I NOTICED THAT THE THRESHOLD, SOME TYPE OF THRESHOLD THEY ARE EXTENDING THE NUMBER THAT THE CLASS HAS TO HAVE MORE STUDENTS NOW BECAUSE THE CAPACITY IS BIGGER AND THAT MEANS IT'S GOING TO BE HARDER TO KEEP THOSE IN PERSON CLASSES ON THE GROUND.

IF SOMETHING CAN BE DONE ABOUT THAT AS WELL BUT PLEASE GRANT THEM THE COLA.

IT IS IMPORTANT FOR THEM AND IMPORTANT FOR ME AS A STUDENT TO KNOW THAT THE FACULTY THAT IS TEACHING ME TAKING CARE OF AND HAVE THEIR NEEDS MET AND CAN FEED THEIR FAMILIES AND BE ABLE TO GET TO CAMPUS ON TIME AND GET TO CAMPUS IN LIGHT OF THE RISING GAS PRICES.

AND, I THANK YOU FOR YOUR TIME HAD ONE LAST WORD WITH REGARDS TO STANDING UNITED WE STAND DIVIDED WE BAKE UNITED WE STAND DIVIDED WE BEG.

I STAND IN FIRM WITH THE LABOR UNION ORGANIZATION ON CAMPUS REPRESENTING THE FACULTY HERE PLEASE GRANT THEM THE COLA PLEASE EXTEND THOSE OFFICE HOURS PER

[00:20:04]

STUDENT AND THAT THEY BE COMPENSATED FOR THOSE OFFICE HOURS.

THANK YOU VERY MUCH.

AND, GOOD NIGHT.

>> PRESIDENT: THANK YOU VERY MUCH MR. SAM SHABBOT.

RUNNING SMOOTHLY.

ALL RIGHT.

THANK YOU ANDREA.

ALL RIGHT.

SO WITH THAT DO WE HAVE HENRIETTA COURTTADO?

>> SPEAKER: GOOD EVENING TRUSTEES FACULTY AND GUEST.

FACULTY WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS.

I AM DOCTOR HENRIETTA COURT AUTO.

A CERRITOS COLLEGE PROFESSOR OF COUNSELING.

PART OF MY SERVICE OF THE COLLEGE CONSISTS OF A MEMBER OF THE FACULTY OF THE INSTITUTION OF REVIEW COMMITTEE AND THE TRAINING SUBCOMMITTEE ON BEHALF OF THE DIVISION OF STUDENT EQUITY AND SUCCESS.

I ALSO SERVE AS FACULTY AT LARGE ON THE ASIC COMMITTEE AND AS THE LATINX CAMPUS CULTURE ON A VOLUNTEER BASIS.

I HAVE BEEN A FULL-TIME FACULTY AT CERRITOS COLLEGE SINCE MAY OF 2001 AND I ALSO GRADUATED FROM IMPERIAL VALLEY COLLEGE WHERE HE FIRST LANDED A JOB AS PART-TIME FACULTY HOWEVER THE FIRST JOB IN HIGHER EDUCATION WAS WHEN I WORKED AS A TEACHER AT UCSD DURING A SUMMER ENGLISH IMMERSION MIGRANT PROGRAM FOR STUDENTS.

MY FIRST FULL-TIME JOB WAS AT MY ON THE MATTER SAN DIEGO UNIVERSITY AND I CHOSE TO RETURN TO THE COMMITTEE COLLEGE SYSTEM BECAUSE I MISS BEING IN THE CLASSROOM IN THE TEACHING CAPACITY AND LEARNING WITH MY STUDENTS.

I ATTRIBUTE MY CAREER SUCCESS TO MIGRANT EDUCATION INKS TO BEING PROUD DAUGHTER OF MIGRANT FARMWORKERS AND CERRITOS COLLEGE BECAUSE CONTEXT SHAPES PEOPLE.

FACULTY WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS.

ABOUT TWO YEARS AGO I PRESENTED TO YOU ON THE TOPIC OF WHY YOU SAID MAJOR IN CHICANO STUDIES DURING THE LAST IN BOT MEETING AS WE PREPARED FOR SAFER AT HOME REMOTE WORK.

AT THE START OF THE COVID-19 PANDEMIC.

STILL TODAY I STAND BEFORE YOU UNITED WITH MY FELLOW FACULTY, OUR FRIENDS, FAMILY AND PARENTS.

I CANNOT AVOID MENTIONING THAT TWO DAYS FROM NOW IS EARTH DAY AND NOT HEARING A LAND ACKNOWLEDGMENT AS YOU CALL THIS MEETING TO ORDER WAS DISAPPOINTING.

IF THERE'S ANY GROUP WE SHOULD BE THANKFUL FOR IS OUR NATIVE AMERICAN COMMUNITY FOR LENDING US THEIR SPACE AND HONORING THE ECOLOGICAL PRINCIPLES WHICH ALIGN WITH THE CARING COMMUNITY AS AN THE CASE OF CERRITOS COLLEGE.

SIMILARLY I WOULD LIKE TO RESPECTFULLY SUGGEST THAT OUR SUSTAINABILITY MASTER PLAN INCLUDE A BUDGET TO SUSTAIN COURSES THAT HONOR SUSTAINABILITY AS INDICATES OF ETHNIC STUDIES CURRICULUM AND IN AREAS OF CHICANO STUDIES AND OPEN EDUCATION OR RESOURCES AND OF COURSE THE DEPARTMENTS WHO OFFER THEM.

FACULTY WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS.

WE DID NOT ASK FOR COVID-19 BUT IT IS EVIDENT THAT THE WORLD WIDE SUSTAINABLE SYSTEMS PROVOKE THE CURRENT TEACHING AND LEARNING CONDITIONS OF OUR COMMUNITY.

THE PLANET EARTH.

UPON RETURN TO OUR OWN CAMPUS WORK DESPITE THE BEAUTIFUL NEW BUILDINGS I NOTICED THAT THE CURRENT CERRITOS COLLEGE CLIMATE HAS A DISEASE OF INFLATION IN THE SYMPTOMS OF WAR BECAUSE DESPITE THIS AS DOCTOR MARTIN LUTHER KING JR. WOULD SAY IN INJURY TO ONE IS AN INJURY TO ALL.

FACULTY WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS! LIKE INFLATION DOES NOT CONTINUE TO OUR EQUITY MINDED INSTITUTION.

STOP BY ESSENTIAL WORKERS SHAPING THE FACE OF THE EARTH AS I SAY TO YOU INFLATION IS HEAVY ON OUR BREATHING, OUR LUNGS, HEART AND BIO SYSTEM IT IS NO DISCONNECT BETWEEN SYSTEMS. PLEASE CARE.

FACULTY WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS! RAISE YOUR HAND IF YOU HAVE EVER BEEN TOUCHED BY A TEACHER OR LOVE A TEACHER? DO YOU SEE? THERE IS NO DIVISION BETWEEN A PHYSICAL BODY AND OUR STUDENTS BECAUSE TOGETHER WE

[00:25:04]

MAKE UP ONE SYSTEM OF HIGHER EDUCATION OR THE INSTITUTION.

ONE BODY, ONE FACULTY, ONE SPIRIT, ONE UNION.

VACCINATED OR NOT TOGETHER WE SHARE THE SAME GRIEF, HOPES, SAME BASIC NEEDS AND TEACHERS DO NEED TO HEAL.

NEED TO HEAL.

I BELIEVE CERRITOS COLLEGE CAN DO BETTER BECAUSE WE ARE A CARING CAMPUS AND WE KNEW NEED HEALING.

THIS EVENING WE MARCH FORWARD IN RECOVERY SO LET US MOVE FORWARD NOT BILLED BUT HEALED.

ESPECIALLY STARTING WITH THE DIVISION OF STUDENT EQUITY AND SUCCESS.

WE CARE FOR OUR STUDENTS BECAUSE THEY ARE THE FUTURE OF THE PLANET.

EQUITY WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS.

LET US BE COMPENSATED WITH BOOSTER SHOTS.

LET US BE EQUITY MINDED, CHANGING THE WORKING AND LEARNING CONDITIONS WILL MAKE CERRITOS COLLEGE A BETTER WORK CONTEXT.

CONTEXT SHAPES PEOPLE FINALLY COVID-19 TAUGHT US THAT NOT ALL CLASSROOMS HAVE FOUR WALLS.

WHEN I FIRST APPLIED TO CERRITOS I WAS EXCITED TO WORK HERE BECAUSE CERRITOS WAS KNOWN TO BE THE MOST TECHNOLOGICALLY ADVANCED COMMUNITY COLLEGE IN THE STATE OF CALIFORNIA.

LET US BE TRULY THE MOST TECHNOLOGICALLY ADVANCED COMMUNITY COLLEGE.

FACULTY AND STUDENTS ON THE FACE OF THE EARTH.

LET US BE THE OPEN DOING MORE WORK AND LEARNING AS WELL AS OPEN EDUCATION AND RESOURCES FOR ALL STUDENTS AND FACULTY.

SUSTAINABLE BEYOND COVID-19.

LET US NOT POLLUTE OUR PLANET EARTH.

DUE TO THE CURRENT WORKING CONDITION THERE IS NO MORE THAN EVER A COMPETING VIRTUAL ONLINE LEARNING COMMUNITY.

LET US EXCEL ONLINE AS WELL AS IN PERSON TO REMAIN ADAPTIVE AND MOST IMPORTANTLY FREE.

STUDENTS WILL NEVER HOLD A COLLEGE BOOK IN THEIR HANDS BUT WE ARE THANKS TO ONLINE LEARNING WE ARE CONNECTED.

TO ME AND TO YOU, YOUR SPOUSES, YOUR CHILDREN, YOUR STUDENTS, YOUR VOTERS.

FACULTY WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS.

LIKE THE VACCINE A SOLUTION TO THIS INFLATION PROBLEM WILL BOOST MEDIATION COSTS COULD A VOICE TRACK ACTION ON CAMPUS BECAUSE DISTRICT FACULTY AND STUDENTS WILL BE VALIDATED AND HEALED AS ONE.

LET US THIS WAR BECAUSE THE FACE OF THE EARTH NEEDS LOVE, COMPASSION AND TRUE CARE.

HAPPY EARTH DAY.

FACULTY WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS.

I WILL ASK FOR ANNA DAY MICHELLE.

DO WE HAVE ANNA DAY MICHELLE?

>> SPEAKER: GOOD EVENING AND THANK YOU FOR THIS OPPORTUNITY TO VOICE MY CONCERN.

MY NAME IS ANNA DE MICHELLE I LIVE IN LONG BEACH AND I'VE BEEN TEACHING IN THE STATE OF CALIFORNIA AND BOTH PUBLIC AND PRIVATE INSTITUTIONS FOR OVER 30 YEARS.

I HAVE BEEN AN ADJUNCT AND FULL-TIME INSTRUCTOR AND HAVE SPENT THE LAST 18 YEARS AS A FULL-TIME FACULTY MEMBER IN THE DEPARTMENT OF MUSIC HERE AT CERRITOS COLLEGE.

IN ALL OF MY YEARS OF TEACHING I HAVE ALWAYS BEEN A PAYING MEMBER OF MY UNION BUT I'VE NEVER SPOKEN TO THE BOARD OF TRUSTEES.

ALWAYS TRUSTING THAT MY UNION REPRESENTATIVES WOULD NEGOTIATE ON MY BEHALF AND ARRIVE AT A FAIR COMPROMISE.

HOWEVER, GIVEN THE CURRENT CIRCUMSTANCES, I COULD NO LONGER STAY SILENT.

I AM EXTREMELY DISAPPOINTED FRANKLY, SOMEWHAT OFFENDED THAT THE DISTRICT WILL NOT NEGOTIATE IN GOOD FAITH WITH THE CERRITOS COLLEGE CULTIC FEDERATION.

FOR AN EQUITABLE AND FAIR CONTRACT.

I FIND IT UNFATHOMABLE AFTER 15 MONTHS OF TRYING TO ARRIVE AT A CONTRACT WE HAVE COME TO AN IMPASSE.

SUCH AN OCCURRENCE WOULD BE DEVASTATING AT ANY TIME IT HAPPENS BUT IT IS PARTICULARLY TROUBLESOME GIVEN WHAT WE AS A FACULTY HAVE BEEN PUT THROUGH IN THE LAST TWO YEARS AND EVEN OUR COUNTRY'S CURRENT ECONOMIC STATE.

THROUGHOUT THE LAST TWO YEARS FACULTY HAVE BEEN CHALLENGED TO FIND NEW AND INNOVATIVE WAYS TO KEEPING STUDENTS ENGAGED IN MAINTAINING A LEVEL OF SUCCESS MORE SO THAN WHAT HAD BEEN EXPECTED IN THE PAST.

FACULTY SCRAMBLED TO CONVERT IN PERSON COURSES TO ONLINE LEARNING.

THEY FAMILIARIZE THEMSELVES WITH OUR ONLINE LEARNING SYSTEM ATTENDED CLASSES AND SEMINARS TO BECOME PROFICIENT IN ONLINE LEARNING.

COMPLETED THE ACADEMIC PROCESS TO BECOME CERTIFIED TO INSTRUCT ONLINE LEARNING ARE CREATED GO ER AND CREATE CONTENT FOR OTHER STUDENTS ENGAGED HAVE NEVER BEEN

[00:30:05]

CREATED BEFORE IN THIS MANNER.

MOST ESPECIALLY IN MY DISTRICTDISCIPLINE AND THAT OF MY COLLEAGUES IN THE ARTS.

THE RESILIENCE IN NORMA'S AMOUNTS OF EXTRA TIME AND EFFORT TO KEEP STUDENTS LEARNING SHOULD BE RECOGNIZED BY THIS DISTRICT.

BUT YET THE DISTRICT IS NOT INTERESTED IN PROPOSING AN ECONOMIC COMPONENT OR GRANTING US COLA A COST-OF-LIVING ADJUSTMENT TO COUNTERACT THE EFFECTS OF INFLATION.

IN ALL OF MY YEARS OF TEACHING IT'S BEEN MY EXPERIENCE THAT STUDENT SUCCESS IS DIRECTLY TIED TO TEACHER SUCCESS.

I BELIEVE WE THE FACULTY HAVE EXCELLED AND GAINED EXPERIENCE TO SUSTAIN US FOR YEARS TO COME GIVEN THE EXTRA KNOWLEDGE AND EXPERTISE REQUIRED OVER THE LAST TWO YEARS.

THIS SHOULD BE RECOGNIZED AND REWARDED.

IN ADDITION I WOULD LIKE TO URGE YOU TO PLEASE CONSIDER A FAIR COMPENSATION FOR THE INSTRUCTION OF LARGE CLASSES.

OVER THE LAST TWO YEARS DUE TO SUMMARY ASSIGNMENTS WITHIN OUR DEPARTMENTS WE HAVE BEEN ASSIGNED TO TO SUCH CLASSES IN ADDITION TO THREE OR FOUR OTHERS.

I HAVE HAD TO MAKE SEVERAL CHANGES TO MY METHODS OF INSTRUCTION SIMPLY FOR TIME SAKE.

FOR EXAMPLE, I HAVE ASSIGNED MORE ELECTRONICALLY GRADED ASSIGNMENTS AS OPPOSED TO WRITTEN WORK, REFLECTIONS OR DISCUSSIONS WHICH ALLOW THE STUDENTS TO DELVE DEEPER INTO THE SUBJECT MATTER.

ONE INSTRUCTOR FOR 60 TO 90 STUDENTS DOES NOT ALLOW FOR THE KIND OF INSTRUCTION THAT I MIGHT GIVE TO A MUCH SMALLER CLASS.

I DO RECOGNIZE THAT SMALL STIPENDS ARE GIVEN FOR LARGE CLASSES BUT WHEN ONE WEIGHS THEM AGAINST THE HOURS THAT WOULD BE NEEDED TO CREATE AND REVIEW MORE IN-DEPTH ASSIGNMENTS IT DOES NOT AMOUNT TO MUCH.

FINALLY, I ASKED THAT THE DISTRICT CONSIDER THAT ALL JEVITY INCREASES BE EXPANDED FOR THOSE WHO DO NOT EXPRESS HIGHER-LEVEL DEGREES.

IN MANY DISCIPLINES HIGHER DEGREES DO NOT EXIST BUT THAT SHOULD NOT DIMINISH THE GOOD WORK DONE I OUR COLLEAGUES IN THESE DISCIPLINES.

HOW IS IT CONSIDERED FAIR THAT SOMEONE DOING GOOD WORK YEAR AFTER YEAR WITH STELLAR EVALUATIONS NO LONGER BE RECOGNIZED FOR THEIR EFFORTS AFTER YEAR 11.

IS THERE WORK NO LONGER IMPORTANT? HAS THEIR SKILL DIMINISHED? ARE THEY NO LONGER COMMITTED TO STUDENT SUCCESS? THERE CONTINUED MM INTO OUR COLLEGE SHOULD BE REWARDED.

IN CLOSING I ASKED THE DISTRICT TO RECALL THE FIRST THREE VALUES LISTED IN THE CERRITOS COLLEGE MISSION STATEMENT PAGE.

NUMBER 1 SUPPORT AND PROMOTE STUDENT SUCCESS.

PROMOTE EXCELLENCE IN TEACHING LEARNING AND SERVICE AND THREE SUPPORT INNOVATION AND CREATIVITY TO ENHANCE LEARNING.

I BELIEVE WE THE FACULTY HAVE DONE SO YOUR CAN YOU SAY THE SAME? PLEASE SUPPORT THE EFFORT FOR THE ECONOMIC PUZZLE FROM CFF.

OUR WORKING CONDITIONS OUR STUDENT LEARNING CONDITIONS.

THANK YOU VERY MUCH.

>> PRESIDENT: THANK YOU VERY MUCH.

NOW WE WILL MOVE TO OUR NEXT SPEAKER.

>> SPEAKER: I KNOW THIS IS A DISAPPOINTMENT BECAUSE MY NAME IS STEPHANIE BUT I AM READING APRIL STATEMENT TONIGHT.

APRIL IS NOT ABLE TO BE HERE BECAUSE HER FATHER HAD SURGERY AND SHE HAD TO GO HOME AND HELP HER MOTHER TAKE CARE OF HIM.

HONESTLY THAT'S THE REASON WE ARE ALL HERE BECAUSE WERE TRYING TO DO WHAT WE NEED TO DO TO TAKE CARE OF THE PEOPLE WE LOVE AND ARE RESPONSIBLE FOR BUT WE CAN'T DO THAT WITHOUT COLA.

GOOD EVENING TRUSTEES.

ON APRIL 13, 2022 CERRITOS COLLEGE AND NANCY OFFICIAL LAUNCH OF THE CARING CAMPUS CAMPAIGN.

THE CAMPAIGN ASSERTS THAT WE PUT STUDENTS FIRST AND AS COLLEAGUES WE SHOW CARE AND COMPASSION.

HOWEVER, FROM WHERE I STAND CERRITOS COLLEGE HAS NOT DONE ANY OF THAT.

IT IS THE FACULTY AND THE STAFF WHO PUT STUDENTS FIRST EVERY DAY.

SINCE THE PANDEMIC OUR WORKLOAD HAS INCREASED TO PUT STUDENTS FIRST.

FACULTY ARE PROVIDING MORE FLEXIBLE MEANINGFUL AND INNOVATIVE CURRICULUM MORE THAN ANY BEFORE BECAUSE THEY PUT STUDENTS FIRST.

WE ARE MORE AVAILABLE TO STUDENTS THAN EVER BEFORE DUE TO THE NATURE OF ONLINE LEARNING AND BECAUSE WE PUT STUDENTS FIRST.

SKYROCKETING INFLATION HAS IMPACTED ALL OF SOUTHERN CALIFORNIA.

CERRITOS COLLEGE RESPONDED BY INCREASING STUDENT SUPPORT SERVICES AND WHILE I

[00:35:01]

COMMENCED CERRITOS COLLEGE WITH THE COLLEGE NEST THE COLLEGE HAS FORGOTTEN ITS EMPLOYEES.

SKYROCKETING INFLATION MAKES IT IMPOSSIBLE FOR FACULTY AND STAFF TO CONTINUE TO WORK HERE ABSENT A FAIR SALARY INCREASE PROVIDING COLA IS PUTTING STUDENTS FIRST.

THE DISTRICT NEGOTIATIONS TEAM AND DOCTOR FIERRO WILL ASSURE YOU THAT THE ONE AND ONLY ECONOMIC PACKAGE THEY PROVIDED TO US IS MORE THAN APPROPRIATE.

THAT THE DISTRICT HAS ONLY PROPOSED OFF SCHEDULE STIPENDS.

THIS ECONOMIC PROPOSAL DOES NOT TAKE INTO CONSIDERATION THAT THIS INFLATION WE ARE EXPERIENCING IS CRIPPLING AND ONGOING.

THIS DOES NOT SOUND LIKE A PROPOSAL FROM A CARING AND COMPASSIONATE CAMPUS OR THE DISTRICT NEGOTIATING TEAM AND DOCTOR FIERRO WILL ASSURE YOU THAT YOUR ECONOMIC PROPOSAL IS APPROPRIATE COMPARED TO OUR SURROUNDING COLLEGES BUT EL CAMINO APPROVED AN ONGOING INCREASE OF 7.2 PERCENT AND RIO HONDA GOT COLA +1 AND LAST YEAR EVEN THOUGH THERE WASN'T A COLA ABC GOT PERCENT.

THESE ARE OUR COHORT COLLEGES WE SHARE THE SAME STUDENTS COMPETE FOR ENROLLMENT, FACULTY AND STAFF.

THESE ARE CARING AND COMPASSIONATE CAMPUS IS THAT PUT STUDENTS FIRST.

WHAT CERRITOS COLLEGE FAILED TO RECOGNIZE IS THAT FACULTY LEARNING CONDITIONS OUR STUDENT LEARNING CONDITIONS.

TO PUT STUDENTS FIRST YOU HAVE TO SHOW CARE AND COMPASSION FOR YOUR EMPLOYEES SO PLEASE SHOW US COMPASSION.

SHOW US YOU TRULY PUT STUDENTS FIRST THROUGH A FAIR CONTRACT AND COLA PLUS FOR FACULTY AND STAFF.

>> PRESIDENT: THANK YOU VERY MUCH.

>> SPEAKER: DID EVENING EVERYONE.

I AM READING A MESSAGE ON BEHALF OF MARVA LENA GROFF.

I AM THE CODIRECTOR COUNSELOR.

THIS IS THE FIRST TIME I LEAVE A PUBLIC COMMENT DURING A BOARD OF TRUSTEES MEETING AT 22 YEARS OF WORKING AT CERRITOS COLLEGE.

I STARTED AS A CLASSIFIED EMPLOYEE IN 2004, CAME A FULL TIME COUNSELOR AND TODAY I FEEL COMPELLED TO SHARE THIS MESSAGE TO ADDRESS THE THINGS I AM MOST PASSIONATE ABOUT.

CERRITOS COLLEGE IS A BEAUTIFUL CAMPUS AND SUPPORTS COMMUNITIES SIMILAR TO THE ONE I GREW UP IN.

OVER THE YEARS THE GOOD VIBES I FELT FROM THIS CAMPUS HAVE DISAPPEARED THIS CAMPUS NO LONGER FEELS UNITED AND I SUPPORT COLA PLUS.

AS A COUNSELOR TOOK ME 15 YEARS TO EARN MY WAY TO THE SALARY SCHEDULE WHICH OFFERS LONGEVITY STEPS.

IF IT WEREN'T FOR THE LONGEVITY STEPS I WOULD BE WAITING ON COLA.

WHEN IT COMES TO ASSISTING STUDENTS TO TRANSFER TO THE UNIVERSITY THERE'S A LOT TO DO ON CAMPUS.

OTHER ROLES I CARRY ARE WORKING WITH THE SCHOLARS ON OUR PROGRAM AND TRANSFER ACADEMY.

I'M SURE YOU AGREE THERE'S PLENTY OF WORK TO DO AT CERRITOS COLLEGE.

ANOTHER THING I WANTED TO MAKE SURE TO ADDRESS IS TO ASK ALL THE TRUSTEES TO RETHINK WHAT KIND OF FLEXIBILITY EMPLOYEES NEED AS WELL AS IT IS IMPORTANT TO KEEP STUDENTS AT THE FOREFRONT OF FLEXIBILITY.

THE COLLEGE NEEDS TO RECOGNIZE THE PANDEMIC HAS GREATLY IMPACTED EMPLOYEES WITH CHILDREN WHO HAVE DISABILITIES IN GENERAL.

MY SON IS FOUR YEARS OLD WITH AUTISM AND A FEEDING TUBE.

HE NEEDS AND HOME LVN SERVICES AND MANY SERVICES TO THIS POPULATION HAVE A LONG WAIT TIME AND NOT READILY AVAILABLE TO ASSIGN TO FAMILIES.

THIS HAS GRADED ANOTHER LAYER OF STRESS TO THE EMPLOYEE NOT PRESENT PRE-PANDEMIC.

THESE CONSIDER CONTINUING TO OFFER EMPLOYEES REMOTE WORK FROM HOME THOSE WITH SPECIAL CIRCUMSTANCES.

IT IS IMPORTANT FOR EMPLOYEES TO FEEL SUPPORTED AND UNDERSTOOD JUST LIKE WE DO WITH STUDENTS.

IN THANK YOU YOUR TIME.

>> PRESIDENT: THANK YOU.

NOW, SILVA MARIANI.

>> SPEAKER: GOOD EVENING.

I AM SILVA MARIANI AND I HAVE BEEN A FULL-TIME FACULTY MEMBER OF THE ATHLETICS DEPARTMENT FOR 22 YEARS.

I AM HERE PRECISELY DUE TO MY LONGEVITY AT CERRITOS COLLEGE AND THE LOCK OF

[00:40:02]

UNDERSTANDING OF THE MANY WAYS AS FACULTY WE UNDERGO PROFESSIONAL DEVELOPMENT MAKING US EXPERTS IN OUR CHOSEN FIELD.

I AM SURE YOU ARE FAMILIAR WITH THE SALARY SCHEDULE.

HERE IT IS.

THIS IS A FULL-TIME SALARY SCHEDULE AND I AM HERE TO GIVE YOU A SNAPSHOT OF WHAT A PROFESSOR AT THE BOTTOM OF A COLUMN PARTICULARLY THE BACHELORS DEGREE +50 UNITS COLUMN LOOKS LIKE.

IN MY 22 YEARS AT CERRITOS COLLEGE I HAVE TAKEN APPROXIMATELY 10 COURSES IN EARNED APPROXIMATELY 30 UNIT OF COURSEWORK BEYOND MY MASTERS.

FOR HALF OF MY TENURE HERE AT CERRITOS COLLEGE I HAVE NOT RECEIVED AN INCREASE IN SALARY.

I AM STUCK AT THE BOTTOM OF BACHELORS DEGREE +50 UNITS AND I HAVE BEEN STUCK FOR HALF OF MY TENURE HERE AT CERRITOS.

WHY SHOULD PEOPLE LIKE I RECEIVE LONGEVITY SALARY INCREASE? WELL, HAVE BEEN A MEMBER OF MY PROFESSIONAL MATHEMATICAL ORGANIZATION OR A TWO-YEAR COLLEGE INSTRUCTOR SINCE MY FIRST YEAR HERE.

IN THE 22 YEARS I HAVE ATTENDED 14 NATIONAL CONFERENCES.

I HAVE PRESENTED BOTH WITH MY COLLEAGUES AND ALONE THREE TIMES AT THE CONFERENCE AND I HAVE FEATURED OUR CERRITOS COLLEGE MATH LEARNING COMMUNITY PROGRAM IN A POSTERIOR SECTION OF THE CONFERENCE.

I HAVE PARTICIPATED IN NUMEROUS GRANTS WITHIN THE MATH DEPARTMENT, COLLEGE AND NATIONALLY RENOWNED TEACHER TRAINING ACADEMY.

I HAVE PARTICIPATED IN FACULTY GROUPS AND HAVE FACILITATED THEM AT THIS COLLEGE.

I HAVE ALSO HELD WORKSHOPS FOR OUR COLLEAGUES AT GAR HIGH SCHOOL AND ETC.. IN FALL 2015 I HAVE STARTED TEACHING THE MATH LITERACY COURSE WHICH HAS GROWN IN SIZE OF STUDENTS AND SECTIONS AND HAVE GIVEN STUDENTS AN OPPORTUNITY TO HAVE A DIFFERENT AND QUICKER PATH TO AN ASSOCIATES DEGREE THROUGH MATH REQUIREMENT.

THIS IS DUE TO MY MEMBERSHIP AND THE HARD WORK THAT MY COLLEAGUES HAVE DONE AT THE MEDIC AND WHAT I HAVE LEARNED THROUGH THE MANY WORKSHOPS THAT I PARTICIPATED IN THEIR.

THE CALIFORNIA ACCELERATION PROJECT I HAVE BECOME A BETTER STATISTICS FACULTY MEMBER TEACHER AND HAVE LEARNED TO HELP OUR STUDENTS ESPECIALLY THOSE THAT HAVE COME WITH NEEDS WITH THE PREREQUISITE KNOWLEDGE.

I WOULD HOPE THAT YOU SEE THE ERROR IN LIMITING THE LONGEVITY INCREASES TO JUST CERTAIN PORTIONS OF OUR FACULTY.

DR. FIERRO AND MEMBERS OF THE BOARD WE ARE NOT GRADUATE STUDENTS WHO ARE COMPENSATED BY STIPEND.

WE ARE PROFESSIONALS WHO DESERVE FAIR COMPENSATION FOR THE WORK WE DO AND ARE CALM DELAY CONTRIBUTIONS TO THE COLLEGE COMMUNITY.

NOT FOR NINE YEARS, NOT 10, NOT 11 OR 12 BUT ALL THE YEARS THAT WE MAKE CERRITOS COLLEGE OUR PROFESSIONAL HOME.

THANK YOU.

>> PRESIDENT: THANK YOU VERY MUCH.

A QUICK TIME CHECK PAID WE'VE EXTENDED OUR TIME AT 7:25 WE BEGAN OUR 30 MINUTE PERIOD SO THAT PUTS US AT 7:55.

SO, ON THIS TOPIC AT LEAST.

WE HAVE NO COMMENTS FROM ANY OTHER TOPIC WITH THAT BEING SAID I AM GOING TO CALL MIRIAM YUSUF.

MY NAME IS MARIO YUSUF I AM A PART-TIME FACULTY MEMBER OF WOMEN'S STUDIES AT CERRITOS COLLEGE AND MY COMMENT IS ECHOING MY COLLEAGUES IN SUPPORT OF A FAIR CONTRACT FOR OUR FACULTY.

THIS MEANS COLA PLUS.

IT IS UNREASONABLE TO ASK US TO CONTINUE TO WORK THIS HARD WITHOUT A COST-OF-LIVING ADJUSTMENT.

I WILL ALSO SAY AS A PART-TIME FACULTY MEMBER I ALSO WANT TO EXPRESS MY

[00:45:03]

SUPPORT FOR AN ECONOMIC PACKAGE THAT SHOWS RESPECT FOR PART-TIME FACULTY.

JUST LIKE OUR FULL-TIME SIBLINGS DO.

WE WORK HARD JUST LIKE OUR FULL-TIME SIBLINGS DO AND WE ARE EXPERTS IN OUR FIELDS JUST LIKE OUR FULL-TIME SIBLINGS DO.

I HAVE A PHD AND I DO ALL OF THIS WITH ALMOST HALF OF THE HOURLY WAGE OF OUR FULL-TIME SIBLINGS.

THIS IS NOT RIGHT.

YOU MIGHT THINK THAT I AM NOT INVESTED IN THIS CAMPUS BECAUSE I ONLY TEACH THREE CLASSES.

ACTUALLY DON'T TEACH THREE CLASSES, I TEACH EIGHT CLASSES ACROSS TWO CAMPUSES SO THAT I CAN PAY MY BILLS AND TAKE CARE OF THE PEOPLE THAT I LOVE.

AND I AM JUST AS INVESTED AS EVERY SINGLE ONE OF MY FULL-TIME COLLEAGUES IN THIS CAMPUS AND I DESERVE TO BE COMPENSATED APPROPRIATELY OR MY WORK DISLIKE ALL OF MY PART-TIME COLLEAGUES DO AS WELL.

PRAISE THAT COME FROM THE DISTRICT.

IT'S ALWAYS NICE TO HEAR THAT YOU WE ARE DOING A GOOD JOB.

THE BEST WAY TO SHOW YOUR EMPLOYEES THAT YOU CARE IS BY PAYING THEM A FAIR WAGE.

YOU CAN DO THIS.

THIS IS WITHIN YOUR POWER TO SHOW US YOU CARE IN WAYS THAT HAVE THE POWER AND RESOURCES TO DO.

BY SUPPORTING A CONTRACT WITH COLA PLUS AND INCREASE PARITY FACT OR IN INCREASED STUDENT HOURS FOR PART-TIME FACULTY AS WELL.

THANK YOU SO MUCH.

>> PRESIDENT: THANK YOU.

VIEWS ON THIS NEGOTIATION IMPASSE.

I HAVE A FEW POINTS THAT A LOT OF PEOPLE - >> SPEAKER: THERE ARE TWO STUDENT REPRESENTATIVES THAT HAVE COMIC CARDS AND WE WOULD LIKE TO RESPECTFULLY REQUEST THAT YOU ALLOW THE STUDENT GOVERNMENT REPRESENTATIVES TO GIVE THEIR COMMENTS.

IS THERE AN ELECTIVE FROM THE STUDENTS?

>> PRESIDENT: MISS ROSENBLATT I WOULD HAVE LOVED TO HAVE DONE THAT IF YOU WOULD HAVE NEED US AWARE OF THAT.

>> SPEAKER: THE STUDENT REPRESENTATIVE EXPRESSED THEIR CONCERN TO ME.

IF YOU WOULD DO THAT IT WOULD SHOW A GREAT DEAL OF RESPECT.

>> TRUSTEE: TRUSTEE PEREZ?

>> TRUSTEE: I WOULD ASK THAT WE GIVE THE TWO STUDENTS THE OPPORTUNITY TO SPEAK.

>> PRESIDENT: OKAY, THANK YOU, GO AHEAD.

>> SPEAKER: GOOD EVENING EVERYONE MY NAME IS SANDRA LUCIO AND I AM THE ACC PRESIDENT.

>> I AM THE VICE PRESIDENT.

WE ARE HERE TO REPRESENT CERRITOS COLLEGE AND SUPPORT THE CERRITOS COLLEGE EQUITY FEDERATION TO DEMAND QUOTABLE WAGES.

>> SPEAKER: WHEREAS FACULTY ARE AN INCORPORATEDAN INTEGRAL ELEMENT TO STUDENT LEARNING CONDITIONS.

>>.

>> SPEAKER: FACULTY HAVE NOT SAVED A ADJUSTMENT IN THREE YEARS.

>> SPEAKER: FACULTY HAS EXTREMES ET AL.

PERCENT LOSS IN PURCHASING POWER OVER THE LAST THREE YEARS WITH GAS PRICES ALONE INCREASING BY THREE PERCENT OVER THIS TIME.

>> FACULTY HAS TAKEN ON ADDITIONAL WORK TO ENSURE A SMOOTH TRANSITION TO ONLINE LEARNING ENVIRONMENT DUE TO THE PANDEMIC.

>> SPEAKER: THE BOARD OF TRUSTEES GAVE THEMSELVES A 10 PERCENT RAISE OVER THE LAST THREE YEARS.

>> SPEAKER: THE BOARD OF TRUSTEES APPROVED A BONUS FOR PRESIDENT.RECEIVE A SHARE.

THE DISTRICT HAD A BUDGET SURPLUS OF OVER $10 MILLION LAST FISCAL YEAR AND REJECTED TO HAVE ANOTHER SURPLUS OVER 5 MILLION THIS FISCAL YEAR ADDING TO THE 42 MILLION IN UNSPENT RESERVES.

>> SPEAKER: THE DISTRICT IS WITHHOLDING THE 5.0 PERCENT INCREASE IN REVENUES IT RECEIVED FROM THE STATE FOR THE COLA MEANT TO BE GIVEN TO FACULTY.

>> SPEAKER: THE DISTRICT CAN WELL AFFORD THE COLA NEGOTIATIONS.

>> SPEAKER: FOR EVERY DOLLAR A FULL-TIME FACULTY RECEIVES PART-TIME FACULTY ARE COMPENSATED $0.73.

>> SPEAKER: LET IT BE RESOLVED THAT THE ASSOCIATE STUDENTS AT CERRITOS COLLEGE SUPPORT THE FACULTY FEDERATION COLLECTIVE BARGAINING DEMAND FOR FAIR AND EQUITABLE PAY FOR FACULTY FOR AND PART-TIME.

>> SPEAKER: LET IT BE RESOLVED THAT ACC AFFIRMS EQUAL PAY FOR ALL FACULTY.

[00:50:02]

THANK YOU.

>> SPEAKER: THANK YOU.

HERE'S A FEW WORDS THAT I WANT TO SHARE.

I WANT TO MAKE SURE THAT WE DO APPRECIATE ALL OF THE CALLS, EMAILS AND TESTIMONIES AND WE DO LISTEN TO YOU VERY CLOSELY.

I DO WANT TO OUTLINE THAT THERE ARE A NUMBER OF FACTUAL ERRORS IN SOME OF THIS MATERIAL.

AND A NUMBER OF ERRORS IN THE WAY IN WHICH CERTAIN POINTS HAVE BEEN MADE BOTH TONIGHT AND AT OTHER TIMES.

THE TRUTH IS, WE DISAGREE THAT I WOULD SAY I DISAGREE WITH THE FACULTY THAT THE DISTRICT HAS BEEN UNFAIR.

THE TRUTH IS THAT WE CARE DEARLY AND WE HAVE BEEN FAIR AND REASONABLE.

WE AGREED TO PROVIDE THE FACULTY AND THEIR DEPENDENTS WITH 100 PERCENT HEALTHCARE COVERAGE WHICH IS SOMETHING THAT MOST DISTRICTS HAVE NOT DONE ESPECIALLY COMPARED TO OUR PEER COLLEGES THAT WE HAVE PUSHED TO MAKE HEALTHCARE A PRIORITY.

IF YOU LOOK AT A SURVEY, THE SURVEY THAT THE FT UNION SHOWS OUR FACULTY NEAR THE TOP OF THE LIST IN TOTAL COMPENSATION OUT OF ALL DISTRICTS.

WE ALSO GAVE $6000 STIPENDS TO EACH AND EVERY ONE OF OUR EMPLOYEES REGARDLESS OF WHETHER THEY WERE PART-TIME OR NOT.

THAT IS SOMETHING THAT THE BOARD DID ON OUR OWN BECAUSE WE CARE AND WE KNEW THAT THIS WAS GOING TO BE A DIFFICULT TIME.

AND IT'S NOT TO MITIGATE THE TOTAL COMPENSATION TO THE DISTRICT IS INTENTIONAL ABOUT DISTURBING THE STIPENDS.NEXT TWO YEARS AND AMOUNTED TO AN EIGHT PERCENT INCREASE ACROSS THE CAMPUS ESPECIALLY AT A TIME OF DECLINING ENROLLMENT IT IS UNCLEAR WHAT THE RESPONSE FROM THE STATE WILL BE AND WE WANT TO ENSURE POLITY COMPENSATION DURING THIS TIME OF DIFFICULTY.

WE CONTINUE TO BARGAIN IN GOOD FAITH WITH OUR EMPLOYEE GROUPS.

BENEFITS PACKAGE AND WE CONTINUE TO VALUE THE NEGOTIATIONS PROCESS.

ARE THERE ANY OTHER WORDS THAT ANY OF MY OTHER COLLEAGUES WOULD LIKE TO SHARE? TRUSTEE PEREZ?

>> TRUSTEE: THANK YOU.

THANK YOU VERY MUCH AND THANK YOU EVERYONE FOR BEING HERE TONIGHT I APPRECIATE ALL THE COMMENTS AND I APPRECIATE YOUR CONCERNS AND YOUR PASSION IN REGARDS TO YOUR FELLOW COLLEAGUES BENEFITS AND HEALTHCARE.

I UNDERSTAND THIS COMPLETELY.

I HAVE BEEN ON THE OTHER SIDE PROTESTING WARD AND CITY COUNCIL SO I APPRECIATE EVERYONE BEING HERE AND I WANT TO COMMEND EVERYONE FOR TAKING THE TIME.

I ALSO WANT TO PROVIDE SOME CONTEXT TO THE CLAIM THAT THE DISTRICT HAS BEEN UNFAIR DURING THE NEGOTIATION PROCESS.

WE HAVE REMAINED AT THE BARGAINING TABLE AND HAVE BEEN WILLING TO NEGOTIATE THE COMPENSATION PACKAGE IN FACT WE JUST NEGOTIATED YESTERDAY AND WE ALSO HAVE A MEETING ON APRIL 29TH WITH ALL OF THE UNPREDICTABLE FACTORS WE ARE FACING WITH COVID LOW ENROLLMENT WHICH WE ALL KNOW IS HAPPENING FEWER STUDENTS ON CAMPUS, THE ECONOMY AND MANY OTHER FINANCIAL CHALLENGES THE DISTRICT IS OBLIGATED TO MAINTAIN ENOUGH RESERVES TO COVER THE DISTRICT'S OBLIGATIONS.

THANK YOU.

THAT SAID.CLOSE TO THE TOP OF THE LIST AMONG SIMILAR DISTRICTS.

THE DISTRICT HAS TIME AND TIME AGAIN SUPPORTED OUR EMPLOYEE'S REQUEST FOR INCREASED HEALTHCARE BENEFITS AND REMEMBER VIVIDLY IF YOU MONTHS AGO WHEN SEVERAL OF OUR EMPLOYEES CAME HERE.YOU CAME HERE AND REQUESTED FOR INCREASED HEALTHCARE BENEFIT THE DISTRICT

[00:55:02]

RESPONDED AND INCREASED THE BENEFITS HERE THE FACULTY ARE IMPORTANT TO THE SUCCESS OF STUDENTS AND WE ARE STILL COMMITTED TO PROVIDING FACULTY WITH FAIR WAGES AND GOOD BENEFITS.

WITH REGARDS TO CLASSIFIED UNIONS, CSEA WE APPRECIATE YOU BEING HERE TONIGHT TO TALK ABOUT YOUR SALARY AND BENEFITS BUT THE DISTRICT HAS NOT RECEIVED A PROPOSAL FROM YOUR NEGOTIATING TEAM.

AT THIS POINT IT IS HARD TO PROVIDE AN OFFER UNTIL YOU COME UP WITH A PLAN.

WHEN WE HAD THE OPPORTUNITY TO REVIEW CSEA'S PROPOSAL WE WILL CONTINUE TO NEGOTIATE IN GOOD FAITH AS WELL.

IT IS IMPORTANT TO MENTION THAT THE DISTRICT RECOGNIZES THE INVALUABLE CONTRIBUTIONS THAT BOTH FACULTY AND CLASSIFIED STAFF MAKE TO OUR CAMPUS WHICH IS WHY WE DID NOT HESITATE TO GIVE EMPLOYEES $500, $2500 AND $2500 IN INCREASED PAY.

TO HELP SUPPORT YOU THROUGH THE PAST TWO YEARS.

THIS IS ONE OF THE LARGEST STIPENDS GIVEN IN OUR COMPARABLE DISTRICTS.

WANT TO BE FAIR AND WE ARE COMMITTED TO REWARDING CSEA AND FACULTY'S HARD WORK.

WHEN THE TIME COMES WE LOOK FOR TO WORKING WITH CSEA ON A COMPETITIVE COMPENSATION PACKAGE.

AGAIN, THANK YOU VERY MUCH FOR EVERYBODY BEING HERE FOR THANK YOU FOR YOUR COMMENTS YOU PROVIDED WE APPRECIATE YOU BEING HERE.

ARE THERE ANY OTHER TRUSTEES THAT WOULD LIKE TO MAKE A REMARK? I HAVE ONE MORE ITEM VERIFICATION AS WELL.

OKAY, THE LAST ITEM OF CLARIFICATION THAT I WANT TO MAKE IS THIS IDEA THAT THE BOARD IS GIVING ITSELF A RAISE APART FROM THE FACULTY.

IT IS BOARD POLICY AND PROTOCOL THAT OUR STIPEND WHICH IS A FEW THOUSAND DOLLARS PER YEAR TRACKS EXACTLY WITH ANY RAYS GIVEN TO THE FACULTY.

SO, WE HAVE HAD A LONG-STANDING TRADITION OF MAKING SURE THAT THAT HAPPENS AND WE USUALLY IMPLEMENT IT RETROACTIVELY SO YOU GET PAID FIRST.

SO IF THERE'S ANY MISUNDERSTANDING ABOUT THE TIMING OF THOSE PAYMENT THAT MAY BE PART OF THE CONFUSION BUT I WANT TO MAKE CLEAR THAT THERE ARE NO RAISES GOING TO THE BOARD THAT AREN'T GOING TO FACULTY FIRST.

BUSINESS THIS EVENING.

THANK YOU VERY MUCH THIS IMPORTANT TOPIC.

NOW WE WILL MOVE TO ITEM 2.01 INSTITUTIONAL PRESENTATION: RECOGNITION OF

[2.01 Institutional Presentation: Recognition of Retiree]

>> PRESIDENT: ALL RIGHT.

WITH THAT WE WILL MOVE TO ITEM 2.03 INSTITUTIONAL PRESENTATION: PUBLIC OPINION

[2.03 Institutional Presentation: Public Opinion Survey Results Related to a Potential New Bond Measure]

SURVEY RESULTS RELATED TO A POTENTIAL NEW BOND MEASURE.

WITH THAT VICE PRESIDENT LOPEZ?

>> TRUSTEE: THANK YOU TRUSTEE BOARD PRESIDENT BIRKEY.

WE HAVE JOHN FAIRBANK AND ADAM WITH US.

[01:05:02]

GIVE ME A MOMENT AND I WILL PULL UP THE PRESENTATION.

>> SPEAKER: GOOD EVENING THIS IS JOHN FAIRBANK'S FROM FM THREE AND WE WILL BE PRESENTING THE RESULTS OF THE SURVEY WE JUST COMPLETED FOR YOUR DISTRICT.

WE HAD THE PLEASURE OF WORKING WITH YOU IN THE PAST AND WE WILL REFERENCE A SURVEY THAT WAS DONE A COUPLE OF YEARS AGO IN MAY OF 2022 SHOW YOU SOME CHANGES.

YOU WILL SEE THROUGHOUT THE PRESENTATION SOME VERY POSITIVE AND STRONG SET OF RESULTS THAT SHOW THE INITIAL STRONG SUPPORT FOR YOUR BOND AND THESE FINDINGS ARE CONSISTENT TO OTHER SURVEYS THAT WE HAVE DONE FOR A NUMEROUS COLLEGE DISTRICTS THROUGHOUT THE STATE THIS PAST YEAR.

AND STATEWIDE POLLING WE HAVE DONE FOR YOUR EDUCATION LEADERS STATEWIDE FOR A POSSIBLE SCHOOL BOND IN A STATEWIDE BALLOT.

YOU WILL GENERALLY SEE GOOD, STRONG, POSITIVE RESULTS ESPECIALLY FOR YOUR BOND THAT ADAM HAS WALKED THROUGH YOUR RESULTS.

>> SPEAKER: THANK YOU JOHN AND THANK YOU BOARD MEMBERS.

I WOULD LIKE TO SHARE THESE RESULTS WITH YOU AND YOU GO TO THE FIRST SLIDE, PLEASE? I WANT TO GIVE THE CONTEXT OF THE METHODOLOGY AND HOW WE WENT ABOUT DOING THE SURVEY.

THE SURVEY WAS COMPLETED LATE MARCH TO EARLY APRIL AND THE FOLKS WHO WE SURVEYED OUR RESIDENTS OF THE CERRITOS COLLEGE DISTRICT WHO BASED ON THEIR PAST VOTING HISTORY WOULD BE LIKELY TO VOTE IN NOVEMBER 2022 MIDTERM ELECTION.

THESE ARE NOT FOLKS THAT ONLY SHOW UP TO VOTE IN PRESIDENTIAL YEARS AND DON'T COME OUT IN THE YEARS IN BETWEEN AND NOT FOLKS WHO MAY BE YOUR STUDENTS BUT ARE NOT LIKELY VOTERS.

THESE ARE THE VOTERS IN THIS COMMUNITY.

THE TOTAL SAMPLE SIZE IS 847 WHICH IS A PRETTY GOOD SAMPLE FOR A DISTRICT OF YOUR SIZE P THE MARGIN OF ERROR FROM THAT IS PLUS OR MINUS WE .

5 PERCENT A 95 PERCENT LEVEL.

WE CONTACTED PEOPLE IN A COUPLE OF DIFFERENT WAYS.

ONE WAS TELEPHONE CALLS THAT LED TO LIVE TELEPHONE INTERVIEWS AND THEN THERE WERE PEOPLE WHO RECEIVED EITHER EMAIL INVITATIONS OR TEXT MESSAGE INVITATIONS THAT GAVE THEM A LINK TO DO ONLINE SURVEY.

THE RESPONDENTS COULD ONLY DO ONE OR THE OTHER YOU COULD NOT DO BOTH PHONE OR ONLINE.

ONLINE WAS NOT SET UP LIKE COME ONE COME ALL FACEBOOK POLL WHERE ANYBODY COULD CLICK AND GIVE THEIR ANSWER.

IT WAS BASED ON INVITATION TO FOLKS WHO WOULD GIVE US A RANDOM SAMPLE OF YOUR LIKE LIKELY VOTERS.

THE SURVEY WAS AVAILABLE IN BOTH ENGLISH AND SPANISH AND YOU CAN SEE IN SOME CASES IF PEOPLE DON'T ADD UP TO 100 PERCENT BECAUSE WE HAVE ROUNDED TO A DECIMAL POINT.

THIS IS STARTING WITH AN OPEN ENDED QUESTION WHICH YOU CAN SEE IN ITALICS AT THE TOP FOR WHAT YOU KNOW IS THE NAME OF THE COMMUNITY COLLEGE THAT SERVES YOUR AREA ABOUT EIGHT IN 10 RESPONDENTS RECOGNIZED CERRITOS COLLEGE AS THE COMMUNITY COLLEGE THAT SERVES THEIR AREA.

A PRETTY GOOD AWARENESS.

YOU CAN SEE THE OTHER NAMES THAT CAME UP LONG BEACH COLLEGE SIX PERCENT CYPRUS COLLEGE TWO PERCENT 11 PERCENT OF PEOPLE NAME SOMETHING ELSE OTHER THAN THE THREE NAMES THAT YOU SEE HERE AND SEVEN PERCENT DID NOT HAVE ANY KIND OF ANSWER.

A PRETTY SOLID AWARENESS AND MAY BE ROOM FOR FOLKS TO LEARN ABOUT A LOCAL COMMUNITY COLLEGE AND WAS SERVES THEIR AREA.

WE ASK PEOPLE TO TELL US HOW THEY WOULD RATE THE QUALITY OF EDUCATION OFFERED BY CERRITOS COLLEGE AND YOU CAN SEE A GREAT DEAL OF CONSISTENCY WITH THE SURVEY RESULTS OF MAY OF 2020 THAT JOHN WAS JUST REFERENCING A VIEW MINUTES AGO.

BACK THEN 64 PERCENT SAID THE COLLEGE PROVIDED EXCELLENT OR GOOD QUALITY EDUCATION.

IN TODAY'S SURVEY 62 PERCENT.

STATISTICALLY REALLY THE SAME NUMBER OF PEOPLE SAYING THE COLLEGE IS OFFERING QUALITY EDUCATION.

ONLY TWO PERCENT IN BOTH CASES WOULD SAY THE QUALITY OF EDUCATION IS POOR AND ABOUT 1/4 OF OUR LIKELY VOTERS DO NOT KNOW AND AS YOU KNOW NOT EVERYBODY ATTEND CERRITOS COLLEGE OR HAVE A FAMILY MEMBER OR FRIEND THAT DOES.

THERE'S A LOT OF PEOPLE THAT ARE GOING OFF OF IMPRESSIONS AND SOME PEOPLE DON'T KNOW AND MAYBE MORE OPPORTUNITY TO HELP PEOPLE UNDERSTAND WHAT THEY ARE PROVIDING.

[01:10:01]

>> SPEAKER: WE DON'T SEE THESE TYPES OF NUMBERS FOR MOST INSTITUTION SO THIS IS UNIQUE FOR THE COMMUNITY COLLEGE AND CERRITOS.

VERY STRONG NUMBERS.

>> SPEAKER: TWO DIFFERENT QUESTIONS ON THIS SLIDE AND YOU CAN SEE THE TEXT NEAR THE TOP OF THE SLIDE AND FOR EACH STATEMENT WE ASKED PEOPLE IF THEY WERE ACCURATE OR INACCURATE STATEMENTS.

YOU CAN SEE THREE QUARTERS OF VOTERS BELIEVE IT IS IMPORTANT TO CONTINUE TO OFFER IN-PERSON INSTRUCTION AND NOT ONLY ONLINE INSTRUCTION DURING THE MAJORITY THINK IT'S REASONABLE TO OFFER PASSES ONLINE.

THESE TWO POINTS WERE NECESSARILY VIEWED IN OPPOSITION OF EACH OTHER ALTHOUGH TO SOME FOLKS THEY MUST BE BUT FOR A LOT OF PEOPLE YOU CAN SEE SOME INTEREST IN BOTH BUT STRONGER NUMBERS FOR SURE FOR HOW IMPORTANT IT IS TO CONTINUE TO OFFER CLASSES IN PERSON.

THREE-QUARTER OF THE SPOHN AND SAID THAT WAS ACCURATE INCLUDING NEARLY HALF WHO SAID IT WAS VERY ACCURATE AND INTERESTINGLY A LOT OF VOTERS DON'T HAVE A GREAT IN-DEPTH OPINION OF THE DISTRICT IN SOME WAYS A LARGER PERCENTAGE DID HAVE AN OPINION WE ONLY HAD 10 TO 14 PERCENT.

THIS IS CONTEXT LEADING INTO THE ATTITUDES ON A POTENTIAL BOND MEASURE.

GO AHEAD TO THE NEXT SLIDE.

WE DID THESE SURVEYS AND WE DO FOR LOTS OF OTHER DISTRICTS IS TO PUT TOGETHER A HYPOTHETICAL 75 WORD BALLOT QUESTION WITH A TITLE AND SUMMARY OF SOME KIND OF LANGUAGE THAT VOTERS WOULD SEE AND THEY GO AND VOTE IN PERSON OR WHAT THEY WOULD GET IN THE MAIL OR GET THEIR VOTE BY MAIL BALLOT.

WE WOULD BASE THIS ON WITH THE NEEDS WERE AND AS WELL AS WHAT WE HAVE SEEN IN PAST EXPERIENCE IS AN IMPORTANT PRIORITY FOR LOCAL VOTERS.

AMONG THOSE ARE REFERENCED IN THE FIRST FEW LINES.

YOU CAN GET A FEEL FOR IT JOB TRAINING OCCASIONAL COMPUTER SCIENCE JOB TRAINING, REMOVING ASBESTOS AND LEAD PAINT, REPAIRING LEAKY ROOFS, IMPROVING SECURITY AND SAFETY PROVIDING SAFE DRINKING WATER AND AS WELL AS IMPROVING THE QUALITY OF EDUCATION.

WITH THEIR WE HAVE A CHOIR CONSTRUCT REPAIR QUALITY EQUIPMENT THAT STUFF WE WANT TO MAKE SURE IN THESE 75 WORDS THAT THE DISTRICT HAS THE FLEXIBILITY TO DO WHAT IT NEEDS TO DO IF THIS MEASURE WERE TO PASS.

THEN YOU HAVE STATE LAW THAT SAYS THERE IS A MEASURE THAT HAS TO SAY THE WORDS THAT FOLLOW.

IT WOULD HAVE TO SAY AUTHORIZING $425 MILLION IN BONDS AT LEGAL RATES LEVYING $25 PER HUNDRED THOUSAND DOLLARS OF ASSESSED EVALUATION WHILE BONDS ARE OUTSTANDING THAT IS LEGALLY REQUIRED LANGUAGE AND WE CLOSE WITH SOME FISCAL RESPONSIBILITY INHERENT TO THE MEASURE THERE WOULD BE OVERSIGHT AND INDEPENDENT AUDITS TO HELP REMIND VOTERS THAT THEY MIGHT NOT BE AWARE WITHOUT THAT LANGUAGE.

IF YOU GO TO THE NEXT SLIDE THIS IS THE REACTION TO THAT BALLOT QUESTION WE FIND MORE THAN SIX IN 10 VOTERS SAY THEY WOULD SUPPORT THIS MEASURE FOR CERRITOS COLLEGE THAT WOULD REQUIRE A 55 PERCENT BOAT IN ORDER TO BE PASSED IN SO THAT 62 PERCENT ARE NOT JUST ABOVE THE 55 BUT YOU ARE OUTSIDE THE SURVEYS MARGIN OF ERROR WHERE WE WOULD EXPECT THAT THIS IS NOT JUST A STATISTICAL NOISE.

YOU CAN SEE WE ALSO BREAK THIS DOWN INTO THE VARIOUS LEVEL OF INTENSITY OF PEOPLE'S RESPONSES TO EITHER THE YES, SIR NO SIDE.

THE YES SIDE WE DEFINITELY HAVE DEFINITELY AND PROBABLY YES AND ON THE NO SIDE IT'S DEFINITELY AND PROBABLY NUMBER THEN THERE ARE PEOPLE WHO ARE LEANING TOWARDS YES OR VOTING NO.

IF YOU WERE TO JUST LOOK AT THE PEOPLE WHO WERE A LITTLE MORE COMMITTED IT'S DEFINITELY AND PROBABLY YES YOU ARE ALREADY AT 55 PERCENT.

FROM THERE WE PICKED UP SEVEN PERCENT OF PEOPLE WHO ARE LEANING TOWARDS VOTING YES AND ULTIMATELY THIS MEASURE ON THE BALLOT IF THE DISTRICT IS ABLE TO INDICATE ABOUT ITS NEEDS AND PEOPLE LEARN MORE ABOUT IT WE EXPECT THAT 11 PERCENT WOULD JOIN AS WELL.

>> SPEAKER: WE ALWAYS LOOK AT THE LEVEL OF INTENSITY.

YOU CAN SEE THE DEFINITE YES AND DEFINITE NO IS TO-1 BESIDES 19 AND HE ATE A GOOD STRONG FEELING OF INTENSITY SUPPORTING THIS AND PRETTY LOW ON THE DEFINITELY DON'T KNOW.

>> SPEAKER: IF YOU LOOK AT THE NEXT SLIDE HERE IS WHERE IT WE ARE COMPARING TO THE SURVEY WE DID IN MAY OF 2020 AND WE CAN SEE THAT THE MEASURE AT THIS POINT HAS

[01:15:05]

SLIGHTLY MORE SUPPORT THAN WHAT WE SAW AT THAT TIME.

TWO YEARS AGO IT WAS PITY 9 TO 31 IN THE CURRENT SURVEY IT IS 622 27 AND AGAIN IT'S NOT JUST THE OVERALL NUMBER IT IS INCLUDING THAT DEFINITE YES WE HAVE 33 PERCENT WAS TWO YEARS AGO AND OUT 32 PERCENT IN THE CURRENT SURVEY.

IT IS NICE TO SEE THAT OVER TIME FOLKS ARE REALLY RECOGNIZING THE VALUE OF INVESTING IN CERRITOS COLLEGE AND YOU ARE GETTING GOOD AND STRONG NUMBERS.

>> SPEAKER: THIS IS CONSISTENT THAT WE DONE WITH MULTIPLE COMMUNITY COLLEGE DISTRICTS.

THERE'S A LOT GOING ON AND VOTERS WANT TO HELP AND SUPPORT THEIR COMMUNITY COLLEGES.

EVEN DURING ALL OF THE PANDEMIC AND ISSUES THAT WE WERE INVOLVED IN.

>> SPEAKER: ONE OF THE QUESTIONS IS WHAT WITH THE TAX RATE BE? THE AMOUNT OF FUNDING IS BASED ON THE TAX RATE PER HUNDRED THOUSAND DOLLARS OF ASSESSED PROPERTY EVALUATION.

WE TESTED $25 IN THE BALLOT QUESTION ITSELF WITHIN THE 75 WORDS THAT YOU SEE AT THE TOP OF THIS CHART 62 PERCENT YES 27 PERCENT NO.

WE ALSO TAKE THAT TAX RATE OUT AND NOT TALK ABOUT ALL THE NICE THINGS THAT THE MEASURE WOULD DO AND SAY HEY, WHAT IF IT WAS THIS MANY DOLLARS PER HUNDRED THOUSAND DOLLARS IN THAT CASE WOULD YOU VOTE YES? NOT SURPRISINGLY THAT NUMBER IS NOT AS HIGH IF YOU ASKED SOMEBODY IF THEY WANT TO PAY FOR THE BOND WITHOUT SAYING THE GREAT THINGS THEY'RE GOING TO GET FROM IT.

THAT $25 TAX BREAK ISOLATED QUESTION ALSO LIT LETS US DO A ISOLATION WHERE WE JUST SAY WHAT IF IT'S $19? WE DON'T SEE AN INCREASE WE SEE A DECREASE IN THE LEVEL OF SUPPORT AND THE CONFINES OF THE SURVEY.

I THINK ONE OF THE THINGS WE OFTEN FIND IS WHEN VOTERS RECOGNIZE THAT THERE IS A NEED FOR ADDITIONAL FUNDING THEY WANT TO SUPPORT THAT AGENCY.

RIGHT: THEY WANT TO DO THE RIGHT THING FOR THAT ORGANIZATION SO IN THIS CASE THEY ARE SEEING $25 GETS ME ALL OF THOSE THINGS THAT I WAS GOING TO GET AND I DON'T WANT TO GET LESS OF THAT SO THAT'S WHY A $19 TAX RATE AS A BACKUP DOES NOT FARE AS WELL.

IT IS SIMILAR TO WHAT WE FOUND A COUPLE OF YEARS AGO WHEN LOWERING THE TAX RATE DOESN'T NECESSARILY DRAW YOU IN WITH NEW VOTERS.

A SICKLY THE FOLKS WHO ARE OPPOSED TO THIS ARE OPPOSED TO THE 25 AND 19 ARE OPPOSED AT FOR PAIN OR 12 OR NINE.

BECAUSE THEY DON'T HAVE IT ANYMORE TAXES OR NEED FOR ADDITIONAL FUNDING.

>> SPEAKER: THIS GOES BACK TO ONE OF THE FIRST THINGS WE TALKED ABOUT THE AWARENESS OF THE DISTRICT AND COLLEGE AND WE HAVE 78 TO 80 PERCENT KNOW WHO YOU ARE AND VALUE YOU AND THEY WILL GET SOME RESULTS TO SUPPORT YOU.

JUST SO YOU HAVE A LITTLE BIT OF SENSE IN TERMS OF CONTEXT AND SUPPORT WE HAVE ISOLATED THE BOAT WITHIN EACH OF THE TRUSTEE AREAS THEN YOU FIND SUPPORT THAT IS AT OR NEAR 60 PERCENT AND IN NEARLY EVERY TRUSTEE AREA AND CLEARS THE DIVIDE PERCENT THRESHOLD IN ALL OF THEM AND YOU CAN SEE AT THE BOTTOM WE HAVE THE PERCENTAGE OF LIKELY VOTERS IN EACH TRUSTEE AREA STARTING WITH TRUSTEE NUMBER 1 HAD 15 PERCENT OF THE WAY OVER TO NUMBER 7 HAD PERCENT AND IN ALL OF THESE YOU CAN SEE A LOT OF CONSISTENCY.

THERE'S NOT AREAS OF THE DISTRICT WHERE THERE'S MORE OPPOSITION TO SUPPORT AND OBVIOUSLY A COUPLE OF THESE DISTRICTS ARE HIGHER IN TERMS OF SUPPORT AND OTHERS BUT EVERYBODY IS REALLY ON BOARD ACROSS THE DISTRICT.

NEXT SLIDE PLEASE.

WE ALSO SEE A REALLY STRONG CONNECTION TO THE PERCEPTION OF THE DISTRICTS NEED FOR FUNDING AND OPINION ON THE MEASURE.

THE VOTERS ON THE LEFT-HAND SIDE OF THIS CHART ARE FOLKS THAT THINK THE DISTRICT HAS A GREAT NEED FOR ADDITIONAL FUNDING AND 20 PERCENT OF THE LIKELY VOTERS 81 PERCENT OF THEM SUPPORT THIS MEASURE.

THE NEXT GROUP OVERTHINK THE DISTRICTS HAVE SOME NEED FOR ADDITIONAL FUNDING AND 74 PERCENT.

STILL STRONG ALTHOUGH YOU SEE A LITTLE BIT OF THE GREAT NEED.

FOLKS THAT THINK THE DISTRICT HAS A LITTLE OR NO NEED FOR ADDITIONAL FUNDING IS 18 PERCENT OF THE PEOPLE.

THEY OPPOSED THIS 64 TO 29.

WHEN YOU TALK ABOUT MAKING SURE THE VOTERS IN THE AREA UNDERSTAND YOUR NEEDS THIS IS A BIG PART OF WHAT WE ARE TALKING ABOUT AND THEN ON THE RIGHT-HAND SIDE GIVE 1/4 PEOPLE WHO DON'T KNOW AND 50 PERCENT OF THOSE VOTERS ARE WILLING TO GIVE YOU THE

[01:20:03]

BENEFIT OF THE DOUBT AND SUPPORT THIS MEASURE EVEN THOUGH THEY'RE NOT SURE WHAT YOU'RE FUNDING NEEDS ARE BUT YOU CAN SEE THAT THROUGH THIS INFORMATION AND OUTREACH YOU MIGHT BE ABLE TO TAKE THOSE DON'T KNOW PEOPLE AND MAKE THEM RECOGNIZE THAT THEY HAVE SOME NEED AND WITH THAT WOULD COME A GREATER LEVEL OF SUPPORT.

>> SPEAKER: WE WOULD LIKE TO SEE A 20 PERCENT ON THAT GREAT NEED INCREASE THE MORE THE VOTERS UNDERSTAND ABOUT YOUR NEEDS AND CHALLENGES THAT 28 PERCENT WOULD INCREASE AND YOU CAN SEE THE LEVEL OF SUPPORT THAT WOULD GO UP THE MORE YOU UNDERSTAND WHAT YOUR NEEDS ARE.

WE LOOKED AT NOT JUST THE BOND MEASURE IN TOTAL BUT HOW WOULD VOTERS WANT THIS TO BE USED AFTER THIS MEASURE IS CONSTRUCTED.

THESE WERE THE TOP PRIORITIES AND WE ASKED PEOPLE TO RATE THEM EXTREMELY IMPORTANT AND DARK BLUE AREA IMPORTANT IN LIGHT BLUE AND THEN SOMEWHAT IMPORTANT PINK AND ALSO IMPORTANT IN DARK RED.

WE GROUPED TOGETHER EXTREMELY IMPORTANT AND VERY IMPORTANT ON THE RIGHT-HAND SIDE.

IN TERMS OF THE ACTUAL IMPROVEMENT THAT COULD BE MADE WHEN WE SEE THE TOP PRIORITIES WOULD BE BASIC HEALTH AND SAFETY REPAIRS AND THAT'S WHERE YOU SEE FIXING LEAKY ROOFS AND REPAIRING ELECTRICAL AND GAS LINES AND THEY DIG ABOUT FIRE SAFETY REGULATIONS IN THE HEALTH AND SAFETY REPAIR.

PROVIDING SAFE DRINKING WATER AT THE COLLEGE, SUPPORTING STUDENTS AND VETERANS FOR UNIVERSITY TRANSFER IS IN THE MIDDLE OF THE SLIDE AS WELL AS A COUPLE OF ITEMS BELOW THAT REPAIRING STUDENTS TO TRANSFER TO FOUR-YEAR COLLEGE AND UNIVERSITIES IS AN OUTCOME OF A BOND MEASURE WHEREBY MAKING IMPROVEMENTS YOU ARE SETTING THAT SITUATION UP TO COME TRUE.

AS WELL AS SOME ITEMS RELATED TO FISCAL ACCOUNTABILITY I MENTIONED IN THE 75 WORDS THERE'S A COUPLE OF ITEMS THERE BUT HERE AT THE VERY TOP OF THE LIST REQUIRING PUBLIC EXPOSURE OF SPENDING CONSIDERS THAT IMPORTANT 85 PERCENT FINDS IT EXTREMELY OR VERY END AT THE BOTTOM OF THE SLIDE IT IS REQUIRING FINANCIAL AUDIT AND AGAIN THE FISCAL ACCOUNTABILITY PROVISION.

THE OTHER THING I WANT TO POINT OUT AS YOU LOOK AT ALL OF THESE PRIORITIES IS HOW HIGH THE LEVEL OF IMPORTANCE IS FOR ALL OF THEM WHERE YOU ARE AT MORE THAN THREE QUARTERS OF VOTERS WHO SAY IT IS EXTREMELY OR IMPORTANT THINGS TO HAVE HAPPEN.

YOU COULD EVEN LOOK AT THAT SOMEWHAT IMPORTANT GROUP IN THE RANGE OF 8 TO 14 ADDING THAT AND NOW YOU ARE IN THE MID 80S TO 90S ON SOME OF THESE AND THE NOT TOO IMPORTANT IS UNDER 10 PERCENT FOR EVERYBODY IN THE DON'T KNOW IS UNDER 10 PERCENT FOR EVERYBODY.

FOR ALL OF THESE ISSUES, NOT JUST FOR EVERYBODY.

YOU HAVE A BROAD SET OF PRIORITIES THAT VOTERS RESPOND TO IN A VERY FAVORABLE WAY.

ON THE NEXT SLIDE THESE ARE SOME OF THE LOWER PRIORITIES WE FOUND IN THE SURVEY.

AS THE OTHER ONES WERE IN THE HIGH 70S AND 80S HERE WE ARE IN THE LOW FOR THESE AND NOT TOO IMPORTANT IS EXCEEDING 20 PERCENT ON SOME OF THESE.

THE ONES I HAD THE HIGHER EXCUSE ME THE LOWER PRIORITIZATION FROM VOTERS WERE EXPANDING ONLINE EDUCATION WE SAW EARLIER HOMEY PEOPLE WERE STILL VALUING IN PERSON INSTRUCTION.

TWO ITEMS RELATED TO EXPANSION INTO OTHER CITIES WE SAID PROVIDING COMMUNITY COLLEGE CLASSROOMS AND OTHERS IN THE DISTRICT AND THEN BUILDING COMMUNITY COLLEGE CLASSROOMS IN OTHER CITIES WITH HALF THE PEOPLE IN BUILDING AND THEN HAVE TO PEOPLE IN PROVIDING TO SEE IF THAT WOULD MAKE MUCH OF A DIFFERENCE AND IT DIDN'T.

IN ALL CASES HALF THE PEOPLE THINK IT'S IMPORTANT AND THEN THE TWO ITEMS RELATED TO HOUSING SO WIELDING HOUSING ON OR NEAR THE CAMPUS THAT'S AFFORDABLE FOR STUDENTS OR SUPPORTING STUDENTS THAT ARE EXPERIENCING HOMELESSNESS.

THAT CAME IN AS EXTREMELY IMPORTANT AND AGAIN THE LOWEST OF THE PRIORITIES TESTED IN THE SURVEY.

WE HAVE FOUND THIS FAIRLY CONSISTENTLY THAT FOR MOST VOTERS THEY ARE FOCUSED ON WHAT THE COLLEGE IS SUITING TO PROVIDE HIGHER EDUCATION AND WHAT THEY'RE DOING TO PROVIDE HOUSING.

HERE WE PROVIDED PEOPLE WITH 1/4 CHOICE.

THEY HAD TO PICK ONE OF THE OTHER IN WHICH THE ORDER THEY WERE PRESENTED THESE STATEMENTS WAS ROTATED SO THAT ONE DIDN'T HAVE AN ADVANTAGE.

WE SEE THE MAJORITY WHO THINK IT SHOULD BE A HIGHER PRIORITY TO RAID HIS GOAL CLASSROOMS THEN EXPANDING ONLINE EDUCATION.

51 PERCENT THOUGHT THAT THE STATEMENT ON THE LEFT IMPROVING AND EXPANDING COLLEGE CLASSROOMS LAB AND VOCATIONAL TRAINING FACILITIES INCLUDING OFFERING COURSES IN CITIES THROUGHOUT THE COLLEGE AREA MAKING IT MORE CONVENIENT AND CLOSER TO HOME COMPARED TO IMPROVING AND EXPANDING ONLINE EDUCATION TO MAKE

[01:25:03]

THESE COURSES MORE CONVENIENT AND ACCESSIBLE AND EASILY AVAILABLE WAS A LITTLE MORE THAN HALF LIKE THAT IDEA OF EXPANDING THE PHYSICAL CLASSROOM OR UPGRADING THEM.

SO IF WE LOOK AT OUR CONCLUSIONS FROM THE SURVEY CAN GO AHEAD TO THE NEXT ONE WE FOUND THAT OF THE BOND MEASURE FOR CERRITOS COLLEGE IS VIABLE FOR PLANNING.

WE ARE NOT AT THE POINT WHERE WE ARE SAYING PUT THIS ON THE BALLOT TONIGHT THERE'S A LOT OF PLANNING WORK THAT NEEDS TO GO INTO THIS BUT YOU HAVE SUPPORT THE STARTS ABOVE 60 PERCENT AND THAT SUPPORT IS BROAD AND CROSSES EVERY TRUSTEE AREA.

THERE ARE SEVERAL USES OF FUNDS FROM THE MEASURE IN A LARGE SEGMENT OF VOTERS THREE QUARTERS OF 280 PERCENT WHO THINK THESE THINGS ARE IMPORTANT.

THAT INCLUDES BASIC REPAIRS WHICH IS FIXING LEAKY ROOFS AND DETERIORATING ASS AND SEWER LINES PROVIDING SAFE DRINKING WATER, MAKING EARTHQUAKE AND FIRE SAFETY IMPROVEMENT AND GENERALLY SPEAKING THINGS RELATED TO STUDENT SAFETY REPAIRING STUDENTS FOR TRANSFER AND THEN THOSE JOB TRAINING AND VOCATIONAL CLASSROOMS AND LABS.

WE ALSO SEE THAT IT IS IMPORTANT TO COMMUNICATE THE FISCAL ACCOUNTABILITY ELEMENT TO THE MEASURE.

NOT WHAT YOU'RE GOING TO ACCOMPLISH WITH THE MEASURE BUT SOMETHING THAT IS BUILT IN THAT VOTERS NEED TO HEAR ABOUT.

WE SEE THE IMPROVEMENTS TO COLLEGE BUILDINGS AND CAMPUSES AND FOCUSING ON EXPANDING ONLINE INSTRUCTION AND WITH THE LEVEL OF SUPPORT THE WAY IT IS AND THE NEED TO COMMUNICATE WE THINK STAKEHOLDER AND VOTER OUTREACH IS VERY CRUCIAL TO EDUCATE FOLKS ABOUT THE PURPOSE OF THE MEASURE AND WHAT IT WOULD ACCOMPLISH FOR THEIR LOCAL COMMUNITY COLLEGE.

WE SAW THAT WE HAD A SEGMENT OF PEOPLE THAT DID NOT KNOW A LOT AND COULD PROBABLY USE A LITTLE BIT OF ADDITIONAL INFORMATION.

IF WE ARE TO MOVE FORWARD WITH THE MEASURE ON THE BALLOT YOU WANT TO EXPLAIN WHAT YOU HOPE TO ACCOMPLISH WITH IT AND WHAT IT MEANS FOR THEM.

OBVIOUSLY YOU CANNOT BE ADVOCATING PEOPLE TO VOTE FOR IT BUT YOU CAN INFORM WHAT IT DOES IN A WAY THAT YOU THINK BASED ON WHAT WE SEE THE WAY PEOPLE PRIORITIZE THE IMPROVEMENT THEY WOULD BE VERY RECEPTIVE TO IT.

THAT IS THE END OF OUR PRESENTATION JOHN UNLESS YOU WANT TO ADD SOME MORE COMMENT.

>> SPEAKER: LET ME ADD ONE MORE COMMENT IN ADDITION TO THE BROAD SUPPORT IN EVERY TRUSTEE AREA WE FOUND DEMOGRAPHICALLY BROAD SUPPORT WHICH MEN AND WOMEN BY EVERY RACE.

BY AGE GROUP.

YOU HAD PRETTY BROAD SUPPORT AMONG ALL THE DEMOGRAPHICS IN ADDITION TO THROUGHOUT YOUR TRUSTEE AREAS.

SO A PRETTY STRONG SUPPORT ALL THE WAY THROUGH THE DISTRICT.

>> PRESIDENT: THAT WAS VERY HELPFUL.

THANK YOU GUYS SO MUCH DO WE HAVE ANY QUESTIONS FOR TRUSTEES? TRUSTEE PEREZ AND THEN TRUSTEE LEWIS.

OH, TRUSTEE LEWIS.

>> TRUSTEE: SO BASED ON THE NARRATIVE AND CONCLUSIONS THAT WE HEARD I'M NOT SURE THAT THE DATA AGREES WITH THAT BECAUSE IF WE GO TO SLIDE NUMBER 10 WHERE IT SHOWS WHERE THE HEADLINE SAYS LOWERING THE TAX RATE TO $19 DOES NOT INCREASE THE LEVEL OF SUPPORT FOR THE MEASURE, TAKING A LOOK AT WHAT THE DATA SHOWS IF YOU LOOK AT THE VERY BOTTOM IT WILL SHOW YOU THE TWO QUESTIONS THAT WERE USED IN MAKING THIS GRAFT.

THE FIRST ONE WAS WOULD YOU VOTE YES IN FAVOR OF THE MEASURE OR KNOW TO OPPOSE IT AND THAT WAS IMMEDIATELY AFTER HAVING READ THE ENTIRE PALLET LANGUAGE WHICH INCLUDES ALL OF THE FORELOCK OF A BETTER TERM, GOODIES OF THINGS WE WANT TO DO AS PART OF THE COLLEGE AND MOST OF IT IS QUITE FRANKLY VERY A SICK AND LEGALLY OBLIGATED TO DO SO.

INCLUDING MEASURES IN SAFETY AND SO ON.

WHEN YOU ARE READING IT WITH THAT ENTIRE BALLOT MEASURE IN MIND THEN YES, THE TOTAL SUPPORT IS 62 PERCENT, 38 PERCENT DEFINITELY YES AND THEN 20 PERCENT UNDECIDED IN THEN YES.

WHEN QUESTION NUMBER 6 WAS ASKED IN WHICH THEY SAY WHAT IF THIS BOND MEASURE RESULTED IN A PROPERTY TAX OF $25 WHEN THE ACTUAL IMPACT TO THE INDIVIDUAL PROPERTY OWNER IS CLEARLY SPELLED OUT SAYING YOU WILL PAY AN EXTRA $25 PER HUNDRED THOUSAND ASSESSED VALUE ON YOUR PROPERTY.

THE TOTAL YES DROPS TO 43 PERCENT IN THE TOTAL NO IS ACTUALLY 46 PERCENT WITH 33 PERCENT DEFINITELY NO.

[01:30:03]

AND THEN $19 SOMEHOW IS EVEN GREATER ALMOST A MAJORITY THAT ARE AGAINST IT EVEN THOUGH IT SHOULD PROBABLY BE FLIPPED BUT NONETHELESS I THINK THE TRUE BASELINE OF WHERE WE ARE LOOKING AT AS A COLLEGE SHOULD BE THAT MIDDLE NUMBER 43 PERCENT RATHER THAN 62 PERCENT.

I SEE 62 PERCENT AS A CEILING OF THE SUPPORT RATHER THAN A BASELINE FOR WHICH TO START.

I THINK WE NEED TO CONSIDER THAT AND I DON'T KNOW IF THERE IS A BREAKDOWN BY TRUSTEE AREA TO SHOW IF THERE IS A PARTICULAR STRENGTH OR WEAKNESS IN ONE AREA OR ANOTHER THE WAY IT IS DONE FOR QUESTION NUMBER 5 WHICH TO ME SOUNDS ALMOST LIKE A PUSH AND PULL TO A SENSE.

IF YOU HAVE ANY COMMENT ON THAT FROM FULL EBAY OR JOSƉ?

>> SPEAKER: TRUSTEE, IF WE CAN SHOW THE BALLOT LANGUAGE THIS IS WHAT VOTERS WILL BE VOTING ON.

THIS IS WHAT WILL BE ON THE BALLOT THIS IS WHAT WE WILL BE COMMUNICATING TO THEM AND USUALLY VOTERS VOTE FOR THESE AS A PACKAGE.

THEY WANT TO KNOW THE COMPLETE PICTURE OF WHAT WILL BE DONE AND HOW THE MONEY WILL BE SPENT AND YOU DON'T SEE THEM VOTING ONLY ON THE DOLLAR AMOUNT.

THE DOLLAR AMOUNT IS PART OF THE OVERALL PACKAGE THAT THE 75 WORDS DESCRIBE AND THAT'S WHAT THE VOTERS SEE ON THE BALLOT AND THAT'S HOW THEY RESPOND.

>> SPEAKER: YOU CAN GO BACK A COUPLE OF SLIDES TO NAVY IT'S THREE SLIDES BACK HAS THE LANGUAGE THAT WOULD BE MORE LIKE WHAT VOTERS WOULD RESPOND TO WHEN THEY ACTUALLY GET THERE BALLOT.

GO BACK ONE MORE.

THIS IS A 75 WORD BALLOT QUESTION, THE KIND OF LANGUAGE THAT NEARLY EVERY COMMUNITY COLLEGE DISTRICT OR K-12 DISTRICT BOND IS STRUCTURED TO INCLUDE.

HOW IS THE MONEY GOING TO BE USED? HOW MUCH MONEY ARE YOU ASKING FOR? HOW IS IT GOING TO BE SPENT AND HOW ARE YOU GOING TO WATCH THE MONEY? IT IS A PACKAGE.

WHEN YOU ISOLATE THE TAX BREAK INNOCENCE IT IS INFORMATIONAL BUT IT IS NOT THE ONLY PART OF THE CONVERSATION.

>> SPEAKER: HE SAW ON THE GRASS HOW IMPORTANT VOTERS FELT ON SPENDING THE MONEY IF YOU GET THE BOND ON REMOVING ASBESTOS, LEAD PAINT MOLD, LEAKY ROOFS.

YET VERY HIGH NUMBERS THAT THIS IS EXTREMELY VERY SOMEWHAT IMPORTANT TO SPEND MONEY ON IN OUR LOCAL COMMUNITY COLLEGES TO MAKE THEM SAFE AND HEALTHY.

>> SPEAKER: BECAUSE THE ALTERNATIVE WOULD TO BE TO GO INTO DISREPAIR? I DON'T THINK THAT SEEMS LIKE A REASONABLE POSSIBILITY TO HAPPEN.

BUT BEING GENEROUS LET'S SAY 43 PERCENT IS THE FLOOR AND 62 PERCENT IS THE CEILING THE TRUE NUMBER OF SUPPORT BASED ON PEOPLE WHO REALIZE WHICH IN YOUR OWN QUESTION AFTER HAVING READ QUESTION NUMBER 5 IN ITS ENTIRETY ALL OF THE BALLOT LANGUAGE THAT WILL BE SHOWN THE FOLLOW-UP RUSSIAN IS, WHAT IF THIS MEASURE THAT I JUST DESCRIBED SO THEY KNOW IT THEN RESULTS IN AN ANNUAL PROPERTY TAX OF $25? IT REITERATES WHAT MIGHT HAVE BEEN MISSED BY PEOPLE WHO WERE TAKING AN ONLINE INTERVIEW OR TELEPHONE REVIEW AFTER LISTENING TO ABOUT 200 WORDS WORTH OF INFORMATION.

IT BRINGS US DIRECTLY TO THE VOTER AND SAYING BY THE WAY ALL OF THIS GOOD STUFF IS GOING TO COST $25 FOR EVERY THOUSAND DOLLARS AS PROPERTY CONTINUES TO SKYROCKET IN OUR AREA FAR PAST ANY REASONABLE NEW HOMEOWNER.

I THINK WE NEED TO LOOK AT THIS NARRATIVE AND ADJUSTED TO SHOW THAT 62 PERCENT IS NOT SOMETHING THAT WE SHOULD USE AS A BASELINE TO GUARANTEE OR EVEN BE REASONABLY CERTAIN THAT A BALLOT MEASURE WITH $25 OR EVEN $19 FOR THAT MATTER WOULD EVEN PASS WITH THE PROPERTY TAXES OR PROPERTY VALUES INCREASING AS WELL.

REGARDLESS I AM NOT IN FAVOR OR OPPOSE TO A BALLOT MEASURE ON THIS PARTICULAR MEASURE BUT I WANTED TO GO INTO THIS WITH CLEAR EYES KNOWING THAT 62 PERCENT TO ME CERTAINLY IS NOT THE TRUE NUMBER OF SUPPORT THAT WE WANT TO GET AT THIS PARTICULAR JUNCTION.

>> SPEAKER: LET ME LEVY ON CLARIFYING QUESTION BASED ON TRUSTEE LEWIS'S POINT.

[01:35:10]

QUESTION NUMBER FIVE AND SIX IN THIS POLL THEY ARE ONE AFTER THE OTHER RIGHT? SO, THE POINT RAISED THAT IF YOU WERE TO ASK QUESTION NUMBER 6 AT THAT POINT WE HAVE AN AWARENESS OF WHAT IT WOULD BE IN THE BOND OR JUST TRYING TO RAISE THAT POINT.

IT'S FAIR.

THEY HAVE SOME RECOGNITION ON WHAT IS IN THE BOND IS JUST DIFFERENT QUESTION ON WHAT YOU GET TO ONLY ON ITS OWN WITHOUT SAYING THIS IS WHAT YOU GET SAYING THIS IS THE TAX RATE GENERALLY SPEAKING.

IN ALMOST EVERY SURVEY YOU'RE GOING TO GET LOWER NUMBERS BUT THE NUMBERS THAT ARE MORE LIKELY IN OUR POLL REFLECTIVE OF THE ACTUAL ELECTION OUTCOME ARE THE ONES BASED ON THIS 75 WORDS.

THAT'S WHAT PEOPLE ARE RESPONDING TO.

THE NOT GOING TO ABOUT SAYING YOU WANT TO SPEND TO A DOLLARS FOR EVERY $100,000.

>> SPEAKER: HISTORICALLY WE'VE DONE HUNDREDS OF THESE FOR THE CERRITOS COLLEGE DISTRICTS IN THE STATE AND I WOULD BE GLAD TO PROVIDE YOU OUR BASELINE SURVEYS AND MATCHING THEM TO ACTUAL ON ELECTION DAY WHAT THEY PASS AT.

VERY CONSISTENT NUMBERS AND AGAIN ASSUMING THAT THERE IS PUBLIC EDUCATION AND YOU COMMUNICATE WITH YOUR VOTERS AND EDUCATE THEM ABOUT THIS.

WE CAN SHOW YOU HUNDREDS OF SURVEYS WHERE THIS LANGUAGE IS INDICATIVE OF POTENTIAL PASSAGE IN MANY OF THE DISTRICTS MOST OF THE DISTRICTS IN THIS COUNTY.

>> TRUSTEE: MY ONLY CONCERN AS A FOLLOW-UP TO THAT MANY COMMUNITY COLLEGE DISTRICTS MANY SCHOOL DISTRICTS K-12 DON'T HAVE STRONG NO CAMPAIGNS AGAINST THESE KINDS OF MEASURES IN THE ONLY THING THAT MOST VOTERS SEE IS THE BALLOT MEASURE LANGUAGE AS WELL AS ANY PUBLIC EDUCATION GIVEN BY THE INSTITUTION.

PARTICULARLY IN OUR COMMUNITY COLLEGE DISTRICT THERE HAS BEEN AT LEAST ONE RECENT BOND MEASURE THAT HAS FAILED AT K-12 LEVEL.

ORIGINALLY SPEAKING.

BUT THEY SUCCEEDED THE NEXT TIME AROUND.

SO, YES.

I BELIEVE IT WAS MEASURE AA BACK IN 2016 GIVE OR TAKE.

NONETHELESS MY CONCERN WITH TAKING THE 62 PERCENT NUMBER AS THE BASELINE IS IF THERE IS A NO CAMPAIGN THAT DOES COME UP THAT IS WHAT IS GOING TO BE DRILLED INTO THE MINDS OF THE VOTERS AS WELL THAT THE $24 PER HUNDRED THOUSAND DOLLARS FOR THE MEDIAN HOUSE IN THE CERRITOS AREA BEING WHAT, 750 GIVE OR TAKE OR EVEN 800 OR 900 BY NOW? I THINK REALLY IT NEEDS TO BE A PART OF THE CONVERSATION AS TO WHETHER WE GO FORWARD WITH A BALLOT MEASURE OR NOT CONSIDERING THAT A BOND MEASURE HAS FAILED ONCE BEFORE IN A SIGNIFICANT PORTION OF THE DISTRICT.

WE HAVE DONE WELL PRIOR AND I'M NOT SAYING THAT WE WILL FAIL IT'S A GUARANTEE, BUT IT IS SOME THAT WE NEED TO STRONGLY CONSIDER AND NOT SAY 62 PERCENT IS A GUARANTEE.

MORE CONVERSATIONS TO BE HAD.

>> PRESIDENT: A LOT OF SPACE BETWEEN HERE AND THERE.

TRUSTEE PEREZ?

>> TRUSTEE: THANK YOU VERY MUCH FOR THE PRESENTATION I APPRECIATE THAT INFORMATION.

I HAVE FOUR QUESTIONS PILLOW START WITH PAGE 14.

ON PAGE 14 IT TALKS ABOUT OUR TOP PRIORITIES AND THE SECOND ONE IS FIXING LEAKY ROOFS AND PROVIDING SAFE DRINKING WATER FOR THE THIRD ONE REPAIRING GAS AND ELECTRICAL SEWER LINES.

ACCORDING TO OUR MASTER PLAN THAT I ASSUME WE WILL BE USING THAT AS THE ROADMAP TO WHAT WE WILL BE BUILDING ON THIS BOND ARE WE DOING ANY OF THAT? ARE WE FIXING LEAKY ROOFS, WRITING SAFE THINKING WATER AND ARE WE REPAIRING LEAKING GAS AND SEWER LINES?

>> TRUSTEE: YES, WE HAVE BEEN REPAIRING AND REPLACING EVERYTHING AS WE DO IN THE CURRENT CONSTRUCTION.

EVERY TIME THE CURRENT CONSTRUCTION IS DONE WE HAVE BEEN UPDATING ALL OF OUR

[01:40:03]

SERVICE LINES, DIGITAL INFRASTRUCTURE WHICH HAS BECOME MORE NECESSARY NOWADAYS AND IT REQUIRES NOT ONLY THAT INITIAL INVESTMENT BUT A SIGNIFICANT INVESTMENT AS WE SAY AT THIS POINT THE INVESTMENT IN THE PHYSICAL BUILDINGS.

>> TRUSTEE: OKAY IT SEEMS LIKE YES WE ARE DOING THAT BUT ARE WE FIXING LEAKY ROOFS, DO WE STILL HAVE LEAKY ROOFS ON CAMPUS?

>> TRUSTEE: WE DO SEVERAL OF THE BUILDINGS AND PART OF THE MASTER PLAN DOES AS YOU RECALL WE STILL HAVE DOZENS OF ILL THINGS THAT WERE STILL BUILT IN THE 50S AND 60S EVEN 70S THAT THIS WOULD ADDRESS ALL OF THIS TYPE OF INFRASTRUCTURE FOR THE BUILDING ITSELF INCLUDING LEAKS ON IT AND YOU MENTIONED LEAKY ROOFS I JUST HAD A CONVERSATION YESTERDAY WITH OUR VICE PRESIDENT OF ACADEMIC AFFAIRS REGARDING A LEAKY ROOF.

SO, WE DO HAVE THEM AND WE CONTINUE TO HAVE THEM ON THAT AND SO.

>> TRUSTEE: AND SAFE DRINKING WATER WE HAVE UNSAFE DRINKING WATER RIGHT NOW?

>> TRUSTEE: IN THE BALLOT LANGUAGE I WOULD PROBABLY NOT INCLUDE SAFE DRINKING WATER.

I THINK OUR WATER SYSTEM IS.

I THINK THIS IS JUST A BROAD SENSE OF WHAT THE VOTERS WOULD WANT TO SEE THEIR MONEY SPREAD ON BUT FOR US, I THINK RECENTLY IN THE PAST BOND AND WE PULLED SOME OF THIS FROM PRIOR HISTORY AS WELL.

WE RECENTLY COMPLETED A COMPLETE WATER LOOP FOR AROUND THE CAMPUS AND I BELIEVE IT TOUCHED EVERY BUILDING BUT I'M NOT 100 PERCENT POSITIVE.

ANY ADDITIONAL INFRASTRUCTURE THAT NEEDED TO BE WE MADE BIG AND ROADS ON THE WATER LINES INFRASTRUCTURE ON THAT.

IF THAT IS ALREADY COMPLETED THEN OBVIOUSLY WE WOULD NOT SPECIFY IT AGAINST SOMETHING LIKE THAT.

>> TRUSTEE: I JUST WANT TO MAKE SURE THAT EVERYTHING WE SAID IN THE BALLOT LANGUAGE IS FACTUAL.

PAGE 15 YOU ASKED TWO QUESTIONS ABOUT PROVIDING COMMUNITY COLLEGE CLASSROOMS AND BUILDING COMMITTEE COLLEGE CLASSROOMS IN OTHER CITIES.

IS THAT SOMETHING THE COLLEGE HAS IDENTIFIED AS A PRIORITY? I'M WONDERING WHY THOSE TWO QUESTIONS WERE ASKED.

>> TRUSTEE: THOSE WERE QUESTIONS THAT CAME FROM AN EARLIER DISCUSSION HERE FROM THE BOARD SO WE ADDED A FEW QUESTIONS ON THE FACILITIES OUTSIDE OF CAMPUS, ONLINE INFRASTRUCTURE AND IT IS STUDENT HOUSING.

THESE WERE NEW AND THEY CAME OUT OF CONVERSATIONS THAT WE HAD TWO MONTHS AGO MAYBE.

AND WE DECIDED TO TRY TO TEST THE COMMUNITY TO DETERMINE WHETHER OR NOT THERE WAS ANY CASE TO LEAN INTO THAT ACTION.

>> TRUSTEE: DO WE HAVE THAT IN THE CURRENT MASTER PLAN?

>> SPEAKER: HAVE TO MODIFY THE MASTER PLANNING TO INCLUDE ANYTHING LIKE THAT.

OF COURSE, THE CONCERNING PART WILL BE THOSE ITEMS RANKED LOWER THAN THE CATEGORY OF ITEMS WHICH WILL NECESSITATE SIGNIFICANT INVESTMENT AND OVER TIME BRINGING THOSE NUMBERS UP IT WOULD BE SOMETHING THAT WE WOULD WANT TO DO.

>> TRUSTEE: OKAY NEXT QUESTION IS ON THE $400 MILLION FIGURE, WHEN DO WE ASSUME WE WILL COMPLETE?

>> TRUSTEE: THAT IS ALSO A GOOD QUESTION.

THAT IS OUR ESTIMATE OF THE CURRENT MASTER PLAN AS WAS DEVELOPED A COUPLE OF YEARS AGO.

AND SO, IF THE ESCALATION COSTS WILL BE THE SAME WE WILL PROBABLY BE SURE OF THEM LIKE WHAT HAPPENED TO US NOW.

BUT, IF IT REMAINS THE SAME WE COULD BECOME CLOSE TO COMPLETION OF THE MASTER PLAN NOT OF DESIGN.

WE WOULD PROBABLY NEED TO DO A LOT OF BARGAINING ENGINEERING BECAUSE OF THE ESCALATION COST.

THE NUMBER USE ALL RIGHT THERE WAS THE ESTIMATE OF THE PLAN WHEN IT WAS DEVELOPED.

>> SPEAKER: THAT WOULD COMPLETE THE BUILDOUT OF THE ENTIRE MASTER PLAN.

ANY ADDITIONAL ITEMS THAT WE DISCUSSED OBVIOUSLY THAT WAS NOT PART OF THE OVERALL DOLLAR AMOUNT AND LIKE ANY PLAN DEPENDING ON THE DOLLAR FIGURE THAT GO OUT WITH IF IT ISN'T ENOUGH THEN OBVIOUSLY WE WOULD HAVE TO PRIORITIZE WHAT PROJECTS WE ARE GOING TO DO ON THAT.

SIMILAR TO WHAT THE PREVIOUS TWO BONDS WERE BECAUSE EACH OF THOSE BONDS WERE ENOUGH

[01:45:02]

TO BUILD OUT THE MASTER PLAN AND THAT IS WHY THERE WAS A PRIORITY LIST DEVELOP AND WE WENT THROUGH THOSE PROJECTS ONE BY ONE.

THIS NUMBER WE WANTED TO TEST ASSUMING THAT WE COULD TILT OUT THE ENTIRE MASTER PLAN AS IS.

SO WE DID A QUICK UP DATE TO THAT DOLLAR AMOUNT WORKING WITH TILT AND QUAIL ON IT AND FOR 25 GETS US COMFORTABLY AROUND THAT BUT WHAT IS UNKNOWN IS THE ESCALATION PRICE IF IT CONTINUES TO - AS IT CONTINUES TO EVEN THOUGH WE PLAN FOR THAT OBVIOUSLY THAT IS STILL THE UNKNOWN AT THIS POINT.

>> TRUSTEE: IT'S A CONCERN AND I THINK WHEN THIS COMES BACK IT'S GOING TO BE IMPORTANT AS WE CONTINUE THE DISCUSSION TO ALSO HAVE A SIDE-BY-SIDE OF WHAT THE MASTER PLAN IS AND WHAT THE PRIORITIES ARE SO WE CAN SEE THAT AND SEE HOW THIS WOULD IMPACT THAT ANYTHING HE ESTIMATED COST FROM EVERYTHING I HAVE SEEN ARE GREATLY IMPACTING THE CONSTRUCTION SO WE NEED TO MANAGE OUR EXPECTATIONS WITH THAT 425 MILLION DOLLARS AND AS IT COMES BACK WOULD LIKE TO SEE IT.

THE OTHER QUESTION I ASSUME WE HAVE THE OPPORTUNITY TO ASK ANOTHER SURVEY QUESTION.

THE QUESTION WAS ASKED AND WE TALKED ABOUT IT BUT IT IS NOW WELL KNOWN THAT STUDENTS ARE CHOOSING ONLINE LEARNING.

IT'S NOT JUST AT COMMUNITY COLLEGE IT'S EVERYWHERE.

K-12, CAL STATE UC SYSTEM, I THINK IT'S A QUESTION THAT NEEDS TO BE ASKED BECAUSE I FEEL THAT EVERY TIME I'VE BEEN ON CAMPUS THE LAST FEW MONTHS I'VE SEEN NO STUDENTS.

I'VE SEEN YOU OCAMA A COUPLE OF OTHER LEADERS AND THAT'S IT.

I DON'T SEE STUDENTS HERE AND I HAVEN'T BEEN A LOT BUT I FEEL LIKE WHY ARE WE GOING TO BUILD WILL THINGS THAT ARE GOING TO BE EMPTY? IF THAT'S NOT THE CASE THEN I THINK WE SHOULD BE ABLE TO MISTREAT THAT MUCH MORE DEARLY BECAUSE I THINK THE IDEA THAT EDUCATION HAS MOVED ONLINE IS NOW BEING WELL UNDERSTOOD AND WE TALK A LOT ABOUT THE STATE LEVEL, DR. TALK ABOUT THAT THROUGH THE BOARD OUR STATE LEGISLATORS DON'T UNDERSTAND WHAT'S GOING ON WITH ONLINE LEARNING VERSUS IN PERSON LEARNING WHERE THEY ARE STRUGGLING TO UNDERSTAND WHAT IS HAPPENING ON OUR CAMPUSES.

I THINK WE NEED TO BE VERY CLEAR AND REAL ABOUT THAT BECAUSE PEOPLE WILL KEEP THAT IN CONSIDERATION LIKE WHY ARE WE BUILDING MORE BUILDINGS ON CAMPUS IF THEY'RE NOT GOING TO BE FILLED.

THOSE ARE THINGS WE NEED TO CONSIDER AS WE CONTINUE ALONG THIS DISCUSSION.

>> TRUSTEE: THAT'S A GREAT QUESTION TRUSTEE PRESS.

I WILL LET BOTH JOHN AND ADAM IN ON THAT AND WE DID ASK SEVERAL TYPES OF THOSE QUESTIONS REGARDING AGAIN THIS SURVEY WAS TO POTENTIAL VOTERS.

YOU KNOW? I ACTUALLY HAD THIS SLIDE APPEAR WHICH WAS ONE OF THE QUESTIONS ASKED REGARDING WHAT IS THEIR PRIORITY EITHER UPGRADING PHYSICAL CLASSROOMS OR EXPANDING ONLINE EDUCATION AND STUFF LIKE THAT.

AND SO, WITHIN THIS PRESENTATION I THINK THERE WAS THREE DIFFERENT KINDS OF QUESTIONS OR SURVEY RESULTS THAT WE GOT SPECIFICALLY REGARDING EITHER EXPANDING THE NEED FOR EXPANDING ONLINE EDUCATION ON THAT AND I WOULD BE HAPPY TO LET ADAM AND JOHN WALK US THROUGH THAT QUESTION.

>> SPEAKER: TO THE TRUSTEE! WE DON'T REALLY ASK ABOUT BUILDING NEW BUILDINGS OR THE IMPROVEMENTS OR UPGRADES WERE TO EXISTING CLASSROOMS, LABS, VOCATIONAL TRAINING CENTERS FOR NURSES, FOR THOSE NOT REALLY BUILDING NEW.

FIX WHAT YOU HAVE PEERED ONE OF THE REASONS ON SLIDE 14 MANY OF THESE INDIVIDUAL ITEMS FOR REPAIR MATCHUP TO WHAT THE VOTERS ARE EXPERIENCING IN THEIR OWN HOMES.

LEAKY ROOFS.

WHETHER YOU ARE A RENTER, YOUR LANDLORD IS FIXING THE LEAKY ROOFS.

THE GAS LINES AND SEWER LINE.

THIS IS A REASON WHY THESE ARE SO HEAVILY VALUED.

VOTERS UNDERSTAND.

LIKE WHAT GOES ON IN THEIR OWN HOME YOU'RE GOING TO HAVE THE SAME PROBLEMS THAT NEED TO BE UPDATED CONSTANTLY.

>> PRESIDENT: IF YOU DON'T HAVE THEM NOW YOU WILL HAVE THEM LATER.

IF YOU COULD GO BACK TO THE QUESTION WITH GOING BACK THE OTHER WAY.

[01:50:04]

THIS IS ONE OF THE PLACES WHERE WE TRIED TO GET THE IN-PERSON VERSUS ONLINE, WHAT ARE THEIR PRIORITIES? A SMALL MAJORITY SAY THEY THINK IT'S MORE IMPORTANT FOR IT SHOULD BE A HIGHER PRIORITY FOR CERRITOS COLLEGE TO IMPROVE AND EXPAND BUILDING PHYSICAL BUILDINGS INSTEAD OF IMPROVING ONLINE EDUCATION.

NOT TO SAY THAT THERE AREN'T A SIGNIFICANT AMOUNT OF PEOPLE WHO THINK THE PRIORITY IS EXPANDING ONLINE LEARNING PEERED WE STILL SEE HIM MAJORITY WHO PREFER OR THINK IT'S A HIGHER PRIORITY TO IMPROVE THE IN PERSON OPTIONS.

IF YOU GO BACK ON SLIDE HERE WE HAVE IN THIS LIST OF PRIORITIES EXPANDING ONLINE EDUCATION WAS ON THE LOWER AND REAR SOME OF THE PHYSICAL IMPROVEMENTS WERE AT THE TOP.

AGAIN NOT TO SAY THAT PEOPLE THINK IT'S A TERRIBLE IDEA WE STILL HAVE 57 PERCENT OF PEOPLE WHO THINK IT IS IMPORTANT EITHER EXTREMELY OR VERY IMPORTANT TO ASK BAND ONLINE EDUCATION DOES NOT TO THE SAME DEGREE AS IMPORTANT AS SOME OF THE OTHER WAYS YOU COULD INVEST IN THE FUNDING.

IF YOU GO WAY BACK TO THE THIRD OR FOURTH SLIDE IN THE SLIDE DECK IT'S FORWARD COUPLE FROM HERE.

TWO MORE? RIGHT HERE.

SO WE ASK PEOPLE IS IT ACCURATE OR INACCURATE.

AFTER THE COVID-19 PANDEMIC IS IMPORTANT FOR COMMUNITY COLLEGE TO OFFER CLASSES IN PERSON AND NOT JUST ONLINE AND 76 PERCENT SAY THAT'S ACCURATE AND WE FOUND A SMALL MAJORITY 51 PERCENT SAY THESE WERE NOT THE SAME PEOPLE THIS WAS HALF-AND-HALF.

IT IS REASONABLE TO OFFER COLLEGE COURSES AND NOT JUST ONLINE.

IT'S NOT A COMPLETE EITHER OR BUT WE CNA TO THE IN-PERSON OFFERINGS.

IN TERMS OF VOTER PRIORITY AND NOT SPEAKING AT ALL TO A STUDENT PRIORITIES ARE AND WHERE THEY ARE AND WHERE THEY ARE TAKING CLASSES.

>> SPEAKER: CAN I ASK A QUESTION?

>> PRESIDENT: YES.

SO, ARE THERE ANY SLIDES THAT YOU MENTIONED BECAUSE I CAN SEE YOUR PRESENTATION IS EITHER IN PERSON OR ONLINE.

BUT ACTUALLY DURING THE PANDEMIC IT IS NOT.

IT'S NOT JUST IN PERSON OR ONLINE.

AND THERE WAS ANOTHER ONE THAT IS SYNCHRONIZED ONLINE AND A LOT OF CLASSES GO THIS WAY.

AND I DIDN'T SEE THAT IT WAS PRESENTED IN YOUR PRESENTATION AND AS A COMMUNITY COLLEGE FACULTY, I AM A FACULTY AT ANOTHER COMMUNITY COLLEGE.

I DO SEE BECAUSE I TEACH ONLINE CLASS I ALSO TEACH SYNCHRONIZED ONLINE AND I ALSO TEACH IN PERSON.

THE IN PERSON CLASS A STUDENT WILL REQUEST I WOULD LIKE TO BE SYNCHRONIZED ONLINE BECAUSE OF THE PANDEMIC.

I AM JUST WORRIED ABOUT WHEN THE PANDEMIC WILL END, WE DON'T KNOW THAT BUT SHOULD YOUR PRESENTATION, I JUST THINK IF YOU DIVIDED BY IN-PERSON AND ONLINE YOU DO NOT REFLECT THE CURRENT STRUCTURE WE HAVE RIGHT NOW.

WE HAVE IN PERSON WE HAVE SYNCHRONIZED ONLINE IN THE SYNCHRONIZED ONLINE THAT ONE IS NEEDED A LOT.

TECHNOLOGY SUPPORT FACULTIES.

THEY DO NEED THE TECHNOLOGY SUPPORT.

AND WE HAVE SOME COURSES ONLINE AND THAT IS JUST MY QUESTION.

YOU KNOW, WHETHER YOU CAN HAVE A PRESENTATION TO REFLECT THE CURRENT STRUCTURE IS NOT THIS IS NOT CURRENT STRUCTURE RIGHT NOW.

THAT IS MY OPINION.

THANK YOU.

>> TRUSTEE: REGARDING THE ONLINE PIECE THE RESULTS ARE NOT NECESSARILY SURPRISING BECAUSE THERE HAVE BEEN A PUBLIC PUSH TO MOVE THE LOCATION BACK AND IT STARTED WITH K-12 AND I THINK IT HAS TRANSFERRED TO ALL LEVELS OF EDUCATION.

I THINK THE PUBLIC FEELS THAT IT IS THE CORRECT APPROACH AND IN THE COMMENTS

[01:55:02]

THAT TRUSTEE PEREZ MADE ABOUT THE LEGISLATORS SEEM TO BE THE SAME.

RIGHT NOW I THINK IT IS AN INTENTION OF A BILL TO MANDATE AND PUT IT BY MANDATE THAT WE SHOULD HAVE 60 PERCENT OR SOMETHING LIKE THAT IN PERSON CLASSES.

AND, THERE IS A NEED AND IT WILL TALK A LOT OF EDUCATION IN THE LOCAL COMMUNITY TO EXPLAIN WHAT ONLINE EDUCATION MEANS BECAUSE I THINK WE CAN ALL FOLLOW WHAT THE DOCTOR WAS SAYING BUT THE PERSON THAT IS PROBABLY WATCHING THE MEETING ONLINE EDUCATION IS ONLINE EDUCATION.

RIGHT? WE ARE THE EXPERTS SO WE KNOW THE NUANCES AND IT WILL REQUIRE A LITTLE BIT OF INFORMATION THEY DO AGREE WITH TRUSTEE PEREZ REGARDING THE INFRASTRUCTURE THE RELEVANCE OF ENSURING THAT WE EXPLAINED THAT IF IT IS SOMETHING THAT WE WANT TO CONSIDER.

THE OTHER PART THAT IS IMPORTANT TO REMEMBER IS THIS WILL BE A DIFFERENT TYPE OF INVESTMENT, TECHNOLOGY INFRASTRUCTURE IN THE BUILDING WILL REQUIRE I AM ASSUMING A DIFFERENT WAY TO PUT IT IN THE BALLOT AND OBVIOUSLY A WAY FOR US TO BUDGET AS HOW TO MAINTAIN THAT INFRASTRUCTURE GOING FORWARD.

BECAUSE THE LIFECYCLE IS UNLIKELY TO BE IN SOME OF THE HARDWARE IN FIVE YEARS AND THEN BACK IN INFRASTRUCTURE IN 10 OR LESS.

>> PRESIDENT: ANY OTHER QUESTIONS, TRUSTEES? THIS IS BEEN VERY HELPFUL AND I APPRECIATE THIS QUITE A BIT.

EARLIER IN MY PROFESSIONAL CAREER I HAD TO RUN A FEW RESEARCH SURVEYS NOT UNLIKE THESE.

I APPRECIATE THE BACKEND WORK THAT YOU HAD TO DO TO PUT THIS ALL TOGETHER AND I AM SURE THAT WE WILL BE FOLLOWING IT SOON.

THINK IT WOULD BE HELPFUL MR. FAIRBANK IF IT'S POSSIBLE TO GET SOME ALIGNMENT DATA THAT YOU DESCRIBED REGARDING THE OUTCOME OF ELECTIONS ON THESE MEASURES RELATIVE TO THE POLLING AT LEAST IN THE STATES THAT WE ARE AT REINO TO HELP US UNDERSTAND MORE PREDICTABLY WHAT QUESTIONS MEAN WHAT IN TERMS OF THE OUTCOME.

>> SPEAKER: I WOULD BE GLAD TO DO THAT.

>> PRESIDENT: THANK YOU SO MUCH.

>> SPEAKER: IT WAS A PLEASURE WORKING WITH YOU ALL.

>> PRESIDENT: LIKEWISE.

THANK YOU FOR YOUR DEDICATION WHEN YOU HAVE 900 SPONSOR'S THERE'S A LOT OF LEGWORK INVOLVED.

>> SPEAKER: LET ME MAKE CLEAR, WE DIDN'T DO PERSONAL INTERVIEWS THIS WAS ALL DONE BY CELL PHONE LAND LINES TEXTING AND ONLINE.

I DIDN'T WE AREN'T GOING DOOR-TO-DOOR ON THIS ONE.

>> PRESIDENT: YES, THANK YOU FOR THAT CLARIFICATION.

ALL RIGHT.

WITH THAT WE WILL MOVE TO THE CONSENT CALENDAR.

ASK AGAIN.

[3. Consent Items]

DO WE HAVE A MOTION REGARDING THE CONSENT CALENDAR THIS EVENING?

>> TRUSTEE: I WOULD LIKE TO HAVE THE EXCLUSION OF ITEM WE .

39.

>> PRESIDENT: COULD YOU SAY THAT AGAIN?

>> TRUSTEE: 3.39 THE FINAL ONE.

>> TRUSTEE: I WILL SECOND THAT AIRED.

>> PRESIDENT: ALL RIGHT A ROLL CALL VOTE ON THE CONSENT CALENDAR ITEMS 3.01 THROUGH 3.38.

>> SPEAKER: OKAY.

TRUSTEE RAMOS? TRUSTEE AVALOS? BOARD PRESIDENT BIRKEY? TRUSTEE LEWIS? VP DR. SHIN LIU? TRUSTEE PACHECO? TRUSTEE PEREZ? AN TRUSTEE DR. SALAZAR? THE MOTION PASSES.

>> PRESIDENT: WE WILL MOVE TO ITEM 3.39 AND TRUSTEE PEREZ?

[3.39 REVISED: Employment of Full-Time, First-Year Contract (Probationary) Faculty]

>> TRUSTEE: THANK YOU VERY MUCH.

THIS IS AN ITEM THAT WE WILL BE HIRING A FULL-TIME FIRST YEAR FOR CONTRACT FACULTY MEMBER.

>> TRUSTEE: WE ARE PROJECTING TO HIRE 12 FULL-TIME FACULTY MEMBERS BY THE END OF THE SUMMER.

>> TRUSTEE: I WANTED TO KNOW HOW THE HIRING OF THE FACULTY RELATES TO THE FALLEN.

WITH THE PHON IS TO THE COLLEGE AND ALSO, MY QUESTION IS WITH ENROLLMENT

[02:00:05]

INCLINING AND I DON'T KNOW IS ENROLLMENT GOING TO CHANGE? IS IT GOING TO INCREASE? I WANTED TO GET YOUR OPINIONS ON THAT BECAUSE MY REAL QUESTION IS ARE THEY GOING TO HAVE ENOUGH CLASSES TO TEACH ONCE WE HIRE THEM?

>> TRUSTEE: FAIR QUESTIONS.

THE ENROLLMENT OBVIOUSLY AS YOU KNOW HAS DECREASED SIGNIFICANTLY OVER THE LAST COUPLE OF YEARS AND THE PROJECTIONS ARE IN AGREEMENT STILL.

SO WE ARE BEING VERY CAREFUL ON THE WAY THAT WE MEET OUR PHONE BUT OBVIOUSLY WE WILL MAKE ALL EFFORTS TO CONTINUE TO DO THE COME BACK IN ENROLLMENT WE ARE COMPARING THIS WITH THE OUTREACH THAT WE ARE DOING FOR MULTIPLE AREAS ON CAMPUS AND AREAS FROM DOCTOR PEREZ AND THE VICE PRESIDENT AND THEN PAIRING THAT WITH WALKER ON ADVERTISEMENT.

WE ARE STARTING WITH DIFFERENT CAMPAIGNS AND TARGET RECRUITMENT BASED ON THE YEAR LOCATION.

WERE TRYING TO ENSURE THAT THE ENROLLMENT REMAINS STEADY IN ORDER TO BE ABLE TO MEET THE LOAD FOR OUR FACULTY.

SO, AT THIS PARTICULAR TIME THE FACULTY THAT WE ARE HIRING HERE ARE GOING TO HELP US TO MEET THE STATE FUND AT THIS PARTICULAR TIME, PHILIPPE A, CAN YOU REMIND ME OF THE NUMBER? CAN YOU REMIND ME OF THE CURRENT FUND?

>> SPEAKER: THE FALL 2022 OR WHAT WE CURRENTLY HAVE?

>> TRUSTEE: FOR NEXT YEAR.

>> SPEAKER: RIGHT NOW IT IS ESTIMATED AT AGAIN, OFF THE TOP OF MY HEAD 370?

>> TRUSTEE: FOR THE FUND 270?

>> SPEAKER: YES.

>> TRUSTEE: I WAS LIKE WOW! [LAUGHTER] I THINK IT IS 269, 270 FACULTY MEMBERS IN THE 12 FACULTY MEMBERS WE ARE TRYING TO HIRE HERE ARE GOING TO DO FOR US IS PUT US BACK ON COMPLIANCE.

THERE IS CONCERN OF COURSE ON WHAT WE HOPE TO MAINTAIN THE ENROLLMENT THE WAY IT IS OR GREATER THAN THE WAY IT IS AND WHERE WE ARE AND THE ENROLLMENT CONTINUES TO DECREASE AND THE PRIORITY OF COURSE IS GIVEN TO FULL-TIME FACULTY IN ORDER TO MAKE THE LOAD BUT WE ARE DOING EVERYTHING WE CAN IN ORDER TO INCREASE OUR CURRENT ENROLLMENT.

WE ARE TRYING TO GET TO WHAT THIS WILL LOOK LIKE BEFORE YOU MAKE ANY ADDITIONAL DECISIONS.

>> TRUSTEE: WE ARE TRACKING THAT CLOSELY AND WE NEED TO STAY ON TOP OF IT.

SO WHAT HAPPENS THEN? THESE ARE FIRST YEAR FACULTY MEMBERS? WHAT ARE THEIR CONTRACTUAL OBLIGATIONS IF THERE'S NOT ENOUGH CLASSES FOR THEM?

>> TRUSTEE: THE FIRST YEAR AND THEN INTO THE NEXT YEAR DEPENDING ON WHETHER NOT THERE ARE ENOUGH CLASSES, THERE ARE STIPULATIONS IN THE CONTRACT FOR LAYOFFS AND THINGS LIKE THAT THE GOLD BASE AND SENIORITY.

HOWEVER, BEFORE WE GET TO ANY OF THOSE POINTS, THE PRIORITY FOR LOADS ARE ALWAYS GIVEN TO FULL-TIME FACULTY AND THEN IT GOES TO THESE SENIORITY ON PART-TIME FACULTY AND OBVIOUSLY THOSE WITH SENIORITY HAVE LESS.

IN THE CASE OF CHEMISTRY RIGHT NOW WE DO NOT EXPECT TO SEE ISSUES AND RIGHT NOW

[02:05:02]

WE ARE STRUGGLING TO FIND SUFFICIENT PART-TIME FACULTY TO GO WITH OUR CLASSES.

THAT IS AN AREA THAT HAS A HIGH NEED.

IF A NEW PROCESS FOR FACULTY PRIORITY THAT WILL GO WE HAVE SOME CHALLENGES THAT WE DO NOT ANTICIPATE WHEN THE PROCESS WAS CREATED IS BASED ON PROGRAM GROWTH AND OF COURSE DEMAND AND BASED ON HOW FAST THE PROGRAM IS GROWING AND HOW MUCH DEMAND FOR CLASSES ARE IN A PARTICULAR PROGRAM EACH ONE OF THESE REQUESTS GETS A HIGHER RANKING.

WE END UP ESSENTIALLY HIRING FACULTY TO COME OUT OF THE TOP OF THAT PRIORITIZATION WHERE WE KNOW THAT THERE IS A GROWING DEMAND FOR THE PROGRAM.

IN THE BOTTOM YOU CAN SEE FOR INSTANCE THE COUNSELORS AND THE WAY THAT THE FACULTY PRIORITIZATION WAS ASSIGNED INITIALLY DID NOT ALLOW FOR COUNSELORS TO RANK HIGH WHICH MEANT THAT WE HAD NO HIGHER FULL-TIME COUNSELORS IN A FEW YEARS.

WE HAD SEVERAL RETIREMENTS BUT THIS YEAR WE MADE SOME ADJUSTMENTS TO THE FACULTY PRIORITIZATION PROCESS WHICH LED TO AN OPPORTUNITY FOR COUNSELORS TO RANK A LITTLE HIGHER AND THEREFORE WE WERE ABLE TO MEET SOME OF THE FULL-TIME VACANCIES THAT HAVE BEEN OPEN ALMOST 3 YEARS NOW BECAUSE THEY HAD NOT IN ABLE TO RANK.

ON THE POSITIONS YOU SEE HERE WE DON'T ANTICIPATE ANY ISSUES UNLESS AND ROMAN CHANGES SIGNIFICANTLY ON THE DOWNSIDE TO BE ABLE TO MEET THE LOWS IN THE ANY PROGRAMS AND ON THE LAST ONE THE MEDICAL ASSISTANT WE DON'T HAVE A FULL-TIME FACULTY MEMBER AT THIS TIME AND OF COURSE WE WILL MOVE INTO FILLING THAT POSITION.

SO ON THESE SHORT TIME PROJECTIONS OVER THE NEXT FEW YEARS SO SHOULD BE OKAY.

>> PRESIDENT: ALL RIGHT IT'S VERY IMPORTANT BECAUSE WE NEED TO MAKE SURE WE ARE ORGANIZING OUR INSTRUCTIONAL INFRASTRUCTURE AROUND THESE EXISTING POPULATIONS LOOKING FOR WHAT WE SERVICE.

ALL RIGHT.

I'M SORRY, I DON'T WANT TO EXTEND THIS TOO LONG BUT I ACTUALLY WANT TO HIGHLIGHT THE SEARCHES AND LOOKING AT THE NAMES REMINDED ME OF THE INTERVIEWS.

THIS, WE ARE VERY COMPETITIVE WITH SEARCHES.

WE HAVE HAD INCREDIBLY LARGE POOLS OF VERY QUALIFIED CANDIDATES.

WHEN WE GOT TO THE END OF THE FINAL INTERVIEWS YOU COULD HAVE PICKED BASICALLY ANYONE OF HOW COMPETITIVE THE SEARCHES WERE.

GOOD JOB BY THE COMMITTEES THE SELECTIONS AND FACULTY HERE DID A GREAT JOB DURING THE INTERVIEW PROCESS AND THEY WERE QUITE LITERALLY THE BEST OF THE BEST BECAUSE THE OTHER APPLICANTS WERE ALWAYS HIGHLY QUALIFIED WHICH CONTINUES TO SHOW HOW COMPETITIVE CERRITOS COLLEGE IS.

>> PRESIDENT: THANK YOU FOR THAT THAT'S ENCOURAGING.

>> TRUSTEE: WE OFTEN HEAR FROM OUR STUDENTS ABOUT THE LOCK OF CLASSES IN THE STEM FIELDS AND WE TALKED ABOUT IT BEFORE ANATOMY, PHYSIOLOGY, ANATOMY, PHYSICS AND BIOLOGY.

I'M GLAD THAT WE ARE ABLE TO HIRE.

>> PRESIDENT: WITH THAT, TRUSTEE PEREZ WOULD YOU LIKE TO MAKE A MOTION?

>> TRUSTEE: SECONDS.

>> PRESIDENT: HEARING TWO SECONDS, CAN WE MOVE TO A ROLL CALL VOTE.

YES.

TRUSTEE RAMOS? TRUSTEE AVALOS? BOARD PRESIDENT BIRKEY? TRUSTEE LEWIS? VP DR. SHIN LIU? TRUSTEE PACHECO? TRUSTEE PEREZ? AND TRUSTEE DR. SALAZAR? THE MOTION PASSES.

>> PRESIDENT: ALL RIGHT.

[4.01 College Coordinating Committee Minutes: February 28, March 7, and March 28, 2022]

ITEM 4.01 COLLEGE COORDINATING COMMITTEE MINUTES: FEBRUARY 28, MARCH 7, AND MARCH 28, 2022 .

>> TRUSTEE: SECOND.

>> PRESIDENT: ROLL CALL?

>> SPEAKER: TRUSTEE RAMOS? TRUSTEE AVALOS? BOARD PRESIDENT BIRKEY? TRUSTEE LEWIS? VP DR. SHIN LIU? TRUSTEE PACHECO? TRUSTEE PEREZ? AND TRUSTEE DR. SALAZAR? THE MOTION PASSES.

>> PRESIDENT: ALL RIGHT.

ITEM 5.01 ENACT PROVISIONS OF AB 361 ALLOWING FOR VIRTUAL MEETINGS DO WE WANT

[02:10:01]

TO DISCUSS THIS AT ALL OR ARE TRUSTEE SATISFIED TO VOTE?

>> TRUSTEE: SATISFIED TO VOTE.

[5.01 Enact Provisions of AB 361 Allowing for Virtual Meetings]

>> TRUSTEE: IS THIS AN EXTENSION FOR ME?

>> TRUSTEE: IF THE BOARD WISHES TO CONTINUE TO HAVE THE OPTION TO ASSUME OR TRUSTEES WE HAVE TO RENEW THESE EVERY MONTH BECAUSE IT IS ONLY GOOD FOR 30 DAYS.

>> TRUSTEE: THIS WOULD APPLY TO ME?

>> SPEAKER: YES.

THIS WOULD BE THE MAY BOARD MEETING TO BE HELD IN FORMAT AND IF YOU WANTED TO DO IT AGAIN YOU WOULD HAVE A NEW ONE IN MAY FOR YOU.

DOES THAT MAKE SENSE?

>> PRESIDENT: DO WE HAVE A MOTION?

>> TRUSTEE: MOTION TO APPROVE.

>> PRESIDENT: I HEAR A MOTION AND A SECOND AND WE MOVED TO THE ROLL CALL VOTE?

>> SPEAKER: TRUSTEE RAMOS? TRUSTEE AVALOS? BOARD PRESIDENT BIRKEY? TRUSTEE LEWIS? VP DR. SHIN LIU? TRUSTEE PEREZ? AND TRUSTEE DR. SALAZAR? THE MOTION PASSES.

>> PRESIDENT: ALL RIGHT.

BOARD POLICIES REVIEW - CHAPTER 2 (POLICIES 2220, 2432, 2435, 2510, 2550, 2610, 2710, 2712, 2715, 2716, 2717, 2725, 2730, 2735, 2740, 2745, 2750, AND 2900) IT IS RECOMMENDED THAT THE BOARD OF TRUSTEES REVIEW AND APPROVE POLICIES AS PRESENTED IN THE AGENDA.

DO WE HAVE A SECOND? ALL RIGHT.

ROLL CALL VOTE.

>> SPEAKER: TRUSTEE RAMOS? TRUSTEE AVALOS? BOARD PRESIDENT BIRKEY? TRUSTEE LEWIS? VP DR. SHIN LIU? TRUSTEE PACHECO? TRUSTEE PEREZ? AND TRUSTEE DR. SALAZAR? THE MOTION PASSES.

[5.03 First Reading: Proposed Revisions to Board Policies for Chapter 2]

>> PRESIDENT:.

5.03 FIRST READING: PROPOSED REVISIONS TO BOARD POLICIES FOR CHAPTER 2 ARE INCLUDED FOR REVIEW.

I DON'T LEAVE WE NEED AN ACTION ON THAT ITEM.

ALL RIGHT.

[5.04 Requested by Trustee Lewis: Board Policy 2905 - SARS CoV-2 (COVID-19) Vaccination and Testing Requirement]

REQUESTED BY TRUSTEE LEWIS.

BOARD POLICY 2905 - SARS COV-2 (COVID-19) VACCINATION AND TESTING REQUIREMENT TRUSTEE LEWIS?

>> TRUSTEE: BROUGHT THIS AGENDA ITEM UP FOR ALLOW US TO DISCUSS AND POSSIBLY TAKE ACTION ON ANY PORTIONS OF THE WORK POLICY THAT ARE NO LONGER REQUIRED OR OTHERWISE NECESSARY.

AND SO, DR. FIERRO IS THERE ANYTHING IN PARTICULAR THAT HAS BEEN TRANSLUCENT BY LA COUNTY SO THAT WE CAN PERHAPS LOOSEN OURSELVES?

>> TRUSTEE: THANK YOU, TRUSTEE LEWIS.

SO, THERE ARE SEVERAL REGULATIONS THAT HAVE CHANGED.

THEY SEEM TO CHANGE BY THE MINUTE.

I TOOK A FLIGHT THE DAY BEFORE YESTERDAY AND I THINK WHEN I BOARDED THE FLIGHT THE MASKS WERE A REQUIREMENT AND WHEN I LANDED MASKS WERE NO LONGER REQUIRED.

THINGS HAVE BEEN CHANGING QUITE RAPIDLY AND THIS IS NOT AN EXAGGERATION.

LITERALLY GOT OUT AND THEY SAID NO ONE MASKS.

IT WAS KIND OF FUNNY TO SEE.

SO, RIGHT NOW THE BIGGEST CHALLENGE THAT WE ARE HAVING WITH THE POLICY RELATES TO VENDORS, CONTRACTORS AND VISITORS OF THE CAMPUS OR OUR CURRENT POLICY IS VERY TIGHT ON PROTOCOLS WHICH WAS DEVELOPED TO DO THAT DURING THE HEIGHT OF THE PANDEMIC.

HOWEVER, AS THE DIFFERENT REGULATIONS HAVE CHANGED IN THE COUNTY PARTICULARLY FOR SPORTING EVENTS AND GATHERINGS AND EVEN OUTSIDE GATHERINGS THEY ARE NOT VACCINATION CHECKS MASKING MANDATES, SOCIAL DISTANCING ANY OTHER POLICY WE STILL REQUIRE VENDORS CONTRACTORS VISITORS, THE ONES TO ACCESS THE FACILITY TO EITHER BE

[02:15:03]

VACCINATED AND THEN WE ADDED AN ASPECT THAT ALLOWS THEM TO COME TO CAMPUS IF THEY WERE TESTING NEGATIVE FOR COVID-19.

THIS WASN'T A CHALLENGE UNTIL HE BEGAN OUR RETURN TO CAMPUS AND AS THE COMMUNITY BEGAN TO BECOME COMFORTABLE MOVING AROUND THEY ARE STARTING TO VISIT THE CAMPUS FOR DIFFERENT REASONS.

WE HAVE HAD TO TURN SOME PEOPLE AROUND INCLUDING SOME CONTRACTORS BECAUSE THEY DID NOT HAVE THINGS ON FILE OR HAVE THE VACCINE.

WE HAVE BEEN ABLE TO HOST EVENTS ON CAMPUS PRIMARILY BECAUSE ONCE WE SAY YES YOU CAN COME BUT THESE ARE THE RULES WE HAVE TO FOLLOW THEY WILL SAY WE CAN'T DO THAT AT THIS TIME.

SO IF YOU ARE GOING TO DO SOME IMMEDIATE CHANGES TO THE POLICY I TOOK THE LIBERTY TO PUT IN RED IS SOME CROSS OUT IN RED ON THE FILES ON THE POLICY FILES AND THE BOARD DOCKS.

THE FIRST IS LINE 19 AND THE MIGO 226 AND THEN ALL OF THOSE HAVE TO DO WITH INDIVIDUALS WHO ARE EXTERNAL TO CAMPUS.

THIS WOULD MAKE THE MAINTENANCE EASIER FOR CONTRACTORS TO DO THEIR WORK AND AS YOU CAN SEE MULTIPLE CONTRACTORS WORK OUTSIDE AND RECENTLY WE HAD TO SEND SOME HOME AND IT WAS NOT NECESSARILY A REASON OTHER THAN NEW RULES ON LA COUNTY PUBLIC HEALTH DEPARTMENT AND STATE TOUSON THEM HOME BUT OBVIOUSLY OUR POLICY INDICATED SOMETHING ELSE.

WE ARE ABOUT TO HOST AN ART WALK AND ITS ALLOWING COMMITTEE MEMBERS TO BE HERE AND YOU CAN SEE A CHALLENGE FOR GRADUATION CEREMONY BECAUSE WE STILL HAVE TO PROVIDE REQUEST AT THE VERY LEAST TESTING IN THE EVENT IS OBVIOUSLY OUTSIDE.

SO MY INITIAL SUGGESTION AS I SAID BEFORE IS TO CONSIDER THE CHANGES THAT ARE IN RED ON THE CURRENT DOCUMENT THAT IS BEEN UPLOADED AND THAT WILL GIVE US THE ABILITY FOR SOME REQUIREMENTS TO NOT ENROLL STUDENTS AND NOT FOR EMPLOYEES.

IT WILL COVER EVERYONE EXCEPT STUDENTS AND EMPLOYEES.

THE SECOND ASPECT WHICH IS NOT IN THIS POLICY IS THE MASK MANDATE WHICH HAS ALREADY BEEN RECOMMENDED BY CAMPUS VOTE.

THIS WAS A VOTE THAT ALL GROUPS TOOK AND BY BARRY NARROW MARGINS THE CAMPUS OPTED FOR HAVING MASKS ARE OPTIONAL.

HOWEVER, MASKS ARE PART OF THE MOU AND RETURN TO CAMPUS PLAN.

THEY SHOULD CONTINUE TO BE USED FOR THE SPRING SEMESTER AND AT LARGE MOST PEOPLE ARE OKAY WITH THAT BUT IN THE BEGINNING OF SUMMER THE CAMPUS AS A WHOLE I NARROW MARGIN OF WHAT TO SAY AGAIN DECIDED THAT THEY PREPARED TO HAVE MASKS OPTIONAL IN THE SUMMER GOING FORWARD.

THIS INCLUDED ALL GROUPS AND STUDENTS AS WELL.

AND THE CAMPUS PREFERENCE AS I SAID BEFORE WAS OPTIONAL.

THE REQUIREMENTS ON VACCINATIONS FOR STUDENTS AND EMPLOYEES REMAIN IN PLACE FOR ALL CAMPUSES AND CSU AND USC AND NEIGHBORING COMMUNITY COLLEGES.

I WILL SAY THIS IS PROBABLY IS GOING TO STAY IN THE LOCAL COMMUNITIES FOR A WHILE AND WHEN SHE BEEN VACCINATED THERE'S NO WAY TO REVERSE THAT DESPITE WHAT YOU HAVE READ ON THE INTERNET.

BUT I WILL SAY THOSE PARTS I WILL LEAVE ALONE UNTIL I KNOW A LITTLE BIT MORE ON THE INSTITUTIONS, K-12 AND SO ON.

AND WHAT THE K-12 SYSTEM WILL DO IT SEEMS LIKE THEY ARE MOVING TO CONTINUE THE VACCINATION PROCESS FOR K-12 FOR STUDENTS WHICH WILL MAKE THEM ELIGIBLE TO COME TO ANY COMMUNITY COLLEGE OR CSU OR UC.

I THINK WE NEED TO BE IS ATTENTIVE TO WHETHER OR NOT THAT WILL HAPPEN.

IT WILL BE IMPORTANT FOR US TO HAVE A CONVERSATION AND VACCINATION REQUIREMENT FOR STUDENTS BECAUSE DEPENDING ON THE NUMBER STUDENTS TO GRADUATE FROM OUR LOCAL HIGH SCHOOLS THEY MAY OR MAY NOT COME TO OUR COMMUNITY COLLEGES BASED ON THE

[02:20:07]

VACCINATION STATUS.

AT THE MOMENT I HAVE NO KNOWLEDGE OF ANY OF OUR NEIGHBORING COLLEGES HAVE REMOVED VACCINATIONS STANDARDS FOR STUDENTS BUT I WILL GUESS THAT COULD CHANGE WASTE ON ENROLLMENT TRENDS AND BASED ON WHAT THE K-12 DECIDES TO DO WITH VACCINATIONS.

MOST K-12 STUDENTS AT LEAST IN HIGH SCHOOL SEEM TO HAVE BEEN VACCINATED ALREADY BUT IF IT'S NOT GOING TO BE A CONSTANT I WOULD BE SURPRISED IF ONE COLLEGE AT SOME POINT WILL MAKE A MOVE TO REMOVE THE VACCINATION IN ORDER TO DEAL WITH THEIR DECLINE IN ENROLLMENT.

TRUSTEE PACHECO YOU MUTED YOURSELF?

>> TRUSTEE: YES.

DO YOU HAVE A COMMENT? I THOUGHT YOU WERE GOING TO SAY SOMETHING.

I'M SORRY.

>> TRUSTEE: I'M SORRY I THOUGHT YOU HAD SOMETHING TO SAY, SORRY.

>> TRUSTEE: THOSE ARE MY INITIAL SUGGESTIONS AND OBVIOUSLY I WOULD BE HAPPY TO ANSWER ANY QUESTIONS FROM ANY OF THE BOARD MEMBERS OR LISTEN TO RECOMMENDATIONS AND MAKE ADDITIONAL RECOMMENDATIONS BASED ON THE DISCUSSION.

>> TRUSTEE: I DO FOLLOW-UP QUESTION I DON'T SEE AND PLEASE POINT OUT IF IT IS A REQUIREMENT THAT BOOSTERS ARE REQUIRED AS PART OF THE FULL STATUS?

>> TRUSTEE: THAT IS CORRECT.

FULLY VACCINATED MEANS FIRST AND SECOND DOSE.

>> OTHER THAN THAT I AGREE WITH THE MODIFICATIONS THAT HAVE BEEN PROPOSED DR. FIERRO AND OF COURSE I WOULD LIKE TO GO FURTHER BUT I'M NOT SURE THAT WE CAN WITHOUT CONSENSUS AND I WOULD BE HAPPY TO LOOSEN IT AS BEST WE CAN AS WE HAVE THIS DISCUSSION ON THE TABLE.

THANK YOU.

>> PRESIDENT: IS THERE ANY OTHER FURTHER DISCUSSION ON THIS ITEM? IN TERMS OF MY PROCESS, MY UNDERSTANDING IS THAT THE PROCESS THAT HAS BEEN PROPOSED OR DISCUSSED JUST NOW, THAT FITS WITHIN THE DELEGATED AUTHORITY ALREADY GIVEN TO THE SUPERINTENDENT, RIGHT? DO WE NEED TO MAKE ANY KIND OF ACTION?

>> TRUSTEE: YOU WILL HAVE TO TAKE AN ACTION TO ACCEPT THE CHANGES AND THEN WE WILL BEGIN THE PROCESS INTERNALLY TO DO THAT.

THIS POLICY IN PARTICULAR IS FULLY TIED TO THE BOARD'S ACTION.

ALL BOARD POLICIES BUT THIS ONE IN PARTICULAR THIS LINE HERE IS ESSENTIALLY THIS WILL STAND AS LONG AS YOU SAY.

>> TRUSTEE: WHAT PARTICULAR LANGUAGE ARE WE LOOKING TO MAKE MASK MANDATES OPTIONAL?

>> TRUSTEE: WE NEVER MADE A WARD POLICYMAKING THE MANDATORY.

WE INCLUDED THAT IN THE RETURN TO CAMPUS PLAN AND THE UPDATED VERSION ALREADY STATES THAT MASKS ARE OPTIONAL.

>> TRUSTEE: SO IT IS NO LONGER?

>> TRUSTEE: NUMBER STARTING THE SUMMER SEMESTER.

NOW THE GUYS IN THEIR.[LAUGHTER] THUS WHAT THEY DID!

>> TRUSTEE: ONCE IT STARTS.

WOULD INCLUDE THE LANGUAGE IN THE BOARD POLICY?

>> TRUSTEE: I WOULDN'T.

I THINK A LOT OF THOSE PIECES HAVE BEEN MODIFIED BACK AND FORTH FROM THE COUNTY AND THEY ARE BETTER PLACED IN THE RETURN TO CAMPUS PLAN BECAUSE THAT MAKES IT FOR A FASTER TRANSITION SO A LOT OF TESTING REQUIREMENTS THAT WE HAVE GOING BACK AND FORTH IN THE RETURN TO CAMPUS PLAN AND THE CAMPUS LEADERSHIP COMMITTEE AND WE BEEN ABLE TO SWITCH THEM BACK AND FORTH AS THE COUNTY REQUESTED.

>> TRUSTEE: AS ANY MOTION WOULD GO WE WOULD SAY TO ELIMINATE LINES 18 THROUGH 19 REQUIRED BY ALL DISTRICT EMPLOYEES, STUDENTS, VENDORS, CONTRACTORS TO PHYSICALLY ACCESS ANY FACILITY AND FIND THEM IN THE EMPLOYMENT FOR STUDENTS?

[02:25:03]

>> I WOULD SUGGEST A MOTION IF ALL OF YOU HAVE ACCESS TO THE DOCUMENT TO ACCEPT THE REVIEW OF THE ITEM AS PRESENTED AND THEN THE LANGUAGE HAS ALREADY BEEN REDLINED AND SOME OF THE TRANSITIONS WERE ALREADY ADDED.

>> TRUSTEE: I DON'T KNOW IF IT'S JUST ME BUT I KEPT REFRESHING.

>> TRUSTEE: YOU MAY NEED TO REFRESH FOR IT TO SHOW.

>> TRUSTEE: THERE ARE TWO DOCUMENTS ONE IS THE BOARD POLICY AND THE OTHER IS THE

- >> TRUSTEE: I HAD THE SAME ISSUE.

>> TRUSTEE: IF YOU HAVE THE CURRENT ONE OPEN I CAN READ THE CHANGES AS WELL.

>> TRUSTEE: I JUST HIT REFRESH.

>> PRESIDENT: MY ONLY QUESTION AND MAYBE WE COVERED THIS BUT WIN WITH THIS MODIFICATION GO INTO EFFECT?

>> TRUSTEE: IMMEDIATELY UPON YOUR REVIEW.

AND OBVIOUSLY WE WOULD MAKE THE CHANGES PROBABLY ADDED FOR COORDINATED AGENDA MONDAY BUT ESSENTIALLY THIS POLICY IT IS TOTALLY UP TO YOU.

>> PRESIDENT: THE LANGUAGE HERE AS I READ IT, IT'S A MATTER OF DISCUSSION REALLY IS FOCUSED ONLY ON VENDORS, CONTRACTORS AND VISITORS.

SO, FOR THE REST OF OUR CAMPUS COMMUNITY THERE WOULD BE NO CHANGE? ONE AREA WHERE I SEE THIS HAVING THE MOST IMPACT IS DURING OUR COMMENCEMENT.

SO, I CAN'T IMAGINE HOW THAT WOULD EASE POLICING OR FACILITATE PEOPLE'S ATTENDANCE AND AT THE SAME TIME IT WOULD BE A TIME WHEN IT WOULD BE MOST AFFECTED BY ANY POTENTIAL COMMUNICATION OF THE DISEASE.

IT IS MULTIPLE DIRECTIONS.

>> TRUSTEE: AND DO REMEMBER THE COMMENCEMENT IS OUTDOORS.

SO, ALL VENUES IN LA COUNTY DO NOT REQUIRE ANYTHING.

BUT BECAUSE OF THE POLICY WE HAD SENT NOTIFICATIONS THAT EVEN THOUGH IT WAS OUTDOORS WE WOULD HAVE TO HAVE PROOF OF VACCINATION READY OR TESTING REQUIREMENTS.

>> PRESIDENT: EXACTLY.

>> TRUSTEE: IF YOU WERE TO MODIFY THIS THEN IT WOULD NO LONGER APPLY.

>> PRESIDENT: ANY FURTHER DISCUSSION ON THESE ACTIONS BEFORE WE CONSIDER IT FOR A VOTE?

>> TRUSTEE: SECOND.

>> PRESIDENT: I GUESS I MADE THE MOTION.

>> TRUSTEE: I DID IN THE HYPOTHETICAL.[LAUGHTER] I WILL MAKE A MOTION.

I WILL BE ROBERT.

ACCORDING TO MY RULES YOU MAKE THE MOTION AND YOU SET IT IT.

CAN WE HAVE A ROLL CALL VOTE?

>> SPEAKER: TRUSTEE RAMOS? TRUSTEE AVALOS? BOARD PRESIDENT BIRKEY? TRUSTEE LEWIS? VP DR. SHIN LIU? TRUSTEE PACHECO? TRUSTEE PEREZ AND TRUSTEE DR. SALAZAR? THE MOTION PASSES.

>> PRESIDENT: THANK YOU AND THANK YOU TRUSTEE LEWIS.

WHEN WE APPROVE THIS ITEM I WOULD LIKE THE STUDY TO COME BACK WITH HOW THIS WILL IMPACT OUR STUDENT SUCCESS.

THINK WE HAVE SOME LANGUAGE THAT WE USED FOR THAT LAST TIME AROUND ON ACCESS TO

[5.07 Ratification of the 16-week Calendar Memorandum of Understanding between the District and the Cerritos College Faculty Federation (CCFF), AFT Local 6215]

CLASSES THE NUMBER OF SECTIONS AND OBVIOUSLY HOW THAT WOULD HELP THE STUDENTS COMPLETE.

>> TRUSTEE: I THINK THAT'S REALLY IMPORTANT IF WE MOVE AS AN IMPACT FOR THE STUDENTS I DON'T WANT TO SEE A DECREASE IN CLASSES I KNOW THERE IMPACTED FOR SEVERAL SECTIONS AND SO I WOULD LIKE TO SEE THAT AS PART OF THE SETTING.

>> TRUSTEE: WILL DO.

>> PRESIDENT: ALL RIGHT.

DO I HAVE A SECOND? I RECEIVED A MOTION FROM TRUSTEE PEREZ.

>> TRUSTEE: SECOND.

>> PRESIDENT: ALL RIGHT SECOND.

ROLL CALL VOTE.

>> TRUSTEE: DOES THE RESOLUTION NEED TO SPECIFY A SPECIFIC TRUSTEE AREA? IT JUST SAYS THREE AS IF IT WERE AN AT-LARGE ELECTION WAS IT A REQUIREMENT OR DID THEY FIGURE IT OUT ON THEIR AND?

>> PRESIDENT: THAT IS A FAIR QUESTION.

>> TRUSTEE: MY UNDERSTANDING IS THAT THEY REGISTER OFFICE ALREADY HAS THE AREA THAT IS UP FOR ELECTION AND WE SIMPLY ARE NOTIFYING THEM THAT WE WILL BE RUNNING THE ELECTIONS.

THAT CORRECT?

>> PRESIDENT: IS IT FAIR TO ASSUME THAT WHAT WE ARE SUBMITTING TO THE COUNTY IS THE FORMAT AT THEIR REQUEST?

>> TRUSTEE: THAT IS CORRECT.

>> PRESIDENT: OKAY.

MOTION?

>> TRUSTEE: SO MOVED.

ALL RIGHT.

ROLL CALL VOTE.

>> SPEAKER: TRUSTEE RAMOS? TRUSTEE AVALOS? BOARD PRESIDENT BIRKEY? TRUSTEE LEWIS? VP DR. SHIN LIU? TRUSTEE PACHECO? TRUSTEE PEREZ? AND TRUSTEE DR. SALAZAR? THE MOTION PASSES.

>> PRESIDENT: THANK YOU.

THAT CONCLUDES OUR BUSINESS AGENDA FOR THIS EVENING.

WE WILL MOVE TO REPORTS AND COMMENTS FROM DISTRICT OFFICIALS BEGINNING WITH OUR STUDENT TRUSTEE RAMOS.

>> TRUSTEE: FIRST OFF, I WOULD LIKE TO REVEAL THE VOTES FOR THE ACC PRESIDENT AND VICE PRESIDENT AND TRUSTEE THE NEXT TRUSTEE WILL BE TAKING OVER MY POSITION WILL BE HECTOR ASTHMA I THINK HE WAS HERE EARLIER TODAY REPORTING AND

[6. Reports and Comments from District Officials]

SUPPORTING FACULTY AND FOR ASC PRESIDENT AND VICE PRESIDENT IT WAS ACTUALLY VERY CLOSE VOTE OF A VOTE OF 200 VOTES THE WINNERS AND RUNNER-UP RECEIVED ONE AT 84 VOTES SO A 16 VOTE DIFFERENCE.

THE ASCC PRESIDENT-ELECT WAS AND THE VICE PRESIDENT ELECT IS EMILY GOMEZ.

SO, CONGRATULATIONS TO THEM AND ANOTHER THING IS THAT THE ASCC CABINET WOULD LIKE TO INVITE THE BOARD OF TRUSTEES FOR THEIR EVENTS THAT ARE HAPPENING MONDAY APRIL 25TH 2022 AT 2:00 TO 4 PM AS WE GO BACK TO NOVEMBER OF 2021 THE BOARD DECIDED TO APPROVE THE BREAK FREE FROM PLASTIC AND THIS EVENT THEY DECIDED THE BOARD MEMBERS AND ANY STUDENTS, COMMITTEE MEMBERS, FACULTY THAT TO SIGN THE PLEDGE AND FOR THOSE THAT SIGN THE PLEDGE WE WILL ACTUALLY BE GIVING OUT FREE TUMBLERS AS YOU WILL SEE ON THE FLYER SURPASSED ALONG SO YOU CAN SEE WHAT THE TUMBLER LOOKS LIKE THIS WAS CREATED BY A STUDENT AND THE STUDENT IS ACTUALLY THE CHIEF OF STAFF WHO ACTUALLY MADE THE DESIGN AS SHE WAS THE WINNER AND THIS IS HAPPENING IN TWO LOCATIONS.

THE FIRST LOCATION WILL BE IN THE MERCKMULTIPURPOSE BUILDING IN THE LA DS PS AREA AND THE SECOND LOCATION IS BETWEEN FINE ARTS AND PERFORMING ARTS CENTER LOCATED NEAR PARKING LOT 10.

AND OTHER THAN THAT CONCLUDES MY REPORT.

>> PRESIDENT: THANK YOU STUDENT TRUSTEE RAMOS.

EXCITING NEWS.

TRUSTEE PACHECO?

>> TRUSTEE: PHENOMENAL WITH EVERYTHING THAT IS DONE.

I AM HAPPY FOR YOU BUT SAD FOR US AND A WISH YOU THE BEST IN YOUR NEW ENDEAVORS.

I KNOW YOU WILL DO GREAT.

>> TRUSTEE: THANK YOU.

>> TRUSTEE: THAT CONCLUDES.

>> PRESIDENT: DR. FIERRO?

>> TRUSTEE: TOMORROW WE WILL BE GOING AND I SAY BE BECAUSE THERE IS A LARGE

[02:40:02]

NUMBER OF CERRITOS COLLEGE EMPLOYEES WHO WILL BE ATTENDING THE CERRITOS CHAMBER CHIME AWARD AND IN THIS LUNCHEON AND AWARD CEREMONY CERRITOS COLLEGE WILL BE AWARDED THE CERRITOS CHIME AWARD THOUGH WORK THAT HAS BEEN DONE ON THE FALCON NEST.

SO WE WILL BE HONORED TOMORROW AT THE CERRITOS CHAMBER SO, IF YOU ARE FREE AROUND LUNCHTIME LET US KNOW AND WE WILL MAKE RESERVATIONS SO YOU CAN BE PART OF THIS OCCASION.

YESTERDAY I HAD THE OPPORTUNITY TO TRAVEL TO SACRAMENTO WITH ONE OF OUR STUDENTS AND IT WAS A GREAT EXPERIENCE.

IT WAS THE FIRST TIME IN THE CAPITAL BUILDING SO FORTUNATELY IT'S UNDER CONSTRUCTION SO WE DIDN'T GET TO SEE A LOT OF THE NICE PIECES OF THE OLD BUILDING WITH IT BUT WE DID HOWEVER WALK A LITTLE BIT AND WE SHOWED HIM WHAT WE COULD AND WE GOT TO TESTIFY IN FRONT OF THE COMMITTEE AND SINCE WE BOTH WERE LEAD WITNESSES WE GOT TO SIT AT THE FRONT TABLE AND HE GOT TO PROVIDE HIS TESTIMONY AND ANSWER QUESTIONS BY THE SIMILE MEMBERS.

HE DID A FANTASTIC JOB.

AND REPRESENTED CERRITOS COLLEGE QUITE WELL.

AND, HE WAS VERY EXCITED ABOUT THE OPPORTUNITY AND OF COURSE I WAS EXCITED ABOUT BEING THERE WITH HIM AND SEEING HOW MEANINGFUL THIS PROCESS WAS FOR HIM AND OF COURSE FOR ME BUT I WILL SAY THAT THE BEST PART WAS TO SEE HOW MEANINGFUL THE PROCESS WAS FOR HIM.

SO IF YOU ARE WATCHING, ARMANDO, NICELY DONE.

I AM LOOKING FORWARD TO OTHER EVENTS.

>> PRESIDENT: THAT IS GREAT.

TRUSTEE LEWIS?

>> TRUSTEE: LA MIRADA AFTER MANY LONG YEARS NOW HAS A FARMERS MARKET EVERY WEEK SATURDAY MORNINGS 9 AM TO 2 PM AT THE CIVIC CENTER AREA SO IF ANYONE WANTS TO COME ON BY AND CHECK OUT THE FARMERS MARKET WE WILL SEE YOU THERE ON SATURDAY.

IN ADDITION, THERE ARE TWO DEBATES THAT ARE GOING TO BE CLOSE BY THE LA MIRADA CHAMBER OF COMMERCE ONE APRIL EIGHTH WHICH WILL BE THE 64TH ASSEMBLY DISTRICT DEBATE AND ALL OF THE CANDIDATES ARE SCHEDULED TO BE THERE AT THE HOLIDAY INN ON FIRESTONE NEAR VALLEY VIEW IN THE WEEK AFTER ON MAY FIFTH IS THE LA MIRADA CITY COUNCIL DISTRICT TO WHICH IS ON THE SOUTHEASTERN CORNER IN MY DISTRICT IN LA MIRADA SO, THOSE ARE SOME GOOD EVENTS.

BUT IT HAS BEEN A WHILE SINCE WE HAVE HAD A MEETING WHERE SHORTLY AFTER OUR LAST MEETING MY GRANDMOTHER OF THE NINE YEARS OF AGE WENT HOME TO BE WITH THE LORD AFTER MANY YEARS OF SUFFERING FROM ALZHEIMER'S AND DEMENTIA AND TAKING HER FAMILY BACK IN THE LATE 60S AND APPLYING TO THE NEWLY MINTED COMMUNIST GOVERNMENT TO LEAD AND IT WAS MY GRANDMOTHER, GRANDFATHER AND MY MOTHER WHO WAS VERY YOUNG AT THE TIME JUST CAME ABOUT THREE YEARS LATER AFTER HAVING BOTH PARENTS WORK HARD IN THE FIELD FOR THEIR PASSAGE OUT OF CUBA CAME ONE NIGHT AND SAID YOU HAVE 24 HOURS TO PACK EVERYTHING UP AND LEAVE.

LONG STORY SHORT THEY EVENTUALLY FOUND THEMSELVES IN SOUTHGATE AND THEY LIVED THERE FOR 40 YEARS UNTIL THEY MOVED TO LA MIRADA FOR MY GRANDMOTHER'S LAST 10 YEARS OF LIFE SO WOULD LIKE TO IF THE BOARD WOULD ENTERTAIN ME TO CLOSE TONIGHT TONIGHT'S MEETING FOR HER.

SHE TOOK HER FAMILY AND TOOK THE INITIATIVE TO COME TO A BETTER OPPORTUNITY IN AMERICA AND THAT IS REALLY WHAT HAS DRIVEN OUR FAMILY PRETTY MUCH ALL OF MY LIFE AND MY MOTHER'S LIFE AS WELL.

I WILL GET YOU THE SPELLING ON THAT FOR SURE.

IT IS NOT A COMMON NAME.

SHE WILL DEFINITELY BE MISSED AND ONE OF MY GREATEST MEMORIES OF HER WHEN SHE STILL HAD HER MIND WHEN I WAS A CHILD SHE WOULD SING ME A SPANISH LULLABY

[02:45:05]

AND I WILL ALWAYS REMEMBER THAT.

THANK YOU.

>> PRESIDENT: IS THAT WHAT YOU SAID?

>> PRESIDENT: THANK YOU.

WE WILL DO THAT.

TRUSTEE DR. SALAZAR?

>> TRUSTEE: NO REPORT, THANK YOU.

>> PRESIDENT: THANK YOU.

TRUSTEE PEREZ?

>> TRUSTEE: THANK YOU COLLEAGUES A BRIEF REPORT SINCE WE LAST MET WE LAUNCHED OUR GO METRO PASS PROGRAM AT THE COLLEGE AND IT WAS A FANTASTIC MORNING AND WE ARE REALLY EXCITED ABOUT OUR STUDENTS BEING ABLE TO USE TRANSIT ON MANY SYSTEMS THROUGHOUT LA COUNTY AT A VERY LOW COST.

I JUST WANTED TO REALLY CONGRATULATE AND ACKNOWLEDGE THE STUDENT LEADERSHIP BECAUSE THEY ARE THE ONES WHO ARE FINANCIALLY COMMITTING TO THIS AND ARE CHARGING THEMSELVES A TOUPEE FOR THIS.

AGAIN, WE ARE VERY EXCITED ABOUT THAT AND I WANTED TO CONGRATULATE EVERYONE WHO'S INVOLVED IN IT BECAUSE IT TOOK A LOT OF YEARS TO GET TO THIS AND ANYTHING WE COULD DO TO REMOVE BARRIERS FOR OUR STUDENTS TO SUCCEED WE HAVE MISTREATED SO MUCH OF THAT AND THIS IS ANOTHER VERY EXCITING MORNING FOR OUR COLLEGE AND FOR OUR STUDENTS.

THERE ARE ALSO SEVERAL BILLS GOING ON RIGHT NOW IN SACRAMENTO ARE GAINING SOME TRACTION THAT SOME OF THEM WE ALREADY HAD THE SUPPORT SO I WANTED TO BRIEFLY OH OVER THEM.

FIRST OF ALL.

THE AB 746 ON CAL GRANT IS MOVING WE HAVE A LOT OF SUPPORT ON THAT READY.

AB 3720 WHICH DR. FIERRO JUST MENTIONED HE WENT TO TESTIFY YESTERDAY ONTO WHICH WE ARE ALSO SUPPORTING.

I WANTED TO SEE IF THE COLLEGE COULD TAKE THE SUPPORT POSITION ON AB 102 WHICH IS ASSEMBLY MEMBER CHRIS HOLDEN RELATED TO THE EXPANSION OF DUAL ENROLLMENT THINK IT'S CONSISTENT WITH EVERYTHING WE'VE DONE IN THE PAST AND I WOULD SUGGEST THAT THE COLLEGE SUPPORT THE BILL AND WRITE A LETTER OF SUPPORT TO THE ASSEMBLY MEMBER.

THE OTHER BILL WHICH WE ALSO HAVE ON SUPPORT WHICH WE REALLY NEED TO PICK UP OUR ADVOCACY IS AB 1705 AUTHORED BY ASSEMBLYWOMAN JACKIE IRVING AND THIS IS A FOLLOW-UP TO AB 705 WHICH HAS BEEN A HUGE GAME CHANGER FOR COMMUNITY COLLEGES AND IS FACING A LOT OF OPPOSITION AND FACULTY MEMBERS AND FACULTY UNIONS ACROSS THE STATE.

WHO JUST DON'T WANT TO SEE THIS CHANGE.

MUCH-NEEDED CHANGE WE SEEN THE DATA THAT DOCTOR FIERRO HAS SHOWED US OVER AND OVER AGAIN AT CERRITOS COLLEGE THAT ENROLLING STUDENTS IN COLLEGE LEVEL CLASSES AND GIVING THEM LOTS OF SUPPORT WHICH WE HAVE BEEN DOING HERE IS NOT ONLY IMPROVING ACCESS BUT ALSO IMPROVING COMPLETION RATES.

IT HAS SO MANY OTHER POSITIVE IMPACTS AND DR. FIERRO WE NEED TO MAKE THIS A PRIORITY.

I WANT TO TALK TO YOU ABOUT WRITING AN OP-ED IN SUPPORT OF THIS BILL BECAUSE AGAIN WE NEED TO CONTINUE TO MAKE PROGRESS FOR STUDENTS IN THE COMMUNITY.

I THINK THAT IS ALL I HAVE.

THANK YOU.

>> PRESIDENT: THANK YOU TRUSTEE PEREZ.

ARE THERE ANY ACTIONS THAT WE NEEDED TO TAKE ON FOR THESE ITEMS THIS EVENING?

>> TRUSTEE: I DON'T THINK SO.

>> TRUSTEE: I THINK I HAVE THE DIRECTIONLESS IS A DIFFERENT DIRECTION ON THESE BILLS.

>> PRESIDENT: I SEE NONE.

A REPORT FROM TRUSTEE AVALOS?

>> TRUSTEE: I HAVE NO REPORT, THANK YOU.

>> PRESIDENT: ALL RIGHT.

VP DR. SHIN LIU?

>> TRUSTEE: ALL RIGHT THE UNIVERSITY OF TAIPEI PROVIDE A FREE CHINESE AND CULTURAL CLASS FOR A YEAR FOR CERRITOS COLLEGE.

THE CLASS WILL BE OFFERED IN COMMUNITY EDUCATION STARTING FROM JUNE SEVEN AT P.M.

THE REGISTRATION WILL OPEN SOON.

TWO INDIVIDUALS WORKED VERY HARD AND CREATED A GREAT FLYER AND WEBSITE TO REGISTER FOR EDUCATION SO THANK THEM SO MUCH.

I WOULD LIKE TO INVITE ALL STUDENTS AND COMMITTEE MEMBERS TO TAKE THESE CLASSES.

IT IS FREE FOR A YEAR.

THANK YOU SO MUCH AND THAT IS MY REPORT.

>> PRESIDENT: THANK YOU.

IN CONCLUSION TONIGHT I WANTED TO AGAIN REITERATE HOW MUCH WE APPRECIATED THE

[02:50:02]

DIALOGUE TONIGHT WITH OUR COLLEAGUES HERE ON CAMPUS THE FACULTY AND STAFF AS WELL AS HEARING STUDENT VOICES AND MORE.

IT IS VERY VALUABLE FOR US AND WE FIND THAT TO BE A CRITICAL HONOR AND PRIORITY FOR THE MUTUAL GOVERNANCE OF THE COLLEGE.

I WOULD LIKE TO ALSO WELCOME OUR INCOMING STUDENT TRUSTEE AND I AM SORRY THAT WE HAVE TO UNFORTUNATELY ONLY GET TO KEEP YOU FOR ONE YEAR, STUDENT TRUSTEE RAMOS.

AT LEAST WE HAVE A LITTLE MORE TIME WITH YOU.

SO, BIG SHOES TO FILL.

BUT THE TORCH MUST BE PASSED I SUPPOSE.

AND THEN AGAIN DOCTOR PEREZ DEFINITELY UNFORTUNATE TO LOSE ANYBODY OF YOUR CALIBER FROM OUR ESTEEMED INSTITUTION BUT I SUPPOSE IT IS ONLY FAIR TO LET OTHERS BE BLESSED BY YOUR CAPABILITIES.

UNFORTUNATELY WE WILL HAVE TO LET YOU BE SHARED BUT YOUR TIME HERE HAS BEEN FANTASTIC AND WE HAVE BEEN VERY MUCH BLESSED DIET SO THANK YOU FOR THAT.

WITH THAT I DON'T BELIEVE WE HAVE A READOUT TONIGHT SO, I WILL CLOSE OUR OPEN SESSION VIII IN HONOR OF YOUR GRANDMOTHER.

THANK YOU AND HAVE A GOOD EVENING.
