MY COLLEAGUES SERVE AS THEIR FAMILY'S SOLE PROVIDER.

[1.04 Comments from the Audience]

[00:02:06]

OUR CAMPUS IS LOW PAY FOR ADJUNCTS, REQUIRES, WHOAING AT TWO OR THREE -- WORKING AT TWO OR THREE OR MORE CAMPUSES JUST TO BE ABLE TO AFFORD MODEST HOUSING IN AREAS FAR FROM CAMPUS.

MANY OF MY COLLEAGUES BECAUSE OF THIS HAVE EXPERIENCED SIGNIFICANT HEALTH ISSUES AN THERE'S NOTHING THAT THEY CAN DO TO CHANGE THEIR SITUATION BECAUSE IT'S TIED TO THEIR WORKING CONDITIONS HERE AT CERRITOS.

FACULTY DESERVE A FAIR WAGE TO SHOW APPRECIATION AND COMMITMENT TO THE STUDENTS.

FAIR WAGES THAT COVER THE COST OF LIVING INCREASES SHOULD NOT BE SOMETHING THAT OUR COMMUNITY HAS TO STRUGGLE AND FIGHT FOR.

WHEN IT COMES TO THE WORKING CONDITIONS OF OUR FACULTY, THAT CAN'T WAIT.

THE DISTRICT NEEDS TO PASS AN APPROPRIATE AND FAIR ECONOMIC PROPOSAL NOW.

THANK YOU.

>> THANK YOU, MR. GONZALES.

[APPLAUSE].

>> WE HAVE ANOTHER 16 MINUTES.

ARE WE ABLE TO PUT THE VOICE EMISSIONS ON THE SPEAKER?

>> YES.

BEAR WITH ME JUST ONE MOMENT AND I'M GOING TO GO AHEAD AND PLAY THOSE.

>> THANK YOU SO MUCH.

-- BARE WITH ME JUST ONE MOMENT AND I'M GOING TO GO AHEAD AND PLAY THOSE.

>> THANK YOU SO MUCH.

>> OKAY.

LET'S DO THAT.

LET'S PROCEED THAT WAY ANDREA HAS ENOUGH TIME TO FOCUS.

A LITTLE TECHNICAL DIFFICULTY WITH THE FEEDBACK AND I WANT TO MAKE SURE THAT THE VOICE MESSAGES GET HEARD AND INCORPORATED INTO THE MEETING.

>> I THINK WE HAD 16 MINUTES STILL REMAINING ON THAT TOPIC SO WE'LL DO FIVE OR SIX MESSAGES AT LEAST DEPENDING ON HOW LONG THEY ARE.

SO THAT WE MAKE SURE TO OPEN THAT UP TO ITS FULLEST EXTENT.

DOES THAT MAKE SENSE? WE WILL MOVE TO REPORTS BEGINNING WITH THE FACULTY SENATE PRESIDENT, DENNIS FALCON.

>> THANK YOU.

YOU CAN HAIR ME RIGHT?

>> YES.

[00:05:01]

-- HEAR ME, RIGHT.

>>.

>> YES.

>> THANK YOU.

HONORABLE BOARD MEMBERS, MY FELLOW CONSTITUENCY GROUP LEADERS.

AND MEMBERS OF THE PUBLIC AND GUESTS AND OF COURSE MY COLLEAGUES WHO ARE PRESENT TONIGHT, THANK YOU VERY MUCH FOR ALL THE HARD WORK THAT YOU DO.

OF COURSE TO THE SUPERINTENDENT.

THANK YOU FOR HAVING ME.

SO THE REPORT TONIGHT ONE THING I WANTED TO HIGHLIGHT QUICKLY WAS BECAUSE I KNOW THAT YOU SHARE THE SAME CONCERN THAT WE DO WHEN IT COMES TO ENROLLMENT AND

[1.05 Reports and Comments from Constituent Groups]

SCHEDULING AS WE MOVE HOPEFULLY BEYOND THE COVID PUBLIC HEALTH CRISIS THAT HAS AFFECTED US THE LAST TWO YEARS ENROLLMENT IN GENERAL BUT FACULTY RECENTLY PASSED THE RESOLUTION TO THE FACULTY SENATE WITH VERY STRONG PARTICIPATION OF THE MANY DEPARTMENT CHAIRS ACROSS THE COLLEGE, THE CHAIRS COUNCIL, AND FACULTY AND DEPARTMENTS FAR AND WIDE AT CERRITOS COLLEGE.

WORKED VERY HARD TO DRAFT A RESOLUTION THAT CLEARLY STATES THAT AT THAT CULLTY HAVE THE PRIMARY ROLE WHEN IT COMES TO SCHEDULING FOR THE BETTERMENT AND GOOD OF OUR STUDENTS AND THE COLLEGE.

BEING CONTENT AND INSTRUCTIONAL EXPERTS OF THE COLLEGE WE'RE UNIQUELY SUITED TO BE THE PRIMARY VOICES IN REGARD TO CREATING SCHEDULES.

SO WITH THAT SAID, BOTH FOR THE SUM ARE THAT IS COMING UP AND FOR THE FALL, FACULTY WILL BE WORKING HARD CLENCHING NUMBERS -- CRUNCHING NUMBERS AND TALKING TO ONE ANOTHER AND THE ADMINISTRATION TO PUT TOGETHER THE BEST POSSIBLE SCHEDULED MASSES ACROSS THE VARIOUS MODES OF INSTRUCTION.

TO MAKE SURE THAT WE RETAIN AND RECRUIT AND TEACH AS MANY OPPORTUNITY STUDENTS AS POSSIBLE AT CERRITOS COLLEGE AS WE START TO THE PUT TOGETHER THE NEW NORMAL FOR THINGS LIKE THIS AT CERRITOS COLLEGE.

HOPEFULLY YOU CAN HEAR MORE AND LEARN MORE ABOUT ALL THE HARD WORK THE FACULTY ARE DOING TO PUT TOGETHER SCHEDULES THAT MAKE SENSE THAT MAKE IT POSSIBLE FOR OUR STUDENTS TO GRADUATE, TRANSFER, COMPLETE THEIR PROGRAMS, ET CETERA, IN THE MOST TIME EFFICIENT MANNER POSSIBLE.

SO JUST SO THAT YOU KNOW WE ARE WORKING VERY HARD AT THIS AND WE HOPE TO HAVE GOOD NEWS FOR YOU GOING INTO THE FUTURE.

THAT CONCLUDES MY COMMENTS AND TO MY COLLEAGUES, SEE YOU GUYS SOON.

>> THANK YOU VERY MUCH.

NOW THE CCFF PRESIDENT.

>> TRUSTEES, WE ARE HERE TONIGHT.

SORRY.

I'M A LITTLE SHORTER.

TO URGE YOU TO SUPPORT OUR ECONOMIC PROPOSAL AND CONTINUE TO NEGOTIATE WITH CCFF IN GOOD FAITH.

ESPECIALLY ON OUR SALARY PROPOSAL.

TRUSTEES, DID YOU KNOW THAT CCFF AND THE DISTRICT HAVE MET OVER 24 TIMES SINCE

[00:10:03]

NOVEMBER OF 2020? DURING THE LAST YEAR AND A HALF OF NEGOTIATIONS, CCFF ONLY GOT ONE SALARY PROPOSAL.

THE DISTRICT'S NEGOTIATIONS TEAM ONLY PROPOSED SALARY ONCE DURING THE LAST 15 MONTHS.

DURINGS OUR GAUCHING YEGGS MEETING ON OCTOBER 20TH, 2021, VP LOPEZ INDICATED THAT WE'RE COMING OFF A STRONG YEAR.

WE HAVE $7 MILLION SURPLUS.

MADE UP BY DECREASING IN EXPENSES.

IN GENERAL, WE HAVE ABOUT 45 VACANCIES FULL TIME NONFACULTY POSITIONS.

THIS THE QUARTERBACK CYST NITTY A DECREASE IN COMMUNITY COLLEGE ENROLLMENT ACROSS THE STATE AND BECAUSE THE STATE HAS HOLD HARMLESS PROVISIONS THE DISTRICT THE FUNDED ON PREPANDEMIC FFTS WHICH ARE SIGNIFICANTLY HIGHER AND THESE PROJECTIONS WILL BE IN PLACE UNTIL AT LEAST 2025.

WITH THE SURPLUSES, THE WHOLE HARMLESS, THE BOUNTYTYFUL RESERVES, IT IS CLEAR THAT THE COLLEGE IS DOING QUITE WELL FINANCIALLY.

SO WE HAVE TO ASK WHY DOES DID DISTRICT THINK THE FACULTY ARE ONLY WORTH OFF SCHEDULE STIPENDS FOR THE NEXT THREE YEARS? WHY ARE FACULTY WORTH MORE THAN ONE ECONOMIC PROPOSAL? WHY ARE ARE WE NOT INVESTING IN FACULTY.

TRUSTEES, DID YOU KNOW THAT WE AWARD LONGEVITY INCREASES PRIMARILY BASED ON EDUCATION AND THEN ON LONGEVITY.

FACULTY WHO MEET MINIMAL QUALIFICATION WITH A BACHELORS OR MASTERS DEGREE WILL NEVER RECEIVE THE SAME NUMBER OF LONGEVITY INCREASES AS A FACULTY WITH A DOCTORAL DEGREE.

ONLY THOSE WITH AN EDUCATION BEYOND A MASTERS DEGREE WILL RECEIVE INCREASES AFTER YEAR 14.

WE HAVE COUNTLESS FACULTY WHO HAVE NOT BEEN AFFORDED THE SAME LONGEVITY INCREASES AS THEIR COLLEAGUES FOR PERFORMING THE SAME WORK.

TRUSTEES, YOU MIGHT BE THINKING AS OUR DISTRICT IN OUR NEGOTIATION SESSIONS THESE ARE INCENTIVES TO REEF MORE FORMAL EDUCATION WHICH IS ALWAYS A GOOD THING.

AS FACULTY, I WILL SAY EDUCATION IS ALWAYS A GOOD THING, HOWEVER, THE DISPARITIES THAT EXIST IN EDUCATION DO NOT MAKE THE ATANMENT OF AN ADVANCED DEGREE EQUITABLY ACCESSIBLE.

ACCORDING TO THE AMERICAN COUNCIL ON EDUCATION, OVER 2.3 MILLION MAST ERRS DEGREES WERE AWARDED, OF ALL RECIPIENTS, 50.9% WERE WHITE.

25.5% WERE STUDENTS OF COLOR.

AND WHEN IT COMES TO DOCTORAL AND PROFESSIONAL DEGREE RECIPIENTS, 56% WERE WHITE.

25.9% WERE STUDENTS OF COLOR.

BY NOT HONORING ALL FACULTY WITH THE APPROPRIATE LONGEVITY INCREASES, WE ARE UPHOLDING THE SYSTEMIC RACISM THAT EXISTS WITHIN OUR EDUCATION SYSTEM.

THIS SEEMS TO BE COUNTERINTUITIVE TO OUR MISSION AS A COMMUNITY COLLEGE.

IN FACT, WE CELEBRATE CERRITOS COLLEGE FOR OUR STUDENT DIVERSITY.

WE CELEBRATE THE COLLEGE FOR OUR COMMITMENT TO HIGHER DIVERSE WORKFORCE TO SERVE OUR STUDENTS.

WE CELEBRATE THE COLLEGE COMMITMENT TO CLOSE EQUITY GAPS.

YET, THE IRONY IS THAT WE ARE NOT CELEBRATING OUR FACULTY'S DIVERSITY.

THE COLLEGE IS NOT COMMITTED TO EQUITABLY COMPENSATING OUR MOST DIVERSE WORKFORCE.

AND THE COLLEGE IS NOT COMMITTED TO CLOSE EQUITY GAPS WHEN IT COMES TO FAIR COMPENSATION FOR ALL FACULTY.

INSTEAD IT'S HOLDING STATE PROVIDED LIVING INCREASES COSTS.

THE COLLEGE IS NOT COMMITTED TO EQUITABLE COMPENSATION FOR FACULTY AND CONTINUES TO UPHOLD THE EQUITY PAY STRUCTURE THAT CCFS AND CERRITOS COLLEGE FIND UNACCEPTABLE.

FOR EXAMPLES, TRUSTEES, DID YOU KNOW THAT SOME OF OUR FACULTY TEACH CLASSES WITH MORE THAN 120 STUDENTS IN ONE SECTION? SOUNDS SHOCKING.

BUT WHAT'S HEN MORE SHOCKING IS THAT THEY'RE ONLY PAID ADDITIONALLY $550 MORE BEFORE TAX.

FOR TEACHING MORE THAN THREE TIMES THE NUMBER OF STUDENTS THAN THEIR

[00:15:02]

COLLEAGUES, THIS COMPENSATION IS ONLY EVEN OFFERED IN FALL AND SPRING 134ESERS.

-- SEMESTERS BECAUSE SOMEHOW ONLY THE DISTRICT BELIEVES TEACHING A LARGE CLASS IN THE SUMMER IS SOMEHOW LESS WORK.

TRUSTEES, DID YOU KNOW THAT A PART TIME FACULTY WILL TEACH A 54 HOUR THREE UNIT CLASS IS ONLY ELIGIBLE TO RECEIVE A MAXIMUM OF NINE PAID OFFICE HOURS PER SEMESTER? THIS MEANS THAT PART TIME FACULTY CAN HOLD ONE PAID OFFICE HOUR EVERY OTHER WEEK.

AND, YET, WE KNOW THAT CONSISTENT OFFICE HOURS ARE ONE OF THE KEYS TO STUDENT SUCCESS.

THE DISTRICT HAS ACKNOWLEDGED THIS IN SEVERAL WAYS IN OUR BARGAINING SESSIONS.

IT IS NOT ALL DOOM AND GLOOM.

DURING THE LAST 15 MONTHS, WE HAVE MADE SOME IMPROVEMENTS FOR OUR 2124 CONTRACT.

TOGETHER WE PROTECTED HEALTHCARE FOR ALL EMPLOYEES.

WE REACHED AGREEMENTS ON HOW SICK LEAVE WILL BE UTILIZED FALLING EMPLOYER DIRECTIVES.

IN ADDITION TO IMPROVING OUR COLLECTIVE BARGAINING AGREEMENT DURING THE LAST 15 MONTHS CCFF AND THE DISTRICT HAVE ALSO REACHED AN AGREEMENT ON TEN MOUS.

WE WILL CONTINUE TO FIGHT FOR OUR FACULTY BECAUSE FACULTY TEACHING CONDITIONS ARE STUDENT LEARNING CONDITIONS.

WE'RE WILLING TO GO THROUGH MEDIATION, FACT FINDING, WORK TO RULE AND EVEN A POTENTIAL STRIKE TO ENSURE A FAIR CONTRACT AND EQUITY MINDED ECONOMIC PACKAGE IS RATIFIED.

BUT DOES NEGOTIATION NEED TO BE SO ANTAGONISTIC? YOU HAVE THE POWER TO SUPPORT LABOR PEACE AND OUR FACULTY DURING THIS CHALLENGING TIME.

IS IT REALLY NECESSARY TO DESTRUCT OUR DAY-TO-DAY EVEN MORE? AFTER ALL, MANY OF US HAVE EXPERIENCED SIGNIFICANT LOSS, GRIEF, AND OTHER LIFE ALTERING EVENTS DURING THE LAST 15 MONTHS.

MUST EVERY CBA NEGOTIATION COME TO AN IMPASSE AND RESULT IN A LOSS OF FAITH, RESPECT, AND TRUST IN OUR ADMINISTRATION? TONIGHT WE'LL HEAR TWO INCREDIBLE SPAT CAL REPORTS THAT SHOW HOW FACULTY INFLUENCE STUDENT SUCCESS AND EMPLOYABILITY.

WE ALSO HAVE OUR FACULTY WHO DO SPECTACULAR WORK WITH THE NASA COMMUNITY COLLEGE AEROSPACE PROGRAM.

COLA PLUS FOR ALL FACULTY AND I ENCOURAGE YOU TO EXTEND THE TIME ON THE PUBLIC COMMENTS BECAUSE FACULTY REALLY PUT IN A LOT OF TIME AND EFFORT TO COMMUNICATE WITH YOU.

THANK YOU.

>> THANK YOU, DR. WONG.

[APPLAUSE].

>> AND NOW CSCA PRESIDENT.

>> GOOD EVENING, BOARD OF TRUSTEES.

TO OUR COMMUNITY.

TO OUR FACULTY AND STAFF PRESENT HERE TONIGHT.

THANK YOU FOR YOUR SUPPORT AS A CSE PRESIDENT.

THROUGHOUT MY TERM OF LAST YEAR AND CONTINUING MY TERM INTO THIS YEAR.

SO PART OF MY PRESENTATION TODAY IS PART OF WHAT YOU HEAR FROM THE MEMBERS OUTSIDE.

COLA PLUS.

THE LOWEST CLASSIFIED EMPLOYEE RIGHT NOW ON THE BOOKS IS A RANGE 19.

THE EQUIVALENT TO AN HOUR IS $18.50.

[00:20:01]

SLIGHTLY LESS.

WHEN YOU TAKE 38% OFF OF THAT IN TAXES, THAT EQUATES TO LESS THAN $11.50.

WITH $11.50, THAT'S WHY WE ASK FOR COLA PLUS, WHY WE ASK FOR A RAISE TO BE PUT ON OUR SCHEDULE.

AS YOU SEE IN THE CITY OF NOR WALK, WE'RE SEEING GAS PRICES AT $5.65.

IN MY NEIGHBORING CITY OF 35R MOUNT IT'S $6.20.

I ASK YOU TO CONSIDER MAKING SURE WE GET ON SCHEDULE RAISES.

WITH $11.50 WHEN YOU GO TO THE MARKET RIGHT NOW, WHAT ARE YOU SEEING EGG'S? A CARTON EGG OF EGGS COSTS $5.

CHICKEN IS RUNNING OVER $10.

MEANING MY MEMBERS HAVE TO WORK TIRELESSLY JUST TO PUT EGGS AND CHICKEN ON THE TABLE TO FEED A FAMILY AND HOW FAR WILL THAT GO? HOW ARE THEY GOING TO FEED THEIR FAMILIES WITH SUCH A LOW WAGE? WHEN WE CONSIDER GAS PRICES, HOW MUCH IS IT COSTING US JUST TO COMMUTE TO WORK? SO WE APPRECIATE HAVING RIGHT NOW A 50% ON SITE.

THAT HELP NAYS THE COST OFFSETTING OF WHAT OUR MEMBERS HAVE TO PAY EACH AND EVERY DAY.

ON TOP OF THAT IN NEGOTIATIONS WE'RE SEEING THAT HEALTH AND WELFARE ARE GOING TO HIT THE POCKETS OF MY MEMBERS, ESPECIALLY THOSE WITH CHILDREN OR FAMILY MEMBERS THAT NEED THAT HIGHER TIER OF HEALTHCARE SO ON TOP OF HAVING $11.50 APPLICABLE TO HOUSING, TO FOOD, THEY ARE ALSO HAVE TO PAY FOR HEALTHCARE.

THAT'S WHY IT'S CRITICAL FOR MY MEMBERS TO HAVE A VERY FAIR AND LIVEABLE WAGE.

I KNOW MOST OF YOU MIGHT THINK WE'RE GREEDY.

WE ARE NOT.

WE'RE MONEY HUNGRY.

WE ARE NOT.

WE'RE ASKING JUST TO HAVE A FAIR AND LIVEABLE WAGE.

HOW CAN WE SUPPORT OUR STUDENTS WHEN WE OURSELVES AS CLASSIFIED EMPLOYEES NEED TO USE YOUR FOOD BANK SERVICES? THAT'S REALLY SAD.

IT'S UNFORTUNATE.

BUT CAN WE MAKE THAT CHANGE? ABSOLUTELY.

DURING NEGOTIATIONS, WE ASKED FOR HAZARD PAY FOR OUR ESSENTIAL WORKERS THAT HAD NO OTHER OPTION.

WE WERE TOLD SORRY, THERE'S NO JUSTIFICATION FOR IT.

WE DON'T SEE IT THAT WAY.

WE WERE ASKED TO VOLUNTEER OUR TIME.

SOME EMPLOYEES WERE VOLENTOLD TO COME HERE AND BE REPRESENTATIVE HELP OUR STUDENTS.

OUR MEMBERS DIDN'T GO AGAINST THAT.

THEY CAME WILLINGLY TO SUPPORT OUR STUDENTS.

TO SUPPORT OTHER STAFF HERE.

I'M ASKING YOU TO ALSO SUPPORT THEM AS WELL.

I UNDERSTAND THAT IT'S A HARD DECISION.

WE ASK YOU TO RECONSIDER YOUR STANCE ON OFFERING COLA PLUS AND A RAISE ON SCHEDULE.

>> THANK YOU.

>> THANK YOU.

AND NOW CAN WE RETURN TO THE VOICE COMMENTS? THANK YOU FOR YOUR PATIENCE AS A WORK THROUGH THE TECHNOLOGY ISSUES HERE.

I'LL PLAY THE RECORDINGS NOW.

>> OKAY.

THANK YOU.

>> MY NAME IS BRUCE GREENBURG.

I'M A FULL TIME INSTRUCTOR AT CERRITOS COLLEGE.

I'M ALSO THE LAW DEPARTMENT CHAIR AND PARALEGAL PROGRAM DIRECTOR.

LAST MONTH, I LEFT A MESSAGE AND I'VE BEEN WAITING TO SEE SOME SORT OF PUBLIC COMMENT BY THE BOARD OF TRUSTEES IN RESPONSE TO MY QUESTION.

MAYBE MY QUESTION WAS A LITTLE BIT OVERLY COMPLICATED SO LET ME SIMPLIFY IT.

I JUST WANT TO KNOW HOW THE BOARD OF TRUSTEES CAN JUSTIFY A PAY INCREASE TO THEMSELVES TO COVER THE COST OF LIVING BUT REFUSES TO ADDRESS OR PAY THE FACULTY A COST OF LIVING INCREASE, A COST OF LIVING ADJUSTMENT? I JUST WANT A SIMPLE ANSWER TO THAT QUESTION.

PERHAPS THE BOARD COULD ISSUE A STATEMENT, PUT IT IN WRITING, EMAIL IT TO ALL.

>> SORRY.

>> THE BOARD IS ENTITLED TO A COST OF LIVING ADJUSTMENT AND FACULTY IS NOT.

THANK YOU.

>> HELLO.

MY NAME IS -- I'M A PART TIME INSTRUCTOR IN THE WOMENS AND GENDER STUDIES DEPARTMENT AT CERRITOS COLLEGE.

[00:25:18]

I AM CALLING TO VOICE MY SUPPORT FOR CCFF FINANCIAL PROPOSAL OF COLA PLUS.

I THINK THAT WE AS FACULTY DESERVE MORE THAN A COST OF LIVING RAISE ESPECIALLY DURING THESE TIMES.

AND I WOULD ALSO REALLY LIKE TO SEE THE PARITY FACTOR FOR PART TIME FACULTY RAISE TO REFLECT THE WORK THAT WE PUT INTO OUR STUDENTS AND THIS COMMUNITY.

PASSING AN APPROPRIATE ECONOMIC PASSAGE WOULD SHOW ALL FACULTY FULL AND PART TIME THAT CERRITOS COLLEGE SUPPORTS US IN OUR WORK BECAUSE OUR WORKING CONDITIONS ARE STUDENTS LEARNING CONDITIONS SUPPORTING COLA PLUS AND PARITY FOR PART TIME FACULTY BENEFITS OUR ENTIRE CERRITOS COMMUNITY.

THANK YOU.

>> HELLO.

I HAVE WORKED AT CERRITOS COLLEGE FOR TEN YEARS NOW.

I'M HERE TONIGHT TO ADVOCATE FOR YOU TO BAR BEGIN IN GOOD FAITH WITH MY UNION, CERRITOS COLLEGE FACULTY FEDERATION.

IN PARTICULAR, I'M HERE TO ADVOCATE FOR OFFICE HOURS FOR PART TIME FACULTY.

RIGHT NOW YOU HAVE THE OPPORTUNITY TO CLOSE THE GAP OF AX RECESS FOR YOUR STUDENTS AND MY TEN YEARS WORKING HERE WE HAVE MADE PROGRESS IN SEEING THE VALUE OF OVER 60% OF THE TEACHING FACULTY ON YOUR CAMPUS HAVING ACCESS TO STUDENTS AND STUDENTS HAVING ACCESS TO THEIR FACULTY THROUGH HAVING PAID OFFICE HOURS.

THIS IS ESSENTIAL FOR STUDENTS TO BE ABLE TO GET THEIR EDUCATION, GET THROUGH THEIR PROGRAM, AND ENABLE THE GOAL OF THIS COLLEGE WHICH IS TO EMPOWER EVERYDAY PEOPLE TO TASTE THEIR DREAMS AND ACHIEVE THEIR CAREER GOALS.

PLEASE WORK WITH OUR UNION TO ENSURE THAT THE PAY FOR OFFICE HOURS FOR PART TIME FACULTY IS REFLECTIVE ON THE PHONE THE VALUE AND WORK I TAKES TO MAKE STUDENT DREAMS COME TRUE.

DURING A PANDEMIC WHEN FACULTY ARE WORKING FROM HOME AND DOING ALL THEY CAN TO SUPPORT THE STUDENTS THAT ARE MAKING IT TO THEIR CLASSES AND TRYING TO GET THROUGH, THIS IS THE WAY TO THANK THEM BY ACCURATELY PAYING THEM FOR THE VALUE THAT THEY REPRESENT.

THANK YOU.

GOOD MORNING.

I HAVE BEEN A FULL TIME COUNSELOR FOR THE PAST SIX YEAR.

I'M CALLING TO ASK THE BOARD OF TRUSTEES TO PASS A VERY WELL DESERVED AND APPROPRIATE ECONOMIC PACKAGE COLA PLUS.

WE HAVE WORKED TIRELESSLY PROPER COMPENSATION FOR ALL FACULTY THE P STUDENTS ARE THE ONES WHO SUFFER AT THE END OF THE DAY.

THEY DON'T TRANSFER ON TIME OR GRADUATE ON TIME.

A SOLUTION FOR THIS IS COMPENSATING FACULTY APPROPRIATELY IS LET STUDENTS GET WHAT THEY DESERVE.

THANK YOU AND HAVE A GREAT DAY.

>> GOOD EVENING, BOARD OF TRUSTEES.

I AM A FACULTY MEMBER AT CERRITOS COLLEGE.

I AM WRITING TO URGE YOU TO SUPPORT THE EQUITY MINDED ECONOMIC PROPOSAL FROM THE CERRITOS COLLEGE FACULTY FEDERATION.

CERRITOS COLLEGE PRIDES ITSELF ON BEING EQUITY FOCUSED.

WE RECENTLY CELEBRATED THE OPENING OF THE FALCONS NEST AND -- WE VICE PRESIDENT A STUDENT EQUITY AND SUCCESS DIVISION.

HOWEVER, WE'VE NOT SEEN THE SAME EQUITY FOCUSED CARE TAKEN WITH THE CERRITOS COLLEGE EMPLOYEES.

[00:30:02]

FACULTY HAVE BEEN WORKING TIRELESSLY BEFORE AND DURING A GLOBAL PANDEMIC.

FACULTY CONTINUOUSLY STRETCH AND GROW TO MEET THE NEEDS OF OUR STUDENTS AND THE COLLEGE YET THE COLLEGE HAS NOT STRETCHED TO MEET OUR NEEDS.

THE DISTRICT HAS NOT PROPOSED A TRUE SALARY INCREASE.

ONLY AN OFF SCHEDULE PAYMENT.

EVEN AFTER YOU THE BOARD OF TRUSTEES APPROVED A 5% INCREASE TO YOUR OWN SALARY.

THIS DOESN'T SEEM EQUITY MINDED.

A MOVE TO MORE ONLINE INSTRUCTION DURING A PANDEMIC AND SUBSEQUENTLY AFTER ALSO MEAN TEAS UEFA CULLTY ARE AVAILABLE TO STUDENTS HAS CHANGED.

OUR LARGELY DIGITAL WORLD MEANS WE'RE CONNECTING WITH OUR STUDENTS WHAT FEELS LIKE 24/7 AND YET THE DISTRICT DOES NOT PANT TO PAY OUR PART TIME COLLEAGUES THEIR WAGE TO HOLD THOSE STUDENT HOURS.

THIS IS NOT EQUITY MINDED.

ADDITIONALLY, LARGE CLASSES ARE AN ECONOMIC BOONE FOR THE CAMPUS.

LARGE LECTURE COURSES OF 60 TO 90 STUDENTS MEANS THE CAMPUS PROFITS FROM MORE STUDENTS SQUEEZING INTO ONE SPACE TO LEARN FROM THE LABOR OF ONE FACULTY BEING PAID $500 TO TEACH 60 DELETION STUDENTS COMPARED TO THEIR COLLEAGUES.

THIS HURTS OUR STUDENTS.

THEY ARE NOT ABLE TO RECEIVE THE SAME INDIVIDUALIZE INSTRUCTION AND SUPPORT FROM THE FACULTY AS THOSE STUDENTS IN SMALLER CHESSES.

THIS IS NOT EQUITY MINDED.

CERRITOS COLLEGE HAS THE OPPORTUNITY TO DEMONSTRATE EQUITY MINDED CARE TO FACULTY.

I URGE THE BOARD TO ACCEPT THE COMPENSATION PACKAGE.

LET'S MOVE FROM EQUITY TALKS TO EQUITY WALKS.

FRSZ .

>>.

>> MY EMPHASIS IS ON TEACHING ANATOMY AND PHYSIOLOGY COURSES THAT ARE

[00:35:47]

INTEGRAL TO PLANS FOR OUR PRENURSING STUDENTS AND THERE ARE A COUPLE OF ISSUES THAT HAVE MOTIVATED ME TO CALL TODAY.

I BELIEVE THAT WE SHOULD IMPROVE OUR COMPENSATION FOR OUR PART TIME FACULTY FOR OUR ADJUNCTS.

I THINK IT'S IMPORTANT THAT WE REVISIT FAIR COMPENSATION FOR TEACHING LARGE CLASS SIZE.

I REGULARLY TEACH CLASSES THAT HAVE GOTTEN 90 OR SOMETIMES AS MANY AS 120 STUDENTS REGISTERED IN THE CLASS.

AND I ALSO BELIEVE THAT PARTICULARLY IN THE BIOLOGY DEPARTMENT PARTICULARLY WITH THE NP WE NEED MORE FULL TIME FACULTY.

IF I'M FULL TIME WHY DO I CARE ABOUT ADJUNCT PAY? IN ANATOMY AND PHYSIOLOGY, WE HAVE REALLY BEEN ABLE TO EXPAND OUR ENROLLMENT EVEN DURING THE PANDEMIC WHEN OTHER DEPARTMENTS ARE SLINKING.

OUR ENROLLMENT WAS GROWING BUT WE CAN'T KEEP OFFERING THAT MANY CLASSES BECAUSE WE ARE LOSING OUR ADJUNCTS AND ARE UNABLE TO ATTRACT NEW FACULTY.

WE RELY ON PART TIME FACULTY TO TEACH QUITE A NUMBER OF THESE LAB SECTIONS IN PARTICULAR.

AND CAMPUSES IN THE AREA ARE OFFERING BETTER COMPENSATION FOR THOSE PROFESSORS.

IT'S ALSO TRUE THAT IN ANATOMY AND PHYSIOLOGY AND BIOLOGY, SOME OF OUR 1YRGZ # FACULTY ARE DISCOURAGED THAT THERE'S NOT A PATH TOWARDS BECOMING A FULL TIME FACULTY MEMBER.

I WOULD HE HAS AT THIS TIME TO VOTE FOR A STRIKE BUT IF THE STRIKE IS THE ONLY WAY TO STOP THE DECLINE OF TEACHING QUALITY, THAT'S HAPPENING AT CERRITOS COLLEGE

>> WE DO STILL HAVE TIME FOR ONE MORE COMMENT.

>> LET'S DO THAT THEN.

>> YES.

HI.

I'M A PROFESSOR IN THE ENGLISH DEPARTMENT AND I'M ALSO A DISTANCE EDUCATION DOORED NATER FOR STUDENT ENGAGEMENT AND SUCCESS.

I'VE BEEN TEACHING HERE AT CERRITOS COLLEGE FOR ALMOST 30 YEARS.

AND I'VE SEEN TREMENDOUS CHANGE.

>> RE STILL HAVE 50 VOICEMAILS, CAN WE HAVE TEN MINUTES TO HEAR THOSE VOICEMAILS? IS THAT POSSIBLE?

>> IT'S 50 COMMENTS.

>> OKAY.

THAT'S A LOT.

OKAY.

>> SO WITH THAT, I WOULD ENCOURAGE EVERYBODY -- THIS IS ALL ON THE SAME TOPIC SO I WOULD ENCOURAGE FOLKS TO CONTINUE TO HEAR THOSE VOICES AND THE OPINIONS AND

[00:43:19]

COMMENTS THAT WERE SHARED THANK YOU TO ALL WHO SPOKE AND WROTE REGARDING THIS ISSUE.

THAT BEING SAID, WE'LL MOVE NOW TO A VERY IMPORTANT AGENDA ITEM, ITEM 2.01.

[2.01 Institutional Presentation: Installation of 2022 Student Trustee]

OUR INSTALLATION OF OUR 2022 STUDENT TRUSTEE.

JEREMY RAMOS.

>> GOOD EVENING, EVERYONE.

IT IS ONE OF MY FAVORITE THINGS TO DO.

TO INSTALL -- THIS EVENING, I WILL HAVE THE OPPORTUNITY TO INSTALL JEREMY RAMOS TO THE REMAINDER OF THE TERM OF THE STUDENT TRUSTEE FOR 2021-22.

[00:45:02]

JEREMY.

I'M GOING READ THIS AND WHEN WE'RE DONE YOU WILL BE OFFICIALLY A STUDENT TRUSTEE.

READY?

>> HELLO BOARD OF TRUSTEES AT THIS TIME IS -- IT IS AN ABSOLUTE HONOR TO SERVE AS THE REMAINDER OF STUDENT TRUSTEE FOR THE ACADEMIC INTERNAL OF 2021 TO 2022.

IT IS MY ABSOLUTE HONOR TO BE IN THIS POSITION.

I KNOW THAT THE PREVIOUS STUDENT TRUSTEE, SHE UNFORTUNATELY INFORMED OUR FELLOW -- SHE HAD TO RESIGN ALL OF HER LEADERSHIP ROLES AND HER ROLE SO I HONESTLY DID NOT EXPECT FOR ME TO RUN FOR THIS POSITION AT ALL BECAUSE IT'S A TIME CRUNCH HONESTLY BECAUSE WITH THIS SHORT AMOUNT OF TIME, YOU KNOW, MAYBE NOBODY WANTED TO DO THIS POSITION BUT AFTER HEARING THERE'S A VACANT SPOT, I DECIDED TO RUN FOR THIS POSITION AN OF COURSE I WOULD LIKE TO ACKNOWLEDGE 43 OTHER TWO STUDENT TRUSTEE CANDIDATES WHO ARE ALSO RUNNING FOR THIS POSITION BECAUSE WHOEVER TOOK THIS POSITION HONESTLY IS NOT GOING TO BE EASY FOR ME OR ANY OF THE TWO CANDIDATES ESPECIALLY THE AMOUNT OF TIME WE'RE GOING TO GIVE BUT I'M TRULY THANKFUL FOR THE AMOUNT OF SUPPORT I RECEIVED FROM STUDENTS AND AS WELL AS FROM STAFF AS I HAVE REALLY GOOD CONNECTIONS AS I AM PART OF ASCC AS AN ASSOCIATE JUSTICE AND ALSO PART OF DIFFERENT CLUB AS SUCH AS PRESIDENTED OF THE GEOGRAPHY CLUB WHERE WE ADOPTED THE -- SO IT IS AN ABSOLUTE HONOR FOR ME TO BE PART STUDENT TRUSTEE AND BE PART OF THEIR VOICE.

THANK YOU.

YOU INVITED MY PARENTS HERE TONIGHT TO SEE THEIR FIRST GENERATION STUDENTS TO BE ABLE TO BE PART OF A VOICE FOR THEIR STUDENTS AND TO SHOW WHAT KIND OF WORK I'VE BEEN DOING FOR BOTH ASCC AND TO THE CERRITOS COLLEGE COMMUNITY.

>> I HOPE THEY'RE VERY PROUD OF YOU.

>> WE WISH YOU NOTHING BUT THE BEST AND I KNOW YOU'LL DO A FABULOUS JOB REPRESENTING THE STUDENT BODY AND WHY YOU ARE COMMUNITY.

ANYONE ELSE? YEAH.

>> WE ALREADY HAD OUR OWN CONVERSATION.

>> OKAY.

I'LL JUST ECHO THAT.

>> HE'S RIGHT NEXT TO ME.

>> I CONGRATULATED HIM.

>> IT'S A PUBLIC MEETING.

YEAH.

AND I CONGRATULATED HIM AGAIN RIGHT NOW.

ALL RIGHT.

NOW WE'LL PUT YOU TO WORK.

THANK YOU, TRUSTEE RAMOS.

>> WE'LL MOVE TO THE NEXT ITEM, THE RECOGNITION OF OUR RETIREE, DR. AMBER ROCK.

>> THANK YOU.

GOOD EVENING, BOARD OF TRUSTEES.

I WANT TO RECOGNIZE RHONDA GARTRELL.

SHE JOINED CERRITOS COLLEGE ON JULY 6TH, 2000, AS TYPIST CLERK OF THE SOCIAL SCIENCES DEPARTMENT.

IN 2012 SHE WORKED AS AN ADMIN CLERK II IN STUDENT SUCCESS AND IN 2014 WORKED AS AN ADMIN CLERK II IN THE OFFICE OF INSTITUTIONAL EFFECTIVENESS.

IN 2017 SHE WAS SUCCESSFULLY RECLASSED TO HER CURRENT POSITION AS ADMIN CLERK 3 IN

[00:50:19]

IRP.

IN HER ROLE IN THE OFFICE OF IERP RHONDA SUPPORTED THE STUDENT RATING OF INSTRUCTOR SRIS.

SHE LOOKS FORWARD TO SPENDING MORE TIME WITH HER FAMILY DURING HER RETIREMENT.

THANK YOU.

>> ALL RIGHT.

THANK YOU.

>> ALL RIGHT.

NOW ONE OF MY FAVORITE THINGS EVERY YEAR -- ARE THERE ADDITIONAL WORDS THAT WE WANT TO SHARE BEFORE I MOVE ON?

>> I DON'T KNOW.

IS CAN DAYS HERE TO SAY ANYTHING?

[2.02 Institutional Presentation: Recognition of Retiree]

RHONDA, I HAVE A NOTE THAT RHONDA WILL NOT BE ATTENDING.

IS THAT ACCURATE?

>> OKAY.

YEAH.

THANK YOU VERY MUCH, MS. GARTELL.

SO ONE OF MY FAVORITE THINGS EACH YEAR IS HEARING ABOUT THE SABBATICAL LEAVE REPORTS.

WE HAVE AMAZING FACULTY HERE AND IT SEEMS LIKE EVERY YEAR WE'RE ASTONISHISHED AT WHAT FOLKS ACHIEVE SO WITH THAT, WE'RE GOING TO MOVE TO AN OPPORTUNITY TO HEAR ABOUT THOSE SABBATICAL ENTERPRISES FROM MICHELLE

[2.03 Institutional Presentation: Sabbatical Leave Reports]

AND LYNN.

ANY WORDS TO SHARE ON THAT?

>> NO.

I'M LIKE YOU LOOKING FORWARD TO THE REPORTS.

I THINK IT HAS BECOME AN ANNUAL TRADITION NOW TO HAVE THE REPORTS AND GET FAMILIAR WITH THE WORK THAT OUR FACULTY HAVE BEEN DOING IN THE SABBATICALS.

OBVIOUSLY WE HAVE SEEN SOME GREAT WORK AND I KNOW BASED ON THE DOCUMENTS THAT I READ BEFORE THE SABBATICAL AND AFTER THAT WE ARE GOING TO SEE SOME GOOD WORK TONIGHT AND VERY INTERESTING CONVERSATION.

SGLEENG BOARD MEMBERS.

WE ARE VERY HAPPEN FOY BE HERE TONIGHT AND IN KEEPING WITH THE THEME OF THE IMPORTANT WORK THAT FACULTY ON THIS CAMPUS CONTINUE ON THIS CAMPUS THE SABBATICAL LEAVE COMMITTEE IS PROUD TO PRESENT OUR 2020-2021 SABBATICAL RECIPIENTS.

THEY WILL BE PRESENTING THEIR REPORTS WHICH I BELIEVE ALL OF YOU HAVE AND WE ARE VERY PROUD OF THE WORK THAT THEY HAVE ACCOMPLISHED AND ARE VERY EXCITED TO HEAR THEM PRESENT AND TO HAVE YOU HEAR THEM PRESENT.

SO I ORIGINALLY HAD MICHELLE GOING FIRST BUT LYNN, YOU ARE MORE THAN WELCOME TO GO FIRST.

IF YOU WOULD LIKE.

[00:55:02]

>> I'M SORRY, IT WAS MY MISTAKE.

THE ORDER YOU HAVE IS FINE.

>> OKAY.

MICHELLE THEN.

MICHELLE WILL BE PRESENTING FOR YOU NOW.

>> GOOD EVENING.

I WANT TO THANK YOU FOR THE OPPORTUNITY TO SHARE MY SABBATICAL PROJECT WITH YOU.

I AM ALWAYS EAGER TO SHARE MY WORK.

WORK THAT I BELIEVE MAKES OUR WORLD A BETTER PLACE.

I ALSO WANT TO THANK YOU FOR THE OPPORTUNITY THROUGH SABBATICAL LEAVE TO CREATE TRULY WONDERFUL THINGS FOR THE STUDENTS, FACULTY, AND THE COLLEGE.

SO I GOT FIVE MINUTES AND I'LL TRY NOT TO TALK TOO FAST.

THE FIRST PART OF MY SABBATICAL PROPOSAL WAS ABOUT IDENTIFYING POTENTIAL EMPLOYMENT OPPORTUNITIES FOR STUDENTS IN THE LIBERAL ARTS HUMANITIES AND SOCIAL SCIENCES.

INITIALLY I INTENDED TO VISIT LOTS OF COLLEGES AND A FEW UNIVERSITIES APE TALK WITH THEIR -- AND TALK WITH THEM AND MAKE CONNECTIONS.

HOWEVER, THIS WAS IN THE FIRST YEAR OF THE PANDEMIC AND TRAVEL SWAGS COMMUNICATIONS WITH OTHER SCHOOLS WAS RESTRICTED.

THEREFORE, I DID ALL THE WORK ONLINE.

I RESEARCHED ALL OF THE CALIFORNIA COMMUNITY COLLEGE CATALOGS AND IDENTIFIED THOSE CERTIFICATES AND DEGREES WITHIN THE AREAS OF LIBERAL ARTS, HUMANITIES, AND SOCIAL SCIENCE THAT ARE DIFFERENT THAN THE CERTIFICATES AND DEGREES WE OFFER HERE AT CERRITOS COLLEGE.

I WANT TO SHOW YOU A WEBSITE I CREATED QUICKLY.

I HOPE THAT YOU ALL CAN SEE THIS.

I'M SHARING THIS WITH DEPARTMENTS AND FACULTY SO I ORGANIZED THE MATERIAL IN TWO WAYS.

ONE MY DISCIPLINE FOR DEGREES AND CERTIFICATES AND THE OTHER BY THE COLLEGE.

GOING TO THE CURRICULUM BY DEGREE OF CERTIFICATE YOU CAN SEE THE DISCIPLINES LIST HERE AND IF WE CLICK ON ANTHROPOLOGY WE CAN SEE ALL THE INFORMATION THAT I COLLECTED FOR FACULTY INCLUDING LINKS TO EMAILS AND CATALOGS AND THE CURRICULUM FOR AS MANY COLLEGES OR DEGREES THAT WERE NOVEL TO CERRITOS COLLEGE.

THIS IS GOING TO MAKE FACULTY'S JOB A LOT EASIER BECAUSE THEY WON'T HAVE TO SPEND THE TIME NORMALLY NECESSARY TO GET THOSE CURRICULUM AND CONTACTS AT OTHER COLLEGES.

I'VE PROVIDED THAT FOR THEM.

AT LEAST FOR THE NEXT FEW YEARS UNTIL THERE'S NEWER ONES AVAILABLE.

THE SECOND PART OF MY PROJECT WAS TO WORK WITH EMPLOYERS TO DEVELOP DEGREES, CERTIFICATES, AND/OR TRAINING FOR STUDENTS IN LIBERAL ARTS, SOCIAL SCIENCE, AND HUMANITIES.

I DID TRY TO DO THIS WORK WITH TERRY LOPEZ IN CAREER COUNSELING HOWEVER THIS WAS IN THE PANDEMIC AND EMPLOYERS WERE NOT INTERESTED IN ANYTHING BUT SAFETY PROTOCOLS FOR COVID-19 SO I WORKED WITH VP MIRANDA TO THIS DEVELOP GUIDANCE FOR FACULTY THAT WANT TO CREATE A MORE EQUITABLE CURRICULUM IN THEIR OWN CLASSROOM.

I WORKED TO CREATE CLOSES MORE OPEN TO EXPLORING THE EXPERIENCE OF THE INDIVIDUAL STUDENT.

I WORKED WITH THE LITERATURE TO DEVELOP ASSESSMENTS THAT GOT TO THE STUDENTS EXPERIENCE AND ALLOWED THE STUDENTS TO MAKE THE MATERIAL MORE REAL FOR THEM.

FOR EXAMPLE, I WOULD LIKE TO SHOW YOU AN ASSIGNMENT THAT I CREATED.

I CREATED A LOT OF ASSIGNMENTS LIKE THIS ASKING THE STUDENTS ABOUT THE CONTENT BUT THEN IN DISCUSSION BOARDS AND DURING IN PERSON SESSIONS IN THE FALL, WERE ABLE TO EXPAND AN THOSE IDEAS AND SHARE OUR EXPERIENCES WITH EACH OTHER.

SO THE FIRST QUESTION THAT I HAVE HIGHLIGHTED HERE IS A QUESTION ABOUT AN EXPERIENCE THAT CONCLUDES THAT ABOUT 67% OF US WOULD OBEY INCLUDING KILLING SOMEONE ELSE IF WE BELIEVED THAT THE PERSON TELLING US TO OBEY HAS THE AUTHORITY TO DO SO.

SO THIS QUESTION FOR DISCUSSION BOARDS AND CLASS -- HOW MARGEALIZE GROUPS PERCEIVE AND RESPOND TO AUTHORITY.

SO I HAVE LOTS OF DIFFERENT QUESTIONS LIKE THIS THROUGHOUT MY COURSES AND I GOT REALLY GOOD RESPONSE AND IT WAS JUST VERY EXCITING TO SEE THE STUDENTS ENGAGE IN THAT WAY.

NOW, I NEEDED TO DO THIS IN MY OWN CLASSES TO DEVELOP THE GUIDANCE FOR OTHER FACULTY.

THAT GUIDANCE I CONCLUDED COULDN'T BE SOMETHING LIKE A HANDBOOK BECAUSE THIS JOURNEY OF CREATING ANTIRACIST CURRICULUM WITHIN YOUR CLASSROOM IS REALLY PERSONAL AND IT'S ABOUT YOUR OWN EXPERIENCE.

[01:00:01]

SO I CONCLUDED THAT IT SHOULD BE DONE IN SMALL GROUP CONVERSATIONS.

LITERATURE ON ANTIRACISM IS CLEAR AND IT'S FULL OF INFORMATION ABOUT HOW TO LISTEN, HOW TO TALK ABOUT DIFFICULT ISSUES AND HOW TO EXAMINE ONE'S OWN BIAS.

I CREATED SOME OF THESE VIDEOS IN MY SABBATICAL LEAVE AND DON'T ADD TO THE LIBRARY FOR FUTURE CONVERSATIONS WITH FACULTY.

FOR EXAMPLE, I HAVE A COUPLE OF THEM AND THESE ARE HOT LINKS IN MY REPORT ARE SO I HAVE ONE.

THIS IS KIND OF JUST MY INTRODUCTION ABOUT WHY I CREATED THIS AND WHY I WANTED TO TAKE OTHER PEOPLE ON THIS JOURNEY AND THIS IS THE SECOND ONE TO TALK ABOUT HOW OUR EXPERIENCE IMPACTS HOW WE GRADE.

SO THOSE ARE LIVE HOT LINKS IN MY REPORT.

I ALSO HAVE HAD CONVERSATIONS IN HUMAN RESOURCES AND WITH CHAD GREEN THE CTX COORDINATOR AND LOOK FORWARD TIM MERRIMENTING THIS PLAN AND FRAMEWORK NEXT YEAR AND REALLY GETTING THIS GOING FOR MYSELF AND FOR OTHER FACULTY.

FINALLY, I DID SOME ONLINE RESEARCH ON HOW TO IMPROVE THE STATUS OF LIBERAL ARTS HUMANITIES ON CAMPUS AND WITHIN OUR COMMUNITY.

SPECIFICALLY I HAD WANTED TO RESEARCH WAYS TO CREATE A CAMPAIGN TO PROMOTE THESE AREAS AND THE VALUE OF EMPLOYMENT THAT COMES WITH EDUCATION IN THESE AREAS.

UNFORTUNATELY IT WAS THE PANDEMIC AND I WAS ABLE TO DO ONLINEN -- ONLINE RESEARCH BUT THAT 2020-2021 SCHOOL YEAR THERE WAS NO ONE WORKING IN THE OFFICES OF THOSE INSTITUTIONS OR ORGANIZATIONS THAT I WAS ABLE TO CONNECT WITH.

I GOT SOME CONNECTIONS LATER IN IF THE SUMMER BUT AT THAT POINT I WAS REALLY TRYING TO PLAY CATCH UP WITH EVERYTHING THAT HAD HAPPENED IN THE YEAR THAT I HAD BEEN OFF BUT I DO INTEND TO SHARE THIS INFORMATION.

ALL OF I9 WITH MY COLLEAGUES.

I AM JUST SO PLEASED I WAS GIVEN THE OPPORTUNITY TO DO THIS AND CREATE GOOD WORK FOR OUR STUDENTS AND OUR COLLEGE.

THANK YOU.

>> THANK YOU VERY MUCH.

I'M CERTAIN THAT WILL BE QUITE A RESOURCE FOR A NUMBER OF FOLKS.

>> THANK YOU.

JUST AN INTERESTING STORY ABOUT ALL THIS IS THAT MICHELLE WAS THE FACULTY SENATE PRESIDENT WHEN I STARTED AT CERRITOS COLLEGE.

DURING THE FIRST YEAR THAT I RECEIVED THE SABBATICAL I READ IT AND UNDERSTOOD EVERYTHING THAT WAS THERE.

I WAS CONCERNED ON SOME OF THE QUALITY CONTROL ON THAT FIRST BATCH AND I TALKED TO HER AND SHE DEGREED AND SAID LET ME FIX -- AGREED AND SAID LET ME WORK ON THAT.

SHE CAME BACK AND IT WAS TIDY AND READY TO BE REVIEWED AND BROUGHT UP TO THE BOARD AND DURING THAT CONVERSATION WAS THE CURRENT SABBATICAL PROCESS WAS BORN, THE PRESENTATIONS THAT WE'RE SEEING TODAY WERE BORN AND I THINK THAT SEEING YOU DOING IT TODAY IS OBVIOUSLY COMING FULL CIRCLE, MICHELLE, AND IT'S GREAT BECAUSE IT OBVIOUSLYING HAS INCREASED THE QUALITY OF THE WORK THAT WE HAVE DONE OVER THE YEARS BUT TWO IT'S CREATING -- ANDLY SAY MORE EQUALLY IMPORTANT IS CREATING AWARENESS REGARDING THE SABBATICAL WORK TAKING PLACE EVERY SINGLE YEAR AND THAT AWARENESS CREATING BETTER UNDERSTANDING FOR EVERYONE AS TO WHY, ONE, WE DO SABBATICALS FOR FACULTY EVERY YEAR, TWO, THE PRODUCT OF THE SABBATICAL, AND, THREE, THE CLOSING THE LOOP OF HOW IT'S BENEFITTING THE CAMPUS.

IT'S GOOD TO SEE YOU GOING THROUGH THE PROCESS, MICHELLE.

IT WAS GREAT AND FOR ME I GUESS DELAYED GRATIFICATION THAT NOW WE CAN SEE THE ENTIRE PROCESS.

THANK YOU.

THANK YOU.

IT WAS A TEAM EFFORT.

MY FACE-TO-FACE WAS WITH YOU BUT YOU WERE WORKING WITH THE COMMITTEE SO I APPRECIATE EVERYONE BECAUSE I CAN OBVIOUSLY SEE THE PROGRESS THAT WE HAVE MADE

[01:05:05]

OVER THE YEARS AND HOW IMPORTANT THIS HAS BECOME.

>> THAT'S EXCELLENT.

ANY QUESTIONS OR COMMENTS FROM OTHER BOARD MEMBERS IN REGARD TO THE PRESENTATION? ALL RIGHT.

THAT'S EXCELLENT.

THANK YOU SO MUCH AND I REALLY APPRECIATE ALL THE EXTRA EFFORT THAT IT TOOK IN THE MIDDLE OF A PANDEMIC TO TRY TO TAKE IT ON AND AS WE GET TOWARDS THE END OF THIS WHOLE THING IT'S EASY TO FORGET HOW HARD IT WAS IN 2020 TO TURN OVER ANYTHING SO I REALLY APPRECIATE THE EXTRA EFFORT TO TURN OUT SOMETHING THAT IS GOING TO BE REALLY HELPFUL IN TEND THAT'S ACTUALLY A REAL TOOL FOR SO MANY OF OUR FOLKS IN VARIOUS RESPECTS SO THAT'S GREAT.

RAY LOT OF PEOPLE WILL BE TOUCHED BY THAT WORK.

THANK YOU.

>> THANK YOU, MICHELLE.

WE APPRECIATE THE WORK YOU ACCOMPLISHED DURING YOUR SABBATICAL YEAR.

AND THE COMMITTEE REALLY ENJOYED WORKING WITH YOU.

SO IT WAS A PLEASURE TO WATCH YOU COME FULL CIRCLE THIS EVENING.

OUR SECOND PRESENTER THIS EVENING IS LYNN SERWIN, PROFESSOR OF ENGLISH.

I WILL GIVE IT UP TO HER NOW.

>> THANK YOU, JULIE AND BOARD OF TRUSTEES.

I WANT TO THANK YOU SO MUCH FOR LIKE MICHELLE GIVING ME THIS OPPORTUNITY TO COME AND REPORT ON THE SABBATICAL PROJECT.

I DID DO A SABBATICAL BEFORE AND I CAN SAY THAT THE NEW PROCESS IS INFINITELY BETTER AND MORE MEANINGFUL.

THE WHOLE EXPERIENCE HAS BEEN REALLY GOOD SO I'M VERY GLAD TO BE ABLE TO SHARE IT WITH YOU TONIGHT.

I'M GOING TO SHARE MY SCREEN SO I CAN FIND MY PRESENTATION.

AND THEN I WANT TO PRESENT IT -- IT IS IN THE -- ON THE AGENDA ITEM IN THE BOARD DOCS TOO IN CASE YOU WANT TO HAVE A COPY OF IT.

OKAY.

SO I'M HERE TONIGHT TO TALK A LITTLE BIT ABOUT MY ZACH PROJECT WHICH WAS CALLED SUCCESS SQUADS ENHANCING CONNECTION FOR ONLINE STUDENTS AND THE IRONY OF MY SABBATICAL PROJECT WAS THAT THIS WAS MEANT FOR FULLY ONLINE STUDENTS AND I WROTE THE PROPOSAL IN 2019 AND WE WERE GOING TO PUT TOGETHER SOMETHING REALLY FABULOUS FOR ONLINE STUDENTS AND THEN THE NEXT THING I KNEW, ALL OF OUR STUDENTS WERE ONLINE STUDENTS SO WHAT WE WERE -- WHAT I WAS ABLE -- YOU'RE SEEING MY SPEAKER NOTES THERE, YES?

>> YES.

WE'RE GETTING IT RESOLVED AS YOU GO.

>> OKAY.

I DON'T WANT YOU TO SEE THE SPEAKER NOTES.

BUT I NEED THE SPEAKER NOTES.

>> WE MIGHT BE ABLE TO GET YOUR SLIDES UP BECAUSE THEY ARE IN THE BOARD BOOK.

>> OKAY.

BECAUSE I PRACTICED IT.

>> YES.

IS THERE A WAY THAT WE CAN PUT -- >> DO YOU WANT ME TO STOP THE SCREEN SHARE?

>> PROFESSOR SERWIN'S -- WE CAN VJ YOUR SLIDES IF YOU GUIDE US.

THAT WAY YOU CAN HAVE YOUR SPEAKER NOTES UP.

>> YEAH IF YOU WANT TO GET STARTED AND GIVE ME A MOMENT AND I'LL PULL UP YOUR PRESENTATION AND YOU CAN JUST TELL ME WHEN TO MOVE TO THE NEXT SLIDE.

>> OKAY.

>> SEE WE'RE NOT COMPLETELY BEHIND THE TIMES.

[LAUGHTER].

I JUST AM READJUSTING MY SCREEN THEN TO MAKE SURE THAT I CAN SEE THE ZOOM AND THE NOTES.

OKAY.

[01:10:04]

SO THE PROJECT WAS TO CREATE -- I'M ON THE FIRST SLIDE AFTER THE TITLE.

>> IT WILL BE UP IN JUST ONE MOMENT.

>> OKAY.

>> SO WHEN YOU WERE TALKING ABOUT THE TIME CONTEXT IN WHICH YOU WERE DOING THIS WORK, AND THE RELEVANCE AS RELATED TO UNANTICIPATED CIRCUMSTANCES.

SO I WAS NOT THINKING THAT THIS WAS GOING TO BE FOR ALL OF OUR STUDENTS OR THAT THIS PROJECT THAT I WANTED TO DEVELOP WAS GOING TO BE SOMETHING THAT ALL STUDENTS WOULD DO BUT IT TURNED OUT THAT WE DID USE A SMALL AMOUNT OF STUDENTS AND WE DID CONNECT WITH STUDENTS PRIMARILY ONLINE STUDENTS.

OKAY.

SO LET ME GO TO THE NEXT ONE.

SO WHAT ARE SUCCESS SQUADS? IN 2021 I STUDIED THE FEASIBILITY OF CREATING A CURATED SPACE TO CONNECT MORE INTENTIONALLY WITH THE COLLEGE AND ALSO TO BUILD US TRUSTED AND SUPPORTED COMMUNITY ONLINE.

SO WHAT ARE SUCCESS SQUAREDS? THEY'RE ONLINE COHORTS THAT CONNECT STUDENTS WITH LIKE MINDED PEERS AND COACHING MEMBERS AND A TEAM TO ENCOURAGE MOTIVATE AND SUPPORT.

THEY PROVIDE A VIRTUAL SPACE TO CONNECT AND PROBLEM SOLVE.

STUDENTS TO CELEBRATE ACHIEVEMENTS WITH LIKE MINDED STUDENTS.

ABILITY TO SUPPORT EACH OTHER INCLUDE CHALLENGES AND CONNECTION WITH A TRUSTED FACILITATOR TO NAVIGATE SERVICES.

THEY WERE FACILITATED BY A TRAINED MENTOR AND IN THIS CASE IT WAS ME.

I SPENT THE FALL LEARNING ABOUT HOW TO BUILD COMMUNITY ONLINE, HOW TO BUILD COMMUNITIES IN GENERAL, HOW TO BUILD TRUST AND A SENSE OF BELONGING.

SO THE FACILITATOR SERVES AS A BRIDGE BETWEEN THE STUDENTS TEN IS SERVICES AND MORE IMPORTANTLY THE PEOPLE THAT THEY NEED FOR SUCCESS ON CAMPUS.

THE FACILITATOR INTERVENES TO ENSURE STUDENTS FEEL SUPPORTED AND CARED FOR OUTSIDE THEIR CLASSES.

I MODELLED BELONG AND COMMUNITY AMONG SQUAD MEMBERS.

I RAN TWO PILOTS IN THE SPRING OF 2021 ON CAMPUS TO PROVIDE A DESIGNATED INTERFACE WHERE STUDENTS ALREADY WERE WHEN THEY WERE GOING TO CAMPUS FOR THEIR CLASSES.

I THINK THE NEXT SLIDE.

ACTUALLY, THE NEXT TWO.

ONE MORE.

OKAY.

SO IN THESE TWO PILOTS, I WANTED TO DO THEM ON CAMPUS.

YOU CAN SEE THE HOME PAGE THERE.

THAT'S WHAT THEY SAW ON THEIR LANDING PAGE WHICH IS VERY INVITING AND SUPPORTIVE.

NEXT SLIDE.

WE SENT OUT A CALL FOR INTEREST.

I WORKED WITH INSTITUTIONAL RESEARCH AND WE SENT OUT TO EVERY STUDENT WHO HAD TAKEN ONE OR MORE ACTUALLY MORE THAN TWO ONLINE CLASSES IN AN ACADEMIC YEAR AND WE SENT THAT OUT OR WE GOT THAT LIST TOGETHER IN 2019 AND SENT IT OUT IN THE BEGINNING OF 2021 FOR THIS LIST.

MORE THAN 350 STUDENTS RESPONDED SAYING THEY WERE INTERESTED IN THIS PROGRAM.

WHEN IT CAME TO ACTUALLY COMMITTING WE HAD -- WE DID TWO SIX WEEK PILOT PROGRAMS WHERE STUDENTS WERE SURVEYED BEFORE THEY PARTICIPATED AND THEN AT THE END.

THEY ALSO ATTENDED FOCUS GROUPS AND ANSWERED EXIT INTERVIEW QUESTIONS ON CAMPUS.

[01:15:01]

YOU CAN SEE FROM THIS DATA THAT ONLY 4% SAID IT WAS NOT IMPORTANT MIENING EVERYBODY THOUGHT IT WAS IMPORTANT AND IN THE PRESURVEY THOUGH WE ALSO FOUND THIS, DESPITE FINDING THAT CONNECTION ON CAMPUS WAS VERY IMPORTANT, ONLY 42% FELT SOMEWHAT OR VERY CONNECTED.

IT GAVE THEM THAT CONFIDENCE TO GO OUT AND LOOK FOR SERVICES BECAUSE THEY HAD SOMEONE TO TURN TO IF THEY NEEDED IT.

NEXT SLIDE.

ONE MORE.

SHOOT.

GO BACK.

BACK ONE.

OKAY.

SO I ALSO STUDIED THE STUDENT TO STUDENT CONNECTION OUTSIDE THE CLASSROOM.

AND THE PRESURVEY RESULTS AND THE POST SURVEY RESULTS FOR THAT ARE ALSO VERY INTERESTING.

NEXT SLIDE.

DISTANCE EDUCATION STUDENTS FEEL VERY DISCONNECTED FROM OTHER STUDENTS.

ON CAMPUS STUDENTS HAVE THE BENEFIT OF MEETING ON CAMPUS BUT WITHOUT THE INTENTIONAL OUTREACH THERE'S NO OPPORTUNITY FOR ONLINE STUDENTS TO CONNECT WITH OTHERS.

84% REPORTED FEELING SLIGHTLY OR NOT AT ALL CONNECTED WITH OTHER STUDENTS.

NEXT SLIDE.

POST SURVEY, THERE'S A HUGE TURN AROUND IN THE FEELING OF CONNECTEDNESS.

STUDENTS WENT FROM FEELING 16% CONNECTED TO FEELING 72% CONNECTED WITH OTHER STUDENTS OUTSIDE THEIR CLASSES.

THIS MEANT, AGAIN, THAT THEY HAD A LEVEL OF CONFIDENCE AND COMFORT IN REACHING OUT TO AND ESTABLISHING RELATIONSHIPS WITH OTHER STUDENTS THAT THEY MET ONLINE.

THIS IS VERY PROMISING BECAUSE THE COMMON BELIEF IS THAT YOU CANNOT HAVE A MEANINGFUL RELATIONSHIP ONLINE AND THIS DATA SHOWS THAT YOU CAN.

NEXT SLIDE.

WHILE I ONLY HAVE ANECDOTAL DATA OF STUDENTS WHO ATTENDED FOCUS GROUPS AND RESPONDED TO EXIT INTERVIEW QUESTIONS I CAN SAY BASED ON THAT INFORMATION THAT STUDENTS DID FEEL ENCOURAGED TO STAY ENROLLED AND SUCCESSFULLY COMPLETE THEIR COURSES.

I HAVE SOME STORIES TO SHARE ABOUT STUDENTS WHOSE PARTICIPATION HAD A LASTING AND MEANINGFUL IMPACT ON THEIR TIME AT CERRITOS COLLEGE.

THE FIRST IS BRETT SMITH THAT YOU SEE THERE.

SO STUDENTS DID GIVE THEIR CONSENT TO SHARE THEIR EXPERIENCES WITH MEMBERS OF THE CAMPUS COMMUNITY.

I WANTED TO BE SURE THAT WAS CLEAR.

BRETT SMITH HIS TIME AT CERRITOS COLLEGE SPANNED MANY YEARS WITHOUT BEING ABLE TO OVERCOME THE HURDLE OF MATH 80.

HE HAD ENOUGH UNITS FOR TWO A.A.

DEGREES.

BUT HE NEEDED TO FINISH MATH.

WHEN WE FIRST ASSESS WHAT -- SO THROUGH SOME INTERVENTION WITH THE MATH DEPARTMENT AND HELPING BRETT GET ALIGNED WITH HIS GOALS WE WERE ABLE TO GET -- OR HE WAS ABLE TO COMPLETE HIS STUDIED IN FALL OF 2021 BY TAKING STATISTICS AND HE IS NOW APPLYING FOR OR HE'S ACTUALLY BEEN ACCEPTED TO A BACHELOR DEGREE PROGRAM IN UNIVERSITY OF COLORADO.

>> NEXT SLIDE.

OUR SECOND STUDENT IS CAROLINE.

SO IN THE BEGINNING OF 2021 CAROLINE WAS FEELING THAT HER ONLINE CLASSES WERE OKAY BUT SHE WAS VERY LONELY.

THE PANDEMIC LET HER FEEL VERY ISOLATED.

DURING SUCCESS SQUADS SHE WAS ABLE TO BENEFIT FROM CONNECTIONS MADE WITH OTHER STUDENTS AND SHE BUILT FROM THAT CONTENT THAT THE MATERIAL THAT WE WORKED ON WEEKLY SHE WAS ABLE TO BUILD RAPPORT AND HAVE PEOPLE SH COULD GO BACK TO IN THE

[01:20:08]

DISCUSSIONS.

SHE DECIDED TO SET AND ACCOMPLISH A GOAL.

SOMETHING SHE WANTED TO DO FOR THE SEMESTER AND SHE USED A SMART GOAL ACTIVITY PRESENTED TO HER IN THE SUCCESS SQUADS.

SOME THINGS WE TALKED ABOUT WERE JUST COMMON COLLEGE SUCCESS THINGS AND THEY REALLY HELPED HER TO STAY MOTIVATED TO KEEP GOING AND HER CONNECTION WITH THE OTHER STUDENTS HELPED SUPPORT HER THROUGH THAT.

SO AS A RESULT I FEEL LIKE THIS PROGRAM WAS VERY SUCCESSFUL AND I THOUGHT WE NEED TO TRY TO GET THIS ENGAGED BECAUSE STUDENTS SOCIAL EMOTIONAL ISSUES ARE VERY IMPORTANT AND THE FACULTY MEMBERS ONLY ONE POINT OF REFERENCE HAVING OTHER PEOPLE THERE TO HELP SUPPORT OUR STUDENTS IN THAT WAY IS A HUGELY VALUABLE THING TO HELP THEM GET SOMEBODY ELSE WHO CAN MANAGE THOSE THINGS SO THEY CAN FOCUS ON THE CLASS WITH THE DESTRUCTOR.

I'M CURRENTLY WORKING WITH A FEW DEPARTMENTS AND PROGRAMS ON CAMPUS TO SHARE THE PHILOSOPHY AND BUILD THIS PROGRAM.

WE ARE WORKING WITH LCP SUCCESS TEAMS. I DID THE KICKOFF WE HAVE A FULLY ONLINE COLLEGE AND WE WANT TO BE ABLE TO SUPPORT THEM THROUGH THE DE AREA IN THIS WAY.

SO THAT IS IT.

THAT IS THE END OF THE PRESENTATION.

THAT WAS HARD.

>> THAT WAS GREAT THOUGH.

THANK YOU VERY MUCH.

[APPLAUSE].

>> THANK YOU.

I'M VERY EXCITED ABOUT THIS PROJECT AND IT IS SOMETHING THAT I FEEL VERY STRONGLY ABOUT THAT I'VE DONE IN MY OWN CLASSES FOR YEARS WHEN FELT IT NEEDED TO BE DONE FOR ONLINE STUDENTS.

>> I THINK THAT'S REALLY INSIGHTFUL AND IT'S BEEN IT'S ONE OF THOSE ITEMS THAT IS FAR REACHING BEYOND EVEN JUST OUR COLLEGE SO BEING ABLE TO DIVE INTO THAT PARTICULAR SUBJECT AND TRY TO FIGURE OUT WAYS FORWARD IS -- ABSOLUTELY NEEDED AND I REALLY APPRECIATE THE LEVEL OF INSIGHT THAT YOU'RE BRINGING THIS TO.

DR. FIERO.

DO YOU WANT TO SAY ANYTHING DIG ANYTHING -- ANYTHING IN ADDITION TO THAT?

>> THANK YOU FOR THE PRESENTATION.

IT WAS FANTASTIC.

OBVIOUSLY PLEASANTLY REASSURED ON YOUR FINDINGS REGARDING THE CONNECTIONS THAT CAN BE BUILT IN THE ONLINE ENVIRONMENT THAT HA BEEN A POINT OF CONTENTION FOR QUITE SOME TIME THAT IT CAN NOW BE DONE AND OBVIOUSLY IT CAN.

I GUESS MY QUESTION IS MORE AS TO HOW OR WHAT DID YOU FIND THAT COULD BE HELPFUL FOR OTHERS TO REP KATE THE EXPERIENCE IN ORDER TO BUILD THOSE LONG TERM -- I KEEP LOOKING AT THE CAMERA LIKE YOU'RE LOOKING OVER MY SHOULDER.

[LAUGHTER].

>> I CAN SEE YOU.

>> THE EXPERIENCE FOR THOSE THAT ARE STRUGGLING BEING ABLE TO MAKE THOSE CONNECTIONS I THINK THAT BECOMES EVEN MORE RELEVANT NOW AS WE OBVIOUSLY UNDERSTAND AND EMBRACE THE VIRTUAL ENVIRONMENT AND WE KNOW THAT IT'S HERE TO STAY SO IF YOU HAVE ANY SPECIFICS AS TO WHAT LED TO BEING ABLE TO BUILD THOSE RELATIONS IN THE SENSE OF COMMUNITY THAT YOU DESCRIBE.

>> THERE ARE TWO THINGS THAT WORKED.

SPECIFICALLY.

AND THEY WERE BASED ON THE RESEARCH THAT I DID IN THE FALL AND I LOOKED -- I READ CULTURALLY RESPONSIVE TEACHING AND THE BRAIN.

I LOOKED AT ME I CAN'T BIRD SONG WHO WROTE ABOUT WAYS WE BELONG AND ALSO JAY LUKE WOOD OUT OF SAN DIEGO AND HIS WORK ON CREATING EQUITABLE SPACES.

AND THE TWO THINGS THAT -- ACTUALLY, THE FIRST ONE CAME FROM LUKE WOOD WHICH IS THE INTENTIONAL OUTREACH.

THE WARM DEMANDING.

[01:25:01]

THE -- OUR STUDENTS HAVE ACCESS TO ALL OF OUR SERVICES.

THAT WAS THE THING THAT HAPPENED IMMEDIATELY AS SOON AS THE PANDEMIC BEGAN.

THERE IS NO LIMIT OF SERVICES THAT ARE AVAILABLE TO STUDENTS ONLINE AT CERRITOS COLLEGE.

THEY DON'T KNOW WHERE THEY ARE AND THEY DON'T KNOW HOW TO ACCESS THEM.

AND THEY DON'T EVEN KNOW THAT THEY NEED THEM.

AND SO THEY'RE RELYING ON THEIR COUNSELOR AND THEIR PROFESSORS WHO ARE SO COMPLETE CLAY OVERLOADED JUST TRYING TO DO THE CONTENT OF THE COURSE.

SO THE SUCCESS SQUAD WAS THE PLACE WHERE THAT OUTREACH CAME FROM ME AS THE FACILITATOR SAYING WHAT'S HAPPENING FOR YOU THIS WEEK? I KNOW LAST WEEK WE TALKED ABOUT X, Y, Z IN YOUR MATH CLASS OR PHILOSOPHY CLASS.

HOW DID THAT TURN OUT? AND THEN WE WOULD WORK TOGETHER IN SMALL GROUPS.

WE HAD AN INSTANT MESSAGING APP THROUGH PROBLEM TOE, AN EXTERNAL -- PRONTO THAT IS AN EXTERNAL TOOL AND AN APP THAT WORKS AS A TEXT CHAIN SO STUDENTS COULD FOLLOW UP WITH EACH OTHER FOR ACCOUNTABILITY.

SO THAT LEVEL OF ACCOUNTABILITY WAS THE FIRST THING.

HAVING SOMEBODY FROM THE CAMPUS REACH OUT TO THE STUDENT INSTEAD OF WAIT FOR THE STUDENT AND REACH INTO THE CAMPUS AND THE SECOND THING WAS BUILDING THE RAPPORT THROUGH THE SHARED VULNERABILITY.

I DID TAKE A LOT OF TIME TO BUILD THE RELATIONSHIPS BY CREATING A VERY SECURE SENSE OF BELONGING.

THE DISCUSSIONS, IN THE SIX WEEK PILOTS THEY DID ONE DISCUSSION PER WEEK AND ONE LIVE MEETING WITH A MENTOR FROM CAMPUS, SOMEBODY WHO THEY ASKED TO SEE.

THEY HAD THE TRANSFER CENTER COORDINATOR CAME.

THEY GOT QUESTIONS POINTED THWARTED THINGS THAT STUDENTS ARE VULNERABLE ABOUT IN THEIR CLASSES.

WHAT ARE YOU AFRAID OF GOING INTO YOUR ONLINE CLASSES? WHAT IS IT THAT SCARES YOU ABOUT BEING COMPLETING YOUR PROGRAM OR THINGS LIKE THAT? AND THEY WERE VERY FORTHCOMING BECAUSE THEY FELT SAFE.

WE ESTABLISHED NORMS AHEAD OF TIME.

WE CREATED A DOCUMENT THAT EVERYBODY WOULD READ TOO.

THINGS LIKE THAT.

>> IT'S GOING TO HAPPEN NEXT -- THAT INFORMATION WILL GAIN A LOT MORE VALUE BECAUSE GENERATING THOSE CONNECTIONS ONLINE WILL BECOME VITAL JUST LIKE GENERATING THOSE CONNECTIONS IN THE TRADITIONAL CLASSROOMS USED TO BE.

SO, YEAH, I'M INTERESTED IN KNOWING MORE.

THANK YOU.

>> OKAY.

THANK YOU.

>> THANK YOU.

>> ANY FURTHER QUESTIONS FROM THE BOARD?

>> THANK YOU AGAIN.

ANY CLOSING REMARKS FROM DR. DAVIS?

>> I JUST WANT TO THANK LYNN FOR HER WORK AND IT WAS A PLEASURE, LYNN, TO WORK WITH YOU AS WELL.

THE COMMITTEE REALLY ENJOYED WORKING WITH YOU.

AND TO THE BOARD MEMBERS, THE ENTITY CAL LEAVE COMMITTEE AND THE FACULTY AT LARGE, THANK YOU FOR ALLOWING US TO BRING OUR PRESENTERS HERE TONIGHT AND ALLOWING US TO CONTINUE TO MAINTAIN LEAVING A LEGACY EVERY SINGLE YEAR THAT WE HAVE SABBATICAL RECIPIENTS AND WE LOOK FORWARD TO THIS ANNUAL TIME TOGETHER.

SO HOPEFULLY THAT WILL LEAVE A LASTING IMPRESSION ON YOU THIS EVENING AS YOU ARE COMPLETING YOUR MEETING AND OF COURSE LISTENING TO THE REST OF THE 50 MESSAGES LEFT THIS EVENING.

SO THANK YOU VERY MUCH.

IT WAS A PLEASURE BEING HERE.

>> THANK YOU.

>> THANK YOU.

[APPLAUSE].

WLRT.

WITH THAT WE'LL MOVE TO OUR LEGISLATIVE UPDATE WITH MAYA WALKER.

[2.04 Institutional Presentation: Legislative Update]

[01:30:20]

ARE YOU WITH US ONLINE?

>> YES.

CAN YOU HEAR ME?

>> YES.

>> OKAY.

THANK YOU SO MUCH.

AND I HAVE JOINING ME OUR TEAM FROM STƈRE TUNNELINGIC EDUCATION SERVICES.

I THINK THERE STILL BEING LET IN.

-- STRATEGIC EDUCATION SERVICES.

I THINK THEY'RE STILL BEING LET IN.

OR MAYBE JUST DALE.

THERE YOU GO.

I THINK WE HAVE ONE MORE -- IS CAROL JOINING?

>> CORRAL IS ON.

>> SHE'S ON.

>> OKAY.

SO CAROL IS HERE.

THANK YOU BOARD OF TRUSTEES FOR AN OPPORTUNITY TO PROVIDE YOU WITH A LEGISLATIVE UPDATE.

I'M MAYA WALKER DIRECTOR OF PUBLIC AFFAIRS HERE AT CERRITOS COLLEGE.

I'M JOINED BY MY COLLEAGUES WITH STRATEGIC EDUCATION SERVICES.

THEY'VE BEEN SUPPORTING US AND OUR GOVERNMENTAL RELATIONS OUTREACH AND ENGAGEMENT.

AND SO WE WANT TO GET RIGHT INTO THE DISCUSSION TO GIVE YOU AN OPPORTUNITY TO ASK QUESTIONS.

SO I ACTUALLY AM GOING TO HAVE ANDREA SHARE THE SCREEN.

THANK YOU SO MUCH.

WE WILL GET THROUGH THE PRESENTATION AS QUICKLY AS WE CAN.

AND IF YOU HAVE QUESTIONS, FEEL FREE TO ASK DURING THE PRESENTATION IF YOU WISH.

SO WE'RE JUST GOING TO START OFF WITH OUR LEGISLATIVE ACTIVITIES AT THE CCLC CONFERENCE IN JANUARY.

IT WAS A SPLIT BETWEEN A HYBRID MODEL WITH ONLINE SESSIONS AS WELL AS IN PERSON.

IT WAS A DIFFERENT FORMAT OBVIOUSLY BASED ON THE NEED TO BE AS SAFE AS POSSIBLE THROUGH COVID.

SO THESE ARE SOME OF THE TOPICS THAT WERE PART OF THE PRIORITIES.

AS YOU'LL SEE GOING THROUGH OUR PRESENTATION THE DISTRICT'S PRAYER TIES FOR LEGISLATION ARE ALSO ALIGNED WITH THE LEAGUE.

AND I'M GOING TO BE CALLING IN MY COLLEAGUES THROUGHOUT SOME OF THESE POINTS JUST TO GIVE YOU MORE INFORMATION ON EACH EYE 2E78.

SO NEXT SLIDE.

JUST A REMIND YOU WHAT THE DISTRICT'S LEAGUE AND THE LEAGUE'S PRIORITIES WERE OR ARE FOR THIS LEGISLATIVE SESSION.

WE WANT TO INCREASE WE HAD AN OPPORTUNITY TO TALK TO STAFF ABOUT THE WORK WE'RE DOING HERE AT CERRITOS COLLEGE AND PARTICULARLY WHAT WE'RE ASKING THE LEGISLATURE TO SUPPORT AS IT RELATES TO THE DISTRICT'S PRIORITIES.

NEXT SLIDE.

WE LOOK FORWARD IN WORKING IN CONCERT WITH YOUR PRIORITIES AND HOPING YOU GET A SUCCESSFUL ACHIEVEMENT OF THE PRIORITIES THAT HAVE IDENTIFIED.

THE FIRST IS BASE FUNDING INCREASE AND AS YOU KNOW THAT THE STUDENT CENTER FUNDING FORMULA GROWS BY THE COST OF LIVING BUT THE COST OF LIVING DOESN'T OFTEN COVER ALL THE INCREASES THAT ARE IN YOUR STUDENT CENTERED FUNDING FORMULA AND ALL THE INCREASES THAT YOU EXPERIENCE AT A COLLEGE NOT ONLY THERE ARE OTHER TECHNOLOGY INCREASES THAT OCCUR OVER TIME SO THOSE INCREASES ARE NOT ALWAYS REFLECTIVE IN THE COST OF LIVING ADJUSTMENT AND THAT'S WHY WE'RE ASKING FOR AN EXPANSION OF THE FUNDING BASE FOR THE STUDENT CENTER OF FUNDING FORMULA OF AT

[01:35:05]

LEAST ONE PERCENT AND IF THE MAIN REVISION PICTURE REVENUE EXPANDS MORE MAYBE WE'D BE FORTUNATE TO ADD MORE TO THAT.

SECOND, TO SUPPORT THE GOVERNOR'S HOLD HARMLESS, THE GOVERNOR'S BROUET VIEDS A PERMANENT HOLD HARMLESS FOR THE COMMUNITY COLLEGES WHICH WILL BEGIN IN THE 25-26 YEAR.

IN ADDITION TO THE HOLD HARMLESS WHICH WILL GIVE A FLOOR FOR FUNDING FOR ALL THE COLLEGES AND THE ABILITY FOR YOU TO PLAN BETTER BECAUSE AT LEAST THEY'LL KNOW WHAT THE MINIMUM FUNDING LEVEL WILL BE IS THAT WE'RE HOPING THAT WITH THE MAIN REVISION AND ADDITIONAL REVENUES THAT WILL BE COMING IN AT THAT TIME THAT WE COULD ADD A COST OF LIVING ADJUSTMENT IN THOSE DISTRICTS WHO ARE IN THE HOLD HARMLESS POSITION.

CURRENTLY THE GOVERNOR'S BUDGET DOESN'T PROVIDE A COST OF LIVING ADJUSTMENT FOR THOSE DISTRICTS AND HOLD HARMLESS BEGINNING IN 25-26 AND WE WANT TO MAKE AN ADJUSTMENT TO THAT FORMULA.

THERE ARE TWO IMPORTANT BILLS MOVING THROUGH THE LEGISLATURE.

ONE IS AB 2738 CALLING ON COLLECTING DATA AND PRESENTING THE DATA IN DISTRICTS RELATING TO TIME IT'S TAKING FOR COMMUNITY COLLEGE STUDENTS TO GET TO THOSE CERTIFICATE OR THEIR DEGREE OBJECTIVE AND THEN TO ENSURE THAT COMMUNITY COLLEGE DISTRICTS ARE ABLE TO OFFER THE COURSES NECESSARY TO GET A CERTIFICATE OR DEGREE WITHIN A TIMELY BASIS.

AND THEN WHAT THE DATA THAT'S -- WITH THE DATA COLLECTED THAT WE USE THE DATA AND SHARE IN PUBLIC HEARINGS WITH LOCAL BOARDS AND TRUSTEES SO THEY COULD DISCUSS IF THEY FALL SHORT OF THEIR OBJECTIVES TO GET THE DEGREE OR CERTIFICATE WITHIN A TIMELY BASIS FOR STUDENTS THAT YOU CAN FIND DIFFERENT WAYS AND COME UP WITH DIFFERENT STRATEGIES TO HELP EXPEDITE THAT PROCESS.

THE SECOND BILL IS AB 1705 BY JACKIE IRWIN WHICH BUILDS ON THE MODELS OF AB 705 WHICH IS DESIGNED TO USE HIGH SCHOOL TRANSCRIPTS AS THE PRIMARY METHOD BY WHICH WE IDENTIFY AND PLACE STUDENTS IN COLLEGE COURSES AND TO GET STUDENTS THROUGH THE PROCESS MORE QUICKLY BY IMMEDIATE PLACEMENT AND REDUCING THE NEED FOR REMEDIAL EDUCATION IN THAT PROCESS.

ONE IS AB 75 BY PATRICK OH CONNELL WHICH IS A COMMUNITY COLLEGE BOND OF WHICH 3 BILLION WILL GO TO COMMUNITY COLLEGES.

THE SECOND BOND IS SB 22 BY SENATOR GLAZER.

IT'S A $15 BILLION GENERAL OBLIGATION BOND THAT WOULD APPEAR ON THE NOVEMBER BALLOT IF APPROVED.

IT PROVIDES FUNNING FOR THROUGH MEDICAL SCHOOL.

THE ISSUE IN SB 22 HOWEVER IS THAT IT ALLOCATES FUNDING FOR HIGHER EDUCATION BETWEEN UC, CSU, AND COMMUNITY COLLEGES AND EQUAL ABOUT $2 BILLION FOR EACH OF THE POST SECONDARY SEGMENTS.

THE PROBLEM WITH THAT BILL IS WHEN YOU ADJUST THAT FOR THE NUMBER OF CAMPUSES OF EACH SYSTEM COMMUNITY COLLEGES GET SHORT CHANGED FOR $2 BILLION IN THE UNIVERSITY OF CALIFORNIA SYSTEM AMOUNTS TO $200 MILLION WITH UC CAMPUS FOR THE CSU SYSTEM IT AMOUNTS TO $83 MILLION PER CSU CAMPUS BUT FOR COMMUNITY COLLEGES WITH ITS 116 COLLEGES, $2 BILLION DOESN'T GO VERY FAR AND IT ONLY AMOUNTS TO $17 MILLION PER CAMPUS.

THIS YEAR 234 THE BUDGET THERE'S ANOTHER $375 MILLION THAT WILL BE

[01:40:21]

PROVIDED BUT AGAIN $375 MILLION DOESN'T STRETCH OUT VERY FAR AMONG 116 MILLION COMMUNITY COLLEGES.

SO WE'RE HOPING THAT WE CAN EXPAND THIS POT FOR STUDENT HOUSING WITH PERHAPS A PRIORITY TO HELP THE NEEDIEST POPULATIONS WITHIN THE COMMUNITY COLLEGES INCLUDING THE HOMELESS AND THOSE WHO HAVE EXPERIENCED HOUSING INSECURITY.

AND THEN THE FINAL PRIORITY THAT WE'RE LOOKING AT IN TERMS OF ACTION STEPS ON BEHALF OF THE COLLEGE IS THE TRANSIT PASS ISSUE.

THERE'S A COUPLE OF THINGS HERE.

ONE IS THAT -- INTRODUCED AB 119 TO PROVIDE TRANSIT SUPPORT FOR EDUCATION ALL OF EDUCATION INCLUDING K 12 COMMUNITY COLLEGES CSU AND UC.

AND IN ADDITION WE HAVE ALSO SUBMITTED TO YOUR LEGISLATIVE DELEGATION A BUDGET REQUEST TO PROVIDE ASSISTANCE FOR THE SYSTEM INITIATIVE AND STUDENT TRANSIT PASSES THAT WOULD DIRECTLY BENEFIT THE CERRITOS COLLEGE STUDENTS.

>> THANK YOU, DALE.

I THINK WE GOT STUCK ON THE ISSUE THAT WE DIDN'T GO BACK TO WAS REYES' BILL AND I WANTED DWRCHLT FIERO WHO HAS BEEN WORKING CLOSELY T ADD IF YOU WANTED TO ADD ANY ADDITIONAL INSIGHT INTO THAT BILL, DR. FIERO, OTHERWISE WE CAN GO TO THE NEXT SLIDE.

>> NOT REALLY BUT I WANT TO THANK THE ENTIRE TEAM.

WE HOPE TO WORK CLOSE OR CONTINUE TO WORK CLOSE WITH -- TO MOVE THIS BILL FORWARD TO THE LEGISLATION PROCESS.

>> THANK YOU.

NEXT SLIDE, PLEADS.

>> SO, AGAIN, WE WANTED TO REMIND THE BOARD AND THOSE WATCHING OVER THE LAST SEVERAL YEARS THE BOARD HAS COMMITTED ITS LEGISLATIVE PRIORITIES TO EQUITY, ACCESS, AND SUCCESS.

YOU WILL SEE THAT IN A NUMBER OF THE BOARD CTOSS LIKE I SAID OVER THE LAST FEW YEARS AND THIS IS HOW WE ARRIVED AT THESE PRIORITIES.

IT'S THE ACTIONS OF THE BOARD.

THE BOARD'S DIRECTION.

THE BOARD'S PRIORITY IN HOW DO WE ADVANCE MAKING SURE THAT ALL OF OUR STUDENTS HAVE THE RESOURCES THAT THEY NEED TO BE SUCCESSFUL.

AND FROM THE LENS OF EQUITY.

NEXT SLIDE, PLEASE.

AND SO WE SPOKE EARLIER ABOUT TRANSPORTATION AND I'M ACTUALLY GOING TO CALL ESPERANZA.

I'LL HAVE HOR TALK MORE ABOUT TRANSPORTATION.

ONE THING WE WANTED TO SHARE WITH YOU IS WE'VE BEEN FAIRLY ACTIVE AS DALE MENTIONED ON ADVOCATING ON TRANSPORTATION FOR A NUMBER OF YEARS WITH OUR PARTNERSHIPS AND WE'LL TALK ABOUT THAT LATER IN THE PRESENTATION BUT IF THERE'S ANY ADDITIONAL PIECES THAT YOU WANTED TO ADD TO THE TRANSPORTATION ISSUE IF NOT

[01:45:04]

WE CAN GO ON THE NEXT SLIDE.

>> I THINK DALE COVERED IT WITH REGARD TO THE CURRENT ACTION ITEM WE'RE IN PROCESS.

THAT IS IN PROCESS NOW AND BEING CONSIDERED WHICH IS A LETTER FROM THE DISTRICT TO SPECIFIC LEATHERS INCLUDING THE BUDGET COMMITTEES -- LEGISLAORS INCLUDING THE BUDGET COMMITTEE ON THE FAIRLESS SYSTEM INITIATIVE.

AND THE REQUEST BEING A ONE TIME BUDGET REQUEST OVER THREE YEARS UNTIL THES OR UNTIL A LARGER STATEWIDE INITIATIVE CAN COVER ALL THE COSTS THAT THE DISTRICT IS OCCURRING RIGHT NOW WITHIN THE DISTRICT.

SO -- AND THAT I THINK DALE COVERED IT TOO WITH THE -- MR. HOLDEN'S BILL, AB 1919.

IT'S UNDERWAY AND I THINK WE'LL HAVE MORE TO REPORT AT THE NEXT PRESENTATION ON THAT FRONT.

>> NEXT SLIDE.

ANOTHER PRIORITY FOR THE DISTRICT HAS BEEN FOR A WHILE NOW ESPECIALLY WITH THE OPENING OFFAL CON'S NEST AND THE VILLAGE IS LOW INCOME HOUSING FOR OUR HOMELESS STUDENTS AND THIS IS AN AREA THAT WE'VE BEEN PASSIONATE ABOUT RAH CROSS THE WHOLE CAMPUS AND THESE ARE AREAS THAT WE'VE BEEN REALLY IN SACRAMENTO WORKING VERY HARD TO HOPEFULLY ADVANCE.

SO NEXT SLIDE.

>> AND THEN AS DALE MENTIONED THE INFRASTRUCTURE IS ANOTHER PRIORITY OF THE DISTRICT.

I MEAN AS WE -- AS THE DISTRICT CONSIDERS ADDITIONAL BOND CONSTRUCTION PROGRAMS THIS IS GOING TO BE A HUGE ITEM FOR US.

AND ALL THE WORK THAT WE CAN DO WITH ONE TIME DOLLARS BEING OFFERED THROUGH FEDERAL EARMARKS AS WELL AS STATE WE'RE GOING TO TRY AND SECURE.

SO HOUSING AND INFRASTRUCTURE ESPECIALLY AROUND THOSE FACILITIES THAT ARE GENERALLY USED FOR TRAINING ARE HEALTH SCIENCES AND OTHER PROGRAMS AND BUILDINGS ARE THE FOCUS OF OUR INFRASTRUCTURE EFFORTS.

SO NEXT SLIDE.

SO DALE MENTIONED A LITTLE BIT ABOUT HOLD HARMLESS.

I DON'T KNOW IF THERE'S ANYTHING ADDITIONAL YOU WANT TO ADD TO THAT OR IF THE TRUSTEES HAD ANY QUESTIONS AROUND THIS ITEM.

WE CAN GO INTO THAT OR WE CAN GO ON AND WAIT FOR YOUR QUESTIONS AT THE END.

OKAY.

NEXT SLIDE THEN.

WE SPOKE ABOUT TRANSPORTATION.

NEXT SLIDE.

JUST TO GIVE YOU AN IDEA OF IN ADDITION TO WHAT DALE WAS MENTIONING WE ALSO HAVE PARTNERSHIPS WITH MOVE L.A.

WHO YOU'VE HEARD FROM BEFORE BEFORE YOU A COUPLE OF YEARS AGO TALKING ABOUT OUR -- THE PUSH FOR OUR FAIRLESS SYSTEM THAT WE ARE ADVOCATING FOR.

THE ASK IS THAT WE ARE ASKING THE METRO BOARD TO PROVIDE BASICALLY FAIRLESS OR LOW INCOME PASSES FOR K 12 THROUGH COMMUNITY COLLEGE STUDENTS.

WE KNOW THAT THESE STUDENTS ARE THE MOST VULNERABLE AND NEED THE -- WE'VE BEEN ON THE GROUND WITH OUR PARTNERS THROUGH MOVE L.A.

AND ALSO WORKING ON THE WEST SANTA ANA BRANCH.

>> DALE ALREADY SPOKE ABOUT INFRASTRUCTURE AND FACILITIES SO NEXT SLIDE.

I WANTED TO BRING THIS BACK UP SV 22 WHICH WE BELIEVE IS PROBABLY ONE OF THE MOST INEQUITABLE SPLITS THAT WE'VE SEEN AND I KNOW THAT WE TALKED ABOUT IT A LITTLE EARLY BUT WE WANT YOU TO SEE WHAT IT LOOKS LIKE.

AS YOU CAN SEE THE COMMUNITY COLLEGES ARE SORT OF SHADED.

WE GET THE SHADE PART OF THE SPLIT ON THE NUMBER OF DOLLARS ARE AVAILABLE.

[01:50:08]

WE HAVE 116 CAMPUSES AND WE WOULD ONLY BE GETTING $17 MILLION.

SO WHAT WE'RE ASKING FOR AND WHAT WE ARE WORKING WITH OTHER COMMUNITY COLLEGES TO ASK FOR IS A BETTER MORE EQUITABLE SLICE OF THE PIE.

SO THIS IS GOING TO BE A HUGE PIECE OF LEGISLATION THAT HOPEFULLY WE CAN ADVANCE SO THAT COMMUNITY COLLEGES CERTAINLY GET MORE THAN $17 MILLION BASED ON THE POPULATION THAT WE SERVE.

NEXT SLIDE.

>> JUST A RECAP AGAIN OF THE LEGISLATION THAT WE ARE ASKING OR BRINGING BEFORE THE DISTRICT TO SUPPORT AND WE'LL HAVE LETTERS OF RECOMMENDATIONS AROUND THESE BILLS AS WELL.

>> NEXT SLIDE.

>> SO I'M GOING TO ACTUALLY CALL DALE OR ESPERANZA.

THEY'LL TALK THROUGH THE COMPOSITION OF OUR LEGISLATURE AT THIS POINT TO GIVE US INSIGHT INTO HOW THAT COULD IMPACT OUR ADVOCACY WORK.

SO, DALE?

>> GO AHEAD AND PRESENT THIS SLIDE.

>> SURE.

>> SO YOU'LL SEE IN THE CHART HERE THAT THE ASSEMBLY AND SENATE ARE IN THEIR SEPARATE COLUMNS.

YOU CAN SEE CLEARLY JUST BASED ON THE NUMBERS THAT THE DEMOCRATS CONTINUE TO HOLD A SUPERMAJORITY IN BOTH HOUSES.

WE HAVE ONE INDEPENDENT IN THE ASSEMBLY.

AND THEN VIS-A-VIS ELECTIONS, VACANT SKIS AND TERMING OUT IN 2024 HAD.

YOU ADD THOSE UP IT'S ABOUT A ONE-THIRD NEW LEGISLATURE.

SO THE EDUCATION IS CONSTANT.

MEETING WITH LEGISLATORS IS CONSTANT BECAUSE THE CHANGE IS CONSTANT.

THAT'S WHAT THIS SLIDE REPRESENTS.

>> THANK YOU.

>> AND ROUND OUT OUR LAST COUPLE OF SLIDES, THIS IS SORT OF WHAT THE LEGISLATIVE SESSION LOOKS LIKE.

WHAT WE'VE BEEN MAKING SURE THAT WE HOLD TIGHT TO AND THEN I THINK THE FINAL SLIDE IF YOU WANT TO GO TO THE NEXT SLIDE IS BASICALLY THE LEGISLATIVE CALENDAR.

THESE ARE THE DATES THAT WE ARE MINDFUL OF AND WE'RE TALKING ABOUT OUR LETTERS OF SUPPORT AND ANY ADDITIONAL LOBBY DAYS WE MAY WANT TO SCHEDULE.

SO WE JUST WANT TO MAKE SURE THAT THESE DATES ARE FRONT AND CENTER FOR US AS WE CONTINUE TO DO OUR OUTREACH.

SO NEXT SLIDE I THINK THAT IS THE END OF OUR DISCUSSION AND I ACTUALLY WANTED TO -- I WAS REMISS IN MY APOLOGIES THAT I DID NO RECOGNIZE TRUSTEES LEWIS AND TRUSTEE PEREZ FOR BEING PART OF OUR DELEGATION AS WE TALKED VIRTUALLY WITH OUR ELECTED OFFICIALS SO THANK YOU FOR BEING PART OF OUR DELEGATION.

YOUR INPUT AH WAS SO CRITICAL AND SO I WANTED TO JUST SAY THAT.

THANK YOU AGAIN.

SO WE'LL ENTERTAIN ANY QUESTIONS OR COMMENTS FROM THE BOARD.

>> THANK YOU ALL.

THAT'S VERY COMPREHENSIVE.

THANK YOU.

ANYONE HAVE QUESTIONS OR COMMENTS?

>> I THANK THE TEAM FOR THEIR PROFESSIONALISM IN GETTING ALL OF THE MEETINGS DONE AND DOING IT AND CONDUCTING IT VERY PROFESSIONALLY AND GETTING THE COMMENTS IN A CONCISE WAY WHICH IS A VERY RARE TALENT NOW EVEN IN THE WORLD OF TWITTER NONETHELESS.

THANK YOU FOR MAKING IT HAPPEN AND GETTING OUR ADVOCACY OUT THERE TO THOSE WHO MAKE THE POLICIES AND THE LAWS.

THANK YOU.

I SAW SOMETHING COME ACROSS ON DUAL ENROLLMENT BUT IT SEEMS TO BE SOMETHING THAT WE WOULD SUPPORT SO I WOULD MAYBE ASK IF THE TEAM WOULD CONSIDER LOOKING AT

[01:55:08]

LEGISLATION OR BUDGETARY REQUESTS RELATED TO DUAL ENROLLMENT TO SEE IF THAT IS SOMETHING THAT WE COULD ADD TO OUR PACKAGE.

SO THANK YOU VERY MUCH FOR THE REPORT.

>> THANK YOU.

>> ABSOLUTELY.

AND BEFORE WE GO WE DID WANT TO MENTION THAT WE WILL BE PROVIDING YOU WITH A BILL PACKAGE AROUEING FOR THE BOARD TO REVIEW ADDITIONAL BILLS AND PROVIDE YOUR RECOMMENDATIONS TO US IF THERE ARE OTHER PRIORITIES THAT YOU WANT TO ADD TO THE LIST BUT CERTAINLY WE HAVE A LARGER BILL ROSTER.

>> I WAS GOING TO ADD A QUICK THING TO THE POINT MADE ABOUT ALLOCATION OF DIFFERENT FUNDS WHEN WE'RE LOOKING AT $375 MILLION BEING PUT AWAY FOR STUDENT HOUSING HAVING ROHRICHED MANY, MANY YEARS IN THE WORLD OF STUDENT HOUSING.

I THINK IT'S A FAIR POINT THAT 375 MILLION DOES NOT GO VERY FAR ON A PRACTICAL BASIS WHICH IS ONE THING TO SAY BUT AS AN EXAMPLE MOST STUDENT HOUSING DORMS COST ABOUT $300,000 PLUS OR MINUS DEPENDING ON WHERE YOU ARE PER DOOR.

SO WHEN YOU LOOK AT IT FROM A PRACTICAL BASIS YOU'RE TALKING ABOUT A THOUSAND STUDENT DORMS ACROSS THE STATE.

AND SPLIT THAT UP BETWEEN 116 -- WELL NOT ALL OF THEM.

ONE OF THEM IS ONLINE.

WE'LL GIVE THEM THAT.

100 PLUS SCHOOLS NOW YOU'RE TALKING ABOUT NINE UNITS OF HOUSING PER SCHOOL.

AND IT'S NOT REALLY COMPELLING TO FIGURE OUT HOW TO BUILD NINE UNITS OF STATE OF THE UNIONS HOUSING AT A COLLEGE.

SO JUST TO KIND OF SCALE WHAT THAT MEANS I DON'T KNOW IF THAT'S HELPFUL AT ALL.

BUT I APPRECIATE YOU TRYING TO MAKE THAT A PRACTICAL UNDERSTANDING AND THEN SIMILARLY, DIVIDING UP I UNDERSTAND YOUR POINT ABOUT DIVIDING UP $6.03 WAYS AND THEN MULTIPLE WAYS ON TOP OF THAT SO YOU'VE GOT AT A UC YOU'VE GOT A NEW WING OF A LIBRARY OR A NEW FACILITY AT A COMMUNITY COLLEGE FOR $17 MILLION YOU CAN FIX THE LANDSCAPING AND THE WIRING IN ONE OF YOUR OLD BILLINGS.

>> YEAH.

SO THANK YOU GUYS FOR YOUR ADVOCACY AND TRYING TO ELEVATE THE CONVERSATION AROUND THIS.

THIS CERTAINLY IS A TIME WHERE IT'S MOST APPROPRIATE TO MAKE THESE ASKS SO I APPRECIATE YOU GUYS SEIZING THE MOMENT.

>> THANK YOU, TRUSTEE BIRKEY.

>> THANK YOU, GUYS >> TAKE CARE.

THANK YOU.

>> THANK YOU VERY MUCH.

>> BYE.

>> DR. FIERO.

[2.05 Institutional Presentation: COVID-19 Campus Safety Protocols Update]

>> YES, SIR.

>> DO YOU MIND IF WE MOVE TO OUR COVID-19 CAMPUS SAFETY PROTOCOLS UPDATE? UNLESS YOU'RE UP THERE FOR A DIFFERENT REASON?

>> I AM HERE TO DO THAT.

>> ALL RIGHT.

GREAT.

I WAS JUST READING YOUR MIND.

WE'RE GOOD? LET'S GO AHEAD.

ALL RIGHT.

SO I'M GOING TO DIVIDE THE CAMPUS UPDATE IN TWO PIECES.

THE FIRST ONE VERY BRIEF OVERVIEW VERBAL ON WHERE WE ARE WITH COVID AND SOME OF THE PROTOCOLS AND THE LARGEST PART OF UPDATE IS ACTUALLY RELATED TO ENROLLMENT.

BEFORE I BEGIN YOU SHOULD HAVE IN YOUR EMAILS A WRITTEN REPORT OF THE ENROLLMENT THAT I WANT TO PRESENT THIS EVENING IN A LITTLE MORE DETAIL.

AND I WILL DO THE SLIDES AND SO ON IN A MINUTE BUT THE FIRST PART ON COVID

[02:00:08]

OBVIOUSLY MONDAY WAS FIRST LAST DAY BACK TO CAMPUS MEANING WE HAD A FEW DIFFERENT ROLL INS BUT JUST I MEAN MONDAY WAS THE BIGGEST ONE.

AND WE STARTED TO SEE A LOT MORE STUDENTS FACULTY STAFF ADMINISTRATORS EVEN COMMUNITY MEMBERS AROUND CAMPUS WHICH IS VERY PLEASANT SITE AND WE HOPE THAT THIS CONTINUES TO BE THE CASE.

THE NEXT PART OF THAT IS AROUND MASKS AND INITIALLY THERE WAS A CONVERSATION THAT WE HAD AND WE THOUGHT THE CAMPUS WAS MOVING TO KEEPING THE MASK BUT IT SEEMS TO BE A GROWING DESIRE OF THE CAMPUS COMMUNITY TO MAKE THE MASK OPTIONAL SIMILAR TO WHAT THE COUNTY AND THE STATE ARE DOING SO WE ARE HAVING THE DIFFERENT GROUPS SURVEY THEIR CONSTITUENT MEMBERS.

THE RESULTS ARE TRICKLING IN SO WE WILL BE MAKING A DECISION REGARDING THAT IN THE NEAR FUTURE.

FOR THE SPRING SEMESTER, WE HAD COMMITTED TO CONTINUE TO DO THE DISTANCE IN THE SPACE IN THE WEEKS HERE IN THIS BOARD GAME IN EVERY AREA OF THE COLLEGE AND WE ARE CONTINUING TO DO THAT.

WE ARE CONTINUING TO IMPLEMENT THE MASK MANDATE AND AS OF YET, THERE ARE NO DISCUSSIONS ABOUT CHANGING THAT.

HOWEVER, I THINK IT IS IMPORTANT FOR US TO CONTINUE TO MONITOR THE DATA PERHAPS IN ONE MONTH FROM TODAY THE NEXT BOARD MEETING OR MAYBE IN THE MEETING IN MAY TO HAVE A DISCUSSION AS TO WHAT MODIFICATIONS WE WILL HAVE TO MAKE TO THE BOARD POLICY REGARDING ENVIRONMENTAL CONDITIONS THAT ARE DESCRIBED AS THE CONDITIONS CONTINUED TO CHANGE I THINK IT'S IMPORTANT FOR US TO UPDATE PROTOCOLS AND POLICIES ONE WAY OR ANOTHER AS WE HAVE DONE IN THE PAST.

WE HAVE DONE BOTH DEPENDING ON THE PUBLIC HEALTH CONDITIONS BUT THIS WILL BE A LITTLE MORE IN DETAIL SINCE OBVIOUSLY THEY ARE IN MORE POLICIES.

WE WILL BE -- WHEN THEY RETURN FROM COMMITTEE AS THEY REVIEWED THE RETURN TO CAMPUS PLAN.

I'M HOPING TO SEE THE REST OF THE SURVEY RESULTS.

I HAVE RESULTS FROM ALL GROUPS BUT NOT FACULTY.

AND I THINK BOTH WERE OUT LAST WEEK.

SO HOPEFULLY BY TOMORROW WE'LL HAVE A BETTER IDEA WHAT MASK WILL LOOK LIKE FOR THE SUMMER AND FALL SEMESTER AGAIN UNDER THE UNDERSTANDING THAT THOSE ARE MODIFICATIONS THAT WE MAKE UNDER CURRENT CONDITIONS KNOWINGLY IF ANYTHING HAPPENED WE'D OBVIOUSLY HAVE TO MAKE MODIFICATIONS.

SO THAT IS IT FOR THE BASIC COVID UPDATE AND NOW I WANT TO GET INTO A LITTLE BIT OF THE NUANCES OF WHAT COVID HAS DONE FOR US AS WE TALK ABOUT ENROLLMENT.

SO WE'RE GOING TO TALK A LITTLE BIT ABOUT ENROLLMENT AND WHAT DO THE ENROLLMENTS LOOK LIKE.

BEFORE COVID DURING COVID AND WHAT ARE WE EXPECTING AS WE MOVE -- OUT OF COVID.

SO THIS IS A GRAPH THAT WE USE SOMETIMES WEEKLY BUT DAILY OFTENTIMES TO TRACK

[02:05:07]

WHAT WE CALL POINT TO POINT ENROLLMENT.

THE POINT TO POINT ENROLLMENT ESSENTIALLY TELLS US WHERE OUR ENROLLMENT TRENDS ARE WITH PRIORITY REGULATION, OPEN ENROLLMENT, AND DIFFERENT STARTING POINTS OF CLASSES.

THAT WAS OUR ACTUAL DUPLICATED ENROLLMENT.

WE HAVE GONE FROM 60,661 STUDENTS TO 47,207 STUDENTS FROM SPRING 2020 TO SPRING AH 2022 SO THAT IS ABOUT 13% DOWN FROM LAST YEAR BUT A COMBINATION OF 22% DOWN IS ESSENTIALLY LOSING ABOUT 13,000 SEATS THROUGHOUT THE COLLEGE.

SO WHEN WE LOOK AT THE FALL 19 WHICH WAS ESSENTIALLY PREPANDEMIC IT'S WHERE WE SEE REAL ENROLLMENT.

IN FALL 19 THAT IS OUR ACTUAL ENROLLMENT BECAUSE REMEMBER THE 60,840 IS THE ENROLLMENT THAT WE END UP REPORTING DURING THE PANDEMIC AFTER WE SAW SEVERAL OTHER STUDENTS LEAVE AND WE CLOSED THE ACCOUNTS BASED OBVIOUSLY ON THE RULES AT THE TIME.

SO WE HAVE GONE FROM NEARLY 71,000 DUPLICATING STUDENTS TO 47,000 DUPLICATED STUDENTS FROM FALL 19 TO 22 SO THE ACTUAL DOWNFALL THAT WE HAVE SEEN TOTAL IS ROUGHLY 24%.

THE HEAD COUNT ARE INDIVIDUAL STUDENTS.

IN THE FALL 19 THERE ARE ROUGHLY ABOUT 25,000 STUDENTS AND WE HAVE AGAIN DECLINED SOMEWHERE AROUND 17,873 NOW.

WE'RE DOWN ABOUT 23% AND FROM 19 TO 20 ABOUT 18% NOW.

THIS LOOKS -- THESE NUMBERS LOOK DIFFERENT AND THEY'RE DUPLICATED BECAUSE REMEMBER THESE ARE INDIVIDUAL STUDENTS.

THE OTHER ONES ARE STUDENTS ENROLLED IN MULTIPLE CLASSES MEANING COUNTED MULTIPLE TIMES AND WHAT THOSE TWO GRAPHICS ARE TELLING US IS THAT NOT ONLY WE ARE LOSING STUDENTS BUT WE ARE LOSING ENROLLMENT EVEN WITH THOSE STUDENTS THAT ARE STAYING ON CAMPUS MEANING THAT THE STUDENTS THAT ARE STAYING ON CAMPUS ARE LIKELY TAKING FEWER CLASSES THAN THEY WERE BEFORE.

THIS NUMBER HERE IS PERHAPS THE MOST IMPORTANT NUMBER FOR ALL OF US.

THIS IS HOW WE REPORT ENROLLMENT AND THIS IS HOW WE GET PAID BY THE STATE FOR ENROLLMENT.

ON FALL 19 AND THIS -- I WANTED TO REMEMBER THESE BLOCKS HERE FALL 19 AND THEN 2021 AND 22.

I'LL EXPLAIN TO YOU IN A MINUTE.

THE FALL 19 WAS OUR HIGHEST POINT OF ENROLLMENT AND TODAY WE ARE 5500 FTES VERSUS 8 # HUNDRED FTES ON FALL 19.

THAT IS NOT GOOD.

WHAT IT MAKES IT COMPLICATED FOR US IS THAT THE IRE BEFORE LAST WE WERE UNDER EMERGENCY CONDITIONS MEANING THAT EVEN THOUGH WE WERE EXPERIENCING LOWER ENROLLMENT WE WERE FUNDED AT THE LEVEL OF 19.

THAT'S WHY 19 IS SO IMPORTANT FOR US TODAY.

BECAUSE WE WERE FUNDED AT THAT LEVEL MEANING WE WERE ARTIFICIALLY BROUGHT HIGHER THAN WHERE WE SHOULD HAVE BEEN FUNDED BASED ON OUR ACTUAL ENROLLMENT.

YOU CAN SEE A SIGNIFICANT DIFFERENCE BETWEEN FALL 19 VERSUS SPRING 20 AND THEN FALL 20 AND OBVIOUSLYING YOU KEEP SEEING THE TREND GOING DOWN FROM THAT POINT.

>> IS THIS RELATED ALL TO HOLD HARMLESS THAT WE WERE TALKING ABOUT OR NOT?

>> YES.

>> SO WE LOCALLY ARE NOT IN HOLD HARMLESS.

AND EVEN THOUGH THERE WERE SOME COMMENTS MADE THE FUNDING WILL BE STABLE TO 25 THAT IS IF YOU'RE A HOLD HARMLESS SCHOOL AND EVEN THEN YOU DROP RIGHT HERE SO EVEN IF THAT WAS TRUE FOR US WE WILL KNOW WHEN TO BE IN HOLD HARMLESS BECAUSE THAT MEANS AT LEAST FOR US WE WILL LOSE APPROXIMATELY $15 MILLION.

$15 MILLION.

ANNUALLY.

YES.

SO THERE ARE ONLY THREE COLLEGES IN THE ENTIRE ESTATE THAT ARE CURRENTLY FUNDED AT 100% USING THE STUDENT FUNDING FORMULA AN ABOUT 15 COLLEGES, 13 OR 15? 15? ABOUT 15 COMBLEJS THAT ARE P FUNDED UNDER HOLD HARMLESS.

THAT'S WHY THESE NUMBERS RIGHT HERE ARE SO IMPORTANT FOR US.

SO OUR FUNDING IS GOING DOWN AND LIABILITY IS GOING ON >> ROUGHLY.

>> OKAY.

>> SO WE HAVE BEEN DOING A LOT OF WORK AROUND THIS AND OBVIOUSLY THE LOW ENROLLMENT IS NOT NECESSARILY AN ISSUE OF CERRITOS COLLEGE.

IT'S AN ISSUE OF THE STATE AND IN FACT IT'S AN ISSUE ACROSS THE NATION.

SO WE HAD LISTEN DOING A LITTLE BIT OF WORK AND WE HAVE BEEN KEEPING TRACK OF WHERE OUR STUDENTS COME FROM SO WE CAN CONTINUE TO NARROW RECRUITMENT.

ALL THIS DATA HAS IMPLICATIONS ACROSS CAMPUS BUT IT IS VERY IMPORTANT FOR US TO DIG DEEPER TO FIND THOSE GEMS THAT WILL ALLOW US TO DO A LITTLE MORE WORK AND SPEND OUR ENERGY A LITTLE BIT BETTER SO THE NEXT SECTION HERE IS CONNECTED TO A SPECIFIC AREA OF THE STUDENT POPULATION THAT WE HAVE FOUND INTERESTING AND REQUIRING ADDITIONAL ATTENTION IN ORDER TO BE -- FOR US TO BE ABLE TO MEET OUR ENROLLMENT GOALS.

ASK 20 TO 24 DROP FROM 70% I'M SORRY 74% TO 41%.

AND BETWEEN 19 AND TODAY, THE INTEREST OF STUDENTS BETWEEN 20 TO 24 TO GO TO COLLEGE IS IN THE LOW 30S.

MEANING THERE REASONABLY PRUDENT PERSON STUDENTS QUESTIONING WHETHER OR NOT GOING TO COLLEGE IS A WORTH WHILE INVESTMENT.

UNFORTUNATELY, THE POPULATION THAT HAD LOST THE MOST INTEREST ABOUT GOING TO COLLEGE IS THE POPULATION THAT YOU SEE REFLECTED RIGHT HERE, 24 TO 34 BUT THE HIGHEST CONCENTRATION OF THOSE THAT ARE IN THE LOW 30S ABOUT INTEREST OF GOING TO COLLEGE IS 20 DO 25.

STUDENTS AS THEY GET OLDER START HAVING AN INCREASING POPULARITY.

HOWEVER, THE POPULARITY OF STUDENTS WANTING TO GO TO COLLEGE ON AGES 35 AND ABOVE HAS DROPPED FROM 80% TO THE 50S SO OUR CURRENT POPULATION IS NOT NECESSARILY VALUING THE COLLEGE EXPERIENCE IN THE SAME EXACT WAY AS BEFORE.

IS THAT MEANT TO BE 35 TO 49 >> >> MAKING SURE.

[02:10:05]

>> THANK YOU.

NOW WE DO SOMETHING THAT IS CALLED MOMENTUM POINTS AND WE HAVE BEEN PAYING A LOT OF ATTENTION TO MOMENTUM POINTS.

WE HAVE FIVE MOMENT YOU WILL POINTS AT CERRITOS COLLEGE AND WHEN YOU PUT THEM ALL TOGETHER WE CAN ACTUALLY PREDICT WHETHER OR NOT STUDENTS WILL BE SUCCESSFUL ON CAMPUS.

WHETHER OR NOT THEY'RE GOING TO GRADUATE ON TIME.

WHETHER OR NOT THEY'RE ON THE RIGHT TRACK FROM GRADUATION AND SO ON AND SO FORTH.

ONE POINT THAT WE TRACK IS RETENTION FALL TO SPRING MEANING ARE WE ABLE TO KEEP THE STUDENTS THAT COME IN INTO CAMPUS FROM TERM TO TERM? AND TRADITIONALLY WE HAVE BEEN DOING OKAY BUT WE HAVE SEEN FROM THE PANDEMIC TO TODAY A DECREASE OF ABOUT 5% SO FROM 71% TO 66%.

SO 5 APERCENTAGE POINTS RIGHT THERE.

THE PROBLEM WITH THAT IS WE ARE TAKING FEWER STUDENTS INTO CERRITOS COLLEGE AND WE ARE LOSING MORE STUDENTS THAN WE DID BEFORE.

SO NOT ONLY WE HAVE TO FOCUS ON THE RECRUITMENT OF THE STUDENTS BUT WE HAVE TO FOCUS ON THE RETENTION OF THOSE STUDENTS WE HAVE.

SO IF WE WERE A BUSINESS WE WOULD BE SPENDING WAY TOO MUCH EFFORT IN CLIENT ACQUISITION RATHER THAN IN PRESERVING OUR OWN CLIENTS.

STUDENTS SAW A DECLINE IN ENRAIMENTMENT OF ABOUT 12%.

EVEN WHEN ADJUSTED BY SIZE WERE DECLINING ENROLLMENT OF 17% SO THE LARGE MAJORITY OF THE STUDENTS THAT WE LOST WERE LATIN X STUDENTS AND NOT ONLY ARE THEY THE LARNLEST POPULATION ON CAMPUS BUT ALSO THE LARGEST PERCENTAGE WISE OF STUDENTS THAT WE LOST.

>> IF WE LOST 20% ON AVERAGE AND THEN BY COMPARISON 17% DECLINE IN LATIN X STUDENTS I'M TRYING TO TRACK WITH -- THESE ARE ALL PROPORTIONALLY WE'RE LOSING STUDENTS ACROSS THE BOARD.

ARE YOU MAKING AN ARGUMENT THAT WE'RE LOSING LATIN X STUDENTS AT A HIGHER RATE?

>> WE ARE LOSING MORE LATIN X STUDENTS AND AT A HIGHER RATE.

BUT OVERALL, STUDENTS OF COLOR WE HAVE LOST AT A HIGHER RATE THAN ANY OTHER GROUP.

IN FACT WE HAVE GAINED WHITER STUDENTS.

NOW WHEN WE LOOK A LITTLE DEEPER INTO THE DATA WE CAN SEE THAT WE HAVE LOST MORE

[02:16:59]

LATINO STUDENTS, MALES, AND LESS FEMALES BUT BOTH SEEM TO HAVE A HIGHER NUMBER OF THAT.

NOW WHEN YOU EXTRAPOLATE THAT TO AFRICAN-AMERICAN STUDENTS THEY TEND TO STATE OR WE TEND TO RETAIN THEM ABOUT THE SAME RATE AS LATINO STUDENTS MEANING SOME -- SOME OF OUR EFFORTS ON RETENTION OF STUDENTS NEED TO SHIFT TO BE ABLE TO RETAIN MORE MALES OF COLOR ON CAMPUS.

ONE, THEY WERE ALREADY UNDERENROLLED TO BEGIN WITH AND TWO WE'RE LOSING THEM AT A HIGHER RATE WHICH THERE IS A LOT OF RESEARCH THAT SHOWS THAT THAT HAS SIGNIFICANT IMPLICATIONS LONG TERM IMPLICATIONS IN THE COMMUNITY IF THEY DO NOT RETURN TO COLLEGE.

THE STUDENTS LEFT AFTER THEY ARRIVED AND SOME OF THOSE STUDENTS THAT ARE HERE ARE TAKING FEWER CREDITS THAN WHEN WE PUT THEM TOGETHER THEY COUNT TO FEWER FULL TIME EQUIVALENT STUDENTS.

NOW THERE'S SOME SILVER LINING ON WHAT WE'RE DOING.

THIS IS ANOTHER ONE OF THOSE MOMENTUM POINTS.

ENROLLMENT IN ENGLISH AND MATH WITHIN THE FIRST YEAR AND SUCCESSFUL COMPLETION.

SO EVEN DURING THE PANDEMIC WE HAVE BEEN ABLE TO CONSISTENTLY ENROLL EITHER THE SAME NUMBER OF STUDENTS OR A LITTLE BIT MORE IN TRANSFER LEVEL MATH AND THEREFORE LEVEL ENGLISH COMBINED WE HAVE INCREASED THE NUMBER OF STUDENTS ENROLLING IN THEREFORE LEVEL MATH AND ENGLISH.

OBVIOUSLY THIS HAS AN IMPACT IN STUDENT SUCCESS SO WE KEEP TALKING ABOUT MOMENTUM POINTS BUT THE FALL TO FALL RETENTION SPRING TO SPRING FALL TO FALL RETENTION FALL TO SPRING RETENTION 12 UNITS 15 UNITS.

MATH.

ENGLISH.

MATH AND ENGLISH.

THOSE ARE THE PIECES THAT WE TRACK AND TELL US WHETHER OR NOT A STUDENT IS DOING WELL AND WE'RE TRACKING BUT OBVIOUSLY THE ENROLLMENT IS AN ISSUE IN THAT REGARD.

SO I KNOW YOU HAVE SEVERAL QUESTIONS ON THIS AND HOW WE'RE PUTTING THIS DATA INTO ACTION SO I WILL ANSWER SOME OF YOUR QUESTIONS WITH SOME OF THE EXAMPLES OF WHAT ARE WE DOING TO MAKE THIS ACTIONABLE.

>> ONE THING THAT STOOD OUT TO ME WAS THAT WE ARE GETTING MORE STUDENTS FROM

[02:21:12]

OUT OF THE AREA SO I WANTED TO TAKE A LOOK AT SOME OF THE COMMUNITIES THAT YOU MENTIONED THAT WE'RE TARGETING AND WE ARE EVEN GETTING SOME OF THE STUDENTS COMING FROM.

WE HAD A HEAT MAP MOST OF OUR STINT AS WERE COMING FROM NORWALK AND THE NEXT BEST DOWN FROM BELL FLOWER SOME FROM LAKEWOOD.

SO IF WE COULD HAVE A SIMILAR MAP LIKE THAT TO KIND OF GIVE US AN IDEA AND WHERE WE MIGHT NEED TO BE RETOOLING AND READJUSTING OUR FOCUSES, THAT WOULD BE CERTAINLY SOMETHING.

>> ABSOLUTELY.

AND WE DO HAVE IT.

WE COULD NOT MAKE THE WIDGET WORK TO EMBED IT BECAUSE IT'S AN INTERACTIVE MAP.

WE HAVE STUDENTS ACROSS THE NATION LITERALLY FROM COAST TO COAST.

>> SURE.

>> SO I WANTED TO DRAW AN ILLUSTRATION AND ZOOM IN AND OUT BUT WE COULD NOT MAKE THE WIDGET WORK BUT WE'LL MAKE THAT AVAILABLE TO ALL OF YOU.

ONE THING TO TAKE INTO CONSIDERATION ON ENROLLMENT IN AREA IS GRADUATION -- SIZE OF GRADUATIONS IN THE LOCAL HIGH SCHOOLS WHICH HAVE ALSO GOTTEN SMALLER AND MOST PROJECTIONS ARE SHOWING THE MOST SCHOOLS AROUND L.A.

COUNTY ARE GOING TO CONTINUE TO SHRINK OVER THE NEXT FIVE TEN YEARS BASED OBVIOUSLY ON CURRENT POPULATION.

WE JUST RECENTLY DID OUR REDISTRICTING MAP AND THE POPULATION CHANGE WAS VERY MINIMAL.

IT WAS SIMPLY FLUCTUATIONS FROM PLACE TO PLACE AND THAT IS HAVING AN IMPACT NOT ONLY IN OUR ENROLLMENT BUT ACTUALLY ENROLLMENT ACROSS MOST URBAN AREAS IN THE STATE SO WHAT I MEAN THE EXPANSION OF NEW PROGRAMS GETTING INTO THE HIGHEST SCHOOLS, CONCURRENT ENROLLMENT WITH HIGH SCHOOLS AND UNIVERSITY PARTNERS.

THOSE ARE AREAS OF GROWTH FOR US WHERE WE SHOULD CONTINUE TO FOCUS OUR EFFORTS BECAUSE THE ACTUAL LARGE GRADUATION CLASSES WE USED TO EXPERIENCE SEVERAL YEARS AGO ARE ACTUALLY STARTING TO SHRINK AND THEY ARE NOT PROJECTED TO GET ANY BIGGER IN THE NEAR FUTURE.

[02:25:04]

>> I THINK THE U.S.

POPULATION IS PROJECTED TO FLATTED LINE OR DECLINE STARTING ABOUT NOW.

>> YEAH.

>> ONE OF THE OTHER THINGS I WANTED TO MENTION IS ONE OF THE THINGS I KEEP HARPING ON IS THAT WE NEED TO HAVE SET ACCESSIBILITY TO STUDENTS BY HAVING MULTIPLE SITES ESPECIALLY IF WE'RE GOING TO VERT HAVING MORE AND MORE OUT OF AREA STUDENTS WE NEED TO BE EXPANDING OUR OFFERINGS OF IN PERSON CLASSES TO SOME OF THE FRINGES OF OUR GEOGRAPHICAL BORDERS SO THAT WE CAN HAVE THAT MUCH MORE OF AN INFLUENCE TO THOSE COMMUNITIES ON THE COMBROUT SIDE.

ON TOP OF THE SITE THAT WE ALREADY HAVE THAT I'M REALLY LOOKING FORWARD TO IT'S REVITALIZATION AND STARTING IT OVER -- STARTING THOSE CLASSES IN PERSON FOR THE SUMMER.

I WOULD LIKE TO LOOK AT OTHER POTENTIAL PARTNERSHIPS AND SITES FOR OUR OTHER SCHOOL DISTRICTS THAT WE HAVE IN OUR COMMUNITY TO DO SOMETHING SIMILAR THERE.

>> ABSOLUTELY.

>> THANK YOU GUYS FOR YOUR WORK ON THIS.

IT'S --

>>.

>> YES.

THANK YOU.

I WANT TO ADDRESS YOUR COMMENT TRUSTEE LEWIS.

WE HAVE THE LA MORADA.

WE TRADITIONALLY HAVE AND WILL CONTINUE TO REVITALIZE OUR ADULT ED.

WE HAVE ADULT ED THAT ARE LOCAL BUT WE CAN LOOK OUTSIDE RIGHT NOW AND CONTINUE TO OFFER CLASSES AT THOSE SITES AS WELL SO WE CAN INCREASE ESSENTIALLY CENTERS OF FACE-TO-FACE.

SOME OF THE OTHER THINGS I LIKE TO MENTION THAT DR. FIERO MENTIONED ABOUT THE PERSISTENCE AND RETENTION LET ME GIVE YOU ONE EXAMPLE OF A SMALL INITIATIVE IT'S A GOOD INITIATIVE AND THE LIBERAL ARTS FOR THE ENGLISH.

[02:30:02]

STUDENTS WHO DROP OUT FOR WHATEVER REASON AND DO NOT COMPLETE AN ENGLISH COURSE WITHIN THE FIRST FEW WEEKS OF THE SEMESTER ARE CONTACTED DIRECTLY FROM THE DIVISION OFFICE, THE DEAN WILL CALL THEM OR SEND A MESSAGE AND OFFER THEM A SECOND NINE WEEK OFFERING OF THE COURSE.

SO WE HAVE MULTIPLE SESSIONS AND IF THERE IS FOR ANY REASON WHY WE DON'T -- WE PROVIDE THE OPPORTUNITY FOR THEM TO COME BACK WE DON'T ASK WHAT HAPPENED WHY IS IT JUST HERE.

WE SEE THAT YOU LEFT.

HERE ARE SOME OPPORTUNITIES FOR YOU.

THINGS LIKE THIS.

WE ARE ALSO INCREASING OUR -- OUR LESS THAN 18 WEEK TERMS SO WE'RE OFFERING MORE SIX WEEKS, MORE NINE WEEKS AND AS DR. PEREZ CAN ALSO ATTEST TO ONE OF THE IDEAS THAT CAME UP EARLY BETWEEN US ALL AND WAS A SIX BY SIX BY SIX SINCE WE HAVE 18 STEP PROGRAM OF THE ACRONYM WHERE THE FIRST IS AN ENGLISH COURSE, TRANSFER LEVEL.

THE SECOND SIX WEEK IS A MATH COURSE.

TRANSFER LEVEL.

AND THE THIRD SIX WEEK IS A SPEECH COMM.

ANOTHER COURSE.

BUT IF YOU ADD UP THOSE UNITS WE'RE STILL SHORT OF BEING FULL TIME SO ACROSS THE TOP ALL 18 WE ADD TRANSFER LEVEL READING BECAUSE BEING ABLE TO READ THIS MATERIAL RETAIN IT AND UNDERSTAND IT IS EQUALLY IMPORTANT.

WHEN THEY SEE A STUDENT HAS NOT ENROLLED THEY'RE CALLING STUDENTS AND HELPING THEM GET BACK ONTO CAMPUS AND THAT'S EXCITING BECAUSE WE DON'T WANT ANYONE TO FEEL WE'VE LEFT THEM BEHIND AND WANT TO MAKE SURE WE HAVE A COURSE FE ACTION FOR THEM TO RETURN.

THE PIECE THAT I THINK IS NEW FOR YOU ALL IS THE WORK WE'RE DOING AROUND EAB NAVIGATE AND THAT IS A CROSS CAM PULSE PARTNERSHIP THAT IS REALLY GIVING US ACCESS TO DATA TO KNOW WHO THE STUDENTS ARE AND HOW W CAN SUPPORT THEM.

WHAT WE ARE PARTNERING WITH ACADEMIC AFFAIRS NOW IS OUR EARLY ALERT SYSTEM SO WE ARE IN THE MIDDLE OF WORKING ON THAT COMPLETE ELEMENT OF HO DO WE -- I DON'T CALL IT EARLY ALERT.

I CALL IT EARLY SUPPORT BUT HOW DO WE KNOW WHO NEEDS THAT EARLY SUPPORT AND GET

[02:35:09]

THAT TO THEM AS QUICKLY AS POSSIBLING AND SO WE WILL BE PILOTING THAT THIS SUMMER TO GET TO STUDENTS AS QUICKLY AS POSSIBLING PARTICULARLY AROUND TRANSFER LEVEL MATH AND ENGLISH AND THEN WE WILL DO A FULL FLEDGEED IMPLEMENTATION THE FOLLOWING ACADEMIC YEAR.

SO THOSE ARE JUST A FEW OF THE AMAZING THINGS HAPPENING AND I LOOK FORWARD TO -- AND THE OTHER PIECE I WANT TO SAY WE WILL BE ABLE TO PROVIDE UPDATES ON THE IMPACT OF THE HERF DOLLARS.

YOU MAY KNOW WE INCREASED THE AMOUNT DEPENDING ON THE NUMBER OF UNITS A STUDENT TOOK SO WE'RE IN THE PROCESS OF CONDUCTING A STUDY TO SEE IT'S OUR HOPE THE MORE UNITS THEY TOOK THE MORE MONEY THEY HAD THE BETTER THEY DID IN SCHOOL.

SO WE LOOK FORWARD TO REPORTING BACK ON ALL OF OUR EFFORTS AND HOW WE'VE PAID TUITION FOR OVER 9,500 STUDENTS AND SO WE RELIEVE THEIR TUITION AND DEBT WITH HERF DOLLARS.

I LOOK FORWARD TO SHARING MORE INFORMATION ON THAT WHEN WE GILT THE STUDIES BACK.

THANK YOU.

>> AWESOME.

THANK YOU.

YEAH.

>> THANK YOU BOTH.

SO THE ENROLLMENT CONVERSATION IS A CONVERSATION THAT IS ONGOING ACROSS THE ENTIRE CAMPUS AND ALL GROUPS SO WHAT YOU HEAR ABOUT AB IS AB NAVIGATE IS ACTUALLY MULTIPRONGED APPROACH.

IT IS LED I BELIEVE BY TRACY -- BY THE TWO OF YOU WITH CHAIRS ON THE FACULTY SIDE ON -- YEAH.

SO WE HAVE FACULTY, WE HAVE STAFF, WE HAVE ADMINISTRATORS.

ESSENTIALLY EVERYONE ON CAMPUS BECAUSE THE IDEA IS TO CREATE A COMPREHENSIVE ONE STOP TO GAB ALL STUDENTS AND GIVE THEM VER LITTLE CHOICE TO RUN AWAY.

AND WE SHOULD BE ABLE TO MEET THOSE SERVICES AT THE MANAGER LEVEL ACROSS BOTH ACTUALLY ALL AREAS OF THE CAMPUS BECAUSE EVEN OR FAY KILLCIES MANAGERS AND SO ON HAVE TO BE PART OF THESE CONVERSATIONS.

WE LOOK AT DATA POINTS EVERY OTHER WEEK WE WERE DOING IT WEEKLY BUT NOW WE DO IT EVERY OTHER WEEK WE LOOK AT DATA POINTS OF ENROLLMENT, STUDENT SUCCESS, STUDENT PERFORMANCE.

SO ALL OF US ARE MORE FAMILIAR WITH THAT DATA AND THAT IS OBVIOUSLY THANKS TO

[02:40:07]

THE ACCESS OF INFORMATION THAT ZE TODAY VIA DASHBOARDS AND THE OFFICE OF INSTITUTIONAL RESEARCH AND PLANNING LED BY DR. AMBER RUCH.

THE REPORT IN YOUR MAILBOX IS PRIMARILY A PRODUCT OF VICE PRESIDENT MIRANDA.

I TAKE CREDIT FOR IT THOUGH.

POWERPOINT AND DATA ARE THE WORK THAT ANDREA AND AMBER DID ORDINARY REASON ALL THAT.

>> GOING BACK TO THE FTES SLIDE IS THAT REALLY THE SLIDE WE SHOULD BE WATCHING BECAUSE I THINK THERE'S A LOT OF DIFFERENT DATA POINTS.

>> IF THERE IS SOMETHING FOR YOU TO REMEMBER I THINK DEPENDING ON WHERE WE ARE IN THE ORGANIZATION THE SLIDES MEAN DIFFERENT THINGS BUT I THINK FOR WHERE YOU'RE SITTING AND WHERE I'M SITTING I KEEP A VERY CLOSE SIDE ON THIS ONE.

BECAUSE THIS IS HOW WE'RE FUNDING.

AND THE ISSUE FOR US IS THAT WE'RE FALLING OFF A VERY HIGH FUNDING NUMBER WHICH WAS THE 19 FUNDING.

THE PREVIOUS YEAR WE HAD I THINK 2 HIGHEST FUNDING LEVEL THAT WE HAVE HAD.

AND WE HAVE BEEN BROUGHT HIGHER THAN WE SHOULD BASED ON EMERGENCY CONDITIONS.

BUT BECAUSE THOSE EMERGENCY CONDITIONS WENT AWAY THIS YEAR AND IF NO OTHER CONDITIONS ARE APPROVED WE WILL BE ACTUALLY FUNDED IN THE AVERAGE OF THE LAST THREE YEARS THERE.

WHICH MEANS LITTLE BY LITTLE WE GET INTO A SIGNIFICANT DROP ON ENROLLMENT.

AND FUNDING.

>> SO THE LAST THREE SEMESTERS?

>> YEARS.

>> OKAY.

SO THEN IT WILL BE LIKE FOR RIGHT NOW IT WOULD BE 202221 AND 20 IS THAT WHAT YOU'RE SAYING?

>> YEAH.

SO NEXT YEAR WHEN WE DO 2223 WE WILL BE FUNDED 21, 22.

>> OKAY.

SO THEN WHAT EXACTLY DOES THAT MEAN THEN? SAY THE NUMBER CONTINUES THE FTES NUMBER CONTINUES TO TREND DOWNWARD.

WHAT DOES THAT MEAN? IS THAT -- WHAT COUSIN IT MEAN IN REGARD TO OUR SERVICES AND PROGRAMS AND OUR EMPLOYEES? IT'S BASED ON STUDENTS.

THE CLASSES THAT WE CAN OFFER THE CALCULATED OBVIOUSLY LESS BECAUSE WE HAVE LESS SECTIONS TO OFFER SO THIS HAS A RIPPLE EFFECT ACROSS ALL AREAS OF OUR

[02:45:18]

CAMPUS THEREFORE EVEN THOUGH IT'S NOT AS BAD AS IT WAS, HAS VERY SEVERE CONSEQUENCES ACROSS THE ENTIRE OPERATION WHEN WE HAVE FEWER STUDENTS.

>> SO IN MY UNDERSTANDING THAT CORRECTLY IF WE ARE 20% DOWN IN ENROLLMENT, WE MAY NOT BE EXACTLY 20% DOWN IN TERMS OF HOW WE OFFER EVERYTHING ELSE IN TERMS OF FACULTY, STAFF, OTHER CAMPUS ENVIRONMENT ALLOCATIONS.

>> SO IN 2016 LET'S SAY, 17, IF WE WERE 20% DOWN IN ENROLLMENT, IT WOULD MEAN THAT WE WOULD LOSE NEARLY 20% OF OUR REVENUE.

TODAY, IF WE ARE 20% DOWN IN ENROLLMENT MEANS THAT WE AVERAGE THE REST AND LET'S SAY 10% SO WE WILL LOSE 4% OF OUR REVENUE.

BECAUSE IT'S ONLY -- THAT'S A VERY ROUGH CALCULATION.

>> IT GRADUATES DOWN BUT LET'S SAY IF SPRING 2022 WERE TO BE REPRESENTEDIVE OF HOW THE WORLD LOOKS GOING FORWARD FROM AN ENROLLMENT STANDPOINT, IT SEEMS TO ME THAT WE WOULD BE REQUIRED TO RETOOL OUR CAMPUS AND OUR SPENDING TO FIT THAT NEW REALITY.

>> CORRECT.

THE MOST CONCERNING PART THERE IS SOME OF THE AREAS WHERE WE WOULD NOT GET ENOUGH FUNDING THE SAME FUNDING AS BEFORE WILL BE IN THE SIDE OF STUDENT SERVICES.

NOT IN THE STUDENT SERVICES DEPARTMENT BUT THE SERVICE THAT HE HAS ARE OFFERED TO STUDENTS ON CAMPUS.

BECAUSE AS THE TRADITION OF THE LEGISLATION TO PROVIDE LESS DOLLARS FOR ALL THESE PROGRAMS EVERY TIME THAT YOU HAVE LESS STUDENTS.

WHETHER IT COSTS YOU THE SAME OR NOT, THEY REDUCED THE FUNDING THAT WAY.

>> AND THAT TRANSLATES INTI HOW MANY HUMANS WE'RE EMPLOYEEING TO WORK ON THIS STUFF.

>> I MEAN, IT WILL BE HARD TO CAL CUE LITE LIKE THAT BUT THE FIRST PART THAT YOU WILL SEE IS ACTUALLY A RETREAT ON SERVICES NOT NECESSARILY ON PERSONNEL SO LET'S SAY THAT YOU HAD.

>> DO WE STILL THAT WHERE WE HAVE ALL THE HIGH SCHOOL COUNSELORS FROM THE AREA COME ON CAM BUS TO DO THE TOUR? IS THAT COMING UP PRETTY SOON?

>> YES WITH THAT AND I THINK WE DID IT -- >> SO MY OBSERVATION NOW AS A HIGH SCHOOL PARENT WHOSE STUDENT HAS A CHOICE BETWEEN AP CLASSES AND DUAL ENROLLMENT, I REALLY SEE A GRADUAL INTEREST NOW IN DUAL ENROLLMENT.

I HAVE SEEN A MARKED IMPROVEMENT IN PROMOTING THE COLLEGES PROGRAMS BOTH OF THE TWO HIGH SCHOOLS IN MY NEIGHBORHOOD AND IN SOMERSET TOO.

VERY KNOWLEDGEABLE OF CERRITOS COMPLETE MUCH MORE KNOWLEDGEABLE OF OUR PROGRAMS BUT I STILL FEEL THERE NEEDS TO BE A STRONG EDUCATION BETWEEN AP CLASSES VERSUS DUAL ENROLLMENT.

SO THAT'S I THINK A REAL STRUGGLE BECAUSE I WENT MY SON IS GOING TO BE AN 11TH GRADER AND HE WENT TO OPEN HOUSE AND THE AP U.S.

HISTORY TEACHER SAYS THIS WHICH IS I THINK ACCURATE, IF YOU TAKE MY CLASS, YOU PASS THE AP TEST, YOU GET SIX COLLEGE CREDITS.

OF U.S.

HISTORY AND BASICALLY YOU'RE DONE WITH YOUR U.S.

HISTORY REQUIREMENTS FOR COLLEGE.

YOU KNOW, SO OF COURSE WHEN YOU PRESENT IT LIKE THAT, WELL, YEAH, I'M GOING TO GO AHEAD AND DOOSE THIS ROUTE RIGHT BUT I MEAN AGAIN I THINK IT HAS A LONG WAY TO EDUCATE PEOPLE WHAT THE BENEFITS ARE BETWEEN DUAL ENROLLMENT AND AP CLASSES BECAUSE THEY'RE MARKEDLY DIFFERENT PROGRAMS AT AP -- SPENDING SOME TIME WHEN WE TALK WITH OUR COUNSELORS BECAUSE I FEEL LIKE THEY'RE UNDERSTANDING THAT AND I HAVE SEEN MORE EXPANDED DUAL ENROLLMENT CLASSES OFFICE OFFERED DURING THE SCHOOL HOURS.

[02:50:01]

>> IT SEEMS IT'S AN AREA OF A POPULATION THAT'S GROWING.

WE NEED TO REALLY THINK A LITTLE BIT MORE ABOUT THAT AND FILLING YOU'RE OUT HOW TO GROW THAT EVEN MORE.

>> THAT'S EXCELLENT.

JUST TO BUILD ON WHAT YOU'RE SAYING, THERE'S ALSO A REALLY STRONG BENEFIT TO ENGAGING STUDENTS RIGHT FROM THE START.

RIGHT.

I MEAN TRADITIONALLY WE'VE WORKED WITH A LOT OF STUDENTS WHO HAVE BEEN OUT OF SCHOOL FOR A WHILE AND THEY'RE COMING BACK WHICH IS GREAT BUT ALSO ADDING TO THAT CONSISTENCY RIGHT OUT OF HIGH SCHOOL SEEMS LIKE A STRONG THING JUST IN TERMS OF STUDENT SUCCESS.

ANY OTHER QUESTIONS? REALLY APPRECIATE THIS.

THIS IS SOMETHING THAT IN THE FOR THE LACK OF DETAILED INFORMATION WE'RE ALWAYS ASSUMING THE WORST AND NOW WE KNOW IT IS NOT THE WORST SO MUCH APPRECIATED IN TERMS OF YOU GUYS SPENDING TIME ON THIS.

WE ARE DEDICATED TO HELPING TO PROBLEM SOLVE WITH YOU GUYS ON THIS.

AND CERTAINLY IT'S NOT FOR THE LACK OF NEED OF EDUCATION IN OUR COMMUNITY THAT THIS IS THE CIRCUMSTANCE.

RATHER THAN THERE'S A LOT OF OTHER FACTORS ALL COMING TO BARE AND OUR UTILITY AS AN INSTITUTION DOESN'T NECESSARILY GO AWAY.

SO MUCH APPRECIATED FOR ALL YOUR HARD WORK AND THE WORK COMING.

>> WITH THAT WE'LL MOVE TO OUR CONSENT CALENDAR.

[3. Consent Items]

DO WE HAVE A MOTION IN REGARD TO OUR CONSENT CALENDAR?

>> I'LL MOVE IT BUT WOULD LIKE TO PULL ITEM 3.16.

>> ALL RIGHT.

DO WE HAVE A SECOND TO APPROVE THE CONSENT CALENDAR WITH THE EXCEPTION OF ITEM 3.16?

>> SECOND.

>> CAN WE GET A ROLL CALL VOTE?

>> MOTION PASSES.

>> ALL RIGHT.

ITEM 3.16.

TRUSTEE PEREZ, DO YOU HAVE -- >> YES.

VERY EXCITED, DR. FIERO.

YOU HAVE TO PRESENT THIS.

I'M GLAD I SKIMMED THROUGH THE CALENDAR OR I WOULD HAVE MISSED IT.

[LAUGHTER].

>> APPROVAL ON THE PHONE CONTRACT WITH THE L.A.

COUNTY METRO TRANSPORTATION AUTHORITY.

>> IT HAS TAKEN US ONLY SEVEN YEARS TO GET TO THIS POINT.

IF MEMORY SERVES ME WELL THIS IS ONE OF THE FIRST CONVERSATIONS I HAD WITH

[3.16 Approval of Contract with the Los Angeles County Metropolitan Transportation Authority]

TRUSTEE PEREZ TO GET STUDENTS A WAY IN WHICH WE SUPPORT THE TRANSPORTATION DURING THAT TIME.

I WANT TO RECOGNIZE THE WORK OF THE SUBSTITUTES FIRST.

I BELIEVE THIS HAS BEEN THE FIST GROUP OF STUDENTS THAT WE BROUGHT THE INFORMATION

[02:55:01]

AGAIN AND THEY HAD THE OPPORTUNITY TO MOVE FAST ENOUGH ANALYZING INFORMATION AND SAY YES THIS IS THE CORRECT TIME.

SO BAUDS THE STUDENT GOVERNMENT DECIDED TO ADD AN ADDITIONAL FEE ACROSS THE ENTIRE CAMPUS NOW EVERY SINGLE STUDENT THE NEEDS A TRANSIT CARD WILL BE ABLE TO GET ONE AT NO COST.

EVERY SINGLE ONE OF THE STUDENTS.

OBVIOUSLY THIS IS AT REDUCED RATE AND WE'VE BEEN ABLE TO AGREE WITH OUR PARTNERS AT METRO AND AS I SAID A LOT OF YEARS OF CONVERSATION.

IF YOU RECALL THIS IS ALSO CONNECTED TO A COUPLE OF INITIATIVES AND BUDGET REQUESTS AT THE STATE AND LOCAL LEVEL FOR THE STATE LEVEL ADVOCATING FOR TRANSIT PASS FOR ALL COMMUNITY COLLEGE STUDENTS AND AT THE LOCAL LEVEL WE ARE TRYING TO GET A LOCAL BUDGET REQUEST OF DOLLARS ALLOCATED DIRECTLY TO CERRITOS COLLEGE SO WE CAN THEN SUBSIDIZE FURTHER SUBSIDIZE THE TRANSIT PASSES FOR ALL THE STUDENTS.

THEN I WANT TO THANK DR. ELIZABETH MILLER FOR WORK, STUDENTS AND EXPLAINING THE PROGRAM CORRECTLY TO EVERYONE AND EVENTUALLY THAT PROGRAM MADE IT HERE AND I WANT TO THANK THE TRUSTEES FOR THEI COMMITMENT, PATIENCE, AND HOPEFULLY YOUR VOTE OF APPROVAL SO WE CAN FINALLY GET TRANSIT TICKETS FOR OTHER STUDENTS.

ANYTHING YOU WOULD LIKE TO ADD TO THAT?

>> YES.

I JUST WANTED TO ECHO DR. FIERO'S COMMENTS AND THANKS AND GRATITUDE TO THE STUDENTS.

I FEEL THAT SINCE I'VE BEEN ON THIS BOARD THE STUDENTS HAVE REALLY DEMONSTRATED SO MUCH ENVIRONMENTAL AND SUSTAINABILITY STEWARDSHIP AND LEADERSHIP AND I THINK THEY HAVE DEFINITELY EDUCATED ME ON SO MANY THINGS AND SO I WANT TO JUST CONTINUE TO EXTEND MY GRATITUDE FOR THE WORK THAT THEY DO BECAUSE I THINK THEY REALLY HELP EDUCATE MY GENERATION OF THE LONG STANDING IMPACTS OF WHAT WE'RE DOING TO THE ENVIRONMENT SO I'M VERY HAPPY WE'RE DOING THIS JUST TO TALK MORE ABOUT THE PROGRAM SO THIS IS A PILOT PROGRAM THAT METRO IS FUNDING TO REALLY REMOVE A BARRIER THAT OUR STUDENTS FACE THROUGHOUT LOS ANGELES COUNTY.

WE KNOW WE'VE TALKED SO MUCH THIS LAST WEEK WE TALKED ABOUT THE BARRIER OF HOUSING LACK OF HOUSING LACK OF FOOD AND THIS IS ANOTHER HUGE BARRIER FOR STUDENTS, BEING ABLE TO GET TO CAMPUS SAFELY RELIABLY AND NOT HAVING TO PAY -- IT'S GOING TO BE GREAT.

FAIRLESS IS A -- FARELESS IS A BIG THING RIGHT NOW TAKEN ON NATIONWIDE.

PRESIDENT BIND HAS BEEN COMMITTED TO THIS TOO SO I THINK THERE'S A LOT OF STUDENTS DO THIS BUT IN ADDITION TO THE METRO SERVICES THE STUDENTS WILL BE ABLE NOT ONLY TO RIDE METRO SERVICE WHICH IS METRO BUS METRO RAIL METRO BIKE SHARE PROGRAM TOO BUT THEY'RE ALSO GOING TO BE ABLE TO RIDE IN THE PARTICIPATING AGENCY.

WE NEED TO MAKE SURE WE DO AN EVENT BECAUSE LONG BEACH CITY COLLEGE WAS GOING TO DO AN EVENT BECAUSE THEY ANNOUNCED THEIRS A COUPLE OF MONTHS AGO BUT DO TO COVID THEY HAD TO AX THAT.

WE SHOULD DEFINITELY DO ONE.

>> DEFINITELY DO IT.

>> YES.

BECAUSE AGAIN I THINK THIS IS WE KNOW WHO OUR STUDENTS ARE AND WHO WE'RE SERVING AND I THINK HAD THIS IS GOING TO BE HUGE FOR THEM.

VERY EXCITED.

THANK YOU.

CONGRATULATIONS STUDENT ACES.

>> THANK YOU TRUSTEE PEREZ.

WITH THAT WOULD YOU LIKE TO HAVE THE HONOR OF -- >> SURE.

>> MAKING THE MOTION.

>> MOVE APPROVAL.

>> I'LL SECOND.

>> ALL RIGHT.

>> MOTION PASSES.

>> GREAT.

LOOKING FORWARD TO THAT.

[4.01 College Coordinating Committee Minutes: February 7, 2022]

[03:00:01]

ALL RIGHT.

INFORMATION ITEM 4.01 COLLEGE COORDINATING COMMITTEE MINUTES FOR FEBRUARY 7, 2022.

DO WE HAVE A MOTION TO RECEIVE AND FILE?

>> SO MOVED.

>> SECOND.

>>

>> MOTION PASSES.

>> ITEM 5.01 SABBATICAL LEAVE REPORTS FOR 2020 AND 2021 ACADEMIC YEAR.

[5.01 Sabbatical Leave Reports for 2020-2021 Academic Year]

THE REPORTS SUBMITTED BY MICHELLE AND LYNN SERWIN.

DO WE HAVE A MOTION TO APPROVE THESE REPORTS?

>> SO MOVED.

>> I HEAR A MOTION AND A SECOND.

CAN WE BEGIN A VOTE?

>> THE MOTION PASSES.

>> ITEM 5.02 BOARD POLICIES REVIEW CHAPTER 2 POLICIES 2432, 10, 50, 2610.

[5.02 Board Policies Review - Chapter 2 (Policies 2432, 2510, 2550, and 2610)]

IT'S RECOMMENDED THE BOARD REVIEW AND APPROVE THE POLICIES AS PRESENTED IN THE AGENDA.

>> THANK YOU.

SO TRADITIONALLY WE HAVE FIRST AND SECOND READINGS BUT YOU HAVE ONLY SEEN THESE POLICIES ONCE THIS TIME.

SO WE CAN EITHER REVIEW THEM, DISCUSS THEM, AND I WILL BRING THEM TO YOU NEXT WEEK BUT THE OVERVIEW OF THESE POLICIES IS ESSENTIALLY REVIEW MINIMAL CHANGES, ACTUALLY NO CHANGES THAT WERE RECOMMENDED BY THE REVIEW.

BUT IN ORDER TO CONTINUE WITH OUR TRADITIONAL PROCESS I WILL RECOMMEND FOR YOU TO JUST SIMPLY READ THE POLICIES, CONSIDER ANY CHANGES THAT YOU MAY HAVE, SENTED US YOUR FEEDBACK AND I WILL BRING THEM BACK TO YOU ON THE -- DURING THE APRIL MEETING.

>> OKAY.

>> ANY TRUSTEES HAVE ISSUES WITH THAT? SEEING NONE WE'LL MOVE TO ITEM 5.03.

THANK YOU, DR. FIERO.

[5.03 Consideration of Approval of Nominee for Chancellor’s Office 2022 Classified Employee of the Year Award]

>> IT'S RECOMMENDED THAT THE BOARD OF TRUSTEES APPROVE THE NOMINATION OF AMERICA AMADOR THE 2021 CERRITOS COLLEGE CALLSES IDENTIFIED EMPLOYEE OF -- CLASSIFIED EMPLOYEE OF THE YEAR AWARD FROM THE CHANCELLOR'S OFFICE.

>> WOULD YOU LIKE TO SHARE THE CONTENT?

>> WE GOT TO MEET AMERICA ACTUALLY A COUPLE OF MONTHS AGO.

SHE WAS ONE OF OUR EMPLOYEES OF THE MONTH AND SHE WORKED AT THE STUDENT HEALTH SERVICES.

WHEN YOU ASK ANYONE ABOUT AMERICA ACROSS THE CAMPUS THAT KNOWS HER, I HAVE NOT MET THE FIRST PERSON THAT HAS NOT SAID ANYTHING INCREDIBLY POSITIVE ABOUT AMERICA.

SO THE ACCOLADES THAT YOU RECEIVE DURING HER NOMINATION OF STUDENT OF THE MONTH AND WHAT SHE RECEIVED AFTER MAKES FOR US AT LEAST AN IDEAL CANDIDATE TO BE SUBMITTED TO THE CLASSIFIED EMPLOYEE OF THE YEAR FOR THE CHANCELLOR'S OFFICE.

I THINK THE EFFORTS MADE CONTINUE TO BE MADE IN THE STUDENT HEALTH CENTER.

ABOVE AND BEYOND ANYTHING THAT WE HAVE SEEN IN THE PAST.

THEY NOT ONLY DO CURRENT TESTING FOR STUDENTS BUT THEY CONTINUE TO DO ALL THE BASIC SERVICES MEDICAL SERVICES THAT WE'RE OFFERING INCLUDING -- EMERGENCY REFERRALS, PARTICIPATION IN THE CARE TEAM, CONTACT TRACING, CLARIFICATION OF QUESTIONS.

NOT ONLY FOR STUDENTS BUT ANYONE THAT NEEDS THEM THEY ARE THERE.

>> THAT'S DELIGHTFUL AND I'M EXCITED FOR THE OPPORTUNITY TO ARE THE IDENTIFY THAT

[03:05:15]

AND PUT THAT FORWARD.

DO WE HAVE A MOTION?

>> SO MOVED.

>> SECOND.

>> ALL RIGHT.

MOTION AND A SECOND.

ROLL CALL VOTE.

>> 5 BETHE 04, CONSIDERATION OF APPROVAL TO ENACT PROVISIONS OF AB 361

[5.04 Consideration of Approval to Enact Provisions of AB 361 Allowing for Virtual Meetings]

ALLOWING FOR VIRTUAL MEETINGS GIVEN THE CONTINUING COVID-19 STATE OF EMERGENCY 361 WAS INTRODUCED TO ESTABLISH CLEAR RULES FOR TELECONFERENCE MEETINGS.

WE HAVE AUTHORIZED AB 61 TO ALLOW HYBRID PROVISIONS TO TAKE PLACE SO IF YOU WANT TO BE ABLE TO CARRY THE NEXT MEETING ONLINE OBVIOUSLY WE'LL HAVE TO GRATE IDENTIFY THIS PROVISION OTHERWISE THE MEETING BY DEFAULT WILL BE IN PERSON AND WE WILL BE BACK TO THE SAME ARRANGEMENTS THAT WE HAD PRIOR TO COVID.

IF THEY WISH TO ATTEND THE MEETING WITH THEM IN THEIR DESIRED LOESHGS THEY ARE ABLE TO.

>> SO I WOULD RECOMMEND AS I HAVE IN ALL THE PREVIOUS TIMES THAT TO VOTE NO ON THIS SO THAT WE CAN CONTINUE TO MOVE FORWARD PAST THE PANDEMIC AND THERE ARE STILL LINGERING EFFECTS BUT THAT DOES NOT MEAN THAT WE HAVE TO STAY IN THIS PARTICULAR SITUATION IN PERPETUITY.

SO I WOULD URGE MY COLLEAGUES TO VOTE NO ON THIS MEASURE.

>> BASED ON THE REPORT THAT YOU GAVE US, I THINK AND THE FACT THAT THE NUMBERS HAVE ALL DECREASED, I THINK WE NEED TO -- I AGREE WITH TRUSTEE ZURICH.

WE NEED TO BE BACK IN THE BOARD ROOM.

HYBRID IS SAFER FOR EVERYBODY.

THAT'S MY OPINION.

>> DO WE NEED TO VOTE OR NO WE DON'T NEED TO VOTE?

>> AT THE DISCRETION OF MR. PRESIDENT HERE IF ANYBODY ELSE HAS ANY OTHER COMMENTS THEN I WOULD MOVE TO CALL THE VOTE.

>> WE WILL NEED TO, YES, WE WILL NEED TO APPROVE A CONTINUATION OF THIS MEASURE TO EXTEND THE TIME PERIOD IN WHICH WE ARE ALLOWED TO BASICALLY THROUGH

THE NEXT YEAR AND CHANGE WE'RE ENABLED BY THE GOVERNOR TO EXTEND -- >> NO.

THIS HAS TO BE APPROVED EVERY 30 DAYS.

RIGHT BUT WE HAVE TO EXTEND OUR ABILITY TO ENACT WHAT'S -- >> ESSENTIALLY NEXT MEETING WILL HAVE TO BE BROUGHT BACK INTO THE ASTAIN IF YOU WANTED TO DO THE SUBSEQUENT MEETING.

SO ON THE ABSENCE OF APPROVAL OF THIS MEETINGS BY DEFAULT HAVE TO BE RUN IN THE WAY WE RAN THEM PREPANDEMIC AND THE AUTHORIZATION IS ONLY GOOD FOR 30 DAYS AND AS LONG AS THE GOVERNOR MAINTAINS THE STATE EMERGENCY.

ANY OTHER COMMENTS? THERE'S STILL A HYBRID OPTION FOR SOME OF OUR TRUSTEES WHO ARE LESS ABLE TO BE HERE, WE ARE ONE TWO THREE FOUR WE BARELY HAVE PHYSICAL QUORUM HERE TODAY SO I WANT TO MAKE SURE THAT THE COLLEGE'S BUSINESS DOESN'T GET HELD UP ON THIS PRINCIPLE FOR ANY PARTICULAR REASON.

SO THEY JUST NEED TO NOTIFY ANDREA AND SHE WILL MAKE ARRANGEMENTS FOR THEM TO BE HERE.

HOWEVER, THEIR ATTENDANCE -- PHYSICAL ATTENDANCE IS NOT NECESSARILY REQUIRED BASED ON THE BROWN ACT IF YOU WILL.

OURS IS.

[03:10:11]

YOURS IS.

THE PUBLIC COMMENTS WILL CHANGE BACK TO NORMAL FORMAT IF WE WERE GOING TO DO THAT.

AND WE WILL GO BACK TO STREAMING IN THE WAY THAT WE WERE PREVIOUSLY STREAMING PROBABLY I MEAN WE COULD PROBABLY STILL USE THE ZOOM LINK IF ANYONE WANTED TO CALL IN BUT OBVIOUSLY WE WILL HAVE TO KNOW AHEAD OF TIME TO DO THE POSTING ON THE AGENDA.

>> I THINK ONE OF THE CONCERNS I WOULD HAVE THEN WOULD BE ABOUT WE'LL THEN REQUIRE FOLKS JOINING US ESPECIALLY TRUSTEE ONLINE I HYBRID FORMAT THEY WOULD HAVE TO BE IN A PUBLIC LOCATION IN ORDER TO JOIN.

THAT'S RIGHT.

>> YES.

SO IF UNDER THE OLD FORMAT OR UNDER THE ACTUAL BROWN ACT FORMAT, IF I WAS A TRUSTEE AND I WANTED TO ATTEND REMOTELY, I WILL HAVE TO NOTIFY ANDREA THAT I WAS GOING TO ATTEND REMOTELY ANDLY HAVE TO PROVIDE MY LOCATION AND DO PUBLISH NOTICE ALSO WITHIN 72 HOURS OF THE MEETING OF WHERE I'M GOING TO BE SO IF ANYONE WANTED TO BE THERE WITH ME THEY CAN AND WE WILL HAVE TO POST THAT IN OUR AGENDA AND IN THE NOTICE THAT WE POST ON THE WALL.

>> BUT IF YOU'RE STAYING AT HOME FOR WHETHER QUARANTINING OR TRYING TO LIMIT EXPOSURE BECAUSE OTHER PEOPLE IN YOUR FAMILY THAT WOULD KIND OF UNDERMINE THAT.

>> YEAH.

THAT'S NOT APPLY TO THAT.

>> RIGHT.

NOW YOU'D BE REQUIRED TO GO TO A PUBLIC PLACE ANYWAY.

>> IT DOES NOT NEED TO BE A PUBLIC PLACE.

THE BROWN ACT JUST REQUIRES THAT WE POST THE INFORMATION AND WE CAN POST IT ON THE AGENDA.

THERE'S NO SPECIAL NOTICE REQUIREMENT OTHER THAN TO POST ON THE AGENDA ITSELF.

SO ALL THIS IS GOING TO ALLOW US TO DO IS CONTINUE IN A HYBRID FASHION ALLOWING EVERYONE TO PARTICIPATE FROM WHEREVER THEY MAY BE WITHOUT THE NEED TO POST ADDITIONAL INFORMATION IN TERMS OF ADDRESSES.

SORRY, DR. FIERO BUT THAT'S SOMETHING I ACTUALLY KNOW VERY WELL.

>> SO YOU'RE SAYING THAT UNDER THE PREPANDEMIC SITUATION WE HAD IT WRONG THAT YOU HAD TO BE IN A PUBLIC PLACE IN ORDER TO JOIN THE PUBLIC MEETING?

>> NOT A PUBLIC PLACE.

>> NO IT DOESN'T NEED TO BE A PUBLIC PLACE.

IT JUST NEEDS TO BE ACCESSIBLE TO THE PUBLIC REGARDLESS OF WHERE YOU'RE AT.

>> SO YOU CAN BE AT HOME? LEAS EXTEND FOR ANOTHERED 30 DAYS.

I'LL MOVE IT.

WE HAVE A MOTION.

COWE HAVE A SECOND?

>> SECOND.

>>] ROLL CALL] THANK YOU EVERYONE FOR THAT.

NOW WE MOVE TO ITEM 6.01 REPORTS AND COMMENTS FROM DISTRICT INITIALS.

>> YOU CAN USE THE PODIUM TO SING THE ANTHEM.

>> IT'S A JOKE.

IT'S A JOKE.

JUST KIDDING.

OKAY.

SO NOW THAT WE HAVE THE TRADITIONAL JOKE OUT OF THE WAY, STUDENT TRUSTEE RAMOS, DO YOU HAVE A REPORT?

>> I DO.

NICE TRY.

OKAY.

YES.

FIRST OFF, I WANT TO -- I ALWAYS WANT TO ENCOURAGE STUDENTS TO ALWAYS RUN FOR STUDENT BODY PRESIDENT VICE PRESIDENT OR MY CURRENT POSITION RIGHT NOW FOR STUDENT TRUSTEE THE GRANT APPLICATIONS ARE STILL OPEN UNTIL FRIDAY MARCH 11TH AT 11:59 P.M.

SO WE ENCOURAGE STUDENTS INTERESTED IN THESE POSITIONS TO PLEASE APPLY.

AS WELL AS THE FALCON GAMES ARE OFFICIALLY COMING BACK IN PERSON AFTER ONE YEAR IN ONLINE SO WE'RE EXCITED TO HAVE A COUPLE OF CLUBS HOSTING THESE EVENTS PERSON.

WE HAVE TWO CLUBS SO FAR THAT PETITIONED TO HOST THESE GAMES SO WE'RE EXCITED TO HAVE THESE IN THE FIRST WEEK OF APRIL.

AS WELL AS I'M EXCITED THAT MOST OF -- SPRING AWARDS COMMITTEE AFTER FOUR CEREMONIES VIRTUALLY.

WE'RE EXCITED TO HAVE THE AWARDS CEREMONY IN PERSON IN MAY SO I'M VERY EXCITED TO BE PART OF THAT COMMITTEE AS WELL AS NOMINATING MY FELLOW PEERS

[03:15:01]

WHO HAVE BEEN WORKING SO HARD THROUGHOUT THIS PAST SPRING SEMESTER SO WITH THAT, THAT CONCLUDES MY REPORT.

THANK YOU.

>> THANK YOU.

I ACTUALLY ATTENDED THE L.A.

COUNTY LEADERSHIP COUNTY SCHOOL OF TRUSTEES ASSOCIATION.

THEY HAVE SOME -- A LEADERSHIP ACADEMY.

AND SO I DID THEIR LEADERSHIP ACADEMY MODULE ONE WHICH IS ETHICS PRINCIPLES FOR PUBLIC SERVICE AND CONFLICTS OF INTEREST IN FORM 700.

SO I FOUND IT VERY INTERESTING.

I LEARNED A LOT.

THEY PRESENTED ALL THE MATERIAL IN REGARD TO HOW TO FILL OUT THE 700 HABIT ALL THE CONFLICTS YOU COULD GET INTO ALL THE ETHICAL ISSUES THAT YOU COULD GET INTO AS PUBLIC SERVICE PERSON.

I RECOMMEND IF THE CAMPUS RETURN TO CAMPUS TASK FORCE DOES NOT CHANGE AND ALIGN THE MASK POLICY TO THE CURRENT GUIDELINES THAT IS PREVALENT IN OUR COUNTY THAT WE HAVE AN AGENDA ITEM AS A BOARD TO REVIEW SINCE OUR MEETING IS A LITTLE OVER A MONTH FROM TODAY AND THERE'S NOT ANY I WOULD HOPE THAT THE CHANGE COMES A LOT SOONER AND OTHERWISE IF NO CHANGES MADE TO -- MAKE IT MORE ALIGNED AND

[6. Reports and Comments from District Officials]

FREER FOR THOSE OF US WHO HAVE BEEN VACCINATED AND DONE EVERYTHING THE RIGHT WAY TO MOVE FORWARD AND HAVE THAT ABILITY TO ALLOW MORE STUDENTS ON CAMPUS WHO MAY HAVE DIFFERING OPINIONS AND HAVE DONE THINGS THE RIGHT WAY AND SIMILARLY RELAX THE VACCINE PASSPORTS THAT HAVE BEEN IMPLEMENTED ON OUR CAMPUS SO THAT THERE'S MORE FREEDOM OF MOVEMENT FOR STUDENTS ESPECIALLY THOSE WHO MAY HAVE WANTED TO JUST COME TO THE CAMPUS EVEN UNANNOUNCED.

TO SEE THAT THERE IS EYE FUTURE HERE FOR THEM.

[03:20:10]

SO I WOULD RECOMMEND THAT WE HAVE AN ADEN DA ITEM TO REVIEW THAT POLICY ON APRIL 29TH WHERE WE CAN TAKE ACTION IF NECESSARY.

THANK YOU.

>> THANK YOU TRUSTEE LEWIS AND DR. FIERO.

RE LOOK FORWARD TO CONTINUE PROJECT WITH THE GOVERNMENT AND HOPEFULLY WE CAN -- AFTER THE PANDEMIC, WE CAN STILL HAVE STUDENTS GO TO TAIWAN AND ALSO TAIPEI CITY.

>> DR. SAL SABBATICAL.

>> TO REPORT, THANK YOU.

>> THANK YOU.

>> NO REPORT.

THANK YOU.

>> THANK YOU.

DR. FIERO.

>> WELCOME, JEREMY.

GOOD TO HAVE YOU ON BOARD.

>> WE'RE LOOKING FORWARD TO HAVING YOU HERE AND YOUR VOICE IS VERY MUCH APPRECIATED.

AND NO FURTHER REPORT OTHER THAN I WILL JUST FOR THE IMPORTANCE OF IT MENTION THAT OUR PRAYERS ARE WITH OUR BROTHERS AND SISTERS IN UKRAINE THIS WEEK AND THE COMING WEEKS AND OUR PRAYERS ARE FOR A SAFE AND POSSIBLE RESOLUTION THERE.

WITH THAT, WE WILL CLOSE OUR OPEN SESSION AND MOVE TO OUR CLOSED SESSION.

I BELIEVE WE HAVE NO ANTICIPATED REPORT.

[03:25:24]

HAVE A GOOD EVENING.
