ESPECIALLY THE PEOPLE IN THE CCFF AND ALL THE HARD WORK THEY BEEN DOING TO NEGOTIATE FOR US IN THIS CURRENT ROUND.

I WENT THROUGH THE COVID CLINIC LAST FRIDAY AND THE REGISTRATION PROCESS WAS FAIRLY EASY.

THE TESTING PROCESS IS 5 TO 6 MINUTES FROM START TO FINISH AND THE BEST PART WAS THAT THE RESULTS WERE AVAILABLE THE NEXT DAY.

MY EXPERIENCE WAS POSITIVE IN BOTH REGISTRATION AND TESTING PROCEDURES.

I DO WANT TO REMIND CLASSIFIED STAFF IF YOU ARE BOOSTER ELIGIBLE AND HAVE NOT RECEIVED YOUR BOOSTER I DO ASK YOU TO USE THE COVID CENTER ON CAMPUS.

IT'S A GOOD PROCESS.

ALSO WHERE YOU'RE IN 95 SURGICAL OR DOUBLE MASK ON CAMPUS AND IT IS ESPECIALLY CRITICAL INSIDE THE BUILDING WHERE THE POTENTIAL TO ENGAGE WITH OTHERS IS POSSIBLE.

THE OUTSTANDING CLASSIFIED CONFIDENTIAL EMPLOYEE SELECTION COMMITTEE NAMED RYAN CABLE AS THE RECIPIENT OF THE OUTSTANDING CLASSIFIED CONFIDENTIAL EMPLOYEE OF THE MONTH AWARD FOR JANUARY 2022.

RYAN BEGAN HIS CAREER AT CERRITOS COLLEGE WITH THE DIVISION IN JULY 2000.

THROUGH HIS CAREER AT CERRITOS COLLEGE RYAN HAS WORKED TIRELESSLY TO ENSURE THE HEALTH AND SAFETY OF ALL STUDENT ATHLETES AT SPORTING EVENTS AND IN THE TRAINING CENTER IN THE FORM OF INJURY PREVENTION AND REHABILITATION.

RYAN HAS SPENT THE LAST TWO YEARS IMPLEMENTING POLICIES AND PROCEDURES FOR THE STUDENT ATHLETES RETURN SAFELY TO CAMPUS FOR STUDENTS DURING THE PANDEMIC.

BRIAN, YOUR DEDICATION AND WILLINGNESS TO GO ABOVE AND BEYOND TO MEET THE NEEDS OF ALL THE STUDENTS AND STAFF ARE EXCEPTIONAL.

WE ARE PROUD THAT YOU ARE A CERRITOS COLLEGE EMPLOYEE AND WE COMMEND YOU FOR YOUR OUTSTANDING SERVICE AND DEDICATION.

OBVIOUSLY IT HAS CHANGED SINCE THE PANDEMIC STARTED BUT I AM SO GRATEFUL TO HAVE THE OPPORTUNITY TO CONTINUE TO HELP OUR STUDENT ATHLETES ACHIEVE THEIR ATHLETIC AND ACADEMIC GOALS AND TO BE ABLE TO WORK WITH THEM.

[2.02 Institutional Presentation: Timeline for new G.O Bond Measure]

VICE PRESIDENT LOPEZ WILL GIVE A PRESENTATION.

THE GOAL OF THIS PRESENTATION IS JUST TO HIGHLIGHT THE PROCESS AS OBVIOUSLY WE HAVE NOT MADE A DECISION YET BUT I WANTED TO KEEP THE BOARD UPDATED ON THE ACTUAL TIMELINES ON THAT.

SO, YOU KNOW, THE PLAN IS TO DISCUSS SOME OF THE KEY DATE THAT WE NEED TO BE MINDFUL OF AND THEN WHAT SOME POSSIBLE NEXT STEPS WOULD LOOK LIKE ON THAT AND THEN I WOULD BE HAPPY TO TAKE ANY QUESTIONS THROUGHOUT THIS PRESENTATION.

SO, I'M SORRY, STARTING WITH SOME KEY DATE AND I LIKE TO WORK BACKWARDS.

OBVIOUSLY WHAT WE ARE SHOOTING FOR HERE WOULD BE THE ELECTION WHICH IS SCHEDULED ON NOVEMBER EIGHTH OF 2022.

IN ORDER TO BE ELIGIBLE TO HAVE A BALLOT ON THE NOVEMBER BALLOT WE NEED TO DELIVER A RESOLUTION CALLING FOR THE ELECTION TO THE COUNTY NO LATER THAN AUGUST 12TH.

AND SO, THOSE ARE REALLY AUGUST 12TH IS THE KEY DEADLINE THAT WE NEED TO BE MINDFUL OF IF THIS IS SOMETHING THAT THE BOARD WANTS TO PURSUE.

THAT WOULD BE THE LAST DAY THAT THIS RESOLUTION NEEDS TO BE DELIVERED TO THE COUNTY.

SO, IN ORDER TO GET TO THAT POINT, THERE'S A COUPLE OF THINGS THAT WE WILL HIGHLIGHT AS REALLY SOME NEXT STEPS TO GET US GOING ON THAT AND WE WOULD LIKE TO ENTERTAIN THE BOARD ON WHAT YOUR THOUGHT PROCESS WOULD BE.

ONE OF THE THINGS THAT WE NEED TO START DOING AS WE START PURSUING IS CONDUCT A VOTER OPINION SURVEY SIMILAR TO WHAT WE DID ABOUT TWO YEARS AGO WHEN WE WENT THROUGH THIS PROCESS IN 2020 AND WE NEED TO DO THAT SO THAT WOULD GIVE US SOME BASELINE INFORMATION ON THAT.

SO, THAT WOULD HAPPEN LIKELY SOMETIME EITHER THIS MONTH OR NEXT MONTH ON THAT IF THAT IS SOMETHING THAT WE WANT TO PURSUE.

WE NEED TO ENGAGE IN A PROFESSIONAL SERVICES CONTRACT TO GET THAT INFORMATION GOING.

AT THE SAME TIME, WE WOULD BEGIN DOING SOME IMMUNITY OUTREACH.

I HAVE BEEN WORKING ON WHAT SOME POTENTIAL INFORMATION COULD LOOK LIKE WITH PUBLIC AFFAIRS OFFICE HERE WITH BLUGRASCAT'S SMILE WALKER'S OFFICE AND POTENTIALLY THAT INFORMATION WOULD START GOING OUT AGAIN SOMETIME IN FEBRUARY OR MARCH OF THIS YEAR.

BY NEXT MARCH WE WOULD BE WORKING ON DRAFTING A POTENTIAL PROJECT LIST, COST AND POTENTIAL ON SIZE.

A LOT OF THIS WORK HAS SOMEWHAT BEEN DONE BECAUSE WE WENT TO THIS PROCESS TWO YEARS AGO.

WE JUST NEED TO UPDATE OUR INFORMATION, OF EIGHT FOR ESCALATION COSTS ON THE TOTAL PROJECT COST ON THAT BUT THE ACTUAL PROJECT LIST WOULD ACTUALLY NOT CHANGE AS MUCH UNLESS THE BOARD WOULD LIKE TO ADD ANY ADDITIONAL POTENTIAL PROJECTS ON THAT LIST.

THE LIST PRIMARILY FOCUSES AROUND THE UPDATED FACILITY MASTER PLAN WHICH WAS RECENTLY ADOPTED BY THE BOARD.

WE WOULD BE HAPPY TO INCORPORATES ANY ADDITIONAL PROJECTS TO THE DESIRE OF THE BOARD.

AND THEN, I APRIL IS EVALUATE THE VOTER OPINION RESULTS.

AGAIN WE WOULD COME BACK TO THE BOARD AND PROVIDE INFORMATION ON WHAT VOTER

OPINIONS ARE SAYING OUT THERE AND PROVIDED PRESENTATION BACK TO THE BOARD AND THAT WOULD LIKELY HAPPEN AROUND SOMETIME IN APRIL.

AND THEN BY MAY WE ARE LOOKING AT DIGITALLY FINALIZING A PROJECT LIST COST, BOND SIZE AND THEN DRAFTING A POTENTIAL BALLOT MEASURE LANGUAGE ON THAT.

SO THAT WOULD BE ALL DONE SOMETIME IN THE MONTH OF MAY.

THEN, OBVIOUSLY WE WOULD THEN WANT TO ADOPT A RESOLUTION CALLING FOR THE BOND ELECTION LIKELY SOMETIME IN JULY OR EARLY, EARLY AUGUST.

REMEMBER THE DATE IS AUGUST 12TH TO DELIVER IN THAT WAY WE DON'T HAVE TOO MUCH FLEXIBILITY IN THE MONTH OF AUGUST IF THE BOARD CHOOSES TO I BELIEVE ON THE NEXT SLIDE I POINT OUT THE ACTUAL DATE THAT THE BOARD WOULD NEED TO ADOPT THAT FOLLOWING A TYPICAL BOARD SCHEDULING PROCESS.

DO WE THINK WE SHOULD CONTINUE TO EXPLORE THIS? WHOEVER WE WANT TO WORD THAT.

I WOULD BE VERY INTERESTED IN GETTING BACK LIKE THAT FROM THE RESIDENCE BEFORE WE MAKE ANY DECISIONS.

THAT IS ABSOLUTELY A FAIR QUESTION AND I WOULD IMAGINE IN THIS ENVIRONMENT NOW WOULD LIKELY BE A QUESTION.

AND WHAT WE WOULD ALSO DO IS ONCE WE DRAFT WORKING WITH OUR CONSULTANT ON THOSE QUESTIONS HAPPY TO SHARE THOSE WITH THE BOARD PRIOR TO THEM ACTUALLY BEING RELEASED OUT.

WE WANT YOU GUYS TO SEE WHAT THE QUESTIONS ARE BECAUSE YOU WILL LIKELY GET QUESTIONS FROM YOUR CONSTITUENTS GROUPS, RIGHT? WE WANT YOU TO BE COMFORTABLE AND FAMILIAR WITH THE QUESTIONS PRIOR TO THEM GOING OUT BECAUSE THEY WILL LIKELY NOT CALL US, THEY WOULD CALL YOU.

>> I ASSUME THERE IS SOME LEVEL OF TICKLER INTEREST THAT WE CAN ENGAGE AROUND CERTAIN TYPES OF TOPICS I CAN IMAGINE IT MAY BE LOGICAL TO ASK QUESTIONS ABOUT TECHNOLOGY INVESTMENT OR INVESTMENT AROUND AT RISK HOUSING FOR STUDENT PROFILES THAT KIND OF THING THAT IS ALREADY GERMANE TO WHAT OTHER PEOPLE ARE DEALING WITH RIGHT NOW.

>> SOME OF THE NEW QUESTIONS BOARD PRESIDENT BIRKEY THAT WE ARE LOOKING AT DOING THAT IS TO FOCUS AROUND STUDENT HOUSING BECAUSE WE WANT TO GAUGE INTO WHAT THE INFORMATION IS FROM A VOTER STANDPOINT.

WHETHER OR NOT THERE IS ANY INTEREST IN UTILIZING THAT TYPE OF DOLLAR TO BUILD HOUSING OR POTENTIAL THINGS.

THAT CAN ABSOLUTELY BE A QUESTION.

ON THAT WE WOULD WANT TO KNOW THAT ANYWAY BECAUSE GIVEN THE CLIMATE THAT WE ARE IN GIVEN SOME OF THE INITIATIVES AT THE STATE LEVEL ON HOUSING WE WOULD WANT TO MAKE SURE WHAT THE OPINION OF THE VOTERS IS RELATING TO THOSE TYPES OF PROJECTS.

>> ESPECIALLY IF WE CAN MATCH.

THERE'S A LOT OF FUNDING COMING FROM THE STATE THAT IF WE ARE ABLE TO PUT MONEY ON THE TABLE COULD BE MATCHED AND WE COULD TAKE ADVANTAGE OF THAT IN WAYS THAT OTHERWISE THAT OPPORTUNITY FINANCIALLY GOES AWAY.

>> YOU HIT THE NAIL ON THE HEAD ON THAT.

THE ONLY WAY TO REALLY TAKE ADVANTAGE OF THOSE STATE DOLLARS GOING TO HAVE TO HAVE MATCHING FUNDS AND WE DON'T HAVE THE ABILITY TO MATCH THOSE DOLLARS.

THOSE DOLLARS WE GET FROM THE STATE ARE LIKELY NOT EFFICIENT FOR US TO FULLY BUILD OUT SOMETHING ON THAT.

YOU ARE ABSOLUTELY RIGHT ON THAT.

>> WE ARE NOT COMPETITIVE, EITHER RIGHT? THERE'S NOT A LOT OF MONEY THAT A LOT OF INSTITUTIONS THAT ARE ELIGIBLE SO IN ORDER TO CAPTURE THAT MONEY AND BRING IT HOME WE WOULD NEED TO ABLE TO BE AS COMPETITIVE AS POSSIBLE.

IS THAT CORRECT?

RIGHT NOW THE APPLICATION PROCESS IS OVERTAXED.

THERE WAS AN OVERWHELMING APPLICATION AMOUNT TOO MANY TO FULFILL THE APPLICATIONS THAT THE STATE GETS.

THERE'S GOING TO BE SOME DIFFICULT QUESTIONS AND THE DISTRICTS THAT DO GET MONEY THERE'S GOING TO BE AN EMPHASIS FOR THEM TO FULFILL THOSE PROMISES OTHERWISE THEY ARE GOING TO TAKE AWAY THE DOLLARS AND GIVE IT TO SOMEONE ELSE BECAUSE THERE IS SUCH A DEMAND OUT THERE STATEWIDE.

>> I WANT TO SAY AMONG OTHER THINGS ECHO TRUSTEE PRESENTS COMMENTS 100 PERCENT THAT NEEDS TO BE A QUESTION THAT WE ASK OUR CONSTITUENTS ESPECIALLY IF WE ARE GOING TO BE DIGITALLY PUTTING IN ANOTHER $25 PER HUNDRED THOUSAND IN THE HOUSING PRICES AND THEY HAVE SKYROCKETED IN JUST THE PAST TWO YEARS.

EVEN IN THAT TWO YEARS I THINK WE HAVE HAD TO SEE SO MUCH CHANGE IN HOW IT COMMUNITY COLLEGE WORKS THAT WE REALLY NEED TO TAKE A FUNDAMENTAL CHANGE AND FUNDAMENTAL REWORKING OF THE MASTER PLAN TO DECIDE HOW WE ARE GOING TO CONTINUE TO ATTRACT STUDENTS.

ONE OF THE THINGS THAT WE HAVE STARTED TO DO PRIOR TO THE PANDEMIC WAS REACHING OUT TO CREATE SITE AT DIFFERENT PORTIONS OF OUR COMMUNITY COLLEGE.

SO, IF YOU HAVE FORGOTTEN TO UPLOAD YOUR VACCINATION CARD PLEASE DO SO BEFORE FEBRUARY 21ST OTHERWISE WHEN YOU CHECK-IN ON THE SYSTEM AFTER FEBRUARY 21ST YOU WILL BE GIVEN A RED BADGE AND THAT MEANS YOU WILL HAVE TO GO TEST AND TEST NEGATIVE IN ORDER TO ENTER CAMPUS.

STUDENTS- WE HAVE 2129 STUDENTS WHO HAVE SUBMITTED VACCINATION CARDS WITH SISTERS.

WE HAVE 2022 STUDENTS WHO ARE BOOSTER ELIGIBLE AND HAVE NOT SUBMITTED THEIR CARD OR HAVE NOT GOTTEN BOOSTER.

THAT MEANS THAT 2022 STUDENTS IN ADDITION TO ALL THOSE WHO HAVE EXEMPTIONS FOR VACCINATION WILL ALSO HAVE TO TEST WEEK TO COME TO CAMPUS.

WE HAVE 818 STUDENTS WHO HAVE SUBMITTED VACCINATION CARDS.

BUT ARE NOT ELIGIBLE FOR BOOSTER JET.

SO, THE NUMBER OF BOOSTER ELIGIBLE WILL INCREASE DAILY AS THEY BECOME DUE FOR BOOSTERS.

I WANT TO CLARIFY THAT WE ARE NOT MANDATING BOOSTER VACCINES AND YOU ARE CONSIDERED FULLY VACCINATED WITH THE FIRST AND SECOND DOSE OF EITHER PFIZER AND MODERNA OR WITH THE FIRST DOSE OF JOHNSON AND JOHNSON.

YOU ARE NOT REQUIRED TO HAVE A BOOSTER VACCINE.

HOWEVER, IF YOU ARE ELIGIBLE FOR ONE AND YOU CHOOSE NOT TO GET IT YOU WILL HAVE TO TEST WEEKLY.

THE CASES OF COVID-19 CONTINUE TO DECLINE AND HAD TO DECLINED 50 PERCENT SINCE THE NUMBERS I REPORTED LAST WEEK.

NOW, THE INSTITUTION OF HIGHER EDUCATION GUIDELINES OPERATE A LITTLE DIFFERENT FROM THE COUNTY GUIDELINES.

THEY ARE BOTH ISSUED BY THE SAME BODY BUT SOMETIMES THE HIGHER EDUCATION GUIDELINES TEND TO BE A LITTLE MORE STRICT THAN THE ONES FOR THE COUNTY AT LARGE.

PARTIAL REASONS FOR THAT IS THAT WE HAVE TO DO IT ON REPORTING PAIRED FOR INSTANCE, A CONCERT VENUE.

IN ORDER TO ACKNOWLEDGE THE STUDENTS WE HAD TO SWITCH SEVERAL CLASSES TO SHORTER SECTIONS ONLINE IN THE SAME LENGTH OF SECTIONAL LINES SO THEY SEEM TO BE PREFERRING ONLINE CLASSES MORE AT THIS POINT THEN ON CAMPUS CLASSES WHICH WAS PART OF THE POINT I WAS TRYING TO MAKE THE LAST TIME AROUND.

WE NEED TO INVEST A LITTLE WITH MORE ON THE DEVELOPMENT OF OUR ONLINE PROGRAM.

I THINK WE HAVE DONE A GREAT JOB.

OUR FACULTY HAS IMPROVED SEVERAL POINTS ON ONLINE PERFORMANCE COMPARED TO THE NUMBERS WE USED TO SEE WITH THE PANDEMIC BUT THE GAP IN THE PROGRAM STILL EXISTS.

IF THE STUDENTS CONTINUE TO PREFER ONLINE MODALITY IT'S IMPORTANT TO US TO MAKE SIGNIFICANT INVESTMENT ON INFRASTRUCTURES AND PROFESSIONAL DEVELOPMENT AND SUPPORT OF FACULTY TO CONTINUE TO MAKE IMPROVEMENT IN THAT ENVIRONMENT.

ENROLLMENT IS VERY KEY TO HOW WE FUND OUR COLLEGE, HOW WE PAY OUR SALARIES AND PAY FOR OUR BENEFIT.

AGAIN, I THINK THIS IS SOMETHING THAT WE REALLY NEED TO BE MORE AWARE OF ESPECIALLY AS WE GET CLOSER TO THE BUDGET.

THAT WAS A HUGE AMOUNT OF DOLLARS I DON'T KNOW THE FIGURE ROUGHLY 2 MILLION OR SO THAT WE WERE ABLE TO RELIEVE STUDENTS THAT HAD HOLES ON THEIR ACCOUNT ALLOWED THEM THE ABILITY TO HAVE ACCESS TO THE CAMPUS BECAUSE OF THE DOLLARS.

WE ARE BEING AS CREATIVE AS POSSIBLE TO COME UP WITH IDEAS, TECHNOLOGIES AND STRATEGIES ON USES OF THESE DOLLARS TO ALLOW STUDENTS TO COME IN AND REGISTER AND TAKE CLASSES ON AND TRY TO ELIMINATE AS MANY ROADBLOCKS AS WE POSSIBLY CAN ON THAT.

GIVEN THE SITUATION WE ARE DOING ALL WE CAN ON THE.

AND, THE CHAMBER OF COMMERCE NORWALK FOR THE INVITATION TO SHARE WITH THEM A LITTLE BIT OF THE WORK THAT WE ARE DOING AT CERRITOS COLLEGE.

IT IS ALWAYS REALLY NICE TO BE ABLE TO GO AND SPEAK BEFORE THE COUNCIL AND BEFORE THE DIFFERENT CHAMBERS AND SHOWCASE THE WORK THAT WE ARE DOING.

THE COMMENTS HAVE BEEN WELL RECEIVED AND ALTHOUGH I GET TO HEAR FIRSTHAND HOW EXCITED THEY ARE THAT WE ARE MAKING SUCH GREAT PROGRESS AT THE COLLEGE AND THE STUDENTS ARE OUR PRIORITY NUMBER 1 I LIKE TO PASS THAT TO EVERYONE ON CAMPUS.

IT DOES TAKE A VILLAGE FOR US TO BE SUCCESSFUL IN STUDENT BE SUCCESSFUL.

I WOULD LIKE TO THANK THE BOARD OF TRUSTEES FOR THEIR SUPPORT BUT EVERY TIME I HAVE GONE OVER THE LAST COUPLE OF WEEKS TO PRESENT IT HAS BEEN INCREDIBLY WELL RECEIVED SO THANK YOU TO THE FACULTY, TO THE STAFF, TO THE ADMINISTRATORS, CONFIDENTIAL, EVERYONE AT RIOS COLLEGE TO MAKE OUR STUDENTS A PRIORITY AND IT
