TO KNOW THAT WE RECOGNIZE AND APPROPRIATELY COMPENSATE THE FACULTY HAVE WORKED SO DILIGENTLY WHICH RESULTS IN STUDENT SUCCESSES.>> NEXT WE ARE GOING TO ASK THE CSE PRESIDENT.
>> GOOD EVENING BOARD OF TRUSTEES AND ALL OF OUR DISTRICT EMPLOYEES AND GUESTS TONIGHT.
I'M GLAD TO HEAR THAT -- ESSENTIAL EMPLOYEES WILL GREATLY BENEFIT FROM THE LEGISLATION RATHER THAN USING THEIR OWN TIME, THEIR OWN SICK LEAVE, VACATION. THEY WILL NOW BE ABLE TO BENEFIT FROM THE LEGISLATION OF THE 80 HOURS AS WELL AS SOME NONESSENTIAL EMPLOYEES VOLUNTEERING ON CAMPUS, 50 PERCENT FOR STUDENTS ON CAMPUS.
ON A DIFFERENT NOTE I WAS ABLE TO REGISTER FOR THE COVID CLINIC AND THE
[2.01 Institutional Presentation: COVID-19 Campus Safety Protocols Update]
PROCESS IS FAIRLY SIMPLE.I'LL BE TESTING ON FRIDAY. GOING THROUGH THE PROCESS WITH WHAT MY MEMBERS HAVE TO DO.
IT WILL HOPEFULLY BE A SIMPLE PROCESS EASY GO THROUGH AND IT SHOULD BE SAFE.
THAT IS MY HOPE AND I WILL REPORT
[00:10:03]
BACK NEXT TIME.AGAIN, THANK YOU FOR ALLOWING REMOTE WORK UNTIL MARCH 7.
AND WE HOPE TO BE BACK SOON OF COURSE IS TO SERVE OUR STUDENTS IN THE SAFEST ENVIRONMENT POSSIBLE FOR EVERYONE.
WE CONTINUE TO MEET WITH THE DISTRICT NEGOTIATION TEAM OVER -- AND HOPE FOR CONSIDERATION OF OUR REQUEST FOR SOME ESSENTIAL IN FRONT-LINE EMPLOYEES DUE TO THE HIGHLY CONTAGIOUS WORKING CONDITIONS EACH AND EVERY DAY.
I HOPE WE ARE ABLE TO GET SOMETHING FOR OUR MEMBERS FOR THEIR WORK, OBVIOUSLY FOR APPRECIATION AND WHAT THEY DO EACH AND EVERY DAY. THANK YOU, THAT'S ALL I HAVE TO REPORT.
>> AM GOING TO GIVE YOU LITTLE OVERVIEW OF THE DATA THAT WE HAVE REGARDING COVID-19.
AROUND THE STATE AND THE COUNTRY ON A LOCAL LEVEL, THIS IS JUST A QUICK SNAPSHOT, OBVIOUSLY IS NOT ABLE TO FIT ALL THE STATES IN ONE IMAGE BUT YOU CAN SEE HERE, A CHART OF POSITIVE CASES ACROSS THE NATION, ONCE AGAIN WE NEED TO INCLUDE EVERYTHING IT LARGELY LOOKS LIKE WHAT YOU SEE ON THE SCREEN.
VERY SHARP INCREASE OF COVID-19 OMICRON VIRUS.
IN DECEMBER ALL THE WAY THROUGH JANUARY, AND FEBRUARY ALL THE WAY UNTIL TODAY.
YOU CAN SEE THAT THIS IS HAPPENING ACROSS THE STATES.
BUT AS YOU CAN SEE PARTICULARLY ON THE FIRST ONE, YOU CAN SEE.[INAUDIBLE] FROM THERE WE ACTUALLY MOVE TO THE CALIFORNIA LEVEL.
YOU CAN SEE THAT WE HIT OVER 200,000 CASES FOR A FEW DAYS IN THE LAST FEW WEEKS.
BUT IT CONTINUES TO -- YOU CAN SEE ON THE BACKEND OF THIS, AS WE CONTINUE TO MONITOR THE CASES.
THEN THAT BRINGS US TO THE COUNTY.
YESTERDAY, WE REPORTED 4200 CASES WITH THE CLIENT OF COVID POSITIVE CASES OF ROUGHLY 70 PERCENT IN THE LAST 14 DAYS.
IT IS DECLINING ALMOST AS QUICKLY AS IT WAS GOING UP IN JANUARY.
WE EXPECT TO SEE A CONTINUED DECLINE MOVING FORWARD. THE CASE NUMBERS TODAY, ABOUT 5000.
WHICH IS A LITTLE HIGHER THAN YESTERDAY AND THE DAY BEFORE.
BECAUSE OF THE WEEKEND. [INAUDIBLE] THE NUMBER DID NOT INCREASE AS MUCH AS WE'VE SEEN IN THE LAST FEW WEEKS.
WHAT IS NEXT FOR US AS YOU PROBABLY KNOW, THE GOAL IS TO NOT LET THE MASK MANDATE EXPIRE.
[00:15:04]
THE COUNTIES AROUND US ALREADY SAID THEY ARE NOT REMOVING THE MASK MANDATE AT THIS TIME.EVEN IF THEY REMOVE IT WE STILL HAVE A MASK MANDATE ON CAMPUS.
EVEN IF THE GOVERNOR AND THE COUNTY REMOVE THIS WE HAVE TO OBVIOUSLY DISCUSS THE POSSIBILITY TO REMOVE HOURS SINCE IT'S A CURRENT MANDATE.
WHERE ARE WE AT RIGHT NOW WITH GATHERINGS? NO GATHERINGS, THE ONLY THINGS THAT WE HAVE OPENING ARE SOME SPORTS VENUES, WE ARE NOT NECESSARILY ALLOWING OUTSIDE EVENTS TO HAPPEN ON OUR CAMPUS.
WE ARE STILL OBSERVING THE DISTANCE AND WEARING MASKS.
WHEN WE TALK ABOUT SIX FOOT DISTANCE, IN CLASSROOMS, THEY ARE SET UP IN A WAY WHICH IS EACH SEAT IS SIX FEET AWAY FROM THE NEXT.
WE ARE ESSENTIALLY THE LAST CAMPUS WITH NEIGHBORING DISTRICT WITH SOCIAL DISTANCING AND NO GATHERINGS. WE HAVE SOME OF THE MORE STRICT RULES WHEN IT COMES TO COVID-19.
AS CASES CONTINUE TO DECLINE THE RULES OF THE STATE AND THE COUNTY CONTINUE TO CHANGE.
WE ARE GOING TO -- THE SUMMER SEMESTER AND FALL SEMESTER, WHAT THEY WILL LOOK LIKE AT CERRITOS COLLEGE.
CLASSROOM CAPACITY, SIX-FOOT DISTANCING AND OBVIOUSLY THE MANDATES, SIX-FOOT DISTANCE WAS OVER 10 MONTHS AGO.
OTHER COLLEGES HAVE SIX-FOOT DISTANCING IN THE CLASS WAS FALL SEMESTER.
WE DECIDED TO CONTINUE BECAUSE OF SAFETY OF THE STUDENTS, FACULTY AND STAFF IS A HIGH PRIORITY.
THE NUMBERS DECLINING RULES CONTINUE TO CHANGE, VACCINATION -- THE PROGRAM CONTINUES -- [INAUDIBLE] IT'S IMPORTANT TO REMEMBER THE WAY WE ARE ABLE TO MAINTAIN CLASSROOMS AT A LOWER CAPACITY IS COVERED BY FEDERAL FUNDING.
THAT FUNDING IS SCHEDULED TO EXPIRE MAY 31, CORRECT? MAY 11! MAY 11.
ANY DOLLARS THAT WE HAVE NOT BILLED AGAINST THAT IS -- WE WILL LOSE.
WE WILL CONTINUE TO COMPENSATE FOR THE SMALLER CLASSES GOING FORWARD.
WE HAVE CONVERSATIONS WITH STATE AND FEDERAL REPRESENTATIVES AND THE OPPORTUNITY TO MEET WITH THE CONGRESSWOMAN.
THERE SEEMS TO BE LITTLE INTEREST ON THE FEDERAL GOVERNMENT TO EXTEND THE DEADLINE TO EXTEND OR RETURN -- WE ARE CONTINUING OBVIOUSLY FOR RESPONSE.[INAUDIBLE] THIS SEEMS TO BE VERY LITTLE INTEREST, FOR EVERYONE HAD THE OPPORTUNITY TO SPEAK IN THE LAST SEVERAL DAYS, THEY WERE ABLE TO EXTEND THE DEADLINE.
THERE WILL BE EXTENSIONS BUT THEY WILL BE ADOPTED AND PROBABLY -- NOT FOR THE TOTAL AMOUNT. WE ARE PLANNING TO RECONVENE -- THE BEGINNING OF THE FALL SEMESTER 2021.
WE HAD SOME CONVERSATIONS AS TO HOW WE CONTINUE TO MAKE THE PRESENCE ON CAMPUS AS WE MOVE
[00:20:06]
FORWARD. THE NEXT SLIDE IS A LITTLE ABOUT WHAT'S HAPPENING, FACE-TO-FACE CLASSES AND ONLINE CLASSES AND WE'VE SEEN THE DATA FOR HYBRID.THE DATA IS BEING MADE AVAILABLE NOW TO THE DEPARTMENT CHAIRS SO WE CAN ACTUALLY SEE WHAT'S HAPPENING TO THE STUDENTS IN SPRING 2020, FALL 2020, 2021 AND PRE-COVID.
IN A NUTSHELL, IT SEEMS THE STUDENTS PERFORM BETTER FACE-TO-FACE CLASSES FOLLOWED BY HYBRID CLASSES AND LASTLY, ONLINE CLASSES.
I SAY ONLINE CLASSES WITH HESITATION BECAUSE THE PERFORMANCE OF THE ONLINE CLASSES ISN'T THE SAME AS THE ONLINE PERFORMANCE, WE HAVE MADE SIGNIFICANT PROGRESS ON ONLINE DELIVERY PERFORMANCE.
THE NUMBERS OR SUCCESS RATES FOR ONLINE CLASSES MAY NOT BE AS HIGH AS WE HAVE SEEN FACE-TO-FACE. BUT THEY ARE HIGHER THAN THEY USED TO BE.
WE'VE GOT -- A LOT OF WORK AND QUALITY COURSES AND CONSISTENT COURSES FOR STUDENTS.
WHAT I'M TRYING TO SAY IS WE NEED TO CONTINUE TO RETURN TO CAMPUS, WE NEED TO CONTINUE TO OFFER FACE-TO-FACE CLASSES.
BUT IT DOES NOT MEAN THAT WE SHOULD LEAVE ALL MY CLASSES AND HARBOR CLASSES BEHIND BECAUSE IT'S FOR STUDENTS, WE HAVE GOTTEN A LOT BETTER ON DELIVERING AND DEVELOPING THE COURSES.
PROFESSIONAL DEVELOPMENT AND WAYS IN WHICH WE CONTINUE TO BUILD THE MOMENTUM AND SUCCESS THAT WE ARE SEEING IN ONLINE CLASSES.
AGAIN, THE DATA IS TO SAY, THE ONLINE AND HYBRID -- YOU CAN SEE THE NUMBERS ARE A LITTLE BIT HIGHER THAN THEY USED TO BE PRE-PANDEMIC. [INAUDIBLE] STUDENTS DO MUCH BETTER AS YOU CAN SEE, ON FACE-TO-FACE BUT THOSE DELIVERY AND DELIVERY ARE SHOWING A LOT OF PROMISE.
YOU SEE THE OPPORTUNITY OF CONTINUING TO OFFER THESE SERVICES IN SIMILAR WAY, WE NEED TO INVEST MORE IN THE STRUCTURE FOR ONLINE AND HYBRID, PROFESSIONAL DEVELOPMENT AND -- [INAUDIBLE] WE'VE GOT BETTER BUT THERE'S STILL A SIGNIFICANT GAP THAT WE CAN CLOSE.
WHEN SHE GET ON THE DASHBOARD LOOKING AT THE DATA, YOU'RE GOING TO SEE IN SOME INSTANCES, ONLINE CLASSES OUTPERFORM FACE-TO-FACE CLASSES.
YOU WILL SEE THE SUCCESS RATE.
IT'S NOT WHAT YOU SEE HERE FOR ONLINE CLASSES.
AND THAT'S FOR US TO BE ABLE TO EXAMINE AND IDENTIFY WHERE WE ARE STRONG AND POTENTIALLY, LEARN WHAT ARE WE DOING WELL IN THOSE AREAS TO BE ABLE TO REPLICATE THOSE AREAS THAT WE HAVE NOT. THE DATA IS BEING MADE AVAILABLE TO THE DEAN'S AND DEPARTMENT CHAIRS AND FROM THERE IT WILL BE GOING TO INDIVIDUAL DEPARTMENTS.
SO EVERYONE CAN ACTUALLY SEE HOW WE ARE DOING IN THOSE MODALITIES AND FOR US TO BE ABLE TO SUPPORT THE STUDENTS AND FACULTY TO DEVELOP AND TO KNOW WHERE TO PUT RESOURCES.
THE NUMBERS ARE DECLINING WE ARE GOING TO CONTINUE AS WE COME BACK ON MARCH 7.
WE ARE GOING TO OPEN CONVERSATIONS AS TO
[00:25:02]
WHAT THE SUMMER WILL LOOK LIKE AND THE FALL WILL LOOK LIKE.WE ARE PLANNING TO ACTIVATE THE COMMITTEE, THE COMMITTEES THAT WE USE IN THE FALL SEMESTER AND THOSE CONVERSATIONS.
-- THE LEVEL OF SECURITY THAT WE HAVE IMPLEMENTED AT CERRITOS COLLEGE IS PERHAPS, THE MOST STRICT COMPARED TO OUR NEIGHBORING COLLEGE.
WHICH OBVIOUSLY, FOR ME I FEEL COMFORTABLE COMING TO THE OFFICE, I FEEL COMFORTABLE -- I FEEL EXPOSURES NO GREATER THAN THE EXPOSURE EXPERIENCE GOING TO THE STORE OR SO ON AND SO FORTH.
OBVIOUSLY, WE ARE GOING TO DO EVERYTHING WE CAN IN ORDER TO OBTAIN A HIGH LEVEL OF SECURITY WE HAVE SUFFICIENT SUFFICIENT MASK ORDERS WE ARE ABLE TO HAVE MASKS.[INAUDIBLE] WE HAVE SUPPLIES FOR CLEANING, WE HAVE PURCHASED A NUMBER OF EQUIPMENT MACHINES AND EQUIPMENT THAT ALLOWS FOR VERY RAPIDLY CLASSROOMS, BUILDINGS AND UPGRADES THAT WE HAVE MADE.
THE NUMBERS CONTINUE TO DECLINE, I FEEL COMFORTABLE REASSURING THAT WE HAVE -- READY TO BE BACK ON CAMPUS BY MARCH 7. I WILL BE HAPPY TO ANSWER ANY QUESTIONS.
THANK YOU FOR THE PRESENTATION, IT WAS VERY HELPFUL.
I HAVE A QUESTION ON THE CHART THAT WAS JUST UP ON THE MODALITIES.
SO, WHAT DOES IT ACTUALLY MEAN THOUGH? DOES IT MEAN THE NUMBER OF STUDENTS? AGAIN, WHAT WAS THE Y AXIS?
>> THIS IS ALL THE CLASSES, AND ALL THE STUDENTS, ALL THE DEPARTMENTS ACROSS CAMPUS, FALL, SPRING TWO THE SAME NUMBERS FOR 2019, PRE-COVID.
>> -- I WILL MAKE IT EASIER PRE-SPRING OF 19, 70.21 PERCENT OF STUDENTS TOOK CLASSES FACE-TO-FACE.
IS THAT CORRECT? >> THE SUCCESS RATE.
>> ALL THE STUDENTS FALL AND SPRING 19 TOOK CLASSES ON CAMPUS FACE-TO-FACE ON CAMPUS, THE AGGREGATE OF ALL THE STUDENTS WAS 70.21.
>> I'M SORRY THAT WAS THE GREAT WAR, WHAT DOES THAT MEAN? THE AVERAGE -- QUICKLY SUCCESSFULLY COMPLETED THE CLASSES.
>> OKAY SO THAT IS TELLING ME THAT.
SO SPRING OF 2019, THE STUDENTS WHO TOOK THE CLASSES FACE-TO-FACE, AGGREGATE, THEY RECEIVED A C IN CLASSES, IS THAT WHAT THAT'S READING?
>> NO -- IN THE SPRING OF 2019, 100 PERCENT OF THE STUDENTS WHO TOOK FACE-TO-FACE CLASSES, 70.21 PERCENT SUCCESSFULLY COMPLETED THE CLASS.
SO LET'S SAY THE TOTAL NUMBER OF STUDENT WAS 10,000.
WE CAN SAY 70.21 OUT OF THE 10,000 STUDENTS TOOK FACE-TO-FACE CLASSES SUCCESSFULLY COMPLETED THE CLASS.
>> OKAY SO SOME THAT YOU NEED TO DO SOME CLEANING UP OF YOUR X AND Y AXIS AND LEGEND TO MAKE IT EASIER TO UNDERSTAND.
BECAUSE THAT IS NOT HOW I UNDERSTAND BY READING IT BUT I UNDERSTAND HOW YOU ARE BY EXPLAINING IT.
MAYBE YOU COULD CLEAN UP THE GRAPH A BIT, THAT
[00:30:04]
WOULD BE HELPFUL. THE SECOND QUESTION RELATES MORE OF A COMMENT.YOU KNOW WE JUST CAME BACK FROM AC CT AND THERE WAS A LOT OF DATA SHARED ABOUT HOW STUDENTS AND HOW FACULTY MEMBERS AND HOUSESTAFF, THEY WERE FEELING ABOUT THE CURRENT EDUCATION SYSTEM AND IT SEEMED LIKE THE NUMBER ONE CONCERN THAT EVERYBODY HAD A CROSS ALL THE BOARD, STUDENTS AND EMPLOYEES WAS STRESS.
IT SEEMED LIKE TO BE A TOPIC THAT ROSE TO THE TOP OVER AND OVER AGAIN OF THE SURVEYS. SO I'M WONDERING WHAT WE CAN DO ABOUT THAT HERE AT THE COLLEGE.
>> I'VE BEEN WONDERING ABOUT THAT MYSELF.
OBVIOUSLY, WE HAVE SUPPORT SERVICES, EMPLOYEE ASSISTANCE LINE, STUDENT ASSISTANCE LINE, WE HAVE PSYCHOLOGISTS, THAT COULD POTENTIALLY HELP WITH THAT. PART OF THE LITERATURE THAT HAVE BEEN READING AND SPEAKING WITH OTHERS, I THINK IS ACROSS THE BOARD, FROM MY LEVEL TO EVERY LEVEL ON CAMPUS, IS A HIGHER BURNOUT RATE THAT WE ARE STARTING TO SEE WITH EMPLOYEES, I THINK THAT IS REPRESENTATIVE OF WHAT WE ARE SEEING ACROSS THE INDUSTRY.
WHAT PEOPLE CALL THE GREAT RESERVATION, HAS TO DO WITH -- [INAUDIBLE] WE CAN DO SOME RESEARCH ABOUT THAT.
I'VE BEEN CONSULTING WITH OTHERS ACROSS THE STATE AND I DON'T HAVE AN ANSWER FOR THAT RIGHT NOW.
I SPOKE WITH A GROUP ON CAMPUS TO ASK THEM, WHATEVER IDEAS THEY MAY HAVE, ACTIVITIES OR ACTIONS THAT WE COULD POTENTIALLY TAKE TO HELP ALL OF US REDUCE BURNOUT.
THERE IS STRESS BUT THE ACTUAL TRANSLATION OF THAT I HAVE FOUND -- ACTUALLY A HIGHER RATE OF BURNOUT. ESSENTIALLY WALKING AWAY FROM SLOWING DOWN BURNOUT.
>> OKAY THANK YOU VERY MUCH. DEFINITELY SOMETHING WE SHOULD WORK ON.
INITIALLY A LOT OF RESOURCES AND PEOPLE ON CAMPUS I CAN COME UP WITH SOME IDEAS.
THE OTHER QUESTION I HAD IS WHAT WAS LEFT AND WE SURVEYED THE STUDENTS ABOUT THE DIFFERENT OPTIONS THAT WE ARE OFFERING ON CAMPUS AND HOW THEY ARE VIEWING AND HOW THEY ARE ACCESSING SUPPORT SERVICES, WRAPAROUND SERVICES AND ANY IDEAS THAT THEY HAVE FOR IMPROVEMENT AS IT RELATES TO CONTINUING ENROLLMENT IN COMPLETING CLASSES.
>> THE LAST TIME WE ACTUALLY HAD A CONVERSATION LIKE THAT THIS MORNING AND WE WILL BE DOING ANOTHER ONE IN THE NEXT FEW WEEKS TO TRY TO GET READY FOR THE FALL SEMESTER.
WE FOUND AS A CHALLENGE, IN THE FALL SEMESTER WAS STUDENT ACTIONS DIDN'T REPRESENT -- IF IT SAID THEY WANTED MORE EMPANADAS SO WE PUT MORE EMPANADAS AND THEN THEY DIDN'T PICK THEM UP, THEY DECIDED.
THE HAPPENS OF COURSE WITH MANY OTHER SERVICES THAT WE PROVIDED ON CAMPUS. SO THE WRAPAROUND SERVICES AND CLASSES, WE HAVE TO QUICKLY
[00:35:07]
CHANGE WHAT WE HAD DONE BECAUSE THE STUDENTS, THE SURVEY DID NOT REFLECT THE ACTIONS.WHAT I'VE LEARNED SINCE, IS THAT JUST LIKE FOR US, AND THE PANDEMIC CHANGES WHAT THEY DO RAPIDLY AND DRASTICALLY. WE WERE READY TO BEGIN THE SPRING SEMESTER, WE MADE THE PLANS AND THEN BY DECEMBER WE HAD TO SCRATCH EVERYTHING AND START ALL OVER AGAIN.
FOR THE STUDENTS, A SIMILAR CASE.[INAUDIBLE] EMPLOYMENT IN THE HOUSEHOLD AND WHEN THE PANDEMIC HITTING OBVIOUSLY EVERYONE ELSE EXPERIENCED EVENTS, GOING TO WORK OR TO SCHOOL AND SO ON AND SO FORTH. SO THAT INTERCHANGES ON THE SELECTION EVEN EARLY ON IN THE FALL SEMESTER, THEY INDICATED THAT THEY WANT -- I THINK PERHAPS THE LARGEST IMPACT, TO PREDICT WHERE THEY ARE, WHERE THE STUDENTS ARE GOING I THINK THE EMPLOYMENT RATES PERHAPS THE LOWEST WE'VE EVER SEEN SINCE -- [INAUDIBLE] HIGHER WAGES ON ENTRY-LEVEL JOBS ESSENTIALLY, LEAVING STUDENTS INTO THE WORKFORCE AT A HIGHER RATE -- IT MEANS FOR THEM WHEN THEY DECIDED TO GET A JOB THAT IS 20 OR $22 AN HOUR.[INAUDIBLE] THEY MAKE A SWITCH BECAUSE IT IS OBVIOUSLY THE OPPORTUNITY TO GO AND EARN THAT INCOME.
WE WILL SURVEY AGAIN AND TRY TO FOLLOW THE ENROLLMENTS AND PREFERENCE PATTERN.
BUT THE ACTIONS DO NOT NECESSARILY MEET THE WAY THE ANSWER THE SURVEY.
IT SEEMS TO BE AN ISSUE ACROSS MANY INSTITUTIONS. I'VE SPOKEN MOST OF MY COLLEAGUES IN OTHER PLACES AND THEY ARE SEEING VERY SIMILAR SITUATIONS IN WHICH STUDENTS REPRESENT THE SERVICE AND MOST PEOPLE -- THEY THINK THE JOB MARKET HAS SOMETHING TO DO
WITH THAT. >>.[INAUDIBLE] THAT WAS DURING THE PANDEMIC.
SO I THINK BASED ON THESE, DURING THE PANDEMIC THE FACE-TO-FACE CLASS WAS JUST -- ONLY THE NURSING GOING TO THE HOSPITAL SO THE RATE WILL BE VERY HIGH.
ONE PERCENT -- [INAUDIBLE] I THINK WE NEED TO SEE THAT DURING THE PANDEMIC THEY TRIED TO UPGRADE THE TECHNOLOGY. [INAUDIBLE] I APPRECIATE -- WE SHOULD HAVE THE MODALITY AND WE ALSO NEED TO QUICKLY UPDATE AND BE.[INAUDIBLE] I THINK
[00:40:11]
CERRITOS COLLEGE FACULTY -- THANK YOU SOAND I WANT TO LOOK AT THIS TO SAY WHAT IS HAPPENING ONLINE -- I WANT TO REMEMBER THAT THIS IS TO SHOW THAT YES, WE NEED TO COME BACK TO CAMPUS.
SO THE OPTION OF COMING TO CAMPUS, THE STUDENTS WOULD PREFER TO BE ON CAMPUS AND PREFER TO TAKE THE CLASSES, THEY NEED TO STAY OPEN AND NEED TO EXPAND.
THAT DOES NOT MEAN HYBRID AND ONLINE IT NEEDS TO GO AWAY.
BECAUSE WHEN WE LOOK FOR INSTANCE IN SPRING 2019, PRE-PANDEMIC, THERE WAS ONLY 60.39 PERCENT OF ALL STUDENTS SUCCESSFULLY COMPLETED THE CLASS.
BUT THEN WE GO TO FALL 2021, AND 64 2.3, THIS IS DURING THE PANDEMIC WHEN PEOPLE ARE DEALING WITH THINGS, STILL PERFORMED BETTER IN THE CLASSES.
BUT IF YOU LOOK AT SPRING 2021, 66 PERCENT WHICH IS HIGHER THAN PRE-PANDEMIC AND THAT IS HIGHER THAN PRE-PANDEMIC AND THEN WE LOOK AT THE FACULTY MEMBERS, THEY ACTUALLY MEET AND LECTURE AT A PARTICULAR TIME FOR THE STUDENTS, HAVE A SUCCESS RATE OF 70 PERCENT.
THOSE NUMBERS ARE WAY HIGHER THAN THEY USED TO BE PRE-PANDEMIC. AND THAT IS COMING WITH ALL THE CHALLENGES THE FACULTY MEMBERS ARE EXPERIENCING AND THE STUDENTS ARE EXPERIENCING IN ORDER TO COMPLETE THE WORK.
SO WITH THIS, THE ONLINE IS NOT BAD, IT'S GOTTEN A LOT BETTER, THERE IS ROOM CERTAINLY TO CONTINUE TO OPEN OTHER COURSES BUT ALSO ROOM FOR US TO INVEST MORE IN THE TECHNOLOGY AND STRUCTURE AND TECHNICAL ASSISTANCE THAT WE NEED TO PROVIDE FOR FACULTY AND STUDENTS TO CONTINUE TO TRY -- YOU WILL FIND THERE IS A LOT HERE THAT OUTPERFORM FACE-TO-FACE CLASSES, ALSO WILL FIND SOME CLASSES JUST WON'T GET CLOSED -- AT THAT POINT IT'S IMPORTANT FOR THE FACULTY TO DECIDE WHETHER OR NOT IT IS SOMETHING THAT THEY HAVE A SOLUTION AND WE CAN DO BETTER OR CERTAIN CLASS SHOULD NOT BE OFFERED ONLINE.
I THINK THE DISCUSSION THAT FACULTY NEEDS TO HAVE WAS TO HAVE ACCESS TO THE DATA AND START WORKING, HOW THE SCHEDULES ARE GOING INTO THE FUTURE. THE MORAL OF THE STORY HERE IS THAT THERE IS ROOM -- THERE'S INTEREST IN THE MODALITIES FROM THE STUDENT'S PERSPECTIVE.
AND WE DO HAVE FACULTY, THEY'VE EXCELLED ON THE DIFFERENT MODALITY. SOME OF THEM WILL CONTINUE TO BE GREAT LECTURERS IN THE CLASSROOM BECAUSE IT IS THEIR PASSION, HOW THEY PERFORM AND SOME WILL EXCEL AND ONLINE AND HIGHER SOME WILL BE ABLE TO -- BETWEEN THE DIFFERENT MODALITIES, I THINK IT IS IMPORTANT WE LOOK AT THE DATA -- EVERY FACULTY GROUP HAS AN OPPORTUNITY TO LOOK AT THESE ISSUES FOR STUDENTS AS WE MOVE FORWARD.
AND IF WE ARE ABLE TO MASTER THE WAY THAT WE DO CLASSES FOR THE STUDENTS IN THE YEARS TO COME, WE WILL BE STRONGER FROM THE PANDEMIC AND BE ABLE TO COMBAT THE ISSUES.[INAUDIBLE] THAT WE WORKED SO HARD FOR.
[3.01 Consideration of Approval to Enact Provisions of AB 361 Allowing for Virtual Meetings]
WE WILL MOVE ON TO 3.01 CONSIDERATION OF APPROVAL TO ENACT[00:45:08]
PROVISIONS OF AB 361 ALLOWING FOR VIRTUAL MEETINGS.IN ORDER TO DO THE HYBRID MEETINGS WE WILL HAVE TO EVERY MONTH, WE AUTHORIZE AB 361.
AB 361 ESSENTIALLY IS A SENATE BILL THAT ALLOWS GOVERNMENT BODIES TO CONDUCT MEETINGS THAT ARE FULLY ONLINE OR HYBRID.
WITHOUT VALIDATING THE BROWN ACT.
WE APPROVE THIS IN OUR FIRST MEETING OF THE YEAR.
IN ORDER TO BE ABLE TO DO THE NEXT MEETING ON MARCH 16TH? WE HAVE TO RE-APPROVE THIS.
IT DOESN'T MEAN YOU HAVE TO, IS JUST IF YOU'RE GOING TO CONTINUE TO DO HYBRID MEETINGS, YOU NEED TO BE SURE THAT THIS IS --
[INAUDIBLE] MOTION TO APPROVE, SECOND? [INAUDIBLE] ANYONE SECOND?
WILL MOVE ON TO 3.0 TO CONSIDERATION OF TRUSTEE AREA MAPS A, B, C, C1,
[3.02 Consideration of Trustee Area Maps A, B, C, C2, C3, and C4]
C2, C3, AND C4.>> TYPICALLY HAVE A DRAWING THERE.
WE HAVE THIS, IT'S GOING TO HELP US WITH -- QUESTIONS REGARDING OUR MAPS. JUST TO PROVIDE SOME CONTEXT TO THE MEMBERS AND AUDIENCE, YOU COULD DO A COUPLE OF THINGS TODAY. ONE IS OBVIOUSLY, NO ACTION ALL AND MOVE FOR THE NEXT MEETING.
AT WHICH POINT, THE FINAL DAY WHICH YOU CAN -- ON MAPS, ALREADY POSTED AND VIEWED BY THE COMMUNITY.
IF THERE'S ANY INTEREST FOR MANY OF THE BOARD MEMBERS OR BY THE BOARD, TO CONSIDER ANY OF THE MAPS THAT WILL BE DRAWN TONIGHT.
WE WILL THEN POST THE MAPS AS SOON AS WE CAN AND THEN GIVE THE PUBLIC TIME TO REVIEW THE MAPS BEFORE THE NEXT MEETING SO YOU CAN THEN VOTE THE NEXT TIME. SO AGAIN, TO SUMMARIZE, IF THERE ANY CHANGES TO WHAT'S ALREADY PROPOSED AND POSTED ON THE WEBSITE, WE CANNOT TAKE ACTIONS.
IF THERE IS INTEREST IN CONSIDERING WHAT IS DRAWN TONIGHT, AND TAKE ACTION ON ALL THE MAPS, INCLUDING C4, THE LAST POSTED TWO DAYS AGO. CLICK THE CLARIFY WE CAN TAKE ACTION TO REMOVE MAPS FROM CONSIDERATION?
[00:50:06]
>> YES. >> IS HE GOING TO MAKE A PRESENTATION OR DO WE BEGIN DISCUSSION?
>> YES I HAVE A PRESENTATION READY.
THANK YOU, GOOD EVENING, THANK YOU FOR HAVING ME HERE.
THE BEGINNING OF THE PRESENTATION, YOU'VE ALL SEEN.
REDISTRICTING OCCURS EVERY 10 YEARS AFTER THE LEASE OF THE U.S.
CENSUS. AND THAT IS WHAT BRINGS US ALL TOGETHER TONIGHT.
THE TRADITIONAL REDISTRICTING THAT GUIDES THE PROCESS AND THAT WE FOLLOW TO CREATE THE MAPS, ARE ON THE SLIDE.
WE REALLY LOOK AT OUR TRADITIONAL CRITERIA.
WHAT IS CREATING RELATIVELY EQUAL SIZE DISTRICTS.
FOR LOCAL REDISTRICTING THE COURTS HAVE GIVEN US A 10 PERCENT TOTAL DEVIATION TOOL.
TO HELP US WORK THROUGH THE OTHER FOUR TRADITIONAL CRITERIA.
THE SECOND CRITERIA TO ALL DISTRICTS BE CONTIGUOUS. THERE SHOULD BE ISLANDS OF ONE DISTRICT AND ANOTHER, THEY SHOULD NOT HOP AROUND. THE THIRD CRITERION THING THAT IS REALLY DRIVING REDISTRICTING IN CALIFORNIA IS THE IDEA OF MAINTAINING COMMUNITIES OF INTEREST.
AND I THINK WE'VE HAD A LOT OF DISCUSSION ALREADY ON THIS SO I'M NOT GOING TO GO INTO DETAIL.
BUT I THINK THE FOURTH CRITERIA, THE FOLLOWING CITY CENSUS DESIGNATED PLACES AND OTHER GOVERNMENTAL LINES, KIND OF DEFINED A LOT OF THE DRAFT MAPS THAT YOU'VE ALREADY BEEN PRESENTED.
WE FOLLOW EL LADO CITY LINES AND UNIFIED SCHOOL DISTRICT LINES.
AND THEN, C2 AND C3, LOOK AT MAJOR STREETS.
THE FIFTH CRITERIA IS THE IDEA OF CREATING COMPACT DISTRICTS. WE WANT CIRCLES AND SQUARES, NOT A LOT OF STRANGE SHAPES AND ARMS AND LEGS AND ETC. AND I THINK MOST OF THE PLANS ARE VERY COMPACT.
THERE ARE SEVEN DRAFT PLANS BEFORE YOU TONIGHT. AS WAS INTRODUCED, YOU COULD APPROVE IF YOU WANT TO MAKE ANY CHANGES TO A MAP OR CREATE A NEW MAP, WE HAVE TO DIGEST IT, CREATE ANALYSIS AND POST IT THEN YOU CAN VOTE ON AT THE NEXT MEETING.
JUST A REFRESHER, HERE ARE THE CURRENT LINES.
YOU CAN SEE THAT THE DISTRICT DIDN'T HAVE EQUAL GROWTH THROUGHOUT THE AGENCY.
DISTRICT ONE GREW BY FOUR PERCENT. THE HIGHEST MARK AND THE LOW DISTRICT 6 AND SEVEN, YOU CAN SEE DISTRICT 4 WAS OVERPOPULATED BY 6.6 PERCENT OF THE NEW CENSUS.
TOTAL DEVIATION IS ABOVE THAT 10 PERCENT THRESHOLD THAT THE COURTS HAVE GIVEN LOCAL AGENCIES. TO CREATE PLANS.
SO THAT IS WHAT BRINGS US TO PLAN A.
AS YOU CAN SEE, THERE HAS, IN THIS MINIMAL CHANGE PLAN, IT IS REALLY THE CHANGES ARE DISTRICT 3 AND FOUR. IN A LITTLE BIT ALONG THE EDGES OF DISTRICTS ONE AND TWO.
YOU CAN ALSO SEE A SLIGHT CHANGE IN THE NORTHERN PART OF DISTRICTS SIX.
THIS PLAN HAS A TOTAL DEVIATION OF 6.7 PERCENT.
YOU'VE SEEN THIS PROBABLY THE MOST OF ALL THREE BUT ALL SEVEN PLANS YOU'VE SEEN REPRESENTED TONIGHT.
PLAN B, THIS SOUGHT TO UNIFY SCHOOL DISTRICTS.
YOU CAN SEE WITH, THERE ARE LITTLE CHANGES TO THE CURRENT LINES.
BUT I REALLY WANT TO JUST FOCUS ON THESE TWO SLIDES. WE ALSO ARE USING, IN THE DISTRICTS, THE LINE OF, BETWEEN NORWALK AND DOWNEY. AND ALSO, BETWEEN DISTRICTS THREE AND SIX.
BETWEEN NORWALK AND -- SORRY, BETWEEN NORWALK AND BELLFLOWER.
BUT WHAT DOES UNIFY SCHOOL DISTRICTS.
YOU CAN SEE DISTRICTS ONE AND TWO SPLIT DOWN -- THREE HAS ONLY PORTIONS OF BELLFLOWER USD, DISTRICTS SIX AND SEVEN
[00:55:03]
SPLIT THE DISTRICT AND THEN DISTRICTS FOUR AND FIVE SPLIT THE ABC SCHOOL DISTRICT WITH FOUR ALSO PICKED UP PART OF BELLFLOWER.THIS PLAN HAS A TOTAL DEVIATION OF 5.4 PERCENT.
SO THERE IS A LOT OF ROOM FOR CHANGES.
DISTRICT C OR PLAN C, EXCUSE ME.
THIS REALLY FOCUSED ON HONING IN AND TRYING TO UNIFY CITIES AND KEEP THEM AS WHOLE AS POSSIBLE. YOU CAN SEE THE DISTRICT 1 AND TWO IS ALMOST ALL OF, DOWNEY IS INCLUDED OF ALL OF ONE AND TWO.
YOU CAN SEE THAT DISTRICT 3 IS EXCLUSIVELY BELLFLOWER.
THERE IS A PORTION OF BELLFLOWER IN DISTRICT NUMBER TWO AND ALSO DISTRICT 4.
WHICH TAKES IN MOST OF LAKEWOOD.
THEN DISTRICT 6 IS ALL OF NORWALK.
ITS POPULATION IS ALL BOUNDED AND NORWALK.
BUT A PORTION OF NORWALK IS IN DISTRICT 7 WITH LA MIRANDA, AND SANTA FE SPRINGS.
YOU CAN SEE THAT THERE ARE SOME ADDITIONAL SPLIT BETWEEN B AND C AMONG THE USDS.
BECAUSE WE TRIED TO KEEP CITIES AS WELL AS POSSIBLE THIS HAS A HIGHER AND DEVIATION OF 8.8 PERCENT.
IF THERE IS AS MUCH MOVEMENT AS POSSIBLE EXCEPT FOR CHANGES TO MULTIPLE DISTRICTS IN THIS OPTION.
AND THEN THESE NEXT THREE HAVE BEEN DEVELOPED FROM USING PLAN C IS THE BASELINE WITH WE TRY TO LOOK TO TRY TO USE MAJOR STREETS TO CREATE BORDERS BETWEEN DISTRICTS.
IN D1 AND D7, THE STREETS OF FIRESTONE, LIQUID AND IMPERIAL HIGHWAY, WERE USED AS BORDERS.
DISTRICT 4 USES ROSENCRANTZ AND BELLFLOWER.
THE BOARD OF BELLFLOWER OF COURSE.
AND DISTRICT 3, ALSO FOLLOWS ROSENCRANTZ FIRESTONE AND SAN ANTONIO.
THAT IS REALLY WHERE WE WENT WITH C2.
THIS DISTRICT, THIS PLAN HAS A TOTAL DEVIATION OF SEVEN PERCENT.
AND THEN FROM C2, WE WERE ASKED TO CREATE A DIFFERENT KIND OF ORIENTATION FOR THE DISTRICTS ENCOMPASSING THE CITY OF DOWNEY. INSTEAD OF IN C2 WE KIND OF HAVE A NORTH-SOUTH SPLIT.
IN C3 HAVE AN EAST-WEST SPLIT.
BELOW ONE AND SEVEN, ALL OF THESE THREE, FOUR, FIVE, SIX AND TWO REMAIN THE SAME. THE ONLY REAL CHANGE, THERE SLIGHT EDITS, I'M SORRY.
BUT THE MAJOR CHANGE IS TO DISTRICTS ONE AND SEVEN.
YOU CAN SEE NOW IS EAST-WEST KIND OF ORIENTATION.
AND THAT SPLITS ALONG DOWNEY AVENUE AND LAKEWOOD.
THEN THIS DISTRICT, THIS PLAN HAS 7.1 PERCENT TOTAL DEVIATION.
THE FINAL PLAN AND PLAN C4, REALLY THE CHANGES WERE OUTLINED BY TRUSTEE LEWIS.
AND BASICALLY THIS DISTRICTS SEVEN, THIS SHEDS NORWALK UP TO FIRESTONE.
DISTRICT 4, TAKES IN, THERE IS A LITTLE NUB OF LAKEWOOD, C-3, NOW UNIFIED MORE OF LAKEWOOD IS INCLUDED IN DISTRICT 4.
AND THEN THE OTHER THING THAT WAS NOTED IS THAT WHATEVER, IF ANY DISTRICT WAS OVERPOPULATED THEN IT SHOULD BE HOUSED IN ONE OF THE NORWALK OR BELLFLOWER DISTRICTS.
SO THE DISTRICT, DISTRICT 6 INCLUDES ALMOST ALL OF NORWALK, IS AT 6.8 PERCENT.
THE REST OF THE DISTRICTS WERE ALL, WE CAN MOVE DOWN, BECAUSE HE DISTRICT 6 IS OVERPOPULATED BY 6.8 PERCENT BUT THE OTHER ONES
[01:00:01]
ARE ALL A LOT CLOSER TO -1 PERCENT UNDERPOPULATED.THOSE ARE THE SEVEN DRAFT PLANS THAT WE PROVIDED YOU WITH.
FROM, WITH WEB LINKS AND ATLASES.
I HAVE THIS READY SO IF YOU WANT TO MAKE CHANGES TO ANY OF THE DIFFERENT PLANS, I CAN PREPARE TO DO A LIVE DRAW.
BUT AS WAS INTRODUCED FOR THE ENEMY CAN TAKE UP ANY OF THE SEVEN DRAFT PLANS THAT YOU BEEN PRESENTED TONIGHT AND APPROVE THEM FOR THE FINAL LINES OR IN THE ALTERNATIVE, WE CAN DO A LIVE LINE DRAWING SESSION TO COME UP WITH MAYBE I GUESS C5 OR A PLAN D.
I BELIEVE THERE IS ALREADY SCHEDULE FOR FEBRUARY 9, THERE'S ALREADY A TENTATIVE PLAN TO HAVE ANOTHER MEETING FEBRUARY 16.
SO IF YOU DO MAKE CHANGES, YOU CAN VOTE ON THEM THEN.
THAT IS THE END OF MY PRESENTATION.
I AM AVAILABLE FOR QUESTIONS, COMMENTS OR WE CAN JUMP INTO LIVE
>> I HAVE A LOT OF DISCUSSION BUT WE WILL START WITH, I THINK WE SHOULD START WITH THE BOARD ON DECIDING THE MAPS THAT WE NEED TO MOVE FORWARD ON SO THAT WE CAN DISCUSS THOSE MAPS THAT WE ARE TRULY INTERESTED IN AMENDING AND LIVE LINE DRAWING DURING THE PROCESS.
I WOULD RECOMMEND ONLY MOVING FORWARD WITH C4 AND AMENDING FROM THERE.
BUT IF ANYONE ELSE FROM THE BOARD HAS OTHER MAPS THAT THEY WOULD LIKE TO BRING FORWARD INTO THIS DISCUSSION TONIGHT AS WELL, I WOULD BE MORE THAN HAPPY TO TALK ABOUT THAT.
[INAUDIBLE] BEFORE I MAKE A MOTION WANT TO GAUGE FROM THE REST OF MY COLLEAGUES HERE, ANY OTHER MAPS THAT THEY WOULD LIKE TO MOVE FORWARD WITH.
[INAUDIBLE] -- PEREZ. >> I HAD A QUESTION FOR C4.
THIS IS THE FIRST TIME I'VE SEEN IT SO I HAVE A QUESTION ON IT. I DON'T KNOW, I AM NOT AT THE POINT WHERE I'M READY WITH THE MAP YET.
I JUST HAVE QUESTIONS. CAN I ASK MY QUESTION?
>> YES, PLEASE. I WILL PUT UP C4.
>> I AM THE PURPLE DISTRICT 4.
AND THERE IS LIKE THIS WEIRD LITTLE RECTANGLE PIECE THAT I THINK GOES INTO, I DON'T KNOW IF THAT IS CERRITOS OR NORWALK BUT IT'S NEW.
CAN YOU EXPLAIN TO ME WHERE THAT IS? WHAT THAT IS? THAT LITTLE, YEAH, WHAT IS THAT?
WHAT IS THAT AREA? >> I THINK THIS AREA IS BOUNDED BY THE FREEWAY AND -- TO PIONEER. I WAS ACTUALLY LOOKING AT THIS PRIOR TO PRESENTING AND IT IS A POPULATION OF AROUND 700 PEOPLE AND THIS AREA COULD BE MOVED INTO, INTO DISTRICT 5 WITHOUT REALLY CHANGING THE DEVIATION TOO MUCH.
>> IS THIS CERRITOS? WHAT CITY IS THIS?
>> PART OF IT IS CERRITOS AND PART OF IT IS ARTESIA.
I BELIEVE THE ARTESIA SPLIT IS ALONG GRIDLEY SO, WEST OR EAST OF GRIDLEY IS ARTESIA AND WEST IS
CERRITOS. >> OKAY SO IF, BECAUSE AGAIN, THAT IS NOT AN AREA THAT I REPRESENT NOW.
SO THAT WOULD BE A NEW AREA FOR ME AND I'M WONDERING, DO I NEED TO KEEP THAT RECTANGLE? OR COULD GO BACK TO EVER HAD IT BEFORE HAND?
>> IT CAN MOVE BACK INTO DISTRICT 5.
IT WOULDN'T AFFECT THE OVERALL PLAN DEVIATION.
>> I HAD A QUESTION, FOLLOW-UP FROM THE LAST MEETING.
IF DOCTOR FIERRO CAN GIVE US AN UPDATE ON WHAT LEGAL SAID FROM THE LAST BOARD MEETING?
[01:05:01]
I HAD THE OPPORTUNITY TO SPEAK WITH OUR LEGAL TEAM.
THERE WERE A COUPLE OF PIECES THAT I WAS MADE AWARE OF.
THE FIRST ONE IS THESE WERE NOT DRAWN BASED ON -- SECTION 2, I'M SORRY.
[INAUDIBLE] ESSENTIALLY WAS, -- ESSENTIALLY, ASKING FOR THE REDISTRICTING.
HOWEVER, THE INFORMATION I WAS GIVEN NEVER HAPPENED.
IT WAS JUST SIMPLY A SETTLEMENT, WITH THE LAW FIRM.
SO THEREFORE, THE MAPS WERE DRAWN THAT WAY THAT THEY'RE BEING DRAWN RIGHT NOW.
IN THIS PARTICULAR TIME, THERE'S ALSO NO REASON TO CONSIDER SECTION 2 TO DRAW THE MAPS.
I SHARE THIS INFORMATION WITH THE LEGAL TEAM. WE ARE DOING IT THE WAY THAT IT IS EXPECTED TO BE DONE BY LAW.
OF COURSE, THERE IS ALWAYS A CHANCE THAT SOMEONE COULD POTENTIALLY SUE THE DISTRICT OR ANY DISTRICT FOR HOW YOU DO THE MAPS. TRADITIONALLY, THEY DON'T DO WELL.
BUT -- [INAUDIBLE] THOSE OBVIOUSLY AS WE HAVE SEEN ACROSS THE STATE THEY ARE TAKING IT TO CONSIDER THE ISSUE.
ACCORDING TO THE INFORMATION WAS PROVIDED, WE ARE FOLLOWING THE PROCEDURES.
AND I HAVE ONE OTHER QUESTION.
CHRIS, I REPRESENT AREA SIX AND ACCORDING TO MY REVIEW, IT LOOKS LIKE IN TERMS OF MY DISTRICT, NORWALK, REGARDLESS OF THE MAP, IT STAYS WITHIN NORWALK, CORRECT?
>> CORRECT. >> THERE IS NO MAP THAT GIVES A SLIVER OF ANOTHER CITY.
>> I DON'T BELIEVE SO AND IF IT IS ANY PORTION IS A VERY VERY SMALL AMOUNT.
I WAS JUST CURIOUS. >> TO ANSWER YOUR QUESTION TRUSTEE SALAZAR, THE ONLY MAP THAT INCLUDES A CURRENT PORTION OF CERRITOS IS IN THE CURRENT DISTRICT BUT ALL OTHERS ARE EXCLUSIVELY CITY OF
NORWALK. >> BASED ON THE NEED FOR.[INAUDIBLE] I WOULD WAIT FOR NEXT WEEK TO VOTE.
>> I'M SORRY DID NOT HEAR WHAT THE MOTION WAS.
>> NOW I CAN MOTION TO MOVE FORWARD ON ONLY MAP C4 FOR FURTHER DISCUSSION.
ALL OTHER MAPS NOT BE DISCUSSED.
>> MOTION? >> I HAVE A QUESTION.
>> COULD WE PUT C4 ON THE SCREEN PLEASE?
SORRY. >> JUST FOR CLARIFICATION, WE CAN MAKE MULTIPLE AMENDMENTS.
>> TO SEE HOW -- IS DIVIDED UP AND DOWN.
>> IT IS DOWNEY AVENUE THAT GOES UP AND DOWN, IS THAT IT?
>> EXACTLY. >> WE CAN MOVE TO GO BACK TO THE NORTH-SOUTH SPLIT INSTEAD.
>> BECAUSE TO ME, I PREFER THE NORTH-SOUTH.
[01:10:07]
THIS IS C2.>> IS THERE WITH IT COME AS PART OF THE LINE TONIGHT MOVE FORWARD WITH C4 AND DEMAND
I MEAN, I DON'T KNOW IF IT WILL BE NECESSARILY EXACT BUT WHAT WE COULD DO, IF YOU LOOK AT THE DOWNEY OVERLAP, THE TWO DISTRICTS OVERLAP WITH DOWNEY HAVE A SIMILAR FOOTPRINT IN BOTH MAPS. SO WHAT WE COULD DO IS JUST SAY TO ADOPT THE DIVISIONS WITHIN DOWNEY OF C2 AND ADD IT TO C4.
THEN CREATE COMMON ROOM THAT WOULD BE A C5, SAY HAVE THE NORTH-SOUTH SPLIT OF DOWNEY LIKE C2.
>> AND WOULD YOU FIX THE -- [INAUDIBLE]
>> I THINK WE USE THIS NUMBERING SCHEME OF C4 LIVES A LOT BETTER TO THE CURRENT LINES.
I THINK THERE WAS A DRAFTING ERROR.
I REALLY APOLOGIZE WITH MOVEMENT TO NUMBERS.
BUT THE C2 NUMBERS TO MAKE A LOT OF SENSE AND I REALLY APOLOGIZE FOR THAT.
I BELIEVE IF THIS WORKS FOR YOU, THIS WOULD BE THE LINE WE WOULD START IN THE NORTHWEST CORNER OF THE DISTRICT AND GO DOWN AND COUNTERCLOCKWISE WITH NUMBERS.
IT WOULD BE TWO, THREE, FOUR, FIVE, SIX, SEVEN LIKE THIS.
YOU CAN STILL USE THE ARCHITECTURE OF THIS AREA OF THE MAP, DOWNEY AND THIS WOULD BE ONE TWO, ONE TWO TWO DRAFT C4.
POINT OF ORDER, QUICK QUESTION.
THIS IS CARMEN. HAVE A QUESTION.
MAP C2 IF I'M NOT MISTAKEN, MAP C2 IS, IS IT NOT ALSO VERY SIMILAR TO MAP C4 ALREADY? I'M LOOKING AT BOTH MAPS.
AND IT SEEMS LIKE THERE ONLY CHANGE REALLY, WOULD BE THE ONE, TWO PORTION. WHAT WE JUST APPROVE, WHAT WE JUST MOVED FORWARD WITH C2 THEN C4 SO WE WOULDN'T HAVE TO DO ANYTHING OTHER THAN A NUMBER CHANGE.
YOU WOULD HAVE ONE AND THEN TWO AND SO
FORTH. >> ONE OF THE ELEMENTS DIFFERENT IS DOWN HERE.
>> THAT IS A TRUSTEE AREA SIX AND SEVEN.
A LINE THAT TOWARDS FIRESTONE BOULEVARD THERE THAT WAS MADE FROM THE PRIOR MAP.
>> WHEN I PROPOSED YOU HAVE -- YOU HAVE, EVERYONE WAS GIVEN THE OPPORTUNITY NUMBER ONE SIMPLY DECIDE IF YOU WANT TO HAVE A DISCUSSION ON THE MAP AND TRY TO EXTEND -- IN THE MAPS YOU HAVE AN ACTUAL INTEREST ON, YOU HAVE TO MAKE SOME PROGRESS IN GETTING TO -- YOU HAVE THE TIME TO DO IT AND IF YOU WANT TO, ADOPT ONE OF THE MAPS.
>> I WILL WITHDRAW MY MOTION AND WE CAN GO FORWARD IN THE PROCESS ONE BY ONE.
CHRIS WILL WITHDRAW THE MOTION TO MOVE FORWARD EXCLUSIVELY ON C4 AND INTRODUCE NEW MOTION TO DISPENSE WITH MAP A.
JUST DISPENSE OF MAPPING IS THERE A
SECOND? >> SINCE WE'RE GOING MAP MY MAP, LET'S SAY LET'S NOT MOVE FORWARD WITH MAP A.
THAT'S MY MOTION. >> WE LIMIT MAP A, THAT WOULD BE A BETTER MOTION.
[01:15:12]
FROM THE DISCUSSION.>> I WILL MAKE A MOTION TO LIMIT MAP B FROM CONSIDERATION.
>> I MAKE A MOTION TO LIMIT MAP C FROM FURTHER CONSIDERATION.
>> I WILL SKIP OVER MAP C2 SINCE THE DOWNEY SPLIT WAS SOMETHING WE WANT TO MOVE FORWARD WITH. I'LL GO STRAIGHT TO MAP C3, MOTION TO REMOVE IT FROM FURTHER CONSIDERATION.
>> I'M SORRY WAS THE REASON TO ELIMINATE C3, TRUSTEE LEWIS?
>> BECAUSE IT'S VERY SIMILAR TO MAP C4 ALREADY SO, THERE IS NO FURTHER NEED TO DO SO WITHOUT, AND WILL BE MAKING LIGHT AMENDMENTS ANYWAY.
WE WILL GET SOMETHING BETWEEN THOSE.
THAT IS MY MOTION AND WE HAVE A SECOND.
ELIMINATE C3. WE'VE ALREADY DONE A, B, C.
[INAUDIBLE] >>.VOTE] MOTION PASSES.
MAYBE WE CAN MOVE FORWARD NOW AND WE CAN BRING UP MAP C4 FOR SOME AMENDMENTS OR MAYBE WE COULD JUST GO WITH MAP C2 AND MAKE THE AMENDMENTS FROM THAT ONE.
WHAT WOULD THE BOARD RATHER DO? START WITH C2 AS A BASE AND BRING IN C4 AMENDMENTS?
>> A THING IS BETTER FOR START WITH C4.
C2? >> YES. >> SOME OF THE THINGS THAT WE ARE THROWING TOGETHER.
>> YEAH OKAY WILL LOOK AT C2 THEN AND MAKE THE AMENDMENTS, NOT
C4. >> TRUSTEE PEREZ SUGGESTED --
>> THAT WE WOULD HAVE TO WORRY ABOUT THE --
>> WE CAN MAKE SOME AMENDMENTS TO THAT.
>> WOULD IT BE OKAY TO RESTART WITH C4 BECAUSE THAT'S WHAT I HAVE UP AND PREPARED TO DO THE LIVE DRAW. I CAN GET RID OF THIS QUICKLY.
>> CAN ASK A QUICK QUESTION? ON ANY OF THESE MAPS, THERE IS NO STREETS.
[01:20:03]
SO I JUST NEED TO MAKE SURE I DID NOT DRAW MYSELF OUT OF MY AREA.>> WE MAKE SURE THAT YOU ARE NOT DRAWN OUT OF YOUR AREA.
>> BECAUSE THE C4, THERE'S NO STREETS.
AND I LIVE, WHERE I LIVE ON MY CAMERA STILL IN MY AREA? I DON'T KNOW!
>> THAT'S ONE OF THE REASONS WE PROVIDED THE WEB MAPS SECRETLY ZOOMING INTO THE STREET DETAIL. THAT'S WHY SEARCH DIVORCE ARE TALKING ABOUT STREET ORDERS.
I WAS USING THE WEB SO YOU CAN REALLY GET THAT GRANULAR DETAIL OF THE STREETS.
>> IPOD IS THE HARD PART IS SHARING EVERYTHING DOWN TO IN HALF BY 11.
>> I HOPE WE ARE NOT VOTING ON THIS TONIGHT BUT I DON'T THINK I'M READY TO VOTE BUT I HOPE THAT IF WE COME TO AN AGREEMENT WITH THE MAP WERE ABLE TO SOMEHOW PUT THOSE MAJOR STREETS BECAUSE THERE IS A CLICK ON THE PDF VERSUS THOSE WHO LIVE MAP.
UNDERSTAND WHAT WE ARE DOING. >> I WAS WONDERING IS IT POSSIBLE TO START WITH C4 OR DO YOU WANT ME TO MOVE OVER TO C2.
I WILL PROBABLY NEED FIVE MINUTES TO GET C2 NOTED.
>> WITH C4 WE NEED TO MAKE A SIGNIFICANT CHANGE IT MIGHT TAKE A LITTLE MORE THAN LIVE DRAWING. WE CAN --
>> WE TAKE LIKE A THREE MINUTE PAUSE? I APOLOGIZE.
>> THIS IS A 10 YEAR PLAN SO YOU CAN AFFORD THREE MINUTES.
>> TO CONFIRM WE'RE STARTING WITH C2 THEN, CORRECT?
>> AND LOOK AT C2 INTERACTIVE MAP, THE MAP WE ARE WORKING OFF.
>> WE ARE WORKING -- I'LL SHARE MY SCREEN AND WE WILL GO CHANGE BY CHAIN WHERE YOU CAN TALK ABOUT AN AREA YOU'D LIKE TO ZOOM INTO.
WE CAN MAKE CHANGES, AND THEN YOU CAN MAKE THE CHANGE ARE NOT LIVE.
>> WHILE HE'S PULLING IT UP SOME OF THE AMENDMENTS THAT WE HAD MADE TO C4 WAS TO INCLUDE I BELIEVE THAT NORTH OF DEL AMO AND WEST OF PIONEER.
THAT LIQUID IS ALL PUT INTO DISTRICTS, LAKEWOOD IS ALWAYS EVER HAD ONE REPRESENTATIVE CURRENTLY IS SITTING --
>> YOU ARE CORRECT. -- REPRESENTS A PORTION OF LAKEWOOD.
>> ONE REPRESENTATIVE FROM LAKEWOOD.
>> YES REPRESENTS THE PORTION OF LAKEWOOD THAT YOU ARE NOW SUGGESTING THAT GOES INTO MY AREA SO I WOULD NEED TO CHECK IN WITH SHANNON BECAUSE IT'S A VERY DIVERSE PART OF LAKEWOOD SO I'M NOT SURE HOW SHE FEELS ABOUT THAT.
>> ULTIMATELY, I KNOW IT IS SEMANTICS.
THE DISTRICTS THAT ELECT US, IT IS NOT OUR DISTRICT. SO TO SPEAK.
SO I THINK YOU KNOW IT'S DOING WHAT'S BEST FOR OUR COMMUNITY AND NOT TAKING IT TO THE EXTREME LIKE PERHAPS SOME PREDECESSORS MIGHT HAVE DONE.
>> ALRIGHT SO WE WILL TAKE A BREAK RIGHT NOW.
ARE THERE ANY OTHER MODIFICATIONS THAT OTHER TRUSTEES WANT TO BRING IN THAT HAS NOT BEEN DISCUSSED? SMALL MOVEMENTS HERE.
WHILE WE ARE WAITING THERE'S ANOTHER GEEK TO BRING UP.
IN THE C4 VERSION, NORWALK IS THE MOST OVERPOPULATED AND PROBABLY MORE OVERPOPULATED THEN LEGAL AT 6.8 PERCENT.
IF WE COMBINE THE MAPS AND BRING IN THE C4 VERSION TRUSTEE AREA SIX WILL NOT ONLY BE A PORTION OF NORWALK THAT NEEDS TO BE SHARED TO THE DISTRICT 2 OR DISTRICT ONE.
>> I THINK THAT'S THE REASON, MAYBE NOT.
[01:25:08]
I KNOW ONE OF THE AREAS, NOW YOU CAN SEE THE DISTRICT ONE INTO OUR SPLIT NORTH-SOUTH.
AND THESE ARE RENUMBERED CORRECTLY I BELIEVE, ONE, TWO, THREE, FOUR, FIVE AND CERRITOS SIX NORWALK AND SEVEN THE EASTERN DISTRICT.
ONE OF THE ELEMENTS I NOTICED THAT WAS POINTED OUT THIS HAD OF LAKEWOOD THAT CURRENTLY IS IN DISTRICT 5, IT WILL BE THE ONLY PORTION OF LAKEWOOD NOT IN DISTRICT 4.
AND SO, IF WE MAKE THAT EDIT, THIS AREA NORTH OF DELAMO, IT'S A SHIFT OF -- 698
THIS WOULD PUT IT ALL INTO DISTRICT 4.
>> BETWEEN THOSE THAT REPRESENT THE BORDER AREA NOW, IS THAT SOMETHING THAT YOU WOULD WANT TO DO YOU KNOW ALL OF LAKEWOOD IN ONE DISTRICT RATHER THAN ENDING IN THE DISTRICT
DOMINATED BY -- >> LIKE I SAID, IT WAS IN THE AREA FOR REASON I DON'T KNOW WHAT THE REASON WAS.
I KNOW IT'S A VERY DIVERSE PART OF LAKEWOOD AND THAT'S YOU KNOW, I'M GOOD WITH EITHER REALLY. I DON'T KNOW WHY THAT WAS INCLUDED IN THE OTHER DISTRICT BECAUSE NOBODY LIVED THERE.
I THOUGHT MAYBE IT WAS NEEDED FOR DIVERSITY.
OTHER KNOW WHAT THE REASON WAS.
>> I THINK IT MAY JUST BE THAT THE STREET, JUST TO CREATE A STRAIGHT-LINE DIVISION BETWEEN FOUR AND FIVE. NOT LOOKING AT THE CITY LINES PER SE INSTEAD LOOKING AT FLOW AS THE DIVIDING LINE. I KNOW THAT C2, THAT'S WHAT ONE OF THE CALLS WAS TO USE MAJOR STREETS.
AND SO BY DOING THAT, BY SMOOTHING THE EDGES OF THE DISTRICTS, WE CUT OFF A PORTION OF
JUST TO CONFIRM THEN, THAT LITTLE SQUARE WAS ADDED INTO FOUR, THEN THE NATURAL BOUNDARY WOULD BE DELAMO BOULEVARD CORRECT?
IT WOULD GO UP TO, I CAN'T READ THAT.
IT WOULD GO TO PIONEER THEN TAKE IN THE SQUARE SOUTH OF GRIDLEY PARK THEN COME DOWN TO THE LLAMA.
[INAUDIBLE] >> WITH THIS CHANGE, DISTRICT 4 DEVIATION WOULD BE .91 UNDER TOW IT CLOSER TO THE IDEAL.
AS ALONG WITH DISTRICT 5, IT WOULD ONLY BE OVERPOPULATED BY 1.3 PERCENT.
>> THE NEXT CHANGE, BESIDES C4 AND C2 IF WE GO OVER TO THE NORWALK AREA, AND WE BRING THE BORDER BACK TO FIRESTONE AS WELL AS C4.
>> BRING IT UP TO HERE, RIGHT?
>> THIS WOULD ADD 4300 PEOPLE IN DISTRICT 6.
[01:30:03]
-- DISTRICT 6 INPUT DISTRICTS SIX OVER BY SIX PERCENT. 6.7 PERCENT.BUT I BELIEVE THAT YOU WILL STILL BE, YOU WOULD BE FINE BECAUSE THE TOTAL DEVIATION IS ALLOWED TO BE 10 PERCENT.
DOES NOT HAVE TO BE PLUS OR -5 PERCENT. IT COULD BE -8 PERCENT AND -1 POINT --
>> STILL UNDER THE 10 PERCENT DEVIATION SAY ANOTHER WORD ABOUT THIS DISTRICT BEING OVERPOPULATED BY 6.8 PERCENT.
UNLESS YOU WANT TO FIGURE OUT ANOTHER WAY OF BALANCING
THIS. >> IS A GOOD SPLIT OF NORWALK AND IN MY OPINION, BUT IT DOES PUT YOU KNOW, THE NORWALK POPULATION, MOST SELF POPULATED OUT OF ALL OF US.
WHILE IT'S LEGAL TO WORK WITH IT BUT AT THE SAME TIME IF WE START DIVIDING ELSEWHERE BECOMES A LITTLE MORE -- TO HAVE TO PICK ONE OR THE OTHER UNFORTUNATELY, BUT THIS WOULD ASK TRUSTEE SALAZAR SAID SHE REPRESENTS MOST OF NORWALK. ARE YOU OKAY IF NORWALK IS THE MOST OVERPOPULATED? I WILL TAKE THAT AS A YES.
>> THE OTHER WAY, IF YOU WANT TO DEFINE THE POPULATION JUST KIND OF GET BACK TO SEVEN MAC AND -- A PORTION OF DISTRICT 7 ALREADY HAS PARTS OF NORWALK IN IT.
WE CAN MOVE MORE OR THIS PORTION INTO SEVEN AND THEN HE WOULD CREATE, UTAH FIRESTONE AND THEN I THINK --
>> I THOUGHT ABOUT THAT AND I WANT TO TAKE A LOOK AT THAT JUST TO SEE WHAT THE POPULATION IS AND HOW MUCH IT WOULD CHANGE BETWEEN THE TWO DISTRICTS.
EVEN THOUGH TO ISOLATE IT FROM THE REST OF NORWALK RELATIVELY SPEAKING.
AND IT'S ONLY, ONE OF THE ONLY PORTIONS OF NORWALK AND ABC UNIFIED.
IT WOULDN'T HAVE NECESSARILY THE SAME COMMUNITIES OF INTEREST.
>> WHAT I WILL DO IS ADD THIS IN TWO DISTRICTS SIX AND THEN LOOK AT MOVING THIS SQUARE OVER TO DISTRICT 7 AND SEE HOW THAT AFFECTS THE POPULATION.
SO THAT MOVES 600 PEOPLE AND IT BRINGS DISTRICTS SIX OVERPOPULATION DOWN TO ONLY A LITTLE OVER FOUR PERCENT.
IN DISTRICT 7, OVERPOPULATED BY WHAT I -- 1 1/2.
>> POPULATIONS ONLY ONE CONSIDERATION OF MANY TO CONSIDER AND I DON'T KNOW THAT ADDING IN WHAT IS TECHNICALLY AN ISLAND, GEOGRAPHICALLY, WE FOUND ALL AROUND IS INDUSTRIAL TO HAVE THE FIVE FREEWAY IS A MAJOR DIVIDING LINE BETWEEN THAT COMMUNITY WHICH IS EVEN IN NORWALK, THAT WE PUT IN WITH THE DISTRICT THAT -- I DON'T THINK THAT WILL BE THE BEST THING IN THE ON PAPER IT WOULD HAVE OVULATION.
WE HAVE 6.8 PERCENT OVERPOPULATION.
IF ANYTHING, MAY WE CAN LOOK AT KEEPING THE PORTION OF NORWALK CURRENTLY INTERESTED IN AREA ONE, I WOULD SPLIT INTO THREE DIFFERENT SECTIONS.
I THINK THE BEST IF WE CAN, IT SOUNDS LIKE WE CAN, JUST MOVE FORWARD WITH NORWALK.
HEARING OBJECTIONS FROM OUR TRUSTEE REPRESENTS NORWALK.
LET'S NOT COMMIT THIS CHANGE TO OTHER PORTIONS, SOUND GOOD TO MY COLLEAGUES? COOL? [INAUDIBLE]
[01:35:16]
ANY OTHER AREAS THAT WE WANT TO ZOOM INTO? ANDLOOK AT? >> WE CONSIDER THAT YOU GET THE RUNDOWN OF THE CHANGES, THEY PRESENT THE CHANGES ON DEVIATION, --
>> ARE TWO MAJOR CHANGES WE MADE IS USING FIRESTONE AS THE BORDER BETWEEN DISTRICTS SIX AND SEVEN IN NORWALK, SOUTH OF THE FIVE FREEWAY.
THAT CHANGE, RESULTED HIS JUSTICE WHEN -- IS LARGEST DISTRICT AND THE SMALLEST DISTRICT IS WEST IN BELLFLOWER WITH TOTAL DEVIATION OF 2.5 PERCENT.
ADD THESE TOGETHER, THEY ARE ABSOLUTE VALUES AND GET BASICALLY 9.3 PERCENT.
THIS FILE FOR UNDER THAT 10 PERCENT MAGIC THRESHOLD, THAT THE OTHER CHANGE WAS TO UNIFY LIQUID INTO DISTRICT 4.
BY MOVING THIS LITTLE TOP HAT ABOVE DELAMO FROM DISTRICT 5 TO DISTRICT 4.
IT ACTUALLY MADE EACH DISTRICT CLOSER TO THE IDEAL POPULATION.
THOSE OTHER TWO CHANGES WE'VE GONE THROUGH AND PLAN C2.
>> ACCORDING TO THE CHANGES, WE ARE AROUND -- OUR PERCENT?
ANOTHER THING WAS TO LOOK AT IF WE ARE THAT MUCH MORE OF A MARGIN TO PLAY WITH IS YOU KNOW, THE PORTION OF BELLFLOWER THAT IS IN TRUSTEE AREA FOUR.
YOU KNOW, WE WANT TO TRY AND MINIMIZE SPLITS OF CITIES AS MUCH AS POSSIBLE INTO TWO AT MOST IF WE CAN. I DON'T KNOW ABOUT TRUSTEE PEREZ, IF THAT PORTION OF BELLFLOWER SHOULD REMAIN IN BELLFLOWER OR IF YOU THINK IT SHOULD STAY IN A LAKEWOOD BASED DISTRICT.
I WOULD LIKE YOUR THOUGHTS ON THAT.
>> A TALKING TOO LITTLE PINK AREA? I BELIEVE 100 PERCENT SHOULD STAY THERE.
IT IS MY COMMUNITY WHERE I LIVE, IS WHERE I RAISE MY FAMILY SO IT'S AGAIN, GOING BACK TO COMMUNITY OF INTEREST.
THAT IS THE COMMUNITY OF INTEREST, IT IS FOR THE HIGH SCHOOL ELEMENTARY, AGAIN, THAT'S A COMMUNITY OF INTEREST.
I WOULD NOT TALK ABOUT SPLITTING IT UP BECAUSE IT'S A VERY, AGAIN, AND THAT MEANS LIKE IT'S MY COMMUNITY BUT IT'S WHERE I LIVE. I KNOW IT'S A VERY TIGHT COMMUNITY SO THOSE ARE ALL COMPANY FEEDINGS MENTIONS ELEMENTARY SCHOOL.
>> IS ALSO WHO DID THIS WALK WILL DO MORE.
BECAUSE IT IS A PRETTY DENSE AREA OF BELLFLOWER. IT IS 47 -- OVER 4700 PEOPLE.
IT WILL CREATE DISTRICT 4 AND THEN ALMOST 9 PERCENT. OR YOU HAVE PERCENT UNDERPOPULATED.
DISTRICT 4 WOULD HAVE TO GROW IN SOME WAY.
AND EITHER IT WOULD GROW IN THE CERRITOS WHICH I DON'T THINK, REALLY GOING TO LOOK THE -- BELLFLOWER UNDER THE 91.
AGAIN, I THINK WE REALLY NEED TO DEFER TO THE TRUSTEES WHO ARE VERY FAMILIAR
WITH THE AREA. >> THAT'S WHAT WE ARE DOING.
I DON'T SEE ANY MAJOR CHANGES, -- THE
SPLIT OF DOWNEY? >> I'M SORRY, CAN YOU GO BACK TO MY AREA?
YOU CAN SEE THAT DOWNEY RUNS ALONG FIRESTONE TO LAKEWOOD, WHAT IS
[01:40:05]
THE STREET DOWN HERE?IMPERIAL. >> OKAY TO IMPERIAL.
AND THEN WHAT SECTION, DOWN IMPERIAL TO WHAT STREETS? TO THE BORDER OF DOWNEY.
>> ANOTHER ORDER OF DOWNEY AND NORWALK.
THIS IS IMPERIAL, LAKEWOOD AND THEN --
>> UNFAMILIAR. FIRESTONE DOWN TO LAKEWOOD AND THEN ACROSS IMPERIAL.
>> YES AND THEN IT STOPS AT THE BORDER OF DOWNEY AND NORWALK.
>> IT GOES ALL THE WAY DOWN OVER TO -- THE RIVER!
-- AM I HAPPY? I THINK IS BETTER THAN IT WAS. I'M REALLY JUST TRYING TO KEEP FOLKS TOGETHER.
THE FACT THAT MY CITY AND RETURNS JUST TO SPLIT UP HALF OF ONE AREA AND HALF AND THE OTHER, IT MADE NO SENSE.
BUT THIS IS BETTER THAN WHAT WE CURRENTLY HAVE.
BUT IF I HAVE TO REDRAW THE LINES I WOULD HAVE KEPT IT MORE OF A SQUARE.
TO KEEP AS MANY POSSIBLE THEN TO HAVE THE SPLIT THERE. BUT THAT'S FINE.
AT LEAST THERE MAJOR STREET AND PEOPLE CAN SEE THAT.
>> HE HAD -- PORTIONS OF BELLFLOWER INTO THE BELLFLOWER BASED DISTRICT SO THAT THE COUNTY DISTRICT IS LESS, OR MORE THAN IS PORTIONS OF BELLFLOWER.
I THINK THIS IS WHERE WE HAVE TO BE CAREFUL.
BECAUSE WE DON'T WANT TO UNDERPOPULATED SO THAT WE CREATE A PROBLEM WITH THE MAP.
>> WAS A STREET RIGHT THERE? WERE YOU ARE TAKING, THE PART OF THE TOP.
WHAT IS THAT MAJOR STREET THERE?
>> I THINK WHAT WE COULD DO IS --
FOR THOSE OF YOU HAVE WALKED THE ENTIRE DISTRICT.
I'M TALKING THE ENTIRE DISTRICT LIKE ALL OF IT.
AND SO, I WATCHED THE ENTIRE DISTRICT AT ONE POINT BEING AT LARGE AND THEN HAVING TO WAIT AND TIRED DISTRICTS I THINK IT'S A GOOD SPLIT.
>> BUT THAT'S THE SPLIT OF THE CITY OF BELLFLOWER
-- >> THIS SECTION HERE, THIS SECTION HERE IS, I THINK THIS IS LOOKING AT THE SALES.
>> EXACTLY SO YOU CAN SEE THE LINE, THE LINE BETWEEN TWO AND THREE, IS HIGHLIGHTED IN RED
AND GREEN. >> GOT IT THE DISTRICT DISTRICT, THAT IS MY DISCHARGE.
WE COULD PROBABLY TAKEN THIS PORTION HERE. SO THAT NOW COME YOUR DISTRICT WOULD BE UNDERPOPULATED BY 2.27 PERCENT.
AND IF YOU ADD UP TO 6.79 PERCENT, YOU GET SIX -- WE COULD MOVE IT A LITTLE BIT MORE.
WE COULD PROBABLY TAKEN THIS AREA, TOO MUCH TO PUT US OVER 10 PERCENT.
>> JUST TO CREATE, PUT MORE BELLFLOWER INTO DISTRICT, UNIFY MORE INTO ONE DISTRICT.
>> IS THERE A SPLIT THERE? PART OF DOWNEY UNIFY OR NO.
>> PART OF BELLFLOWER IS DOWN TO UNIFY.
[01:45:02]
>> THIS AREA I BELIEVE IF WE PULL UP THE UNIFIED SCHOOL DISTRICT LINES.
DROP THE CITY. LET ME DO SOMETHING REAL QUICK FOR THE MAP.
ARE WE LOOKING AT THE SCHOOL DISTRICT?
>> WE TRYING TO MOVE MORE OF THE CITY OF BELLFLOWER INTO TRUSTEE AREA THREE.
I WOULD THINK THAT THE PORTION OF BELLFLOWER, THAT'S WITHIN DOWNEY UNIFIED.
>> IF THAT IS THE EXACT ORDER OF DOWNEY UNIFIED RIGHT THERE, THEN YOU KNOW, JUST MOVE
FORWARD WITH THAT. >> SO, THIS LINE IS THE BORDER BETWEEN DOWNEY UNIFIED IN BELLFLOWER.
>> I'M SORRY CAN YOU GO BACK TO THAT?
>> THAT. OKAY. >> I WILL TELL HIM TO LEAVE IT OUT A LITTLE BIT SO YOU CAN SEE BETTER.
THIS IS, BROWNED DISTRICT OF DOWNEY UNIFIED.
THEN THE GREEN DISTRICT IS BELLFLOWER UNIFIED.
THAT'S WHY WE CREATED THIS BORDER SPLIT HERE BETWEEN TWO AND THREE.
>> AUTO SCHOOL DISTRICTS ARE DRAWN PRETTY STRANGELY.
LONG BEFORE THE CITIES PERFORMANCE.
IF THAT'S GOOD NEWS AND THAT'S THE DIVIDING LINE BETWEEN THE AREA THAT DOESN'T MAKE SENSE AND --
>> I WOULD LIKE TO KEEP THAT THERE.
BECAUSE I WOULD RATHER HAVE THE SCHOOL DISTRICTS.
>> YES. >> HAVE WE HEARD FROM EVERY TRUSTEE? TRUSTEE LU, DO YOU HAVE ANY COMMENTS OR ANYTHING ON THE MAPS? YOUR CURRENT DISTRICT.
[INAUDIBLE] I THINK.[INAUDIBLE]
>> I THINK WE'VE HEARD FROM EVERYBODY. UNLESS TRUSTEE SALAZAR, ARE YOU STILL OKAY WITH NORWALK AS BIG AS IT IS? OKAY. I THINK MAYBE WE COULD MOVE FORWARD WITH ONLY THIS MAP.
THIS IS SOMETHING THAT WOULD BE AMENABLE TO MY COLLEAGUES HERE.
>> BEFORE WE CLOSE INTO THE MAP, CAN YOU AGAIN, TALK ABOUT THE POPULATION TO MAKE SURE WE HAVE 10 PERCENT AND PLEASE LET US KNOW WHICH WAS STARTING ON C4.
IF YOU CAN SEE A C5 OR SIMPLY MODIFIED C4.
[INAUDIBLE] WE WILL CONSIDER THAT TO THE NEXT MEETING.
>> WE STARTED WITH C2 BECAUSE THE PURPOSE WAS TO KEEP THE LEASED -- THE NORTH-SOUTH ARCHITECTURE OF DOWNEY.
AND THEN WE BASICALLY MADE C2 LOOK MORE LIKE C4 BY UNITING LAKEWOOD IN DISTRICT 4 AND THEN USING THE SAME LINES THROUGH NORWALK.
I LIKE TO GO ON THE STREET NAME. SORRY.
FROM A POPULATION STANDPOINT WE ARE FINE I WILL UNGLUED PRINT 10 PERCENT DEVIATION.
YOUR DISTRICT 6 AT 6.79 PERCENT.
AND THE SMALLEST POPULATED DISTRICT
[01:50:02]
IS DISTRICT 3 AT -2.5 PERCENT.THE TOTAL DEVIATION IS JUST UNDER 9.3 PERCENT.
WE ARE LEGALLY COMPLIANT WITH THE IDEA OF EQUAL POPULATION.
AND BECAUSE WE'VE HAD SOME, I WAS THINKING WE COULD JUST, I WOULD MAKE THIS PLAN D.
I WILL BASICALLY, EXPORT IT CREATE AN ATLAS AND SEND IT TO YOU TONIGHT.
SO THAT YOU CAN POST FIRST THING IN THE MORNING SO YOU CAN VOTE ON THE PLAN I YOUR NEXT MEETING.
>> YES, THIS IS A NEW VERSION.
>> EXACTLY. >> I'M SORRY DOCTOR.
>> THERE ARE TWO THINGS THAT I WILL CONSIDER ACTION OR WILL RECOMMEND FOR YOU TO TAKE ACTION. IF THERE'S ANYTHING THAT YOU WISH NOT TO CONSIDER, ESSENTIALLY WILL PUT THIS ONE AS THE APPROVAL MAP FOR NEXT TIME ROUND OR ANY OTHER MAP THAT YOU WANT FOR YOU TO HAVE A PLACE TO SELECT APPROPRIATE MAP.
>> I MAKE A MOTION TO MOVE FORWARD WITH EXCLUSIVELY MAP D AS AMENDED TONIGHT AT THE FEBRUARY 9 BOARD MEETING CERRITOS COLLEGE BOARD OF TRUSTEES.
>> COULD YOU REPEAT THE MOTION I COULDN'T HEAR YOU GUYS?
>> MAKE A MOTION TO MOVE FORWARD EXCLUSIVELY WITH MAP D FOR FURTHER CONSIDERATION.
>> PACHECO SAID IN ROLL CALL --
>> CAN ASK FOR CLARIFICATION? WHAT EXACTLY DOES THAT MEAN? ARE WE APPROVING IT TONIGHT OR YOU GOING TO MOVE ONLY THIS MAP FORWARD? TO THE NEXT MEETING, WHAT DOES IT MEAN?
>> WHAT TO YOU NEED TO CLARIFY THE MOTION.
>> TO MOVE FORWARD AMEND MY MOTION TO SAY, I MOTION THAT WE MOVE MAP D FORWARD AS THE ONLY MAP FOR CONSIDERATION AT THE NEXT MEETING.
IS THAT CLEAR ENOUGH? >> YES THANK YOU.
>> IS THAT WITH POSSIBLE IN MINUTES AT THE NEXT MEETING OR NOT?
TECHNICALLY WE COULD AND WE COULD HAVE SPECIAL MEETINGS BUT I DON'T THINK ANY OF US ARE WANTING TO DO THAT.
>>.[INAUDIBLE] >> I WANT TO LOOK AT THE MAP TO MAKE SURE THAT THE STREETS I AM LOOKING AT ARE THE STREETS I WAS THINKING.
IT'S HARD TO SEE ON THE SCREEN, THE DETAIL OF THE MAP ITSELF.
I DEFINITELY LIKE AN EXTRA TIME TO LOOK AT IT.
I WOULD LIKE TO POSSIBLY -- WHERE THE STREETS ARE DIVIDED BECAUSE IT'S REALLY HARD TO SEE WITH THIS.
PARTICULARLY AS WE ARE MAKING ALL THESE CHANGES.
I'M NOT SURE IF ANY TRUSTEES AGREE BUT IT'S HARD FOR ME TO SEE THAT THE STREETS IS VERY HARD.
>> IF YOU GO TO CERRITOS.EDU /REDISTRICTING THERE'S AN INTERACTIVE MAP THAT WILL SHOW LEASE FOR C TO, WE DID NOT CHANGE ANYTHING FROM C TO TO DOWNEY.
SHE CAN SEE THE EXACT STREETS OVER THERE WITHOUT NEEDING TO LOOK AT THE SHARED SCREEN.
>> WHICH IS WHY I JUST SAID THAT.
I'M LOOKING AT THIS NOW I WILL FOLLOW UP WITH DOCTOR FIERRO WHATEVER QUESTIONS I MIGHT HAVE WILL BE DIRECTED TO THE PERSON DOING THE MAPS. IDEALLY I THINK, YOU KNOW IDEALLY I THINK IT'S HARD FOR ME TO SEE IT THIS WAY AND UNDERSTAND IT. I KNOW I NEED SOME TIME TO BE ABLE TO VISUALLY LOOK AT IT.
THAT WAS A QUESTION AND IT'S A LITTLE BIT DIFFERENT THAN WHAT I THOUGHT.
>> I PULLED OUT THE INTERACTIVE MAP TO SHOW THE SPLIT OF DOWNEY.
THESE ARE MISNOMER THAT SHOULD BE ONE, TOO. THE MAJOR SPLIT IS LONG FIRESTONE.
THEN SOUTH TO IMPERIAL AND THEN EAST TO BASICALLY THE RIVER AND DIVIDING LINE BETWEEN NORWALK AND DOWNEY.
[01:55:11]
>> IS LIT BETWEEN IMPERIALIST WAY.
IS THAT THE ONE OFF OF THE FREEWAY?
>> I DON'T THINK SO, I'M NOT SURE.
WHY DOES THIS LOOK DIFFERENT TO ME, THE BOTTOM PART? DID WE ACTUALLY TAKE OUT PART OF BELLFLOWER?
>> NO, THESE ARE THE SAME LINES.
THIS IS THE USD SPLIT WITH BELLFLOWER, THIS IS LONG
ROSENCRANTZ. >> YES BUT THAT'S NOW IN DISTRICT 3, CORRECT?
MY QUESTION IS, DISTRICT NUMBER TWO.
>> YES. >> THIS IS DISTRICT 2 SO THIS IS NONE OF BELLFLOWER UNIFIED.
AND NONE OF BELLFLOWER, CORRECT?
>> IT DOES HAVE PORTIONS OF BELLFLOWER.
>> IS JUST BELOW FOSTER, THIS SECTION HERE IS THE DOWNEY USD PORTION IN
BELLFLOWER. >> OKAY THANK YOU.
>> CAN I SAY THAT IN THE NEXT MEETING WE APPROVE THE MAPS, I THINK WHAT I WOULD LIKE IS I WOULD LIKE TO HAVE A MAP THAT I CAN SHARE, THAT PEOPLE CAN UNDERSTAND AND SAY THIS IS THE MAP, IS WHAT WE WILL BE VOTING ON YOU KNOW, ANY LAST-MINUTE COMMENTS BECAUSE THE BOARD PLANS TO ADOPT IT.
HOW DO YOU PLAN TO DO AT THIS POINT?
>> I THINK THE EASIEST WAY IS, I WILL BE SENDING YOUR STAFF A LINK, A WEB MAP LINK AND YOU CAN SEND THAT LINK TO ANYONE AND SAY CLICK ON THIS LINK, AND YOU WILL BE BROUGHT TO AN INTERACTIVE MAP WHERE YOU CAN ZOOM IN, ZOOM OUT TO STREET LEVEL DETAIL AND THE DISTRICTS WILL BE SHADED. AND THE NUMBERS WILL BE RIGHT.
WILL START AT ONE, DOWN TO FOUR AND THEN FIVE, SIX, SEVEN. IT WILL ALIGN EXACTLY TO THE CURRENT TRUSTEE NUMBERS.
BUT I THINK THAT THE WEB LINK WILL BE THE EASIEST WAY TO DO IT.
WE WILL ALSO PRODUCE THE PDF VERSION, THERE'S MORE OF AN OVERVIEW MAP, BUT THAT WILL ALSO HAVE THE DATA TABLE ON PAGE NUMBER TO SEE BECAUSE OF THE POPULATION AND THE CITIZEN VOTING AGE, INFORMATION AS WELL FOR EACH OF
THE DISTRICTS. >> OKAY SO THEN WE WILL HAVE A LINK AND THAT IS WHAT WE WILL BE VOTING ON.
THANK YOU. >> DO THE TRUSTEES HAVE ANY QUESTION ABOUT THE ITEM? LET'S MOVE ON TO 3.03.

[4. Reports and Comments from District Officials]
OFFICIALS. WE WILL START WITH --I'M SORRY TO END THIS MEETING ON A BAD NOTE BUT UNFORTUNATELY, DUE TO PERSONAL REASONS, I WILL HAVE TO BE STEPPING DOWN FROM ALL OF MY LEADERSHIP POSITIONS INCLUDING MY ROLE AS STUDENT TRUSTEE.
BUT I JUST WANT TO THANK THE BOARD FOR ALLOWING ME THIS OPPORTUNITY TO BE AMONG YOU AND LEARN.
THIS WAS SUCH A GREAT OPPORTUNITY FOR ME AND ESPECIALLY BEING ABLE TO GO TO ALL THE CONFERENCES IN SAN DIEGO, SACRAMENTO AND WASHINGTON D.C.. THOSE WERE AMAZING EXPERIENCES AND ALSO, BEING ABLE TO LEARN WHAT IT IS LIKE TO RUN AN ORGANIZATION, ESPECIALLY DURING SUCH UNCERTAIN TIMES.
THANK YOU FOR ALL OF THAT AND YEAH, THANK YOU.
>> THANK YOU SO MUCH FOR YOUR SERVICE.
TRUSTEE PEREZ. >> CAN YOU COME BACK TYPED UP NOTES AND AM TRYING TO FIND THEM.
COME BACK TO ME. >> ALL RIGHT.
>> ARE NOTHING TO REPORT OTHER THAN TO THANK OUR STUDENT TRUSTEE.
WE APPRECIATE YOUR INPUT, CERTAINLY YOUR KNOWLEDGE AND THE SUPPORT YOU PROVIDED TO YOUR ENTIRE STUDENT BODY.
WE GOING TO MISS YOU, WE WISH YOU WELL AND HOPE ALL OF THE REASONS YOU ARE STEPPING DOWN YOU KNOW ARE GOING TO BE SOMETHING PRODUCTIVE FOR YOU. WE WISH YOU ONLY THE BEST.
>> I WOULD LIKE TO THANK TRUSTEE CERRITOS AND DOCTOR FIERRO AND TONY FOR ATTENDING THE FIRST TIME IN 15 YEARS, 14 YEARS REALLY, BUT THE LA MIRADA STATE OF THE CITY ADDRESS.
IT'S NOT SOMETHING WE'VE HAD FOR A VERY LONG TIME, SINCE I WAS IN ELEMENTARY SCHOOL I GUESS. MAYBE MIDDLE SCHOOL.
BUT IT'S BEEN A LONG TIME AND WE ARE HAPPY TO BRAG ABOUT HOW GREAT THE CITY OF LA MIRADA IS AND WANT TO THANK THE REPRESENTATIVES FROM CERRITOS COLLEGE FOR COMING TO MY HOMETOWN AND SEEING HOW WONDERFUL WE ARE TO BE HAPPY TO BE PART OF THE CERRITOS COLLEGE COMMUNITY.
LOOKING FORWARD TO MANY MORE YEARS OF SUPPORTING THE COLLEGE
[02:05:05]
AND LOOKING FORWARD TO MORE INNOVATION AT THE LA MIRADA SITE OF CERRITOS COLLEGE.>> YES IT WAS VERY INFORMATIVE. IN REGARDS TO EVERYTHING THEY HAVE DONE, ALL OF THE ACCOMPLISHMENTS. ALSO, -- [INAUDIBLE] RECOVERED DIVERSITY, EQUITY AND INCLUSION.
WE HAD A PRESENTATION ON THAT.
[INAUDIBLE] I FOUND IT VERY INTERESTING HOW OUR PERCEPTIONS AND THE WAY WE GROW UP, THE WAY WE.[INAUDIBLE] UNDERSTANDING -- [INAUDIBLE]
>> THANK YOU FOR YOUR SERVICE OVER THE LAST SEVERAL MONTHS.
BEING PART OF THE BOARD AT THIS PARTICULAR TIME IS MORE DEMANDING AND POTENTIALLY NOT AS ENJOYABLE AS PRE-COVID.
THANK YOU FOR ALL OF THE WORK, YOUR INPUT AND CONTRIBUTIONS.
AND YOU PROVIDED INPUT FOR DECISIONS WE HAVE TO MAKE.
WE HAVE TO CONTINUE TO MAKE GOING FORWARD SO THANK YOU VERY MUCH. IT WAS GREAT TO SPEND SOME TIME WITH YOU LAST WEEK IN SACRAMENTO.
AND GOING FORWARD, PLEASE FEEL FREE TO REACH OUT TO ME OR ANYONE OF US, FOR ANY TYPE OF GUIDANCE, QUESTIONS WERE ANYTHING.
WE ARE HERE AS A RESOURCE FOR YOU.
I ALWAYS KEEP TRACK OF THE STUDENT TRUSTEES THAT OBSERVED SINCE I GOT HERE AND YOU WILL NOT BE AN EXCEPTION.
THANK YOU FOR WORKING WITH US THE LAST SEVERAL MONTHS.
OVER THE LAST, WE CAN HALF OR TWO, I'VE HAD MANY MEETINGS WITH STATE, FEDERAL OFFICIALS.
AT THE STATE LEVEL TALKING ABOUT SOME LEGISLATIVE CHANGES.
THE LEGISLATION, AROUND BUDGETS AND ON THE FEDERAL LEVEL, PARTICULARLY SOME CHANGES.[INAUDIBLE] MOST OF THE PEOPLE WHO HAD CONVERSATIONS WITH HAVE BEEN -- IT'S ONE THING THAT'S CONSISTENT.
WHAT I MENTIONED EARLIER, WE FOUND EXTENDING THE DEADLINE FOR FUNDS, TODAY, THIS MORNING I AGREED TO MEET WITH CONGRESSWOMAN -- SHE WASN'T NECESSARILY OPEN TO IT BUT WAS NOT OPPOSED TO IT.
AND WE WILL HAVE A FOLLOW-UP TO SEE WHAT SHE WAS ABLE TO FIND OUT AND SEE IF THERE'S ANY MEMBERS AT THE FEDERAL LEVEL WHO WOULD LIKE TO OBVIOUSLY CHANGE THE GUIDELINES.
AND HOW WE SPEND WITH LEFT OF THE DOLLARS.
THIS IS NOT AN ISSUE JUST FOR CERRITOS BECAUSE MOST HAVE SPOKEN WITH IN ANOTHER STATE HAVE SIMILAR ISSUES TRYING TO FINALIZE THE DOLLARS.
[02:10:02]
AND SO WE ARE TRYING TO CONTINUE THAT WORK. THE OTHER PART THAT SEEMS CONSISTENT IS QUESTIONING ABOUT ENROLLMENT IN THE COMMUNITY COLLEGES.-- A CALIFORNIA COMMUNITY COLLEGE MORE SO THAN COLLEGES IN OTHER STATES AND THAT IS TRUE, YES OTHER STATES HAVE FEWER STUDENTS IN CALIFORNIA BUT ALL THE STATES ARE DONE AT ENROLLMENT.
THE THING THAT'S IMPORTANT TO KEEP IN MIND THAT CALIFORNIA USED TO HAVE OVER 2 MILLION STUDENTS.
[INAUDIBLE] 10 PERCENT, 15 PERCENT, THE IMPACT IS MUCH LARGER THAN THE NUMBER STUDENTS, THE IMPACT IS FELT IN OTHER STATES.
BUT HOWEVER WE WILL QUESTION ABOUT ENROLLMENT AND HOW WILL COME BACK.
THAT WAS A QUESTION HE WAS ASKED.
HOW WE ARE GOING TO COME BACK AND -- THE COMMUNITY COLLEGE GOING FORWARD. AND THAT WAS SOMETHING THAT WAS ASKED.
ABOUT US EVERY TIME WHETHER IT IS A.[INAUDIBLE] A SENSE OF URGENCY FOR US ON THE CAMPUS LEVEL, TO FOCUS ON WHAT THE FUTURE LOOKS LIKE. THE QUESTIONS ABOUT ENROLLMENT AND WHAT THE COMMUNITY COLLEGE WILL LOOK LIKE I GUESS -- [INAUDIBLE] IT WILL BECOME LOUDER AND LOUDER.
>> WE HAVE TO GO BACK TO TRUSTEE --
THANK YOU VERY MUCH TRUSTEE LU.
I WANT TO ECHO EVERYONE'S COMMENTS AND THANK TRUSTEE SUTHERLAND FOR DEDICATION AND LEADERSHIP AND REPRESENTATION.
WE WILL MISS YOU, KEEP IN TOUCH AND WE WISH YOU THE BEST OF LUCK IN ALL OF YOUR PROFESSIONAL AND ACADEMIC ENDEAVORS.
I ALSO JUST WANTED TO ECHO SOME OF DOCTOR FIERRO'S THOUGHTS. BOTH WERE AT THE CONFIDENT SETTLEMENT AND JUST CAME BACK FROM THE ACCT LEGISLATOR CONFERENCE IN DC.
SO A LOT OF THE ISSUES WERE COMMON AMONGST BOTH GROUPS.
THE ONE THING IS JUST YOU KNOW, I HOPE EVERYONE HAS GOTTEN THE FOLLOW-UP FROM MAIA WALKER REGARDING SETTING UP VIRTUAL MEETINGS TO TALK ABOUT WHAT'S GOING ON AND COMMUNITY COLLEGES SPECIFICALLY AT CERRITOS COLLEGE AND A REQUEST.
HOPEFULLY PEOPLE CAN ATTEND THAT IT'S REALLY IMPORTANT FOR US TO MEET WITH OUR LEGISLATORS VIRTUALLY.
ANOTHER THING, THEY WERE SOME REALLY INTERESTING BILLS, STATE BILLS THAT THE LEAGUE AND TAKEN A POSITION ON AND I THINK BASED ON THE COMMUNICATION THAT THEY WILL BRING IT BACK TO US.
I'M NOT SURE IF HIS NEXT MEETING OR THE FOLLOWING MEETING ABOUT TAKING SOME POSITIONS ON PIECE OF LEGISLATION THAT WOULD REALLY BENEFIT OUR STUDENTS.
I JUST WANT TO MAKE SURE WE FOLLOW UP ON THAT AND HAVE A GOOD DISCUSSION AT THE BOARD.
SAME THING THAT DOCTOR FIERRO MENTIONED THIS TO TALK ACROSS THE STATE AND NATION ON THE DECLINE IN ENROLLMENT.
I TALKED TO DOCTOR FIERRO ABOUT TAKING A LOOK, DEEPER DIVE AT THE DATA HERE AT CERRITOS COLLEGE, TO FIGURE OUT WHAT WE CAN DO TO HELP ADDRESS THE ENROLLMENT DECLINE.
BECAUSE AGAIN, YOU WILL HAVE LONG-TERM IMPLICATIONS ON OUR FUNDING, WHICH MEANS LONG-TERM IMPLICATIONS ON EMPLOYEES.
SO WE WANT TO MAKE SURE WE ARE DOING EVERYTHING THAT WE CAN TO TRY TO ADJUST THE DECLINE IN ENROLLMENT AND TRY TO REVERSE THE TREND.
ONE OF THE THINGS IT WAS REALLY REALLY CLEAR ANY DATA I KNOW, I KNOW DOCTOR FIERRO HAS MENTIONED IT.
BUT I KIND OF FELT REALLY NEED TO FOCUS ON IT NOW. I THINK THAT IT WAS TALKED ABOUT, THE DECLINE IN ENROLLMENT.
THAT IS A PROBLEM ACROSS THE COUNTRY, THAT IS A PROBLEM ACROSS CALIFORNIA.
JUST YOU KNOW THAT OUR MALE STUDENTS ARE NOT COMING TO COLLEGE AND THEY'RE NOT SINGING COLLEGE AND THEY ARE NOT COMPLETING AND NOT GETTING ONTO THEIR FINAL GOAL OF HAVING HIGHER QUALITY OF LIFE,
[02:15:06]
ECONOMIC, JOBS.I WANT TO SEE IF WE CAN TAKE A CLOSER LOOK AT THAT WOULD BRING US THE NEXT UPDATE ON THE DATA.
REALLY TRYING TO FOCUS ON WHAT WE CAN DO TO SUPPORT AN INCREASE OF COMPLETION RATES FOR CAMPUS.
THAT WOULD BE MY LAST REQUEST.
THANK YOU VERY MUCH! >>.[INAUDIBLE] NOW CLOSED SESSION.
WE WILL GO TO CLOSED SESSION THEN --
[5. Closed Session]
>> THANK YOU VERY MUCH.
