HAVE QUORUM? IT LOOKS LIKE WE HAVE QUORUM.>> THANK YOU. WELCOME TO THE JANUARY 12, 2022, CERRITOS COLLEGE BOARD MEETING, THE FIRST OF THE YEAR. WE WILL BEGIN WITH ROLL CALL. ANDREA.
>> COURT CLERK, SANDRA SALAZAR.
>> HERE. >> PRESIDENT SUPERINTENDENT.
>> AND I'LL CIRCLE BACK TO THE BOARD CLERK SANDRA SALAZAR.
NOW, TRUSTEE ABELOS, PLEASE LEAD US IN THE PLEDGE OF
PLEASE JOIN IN, PLEASE. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, ENDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
>> IS THERE ANY BOARD MEMBER THAT WOULD LIKE TO REORGANIZE
THE AGENDA IN ANY WAY? >> ALL RIGHT.
SEEING NONE, WE'LL MOVE ON TO COMMENTS FROM THE AUDIENCE. ANDREA, DO WE
[1.04 Comments from the Audience]
HAVE ANY COMMENTS FROM THEWE HAVE THREE PUBLIC COMMENTS.
TWO OF THEM PERTAIN TO THE PUBLIC HEARING THAT WE HAVE ON THE AGENDA AND THEN ONE JUST A GENERAL PUBLIC COMMENT.
THE COMMENT IS 23R RAINY CANE ADD JUT INSTRUCTOR REGARDING COVID SAFETY PROTOCOL AND HAZARD COMPENSATION. ESTEEMED TRUSTEES, I'M A PROUD EMPLOYEE OF THE COLLEGE AND I FEEL WE HAVE DONE AND CONTINUE TO DO OUR BEST IN LIMITING EXPOSURE TO THE VARIANTS COVID-19.
WE ALL KNOW THE OMICON VARIANT IS MUCH MORE CONTAGIOUS AND I UNDERSTAND THE REBUCK TANS TO SHUT DOWN -- RELUCTANCE TO SHUT DOWN.
SOME OF THEM LET THEIR MASKS FALL BELOW THEIR NOSE AND HAVE MASKS THAT DON'T FIT WELL AND I EVEN HAD A STUDENT REMOVE A MASK TO SNEEZE. THIS HAS ADDED NEW RESPONSIBILITIES TO MY JOB DESCRIPTION AS WELL AS UNFORE TOLD RISKS. MY NEW RESPONSIBILITIES ARE AS FOLLOWS AND IN NO PARTICULAR ORDER, ONE, POLICE THE COVID PROTOCOLS IN THE LAB, ADVICE STUDENTS ON WHAT DO IF THEY TEST POSITIVE, MONITOR MY STUDENTS FOR SYMPTOMS IN CASE -- REMOVE STUDENTS FROM THE LAB IF THEY'RE DISPLAYING SYMPTOMS. SUBMIT MY OWN SCREENINGS EACH TIME I'M ON CAMPUS. SHARE MY VACCINATION STATUS. ACCEPT THE RISK OF CONTRACTING COVID-19 SIMILARIC OR NOT WHICH ALSO PLACES MY FAMILY AT RISK. EIGHT, ENSURE THE LAB IS CLEANED PRIOR TO LEAVING AFTER CLASS AND ATTEMPT TO MAINTAIN SOCIAL DISTANCING IN THE LAB. I DO NOT DISAGREE THAT THESE RESPONSIBILITIES ARE NOT NEEDED AND I APPRECIATE THIS IS AN UNPRECEDENTED SITUATION.
WHILE I'M FULLY VACCINATED AND BOOSTED AND CONFIDENT I WILL NOT REQUIRE HOSPITALIZATION THERE IS A REAL THREAT THAT I COULD SUFFER LONG TERM HEALTH ISSUES IF I CONTRACT THE VIRUS.
THERE IS THE VERY REAL POSSIBILITY I COULD TRANSMIT IT TO ANOTHER PERSON WITHOUT KNOWING IT.
I AM REQUESTING THAT HAZARD PAY BE CONSIDERED MOVING FORWARD FOR ANY EMPLOYEE WHO IS REQUIRED TO BE ON CAMPUS DUE TO THE ADDED STRESS WE ARE UNDER AND THE RISKS WE TAKE TO KEEP THE CAMPUS RUNNING SAFELY AND SMOOTHLY.
I APPRECIATE ALL YOU DO FOR THE COLLEGE AND ESPECIALLY FOR YOUR
[00:05:07]
TIME IN READING THIS.THAT CONCLUDES THE PUBLIC COMMENTS.
>> THANK YOU. >> I DON'T SEE HIM ON THE LIST
[1.05 Reports and Comments from Constituent Groups]
OF PARTICIPANTS.FACE. >> CAN I START? ISNA OKAY?
>> OF COURSE. SO THANK YOU, PRESIDENT, BIRKEY. HAPPY FIRST WEEK OF SPRING SEMESTER.
JUST AS WE THOUGHT WE HAVE COVID-19 FIGURED OUT IT REMINDED US SOMETIMES IT IS HARD TO PLAN.
BEFORE I GO FURTHER ON THE HEALTH AND SAFETY MEASURES, I WANT TO HIGHLIGHT THE WORK OF
OUR FACULTY. >> I WOULD LIKE TO ENCOURAGE THE DISTRICT TO THEREON THE NARRATIVES OF LISTENING TO EMPLOYEES WHEN MAKING DECISIONS.
IN ADDITION TO THE OPTIONS TO COMPLETE REMOTE WORK AT HOME, CCFF IS ADVOCATING FOR THE FOLLOWING MEASURES FOR THOSE WHO ARE WORKING ON CAMPUS NOW THROUGHOUT THE SEMESTER.
PROVIDE RAPID TESTS TO ALL EMPLOYEES. PCR TESTS MAY TAKE THREE TO FIVE DAYS FOR RESULTS TO COME BACK OFTENTIMES EMPLOYEES ARE NOT GIVEN THE OPTION TO WORK REMOTELY WHILE WAIT WAIT FOR THEIR RESULTS.
CURRENTLY EMPLOYEES ARE TOLD THEY SHOULD COME TO WORK PHYSICALLY AS LONG AS THEY HAVE TAKEN THE PCR TEST, NO RESULTS NEEDED. WITH THE DELAYS IN TEST RESULTS, EMPLOYEES CAN BE ON CAMPUS FOR MORE THAN THREE DAYS BEFORE THEY KNOW THEY HAVE TESTED POSITIVE.
THIS PRACTICE CAN AND HAS LED TO ASYMPTOMATIC INDIVIDUALS EXPOSING COLLEAGUES TO COVID THREAT, PROVIDE HAZARD PAY FOR THOSE FACULTY WHO TEACH HARD TO -- THERE HAVE BEEN FACULTY WHO HAVE BEEN PROVIDING WHEN THE CAMPUS IS READY TO HAVE INCREASED FOOT TRAFFIC ON CAMPUS ASK FOR VOLUNTEERS FIRST.
WE ALL HAVE FOLKS WHO PREFER WORKING ON CAMPUS.
FIVE, MAKE PPE MORE ACCESSIBLE TO EMPLOYEES AND STUDENTS ADDING LOCATIONS WHERE PEOPLE CAN EASILY PICK UP ADDITIONAL SUPPLIES FOR THOSE WORKING ON CAMPUS.
NUMBER SIX, IMPROVING COMMUNICATIONS FROM THE DISTRICT TO FACULTY STUDENTS AND STAFF, POST AND UPDATED RETURN TO CAMPUS PRIOR TO START OF THE SEMESTER. I JUST NOTICED THE SPRING 2022 RETURN TO CAMPUS PLAN IS UP.
THIS IS AN EXAMPLE OF A GREAT CREATIVITY IN THE DISTRICT AS WE DEAL WITH THE REALITY. THANK YOU.
[00:10:01]
LOPEZ. >> YES. SO, GOOD EVENING, BOARD OF TRUSTEES.
DISTRICT EMPLOYEES AND GUESTS PRESENT TONIGHT.
SO I WANT TO THANK OUR ESSENTIAL CLASSIFIED EMPLOYEES WHILE SOME GOT TO ENJOY A WEEKEND OFF IN DECEMBER OUR ESSENTIAL EMPLOYEES LIKE CAMPUS POLICE WORK ON SITE KEEPING OUR CAMPUS SAFE DURING THE CLOSURE. OUR FACILITIES CREATE -- CONTINUE TO TAKE NOTIFICATIONS OF POSITIVE COVID CASES. WE HOPE THE REDUCED FOOTPRINT ON OUR CAMPUS HELPS ALLEVIATE THE SITUATION.
OUR STUDENT HEALTH EMPLOYEES CONTINUE TO DO A WONDERFUL JOB BEING OPEN FOR COVID TESTING TO OUR STUDENTS AND EMPLOYEES.
THESE ARE JUST SOME OF OUR ESSENTIAL EMPLOYEES ON THE WORK THEY DO EACH AND EVERY DAY FOR EVERYONE. I WOULD ALSO LIKE TO THANK EVERYONE WHO VOLUNTEERED TO BE ON CAMPUS AND HELP SUPPORT CURRENT AND PROSPECTIVE STUDENTS DURING THE START OF THE SEMESTER.
YOUR HELP AND SUPPORT IS WHAT MAKES US A POSITIVE EXPERIENCE FOR STUDENTS. I REMIND THOSE IN HIGH TRAFFIC AREAS TO REQUEST AND WEAR YOUR N-95 MASK AS YOUR SAFETY IS A TOP PRIORITY. AS CLASSIFIED STAFF CONTINUE THEIR ASSIGNMENT INTO THE SPRING 22 SEMESTER, WE ARE GLAD TO SEE THAT THE RETURN TO CAMPUS PLAN WAS UP LOADED RIGHT BEFORE THE MEETING.
THIS PLAN ALLOWS US TO PROVIDE MEMBERS THE PROPER GUIDANCE, INFORMATION, AND SAFETY MEASURES ESPECIALLY WITH THE NEW VARIANTS IN PLACE. WE ASK THAT WE ARE PROVIDED THE SECTIONS UPDATED SO THAT WE CAN PROPERLY COMMUNICATE THIS WITH OUR MEMBERSHIP. WE ASK EMPLOYEES WORK REMOTELY WHILE QUARANTINE OR NEED TO CARE FOR THEMSELVES OR A FAMILY MEMBER. ALLOW THE OPTION FOR REMOTE WORK SO EMPLOYEES DON'T HAVE TO GO WITHOUT PAY OR USE UP THEIR LEAVE TO QUARANTINE.
WE ARE SCHEDULED TO MEET WITH THE DISTRICT'S NEGOTIATIONS TEAM OVER HAZARD PAY AND HOPE FOR OPEN DIALOGUE AND CONSIDER OUR REQUEST AS HIGHLY CONTAGIOUS WORKING CONDITIONS FOR SOME OF OUR EMPLOYEES.
THANK YOU FOR YOUR TIME THIS EVENING AND HAVE
UNLESS WE HAVE -- WE DO NOT SEE.
[2.01 Consideration of Approval to Enact Provisions of AB 361 Allowing for Virtual Meetings]
>> WE HAVE DECIDED TO TAKE ADVANTAGE OF AB 361 AND ADOPT A RESOLUTION OF 8361.
THIS WILL ALLOW US TO HOST ONLINE MEETINGS FOR A PERIOD OF 30 DAYS SO IF WE WISH TO AFTER TODAY POST ANOTHER MEETING, WE WILL HAVE TO READOPT A RESOLUTION.
ATTEND OF THE 30 DAYS OR EVEN NEXT TIME WE MEET WE COULD MEET ON CAMPUS.
SO IF WE WERE GOING TO MEET ON THE 19TH ON CAMPUS, WE JUST -- AND WE WILL NOT NECESSARILY COMMIT TO DO 30 DAYS ONLINE.
>> DO WE HAVE A -- WE NEED TO TAKE A MOTION ON THIS ITEM?
>> YES. WE WILL HAVE TO TAKE A MOTION AND AN ACTUAL VOTE ON IT IN ORDER TO ADOPT A RESOLUTION.
[00:15:01]
DO WE HAVE A MOTION?2.02 CONSIDERATION RAD IF I OCCASION
[2.02 Consideration of Ratification of Employee Resignations (Including Separations and Retirements) Accepted by the President/Superintendent]
OF EMPLOYEE RESIGNATIONS ACCEPTED BY THE PRESIDENTSUPERINTENDENT. >> ALL RIGHT. ANY DISCUSSION? SEEING NONE, ROLL CALL VOTE.
MOTION ASS. ITEM 3 MATLOCK 01.
[3.01 Redistricting Process of Trustee Areas at Cerritos College]
REDISTRICTING PROCESS OF THE TRUSTEE AREAS CERRITOS COLLEGE.WE HAVE TO READ THE NOTICE OF PUBLIC HEARING. PROP.
>> HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD BY THE BOARD OF TRUSTEES OF FOLLOW CITY COUNTY LOCAL GOVERNMENT LINES.
THREE, RELATIVELY EQUAL SIZE, PEOPLE NOT CITIZENS, FOUR, MAINTAIN COMMUNITIES OF INTEREST. FIVE, KEEP DISTRICTS COMPACT. PUBLIC HEARINGS AND REDISTRICTING TIMELINE IS SCHEDULED AS FOLLOWS.
FIRST PUBLIC HEARING AND ASKING YOUS OF DRAFT MAPS STUDY SESSION.
SECOND PUBLIC HEARING ON DRAFT MAPS.
FEBRUARY 9TH, 7:00 P.M., CONSIDERATION.
>> PUBLIC HEARINGS WILL TAKE PLACE AS PART OF REGULAR BOARD TRUSTEE MEETINGS. YOU MAY ALSO SUBMIT PUBLIC COMMENTS TO THE BOARD OF TRUSTEES WHILE USING THE PLEA BARGAIN PAGE LINKED IN THE AGENDA. AND THAT HYPERLINK IS LABELED PUBLIC COMMENT FORUM.
WITH THAT, WE'LL MOVE TO OUR PRESENTATION.
>> TRUSTEE BIRKEY, IF I MAY, AT THIS POINT IN THE PUBLIC HEARING, WE DID RECEIVE TWO PUBLIC COMMENTS. HAVING LIVERED IN THIS REGION MY ENTIRE LIFE I BELIEVE OUR COMMUNITY IS BEST SERVED WHEN THE EXISTING CITY AND DISTRICT BOUNDARIES ARE MOST INTACT EVEN IF IT CREATES A LESS THAN IDEAL POPULATION DISTRIBUTION.
AND THAT'S TEND OF THE PUBLIC COMMENTS FOR THE PUBLIC HEARING.
VERY HELPFUL AND THANK YOU FOR THOSE WHO HAVE SUBMITTED THOSE COMMENTS. DEFINITELY TAKE THAT INTO CONSIDERATION. GREAT POINT.
THIS WAS THE PUBLIC HEARING COMPONENT.
WE NOW GO TO THE PRESENTATION AND THE ACTUAL PRESENTATION OF THE REDISTRICTING. THIS ITEM.
[00:20:02]
4.02. SO FIRST WE'LL DO 4.01 ON THE RECOGNITION OF A RETIREE.A VERY PROMINENT ONE FOR ALL OF
IT'S MY PLEASURE TO RECOGNIZE DR.
CHURCH FOR HER YEARS OF SERVICE AND SADLY RECENT RETIREMENT. THOUGH I THINK WE ARE THE SAD ONES.
SHE IS AT HOME NOT HAVING TO THINK ABOUT HAVING TO DEAL NEXT WITH WITH THIS CHALLENGING SITUATION. SHE JOINED UNITED STATES ON FEBRUARY 22ND, 2016, AND IN 2016 SHE WAS PROMOTED TO VICE PRESIDENT OF HUMAN RESOURCES.
SHE IS A TRUE PROFESSIONAL AND HELD IN HIGH REGARD FOR THE COLLEGE PROVIDING SERVICES FOR THE COLLEGE AND HR PROFESSIONALS AND SURROUNDING COMMUNITY COLLEGES AND AT THE SATE LEVEL.
SHE'S ALSO EARNED THE RESPECT OF ALL GROUPS ON CAMPUS AND THAT IS CREDIT TO BOTH HER CHARACTER AND WEALTH OF KNOWLEDGE.
SHE WILL TRULY BE MISSED BY THE CAMPUS COMMUNITY.
THANK YOU FOR THE CONTRIBUTIONS YOU HAVE MADE TO THE COLLEGE AND THE DISTRICT AS A WHOLE WE WISH YOU A HEALTHY AND HAPPY RETIREMENT.
IT HAS BEEN A PLEASURE WORKING WITH YOU AGAIN. THANK YOU.
ADRIANNA? >> NO, SHE'S NOT CONNECT.
>> WELL, THANK YOU FOR SAYING THOSE KIND WORDS AND SHE WILL DEFINITELY BE MISSED.
SO HOPEFULLY THAT'S NOT THE LAST WE HEAR OF OUR FAVORITE DR. FLORES-CHURCH.
>> SHE PROVIDED SO MANY YEARS OF SERVICE AND HAS ALWAYS BEEN A VERY HUMBLE SPIRIT AND VERY DOWN TO EARTH AND ALWAYS GAVE US THE -- ANYWHERE THAT YOU GO.
SHE WILL DEFINITELY BE MISSED ON CAMPUS BUT SHE HAS MOVED ON TO A BETTER PASTURE IN ANOTHER STATE.
[4.01 Institutional Presentation: Recognition of Retiree]
>> I ALSO WANT TO THANK HER FOR HER CONTRIBUTION TO THE COLLEGE.
SGLIPTED TO THANK HER. I DIDN'T GET TO WORK WITH HER AS MUCH AS THE REST OF THE GROUP HERE BUT AT THE DIFFERENT MEETINGS, I FOUND SHE WAS VERY INFORMATIVE AND YOU'RE RIGHT VERY CALM.
AND KEPT US WELL INFORMED ABOUT EVERYTHING. I LOVE THE WAY SHE WAS ABLE TO HAND VERY DIFFICULT SITUATIONS THAT SHE CONFRONTED.
SO I WANT TO THANK HER FOR HER
WE HAVE ALSO FROM TRUSTEE PEREZ WRITES IN THE CHAT I WOULD LIKE TO THANK HER FOR ALL OF HER SERVICE.
SHE IS A GEM AND WE WILL MISS HER DEARLY.
CONGRATULATIONS AND HAPPY RETIREMENT. THANK YOU FOR
EVERYTHING. >> MAY YOU CONTINUE TO INSPIRE OTHERS TO GO INTO PUBLIC SERVICE IN PARTICULAR HUMAN RESOURCES.
YOU DID A PHENOMENAL JOB. >> ABSOLUTELY.
I REALLY JUST APPRECIATE THE LEVEL OF PROFESSIONALISM THAT SHE BROUGHT TO EVERY SINGLE ITEM THAT WE INTERACTED WITH HER ON.
SHE WAS VERY EVEN HANDED AND VERY THOUGHTFUL AND DEFINITELY PUT HER PERSONAL PRIORITIES SECONDARY TO THAT OF THE COLLEGE AND THE PEOPLE THAT SHE WAS TRYING TO REPRESENT FAIRLY.
SO I APPLAUD HER AND DEFINITELY SOMEBODY THAT YOU LEARN SOMETHING FROM WHEN YOU WORK WITH THEM. SO THANK YOU SO MUCH FOR EVERYTHING. ALL RIGHT.
SO THANK YOU FOR CLARIFICATION ON THIS.
ON ITEM 4.02, REGARDING DISTRICTING, DO WE HAVE ANY INTRODUCTIONS TO
MAKE? >> YES. THANK YOU. SO WE HAVE MS. SOPHIA GARCIA WHO WILL GIVE US AN OVERVIEW OF THE PROCESS ON THE MAPS DRAWN UP FOR YOUR
[00:25:06]
CONSIDERATION. NOT JUST YOU BUT ALL THE MEMBERS OF THE PUBLIC HAVE HAD THE OPPORTUNITY TO STUDY AND TO EVALUATE THE INFORMATION. SO JUST TO GIVE YOU A LITTLE BIT OF CONTEXT BEFORE THE PRESENTATION, WE HAVE BEEN ACTIVELY DOING OUTREACH ON THE COMMUNITY REGARDING THE REDISTRICTING. SO WE BEGAN A HEAVY SOCIAL MEDIA ADVERTISING CAMPAIGN FROM DECEMBER 22ND ALL THE WAY TO FEBRUARY 16TH AND WE HAVE REACHED 5,821 INDIVIDUALS THROUGH THIS PARTICULAR CAMPAIGN. AND WE HAVE HAD A NUMBER OF TARGET EMAILS TO DISTRICT RESIDENTS AND REGISTERED VOTERS AND WE HAVE BEEN ABLE TO REACH 41,242 RESIDENTS THIS WAY.IN ADDITION TO THAT, WE HAVE ADS IN THE NEWS RUNNING FROM JANUARY 7TH TO FEBRUARY 16TH IN THE HOPES OF REACHING DECISIONAL INDIVIDUALS SO WE HAVE BEEN PROACTIVELY WORKING WITH THE COMMUNITY IN OARED TO MAKE THIS PROCESS AS TRANSPARENT AS POSSIBLE AND THAT'S INCLUSIVE -- AND AS INCLUSIVE AS WE CAN MAKE IT.
NOW I WOULD LIKE TO GIVE IT OVER TO MS. GARCIA.
WE'LL CONTINUE WITH THE PRESENTATION.
>> THANK YOU. CAN YOU HEAR ME? OKAY. I SEE SOME NODS.
OKAY. ARE YOU ABLE TO SEE THE SCREEN? OKAY.
GOOD EVENING, EVERYONE. I'M THE GIS DIRECTOR WITH REDISTRICTING PARTNERS, THE FIRM WORKING WITH THE CERRITOS COLLEGE DISTRICT ON THE REDISTRICTING PROCESS AND TODAY WE WILL GO THROUGH A COUPLE OF THINGS.
SOME OVERVIEW AND THEN WE WILL TALK ABOUT ALL THE DRAFT MAPS WITH A LITTLE BIT MORE DEPTH.
IF THERE'S ANY MEMBERS OF THE PUBLIC WHO ARE
[4.02 Institutional Presentation and Discussion: Redistricting Process of Trustee Areas at Cerritos College]
WITH US FOR THE FIRST TIME, SOME OVERVIEW OF THE PROCESS, REDISTRICTING IS THE PROCESS OF ADJUSTING DISTRICT LINES EVERY TEN YEARS AFTER THE RELEASE OF THE U.S. CENSUS DATA.WE NORMALLY GET THAT DATA IN MARCH OF EVERY YEAR ENDING IN A ONE BUT DUE TO THE PANDEMIC AND COVID AND THE BUREAU ALLOWING FOR MORE TIME FOR FOLKS TO PLOT THE SEVEN -- FILL OUT THE CENSUS FORM WE DID NOT RECEIVE THE DATA UNTIL LATE MARCH.
THANKFULLY YOUR SPECIFIC DISTRICT HAS A LITTLE LONGER OF A TIME PERIOD TO DO THEIR PROCESS WHICH IS
GREAT. >> THESE ARE OUR GUIDING PRINCIPLES UTILIZED FOR ANY DRAFT PLAN AND IF A MEMBER OF THE PUBLIC SUBMITS THE PLAN THIS WILL ALSO BE THE CRITERIA TO EVALUATE THAT PLAN AS WELL.
THESE REDISTRICTING CRITERIA HAVE BEEN UPHELD BY COURTS.
THEY'RE USED NATIONALLY AND ARE BEST PRACTICES FOR THE REDISTRICTING PROCESS. THEY'RE ALSO IN A RANKED CRITERIA ORDER AND SO THE FIRST CRITERIA AND THE REASON WHY WE DO THIS PROCESS EVERY TEN YEARS IS THAT CRITERIA OF CREATING DISTRICTS OF RELATIVELY EQUAL SIZE.
IT WAS NOTED EARLIER THAT WE DO UTILIZE THE 2020 CENSUS FILE AND BECAUSE OF THAT WE ARE LOOKING AT THE TOTE 8 COUNT OF PEOPLE NOT CITIZENSHIP.
[00:30:01]
WE'RE ALSO NOT LOOKING AT VOTER REGISTRATION DATA OR THAT DATA.WE'RE SOLELY LOOKING AND HAVE TO UTILIZE THAT POINT IN TIME COUNT DATA FROM THE CENSUS. THIS CRITERIA ALSO RELATES TO THE PROCESS THAT THE DISTRICT IS NOT -- DOES NOT HAVE TO CREATE DISTRICTS OF EXACTLY PERFECT SIZE. THEY DO HAVE SOME ROOM OR WHAT IS CALLED A TOTE 8 PLAN DEVIATION OF 10:00% AND WE'RE GOING TO GET INTO THAT WITH EVERY PLAN AND WE'RE ALSO GOING TO DISCUSS THAT A LITTLE BIT MORE IN DEPTH WHEN YOU LOOK AT YOUR DATA TABLE BEFORE YOUR DISTRICT LINES.
THAT MEANS THE DISTRICT CAN HAVE THEIR DISTRICT SIZES THAT ARE A LITTLE BIT OVER OR UNDERPOPULATED TO HAVE AN IDEAL SIZE OR A RANGE BETWEEN THE LARGEST AND SMALLEST DISTRICT. THIS CRITERIA ALSO REFERS TO THE GEOGRAPHY WE UTILIZED FOR CREATING DISTRICTS WHICH IS THE CENSUS BLOCK GEOGRAPHY AND WE UTILIZE THAT BECAUSE THAT'S THE SMALLEST UNIT OF GEOGRAPHY THAT WE'VE RECEIVED THE DATA FROM THE CENSUS AND WE ALSO DON'T SPLIT BLOCKS WHEN GOING THROUGH THIS PROCESS.
WE HAVE THREE DRAFT MAPS WHICH HAVE BEEN MADE PUBLIC ON YOUR WEBSITE. I WENT EARLIER TO LOOK AT THAT SO IT IS A WONDERFUL CLEAR FORMAT SO A GREAT JOB TO YOUR STAFF FOR HAVING A WEBSITE THAT'S VERY CLEAR TO UNDERSTAND AND HAVING THESE DRAFT MAPS AVAILABLE AS WELL. SO FOR DRAFT MAP A IT IS A MINIMAL CHANGE PLAN SO WE TOOK YOUR EXISTING LINES AND MADE SURE THAT THEY WERE WITHIN THAT 10% TOTAL PLAN DEVIATION WHICH WE NEED TO DO BY LAW. OUR DRAFT PLAN B THE BASIS FOR THAT WAS TO LOOK AT THE UNIFIED SCHOOL DISTRICT LINES AND AN OVERLAY OF THAT SO YOU'LL SEE HOW YOU'LL FOLLOW THOSE LINES. THIS IS WHAT YOUR CURRENT LINES LOOK LIKE FOR YOUR DISTRICT. WE ALSO HAVE HERE THE POPULATION GROWTH. SO WE LOOK AT YOUR 2020 POPULATION AGAINST YOUR 2010 POPULATION AND WE DO SEE THAT FOR OVERALL FOR THE DISTRICT IN TOTAL GROWTH WE HAVE A TOTAL GROWTH OF 1.3%.
BUT YOU HAVE ALSO AN EQUAL GROWTH AND A LOSS OF POPULATION THROUGHOUT YOUR DISTRICTS SO WE CAN SEE AND YOUR PLAN OR DISTRICT ONE YOU VOW A TOTAL GROWTH OF 4% AND IN DISTRICT 6 AND 7, YOU'VE HAD A LOSS OF POPULATION IN YOUR DISTRICT 6 AND 7.
SO THIS TOTAL POPULATION GROWTH IS DIFFERENT FROM WHAT WE REFER TO AS YOUR TOTAL PLAN DEVIATION SO THE DEVIATION PERCENT IS THE DIFFERENCE OF A DISTRICT BETWEEN FROM THE IDEAL SIZE OF THE DISTRICT. SO YOUR IDEAL SIZE OF A DISTRICT IF YOU WERE TO CREATE EXACTLY PERFECT SIZE DISTRICTS THAT WOULD BE 62,359 AND THE PERCENTAGES IF THEY'RE POSITIVE THAT MEANS THAT THEY ARE ABOVE THAT IDEAL SIZE IN POPULATION AND IF THEY ARE NEGATIVE PERCENTAGE THAT MEANS THEY'RE A LITTLE BIT LESS THAN THE IDEAL SIZE. AND SO WHAT WE HAVE TO LOOK AT IN REFERENCE TO THE PLAN IS YOUR MOST POPULATED DISTRICT WHICH IN THIS INSTANCE IS DISTRICT 4 AT 6.6%.
AND YOUR LEAST POPULATED DISTRICT WHICH IS A DISTRICT SEVEN AT NEGATIVE 5.5%. WE KNOW IT'S A LITTLE HARD TO SEE THOSE NAMES WITH THE PDF. EACH OF THE DRAFT PLANS WILL ALSO HAVE AN OVERLAY WITH THE CURRENT LINES OR EXISTING LINES SO THE BLACK LINES IS
[00:35:03]
DRAFT PLAN A AND THE COLORS UNDERNEATH REPRESENT WHAT YOUR CURRENT LINES WENT WITH.YOU CAN SEE THERE'S A MINIMAL CHANGE BETWEEN DISTRICTS 4, 6, 7 AND A LITTLE BIT BETWEEN TWO. SO FOR YOUR DISTRICT FOUR WE MOVED THAT BOUNDARY TO BE ALONG ARTESIA.
AND DISTRICT SEVEN WAS MOVED ALONG THE SANTA ANA FREEWAY.
WE ALSO HAVE AN OVERLAY THAT SHOWS YOU WHAT THE CITIES LOOK LIKE SO IF YOU LOOK YOU SHOULD HAVE BEEN ABLE TO HAVE ONLINE AND IF NOT WE CAN SEND THIS TO YOU A FULL PACKET WHICH WILL -- WILL YOU BE ABLE TO LOOK AT EACH DISTRICT SPECIFICALLY AND THOSE CITIES WILL POP UP IN THAT POCKET.
ALONG WITH THAT WE ALSO HAVE AN OVERLAY WITH THE UNIFIED SCHOOL DISTRICT LINE SO AGAIN THE BLOCK LINE HERE IS WHAT THE DRAFT PLAN A LOOKS LIKE AND THE COLORS UNDERNEATH REPRESENT THE UNIFIED SCHOOL DISTRICTS. FOR YOUR DRAFT PLAN A YOU HAVE A TOTAL PLAN DEVIATION OF 6.7%.
SO WE MADE THOSE MINIMAL CHANGES TONE SURE THAT WE WERE UNDER THAT 10% TOTAL PLAN DEVIATION.
SO AGAIN EVERY PLAN HAS THIS DATA TABLE WHICH SHOWS YOU THE TOTAL 2020 CENSUS DATA FOR YOUR POPULATION.
DEVIATION. ALONG WITH THE CITIZEN VOTING AGE POPULATION DATA WHICH THOSE -- TEETH ANIESTY OF YOUR SPECIFIC DISTRICTS. AND, AGAIN, THIS DATA SET IS NOT IN REFERENCE TO VOTER DATA OR VOTER REGISTRATION. IT'S SOLELY FOLKS OVER THE AGE OF 18 SO OF VOTING AGE. DRAFT PLAN B THE BASE OF THIS PLAN IS TO UNIFY SCHOOL DISTRICTS SO WE WILL SEE IT DOES LOOK LIKE A MUCH DIFFERENT CONSTRUCTION THAN OUR DRAFT PLAN A OR THE CURRENT LINES.
WE CAN SEE THAT DIFFERENCE WHEN WE GO TO THE OVERLAY OF THE CURRENT LINES HERE SO, AGAIN, THE BLOCK LINES REPRESENT WHAT THE DRAFT PLAN B LINES ARE AND THE COLORS UNDERNEATH REPRESENT WHAT THE CURRENT LINES ARE. WE SEE THE CITIES HERE.
SO AS A MEMBER OF THE PUBLIC MENTIONED, WE CAN SEE THAT THE CITIES DO FOLLOW A LITTLE BIT MORE OF THE UNIFIED SCHOOL DISTRICT LINES AND SO FOR THE DRAFT PLAN B, IT DOES FOLLOW MOSTLY THE SCHOOL DISTRICT LINES SO IN DISTRICT ONE, IT IS THE NORTHERN PORTION OF DOWNY UNIFIED DISTRICT.
HOW WE GET THAT TOTAL PLAN DEVIATION IS TAKE OUR MOST POPULATED DISTRICT WHICH ASK 03.4 AND ADD THAT TO THE LEAST POPULATED DISTRICT WHICH WOULD BE KNOWING TIFF 2. DISTRICT ONE HAS THE CITY OF DO YOU KNOWNY AND A SMALL PORTION OF BELL GARDEN. DISTRICT TWO HAS THE SOUTHERN PORTION OF DOWNY AND A SMALL PORTION OF SOUTH DATE AND BELL GARDEN. DISTRICT THREE EARN COMPASSES ONLY BELL FLOWER.
DISTRICT FOUR HAS THE CITY'S OF LAKEWOOD -- AND A SMALL PORTION OF CERRITOS AND DISTRICT FIVE HAS ARTESIA.
CERRITOS AS WELL. DISTRICT SIX ENCOMPASSES ALL OF NOR WALK AND DISTRICT SEVEN HAS A PORTION OF NOR WALK AND LA MORADASO WE SEE THERE'S A BIT OF A DIFFERENCE BETWEEN PLANS B AND C. SO FOR PLAN C FOR USD LINES WE CAN SEE IT DOESN'T FULLY FOLLOW THE USD LINES BUT IT IS PRETTY SIMILAR. AND THEN FOR OUR TOTAL PLAN DEVIATION OF PLAN C IS AT 8.8% SO WE DO SEE THROUGHOUT THE PLANS THAT THERE IS A VARIETY OF TOTAL PLAN DEVIATIONS THAT YOU HAVE BUT WE WANT TO NOTE THAT JUST BECAUSE YOU HAVE A PLAN THAT HAS THE SMALLEST DEVIATION DOESN'T NECESSARILY MEAN THAT PLAN IS BETTER. IT'S JUST A FACTOR THAT YOU CAN LOOK AT AS WE'RE EVALUATING AND WE'RE JUST ENSURING THAT TOTAL PLAN IS UNDER 10%.
>> THANK YOU. THAT'S BEEN VERY HELPFUL. WHY DON'T WE OPEN IT UP TO MY COLLEAGUES FOR ANY QUESTIONS OR INSIGHTS.
>> GO AHEAD. >> I'LL GIVE HER THE BENEFIT OF
I THINK THAT WE AS A BOARD FOR ALL OF THE CHANGES THAT HAVE BEEN MADE SINCE 2012 AND EVEN 2014, I THINK WE CAN AND I THINK I CAN SPEAK FOR EVERYBODY HERE THAT WE CAN TAKE DRAFT A OFF THE TABLE BECAUSE IT IS A RELIC OF A BYGONE ERA OF MANY DIFFERENT THINGS THAT DOES NOT REPRESENT
[00:40:01]
OUR COMMUNITY AND OUR BOARD TODAY. AND SO THERE'S REALLY NOT MUCH MORE THAT SHOULD BE SAID ABOUT DRAFT A AND I THINK WE CAN MOVE ON FROM THAT. DRAFT B, AND SOPHIA IF YOU DON'T MIND PUTTING THAT UP, THE DRAFT B DISTRICT PLAN.AGAIN. >> YES. I CAN DO THE WEB LINK TOO SO THAT WE CAN ZOOM IN IF THAT'S OF INTEREST TO THE BOARD.
>> EITHER WAY BUT I'LL JUST SAY THAT DRAFT B SPLITS UP A LOT OF DIFFERENT COMMUNITIES OF INTEREST THAT ARE KNOWN TO BE MORE BASED ON CITIES RATHER THAN INDIVIDUAL SCHOOL DISTRICTS BECAUSE SCHOOL DISTRICTS IN OUR NECK OF THE WOODS, SOUTHERN CALIFORNIA AND PRETTY MUCH MOST OF SOUTHERN CALIFORNIA WERE DRAWN ALONG WITH THE RANCHES THAT YOU USED TO BE THERE MANY, MANY, MANY YEARS AGO.
AND SO THERE'S A LOT OF VERY SMALL PORTIONS OF OTHER CITIES UNDER UNINCORPORATED COMMUNITIES THAT GET TAKEN IN TO A SCHOOL DISTRICT WHERE MOST OF THE PEOPLE THAT LIVE THERE DO NOT HAVE AS MUCH COMMUNITY WITH THE DISTRICT AS THEY DO WITH THE CITY SUCH AS IN BELL FLOWER SUCH AS IN A PORTION OF NOR WALK THAT GOES INTO ABC UNIFIED.
SO ESPECIALLY IF YOU TAKE A LOOK AT DISTRICTS 3 AND 4 WHICH SPLIT A SIGNIFICANT CHUNK OF BELL FLOWER AND SPLIT A SIGNIFICANT CHUNK OF LAKEWOOD I THINK THAT IT WOULD TAKE A VERY SIGNIFICANT MODIFICATION NOT TO MENTION CERRITOS IS SPLIT IN HALF TOO AND ARTESIA. IT WOULD TAKE SIGNIFICANT MODIFICATIONS TO MAKE THIS IN MY OPINION VIABLE AS A MAP THAT WOULD BRING TOGETHER OUR COMMUNITIES OF INTEREST AND THAT'S WHY WE HAVE TRUSTEE AREAS IN THE FIRST PLACE. WE HAVE MEMBERS ON THE BOARD WHO REPRESENT EACH OF OUR VARIOUS DIVERSE CONSTITUENCIES AND SO IN MY OPINION I THINK WE SHOULD MOVE WITH DRAFT C WITH MODIFICATIONS TO FOLLOW AND CERTAIN MODIFICATIONS -- I HAVE BUT I DON'T WANT TO TAKE UP ALL THE TIME BECAUSE I'M A REDISTRICTING JUNKIE.
SO THANK YOU. >> IT'S TEMPTING.
>> VERY. >> SO THE DATA SHOWS US WHAT IS THE ETHNICITY OF A PARTICULAR DISTRICT. IT'S ALSO THE DATA SET THAT WE UTILIZE IF WE HAVE TO DRAW A SPECIFIC MAJORITY MINORITY DISTRICT.
YOUR DISTRICT IS HEAVILY LATINO AND WE ALSO SEE IF WE LOOK AT HERE WHICH IS THE LATINO MAP, YOU ALSO HAVE SUCH A DIVERSE DISTRICT WHERE YOU HAVE AN ASIAN DISTRICT THAT IS OVER ABOUT 50% SO THIS IS NORMALLY UTILIZED WHEN YOU HAVE TO DRAW A SPECIFIC MAJORITY MINORITY DISTRICT.
ANOTHER PORING OF THIS IS THAT WE CANNOT NECESSARILY DRAW DISTRICTS SOLELY BASED ON RACE UNLESS YOUR LEGAL COUNCIL HAS INVOKED SECTION 2 OF THE VOTING RIGHTS ACT AND THEN RACE WOULD BE A PREDOMINANT FACTOR IN DRAWING DISTRICTS BUT HERE BECAUSE YOU HAVE SUCH A DIVERSE CITY FOR UTILIZING THE TRADITIONAL CRITERIA AND THEN ALSO ENSURING THAT WE LOOK AT THE ETHNICITY TO CREATE INFLUENCE DISTRICTS OR MAJORITY MINORITY DISTRICTS.
FOR YOUR QUESTION ON GIVING US DIRECTION, SO YOU CAN GIVE US DIRECTION HERE DURING THIS MEETING ON SPECIFIC AMENDMENTS OR IF YOU HAVE IN THE SPECIFIC AMENDMENTS IF YOU WANT MORE TIME TO LOOK AT ANY OF THE DRAFT PLANS, YOU CAN EMAIL THOSE CHANGES TO YOUR STAFF AND THEN YOUR STAFF WILL EMAIL US WITH ALL OF THOSE CHANGES.
WE DO SAY THAT BECAUSE YOU HAVE SUCH A TIGHT TURN AROUND WITH YOUR NEXT MEETING BEING NEXT WEEK THAT I WOULD LOVE TO GIVE IF YOU'RE
[00:45:01]
GOING TOE MAIL THOSE FAIRLY QUICKLY BY TEND OF THE WEEK AT LEAST SO THAT WE HAVE TIME TO LOOK AT THOSE AMENDMENTS AND MAKE THOSE CHANGES.IN TERMS OF THE THIRD QUESTION ON SHOULD YOU DRAW LINES BASED ON K-12 OR CITY BOUNDARIES, THAT'S A POLICY DECISION THAT YOU AS A BOARD WOULD HAVE TO DIRECTED US TO DO SO WE CAN LOOK AT THE -- I THINK WE'VE GIVEN YOU OPTIONS FOLLOWING THE USD LINES AND CITY LINES SO WE'RE LOOKING TO YOU FOR DIRECTION ON HOW TO MOVE FORWARD. THAT'S A POLICY DECISION TO DIRECT US TO DO SO.
WE CREATED THE DRAFTS BASED ON THE TRADITIONAL CRY TIRE I CAN'T AND COMMUNITIES OF INTEREST THAT WE'VE RECEIVED THAT YOU AS A BOARD LISTENING TO THE COMMUNITY ON THOSE FURTHER AMENDMENTS.
>> WOULD YOU MIND MOVING TO THE SIMILAR MAP DRAFT MAP C? THE SCHOOL DISTRICT MAP C.
>> LOOKING THROUGH THESE, I APPRECIATE ALL THE WORK THAT HAS GONE INTO THIS.
THERE'S A LOT OF MATH BEHIND ALL OF THIS.
AND ESPECIALLY YOU TRYING TO DIVE IN AND UNDERSTAND OUR COMMUNITY AND ALL THESE COLORS AND LINES MEAN THINGS TO US THAT PROBABLY TO OTHER FOLKS IS HARD TO NECESSARILY SEE SO I APPRECIATE YOU TRYING TO SEE WHAT WE SEE IN THEM. I WOULD SAY THAT I PERSONALLY WOULD AGREE WITH TRUSTEE LEWIS WITH DRAFT MAP A WHERE I THINK IT SERVES A PURPOSE IN TERMS OF UNDERSTANDING WHERE WE'RE STARTING FROM. I DON'T THINK THAT'S REALLY KIND OF -- I WOULD NOT AT ALL ELEVATE THAT AT ALL TO THE LEVEL OF A PROPOSED OPTION FROM A REAL LIFE CONSIDERATION. I THINK IT SHOULD STAY WITH THE SET OF THINGS WE'VE LOOKED AT BUT I THINK THE QUESTION IS REALLY WHETHER THINGS SHOULD LOOK MORE LIKE DRAFT MAP B OR C OR IF THERE'S AN ADDITIONAL OPTION THAT WE HAVE NOT CONCEIVED OF YET BUT I THINK THESE DO WELL TO REALLY INTERPRET.
THE TWO WAYS THAT PEOPLE PROBABLY REALLY DO UNDERSTAND WHERE THEY ARE AND HOW THEY FIT INTO THINGS.
THE THING IS I THINK IN SOUTHEAST L.A. IN GENERAL, L.A.
COUNTY, WE'RE DIVIDED UP INTO MANY DIFFERENT TYPE 234I LITTLE -- TINY LITTLE AREAS AS PEOPLE WHICH IN SOME WAYS REALLY WORKS TO OUR ADVANTAGE AND SOMETIMES TO OUR DISADVANTAGE SO THERE ARE PROS AND CONS TO THAT.
SOME OF THE CONS ARE IT'S HARD FOR US TO GET SAY ATTENTION TO SAY A STATE LEVEL OR REGIONAL LEVEL.
FOR PEOPLE WHEN THEY'RE VOTING TO KEEP TRACK OF KIND OF WHO REPRESENTS THEM IF WE HAVE TOO MUCH DEVIATION OR TOO MANY LAYERS THAT THEY HAVE TO KEEP TRACK OF FOR THE KIND OF YOU'RE KIND OF AVERAGE -- YOUR KIND OF AVERAGE VOTER IN OUR NEIGHBORHOOD. SO THAT BEING SAID, I KIND OF LOOK AT THESE MAPS PERSONALLY THROUGH THAT LENS AND I DO THINK THAT THE TOP
[00:50:04]
TWO THINGS REALLY ARE FOR MOST PEOPLE, OKAY, I KNOW WHAT CITY I LIVE IN AND I PROBABLY KNOW WHAT SCHOOL DISTRICT I'M IN.SO BY THAT STRETCH, I WOULD SAY THAT FOR THE MOST PART PEOPLE KIND OF THE TOP PRIORITY WOULD BE ALIGNING WITH CITIES AND THE SECONDARY BUT ALSO IMPORTANT PRIORITY WOULD BE HAVING SOME LOGIC RELATED TO SCHOOL DISTRICTS. AND TO THAT END WHEN I'M LOOKING THROUGH THESE MAPS I THINK B DOES VERY WELL WITH SCHOOL DISTRICTS WITH ONE OR TWO MAJOR EXCEPTIONS AND THEN MAP C IN MY MIND DOES REALLY QUITE WELL WITH CITIES BUT ACTUALLY IS NOT FAR OFF IN TERMS OF SCHOOL DISTRICTS EITHER.
BECAUSE IT KIND OF CAPTURES GENERALLY SPEAKING SCHOOL DISTRICTS IN A WAY THAT I'LL JUST SAY THAT TODAY IS NOT NECESSARILY REPRESENTED BY THE WAY THE AREA LINES ARE DRAWN. AND CERTAINLY NOT AS WELL AS THESE LINES ARE DRAWN IN TERMS OF CITIES AS WELL. I THINK THE OTHER MAPS SERVE A PURPOSE ANALYTICALLY BUT BUT THAT'S MY FEEDBACK RELATED TO THESE THREE MAPS.
ANY OTHER -- YOU SHOULD HAVE AVAILABLE THAT WEB LINK SO THAT YOU CAN ZOOM CLOSER INTO THE STREET LEVEL DETAIL AND I THINK WE HAVE HEARD JUST SOME FEEDBACK ON HOW SOME OF THE PLANS SPLIT SOME OF THE USD SO A TRUSTEE WOULD LIKE TO SEE KIND OF MOVE TO A SPECIFIC STREET SO THAT IT'S MORE OF A MEAN STREET WHERE THIS SPLIT IS, THAT'S WONDERFUL FEEDBACK TO HEAR BUT IT'S ALSO GREAT TO HEAR THAT WE'RE ON THE
RIGHT TRACK. >> I JUST WANT TO ASK ANOTHER QUESTION OF MY COLLEAGUES.
CAN WE JUST SAY FOR SURE THAT WE'RE NOT MOVING FORWARD WITH DISTRICT -- DRAFT PLAN A? DOES ANYBODY OBJECT TO THAT? AND JUST AND WANT TO CONTINUE MOVING FORWARD WITH PLAN A? I DON'T THINK SO.
AND DOES ANYBODY WANT TO MOVE FORWARD WITH DISTRICT B OR DRAFT B?
>> TRUSTEE PER SAYS SAYS SHE STILL LIKES A.
SO WE'LL KEEP THAT ON THE TABLE.
>> OKAY. SO MAYBE WE MOVE THINGS ALONG THE TABLE BUT I HAVE SOME PROPOSED AMENDMENTS TO LOOK AT AS PART OF OUR FUTURE DISCUSSIONS IF THE BOARD WOULD
ENTERTAIN IT. >> JUST FOR CLARIFICATION, YOU'RE TALKING ABOUT DRAFT PLAN A NOT B RIGHT? BECAUSE WE HAVE THREE HERE.
>> YEAH. I DON'T THINK A ALIGNED SUPER WELL WITH THE SCHOOL DISTRICT SO I WANTED TO MAKE SURE WE'RE ALL TALKING ABOUT THE SAME MAPS.
ONE. >> A IS BASICALLY REFLECTS WHAT
WE HAVE TODAY. >> OKAY. THAT'S FAIR.
I SUPPOSE WE CAN STILL KEEP IT AS PART OF THE MIX. BUT THE BOARD WOULDN'T MIND ENTERTAINING FOUR PROPOSED AMENDMENTS TO DRAFT PLAN C AS POSSIBLY A NEW ITERATION THAT WE CAN DISCUSS.
[00:55:02]
AND THAT WOULD BE ONE OF THEM SAYS SINCE BELL FLOWER IS PART OF AT LEAST THE TRUSTEE AREA THAT'S MOSTLY CENTERED AROUND BELL FLOWER IN TRUSTEE AREA OR IN DRAFT MAP C, SINCE IT IS AT A NEGATIVE DEVIATION OF 3%, WE CAN AFFORD TO TAKE A LITTLE BIT MORE OF BELL FLOWER SOUTH OF THE 91.JUST CURIOUS TO SEE THAT POSSIBLY HAVE ONE OF THE DOWNY DISTRICTS TAKE A SMALL PORTION OF NOR WALK SINCE BOTH DISTRICTS CURRENTLY REPRESENT TODAY A SMALL PORTION OF NOR WALK AND BOTH OF THOSE DISTRICTS ARE SEVERELY UNDERPOPULATED WHILE NOT LEGALLY PAST THE NEGATIVE 5% DEVIATION COULD POTENTIALLY TAKE ON MORE POPULATION EVEN IN NORWALK OR IN BELL FLOWER. THOSE WILL BE THE ONLY TWO LOCATIONS THAT WILL GO.
FINALLY IF THE DOWNY DISTRICT IS GOING TO TAKE A PORTION OF NORWALK NORWALK THEN MAYBE HAVE THAT NORWALK DISTRICT MOVE A TAD BIT EAST WITH PORTIONS AROUND THE FIVE POINTS AREA AROUND ANTONIO AND ROSE CRANES AND NORWALK BOULEVARD.
THOSE ARE MY PROPOSED AMENDMENTS THAT I WOULD LIKE TO SEE IN A POTENTIAL ITERATION AND --
>> I'M LOOKING AT A PRESENTATION THAT WAS EMAILED TO US AND I PRINTED OUT LIKE A HUGE PRESENTATION AND EACH SNAP THERE'S DISTRICT F, DISTRICT A, THEY'RE ALL RENAMED. AND I CAN'T READ ANY OF THE STREETS
THOUGH. >> I THINK YOUR DISTRICT.
>> DISTRICT FOUR IS THIS PURPLE ONE AND SO THE STREET BOUNDARY IS -- IT DOES HAVE A SMALL PORTION WHERE IT GOES TO -- TO THE RIGHT FOR THE MOST PART OF -- TRUSTEE LUIS, FOR YOUR COMMENTS, I DIDN'T -- COULD YOU PLEASE REPEAT THE LAST PORTION OF YOUR COMMENT WHERE YOU SAID YOU WOULD LIKE TO -- IF NORWALK WAS TO MOVE MORE TO THE EAST TO TAKE UP YOU SAID AROUND I HEARD FIVE POINTS AREA SAN ANTONIO AND THEN I DON'T THINK I CAUGHT THAT
LAST ONE. >> SURE. SAN ANTONIO, MAYBE IF YOU PULL UP DISTRICT C OR I CAN JUST TELL YOU.
SO LIKE NORTH OF ROSE CRANS EAST OF NORWALK BLUFFED IN THAT KIND OF RIGHT ANGLE THERE THAT IT GOES ALONG ON THE WESTERN MOST POINT OF TRUSTEE AREA 7 PROPOSED IN DRAFT 3 SO TAKING UP SOME OF THE AREAS AROUND THERE NEAR THERE'S A WATER TOWER THAT'S NEAR FIRE STONE THERE, SO KIND OF MAYBE TAKING A TRIANGLE UP TO FIRE STONE OVER THERE SHE'LL PROBABLY GET ENOUGH POPULATION TO BALANCE IT OUT IF A DOWNY DISTRICT IS GOING TO GO INTO NORWALK.
SO IT'S NOT SOMETHING THAT I'M MARRIED TO BUT I WANT TO BE -- I WANT TO EXPLORE THESE OPTIONS TO SEE IF OTHER TRUSTEES MAY WANT TO MOVE FORWARD IN THIS DIRECTION CONSIDERING THEY REPRESENT CERTAIN CONSTITUENTS THERE IN NORWALK RATHER THAN HAVING THE DOWNY DISTRICTS BE ALL SEVERELY UNDERPOPULATED.
WE CAN HAVE A LITTLE MORE EQUAL REPRESENTATION ACROSS THE DISTRICT AND OUR TRUSTEE AREA.
>> I DON'T THINK ANY OF THE DISTRICTS ARE SEVERELY UNDERPOPULATED. RIGHT? I MEAN, THAT'S PART OF
THE CRITERIA. >> WELL, LEGALLY SPEAKING THEY'RE NOT SEVERELY UNDERPOPULATED BUT THE TRUSTEE AREA IN DOWNY ARE RIGHT AT THE BORDER OF NEGATIVE 5% UNDERPOPULATED WHEREAS SOME OTHER DISTRICTS ARE APPROACHING 4% OVERPOPULATION.
SO YOU GET SOME PRETTY DIFFERENT -- WHILE IT'S STILL LEGAL AND IT'S NOT SOMETHING THAT I'M GOING TO SAY IS ABSOLUTELY WRONG TO DO IN ALL INSTANCES, BUT IF WE WANT TO
[01:00:02]
LOOK MORE TOWARDS THE EQUAL REPRESENTATION OF OUR COMMUNITIES AND THE ONE CITIZEN ONE VOTE STANDARD 1961 THEN WE CAN LEAST COMPROMISE AND MOVE IN SOME SORT OF DIRECTION WHERE WE HAVE TRUSTEE AREAS THAT ARE MORE BALANCED TOWARDS THAT DEVIATION RATHER THAN A NEGATIVE 4.7 AND A POSITIVE 3.5 OR 4.0 IN SOMEOTHERS. >> YEAH. >> I'M IN THE MINORITY OF WHERE MY DISTRICT IS IN SOUTH GATE SO IT IS A VERY SMALL PART OF THE ENTIRE DISTRICT. HOWEVER, I AM PART OF THE DOWNY UNIFIED SCHOOL DISTRICT AND WHEN I LOOK AT THIS MAP IN PARTICULAR I'M MORE IN FAVOR OF C OVER B OR A.
I THINK A ADDRESSED THE PRIOR PRACTICE WHICH WAS A BOARD MEMBER IN THE DISTRICT WHEN -- THAT WAS VERY EVIDENT IN THAT FIRST MAP WHICH WAS A.
MAP B I THINK IS JUST A HUGE CHANGE AND SO I WOULD BE MORE IN FAVOR OF MAP C.
HOWEVER, AS I'M LOOKING AT MAP C WE SEE WHERE FIRE STONE IS HOW FAR DOES THAT GO BEYOND FIRE STONE BECAUSE I WAS UNDER THE IMPRESSION THAT WE SHOULD HAVE THIS THE LOOKING AT MAJOR MARKERS THAT FIRE STONE SHOULD HAVE EITHER BEEN ON ONE SIDE OR THE OTHER AND NOT JUST ONE STREET BEYOND FIRE STONE.
CAN YOU TELL ME WHAT THAT GREEN AREA IS JUST RIGHT TO THE NORTH OF FIRE STONE? B AND C BOTH HAVE THE AREA RIGHT NORTH OF FIRE STONE BOULEVARD.
AND SO WHEN I LOOK AT THIS I NOTICE THAT DISTRICT ONE COVERS PART OF FIRE STONE TO THE SOUTH -- I DON'T KNOW THE DIVISION THERE, IT'S HARD TO SEE ON THE MAP. ON THE WEBSITE THERE ARE LINKS TO INTERACTIVE MAPS THAT YOU CAN
ZOOM IN. >> I'M STICKING WITH THE PRESENTATION SIMPLY BECAUSE THIS IS WHAT THE PUBLIC IS WATCHING.
SO IF I MOVE TO THAT I'M GOING TO LOOK DIFFERENT BUT THEN THE PUBLIC WON'T KNOW.
>> ON THAT NOTE, WOULD YOU MIND PULLING UP THE INTERACTIVE MAP?
>> YES. AND FOR THE PUBLIC CONSIDERATION THIS IS -- REDISTRICTING.
>> NAVIGATE TO YOUR WEB PAGE THAT YOU JUST NOTED.
I THINK IT'S JUST CERRITOS.EDU/REDISTRICTING.
>> YOU MIGHT NEED TO PUT THE WWW. IT MIGHT NOT WORK.
>> I CAN STOP SHARING MY SCREEN.
>> I POSTED THE LINK IN THE CHAT. YOU CAN CLICK ON IT FROM
OKAY. GREAT. SO THIS IS THE CERRITOS.EDU REDISTRICTING WEBSITE AND WE CAN SEE THAT THERE'S ALL THE PLANS AND HAVE THE INTERACTIVE PLANS AND IF WE CLICK ON THAT IT SHOULD TAKE US TO THIS WEB LINK.
THAT IS AVAILABLE TO THE PUBLIC.
SO WE CAN GO BACK TO WHAT TRUSTEE WAS ASKING. I THINK IT WAS SPECIFICALLY ABOUT FIRE STONE BOULEVARD SO WE CAN MAKE THAT AMENDMENT OR WE CAN SEE IF WE CAN MOVE THE BOUNDARY TO BE FIRE STONE. AGAIN WE ARE UTILIZING THE CENSUS GEOGRAPHY SEW I'M NOT SURE IF THERE'S A CENSUS BLOCK THAT WILL ALLOW US TO GO TO FIRE STONE BOULEVARD BUT WE CAN LOOK AT THAT AS AN AMENDMENT.
WOULD THAT BE TRUSTEE -- ONLY FOR
DRAFT PLAN C? >> MY FINGERS ARE CLICKING BUT NOTHING IS COMING ON SO I'VE
[01:05:03]
BEEN MUTING AND UNMUTING MYSELF ACCIDENTALLY HERE.I APOLOGIZE FOR THAT. SO FOR DEFINITELY FOR THE MAPS WHICHEVER MAPS AND I KNOW THERE'S MORE THAN ONE THAT HAVE SOME DEVIATION TOWARDS NORTH OF FIRE STONE AND I'M OKAY WITH THAT. I WOULD NOT MIND THAT. I CAN JUST TELL YOU HAVING WALKED MY ENTIRE DISTRICT EVERY SINGLE TIME I CAN TELL YOU THAT THERE WERE AREAS THAT I JUST FELT SHOULD HAVE BEEN PART OF THE DISTRICT IN TERMS OF COHESIVENESS IN PARTICULARLY LOOKING AT GEOGRAPHIC DIVIDERS LOOKING AT MAJOR STREETS LIKE FIRE STONE AND IMPERIAL.
SO IF YOU LOOK AT DISTRICT TWO DISTRICT TWO IS PROBABLY I DON'T KNOW IT'S VERY DISTORTED.
IF I'M ABLE TO LOOK AT HAVING MORE A LITTLE BIT OF PART OF DISTRICT THREE ALL THE WAY DOWN TO ROSE AND NOT SO FAR DOWN INTO NORWALK BECAUSE THAT'S A SMALL DELIVER OF NORWALK AND IF YOU LOOK AT AREA 6 AND IF YOU LOOK AT EVEN AREA 1, YOU'VE GOT QUITE A COHESIVENESS IN TERMS OF MAJOR STREETS BUT I TAKE OVER PART OF THE FIRE STONE SECTION.
I WOULD LOVE TO HAVE EVERYTHING TO THE SOUTH OF THE FIRE STONE BECAUSE I THINK THAT WOULD BE MORE IN THE TERRITORY OF TWO AND PERHAPS AREA ONE DOWN FURTHER.
IT WILL BE A BETTER SERVICE AREA AS THE YEARS GO BY FOR THOSE FOLKS IN THOSE AREAS, AREA TWO.
I THINK AREA THREE HAS IT ALL TOGETHER AT THIS TIME LOVE AREA THREE. WHO IS AREA THREE ON MY BOARD
>> WELL, I DO CONSCIOUS YEAH, I
DO THINK -- >> LOOK AT WHAT A BEAUTIFUL BLOCK YOU GET.
>> IT'S NICE TO BE -- WE'RE A VERY DENSE CITY OVER HERE SO THAT MAKES FOR PROBABLY EASY.
>> I SUPPORT PLAN C WITH SOME IMPLEMENTATION AND BECAUSE THE PLAN C IS ALIGNED WITH THE CT AND O SO ALIGNED WITH THE MAJORITY OF THE SCHOOL DISTRICT.
THE PLAN B I HOPE WE CAN REMOVE BECAUSE IT DIEDS BOTH CITIES INTO HALF, ARTESIA AND CERRITOS INTO HALF. ARTESIA IS SO SMALL, THEY'RE ONLY 3% AND WE WANT TO DIVIDE BY HALF.
THAT'S MY -- BUT, YOU KNOW, PLAN C IS A MUCH BETTER PLAN AND WE HAVE SOME IMPLEMENTATION FOR THE PERCENTAGE. I WOULD SUPPORT PLENTY. AGAIN WE LO LOOK AT THE DATA AND TRY TO ACCOMMODATE THE CHANGES THAT HAVE BEEN ASKED BUT IF WE CAN'T, WE'LL COME BACK UP THE NEXT MEETING AND EXPLAIN TO YOU WHAT WE'RE ABLE TO DO AND MAYBE SOME OF THOSE LIMITATIONS WHERE THE -- I ALSO WANT TO NOTE THAT.
>> JUST FOR CLARIFICATION, SO THESE LINES ARE FOLLOWED CENSUS TRACKS IS THAT CORRECT?
>> THEY FOLLOW CENSUS BLOCK GEOGRAPHY BUT THEY -- SO FOR CENSUS GEOGRAPHY, I THINK A LOT OF FOLKS IN CALIFORNIA ARE REALLY FAMILIAR WITH CENSUS TRACKS AND THOSE ARE THE LARGEST UNIT OF GEOGRAPHY THAT YOU RECEIVE FROM THE CENSUS.
THE SMALLEST UNIT WE GET ARE CENSUS BLOCKS, BLOCK GROUPS AND TRACKS AND IT'S A NESTED SYSTEM SO ALL CENSUS TRACKS FOLLOW CENSUS BLOCKS SO THEY MAY SPLIT CENSUS
[01:10:04]
TRACKS FOR THESE DISTRICTS BUT THEY DEFINITELY DO FOLLOW A CENSUS BLOCK AND THOSE ARE THE ONES THAT WE CAN'T SPLIT BECAUSE WE HAVE TO FOLLOW THAT FIRST CRITERIA OF UTILIZING THE CENSUS DATA AND IF WE SPLIT A CENSUS BLOCK THEN WE WOULD NOT BE UTILIZING THE CENSUS DATA THAT WE RECEIVE.>> OKAY. SO THERE'S A LOT OF FLEXIBILITY BUT YOU HAVE TO FOLLOW LINES THAT REPRESENT WHEREVER THE CENSUS BLOCK EDGES ARE. SO I THINK THAT'S A GOOD POINT. IN OUR WORLD WE THINK OF CERTAIN STREETS AS EASILY YOU'RE ON ONE SIDE OF THE OTHER.
BUT IF THE CENSUS BLOCK AND I DON'T KNOW WHETHER IT IS TRUE FOR FIRE STONE OR NOT IF IT WERE TO STRADDLE A MAJOR STREET LIKE THAT, WE WOULD NOT NECESSARILY BE ABLE TO DIVIDE THE CENSUS BLOCK JUST FOR THE SAKE OF OUR MAP. RIGHT.
BECAUSE WE NEED TO BY LAW FOLLOW THE CENSUS DATA.
>> CORRECT. QUESTIONS. >> THANK YOU FOR EXPLAINING THAT. I KNOW THAT HAVING THIS HAPPEN EVERY TEN YEARS MEANS THERE'S A MERE I CAN'TED OF CHANGES IN TERMS OF LAWS, NEW MAN DATES, NEW REGULATIONS THAT NEED TO BE FOLLOWED SO THANK YOU FOR APPRIZING US OF SOME OF THOSE CHANGES AND CERTAINLY AS WE LOOK AT THE IMPLEMENTATION PROCESS OF THIS MAKING OUR PUBLIC AWARE THAT WE'RE REALLY TRYING TO BE AS COHESIVE AS POSSIBLE OF KEEPING COMMUNITIES OF SIMILAR INTERESTS TOGETHER THANK YOU VERY MUCH FOR THAT.
>> OF COURSE. HAPPY TO BE HERE AND REALLY YOUR QUESTIONS ARE REALLY WONDERFUL QUESTIONS AND AGAIN IF THERE'S ANY ADDITIONAL STUFF AS WE WRAP THIS UP AND YOU STILL HAVE QUESTIONS FOR US PLEASE SEND THOSE TO STAFF AND THEY'LL SEND THEM TO US
DIRECTLY. >> THANK YOU SO MUCH.
>> AND THEN JUST AS A CLOSING REMARK I'LL REMIND ANYBODY TUNING IN HERE THAT OUR WHERE WE'RE GNAT THIS VERY IMPORTANT PROCESS, THIS IS THE FIRST PUBLIC HEARING AND DISCUSSION ON THE DRAFT MAPS SO THIS IS OUR FIRST CRACK AT COMMENTS.
>> THERE'S STILL TIME FOR THE PUBLIC TO SUBMIT MAPS TO
CONSIDER. >> YES. >> THE FILES ARE UP LOADED IN THE WEBSITE. THEY CAN ESSENTIALLY DOWNLOAD AND SUBMIT.
BUT IN TERMS OF THE WEBSITE BASED TOOL, THAT'S NOT GOING TO BE FEASIBLE FOR THE FUTURE.
WE'RE STILL ON THAT WAITING LIST. SO IT'S BASICALLY --
THANK YOU. >> THAT BEING SAID, I WILL POINT OUT THAT ON THE WEBSITE PRESENTED BY MS. GARCIA, THERE ARE COMMENT BUTTONS UNDER EACH MAP SO AS MUCH AS IT MAY NOT BE AS INTUITIVE AS THE MAP ON YOURSELF, CERTAINLY WE'LL TAKE ANY COMMENTS THAT PEOPLE HAVE BY ANY OF THE MAPS THAT WAY.
EXCITING STUFF. THANK YOU ALL VERY MUCH.
AND WE'LL AT THIS TIME MOVE TO ITEM 4.03. INSTITUTIONAL PRESENTATION ON COVID-19 CAMPUS SAFETY UPDATE.
DR. FIERO. >> THANK YOU. THANK YOU TRUSTEE BIRKEY. WE HAVE A BIT OF THE CHANGE WITH THE COVID SITUATION AS YOU PROBABLY KNOW EH WE'VE
[01:15:02]
PREPARED FOR AN INCREASED PRESENCE ON CAMPUS ON THE WORK THAT WE ACCOMPLISHED LAST YEAR INCLUDING VACCINATION MANDATES AND AVAILABILITY OF TESTING SO WITH ALL THOSE QUALIFICATIONS WE WERE EXPECTING TO MAKE BIGGER RETURN TO THE CAMPUS.HOWEVER, OMICRON HAPPENED AND NOW WE ARE SEEING RECORD NUMBERS ON INFECTIONS.
OVER THE LAST FOUR DAYS, WE HAVE SEEN CASES BETWEEN 40,000, 34,000, 45,000 SO WE HAVE ABOUT 40,000 CASES.
DAILY AVERAGE OVER THE LAST FOUR DAYS.
NOW, THAT NUMBER IT'S CLEARLY A VERY HIGH NUMBER OBVIOUSLY THAT SHOWS HOW RAPID OMICRON IS TRANSMITTING THROUGHOUT THE POPULATION. HOWEVER, WHEN YOU LOOK AT THE OTHER DATA POINTS, YOU'RE STARTING TO SEE THE HOSPITALIZATIONS ARE SIGNIFICANTLY LOWER THAN THEY USED TO BE A YEAR AGO.
FOR EXAMPLE, ARE WE HAVE 4,500 CASES FOUR DAYS AGO.
WE ONLY HAVE 300 HOSPITALIZATIONS ON JANUARY 8TH.
SO ONE YEAR AGO JANUARY 8TH, WE ONLY HAD 18,000 CASES.
HOWEVER, WE HAD OVER 8,000 HOSPITALIZATIONS MEANING WE HAVE ABOUT TWO AND A HALFTIMES AS MANY INFECTIONS TODAY BUT ONLY ONE-THIRD OF THE HOSPITALIZATIONS WHICH IS OBVIOUSLY ABOUT -- WHICH BRINGS ME TO MY NEXT POINT WHICH IS ESSENTIALLY THE HIGH NUMBER OF POSITIVES THAT WE'RE SEEING ACROSS OUR COMMUNITY.
>> YOU PROBABLY ARE SEEING THE SAME THING WITH STAFF.
SO THE SAME IS HAPPENING AT THE COLLEGE SO WE FIRST MADE 2 DECISION TO MOVE ONLY SOME OF ONLINE AND CONTINUE TO WORK. HOWEVER, AS THE WEEK PROGRESSED, WE STARTED TO SEE THE NUMBER OF CASES CLAIMING WHICH MEANS WE WILL HAVE TO WORK WITH OUR TEAMS TO BE ABLE TO ISOLATE AND QUARANTINE EVERY POSITIVE CASE FOR TEN DAYS.
WHEN I SAT DOWN AND STARTED DOING THE NUMBERS OF THE AVERAGE CASES THAT WE WERE GETTING EVERY DAY, I WAS STARTING TO SEE THEY WERE GROWING TOO FAST FOR YOU TOS BE ABLE TO ACTUALLY OPEN ALL OFFICES BY THE END OF THE WEEK.
AND THAT WAS ESSENTIALLY ONLY WITH VERY LIMITED NUMBERS OF PEOPLE ON CAMPUS WITHIN THE FIRST WEEK OF RETURNING TO CAMPUS. WE HAVE NOT EVEN BEGUN CLASSES WHEN WE STARTED TO SEE THAT CREATED OBVIOUSLY AN IMPACT ON OUR OPERATION AND OUR POTENTIAL ABILITY TO OPEN OFFICES AND OPERATE EACH ONE OF THOSE OFFICES AS WE WORKED ON THE NUMBERS. THAT IS CONTINUING TO PROVE CORRECT. ACTUALLY I WAS UNDERESTIMATING THE NUMBERS SEEMED TO BE GOING A LITTLE BIT HIGHER TONIGHT. WITH THAT SAID, I DON'T WANT ANYONE TO THINK THAT THE CAMPUS IS NOT SAFE.
WE HAVE IMPLEMENTED PROTOCOLS THAT GO ABOVE AND BEYOND TO WHAT IS REQUIRED BY COUNTY PUBLIC HEALTH DEPARTMENT AND COUNTY OFFICIALS.
AS YOU KNOW, SOCIAL DISTANCING WAS REMOVED SEVERAL MONTHS AGO ACTUALLY RIGHT FIR THE BEGINNING OF THE FALL ACROSS THE COUNTY.
WE CONTINUED TO IMPLEMENT SOCIAL DISTANCING. WE HAVE EVERYTHING AT HALF OR LESS OR HALF CAPACITY. WE HAVE SUFFICIENT
[01:20:01]
PPE FOR ALL EMPLOYEES AND WE HAVE BEEN PROVIDING PPE FOR ALL EMPLOYEES. AT NO POINT, WE HAVE BEEN SHORT OF FACE MASKS INCLUDING SURGICAL MASKS, EVERY PERSON, EVERY STUDENT, THAT HAS COME TO CAMPUS HAS BEEN PROVIDED WITH A PPE KIT AND BEEN ENCOURAGED TO ASK FOR MASKS AND/OR PPE IF NEEDED SO THERE IS ONE OF THOSE. THE NEXT PART OF THAT WE HAVE LIMITED THE NUMBER OF ACTIVITIES ON CAMPUS.WE HAVE KEPT A HIGHER LEVEL OF QUARANTINE AS THE CDC OVER THE LA PUBLIC HEALTH DEPARTMENT CDC.
PUBLIC HEALTH DEPARTMENT. MOVED INTO QUARANTINE AND ONLY FOR FIVE DAYS WITH A NEGATIVE TEST.
BUT WE HAVE BEEN WORKING ON THEIR QUARANTINE LIMITS.
AS MEMBERS OF THE JURIED BEFORE WE HAVE FROM THE BEGINNING AND CONTINUE TO GO ABOVE AND BEYOND WITH SECURITY MEASURES.
WE CAN'T GUARANTEE NO ONE ON CAMPUS WILL NOT GET COVID-19.
THAT IS SOMETHING THE COUNTY CAN'T GUARANTEE BUT WE ARE IMPLEMENTING EVERY SINGLE SAFETY PROTOCOL THAT WE CAN ABOVE AND BEYOND. NOW THIS BRINGS ME TO MY NEXT POINT. I KNOW THAT AS COVID-19 DURING THE FALL SEMESTER IMPROVED, WE -- MANY OF US HAVE LET OUR GUARDS DOWN.
WE ARE NOT QUITE AS DILIGENT AS WE WERE BEFORE WEARING OUR MASKS.
WE ARE NOT QUITE AS DILIGENT AS BEFORE IN WASHING OUR HANDS AND SO ON AND SO FORTH FOR OUR PROTOCOLS TO WORK WE NEED TO BE VERY DILIGENT.
IF WE'RE ADDING THOSE WE NEED TO BE ADDING OUR MASKS. REGARDLESS OF WHETHER WE FEEL COMFORTABLE OR NOT WITH THE PERSON IN OUR OFFICE AND I THINK WE HAVE ALL BEEN GUILTY OF THAT AND IT'S TIME FOR US TO OBVIOUSLY GO BACK TO THE POINT THAT WE WERE CONSISTENTLY FOLLOWING THOSE PROTOCOLS IN ORDER TO MINIMIZE INFECTIONS.
ASKCY 109 WERE DENIED AND THAT WAS BASICALLY BECAUSE INFORMATION WAS NOT PROVIDED ON THE DOCUMENT. WE ARE CONTINUING TO DO VACCINATIONS. HOWEVER, BECAUSE OF THE DEMAND FOR VACCINATIONS ACROSS THE CAVERNTY, SOME OF THE TREATMENTS VOW BEEN DELAYED.
WE RECEIVED VERIFICATION THAT WE HAVE A TREATMENT ON THE WAY BUT IT HAS BEEN DELAYED FOR ABOUT A WEEK.
OUR POSITIVITY RATE ON CAMPUS IS 28% WHICH IS HIGHER THAN IT USED TO BE BUT RIGHT ABOUT ON PAR WITH 2 COUNTY. THAT IS IN ORDER TO PREVENT INFECTIONS FROM CONTINUING TO SPREAD WITHIN OUR COMMUNITY.
THE INCREASE OF CASES HAS CREATED A VERY, VERY HEAVY WORKLOAD ON STUDENT HEALTH SERVICES AND ALSO VERIFICATIONS OF CARDS AND EXTENSIONS BUT BECAUSE WE ARE OBLIGATED TO DO CONTACT TRACING SO EVERY SINGLE TIME THAT SOMEONE GETS INFECTED YOU HAVE TO DO NOTIFICATIONS TO EVERY SINGLE EMPLOYEE IN THE GENERAL VICINITY OF THE POSITIVE CASE. FROM THAT POINT IT BECAME CONTACT TRACING. SO LET'S SAY -- WERE REPORTED AND THAT BUILDING
[01:25:03]
HAD THE GENERAL VICINITY 50 PEOPLE THAT BASICALLY MEAN THAT BECAUSE OF THOSE TWO INDIVIDUALS THAT TESTED POSITIVE WOULD HAVE TO CONTACT ALL THOSE INDIVIDUALS AND THOSE THAT WERE WITHIN THE IMMEDIATE AREA WE WILL HAVE TO DO CONTACT TRACING OF MANY OF THOSE TO DETERMINE WHETHER OR NOT EACH ONE OF THOSE EMPLOYEES WERE AT SIGNIFICANT EXPOSURE OR NOT. WE CONTINUE TO LOOK AT STUDENTS WHO -- IN ORDER TO BE ABLE TO RENAND STUDENTS THIS IS VERIFICATION AND REMIND THEM THAT THEY'RE GOING TO BE ABLE TO HELP THEM TO GET BACK INTO CLASSES SO WE HAVE HAD SOME HICCUPS, HOWEVER, THE EFFORTS ARE PRODUCING POSITIVE RESULTS.THEY'VE BEEN WORKING OVER TIME IF YOU WILL IN ORDER TO MEET THOSE GOALS. SO WHAT ARE THE NEXT STEPS MOVING FORWARD? WE ARE SCHEDULED TO RETURN TO CAMPUS ON JANUARY 24TH OR TEMPORARY MOVE OF CLASSES FOR TWO WEEKS TO CONTINUED TO MONITOR DIFFERENT SETS OF DATA SO THE FIRST SET OF DATA WE'RE GOING TO CONTINUE TO MONITOR IS COUNTY DATA. I DON'T EXPECT TO SEE RAPID DECLINES ON NUMBERS TO THE VELOCITY.
THE OMICRON IS COMING THROUGHOUT THE POPULATION, HOWEVER WITHIN THE NEXT WEEK OR TWO WE'RE GOING TO EXPECT TO SEE SOME SORT OF LEVELLING OUT. I'M NOT SURE IF WHAT WE HAVE EVEN OVER THE LAST FOUR DAYS IS THE BEGINNING OF LEVELLING UP. IT'S A BIT TOO EARLY TO DETERMINE THAT BUT IF THAT IS THE CASE OBVIOUSLY WE WANT TO SEE SOME OF THE NUMBERS START TO DECLINE TOO.
HOSPITALIZATION RATES OBVIOUSLY IF THE HOSPITALIZATION RATES REMAIN AROUND THE SAME, THERE SEEMS TO BE AN INDICATION THAT THOSE -- -- IT'S ALSO REASONABLE TO EXPECT AS WE SEE THE NUMBERS TO DECLINE HOSPITALIZATION RATES WILL DECLINE.
THE NEXT STEPS WE'RE GOING TO -- IS POSITIVITY RATE ON CAMPUS.
WHICH MEANS THEY WERE GOING TO -- WE ARE CURRENTLY KEEPING TRACK OF EMPLOYEES. THEY ARE OUT ON LEAVE AND WE ARE CALCULATING HOW MANY ARE ON LEAVE AT ANY GIVEN TIME. HOW MANY ARE COMING OUT OF LEAVE IN ORDER TO DETERMINE WHETHER OR NOT WE'RE GOING TO HAVE THE CAPACITY TO OPEN FULL CAPACITY, 80, 70, WHATEVER, IN ORDER TO BEGIN MIGRATION TO CAMPUS. I'M HAPPY TO ANSWER ANY QUESTIONS AND THAT'S ALL I HAVE
FOR RIGHT NOW. >> I HAVE A QUESTION.
I WONDER IF YOU CAN COMMENT ON THE AVAILABILITY OF RAPID TESTS.
THAT WAS MENTIONED DURING PUBLIC COMMENT AND I KNOW THAT'S A CHALLENGE RIGHT NOW FOR A LOT OF PEOPLE. WHAT ARE WE OFFERING IN REGARD TO THAT FOR EMPLOYEES AND STUDENTS? THEY ARE TAKING PRIORITY NUMBER ONE ACROSS THE COUNTRY ON SECURING RAPID TESTS AND, TWO, THE REQUIREMENT ADDITIONAL TESTING OF PCR FOR EMPLOYEES IN PARTICULAR AND THE NEW OPTION OF DOING ANTIGEN RAPID TESTING ALSO FOR EMPLOYEES. WE'RE GOING TO TRY TO ALLEVIATE THE PRESSURE STUDENT HEALTH SERVICES IS FEELING AT THIS TIME WITH THE NUMBER OF INDIVIDUALS INCLUDING ME THAT I WANT TO GET TESTED THERE JUST -- SO WE WANT TO
[01:30:01]
ALLEVIATE THAT AND BRING AN OUTSIDE LAB AND LAST BUT NOT LEAST ALSO WORKING WITH ONE OF OUR LOCAL HOSPITALS TO SEE IF THEY CAN PRIORITIZE REFERRALS BYUS. >> SO IN SUMMARY IT SOUNDS LIKE NOW THE TECH KNOWLEDGE IS HERE -- TECHNOLOGY IS HERE AND WIDELY AVAILABLE AND THE DEMAND IS VERY HIGH AND SO THEY'VE BECOME A LITTLE BIT DIFFICULT TO GET BUT IT'S STILL WORTH THE
WE'RE MAKING ALL EFFORTS IN ORDER TO BRING THE TEST AND THE FACILITIES AND IT'S GOING TO HAPPEN. WE ORDERED EARLY ENOUGH THAT WE'RE GETTING IT HERE AND THERE BUT ONCE WE PULL ALL THE RESOURCES TOGETHER I'M SURE THAT WE'RE GOING TO TRY TO RETURN ON THE 24TH AND WE'LL HAVE ONE WAY OR ANOTHER SOME LEVEL OF AVAILABILITY OF ADDITIONAL TESTING PCR AND ANTIGEN ON CAMPUS WHICH NOW THAT YOU MENTION THAT OBVIOUSLY I THINK IT'S IMPORTANT TO PROBABLY -- IN ORDER FOR US TO BE ABLE TO PROGRAM OPERATIONS MOVING FORWARD. WE ALREADY KNOW THE MANY -- SO IF YOU DO TESTING AND WITH THIS POSITIVE WE COULD POTENTIALLY MINIMIZE THE NUMBER OF CASES ON CAMPUS AND MITIGATE AND NOW BREAK.
AT THIS POINT, THE COUNTY IS JUST FLOATING WITHOUT PRICKS SO THEY'RE HAVING
A HARD TIME. -- >>. >> THANK YOU.
AND I JUST WANT TO DMEND ALL THE PEOPLE WORKING ON THIS DAY-TO-DAY FROM OUR SIDE IN ADDITION TO OBVIOUSLY THE FOLKS OUTSIDE OF OUR CERRITOS COMMUNITY BUT IT'S PART OF -- YOU KNOW, LOOKING BACK THROUGH THE NUMBERS IT'S PART OF THE
[4.03 Institutional Presentation: COVID-19 Campus Safety Protocols Update]
REASON WHY WHEN YOU LOOK AT WHERE WE WERE AT THIS TIME LAST YEAR, WE'RE IN A WILDLY DIFFERENT PLACE.IT'S STILL LIFE THREATENING FOR MANY FOLKS AND STILL REQUIRING A LOT OF CAUTION. IT'S JUST A WILDLY DIFFERENT WORLD. NUMERICALLY THAN WHERE WE WERE AT A YEAR AGO WHICH IS HARD TO INTERNALIZE.
BUT THERE'S BEEN A LOT OF DIFFERENT FACTORS TO THAT.
BUT AT LEAST FOR THE PART THAT'S UNDER OUR CONTROL AT THE COLLEGE THERE'S BEEN AN EXTRAORDINARY AMOUNT OF WORK THAT'S BEEN DONE THAT'S BEEN PART OF THAT SO THANK YOU AND THE ENTIRE TEAM.
WITH THAT WE'LL MOVE TO OUR CONSENT CALENDAR.
DO WE HAVE A MOTION FOR OUR CONSENT AGENDA? WE'LL POINT OUT IS THAT I BELIEVE THIS INCLUDES A NUMBER OF ITEMS THAT WE ARE RERATIFYING
THANK YOU, EVERYONE. NOW WE'LL MOVE TO REPORTS AND COMMENTS FROM DISTRICT OFFICIALS. START WITH STUDENT TRUSTEE
SUTHERLAND. >> NO REPORT, THANK YOU.
THANK YOU. >> I'LL CONTINUE THE TREND, NO REPORT. HAPPY NEW YEAR TO EVERYBODY AND PLEASE CONTINUE TO
BE SAFE. >> SORRY TO BREAK THE TREND BUT I WANT TO MAKE THE COMMENT THAT I LOOK FORWARD TO HAVING OUR

NEXT MEETING ON CAMPUS ON JANUARY 19TH. I THINK IT'S IMPORTANT TO SHOW THAT THE CAMPUS IS NOT ANYMORE DANGEROUS THAN IT WAS IN THE PAST SIX MONTHS, TWO YEARS REALLY SINCE COVID HAS HEARTED WE'VE TAKEN SO MANY MEASURES TO PROTECT OUR STUDENTS, STAFF, AND FACULTY AND OUR BOARD MEMBERS AND I THINK THAT WE NEED TO SHOW THAT SYMBOLISM BY ACTUALLY HAVING AN IN PERSON MEETING IN THE NEXT WEEK. SO I WOULD REQUEST THAT.THE PRESIDENT SET IT UP AS SUCH.
>> NO REPORT BUT I WANT TO COMMEND DR. FERRO FOR ALL HIS HARD WORK. IT'S BEEN A STRUGGLE WITH THE NUMBERS RISING SO RAPIDLY AND IT ALMOST SEEMS LIKE IT'S OUT OF CONTROL SO I WANT TO COMMEND ALL YOUR STAFF AND YOU ON ALL OUR HARD WORK. THAT'S PRETTY MUCH IT.
>> NO REPORT BUT THANK YOU TO EVERYONE ESPECIALLY THOSE WHO GO ON CAMPUS EACH DAY.
>> GREAT. AND THEN IT'S A VERY CERRITOS COLLEGE STYLE TO SAY NO REPORT AND THEN HAVE A REPORT.
IT'S KIND OF THE WAY WE DO IT.
>> JUST TO NOW BREAK THE TREND, NO REPORT, HOWEVER, YOU PROBABLY ARE WONDERING WHO IS THIS INDIVIDUAL ON CAMERA WE HAVE NOT SEEN BEFORE SO I WOULD LIKE TO INTRODUCE RON CATARA.
HE IS OUR INTERIM VICE PRESIDENT OF HUMAN RESOURCES. RON BEGAN WORKING WITH US LAST WEDNESDAY BUT UNFORTUNATELY THERE WERE SOME HICCUPS ALONG THE WAY AS MANY OF US HAVE BEEN EXPERIENCING BUT HE BOUNCED BACK PRETTY QUICKLY AND WE'RE GETTING INVOLVED ON OUR CAMPUS COMMUNITY AND CATCHING UP. SO I'LL LET RON SAY A FEW WORDS AND WE GO FROM THERE.
>> GOOD EVENING, BOARD AND TRUSTEES. I LOOK FORWARD TO WORKING WITH ALL OF YOU CLUING THE STAFF -- INCLUDING THE STAFF ON THE CAMPUS.
I'VE BEEN WORKING WITH SOME OF THEM ALREADY. AGAIN I LOOK FORWARD TO WORKING WITH ALL OF YOU IN
THE FUTURE. >> AND LAST BUT NOT LEAST, I WANT TO THANK EVERYONE FOR BEING TROOPERS DURING THE LAST COUPLE
OF WEEKS. >> AND NO REPORT ALTHOUGH I WANT TO SAY WELCOME TO RON AND I REALLY APPRECIATE FEFSH'S COMMENTS ON REDISTRICTING AND PATIENCE AND COLLABORATION AS WE DEAL WITH THIS ALL TO UNWELCOME -- ALL TOO UNWELCOME PHASE OF THE COVID-19 ERA OF OUR LIVES. SO MUCH APPRECIATED.
EVERYONE, PLEASE STAY SAFE AND I BELIEVE WE'LL HAVE A READOUT AS WE GO INTO CLOSED SESSION.
SO OPEN SESSION IS ADJOURNED AND WE'LL HAVE A READOUT AFTER CLOSED SESSION.
GOOD EVENING, LADIES AND GENTLEMEN. WE HAVE ONE REPORT
[01:40:02]
OUT FROM CLOSED SESSION.IT IS REPORTED IN CLOSED SESSION THAT THE BOARD OF TRUSTEES APPROVED THE EMPLOYMENT OF RON CATARAAS INTERIM VICE PRESIDENT HUMAN RESOURCES ASSISTANT SUPERINTENDENT STEP THREE $17,858.84 PER MONTH OF THE CONTRACT SALARY MANAGEMENT SALARY SCHEDULE EFFECTIVE JANUARY 5, 2022.
THE FINAL RESOLUTION MOTION CARRIES 7 AYES TO ZERO NOS.
AND WITH THAT, WE ARE ADJOURNED.
