WHEN I GOT THE EMAIL TODAY SAYING THAT STARTING IN NOVEMBER, IF I WANTED TO KEEP MY CURRENT MEDICAL INSURANCE, I'D HAVE TO PAY AN ADDITIONAL $300 AND CHANGE PER MONTH STARTING IN NOVEMBER.

IT WAS KIND OF LIKE A PUNCH IN THE GUT.

MY HUSBAND IS AN ADJUNCT FACULTY AND HE'S BEEN LAID OFF VARIOUS SCHOOLS AND I'M THE MAIN SOURCE OF INCOME TRYING TO KEEP OUR FAMILY TOGETHER. I'M ALSO WORKING SUMMER SCHOOL AND TAKING AN EXTRA OVERLOAD CLASS JUST TO MAKE SURE IF HE LOSES CLASSES, I CAN WE CAN MAKE IT. SO THE EXTRA $300 IS PRETTY DIFFICULT FOR OUR FAMILY.

AND WE'RE WORKING REALLY HARD HERE TO HERE AT CERRITOS.

AND IF THE DISTRICT COULD JUST COVER IT ONE MORE YEAR UNTIL DECEMBER 2022, THAT WOULD REALLY HELP US OUT BECAUSE WE ARE IN A PANDEMIC AND IT REALLY NEEDS TO BE DONE. THANK YOU VERY MUCH FOR LISTENING.

I AM A FULL TIME INSTRUCTOR AT CERRITOS COLLEGE AND I'M CALLING TO VOICE MY PUBLIC COMMENT TO THE BOARD OF TRUSTEES FOR THE OCTOBER SIX, 2021 BOARD MEETING IN SUPPORT OF OUR PHENOMENAL CERRITOS COLLEGE STUDENTS, FACULTY, STAFF AND COMMUNITY.

I WOULD LIKE TO STATE THAT FORCING FULL TIME EMPLOYEES TO PAY FOR HEALTH CARE COVERAGE IS UNNECESSARY AND CRUEL DURING THIS STATE OF A GLOBAL HEALTH PANDEMIC. EVERYTHING NEEDS TO BE DONE TO ENSURE EMPLOYEES ARE HEALTHY AND SAFE SO THAT WE CAN BEST SERVE OUR STUDENTS AND OUR COMMUNITY.

THIS INCLUDES PROVIDING EMPLOYEES WITH FULLY PAID HEALTH CARE AND NOT FORCING EMPLOYEES TO CHOOSE BETWEEN QUALITY CARE AND OTHER BASIC NEEDS.

IT IS CRUEL AND UNNECESSARY FOR THE DISTRICT TO FORCE EMPLOYEES TO TAKE ON MONUMENTAL COSTS OF UP TO HUNDREDS OF DOLLARS PER MONTH TO SUPPORT HEALTH CARE FOR THEMSELVES AND THEIR FAMILIES.

ALL WHILE THE DISTRICT HAS MILLIONS OF DOLLARS IN FUNDING AND RESERVES.

HAVING FULL HEALTH CARE COVERAGE IS A CERRITOS COLLEGE LEGACY BOARD OF TRUSTEES.

I URGE YOU TO SUPPORT OUR PHENOMENAL STUDENTS COMMUNITY AND EMPLOYEES SUPPORT THE FULL COST OF HEALTH CARE.

NOW IS THE TIME FOR OUR LEADERS TO STAND TOGETHER AND PROVIDE THE BEST SUPPORT TO OUR FACULTY AND STAFF THAT WE CAN.

I BELIEVE STAFF SHOULD NOT FEEL LIMITED UPON CHOOSING A PLAN BASED ON WHAT THEY CAN AFFORD, BUT BASED ON WHAT WILL COVER THEIR VITAL NEEDS AND THEREFORE KEEP THEM HEALTHY.

I UNDERSTAND THAT IT BECOMES INCREASINGLY DIFFICULT TO COVER THESE INCREASING COSTS OF THESE PLANS.

FACULTY HAVE PUT IN COUNTLESS EXTRA HOURS TO MAKE EDUCATION POSSIBLE IN NEW FORMATS THAT EMPHASIZE SAFETY.

THERE ARE AMPLE FUNDS IN THE COLLEGE RESERVES AND MANY MORE DOLLARS BEING PROVIDED TO THE COLLEGE VIA THE CARES ACT.

THIS IS NOT THE TIME TO PASS ALONG HEALTH CARE COSTS TO FACULTY OR TO DENY THEM INCREASES IN PAY.

THE FACULTY DESERVE THESE BASIC BENEFITS AND SALARY ADJUSTMENTS.

I AM ONE ONE OF THE EMPLOYEES THAT RECEIVED A LETTER STATING THAT MY BENEFITS WILL HAVE EXCEEDED THE AMOUNT ALLOWED BY THE COLLEGES.

I HAVE A MODEST PLAN FOR MY FAMILY WITH A BLUE CROSS ACCESS PLUS HMO, AND I FELT STRONGLY WITH MY FAMILY OF FIVE THAT AN HMO IS MY BEST OPTION FOR THE PRICE.

THIS YEAR I WAS TOLD THAT MY PLAN NOW EXCEEDS MY $95 PAY PERIOD INTENSELY, AND WHILE THE DISTRICT IS STILL IN NEGOTIATIONS WITH MY UNION, I WILL NOW BE EXPECTED TO PAY THIS AMOUNT UPON LOOKING AT THE PLAN.

SO THE NEW PLANS OFFER DO NOT INCLUDE MY SON'S DOCTOR'S OFFICE.

SO I WOULD THEN HAVE TO CHANGE MY MANAGED CARE FROM A DOCTOR THAT I HAVE BEEN GOING TO SINCE 1999 TO LEAVE A MEDICAL GROUP THAT HAS GIVEN STELLAR CARE THROUGH FOUR YEARS OF MY SON'S PATIENT.

WE'RE DOING KEEP MY CURRENT PLAN WILLING TO PAY THE DIFFERENCE SO THAT MY SON AND FAMILY CAN KEEP THEIR CURRENT CARE.

THIS MIGHT NOT SEEM LIKE A LOT, BUT TO AN EMPLOYEE THAT IS PAID HOURLY, THIS CHANGE FOR ME IS $0.50 LESS AN HOUR.

IF I CHOOSE TO KEEP MY CURRENT PLAN.

I DO KNOW OTHERS THAT THAT NUMBER DECREASES $2.80 AN HOUR IF THEY KEEP IT.

I UNDERSTAND THINGS MIGHT NOT GET RESOLVED RIGHT AWAY, BUT WHAT DOES AN EMPLOYEE LIKE ME DO IN THESE UNCERTAIN TIMES? IS THIS THE RIGHT TIME TO BE TAKING MONEY OUT OF THE POCKETS OF THE HARD WORKING, CLASSIFIED STAFF AND FACULTY? MIGHT YOU POSSIBLY CONSIDER COVERING THESE PREMIUMS DURING THIS DARK TIME SO THAT MANY OF US ARE STRUGGLING TO ENSURE CAMPUS IS WELL RUN? I AM GRATEFUL FOR THIS JOB.

AND A 30 DAYS LATER, HE CAME OUT OF THE HOSPITAL WITH THREE SURGERIES UNDER HIS BELT AND 30 DAYS AND 40 NIGHTS OF HOSPITALIZATION.

IT WAS NOT SOMETHING THAT WE WERE WE WERE NOT EXPECTING IT, JUST SOMETHING THAT HAPPENED.

AND AFTER BEING HOME FOR A FEW DAYS, UNFORTUNATELY, HE HAD A REALLY SEVERE CASE OF DEHYDRATION AND HAD TO GO BACK TO THE HOSPITAL FOR ANOTHER FIVE DAYS AND THEN CAME HOME AND UNFORTUNATELY HAD ANOTHER INCIDENT OF SEVERE DEHYDRATION AND HAD TO GO BACK INTO THE HOSPITAL, THIS TIME FOR ONLY ONE DAY.

AND AS OF NOW, HE IS HOME, HE IS RECOVERING, BUT HE IS STILL HAVING NURSES THAT COME IN EVERY SINGLE DAY TO CHECK ON HIM.

HE IS GETTING IVS, SALINE IN HIS ARM.

HE HAS TO KEEP THEM THERE FOR 4 TO 5 DAYS.

AND SO WE HAVE ALL THESE MEDICAL SUPPLIES THAT KEEP COMING INTO THE HOUSE.

SO I SHUDDER TO THINK HOW WE WOULD HAVE HAD TO PAY FOR ALL OF THIS.

AND AGAIN, COMPLETELY UNEXPECTED MYSELF, I'VE NEVER BEEN SICK.

I'VE NEVER HAD TO GO INTO THE HOSPITAL.

I HAVE HEARD FROM MANY OF MY COLLEAGUES WHO SHARED THEIR EXPERIENCES AS TO WHY COMPREHENSIVE HEALTH CARE COVERAGE IS A NECESSITY.

THE DAY I SIGNED MY CONTRACT AS A FULL TIME TENURE TRACK FACULTY AT CERRITOS COLLEGE, I REMEMBER SITTING IN THE HUMAN RESOURCES OFFICE WITH DR.

CHRIS CHURCH. IN THAT SESSION, I REMEMBER BEING ASKED TO CHOOSE A HEALTH CARE PLAN.

IN THAT SAME MEETING, I WAS TOLD THE DISTRICT COVERED THE COST OF HEALTH CARE PREMIUMS FOR ALL AVAILABLE HEALTH CARE PLANS.

AND I THOUGHT, HOW LUCKY AND I.

AS A SINGLE, HEALTHY PERSON AT THAT TIME, IT DIDN'T MATTER MUCH TO ME WHAT HEALTH CARE PLAN I CHOSE.

BUT I STILL REMEMBER THINKING, WOW, I AM SO PROUD TO WORK AT A COLLEGE THAT CARE SO MUCH ABOUT THE WELL-BEING OF ITS EMPLOYEES.

IN MY FIRST YEARS, I HAD INTERACTIONS WITH TENURED FACULTY MEMBERS WHO SHARED THAT SAME FEELING.

I WAS TOLD ON MULTIPLE OCCASIONS THAT CERRITOS COLLEGE REALLY DOES CARE ABOUT ITS STUDENTS AND EMPLOYEES, AND ONE OF THE WAYS THAT IS DEMONSTRATED IS PROVIDING ROBUST MEDICAL COVERAGE. THE MEDICAL COVERAGE THAT IS PROVIDED BY THE DISTRICT IS ALSO SOMETHING THAT'S BRAGGED ABOUT ON JOB DESCRIPTIONS AND UNEMPLOYMENT FAIRS.

THE NARRATIVE THAT CERRITOS COLLEGE TRULY CARES FOR ITS EMPLOYEES IS ONE THAT DRAWS THE BEST AND THE BRIGHTEST TO OUR COLLEGE.

AND COMPREHENSIVE HEALTH CARE IS A MUST FOR PART OF THAT NARRATIVE.

FAST FORWARD TO 2018 WHERE I ATTENDED A RALLY IN THE SAME ADMIN WAS RIGHT.

I HEARD MEMBERS OF MY CERRITOS COLLEGE FAMILY SHARING DEEPLY PERSONAL STORIES ABOUT HOW COMPREHENSIVE HEALTH CARE WAS A NECESSITY.

I WAS DEEPLY UNCOMFORTABLE THAT MY CERRITOS COLLEGE FAMILY HAD TO BEG FOR THAT NECESSITY.

AND I STARTED TO WONDER, HOW MUCH DOES THE COLLEGE TRULY CARE FOR US? IN THE 11TH HOUR, THE DISTRICT AND CCF AGREED TO CONTINUE TO COVER THE COST OF PREMIUMS ON ALL MEDICAL PLANS THE DISTRICT PROVIDES.

AND I WAS HOPEFUL AGAIN.

TODAY. I'M STILL PART OF THE CERRITOS COLLEGE FAMILY, BUT I'M NOT AS PROUD AS I WAS IN 2012.

I'M MARRIED.

I SURVIVED BREAST CANCER WITH A DIAGNOSIS AT 35, AND I WILL NEED SPECIALIZED CARE FOR MUCH OF MY LIFE BECAUSE OF IT.

AND HERE I AM IN THE END, BEING CAUGHT IN THE MIDDLE OF THE PANDEMIC.

LISTENING TO MORE STORIES FROM MY COLLEAGUES, BEGGING THE BOARD AND BEGGING THE ADMINISTRATION NOT TO CUT OUR HEALTH CARE.

AND I'M AGAIN DEEPLY UNCOMFORTABLE.

I WANT TO BE ABLE TO PROUDLY SAY THAT I WORK FOR A DISTRICT THAT TRULY CARES FOR ITS EMPLOYEES AND STUDENTS.

LAST WEEK A SURVEY WAS COMPLETED BY FACULTY AND 70% OF FACULTY SUPPORTED THE PENDING BOARD POLICY TO 905 REQUIRING FULL VACCINATION BEGINNING IN THE SPRING OF 2020, 2022.

AND 69% APPROVED OF THE FACULTY SENATE PASSING A RESOLUTION IN SUPPORT OF BOARD POLICY.

AND AT THE FACULTY SENATE MEETING JUST YESTERDAY, OCTOBER 5TH, 2021, THE FACULTY SENATE VOTED TO SUPPORT THE PASSAGE OF BOARD POLICY 20 905 BY THE BOARD OF TRUSTEES.

A FULL TIME CHANGE WILL TECHNOLOGY INSTRUCTOR THE JANUARY 2012 CAMPAIGN WITH DEAN OF TECHNOLOGY OVERSEEING TECHNOLOGY DIVISION AS WELL AS STRONG WORKFORCE AND PURPOSE.

BECAUSE WELL KNOWN AND WELL REGARDED IN THE CAREER TECHNICAL EDUCATION COMMUNITY, HE WORKS TIRELESSLY TO SUPPORT STUDENTS, FACULTY AND STAFF.

THE STATEWIDE EDUCATIONAL WRAP UP PROGRAM, ALSO KNOWN AS SEW UP, IS A COMPREHENSIVE OWNER CONTROLLED INSURANCE PROGRAM DESIGNED SPECIFICALLY FOR SCHOOL CONSTRUCTION PROJECTS. THE COMPTON COMMUNITY COLLEGE DISTRICT UTILIZED STATEWIDE EDUCATIONAL WRAP UP PROGRAM FOR THE $76.4 MILLION PERFORMING ARTS CENTER PROJECT. CONSTRUCTION OF THIS PROJECT STARTED IN NOVEMBER OF 2018.

FROM THE START, SAFETY WAS ALWAYS A PRIORITY ON THIS PROJECT.

THE STRONG SAFETY EFFORTS OF THE DISTRICT, TILDEN COIL AND ALL THE MEN AND WOMEN WHO WORKED ON THIS PROJECT RESULTED IN AN OUTSTANDING SAFETY PERFORMANCE.

THIS PROJECT EXPERIENCED EIGHT WORKER COMPENSATION CLAIMS, RESULTING IN A WORKER'S COMPENSATION LOSS RATIO OF 6.87%.

TO PUT THIS IN PERSPECTIVE, WORKERS COMPENSATION INSURANCE CARRIERS CONSIDER A WORKER'S COMPENSATION LOSS RATIO OF 60% AS A BREAK EVEN POINT. IN ADDITION, THIS PROJECT DID NOT INCUR ANY GENERAL LIABILITY OR BUILDER'S RISK CLAIMS. THIS RESOLUTION AUTHORIZES US TO ISSUE THE LAST $75 MILLION THAT WE HAVE AND TO BE ABLE TO FINISH THE CONSTRUCTION OF OUR HEALTH SCIENCE RENOVATION PROJECT.

CONTINUING THE WRAP UP, THE DEMOLITION OF THE BURN CENTER AND BEGIN THE STUDENT SERVICES ADMIN PORTION OF THE PROJECT.

AND SO WITH THIS MONEY THAT WILL ALLOW US TO TO DO THAT RENT.

AND SO I'M HAPPY TO TAKE ANY QUESTIONS YOU MAY HAVE, BUT THIS IS JUST THE AUTHORIZATION TO ALLOW US.

THE NEXT STEP ON THIS WOULD BE FOR US TO SUBMIT THIS PAPERWORK TO THE BOARD OF SUPERVISORS.

WE STILL HAVE WE'RE RUNNING LOW ON OUR CURRENT DOLLARS.

WE TEND TO WAIT AS LONG AS WE POSSIBLY CAN AND FIGURE OUT ANY POTENTIAL CASH FLOW RESERVES THAT WE HAVE RELATED TO OUR PREVIOUS BOND ISSUANCES.

AND WE'RE GETTING WE JUST DROPPED UNDER ROUGHLY ABOUT $8 MILLION.

AND WE HAVE BASICALLY A BURN RATE RIGHT NOW OF ABOUT $4 MILLION A MONTH.

AND SO, AS YOU CAN SEE, DOING THE MATH, WE'RE GOING TO BASICALLY RUN THIS THING DOWN TO ZERO BEFORE WE ACTUALLY HAVE THIS.

SO IT'S BASICALLY PERFECT TIMING ON OUR END AND THE CASH FLOW STANDPOINT.

WE WANT TO SPEND ALL THE DOLLARS BEFORE WE ACTUALLY HAVE ANY NEW ISSUANCES COMING IN.

SO ONCE ONCE THE ACTUAL ELECTION IS OFFICIAL AND FINALIZED, OBVIOUSLY THAT WOULD TAKE SOME TIME AFTER THE NOVEMBER DATE.

SO WE WILL ROUGHLY BE READY TO BEGIN ISSUING NEW MONEY FROM JANUARY 23.

SO WE PROBABLY HAVE TO WAIT A PERIOD UNTIL THEY HAVE THE CERTIFICATION PROCESS BE DONE.
