>> PRESIDENT: THANK YOU EVERYONE FOR YOUR PATIENCE.
THIS EVENING, WEDNESDAY, AUGUST 18, 2021.
WE BEGIN OUR CERRITOS COLLEGE BOARD MEETING HERE THE 1ST HYBRID BOARD MEETING SINCE WE STARTED DOING THIS REMOTE FORMAT ABOUT A YEAR AND AND A HALF AGO.
WITH THAT, LET'S DO A ROLL CALL.
PRESIDENT JAMES CODY BIRKEY? VP DR. SHIN LIU? CLERK CARMEN AVALOS? TRUSTEE ZURICH LEWIS? TRUSTEE MARIANA PACHECO? TRUSTEE MARISA PEREZ? TRUSTEE DR. SANDRA SALAZAR? STUDENT TRUSTEE NINEL SUTHERLAND? SUPERINTENDENT DR. JOSE FIERRO? AND I WILL GO BACK TO TRUSTEE DR. SANDRA SALAZAR?
>> IN THE MEANTIME LET'S MOVE FORWARD WITH OUR PLEDGE OF ALLEGIANCE.
FORMER PRESIDENT, TRUSTEE LEWIS WOULD YOU MIND READING US? QUICKSAND IF YOU LIKE, PLACE YOUR HAND OVER YOUR HEART, FACE THE FLAG AND BEGIN.
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
[1.04 Comments from the Audience]
THEM AND THEN WE WILL HAVE A FEW RECORDED COMMENTS AS WELL.>>> THE 1ST COMMENT IS FROM JARED DE LA PAUSE ANY STATES, HELLO CERRITOS COLLEGE BOARD OF TRUSTEES.
I AM A STUDENT AT YOUR COLLEGE MAJORING IN COMPUTER SCIENCE AND HAVE BEEN ATTENDING ONLINE CLASSES SINCE THE BEGINNING OF QUARANTINE.
I DON'T PLAN TO GO ON CAMPUS BECAUSE OF THE RISK BUT NOT ALL TEACHERS OFFER ONLINE OPTIONS FOR THEIR CLASSES.
THEREFORE, IT SEEMS NECESSARY FOR ME TO VOICE MY OPINION TO THE BOARD CONCERNING EDITORIAL VACCINATIONS.
RIGHT NOW THE VACCINATION IS NOT FDA APPROVED AND I HAVE WITNESSED OF MY FRIENDS WHO HAVE BEEN VACCINATED HAVE GOTTEN COVID-19 NONETHELESS COULD I HAVE NO CONFIDENCE IN THE VACCINE.
I WOULD LIKE THE OPTION TO NOT TAKE IT UNTIL THE APPROVAL OF THE FDA.
EXTORTING STUDENTS TO TAKE THE VACCINE OR ELSE THEY WILL BE ABLE TO GET AN EDUCATION IS PROBLEMATIC.
I WOULD PUSH FOR ALL NOT JUST A FEW OF THE CLASSES TO HAVE AN ONLINE OPTION WAY SKEPTICAL STUDENTS LIKE MYSELF CAN HAVE AN OPTION OF GETTING OUR EDUCATION WITHOUT KNOWING THROUGH WEEKLY COVID TESTING THE MEANTIME.
THANK YOU FOR YOUR TIME AND I HOPE THIS CONTRIBUTES TO YOUR DISCUSSION.
>>> THE NEXT COMMENT IS FROM.[INDISCERNABLE], FACULTY, REPRESENTED.
FACULTY ARE VERY WORRIED ABOUT THE NEW VIRUS VARIANT.
WE WANT TO LET YOU KNOW THAT SLOWING DOWN THE SPEED OF OPENING IN CLASS AND FROM THE FEEDBACK OF OUR STUDENTS ARE THE SAME.
MOST OF THEM DO NOT FEEL TOTALLY SAFE TO GO BACK TO CAMPUS YET.
>>> THE NEXT COMMENT IS FROM BRIAN MCKENNA.
I WOULD LIKE TO SPEAK OUT AGAINST THE BOARD OF TRUSTEES DERELICTION OF DUTY BY HANDING OVER SUCH BROAD AUTHORITY TO PRESIDENT DR. JOSE FIERRO TO ALLOW STAFF TO BE UNVACCINATED.
DR. JOSE FIERRO DECIDED TO HAVE A TESTING PROGRAM AND THERE WAS AN IN THEIR THAT SAID THAT DR. JOSE FIERRO COULD NOT FORCE PERSONNEL AND STUDENTS TO GET A COVID-19 TEST PER WEEK.
HE COULD ASK PERSONNEL TO GET A COVID TEST ALL HE WANTS BIDDING ON HIS MOOD.
AS A DULY ELECTED BOARD YOU REPRESENT THE PEOPLE FROM GETTING THIS VERY THING.
YOU AS THE PEOPLE'S REPRESENTATIVES SHOULD NOT SO CARELESSLY ALLOW FOR YOUR CONSTITUENTS TO BE DETERMINED IT AGAINST.
YOU SHOULD NOT RELY ON THE GOOD NATURE OF ANYONE BUT HOWEVER PASS RESOLUTIONS IN
[00:05:03]
THEMSELVES WOULD PROTECT THE PEOPLE EXCEPT FOR TRUSTEE ZURICH LEWIS WHO NOTED THAT SUCH SUBSTANTIVE ISSUES WITH A POOR RESOLUTION HAVE FAILED IN THIS REGARD.FINALLY, THE LAKEWOOD POPULACE WEBSITE HAS PROVEN TO BE A MEDICAL EXPERT INCLUDING A JOURNAL STUDY AND THE FORMER VICE PRESIDENT OF PFIZER IN THE CREATOR OF THE MRNA TECHNOLOGY THAT THIS COVID-19 MANDATE ENHANCES THE VIRUS VIA ANTIBODY -DEPENDENT ENHANCEMENT AND IS DANGEROUS.
YET THIS BOARD IGNORANTLY AND I DO MEAN IGNORANTLY, AND DON'T PULL UP YOUR BONA FIDES WHEN BOTH DOCTOR GAYDEN AND DOCTOR MALONE HAVE ON A 5 FAR ABOVE YOUR OWN IN THIS ISSUE.
THEY ARE PUSHING FACULTY AND STAFF TOWARDS NEEDLESS DEATH.
JUST READ THE REPORT ON THE LAKEWOOD POPULACE WEBSITE.
SHAME ON THIS BOARD SAVE TRUSTEE LEWIS.
MAY THE PEOPLE NEVER FORGET OR FORGIVE AND MAY THE PEOPLE UNITE AGAINST YOU TO DO 2 THINGS, NUMBER 1, KICK YOU OUT OF OFFICE, NUMBER 2, ENSURE TRUSTEE, ANY OF THEM GET THIS.
>>> SHE STATES GOOD EVENING BOARD OF TRUSTEES.
I AM WRITING TO PROVIDE YOU WITH MY EXPERIENCE ON CAMPUS THIS WEEK OF A VERY WEIRD SEMESTER.
I HAVE BEEN ON CAMPUS 2 DAYS THIS WEEK AND BOTH DAYS I WAS SURPRISED AT HOW MANY STUDENTS WERE ON CAMPUS.
NOT BECAUSE THERE WERE SO MANY STUDENTS ON CAMPUS, BUT BECAUSE THERE WERE SO FEW.
IT IS EERILY QUIET AND IN OUR CURRENT SITUATION IT IS A GOOD THING BECAUSE WE ARE ABLE TO MAINTAIN 6 FEET OF SOCIAL DISTANCE AND IN AN EFFORT TO MITIGATE THE SPREAD OF COVID-19.
DURING MY VISIT TO CAMPUS I HAD SPOKEN TO A HANDFUL OF FACULTY MEMBERS AND ALSO THE SAME THING.
OUR STUDENTS ARE REALLY TRYING TO MAKE THIS WORK.
THEY ARE EXCITED TO BE ON CAMPUS AND FOLLOWING THE CAMPUS GUIDE AND GUIDELINES.
FACULTY IS SAID THAT STUDENTS WITHOUT WRISTBANDS CAN GO BACK TO THE CHECK-IN KIOSK AND COMPLETE THE WRISTBAND AND CHECK-IN PROCESS PAID THIS IS THE BEST CASE SCENARIO.
IT MEANS WE ARE ALL COMMITTED TO GIVE EACH OTHER SAFE IN ORDER TO MAINTAIN IN-PERSON INSTRUCTION AND SERVICES.
THANK YOU TO THE BOARD AND THE COVID LEADERSHIP TEAM FOR PRIORITIZING SAFETY IN OUR PARTIAL RETURN TO CAMPUS THIS SEMESTER AND THANK YOU FOR CONTINUING TO PRIORITIZE OUR HEALTH AND SAFETY I PASSING THE VACCINATION AND TESTING RESOLUTION AT YOUR AUGUST 4 MEETING.
AS A FACULTY MEMBER I BELIEVE THAT VACCINATION AND/OR REGULAR TESTING HAVE ALL CONSTITUENTS INCLUDING STUDENT IS THE ONLY WAY TO SAFELY OFFER IN PERSON OR HYBRID COURSES FOR FALL 2021 SEMESTER.
TO CONTINUE OFFERING SAFE, IN PERSON HYBRID COURSES FOR SPRING 2022 NEED TO REVIEW OUR ENROLLMENT AND STUDENT SERVICES DATA FROM FALL 21 AND MAKE OUT OF OCCASIONS FROM THERE.
WE SHOULD NOT ATTEMPT TO DEFINE WHAT SPRING 2022 LOOKS LIKE BASED ON A GENERAL MANDATE.
INSTEAD WE NEED TO LOOK AT LOW RATES OF COURSES BASED ON SESSION AND MODALITY TO DETERMINE WHAT OFFERS NEXT SEMESTER.
WE NEED TO LEARN FROM CHALLENGES IN PLANNING FROM FALL 2021 AND WE NEED TO ENSURE THAT PLANNING SPRING 2022 IS A COLLABORATIVE PROCESS FROM BEGINNING TO END.
>>> NEXT I HAVE SEVERAL AUDIO COMMENT SO BEAR WITH ME ONE MOMENT AND I WILL GET THEM STARTED.
>> MY NAME IS KAREN ROSEBERRY AND I AM LEAVING A COMMENT IN REGARD OF THE PROPOSED ACTION OF THE VOTE OF NO-CONFIDENCE AND THE DISTRICT ATTORNEY.
I APPRECIATE THE FACT THAT THE COLLEGE IS GOING TO ADDRESS THIS MATTER AS IT IS IMPERATIVE AND ESSENTIAL THAT STUDENTS THROUGHOUT LOS ANGELES COUNTY BE SAFE AND THAT THERE IS A SUPPORT TO THE GOODWILL OF LAW.
AT THIS TIME THE DIRECTIVE IS AID RETURNING ISSUE HIS 1ST DAY IN OFFICE AND IT ENDANGERS ANGELENOS AND STUDENTS QUALITY AND THIS HAS TAKEN UP THIS MATTER AT THE CITY COUNCIL LEVEL AS WELL AND VOTED NO-CONFIDENCE AS WELL FOR THE STUDENTS
[00:10:02]
THROUGH THE COMMUNITY COLLEGES IT IS A SIMILAR ISSUE IN WHICH THE DIRECTIVES ARE SEEING NOTICEABLE INCREASES IN CRIME THROUGHOUT THE COUNTY HERE THERE IS A DISREGARD FOR THE RULE OF LAW AND, AND ENDANGERMENT BY EACH PERSON THAT IS A RESIDENT OR A VISITOR WITHIN THE COUNTY.THE DISTRICT ATTORNEY ACTIONS PHARRELL SEED THE SCOPE OF HIS AUTHORITY AN IS AN ABUSE OF POWER.
THE FACT THAT HE HAS TAKEN THE ACTIONS THAT HE HAS UNILATERALLY AND WITHOUT ANY DIRECTIVE FROM THE LEGISLATURE IN TRYING TO CHANGE LAWS THAT HAVE BEEN IN THE PENAL CODE AND ON THE BOOKS AND AREN'T NECESSARY FOR THE PROTECTION OF SOCIETY AND FOR THE QUALITY OF LIFE.
MANY STUDENTS MIGHT HAVE EXPERIENCED THE RESULT OF THESE ACTIONS WITH INCREASED CATALYTIC CONVERTERS BECAUSE TRESPASSING IS NOT BEING PROSECUTED IN THESE QUALITY OF LIFE CRIMES ARE BEING SEEN THAT HAVE TIED THE HANDS OF THESE LAW ENFORCEMENT OFFICERS.
AS THE COMMUNITY COLLEGE CONTINUES AND INTO THIS ACTION IT MIGHT BE ONE THAT IS TEMPTED TO THINK THAT IT DOESN'T SPECIFICALLY RELATE TO THEM.
BUT, THE EXAMPLE THAT HAS BEEN SET FOR THE STUDENTS AT CERRITOS COLLEGE THE FACT THAT THE RULE OF LAW IS THE STANDARD THAT WILL BE UPHELD AND IS VALUED AT THE COLLEGE LEVEL IS A LESSON THAT WILL NOT ONLY KEEP THEM SAFE BUT IS ALSO 1 THAT WILL HELP THEM TO BE RESPONSIBLE CITIZENS THAT WILL HELP THEM TO VALUE THEIR COMMUNITY AND WILL HELP THEM ENSURE THAT THE COMMUNITY IS ONE IN WHICH STUDENTS WANT TO ATTEND SCHOOL, WORK, REMAIN AND CAN CONTRIBUTE BACK AFTER THEY HAVE RECEIVED DEGREES AND CERTIFICATES.
>> GOOD EVENING TRUSTEES, DR. JOSE FIERRO, FACULTY AND QUALIFIED LEADERSHIP.
THANK YOU FOR ALLOWING ME TO LEAVE A MESSAGE AND HAVE A PLACE AT THE BOARD MEETING THIS EVENING.
MY NAME IS MICHELLE LLEWELLYN AND I AM PREVIOUSLY THE FACULTY PRESIDENT AND I AM FACULTY IN PSYCHOLOGY.
I AM CALLING TO LET YOU KNOW ABOUT HOW THIS WEEK HAS GONE.
THE WAYFINDING SIGNS WERE OUT OF PLACE, DOORS HAD BEEN LOCKED TO GET INTO THE BUILDING.
STUDENTS WEREN'T ABLE TO GET IN TODAY.
MY ROOM, CIVIC LAY, THE EQUIPMENT DID NOT WORK AND APPARENTLY HAD NOT BEEN TESTED BEFORE I GOT THERE DID MY 1ST DAY WAS PRETTY MUCH WASTED.
I DID FIND ANOTHER ROOM WITH EQUIPMENT THAT DID WORK AND THERE ARE 2 DESKS OUT OF THE 24 IN MY ROOM THAT ARE SITTING RIGHT ON TOP OF MY DESK.
AND, FORTUNATELY I HAVE NO STUDENTS IN THEIR BUT IF I DID I PROBABLY WOULD HAVE CANCELED CLASS.
AND, I OBVIOUSLY DO NOT WANT TO CATCH COVID.
I HAVE GRANDCHILDREN AND I WANT TO BE ABLE TO SEE THEM PIT SO I AM DOUBLE MASKING IN CLASS.
I AM STAYING AWAY FROM THE STUDENTS AND ASKING THE STUDENTS TO STAY AWAY FROM ME.
BECOMING UNDER THESE CIRCUMSTANCES IN THE 1ST WEEK WAS INCREDIBLY STRESSFUL.
TO BEGIN WITH AND THEN TO COME AND FIND THINGS THAT WERE NOT TAKING CARE OF PRIOR TO ME SHOWING UP TO DO MY JOB WAS NOT ONLY DISHEARTENING AT INCREASED THE STRESS AND ANXIETY THAT I HAVE.
PART OF THAT STRESS AND ANXIETY IS OVER THE VACCINATION AND TESTING THAT YOU GUYS ARE PUTTING TOGETHER RIGHT NOW.
I WOULD JUST LIKE TO SAY I AM VERY CONCERNED BECAUSE TESTING IS ONLY GOOD FOR THE MOMENT THAT IT IS DONE.
SO, WHILE CAN HAVE TEST ONCE A WEEK THAT GIVES THEM THE REST OF THE WEEK TO PICK UP COVID AND BRING IT INTO MY CLASSROOM.
WE COULD HAVE STUDENTS TESTED EVERY DAY WITH RAPID TESTING BUT THOSE ARE KNOWN TO BE FAULTY AND STUDENTS CAN STILL COME INTO MY CLASSROOM WITH COVID AND GIVE THAT TO ME OR TO OTHER STUDENTS.
AS AN INSTITUTION OF LEARNING, WE KNOW WHAT SCIENCE SAYS AND WHAT
[00:15:05]
SCIENCE SAYS IS THAT THOSE TESTS ARE ONLY GOOD FOR THE MOMENT THEY ARE TAKEN.I SINCERELY HOPE THAT THIS IS TAKEN INTO CONSIDERATION AS YOU ARE MAKING YOUR PLANS
THAT WHILE YOU CAN TEST AND THE TEST CAN BE NEGATIVE IT DOESN'T MEAN THAT - >> HIGH CITY COUNCIL MEMBERS.
I AM CALLING TO SPEAK ON AGENDA ITEM 5.02 AT THE AUGUST COUNCIL MEETING.
MAYOR, CITY COUNCIL MEMBERS, AND GIVE FOR HAVING ME.
MY NAME IS THEA SP AND I AM AN INVESTIGATIVE JOURNALIST WORKING ON A SERIES OF ARTICLES ON CHILD ABUSE IN LOS ANGELES.
AS A JOURNALIST I HAVE AN ETHICAL OBLIGATION TO STUDENTS AND IT IS THAT DUTY THAT COMPELS ME TO MAKE A STATEMENT HERE TONIGHT.
I DON'T LIVE IN CERRITOS, I LIVE IN HOLLYWOOD WHICH IS 30 MILES AWAY BUT I FIRMLY BELIEVE THAT WHAT AFFECTS 1 OF US AFFECTS ALL OF US.
INDEED THE VOTE OF NO-CONFIDENCE REALLY ASKS A SIMPLE QUESTION OF ALL OF US.
WHAT KIND OF COUNTY DO WE WANT TO LIVE IN? AS I MENTIONED I HAVE AN ETHICAL RESPONSIBILITY TO REPORT THIS BUT THE FACT IS THAT LOS ANGELES IS IN THE MIDST OF A CHILD ABUSE CRISIS AND AN AUDIT OF THE LOS ANGELES COUNTY DCFS SHOWED THAT FROM 2013 TO 2018 HUNDRED 57 CHILDREN DIED FROM ABUSE 6 TO 9 OF WHOM HAD THEM TYPE OF DCFS SUPERVISION IN THEIR HOME.
AND ANOTHER THING TO UNDERSTAND IS THAT WE SPEND $12.5 BILLION ANNUALLY TO COMBAT CHILD ABUSE.
WHILE IT MAY SEEM LIKE A TANGENT TO BRING THIS UP IT IS VITALLY IMPORTANT FOR YOU ALL TO UNDERSTAND THIS BECAUSE WHILE CPS AND THE SOCIAL SAFETY NET CONTINUES TO FAIL VULNERABLE AND ABUSE CHILDREN IT IS FALLING MORE AND MORE ON THE CRIMINAL JUSTICE TO PICK UP THE SLACK AND NOW, IT SEEMS THAT NOT EVEN THAT SYSTEM CAN SUSTAIN THE ATTACKS FROM GROUPS AND INDIVIDUALS WHO UNDERMINE PUBLIC SAFETY.
QUITE SIMPLY, COUNCILMEMBERS, GEORGE GUEST ON IS AN EXISTENTIAL THREAT TO OUR COUNTY AND I USE THOSE WORDS INTENTIONALLY.
THE SPEAKERS WHO CAME BEFORE ME HAVE ELOQUENTLY SHOWN THEIR PROOF OF THAT.
LINKING SOCIAL CAPITAL OR HOW CITIZENS RELATE TO AND TRUST THE ONE TRUE GOVERNMENT IS BEING ERODED DAILY BY THE UNETHICAL AND PRO-CRIMINAL AGENDA UNDERTAKEN BY THIS DISTRICT ATTORNEY AND HIS ADMINISTRATION.
HIS ACTIONS DURING HIS BRIEF TENURE DEMONSTRATE A CLEAR ABROGATION OF VICTIMS RIGHTS IN FAVOR OF THE CRIMINAL DEFENDANT.
IN RESEARCHING AND LISTENING TO VICTIMS OF CRIME IN LOS ANGELES I CANNOT BEGIN TO TELL YOU HOW MANY OF THEM FEEL LEFT BEHIND, ALIENATED FROM A SYSTEM THAT THEY FOUND REFUGE AND AFTER FACING A GRAVE INJUSTICE.
WAY WE ARE FEELING SHOULD MATTER TO ALL OF US.
VICTIMS OF CRIME, SURVIVORS OF CRIME AND THEIR FAMILY NOT FEEL THAT THEY CAN TRUST THE CRIMINAL JUSTICE SYSTEM TO FIGHT TO MAKE THEM WHOLE AND I FEAR OR HOW THAT LEAVES OUR COUNTY NOW.
[1.05 Reports and Comments from Constituent Groups]
COMMENTS FROM CONSTITUENT GROUPS.1ST, WE HAVE CERRITOS COLLEGE 5, FACULTY SENATE PRESIDENT.
>> DENNIS FALCON: THANK YOU MEMBERS OF THE BOARD, PRESIDENT, SUPERINTENDENT DR. JOSE FIERRO, FELLOW CONSTITUENT GROUP LEADERS, HONORED GUEST AND COMMUNITY MEMBERS JOINING US TONIGHT, WELCOME.
I WANTED TO BRING UP A COUPLE OF ITEMS, 1ST OF ALL RELATED TO WHAT DOCTOR LLEWELLYN HAD BROUGHT UP AND WHAT APRIL HAD BROUGHT UP BECAUSE I TOO HAVE BEEN ON CAMPUS FOR 2 DAYS IN THE BEGINNING OF THE SEMESTER AND OF COURSE IT IS ANECDOTAL BUT I DID MAKE A COUPLE OF OBSERVATIONS THAT I WANTED TO SHARE WITH EVERYONE TONIGHT.
1ST, I DID HAVE A FEW CONVERSATIONS WITH STUDENTS WHO DID TELL ME THEY WERE HAVING PROBLEMS WITH THE PORTAL.
THEY ARE SUPPOSED TO USE BEFORE COMING ONTO CAMPUS.
AND, GIVEN THE TIMEFRAME THAT STUDENTS HAVE TO WORK WITH WITH WORK AND FAMILY AND SCHOOL AND ALL THE OTHER THINGS THAT ARE RELATED TO TRAVEL, FACT THAT THEY WERE
[00:20:03]
HAVING PROBLEMS WAS PROBLEMATIC BECAUSE THEY PROBABLY HAVE VERY SHORT WINDOWS TO WORK WITH IN TERMS OF GETTING TO SCHOOL FOR THOSE WHO DECIDED TO MAKE THAT CHOICE THE SEMESTER.I HOPE THAT GOING FORWARD, WHOEVER IS ABLE TO WILL BE ABLE TO LOOK INTO IT AND MAYBE SEE IF THEY HAVE BEEN GETTING OTHER STUDENT CONCERNS EXPRESSED BY EMAIL, PHONE CALL OR OTHER FACULTY AND STAFF ON CAMPUS.
IF THAT PORTAL IS NOT WORKING THE WAY WE EXPECTED TO AS IT HAS BEEN WORKING FOR FACULTY, I HAVE NOT HAD ANY PROBLEMS MYSELF BUT I DON'T KNOW IF THE PORTAL THE STUDENTS ARE USING FOR THEIR PRESCREENING TO COME ON CAMPUS IS THE SAME AS OURS OR IT RELATES TO THE NUMBER OF STUDENTS TO ACCESS IT.
I DO NOT KNOW I WANTED TO BRING THAT UP TO EVERYONE'S ATTENTION.
ALSO, I DID TALK TO SOME FACULTY AND I DID GET SOME EMAIL REGARDING FALL ENROLLMENT AND HOW THAT WAS IMPACTING LOW ENROLLMENT IN SOME COURSES AND WAS IMPACTING CORE SCHEDULES AND FACULTY ASSIGNMENTS AND TEACHING SCHEDULES.
AS THE PROFESSOR BROUGHT UP, GOING FORWARD IN THIS SEMESTER AND IN THE SPRING, IT WOULD BE APPRECIATED, STRONGLY, IF WE COULD HAVE MORE COLLABORATION, MORE PARTICIPATION, OR INPUT FROM FACULTY AND DEPARTMENT CHAIRS ON ALL MATTERS RELATED TO ENROLLMENT BECAUSE THIS SPECIFICALLY AFFECTS PROGRAMS AND THEIR ABILITY TO PROVIDE THE COURSES THAT OUR STUDENTS NEED TO SUCCEED AND MOVE FORWARD.
SO, I DID NOT HAVE ANY PROBLEMS WITH MY COURSES BUT 3 OF MY COURSES ARE ONLINE AND THOSE WERE FILLED PAIRED MY REMAINING COURSE WHICH IS IN PERSON ON CAMPUS DID HAVE ISSUES RELATED TO LOW ENROLLMENT BUT I WAS ASSUMING THAT WE WERE ABLE TO MAKE THE CUT AND GO FORWARD THAT IT WASN'T TRANSFERRED OVER TO A 15 WEEK COURSE OR 9 WEEK COURSE OR CONVERTED INTO AN ONLINE COURSE AT THE LAST MINUTE.
I THINK THAT IS THE PROBLEM OR THE ISSUE THAT PEOPLE ARE ADDRESSING BECAUSE IT TAKES SO LONG FOR THESE DECISIONS TO BE MADE AND IT APPEARED THEY WERE BEING MADE AT THE LAST MINUTE.
CAN BE VERY DETRIMENTAL TO BOTH FACULTY AND STUDENTS AND TO THE MISSION OF THE COLLEGE.
SO, I AM LOOKING FORWARD TO ANY CONVERSATIONS WE CAN HAVE WITH DISTRICT PERSONNEL, ADMINISTRATORS, FACULTY, DCFS ON THIS MATTER POINT FORWARD.
AND FINALLY, I WANTED TO MAKE SURE THAT YOU GUYS UNDERSTAND THAT WE WILL BE HOSTING OUR 1ST ACADEMIC EATING VIA ZOOM IN A NUMBER OF ITEMS ON THE AGENDA GOING FORWARD WE WILL BE HAVING OUR STANDARD CONSULTATION WITH THE RESIDENT OF DCFS AND OTHERS ON MATTERS OF CONCERN WITH DCFS AND THE ACTING SENATE.
VICE PRESIDENT MARANDA WILL BE ON THE ACE COMMITTEE THE ANY GRANT AND ACCREDITATION REPORT.
WE WILL ALSO BE TAKING NOMINATIONS AND APPOINTING FACULTY TO VARIOUS COMMITTEES AND APPOINTING, HOPEFULLY APPOINTING AN OER GAZE ON THE DISTRICT.
FINALLY, WE WILL HAVE A SPECIAL VISIT FROM THE FACULTY OF CALIFORNIA ASSOCIATION OF COLLEGES.
WENDY WILL BE JOINING US TO INTRODUCE HERSELF AND LET HER KNOW HOW SHE CAN WORK WITH US GOING FORWARD TO PROMOTE THE ACADEMIC NEEDS AND WISHES AND SUCCESS OF FACULTY AT CERRITOS COLLEGE.
AGAIN, THANK YOU VERY MUCH I LOOK FORWARD TO TONIGHT'S MEETING AND WELCOME.
OH, WAIT, I HAVE ONE MORE THING.
PRESIDENT JAMES CODY BIRKEY AND BOARD MEMBER TRUSTEE ZURICH LEWIS, SOMEONE POINTED OUT TO ME AT THE LAST MEETING, LYNN IS LAUGHING BUT, I REFERRED TO BOTH OF YOU IN THE WRONG.
SO, JAMES CODY BIRKEY AND TRUSTEE ZURICH LEWIS, I APOLOGIZE AND I WANT TO AGAIN, INCORPORATED YOU.
>> PRESIDENT: ALL RIGHT, THANK YOU.
TONIGHT SEE CFS WANTS TO CELEBRATE THE WINDS AND THANK THE FOLKS WHO MADE IT HAPPEN.
WE WANT TO THINK THE BOARD AND THE NEGOTIATIONS TEAM FOR THE FALL 2021 MOU WHICH INCLUDES A ONE TIME STIPEND FOR ALL FACULTY AND ADDITIONAL COMPENSATION FOR
[00:25:02]
THOSE WHO ARE TEACHING HYBRID COURSES.OVER THE SUMMER, CCFS WORKED HARD TO MAKE SURE WE ARE PREPARED FOR FALL 2021.
BEFORE I TALK ABOUT THE CHALLENGES OF WEEK ONE I WANT TO THANK THE STAFF AND ADMINISTRATION IN THE FACILITIES DEPARTMENT.
WITHOUT THEM, FACULTY WOULD NOT HAVE ACCESS TO BETTER VENTILATION, PLEXIGLAS, CLEANING SUPPLIES AND SOCIALLY DISTANT CLASSROOMS. IF YOU KNOW ME YOU KNOW I LOVE A GOOD COUNTDOWN.
TODAY IS THE OFFICIAL DAY OF WEEK ONE DAY 3.
WHAT DOES WEEK ONE DAY 3 LOOK LIKE? FOR SOME FACULTY IT IS A REASSURING FEELING TO KNOW THEY ARE PROTECTED BECAUSE THEY SAW THE LIMITED FOOT TRAFFIC ON CAMPUS.
STUDENTS FOLLOWING MASKING AND WRISTBAND GUIDELINES AND STUDENTS ARE BEING SUCCESSFUL IN BEING DOWN THERE AREA BEFORE AND AFTER THEIR USAGE.
HOWEVER, FOR SOME FACULTY, WE ONE DAY 3 LOOK LIKE A LOT OF FRUSTRATION.
BECAUSE, THEIR TECHNOLOGY IN THE CLASSROOM DID NOT WORK, SOME DID NOT HAVE EXIT GLASS AT THEIR TEACHING PODIUM AND SOME COULD NOT GET INTO THEIR BUILDINGS BECAUSE THE ENTRANCE WAS LOCKED.
FOR ME, WEEK ONE DAY 3 HAS BEEN EXHAUSTING.
AS MUCH AS WE WANT TO BE PREPARED FOR WEEK ONE DAY 3 SOME OF US QUICKLY FOUND OUT MAN, WE STILL HAVE A LOT OF WORK TO DO.
SPEAKING OF WORK I WOULD LIKE US TO THINK AND PLAN AHEAD.
I WOULD ENCOURAGE THE DISTRICT TO USE ENROLLMENT PLATPATTERNS AND STUDENT SERVICES PATTERNS TO REASSESS THE NEEDS OF OUR STUDENTS.
IN APRIL 2021 THE DISTRICT DECIDED IT WAS IMPORTANT TO OFFER IN PERSON CLASSES AND SERVICES FOR STUDENTS IN THE FALL BECAUSE SOME OF OUR STUDENTS NEED IT.
I ABSOLUTELY AGREE THAT SOME OF OUR STUDENT PREFER IN PERSON CLASSES AND SERVICES.
HOWEVER, THIS TIME AROUND WE ACTUALLY HAVE THE DATA FROM THE FALL THAT WE CAN USE.
I WOULD LIKE THE DISTRICT TO CONSIDER THE ACTUAL DEMANDS OF OUR STUDENTS TO LEARNING THE BEHAVIORS OF OUR STUDENTS.
WE WANT TO WORK AND WE WANT TO HELP OUR STUDENT ACHIEVE THEIR OWN SUCCESS STORIES.
WE ALSO WANT TO PROVIDE OFFERINGS THAT MAKE SENSE AND NOT A BLANKET 80 PERCENT REQUIREMENT.
IN ORDER FOR SPRING 2022 TO BE SUCCESSFUL WE NEED TO CONTINUE TO LIMIT FOOT TRAFFIC ON CAMPUS AND MAKE SURE STUDENTS ARE TAKING CLASSES IN PERSON ARE INCLUDED IN THE VACCINATION /TESTING REQUIREMENT AND WE NEED THE DISTRICT TO CONTINUE TO WORK WITH FACULTY, COLLABORATIVELY AS ONE TEAM.
CCFS IS COMMITTED TO PROTECTING THE HEALTH AND SAFETY OF OUR FACULTY AND WE WILL CONTINUE TO ADVOCATE FOR ALL FACULTY AS WE WORK THROUGH NEW POLICIES AND PROCEDURES AS ONE COMMUNITY.
>> PRESIDENT: THANK YOU DOCTOR WONG.
>> GOOD EVENING BOARD MEMBERS.
CSA DID HAVE THEIR ANNUAL CONFERENCE LAST WEEK OF JULY AND OUR ASSOCIATION PRESIDENT IS NOW MATTHEW SHANE DISHMAN AND WE HAVE A NEW PRESIDENT LEADING OUR ORGANIZATION AS A WHOLE SO CONGRATULATIONS TO HIM AND HIS NEW TERM.
AND, JUST AS I HEAR MY COUNTERPART SPEAK I WANT TO REMIND THAT IN THE PAST WE ASKED THAT EVERYONE HELP THE CLASSIFIED STAFF IN KNOWING IF THERE IS ANYTHING THAT NEEDED TO BE REMEDIED.
KEEP IN MIND THAT IT IS A COLLABORATIVE EFFORT.
WE HAVE ONLY 2 GUYS THAT DO OUR SYSTEM AND IT TAKES A LOT TO TAKE CARE OF THE WHOLE CAMPUS AS A WHOLE.
SO, THEY DID THEIR BEST TO WORK TOGETHER BUT AGAIN, IF THERE ARE ANY THINGS THAT, MY SON IS IN THE BACKGROUND, SORRY.
IF THERE IS ANYTHING, PLEASE LET OUR STAFF KNOW AND WE WOULD BE MORE THAN HAPPY TO ACCOMMODATE AND WE DO HAVE A LIMITED AMOUNT OF CLASSIFIED STAFF WORKING REMOTELY AND OUR ON-CAMPUS STUFF AS WELL SOME OF US ARE WORKING 50 PERCENT OR MORE THAT IT DOES TAKE A GROUP EFFORT TO PUT IN OUR PART THAT IF YOU NOTICE SOMETHING, PLEASE LET OUR IP STAFF KNOW YOU'RE PUT IN A HELP DESK TICKET AND THEY WOULD BE HAPPY TO HELP YOU OUT.
WE DO HAVE LIMITED STAFFING AND RESOURCES.
THESE HAVE PATIENCE WITH OUR FOLKS AS WE WORK THROUGH ALL OF THIS PAIRED THAT'S IT.
NOW WE MOVE TO OUR OPEN SESSION AGENDA AND WE HAVE A PRESENTATION OF A
[2.01 Institutional Presentation: Recognition of Retiree]

HE KNEW THE ISSUES THAT STUDENTS EXHIBIT USUALLY SYMPTOMS OF DEEPER ISSUES.
IN JUNE OF THIS YEAR HE SHARED AN EMAIL WHICH WAS 1 OF SEVERAL THROUGHOUT THE YEARS.
THIS EMAIL WAS FROM A STUDENT THINKING HIM FOR HELPING HER TRANSCEND HER SUICIDAL TENDENCIES.
THERE WERE EMAILS IN YEARS PAST REGARDING STUDENT WITH OTHER TYPE ISSUES.
MOSTLY A LOT OF THEM THINKING HIM TO FIGURE OUT LIFE IN GENERAL OR HELPING THEM TO UNDERSTAND WHAT WAS IMPORTANT IN LIFE.

CHOOSE A LIVELIHOOD THAT CAN BE A SERVICE TO OTHERS AND IT WILL CONTRIBUTE TO A UNIVERSAL ECOSYSTEM OF COMMUNITY.
THAT WAY YOUR WORK CAN BE REDEEMING AND PROFITABLE.
WHEN HE COUNSELED STUDENTS, THE QUESTION HE WOULD ALWAYS ASK STUDENTS DURING THE COUNSELING AND SELF-ASSESSMENT SESSIONS WERE DO YOU WANT TO IMPROVE YOURSELF? THE ANSWER SHOULD BE YES.
THAT'S WHAT HE USED TO TELL THEM ALL THE TIME.
THROUGH HIS CAREER HE HAD GONE THROUGH THE AMERICAN ACADEMY OF RELIGION, THE AMERICAN TILL ESOPHAGUS COMMUNITY AS A MODERATOR AND HE WAS A RESEARCH SCHOLAR AT

HE HAD THE LONGEST VOYAGE TO DATE, LONG BEACH TO CABO SAN LUCAS AND HIS FAVORITE PADDLE WAS THE CHANNEL ISLANDS IN SANTA BARBARA.
HE SAID HE HAD TO MARINER'S RULES FOR SUCCESS.
WHEN IT IS HARD TO KEEP SAILING, JUST KEEP SAILING.

THEY DID CHESS MOVES THROUGHOUT THE DAY DURING CLASS BREAKS AND TAUGHT SEVERAL FACULTY HOW TO PLAY CHESS AND TRUE TO FORM FROM MY UNDERSTANDING ACCORDING TO HIM, HE WON MOST OF THE GAMES.
NO SPINAL NOTE OF APPRECIATION IS THAT HE WAS ESPECIALLY THANKFUL TO HIS STUDENTS, COLLEAGUES AND FRIENDS THAT HELP HIM IN THEORY AND PRACTICE OF BECOMING A COMPETENT INSTRUCTOR OF PHILOSOPHY WITHOUT THE DIRECTIVES AND COURSEWORK THAT IT ENTAILS, HE DID NOT FEEL THAT HE COULD NOT NOT HELP PEOPLE ACHIEVE SUCCESS.
IT WAS A PART OF JOY, CHALLENGE AND PURPOSE FOR HIM.

[2.02 Institutional Presentation: Legislative Update]
>>> WE HAVE A LEGISLATIVE UPDATE.
GOOD EVENING TO YOU WARD MEMBERS, ESTEEMED COLLEAGUES, EXECUTIVE COUNCIL, PRESIDENT DR. JOSE FIERRO, MY NAME IS TRAN 25 WALKER, DIRECTOR OF BOOK AFFAIRS AND WE HAVE A FEW ITEMS FOR A SHORT UPDATE ON 3 ITEMS THAT WAS REQUESTED
[00:40:08]
AT THE LAST BOARD MEETING WITH ME TONIGHT I WOULD LIKE TO INTRODUCE SASHA PEREZ WHO JOINS US FROM CAMPAIGN COLLEGE OPPORTUNITY.SHE IS THE PUBLIC AFFAIRS MANAGER AND YOU WILL HEAR FROM HER AND YOU WILL HEAR FROM IRMA GORROCINO WHO IS OUR PUBLIC AFFAIRS SPECIALIST HELPING US WITH OUR PRESENTATION TODAY.
WE HAD A BIT OF A SURPRISE OUTCOME FOR TODAY, CONSIDERING OUR BILL AB 928 WITH REGARDS TO STUDENT TRANSFER.
AT THIS POINT I AM GOING TO TURN THE ACCRA PHONE OVER TO MISS SASHA PEREZ AND SHE WILL TAKE US THROUGH THE RECOMMENDATIONS AND WHERE WE ARE TODAY WITH AB 928.
GOOD EVENING PRESIDENT DR. JOSE FIERRO AND CERRITOS COLLEGE BOARD OF TRUSTEES PAIRED MY NAME IS SASHA PEREZ AND I AM THE ADMINISTRATOR FOR COLLEGE OPPORTUNITIES IN NONPROFIT DEDICATING TO MAKE SURE THAT ALL CALIFORNIANS HAVE AN EQUAL OPPORTUNITY TO ATTEND AND SUCCEED IN COLLEGE IN ORDER TO BUILD A VIBRANT WORKFORCE, ECONOMY AND DEMOCRACY.
TONIGHT, I AM GOING TO BE FRANK.
OUR STATES TRANSFER SYSTEM IS BROKEN AND OUR STUDENTS DON'T HAVE TIME TO WAIT LONGER FOR US TO FIX IT.
ONLY 2.5 PERCENT OF CALIFORNIA'S COLLEGE STUDENTS TRANSFER WITHIN 2 YEARS AND ONLY 23 PERCENT TRANSFER WITHIN 4 YEARS.
THERE IS CURRENTLY NO TRANSFER PATHWAY THAT MAKES STUDENTS ELIGIBLE FOR BOTH THE CSU AND UC FORCING STUDENTS TO SPEND THEIR TIME IN COMMUNITY COLLEGE TO APPLY FOR BOTH SYSTEMS. BUT THERE IS HOPE.
OUR RECENT REPORTS HAVE FOUND THAT THE ASSOCIATE GRADE FOR TRANSFER HAS STREAMLINED TRANSFER BY GRADUATING STUDENTS WITH YOUR ACCESS UNITS IN SAVING THE STATE OVER $10 MILLION A YEAR.
THE PATH WAIVER MEANS ACCESSIBLE TO STUDENTS BY RACE AND ETHNICITY.
THIS IS WHY, TONIGHT, I AM ASKING YOU TO JOIN THE UC STUDENT ASSOCIATION, CAL STATE STUDENT ASSOCIATION, US SENATOR ALEX PADILLA AND LIEUTENANT GOVERNOR IN URGENTLY SUPPORTING AB 928.
THE STUDENT TRANSFER ACHIEVEMENT REFORM ACT OF 2021.
AB 928 WOULD CREATE THE NECESSARY ACCOUNTABILITY AND SYSTEM CHANGES FOR THE ADP TO BE SUCCESSFUL FOR ALL STUDENTS BY ESTABLISHING AN INTERSEGMENTAL COMMITTEE, CREATING A PATHWAY THAT ADMISSION REQUIREMENTS AT THE CSU AND UC AND SETTING THE ADT AS THE PREFERRED PATHWAY.
WE ARE GRATEFUL TO HAVE RECEIVED UNANIMOUS BIPARTISAN EDUCATION COMMITTEE ON AB 928.
WE HAVE ALSO INCORPORATE IT IN NUMBER OF AMENDMENT AND THE CHANCELLOR'S OFFICE AND FACT T STUDENT FEEDBACK OVER THE LAST FEW MONTHS.
DURING MONDAY'S APPROPRIATION HEARING, AB 920 WAS PUT ON SUSPENSE.
WE HOPE YOU SUPPORT US WITH INSURING THIS CRITICAL LEGISLATION MAKES IT OUT OF THE SUSPEND FILE.
NOW, MORE THAN EVER, IS THE TIME FOR CERRITOS COLLEGE TO JOIN US IN TRANSFORMING TRANSFER BY MOVING TO SUPPORT AB 928.
I AM GOING TO MOVE OVER TO IRMA AND SHE CAN TALK ABOUT THE 2 OTHER BILLS THAT WE WANT TO BRING AS AN 8.
>> SPEAKER: GOOD EVENING NUMBERS OF THE BOARD, IRMA GORROCINO HERE AND I WILL BE PRESENTING ONTO ASSEMBLY BILLS THAT ARE RELEVANT TO OUR GOVERNING STRUCTURE IN OUR CALIFORNIA COMMUNITY COLLEGE SYSTEM.
THESE ARE FOR INFORMATIONAL PURPOSES NO ACTION IS NEEDED ON THESE PARTICULAR TO BILLS.
THE 1ST BEING A SIMILE BILL 1216 WHICH WAS LED BY ASSEMBLY MEMBER SOLACE WHICH WAS AN ADVISORY BOARD FOR STUDENT TRUSTEES AND REQUIRE THE CHANCELLOR'S OFFICE TO THAT OF A WORKING GROUP TO EXAMINE THE VARIOUS GOVERNING ITEMS AND RIGHTS FOR STUDENT TRUSTEES.
THE FISCAL IMPACT WAS THAT OF ONE-TIME PROPOSITION NUMBER 98 GENERAL FUND DOLLARS RANGING IN THE MID-HUNDRED THOUSAND.
HOWEVER, THE STATUS OF THIS BILL WAS THAT IT WAS HELD IN THE ASSEMBLY APPROPRIATIONS
[00:45:03]
COMMITTEE AND AT THIS TIME PER THE GUIDE OF THE CHANCELLOR'S OFFICE IT IS UNSURE IF THE LEGISLATION WILL BE INTRODUCED IN A NEW LEGISLATIVE CYCLE.THERE ARE NO FURTHER DEVELOPMENTS AT THIS TIME AND I WANT TO MAKE SURE THAT I EMPHASIZE THAT IN MY PRESENTATION WITH AB 1216.
THE NEXT BILL IS ASSEMBLY BILL 337 LED BY MEMBER MEDINA WHICH FOCUSES ON THE BOARD OF GOVERNORS OF THE CALIFORNIA COMMUNITY COLLEGE SYSTEM.
THIS CONVERTS THE NONVOTING STUDENT NUMBER POSITION TO A VOTING STUDENT NUMBER POSITION ON THE BOARD OF GOVERNORS OF THE CALIFORNIA COMMITTEE COLLEGE SYSTEM.
IT WOULD INCREASE THE VOTING NUMBERS FROM 17 MEMBERS TO 18 MEMBERS PER THE ACTION WAS APPROVED BY THE GOVERNOR ON JUNE 28.
NO FURTHER ACTION IS SET TO TAKE PLACE AT THIS TIME AND I JUST WANT TO CLARIFY THAT THIS LEGISLATION GOES INTO EFFECT AS OF JANUARY 1 2022.
[00:50:50]
I WANT TO EMPHASIZE TO THE BOARD THAT BOTH OF THESE BILLS, WE WERE ABLE TO CONSULT WITH THE CHANCELLOR'S OFFICE TO VERIFY IF IN FACT THERE WAS[2.03 Institutional Presentation: COVID-19 Campus Safety Protocols Update]

GOING TO BE ANY FURTHER ACTION PURSUED IN THIS UPCOMING LEGISLATIVE CYCLE AND THERE IS NO ACTION TO BE MITIGATED OR DISCUSSED THAT WE ARE AWARE OF AT THIS[01:03:02]

[01:30:01]
IF WE COULD GO BACK TO THE 1ST SLIDE WITH AB 928.>> SPEAKER: CAN I CLARIFY? AB 1216 WAS A LEGISLATION THAT WOULD GENERATE THE WORKING GROUP.
AB 337 DOES NOT ESTABLISH A WORKING GROUP PAIRED.
>> SPEAKER: MY APOLOGIES, I HAVE A SWIRLING IN MY HEAD SO THANK YOU FOR THE CLARITY IF WE CAN GO BACK TO AB 928.
WHILE THAT IS COMING UP WE JUST WANTED TO MAKE SURE THERE'S NO QUESTIONS OR
[01:44:55]
CONCERNS WITH ANY OF THE BILLS 928 OR 337 OR 1216.[01:52:17]
THAT IS OUR UPDATE AND WE WANTED TO HONOR THE BOARD'S GUIDANCE TO RING THOSE ITEMS[01:56:38]

AND I THINK WE WERE SUPPOSED TO TAKE SOME SORT OF ACTION AND IT SEEMS THEY HAVE BEEN[03:16:22]
PLACED ON THE SUSPENSE FILE FOR NOW.[03:16:24]
SO, IT IS UP TO THE BOARD TO DECIDE WHAT POSITION WE SHOULD TAKE AT THIS[03:16:26]
PARTICULAR TIME IF ANY OR IF WE SHOULD WAIT TO SEE IF THERE IS ANY MOVEMENT TO,[03:16:28]
FROM 928 TO TAKE IT OUT OF THE SUSPENSE FILE, TO REFRESH YOUR MIND, THE LAST[03:16:30]
TIME AROUND WE TALKED A LITTLE BIT ABOUT THE BENEFITS OF THE BILL WHICH[03:16:32]
HAVE BEEN STATED BY MISS PEREZ AND WE TALKED ABOUT SOME OF THE DOWNSIDE THAT[03:16:34]
HAS BEEN EXPRESSED BY SOME OF THE GROUPS THAT ARE NOT NECESSARILY IN SUPPORT OF[03:16:36]
THE BILL AND I THINK MOST OF US BELIEVE THAT THE DESTRUCTION OF THE BILL IS[03:16:38]
SOMETHING THAT WE AGREE WITH PROVING OUR PATHWAY TO TRANSCRIPT AND THERE ARE[03:16:40]
SOME COMMITTEES THAT THE COMMUNITY COLLEGE HAS BEEN ABLE TO IMPLEMENT AND THAT[03:16:42]
HAS PROBABLY BEEN 1 OF THE GUEST POINTS THAT I HAVE HERE ON THE POSITION THAT WE[03:16:44]
MENTIONED THE LAST TIME AROUND.[03:16:45]
IT IS IN THE SUSPENSE FILE SO WE COULD SEND A LETTER OF SUPPORT WE CAN SIMPLY WAIT[03:16:47]
AND OBSERVE AND KEEP AN EYE ON IT AND BRING IT BACK TO YOU.[03:16:49]
OR WE CAN MOVE ONTO THE NEXT ITEM.>> PRESIDENT: THE MAIN QUESTION IS WHY IT WAS PLACED IN SUSPENSE FILE.
MAIA, DO WE HAVE ANY INFORMATION OF WHY IT WAS PLACED IN THE SUSPENSE FILE?
>> SPEAKER: SASHA, CAN YOU PLEASE RESTATE THAT SASHA?
>> SPEAKER: PART OF THE REASON IT WAS PLACED IN THE SUSPENSE FILE IS BECAUSE OF THE COST THAT WAS ASSOCIATED WITH THE BILL.
TYPICALLY WHEN THERE IS COST ASSOCIATED WITH THE BILL IT IS SIGNIFICANT IN THOSE BILLS ARE AUTOMATICALLY PLACED.
YOU WILL NOTICE THAT THERE ARE OTHER PIECES OF LEGISLATION THAT HAVE A LARGER PRICE TAG THAT WERE PLACED ON THOSE FILES.
THAT IS PART OF THE REASON AND THERE ARE STILL DISCUSSIONS HAPPENING OVER WHAT THE REAL COSTS WILL BE AND WE HAVE MADE SEVERAL AMENDMENTS IN RESPONSE TO SOME OF THE CHANCELLOR'S OFFICE CONCERNS AND THAT ALSO INCLUDE THE COMPOSITION OF THE COMMITTEE AS WELL AND WE ARE CURRENTLY WORKING ON OTHER AMENDMENTS AND WE ARE WORKING TO SEE IF THEY HAVE BEEN ACCEPTED BY LEGISLATIVE COUNSEL AND WE WILL ABSENTLY BE SENDING THOSE OVER APPEARED WE ARE VERY CONFIDENT AND EXCITED TO SHARE THOSE.
WE ARE HOPING IT WILL BE 6EXCEPTED.
>> PRESIDENT: DO WE HAVE A TIMELINE FOR WHEN IT WILL BE RELEASED?
>> SPEAKER: THE LEGISLATION ON AB 928 IS SUSPECTED TO BE TAKEN OUT OF THE SUSPENSE FILE AS OF THE LAST WEEK OF AUGUST HOWEVER, THE COMMENT PERIOD FOR THE BILL ON THE SUSPENSE FILE IS UP UNTIL THIS FRIDAY AND COMMENTS ARE ABLE TO BE ADDRESSED TO THE SENATOR WHO IS THE HEAD OF THE SENATE APPROPRIATIONS COMMITTEE.
THERE IS A TIME PERIOD OF 2 WEEKS THAT SASHA DID MENTION THAT HE COULD DIGITALLY SUBMIT A LETTER IN SUPPORT OF AB 928 IF THE BOARD DECIDES TO PROCEED WITH THE ACTION AND THEN ULTIMATELY IF IT DOES MAKE ITS WAY OUT OF THE SUSPENSE FILE I BELIEVE IT DOES NOT EXCEED OR ADJUST THE COST OF OVER $175,000 I BELIEVE THAT IS THE METRICS OR COSTS ASSOCIATED AND ANY BILL THAT EXCEEDS THAT AMOUNT WOULD THEN POTENTIALLY BE ADJUSTED IF AT ALL POSSIBLE.
AND IF IT DOES REMOVE ITSELF OR IF IT DOES COME OUT OF SUSPENSE THEN IT WOULD GO TO THE SENATE FLOOR FOR FULL CONSIDERATION AND THAT WOULD BE THE NEXT STEP.
>> PRESIDENT: ANY LETTER WE WOULD CRAFT WOULD HAVE TO BE DONE BASED ON THIS BOARD MEETING.
>> PRESIDENT: SO THEN WE WOULD NEED TO CREATE A MOTION TO DO THAT? IT SEEMS LIKE A LOT OF THESE ISSUES ARE SUBJECT TO THE AMENDMENTS.
SO, UNLESS SOMEBODY HAS A DIFFERENT OPINION I WOULD LIKE TO WAIT TO SEE WHAT THE AMENDMENTS ARE.
>> TRUSTEE: I WOULD AGREE MR. PRESIDENT THAT WE FIND OUT WHAT THE AMENDMENT'S ARE BECAUSE IT COULD SUBSTANTIALLY CHANGE WHETHER IT HAPPENS IN SACRAMENTO OR DC IT IS CERTAINLY A PROCEDURE WE COULD TAKE IN TAKING A POSITION TO EARLY, ESPECIALLY, THINGS CAN CHANGE DRASTICALLY AND IT WOULD NOT A WISE POSITION TO DO.
WE SHOULD DO THE WAIT-AND-SEE APPROACH.
>> SPEAKER: I JUST WANT TO SAY TO THE MEMBERS AND STAFF, WE ARE ANTICIPATING THAT THE SUSPENSE HEARING NEEDS TO HAPPEN BEFORE AUGUST 27.
WE ARE ANTICIPATING THAT THIS HEARING IS LIKELY GOING TO TAKE PLACE ON EITHER AUGUST 24 OR AUGUST 25.
FRIDAY WILL BE THE LAST TIME FOR FOLKS TO BE ABLE TO SUBMIT ON THAT.
THERE HAVE BEEN SEVERAL AMENDMENTS THAT HAVE BEEN MADE ALREADY TO ADDRESS SOME OF THOSE COMPOSITION CONCERNS WITH THE COMMITTEE MAKING SURE THAT THERE IS OBVIOUSLY A SIGNIFICANT REPRESENTATION FROM THE CALIFORNIA COMMUNITY COLLEGES AND THE OTHER 2 PIECES, THE OFFICE HAD TALKED ABOUT THE REVIEW PROCESS AND IN REGARDS TO ESTABLISHING A SUNSET DATE FOR THE COMMITTEE.
IT IS NOTHING THAT I WOULD SAY IS PARTICULARLY SUBSTANTIAL RIGHT NOW BUT WE ARE WORKING ON REFINING THOSE THINGS.
WE HAVE ALREADY MADE AMENDMENTS AND I SENT THOSE OVER TO PRESIDENT TRUSTEE MARIANA PACHECO AND AS WELL AS MIYA.
>> PRESIDENT: WITH THAT, THANK YOU VERY MUCH AND WITH THAT WE WILL MOVE TO THE INSTITUTIONAL PRESENTATION FOR COVID-19 CAMPUS SAFETY WITH DR. JOSE FIERRO.
>> DR. JOSE FIERRO: THANK YOU TRUSTEE AND THANK YOU EVERYONE FOR YOUR COMMENTS IN THE BEGINNING OF THE MEETING AND I WILL ADDRESS A FEW OF THOSE ARE NOT HERE ON THIS PRESENTATION BUT ONCE WE GET TO THE COMMENTS AT THE END.
I WANT TO TALK A LITTLE BIT ABOUT WHAT WE HAVE DONE SINCE THE APPROVAL OF THE RESOLUTION ON AUGUST 4.
ON AUGUST 4, THE BOARD APPROVED A RESOLUTION TO IMPLEMENT COVID VACCINATION AND TESTING PROTOCOLS.
ESSENTIALLY, STUDENTS AND EMPLOYEES WHO ARE VACCINATED NEED TO SUBMIT PROOF OF VACCINATION, WILL NOT HAVE TO TEST AND THEY DO NOT NEED PROOF.
THOSE THAT ARE NOT VACCINATED WOULD HAVE TO TEST BY THE 1ST WHICH IS THE RESOLUTION GOAL ON IMPLEMENTATION.
WE HAVE UNTIL SEPTEMBER 30 TO IMPLEMENT THE PROCESS.
OCTOBER 1 IS WHEN WE WOULD BEGIN THE NEW PROTOCOLS.
THE PROTOCOL WITH COVID, EVERYONE WHO WORKS AT CERRITOS COLLEGE, ATTENDS CERRITOS COLLEGE OR VISITS CERRITOS COLLEGE.
THIS MEANS ALL OF OUR VENDORS, ALL OF OUR CONTRACTORS AND VISITORS.
ANYONE WHO WILL SPEND MORE THAN 10 MINUTES ON CAMPUS WILL BE REQUIRED TO PROVIDE A PROOF OF VACCINATION OR A PROOF OF HAVING BEING TESTED WITHIN THE LAST 72 HOURS WITH A NEGATIVE COVID RESULT.
THIS PARTICULAR RESOLUTION HAS AN EXPIRATION DATE OF JUNE 20 2022 AND IS LINKED TO THE BOARD POLICY THAT WILL BE IN YOUR BOARD PACKET FOR REVIEW OF THE 1ST READING LATER ON TODAY.
IN ORDER FOR US TO DO THIS WE CREATED THIS ONLINE WITH DIFFERENT STEPS THAT WE HAVE GOING FORWARD AND STEPS THAT ARE TO BE COVERED.
OBVIOUSLY WE PASSED THE RESOLUTION ON AUGUST 4 AND WE HAVE ALREADY REACHED OUT TO THE LABOR GROUPS AND WE HAVE HAD OUR 1ST MEETING WITH BOTH GROUPS.
THEY HAVE DISCUSS THE IMPACTS AND EFFECTS OF THIS IMPLEMENTATION.
TO CLARIFY, THE IMPLEMENTATION OF THE POLICY IS AT THE BOARD'S PREROGATIVE.
YOU DO HAVE THAT PREROGATIVE HEARD THE IMPACT AND EFFECTS OF THE IMPLEMENTATION IS WHAT IS BEING AND HAS TO BE NEGOTIATED WITH OUR LABOR GROUPS.
THE LEADERSHIP GROUP HAS BEEN NOTIFIED AND WAS GIVEN A HEADS UP ON THE REVIEW.
THE BOARD POLICY IS GOING TO BE PRESENTED TO YOU THIS EVENING, LATER ON THIS EVENING AND FROM THAT POINT WE WILL DISTRIBUTE AHEAD OF TIME TO MEMBERS OF THE COORDINATING COMMITTEE GROUP WHICH WILL HAVE THE OPPORTUNITY TO REVIEW THE POLICY NEXT WEEK AFTER YOU DO YOUR 1ST READING.
THE REASON WE HAVE PRESENTED IT TO YOU BEFORE IT GOES TO COORDINATING, BASED ON THE SCHEDULE OF WARD MEETINGS WE WILL NEED TO HAVE A 2ND READING BEFORE SEPTEMBER 30 FOR IMPLEMENTATION.
WE HAVE BEGAN HIRING ADDITIONAL PERSONNEL IN THE STUDENT HEALTH SERVICES AND HR.
WE HAVE SEEN, EVEN BEFORE THE IMPLEMENTATION OF THE POLICY WE HAVE SEEN SIGNIFICANT INCREASE ON OUR WORK AND CONTACT TRACING, TESTING AND VACCINATION AT
[03:20:02]
THE STUDENT HEALTH CENTER WHICH HAS LED TO MEMBERS OF THAT TEAM BEING COMPLETELY OVERWHELMS BASICALLY EVERY DAY OF THE WEEK.IT HAS BEEN A SIGNIFICANT INCREASE ON THE WORKLOAD FOR HR BECAUSE WE ARE CREATING FILES BASICALLY FOR EVERY STUDENT AND EVERY FACULTY TO UPLOAD THAT.
THE TESTING REQUIREMENTS IS TAKING A SIGNIFICANT AMOUNT OF TIME TO DO.
WE HAVE BEEN TRYING TO HIRE PERSONNEL FROM THE COMMUNITY AND HIRING PERSONNEL IS NOT AS EASY AS IT USED TO BE.
IT CAN BE A LONGER PROCESS THAN IT WAS.
NOT TO SIMPLY BECAUSE OF THE REQUIRED STEPS THAT WE HAVE TO HIRE PERMANENT PERSONNEL BUT BECAUSE OF THE INELIGIBILITY OF THE WORKFORCE.
WE ARE TRYING TO FIND DIFFERENT WAYS TO BRING TEMPORARY EMPLOYEES TO ALLEVIATE A LITTLE BIT OF THAT PRESSURE AND BE ABLE TO PREPARE FOR SEPTEMBER 30.
I THINK IT GOES BACK TO THE POINT THAT YOLANDA HAS MADE IN HER COMMENT.
LOTS OF PEOPLE ARE WORKING REALLY HARD DAY IN AND DAY OUT BEHIND THE SCENES.
THERE ARE SO MANY PEOPLE TO COVER SO MANY NEEDS THAT ARE NEW NEEDS.
THE NEXT PART IS, WE ARE HIRING OR EXPANDING ON A SYSTEM CALLED HQ.
THIS IS A SYSTEM WE HAVE BEEN USING IN STUDENT SERVICES TO KEEP MEDICAL RECORDS PRIVATE AND WE ARE GOING TO EXPAND THAT TO THE EMPLOYEE SYSTEM AS WE BEGIN ASKING FOR VACCINES AND FOR TESTING RESULTS IN ORDER TO COMPLY AND ALSO KEEP PRIVACY LAWS.
ONCE WE HAVE THE SYSTEM COMPLETE OBVIOUSLY ALL OF US WILL HAVE A FILE OF THE VACCINATION CARD OR THE WEEKLY TESTING.
ONCE THE FILE IS THERE WE SHOULD BE ABLE TO LOG IN INDIVIDUALLY, UPLOAD THE DATA AND THAT WILL BE REVISED ON THE BACKEND TO YOU SORTED OUT AND AUTHORIZED FOR SOMEONE TO BE ON CAMPUS.
SINCE WE HAVE SEEN AND SIGNIFICANT INCREASE OF TESTING YOU KNOW THAT WE WON'T BE ABLE TO MANAGE ALL OF THE TESTING REQUIREMENT OUT OF STUDENT HEALTH SERVICES.
WE ARE IN CONVERSATION AND TODAY WE MADE A SELECTION OF THE PROVIDERS THAT WILL PROVIDE TESTING ON CAMPUS.
EVERY DAY OF THE WEEK FOR US TO BE ABLE TO MEET THE DEMAND MONDAY THROUGH FRIDAY FOR US TO MEET THE DEMAND OF THE STUDENTS AND EMPLOYEES THAT NEED TO BE TESTED TO BE ON CAMPUS.
WE ARE MAKING ALL THE ARRANGEMENTS TO ENSURE THAT THIS IS OF NO COST TO STUDENTS AND EMPLOYEES AS LONG AS THEY ARE USING THE SERVICES THAT WE PROVIDE.
WE WILL BEGIN TO SEND NOTICES OF THE CHANGES TO ALL OF THE CONTRACTORS, VENDORS AND SO ON ONCE THE POLICY HAS BEEN REVIEWED AND APPROVED.
AND THE EMPLOYEE PORTAL WILL ALSO HAVE NOTICES OF WHEN THIS NEEDS TO BE DONE TO CREATE FILES AND BEGIN AS NEEDED.
BEFORE THE BEGINNING OF SEPTEMBER WE WILL HAVE A MARKETING CAMPAIGN THAT WILL COMMUNICATE THAT WE NEED TO BEGIN GETTING READY FOR THE IMPLEMENTATION OF THE VACCINATION AND TESTING GOING FORWARD.
BUT IT IS ALSO A WAY TO COMMUNICATE THE IMPORTANCE OF FOLLOWING THESE PROTOCOLS AND INFORMING EACH 1 OF THE STEPS REQUIRED IN ORDER TO ANSWER THESE CONCERNS PEERED THEN WE ARE DEVELOPING A Q&A PAGE PROVIDING A LIST OF TEST FACILITIES THAT ARE OUTSIDE OF CAMPUS THAT PROVIDE FREE TESTING.
AND WITH THIS TIMELINE AND THE STEPS YOU SEE THERE WE ARE EXPECTING TO BE ABLE TO BE IN COMPLIANCE WITH THE RESOLUTION BY SEPTEMBER 30.
WHAT HAPPENED AND THESE QUESTIONS WILL COME WITH THE POLICY, WHAT HAPPENS WHEN THE STUDENT IS DISCIPLINED, EMPLOYEE IS DISCIPLINED, ALL THAT WILL BE ADDRESSED IN THE SAME WAY.
THE WAY THAT ANY DISCIPLINE ON CAMPUS IS ADDRESSED.
WE ARE NOT GOING TO CREATE A NEW PROCEDURE OF NONCOMPLIANCE, WE ARE USING THE SAME STEPS THAT WE HAVE ALREADY ESTABLISHED FOR EMPLOYEES AND STUDENTS IF ANYTHING HAS TO BE ENFORCED IN THIS PARTICULAR SITUATION.
WITH THAT, I WILL BE HAPPY TO ANSWER ANY QUESTIONS BEFORE WE CONTINUE WITH THE AGENDA AND I AM SURE THERE WILL BE QUESTIONS FROM THE BOARD ON THE POLICY.
>> PRESIDENT: ANY QUESTIONS FROM THE BOARD?
>> TRUSTEE: IS THAT BETTER? CAN YOU HEAR ME?
>> TRUSTEE: WE ARE GOING OVERBOARD POLICY, CORRECT?
>> DR. JOSE FIERRO: NO, WE ARE DOING THE AGENDA ACTION ITEMS. WE ARE GOING OVER THE PROCEDURE AND STEPS THAT WE HAVE TAKEN THE BOARD POLICY IS UNDER THE ACTION ITEMS AND I BELIEVE, MAYBE I AM WRONG BUT I THINK WE CAN MOVE THAT.
>> TRUSTEE: IT IS THE INTRODUCTION?
>> DR. JOSE FIERRO: SO, IF YOU WANT TO GO BY MOTION YOU CAN CHANGE THE ORDER OF THAT AND WE CAN DISCUSS IT NOW IF YOU WOULD LIKE.
>> TRUSTEE: THAT'S OKAY, I WILL WAIT FOR IT TO BE READY DON'T WANT TO TAKE THINGS OUT OF PLACE.
>> PRESIDENT: THE PROBLEM THAT WE HAVE HERE IS THAT THERE ARE A CERTAIN LEVEL OF PROCEDURES FOR THE STAFF DECISIONS AND WE ARE AT THAT LEVEL BUT THERE ARE MORE POLICIES THAT WILL BE ENFORCED SO THERE'S A LITTLE BIT OF A STATION OF RESPONSIBILITY AS TO HOW THIS WILL HAPPEN.
I'M JUST TRYING TO MAKE SURE THAT OUR CONVERSATION IS FOCUSED ON THAT POLICY PIECE.
DOES ANYONE HAVE, DOES ANYONE HAVE ANY QUESTIONS AT THIS POINT?
>> DR. JOSE FIERRO: I WILL THINK ABOUT WHAT YOU SAID AND YOU ARE CORRECT, HOWEVER, THIS IS UP TO YOU AND I UNDERSTAND THAT YOUR ROLE IS POLICY THAT IF YOU WANTED TO PROVIDE FEEDBACK ON THIS PROCEDURE OBVIOUSLY WE WILL TAKE IT BACK AND WE WILL GO BACK TO THE LEADERSHIP TEAM AND IS JUST A MATTER OF HAVING A CONVERSATION WITH THEM.
IF YOU SEE SOMETHING HERE THAT YOU HAVE COMMENTS ON I WOULD BE HAPPY TO TAKE THE FEEDBACK AND WE WILL BE MEETING TOMORROW WITH THE DIFFERENT GROUPS.
EVERY THURSDAY WE MEET WITH THE PRESIDENT OF THE FACULTY, PRESIDENT FACULTY UNION AND THE CSEA STUDENTS, THE VICE PRESIDENT AND WE OUTLINE THE PROCEDURES AND LATER ON THEY ARE INTRODUCED TO THE REST OF THE GROUP.
IT IS A GOOD TIME IF YOU HAVE ANY COMMENTS.
>> PRESIDENT: I APPRECIATE THAT.
LET ME REITERATE ABOUT WHAT WE TALKED ABOUT LAST TIME.
I THINK THE IDEAL SITUATION IS TO PROVIDE AS MUCH INFORMATION FOR ALL OF THE INDIVIDUALS INVOLVED AND I APPRECIATE THAT THIS ALLOWS FOLKS TO OPT IN TO HIM ONLINE NONPHYSICAL WAY OF BEING A STUDENT AT CERRITOS COLLEGE AS WELL AS FACULTY AND STAFF AREA WE HAVE NON-VACCINATION AS AN OPTION IF YOU WOULD LIKE TO BE TESTED ON REGULAR BASIS SO YOU CAN HAVE FOLKS THAT MIGHT OTHERWISE BE INFECTED WITH COVID AND CAN STAY HOME AND THEN VACCINATION IS ALSO AN OPTION.
I APPRECIATE THE FACT THAT WE HAVE SO MANY DIFFERENT OPTIONS.
I THINK, FROM A FRAMEWORK STANDPOINT IT IS GOOD.
ANY OTHER COMMENTS? I APPRECIATE THAT WE HAVE METHODOLOGY TO HAVE EVERYBODY WHO IS ON CAMPUS TO PARTICIPATE IN THAT.
AND I THINK THERE IS A LOT OF STRUGGLES RIGHT NOW OF GETTING BACK ON CAMPUS AND A LOT OF THINGS NOT WORKING VERY WELL AND IT IS TECHNOLOGY AND OTHERWISE.
THERE'S A TREMENDOUS AMOUNT OF HARD WORK THAT IS GOING IN WITH A LOT OF UNCONTROLLED ELEMENTS BUT AT THE END OF THE DAY IT IS GOING TO MAKE AN IMPRESSION OR NOT THERE THAT'S MY RESPONSE TO THIS ITEM.
>>> WITH THAT, WE WILL MOVE TO THE CONSENT CALENDAR.
WE HAVE A MOTION TO APPROVE OUR CONSENT CALENDAR ITEMS.
>> PRESIDENT: WE WILL GO AHEAD AND DO ROLL CALL HERE LET'S DO A ROLL CALL VOTE.
>> WE HAVE STUDENT TRUSTEE NINEL SUTHERLAND? CLERK CARMEN AVALOS? TRUSTEE ZURICH LEWIS? VP DR. SHIN LIU? TRUSTEE MARIANA PACHECO? TRUSTEE MARISA PEREZ IS ABSENT AND TRUSTEE DR. SANDRA SALAZAR.
NOW WE ARE GOING TO THE INFORMATION ITEMS 4.01 1ST READING OF THIS BOARD POLICY, THIS IS THE SARS AND COVID-19 VACCINATION AND COVID TESTING AND REQUIREMENT ON CAMPUS.
>> DR. JOSE FIERRO: YES, THANK YOU.
DO YOU HAVE THE POLICY THERE OR WOULD YOU LIKE ME TO HAVE IT PUT ON THE SCREEN?
>> PRESIDENT: IF WE CAN PUT IT ON THE SCREEN THAT WOULD BE GREAT IN CASE PEOPLE ARE WATCHING FROM HOME THEY CAN HAVE THE OPPORTUNITY TO VIEW IT BUT I KNOW IT IS AVAILABLE ONLINE.
WHAT WE DID, THIS POLICY IS A RESPONSE OF OUR RESOLUTION OF COVID-19.
WE HAVE ESSENTIALLY TAKEN THE FRAMEWORK OF THIS POLICY TO BE A RESOLUTION AND FOR PROCEDURES FOR COMMUNICABLE DISEASES AND TESTING MANDATES.
AS WE ALL KNOW WE HAVE TESTING THAT IS REQUIRED BY LAW IN ITEM 5 AND ESSENTIALLY THAT IS WITH CONSEQUENCES ALREADY PAID WE DIDN'T NECESSARILY CREATE ANYTHING ON OUR POLICIES AND PROCEDURES, WE JUST SIMPLY NEARED WHAT WAS SENT IN THE RESOLUTION AND THEN FOR EXISTING PROCEDURES FOR COMMUNICABLE DISEASES AND, OUR TESTING PROCEDURES.
SO, WE ARE ABOUT TO VIEW THE POLICY AND I WILL WALK YOU THROUGH SOME OF THE STEPS.
SO, AS I MENTIONED EARLIER YOU CAN SEE THERE IS ESSENTIALLY A CONNECTION RIGHT AWAY TO OUR COMMUNICABLE DISEASE POLICY WHICH IS SOMETHING WE HAVE IN PLACE OR HAD IN PLACE FOR MANY, MANY YEARS.
ESSENTIALLY, WHAT WE ARE DOING IS TIED TO A CURRENT REQUEST TO AN EXISTING ONE.
IN THIS PARTICULAR CASE, AS WE TIED TO THIS PARTICULAR REQUEST OF COVID-19 VACCINES AND OR TESTING TO OUR COMMUNICABLE DISEASES POLICY, WHAT WE ARE FINDING THAT THE GOVERNMENT REQUIRES YOU TO PROVIDE, TO REQUEST PROOF OF EITHER VACCINATION OR A NEGATIVE TESTING TO SHOW THAT YOU ARE FREE OF COMMUNICABLE DISEASES IN THIS PARTICULAR CASE WE ARE REFERRING TO COVID-19 IF YOU ARE GOING TO BE PRESENT ON COLLEGE CAMPUS.
WHAT WE ARE REQUIRING IS TO BE FULLY VACCINATED AND WHAT WE DEFINE AS BEING ONLY VACCINATED IS WHAT THE CDC AND THE LA DEPARTMENT OF PUBLIC HEALTH STATES AS FULLY VACCINATED IF YOU HAVE THE JOHNSON AND JOHNSON VACCINE IT IS 2 WEEKS AFTER A SINGLE DOSE AND IF YOU HAVE THE PFIZER OR MODERNA VACCINE IT IS 2 WEEKS AFTER YOUR 2ND DOSE IN ORDER TO BE CONSIDERED FULLY VACCINATED.
FOR INSTANCE IF YOU HAVE ONE DOSE AND 2 WEEKS AWAY I STILL NEED TO BE TESTED BECAUSE I WILL NOT FALL WITHIN THE DEFINITION OF FULLY VACCINATED.
IF YOU HAVE MODERNA OR PFIZER.
WHAT HAPPENS IF I DON'T DO THAT? ESSENTIALLY THE RESOLUTION STATES AND THE BOARD POLICY REFLECTS THAT IF YOU ARE NOT VACCINATED OR NOT FULLY VACCINATED OR YOU CHOOSE NOT TO DISCLOSE IF YOU ARE VACCINATED, YOU WILL BE ACQUIRED OF REGULAR TESTING.
WE DO NOT DEFINE HERE WHAT REGULAR TESTING IS BECAUSE IT IS DEFINED IN THE
[03:25:01]
RESOLUTION, IN THE PROCEDURE AND 3, IT IS SOMETHING THAT WE WILL BE STATING AND NEGOTIATING ON THE IMPACTS AND EFFECTS OF THE WORK THAT WE WILL DO WITH BOTH LABOR GROUPS.EACH 1 OF THE LABOR GROUPS IS LIKELY TO HAVE THE FREQUENCY OF TESTING THAT CAN BE DONE WITHIN THE MOU ONCE IT IS COMPLETE.
AT THAT POINT, OBVIOUSLY IT IS ENFORCEABLE AT ALL LEVELS.
WHAT THE RESOLUTION REQUIRED IS ONCE A WEEK WHICH IS SIMPLY WHAT IS NEGOTIATED AND BEYOND THAT IT WOULD HAVE TO BE STATED.
WHAT WILL HAPPEN IF SOMEONE DECIDES NOT TO FOLLOW THE DIRECTIONS? ESSENTIALLY IF YOU DECIDE TO NOT PROVIDE PROOF OF VACCINATION OR NOT TO BE TESTED, THE PROCEDURE WILL BE THE SAME IF YOU REFUSE TO PROVIDE A NEGATIVE TB TEST.
THE CURRENT PROCEDURE FOR SOMEONE WHO IS NOT WILLING TO PROVIDE A TB TEST IS AFTER THEY HAVE BEEN NOTIFIED, THE PERSON IS NOTIFIED, AND WARNED AFTER 30 DAYS OF NO COMPLIANCE THEY WILL HAVE TO LEAVE.
YOU WILL MOVE INTO THE APPLICATION OF SECTION 87732 OF THE CODE IS THEY WILL BE TERMINATED FOR THE REFUSAL OF FOLLOWING BOARD POLICIES.
HOW MANY TIMES HAVE WE SEEN SOMEONE REFUSE TO PROVIDE NEGATIVE RESULTS OF A TB TEST? NONE.
SOMETIMES PEOPLE FORGET AND WE SEND A NOTIFICATION THAT THEY FORGOT TO SEND IN THEIR TEST AND THEY WILL SEND IN THE NOTIFICATION WITH NO EXPERIENCE APPLYING THIS PARTICULAR UNDERSTANDING.
HOW STUDENTS WILL BE HANDLED BE DIFFERENT.
WE DECIDED NOT TO CREATE SEPARATE PROCESSES FOR STUDENTS WHO DO NOT COMPLY WITH THE REGULATION.
THE 1ST THING THAT WILL BE ASKED TO DO IS TO OBVIOUSLY NOT THE ON CAMPUS AND TO TRANSFER TO AN ONLINE COURSE.
HOWEVER, IF THEY REFUSE TO TRANSFER AND REFUSE NOT TO BE ON CAMPUS IT IS A DISCIPLINE ACTION THAT IS OUTLINED IN THE STUDENT CODE OF CONDUCT AND BACKED BY POLICY 5500 OF THE BOARD POLICY.
OBVIOUSLY, THE PROCEDURE THAT IS PROGRESSIVE COULD TERMINATE AND IN AND IN TEMPORARY SUSPENSION, EXPULSION AND SO ON.
THOSE INSTANCES ARE INCREDIBLY RARE.
SINCE I HAVE BEEN HERE I HAVE HANDLED 2 OR 3 AT THE MOST.
I THINK IT IS ONLY ONE EXPULSION THAT I HAVE TO HANDLE AND A COUPLE OF TEMPORARY SUSPENSIONS.
THOSE WERE VERY RARE AND VERY, VERY SEVERE.
WE DON'T ANTICIPATE HAVING ANY ISSUES WITH THE IMPLEMENTATION OF THESE SEVERE CONSEQUENCES.
TO PUT IT INTO A LITTLE BIT OF PERSPECTIVE, SINCE WE HAVE BEEN OPEN AND OPERATING OR A YEAR NOW WITH STUDENTS ON CAMPUS, WE HAVE HAD 2 ISSUES WITH A STUDENT.
ONE, IT WAS SOMEWHAT OF A HIGH LEVEL AND THE OTHER WASN'T.
OTHER THAN THAT IT JUST HAS BEEN ISSUED TO SIBLEY REMIND PEOPLE WHAT THEY SHOULD BE DOING AND THEY HAVE NOT REALLY EXPERIENCED ANYTHING AT A HIGH LEVEL WITH THE STUDENTS OR FACULTY STAFF.
OBVIOUSLY WE ARE EXPECTING TO SEE AN INCREASE ON SOME OF THE LEVEL I, LEVEL II DIFFICULTIES.
BECAUSE OBVIOUSLY WE HAVE A SIGNIFICANT NUMBER OF STUDENTS ON CAMPUS BUT FOR THE MOST PART, IMPLEMENTATION OF A PROTOCOL PRIOR TO THIS POINT HAS BEEN VERY MUCH UNEVENTFUL.
THIS POLICY IS LARGELY A TEMPORARY POLICY BASED ON THE LANGUAGE BASED ON THE RESOLUTION.
ONCE THE RESOLUTION HAS EXPIRED THIS POLICY WILL NOT BE ENFORCEABLE UNLESS WE DECIDE TO DO SOMETHING DIFFERENT.
OR, WE CAN STAY LOW WHICH WOULD REQUIRE US TO MAINTAIN A TESTING PROGRAM OR VACCINATION PROGRAM GOING FORWARD.
THIS IS THE YEAR THE POLICY EXPIRES AS WELL.
AND, I THINK THAT IS ALL I HAVE.
>> PRESIDENT: THANK YOU DR. JOSE FIERRO.
DO WE HAVE QUESTIONS FROM ANY TRUSTEES? I KNOW THAT CLERK CARMEN AVALOS HAD A QUESTION.
>> TRUSTEE: INCORPORATED YOU FOR THAT, DR. JOSE FIERRO.
I HAVE A COUPLE OF QUESTIONS IN TERMS OF THE POLICY ITSELF.
I KNOW THERE'S A LOT OF INFORMATION COMING FROM THE DIFFERENT JURISDICTIONS IN TERMS OF WHAT FOLKS CONSIDER TO BE LOCAL.
I THINK THE ONLY THING I THINK ABOUT WITH THIS POLICY IS WE NEED TO CLEAN THINGS UP A LITTLE BIT FOR EXAMPLE ONLINE 6, LOCAL HEALTH OFFICIALS ISSUED ONLY BE THE LOCAL COUNTY DEPARTMENT OF HEALTH.
WE HAVE GAINED A LOT OF INFORMATION FROM THE STATE AND FEDERAL GOVERNMENT AND OBVIOUSLY OUR LOCAL HEALTH DEPARTMENT AND THERE IS SOME CONFUSION ON WHAT IS BEING SAID BY HOME.
I THINK WE NEED TO HAVE CLEAR LANGUAGE ON THAT.
AND THEN ON 21 WHERE IT SAYS VACCINATION AND TESTING REQUIREMENT ARE THAT THEY BE FULLY VACCINATED.
WHAT IS CONSIDERED VIABLE PROOF KNOWING THAT FOLKS HAVE, WE HAVE WATCHED ON THE NEWS INDIVIDUALS HAVE PURCHASED VACCINE CARD AND I CAN TELL YOU THAT IF YOU ARE TECH SAVVY ENOUGH YOU CAN PROBABLY CHANGE SOMETHING ON THE SCREEN.
HOW DO WE HAVE COMPLIANCE IN A WAY THAT WE KNOW IS VERIFIABLE? AND IS LEGITIMATE, RIGHT? AND 3 IT IS ADDRESSING THE ISSUES OF SOMETHING TANGIBLE AND SIGNIFICANT IN TERMS OF WHAT IS REALLY HAPPENING.
AND THEN THE ITEMS THAT YOU JUST MENTIONED WITH THE PRESENTATION SECTION 28 TO 32 AND LOOKING AT THAT YOU'RE SAYING THAT IF SOMEONE REFUSES TO BE VACCINATED OR COMPLIANT THEY WILL BASICALLY LOSE THEIR JOB AND THAT IS SECTION 28 TO 32.
CORRECT? I WANT TO MAKE SURE WE CLARIFY THAT BECAUSE WE KNOW EMPLOYEES WHO ARE LOOKING AT THIS AND READING THIS ARE GOING TO BE CONCERNED.
>> DR. JOSE FIERRO: THAT IS A GOOD POINT.
AND THAT IS WHY WE ARE USING THE TB AND COMMUNICABLE DISEASE POLICY.
MOST OF THAT LANGUAGE IS THE SAME LANGUAGE THAT WE USE ON TB IN THE SAME THING ON THE.[INDISCERNABLE].
CODE 87 73 I THINK IS THAT ONE, ESSENTIALLY IT IS THE SAME FOR EVERY BOARD POLICY.
ANY EMPLOYEE WHO VIOLATES AND REFUSES TO FOLLOW ANY BOARD POLICIES NOT JUST THIS 1, LET'S JUST SAY WE HAVE A POLICY ON WEARING WHITE SHIRTS AND SOMEONE'S EVERYDAY WE ARE TOLD NOT TO WEAR A WHITE SHIRT TO WORK AND IF THEY DON'T DO IT AND THEN DOESN'T DO IT AGAIN AND THAT PARTICULAR SESSION AND CODE APPLIES AND FAILURE TO FOLLOW A BOARD POLICY.
SO, THAT APPLIES TO ALL WARD POLICIES FOR COMMUNICABLE DISEASES FOR ANYONE WHO MAY CHOOSE TO HAVE THE TIME TO MAKE ANY CORRECTIONS AS NECESSARY.
IT SAYS WE DON'T PACIFICALLY SPECIFY ON THIS 1.
IT SAYS TRAN 29 VACCINE AND TESTING REQUIREMENTS.
THE OTHER CONCERN IS THAT WE HAVE TO WEAR A MASK.
DO YOU WANT TO - CLEAN THAT UP A BIT?
>> DR. JOSE FIERRO: THAT IS A GOOD QUESTION.
CORRECT, THAT IS A GOOD QUESTION AND THE RESOLUTION ONLY ADDRESSES VACCINES AND TESTING MOSTLY BECAUSE WE ALREADY HAVE A PROCEDURE THAT REQUIRES EVERYONE TO WEAR MASKS TO BE ON CAMPUS.
WE HAVE THAT MASK MANDATE ON CAMPUS AND THAT'S BECAUSE WE IMPLEMENT THAT IN THE PLAN AND WE INCLUDED THAT WITH THE MOU ON BOTH OF THE LABOR GROUPS.
AND THAT HAS CREATED ALL OF THESE AND AS WE GET TO A POINT WE TRULY DON'T NEED ANYMORE AND WE BEEN ABLE TO PHASE THEM OUT.
I THINK MOST PEOPLE ON CAMPUS HAVE BEEN VERY VOCAL ABOUT MAINTAINING OUR MASK REQUIREMENTS.
WE CAN INCLUDE SOMETHING THERE BUT IT HAS BEEN INCLUDED IN THE RETURN TO CAMPUS PLAN AND BOTH OF THE MOU'S AND IT HAS BEEN NEARLY UNANIMOUS ACROSS-THE-BOARD ON CAMPUS.
>> TRUSTEE: THAT HAS NOT BEEN AN ISSUE? AND WITH FOLKS COMING BACK TO CAMPUS THIS WEEK I THINK YOU MENTIONED EARLIER IN THE PRIVATE CONVERSATION IS THAT EVERYONE IS PRETTY MUCH FOLLOWING THE GUIDELINES?
I HAVE NOT SEEN ANYONE WITHOUT A MASK OUTDOORS AND 95 PERCENT OF PEOPLE I HAVE SEEN DO NOT HAVE A MASK AND OUTDOORS IT IS NOT REQUIRED MOST PEOPLE ARE WEARING THEM OUTDOORS AS WELL.
INDOORS I DON'T RECALL SEEING ANYONE WITHOUT A MASK AND I DON'T KNOW IF ANY OF YOU HAVE BEEN OUT.
EVERYONE HAS BEEN VERY RESPONSIVE TO THEIR REQUIREMENTS.
>> TRUSTEE: PRESIDENT JAMES CODY BIRKEY MAY I ASK A QUESTION?
>> TRUSTEE: DR. JOSE FIERRO, I HAVE A QUESTION FROM LINE 33 TO 38 ABOUT THE STUDENT BEHAVIOR.
IN THE CLASSROOM, WILL THAT BE THE INSTRUCTOR'S RESPONSIBILITY TO CHECK WHETHER THEY HAVE BEEN VACCINATED? IS GOING TO CHECK THAT? ALSO, HOW WILL THE INSTRUCTOR REPORT THIS, TO WHO.[BLEEP] DEE THAT IS MY QUESTION.
THE VACCINATION IS SELF-SERVICE PROCESS.
I HAD MY VACCINATION CARD AND I WILL SUBMIT IT.
THE STUDENTS HAVE BEEN WORKING WITH THE SYSTEM FOR A WHILE AND SO ON THAT PART THEY ARE MORE FAMILIAR THAN ALL OF US WITH THE POLICIES THAT WE DON'T USE JUST YET.
FOR THE WRISTBANDS, MASKS AND SO ON, EVERY STUDENT WHEN THEY COME TO CAMPUS INCLUDING EMPLOYEES, WE ALL HAVE TO WEAR A WRISTBAND AND THE STUDENTS WHERE THE WRISTBAND OF DIFFERENT COLORS EVERY DAY AND IT IS THE COLOR OF THE DAY THAT THE STUDENTS ARRIVE IN THE CLASSIFIED STAFF WE ALL KNOW WHO IS WEARING A WRISTBAND OF THE DAY AND WHO ISN'T.
WE CAN SEE THE STUDENTS WEARING THE BAND OR NOT.
AND YESTERDAY OR THE DAY BEFORE I CAN'T REMEMBER, WE SOUGHT A STUDENT WITHOUT THE WRISTBAND AND WE ASKED THEM TO GO GET IT AND THEY WENT AND GOT IT AND NO ISSUE.
HE DIDN'T KNOW HE HAD TO DO IT.
HE WENT AND TOOK CARE OF IT HERE FOR THE MOST PART STUDENTS ARE BEING VERY RESPONSIBLE.
WE ALSO HAVE THEM CHECKING IN ON THE APP ON THEIR PHONE.
SOME OF THE DELAYS ON THAT WITH THE STUDENTS THAT DO NOT HAVE ANYTHING ON FILE YET.
WE WILL HAVE TO WAIT FOR THAT FILE.
THE 1ST TIME THEY DO IT AND FROM THAT POINT ON THE SYSTEM WORKS BETTER.
NOW, WHEN A STUDENT COMES TO THE CLASSROOM WITHOUT THE WRISTBAND, THE STUDENT HAS NOT FOLLOW THE PROCESS, THEY SIMPLY ASKED THE STUDENT TO GO INTO IT.
AND REQUIRE THEM TO PLEASE DO THAT AND WHERE THERE MASK AND SO ON AND SO FORTH.
HOWEVER, IF THE STUDENT REFUSES TO DO THAT WE ARE NOT ASKING FACULTY, WE ARE NOT ASKING FACULTY TO ENGAGE IN HAVING DISCUSSIONS WITH STUDENT.
WE HAVE A GROUP OF COVID-19 MONITORS WHICH ESSENTIALLY ARE THE STUDENTS THAT WORK WITH OTHER STUDENTS TRYING TO EDUCATE THEM AND EXPLAIN TO THEM WHY IT IS IMPORTANT TO DO ALL OF THESE AND WE HAVE SUPERVISORS WHO WILL THEN ESCALATE THE SITUATION
[03:30:02]
IF NEED BE.AS I SAID BEFORE THE STUDENTS HAVE BEEN INCREDIBLY EASY TO WORK WITH FOR THE MOST PART AND EVERYONE EVERY SO OFTEN GETS TIRED OF THERE MASK BUT THEY HAVE BEEN GOOD TO WORK WITH PEER THE BENEFIT OF HAVING THE COVID-19 MONITORS IS THAT THEY ARE FOR THE MOST PART, THEY HAVE THE ABILITY TO STICK WITH THEM IN A MORE COLLEGIATE WAY THAT WILL LEAD TO BETTER RESULTS.
>> TRUSTEE: THANK YOU FOR THAT INFORMATION.
>> TRUSTEE: I WANT TO REMAIN IN OPPOSITION OF THIS WHOLE PRINCIPAL IN SUBSTANCE AS WELL AS PROCEDURALLY.
STARTING WITH THE PROCEDURAL ROUTE OF IT, I WANTED TO ASK A COUPLE OF QUESTIONS ABOUT THE SPECIFIC LANGUAGE THAT IS IN THE POLICY.
EVEN THOUGH THE RESOLUTION IS SUPPOSEDLY LINKED TO THIS, DR. JOSE FIERRO, I WOULD LIKE TO SEE THAT IT IS ACTUALLY WRITTEN INTO THE LANGUAGE ON THE BOARD POLICY BECAUSE THE RESOLUTION IN AND OF ITSELF DOES NOT HAVE THE LAW.
WE CREATE THE POLICIES HERE AND THE PROCEDURES AS A BOARD AND THAT IS ESSENTIALLY THE GOVERNING LAW OF THE " COMMUNITY COLLEGE".
THERE'S A LOT OF TERMS ON HERE THAT NEED TO BE CLARIFIED AND GIVE AN OVERLY BROAD DISCRETION TO ADMINISTRATION SUCH THAT IT SAYS HERE THEY MUST UNDERGO REGULARLY TESTING FOR COVID-19 INFECTION OR PRODUCE A COVID-19 TEST RESULT.
WHAT DOES THE WORD REGULAR MEAN? WILL WE ACCEPT RAPID TESTING WHICH SEEMS TO BE FAIRLY INACCURATE AT SOME POINTS? THERE IS THAT.
THE 2ND PART IS WHERE ONLINE 29 DISTRICT EMPLOYEES WHO FAIL OR REFUSE TO COMPLY WITH THE VACCINATION OR TESTING REQUIREMENTS SET FORTH IN THIS BOARD POLICY SHALL BE PLACED.
THE WORD SHALL OPERATES AS A GUIDELINE THAT DOES NOT GIVE YOU THE DISCRETION AND SHALL BE PLACED ON PAID LEAVE IF THEY DO NOT COMPLY OR IF THEY FAIL TO COMPLY.
IT SAYS AFTER 30 CALENDAR DAYS THAT EMPLOYEE SHALL BE DISCIPLINED FOR CAUSE AS SET FORTH IN I THINK THE LANGUAGE NEEDS TO BE CLARIFIED AS TO WHAT FAILURE AND REFUSAL TO COMPLY MEANS.
IS IT THE 1ST TIME THEY DO NOT GET TESTED? I HEARD EXACTLY WHAT YOU SAID PRIOR BUT THAT IS WHAT YOU SAY AND IT IS SOMETHING THAT DOES NOT ENCOMPASS THE LANGUAGE THAT YOU HAVE TOLD US TODAY.
ONE OF THE 1ST COMMENTERS ON THE PUBLIC COMMENT MADE A VERY GOOD POINT.
WE HAVE A LOT OF LANGUAGE AND WERE GIVING A LOT OF DISCRETION TO AND IT IS OUR DUTY AS A BOARD THAT WE STILL MAINTAIN DUTIES THAT WERE ELECTED BY THE VOTERS TO ENSURE THAT THE BOARD POLICIES ARE SPECIFICALLY AND NARROWLY TAILORED TO MAKE SURE THAT THERE IS ENOUGH DISCRETION WITH THE ADMINISTRATION TO BE FLEXIBLE.
AT THE SAME TIME BALANCING THAT WITH THE WILL OF WHAT THE BOARD IS HERE AT THIS TABLE.
AT LEAST PROCEDURALLY THOSE ARE THE ISSUES THAT I HAVE WITH THE STUDENTS IN THE SIMILAR MANNER, SUBSTITUTE LADY I THINK THE FACT THAT WE HAVE 2 DIFFERENT STANDARDS TO THOSE WHO ARE VACCINATED AND THOSE WHO ARE NOT VACCINATED AND MUST UNDERGO REGULAR TESTING CREATES A SECOND-CLASS CITIZENRY OF PEOPLE AT OUR CAMPUS SUCH THAT THOSE WHO ARE NOT VACCINATED MUST GET TESTED WHERE THOSE WHO ARE VACCINATED DON'T EVEN THOUGH RECENT STUDIES SHOW THAT PEOPLE WHO ARE VACCINATED CAN EVEN GET COVID CAN TRANSMIT IT AS WELL AND OTHERS STUDIES THAT WERE DONE WITH PEER REVIEW IN AUGUST, TO SAY THAT THESE VACCINES HAVE EITHER LESS EFFECTIVENESS AGAINST THE DELTA VARIANT OR THEY HAVE LESS EFFECTIVENESS OVER TIME SUCH THAT THE WHITE HOUSE AND THE CDC ARE NOW ABOUT TO, IF THEY HAVE NOT ALREADY RECOMMENDED 1/3 BOOSTER SHOT OF EITHER THE PFIZER OR MODERNA FOR THAT.
IF THE STUDENTS WHO COME IN HERE AND SAY THEY ARE VACCINATED AND THEY ARE ONLY VACCINATED TWICE, EVEN THOUGH SOME NEWER STUDIES IN THE SCIENCE HAS YET TO CATCH UP AND FIND THE ACTUAL TRUE CURRENT STATE OF EVENTS IS, THEY HAVE MANY STUDENTS THAT NEED TO BE VACCINATED AGAINST THE DELTA VARIANT OR ANY OTHER VARIANT THAT MIGHT BE COMING TO SOUTHERN CALIFORNIA AND ANY WHERE ELSE.
IN ANY SUBSTANCE I WOULD REMAIN IN OPPOSITION AND I REMAIN IN OPPOSITION ALONG WITH 40 PERCENT OF OUR FACULTY AND 50 PERCENT OF OUR UNCLASSIFIED STAFF ON THE PRINCIPLE OF A COVID-19 MANDATE AND ON THAT I WOULD URGE MY COLLEAGUES TO CHANGE THEIR BOAT FROM 2 WEEKS AGO AND VOTE AGAINST THIS RESOLUTION.
>> DR. JOSE FIERRO: THANK YOU TRUSTEE ZURICH LEWIS, TO ADDRESS SOME COMMENTS THE POLICY STATES THAT ESSENTIALLY AFTER THE 1ST FAILURE THE TEST ACCORDING TO THE RESOLUTION IS WE TAKE, OBVIOUSLY ONCE THAT IS ESTABLISHED IN THE CONTRACT, IT WOULD BE, I AM ASSUMING IT HAS STATED THAN NO MORE THAN ONCE WEEKLY WHICH MEANS 30 DAYS OF NO COMPLIANCE WHICH WOULD LEAD TO BE IN PLACE ONLY TO BE IDENTICAL TO THE TB TESTING WHICH IS AN EXAMPLE OF OUR POLICIES.
THE SAME THING THE VACCINATION.
YOU HAVE COMPLIANCE OF SEPTEMBER 30 AND OBVIOUSLY WE HAVE UP TO THE END OF OCTOBER TO BE ABLE TO SUBMIT PROOF AND AFTER THAT WE HAVE 30 DAYS TO BEGIN TESTING OR SUBMIT OUR PROOF ACCORDING TO WHAT THE POLICY CURRENTLY SAYS.
THIS IS MADE TO YOUR RESOLUTION IN THE 1ST 5 OF THESE PARTICULAR POLICIES, I BELIEVE ALLUDES TO IT.
AND OBVIOUSLY, I AM NOT GOING TO DEBATE THE VACCINATIONS, WE CAN DEBATE THE STATISTICS ALL NIGHT LONG.
ON THE COMMENTS, THOSE ARE SOME OF THE EXPLANATIONS AND SOME SAY IT'S NOT A BIG DEAL TO INCLUDE THE 30 DAYS WE CAN ADD IT TO A SUGGESTION THAT THE BOARD HAS.
>> TRUSTEE: AND I BELIEVE THAT, DR. JOSE FIERRO AND THE WAY YOU SAY IT'S GOING TO BE UNLIMITED IS TRUE BUT THE BOARD NEEDS TO MAKE SURE THAT IT IS CLARIFIED.
>> DR. JOSE FIERRO: DOES SAY 30 DAYS WHICH IS ESSENTIALLY THE NONCOMPLIANCE OF THE COMMUNICABLE DISEASE.
>> TRUSTEE: ABSOLUTELY AND I AM JUST OFFERING MY - >> DR. JOSE FIERRO: NO, NO, NUMBER WE UNDERSTAND THAT THE BOARD NEEDS TO HAVE FEEDBACK.
>> PRESIDENT: YES, TRUSTEE DR. SANDRA SALAZAR.
I HAD A QUESTION REGARDING THIS POLICY IN TERMS OF THE BOOSTER NOW THAT IT HAS BEEN APPROVED AS OF SEPTEMBER 20 THAT EVERYONE WOULD HAVE A BOOSTER BECAUSE AT THIS POINT PEOPLE WHO WERE VACCINATED IN JANUARY WILL BE ELIGIBLE TO GET THE BOOSTER IN SEPTEMBER.
HOW WOULD WE INCORPORATE THAT AS THAT RULES OUT FOR THE 2ND READING? THE OTHER QUESTION I HAD IS, WELL, A REQUEST.
TODAY THE LA CITY COUNCIL APPROVED A MANDATE FOR CITY WORKERS TO BE VACCINATED.
I WOULD LIKE TO HAVE A DISCUSSION FOR THE NEXT MEETING WHICH WOULD BE UNDER THE COVID-19 CAMPUS SAFETY PROTOCOLS TO DISCUSS A MANDATE AND WHAT IT WOULD LOOK LIKE TO CERRITOS COLLEGE.
WHEN I SPOKE TO DR. JOSE FIERRO, HE SAID THERE WERE 2 COLLEGES THAT ISSUED A MANDATE WHICH WAS PASADENA AND I CAN'T REMEMBER WHAT OTHER COLLEGE.
I WOULD LIKE TO START HAVING THAT DISCUSSION WITH THE DATA, THE LEGALITIES OF WHAT THAT ENTAILS PEER THE OTHER COLLEGES THAT HAVE IMPLEMENTED THAT AND - BECAUSE I THINK WE NEED TO REMEMBER THAT WE SERVE CERRITO WHICH IS CLOSE TO DOWNEY AND DOWNEY HAS BEEN THE HUB OF COVID SINCE THE ONSET IN LA COUNTY.
WE SERVE SOUTHEAST CITIES WHICH IS MAJORITY ESSENTIAL WORKERS.
WE ARE SAYING THAT THE CASES HAVE GONE UP TO MEDICALLY.
WE SEE THE ISSUE OF HOSPITALIZATION RATES GOING UP AND DECREASING CAPACITY.
WE SEE PATIENTS WHO ARE VACCINATED GET COVID AND WE HAVE SEEN HOSPITALIZED PATIENTS BE MOSTLY UNVACCINATED BUT ALSO VACCINATED WITH UNDERLYING CONDITIONS.
I THINK TO ADVOCATE FOR A COMMUNITY AND OUR WORKING COMMUNITY IS, I THINK WE SHOULD HAVE A DISCUSSION ON THAT AND I WOULD LOVE TO CSB 1 OF THE LEADERS LIKE PASADENA AND 1 OF THE COLLEGES TO DISCUSS AND IMPLEMENT A MANDATE FOR WORKERS ON CAMPUS AS WELL AS OUR STUDENTS.
I AM GUESSING THAT WOULD BE AT THE NEXT UPDATE, DR. JOSE FIERRO?
>> DR. JOSE FIERRO: THANK YOU TRUSTEE DR. SANDRA SALAZAR.
THIS IS THE 1ST READING OF THIS POLICY AND SO I THINK IF THE BOARD WAS TO MAKE ANY CHANGES TO THE POLICY THIS IS THE MOMENT TO MAKE THOSE CHANGES SO WE CAN COMMUNICATE THE CHANGES TO THE COORDINATING COMMITTEE WHEN THEY REVIEW THE POLICY HERE BECAUSE AFTER THAT IT WILL COME TO YOU FOR FINAL APPROVAL OF THE 2ND READING.
PART OF THE REASON THAT IT IS BEING DONE THIS WAY IS BECAUSE THE RESOLUTION IMPLEMENTATION IS SEPTEMBER 30.
IF WE LET IT PASS THE 2ND MEETING OF SEPTEMBER TO MAKE THIS APPROVAL WE WILL NOT HAVE A POLICY IN PLACE TO BE ABLE TO CONSISTENTLY IMPLEMENT THE RESOLUTION.
SO, IF THERE WAS A DESIRE TO INCLUDE VACCINATIONS OR NOT INCLUDE THEM OR CHANGE THE DATE OR ADD DEFINITIONS AND SO ON, TODAY IS THE TIME TO HAVE THOSE PEER THE MOST APPROPRIATE TIME TO HAVE THOSE.
ONCE THIS IS APPROVED IT WILL TAKE A MODIFICATION OF THE POLICY AND ACTION OF THE BOARD TO MAKE ANY CHANGES OF THE POLICY.
>> TRUSTEE: I GUESS, SO THEN, MY QUESTION WOULD BE REGARDING THE BOOSTER COMING INTO EFFECT SEPTEMBER 20 AND HOW THAT WOULD AFFECT THE BOARD POLICY AND IMPLEMENTING COMPLIANT.
THE OTHER ONE WOULD BE CONSIDERING HAVING OUR STUDENTS AND STAFF VACCINATED AS A MANDATE.
>> DR. JOSE FIERRO: I WILL ADDRESS THE 1ST 1 ON THE BOOSTER.
WE ARE DEFINING FULLY VACCINATED AS THE CDC DEFINITION IS AND THE LOS ANGELES PUBLIC HEALTH DEPARTMENT IS.
MY SUGGESTION AT THIS TIME IS TO EITHER LEAVE IT ALONE UNTIL THE CHANGE AND THEN WE BRING BACK FOR A CHANGE OR SIMPLY ASK THIS AS DEFINED BY THE CDC AND OR THE DEPARTMENT OF PUBLIC HEALTH.
BECAUSE I AM NOT NECESSARILY SURE THAT FULLY VACCINATED WILL IMMEDIATELY CHANGE FROM THE 2 DOSE OF THE INTERNET AND PFIZER OR THE ONE DOSE OF THE JOHNSON AND JOHNSON TO A 3 DOSE OF THE VACCINATION AND OBVIOUSLY, CORRECT ME IF I AM WRONG YOU PROBABLY HAVE MORE ACTIVE INFORMATION THAN WHAT I AM ABLE TO READ ON THIS BASED ON YOUR DAY JOB.
FROM WHAT I UNDERSTAND AT THE MOMENT, YES, THE 1ST WAVE OF BOOSTER SHOTS ARE FOR IMMUNOCOMPROMISED AND OBVIOUSLY FOR PRESIDENT BIDEN LATER ON IN SEPTEMBER, THE REST OF US WILL BE ELIGIBLE FOR A BOOSTER SHOT THAT THEY HAVE NOT DEFINED WHETHER OR NOT THAT WILL BE PART OF WHAT FULLY VACCINATED MEANS AND THERE ARE SOME PENDING STATUS TO DETERMINE THE LONG JEVITY, IF YOU WILL, THE 1ST 2 DOSES AND I THINK THERE MIGHT BE SOME INFORMATION THAT HAS YET TO COME HERE CHANGES ON THE DEFINITION WILL PROBABLY DELAY A FEW MONTHS AFTER THE BOOSTER SHOTS ARE AVAILABLE.
AGAIN, THIS IS WHAT I HAVE READ AND YOU PROBABLY HAVE A LITTLE MORE CURRENT INFORMATION BASED ON YOUR POSITION AS A PHYSICIAN.
I THINK IT WILL CHANGE IN THE NEXT COUPLE OF WEEKS AND ADDING THE DEFINITION OF WHETHER IT IS CDC DEFINITION OR WHATEVER ENTITY WE ARE USING SO THAT IF IT DOES CHANGE THE PLUMBING TATIAN DELAY AND BRING IT BACK TO THE BOARD?
[03:35:02]
PER THE RESOLUTION OBVIOUSLY, IT STATES THAT THE VACCINATION TESTING WOULD REQUIRE A MODIFICATION OF THE RESOLUTION FROM AUGUST 4 AND CORRECT ME IF I AM WRONG, IF THE BOARD WAS TO AGREE TO MAKE THE MODIFICATION WE WOULD STILL BE WITHIN THE TIMEFRAME BECAUSE OF THE SUBSEQUENT MEETING AFTER THE RESOLUTION HAS BEEN APPROVED IT CAN BE BROUGHT BACK AGAIN WITH MODIFICATIONS, CORRECT? SO, THAT ONE WOULD REQUIRE THAT AND 2, BEFORE, OBVIOUSLY YOU ENGAGE IN THE CONVERSATION, I WOULD LIKE TO MENTION THAT SOME HAVE MENTIONED THE VACCINE IS NOT FULLY FDA APPROVED.
IT IS NOT AN EXPERIMENTAL VACCINE BUT IT HAS NOT RECEIVED FULL FDA APPROVAL.
SO, IF WERE GOING TO HAVE A CONVERSATION LIKE THAT I WOULD LIKE TO SAY THAT ONCE THE NEXT SCENE IS APPROVED THEN IT WILL BECOME EFFECTIVE AND WE CAN DECIDE TO HAVE A CONVERSATION LIKE THAT.
THERE WILL BE TIME FOR PEOPLE TO FINISH WORKING THEIR OPTIONS IN THEIR HEAD AND OBVIOUSLY, MANY ARE WAITING FOR THAT APPROVAL IN ORDER TO BE ABLE TO VACCINATE.
THAT WOULD BE AGAINST MY SUGGESTION IF WE WERE GOING TO HAVE A CONVERSATION AROUND THIS TOPIC AND IT WOULD REQUIRE AN ACTION OF THE BOARD TO BRING THE POLICY BACK EXCUSE ME, RESOLUTION BACK AND THEN WE HAVE TO MAKE THE AMENDMENTS, SUPPORT THE AMENDMENTS AND VOTE AGAIN ON APPROVING THE RESOLUTION WITH THE AMENDMENT TODAY.
AND, I BELIEVE TO BRING IT BACK WE NEED A SUPER MAJORITY OF THE BOARD, CORRECT? YES.
>> TRUSTEE: YOU ARE RIGHT, DR. JOSE FIERRO, I THINK IT MIGHT BE PREMATURE IF IT IS NOT FDA APPROVED, IT WOULD BE A PREMATURE CONVERSATION AND I DON'T THINK IT WOULD LEAD TO ANYTHING ANYWAY.
MAYBE MY REQUEST WOULD BE FOR THE NEXT OPEN SESSION AGENDA FOR THE PROTOCOLS OF THE IF YOU COULD PROVIDE US SOME INFORMATION OF WHAT THAT WOULD LOOK LIKE FOR A MANDATE, WHAT OTHER CAMPUSES ARE DOING AS FAR AS THE ONES THAT HAVE MANDATED THE VACCINE AND ALSO, WHAT WAS IT, SORRY, I LOST MY TRAIN OF THOUGHT.
WHO IS DOING IT, THE LEGALITIES OF IT, JUST AS A DISCUSSION AND 8 SO WE CAN HAVE INFORMATION BECAUSE I DON'T THE BOARD MEMBERS WOULD HAVE ENOUGH INFORMATION TO DECIDE ON THAT, ANYWAY.
I DO NOT THINK IT WOULD BE FAIR.
THAT WOULD BE MY REQUEST TO HAVE IT ON THE TABLE AND TO HAVE THAT DISCUSSION.
>> DR. JOSE FIERRO: I CAN DO THAT.
ANY OTHER TRUSTEES HAVE COMMENTS OR QUESTIONS? TRUSTEE MARISA PEREZ?
>> TRUSTEE: THANK YOU VERY MUCH AND I APOLOGIZE FOR BEING LATE.
THANK YOU FOR BRINGING THIS ITEM TO THE BOARD FOR DISCUSSION.
I DO APPRECIATE ALL THE COMMENTS AND FEEDBACK THAT WE HAVE RECEIVED FROM THE CAMPUS COMMUNITY AND THANK YOU FOR ALL OF THE EMAILS.
I HAVE READ THEM ALL AND I APPRECIATE EVERYBODY COMMUNICATING THEIR CONCERNS AND I ASK THAT YOU KEEP ON DOING THAT.
I APOLOGIZE IF WE HAVE ANSWERED THESE QUESTIONS PUBLICLY TO HAVE TO GO THROUGH MY LIST.
TELL ME A LITTLE BIT ABOUT WHAT WE ARE GOING TO DO FOR CONSULTANTS, CONTRACTORS, PEOPLE WHO WORK IN THE BOND CONSTRUCTION PROGRAM, VENDORS, PEOPLE WHO HAVE PERMITS, WILL THEY BE REQUIRED TO BE VACCINATED OR TESTED?
>> DR. JOSE FIERRO: THANK YOU TRUSTEE MARISA PEREZ THE SHORT ANSWER IS YES.
EVERYONE WILL BE SUBJECT TO THE SAME POLICY AND WE WILL BE SENDING A NOTIFICATION LETTER QUICKLY.
OBVIOUSLY, WE HAVE GONE THROUGH SOME OF THESE PROCESSES.
>> TRUSTEE: OKAY AND THEN IN REGARDS TO THE DEFINITION OF REGULAR TESTING, HOW OFTEN ARE WE GOING TO BE REQUIRING TESTING FOR EMPLOYEES AND STUDENTS WHO WILL NOT BE VACCINATED?
>> DR. JOSE FIERRO: THE REGULAR TESTING OR THE RESOLUTION ESSENTIALLY IS ONCE A WEEK.
ONE, MAINLY BECAUSE THERE'S OBVIOUSLY SOMETHING THERE WITH BOTH OF THE LABOR GROUPS WILL NEGOTIATE THEIR MOU FOR THE CAUSE-AND-EFFECT OF THIS AND AGAIN, BECAUSE IT IS ON THE RESOLUTION AND OBVIOUSLY IF THE BOARD AND I WILL BE SPEAKING WITH TRUSTEE ZURICH LEWIS BECAUSE HE HAS THE SAME QUESTION, OBVIOUSLY, IF THE BOARD FINDS THAT IT IS NOT NECESSARILY A BIG DEAL, A BIG DIFFERENCE THAT WE WILL HAVE TO MIRROR ESSENTIALLY THE SAME LANGUAGE THAT IS ON THE RESOLUTION BECAUSE AGAIN, THAT IS BEING NEGOTIATED BY BOTH GROUPS AND I WOULD NOT THESE PRIZED IF IT'S NOT ALREADY IN THEIR DOCUMENTS.
WOULD REALLY LIKE TO SEE THAT DEFINITION IN THE BOARD POLICY HERE THAT SOMETHING I WOULD LIKE TO SEE AS WELL, TOO.
I KNOW YOU TALKED ABOUT PROVIDING TESTING AND I WANTED TO HAVE A BETTER UNDERSTANDING OF WHAT TYPE OF TESTING WILL BE OFFERED ON CAMPUS FOR EMPLOYEES AND STUDENTS WHAT ARE THE HOURS? AGAIN, IT HAS TO BE VERY CONVENIENT.
FOR EXAMPLE, THE.[INDISCERNABLE] UNIFIED DID NOT MAKE IT EASY FOR EMPLOYEES RIGHT NOW IF YOU ARE AN EMPLOYEE OR STUDENT YOU CAN ONLY BE TESTED BETWEEN IT:00 INTENT: 30 AND THEN 12:00 TO 3:00 WHICH ARE WORKING HOURS FOR THEIR EMPLOYEES AND OUR EMPLOYEES, TOO.
I WANT TO MAKE SURE IT DOESN'T IMPACT THEIR WORK LOAD AND THEY WILL BE ABLE TO TAKE A TEST DURING THEIR LUNCH BREAK OR, I DON'T WANT THEM TO HAVE TO COME LATE AT NIGHT TO DO THIS ESPECIALLY FOR STUDENTS.
AND THEN ARE WE DOING RAPID TESTS AND DOING THE PCR TEST, WHAT ARE THE OPTIONS?
>> DR. JOSE FIERRO: SO THE TESTING.
WE ARE CURRENTLY TESTING ON CAMPUS AND IT IS FREE.
FOR THE STUDENTS AND EMPLOYEES.
YOU JUST HAVE TO MAKE AN APPOINTMENT.
HOWEVER, OVER THE LAST COUPLE OF WEEKS THE STUDENT HEALTH SERVICES HAS BEEN VERY MUCH IMPACTED TO THE POINT THAT WE ARE HIRING PERSONNEL TO HELP WITH CONTACT TRACING, TESTING AND SO ON.
IT HAS BEEN COMPLICATED TO HIRE PERSONNEL NO INDUSTRY IS NOT HAVING THIS.
HR IS HAVING A PROBLEM WITH THIS.
AS OF TODAY WE SELECTED A GROUP THAT WILL COME IN DUE TESTING ON CAMPUS AT NO COST.
IT IS OPEN TO STUDENTS AND EMPLOYEES AND AS LONG AS THEY USE OUR SERVICES IT IS OF NO COST.
IT WILL BE HERE ON CAMPUS MONDAY THROUGH FRIDAY AND WE WILL HAVE THE CAPACITY OF PROCESSING ALL OF THE SAMPLES WITHIN MAYBE 24 HOURS, MAYBE A LITTLE BIT MORE BUT THE 24 HOUR TIMEFRAME.
WE ARE MAKING IT CONVENIENT SO WE WORK WITH THEM AND THEY ARE NOT GOING TO DO THE NASAL SAMPLE.
IT'S THE MOUTH SAMPLE THAT IS MORE FRIENDLIER FOR THE PERSON TESTING.
WE WILL NOT BE DOING RAPID TESTING AS THE OFFICIAL TEST TO CLEAR PEOPLE TO BE HERE ON THEIR WEEKLY TESTING.
WE WILL HAVE RAPID TESTING AVAILABLE AS A SUPPLEMENT OF SOMETHING WE HAVE TO DO AS AN EMERGENCY PERHAPS IN A CLASSROOM WE HAVE A SUSPICION OF SOMEONE WHO DIDN'T GET TO DO TESTING OR SO ON, WE HAVE TO BRING A NUMBER OF PEOPLE TO A MEETING EVENT FOR A PEACE OF MIND WE COULD DO SOME RAPID TESTING.
THAT WILL NOT BE THE OFFICIAL TESTING.
THAT WOULD HAVE TO BE DONE THROUGH THE SUPERVISION OF A HEALTHCARE PROFESSIONAL AND WE WILL HAVE ACCESS TO THE RAPID TESTING AND THAT WOULD QUALIFY.
>> TRUSTEE: WHAT ARE THE HOURS?
>> DR. JOSE FIERRO: WE WOULD PROVIDE TESTING PROVIDERS THAT ARE OUTSIDE OF CAMPUS AS LONG AS THEY ARE EMPLOYEES AND STUDENTS USE THOSE IT WILL BE FREE.
IF THEY CHOOSE TO SELECT DIFFERENT METHODS OF TESTING AND SO ON WE WILL NOT COVER THAT.
>> TRUSTEE: OKAY AND MAYBE YOU COVERED THIS, TOO, WHAT HAPPENS IF, WHAT ARE THE PROTOCOLS THAT WE HAVE TO IMPLEMENT IF AN EMPLOYEE TESTS POSITIVE? HOW LONG DO THEY NEED TO REMAIN IN QUARANTINE OR WHAT ABOUT A STUDENT IF THEY TEST POSITIVE?
>> DR. JOSE FIERRO: FORTUNATELY THIS HAS BEEN A PROTOCOL WE HAVE USED OVER THE LAST YEAR AND 1/2.
SO WE FOLLOW THE LOCAL PUBLIC HEALTH GUIDELINES AND HAVE OUR OWN CONTACT TRACING ON CAMPUS.
WE DO ALL THE FOLLOW-UP PROTOCOLS.
NOT ONLY DO WE IDENTIFY THE POSITIVE PERSON WHETHER IT IS A STUDENT OR FACULTY MEMBER.
WE IDENTIFY THE BUILDING THEY WERE IN AND THEN WE HAVE THE CONTACT THEY HAVE AN INITIALLY IF SOMEONE TEST POSITIVE THEY WILL BE CONFIRMED POSITIVE AND THEY WILL BOTH BE IN QUARANTINE, A 14 DAY QUARANTINE IF IT IS A CONFIRMED POSITIVE WE WILL ASK THE REST OF THOSE CLOSE CONTACTS BE TESTED AND PLACED IN A TEMPORARY QUARANTINE PHASE AND THE TEST RESULTS.
WE DO ACTIVELY DO CONTACT TRACING EVERY DAY.
SOME OF THE STAFF THAT WE ARE HIRING FOR THE STUDENT HEALTH SERVICES IS ACTUALLY TO EXPAND THE CONTACT TRACING ARTICLES.
ACCORDING TO THE CDC GUIDELINES WHICH WE DON'T NECESSARILY AGREE WITH, SOMEONE CAN COME BACK AFTER THE QUARANTINE WITHOUT A NEGATIVE TESTING.
WE ARE HOPING WE CAN IMPLEMENT NEGATIVE TESTING IN ADDITION TO THE QUALITY GIVEN THE CLOSE QUARTERS, THE FACULTY AND STUDENTS MAINTAIN, IS NOT NECESSARILY TO PUT A BARRIER, BUT TO ENSURE THE 1ST 1 IS NEGATIVE.
>> TRUSTEE: IF A STUDENT HAS TO STAY AT HOME AND QUARANTINE FOR THE REQUIRED TIME HOW DO THEY CONTINUE THEIR EDUCATION? IF A STUDENT IS TAKING AN IN PERSON CLASS HAS TO WARRANTY AND AT HOME FOR THE 10 DAYS, HOW ARE WE ENSURING THAT THEY ARE GOING TO BE CONTINUED TO BE EDUCATED DURING THE QUARANTINE PERIOD?
>> PRESIDENT: I WILL LET THE PRESIDENT GIVE YOU THE DETAILS OF ACCOMMODATING STUDENTS WHO HAVE TESTED POSITIVE AND ALLOWING THEM TO COMPLETE WORK ONLINE.
IT IS OBVIOUSLY IMPORTANT TO MENTION THAT AT THIS PARTICULAR POINT THE MAJORITY FOR THE STUDENTS IS STILL ONLINE SO EVEN IF THEY WERE POSITIVE THEY ARE NOT ON CAMPUS.
AND THEN WE HAVE A SIGNIFICANT PORTION OF OUR STUDENTS ARE TAKING HYBRID CLASSES WHICH MEANS THEY HAVE THE OPTION TO ATTEND ONLINE AND IF THEY DO NOT COME TO CAMPUS THIS WOULD IMPACT A SMALL NUMBER OF STUDENTS THAT ARE FACE-TO-FACE AS I SAID FACULTY AND THE VICE PRESIDENT MIGHT HAVE MORE DETAILS.
>> SPEAKER: YES, DR. JOSE FIERRO IS CORRECT.
IF WE HAVE A CASE WHERE A WHOLE CLASSROOM WOULD HAVE TO LEAVE THE FACULTY WOULD WORK WITH THEM AS YOU KNOW WE HAVE HAD ONLINE OFFERINGS SO THEY CAN OFFER IT QUICKLY AND ONLINE LECTURE SO THEY DON'T LOSE TIME.
THAT IS PROBABLY THE MOST, WILL BE THE MOST PREVALENT APPROACH GOING FORWARD AND ALSO IF WE HAD INDIVIDUAL STUDENTS AS WE HAVE HAD IN THE LAST YEAR AND AND A HALF I WANT TO REMIND THE CAMPUS THAT MANY OF THE CTE PROGRAMS AND MUCH OF THE
[03:40:01]
TECHNOLOGY DIVISION HAS EXPERIENCED THIS FOR THE LAST YEAR AND AND A HALF AND WHEN THEY DID HAVE STUDENTS AWAY IF THE STUDENTS WERE WELL ENOUGH TO CONTINUE TO WORK ON THEIR STUDIES THE FACULTY WAS ALWAYS ABLE TO GIVE THEM ALTERNATE ASSIGNMENTS AND ALLOWED THEM TO CATCH UP IF NEED BE.I WOULD EXPECT THAT TO BE THE SAME.
>> TRUSTEE: THINK YOU VERY MUCH.
ONLINE 21 OF THE BOARD POLICY, HOW DO YOU DEFINE PROOF OF VACCINATION?
>> DR. JOSE FIERRO: RIGHT NOW THERE IS ONLY ONE WAY TO HAVE PROOF OF VACCINATION WHICH IS THE LOCAL COUNTY, THE VACCINATION CARD.
THERE ARE SOME CONCERNS ABOUT PEOPLE FALSIFYING THE CARD OR NOT EATING HONEST WITH THE INFORMATION.
THEY ARE EXPLORING DIFFERENT OPTIONS, LA COUNTY HAS ELECTRONIC PROOF OF VACCINATION WHICH ACTUALLY ALLOWS YOU TO VERIFY WHETHER OR NOT THE VACCINE HAS BEEN GIVEN.
HOWEVER, NOT ALL OF OUR EMPLOYEES LIVE IN ORANGE COUNTY WERE TRYING TO FAMILIARIZE OURSELVES WITH A SIMILAR SYSTEM ENABLING THE COUNTIES.
THEN, DID WE ALSO DISCUSS THE IN-STATE FOR THIS? I KNOW WE TALKED ABOUT IN THE RESOLUTION THAT I THINK IT WOULD BE HEALTHY TO HAVE IN THE BOARD POLICY.
WANT TO MIRROR THE ACADEMIC YEAR THAT WE HAD SUGGESTED IN THE RESOLUTION.
I WOULD LIKE TO SEE THAT, TOO.
>> DR. JOSE FIERRO: YES, AND THIS IS 1 OF THE QUESTIONS THAT TRUSTEE ZURICH LEWIS HAD HAD IN THE RESOLUTION WHICH IMPLIES THAT THE POLICY EXPIRED AT THE SAME TIME AND OBVIOUSLY CHANGE, NOT CHANGE AT, THE LINE THAT IS FROM THE RESOLUTION IN THE POLICY STATING THAT IT EXPIRES AT THAT PARTICULAR POINT OF TIME.
>> TRUSTEE: OKAY, I THINK THAT WOULD BE HELPFUL AT LEAST FOR ME TO SEE THAT.
I THINK THOSE ARE ALL THE QUESTIONS I HAVE FOR NOW.
OH, I KNOW, I HAD ONE MORE QUESTION.
WHAT ARE WE DOING TO TRAIN EVERYBODY ON THE PROTOCOLS BECAUSE THEY ARE RAPIDLY CHANGING AND DIFFERENT EVERY WEEK.
HOW DO WE ENSURE THAT ALL OF OUR EMPLOYEES ARE TRAINED AND SUPPORTED BECAUSE SOME OF THE FACULTY MEMBERS ARE GOING TO HAVE TO ENFORCE THIS.
I WANT TO ENSURE THEM THAT THEY ARE GETTING THE SUPPORT THAT THEY NEED.
BY 9/11 WE WILL HAVE A CAMPAIGN FOR THE STEPS THAT WE NEED TO DO, VACCINATION POINTS, ALL OF THE SUPPORT.
9/1 IS WHEN WE WILL HAVE THAT CAMPAIGN.
>> TRUSTEE: DR. JOSE FIERRO CAN YOU EXPAND ON WHEN YOU WANTED THE NEGATIVE TEST RESULTS TO BE RETURNED?
>> DR. JOSE FIERRO: YES, ALL THE GUIDELINES FOR THE CDC IN THE LOS ANGELES HEALTH DEPARTMENT REQUIRE THE QUARANTINE AND THE NEGATIVE COVID TEST TO RETURN TO BE CLEARED OF COVID.
THE NEW GUIDELINES ALLOW YOU TO COME BACK AND I WANT TO SPEND 10 DAYS, I WANT TO SAY 14 BUT 10 DAYS OF QUARANTINE THEY CANNOT COME BACK WITHOUT TESTING.
AND IF YOU TEST POSITIVE THEN YOU GO THROUGH QUARANTINE AND I WANT TO SAY 10 DAYS AFTER YOU HAVE TESTED POSITIVE YOU ARE FREE TO COME BACK TO WORK OR RESUME ACTIVITIES ONCE IT'S BEEN THE 10 DAYS BUT THEY ARE NO LONGER CONSIDERED A TEST, IT'S ALL GUIDELINES.
>> TRUSTEE: I WOULD LIKE TO EXPAND ON THAT.
THE CURRENT EDC GUIDELINES ARE, REGARDLESS OF VACCINATION, IF YOU TEST POSITIVE, IT IS 10 DAYS FROM THE ONSET OF SYMPTOMS. INITIALLY EARLY ON IN THE PANDEMIC IT WAS 14 DAYS.
IT WAS REQUIRING A NEGATIVE TEST TO RETURN TO WORK.
BUT BECAUSE I HAVE BEEN DOING THIS SINCE THE BEGINNING OF THE PANDEMIC I WILL TELL YOU THE REASON WHY THEY TOOK THAT OFF IS BECAUSE AS LONG AS YOU HAVE DONE THE 10 DAYS THEY DON'T CONSIDER YOU CONTAGIOUS.
THE ISSUE IS WE HAVE A LOT OF PATIENTS WHO ARE BEING RETESTED POSITIVE EVERY WEEK AND WE HAD PATIENTS TEST POSITIVE UP TO 9 WEEKS EVEN 3 MONTHS AND THEY WERE KEPT OUT OF WORK BECAUSE THEY KEPT TESTING POSITIVE YET THEY HAD RECOVERED AND HAD NO SYMPTOMS. THAT IS WHY IT WAS TAKEN OFF AND THERE WAS NO EMPLOYER THAT REQUIRES A NEGATIVE RETEST TO RETURN TO WORK AS LONG AS THEY COMPLETED THE QUARANTINE OF THE 10 DAYS.
THERE ARE SOME HISTORIES THAT WE HAD TO LEARN FROM THAT BECAUSE WE BELIEVE IT IS A LIMITATION OF THE TEST.
IT MIGHT PICK UP DEAD FRAGMENTS OF THE VIRUS IN THE SYSTEM.
NOT EVERYBODY WILL RETEST POSITIVE THAT MY CONCERN IS IF YOU IMPLEMENT SOMETHING LIKE THAT AT CERRITOS COLLEGE, YOU WILL HAVE SOMEONE OUT FOR 3 MONTHS BECAUSE THEY CANNOT GET A NEGATIVE TEST.
>> DR. JOSE FIERRO: THANK YOU FOR THAT EXPLANATION, TRUSTEE DR. SANDRA SALAZAR, I THINK IT IS AN APPROPRIATE OBSERVATION.
DO WE HAVE ANYTHING ADDITIONAL?
>> TRUSTEE: NO, I HEARD THAT IT WAS 14 DAYS BUT I WANTED TO CLARIFY.
>> PRESIDENT: AS IT RELATES TO THE ISSUE, OH, YES, TRUSTEE NINEL SUTHERLAND DO YOU HAVE ANY COMMENTARY YOU WOULD LIKE TO SHARE? AS IT RELATES TO THIS ITEM, I THINK THERE IS A LITTLE BIT OF A PROCEDURAL QUESTION ABOUT HOW THIS 1ST READING IF WERE GOING TO HAVE SIGNIFICANT ON OCCASIONS WE SHOULD DO IT TONIGHT TO PUT IT IN A 2ND READING OR DO WE NEED TO HAVE A 2ND 1ST READING OF THE FOLLOWING MEETING? WHAT IS THE STANDARD? THERE ARE A NUMBER OF ITEMS THAT HAVE BEEN BROUGHT UP.
>> DR. JOSE FIERRO: THIS POLICY HAS NOT BEEN REVIEWED OR COORDINATED.
HOWEVER, THE BOARD POLICY IS THE PURVIEW OF THE BOARD.
WE DO HAVE AN ORDINANCE STRUCTURE THAT REQUIRES IT TO GO THROUGH ALL THE DIFFERENT STEPS.
GENERALLY, GO THROUGH THE STEPS AND EVERYBODY PROVIDES INPUT AND YOU EITHER MAKE MODIFICATIONS OR NOT PRIOR TO THE REFUSAL OR THE REJECTION OF THE POLICY.
WHAT WERE TRYING TO DO HERE IS GET A POLICY THAT WE FEEL COMFORTABLE WITH TO TAKE THE COORDINATING AFTER YOU HAVE DONE YOUR 1ST READING AND THE REASON YOU ARE SEEING IT 1ST FROM WHAT THEY DO IS YOU ACTUALLY SEE IT AFTER AND THEN WE GO BACK TO THEM.
IT'S BECAUSE WE ONLY HAVE 2 MORE BOARD MEETINGS PRIOR TO THE TIME WHEN THIS POLICY NEEDS TO BE IMPLEMENTED.
IF YOU'RE GOING TO MAKE SOME CHANGES HERE IT WOULD BE FINE BECAUSE THEN IT WOULD BE THE 1ST TIME THAT THE COORDINATOR WILL SEE IT AND THEN PROVIDE COMMENTS AND THEN COME BACK TO YOU FOR A FINAL REVIEW ON APPROVAL.
NOW, IF YOU ARE GOING TO MAKE ADDITIONAL CHANGES NEXT TIME AROUND, IT IS YOUR PREROGATIVE TO DO THAT AND WE WILL RUN IT BY COORDINATING A SPOT IN THE PROCEDURE THAT WE HAVE DONE.
AGAIN, YOU CAN MAKE AS MANY CHANGES AS YOU WANT.
>> DR. JOSE FIERRO: BASED ON PRACTICALITY, YES.
I DON'T WANT YOU TO THINK THAT YOU CAN'T MAKE CHANGES LATER ON.
IN PRACTICALITY WE HAVE A TIMELINE AND IT WOULD BE BEST TO MAKE THE MAJORITY OF CHANGES THIS EVENING.
SO, IT GIVES ALL OF US THE TIME TO BE ABLE TO PREPARE TO RESPOND TO THE CHANGES.
>> I DO THINK IT WOULD BE HELPFUL TO WRITE OUT THE PROTOCOL ASIDE FROM THE WAR POLICY PIECE ALTOGETHER.
IT WILL BE VERY HELPFUL AND GIVE EVERYBODY A LITTLE BIT OF COMFORT THAT THEY CAN SOURCE THE INFORMATION AND REFER TO IT AS A UNIFORM UNDERSTANDING OF HOW THIS IMPLEMENTATION GOES ABOUT FROM THAT POLICY.
I KNOW THAT IT IS PROBABLY A BIT OF OVERKILL TO LIST THE SUNSET MULTIPLE TIMES IN DIFFERENT AREAS OF THE PROCESS BUT I DO THINK IT IS VERY HELPFUL BECAUSE THESE THINGS ARE CHANGING SO FAST AND THERE'S SO MUCH THAT WE ARE GOING TO HAVE TO RELY ON FROM THE STAFF FOR THIS THAT IT WILL BE HELPFUL TO HAVE THAT HEAVY RESPONSIBILITY BUT OVER A SHORT PERIOD OF TIME AND AGAIN, I AGREE WITH TRUSTEE ZURICH LEWIS AND OTHERS THAT WE SHOULD HAVE AND MAKE AS CLEAR AS POSSIBLE VARIOUS SPOTS WHERE IN THE POLICY ITSELF TO SHOW THAT SUNSET OR THE OTHER PIECE THAT I AM GLAD THAT TRUSTEE DR. SANDRA SALAZAR BROUGHT UP IS AROUND BOOSTER SHOTS.
MODIFICATION OF LANGUAGE TO ALLOW FOR THAT.
WE ARE FAR ENOUGH ALONG IN THE TIMELINE THAT WE UNDERSTAND IT IS GOING TO BE A COMPONENT OF THE SCIENCE THAT WE ARE GOING TO BE NAVIGATING THAT TRAFFIC PUTS TOGETHER.
JIMMY THOSE ARE THE 3 MAJOR AREAS THAT I THINK WILL BE CAPABLE TO INCLUDE PAIRED WHAT I DON'T KNOW IS THAT THERE MIGHT BE OTHER ITEMS TO BE INCLUDED TONIGHT IN THE LANGUAGE.
BUT FROM A PROCEDURE STANDPOINT IS THIS SOMETHING THAT WE COULD COME BACK TO AT A LATER POINT IN THE AGENDA IN ORDER TO CONSIDER AN AMENDED LANGUAGE?
>> DR. JOSE FIERRO: WE ARE NOT PROVING ANYTHING TONIGHT.
>> TRUSTEE: SORRY, TO RECEIVE AN AMENDED READING.
>> DR. JOSE FIERRO: NUMBER WE WILL MAKE THE CORRECTIONS THAT I REQUESTED BEFORE THIS IS COORDINATED IT WILL BE INCLUDED AND WHAT EVER THEY ADD OR NOT TO IT WILL BE BROUGHT BACK TO YOU AS A 2ND READING AT WHICH TIME YOU MAY OR MAY NOT TAKE AN ACTION.
I DO AGREE WITH SOME OF THE MODIFICATIONS AS THEY RELATE TO THE LANGUAGE ON THE DEFINITION OF WHAT FULLY VACCINATED IS TO POTENTIALLY ALLOW THIS TO CHANGE THE DEFINITION TO BE THE CDC REGULAR TESTING SO MODIFY THAT WEEKLY AND STATE THE SUNSET DATE OF THE POLICY, I AM SORRY, THE RESOLUTION.
I WOULD LIKE TO PROVIDE A LITTLE BIT OF CLARIFICATION ON THE STRUCTURE AND OBVIOUSLY, AT THE SAME TIME, ASK FOR CLARIFICATION OF THE LAST THING I'M GOING TO ADDRESS WHICH IS ON THE BOARD POLICY.
THE PRESENTATION THAT YOU SAW EARLIER TODAY IS TO TRANSFORM THAT INTO THE AP, THE ADMINISTRATIVE TEACHER AND WHAT YOU ARE APPROVING IS THAT IT TENDS TO BE IN CONTEXT WITH THE DEFINITION TO GO ON THE AP.
WHAT WE TRADITIONALLY DO WITH ALL OF THE BOARD POLICIES THAT WE HAVE APPROVED IN THE PAST, WE HAVE FULL TAWNY AND DISCRETION OVER THE LANGUAGE AND BOUNDARIES THAT YOU SET FOR US ON THE BOARD POLICY AND IS APPROVED AT THIS LEVEL AND THE AP IS APPROVED THROUGH THE COMMITTEE AND WE BRING THAT TO US WITH INFORMATION ITEMS. I JUST WANT TO GET CLARIFICATION IF YOU'RE ASKING FOR THE AP AND WHAT THAT OUTLINES AND WILL BECOME.
THE BP IS THE PARAMETERS THAT YOU WILL SUPPORT TO GIVE US TO CARRY ON WHATEVER YOU DECIDE TO CARRY ON.
>> PRESIDENT: MY REQUEST, I SUPPOSE IT IS, DOES THE SMEAR A LOT OF WHAT YOU PUT INTO THE AP? I DON'T NECESSARILY THINK THIS NEEDS TO BE DUPLICATIVE BUT FOR OUR SAKE THERE SEEMS TO BE A LOT OF QUESTIONS THAT ARE VALID QUESTIONS ABOUT HOW WE ARE PROCEEDING WITH THE MECHANICS OF THE IMPLEMENTATION THAT EVEN THOUGH IT SHOULD BE COMPLETELY BLUNT WITH IT BUT IT WOULD BE HELPFUL TO HAVE THAT AS A BOARD DOCUMENT AND PERHAPS THAT IS AN INFORMATION ITEM.
I THINK IT WILL BE HELPFUL BECAUSE WE KEEP CIRCLING BACK ON THE SAME QUESTIONS THAT I KNOW WE HAVE BEEN PRESENTED ON TWICE NOW BUT I THINK IT WILL BE A WAY TO
[03:45:02]
PUT INTO REFERENCE A LOT OF THE ADDITIONAL QUESTIONS AND KEEP IT SIGNIFICANT RELATING TO THE IMPLEMENTATION OF THE PROTOCOL.>> DR. JOSE FIERRO: CAN YOU GIVE ME A COUPLE OF ITEMS THAT YOU WOULD LIKE ME TO MOVE FROM THE AP SO WE CAN DEFINE?
>> PRESIDENT: NUMBER I DON'T SUGGEST IT IS MOVED TO THE BP, I'M JUST THINKING IT COULD BE A SECONDARY INFORMATION, AS LONG AS IT IS WRITTEN IN A WAY THAT SAYS THE POLICY BUT IT'S NOT NECESSARILY SOMETHING THAT NEEDS TO BE PUT IN THE BOARD POLICY.
>> DR. JOSE FIERRO: I WANT TO MAKE SURE I GET IT RIGHT.
SO WHAT THE BOARD IS REQUESTING IS TO MAKE THE CHANGES ON THE LANGUAGE TO EXPAND THE DEFINITION OF FULLY VACCINATED TO INCLUDE OR AS DEFINED BY WHATEVER IS THE POLICY AND THEN TO DEFINE WHAT REGULAR TESTING IS.
AND THEN TO ADD SUNSET TO THE POLICY.
THOSE ARE THE MODIFICATIONS THAT WE ASKED TO BE ON THE POLICY.
>> TRUSTEE: I WOULD ALSO LIKE TO SAY THAT THERE IS A VIOLATION OF THAT POLICY IN THE UP THE LANGUAGE ON LINES 29 TO 32.
>> PRESIDENT: THAT IS THAT.? >> TRUSTEE: IS SAYS THAT THEY DO NOT COMPLY WITH TESTING ARMAND THEY WILL BE PLACED ON UNPAID LEAVE.
>> PRESIDENT: IS THAT THE LANGUAGE?
>> DR. JOSE FIERRO: CAN YOU READ THAT AGAIN PLEASE?
>> TRUSTEE: ONE THING IS HELPFUL TO NOTE THAT THAT IS THE LANGUAGE THAT WE HAVE FOR ALL OTHER ANALYSIS POLICIES.
>> DR. JOSE FIERRO: FROM 28 TO 32, THAT SEEMS TO MIRROR THE TV, YOU ARE MUTED.
>> DR. JOSE FIERRO: THAT SIMPLY MIRRORS THE CODE ON COMMUNICABLE DISEASES AND ESSENTIALLY, I AM NOT ARGUING THAT IT CANNOT BE CLARIFIED.
FROM THE END OF LINE 30 TO 32 IS WHERE IT STATES WHAT WE CAN ACT UPON.
WE CANNOT DO ANYTHING LESS THAN THAT.
FOR INSTANCE, WE CANNOT SAY IN THE 2ND WEEK OF NONCOMPLIANCE I WILL MOVE TO SUSPENSION.
I WOULD BE ON VIOLATION OF THE CODE AND IT CAN ONLY BE ACTIVE AFTER.
>> TRUSTEE: I WANTED TO CLARIFY THAT IN THEORY A DISTRICT EMPLOYEE WHO FAILS TO COMPLY WITH THAT VACCINATION AND TESTING REQUIREMENT IN THE VERY 1ST MOMENT THAT THEY DO IT CANNOT BE PLACED ON UNPAID LEAVE AT THAT VERY MOMENT.
THE 1ST 1 IS TAKEN AS IS ALONG WITH THAT POSSIBILITY BECAUSE IT IS VAGUE IN TERMS OF THE NEED TO FAIL AND COMPLY.
IF YOU FAIL OR REFUSE TO COMPLY THE 1ST TIME AND SAY I'M NOT GETTING A COVA TEST AND MAYBE THEY SAY THE 1ST TIME I'M NOT GETTING A TEST AND I'M NOT VACCINATED THEN MAYBE THEY COULD BE PLACED ON UNPAID LEAVE RIGHT AWAY.
>> PRESIDENT: I SEE WHAT YOU'RE SAYING BUT ACCORDING TO THE CODE WE CANNOT DO THAT.
>> TRUSTEE: WILL IT BE FIXED ON THE TB POLICY BECAUSE IT'S THERE, TOO.
>> DR. JOSE FIERRO: I WILL LOOK AT IT AGAIN BUT I UNDERSTAND WHAT YOU ARE ASKING.
WE WILL REVIEW IT BUT EVEN IF - YES, WE ARE VIOLATING A CODE.
>> TRUSTEE: I'M JUST WANT TO CLARIFY THIS BECAUSE WORDS MEAN THINGS.
>> DR. JOSE FIERRO: WE WILL CONTINUE THE LANGUAGE AND WE WILL SEE IF IT IS VERBATIM BY THE CODE.
AGAIN, WE COULD CHANGE IT AND MAKE AN ACCOMMODATION IF IT WAS VERBATIM.
>> DR. JOSE FIERRO: 4 PIECES? NOW THE 2ND PART IN THIS IS TO ENSURE THAT WE BRING YOU WHAT WE ARE LOOKING FOR AND IT WILL BE THE SUPPLEMENTAL DOCUMENT WITH THE DEFINITIONS THAT WE ARE PRESENTING WITH THE COVID UPDATE.
>> DENNIS FALCON: YES, ULTIMATELY I WOULD LIKE TO SEE SOME DOCUMENTATION ON THIS WEATHER THERE ARE PROMISES MADE FOR A QUICK UNDERSTANDING BUT ISN'T NECESSARILY THE POLICY WHICH IS FINE BECAUSE IT IS A POLICY DOCUMENT RATHER THAN A CLARIFICATION.
IT WOULD BE VERY HELPFUL FOR THAT TO BE UNDER THE LENS OF A LOT OF THESE ITEMS IN THAT SESSION.
ARE THERE ANY OTHER CLOSING COMMENTARY ON THIS BEFORE WE MOVE ON? WITH THAT WE HAVE ADMINISTRATIVE ITEMS 5.01 CONSIDERATION OF ADOPTION OF OUR 2021 AND 2022 BOARD OF TRUSTEES PRESIDENTS GOALS.
WITH THAT I WILL TURN IT OVER TO DR. JOSE FIERRO IF YOU HAVE ANY DISCUSSION ON THAT.
I'M SORRY, IT WAS A QUICK TURNAROUND.
IF YOU NEED A MINUTE, DOES ANYONE HAVE A JOKE? WERE TALKING ABOUT A LOT OF SERIOUS STUFF HERE.
IT WOULD BE NICE TO TAKE A BREATH.
>> DR. JOSE FIERRO: ALL RIGHT, 1ST I WANT TO THANK ALL OF YOU FOR REVIEWING THE GOALS THAT WE WILL BE JOINTLY ADOPTING FOR THE 2021 2022 CALENDAR YEAR WHICH HAS BEEN NORTH NOW WHICH IS THE 7TH TIME WE'VE DONE THIS.
IT HAS ACTUALLY SERVED AS A MODEL IN OTHER PLACES I HAVE RECEIVED A NUMBER OF REQUESTS TO SHOW HOW WE PLAN TO GET OUR GOALS AND HOW WE ADOPT THESE GOALS GOING FORWARD UNDER THE EDUCATIONAL MASTER PLAN.
AGAIN, THIS YEAR, I KNOW WE SAW THAT WE ARE DOING THIS FOR THE VIEWERS AND THE GOALS WERE DIVIDED INTO DIFFERENT CATEGORIES.
THE 1ST 1 IS THE STRENGTH OF OUR MASTER PLAN AND THE ITEMS OF ACTION THAT WE HAVE BELOW THOSE ARE ITEMS THAT WE CONTINUE TO WORK YEAR AFTER YEAR TO INCREASE THE VALUATION RATES.
SO THE ITEMS ARE OF COMMON KNOWLEDGE FOR MOST OF US BUT FOR PEOPLE IN THE AUDIENCE, THEY MIGHT HAVE UNGUIDED PATHWAYS WHICH IS SOMETHING WE'VE BEEN WORKING ON FOR YEARS AND IT'S IMPORTANT TO HAVE THE SUPPORT OF THE BOARD IN ORDER TO CONTINUE TO SUPPORT EVERYONE THAT IS WORKING TO MAKE THESE CHANGES ACROSS CAMPUS.
OBVIOUSLY THE CERRITOS COLLEGE ONLINE INITIATIVE HAS MOVED WAY FASTER THAN WE EXPECTED DUE TO OBVIOUS CONDITIONS THAT WE JUST FINISHED DISCUSSING WHICH HAS LED TO OTHER FACULTY AND STAFF TO DEVELOP FASTER AND BETTER ONLINE COURSES GOING FORWARD AND ANY OTHER PROGRAMS ARE MAKING ARRANGEMENTS TO PERMANENTLY TRANSITION TO FULLY ONLINE PROGRAMS. THEN WE DIVIDED AND IT CONTINUES TO BE A PRIORITY, THE ALIGNMENT AND PARTNERSHIPS WITH THE LOCAL COMMUNITY AND THIS CONTINUES TO HELP US EXPAND THE CAPACITY AND OBVIOUSLY MAKE THE COLLEGE A HUB FOR COLLABORATION, PARTICULARLY HOW THIS RELATES TO THE ECONOMIC DEVELOPMENT IN CITIES.
WE ARE NOW IN CONVERSATIONS ON ECONOMIC DEVELOPMENT OF PROJECTS AND CAPITAL CITIES AND OBVIOUSLY WE HAD GONE THROUGH A NUMBER OF YEARS TO MAKE THIS A PRIORITY TO US.
AND THEN THE STAFF DEVELOPMENT HAS BEEN ON THE AGENDA.
HOWEVER, THIS YEAR WE ARE TAKING A DIFFERENT APPROACH TO SOMETHING OF A MORE CURRENT ENVIRONMENT.
WE ARE INVESTING A LOT INTO KNOWLEDGE, INFRASTRUCTURE AND HOW TO OPERATE IN THIS NEW ENVIRONMENT THAT REQUIRES A GREAT DEAL OF INFRASTRUCTURE EXPANSION OF OUR DIGITAL CAPACITY.
AND, THE LAST PART, BUT NOT LEAST IS THE EDUCATIONAL INFRASTRUCTURE AND ONCE AGAIN THE INFORMATION TECHNOLOGY COMPONENTS HAVE TAKEN ONLINE AND EVEN IN OUR CURRENT ENVIRONMENT.
THIS PARTICULAR YEAR YOU WILL SEE A LOT OF IT ITEMS COMING YOUR WAY AS WE STRUGGLE TO ESSENTIALLY MAINTAIN OPERATIONS INTO LOCATIONS AND THIS WILL OBVIOUSLY SOMETHING WE WILL DO FOR THE FORESEEABLE FUTURE WHICH WILL REQUIRE US TO MAKE CONTINUED INVESTMENTS ON OUR INFRASTRUCTURE.
AND THAT IS THE PLAN AND THE EARLY STEPS OF IMPLEMENTATION BUT THIS IS ACTUALLY BEING FAST FORWARD FOR US TO BE COMPLIANT TO WHAT IS HAPPENING AROUND OUR ENVIRONMENT.
AND, LAST BUT NOT LEAST WE WILL STUDY 8 MONTHS, SIX-MONTH AND THE POSSIBILITY OF CONTINUING THE FACILITY MODERNIZATION.
THERE ARE MULTIPLE CHALLENGES WITH THE STRUCTURE, THE COST AND SO ON.
WE HAVE TO KEEP A CLOSE EYE ON THOSE AND A CLOSER EYE ON THOSE AND WE KNOW OTHER THINGS ARE GOING TO LOOK DIFFERENT FROM THIS POINT FORWARD GIVING THE RELIANCE ON THE DIGITAL FORMAT AND WHO WOULD BE UNLIKELY TO REVERSE WHAT USED TO BE GIVEN THEM PRE-COVID.
AGAIN I WOULD LIKE TO THINK YOU FOR YOUR HELP WITH THE DEVELOPMENT OF THE GOALS AND TAKING THIS APPROACH.
WE HAVE GOTTEN GOALS THAT ARE CONGRUENT WITH WHAT WE DO AND THEY REPRESENT THE VALUES OF THE INSTITUTION.
DO YOU HAVE ANY QUESTIONS? I WOULD BE HAPPY TO ANSWER THEM.
>> PRESIDENT: THANK YOU DOCTOR.
DO I HAVE ANY QUESTIONS FROM THE BOARD OF TRUSTEES? THANK YOU.
DIDN'T REALIZE THAT EVERYONE DIDN'T DO THAT.
IT JUST SEEMS SO, LIKE SUCH A GREAT IDEA.
>> DR. JOSE FIERRO: USUALLY THE BOARD ADOPTS THE GOALS AND THE PRESIDENT ADOPTS THE GOALS ANYTHING WHEN WE STARTED THESE WE WERE THE ONLY COLLEGE UNIT.
WE WERE CALLED CRAZY IT COUPLE OF TIMES BUT NOW I MET WITH THE CEOS TO EXPLAIN THE PLANNING PROCESS.
NOW WE HAVE 2 ITEMS FROM TRUSTEE ZURICH LEWIS.
5.02 WE WILL START WITH THAT ONE.
DO WE NEED A VOTE FOR THE CONSIDERATION? I AM SORRY.
>> PRESIDENT: I HAVE A MOTION AND A 2ND CAN WE GET A ROLL CALL VOTE, ANDREA, THANK YOU.
>> TRUSTEE NINEL SUTHERLAND? CLERK CARMEN AVALOS? JAMES CODY BIRKEY? TRUSTEE ZURICH LEWIS? VP DR. SHIN LIU? TRUSTEE MARIANA PACHECO? TRUSTEE MARISA PEREZ? AND TRUSTEE DR. SANDRA SALAZAR? THE MOTION PASSES.
>> PRESIDENT: ALL RIGHT WILL MOVE TO ITEM 5.02 ASKED BY TRUSTEE LEWIS CONSIDERATION OF ADOPTION OF RESOLUTION #0818A EXPRESSING A VOTE OF NO CONFIDENCE IN LOS ANGELES COUNTY DISTRICT ATTORNEY GEORGE GASCON.
DO WE HAVE A PRESENTATION FROM TRUSTEE ZURICH LEWIS?
>> TRUSTEE: NOT SO MUCH A FORMAL PRESENTATION BUT 1 OF THE REASONS I BROUGHT THIS UP TO THE BOARD, THERE ARE 28 CITIES IN THE COUNTY OF LOS ANGELES INCLUDING NORWALK, LA MIRADA, AND I BELIEVE LAKEWOOD AS WELL HAVE PASSED THIS SIMILAR FORM OF NO-CONFIDENCE VOTE FOR THE DISTRICT ATTORNEY AND WE HAVE LAID OUT MANY REASONS BUT WE HAVE COME TO THE FACT THAT THE SPECIAL DIRECTIVES HAVE INCREASED OR RATHER DECREASED THE PUBLIC SAFETY IN OUR COMMUNITY AND I THINK WE SHOULD BE THE 1ST COMMUNITY COLLEGE TO STEP UP TO THE PLATE.
WE WOULDN'T BE THE 1ST SCHOOL DISTRICT, THERE WOULD BE ROSEMEAD UNIFIED SCHOOL DISTRICT HAS PASSED A NO CONTEST VOTE BUT I THINK IT'S WELL WORTH OUR TIME TO
[03:50:02]
CONSIDER AND SUPPORT THIS RESOLUTION TO BE IN LINE WITH THE MAJORITY OF OUR CITIES AND MAJORITY OF THE CERRITOS COLLEGE COMMUNITY.THE LEADERS HAVE ALREADY TAKEN A STANCE AT THE DISTRICT ATTORNEY WHO HAS ALREADY FLUBBED THE LAW ON HIS STUBBORN IDEOLOGY THOSE ARE MY OWN WORDS.
>> PRESIDENT: DO WE HAVE ANY DISCUSSION ON THIS ITEM?
>> TRUSTEE: I APPRECIATE THIS COMING TO THE TABLE TO HAVE A DISCUSSION ABOUT IT.
UNFORTUNATELY I DON'T AGREE WITH THE POLICIES OR THE INTENT OF THE POLICIES.
IT WAS TO BALANCE THE INEQUITIES OF COMMUNITIES OF COLOR WHICH WE SERVE QUITE A BIT.
IF WE LOOK AT ALL THE COMMUNITIES THAT ENCOMPASS CERRITOS COLLEGE THINK YOU ARE DOING A DISSERVICE TO THOSE WHO FEEL THEY HAVE BEEN TARGETED BY CERTAIN SYSTEMATIC APPROACHES TO THE SYSTEMS OF COLOR.
TO BALANCE THAT WE WOULD DO SOMETHING THAT IS MORE COMPREHENSIVE THAN JUST ONE PERSON AND THEIR OPPORTUNISTIC VIEWS OF WHAT THEY FEEL NEEDS TO BE CHANGED IN A SYSTEM THAT HAS BEEN OPPRESSING MANY PEOPLE OF COLOR.
I WILL NOT SUPPORT SOMETHING THAT I THINK IS ONE-SIDED.
I DON'T THINK THIS IS THE PLACE TO DO THAT.
I THINK THE BALLOT BOX IS THE PLACE TO DO IT SO FOR THAT REASON I'M GOING TO VOTE AGAINST IT.
I APPRECIATE YOU FOR BRINGING IT I KNOW THERE ARE SOME CONCERNS BUT I DON'T INCORPORATED THAT WILL BE A SUPPORT OF ALL THE COMMUNITIES WE SERVE.
>> TRUSTEE: AND, TO CLERK CARMEN AVALOS I UNDERSTAND THAT.
THIS BOARD IN THE PAST HAS TAKEN A NUMBER OF RESOLUTIONS AND DANCES THAT DON'T SPECIFICALLY HAVE TO DO WITH COLLEGE POLICIES INCLUDING ONCE IN A BOND VOTE BY ABC UNIFIED THE DOCCA RESOLUTION FOR THE FEDERAL LEGISLATION AND A NUMBER OF OTHER RESOLUTIONS THAT HAVE GONE IN FAVOR OF THINGS THAT DON'T DIRECTLY DEAL WITH THE POLICIES THAT WE DO HERE.
AND SO, I ORDINARILY WOULD NOT WANT TO DO THAT BUT SINCE THIS BOARD HAS DECIDED TO GO DOWN A ROUTE OF CREATING RESOLUTIONS THAT AFFECT THE COMMUNITIES MORE INDIRECTLY SO TO SPEAK, I BELIEVE THIS WAS SOMETHING THAT WE SHOULD TAKE A STANCE ON ESPECIALLY WHEN MANY OF OUR OTHER LOCAL COMMUNITIES HAVE DONE THE SAME.
>> TRUSTEE: ON THAT I WOULD LIKE TO BRING IT BACK BECAUSE I THINK YOU'RE VERY CORRECT ON THAT THAT WE HAVE TAKEN A STAND ON MANY THINGS BUT I THINK THIS BOARD HAS NOT BEEN NECESSARILY AGAINST AN INDIVIDUAL, IT'S BEEN ON THE CONTEXT OF POLICY THAT IMPACTS WERE TRYING TO DO AT THE COLLEGE WHICH IS EXCLUSIVITY.
TONIGHT I DO SO OR THAT WE HAVE OUR OWN OPINIONS ON HOW THINGS SHOULD TAKE PLACE BUT I THINK THIS PARTICULAR INDIVIDUAL IS THE BALLOT BOX.
IT'S NOT RESOLUTION I DON'T THINK RESOLUTION IS GOING TO DO ANYTHING QUITE WRINKLY BECAUSE THE POWER OF THE VOTE IS WHERE IT NEEDS TO STAY.
AS FAR AS THE POLICIES AND RESOLUTIONS YOU JUST BROUGHT UP LIKE DOCCA, WE SERVE QUITE A BIG POPULATION AS YOU KNOW FOR STUDENTS WHO ARE UNDOCUMENTED.
FOR ME I HAPPEN TO HAVE EVERYONE OF THOSE STUDENTS.
FOR ME, PERSONALLY, THUS SUPPORTING STUDENTS WHO MIGHT NOT HAVE FULL CITIZENSHIP IS THE RIGHT THING TO DO.
OR SUPPORTING AN INDIVIDUAL THAT HAS POLICIES WE DON'T AGREE WITH, THAT IS THE BALLOT BOX.
I AM GLAD YOU BROUGHT IT AND WE ARE HAVING THIS DISCUSSION BUT I DON'T THINK THIS IS THE PLACE FOR POLITICS.
I DON'T THINK IT IS GOOD POLICY TO LOOK AT INDIVIDUALS AND.[INDISCERNABLE].
>> PRESIDENT: I APPRECIATE YOU BOTH PUTTING YOURSELVES ON THAT AND MAKING YOUR POSITION CLEAR ON THAT ISSUE OF SOVEREIGNTY.
IS THERE ANY OTHER COMMENTARY FROM OTHER TRUSTEES? TRUSTEE MARIANA PACHECO?
>> TRUSTEE: I AGREE WITH CLERK CARMEN AVALOS.
GOING AGAINST IN INDIVIDUAL IS NOT THE RIGHT THING OR A BOARD TO DO.
GOING AGAINST SOMETHING THAT IS MORE POLICY DRIVEN AS A WHOLE, NOT THE INDIVIDUAL IS TO ME IT DOESN'T SEEM RIGHT.
THE VOTER HAS VOTED AND IF THEY DON'T WANT HIM THAT IS FINE.
FOR US TO GET INVOLVED WITH AN INDIVIDUAL'S BELIEFS OR WHAT THEY DO OR DON'T BELIEVE THAT'S NOT THE RIGHT THING TO DO.
IT LOOKS LIKE WE ARE ATTACKING AN INDIVIDUAL AND THAT'S NOT THE RIGHT ROUTE IN MY OPINION.
I AGREE WITH CLERK CARMEN AVALOS IN REGARDS TO THAT REGARD.
>> PRESIDENT: THANK YOU TRUSTEE MARIANA PACHECO.
ANY POINT OF DISCUSSION? TRUSTEE MARISA PEREZ?
>> TRUSTEE: THINK YOU VERY MUCH.
I WANTED TO KNOW, DR. JOSE FIERRO IF YOU HAD A CHANCE TO SHARE THIS WITH OUR CERRITOS COLLEGE POLICE DEPARTMENT?
>> DR. JOSE FIERRO: I'M SORRY?
>> TRUSTEE: HAVE YOU GOTTEN THE POLICE DEPARTMENT'S THOUGHTS OR GUIDANCE ON THIS?
>> DR. JOSE FIERRO: NO I HAVE NOT.
WE'VE MADE THIS PUBLIC BUT I HAVE NOT HAD A CONVERSATION WITH THE POLICE DEPARTMENT.
HOWEVER, I DID HAVE A CONVERSATION REGARDING A POTENTIAL IMPACT WITH US BECAUSE WE SENT THE CASE TO THE SHERIFF'S OFFICE AND WE WILL DECIDE AND WE HAVE TO ASSUME THEY ARE PROFESSIONALS AND THEY WILL NOT TAKE THIS ANYWAY AS IT RELATES TO THEIR JOB AND THAT IS PERHAPS THE ONLY CONNECTION THAT WE DO HAVE WITH THE COUNTY AT THIS PARTICULAR TIME AS IT TIES TO MR. GASTONIA'S OFFICE.
>> TRUSTEE: AGAIN, I HAD NOT SPENT A LOT OF TIME ON THIS ISSUE AS I SHOULD BUT THE CITIES THAT ARE TAKING POSITIONS ON THIS ARE ALSO GETTING A RECOMMENDATION FROM THEIR POLICE DEPARTMENT OR SHERIFF.
>> DR. JOSE FIERRO: I'M NOT FAMILIAR WITH THE ISSUE.
>> TRUSTEE: I WOULD LIKE TO HAVE SOME GUIDANCE FROM OUR OWN POLICE DEPARTMENT ON WHAT THEY THINK.
>> TRUSTEE: I DON'T THINK IT IS A GUIDANCE FROM THE SHERIFF, EITHER SHERIFF OF ILLINOIS THE?
>> TRUSTEE: NO, OUR POLICE DEPARTMENT.
>> TRUSTEE: IF YOU WANTED TO DO A VOTE ON THIS THINK IT'S OKAY TO POSTPONE IT BUT IS SOMETHING THAT HAS THE DIRECTIVE OF DIFFERENT POLICE DEPARTMENTS AND RATHER THE COMMUNITY HAS SUFFERED AS A RESULT OF THE POLICY.
THE FACT THAT THIS ISN'T A PLACE FOR POLITICS IS WHAT 1 OF THE TRUSTEES SAID BEFORE ME, THIS IS WHY WE ARE ELECTED IN THE 1ST PLACE TO TAKE A STANCE ON THINGS THAT AFFECT OUR COMMUNITY.
EVERY 1 OF OUR COMMUNITY MEMBERS HAVE BEEN AFFECTED BY PUBLIC SAFETY.
THIS IS A WAY WE CAN VOICE OUR RESOLUTION AGAINST IT.
IT DOESN'T DO ANYTHING BUT WE WERE WILLING TO SUPPORT IT AND THAT'S WHY BROUGHT THIS UP IN THE 1ST PLACE TO MAKE SURE WE STAND IN RESOLUTION WITH MANY OF OUR OTHER CITIES NORWALK, CERRITOS AND LAKEWOOD AND DO THE SAME THINGS THEY HAVE DONE.
>> TRUSTEE: WE REPRESENT.[INDISCERNABLE] CITY.
>> TRUSTEE: IS MAJORITY OF OUR COMMUNITY.
>> TRUSTEE: [INDISCERNABLE] >> TRUSTEE: DOESN'T NEED TO BE UNANIMOUS BEFORE HE MAKE A DECISION?
>> TRUSTEE: IT DOES NOT NECESSARILY NEED TO BE MY POINT IS THIS, IT SHOULD BE LEGITIMATELY VOTED BY THE BOARD AND THAT THE VOTERS DECIDE.[INDISCERNABLE]
[LAUGHTER] >> PRESIDENT: IT SOUNDS LIKE WE HAVE HAD SOME INPUT FROM VARIOUS TRUSTEES AND WE'VE HAD SOME INPUT FROM TRUSTEE MARISA PEREZ.
I'M NOT SURE YOU SUGGEST MOVING THIS ITEM TO A LATER DATE BASED ON ADDITIONAL INFORMATION?
>> TRUSTEE: AS I SAID I'VE NOT BEEN FOLLOWING THIS AS CLOSE AS I SHOULD BUT FOR OUR COMMUNITY IN LAKEWOOD IS A CITY COUNCIL MEMBER WHO WAS A FORMER SHERIFF STARTED LEADING THE CHARGE IN MY COMMUNITY IN LAKEWOOD AND THAT IS HOW I UNDERSTOOD THIS ISSUE TO COME TO THIS POINT AND THAT IS WHY I SAID, AGAIN, HE IS A RETIRED SHERIFF AND I WANTED TO SEE ABOUT GETTING OUR OWN POLICE DEPARTMENT GUIDANCE.
>> PRESIDENT: IT WAS A POLICE APARTMENT LED EFFORT IN SOME SENSE.
>> TRUSTEE: IT DEFINITELY WAS.
THERE ARE TONS OF STORIES AT LEAST IN MY CITY ABOUT, BECAUSE HIS POLICIES HAVE NEGATIVELY IMPACTED PUBLIC SAFETY IN OUR COMMUNITY.
THAT IS THE ARGUMENT THAT I UNDERSTAND AND BECAUSE OF THAT I WOULD LIKE TO GET SOME GUIDANCE FROM OUR POLICE DEPARTMENT LIKE THEY ARE THE PROFESSIONALS IN PUBLIC SAFETY AND I AM NOT.
>> PRESIDENT: TRUSTEE NINEL SUTHERLAND DO YOU HAVE ANY THOUGHTS OR QUESTIONS YOU WOULD LIKE TO SHARE?
>> TRUSTEE: I DO HAVE A COMMENT.
I AM NOT AS FAMILIAR WITH THIS AS I SHOULD BE BUT I DO THINK WE SHOULD GET AS MUCH INFORMATION AS WE CAN AND AS A TRUSTEE I WOULD SAY THE DISTRICT ATTORNEY WAS VOTED IN LEGITIMATELY AND IT SHOULD BE SOLVED IN FRONT OF OTHERS.
I DO THINK THAT WE SHOULD LOOK AT BOTH SIDES AND I DO THINK WE NEED TO POSTPONE THIS TO A LATER DATE OR SOMETHING.
>> PRESIDENT: THE FOLKS ONLINE, VP DR. SHIN LIU OR TRUSTEE DR. SANDRA SALAZAR?
>> TRUSTEE: I KIND OF AGREE WITH TRUSTEE MARISA PEREZ.
MAYBE WE SHOULD ASK SOME OPINION FROM OUR OWN POLICE DEPARTMENT.
>> PRESIDENT: THE WAY WE CAN SOLVE THAT IS IF WE GET A MOTION AND A 2ND TONIGHT OR NOT.
RIGHT? EITHER THAT OR A CONSENSUS.
>> DR. JOSE FIERRO: I THINK IT WILL BE TRUSTEE ZURICH LEWIS, IF YOU WANTED TO CALL THE MOTION TO GO, WE COULD DO THAT AND OBVIOUSLY SOMEONE ELSE COULD CALL A MOTION TO MOVE THE RESOLUTION TO BE CONSIDERED AT A LATER DATE.
ANYONE WILL REQUIRE AN ACTION AND SUPPORT OF THE BOARD.
>> TRUSTEE: I DO APPRECIATE THE COURTESY AND I KNOW IT IS UP TO THE BOARD.
I WOULD AGREE THAT I WOULD BE HAPPY TO MOVE IT ONTO THE NEXT MEETING OR THEREAFTER AND GET THE PERSPECTIVES AND I THINK THE BOARD WILL SEE THE PERSPECTIVES OF THAT ISSUE.
IT'S GOING TO BE WITH MANY OF THOSE 28 CITIES AND THE SCHOOL DISTRICTS THAT MOVE FORWARD OFTEN UNANIMOUSLY ON THIS DECISION.
FOR THE MOST I WOULD LIKE TO POSTPONE THIS ITEM TO THE NEXT REGULARLY SCHEDULED BOARD MEETING.
>> PRESIDENT: DO WE HAVE A 2ND?
>> PRESIDENT: LET'S GET A ROLL CALL VOTE.
>> TRUSTEE NINEL SUTHERLAND? CLERK CARMEN AVALOS? JAMES CODY BIRKEY? TRUSTEE ZURICH LEWIS? VP DR. SHIN LIU? TRUSTEE MARIANA PACHECO? TRUSTEE MARISA PEREZ? AND TRUSTEE DR. SANDRA SALAZAR? THE MOTION PASSES.
>> DR. JOSE FIERRO: I WANT TO CLARIFY FOR THE REQUEST OF ADDITIONAL INFORMATION AND IT IS TO HAVE A CONVERSATION WITH OUR CHIEF OF POLICE LIVE OF THE
[03:55:01]
RESOLUTION AND BRING HIS PERSPECTIVE ON A POTENTIAL RECOMMENDATION AS PART OF THE DISCUSSION.>> TRUSTEE: THAT'S MY UNDERSTANDING.
AND DOES EVERYONE AGREE THAT THIS JUST GETS VOTED? THANK YOU.
>> PRESIDENT: THE 2ND ITEM REQUESTED BY TRUSTEE ZURICH LEWIS, THIS IS CONSIDERATION OF CAN SOLIDARITY WITH CUBAN ACTS OF REPRESSION AND CALLING FOR THE IMMEDIATE RELEASE OF ARBITRARILY ATTAINED CUBAN CITIZENS.
TRUSTEE ZURICH LEWIS? WOULD YOU LIKE TO SHARE? BE TO ABSOLUTELY.
IT IS VERY NEAR AND DEAR TO MY HEART AS MY MOTHER AND GRANDPARENTS ESCAPED COMMUNISM IN CUBA AND WENT TO THE CITY OF BELL AND THEN MOVE TO SOUTHGATE WHERE MY GRANDPARENTS HAD LIVED FOR 40 YEARS AND MY MOTHER FOR 25 TO 30 THEREABOUTS.
MY MOTHER CAME TO CERRITOS COLLEGE AS WELL AND GOT HER EDUCATION HERE.
THIS RESOLUTION THAT I BRING FORWARD MIRRORS THE LANGUAGE THAT UNITED STATES SENATE PASSED ON AUGUST 3 BY AN ANIMUS VOTE.
YOU KNOW, CONDEMNING THE HUMAN RIGHT OPPRESSIONS THAT ARE OCCURRING ON CUBA AND MANY OF WHICH ARE AFFECTING MY FAMILY OVER THERE RIGHT NOW.
I WOULD URGE MY COLLEAGUES TO NOT ONLY SUPPORT THIS AND IT'S NOT JUST BECAUSE OF ME BUT BECAUSE OF THE COMMUNITY MEMBERS IN DOWNEY AND ALL OF THE OTHER CITIES THAT ALSO HAVE FAMILY MEMBERS AND HAVE PROTESTED ON THE STREET CORNERS RIGHT IN FRONT OF PUERTO'S.
TO SHOW SUPPORT OF THE PEOPLE WHO ARE JUST LOOKING FOR THE SAME FREEDOMS THAT WE ARE OFFERED IN THE UNITED STATES OF AMERICA.
I WOULD HOPE THAT WE COULD GET A UNANIMOUS VOTE ON THIS RESOLUTION.
>> PRESIDENT: ANY FURTHER DISCUSSION OR EMOTION?
>> TRUSTEE: I WANT TO SUPPORT YOUR RESOLUTION BECAUSE I THINK IT IS A HUMAN RIGHTS ISSUE AND HAVING A LARGE POPULATION OF CUBAN-AMERICANS AND IMMIGRANTS IN OUR COMMUNITY THAT HAVE GONE THROUGH OUR SCHOOL TO EMPOWER THEMSELVES TO CHANGE THE TRAJECTORY OF THEIR ARRIVAL WHATEVER THE CASE HAVE BEEN.
I KNOW THAT INCLUDES ONE OF THE FORMER MAYORS OF DOWNEY WHO WAS OF CUBAN DESCENT AND HE SHARED HIS STORY.
AGAIN, IT IS A HUMAN RIGHTS ISSUE ANYTHING WE SHOULD BE SUPPORTIVE OF ANYONE WHO IS TRYING TO HAVE LIBERTY AND OPPORTUNITY AND FREEDOM OF EXPRESSION.
NO WE DON'T ALWAYS AGREE ON EVERYTHING BUT THIS IS SOMETHING I CAN SUPPORT IN A STRONGLY BELIEVE THAT PEOPLE SHOULD HAVE THE ABILITY TO VOICE THEIR OPINIONS.
>> PRESIDENT: ANYONE ELSE? ALL RIGHT.
I WILL ECHO THAT AND I AM HAPPY TO SUPPORT THIS.
CAN WE GET A MOTION? [LAUGHTER] ALL RIGHT.
ANDREA CAN WE MOVE TO A ROLL CALL VOTE? TRUSTEE NINEL SUTHERLAND? CLERK CARMEN AVALOS? JAMES CODY BIRKEY? VP DR. SHIN LIU? TRUSTEE ZURICH LEWIS? TRUSTEE MARIANA PACHECO? TRUSTEE MARISA PEREZ? AND TRUSTEE DR. SANDRA SALAZAR? THE MOTION PASSES.
WITH THAT WE WILL MOVE TO REPORTS AND COMMENTS FROM DISTRICT OFFICIALS.
WE START WITH TRUSTEE NINEL SUTHERLAND.
>> TRUSTEE: NO ACTUAL REPORT TO STAY COMMENT WANTED TO WISH ALL OF THOSE STUDENTS IN OUR VARIOUS DISTRICTS THAT WE SERVE, OUR LOCAL WILL K-12 AND OUR COMMUNITY COLLEGE HERE, WELCOME BACK TO OUR STUDENTS FOR HAVING THE COURAGE TO CONTINUE TO MOVE FORWARD WITH MAKING POSITIVE CHANGES IN THEIR LIFE AND ACHIEVING HIGHER EDUCATION.
WE HOPE WE CAN FULFILL THOSE EXPECTATIONS AND MORE IMPORTANTLY EVERYONE CONTINUES TO STAY HEALTHY AND WE DO WHAT WE NEED TO DO TO KEEP OURSELVES WELL SO THEY CAN CONTINUE ON THEIR JOURNEY OF HIGHER EDUCATION.
INTO ALL THE LITTLE KIDS OUT THERE IT'S SO GREAT TO SEE THEM RIDING THE SCHOOL BUS AND BEING IN THEIR UNIFORMS, I AM EXCITED ABOUT MY KIDS PLAYING FOOTBALL.
AND YOU BELIEVE IT? I HAVE 3 KIDS IN HIGH SCHOOL AND ONE IN COLLEGE! CAN YOU BELIEVE IT? OR DID THE TIME GO TO MY I'M VERY EXCITED FOR ALL THE PARENTS WHO LOOK FORWARD TO IT.
GRANDDAUGHTER FINALLY WENT TO SCHOOL THIS WEEK.
SHE WAS ONLINE LAST YEAR FOR CANDOR AND IT IS REALLY NICE TO BE ABLE TO SEE THE KIDS HAVE THE OPPORTUNITIES OF LEARNING THAT YOU KNOW, THAT WE LOST SOME TIME THERE AND I AM EXCITED TO HAVE THEM BACK IN THE CLASSROOM AND HAPPY TO SEE THEM WITH THEIR NEW BACKPACK AND THEIR CHEERY FACES.
I SEE THEM ALL IN THE STORES WHETHER IT IS TARGET, WALMART OR OFFICE DEPOT.
IAM VERY EXCITED FOR THOSE KIDS FOR THEIR LEARNING OPPORTUNITIES IF NOT ANYTHING ELSE.
I WANT TO REMAIN POSITIVE, HOPEFULLY HEALTHY FOR THE 2022 ACADEMIC YEAR.
>> PRESIDENT: THANK YOU CLERK CARMEN AVALOS.
>> TRUSTEE: I HAD GOTTEN TO GO TO THE SCHOOL BOARD ON MONDAY OF LAST WEEK AND IT WAS GOOD TO SEE THEM AND CONGRESSMAN SANCHEZ WAS THERE SWEARING IN AND THE DOCTOR WAS THERE AND SHE GOT A JERSEY TO WEAR AT THE CONGRESSIONAL BASEBALL GAME ON SEPTEMBER 28 AND ON THE BACK IT SHOWS SANCHEZ AS IT ALWAYS DOES SANCHEZ IX WHICH MEANS 9, TITLE IX WHICH WE DEFINITELY SUPPORT HERE AT CERRITOS COLLEGE.
IT WAS GOOD TO SEE THAT AND IT WAS GOOD TO SEE THE CONTINUED SUPPORT WITH THE SCHOOL BOARD AND AS WELL AS THE DISTRICT PARTNERSHIPS THAT WE HAVE THROUGHOUT OUR COMMUNITY AND LOOKING FORWARD TO SOLIDIFYING THAT THE MORE AS WE GO BACK TO IN PERSON SESSIONS.
TRUSTEE MARIANA PACHECO? REPORT?
>> TRUSTEE: I WAS AT A MEETING THIS MORNING AT 7:30 IT'S BEEN A LONG DAY.
IT SEEMS LIKE SUCH A LONG TIME AGO.
[LAUGHTER] IT WAS A REALLY GOOD MORNING AND MEETING AND I FOUND IT INTERESTING THERE'S A LOT OF THINGS THAT I THINK.[INDISCERNABLE] SO WE CAN LISTEN AND GET 1 OF THE THINGS THAT DR. JOSE FIERRO HAD SAID WAS GETTING PRESENTATIONS IN REGARDS OF CERTIFICATION AND MOVING FORWARD.
I THOUGHT IT VERY INTERESTING BEING THAT I ATTENDED.
>> TRUSTEE: THANK YOU VERY MUCH AND THANK YOU TO EVERYONE FOR BEING HERE TONIGHT AND LISTENING ONLINE.
AGAIN WANT TO WELCOME EVERYBODY BACK, ALL OF OUR STUDENTS ARE HERE IN PERSON AND WE ENCOURAGE THEM TO STAY ON THEIR PATH TO GRADUATION TO COMPLETE THEIR DEGREES AND I WANTED TO ACKNOWLEDGE ALL THE FACULTY AND STAFF WHO ARE BACK HERE ON CAMPUS AND ALL THE WORK THEY ARE DOING FOR THE STUDENTS.
I ALSO WANTED TO PUT ASIDE THIS, THE CENSUS DATA IS OUT AND THERE IS SOME SIGNIFICANT CHANGES IN CALIFORNIA AND I THINK THAT WILL BE SOMETHING THAT IS VERY TIMELY REST DR. JOSE FIERRO AS WE LOOK AT THE BOUNDARIES FOR THE TRUSTEE AREAS I HOPE WE CAN START THAT DISCUSSION AS SOON AS WE CAN AND REALLY TALK ABOUT TRULY DRAWING A LINE TO REPRESENT OUR COMMUNITY AND I KNOW WHEN THE COLLEGE WENT TO THE TRUSTEE AREAS BACK IN 2012 THERE WAS SOME QUESTIONABLE FUZZY LINES AND AREAS WHERE WE SHARE AND REPRESENT.
AGAIN I'M HOPING THAT WE CAN REALLY VERY BROAD LOOK AT HOW TO BEST SERVE THE COMMUNITIES THAT WE ALL CARE SO MUCH ABOUT AND HOW TO BEST REPRESENT THE DISTRICTS AND OUR STUDENTS.
I'M LOOKING FORWARD TO THAT DISCUSSION WHENEVER IT COMES OUT.
>> PRESIDENT: THANK YOU TRUSTEE MARISA PEREZ, TRUSTEE DR. SANDRA SALAZAR?
>> TRUSTEE: I WANTED TO TAKE THIS MOMENT TO THINK DR. JOSE FIERRO'S LEADERSHIP IN TERMS OF COVERT PROTOCOLS TO KEEP OUR CAMPUS STATE AS WELL AS ADMINISTRATION, STAFF AND STUDENTS.
IN BEING FLEXIBLE IN KNOWING THAT WE CONTINUALLY HAVE TO MAKE THESE CHANGES AS WE GET MORE INFORMATION AND LEARN MORE ABOUT HOW OUR NEW NORMAL WILL BE.
I WANTED TO THANK DR. JOSE FIERRO AND EVERYONE WAS WORKING HARD ON A DAILY BASIS TO KEEP OUR CAMPUSES SAFE.
>> PRESIDENT: THANK YOU TRUSTEE DR. SANDRA SALAZAR.
>> TRUSTEE: SAME THING I JUST HAVE A COMMENT WELCOME BACK STUDENTS.
I REALLY WANT TO THANK THE ADMINISTRATION GROUP AND FACULTY AND STAFF THE DEDICATION TO SERVE STUDENTS.
>> DR. JOSE FIERRO: THANK YOU.
I WANT TO RECALL EVERYONE'S GRATITUDE TO EVERY SINGLE PERSON TO MAKE THE REOPENING POSSIBLE.
IT HAS BEEN A LOT OF WORK BUT IT'S NOT JUST MY WORK, I AM HAPPY TO BE THE ONE WHO SHOWS UP TO MOST OF THE MEETINGS BUT THE ENTIRE CAMPUS HAS WORKED REALLY HARD TO MAKE THE REOPENING POSSIBLE.
IS IT ALL PERFECT THE 1ST DAY? OF COURSE NOT.
WE HAVE BEEN AWAY FROM CAMPUS ALMOST 2 YEARS, 18 MONTHS OR SOMETHING LIKE THAT AND THINGS DON'T GET USED, THEY TEND TO SHOW ISSUES OR THE IT AND FACILITY STAFF HAS WORKED TIRELESSLY TO GET US TO THIS POINT.
IN FACT, WE WERE DOING THE LAST WALKS SATURDAY AND SUNDAY, THERE WERE PEOPLE WORKING HERE OVER THE WEEKEND AS THEY HAD IN FOR THE LAST SEVERAL DAYS GETTING US TO THAT POINT.
I WANT TO ASK ALL OF US TO SHOW GRATITUDE FOR OUR CHAIR AND A LITTLE PATIENCE WHEN WE RUN INTO THINGS THAT ARE NOT NECESSARILY THE WAY THEY USED TO BE BECAUSE THINGS HAVE NOT BEEN THE WAY THEY USED TO BE FOR ALL OF US AND JUST LIKE IT IS A STRUGGLE FOR YOU TO SHOW UP TO WORK, IS ALSO STRUGGLE FOR THAT PERSON TO HELP YOU SHOW UP TO WORK.
WE ARE ALL CARRYING SOME KIND OF BAGGAGE NOWADAYS IN ORDER TO MAKE IT THROUGH THIS DIFFICULT TIME.
THINK IT'S IMPORTANT FOR US TO SUPPORT EACH OTHER.
IT WILL TAKE THE WORK OF ALL OF US TO MAKE IT BETTER FOR EVERYONE.
I ALSO WANT TO THANK THE STUDENTS BECAUSE THEY HAVE DONE AN INCREDIBLE JOB THE LAST FEW DAYS FOLLOWING THE PROTOCOLS.
I HAVE NOT SEEN A STUDENT NOT FOLLOWING THE PROTOCOLS.
I HAVE NOT SEEN STUDENTS ARGUING BECAUSE THEY ARE REQUIRED TO DO THIS OR THAT AND I THINK IT IS VERY IMPORTANT TO ACKNOWLEDGE THAT BECAUSE IT SHOWS THAT WE ALL UNDERSTAND THAT IN ORDER FOR US TO KEEP COMING TO WORK AND TO SCHOOL PHYSICALLY AT CERRITOS COLLEGE WE NEED TO COLLABORATE TO KEEP EVERYONE SAFE.
AND STAYING SEMI-OPEN FOR ALL OF US.
AND, IF WE DON'T FOLLOW THE PROTOCOLS AND WE HAVE THE OUTBREAK WE COULD BE SHUT DOWN.
IT IS IMPORTANT TO SHOW THE OPPORTUNITY TO SEE PEOPLE AND I WANT TO KNOWLEDGE THE
[04:00:02]
WORK OF THE STUDENTS AND THE PROPERTY STAFF, ADMINISTRATORS, EVERYONE.AS WE MOVE FORWARD AND WHAT I WANT US TO REMEMBER IS THAT LITTLE BIT OF COURTESY AND PATIENCE THAT WE ALL NEED TO HAVE WITH EACH OTHER AS WE STRUGGLE THROUGH DIFFERENT ASPECTS OF THE CAMPUS HAS BEEN CLOSED SO IT'S HARD TO REOPEN A CAMPUS AT THIS TIME, HIRING PEOPLE IS SLOW EVERYWHERE.
JUST FOR CERRITOS COLLEGE, IF YOU GO TO A RESTAURANT THE WEIGHT IS A LITTLE LONGER NOWADAYS BECAUSE THEY ARE SHORT ON COOKS AND STAFF.
I SAW A SIGN THAT SAID THERE'S A SHORTAGE OF EMPLOYEES GLOBALLY SO BE NICE TO THOSE WHO SHOW UP WORK TODAY.
IT SOUNDS KIND OF SILLY WHEN YOU SEE THAT BUT IT'S NOT.
EVERYONE HAS SOME SORT OF DIFFICULTIES NOW WITH WHAT EVERYONE IS ENDURING.
HAVE A LITTLE BIT OF PATIENCE.
I WANTED TO ADDRESS A COUPLE OF THE COMMENTS INITIALLY FROM THE BEGINNING OF OUR MEETING.
AND, THE 1ST 1 THAT I WANT TO ADDRESS HAS TO DO WITH ENROLLMENT.
WE HAVE BEEN FOLLOWING ENROLLMENT CLOSELY AND ACTIVELY MONITORING ENROLLMENT AND SWITCHING FOLLOWING THE NEEDS OF THE STUDENTS.
I WANT TO BE VERY CLEAR THAT WERE NOT MAKING DECISIONS RANDOMLY OR AT THE LAST MINUTE BECAUSE WE ARE CAPRICIOUS.
WE ARE FOLLOWING STUDENT TREND IN ORDER TO DO THAT.
IT'S NOT JUST SAYING THAT THERE'S POOR ENROLLMENT DATA SHOWING IT.
THE APPROXIMATE ENROLLMENT SHORTFALL IN THE STATE OF CALIFORNIA IS AT 16 PERCENT.
MEANING, APPROXIMATELY 450,000 STUDENTS ACROSS THE STATE ARE NOT COMING BACK TO SCHOOL.
WE HAVE A 2.1 MILLION STUDENT POPULATION IN THE STATE OF CALIFORNIA SO WE ARE TALKING ABOUT A SIGNIFICANT NUMBER OF STUDENTS NOT SHOWING UP TO SCHOOL.
AT CERRITOS COLLEGE WE ARE NOT THERE.
OUR ENROLLMENT IS DOWN IN THE ENROLLMENT IS DOWN ABOUT 7 PERCENT.
WE ARE OUTPERFORMING THE STATE ON ENROLLMENT.
WE WILL CONTINUE, OF COURSE, TO TRY TO FOLLOW AS CLOSE AS POSSIBLE THE TREND AND BE RESPONSIVE TO THE STUDENT NEEDS BECAUSE THE STUDENTS ARE NOT COMING TO SCHOOL ACROSS THE STATE.
SO TO SIMPLIFY A DROP IN ENROLLMENT TO A DECISION OF REOPENING THE CAMPUS I THINK IS MISLEADING AND WE HAVE TO FOCUS TO ENSURE THAT WE ARE PROVIDING THE SERVICES TO THE STUDENTS NEEDS WHEN THEY NEED THEM IN ORDER TO HELP THEM ACHIEVE THEIR GOALS AND MAINTAIN AN ENROLLMENT AS TIGHT AS POSSIBLE.
CAN IT BE BETTER WITH COLLABORATION? YES.
I THINK THE COLLEGE COLLECTIVELY HAS DONE A DROP IN ENROLLMENT TO A REOPENING IN THE CAMPUS AND WE ARE CLEARLY OUTPERFORMING THE STATE AS IT RELATES TO ENROLLMENT.
WHEN WE SEE ISSUES RELATED WITHIN THE COMPLICATION OF COVID-19 UNDERSTAND THAT WE ARE NOT ALL POLICE ON CAMPUS AND POLICING OTHERS BUT COMMON COURTESY IF WE ARE WORKING ON THIS TOGETHER IT DID TASTE THAT IF I SEE A STUDENT WITHOUT A MASK, THEORETICALLY I'M TEACHING A CLASS AND WE SHOULD BE GOOD NUMBER WE ASKED THEM, DO YOU MIND WEARING YOUR MASK? 9/10 TIMES THEY JUST DO IT.
THERE ARE A COUPLE OF EXAMPLES WITH VICE PRESIDENT MARANDA.
WE HAD THE WRISTBAND AND THERE WAS NO ISSUE OR ARGUMENT IT WAS JUST AN IMMEDIATE COLLABORATION BY ALL OF US DOING THAT AND THERE WAS AN EXAMPLE WITH A PROPERTY MEMBER IN THE HALLWAY.
THE PROPERTY MEMBER WAS HAVING AN ISSUE AND WE ALL CHIP IN TO BE ABLE TO CORRECT THE ISSUE.
I THINK THAT IS WHERE WE AS JULIET CERRITOS COLLEGE SHINES AND WE NEED TO CONTINUE EVERY DAY TO HAVE A GOOD SEMESTER.
IT IS OFF TO A GREAT START AND I AM VERY EXCITED TO BE BACK AND SEE PEOPLE AND SEE PEOPLE ON CAMPUS.
LAST BUT NOT LEAST I HAVE GREAT NEWS FOR TRUSTEE ZURICH LEWIS, WE ARE BEGINNING TO RECRUIT FOR SPORTS AND WE WILL HAVE OUR 1ST COMPETITION ON SPORT COMING UP ON WHEN IS IT? TRUSTEE MARISA PEREZ?
>> TRUSTEE: SOON, IT IS AT THE END OF THE MONTH.
>> DENNIS FALCON: IS IT MELEE OR IS IT SPORTS? THERE'S A BIG DIFFERENCE AND THAT.
>> DR. JOSE FIERRO: IT WILL BE PREVIEWED BY YOU.
THAT IS NOT A GAME THAT I KNOW.
YOU KNOW SOMEONE WHO IS CURRENTLY A CHAMPION ON MARIO KART.
I THINK WE SHOULD BE ABLE TO ENROLL ON THE CHAMPIONSHIP FOR MARIO KART.
SO, WE WILL BE STARTING A RECRUITMENT FOR E SPORTS AND HOPEFULLY WE WILL GET ENOUGH STUDENTS TO GO THROUGH THE PROCESS.
>> TRUSTEE: AND THE TRUSTEE, TOO.
>> DR. JOSE FIERRO: AND THE TRUSTEES, COME BY MY OFFICE.
>> DENNIS FALCON: >> TRUSTEE: WE DON'T HAVE TRUSTEE SCHOLARSHIPS.
>> TRUSTEE: JUST AS THE FOUNDATION THEY CAN CREATE ONE!
[LAUGHTER] >> PRESIDENT: GOING BACK TO THE STUDENTS, FACULTY AND STAFF AND COMMITTEE MEMBERS, VENDORS, EVERYBODY, WE THANK YOU FOR YOUR PATIENCE YOUR EXTRA PATIENTS.
TONIGHT'S MEETING WAS A PERFECT EXAMPLE OF THE CHRISTMAS LIGHTS NOT WORKING AS WELL AS WHEN WE PACKED THEM UP LAST CHRISTMAS.
I APPRECIATE EVERYBODY'S VERY REAL ADDITIONAL PATIENTS WITH TECHNOLOGY AND PEOPLE, PEOPLE LIKE MYSELF FEEL LIKE WE ARE GETTING UNPACKED FROM THE CHRISTMAS LIGHT FOXES AS WELL AND THEN, I WANT TO ECHO MISS LOPEZ AND DR. JOSE FIERRO, PEOPLE ARE WORKING VERY HARD TO FIGURE THIS STUFF OUT AND REMEMBER THEY ARE ON YOUR TEAM AND THEY ARE GOING TO DO A GREAT JOB TO GET IT SORTED.
JUST GIVE US ALL A LITTLE EXTRA TIME.
I AM LOOKING FORWARD TO THIS SCHOOL YEAR.
IT WILL BE CHALLENGING BUT I AM EXCITED, REGARDLESS.
WITH THAT, OUR CLOSED SESSION IS DISC AND BEING PEERED WE WILL RECONVENE TO OPEN SESSION AFTER THE 3 READOUT AND DISCUSSION OF THE 5 ITEMS. ALL RIGHT, THANK YOU.
