WHEN THEY DO CHOOSE TO ADD LOCAL STANDARDS, HOW DO WE KNOW OR HOW DOES ANYBODY KNOW THAT THERE WON'T BE AN ADVERSE IMPACT IN RECRUITMENT AND HIRING IN RELATION TO DIVERSITY, EQUITY AND INCLUSION? FORMALLY UNDERREPRESENTED GROUPS AMONG THE FACULTY, ETC., TO BE SPECIFIC.

AFTER EIGHT SESSIONS OF NEGOTIATING AND PASSING PROPOSAL THROUGH THE VIRTUAL TABLES, CCFF IS HAPPY TO ANNOUNCE WE HAVE MET A TENTATIVE AGREEMENT WITH THE DISTRICT FOR THE FALL OF 2021 RETURN TO CAMPUS.
CCFF IS PROUD OF THE WORK THAT ALL THE FACULTY HAS DONE AND WILL CONTINUE TO DO AND WE ARE HAPPY THE DISTRICT IS ACKNOWLEDGING OUR SACRIFICES THROUGH VOLUNTARY COMPENSATION, FLEXIBILITY WITH ACCOMMODATIONS AND COMPASSION TO OUR PART-TIME FACULTY THROUGH PROVIDING PRORATED MEDICAL REIMBURSEMENT.

IN 1969 SHE WAS AT CERRITOS COLLEGE MAJORING IN BUSINESS EDUCATION.
SHE TRANSFERRED TO CSU TO COMPLETE HER GRADUATE STUDIES IN IN 1970 TEACHING CAREER WAS LAUNCHED AS SHE BEGAN TO TEACH AT LOCAL CATHOLIC HIGH SCHOOLS IN ENGLISH AND FOREIGN LANGUAGE DEPARTMENTS.
AT THAT TIME SHE WROTE A CURRICULUM FOR BUSINESS.
SHE CONTINUED WITH HER GRADUATE STUDIES AND IN 1979 SHE RETURNED WITH AN MA IN EDUCATION AND A SUPERINTENDENT LICENSE AT PEPPERDINE UNIVERSITY.
IN 1979 SHE WAS HIRED BY CERRITOS COLLEGE TO PART TIME TEACHING FROM 1980 TO 1982.
SHE WAS A FULL TIME TEMPORARY HIRED TO TEACH IN THE SCIENCE DEPARTMENT.
THE FOLLOWING YEAR IN 1983 SHE BECAME A FULL-TIME HIRE IN THE OFFICE SECRETARIAL PROGRAM AS IT WAS CALLED AT THAT TIME.
IN 1984 SHE WROTE A TEXTBOOK FOR THE 162 COURSE AND THAT TEXTBOOK WAS USED IN THE DEPARTMENT UNTIL 2018 WHEN IT WAS RETIRED.

IN 1986 SHE BECAME THE DEPARTMENT CHAIR WHEN SHE WAS JOINED BY BARBARA SODIUM WHO IS ALSO RETIRED.
AS COCHAIR TO THE DEPARTMENT IN THE 1980S.
SHE INSTITUTED THE BILINGUAL SPANISH OFFICE PROGRAM AND BEGAN THE PROGRAM FOR THE

I'M GOING TO START WITH SHARING OUR EFFORTS ON ASSEMBLY BILL 927 BY MEDINA WHICH IS THE BACCALAUREATE DEGREE PROGRAM WHICH WOULD PERMIT COMMUNITY COLLEGES TO

OFFER BACCALAUREATE DEGREES THAT ARE NOT OFFERED BY THE UC AND CSU AND REMOVE THE SUNSET DATE FROM JULY 1, 2026 THAT IS CURRENTLY IN PLACE FOR THESE 15 COLLEGE PROGRAMS. THE ACTION THE LEGISLATOR TOOK WAS AS OF JULY 5, THE BILL WAS REFERRED TO THE COMMITTEE ON EDUCATION.THIS BILL WOULD BE THE BACCALAUREATE PILOT PROGRAM DEGREE AND OFFER 15 BACCALAUREATE DEGREE PROGRAMS DURING EACH ACADEMIC.
AND ALLOW FOR BACCALAUREATE REVIEW PROGRAMS TO BE ADMINISTERED THROUGH THE OVERSIGHT OF THE CHANCELLOR'S OFFICE.
ASSEMBLY BILL 928 IS A STUDENT TRANSFER ACHIEVEMENT REFORM ACT OF 2021.

AS YOU KNOW, WE LED THE EFFORTS IN 2010 WITHIN STATE SENATOR ALEX PADILLA TO CREATE THE ASSOCIATE DEGREE FOR TRANSFERRING CALIFORNIA.
IT WAS A HISTORIC EFFORT TO ENSURE THAT STUDENTS HAD A CLEAR PATH, GUARANTEE OF ADMISSIONS AND GUARANTEE OF JUNIOR STANDINGS.
IT WAS A HISTORIC WIN FOR ALL OF US.
YOUR COMMITMENT TO TRANSFER HAS BEEN NOTED AS YOU RECEIVED THE COMMENCEMENT OF EDUCATION IN 2019 AND YOU ARE ONE OF THE LEADING CAMPUSES IN THE STATE OF CALIFORNIA IN TERMS OF AWARDING THE ASSOCIATE DEGREE FOR TRANSFER FOR BLACK STUDENTS.
AS MANY OF YOU KNOW THE VERY CORE OF EVERYTHING WE CHAMPION IS A FOCUS OF HOW DO WE IMPROVE, NOT JUST ACCESS FOR HIGHER EDUCATION FOR STUDENTS, BUT HOW DO WE FINALLY ELIMINATE AND CLOSE THE GAPS THAT PERSIST FOR HIGHER EDUCATION WHEN IT COMES TO LATINO, LOW INCOME, BLACK AND ASIAN STUDENTS.
YOU KNOW THAT ALTHOUGH WE MADE HISTORY IN 2010 WE STILL HAVE A LONG WAY TO GO IN TERMS OF IMPROVING THE TRANSFER PATHWAY.
IN FACT, OUT OF THE STUDENTS WHO SAY THEY WANT TO TRANSFER ONLY 19% WILL DO SO IN FOUR YEARS.
UNFORTUNATELY IT IS LOWER RATES FOR BLACK AND LATINX STUDENTS.
WITH THAT IN MIND THIS DOES THREE KEY THINGS.
IT REQUIRES THAT THE CSU AND UC COME TOGETHER AND ALIGN THE GED REQUIREMENTS FOR STUDENTS.
WE HAVE A 3G IN HIGH SCHOOL THAT ALLOW STUDENTS TO BE ELIGIBLE FOR THE UC AND CSU.
AS TRANSFER STUDENTS WE TREAT TRANSFER STUDENTS DIFFERENTLY.
WE MAKE IT HARDER FOR THEM TO FIGURE OUT IF THEY ARE ELIGIBLE TO TRANSFER TO A UC OR CSU.
THIS WOULD COMPEL THE SYSTEMS TO DO THAT AND TO DO IT IN CONSULTATION WITH THE COMMUNITY COLLEGE SYSTEM.
IT SETS UP AN INTERSECTIONAL COMMITTEE THAT WOULD ASSURE THAT WE ARE ALIGNED ACROSS OUR SYSTEMS WITH REGARDS TO TRANSFER.
IT CREATES A DEFAULT FOR STUDENTS.

WE HAVE ADDRESSED SEVERAL OF THE CONCERNS ADDRESSED BY THE COMMUNITY COLLEGE LEAGUE OF CALIFORNIA AND OTHERS AROUND THE LEGISLATION IN PARTICULAR IT IS ENSURING THAT THE COMMUNITY COLLEGE IS TO CHAIR THE INTERSEGMENTAL OVERSIGHT COMMITTEE FOR THE FIRST TWO YEARS.
THAT MEANS THE COMMUNITY COLLEGE SYSTEM WILL HAVE THE OPPORTUNITY TO SET THE AGENDA FOR THE FIRST TWO YEARS AND ASSURE AN IMPORTANT ROLE.
WE ALSO DELAYED IMPLEMENTATION OF ACKNOWLEDGMENT OF THE ADDITIONAL TIME NECESSARY TO MOVE THIS WORK FORWARD.
WE HAVE EXTENDED THAT DEADLINE AND WE ALSO MADE IT CLEAR THAT THE DEFAULT INTO THE ASSOCIATE DEGREE TRANSFER PATH PROGRAM AND THE DEFAULT IS ALREADY IN

THE ACTION FOR THIS BILL WAS HELD IN THE ASSEMBLY APPROPRIATIONS COMMITTEE AND INCLUDED THIS DUDE SENATE FOR CALIFORNIA COMMUNITY COLLEGES.
>>> ASSEMBLY BILL 337 WHICH WAS LED BY IT FOCUSES ON THE NONVOTING STUDENT NUMBER POSITION IN THE BOARD OF GOVERNORS AND WOULD INCREASE THE VOTING MEMBERSHIP FROM 17 TO 18 MEMBERS.
THIS WAS APPROVED BY THE GOVERNOR ON JUNE 28 AND GOES INTO EFFECT ON JANUARY 1 OF 2022.
AND SO, AGAIN, THIS WOULD CHANGE THE VOTING RIGHT TO ALLOW A STUDENT TO BE A VOTING MEMBER.

WHAT WE TRADITIONALLY KNOW AS CAL GRANT BE FOR STUDENTS AND CAL GRANTS C FOR THE VOCATIONAL STUDENTS, IT WOULD BE CAL GRANT TO FOR CAL GRANT BE AND CAL GRANT C WOULD TRANSITION TO BE CALLED CAL GRANT NUMBER 4.
CAL GRANT NUMBER 2 WOULD GUARANTEE AND ACCESS FOR ALL COLLEGE STUDENTS WITH AN EXPECTED FAMILY CONTRIBUTION OF ZERO DOLLARS WHO DO NOT HAVE DEPENDENTS.
THIS BILL SPECIFICALLY WOULD USE PROPOSITION 98 GENERAL FUND DOLLARS AS A WAY TO FUND CAL GRANT NUMBER 2 AND CAL GRANT NUMBER 4.
AS OF THE 16TH IT WAS REFERRED TO THE SENATE COMMITTEE ON EDUCATION.

NOT ONLY TO INCLUDE CONTINUATION HIGH SCHOOL AS IT DID IN OCTOBER 2019 WITH ASSEMBLY BILL 30 AND ASSEMBLY BILL 3861 BUT THIS WOULD ALSO INCLUDE COMMUNITY SCHOOLS AND JUVENILE COURT SCHOOLS.
THE FOCUS HERE IS TO AUTHORIZE THIS PROGRAM SPECIFICALLY UP UNTIL JANUARY 1 OF 2027 WHICH WOULD ALLOW FOR THE INDEFINITE CONTINUATION OF CC AP PARTNERSHIPS.
WITH THAT WE CAN TRANSITION INTO AB 103 AND IT IS A PLACEHOLDER BILL.
THIS BILL WAS STARTED ON MARCH 24 BUT WAS CANCELED AT THE REQUEST OF THE AUTHOR.

THE LA METRO BOARD UNANIMOUSLY PUT FORWARD A PILOT PROGRAM TO CREATE THEIR LIST TRANS OR TRANSIT FOR K-12 AND COMMUNITY COLLEGE STUDENTS.
STARTING NEXT MONTH FOR AT LEAST 18 MONTHS.
IT WOULD PROVIDE UNLIMITED RIGHTS IN LA COUNTY AND AN OPT IN TYPE PROGRAM FOR STUDENTS WHO ARE CONNECTED TO THE METRO.
THAT COULD INCLUDE NORWALK TRANSIT, LONG BEACH TRANSIT AND THIS WOULD BE THE LONGEST PILOT PROGRAM IN THE UNITED STATES.
WITH THE SUPPORT OF TWO FEDERAL BILLS WE ARE ALSO TRACKING, STUDENTS, FACULTY AND STAFF HAVE THE HISTORIC OPPORTUNITY TO SEE THEIR TRANSIT OPERATION.

THIS WOULD CREATE 20 BILLION IN NATIONAL PROGRAM FOR NEW TRANSIT OPERATIONS.

THIS IS A SUPPORT EFFORT TO IMPLEMENT FAIR FREE PUBLIC TRANSPORTATION SYSTEMS. MEANING THAT THERE WOULD BE NO COST AND IT WOULD FULLY SUBSIDIZE PUBLIC TRANSPORTATION AROUND THE COUNTRY.

WE HAVE AN ENROLLMENT OF 2.2 MILLION STUDENTS AND THE FEDERAL COMPOSITE IS ONLY 400,000.
LOOKING AT THE ISSUE OF TRANSFER SHOULD BE JOINED AT A LEVEL, A GREATER LEVEL OF RESPONSIBILITY ON BOTH ENDS.

FOR THE STUDENTS TO TRANSFER THE CSU HAS TO OFFER THE ADMISSION.
BACK SEVERAL YEARS AGO DURING THE RECESSION WHEN THERE WAS A CUT IN ENROLLMENT IN CSU SPRING ADMISSIONS THE ONLY STUDENTS THAT WERE ADMITTED INTO CSU WERE ONES THAT HAD EARNED THE ASSOCIATE DEGREE FOR TRANSFER.
YES, WE HAVE TO DO MORE TO EXPAND CAPACITY AND SUPPORT ADDITIONAL CAPACITY FOR GROWTH FOR TRANSFER STUDENTS AND IN PARTICULAR AT CSU.
PART OF THAT PRESSURE ON THE UC AND CSU IS ALIGNING THE CURRICULUM.
THE REQUIREMENTS FOR ADMISSION.
THE OTHER PIECES ARE IMPORTANT BUT IT IS ACTUALLY A REALLY BIG DEAL TO SAY TO THE UC AND CSU YOU HAVE TO ALIGN YOUR REQUIREMENTS THE STUDENTS WOULD BE ELIGIBLE FOR BOTH SYSTEMS. I THINK THAT IS REALLY A POWERFUL INCENTIVE AND WOULD BE PRETTY HISTORIC.
THE WHOLE THING ABOUT THE INTERDIMENSIONAL COMMITTEE IS TO BRING EVERYONE TOGETHER TO WORK COLLECTIVELY AND COHESIVELY ON TRANSFER.

AND AT THE HIGH 400, LOW 400 CASES IN THE LAST FEW DAYS AS WE CAN SEE IN THE GRAPH BELOW.
THOSE RATES ARE A LITTLE HIGHER AND MAY REMAIN CONSTANT.
THE DEATH RATE IS RELATIVELY LOW COMPARATIVELY SPEAKING, NOW.
WHEN WE TALK ABOUT VACCINATIONS, WE ARE TALKING ABOUT THE CORRELATION BETWEEN THE VACCINATION RATES, INFECTION RATES AND HOSPITALIZATION RATES AND DEATH RATES IN THE COUNTY.
ABOUT 99% OF ALL OF THE CASES THAT WE HAVE EXPERIENCED BETWEEN DECEMBER AND JUNE 2021 ARE UNVACCINATED INDIVIDUALS.

IT SEEMS TO BE MOVING VERY QUICKLY AMONG THE YOUNG INDIVIDUALS WHO HAVE BEEN UNVACCINATED AND WE ARE SEEING INDICATIONS THAT THE VACCINE, THE PFIZER AND JOHNSON AND JOHNSON ARE LARGELY EFFECTIVE AGAINST THE DELTA VARIANT.
AND THERE IS A RISK THAT PEOPLE WHO ARE FULLY VACCINATED COULD POTENTIALLY BE AFFECTED WITH THE DELTA VARIANT.
THE PURPOSE OF THE VACCINATION AT THIS POINT IS TO PREVENT ONE FROM GETTING THE DISEASE.
AND TO ENSURE THAT IF YOU GET THE DISEASE YOUR SYMPTOMS ARE LESS SEVERE IN YOUR CHANCES OF BEING HOSPITALIZED DECREASED SIGNIFICANTLY AS WELL AS ITS CHANCES OF PASSING FROM COVID-19.
AT THIS POINT WE STILL HIGHLY RECOMMEND ANYONE WHO HAS NOT BEEN VACCINATED WHO IS ABLE TO GET VACCINATED TO PLEASE DO VACCINATE.

SO THIS ESSENTIALLY IS RETROACTIVE FOR THE BOARD OF TRUSTEES TO APPROVE JUNE 17, 2020 AS JUNETEENTH HOLIDAY IN RESPONSE TO THE FEDERAL ACTION TO RECOGNIZE JUNETEENTH AS A FEDERAL HOLIDAY.
SO THE RESOLUTION IS PRESENTED.
HOWEVER, I WOULD LIKE TO BRING TO YOUR ATTENTION A CHANGE.
