DO WE HAVE ANY COMMENTS FROM THE AUDIENCE?

>> YES, WE HAVE ONE PUBLIC COMMENT.

THIS PUBLIC COMMENT IS FROM ELLA HUNDRED RODRIGUEZ AND HE SAYS GOOD EVENING BOARD.

A FEW COMMENTS FROM THE BOARD MEETING DATED DECEMBER 16, 2020 REALLY RESONATED WITH ME AND I WANTED TO COMMENT RESPECTIVELY.

FIRSTLY, RESPECT OF THE TRUSTEE LOOSES EXPRESSION OF PRIDE REGARDING UNOPPOSED ELECTED OFFICIALS THROUGHOUT THE RUNNING.

PLEASE UPDATE PART NUMBER TWO, AC CJC.

PER THE POLICY, PUBLIC DISCLOSURE AND COVERT AGILITY IN THE ACCREDITATION PROCESS.

34 CFR SECTION 668.43 THE INSTITUTION MUST POST TO ITS WEBSITE READILY AVAILABLE, WHICH PER DICTIONARY.COM PROMPTLY, EASILY IN ITS CATALOG CLEAR AND ACCURATE INFORMATION ABOUT THE AGENCIES THAT HAVE ACCREDITED.

NOTE, CERRITOS COMMUNITY AND SCHEDULE CLASSES DOES NOT DISCLOSE INFORMATION, ACCREDITATION OR PROCESS FOR FILING COMPLAINTS.

AS WELL AS NOT EASILY FOUND IN THE COLLEGE WEBSITE IS DIFFICULT TO FIND A MUST CLICK MANY TABS TO LOCATE TOOK ME 30 MINUTES TO FIND.

MAY BETTER SUIT/EMPOWER STUDENT BODY TO HAVE ALL ON STUDENT SERVICES TAB OR ON SOME PAGE.

STUDENT GRIEVANCES AND ACCREDITATION AGENCIES AND FILING OF COMPLAINTS.

SECTION 4, AC CJC REQUIRES PUBLIC DISCLOSURE OF THE FILE COMPLAINTS, WHICH FEDERAL REGULATIONS REQUIRE A CREDITOR TO INVESTIGATE COMPLAINTS ALLEGING THAT AN INSTITUTION HAS VIOLATED ACCREDITATION STANDARDS.

IDEALLY, MATTERS OF INTEREST TO THE STUDENT/STUDENT BODY SHALL BE RESOLVED AT THE COLLEGE LEVEL IMPORTANT IN THE CASE OF DISAGREEMENT OR DISINFECTION, DUE PROCESS MUST BE OBSERVED AND HONORED BY THE PARTIES BUT RESPECTFULLY, ALEJANDRA.".

>>JAMES CODY BIRKEY : THANK YOU ANDREA AND ALEJANDRA FOR THAT.

I APPRECIATE THAT.

AND SO AT THIS TIME WE WILL MOVE TO ITEM 105, REPORTS AND COMMENTS FROM CONSTITUENT GROUPS.

AND WE WILL BEGIN WITH OUR REPRESENTATIVE FROM ASSOCIATED STUDENTS CERRITOS COLLEGE ACC, PRESIDENT VALERIE ESCOBAR.

>> IT DOES NOT LOOK LIKE WE HAVE MISSED ESCOBAR WITH US THIS EVENING.

>>JAMES CODY BIRKEY : IN THAT CASE, WHEN DOCTOR RALPH LIKE TO SHARE?

>> YES, THANK YOU.

THANK YOU EVERYBODY AND HAPPY NEW YEAR.

FACULTY SENATE IS LOOKING FORWARD TO A GREAT SEMESTER.

WE ARE HAVING OUR FIRST MEETING NEXT TUESDAY AND THAT IS IT FOR MY REPORT.

THANK YOU.

>>JAMES CODY BIRKEY : THAT IS GREAT.

CCF PRESIDENT DOCTOR LYNN?

>> MY REPORT IS RATHER LONG.

WE CAN DO BETTER.

CCF F WOULD LIKE TO ENCOURAGED TO SEEK UNDERSTANDING OF OUR CONCERNS AND I HOPE WE CAN AGREE WE CAN ALL DO BETTER TO PROTECT OUR STUDENTS AND FACULTY.

WE UNDERSTAND COVID-19 IS EVER-CHANGING AND WE UNDERSTAND DECISIONS SOMETIMES NEED TO BE MADE QUICKLY, HOWEVER, IT IS IMPORTANT TO INCLUDE CCF F IN THE CONVERSATION FOR FUTURE LARGE-SCALE RETURN TO CAMPUS PLANS.

I'M NOT TALKING ABOUT PLANS THAT ONLY TALK ABOUT ONE SEMESTER AT A TIME, BUT RATHER I AM TALKING ABOUT WORKING TOGETHER TO REDEFINE A NEW NORMAL.

I THINK THAT CURRENTLY ON FACULTY ARE WORKING WITHOUT A SPRING WILL TIO YOU.

THIS MEANS THERE ARE CURRENTLY LITTLE PROTECTION AND GUIDANCE ON THE SAFETY AND THE WORKING CONDITION FOR FACULTY, WHICH OBVIOUSLY AFFECTS STUDENTS.

CCF F CONTINUES TO ADVOCATE FOR ON CAMPUS COVID-19 TESTING, WHICH WE DO NOT HAVE RIGHT NOW.

HER OCEAN NOVEMBER 30, 2020 GUIDANCE, EMPLOYERS SHOULD OFFER FREE COVID-19 TESTING TO ALL EMPLOYEES DURING THEIR WORK HOURS.

WHO ARE POTENTIALLY EXPOSED TO COVID-19 IN THE WORKPLACE AND PROVIDE THEM WITH INFORMATION ON THESE BENEFITS.

FURTHERMORE, UNDER THE SAME GUIDANCE IN NOVEMBER 2020, THE DISTRICT MUST ALLOW EMPLOYEES IN THE UNION TO PARTICIPATE IN THE IDENTIFICATION AND EVALUATION OF COVID-19 HAZARDS.

THIS IS NOT HAPPENING RIGHT NOW.

CCF AND OUR FACULTY HAVE IDENTIFIED THAT OUR AIR FILTRATION VENTILATION SYSTEM AND INABILITY TO PROPERLY PRACTICE SOCIAL DISTANCING IF WE ARE UNABLE TO REDUCE OUR CURRENT CLASS SIZE.

AND THE LACK OF INFORMATION ON HOW TO ACCESS COVID-19 VACCINATION ARE SOME OUR MAJOR CONCERNS.

IN ADDITION TO HEALTH AND SAFETY, CCF F WOULD LIKE THE BOARD TO BE AWARE OF OUR CURRENT INCONSISTENT DISCIPLINE SUSPENSION AND DISMISSAL PRACTICES.

ONE OF THE MAJOR CONCERNS THAT TROUBLES CCF F IS A LACK OF DUE PROCESS FOR OUR FACULTY.

AS YOU MAY KNOW, THE CCF F RECENTLY WENT TO A PUBLIC EMPLOYMENT RELATION BOARD HEARING REGARDING THE DISTRICTS UNWILLINGNESS TO NEGOTIATE TO INCLUDE LANGUAGE ON JUST CAUSE AND DUE PROCESS.

RELATED TO DISCIPLINE BUT ACCORDING TO THE STATEMENT MADE BY THE DISTRICT, THERE IS NO NEED FOR JUST CAUSE AND DUE PROCESS BECAUSE EDCO WILL TAKE CARE OF DISCIPLINE, SUSPENSION AND THE DISMISSAL PROCESS.

IN THE DISTRICT WILL DO WHATEVER IS FILLED OUT INTO STATE LAW.

RIGHT NOW TONIGHT THE DISTRICT IS NOT FOLLOWING CURRENT PROCESS OUTLINED IN EDCO.

I WANT THE BOARD TO CONSIDER GIVING EVERY FACULTY TO BUY THE BOOK DISCIPLINE PROCESS, WHICH INCLUDES A PREDETERMINATION HEARING, A 30 DAY NOTICE WHICH WOULD ALLOW EVERY FACULTY TO A HEARING.

FURTHERMORE, ALLEGE FACULTY IS ENTITLED TO PAY HEALTH BENEFITS AND RETIRED BENEFITS UNDER" UNTIL DISCIPLINARY PROVISIONS ARE EXHAUSTED.

WE HEREBY DEMAND THE DISTRICT COMPLY WITH THE STATE LAW AND RECOGNIZE ITS

[00:10:03]

OBLIGATION TO CONTINUE TO PAY WAGES AND BENEFITS OF OUR FACULTY WHILE THIS MATTER IS RESOLVED TO THE PROCEDURES.

THE END.

THANK YOU.

>>JAMES CODY BIRKEY : THANK YOU FOR THAT.

ALL RIGHT.

AND WE HAVE A COMMENT FROM OUR CSEA PRESIDENT?

>> HELLO.

GOOD EVENING.

I JUST HAVE A QUICK INTRO.

AND SO GOOD EVENING BOARD OF TRUSTEES, EXECUTIVE COUNCIL AND ESTEEMED GUESTS.

I WOULD LIKE TO SEND MY CONGRATULATIONS TO OUR NEWLY ELECTED BOARD MEMBER.

I WANT TO QUICKLY INTRODUCE MYSELF.

MY NAME IS ELENA LOPEZ AND I HAVE THE HONOR OF SERVING AS THE PRESIDENT FOR 2021.

I HAVE BEEN EMPLOYED WITH THE DISTRICT ON A FULL-TIME BASIS FOR 19 YEARS.

I'M A HOMEOWNER AND A RESIDENT OF THE CITY AS WELL.

LASTLY, I WOULD LIKE YOU TO KNOW WE TRY TO CONTINUE POSITIVE CONDITIONS WITH THE DISTRICT TO GIVE OUR NEGOTIATION PROCESS MOVING FORWARD.

THANK YOU SO MUCH.

JUST A SIDE NOTE, MY CONSTITUENTS AND LETTING ME KNOW THEY ARE HAVING A PROBLEM LOADING THE VIDEO FOR THE LIFESTREAM.

IN CASE SOMEONE CAN CHECK ON THAT FOR THEM, PLEASE.

THANK YOU.

>>JAMES CODY BIRKEY : THANK YOU MS. LOPEZ.

DO WE HAVE ANY SENSE OF WHETHER OR NOT THE LIFESTREAM IS SOMETHING WE CAN LOOK INTO?

>> YES.

IT LOOKS LIKE THE LIFESTREAM IS WORKING.

THEY WOULD NEED TO GO TO THE URL, THE WWW.*UNTRAN1*.EDU/ BOARD/LIFESTREAM.

AND THEN YOU CAN SEND ME AN EMAIL SO THEY CAN EMAIL ME IF THEY ARE HAVING PROBLEMS AND WE CAN TRY TO TROUBLESHOOT.

>>JAMES CODY BIRKEY : THANK YOU SO MUCH ANDREA.

NEXT WE WILL HAVE OUR OPEN SESSION AGENDA ITEM 2.01 INSTRUCTIONAL INSTITUTIONAL

[2.01 Institutional Presentation: GO Bond and Construction Update]

PRESENTATION ON THE GENERAL OBLIGATION BOND AND CONSTRUCTION UPDATE.

FOR THAT I WILL LOOK TO PRESIDENT.

>> THANK YOU.

WE HAVE A PRESENTATION THIS EVENING WITH THE UPDATE CONSTRUCTION PROGRAM.

AT THE END YOU WILL HEAR SOME RECOMMENDATIONS AS OF OUR NEXT STEPS.

AS YOU KNOW, WE ARE GETTING TO THE CONCLUSION OF THE FUNDING FOR THE BOARD PROGRAM.

SO IN BETWEEN UNTIL WE ARE ABLE TO GO TO THE VOTERS AND SECURE ANY BOND, WE HAVE TO MAKE SOME DECISIONS.

SO VICE PRESIDENT LOPEZ WILL PRESENT YOU WITH SOME CHOICES AS TO WHERE WE ARE AND WHERE SHOULD WE BE HEADING BASED ON OUR CURRENT CONSTRUCTION.

>> THANK YOU DOCTOR.

AND THANK YOU BOARD OF TRUSTEES.

I WANT TO CONFIRM I HAVE JIMMY.

ARE YOU ON THE LINE?

>> GOOD EVENING.

>> THANKS JIMMY.

I JUST WANTED TO MAKE SURE.

JIMMY AND I WILL BE GOING THROUGH THIS AND TAG TEAMING THIS PRESENTATION, BUT TODAY I WILL GET US STARTED OFF WITH THE BOND CONSTRUCTION UPDATE.

SO TODAY'S AGENDA, WE WILL TALK ABOUT RECENT ACCOMPLISHMENTS, GO OVER THE CURRENT MAJOR PROJECTS WE CURRENTLY HAVE IN CONSTRUCTION, UPCOMING MAJOR PROJECTS THAT WE CURRENTLY HAVE IN DESIGN AND THEN AT THE END WE WILL TALK ABOUT BOND FINANCING BONDS UPDATE ON WHAT IS NEXT FOR US.

AS YOU ARE ALL AWARE, LAST YEAR DURING 2020 WE HAVE THE GRAND OPENING OF THE HEALTH AND WELLNESS COMPLEX PHASE 2.

PHASE 2 CONSISTED OF TWO BUILDINGS, THE STUDENT HEALTH SERVICES BUILDING AND THE TEAM ROOMS. TOTAL BROUGHT ON A LITTLE BIT MORE THAN 22,000 COMBINED GROSS SQUARE FOOTAGE WITH A CONSTRUCTION COST OF ABOUT $10.6 MILLION.

AS YOU CAN SEE, WE OCCUPIED THIS BEGINNING IN AUGUST 2020.

PHASE 2 CONSISTED, HERE IS AN AERIAL MAP OF THE ENTIRE HEALTH AND WELLNESS COMPLEX.

PHASE 1 WAS OCCUPIED IN THE BEGINNING OF JANUARY 2019, WHICH CONSISTED OF THESE

[00:15:05]

FOUR BUILDINGS RIGHT HERE IN THIS SQUARE.

IN PHASE 2 CONSISTED OF WHAT YOU SEE HIGHLIGHTED IN RED.

HERE ARE SOME CURRENT PICTURES OF SOME OF THE BUILDINGS RELATED TO THE HEALTH AND WELLNESS.

THIS IS OUR STUDENT HEALTH CENTER.

THERE'S A PICTURE FROM OUR LOBBY WAITING ROOM, ADMINISTRATIVE SUITE, CLINICAL SUITE.

THERE IS AN OUTSIDE PICTURE OF THE FALCON TEAM ROOM.

AND HERE ARE SOME PICTURES OF THE INTERIOR WILL IN THE TEAM ROOMS. CURRENTLY WE ARE, OUR MAJOR PROJECT WE CURRENTLY HAVE ON HIS ARE PERFORMING ARTS CENTER.

JUST SLIGHTLY OVER 84,000 GROSS SQUARE FOOT.

THIS PROJECT IS ACTUALLY AHEAD OF SCHEDULE RIGHT NOW CAREER WE ARE LOOKING TO OCCUPY THIS BUILDING IN THE FALL 2021, WHICH IS THE HEAD OF THE SCHEDULE FOR THE CURRENT SCHEDULE WITH THE PAST SCHEDULE WAS SPRING OF 2022.

BUT RIGHT NOW CONSTRUCTION IS GOING SMOOTHLY AND WE ARE TRACKING TO OCCUPY THIS AHEAD OF THAT TIMEFRAME.

THE CURRENT STATUS OF THAT IS ALL THE INSTRUCTIONAL SPACES, THE LIGHTS ARE ON.

FINISHES ARE COMPLETE.

CURRENTLY WORKING ON PUNCH LISTS AND OTHER THINGS WE ARE CURRENTLY WORKING ON HIS AUDITORIUM AND MAIN LOBBY.

WE ARE WORKING ON FRAMING, ELECTRICAL CONDUITS AND DRYWALL IS ABOUT TO BEGIN.

AGAIN, THIS IS A PICTURE OF THE PERFORMING ARTS CENTER AREA SHOT FROM OUR FACILITIES MASTER PLAN.

AND HERE IS A RENDERING OF THE SAME PROJECT.

THE VIEW THAT YOU ARE LOOKING AT HERE IS THE VIEW FROM LOT 10.

AND THEN WE ACTUALLY HAVE A TIME LAPSE VIDEO THAT WE WOULD LIKE TO SHARE WITH YOU TO SHOW THE PROGRESS.

I KNOW A LOT OF YOU HAVEN'T BEEN ON CAMPUS LATELY, BUT YOU CAN SEE THE PROGRESS OF WHAT HAS BEEN GOING ON WITH THIS PROJECT.

THIS IS A SHOT FROM THE STAIRWAY.

WHAT DO YOU CALL THIS, JIMMY? THIS IS IN BETWEEN STANDING IN BETWEEN THE FINE ARTS BUILDING AND CIS.

>> FROM THE BRIDGE BETWEEN THE TWO BUILDINGS LOOKING DOWN AT THE FINE ARTS PLAZA, IF YOU WILL.

IT WAS A PARTIAL CIRCLE AND NOT A CIRCLE HAS BEEN COMPLETED NO WITH PERFORMING ARTS.

>> HERE IS AN AREA SHOT OF THE PERFORMING ARTS.

GOING TO NEED YOUR HELP TO IDENTIFY THESE ROOMS AS WE GO THROUGH.

>> THANK YOU FOR HAVING ME THIS EVENING.

THIS IS IN TIME INSIDE THE SHOP.

THERE IS A ROLLUP DOOR THAT GOES OUT OR IN FOR THEM WERE JARRED.

IT KIND OF FACES TOWARD THE EAST.

THE UTILITY FUELED AND DOWN THAT WAY.

YOU CAN SEE THE LIGHTS ARE ON THROUGHOUT A NUMBER OF SPACES IN THE BUILDING.

THIS IS THE MAKEUP LAB.

JUST STARTED THE PUNCH LIST AND FLOORING WILL START GOING DOWN PRETTY SOON.

[00:20:19]

AGAIN, ANOTHER DRESSING ROOM ON THE LEFT.

ON THE RIGHT WAS A NUMBER OF PRACTICE ROOMS IN THE NORTH WEST WING, THE SECOND FLOOR.

THESE ARE SOUND ISOLATED ROOMS ACOUSTICALLY SO STUDENTS CAN PRACTICE THEIR MUSICAL INSTRUMENTS.

THIS IS INSIDE OF THE BAND ROOM.

IN START TO SEE THE SHAPE AND COLOR COME TO LIFE INSIDE THE BUILDING THIS SHOT IS FROM A BACK CORNER OF THE STAGE.

YOU CAN SEE A TALL STAGE HOUSE WHERE THE LIGHT IS POURING IN THERE FROM THE LOWER LEFT ON THE IMAGES LOOKING OUT INTO THE AUDITORIUM AND THE STAGE.

THIS IS THE BALCONY LOOKING OUTSIDE THE LOBBY.

THAT WHOLE WALL WILL BE BASICALLY ALL GLASS LOOKING OUT TOWARD LOT 10.

AND THEN YOU DROP OFF IN THE FRONT THERE.

THIS IS THE SOUTH FACE USE ON THE RENDERING.

THERE IS A DROP OFF THEIR THAT YOU COULD OPEN UP ON A PERFORMANCE NIGHT OFF TO THE SIDE OF OLD FALCON WAY THE DATA SHOWN IS GRAVEL THAT HAS BEEN PAVED WITH CONCRETE.

>> I'M GOING TO HAVE YOU DO THE SECTION OF IT AND I WILL PICK UP AFTER THIS SECTION.

>> OKAY.

THANK YOU.

THE UPCOMING MAJOR PROJECTS.

HAS BEEN A LOT GOING ON IN DESIGN THE LAST TWO YEARS THE HEALTH SCIENCE WING SPACE IS THE VERY NEXT PROJECT, WHICH WILL BE FOLLOWED BY THE HEALTH SCIENCE RENOVATION AS WELL AS THE STUDENT SERVICES AND ADMINISTRATION BUILDING IN THE FRONT OF THE CAMPUS.

YOU CAN SEE OUTLINED IN BLUE THE THREE AREAS I AM REFERRING TO.

THE NARROW BLUE RECTANGLE BELOW THE WEIGHT TRAINING BUILDING WHERE THE SWING SPACE WILL GO INSIDE THE HEALTH SCIENCE BUILDING SHOWN AS A RENOVATION.

IN THE UPPER OUTLINE BLUE RECTANGLE IS WHERE THE CURRENT THEATER IS AS WELL AS THE BOOKSTORE IN PUBLIC AFFAIRS, WHICH IS THE SITE FOR THE NEW STUDENT SERVICE AND ADMINISTRATION BUILDING.

THE HEALTH SCIENCE SWING SPACE ACTUALLY IS GOING TO TAKE UP A FEW DIFFERENT AREAS ON CAMPUS.

BUT THE MOST NOTABLE WILL BE THE AREA I REFER TO.

THERE ARE NINE MODULAR BUILDINGS MELTS AN ESSENTIAL COLLEGE OR MENEFEE CAMPUS IS DONATING TO THE COLLEGE.

THIS IS GOING TO SERVE THE COSMETOLOGY AND DENTAL PROGRAMS. MAINLY BECAUSE THEY HAVE THE MOST NEEDS FOR ELECTRICAL AND PLUMBING, OR AS SOME OF THE OTHER DEPARTMENTS CAN MORE EASILY BE MOVED INTO EXISTING SPACES ON CAMPUS WITHOUT HAVING TO RENOVATE THEM.

THIS DESIGN IS NEAR-COMPLETE.

WE ARE EXPECTING OVER-THE-COUNTER REVIEW, WHICH IS GREAT NEWS.

WE CAN WALK IN BUT IT WILL BE DONE VIRTUALLY AND GET THAT APPROVED IN A MATTER OF DAYS AS OPPOSED TO 4 TO 6+ MONTHS THIS CONSTRUCTION IS SLATED TO BEGIN THIS FALL FOR OCCUPANCY NEXT SPRING TO ALLOW FOR THE HEALTH SCIENCE RENOVATION TO BEGIN.

IT IS INCLUDING PATRON PARKING THAT WILL SERVE COSMETOLOGY, DENTAL AS WELL AS THE FOUNDATION IN PUBLIC AFFAIRS AS FOLKS FROM THE PUBLIC WOULD VISIT THOSE AREAS.

IT IS WHERE OUR CURRENT CONSTRUCTION LAYDOWN YARD IS FOR PERFORMING ARTS, WHICH IS USED TO BUILD HEALTH AND WELLNESS POINT COMPLEX LAST FEW YEARS.

YOU CAN ADVANCE TO THE NEXT LINE.

THE BLUE RECTANGLE IS WHERE THESE MODULES WILL BASICALLY BE LINED UP IN A ROW PROGRAM IS A GOOD AMOUNT OF OUTDOOR SPACE TO SEPARATE THEM FROM THE OLD WEIGHT TRAINING

[00:25:05]

BUILDING.

THAT WAY FIRE SPRINKLERS ARE NOT NEEDED AND WE DON'T HAVE TO GO THROUGH THAT EXPENSE.

BUT THE VISION OF THE MASTER PLAN, YOU CAN SEE THE BUILDING THERE AND READ.

INSTRUCTIONAL BUILDING C WITH THE VETERANS RESOURCE CENTER.

THAT CAN BE BUILT WITHOUT HAVING THE SWING SPACE.

THE SWING SPACE WILL SERVE BEYOND HEALTH SCIENCE RENOVATION PROJECT FOR THE NEXT 5+ YEARS ARE THE DISTRICT HEALTH SCIENCE RENOVATION IS A LONG-AWAITED STATE FUNDED PROJECT OR PARTIALLY STATE-FUNDED.

WAS PUT INTO THE STATE BUDGET A FEW YEARS AGO.

AS SOON AS THE DOCTOR AND FELIPE I GOT THAT APPROVAL, WE WENT IN THE DESIGN.

WHICH THE BOARD APPROVED THE DESIGN CONTRACT JUST OVER TWO YEARS AGO, IF I'M NOT MISTAKEN.

IT'S 12 MILLION FROM THE STATE AND THE BALANCE OF THE PROJECT WOULD COME FROM THE MEASURE G BOND FOR THE EXISTING BUILDING IS 48,000 SQUARE FEET BUILT IN THE 1970S.

AND IT IS IN VERY MUCH NEED OF A COMPLETE RENOVATION AND SEISMIC UPGRADE, WHICH IS WHERE THE STATE FUNDING COMES IN.

THIS DESIGN IS NEAR-COMPLETE.

IT WILL BE GOING TO DSA CAN BEGINNING NEXT MONTH AND IT IS EXPECTED TO BE IN DSA FOR ABOUT SEVEN MONTHS IS WHAT THEY ARE RUNNING CURRENTLY.

SO IT CAN GO OUT TO BID AND CONSTRUCTION STARTS NEXT SPRING OF 22.

WITH OCCUPANCY TWO YEARS AFTER THAT IN 24.

THIS IS THE PROJECT LOOKING SOUTHEAST.

IT'S A RENDERING.

HE CAN SEE THE ORIGINAL RECTANGULAR BOX IN THE MIDDLE THERE.

AND THERE IS SOME COLOR TO GO WITH THE CURRENT CAMPUS STANDARD AND LOOK.

THIS BUILDING IS REQUIRING, ONCE THE DESIGN TEAM WAS ENGAGED IN THE INSTRUCTIONAL ENGINEERS WERE ABLE TO LOOK INTO WHAT IS NEEDED TO SEISMICALLY RETROFIT IT, IT REALLY REQUIRES AND GUTTING THE ENTIRE INSIDE OF THE BUILDING.

WE COULDN'T JUST ADD BEAMS HERE AND THERE AND KEEP EXISTING WALLS AND FINISHES PARIS THAT PROVIDED THAT OPPORTUNITY TO THE COLLEGE TO RELAY OUT ALL OF THESE DEPARTMENTS TO MAKE THOSE SPACES SERVE THEIR NEEDS IN TODAY'S WORLD.

AS OPPOSED TO WHAT THEY HAVE GROWN INTO USING OVER THE LAST NUMBER OF DECADES.

THERE CONCRETE WALLS, MASSIVE CONCRETE FOOTINGS FOR THIS ALL TRIGGERED BECAUSE OF THE SCALE OF THE PROJECT COMPLETE ACCESSIBILITY UPGRADES.

THERE TWO NEW ELEVATORS BEING ADDED TO REPLACE THE EXISTING VERY SMALL AND AGED ELEVATORS INSIDE THE BUILDING.

NEW FIRE ACCESS LANES AROUND THREE SIDES OF THE BUILDING.

BUILDING DOES NOT HAVE A FIRE SPRINKLER SYSTEM, BUT BECAUSE OF THE UPDATED CODES OVER THE YEARS, THAT IS A REQUIREMENT.

AND SO THIS ENTIRE BUILDING WILL GET A NEW FIRE SPHINX SPRINKLER SYSTEM.

AND THEN GOING INTO THAT AMOUNT OF WORK AND MONEY TO BE SPENT ON THIS BUILDING CERTAINLY WARRANTS MECHANICAL ELECTRICAL UPGRADES.

IS A 50-YEAR-OLD PIPES AND IT IS IN VERY MUCH NEED OF ALL THE ABOVE.

THERE IS SUSTAINABILITY IN IMPROVEMENTS TO COME WITH ALL THAT FOR THE GREEN BUILDING CODE, THE DISTRICTS SUSTAINABILITY GOALS.

ONCE WE GOT INTO THAT DESIGN, THERE'S NOT MUCH NATURAL LIGHT INSIDE OF THOSE ROOMS. THERE'S ONLY A COUPLE OF LOBBIES.

AND SO THERE ARE WINDOWS THAT ARE GOING TO BE BROUGHT IN AN SOLAR TUBE SKYLIGHTS SO THAT DAYLIGHT, NATURAL LIGHT ETC. IS BROUGHT INTO THE SPACES FOR THE WELLNESS OF THE OCCUPANTS.

ANY QUESTIONS? SOME OTHER IMAGES HERE OF WHAT THE BUILDING CAN COME TO LOOK LIKE.

THERE'S OPPORTUNITIES FOR GRAPHIC DESIGN PUBLIC ART AND A NUMBER OF AREAS OF THE EXTERIOR.

THE STUDENT SERVICE AND ADMINISTRATION BUILDING IS APPROXIMATELY 85 PERCENT

[00:30:04]

COMPLETE WITH ITS DESIGN.

IT WILL BE GOING TO DSA LATER THIS SPRING.

CONSTRUCTION IS SCHEDULED TO FOLLOW THE COMPLETION OF PERFORMING ARTS.

SO WITH PERFORMING ARTS FINISHING AHEAD OF SCHEDULE, THAT WILL ALLOW THE COLLEGE TO MOVE FOLKS OUT OF BERN NIGHT BOOKSTORE IN PUBLIC AFFAIRS.

TO BRING THOSE BUILDINGS DOWN LATER THIS FALL AND BEGAN TO IMPROVE THE SOIL TO START THIS PROJECT COMING OUT OF THE GROUND NEXT YEAR.

THIS PROJECT IS BEING DESIGNED IN INCREMENTS WITH A PHASED APPROACH.

AS YOU MAY KNOW, MEASURE G THE BOND FUNDS ARE PRETTY MUCH ALLOCATED.

THIS PROJECT IS SLATED TO COMPLETE THE USE OF MEASURE G FUNDS.

SO IN ORDER TO MAXIMIZE THAT AND TO DO WHAT MEASURE G SAID IT WOULD DO IN PROVIDING WHAT WAS CALLED THE NEW FALCON CENTER OR THE STUDENT SERVICES BUILDING, PHASE 1 IS WHAT CAN BE AFFORDED WITH MEASURE G BONDS.

MOTHER MEASURE G BONDS.

IN THE TWO-STORY PORTION IN THE MIDDLE OF WHAT YOU WILL SEE AND SOME IMAGES IS THE MAJORITY OF THE STUDENT SERVICE AREAS AND DEPARTMENTS AND THAT IS WHAT THE PLAN IS MOVING FORWARD TOWARD.

UNTIL IDEALLY SOMEDAY COLLEGE IS FORTUNATE ENOUGH TO PASS ANOTHER BOND AT SOME POINT IN THE FUTURE.

AND THEN PHASE 2 CAN COMPLETE THIS PROJECT WITH THE BALANCE OF THE STUDENT SERVICE THE WING TO THE EAST FOR THE GYM.

AND IN THE ADMINISTRATION BUILDING OR WING TOWARD THE WEST OF WHAT YOU WILL SEE.

AS WELL AS THE SITE IMPROVEMENTS AND REALLY BRINGING A NEW CAMPUS FRONT DOOR IS WHAT THE MASTER PLAN HAS ENVISIONED FOR 10+ YEARS.

WITH A NEW GRAND, IF YOU WILL, AND TREAT RIGHT TO THE FRONT DOOR OF THE CAMPUS.

YOU CAN SEE THE PHASING THERE.

PHASE 1 IN YELLOW IS WHAT I WAS REFERRING TO AS THE TWO-STORY PORTION WITH THE STUDENT SERVICE AREAS.

THEN PHASE 2, FUTURE BOND COULD PROVIDE THE AREAS YOU SEE IN BLUE.

HERE'S A SHOT OF A RENDERING.

THERE'S AN ENTRY AND EXIT SHOWN DAMPER IN THAT LINES UP WITH THE SIGNAL LIGHT EXIT RIGHT IN FRONT OF PUBLIC AFFAIRS WHERE YOU CAN CURRENTLY ONLY EXIT THE CAMPUS RIGHT THERE BUT YOU CANNOT ENTER IT.

AT SOME POINT IN THE PAST THE LAUNDRY HAD AN ENTRY AND EXIT THERE.

OR AT LEAST IS A LEFT TURN LANE IF YOU ARE COMING MOST DOWN.

AND HAS BEEN HATCHED OUT FOR THE PLAN IS TO WORK WITH THE CITIES, WHICH THE TEAM HAS ALREADY BEEN IN CONTACT WITH TO PREPARE FOR THIS TO COME TO LIFE SOMEDAY.

IS A SHOT FROM THE STREET LEVEL WITH THAT INTRIGUE.

YOU CAN SEE GIVEN THE COLLEGE BRAND AND NAME ON A BUILDING THERE.

CONCEDE AROUND CAMPUS ON THE WAY FINDING SIGNS, NOT ON A LARGE SCALE LIKE THAT ON THE FACE OF THE BUILDING.

AS YOU MOVE IN, YOU CAN SEE A NEW DROP OFF TO SERVE THE FUNCTIONS THE DROP OFF IN FRONT OF THE CURRENT ADMINISTRATION BUILDING PROVIDES.

IS AROUND ABOUT THEIR FOR VEHICULAR TRAFFIC AND A LOT OF OUTDOOR SPACES.

WHAT YOU SEE HERE IS A STAIRCASE LEADING UP TO A BRIDGE THAT WOULD CONNECT THE STUDENT SERVICES BUILDING TO THE ADMINISTRATION BUILDING.

AND SO THEY REALLY LOOK AND FEEL LIKE ONE BUILDING.

BUT THERE IS AN OPEN BREEZEWAY AND BRIDGE AREA BETWEEN THE TWO WITH A LOT OF OUTDOOR ENGAGEMENT SPACE.

THE UPPER RIGHT IS INSIDE THE STUDENT SERVICE TWO-STORY BUILDING.

YOU SEE A LOT OF NATURAL DAYLIGHT WITH THE TWO-STORY WINDOWS.

THE SHOT ON THE LOWER LEFT IS THE NEW BOARD ROOM FROM BEHIND THE DAIS.

[00:35:04]

LOOKING OUT THE BOARD ROOM IN A PRE-FUNCTION SPACE THAT CAN BRING THE OUTDOORS IN AND TAKE CARE OF A LOT OF THE EVENTS YOU HAVE OUTSIDE IN THE COURTYARD BEFORE BOARD MEETINGS AND OTHER ENGAGEMENTS.

>> THANK YOU JIMMY.

SO IT NEXT WE ARE GOING TO BE TALKING MORE ON THE FINANCING SIDE OF WHERE WE ARE AT TODAY.

SO JUST A REFRESHER, MEASURE G WE HAD A TOTAL OF $350 MILLION THAT WAS ALLOTTED.

PLUS, ANOTHER 12 BUILDING FROM STATE FUNDING.

THIS 12 MILLION IS FOR THE HEALTH SCIENCE RENOVATION PROJECT.

GIVING US A TOTAL OF APPROXIMATELY $362 MILLION OF FUNDS.

AS OF JUNE 30 OF 2020, WE HAVE SPENT 218 MILLION OF THOSE FUNDS, WHICH LEAVES US AT THE REMAINING $144 MILLION LEFT TO COMPLETE THE FOLLOWING PROJECTS YOU SEE ON THE LIST.

WHICH IS FINISHING OUTPUT AGAIN, THIS IS AS OF JUNE 30TH.

AND SO WE COMPLETED, WRAPPED UP THE HEALTH AND WELLNESS COMPLEX SOMETIME IN AUGUST.

AND SO THAT IS WHY YOU SEE FUNDS SITTING HERE FOR THAT PROJECT.

OBVIOUSLY COMPLETING THE PERFORMING ARTS CENTER, THE HEALTH SCIENCE RENOVATION, INCLUDING THE HEALTH SCIENCE WING SPACE.

IN THE INCREMENT OR PHASE ONE OF THE STUDENT SERVICES ADMINISTRATION BUILDING AND BOND IMPLEMENTATION WRITTEN SO COLLECTIVELY, THIS GETS US TO THE END OF THE BOND.

AS WE MENTIONED BEFORE, WE WERE HOPEFUL THAT 2020, WE START DOWN THE PATH OF POTENTIALLY HAVING A BOND ON THE BALLOT, BUT COVID THREE CURVEBALL AT US.

UNTIL WE ENDED UP PULLING THAT BACK.

BUT THAT HAS COMPLICATED THE PROCESS A LITTLE BIT FOR US NOW.

WE HAD IN 10 WE WOULD BE ABLE TO FINISH AND COMPLETE THE SERVICE ADMINISTRATION HOLDING.

IN SO KNOWING WE WERE GOING TO GO FOR A BOND IN 2020, WE DECIDED TO REVAMP THE ADMIN BUILDING BECAUSE THEN WE HAD TO FIGURE OUT WHAT IS NEXT.

WE END UP CREATING A PHASED APPROACH SIMILAR TO THE HEALTH AND WELLNESS PROJECT WE DID.

WE WERE ABLE TO STILL BUILD A MAJOR COMPONENT OF THAT AND THEN WE ARE HOPEFUL, IF WE ARE LUCKY IN THE FUTURE TO PUT ANOTHER BALLOT MEASURE OUT THERE SO WE CAN CONTINUE THE REST OF THE MASTER PLAN.

TO TALK ABOUT THE MASTER PLAN, WHAT IS LEFT.

AND SO AS YOU KNOW, WE ADOPTED A NEW FACILITIES MASTER PLAN IN 2019.

THESE THE FOLLOWING PROJECTS THAT ARE LEFT TO DO ON THAT.

THE TEAM HAS PUT UP A ROUGH ESTIMATE OF WHAT WE THINK ALLOTMENT WOULD BE FOR SIZING WHAT A POTENTIAL BOND COULD BE.

FIRST ON THE LIST IS OBVIOUSLY COMPLETING PHASE 2, THE SERVICE IS ADMINISTRATION BUILDING.

WE DO HAVE TWO STATE-FUNDED PROJECTS WE PUT INTO THIS.

WE HAVE ALREADY SUBMITTED WHAT THEY CALL INITIAL PROJECT PROPOSALS.

THOSE ARE REFERENCED INSTRUCTIONAL BUILDING A AND ALSO ON THE TECHNICAL EDUCATION BUILDING.

THEY ARE REFERENCED AS IPP.

WE HAVE NOT CONVERTED THEM TO FTP, WHICH STANDS FOR FINAL PROJECT PROPOSALS.

BECAUSE IN ORDER TO DO THAT WE HAVE TO HAVE MATCHING DOLLARS AT THIS TIME WE DO NOT HAVE ANY MATCHING DOLLARS TO CONVERT IT TO AN FTP.

THESE BUILDINGS WILL REMAIN AS IPP UNTIL WE CAN SECURE MATCHING FUNDS.

UNFORTUNATELY THE WAY THE STATE FUNDING WORKS AS THEY DO NOT FUND US UNLESS WE HAVE MATCHING FUNDS.

AND SO WE DO HAVE TO PUT UP AT LEAST 50 PERCENT OF THE PROJECT.

WITH INSTRUCTIONAL BUILDING A, WE ARE ESTIMATING A $20 MILLION PROJECT.

WOULD HAVE TO COME UP WITH MATCHING FUNDS ATTEND MILLION AND IN THE STATE WOULD FUND THE EXISTING OTHER $10 MILLION FOR IT THESE ARE ALL LISTED FROM

[00:40:07]

OUR FACILITIES MASTER PLAN AND IT CONTINUES ON THE NEXT PAGE.

AND SO WE ARE LOOKING AT A TOTAL COST THAT REMAINS IN OUR MASTER PLAN TO BUILD OUT IF WE CHOSE TO BUILD THE ENTIRE MASTER PLAN.

WE ARE ROUGHLY ABOUT $420 MILLION LOAN THAT.

THIS NUMBER DOESN'T HAVE TO BE THE NUMBER THAT WE PICK IS THE BOARD DECIDES TO MOVE FORWARD WITH A POTENTIAL BOND MEASURE.

WE CAN THEORETICALLY PICK ANY NUMBER LOWER THAN THAT.

OBVIOUSLY ANYTHING BELOW THAT WE WOULD HAVE TO PRIORITIZE THE LIST BECAUSE WE WOULD HAVE TO FIGURE OUT WHICH PROJECTS MOVE FORWARD, WHICH PROJECTS WE DO NOT.

AS OF TODAY IF WE WERE GOING TO PUT SOMETHING ON THE BALLOT WE WERE LOOKING AT WHAT IT WOULD TAKE TO BUILD UP THE ENTIRE MASTER PLAN, WE ARE LOOKING AT ABOUT $420 MILLION AT THIS POINT.

OBVIOUSLY THE COSTS ARE PULMONARY AND CAN CHANGE AS ESCALATION COST INCREASES ON THE, BUT THIS IS A PRETTY FAIR NUMBER TO ACCOMPLISH ANY ADDITIONAL FUTURE IMPROVEMENTS THAT WE HAVE LAID OUT IN THE MASTER PLAN.

>> CAN I ASK A COUPLE OF QUESTIONS BEFORE WE MOVE ON? SO HOW BIG WAS OUR PREVIOUS BOND MEASURE?

>> 350 MILLION WAS OUR LAST MEASURE G.

>> THAT WAS WHAT YEAR?

>> THAT WAS PASSED IN 2012.

>> 2012.

>> 2012.

>> THIS IS VERY SIMILAR TYPE NUMBER? TO YOUR POINT ABOUT COST ESCALATION IS HER ACCOMMODATION IN THESE NUMBERS FOR THAT?

>> WE DID NOT BUILD THAT IN.

WHEN WE FIRST WENT THROUGH THIS WE WERE LOOKING AT THIS ROUGHLY AFTER THE MASTER PLAN WAS COMPLETED.

SO THE TEAM WORKED ON THIS.

THESE NUMBERS, WE PULLED BACK FROM OUR EARLIER ESTIMATES BACK IN EARLY 2020.

SO OBVIOUSLY IF WE DECIDE TO MOVE FORWARD, WE WOULD READJUST THESE SLIGHTLY TO ACCOMMODATE SOME OF THE INFLATION WE ARE CURRENTLY SEEING IN THE MARKET.

I DON'T THINK MUCH WOULD CHANGE NOTHING DRASTIC AT THIS POINT.

>> NO GORGON THIS GIVES YOU A GOOD BALLPARK, A ROUGH COST SO THAT YOU KNOW THE GENERAL SCALE OF WHAT YOU ARE UP AGAINST.

>> OKAY GIVE YOU FIVE PERCENT CONTINGENCY OF THE END HERE.

I ASSUME THERE IS PROJECT SPECIFIC CONTINGENCY LINE ITEMS AS WELL FOR FLEXIBILITY.

THE OTHER QUESTION I HAVE RELATED TO THAT IS ON THE CURRENT EXPENDITURE PLAN OF THE REMAINING PORTIONS OF MEASURE G.

SO FAR JIMMY AND HIS TEAM HAVE DONE REALLY WELL TO MANAGE OVERALL ADDITIONAL SPEND THE ON PROJECT AMOUNTS.

HOWEVER, I'M WONDERING IF THERE IS ADDITIONAL COSTS I ENCOUNTER AS WE'VE SEEN IT LEGITIMATE POINTS IN THE PAST.

HOW WOULD WE ACCOMMODATE THAT UNDER THE LIMITED AMOUNT OF FUNDS WE HAVE LEFT.

WOULD WE HAVE TO SAY REMOVE PHASE ONE OF THE STUDENT CENTER? HOW DO WE APPROACH THOSE ADDITIONAL UNFORESEEN COSTS? WITH THE EXISTING ROLLOUT?

>> THESE BUDGETS THAT YOU SEE HERE ARE REAL ESTIMATES.

THEY ARE NOT SMUDGY WRONG BUDGET ANYMORE.

WE HAVE NEARLY COMPLETE CONSTRUCTION DOCUMENTS FOR EACH OF THESE PROJECTS WERE THE TWO MAIN ONES BEING THE HEALTH SCIENCE RENOVATION IN THE STUDENT SERVICES.

BOTH PHASES.

UNTIL THOSE ESTIMATES HAVE REAL CONSTRUCTION UNIT COSTS TO THEM WITH TRADE

[00:45:01]

CONTRACTOR INPUT.

OUR EXPERIENCE ON VARIOUS CAMPUSES IN SOUTHERN CALIFORNIA.

THEY DO INCLUDE ESCALATION AND DESIGN CONTINGENCY FOR ANY CHANGES DSA MAY MAKE, AS WELL AS CONSTRUCTION CONTINGENCY.

WHICH THE CONSTRUCTION CONTINGENCY ESSENTIALLY CONVERTS TO CHANGE ORDER COST.

THERE ARE BUDGETS BUILT INTO THESE.

BOND PROGRAM TO DATE, MEASURE G AND EVEN MEASURE CC PRIOR TO THAT, START TRACKING 2.9 PERCENT OF CHANGE ORDERS.

AVERAGE ACROSS ALL THE PROJECTS BIG, SMALL, EVERYTHING IN BETWEEN.

AND WE ARE CARRYING A FIVE PERCENT CONSTRUCTION CONTINGENCY.

SO WE FEEL VERY CONFIDENT AND COMFORTABLE IN THESE NUMBERS BASED UPON WHAT WE KNOW TODAY.

>> WHAT HAPPENS TO THE CONTINGENCY SAVINGS OF THE END OF THE PROJECT?

>> IT IS NOT IN A CONTRACT.

IT'S IN THE PROGRAM BUDGET DOCUMENT.

IT IS HARD TO READ, YOU SEE THE SUMMARY PAGE WAS ON ONE OF THE SLIDES.

THE GIANT SPREADSHEET.

GO AHEAD.

>> SO BASICALLY IT REMAINS IN THAT CAPACITY AMOUNT?

>> IT GOES BACK TO THE PROGRAM TO PROVIDE FOR OTHER PROJECTS.

>> RIGHT.

IF WE HAD ANY COST SAVINGS ON ANY OF THESE PROJECTS, WE WOULD JUST HOLD ONTO THAT IN CASE WE RUN INTO ANY ISSUES ON THE PROJECTS.

BECAUSE THE MARGIN IS SO THIN AS WE ARE RUNNING DOWN TO IT, WE DO NOT WANT TO ENGAGE IN ADDITIONAL PROJECTS AT THIS TIME UNTIL WE SECURE FUNDING BECAUSE WE DON'T WANT TO GET INTO THAT SITUATION AND ANY COST SAVINGS OR LEFTOVER FUNDS FOR ANY OF THE PROJECTS WOULD JUST ROLL UP AND WE WOULD JUST SET THESE ASIDE UNTIL WE FINISH AND FINALIZE THESE PROJECTS.

>> AM ALSO TRYING TO THINK OF THE EARLIEST WE WOULD BE ABLE TO HAVE ANOTHER BOND WOULD BE PASSED NOVEMBER 2022 AND PROBABLY SIX MONTHS OR SO BEFORE WE WOULD BE FIRED UP TO BEGIN SPENDING THAT MONEY.

SO THAT PUTS US IN MID 2023 AT THE EARLIEST.

WHERE WOULD WE BE, GIVEN THE PLAN YOU GUYS HAVE LAID OUT, WHICH I BELIEVE IS A GOOD ONE.

WHERE WOULD HE BE IN THAT PROCESS BY MID 2023?

>> WE HAVE ACTUALLY TIME TO THIS RELATIVELY WELL.

SO I WILL GO BACK TO PHASE 2.

SO BY THE TIME WE ARE DONE WITH PHASE 1, I THINK THE PLAN WOULD BE IF POTENTIALLY WE WERE SUCCESSFUL IN PASSING ANOTHER BOND IN NOVEMBER 2022, WE COULD MOVE FORWARD WITH THE PHASE 2 PROJECT AT THE SAME TIME.

GO AHEAD AND BID THIS JOB OUT.

WE WOULD HAVE CONSTRUCTION DOCUMENTS FOR IT AND WE WOULD BASICALLY PLAY A LITTLE CATCH-UP AND COMPLETE THIS PROJECT SIMULTANEOUSLY WITH PHASE 1.

JIMMY, IS THAT CORRECT?

>> THAT IS CORRECT.

THEY WOULD BE SOMEWHAT OF A GAP, BUT IF APPROVED THE DOCUMENTS CAN BE PREPARED, BUT OUT TO BID.

A LOT OF THE CONTRACTORS ARE STILL WORKING ON PHASE 1 WOULD BE EAGER TO BID ON PHASE 2.

AND THEN IDEALLY PHASE 1 WILL BE OPENED AND OCCUPIED AND WORK WOULD BE OUT OF THE GROUND ON PHASE 2.

IT WOULD FLOW EVEN MORE CONTINUOUSLY THAN THE HEALTH WELLNESS COMPLEX DID WHERE WE FINISH PHASE 1, MOVE PEOPLE OUT, TORE THE BUILDING DOWN AND STARTED PHASE 2.

THERE WAS A FINISH TO START RELATIONSHIP THERE.

THESE CAN OVERLAP, THESE TWO PHASES.

>> AND DEPENDING ON THE SIZE OF THE BOND, WE WOULD MOVE STRATEGICALLY THROUGH OUR MASTER PLAN, THE MASTER PLAN DOES CALL OUT A SEQUENCE OF BUILDINGS ON THAT.

AND WE WOULD JUST REEVALUATE AND CONFIRM THAT.

AND LIKELY KIND OF FOLLOW SUIT IN THAT FACING APPROACH THROUGHOUT CAMP IS.

[00:50:04]

>> TO THAT POINT, VICE PRESIDENT LOPEZ, IF WE WERE LOOKING AT $400-$500 MILLION BOND €" AND WE HAD A CONSULTING PRESENTATION ON THIS EARLIER.

WHAT ROUGHLY IS THE TAX INCREMENT THAT WOULD REQUIRE?

>> SO FOR EACH MEASURE THERE IS A CAP OF $25 PER 100,000, 100,000 ASSESSED VALUE WILL NOT.

THIS IS THERE IS A CAP ASSOCIATED WITH THAT ON THAT.

THE 25 WOULD NOT BE REACHED UNTIL €" IT REALLY DEPENDS.

BUT RIGHT OUT OF THE GATE BY ISSUING BONDS AND THE ONLY WAY YOUR TAX IS ADJUSTED IS WHEN YOU ACTUALLY ISSUE BONDS WERE NOT WHAT IS ACTUALLY PAST.

THE NEXT TAXABILITY TO BE PUT ON THE TAX LAWS BY THE COUNTY WOULDN'T NECESSARILY HAPPEN UNTIL 2023 IF WE ARE ABLE TO ISSUE NEW MONEY RELATIVELY SOON AFTER THE BOND HAS PASSED.

THAT WE WOULD BE THE $25 PER 100 THOUSAND ASSESSED VALUE.

OF JUST USING NUMBERS.

$200,000 ASSESSED VALUE HOME, YOUR TAX RATE WOULD BE $50.

>> YOU WOULD BE THE LUCKIEST PERSON IN SOUTH EAST LA.

>> AGAIN, I WAS JUST USING EASY NUMBERS.

>> THAT MAKES SENSE.

DO YOU HAVE A SENSE WE WOULD NEED TO OUT THAT 25?

>> HISTORICALLY LOOKING AT MEASURE CC AND OUR MEASURE G.

I WOULD BE HAPPY TO BRING BACK A TAX ANALYSIS ON THIS.

IF MY MEMORY SERVES ME RIGHT, AT LEAST WITH MEASURE G WE HAVE NOT HIT THE 25 LIMIT YET.

WE CAME CLOSE IN THE 20S, BUT WE HAVE NOT HIT THAT.

AND A LOT OF THAT HAS TO DO WITH THE ASSESSED VALUE.

RIGHT NOW WITH THE ASSESSED VALUES INCREASING SOME DRAMATICALLY YEAR AFTER YEAR.

AND FOR US BE IN LIMITED WE ARE NOT ISSUING A LOT OF BONDS EVERY SINGLE YEAR WITH THE TAX INTEREST RATES ARE INCREASING AT A GREATER PACE THAN THE BONDS WE ARE ISSUING.

BASICALLY WE HAVE A LOT OF ROOM TO ISSUE MORE BONDS IF WE CHOSE TO.

OUR ASSESSED VALUES LOOK SO GREAT IN THIS AREA.

BUT I WOULD BE HAPPY TO BRING BACK A TAX ANALYSIS OF THE ENTIRE MEASURE G AND SHOW THAT ON PAPER WHAT IS HAPPENED YEAR AFTER YEAR ON THAT TO PUT IT IN MORE CONTEXT.

>> I FEEL LIKE WE ARE NOT QUITE AT THE PART OF THE CALENDAR FOR THAT IS SUPER GERMANE.

BUT IT WILL PROBABLY PRETTY SOON.

>> YES.

I WOULD BE HAPPY TO TAKE ANY OTHER QUESTIONS IN THE OF THE OTHER BOARD OF TRUSTEES MAY HAVE.

>> I DON'T NECESSARILY HAVE A QUESTION, BUT REGARDING THE TAX ANALYSIS, THAT IS SOMETHING YOU WOULD LIKE TO SEE IN TERMS OF HOW WE MOVE FORWARD.

AS SOON AS POSSIBLE IF THIS IS THE DIRECTION WE ARE MOVING IN.

>> ABSOLUTELY.

>> I HAD A QUESTION REGARDING THE PLA AND LOCAL HIRES.

WHICH ONE OF THESE PROJECTS ARE THE PLA PROJECTS? I KNOW WE HAVEN'T HAD AN UPDATE ABOUT THE LOCAL HIGHER COMPONENTS.

I THINK THERE WERE THREE PRODUCTS.

I WOULD ALSO LIKE TO ASK FOR AN UPDATE ON THAT SO WE CAN TALK ABOUT THAT.

AND THEN YOU CAN ALSO BRIEFLY GO OVER THE LEAD CERTIFICATION ADDITIONS WE HAD IN ANY OF THE BUILDINGS WE TALKED ABOUT.

AND IF YOU COULD BRIEFLY COMMENT ON THE INSTRUCTIONAL SPACE INSIDE PERFORMING ARTS.

[00:55:01]

AND THEY CATCH THERE ARE PRACTICE ROOMS FOR STUDENTS TO PRACTICE MUSIC, BUT WHAT OTHER INSTRUCTIONAL SPACES ARE INCLUDED IN PERFORMING ARTS?

>> I WILL TAKE YOUR LAST QUESTION FIRST.

YOU WANT TO HELPED ME OUT ON THE INSTRUCTIONAL SPACES, WHAT PROGRAMS THOSE ARE?

>> THE TWO MAIN DEPARTMENTS ARE MUSIC AND THEATER.

IN MY HEAD I WILL GO AROUND THE BUILDING FROM YOU THERE'S A NEW MUSIC LAB.

IS BASICALLY QUALIFY AS LABORATORY SPACES.

THE BAND AND CHOIR ROOM.

THERE IS AN ACTING LAB, PIANO LAB, IS A GENERAL-PURPOSE LECTURE ROOM.

THERE'S A GENERAL-PURPOSE COMPUTER LAB.

COSTUME LAB, MAKE A LAB IN A TECHNICAL LAB, WHICH IS THE THEATER LIGHTING AND RIGGING AND SUCH.

THAT I BELIEVE COVERS THE LIST OF INSTRUCTIONAL SPACES.

>> THIS IS RICK.

AND I ALSO ADD, IF YOU DIDN'T SAY IT, THE RECORDING STUDIO.

AND A SEPARATE BLACK BOX THEATER THE BLACK BOX THEATER IS WHERE THEY HOLD A LOT OF THE DATA CLASSES, PLUS, THE THEATER ITSELF AS A CLASSROOM IN MANY INSTANCES.

>> THANK YOU ON EACH OF THOSE.

THE THEATER IS A 400 SEAT THEATER.

CAN ALSO ACCOMMODATE 450 SEATS IF YOU HAVE SEATING OVER THE TOP OF THE ORCHESTRA PIT.

THE 200 SEAT BLACK BOX THEATER AND THERE IS ALSO A 100 SEAT LECTURE HALL.

VERY SIMILAR TO THE LARGE HOLE IN THE FINE ARTS BUILDING THROUGH THIS ONE IN PERFORMING ARTS CAN DOUBLE AS A SMALL RECITAL SPACE.

AND I BELIEVE TRUSTEE PEREZ, TO ANSWER SOME YOUR OTHER QUESTIONS, EACH OF THESE BUILDINGS HEALTH WELLNESS FORWARD WOULD ALL ACHIEVE LEED CERTIFIED.

THAT INCLUDES THE HEALTH SCIENCE RENOVATION AS WELL AS STUDENT SERVICE AND ADMINISTRATION.

I KNOW THE TEAM HAS BEEN SUBMITTING THE FINAL EVALUATIONS AND PAPERWORK ON THE HEALTH WELLNESS COMPLEX SO WE DON'T HAVE THE FIRST WEEK BLACK FOR THE COLLEGE IT, BUT I KNOW THAT IS IN THE WORKS.

AND THE THREE PROJECTS IN THE PLA.

THE FIRST WAS THE HEALTH AND WELLNESS COMPLEX.

WITH THOSE CONTRACTS BEING CLOSED OUT WITH NOTICES OF COMPLETION IN THE LAST FEW BOARD MEETINGS, I KNOW THE GROUP IS WRAPPING UP THE FINAL REPORTING ON THE LOCAL HIGHER NUMBERS FOR THE COMPLETE PROJECT.

THE OTHER TWO PROJECTS WERE THE HEALTH SCIENCE RENOVATION IN THE FIELDHOUSE, WHICH WITH THE NEW MASTER PLAN WOULD BECOME PART OF THE STADIUM AS A WHOLE.

THE HEALTH SCIENCE PROJECT ONE OF THE TWO MAJOR PROJECTS UPON US IS IN THE PLA.

>> OKAY.

YOU VERY MUCH.

I THINK THAT COVERED ALL THE QUESTIONS I HAD.

I THINK IT IS VERY IMPORTANT FOR US AS COMMUNITY MEMBERS TO TALK ABOUT THE INSTRUCTIONAL SPACE RELATED TO PERFORMING ARTS.

BECAUSE I THINK IN THE COMMUNITY FIRST GOT WIND OF THIS, THE THOUGHT WHY DO WE NEED ANOTHER PERFORMING ARTS CENTER IN OUR COMMUNITY THAT IS NOT GOING TO BE WELL ATTENDED, RIGHT? BUT THAT IS WHY I AM SO GLAD HE WENT OVER THE DETAILS.

I THINK IT IS SUCH AN IMPORTANT COMPONENT ABOUT IT IS OLD INSTRUCTIONAL ASPECTS.

IT'S REALLY NOT JUST A PERFORMING ARTS CENTER.

IT WE CAN THINK OF A DIFFERENT NAME FOR IT? I DON'T KNOW BUT WHEN I THINK A PERFORMING ARTS CENTER, I THINK OF THE ONE WE HAVE HERE IN CERRITOS.

THE ONES IN DOWNTOWN FORGET IT REALLY IS A DIFFERENT €" THAT IS ONE PORTION OF IT.

THE BIG 400 SEAT THEATER.

BUT THERE IS A LOT MORE TO THAT AS WELL THREE THANK YOU VERY MUCH FOR THE UPDATE.

>> I HAD ONE QUESTION ABOUT THE INCREMENT OF THE HEALTH AND WELLNESS COMPLEX.

AND SO I WENT THROUGH TWO PHASES.

I THINK YOU MENTIONED ON THE SLIDE WAS $3 MILLION ALLOCATED TO BOTH PHASES OF

[01:00:02]

THAT FACILITY.

IS A BREAKDOWN HOW MUCH WAS ALLOCATED TO EACH INCREMENT?

>> ARE YOU REFERENCING THE STUDENT SERVICES ADMINISTRATION BUILDING WHERE THE HEALTH AND WELLNESS COMPLEX? THE HEALTH AND WELLNESS ONE IS COMPLETE, BUT LET ME GO BACK.

>> I THINK YOU MENTIONED THE PERFORMING ARTS IS INCREMENTAL, RIGHT? BUT THE ONLY INCREMENT WE WERE REFERENCING WAS THE INCREMENTS REGARDING PHASE 1 AND PHASE 2 OF THIS SLIDE RIGHT HERE?

>> YES.

>> WE DO HAVE €" SO PHASE 1 WE HAVE INCREMENT NUMBER ONE FOR PHASE 1 THE STUDENT SERVICES ADMINISTRATION BUILDING IS $54 MILLION.

IN PHASE 2 IS $33 MILLION.

>> GOT IT.

THANK YOU.

>> DO WE HAVE ANY QUESTIONS? ALL RIGHT.

WILL THANK YOU VERY MUCH.

I APPRECIATE THE PRESENTATION AND INFORMATION PROVIDED HERE.

THIS CAN WEEKS THE PRESENTATION.

>>JAMES CODY BIRKEY : THANK YOU GUYS.

>> THANK YOU VERY MUCH BERT GREAT TO SEE YOU ALL.

>> LIKEWISE.

>>JAMES CODY BIRKEY : WE MOVE ON TO OUR CONSENT CALENDAR AGENDA.

[3. Consent Items]

CAN I ASK FOR A MOTION ON THE CONSENT CALENDAR?

>> SO MU.

>> I WOULD LIKE TO PULL TWO ITEMS FROM THE CONSENT CALENDAR.

>> TRUSTEE? WHAT I WOULD LIKE TO PULL 3.05 AND 3.18.

>>JAMES CODY BIRKEY : OKAY.

CAN I GET A MOTION TO APPROVE THE CONSENT CALENDAR AS AMENDED? ALL ITEMS 3.01 THROUGH 3.23 WITH THE EXCEPTION OF 3.05 AND 3.08.

>> SO MOVED AS AMENDED.

>> CAN I GET A SECOND?

>> SECOND.

>>JAMES CODY BIRKEY : CAN YOU GET A ROLL CALL VOTE?

[3.05 Ratification of Change Order No. 5 [Design Errors and Omissions], (Bid No. 17P012, Category 04), T&M Manufacturing, Inc., Performing Arts Center]

SO ITEM 3.05, RATIFICATION OF CHANGE ORDER NUMBER FIVE DESIGN ERRORS IN ADMISSIONS.

NUMBER 17 P02 CATEGORY 04.

TNM MANUFACTURING IN PRORATED ON THE PERFORMING ARTS CENTER.

>> WE WILL CALL VICE PRESIDENT LOPEZ TO HELP US WITH THIS ITEM, PLEASE.

>> YES, THANK YOU.

I HAD JIMMY HERE TO ASSIST ON THIS ITEM REGARDING THE CHANGE ORDER WE HAVE HERE FOR APPROVAL.

>> CERTAINLY.

THIS CHANGE ORDER, AS YOU MAY SEE, THIS PARTICULAR CHANGE ORDER AMOUNT TAKES THEIR CONTRACT TO 9.99 PERCENT CHANGE ORDERS, WHICH IS AT THE LIMIT ALLOWED BY THE PUBLIC CONTRACT CODE OF 10 PERCENT FOR A CONTRACT.

WITH THE MULTI-PRIME DELIVERY METHOD, IF THIS WAS ONE GENERAL CONTRACT FOR A $75 MILLION PERFORMING ARTS CENTER, THE 10 PERCENT LIMIT WOULD ALLOW YOU CHANGE

[01:05:02]

ORDERS UP TO 7 1/2 MILLION OF THAT ONE GENERAL CONTRACT.

BUT BECAUSE THIS IS CUT UP INTO 28 PRIME OR TRADE CONTRACTS, THIS ONE CONTRACT IS FOR THE STEEL CONTRACTOR.

THE STEEL IS ESSENTIALLY COMPLETE NOW.

THE LAST STAIRCASE I SAW BEING INSTALLED THIS LAST WEEK WITH THE STEEL STRUCTURE.

IT'S VERY COMPLEX.

THIS CHANGE ORDER IN PARTICULAR IS FOR A DESIGN AIR AND ADMISSION.

AS TRUSTEE PRESIDENT BIRKEY NOTED, IT IS A VERY CHALLENGING SCOPE OF WORK.

AS YOU CAN SEE WITH A 9.99 PERCENT, THAT SPEAKS TO THAT CHALLENGE IT HOWEVER, THE PROJECT AS A WHOLE IS CURRENTLY AT 3.1 PERCENT CHANGE ORDERS TO DATE.

SO IN VERY GOOD HEALTH.

IT IS SLIGHTLY HIGHER THAN THE 2.9 PERCENT CHANGE ORDER AVERAGE I MENTIONED EARLIER.

BUT FOR THE SCALE OF A PROJECT AS COMPLEX AS IT IS, FINANCIALLY IT IS DOING VERY WELL.

IS THERE ANY QUESTION PARTICULAR OR DID I COVER IT WITH THE PERCENTAGE?

>> YES, YOU COVERED IT.

I JUST WANTED TO SEE SINCE WE WERE SO CLOSE TO THE 10 PERCENT WHAT THE PLAN WAS MOVING FORWARD TO MANAGE IT.

IT SEEMS LIKE THE SCOPE OF WORK IS DONE.

IT IS A LOT OF STEEL.

SO I APPRECIATE THAT.

>> THANK YOU.

AND THIS IS THE LAST CHANGE ORDER FOR THIS CONTRACT SO IT WILL NOT GO OVER 10 PERCENT.

THANK YOU AGAIN.

>> SOUP MOVED MOTION TO APPROVE.

>>JAMES CODY BIRKEY : CAN I GET A SECOND?

>> SECOND.

>>JAMES CODY BIRKEY : ROLL CALL VOTE?

>> STUDENT TRUSTEE WALLACE.

>> YES.

>> TRUSTEE AVALOS.

>> YES.

>> TRUSTEE BIRKEY.

>> AYE.

>> TRUSTEE LEWIS.

>> AYE.

>> TRUSTEE LIU.

>> YES.

>> TRUSTEE PACHECO.

>> YES.

>> TRUSTEE PEREZ.

>> YES.

>> TRUSTEE SALAZAR.

THE MOTION PASSES.

>>JAMES CODY BIRKEY : WE WILL MOVE ON TO AGENDA ITEM 3.18, RESOLUTION NUMBER 21

[3.18 Resolution No. 21-0106D Entitled “Authorizing and Approving the Borrow Funds for Fiscal Year 2020-2021 and the Issuance and Sale of a 2020-2021 Tax Revenue Anticipation Note in an Amount Not To Exceed $28 Million]

€" 01 06D, AND TITLE OF THE RISING IMPROVING THE BORROW FUNDS FOR FISCAL YEAR 2020 /2021 AND THE ISSUANCE OF A 2020 THROUGH 2021 TAX REVENUE ANTICIPATION NOTE IN AN AMOUNT NOT TO EXCEED $28 MILLION.

CAN WE GET A SHORT PRESENTATION ON THIS.

>> ABSOLUTELY.

GO AHEAD.

>> THANK YOU BOARD OF TRUSTEES FOR THIS ITEM.

AS EVERYONE KNOWS OR EVERYONE IS AWARE OF, THE 2021 ENACTED BUDGET INCLUDED OVER $1 BILLION WORTH OF DEFERRALS TO THE COMMUNITY COLLEGE SECTOR.

IN PARTICULAR, SARID IS COLLEGE THAT ESTIMATED ABOUT $34 MILLION WORTH OF DEFERRALS THAT BEGIN IN THE MONTH OF JANUARY.

AND SO TO GIVE YOU AN ANALYSIS, I HAVE PREPARED A WORKSHEET TO MORE ILLUSTRATE THE EFFECTS OF WHAT THE DEFERRALS WOULD BE.

HOW THAT AFFECTS US FINANCIALLY.

GOING TO BRING IT UP REAL QUICK.

RIGHT.

SO THIS CASH FLOW ILLUSTRATES ENDING CASH AT THE END OF EACH PARTICULAR MONTH.

AND SO AS YOU CAN SEE, THE FIRST SIX MONTHS OF 2021 WE WERE VERY STRONG.

BUT COME IN DECEMBER WHEN THE DEFERRALS START HITTING, YOU CAN SEE OUR CASH IS

[01:10:06]

STARTING TO DEPLETE.

ACCORDING TO OUR PROJECTIONS WE WOULD GO NEGATIVE IN THE MONTH OF APRIL.

THE WAY IT WORKS.

BECAUSE THIS IS GOING TO CROSS FISCAL YEARS.

SO BASED ON WHAT WE ARE SEEING FROM THE STATE RIGHT NOW, THE DEFERRALS ARE LOOKING TO POTENTIALLY BE NEARLY PAID BACK.

BUT NOT UNTIL THE YEAR 21/22.

SO WE ARE ABLE TO BORROW UP TO WHAT OUR CASH DEFICIT IS AS A JUNE 30TH.

AS YOU CAN SEE HERE IT IS A TOTAL OF 21 $0.7 MILLION.

WE ARE ALSO ABLE TO ADD IN WHAT THEY CALL WORKING CAPITAL RESERVE, WHICH I BELIEVE IS FIVE PERCENT OF YOUR TOTAL EXPENDITURES FOR THE PREVIOUS YEAR.

AND SO YOU TAKE 21.6 AND AT ANOTHER 6.2,000,002 IT.

THE TOTAL SIZE ALLOWABLE FOR ME IS $28 MILLION.

WHAT WE DO IS WE ROUNDED THIS.

THE CALCULATION COMES TO 27.9 AND WE ARE ALL THE RAISING UP TO $28 MILLION, WHICH IN THE RESOLUTION YOU SEE FOR YOU TODAY.

SO ONCE WE BORROW THIS WE ARE ABLE TO CASH FLOW OUR EXISTING EXPENSES FOR THE END OF THE YEAR.

AND THEN WE WILL BE ABLE TO PAY BACK ONCE THE DEFERRALS ARE PAID BACK FOR US.

SO WITHIN THE DOCUMENTS WILL BE A PAYMENT SCHEDULE, WHICH WOULD ALIGN WITH THE STATE DEFERRAL PAYMENTS BACK TO US.

SO FROM A BUDGET STANDPOINT, NOTHING REALLY IS EFFECTIVE.

OBVIOUSLY THE MONEY IS COMING TO US, BUT IT IS DEFERRED AS A LATER DATE.

WE HAVE TO BORROW CASH IN THE MEANTIME TO BE ABLE TO PAY CURRENT EXPENSES UNTIL WE ARE ABLE TO BE MADE WHOLE OF THAT CASH.

BUT UNFORTUNATELY WE WON'T BE MADE WHOLE UNTIL AFTER STARTING IN JULY 2021.

THIS APPROVAL WILL ALLOW US TO AUTHORIZE HIM TO THE $28 MILLION.

>>JAMES CODY BIRKEY : ANY QUESTIONS FROM BOARD MEMBERS? I HAVE TWO QUICK ONES.

VICE PRESIDENT LOPEZ.

FIRST OF ALL, WHAT IS THE INTEREST RATE WE WOULD PAY ON THE 28 MILLION?

>> IT IS NOT A TRUE INTEREST RATE AS YOU WOULD SEE ON A TYPICAL LOAN FROM A BANK.

BECAUSE THIS BORROWING IS THROUGH WHAT THEY CALL A JPA POOL.

I THINK THE COST WE ARE ESTIMATING IS IT RANGES AROUND BETWEEN $50-$75,000, WHICH WOULD COST US FOR THE SHORT TERM BORROWING.

>>JAMES CODY BIRKEY : THANKS.

REAL ESTATE ASKED THAT QUESTION SEVERAL MONTHS AGO.

I APPRECIATE THAT.

AND THEN SECONDLY, WHAT HAPPENS IF THERE IS AN ADDITIONAL DEFERRAL BE ON JUNE 2021 PROJECTION?

>> BASED ON THE BUDGET WORKSHOP I PARTICIPATED IN TODAY, THAT IS HIGHLY UNLIKELY.

I DON'T KNOW IF YOU GUYS ARE AWARE, BUT THE STATE CASH REVENUES ARE ACTUALLY COMING IN EXTREMELY HIGHER THAN WHAT IS ANTICIPATED.

AND THAT IS PRIMARILY ONE OF THE REASONS THEY ARE GOING TO BE ABLE TO PAY OR PAY DOWN THE ENTIRE WILL DEFERRAL MEANT IN ONE YEAR.

BACK IN THE GREAT RECESSION WHEN WE ARE GOING THROUGH DEFERRALS, IT TOOK AT LEAST SIX OR SEVEN YEARS TO BE ABLE TO PAY OFF THESE DEFERRALS WITH THE STATES CASH.

AND THESE ARE ACTUALLY FIRM NUMBERS THAT CAME IN THAT THE STATE WILL BE ABLE TO NEARLY PAID DOWN THE ENTIRE DEFERRAL IN YEAR ONE.

[01:15:02]

AND SO WE ARE CONFIDENT THERE'S NOT GOING TO BE ANY CHANGES IN THIS.

WE ARE HOPING AND SUPPORTING THE ADMINISTRATION PAYING DOWN THE DEFERRALS FIRST BEFORE THEY DO ANYTHING ELSE.

BASED ON INFORMATION WE GOT FROM THE GOVERNMENTS PROPOSAL, THAT LOOKS TO BE THE CASE.

OBVIOUSLY THINGS CAN CHANGE.

BUT WE ARE STILL HOPEFUL THIS MONEY WILL BE PAID TO US.

IN THE HISTORY OF THE DEFERRALS, IT IS BASICALLY A CASH FLOW NEED FOR THE STATE WILL BE ABLE TO REPAY €" IT IS IN ACTIVE IN THE BUDGET AND I HAVEN'T SEEN IT WHERE THEY WEREN'T ABLE TO PAY IT BACK.

I'M PRETTY CONFIDENT.

>> JUST FOR CLARITY IF ANYTHING WERE TO HAPPEN UNFORESEEN BETWEEN NOW AND JUNE AND WE WEREN'T REFUNDED THE MONEY, WHEN WE REACH OUT FOR AN ADDITIONAL? IS THAT WHAT INSTITUTION WOULD DO AND THAT SITUATION? WHAT IF FOR SOME ODD REASON WE WEREN'T ABLE, THERE'S A NUMBER OF MECHANISMS WE COULD TRY TO DO.

EITHER GO FOR ANOTHER TRAM.

WE COULD SUBMIT EMERGENCY BORROWING RESOLUTION WITH THE LOS ANGELES COUNTY OFFICE OF ED WOULD BE ABLE TO FUND US TEMPORARILY.

BUT THEY DO HAVE A CAP ON THE AMOUNT THAT THEY DO.

AND THERE IS ALSO A MECHANISM.

AND THERE'S AN EMERGENCY REQUEST OF FUNDS THROUGH THE STATE CHANCELLORS OFFICE AS WELL.

IS A COUPLE MECHANISM WE COULD DO IT FOR ANY PARTICULAR REASON WE RUN INTO THAT SITUATION.

BUT IF ALL FAILS, WE COULD ISSUE ANOTHER TRAM ON THE.

AND IF FOR SOME REASON THE STATE DID THAT, THERE WILL BE A NUMBER OF POOLS PARTICIPATING THROUGHOUT CALIFORNIA THAT WE WOULD BE ABLE TO PARTICIPATE IN?

>> THANK YOU VICE PRESIDENT LOPEZ.

DO WE HAVE A MOTION TO APPROVE 3.1A?

>> MOTION TO APPROVE.

>> DO WE HAVE A SECOND?

>> SECOND.

>>JAMES CODY BIRKEY : ALL RIGHT.

CAN I GET A ROLL CALL VOTE?

>> TRUSTEE WALLACE?

>> AYE.

>> JUST DIABLOS? TRUSTEE BIRKEY.

>> AYE.

>> TRUSTEE LEWIS.

>> AYE.

>> TRUSTEE LIU.

>> YES.

>> TRUSTEE PACHECO.

>> AYE.

>> TRUSTEE PEREZ.

>> YES.

>> TRUSTEE SALAZAR.

>> YES.

AND I WILL CIRCLE BACK TO TRUSTEE AVALOS.

>> YES.

>> THANK YOU.

MOTION PASSES.

>> MOVING ON TO AGENDA ITEM 4.01.

[4. Information Items]

FIRST READING PROPOSED REVISION TO A BOARD POLICY 3245 FOR PRIOR LEARNING.

WOULD YOU LIKE TO GIVE A REPORT ON THIS ITEM?

>> ABSOLUTELY.

THANK YOU VERY MUCH.

THE BOARD POLICIES FOR A WHILE.

WE STILL NEED TO BE REVIEW AND YOU WILL SEE SOME OF THOSE COMING.

AS I SAID BEFORE, WE ARE HOPING TO CLOSE THE LOOP IN THE NEXT FEW MONTHS AND EVERY POLICY WOULD HAVE BEEN REVIEWED.

WE HAVE A COUPLE WAYS IN WHICH WE REVIEW POLICIES.

LET ME GIVE YOU THE BACKGROUND.

THEY ARE UPDATES PROVIDED TO US THROUGH THE LEAGUE COMMUNITY COLLEGES.

AND AFTER THAT GOES THROUGH A PROCESS.

AND SO DOCTOR FLOWERS IS HERE WITH US THIS EVENING AND SHE HAS BEEN IN THIS PARTICULAR POLICY THROUGH THE PROCESS.

I'M GOING TO ASK HER TO GIVE US A VIEW OF THE PROCESS, WHERE WE ARE AND SOMETHING WE EXPECT THIS EVENING FROM YOU IS FEEDBACK ON ANYTHING YOU WOULD LIKE TO SEE

[01:20:04]

INCLUDED.

THAT IS WHY IT IS THE FIRST READING SO WE STILL HAVE TIME FOR ANY COMMENTS TO BE INCLUDED PRIOR TO YOUR FINAL APPROVAL.

>> GOOD EVENING.

I WILL KEEP IT BRIEF BUT GIVE YOU CONTEXT AND OVERVIEW OF THE POLICY AND ADMINISTRATIVE PROCEDURES.

THIS IS PRETTY MUCH A REVISION AND AN UPDATE OF AN EXISTING BOARD POLICY AND ADMINISTRATIVE PROCEDURES.

BECAUSE OF CHANGES IN THE STATE LAW IN TITLE FIVE, WE ACTUALLY NEEDED TO UPDATE OUR EXISTING POLICY.

THE STATE REGULATIONS REQUIRED WE ACTUALLY LIST ALL THE METHODS BY WHICH WE OFFER CREDIT FOR PRIOR LEARNING.

AND TO DESCRIBE THE PROCEDURES FOR AWARDING THE CREDIT FOR EACH OF THOSE METHODS.

CURRENTLY OUR BOARD POLICY ONLY ADDRESSED CREDIT BY EXAM, WHICH IS ESSENTIALLY JUST OUR DISTRICT ADMINISTERED CREDIT BY EXAMINATION.

AS WELL AS AP EXAMS AND CLAP EXAMS. MIMI NO COLLEGE LEVEL EXAMINATION PROGRAM EXAMS. IT DID NOT INCLUDE SOME OF THE OTHER WAYS WE HAVE AWARDED STUDENTS CREDIT OR OTHER WAYS WE COULD AWARD STUDENTS CREDIT.

WE WANTED TO TAKE THIS OPPORTUNITY TO DO A COUPLE OF THINGS WOULD INCREASE THE AXIS STUDENTS ACTUALLY HAVE TO RECEIVING COURSE CREDIT AS THEY PURSUE THEIR EDUCATIONAL GOALS.

ENTERS EQUITY, WE WANT TO PROMOTE EQUITY BY HONORING ANY PRIOR LEARNING THE STUDENTS HAVE HAD AS THEY CAN DEMONSTRATE IT IN A VARIETY OF DIFFERENT WAYS, WHICH INCLUDE STUDENT PERFORMANCE OR PORTFOLIOS.

AND GIVES A LOT MORE OPPORTUNITY TO GET THAT CREDIT.

WE DID HAVE THE BENEFIT OF A COUPLE OF GUIDELINES FOR PUTTING TOGETHER THE REVISIONS OF THE POLICY AND PROCEDURES WE HAD THE LEAD TEMPLATES FOR THE LEAGUE DOES PUT OUT TEMPLATES WITH SOME SUGGESTED RECOMMENDED LANGUAGE OF ADMINISTRATIVE PROCEDURES REQUIRED BY THE STATE.

WE ALSO HAD THE BENEFIT OF PALOMAR COLLEGE, WHO THEY REFUNDED TO ACTUALLY PILOT THE CREDIT FOR PRIOR LEARNING.

MADE COME UP WITH A NUMBER OF DIFFERENT PROCEDURES THAT GO ALONG WITH THE POLICY THEY HAD WRITTEN.

WE PUT TOGETHER A COUPLE WORKGROUPS.

ONE THAT WOULD FOCUS ON REVISING THE EXISTING LANGUAGE WE HAD FOR THE POLICY AND PROCEDURES AND ONE GROUP THAT WOULD WORK ON DEVELOPING THE LANGUAGE THAT WOULD INCORPORATE OF THE METHODS OF CREDIT FOR PRIOR LEARNING.

ONCE WE GOT THE FEEDBACK FROM EACH OF THE WORKGROUPS, COMPILED THAT AND THEN GOT FEEDBACK FROM THE COMBINED GROUP ON THE FINAL DOCUMENT.

SO WHAT YOU SEE IN FRONT OF YOU IS THE RESULT OF THE TWO WORKGROUPS.

I WANT TO TAKE JUST A MINUTE TO LET YOU KNOW HOW THE WORKGROUPS WERE COMPRISED.

WE DID THE INSTRUCTIONAL AND COUNSELING FACULTY THAT INCLUDED THE FACULTY SENATE PRESIDENT, THE CURRICULUM CHAIR.

AS WELL AS OUR OFFICE REALLY WANTED TO MAKE SURE WE HAD FOLKS WHO WOULD REALLY BE ABLE TO SPEAK TO THE PROCESS AS WELL AS TO THE IMPACT ANY OF THIS WOULD HAVE ON ANY FUTURE CURRICULUM AND SUCH.

WE ALSO HAD ACADEMIC SERVICES PARTICIPATING IN THE PROCESS, INCLUDING THE DEAN OF EQUITY.

AS WELL AS OUR DEAN OF ENROLLMENT SERVICES.

WE DID HAVE HER WORKING ON THAT AS WELL FOR INCLUDING OTHER STAFF ALLELES AT SONIA GONZALES FROM ANR BECAUSE WE DID ADD THE JOINT SERVICES EVALUATION.

SHE IS EXPERIENCE IN THAT AREA.

WE WANTED TO MAKE CERTAIN WE HAD A NUMBER OF FOLKS WHO WERE REPRESENTING DIFFERENT AREAS SO WE COULD INFORM THE PROCESS AS MUCH AS POSSIBLE.

I WILL STOP THERE IN TERMS OF TALKING AND JUST RESPOND TO ANY QUESTIONS YOU ALL MAY HAVE ABOUT THE DOCUMENT.

YES?

>> THANK YOU VERY MUCH FOR THAT OVERVIEW.

I APPRECIATE THAT.

AS MANY OF YOU KNOW, I HAVE BEEN WORKING FROM A TRUSTEE PERSPECTIVE ON DIVERSITY AND

[01:25:01]

EQUITY INCLUSION.

ONE OF THE AREAS MY WORKGROUP HAS BEEN COVERING HAS BEEN BOARD POLICIES.

THIS IS A BOARD POLICY THAT WAS SUGGESTED AS A POLICY WE SHOULD TAKE VERY CLOSE FROM AN APPROACH WOMAN DIVERSITY EQUITY INCLUSION STANDPOINT.

I NOTE IN CONVERSATION WITH MY OTHER TRUSTEE COLLEAGUES, THEY HAVE REALLY BROADENED THE LANGUAGE USED FOR CPL.

AND AGAIN, THIS IS AN OPPORTUNITY FOR STUDENTS WHO COME TO OUR COMMUNITY COLLEGES MANY DIFFERENT ROUTES, MANY DIFFERENT WAYS AFTER BEING SOMETIME IN THE WORKFORCE.

AFTER SERVING OUR COUNTRY IN THE MILITARY.

THROUGH JOB TRAINING PROGRAMS, INTERNSHIPS.

THERE JUST SEEMS TO BE A LOT OF OPPORTUNITIES WE MAY WANT TO CONSIDER WHEN WE ARE TRYING TO GET MORE NONTRADITIONAL STUDENTS AN OPPORTUNITY TO GET AHEAD HERE AT THE COLLEGE AND OF COURSE EVENTUALLY COMPLETE THEIR CERTIFICATE DEGREE OR WHATEVER ACADEMIC GOAL THEY ARE TRYING TO ACHIEVE.

WOULD ASK WHEN THIS COMES BACK FOR A SECOND READING, MAYBE WE COULD HAVE THE COMMITTEE LOOK AT IT ONE MORE TIME FROM AND EQUITY LOANS TO SEE IF THERE IS ANYTHING MORE WE CAN DO ON THIS ASPECT.

AND THE OTHER QUESTION I HAVE.

I THINK MAYBE THIS MAY BE MORE IN THE PROCEDURES AND THE POLICY IS IN REGARDS TO THE TEAM WHO EVALUATES A CREDIT FOR PRIOR LEARNING, IF A STUDENT SUBMITS AND SAYS I FEEL I HAVE THIS TRAINING, WHATEVER TRAINING TO BE GIVE TO OUR EMPLOYEES WHO ACTUALLY EVALUATE THIS? BECAUSE AGAIN, WE WANT TO MAKE SURE WE ARE TRYING TO MAKE SURE THEIR EXPERIENCE IN THEIR LEARNING THAT THEY HAVE DONE YEARS BEFORE THEY COME IS PROPERLY ADDRESSED.

SO THOSE OF MY TWO COMMENTS WHEN IT COMES BACK TO US IN A SECOND READING.

>> I APPRECIATE THAT.

THAT'S VERY MUCH IN LINE WITH THE DATE WAY THE TWO WORKGROUPS ARE WORKING TO RID IT IS DEFINITELY ONE OF THE REASONS WE INCLUDED THE JOINT SERVICES TRANSCRIPT EVALUATION THAT IS ONE WAY STUDENTS COME IN QUITE A BIT OF EXPERIENCE THAT WE CAN APPLY TOWARD CREDIT.

WE WANT TO HONOR AND RECOGNIZE SOME OF THE INDUSTRY RECOGNIZED CREDENTIALS.

AS WELL AS HAVE THE OPPORTUNITY FOR STUDENT PORTFOLIOS AND PERFORMANCE BUT SOME STUDENTS MAY BE ABLE TO DEMONSTRATE THEIR LEARNING IN DIFFERENT WAYS TO REALLY WANT TO MAKE CERTAIN WE CANNOT ONLY HONOR WHAT THEY BRING IN, BUT HONOR IT IN DIFFERENT WAYS THEY'RE ACTUALLY ABLE TO DEMONSTRATE KNOWLEDGE AND SKILLS AND SUCH THIRD ONE OF THE OTHER REASONS WHY WE KEPT THE PROCEDURES A BIT MORE BROAD IS BECAUSE AS WE DO LEARN A BIT MORE GET MORE ACCESS TO SOME OF THE BEST PART DISTANCE, WE CAN EXPAND HOW FOLKS ARE ABLE TO DEVELOP THE ASSESSMENTS AND RUBRICS SO THEY ARE SENSITIVE TO THE DIFFERENT WAYS FOLKS MAY DEMONSTRATE LEARNING.

I DEFINITELY APPRECIATE THAT FIRST POINT.

TO YOUR SECOND POINT, IT SPEAKS TO THE IMPORTANT OF OUR HAVING TRAINING OPPORTUNITIES AVAILABLE.

THE FACULTY ARE CONSIDERED THE SUBJECT MATTER EXPERTISE.

SO THEY WOULD BE THE ONES WHO ARE EVALUATING THE WORK STUDENTS OF IT.

BUT JUST AS IN ANY SITUATION, FACULTY CAN BENEFIT FROM ADDITIONAL TRAINING.

EVEN IF JUST TO REMIND OURSELVES OF KEEPING THE EQUITY LINENS, OBJECTIVITY ETC. OUR FACULTY HAS HAD A BIT OF TRAINING IN TERMS OF STUDENT LEARNING ASSESSMENT SO THEY ARE ACCUSTOMED TO THE KIND OF TRAINING THAT JUST REMINDS US OF WHAT IS ESSENTIAL AND IMPORTANT AS WE ARE ASSESSING ANY STUDENT WORK.

BUT WE WILL CONTINUE TO OFFER TRAINING FOR THE CENTER FOR TEACHING EXCELLENCE THAT WILL REFLECT SOME OF THE BEST PRACTICES IN HIGHER ED AS IT RELATES TO CPL AS WELL.

>> THANK YOU VERY MUCH.

I APPRECIATE THAT.

>> WE WILL CIRCLE BACK WITH VICE PRESIDENT AND INCLUDE YOUR COMMENTS AS WE SEND BACK THE DOCUMENT TO THE WORKING GROUP BEFORE IT COMES BACK TO YOUR MEETING COMMIT TO YOUR FINAL READING FOR APPROVAL.

WE APPRECIATE THE LENS ON EQUITY, DIVERSITY AND INCLUSION.

THAT ONLY YOU ARE KEEPING AS WE MOVE FORWARD IN THIS TRANSITION.

>> THANK YOU VERY MUCH FOR YOUR TIME.

[01:30:01]

>>JAMES CODY BIRKEY : THANK YOU.

MOVING ON TO INFORMATION ITEM 4.02 PUBLIC DISCUSSION AND PRESENTATION OF THE INITIAL PROPOSAL OF THE CERRITOS COLLEGE FEDERATION.

AFT 6215 TO THE CERRITOS COMMUNITY COLLEGE DISTRICT FOR NEGOTIATION OF THE CCF DISTRICT COLLECTIVE BARGAINING AGREEMENT FOR THE PERIOD OF JULY 21, 2021 THROUGH JUNE 30 2024.

OF INVITING ANY DISCUSSION OR FEEDBACK.

ALL RIGHT.

DO WE NEED A MOTION OF ANY SORT OR WE JUST MOVE ON.

>> JUST MOVE ON TO THE NEXT ONE.

WE WILL TAKE THE ITEM IN THE ACTION LATER.

>>JAMES CODY BIRKEY : THE NEXT INFORMATION ITEM IS 4.03 IT RECEIVED THE INITIAL PROPOSAL OF THE COMMUNITY COLLEGE DISTRICT TO THE COLLEGE FACULTY FEDERATION CFF.

LOCAL 6215 FOR THE NEGOTIATION FOR THE DISTRICT BARGAINING AGREEMENT FOR THE PERIOD OF JULY 1, 2021 THREE JUNE 3024 24 AND NOTIFICATION OF A PUBLIC HEARING AT THE FEBRUARY THIRD 2021 REGULAR BOARD MEETING.

IS ANY DISCUSSION OR FEEDBACK FOR THIS ITEM? AGENDA ITEM 4.04 IS POSTPONED TO A FUTURE MEETING, THE ACCEPTANCE OF A GRANT FROM THE CALIFORNIA GOVERNORS OFFICE FOR EMERGENCY SERVICES.

ITEM 4.05, THE PROGRESS REPORT ON THE RESPONSE TO THE CHANCELLORS OFFICE CALL TO ACTION.

DOCTOR, WILL HE GIVE US THE PRESENTATION ON THIS.

>> ABSOLUTELY.

THANK YOU TRUSTEE BIRKEY .

ANDREA WILL HELPED ME WITH CHANGING THE SCREEN.

WHICH HE ALREADY DID.

SO THIS IS JUST A MIDTERM REPORT OF SOME OF THE ITEMS THAT WE HAVE BEEN ABLE TO ADVANCE SINCE OUR LAST CONVERSATION BACK IN JULY AFTER THE ISSUE OF THE CALL OF ACTION BY CHANCELLOR OAKLEY.

SO I WANT TO BEGIN BY THANKING EVERYONE AROUND CAMPUS FOR THE WORK AND COMMITMENT ON ADVANCING EQUITY DIVERSITY AND INCLUSION AGENDA.

THE WORK THAT IS TAKEN PLACE OVER THE LAST SEVERAL MONTHS IS NOT NOTHING SHORT OF EXTRAORDINARY.

WILL FIND A 12 PAGE SUMMARY OF THE WORK THAT HAS ALREADY TAKEN PLACE SINCE LAST WE SPOKE ON THE ACTION.

AND I EMPHASIZE SUMMARY.

BECAUSE WHEN 12 PAGES SEEMS TO BE A SUMMARY, YOU KNOW WE ONLY DETAILED BASIC BULLET POINTS IN THE ITEMS THAT HAVE BEEN DONE.

BUT THE WORK HAS BEEN DONE ACROSS THE ENTIRE CAMPUS.

I WANT TO THANK EVERYONE ACROSS CAMPUS.

ALL THE FACULTY, ALL THE MANAGERS, CONFIDENTIAL, VICE PRESIDENT.

AND YOU THE BOARD FOR THE SUPPORT OF DOING THESE IMPORTANT WORK.

SO TODAY I AM JUST GOING TO GIVE YOU A LITTLE BIT OF A HIGHLIGHT OF WHAT HAS TAKEN PLACE OVER THE LAST SEVERAL MONTHS.

WHERE WE ARE A LITTLE BIT AT THE END OF WHERE WE ARE HEADING IN THE FUTURE.

YESTERDAY WE HAD A CONVERSATION, A PANEL ON EQUITY AND INCLUSION THAT WE ARE GOING TO BE A PART OF.

AND I WAS SPEAKING WITH THE TRUSTEE.

IT IS GOOD TO HAVE THIS CONVERSATION, BUT IT'S BETTER TO HAVE ACTION THAT IS WHERE WE ARE ON THE ACTION PART THREE AND NOW WE ARE STARTING TO VISUALIZE WHAT THE FUTURE WOULD LOOK LIKE.

SO DUE TO SOME OF THE WORK WE HAVE DONE OVER THE LAST SEVERAL YEARS, IT SEEMS WE ARE STARTING TO GET A LITTLE BIT OF NOTORIETY ACROSS THE STATE AND SOME OF THE COLLEAGUES ARE STUDYING THE LOOK AT SOME OF THE PRACTICES IMPLEMENTED AT

[01:35:01]

CERRITOS COLLEGE.

AS I SAID, I'M VERY THANKFUL FOR THE COLLABORATION OF EVERYONE ACROSS CAMPUS BUT I ALSO WANT TO SAY THIS WORK WOULD NOT HAVE HAPPENED AS FAST AS HAS HAPPENED AND IS HAPPENING WITHOUT THE FOUNDATION WORK THAT IS TAKEN PLACE AT CERRITOS COLLEGE OVER THE LAST SEVERAL YEARS.

AND WORK IN EQUITY DIVERSITY AND INCLUSION IN ANTIRACISM IS NOT NECESSARILY NEW TO CERRITOS COLLEGE IT IS USED AS A CONVERSATION, BUT DOES NOT IMMUNE TO CERRITOS COLLEGE.

AND I PERMANENTLY BELIEVE WE HAVE BEEN ABLE TO ACT AS QUICKLY AS WE HAVE BECAUSE WE HAVE BEEN LAYING THE FOUNDATION FOR A PERIOD OF TIME.

SO THE CONVERSATION DID NOT COME AS A SURPRISE.

THE CONVERSATION PRODUCED REASONABLE SOLUTIONS AND LED TO QUICK ACTION.

NEXT SLIDE, ANDREA.

I GUESS I WASN'T SUPPOSED TO TALK THIS LONG.

>> I THINK MY SCREEN IS FROZEN.

JUST HOLD ON ONE MOMENT.

THANK YOU.

>> SO WHEN THE CALL IS MADE, WE ANSWER THEM.

THE MAIN REASON THAT WE COULD NOT, THAT WE ARE ABLE TO ANSWER QUICKLY IS BECAUSE THE WORK THAT HAD BEEN HAPPENING ON CAMPUS.

AND THE SERVES AS A WAY FOR US TO CONTINUE TO CHANNEL THE ENERGY WE HAVE BEEN CHANNELING INTO THE DIVERSITY EQUITY TRAINING OR CONVERSATIONS.

AND THIS CAME AS AN OPPORTUNITY TO EXHILARATE SOMETHING ALREADY HAPPENING AT THE INSTITUTION.

AND SO HOW DID WE RESPOND TO THE CALL? NEXT.

WE RESPOND TO THE CALL FIRST BY, SO HE PARTICIPATED ON.

BUT HAVING THAT INITIAL CONVERSATION AFTER THE MURDER OF MR. GEORGE FLOYD.

IN BRINGING EVERYONE ON CAMPUS TO HAVE THE COURAGE TO SAY WHAT IS IN THEIR MINDS, HOW THEY WERE FEELING AND HOW CAN WE ACTUALLY MOVE FORWARD AS AN INSTITUTION AND AS A COMMUNITY.

SO THE LAST TIME WE TALKED, JULY 1, 2020, WE TALKED ABOUT THIS INITIATIVE.

WAS JUST A FEW DAYS AFTER THE CALL OF ACTION HAVE BEEN ISSUED FOR CHANCELLOR OAKLEY.

WE QUICKLY MOVED INTO THE IMPLEMENTATION PHASE.

THIS IS NOT AN ACTUAL PICTURE OF JULY 1, 2020.

THIS IS A PICTURE FROM A PREVIOUS MEETING.

THAT MEETING JULY 1 WAS ALSO A ZOOM MEETING.

TO OUR FIRST ITEM IS A SYSTEM WIDE REVIEW OF ENFORCEMENT OFFICERS AND FIRST RESPONDER TRAINING CURRICULUM.

THERE ARE SEVERAL ITEMS ABOUT HAVING NEARLY 3 PAGES OF ACTIONS THAT ARE POLICE DEPARTMENT AT CERRITOS COLLEGE IS ALREADY TAKEN.

BUT I CHOSE TO HIGHLIGHT A COUPLE OF THOSE ACTIONS THAT HAVE BEEN ALREADY COMPLETED.

THE FIRST ONE IS FOR THE POLICE DEPARTMENT COMPLETED A FULL REVIEW OF THE COLLEGE POLICE DEPARTMENT MANUAL.

INCLUDING THE REVISION AND REMOVAL OF SOME OF THE POLICIES THAT THE SPECIFIED USE OF FORCE DURING AN ACTIVITY.

THEY WORKED AND TOOK TRAINING ON CRISIS INTERVENTION FOR TRAINING ALL OFFICERS.

THAT INCLUDES COLLABORATION, INCLUDING MONTHLY MEETINGS WITH THE FACULTY.

[01:40:02]

ADVISOR PARTICIPATION AND TRAININGS WILL ONLINE STUDENT SUPPORT GATHERINGS FOR LGBT Q STUDENTS AND THAT IS ACTUALLY HOSTED BY OUR CHIEF OF POLICE.

THEY ARE CONTINUOUSLY WORKING IN BRINGING IDEAS AND HOW THEY CAN BECOME MORE INTEGRATED THE FABRIC OF OUR INSTITUTION.

THE CHIEF, I HAVE TO SAY AS BEEN INCREDIBLY OPEN HAVE CONVERSATIONS WITH EVERYONE ACROSS CAMPUS AS TO HOW WE BEST COLLABORATE.

WE BEST COLLABORATE BY CALLING THE POLICE DEPARTMENT WE ARE UNCOMFORTABLE WITH THE SITUATION.

WE COLLABORATE BY LEARNING HOW TO DE-ESCALATE THE SITUATION SO WE CAN ALL BE CONTRIBUTORS TO OUR COMMUNITY.

THE SECOND ITEM IS A CAMPUS LEADER OPEN DIALOGUE AND ADDRESS CAMPUS CLIMATE.

SO AGAIN, WE HAVE SEVERAL ACTION ITEMS THAT WERE COMPLETED ACCORDING TO DUE DATES, AS YOU CAN SEE ON THE SCREEN, BUT IN HIGHLIGHTING ONLY THREE OF THOSE.

WE QUICKLY MOVED UNDER THE LEADERSHIP OF DOCTOR FLORIS CHURCH TO WORK WITH SOME OF THE COLLEAGUES ACROSS CAMPUS TO DEVELOP AN ONLINE VERSION, ONE HOUR OF EACH PROGRAMS THAT WE HAVE AVAILABLE FOR OUR EMPLOYEES AND THEY HAVE TO COMPLETE THE PARTICULAR REQUIREMENT DURING THE FIRST WEEK OF EMPLOYMENT.

WE BELIEVE IT IS IMPORTANT TO WORK WITH OUR INCOMING TEAM MEMBERS SO THEY UNDERSTAND THE CULTURE.

PROVIDING THEM WITH THE TOOLS AND SUPPORT TO BE ABLE TO ADJUST OUR EXPECTATIONS AS FAST AS POSSIBLE.

WE WORK ON THE LEADERSHIP.

DEVELOP, CREATE AND ESTABLISH BLACK EXCELLENT COLLABORATIVE.

AND THEY ARE WORKING IN MANY INITIATIVES.

ONE BEING ABSORBING THE PLANNING AND PROGRAM LAYOUT OF BLACK HISTORY MONTH FOR THE SECOND DEVELOPING THE PROGRAM.

SIMILAR TO ANY OF OUR ALLIED PROGRAMS. AND THEY WILL CONTINUE TO PROVIDE FEEDBACK ON THE DIFFERENT CAMPUS ACTIVITIES, CAMPUS CLIMATE AND SO ON THROUGHOUT THE YEAR.

I HAVE HAD A NUMBER OF CONVERSATIONS WITH THEM.

PARTICULARLY AS IT RELATES TO THE IDEAS THAT SHE HAS MOVING FORWARD IN THE CONVERSATIONS HAVE BEEN GREAT.

IN ADDITION, BECK IS WORKING WITH DOCTOR FLORIS CHURCH TO PROVIDE FEEDBACK IN THE TRAINING POLICE PROCEDURES, THE CONVERSATIONS HAVE BEEN IN DIFFERENT TOPICS.

BUT AS I SAID IS GOING WELL.

WE HAD A PANEL DISCUSSION ON MANAGING CONVERSATIONS ABOUT RACE.

THIS WAS THE BEST ATTENDED SESSION OF ALL SAYS SESSIONS.

COMMITTEE PARTICIPANTS WAS THAT DOCTOR PEREZ, DOCTOR MILLER.

KNIGHT IN MISSING SOMEONE.

BUT I WANT TO SAY THIS PARTICULAR CONVERSATION WAS THE BEST ATTENDED CONVERSATIONS OF THE TOPICS HIGHLIGHTED WITHIN THE CONVERSATION FOR ENGAGING THE SPEAKERS WERE COMFORTABLE SHARING THEIR IDEAS AND RECEIVED A NUMBER OF QUESTIONS AND WERE PLANNING TO RIDICULE PLATE THAT CONVERSATIONS GOING FORWARD.

THE NEXT ASPECT IS CAMPUS MUST CREATE AN ACTION PLAN TO CREATE INCLUSIVE CLASSROOMS AND CURRICULUM.

SO THE OFFICE OF AFFAIRS HAS LED AND CONTINUES TO LEAD CLASSROOM CLIMATE.

[01:45:03]

IT IS WORKING ON THE DEVELOPMENT OF AN ACTION PLAN TO READ AGAIN, AND JUST TO HIGHLIGHT THREE ITEMS SO WAS COMPLETED ON DECEMBER 2020 AND THE ACTION PLAN WILL BE COMPLETED IN 21.

AND SO WE JOINT USC CENTER FOR RACE AND EQUALITY.

WE BECAME MEMBERS OF THE CENTER.

AS PART OF MEMBERSHIP DESIGNED THE PROFESSIONAL DEVELOPMENT WE HAVE ACCESS TO.

WE HAVE RECEIVED ALREADY THE NATIONAL ASSESSMENT OF COLLEGE CAMPUS CLIMATES.

WE HAVE RECEIVED THEM ALREADY IN OUR HANDS.

WE ARE WORKING ON THE DEPLOYMENT COLLECTION OF THE INFORMATION OF THIS PARTICULAR SERVICE.

WE ARE HOPING TO CONTINUE TO WORK WITH USC EQUITY CENTER IS A RESULTS COME.

AS A RESULT, WE SHOULD BE ABLE TO DEVELOP A PLAN TO ADDRESS ANY ISSUES WE MAY FIND GOING FORWARD.

AND I HOPE THAT OBVIOUSLY WE FIND A SPECIFIC ITEM WE NEED TO WORK FORWARD.

WE ARE SAYING THIS IS A PROCESS OF CONTINUING IMPROVEMENT IT IS A PROCESS OF FINDING THINGS.

WE ARE LOOKING AT THIS AS AN OPPORTUNITY TO CANOE THE GROWTH AS AN INSTITUTION.

UNDER THE LEADERSHIP DEVICE PRESIDENT, WE HAD A RETREAT.

THEY ANALYZED THE ROLES MOVING FORWARD AS TO HOW THEY CAN CONTRIBUTE MOVING THE NEEDLE FORWARD AS WE TALK ABOUT EQUITY IN CLOSING ACHIEVEMENT GAPS.

SOMETIMES IT IS HARD TO SEE WHAT IS MY ROLE.

IF I DON'T SEE A STUDENT ENTERING THE CLASS AND, WHAT IS MY ROLE IN CLOSING THE EQUITY GAP.

ALL OF US, EVERY SINGLE ONE OF US HAS A ROLE IN HELPING STUDENTS REACH THEIR GOALS AND THESE WILL HELP US CLOSE THE EQUITY GAPS WE HAVE IN DIFFERENT GROUPS.

DURING THIS MEETING THE DEAN AND THE VICE PRESIDENT HAD THE OPPORTUNITY TO ANALYZE DATA.

THIS DATA IDENTIFIED GROUPS HOW THE GROUPS WERE BEING INFECTED WITH THE PERCENTAGE POINT SEPARATED HIGH-PERFORMING GROUPS AND THOSE WHO STUDENTS PERFORMING WHERE THEY SHOULD AND THERE HAVING CONVERSATIONS OF SPECIFIC ITEMS THEY COULD ADDRESS FROM THE PERSPECTIVE OF HOW THEY COULD SUPPORT THE STUDENTS TO CONTINUE THIS WORK.

EQUITY IN THE CLASSROOM PROGRAM BEGAN JULY 20 AND ENDED IN AUGUST 7 WITH THE FACULTY ON THE PRINCIPLES OF AN EQUITY MINDED SYLLABLES ASSIGNMENTS AND GRADING POLICY AND PRODUCED CLASSROOM TOOLS AND POLICIES THAT REFLECT THAT.

THIS IS A VERY GOOD CONVERSATION TO HAVE AS WE MOVE FORWARD.

BECAUSE SOMETIMES WE DON'T THINK THE SYLLABLES MAY FAVOR ONE GROUP UNTIL WE BASIC POLICIES OR PROCEDURES AND EXPECTATIONS.

WE FIND OUT YOU CAN ACHIEVE THE SAME LEARNING OUTCOMES USING DIFFERENT TECHNIQUES THAT ARE MORE INCLUSIVE BUT THIS CONVERSATION CONTINUES AND WE HAD A GOOD GROUP OF FACULTY WORK ON THIS INITIATIVE AND DEVELOP THE TOOLKIT.

THE NEXT ITEM IS DISTRICT BOARD REVIEW AND UPDATE EQUITY PLANS WITH URGENCY.

BY THE TIME THE CALL OF ACTION WAS ISSUED AND WHEN BROUGHT THE DOCUMENT, WE HAD ALREADY DONE THIS.

SO WE HAVE ALREADY REVIEWED THE EQUITY PLANS.

IN FACT, THE BOARD WAS ALREADY IN THE PROCESS OF APPROVING OUR EQUITY PLAN.

BECAUSE WE HAD ALREADY REVIEWED AND APPROVAL OR EQUITY PLAN, WE DECIDED TO HAVE AN ADDITIONAL ELEMENT.

THERE WAS NO PART OF THE COLLECTION, BUT WE DETERMINED THAT THIS PARTICULAR ELEMENT WOULD HELP US CONTINUE TO ADVANCE OUR EQUITY AND INCLUSION.

SO WE ARE REVIEWING THE MASTER PLAN IN ORDER TO ENSURE THE ITEMS WE HAVE HIGHLIGHTED IN OUR PLANS AND GOALS ARE FREE OF WERE AS FREE AS POSSIBLE OF STRUCTURAL RACISM.

[01:50:01]

THAT DO NOT MAINTAIN FAVORITISM TO THE GROUP.

SO WE ARE WORKING WITH PLANNING AND BUDGET.

THEY WILL CONVENE AT TASK FORCE THIS SEMESTER WE ARE IN.

LOOK AT OUR STRATEGIC PLAN LOOK AT OUR MIDCYCLE AND DETERMINE WHETHER OR NOT WE ARE CONTINUING TO ALIGN WITH THE MASTER PLAN.

WHETHER OR NOT ANY OF OUR GOALS ARE ALLEVIATED AND OBVIOUSLY THOSE ACTIONS ARE ALIGNED WITH ADDRESSING THE ISSUES OF STRUCTURAL RACISM.

THE NEXT ITEM IS IN THE TIMEFRAME FOR THE FULL IMPLEMENTATION OF THE DIVERSITY, EQUITY AND INCLUSION PLAN.

AGAIN, MANY ACTIONS ON THIS ONE WE HAVE HIGHLIGHTED HERE.

AND SO NOT ONLY WE ARE PART OF THE USC RACE FOR EQUITY CENTER PRESENTERS EQUITY COMMIT USC RACE AND EQUITY CENTER, BUT WE ALSO PARTICIPATED IN THE EQUITY NO TRAINING.

WE HAVE WELL OVER 100.

WE OFFERED ABOUT 150 SPOTS FOR EVERYONE IN THE INSTITUTION TO BE ABLE TO ATTEND THE EQUITY NO TRAINING.

OVER THE COMMUNITY COLLEGE IN CALIFORNIA THAT SENT THE MOST TO THE WORKSHOPS.

THE EXECUTIVE COUNCIL PARTICIPATED IN THE WORKSHOPS.

WE HAVE ALSO TAKEN DIFFERENT ASPECTS OF THE USC RACE AND EQUITY CENTER AND WE HAVE PARTICIPATED ON THOSE WITH OTHER MEMBERS OF THE COLLEGE AT LARGE.

PARTICIPATION ACROSS ALL LEVELS OF THE INSTITUTION.

WE ISSUED PARTICIPATION IN THIS PARTICULAR INITIATIVES, THERE WASN'T OVERWHELMING ACCEPTANCE BY THE COLLEGE A LARGE.

WE VERY QUICKLY FEEL MOST OF THE SPOTS.

AND PEOPLE WERE HAPPY TO ATTEND.

WE HAVE DONE A COUPLE OF BRIEFINGS AND WE WILL CONTINUE TO WORK ON DISSECTING THE INFORMATION THAT WE HAVE RECEIVED AND TO OUR PARTNERSHIP WITH THE USC RIGHTS AND EQUITY CENTER THREE ALSO THE FACULTY CENTER COMMITTEE.

USING THE PROCESS.

THIS IS ESSENTIALLY HOW FACULTY ASSIGNED THE CREDENTIALS IN A SPECIFIC AREA.

ARE FACULTY CENTER HAS BEEN WORKING ON THESE AND HAVE BEEN REVIEWING THE EQUIVALENCY AND ARE WORKING CLOSELY WITH OUR HUMAN RESOURCE DEPARTMENT AS THAT WORK IS BEING COMPLETED A REVIEW OF SELECTION PROCEDURES ARE CURRENTLY UNDER REVIEW AND WE ARE HOPING THAT MOST OF THESE ACCOMPLISHED BY JUNE 2021.

THE PART OF ACCOUNTABILITY.

THINK ACCOUNTABILITY IS IMPORTANT FOR US.

AS I MENTIONED BEFORE, WE ARE NOT DOING ANY OF THESE TWO SIMPLY FIND SOMEONE TO BLAME FOR SOMETHING THAT ISN'T WORKING.

WE DON'T WANT TO POINT FINGERS.

WE WANT TO WORK TOGETHER AND ENSURE THAT THIS IS A CONTINUOUS IMPROVEMENT PROCESS.

IN MY OPINION, WE WERE CAN BE MORE INCLUSIVE.

BEING ANTIRACIST, WORKING IN EQUITY DIVERSITY AND INCLUSION.

IS A WORK THAT IS NEVER DONE, IT IS A WORK WE NEED TO CONTINUOUSLY PROVEN CYCLE BUT IT MEANS WE GET BETTER AND BETTER EVERY TIME.

THE MOMENT WE STOPPED HIM AT THAT MOMENT SOMETHING IS WRONG.

SO IT IS IMPORTANT TO GET TO THE POINT HERE ON ACCOUNTABILITY.

SO WHAT ARE WE DOING? WHAT ARE WE DOING TO HOLD EACH OTHER ACCOUNTABLE AND DETERMINE WHETHER OR NOT WE ARE BEING SUCCESSFUL INITIATIVES THAT WE ARE IMPLEMENTING.

SO THE FIRST THING WE ARE DOING IS FOCUSING HOW, WHAT DO WE DO ON CAMPUS FOR ALL OF US TRANSLATE IN HOW STUDENTS RECEIVE ALL SERVICES, INCLUDING EDUCATION.

ALDIE RECEIVED THE EDUCATION AND HOW WELL THEY PERFORM ONCE THE EDUCATION HAS BEEN DELIVERED.

PART OF THAT PROCESS HAS BEEN A CAMPUS INITIATIVE THAT WE BEGAN LAST YEAR.

[01:55:04]

WE JUST FINISHED OUR FIRST STAGE AND THAT IS HOW WE TAKE CARE OF EACH OTHER AND HOW THAT TRANSLATES ON HOW WE TAKE CARE OF STUDENTS.

THE NEXT PART WOULD BE HOW QUICKLY WE ARE ABLE TO CLOSE THE GAPS THE STUDENTS ARE SEEING IN RELATIONSHIP WITH HIGH-PERFORMING STUDENTS IN THE DIFFERENT CATEGORIES.

WE CANNOT SAY THAT WE ARE IN INSTITUTION THAT VALUES DIVERSITY, EQUITY AND INCLUSION WITHOUT ADDRESSING THE PERFORMING GAPS OF OUR STUDENTS.

THERE SHOULD BE NO GAPS BETWEEN ANY OF OUR STUDENT GROUPS AND THEY SHOULD BE NO DIFFERENT ACROSS ALL THE STUDENT GROUPS.

SO WE HAVE WORKED TO DEVELOP THREE DIFFERENT €" MORE.

MOMENTUM POINT DASHBOARD AND ASPEN DASHBOARD.

WE COMPLETED THE DASHBOARDS IN DECEMBER THESE DASHBOARDS ARE GOING TO GIVE US THREE DIFFERENT TYPE OF DATA.

ONE IS A REALISTIC GOAL, ESSENTIALLY HOW FAR ARE WE FROM THE PERFORMANCE OF AN ASPEN INSTITUTION.

IT HAS THE SAME SIMILAR STUDENT POPULATION, SIMILAR DEMOGRAPHIC.

THESE ARE LAGGING INDICATORS.

THE MOMENTUM POINT DASHBOARD IS GOING TO TELL US IF STUDENTS ARE GOING TO GRADUATE ON TIME.

HOW IT'S GOING TO TELL US THAT? WE KNOW FROM THE DATA AND FROM THE RESEARCH THAT STUDENTS THAT COMPLETE 15 UNITS DURING THE FIRST SEMESTER ARE MORE LIKELY TO GRADUATE ON TIME.

SO WE NOW HAVE THE ABILITY OF SEPARATING DIFFERENT STUDENT GROUPS AND DETERMINING HOW MANY OF THEM ARE TRULY BEING SUCCESSFUL ALMOST 15 UNITS.

WE ARE ALSO NOT ABLE TO SEE HOW MANY STUDENTS PASS ON THE MEDICS OF THAT FIRST ATTEMPT OR PASS ENGLISH AND THAT FIRST ATTEMPT.

AND IN THE PLANNING OR FACULTY SHOULD BE ABLE TO SEE SIMILAR DATA AS IT CONNECTS TO THEIR CLASSES AND NOW THEY SHOULD BE ABLE TO DISAGGREGATE THE DATA BASED ON STUDENT POPULATION VERY EASILY.

UNTIL THE NEXT LINE WILL SHOW YOU A PICTURE OF WHAT BASIC DASHBOARD WILL SHOW.

IT WILL HELP US WITH SUCCESS RATES.

DIFFERENT STUDENT GROUPS.

AND BEGIN COMMIT OUR DATA POINT BEGINS IN 2015 WITH THAT WAS ESSENTIALLY TO CAPTURE A FULL CYCLE OF STUDENTS BASED ON THE REPORTING.

AND WE SHOULD BE PRESENTING THE DASHBOARD TO THE BOARD OF TRUSTEES IN THE NEXT FEW MEETINGS.

WE ARE ROLLING IT OUT IN STAGES FOR NEXT WEEK WE WILL BE PRESENTING SOME OF THE WORK TO OUR MANAGERS.

WE ARE PLANNING THE FACULTY SENATE.

WE HAVE ALREADY ACQUIRED LINE SENTENCES TO ACCESS IN THIS PARTICULAR WAY OF THE DEPARTMENT CHAIRS AND SO ON BECAUSE THEY CAN START SEEING THE DATA.

AND THEY WOULD BE ABLE TO MANIPULATE THE DATA AND DETERMINE IF WE ARE BEING EFFECTIVE MOVING THE NEEDLE ON DISPROPORTIONATELY IMPACTING THE STUDENTS.

THAT IS ONLY UPDATE FOR NOW.

IF YOU HAVE ANY QUESTIONS, AND BE HAPPY TO ANSWER THEM.

>> I DID HAVE ONE QUESTION.

I WAS WONDERING, ONCE ALL THE DATA IS COMPILED, HOW DO LARGE INSTITUTIONS OF THE MAGNITUDE NUMBER ONE MOVE FORWARD WITH SUCH INFORMATION ONCE IT IS DISAGGREGATED.

AND HOW DO OTHER INSTITUTIONS OF HIGHER EDUCATION WITH THE SIMILAR ATTENDEES SCALE THIS INFORMATION IN A WAY THAT IS ACTUALLY DOABLE AND MANAGEABLE.

>> THANK YOU FOR THAT QUESTION.

THE FIRST STEP IS ACCESS TO THE INFORMATION.

AND THIS IS THE FIRST TIME WE HAVE ACCESS TO DATA IN THE SPECIFIC WAY.

[02:00:03]

THEY HAVE A PROCESS OF SEVERAL BEERS FOR US TO BUILD DATABASES THAT ALLOWS US.

DOCTOR AMBER ROCK AND HER TEAM FOR THE WORK THAT THEY HAVE DONE.

I WAS ASKING FOR SOMETHING IMPOSSIBLE TO DO AT THE TIME, BUT SHE DELIVERED.

SHE SAID SHE WOULD GET IT DONE BY DECEMBER AND THEY ALL GOT TOGETHER AND DID IT.

THE FIRST THING IS BEING ABLE TO ACCESS THE DATA.

THE SECOND IS PUTTING DATA IN THE HANDS OF THE PEOPLE.

THAT SOUNDS CLICHé, BUT THAT IS HOW IT WORKS REALLY WANT TO MAKE SURE THAT ALL OF US CAN SEE THAT DATA.

MY HOPE IS YOU COULD ALSO LOOK AT THOSE NUMBERS, JUST LIKE WE WOULD BE ABLE TO GIVE THAT DATA TO ALL OF OUR FACULTY.

BECAUSE I KNOW NONE OF US LIKE TO SEE IN SOME AREAS WE MAY NOT BE DOING WELL.

A CULTURE IN WHICH THINGS OF NO WORKING PROPERTY.

I KNOW THAT FOR A FACT BECAUSE EVERY TIME WE HAVE FOUND THE CHALLENGE WE HAVE DONE SOMETHING TO CORRECT.

BUT SOMETIMES WITHOUT ACCESS TO THE DATA, WE FIND OURSELVES REMEMBERING THE GOOD THINGS, RIGHT? WE HAVE SO MANY STUDENTS GRADUATING.

WE HAVE SO MANY STUDENTS WHO HAVE TRANSFERRED A LEVEL I UNIVERSITIES.

WE HAVE SO MANY STUDENTS THAT HAVE INCREDIBLE JOBS.

BUT THEN WE FORGET SO MANY UNFINISHED ARE SO MANY THAT COULDN'T TRANSFER IT UNTIL THIS DATA IN THE HANDS OF THE PEOPLE WILL HELP US TO DO THAT.

THE DASHBOARD IS HELPING US COMPARED INSTITUTIONS THAT ARE SUCCESSFUL DOING THIS WORK ACROSS THE NATION.

AND THE REASON WE DECIDED TO DO THAT IS BECAUSE WE NEED TO PREPARE OURSELVES WITH THE BEST-PERFORMING INSTITUTIONS IN THE NATION IF YOU WANT TO BE THE BEST-PERFORMING INSTITUTION IN THE NATION.

SO INSTITUTIONS, FOR INSTANCE LIKE MIAMI-DADE.

IT HAS VIRTUALLY NO PERFORMANCE GAPS BETWEEN THE STUDENT DEMOGRAPHICS.

THEY ARE THE LARGEST INSTITUTION OF HIGHER EDUCATION IN THE COUNTRY.

POPULATION SIMILAR TO WHAT A STUDENT POPULATION.

YET THEY HAVE MANAGED TO CREATE SYSTEMS OVER TIME, THIS DIDN'T HAPPEN OVERNIGHT.

TO ADDRESS THE NEEDS OF THE STUDENTS.

BUT IT ALL STARTED WITH DATA IDENTIFYING FOR WEEK AREAS AND BEGIN TREATING THESE LIKE WHEN YOU GO TO THE DOCTOR AND THEY TREAT THE SPECIFIC SYMPTOMS AND SO ON UNTIL WE GET BETTER.

SO THIS WILL TAKE A WHILE, BUT IF WE ARE COMMITTED TO TRULY BE ONE OF THE BEST INSTITUTIONS IN THE NATION, WE HAVE TO START SOMEWHERE AND WE HAVE TO LOOK AT THE PERFORMANCE OF THE BEST INSTITUTIONS IN THE NATION.

>> I APPRECIATE IT.

>> I JUST WANTED TO THANK THE DOCTOR AND EVERYONE WHO CONTRIBUTED TO THIS UPDATE AND TO THE PRESENTATION.

AM SO GLAD WE ARE CONTINUING TO MAKE SIGNIFICANT PROGRESS.

SINCE WE STARTED THIS LAST SUMMER.

AND I THINK IT IS GREAT TO HAVE YOU UPDATE THE BOARD MORE FREQUENTLY LIKE THIS SO WE CAN HOLD OURSELVES ACCOUNTABLE AS WELL TOO.

SO I APPRECIATE THAT.

IT SOUNDS LIKE A A LOT OF GREAT SYSTEMS ARE BEING DEVELOPED AND IMPLEMENTED AND PUT IN PLACE SO WE CAN SEE THE DATA YOU WERE JUST DISGUSTING AND THAT TRUSTEE WALLACE WAS DISCUSSING AS WELL.

AND USING ALL THE POWERFUL INFORMATION TO MAKE CHANGE.

IS REALLY GREAT TO SEE HER TAKING THE CALL TO ACTION SO SERIOUSLY.

BECAUSE IT REALLY IS IMPORTANT FOR OUR STUDENTS AND THEIR SUCCESS.

I JUST WANTED TO THANK EVERYBODY WHO IS INVOLVED IN THIS.

KEEP UP THE GOOD WORK.

>> THANK YOU.

AND I WOULD LIKE TO HIGHLIGHT A COUPLE OF OTHER THINGS.

I'M SORRY IT IS A LITTLE LONG, BUT THERE IS JUST AN INCREDIBLE AMOUNT OF WORK THAT HAS BEEN DONE.

THE AND I WANT TO RECOGNIZE DOCTOR PEREZ FOR THE WORK THAT SHE HAS DONE ON THIS INITIATIVE.

SHE HAS LED THE COUNCIL GROUP WITH DOCTOR LOUIS ON DOOR.

HE HAS ALSO DONE INCREDIBLE WORK GETTING PEOPLE TO GATHER AND HAVING MANY OF

[02:05:07]

THESE DIFFICULT CONVERSATIONS.

[NAME] WAS ALSO A BIG COMPONENT IN ORGANIZING THE FIRESIDE FOR THE CONVERSATION ABOUT EQUITY, DIVERSITY AND INCLUSION IT AGAIN, I WANT TO RECOGNIZE DOCTOR PEREZ FOR THE WORK BEING DONE.

HAVEN'T DONE ANYTHING BECAUSE IF THEY WOULD VERY WISE AND GIVE EVERY SINGLE ONE ASSIGNMENTS FOR THIS IS IMPORTANT TO HIGHLIGHT AS WELL.

EVERY AREA YOU SEE IS UNDER A COMPLETELY DIFFERENT RESIDENT WITH A COMPLETELY DIFFERENT GROUP OF PEOPLE WORKING.

AS YOU SEE THE FIVE DIFFERENT AREAS, EACH ONE OF THE AREAS IS BEING ADDRESSED IN DIFFERENT AREAS READY EIGHT PEOPLE THAT TRADITIONALLY DO NOT GET INVOLVEMENT.

BEEN PART OF THE CONVERSATION.

WE ALL PLAY A ROLE IN MAKING SURE THE CULTURE OF THE INSTITUTION CONTINUES TO CHANGE.

>>JAMES CODY BIRKEY : THANK YOU.

I APPRECIATE THE WORK EVERYONE HAS DONE ON THIS AND THE LEADERSHIP FROM THE DOCTOR ON DOWN ON THIS.

I THINK THIS IS ONE OF THOSE ITEMS THAT FIT WITH ONE OF MANY.

TAKING THE INITIATIVE TO HIGHLIGHT IS AS CRITICAL AND IMPORTANT AND NOT REALLY WAIT FOR OTHER INSTITUTIONS BY AND LARGE IN ORDER TO ACT.

THOUGHT THAT WE ARE NOT BENEFITING FROM WHAT OTHER INSTITUTIONS HAVE DONE TRYING TO INCORPORATE THOSE BEST PRACTICES, BUT I KNOW THERE ARE A NUMBER OF INSTITUTION I COME IN CONTACT WITH THAT ARE TRYING TO FIGURE OUT WHAT TO DO THAT GOES BEYOND CONVERSATION.

AND I APPRECIATE EVERYONE WHO HAS STEPPED UP TO ANSWER THAT QUESTION AND MOVE INTO ACTION.

I THINK WE WILL BENEFIT AS AN INSTITUTION FROM THESE TYPES OF PRACTICES IT IS NICE WHEN YOU ARE IMPLEMENTING THINGS THAT ARE NOT ONLY JUST THAT ARE GOING TO HAVE HUGE BENEFITS TO BE IN INSTITUTION AND THE LEVEL OF EFFICACY THE STUDENTS HAVE AN EDUCATIONAL EXPERIENCE AND WHO THEY GET TO BE BECAUSE OF THE OUTCOMES OF THESE TYPES OF CHANGES.

I APPLAUD EVERYBODY IN SPENT THANKLESS HOURS ON THIS.

MOVING TO AGENDA ITEM 5.01.

TRUSTEE LEWIS?

>>ZURICH LEWIS : I WOULD LIKE THIS MEETING TO BE CLOSED IN HONOR OF TO DOORLOCK GIANTS WHO PASSED EARLIER THIS MONTH.

LUIGI GRANOLA AND DARRELL ADAMS. LUIGI HAD BEEN A LONG TIME MAYOR AND COUNCIL MEMBER FOR THE CITY OF NORWALK AND GET BACK TO THE COMMUNITY IN A NUMBER OF DIFFERENT WAYS AND ONCE ONE OF THE MOST RECOGNIZABLE RESIDENTS OF NORWALK.

IN THE SECOND PERSON, DARRELL ADAMS, HAS BEEN A LONGTIME POLITICO AND MORE IMPORTANTLY A COMMUNITY VOLUNTEER AND VERY RECOGNIZABLE IN THE CITY.

BOTH OF THEM UNFORTUNATELY PASSED DUE TO COVID RELATED COMPLICATIONS.

AND SO I WOULD LIKE THEIR MEMORIES TO BE HONORED FOR ALL THE PARTNERSHIP THEY MADE WITH CERRITOS COLLEGE AS INDIVIDUALS AND THROUGH THEIR RESPECTIVE GOVERNING BODIES.

AND WE WOULD LIKE TO MAKE SURE THEIR LEGACIES ARE HONORED HERE AT CERRITOS COLLEGE FOR EVERYTHING THEY HAVE DONE FOR OUR COMMUNITIES IN CERRITOS AREA IN PARTICULAR IN NORWALK.

SO THANK YOU TO LUIGI AND DARRELL ADAMS AND GOD BLESS.

THANK YOU.

>>JAMES CODY BIRKEY : THANK YOU TRUSTEE LEWIS.

COULD WE MOVE ON TO DOCTOR LIU?

>>DR.

SHIN LIU: NO REPORT.

>>JAMES CODY BIRKEY : OKAY.

TRUSTEE AVALOS?

>>CARMEN AVALOS : I JUST HAVE A BRIEF REPORT.

I JUST WANTED TO FIRST UPDATE EVERYBODY ON THE STATE WIDE DIVERSITY EQUITY AND INCLUSION EFFORTS THE TRUSTEES HAVE BEEN WORKING ON.

THE FIRST THING IS THE CHANCELLORS OFFICE HAS CREATED A DIVERSITY EQUITY AND INCLUSION LANDING PAGE ON THEIR WEBSITE OR ANYTHING RELATED TO THE TOPIC IS BEING POSTED.

IT HAS A LOT OF REALLY GOOD INFORMATION THE CHANCELLOR IS PUTTING OUT THE.

THE SECOND THING IS HE ALSO ALREADY PUT OUT A LEGAL ADVISORY RECENTLY ON STUDENTS BEING ABLE TO PARTICIPATE IN THE COLLEGE RECRUITMENT PROCESS FOR FACULTY AND CLASSIFIED EMPLOYEES.

THE GUIDANCE AND CHANCELLORS OFFICE STATES IS THERE IS NOTHING IN THE LAW THAT DOES NOT ALLOW STUDENTS TO PARTICIPATE IN THESE COMMITTEES.

AND I KNOW WE HAVE DONE THAT BEFORE FOR SOME OF OUR COMMITTEES AND HOPEFULLY WE CAN ADD THAT TO THE CALL TO ACTION IS ANOTHER FOLLOW-UP ITEM SO WE CAN HELP THE STUDENTS PARTICIPATE IN THESE PROCESSES AS FULLY AS POSSIBLE.

AND UNDERSTANDING THAT THE LIMITATIONS BASED ON THEIR SCHOOL WORK SCHEDULES.

SO WHAT I WOULD LIKE TO HAVE THE DOCTOR TAKE A LOOK AT THAT.

AND ALSO HE MENTIONED ABOUT THE LOCAL NEWS OF THE EQUIVALENCY PROCESS AS WELL.

THAT SEEMS TO BE ANOTHER AREA THE CHANCELLOR IS FOCUSING ON.

AND HE IS GOING TO BE PRESENTING NEW EEO GUIDELINES THAT WILL DISCUSS THE EQUIVALENCY PROCESS.

THIS IS A RESPONSIBILITY THAT NOT JUST FALLS UPON THE SENATE, BUT UPON GOVERNING

[02:20:01]

BOARDS TOO.

I LOOK FORWARD TO THE DOCTOR AND THE TEAM PRESENTING INFORMATION ON THAT IMPORTANT ITEM.

YESTERDAY I PARTICIPATED IN THE BOARD OF GOVERNORS MEETING AND THEY HAD A REALLY, REALLY GOOD DISCUSSION ON AB 705 AND THE IMPLEMENTATION OF THIS LANDMARK PIECE OF LEGISLATION THAT I'M SURE MANY OF YOU SAW TRUSTEE WALLACE VIDEO ON THIS ABOUT THE STUDENTS RIGHTS UNDER AB 705.

BUT REALLY JUST SHOWING THE DRAMATIC CHANGE IN WHAT IS TAKING PLACE BY PLACING STUDENTS IN COLLEGE LEVEL ENGLISH AND MATH CLASSES.

AN AMAZING AMOUNT OF PROGRESS.

STILL A LOT OF WORK TO DO TO ADDRESS THE DISPARITIES, BUT SOME REALLY EXCITING THINGS GOING ON IN THE STATE.

PP ICIE RECENTLY RELEASED A PORT ON THIS, THERE IS JUST A LOT OF RESEARCH AND DATA UPON THIS.

THING ALSO THE CALIFORNIA EXHILARATION PROJECT RELEASED A REPORT TOO AND I WAS PLEASED TO HEAR AT CERRITOS COLLEGE WE HAVE ELIMINATED €" WE ARE AT 99 PERCENT BRING A HIGH COMPLETER.

MEANING WE ARE ONLY ONE PERCENT OF OUR ENGLISH CLASSES ARE STILL AT THE REMEDIAL LEVEL.

SO THAT'S FANTASTIC.

WE ARE RIGHT UP THERE WITH THREE COLLEGES ACROSS THE ENTIRE STATE WHO COMPLETELY ELIMINATED REMEDIAL MATH AND ENGLISH.

I KNOW WE HAVE A WAYS TO GET THERE IN MATH.

DID A QUICK PERUSAL OF SCHEDULE PLUS.

IS THAT WHAT IS THIS CALLED? AND I SAW LOTS OF DEVELOPMENTAL MATH CLASSES STILL.

THIS IS SUCH A WEALTH OF INFORMATION IRRITABILITY ENCOURAGE PEOPLE IN YOUR SPARE TIME.

WE OFFER A TREMENDOUS AMOUNT OF CLASSES HERE.

SOME REALLY INTERESTING TOPICS.

I DO NOTHING BUT TAKE CLASSES HERE BECAUSE THEY ALL SOUND SO INTERESTING TO READ BUT THERE STILL A LOT OF DEVELOPMENTAL MATH CLASSES.

HOPEFULLY WE WILL DECREASE THAT AS WE CONTINUE TO MAKE PROCESS PROGRESS.

IF ANYBODY WANTS THEM ALL THE DATA IS ONLY FOR THE GOVERNORS MEETING YESTERDAY.

ALSO, NO THAT THE DOCTOR SEND OUT THE RELEASE ABOUT EARLY COLLEGE, WHICH I AM THRILLED ABOUT.

IT IS JUST SO EXCITING FOR IT AGAIN, THIS WILL BE FOR EIGHTH GRADE STUDENTS WHO ARE GOING TO BE NINTH GRADERS.

THIS WILL GIVE THEM THE OPPORTUNITY TO ATTEND BOTH HIGH SCHOOL AND COLLEGE AND COMPLETE UP TO 46 UNITS OF TRANSFERABLE CLASSES.

THIS IS WONDERFUL BECAUSE ALL I CAN THINK OF WHAT TREMENDOUS AMOUNT OF MONEY IT WOULD SAVE IF I THREE KIDS BUT DID THIS THE PRESS RELEASE REFERENCE PARENTS CAN SAVE UP TO $26,000 IN TUITION FEES.

SUPER EXCITED TO SEE THIS COME TO FRUITION.

I KNOW PEOPLE HAVE BEEN WORKING ON IT FOR A LONG TIME TO READ NOT ONLY AT OUR COLLEGE, BUT ALL OUR K-12 DISTRICTS.

I'M REALLY EXCITED ABOUT THESE THREE PROGRAMS. AND WANTED TO PUBLICLY ACKNOWLEDGE ABC UNIFIED IN NORWALK FOR BEING OUR THREE INITIAL SITES.

BECAUSE IT'S GOING TO TAKE A LOT OF COMMITMENT FROM NOT ONLY OUR FACULTY AND STAFF, BUT ALSO FROM THEIR TEACHERS AND ADMINISTRATORS.

THERE'S GOING TO BE SOME VIRTUAL INFORMATION NIGHTS.

ON JANUARY 27 WHITNEY HIGH SCHOOL OF GENERATE 28 AND NORWALK HIGH SCHOOL ON FEBRUARY 3 IN ENGLISH AND SPANISH.

IN THE LAST, I WANTED TO REMIND EVERYBODY THE CHANCELLORS OFFICE KICKS OFF THE COURAGEOUS LEADERSHIP SERIES.

IT IS AT 12 NOON DURING EVERYONE'S LUNCHTIME.

TRUSTEE WALLACE AND SO MANY, I THINK THREE OF OUR LEADERS.

PROFESSOR, REBECCA PAYNE FROM HR.

THEY ARE ALL GOING TO BE FEATURED.

AGAIN, IF YOU HAVE TIME TOMORROW DURING YOUR LUNCH TIME, PLEASE JOIN INTO THE WEBINAR.

BECAUSE IT IS REALLY GREAT TO HEAR FROM LEADERS AND SUPPORT EVERYONE FOR THE GREAT WORK THEY ARE DOING AT THE COLLEGE.

SO THAT IS IT.

THANK YOU.

>>JAMES CODY BIRKEY : THAT IS BRILLIANT.

THANK YOU.

DO WE HAVE A REPORT FROM TRUSTEE PACHECO?

>>MARIANA PACHECO: NO REPORT.

>>JAMES CODY BIRKEY : THANK YOU.

DID I GET EVERYBODY?

[02:25:01]

GOT TO MAKE SURE €" WE ARE NOT SITTING IN A ROW LIKE NORMAL.

DO YOU HAVE A REPORT?

>> SORRY, I TRIED AND I HAVE TO GO TO THE SITE TO REACH THE COMPUTER.

JUST A QUICK REPORT.

LAST WEEK I SENT AN EMAIL WITH AN UPDATE ON WHERE WE ARE WITH COVID-19 VACCINATIONS.

SO THE FIRST THING WITH THAT IS I WANT TO REMIND EVERYONE WE ARE ON TIER 1B.

1B WE DO IT TO FOLLOW THE SAME GUIDELINES PROVIDED BY THE STATE HEALTH DEPARTMENT.

WE DO NOT GET TO SKIP THE LINE.

SO TIER 1B HAS NOT BEEN GREENLIGHT FOR US TO GET APPOINTMENTS.

I DID TRY THE LINK PROVIDED.

IT TELLS YOU THANK YOU VERY MUCH, WE WILL LET YOU KNOW WHEN YOU ARE APPROVED WHEN YOU ARE GREENLIGHT FOR APPOINTMENTS.

FOR THE MOST PART ALL OF US ARE LIKELY GOING TO HAVE TO GO TO ONE OF THE VACCINATION CENTERS.

WE DO NOT HAVE REFRIGERATORS NEEDED TO BE ABLE TO DO LARGE-SCALE VACCINATION ON CAMPUS BY OUR HEALTH DEPARTMENT.

WE DID, HOWEVER, GET ON THE WAITING LIST IN ORDER TO BE ABLE TO GET A SMALL AMOUNT OF VACCINES THAT HOPEFULLY THEY ARE ABLE TO PROVIDE ON-CAMPUS TO EMPLOYEES OR MAYBE SOME STUDENTS.

BUT IT WOULD BE A SMALL DISTRIBUTION BECAUSE WE DO NOT HAVE THE CAPACITY TO STORE PFIZER VACCINES.

AS YOU KNOW, THEY REQUIRE HIGH TEMPERATURES €" VERY LOW TEMPERATURES.

AND AT THIS POINT THE ABILITY OF VACCINES IS NOT SUCH THAT THEY WILL PROVIDE A SMALL SITE WITH VACCINE FOR EMPLOYEES MOST EVERYONE IS A HEALTHCARE PROVIDER AND WE ARE NOT.

SO WE ARE 1B AND WE HAVE NOT BEEN ACTIVATED FOR THE ONLY GROUP THAT HAS BEEN ACTIVATED HIS SENIORS 65 AND OLDER.

AND THEY SHOULD ALL BE ABLE TO RECEIVE VACCINES STARTING TOMORROW.

THAT INCLUDES ALL EMPLOYEES.

IF WE HAVE ANY EMPLOYEES 65 AND OLDER, THEY ARE ELIGIBLE.

THE REST OF US FALL IN THE 1B CATEGORY AND WE WILL HAVE TO WAIT UNTIL WE ARE GREENLIGHTED.

WE ALSO WORKED TO GET CLOSELY WITH THE PUBLIC HEALTH DEPARTMENT TO TRY TO CONVERT THE VACCINATION CENTER.

WE HAVE VERY ADVANCED CONVERSATIONS TO THE POINT WE WERE VERY CLOSE IN OPENING A CENTER THIS WEEK.

HOWEVER, THE CENTER DUE TO CAPACITY WAS MOVED INTO THE LAKE OFFICES.

THEY HAVE MORE CAPACITY THAN WE DO TO BE ABLE TO DO THE DISTRIBUTION AT THIS POINT.

AND SO WE HAVE WORKED WITH SOME OF THE LOCAL ELECTED OFFICIALS, INCLUDING SOME YOUR TRUSTEES PRESENT HERE THIS EVENING.

AND SOME OF THE COUNTY SUPERVISORS.

AND SO FORTUNATELY THERE IS THE FIRST DAY WAS TUESDAY.

SO IF YOU ARE 65 AND OLDER, AND THE OTHER FAMILY MEMBERS YOU CAN GET AN APPOINTMENT WITH THE APPOINTMENTS ARE GOING QUICKLY.

AT LEAST ONCE A WEEK AND THEN GO ALL DAY LONG.

THEY HAVE THE CAPACITY IT BY NEXT WEEK THEY WILL HAVE THE CAPACITY OF CIRCULATING 10,000 VEHICLES TO THE SIDE VACCINATIONS AND EVERYTHING.

[7. Closed Session]

[8. Closing Items]

[02:38:30]

SO IF YOU KNOW SOMEONE, I WOULD HIGHLY RECOMMEND MAKE THE APPOINTMENT, START

[02:38:32]

LOOKING AT THE APPOINTMENT TO SEE ON APPOINTMENTS FOR NEXT WEEK WILL OPEN.

IN THE NEXT COUPLE WEEKS, DIVINING ON THE ABILITY OF VACCINE WILL CONTINUE THE CONVERSATION TO PUBLIC HEALTH DEPARTMENT IN LA WE MAY BE ABLE TO OPEN ON A SMALLER SITE.

BUT THE PRIORITY ON THE LA COUNTY OF THIS PARTICULAR POINT THE MEGA POPS.

ON THE BIG SITES YOU SEE.

THE ONE WE HAVE IN AMUSEMENT PARK SANTA CLARITA.

THERE IS A LARGE ONE AIR.

SO EVERY AREA IN ORDER TO PROVIDE ACCESS TO ROOT THERE ARE SOME LOCATIONS THAT ARE HEALTHCARE CENTERS.

THEY HAVE A SMALLER CAPACITY AND A SMALLER NUMBER OF APPOINTMENTS EXCLUSIVELY FOR HEALTHCARE WORKERS.

IT MAY INCLUDE US WILL BE ABLE TO GET WITH CAPACITY FOR THOUSANDS OR LESS.

CHANCES ARE THAT IS WHERE WE WILL FALL.

WE WILL CONTINUE TO PROVIDE YOU WITH UPDATES ON THE STATUS OF WOMEN, IF WE END UP BEING ACTIVATED AS A SITE.

WHEN THAT WILL HAPPEN.

AND AS SOON AS WE GET WHERE THERE'S GOING TO BE AN ACTIVATION OF ONE WEEK EDUCATORS, WE WILL SEND A NOTIFICATION TO THE CAMPUS COMMUNITY.

THIS IS SCHEDULED TO HAPPEN IN FEBRUARY.

HOWEVER, IT MAY NOT HAPPEN IN FEBRUARY DUE TO THE AVAILABILITY OF VACCINE BASED ON THE A NUMBER OF APPOINTMENTS, THE NUMBER OF SITES.

THE APPOINTMENTS ARE BEING RELEASED WEEKLY BECAUSE THEY ARE DOING VACCINE CALCULATIONS WEEKLY.

MEETING THEY WANT TO MAKE SURE THEY HAVE ENOUGH DOSES FOR THE WEEK.

AND BASED ON WHAT WE HAVE WE MAY ONLY HAVE ENOUGH DOSES UNTIL THE END OF THE MONTH.

AND SO THEY ARE WAITING TO DO PLANNING.

SO WE WILL CONTINUE THE CONVERSATIONS.

AS IT RELATES TO THE SUMMER SEMESTER, WE WILL CONTINUE THE STATUS QUO AS WE HAVE HAD THOSE CONVERSATIONS.

AND IT IS TOO EARLY TO HAVE ANY CONVERSATIONS AS TO WHAT IS GOING TO HAPPEN IN FALL SEMESTER.

YOU NEED TO GIVE US A LITTLE BIT OF TIME TO SEE WHAT IS HAPPENING IN THE COUNTY, PARTICULARLY WITH THE VACCINE DISTRIBUTION.

AND SO YOU CAN DETERMINE IF IT IS GOING TO BE A RETURN TO CAMPUS AND WHAT TYPE IT CAPACITY.

AND SO PLEASE DO P PATIENT.

WE ARE HAVING CONVERSATIONS ALMOST DAILY ABOUT THESE WITH THE LOCAL OFFICIALS, WITH COLLEAGUES.

WE ARE TRYING TO GATHER AS MUCH INFORMATION AS POSSIBLE BECAUSE WE DON'T WANT TO RUSH INTO SAY IS WE ARE BACK ON CAMPUS WHEN WE DON'T HAVE THE DATA.

SAY NO, WE ARE NOT.

AND NEXT THING WE KNOW VACCINATION PROCESS RUNS ON A SCHEDULE.

WE NEED TO GIVE OURSELVES A LITTLE MORE TIME.

I KNOW IT IS NOT A DEAL, BUT WHEN WE ARE STARTING TO SEE THE VACCINE BEING DISTRIBUTED, THE LIGHT AT THE END OF THE TUNNEL IT IS PROBABLY IN THE BEST INTEREST FOR EVERYONE.

AND LAST BUT NOT LEAST, BASED ON THE COMMON OF TRUSTEE PEREZ SPENDING HER TIME LOOKING AT THE SCHEDULED CLOSE, I'M TAKING MY WORDS BACK ON THE DATA DASHBOARD ACCESS.

SO FORGET I SAID THAT PART.

THAT CONCLUDES MY REPORT.

>>JAMES CODY BIRKEY : THANK YOU.

FOR MY PART, AND WHEN WE ACKNOWLEDGE ALL THE WORK THAT HAS BEEN DONE ON THE

[02:40:02]

BEC PIECE.

I THINK THAT IS AMAZING WORK FOLKS HAVE BEEN DOING OVER A NUMBER OF MONTHS AND WELL BEFORE THAT.

I ALSO WANTED TO ADD TO TRUSTEE LEWIS LIST OF FOLKS TO HONOR IT WITH MY OWN FATHER IN LAW, PAUL PADILLA, WHO ATTENDED CERRITO COLLEGE IN THE LATE 70S AND WENT ON TO WORK AT DANIELS CORPORATION FOR A NUMBER OF YEARS OF THE DRAFTSPERSON AND PROVIDED VERY WELL FOR HIS FAMILY DUE TO HIS EDUCATION AT CERRITOS , AMONG MANY OTHER THINGS.

AND HE UNFORTUNATELY PASSED AWAY ABOUT A MONTH AGO TOMORROW.

WE WILL REALLY MISS HAVING HIM AS A QUIET SERVANT OF SOMEONE WHO HAD BEEN EXTRAORDINARY CAPACITY TO INCLUDE PEOPLE WHO WERE TYPICALLY NOT INCLUDED IN THINGS.

FINDING A WAY PEOPLE WHO DON'T GET A LOT OF ATTENTION CAN MAKE SURE HE REACHED OUT TO THEM PERSONALLY AND KEPT THEM IN THE LOOP ON THINGS.

THROUGH THEIR TRIALS AND TRIBULATIONS, THERE WERE A NUMBER OF PEOPLE WHO SAID WHEN I FOUND MYSELF IN JAIL ONE NIGHT AND I DIDN'T WANT TO CALL ANYBODY ELSE BECAUSE I WAS SO EMBARRASSED OF WHERE THINGS WERE, I REACHED OUT TO PAUL BECAUSE I KNEW HE WOULD BE ABLE TO UNDERSTAND AND MEET ME WHERE I WAS AT MY LOWEST POINT.

AND SO I JUST WANT TO ACKNOWLEDGE EVERYTHING HE CONTRIBUTED AND HOPE WE CAN ALL COMMIT MYSELF ESPECIALLY, FOLLOW IN HIS FOOTSTEPS.

AND SO WITH THAT, I BELIEVE WE WILL MOVE INTO CLOSED SESSION.

SHOULD WE PLAN TO BE ADJOURNED? IT SOUNDS LIKE WE MAY HAVE A READOUT.

>> THERE IS ONE READOUT.

>>JAMES CODY BIRKEY : OKAY.

>> WOULD YOU LIKE TO TAKE A 10 MINUTE BREAK BEFORE WE BEGIN CLOSED SESSION?
